It is my extreme pleasure to present the 'Georgetown' collection to H.R. Harmer clients. Steve Zivic has been a valued Nutmeg Stamp Sales client for many years. When he was ready to sell his fabulous collection of Washington Franklin issues, we used the broad resources of EscalaGroup to place his collection in its most appropria t e venues. H.R. Harmer will feature the rarities and Nutmeg will offer the balance of the collection in a spring sale. Steve is a prominent Pittsburgh attorney and one of the principa ls in Orie and Zivic, which he founded in 1977. He attributes his success to a strong parental upbringing (the hard working Croatian immigrant ethic) and his education at St. Nicholas Croatian Catholic School, operated by the Franciscan nuns and priests, and the Jesuit fathers at Georgetown University . He graduated magna cum laude from Georgetown College of Arts and Sciences in 1972 and from Georgetown Law School in 1975. SteveZivic:Angling for a great find!
Steve is a passionate, yet private , collector who , with sturdy personal contacts, patience and fortitude , was able to form th is wonderful specialized collection. The 'Georgetown ' collection of specialized Bureau of Engraving and Printing issues, specifically the so-called Washington Franklin stamps, spans a period of almost two decades (1908-1925). The series encompasses every aspect of design,engraving , pr inting , perforating and gumming known to philately and each is well represented in the collection , which is one of the most diverse and comprehensive ever offered for sale.The scope and depth are highly impressive and includes many items missing from most collections, including rare compound perforation varieties, proofs and essays, rare shades, printing errors, flaws and a complete set of China Clay papers. I am proud that Steve selected H.R. Harmer and Nutmeg to auction his collection because I know it meant so much to him . Steve has lovingly assembled this collection, and is ready for others to enjoy its contents and to maintain the stewardship of great rarities for future generations.The sale of the collection will allow Steve to focus on his other philatelic interests, used British Empire and Croatia. Part of what Steve was taught in school was to give back when you are successful. In furtherance of that teaching, Steve is working with St. Nicholas Church to establish a scholarship at Georgetown to enable qualified students from Croatia to attend.

In late 1909 the Bureau of E ngravi ng and Printing , in response to complaints from postal workers who were unab le to distinguish denomin atio ns of the new Washington and Franklin series quickly , began a ser ies of experime nts with combinations of co lors on vario us colored pap ers. Die proofs were made in a range of co lors on all values of the 1908 series, including an uni ssued 12c va lue. Despite being origina lly produced with one to two inch margins , virtually all know n exa mpl es have been trimmed close to sta mp size leaving approximate ly 2mm margins all arou nd. All are exceedingly rare and some are , probably , uniqu e. 1012

Max Joh! in his The United States Postage Stamps of the Twentieth Centwy explains it's creation as follows , " It seems that the transfer man , in making up plate No. 5299 , made an e1Toneous entry with a ONE CENT RELIEF , discovered his error , erad icated it as best he could and then transferred the proper TWO CENT RELIEF in the same position leaving , however , sufficient lines of the I c entry so as to produce a most interesting variety. This occurred in the uppe r left pane and in the fourth stamp under the plate #5299. This variety is therefore a DOUBLE ENTRY simi lar to the 2c Cent Error of 1916, but in this case the wrong entry came first rather than last." .

Rose. Tests at that time proved unsatisfactory and the method was discontinued. Only two plate numbers were used for the imperforate stamps , 13376 and 13377, with the plate number being the only certain method of identification.

Wilson then applied the roulettes to the sheets in order that they could be so ld as postage to local businesses to recoup the losses incurred by the bank.
