EDITORIALS TIME TO CALL A HALT? (Fro m our Lond on Office) For a number of yea rs postage stam ps have been produc ed by many countri es as a me ans of incre asing their revenue , and in gener al the number of tamps produc ed far exceed s the possible postal use. The emer gent Africa n State s are good example s of this, and as a result the tamp s of such countrie as Ghana and Sierra Leone have become so num erous th at man y co llector s ha ve cease d to col lect the m odern issues. Thi s means th at some sets only fetc h a fr action of face value when sold. This ca n only do harm to the hobb y, and is a classic exampl e of killin g the goose th at lays the golde n (or Gold Coast) egg. T he Iron Curtain cou ntri es are "top of the polls" in thi s, Ru ssia having issued over 1,650 basic sta mp s between 1960 and I 972 , a new stamp every third day! Nor are the countrie s wh ich one would expec t to be more respon sible entirel y blamele ss. It ca n be argued th at there are too many Great Brit a in issues eac h yea r, and not all are commemoratives . For examp le, ther e can be littl e reason for producin g pictorial issues which commemorate nothin g and are obviou sly aimed at the thematic m arket - bird s, flower , churches , etc . Mea nwhile the posta l service continues to deteriorate. In the United States, the American Ph ilatelic Society blackli t cert ain is ues which are co nsidered to be unde sira ble for variou s reason s, and it i intere ting to note that the recent United States "Po stal People " Sc. ha suffer ed this fa te . Surel y th e government s of major countri e hould be above such thin gs ?

Let the e stamp-issuing co untrie s co ntinu e to bring out their glorified multi-color beer label s. The more the y issue, the better it is for phi late ly on at least four count s: (1) If all the mone y expe nded (we nearly sa id was ted) on the e new issues was put into past is ues, price s would increase o rap idly th at phil ately wou ld be pu she d out of monetar y re ach of so many of it devotees. (2) If the source of income derive d from such new issues dried up, the Un ited States a nd oth ers wo uld have to supply additional funds to a id the se countr ies-at the expense of the taxpayer ! (3) Ink a nd paper ma nu fac turer s wo uld be seriou sly affecte d . D oes phil ately wa nt to be respon sible for the unemplo yment that wou ld develop ? (4) Wh at about the vast number of artists who design stam ps ? With less issues they wou ld lose a main source of incom e. Doe s phi lately want to be co nsidered a hindran ce to "cu ltur al adva ncement " ?

There wer e 20 ca talogue s (comp ared with 17) and 60 se ions (previously 53). 18 e sion were de voted to Unit ed State i sues for a tot al of ju st over $ 1,000,000 ; 29 were Brii h and Forei gn and 13 specialized. The Seaso n's total of ju t under $270 ,000 wa down from the previou s Seaso n's $383,000. How ever of th at figure two properties alone made up for over $200 ,000 . Actual tran sact ions were lightly increa ed at 90, this being parti ally due to continued success in
the selling of single rar ities, ch iefly United States. Bear ing in mind the overall fam ine of phil atelic materia l during the pa t Season , and the inclination of m any vendor s to gamb le for high auctio n return s, the re sults were mo st ple asing. A number of the propertie s sold had been accepted und er Harmer "Pri vate Treaty / Auction Pl an". A co llection is offe red priv ately at an agreed figure and, if not sold withi n an agreed time- usua lly a few m onths- is included in an auct ion for which space ha been reserved .
