Building Affordable Homes B.C.’s New Incentive Program

Looking to boost affordable housing options, the B.C. government has unveiled an exciting initiative offering up to $40,000 to homeowners keen on constructing secondary suites. This program, announced by Premier David Eby and Housing Minister Ravi Kahlon, aims to address the pressing need for more accessible housing options across the province and is now available to Sunshine Coast property owners.

Starting in spring, eligible homeowners can apply for forgiveable loans to cover construction expenses for basement suites, garden suites, or laneway homes on their properties. This will include offsetting the cost of a new modular or mobile home. With around 3,000 homeowners expected to benefit, this three-year incentive program presents a golden opportunity for those eager to contribute to the community’s housing

needs as well as benefiting from an additional income source.

Who Qualifies?

To be eligible, applicants must be Canadian citizens or permanent residents, with the property serving as their primary residence. Household income should not exceed $209,420, and the property’s value must not surpass $2.125 million. Additionally, homeowners must have sufficient home equity to secure the loan.

Suites Eligibility

Secondary suites, including standalone units like modular or mobile homes, laneway homes and garden suites, qualify if they have independent kitchen, bathroom, and sleeping facilities. Renovations or improvements to existing rental units are not covered. Municipal

building permits obtained on or after April 1, 2023, are a prerequisite, with construction costs totalling a minimum of $20,000.

How to Apply

Mark your calendars for April 2024 when applications open. Once eligibility is confirmed and municipal zoning regulations are met, homeowners can apply for building permits and kick-start the construction process.

By incentivizing homeowners to create secondary suites, B.C. is taking a significant step towards addressing the housing crisis and providing more affordable living options for its residents.

New Provincial Regulations To Ease the Housing Crisis

In November 2023, the province announced new housing legislation affecting all municipalities. New regulations, set to be incorporated into local bylaws this summer, allow small-scale, multi-unit housing with a minimum of one secondary suite or one laneway house in all single-detached or duplex residential zones. Within municipalities of more than 5,000 people, zoning will allow for three to four units in select areas on single-detached or duplex lots, depending on lot size. On land close to transit hubs, even more density is permitted.

The province’s aim is to increase the supply of housing throughout British Columbia and address the housing crisis facing almost every community.

The new housing density bylaws are expected to benefit property owners by creating more housing options and expediting the housing development process. The legislation will allow the vast majority of property owners to increase housing density on their land, potentially leading to an increase in property values

The changes are also aimed at addressing the housing crisis by delivering more small-scale, multi-unit housing, including townhomes, triplexes, and laneway homes, and fixing outdated zoning rules to help build more homes faster.

While there are concerns that the new regulations could lead to inflated property taxes based on the “highest and best use” of the land, the government has stated that evidence from other jurisdictions shows that the “land lift” will not be significant

Additionally, the legislation is expected to create more certainty for both community members and home builders by expediting and streamlining the permitting process. Overall, the new housing density bylaws aim to provide property owners with more flexibility and opportunities for development, while also contributing to addressing the housing challenges in the province.
