Egyptian resolution Forum: Historical Security Council Topic: The Arab-Israeli War of 1967 Submittor: United Arab Republic Co-submitter: Morocco, Union of Soviet Socialist Republics, India, Jordan Signatories: Argentina, Brazil, Canada, South Korea, Nigeria, Syria THE HISTORICAL SECURITY COUNCIL, Expressing its continuing concern with the grave situation in the Middle East, Emphasizing the inadmissibility of the acquisition of territory by war and the need to work for a just and lasting peace in which every State in the area can live in security, Emphasizing further that all Member States in their acceptance of the Charter of the United Nations have undertaken a commitment to act in accordance with Article 2 of the Charter, Alarmed by Israel’s acquisition of territory by war;
1. Demands all member states to respect the sovereignty, territorial integrity and political independence of each and every nation; 2. Requests the complete withdrawal of Israeli military forces from all territories seized by Israel following its attack on those States on 5 June 1967, and retain pre-1967 borders, namely the Green Line; 3. Urges that the State of Israel and the Arab nations embark on further negotiations regarding the future stability and peace in the region; 4. Demands the establishment of demilitarised zones in the Golan Heights, the Shebaa Farms, the Palestinian Territories and the border areas of the Sinai Peninsula; 5. Requests the United Nations Emergency Force (UNEF) to be stationed in these demilitarised zones and on both sides of the borders of nations concerned on a temporary basis so as to maintain peace and prevent future conflicts in the region. The withdrawal of the UNEF can only be made upon the following criteria: a) Upon request from the nations concerned with the approval of the Security Council,
b) With the request of the commanding officer of the UNEF with the approval of the UN Secretary-General upon the judgement that the overall safety of UNEF personnel in the area is threatened; 6. Decides that the Strait of Tiran remains an international waterway, hence all blockades or claims of owning the waterway shall be deemed illegal; 7. Declares that East Jerusalem shall be under an international administration of the United Nations, provided that the State of Israel withdraws all its forces in the area; 8. Requests the United Nations to assist in the relocation of displaced refugees of war and their return to the Palestinian territories, including but not limited to financial and material aid, for the United Arab Republic, the Syrian Arab Republic and the Hashemite Kingdom of Jordan, to maintain the livelihood of Palestinian refugees; 9. Urges the State of Israel to cooperate with the United Nations to facilitate the return of Palestinian refugees to the Gaza Strip and the West Bank; 10. Decides that the Suez Canal remains under the administration of the United Arab Republic, provided that it assures the freedom of navigation and the free and unobstructed passage of all shipping of all nations at all times; 11. Demands that any kind of aggressive and abusive propaganda that would be seen as a provocation be ceased on all sides; 12. Recommends that a multi-party conference between the State of Israel and the Arab nations concerned be established under the supervision of the Permanent Members of the United Nations Security Council so as to facilitate communication with all nations involved; 13. Decides to remain actively seized in this matter.
