MY HIGHLY RECOMMENDED RESOLUTIONS FOR 2019 NEW YEARS

Hilbert Morales EL OBSERVADOR Words used to describe who you are matter because they characterize and assign each of us to social and economic levels in this American community. Several communities are marginalized by these categorizations.

Curiously, all three words begin with the letter 'C': citizenship; corruption, and communication.

My first 2019 New Year's resolution is to correct those who categorize me as a “Mexican-American” because invariably that characterization contains their assumption that I am a recent immigrant. Not so; I am an American citizen by birthright (i.e., born here).

Many immigrant residents become naturalized citizens who have taken advantage of an established path to American Citizen status.

It is very important to declare your legal status because many characterize us without knowing anything at all about us.

Profiling methods are used by many politicians to 'slice and dice' the general American community into groups which are pitted one against another (us vs. them). This is a tried and true strategy of 'divide and conquer'. WE, THE PEOPLE, who are citizens must declare our legal status so that the voice, authority and power of our community is not minimized by those having self-serving schemes. With demonstrable solidarity, we may project our collective voice, values and expectations with much more effective authority.

By claiming to be an AMERICAN CITIZEN FIRST and foremost, we facilitate being one nation

under GOD who belong to one humanity created in GOD's image. Each of us can still claim our heritage. In my case, it’s a proud competent Mexican. In this very diverse community, let's project the power and authority of One People; One Community; One very powerful nation wherein religion, race and national origin does not break us up into smaller, less potent fractions. We are all American citizens who live together in peace & harmony as equals under the established laws of this land. These laws are all based upon the U.S. Constitution.

Our civil rights apply to all of us alike...even the undocumented non- citizen.

American citizenship ideally conveys to each of us “Equal standing under the laws of this land.”

Now, today our reality does not measure up to the ideals already embodied in the U.S. Constitution. Trump's white supremacist practices have encouraged neo-Nazis, the Ku Klux Klan, and other racist supremacists to come out with public activities. I told one racist: “When I want your opinion I will ask you for it; meanwhile it is better to continue your silence.”

We, The People are the foundation of Democratic ideology: One citizen = one vote; Our 'grunt work' creates the wealth executives manage. When we insist that the Laws of this Land characterize us correctly and treat us 'equally under the laws of this land, the solidarity of brotherhood and sisterhood unify us as One People who agree to live together with dignity, respect, caring for each other using the ample resources available. And, We, The People must support and enable governance whose purpose is to enable us to do things collectively because each of us has the right to equal access to opportunity and to fully develop our personal potential. This is the foundation of our American Dream.

This simple recommendation asks that each of us stand our ground by insisting on being characterized as American Citizens first and foremost. What follows is claiming our heritage by simply saying to others, “I am and American Citizen by birthright (or a naturalized citizen)”- whose heritage is proudly Mexican in my personal case. My family's heritage can be traced back to Central Mexico's highlands and its indigenous peoples.

This statement form will undercut their divide and conquer approach and establish our legal status as equals under the laws of this democratic nation. Our

Silicon Valley Rising leadership may want to meet and confer with existing unions to learn their established strategies. Knowing existing labor laws is helpful. EO's management will continue to be ‘labor friendly’.

Today corruption in our federal and state governance is very visibly favors the influential wealthy and corporations. It behooves We, The People to begin insisting upon full honest and factual & truthful transparency which enable the re-establishment of

integrity, fairness, and reliable access to the services of this democratic system of governance at local, state and federal jurisdictions. All of us have the ethical and moral duty to pay a fair share of taxes used to underwrite the services of the education, transportation, and community safety required by society and its commerce.

Our current federal administration, especially its executive branch, has allowed gerrymandering and voter suppression. The new voting districts based upon 2020 Census data, must have boundaries drawn by citizens who have no conflict of interest. The goal is to require competitive fairness which permits voters to select new elected officials who fairly represent their values and aspirations. Too many self-serving scofflaws are now elected and enable the wealth of this nation to be funneled to benefits for very few.

Currently, Latino refugees are the scapegoats and That Wall is a diversion. Improved National Security requires control and monitoring of all international airports along with the AmericanCanadian border. The inhumane treatment of Latino refugees, breakup of their families, and increasing detention practices along the Mexican-American border must all become fully disclosed. What the Trump Administration's Department of Homeland Security is doing there will not provide this nation with improved national security.

This trend began back in 1975 when the Reagan Administration removed the Air Traffic Controller's Union collective bargaining rights and the health care industry became profit oriented via health insurance industry privatization. In addition, the Koch brothers conducted their first highly secretive conference for Billionaires. “Dark Money” is a recommended book to read because it documents the establishment of organizations which advocated for many changes in governance which enabled small oligarchies favoring those special interests.

A very high level of support for the Military-Industrial Complex developed which implemented the use of America's superior military power to protect American interests wherever these interests exist.

My Third Resolution is to be dedicated to communication which presents truthful, factual and useful information. My perception is that American working-class folks want resource allocations needed to improve and modernize this nation's infrastructure; health care; affordable housing; and payment of living wages...all need attention. A fair share of taxes by all corporations and individuals are required to avoid increased national debt levels. Perhaps it is time to go to a flat income tax system rather than continue with an IRS tax code having more that 20,000 pages.

Few have read it all.

So, as citizens, Americans would do well to make resolutions about citizenship, corruption, and communications. Public policy must continue to favor an economy which prospers and thrives during 2019: Happy New Year!

Children's Rights Group Promotes Pro-Kid Agenda for 2019

EDUCATION ADVOCATES: ENDING SCHOOL DISCIPLINE GUIDANCE WON'T IMPROVE SAFETY Education has shown their unwillingness to protect the civil rights of students across our country."

The anti-discrimination policies only served as guidance, but their critics have claimed they have hampered teachers' ability to discipline students and compromised school safety.

The recommendation to rescind the discipline policies is, in part, a reaction to mass school shootings such as the one in Parkland, Fla. However, Staley said, efforts to end racial disparities in educational discipline are a totally separate issue.

Suzanne Potter California News Service SACRAMENTO, Calif. - California's children and young adults could benefit from a "Pro-Kid Agenda" during the new administration of Gov. Gavin Newsom, according to a new report just out from the nonprofit group Children Now. The agenda lays out steps the state could take to improve quality of life for the state's more than 11 million people younger than age 26.

Ted Lempert is president of Children Now, which pulled together ideas from 80 partner coalitions to form the agenda. He says the state could make a huge difference by focusing on the first few years of life.

"It's really critical that the state invest in quality early childhood programs," Lempert stresses. "So the agenda highlights both the need for increased access to quality child care, home-visiting programs, developmental screenings and really putting a key emphasis on the earliest years."

The report also says the state needs

leadership to push to better integrate data from the various agencies to identify which programs are producing results and expand on them.

Another series of proposals looks at ways to improve foster care so that children are placed with permanent families as soon as possible to avoid the disruption of multiple moves.

Lempert says he also would like to see the state bring more services for children directly onto school grounds.

"We really need to ensure that health services and screenings are where the kids are at." he states. "We've actually gotten so siloed that now it's very, very difficult for so many families to get their kids to the needed services. And they miss screenings."

Statistics show that California has the worst record in the nation when it comes to making counselors, nurses, special education and other support staff available on campus.

So the report recommends a higher target for the Local Control Funding Formula, which would allow schools to hire more staff.

Studies have shown that black and brown students are punished more frequently and more harshly than are their white peers for similar or lesser infractions.

According to Raynelle Brown Staley, policy director at the Education Law Center, ending the policies won't change the law - discrimination based on race, disability or identity will still be illegal - but if the change goes into effect, it will have an impact.

"We think it's going to invite discrimination to occur," she said, "because the Department of

She noted that Pennsylvania school districts that have implemented policies to limit suspensions and expulsions have seen school climates improve.

"So, we feel confident that the Pennsylvania Department of Education will continue to uphold the civil rights of students across the state," she said.

Staley added that the School Safety Commission report also recommends that school districts consider arming school personnel, a policy many believe would severely compromise school safety.

1. Learn your risk for type 2 diabetes by taking the self-screening test at DoIHavePrediabetes.org. Steps you take now can help prevent or delay the onset of type 2 diabetes.

2. Be more physically active. Adults should do at least 150 minutes a week of moderate-intensity activity, or 75 minutes a week of vigorous-intensity activity.

3. Know your blood pressure numbers.

Armando Rodiel, coordinador del evento denominado "Paella solidaria de Navidad a beneficio de la Caravana de Migrantes", explicó que el evento se ha realizado en distintos puntos, principalmente en Estados Unidos, dando alimento a los que más lo necesitan en estas fechas.

El chef español comentó que al saber de los centroamericanos en Tijuana decidieron organizarse y poner cada uno su tiempo, dinero, ingredientes, talento y recetas para desearles una feliz Navidad a las más de 2.000 familias que están en el refugio El Barretal, un centro de espectáculos habilitado como albergue temporal.

La paella fue cocinada con leña y de la forma más tradicional afuera de El Barretal a unos metros de la vía pública, en la que se encontraba un mercado sobre ruedas. Las autoridades federales y el Ejército mexicano estuvieron presentes para evitar algún incidente que se saliera de control.

McGurk's decision follows the resignation this week of Gen. James Mattis as defense secretary and comes after US President Donald Trump proclaimed the defeat of the IS in Syria and announced the withdrawal of the 2,000 US troops deployed in that country as part of an international coalition.

“We are worried about response rates and working to ensure a fair and accurate count. This affects every state, rural and urban areas alike. That’s why there’s such a groundswell of opposition to the citizenship question. It’s a real problem.”

Current census confidentiality protections, though, Yu said, “are the strongest in federal law.”

Mark Hedin Ethnic Media Services As the Census Bureau prepares for its 2020 count, concerns about new plans to question respondents about their citizenship status have taken center stage.

But now, civil rights activists and others focused on the importance of ensuring a full and accurate tally of everybody living in the United States are also worried that current administrators seem to be wavering from a long-standing practice of fiercely safeguarding the confidentiality of census data.

In discussing the implications of government workers asking vulnerable communities about their legal status, Department of Justice officials were reluctant to reassure members of Congress this spring that census confidentiality remains sacrosanct.

“We are alarmed,” Corrine Yu, of the Leadership Conference Education Fund, the country’s oldest coalition of civil rights activists, said. “We are alarmed by DoJ’s position that census confidentiality protections are open to debate. In our view, there is no debate.”

Although census data informs billions of dollars of government spending, the allocation of government representatives, business decisions and more, the Census Bureau’s “culture of privacy” bars sharing information gathered beyond sheer numeric tallies.

That prohibition lasts for the lifetime

of those who have access to the data, with penalties that include years of incarceration and hefty fines.

But things may be changing in Wilbur Ross’ Commerce Department, which oversees the Census Bureau.

California is only one of many states, cities and others who have filed lawsuits opposing Ross’ intention to add the question about respondents’ citizenship status to the 2020 census questionnaire, a proposal made at a very late stage in the normal, carefully thought-out and field-tested process.

At a May appearance by John Gore, acting head of the DoJ’s civil rights division, before the House Committee on Oversight and Government Reform to discuss that proposed change, California’s Jimmy Gomez (D-Riverside) asked if Justice concurred with findings prior to the 2010 census that “there appears to be no provision in the USA Patriot Act that would supersede or create an exemption to the confidentiality provision of the Census Act.”

Already, the census’ biggest challenge is to follow its mandate, enacted with the U.S. Constitution in 1790, to count every person residing in the United States, whatever their circumstances.

Opposition to the citizenship question often focuses on the concern that people won’t trust that they can be honest about their situations without fear of becoming targets of law enforcement, immigration authorities and the like. To bring into question the underlying guarantee of confidentiality only increases the challenge of obtaining the best data possible.

Asked what steps are available to protect census confidentiality, Yu said: “Congress should continue to press senior administration officials, including Cabinet members, for confirmation that they will respect the ironclad confidentiality protections for census responses that are embedded in the Census Act (Title 13, U.S.C.).

“Congress’ efforts could involve oversight hearings, requests for written assurances from relevant Executive Branch agencies, and – if necessary – considering legislation that would remove any doubt about the supremacy of Census Act protections

Gore declined to answer, citing the litigation already filed against the proposed citizenship question. Gomez then asked for a written response.

“Advocates will continue to work with Congress, which has constitutional responsibility for the census, and senior Census Bureau and Commerce Department officials, to secure written assurances from the Justice Department and other federal agencies that they fully understand the supremacy of confidentiality protections in the Census Act and that they will respect the need for a positive environment before and during the 2020 Census.”

government upholding its tradition of confidentiality, she said, “Civil rights advocates and other census stakeholders will be monitoring carefully the public rhetoric coming from the White House and senior administration officials with respect to the constitutional requirement that the census count all persons living in the United States and the statutory requirement that census responses cannot be used for any purpose – including national security and law enforcement – other than producing anonymous, aggregated statistics (datasets).

“We also will be monitoring the activities of immigration and other law enforcement authorities as the start of peak census operations approaches and during the census, to be sure there are no activities, such as immigration raids and sweeps of certain communities (other than searches for criminals who are endangering public safety) that could needlessly frighten residents away from participating in the census.”

“Congress has a role to play,” Yu said.

“Our hope is that Congress exercises robust oversight of the 2020 census.”

She cited concerns about “insufficient and frequently late” funding of census work in recent years to prepare for the 2020 count, with its plans to be the first to which people can respond online.

“We need to make sure the Census Bureau has the resources it needs to do the job well.”

Yu and a colleague, Allyn Brooks LaSure, spoke of how “we blew the top off ” of their target of encouraging 100,000 public comments on the citizenship question plan prior to the Aug. 7 deadline for such comments. A quartermillion voices made themselves heard, they said.

As for what effects that public outcry may have, Yu said, “The Census Bureau is expected to submit the final 2020 Census questionnaire to the Office of Management and Budget by the end of this month, for approval under the Paperwork Reduction Act. That request will allow for another 30-day public comment period (which is somewhat pro forma), but more importantly, it will address the tens of thousands of public comments submitted previously in response to the proposed questionnaire.

“Both comment periods provide an opportunity to establish a strong, clear public record from a broad range of stakeholders and experts who oppose addition of a citizenship question to the 2020 Census,” Yu said in conclusion.

TRUMP ADMINISTRATION RESURRECTS WORK REQUIREMENTS FOR SNAP

Eric Tegethoff Public News Service PORTLAND, Ore. — Hunger-fighting groups thought a work requirement for food stamp recipients was dead after it was taken out of the Farm Bill.

But the Trump administration has revived it.

The U.S. Department of Agriculture proposed to undo states' ability to issue waivers on the three-month limit for the Supplemental Nutrition Assistance Program to people who aren't either working or in a training program for 20 hours a week.

Susannah Morgan, CEO of Oregon Food Bank, said states with areas of high unemployment have received waivers, and people often don't have jobs because of particular barriers, such as health or transportation issues.

"What this is doing is saying, 'Hey, we are going to make it harder for you to continue to get help feeding yourself while you're trying to get back into the economy,’” Morgan said. “To me, that is the opposite of what we should be doing."

An estimated 755,000 people nationwide would lose benefits if the USDA rule goes into effect, according to Politico. Agriculture Secretary Sonny Perdue said the goal is to move people toward self-sufficiency "at a time when the unemployment rate is

at a generational low."

Morgan said people with SNAP benefits often still rely on food pantries to fill in meal gaps. She said she expects those numbers to grow if this proposal moves forward, and noted that isn’t as convenient as using SNAP benefits.

"With SNAP benefits, you go to the grocery store like everybody else, and you use your Oregon Trail card to access groceries, which grocery stores are plentiful,” she said. “But food assistance, because it's mainly all volunteer-led, as much as we do our best to make it convenient and friendly, it is not as easy as running to the grocery store."

Morgan said the narrative from President Donald Trump has been that people who get assistance "aren't trying hard enough.” But she argued that simply isn't true. She said SNAP recipients are among Oregon's poorest families, and the program benefits a large number of kids and older folks.

"The narrative should be, 'These are folks who need help feeding themselves and their families. How can we do more?’” Morgan said. “How can we really make sure that all of their food needs are met so that they can reengage in society?"

COUNTY OF SANTA CLARA APPOINTS NEW PARKS AND RECREATION DEPARTMENT DIRECTOR

SANTA CLARA COUNTY, CALIF.— On Tuesday December 11, the County of Santa Clara announced the appointment of Don Rocha as the new director of the Santa Clara County Parks and Recreation Department. Rocha, who has served as Interim Director since July 2018, joined the Department as a park ranger 30 years ago.

“Don has been a tremendous asset to our County Parks and Recreation Department for the past 30 years,” said County Executive Jeffrey V. Smith, M.D., J.D. “I am confident that under Don’s leadership we will continue efforts to make our Santa Clara County Parks a premier parks system with a national reputation.”

As a Deputy Director, Rocha was responsible for park system operations and programs, including Planning, Construction, Natural Resource and Trails, Real Estate, Development and Redevelopment of Park Properties, Grants, and other functions. Prior to this role, Rocha was a Program Manager II over natural resources and roads and trails where he worked on the implementation of the Santa Clara Valley Habitat Plan. Rocha was also the Martial Cottle Park Manager and a Natural Resource Management Coordinator.

Roddy Scheer & Doug Moss EarthTalk Carpeting is an oft-overlooked culprit when it comes to compromised indoor air quality, but the chemicals used to produce it are typically far from natural. According to the non-profit Environmental Working Group (EWG), most carpeting is made from synthetic fibers derived from non-renewable petroleumbased sources and emits harmful volatile organic compounds (VOCs) into the air.

Meanwhile, carpet backing is typically made from synthetic rubber derived from styrene and butadiene, also respiratory irritants.

And that new carpet smell we know so well comes from the off-gassing of 4-PCH, a potent VOC byproduct of the synthetic rubber manufacturing process known to cause respiratory problems, eye irritation and rashes.

EWG adds that it can also react with other chemicals to produce formaldehyde, a known human carcinogen.

Likewise, the glues and sealants used to install most wall-to-wall carpeting come chock full of more VOCs and in some cases, toxic petroleum-based solvents. To add insult to injury, the waterproofing and anti-microbial treatments now common in everyday carpeting have been linked

to cancer, birth defects and hormone disruption. Last but not least, carpet padding is typically made from scraps of polyurethane recycled from older furniture and mattresses—and as such likely contains carcinogenic chemical flame retardants now banned in new furniture.

Well that’s all well and good, but what choices do we have? Actually, lots. Carpeting labeled with the Carpet & Rug Institute’s “Green Label Plus” or UL Environment’s “Greenguard” emit low amounts of VOCs and as such are safer for you and your family. Wool is the most common eco-friendly choice, but jute and cotton varieties are coming on strong. Stay away from stain fighting, waterproofing or antimicrobial treatments. For carpet padding, go with felt rather than synthetic rubber. And make sure to use low-emitting, non-solvent adhesives and/or fasteners during installation.

No matter what kind of carpeting you end up with, make sure to vacuum it regularly—the American Lung Association recommends at least 3x/week with a HEPA filterequipped vacuum—to remove dust, allergens and pollutants that you (or your pets) might track in. “Carpets are ... the perfect environment to harbor dust mites, mold and mildew, which are all common allergens,” reports EWG.

One way to avoid all of these issues entirely is to forego carpeting altogether and go with tile, wood, cork or natural linoleum flooring with low-VOC sealant. They don’t off-gas VOCs or harbor allergens and pollutants, and they’re easy to clean while lasting decades longer than carpeting anyway. Throw down a few wool area rugs (easily cleaned outside) and you’ll be good—and green—to go.

Now what to do with the old carpeting is another question entirely. Carpeting is difficult to recycle as it’s made from multiple components with different chemical makeups, so your local curbside recycling hauler is unlikely to take it away for you. The non-profit Carpet America Recovery Effort (CARE) is working to develop the infrastructure needed to recycle carpet efficiently across the U.S. In the meantime, you can search on Earth911 for a carpet recycler near you.

En la hora y el lugar fijados para la audiencia pública, la Directiva recibirá comentarios relevantes y hará la determinación de la necesidad de compensar a los Directores por hasta 15 días por mes de calendario por ejecución de labores oficiales, y fijar la compensación de la Directiva para el año de calendario 2019. Después de considerar toda la información presentada, la Directiva considerará las siguientes opciones: LÍMITE DE REUNIONES MENSUALES 1.

Reducir la compensación de los Directores a una cantidad especificada bajo la corriente tarifa de $286.68 por día, hasta 10 o 15 días por mes de calendario, como fue previamente determinado, efectivo abril 14, 2019; o

Aprobar un incremento de hasta 5% a la compensación de los Directores de acuerdo al Código de Agua de California, Secciones 20200-20207, por hasta 10 o 15 días por mes de calendario, como fue previamente determinado, efectivo abril 14, 2019.

THE DAWN OF A NEW BIG TECH REGULATORY ERA? Shelly Palmer At the ShellyPalmer Innovation Series Breakfast at CES 2018, I had a Socratic discussion about the influence of the big technology platforms and other emerging technologies on our lives and the need for responsible innovation with David Sapin, US Risk & Regulatory Leader, PwC. We also talked about the growing “techlash” buzz for more industry regulation and, while we agreed that there was a need for formal approach around some aspects of the industry, we felt that the best approach at the time might be an industry self-regulatory approach to responsible innovation (see A Case for Responsible Innovation).

addressing these issues will continue to be the approach of choice. There has also been some talk of using an antitrust argument to “break up” some of the biggest companies, but for the most part the big tech companies continue to provide their customers with more convenience at a lower cost and policy makers will be hesitant to interfere with that business to customer relationship.

The new normal for the big tech regulatory environment

Our perspective was that the industry was in the best position to develop and enforce responsible innovation standards that would address growing concerns from the public and policy makers about the influence of big tech and emerging tech but would not unnecessarily restrain the innovation that has been the trademark of the industry.

We received quite a bit of positive feedback and people were interested in what a self-regulatory approach would look like and whether it might just work. Then the Facebook/ Cambridge Analytica news broke.

in May and then California passed its own privacy legislation in June, the California Consumer Privacy Act (CCPA). We have also seen large global tech companies and others implement new policies, procedures and controls to address growing concerns of consumers and policy makers alike on issues ranging from location tracking, facial recognition to hate speech. Finally, towards the end of the year we began to see a divergence within the industry, as some of the big tech players – such as Apple – calling for regulation, while others are less enthusiastic.

David and I, along with our friend and colleague Rob Mesirow, Principal, PwC Connected Solutions, have spent some quality time discussing Big Tech regulation — and our thinking has evolved.

2019: From privacy laws to concerns about geolocation and artificial intelligence…what’s next?

2018: The pendulum starts to swing for big tech regulation The breaking of the Facebook/ Cambridge Analytica story in March 2018 may be the moment where we all realized that some level of big tech platform regulation is needed. The story (and its aftermath of hearings etc.) set in motion a year that has brought even more attention to the influence of technology and the big tech platforms on our lives and new calls to think about how or whether we “regulate” the industry. Over the rest of 2018 we saw the regulatory approach move into full swing on the privacy front. While not a reaction to the Facebook situation, the EU’s General Data Protection Regulation (GDPR) went into effect

So, where do we go from here on some of the key big tech regulatory issues? The privacy regulatory train has clearly left the station. GDPR has set the standard and most global companies have already modified their data policies, procedures and practices to ensure compliance – at least with regard to their EU customers and employees’ data. The passing of the CCPA will extend the scope of customers covered by comprehensive privacy legislation and may trigger similar legislative action by other states, which would further increase the calls for federal privacy legislation in the US to have a consistent privacy legal framework.

We are often reminded that our apps are free because “we are the product” and perhaps as long as the only result is some targeted ads or a better understanding of retail

traffic patterns there is no need for concern or regulatory attention.

Privacy legislation such as GDPR and CCPA should provide individuals with more transparency – and more choice – about how their data is used.

Anonymized data, however, is not subject to the privacy protections provided under GDPR and CCPA. As more and more data is being collected to power advances in the use of artificial intelligence (AI) and machine learning (see PwC AI predictions), questions are being asked about whether data in the presence of so much other data can ever truly be anonymous. If that is true, will consumers really have the protections they think they do under privacy laws? Will we start to see increasing pressure from policymakers to further limit the amount and types of consumer data that are being collected and how that data is being used? It would seem to be the next step in the evolution of data protection and ethical data use.

The one question we often get is whether we think we will see some regulation of the big tech platforms in 2019. While there is “buzz” in Washington calling for some level of regulation, it will likely be difficult to build a congressional consensus on what big tech regulation should look like. As with privacy, the states may once again step in (as California did with net neutrality) to address specific concerns. The biggest pressure placed on the tech platforms will likely come from their users who will demand changes to their policies. For now, the “do it yourself ” approach to

While they may not face the spectre of an onerous regulatory environment in the near future, the big tech companies do understand the policy landscape has changed.

They have to dig into their business processes, find the root cause of their problems, fix them, and demonstrate their change to (re)build public trust. In the current environment, these companies have started moving away from the old position of selfregulation to actively seeking to work with lawmakers in Europe and the US. Similarly, companies deploying emerging technologies such as geolocation, facial recognition and AI, need to understand that their business model is changing.

Traditional brick and mortar companies are now becoming data companies and need to build in a different type of analysis into their product development process and their strategic decision making.

They need to think ahead about how these new technologies might do harm to their customers and customer relationships and address those concerns in the product design process.

We may not quite be at the dawn of a new regulatory era for big technology, but times have definitely changed.

It is more important than ever for companies to both lead from the front on responsible innovation and build consensus with policy makers on the appropriate path forward.

If companies do not find the right balance in that approach, there may be no choice but for policy makers to step in and take the lead. That may not be the best answer for big tech – or for us.
