5 Things To Note: HBA Works To Support Your Success
A crucial element of the HBA of F-M’s mission is to foster a prosperous building industry. This means our volunteers and staff work to maintain the best environment for constructing homes in our communities. Heading into fall, here’s a quick update on what we’re doing to help you succeed.
1. General Election Prep
Candidates from local North Dakota legislative districts, met with HBA of F-M representatives last month. The meetings were opportunities for candidates to share their policy goals and to learn about the building industry and members’ priorities. Specific issues addressed include the Career Workforce Academy, state budgets, F-M Area Diversion Project and housing incentives.
2. Minnesota Challenges
Our member leaders and staff have addressed several issues the past two months: • code disparities and cost impacts between Minnesota and North Dakota that put Moorhead at a competitive disadvantage, • amendments to the International Energy Conservation Code that will threaten profitability for builders and owners, • supporting an extension of Moorhead’s property tax rebate,
• and supporting a change to Moorhead’s ordinance allowing neighborhood storm water analysis and (if possible) increases to impervious surface coverage.
3. North Dakota Measure 3

Balancing Codes To Boost Our Border City Housing Market by Mark Puppe, Communications & Public Affairs Strategist
Dilworth City Administrator Peyton Mastera wanted to add a deck to his home and a Minnesota-based contractor to build it. He did find a Minnesota deck contractor, but also one unwilling to build due to the complexity of the state’s building code and the cost to comply. Surprised by the finding, Mastera connected with the HBA of F-M which is collaborating with Minnesota legislators and city officials who see and want to correct the problems that code imbalance creates in the border cities they represent. Our partnership will help legislators throughout Minnesota finally understand that code uniformity will help cities compete and local incentives like the Make Moorhead Home Property Tax Rebate Program generate even larger returns. Efforts like this have been undertaken before. In 2015, the city of Moorhead explained to Minnesota lawmakers that, “Consumers care about cost, and these code differences measurably add to housing cost in Moorhead and make Fargo and West Fargo more affordable options.” The legislation being discussed did not pass and costs have not declined. This time is different. We have a one-of-a-kind partnership of Minnesota legislators, border city officials and the HBA of F-M locking arms with the collective understanding that perpetual imbalance and inaction will worsen the impact of other problems - like lumber and labor shortages - impeding the home builders and buyers like never before, and more profoundly, those in Minnesota. HBA members report that a home built in Moorhead costs about $5,000 more than the same home built in Moorhead. Meetings with builder associations in eastern Minnesota report parallel disparity: homes built in Minnesota cost about $5,000 more than the same home, apple-to-apple, in nearby Wisconsin cities. Adding home attainability to the equation makes the losses even more poignant. According to the National Association of Home Builders, for every $1,000 added to the cost of building a home in the Fargo-Moorhead Metro, 118 are priced out of the market. It goes without saying but code disparities limit consumer choice and make North Dakota homes more appealing and affordable than those in Minnesota.
Unfortunately, more than profitability and attainability suffer from code disparities, the entire ecosystem of the encumbered cities, such as Moorhead and Dilworth, suffer losses in tax base, business activity and other positives. Code uniformity and simplicity in the FargoMoorhead Metro are just two of many ways to encourage Minnesota builders to operate in Minnesota and enable our cities, on both sides of the Red, to reap the innumerable benefits that a solid and fair housing market creates. Legislators and officials from the FargoMoorhead Metro understand what is at stake, but others will need to be convinced until they understand the damages caused by code disparities, and that approving remedial legislation is urgent. Relentless advocacy can accomplish that during the 2021 legislative session. Lisa Bode, government affairs director in Moorhead, says “We’re hoping that the timing is right as we work together with the HBA to convince the state of Minnesota to allow uniform code standards between Moorhead and Dilworth and our North Dakota sister cities in the metro.” Even though the housing market in the Fargo-Moorhead Metro is relatively strong, it can be stronger when public and private stakeholders show Minnesota lawmakers and agencies that markets do not stop at the borders.

Hammond Says Goodbye
Over the past three years, Summer Hammond has worked tirelessly as the HBA of F-M’s education and development coordinator. Her talents have contributed greatly to the success of the HBA and Home Builders Care of F-M Foundation. Hammond and her family are moving to the Perham area where she will be working for United Way. Hildebrand Retires From Fargo Inspections
Hap Hildebrand retired from Fargo's inspections department and a celebration was held July 28 at Sidestreet Grille & Pub. Hildebrand was a fixture in the local building industry for many years. In addition to his time as a residential inspector, he worked for Eid-Co Buildings, Inc., and was an active volunteer for the HBA of F-M. Enjoy retirement, Hap!
Schall Receives Remodelers Leadership Scholarship Steve Schall, Wood Specialists, Inc., has been awarded a National Association of Home Builders Remodelers Leadership Scholarship. It provides $1,500 to help defray expenses to attend national Remodelers meetings.
Schall is a member of NAHB Remodelers through the HBA of F-M’s Remodelers Council and currently serves as vice chair locally. NAHB Remodelers members enjoy a wide variety of benefits and resources, including exclusive professional development, industry-specific education, networking opportunities, and awards and recognition programs. Coronavirus has put people in their homes where they have come to understand the need to have a healthy home. Cost has always been important, but previously unnoticed deficiencies have become high priorities and motivated homeowners to find ways to correct and prevent them. They have learned about the intricacies influencing how their home functions and whether they are comfortable within it. Energy engineer Larry Mayer commits his business, Solution Design, Inc., to helping home builders construct and buyers select the healthiest and most energy-efficient homes possible. The result is a high-performance home that applies design, materials, building systems and site orientation to conserve nonrenewable fuels. A buyerâ&#x20AC;&#x2122;s willingness to spend more to build a high-performance home stems from the value they directly receive. Mayer highlights one shining example of return on investment in the recent sale of a local home built to these standards: it sold for an 8 percent premium above neighboring homes after only ten days on the market.

Another owner who spent the extra cash to build a 4,500-sq.-ft. home is delighted to pay only $30 per month to heat it during the winter. Go a step further and high-performance homeowners reap the intangible rewards of improved health and what Mayer calls “platinum comfort.” Building these homes requires builders to step outside their own comfort zone by adjusting their homebuilding priorities, making waterproofing their top priority followed by the insulation envelope and then airtightness. He realizes this is an untraditional perspective but so are the homes his clients build and contemporary buyers want.

Regulators mandate energy savings using rules that can increase cost, but Mayer says that paying the greater upfront cost to build a highperformance home pays off. “Homeowners will pay even more to equalize their home with Mother Nature because Mother Nature does not cut corners trying remove energy from your house. Cutting corners can be tempting, but always creates problems that are even more expensive to correct,” he says. High performance homes are somewhat novel in the Fargo-MoorheadWest Fargo landscape, but common elsewhere. For instance, there are 150 certified in our metro area of 250,000 people; a density of 1 highperformance home per 1,670 people. Whereas the Twin Cities metro area has roughly 30,000 high-performance homes and 3.6 million people; a density of 1 per 120 people. Despite these statistics, Mayer says local communities are plush with opportunity. He says, “Builders just need to school up on how to present the advantages, costs, cost savings and talk about the comfort and wellness of these homes, and the market will grow.” So, what can builders expect when entering the high-performancehome market? A generation of customers that wants comfort and energy efficiency and is willing to pay more for a home that provides them. However, mastery of traditional homebuilding does not mean builders know how to answer the unique questions younger buyers will ask. Solution Designs facilitates “schooling up” by offering classes to ensure all stakeholders understand the unique processes, terms and priorities necessary for successful high-performance construction. Builders must be willing to work as partner because building to the customer’s expectations requires the lender, appraiser, real estate agents and contractors to communicate actively with each other and be understood as intended. These partnerships might be challenging but they cultivate confidence and satisfaction in customers who will more readily and extensively invest because the builder has proven to be focused on the customer’s wants and expectations. Traditional homebuilding is profitable for many but building highperformance homes increases profit potential, just ask the less than ten contractors currently building them locally.

North Dakota Association of Builders and any one of the six local associations have members who are ready to act as mentors, share their personal stories of choosing their career path and help answer any questions. Competitive Compensation - The homebuilding industry offers competitive compensation. The top 25 percent in most construction trades professions can earn at least $60,000 annually. The gender pay gap is smaller in the construction trades. On average, women in the United States earn 80 cents for every dollar a man earns. Women in the construction industry earn 97 cents for every dollar a man earns. The construction field is one the best industries to work in. Average New Home Price Now $16K Higher Due To Lumber
Aug. 22, 2020 - NAHB Now - The recent spike in softwood lumber prices has caused the price of an average new single-family home to increase by $16,148 since April 17, according to NAHB standard estimates of lumber used to build the average home. Similarly, the market value of the average new multifamily home has increased by $6,107 over the same period due to the surge in lumber prices. According to Random Lengths, as of Aug. 21 the price of framing lumber topped $800 per thousand board feet — a 130 percent increase since mid-April. NAHB calculated these average home price increases based on the softwood lumber that goes into the average new home, as captured in the Builder Practices Survey conducted by Home Innovation Research Labs. Included is any softwood used in structural framing (including beams, joists, headers, rafters and trusses), sheathing, flooring and underlayment, interior wall and ceiling finishing, cabinets, doors, windows, roofing, siding, soffit and fascia, and exterior features such as garages, porches, decks, railing, fences and landscape walls. The softwood products considered include lumber of various dimensions (including any that may be appearance grade or pressure treated for outdoor use), plywood, OSB, particleboard, fiberboard, shakes and shingles — in short, any of the products sold by U.S. sawmills and tracked on a weekly basis by Random Lengths. At the prices reported by Random Lengths on April 17, 2020, the total cost to a builder for all the lumber and lumber-related products described above was $16,927 for the products in an average single-family home, and $5,940 for the products in an average multifamily home.
But by the time Random Lengths reported prices on Aug. 21, the cost to builders had risen to $30,470 for the softwood lumber products in an average single-family home, and $11,061 for the products in an average multifamily home. This is a $13,543 (80 percent) and $5,122 (86 percent) increase respectively, in only four months. The price of the home to the ultimate buyer has gone up by even somewhat more than this, due to factors such as interest on construction loans, brokers’ fees, and margins required to attract capital to residential construction and get construction loans underwritten. For items such as lumber that are purchased and used throughout the construction process, NAHB has estimated that the buyer’s price will increase by an additional 19.2 percent. The bottom line is that the spike in lumber prices that occurred between April 17 and Aug. 21 caused the price of an average new single-family home to increase by $16,148, and the market value of an average new multifamily home to increase by $6,107.

Olson Blends Real Estate Career With Giving Back by Kallin Baarstad, Communications Intern
Kyle Olson has found a way to take his profession as a Realtor and integrate good work for his industry, supporting workforce development and helping find an Alzheimer’s cure. The HBA of F-M staff was in full agreement when selecting him as the final choice for Member of the Quarter. Olson is with Keller-Williams Inspire Realty. Born and raised in Moorhead, he graduated from Moorhead High School in 2000 and continued at Concordia College with majors in computer science and theater arts. He met his wife, Melanie, the first week of college, they dated throughout, and married in 2005. They have two sons, Kip, age 12 and Tucker, age 10. Olson serves as the chair of the Home Builders Care of F-M Foundation’s Fundraising Committee. He loves to volunteer time for events like the HBA of F-M’s golf outings and assist in the Foundation’s efforts to raise money supporting its mission.

Another organization Olson supports with passion is the Alzheimer’s Association. In 2003, Olson’s father was diagnosed with short-term dementia that developed into Alzheimer’s disease. Over the years, he watched it take control of his father’s life, causing heartache and sadness. This led Olson to create a campaign for change.

“For every home I sell, 10 percent of my commission is donated directly to Alzheimer's Association to help us combat this disease that affects me and my family, every day. My goal is to help raise $100,000 to fund research in the Red River Valley. I call this ‘Closing for a Cure,’” Olson says. Olson’s easy smile and happy-golucky personality is highly admired by staff and fellow volunteers. Throughout his involvement in the HBA, he has experienced a lot of growth, both personally and professionally. “The HBA has built so many awesome friendships throughout my career. When you sit on a committee with people every month, it is hard not to build a relationship, but it’s also so fun to see why others are involved. The HBA is a cool mixture of entrepreneurs, trades professionals, and everyone in-between,” Olson says.

As we ramp up for the Fall Parade of Homes, HBA of F-M reviewed survey results from a sampling of Spring Parade of Homes goers in June. Over 350 people dished about their preferences, intentions and goals.

Nearly 40 percent of those attending the Parade are looking for a builder whose homes match their style with effective communication being the next most important attribute for a contractor. Low maintenance living was the clear leader in features buyers want in their homes, coming in at 52 percent, beating out built-in home technology and energy efficiency. Builders on the Parade told us that interest was stronger than ever from those who want to invest in a new home. There has never been a better time to upgrade and take advantage of record low interest rates! This came through in the survey showing 23 percent of attendees were actively looking to build or buy a home in the next year, up from just 15 percent in the fall of 2019.

The most popular price range of new home seekers was $251,000 - $350,000 with the categories on either side coming in tied for second.

Homebuilding supplies are in high demand and short supply - from the electricity feeding developments, to the 2x4s framing up the houses, to the appliances and fixtures equipping them. It’s a crisis that is not going away soon. HBA of F-M asked trade partners for their advice to builders, contractors and developers as the global pandemic advances.

Associated trade partners are dealing with the most volatile manufacturing environment we have ever encountered. Countries are mandating factory closings due to the virus and this has put a tremendous strain on inventory. Parts facilities are the hardest hit as a lot of manufacturers source inventory from the same location. In addition, we work with vendors that have made personnel cuts so responses to our inquiries are delayed. A factory that is open today may be closed tomorrow due to a positive test resulting in the facility having to be sanitized and new safety measures put into place. Once the building is reopened, worker pods that had six associates in an area to assemble a product may now be down to two due to social distance guidelines. Productivity is typically then about 60 percent. And on top of that, we now dealing with “alive” inventory versus what we could see on a screen and rely on. By “alive” I mean just that. I had this happen to me recently. I called a vendor to check stock on an item and within one minute their on-hand available inventory changed three times.

So how do we get through this? 1.
Communication.
It still amazes me how the public does not know how the pandemic has affected our trade. Contractors that have the first interaction with clients need to start this dialog with associate trade partners supporting the same message.
2.
Flexibility.
Most, if not all, vendors have product availability issues of some kind. Maybe it is just one common item in their product offering. This leads to a situation where brands may have to be mixed to complete the package.
3.
Order early.

What used to be weeks to receive materials and equipment now takes months. If you are planning a project, itâ&#x20AC;&#x2122;s imperative to contact CCEC as soon as possible, so we are aware of the project and materials necessary to get it completed.
I will end with the obvious suggestion but add a note of caution. Yes, please work with your associate trade partners to order items well in advance. But keep in mind that lead times are constantly changing, and it is very difficult and overwhelming to keep up with every item offered by every vendor. An item listed last week with a 90-day lead time, might jump to 120 days today due to reasons detailed above. Politics can be nerve wracking but participating enables us to influence the rules that determine how - and even whether - a business operates. Unfortunately, political stank pushes citizens out of the policy arena to forfeit opportunities to influence who gets elected to make those rules. Compounding things is the tendency to forget that we typically exercise our vote only once during elections that are typically held two years apart, whereas those who win elections wield their power 24/7 until the next. However, all is not lost.
We keep political power contained by helping pro-housing, pro-business candidates get elected. That means continuously evaluating, monitoring, meeting with and then discussing which candidates deserve the collective support from political action committees (PAC). If those tasks are not completed, favorable candidates do not have the resources necessary to win and unfavorable candidates get elected.

Lucky for builders, National Association of Home Builders’ BUILD-PAC and North Dakota Association of Builders’ NDAB-PAC do nonpartisan legwork so builders without the interest to personally engage can know they’re still doing their part to support their trade. My recommendation for builders is to be very organized and patient. From the sticks to the doors to the mill work, finalize those details early and get them ordered. From reading articles and talking with vendors, these issues won't be over anytime soon. We are in it for the long haul. Lumber and OSB are at record highs and availability is near zero. Mills are up to 2-3 months out right now. There is no end in sight according to our vendors either. These are challenging times for all of us, from the manufacturer, distributor, retailer, builder and homeowner. 26

Drawing Illustrates ‘What Home Means To Me’ by Kallin Baarstad, Communications Intern
The word “home” is not bound to one specific meaning. To one person, home could mean the place he or she returns to at the end of the day; to another, it could mean a place that gives a feeling of peace with life itself. Every year, Fargo Housing and Redevelopment Authority participates in the National Association of Housing Redevelopment Officials’ Housing America campaign called “What Home Means to Me.” It is a poster competition for children residing in affordable housing and community developments owned or administered by NAHRO member agencies. For the second time in the past three competitions, a local student’s drawing was chosen as one of 12 eligible winners. Gabriel of Fargo appeared on this year’s June calendar. Gabriel is a 7th grader and participates in both football and track. Of course, his favorite subject is art. According to his mother, Gabriel loves drawing pictures of houses, making this competition his bread and butter. Gabriel decided to draw a cabin on the lake, and for his description, said: “My home relates to a cabin on the lake because it is peaceful and quiet. When I’m at home I can be myself and express my feelings. At night I love to relax with my family.”
FHRA’s mission is to empower people to achieve independence through housing. It provides safe, affordable homes to those with lower and moderate incomes by efficiently, ethically and effectively putting government housing programs and funding to work for Fargo. The Authority also connects people with resources and services they need to stabilize their lives and their families. FHRA has been a member of the HBA for nearly 20 years. HBA of F-M CEO Bryce Johnson currently serves on their board of commissioners. She sees many similarities between the missions and values of both organizations. “HBA of F-M and Fargo Housing and Redevelopment Authority have values that cross over into common ground, including the importance of affordable and attainable housing. This poster competition is a fun and fantastic way to get kids thinking about how important the meaning of home is. It’s also great to see local representation at the national level!” Johnson says.

HBA of F-M is working hard to fulfill its commitment to raise a total of $1 million for the academy by Dec. 31. Cass County Career Workforce Academy organizers are pursuing a $5 million grant made available through the CARES Act. That effort included securing matching funding from the city of Fargo, city of West Fargo and Cass County. All three approved support now totaling over $7 million. Organizers hope to break ground next year.

National Association of Home Builders is seeking prompt action from President Trump and the administration regarding soaring lumber prices (80 percent increase nationwide since mid-April) and supply shortages. HBA of F-M supports this effort with a call to action asking members to reach out to their members of congress. Help Your Customers Find You: Maximize Your HBA Directory Presence
The goal is to drive more consumers to your listing at hbafm.com/findamember and encourage members to update their listings to engage consumers through the HBA’s website.
The HBA of F-M’s online membership directory is getting a face lift! As more people rely on their smart phones and computers to seek information, we continue developing and enhancing our online directory.
You will receive an email this month requesting that you log in to the HBA of F-M’s Member Information Center to update your company’s contact information. Staff will facilitate this process regularly to maintain accurate data online.
A promotional campaign has been launched through social media to increase awareness and drive consumers to the website to access building industry professionals. We are reorganizing the directory page to help consumers pinpoint the trade or service they need.
Those who prefer to engage in human interaction are encouraged to stop by our office or call (701) 2325846 and verify your information. We’d love to hear from you!
