CITY OF LATHROP

Council approves bid for major sidewalk project

The Lathrop City Council approved a bid Tuesday, December 17, for construction on two stretches of sidewalk that will ultimately reach all of the way from Oak Street to the parking

The City of Lathrop has made major strides in refurbishing its sidewalks over the last decade, thanks in large part to state transportation grants. The largest of those projects could be underway in the coming months.

The winning bid came from Sands Construction out of Kansas, which bid the first section (along Center Street from Oak Street to Walnut) at $239,471 and the second section (along Center Street from Walnut to Lathrop High School) at $379,869. It was the lowest of four bids that were submitted for the work.

Board reviews audit, signs off on next year’s calendar

The East Buchanan Board of Education voted to accept the district’s audit and approved a new district calendar for the 2025-2026 year during their monthly board meeting held on Monday, December 16. According to Superintendent Dr. John Newell, this year’s audit was similar to previous years’ audits,

with no issues. The auditors again added a note regarding the separation of duties, but as Dr. Newell explained, this is a concern that all small districts have due to the number of staff available to share all of the district’s responsibilities.

The board also approved the district calendar for the upcoming school year, adopting the option that 58 percent of the staff

favored, which has school starting on August 18. The entire calendar can be found online at the district website.

During the celebration portion of the meeting, Mrs. Jodie Parkhurst told the board about their activities during the recent Grandparents Day and also about a visit from Alastair Heim, the author of “How the Grench

Christmas has come and gone, and now, 2025 can be seen just on the horizon. Before we plunge into the new year, let’s take a look back at the stories that made headlines each week in Clinton County. Below, you’ll find the biggest headlines from each edition of The Clinton County Leader, beginning with the first half of 2024. Next week, we’ll jump into the second half of the year.

Lost Christmas” for the Dr. Seuss series. Heim visited the school and signed about 200 copies of his book that each family at the elementary school received. Heim also spoke at assemblies for all students.

Rayleigh Burns told the board that she enjoyed hearing the book and how the author told the students about creativity and urged them to read as much as they could. Heim was contacted and scheduled by teachers Mrs. Parkhurst and Mrs. Deanna Mathews, and the PTO purchased the copies of his book to give to each elementary family.

The board received an update on the construction of the new middle school, finding that the project is currently about three days ahead of schedule, with most walls and precast walls up, and some of the roof supports are in place.

The board also re-

viewed the district’s Annual Performance Review (APR), with Dr. Newell going over it, explaining how the district faired during this process. Dr. Newell stated that the district did well on this review. However, the state education department will again be changing some of the processes the district will go through in the future.

One of these changes has to do with the amount of growth in student results, and if that amount was expected simply because the student would be one year older or because of the educational instruction the student received. Another change will be in how districts must score to be accredited or accredited with distinction.

The board also was told that the district would be putting out a request for proposals for its food services for the students. This

request for proposals from interested parties to provide the district for its food service contract will start in 2026. Currently, OPPA provides food service for the district. Dr. Newell added that in the request for bids, one of the stipulations is for the provider to pay a minimum of $16 per hour.

During the superintendent’s report, former administrator Dave Elms reported to the board that another Kauffman Grant had been applied for and received. He stated that the request for the grant was to improve the playing surfaces of both the baseball and softball fields, do some work to help with drainage along the foul lines, and to help the fields dry more quickly. He also added that a warning track in the outfield on the baseball field is planned. Last, he asked the board to start to consider if they wanted any signage for the new middle

school and if they wanted to have a plaque done. One of the issues is that the board could have a different make up after the local election in April of 2025.

Director of Special Services Heidi Shoemaker told the board her department is working on plans for the upcoming job fair to be held for the special edu-

cation students. This is currently scheduled for March of 2025.

All three district building administrators spoke briefly to the board about recent ongoings, such as the KCI Conference Basketball Tournament hosted at the high school, the Grandparents Day at the elementary, and the middle school students’ efforts to collect 1,200 canned items during their Turkey Bowl for the food pantry.

With no additional business before the board, the meeting was adjourned at 8:24 p.m., with the monthly January meeting to be held on January 27.

End of an Era for 43rd Judicial Circuit Judge Brent Elliott

Tuesday, December 31, will mark the end of Judge Brent Elliott’s tenure as a circuit judge for Missouri’s 43rd Judicial Circuit.

On January 1, 2001, he was appointed to succeed Warren L. McElwain as DeKalb County Associate Circuit Judge. After being elected to two terms as DeKalb’s associate judge, Elliott was appointed as a circuit judge and subsequently elected three times to that position.

A 1980 graduate of the University of Missouri-Co-

lumbia School of Law, two years later Elliott was elected in Livingston County as one of the state’s youngest prosecuting attorneys. As a prosecutor and special prosecutor for other counties, he tried dozens of jury trials, procuring a conviction in each one. In 1988, Elliott accepted a position as trial attorney for a Chillicothe law firm and continued to win all of his jury trials, both civil and criminal. His mastery of the jury system would not end there. In a career spanning 24 years on the bench, Elliott presided over dozens

of jury trials and was never reversed or required to grant a new jury trial by the Court of Appeals or Supreme Court. As a prosecutor, private attorney and judge, Elliott handled everything from complex murder cases to multi-million-dollar civil suits. He even gained national recognition when one of his cases was the subject of a New York Times article “Two Judges Who Get It About Banks.”

Elliott was an integral part of DeKalb County’s award-winning Inmate Public Service Program. He was appointed by the Missouri

Supreme Court to a committee assigned with establishing protocols for the use of closed-circuit transmission appearances by defendants incarcerated in prisons and jails and was among the first judges to implement the safer, money-saving system.

In retirement, Elliott has agreed to serve as a senior judge for the state and will accept assignments from the Missouri Supreme Court to specific cases. He also plans to substitute teach in some of our local schools. He and his son, Connor, will continue their bison operation on their farm near Stewartsville.

“I want to thank the citizens of DeKalb County and the 43rd Judicial Circuit for allowing me to serve as their judge,” Elliott said. “It has truly been my honor.”

Howard makes leap from Plattsburg to DI

You know you’re growin’ older when... Your ability to recall song lyrics from the 70’s far exceeds your ability to remember why you walked into the kitchen.

There’s a storyline which is familiar for those that come from a small community, and in a short time they are thrust into a new, far bigger atmosphere.

For Isaia Howard of Plattsburg, that bigger atmosphere was the bright lights of the T-Mobile Center in Kansas City, where his Drake Bulldogs basketball team played the Big 12 Conference’s Kansas State in the Wildcat Classic last week.

While in Plattsburg, his home gym held just over 1,000 fans. He did see bigger venues and crowds when his Tigers competed in postseason and Final Four basketball games. However, nothing could reach the rarified air of the T-Mobile Center, where the Big 12 Championships are held with 18,000 screaming fans jammed into the stands.

On Tuesday night, December 17, there was just over 9,000 rabid K-State fans. Only a handful of the Drake faithful made the journey down I-35 to Kansas City from Des Moines, Iowa. So, what did the youngster from Plattsburg think about the experience?

“It was exciting for someone from a small town with all the lights and logos,” said Howard, back home on Christmas break. “We practiced the day before at the T-Mobile Center. It was an awesome shoot-around the day before, to get a feel. On game day, it’s important to have a routine and stick with it. Our coach talked about the game. It’s the same game and it didn’t change because of the opponent. Our goal every game is to play defense, rebound, get the 50-50 balls. Every little category we can. Play with intensity and talk a lot. We like to have

fun when warming up and it helps to talk as we warm up. The main thing is to have fun with it. Don’t be scared. At the end of the day, it’s basketball.”

But when the game began, the only noise being generated was from the Bulldogs, as they raced to a 20-9 first half lead. Sharpshooting guard Mitch Mascari put on a long-range clinic, scoring 19 of his 25 points in the first half. His teammate guard Bennett Stirtz also scored in double figures with 22 points, including a threepoint basket to seal the overtime victory, 73-70. Even though he didn’t get any playing time on the court that night, he says he continues to work hard and learn. The competition is tough in practice, as witnessed against K-State when their guards paved the way for the overtime victory.

Howard said Coach McCollum stresses the importance of having a routine.

Something the coach follows as if it is a ritual that needs to be performed before each game? Maybe a superstition? It’s not a superstition for Howard, since the pre-game ritual has been something he has embraced during his high school career.

“My mom urged me to develop a routine in high school, and I had one then,” he said. “I’ve established one here at Drake with a nap before a game (something his roommate suggested), a Snickers and some Gatorade. I stick with it.”

In high school he went to Aunt Elizabeth’s house (Nanny) and often Aunt Tina was there. They watched Family Feud or Jeopardy, ate a Snicker’s candy bar and drank Gatorade.

When growing up he also remembers the influence of his great-great grandfather, Mickey Howard. Mickey was a constant at every sporting event, and Isaia could hear him shout-

ing words of encouragement all the time.

“He always called me ‘Son’ when we met after the games,” Howard recalled. “In the eighth grade, I jammed my finger playing football. I went to the sideline, and he came down from the stands and told me to get back in there. He was encouraging and coaching all the time.”

Encouragement and coaching are something that Isaia has experienced all his life. His dad, Michael, began coaching him when he was in the second grade. Michael is currently the high school coach for the PHS Lady Tigers, where Isaia’s sister, Letecia, is an All-Conference performer. Abundant support comes from his mom, Lisa, as she continues to cheer him and his sister on in their athletic endeavors.

And there’s plenty to cheer about, as the Drake Bulldogs continue their winning streak, which has

David Charles “Dyno” Clinton, 71, Gower, Missouri, passed away Monday, December 16, 2024.

He was born May 27, 1953, in Van Nuys, California, to Hollis and Thelma (Miller) Clinton. He grew up in California and spent a few years in Hawaii, which he loved.

David’s family later moved to the St. Joseph/ Agency, Missouri, area, where he met Bonnie Elaine Tolbert. The couple married on July 16, 1977, and shared 47 years together.

He worked as a mechanic for several auto-related businesses, including Bunton’s, Wiedmaier’s, I&M Machine, Weld Wheels, Midas, and Leaverton’s. Always up for an adventure, David also traveled with the Monster Truck Shows, most notably getting to work on Bigfoot.

David was an outgoing guy who made friends wherever he went. He loved to share his knowledge with everyone. He also enjoyed classic rock, country, and some Johnny Cash songs.

David leaves behind a legacy of love, knowledge, and precious memories for his family to treasure.

He was preceded in death by his parents; and nephew, John Clinton. Survivors include his wife, Bonnie; children, Rebecca Clinton, Melissa Cox (Daniel), and Jeremy Clinton; grandchildren, Chance, Liam, Grayson, and Sawyer; siblings, his twin brother Dan Clinton, Don Clinton, and Debbie Clinton; numerous nieces, nephews, other extended family members and friends; and his beloved dog, Lulu. Tim Coulter Donates Found Money in 2024

The Salvation Army is receiving another donation from Plattsburg’s Tim Coulter, whose tradition continues to benefit those in need. Coulter collects all of the money he finds throughout the year and donates the annual amount to the Salvation Army. This past year, Tim found $18.64 in various places—parking lots, sidewalks, and everywhere inbetween. His total donations since 2015 exceed $400. He said he’d love to see others pick up the habit, as every little bit helps.

Missouris Shoal DAR Chapter Meets

The Missouris Shoal Chapter of the Daughters of the American Revolution conducted its monthly meeting Tuesday, December 10, with a trip to Saltgrass Steak House in Liberty. The meeting was called to order, followed by the pledge, readings, scriptures, prayer and more. The meeting resumed and the committee reports were given. A total of 16 members were present.

Carmen Stoneking thanked those who helped with the Forever Christmas event, from which the chapter donated to the Plattsburg

Senior Center and the Cameron Veterans Home. It was noted that Wreaths Across America would be on Saturday, December 14, and a record-breaking 312 wreaths were purchased to place on the graves of veterans.

The group is considering March 29, 2025, for its annual genealogy workshop, but they will need to check with the church to ensure the date is available.

The next meeting is January 14 at 11 a.m.

CAMERON SCHOOL BOARD CANDIDATE FILING

All persons interested in filing as a candidate for the Cameron R-1 School District Board of Education may do so from 8:00 am Tuesday, December 10, 2024 through Tuesday, December 31, 2024 at 5:00 pm.

Wrestlers grapple on the Katy Trail

The Christmas break provides wrestlers with a natural pause before they get into the meat of the season, but before heading home for the holidays, the three local programs competed in one of Missouri’s biggest tournaments of the year.

Hundreds of wrestlers and more than 80 teams competed in the Battle at Katy Trail, a two-day tournament for both boys and girls in Sedalia, Missouri, on Friday and Saturday.

On the boys side of the tournament, St. Pius X won the team title, with Lathrop finishing seventh, East Buchanan placing 24th and Plattsburg finishing 27th.

Lathrop sophomore Garrett Beane battled his way through the bracket at 126 lbs. to finish second. He went 5-1 on the day. Jesse James was fifth at 175 lbs. (62), Rylee Dupignac was sixth at 132 lbs. (6-3), Drake Coots was seventh at 138 lbs. (6-2) and Remi Wolfe was eighth at 190 lbs. (4-3).

Plattsburg’s Caden McLallen turned in a big-time performance, placing second at 150 lbs. with a record of 5-1. Colton Wilkinson added an eighth-place showing at 14 lbs., going 5-3.

Despite being the new team on the scene, East Buchanan showed they belong, with three wrestlers placing in the top 10. Gavin Utz had the best performance for the Bulldogs, finishing sixth at 126 lbs, going 5-3. Brody McCartney was eighth at 120 lbs. and Reece Dixon was ninth at 150 lbs.

In the girls tournament, Brookfield took the team championship. Lathrop was 14th, Plattsburg was 25th and East Buchanan was 45th.

Plattsburg’s Isabella Hofmeister had the best local finish, placing second at 100 lbs. with a record of 3-1. Kenlee Fish was third at the 170 lbs. division with a record of 4-1. For Lathrop, Aubrey Schrunk was third at 100 lbs. with a record of 4-1. Sydney Clark was fourth at 145 lbs. and Gracie Rindom was seventh at 155 lbs.
