THE PLACING OF A BID SHALL CONSTITUTE ACCEPTANCE OF THE CONDITIONS OF SALE CONDITIONS OF SALE BIDDING 1. All bids are per lot, as numbered in the catalogue. Harmers of New York Inc. (hereinafter " Harmers" ) reserves the right to withdraw any lot prior to sale, to divide a lot or to group two or more lots. 2 . The highest bidder shall prevail. Should a dispute arise between bidders , the decision of the auctioneer as to the successful bidder or the re-offering or resale of the lot in dispute shall rest entirely in the judgment of the auctioneer . 3. The auctioneer shall regulate the bidding and reserves the right to refuse any bid believed by him not to be made in good faith . PAYMENT FOR PURCHASES Payment for lots, Including those on which opinions are desired under Condition of Sale 8, shall be made as follows : (a) FLOOR BIDDERS. Th~ name and address of the buyer of each lot shall be given to the auctioneer immediately following the sale of such lot. Payment of the entire purchase price, or part thereof , shall be made by the buyer in such manner as Harmers may determine . (b) MAIL BIDDERS. A successful mail bidder will be notified of lots purchased and must remit before the lots are sent. A person known to Harmers , or who furnishes satisfactory references , may at Harmers ' option have purchases forwarded for immediate payment. Delivery will be to the address on the bid sheet. Proof by Harmers of receipt of a sending at the advised address shall constitute delivery . A minimum charge of 75c will be made for postage , insurance and handling. 5. Title shall not pass to the buyer until full payment has been received by Harmers . 6. Buyers agree to pay for lots as specified above and no credit is extended ; a late payment charge of 1 ½% per month is added to overdue payments.

QUALITY AND AUTHENTICITY 7. Each lot is sold as genuine and correctly described based on individual description as modified by any specific notations in this catalogue including (but not restricted to) " Key to Cataloguing " . (a) QUALITY. Any lot , description of which is incorrect , is returnable within two weeks of receipt and must be received by Harmers within four weeks from date of the auction . If the opinion of a mutually acceptable authority is desired, this period will be extended as noted in Condition 8. All disputed lots must be returned intact in the condition received . The following lots are not returnable except at the discretion of Harmers : lots from buyers who had the opportunity to examine them before the auction ; stamps on account of appearance when they are illustrated in this catalogue . (b) AUTHENTICITY . Any lot which is declared otherwise than as genuine by a mutually acceptable authority is returnable provided the lot is received by Harmers within a period of four weeks from the date of the auction . Proof that a " mutually acceptable authority " declines to express an opinion is normally grounds for the return of a lot. In the case of United States stamps the " mutually acceptable authority " shall normally be The Philatelic Foundation of New York. EXTENSION OF TIME 8 . When an opinion from a mutually acceptable authority is not expected within four weeks from the date of the auction , the buyer shall (a) submit the lot without delay to a mutually acceptable authority ; (b) ensure that advice in writing to this effect (preferably on the form supplied) be received by Harmers within 25 days of the auction . No lot will be accepted back under any circumstances more than four months after the auction date. EXPENSES OF CERTIFICATION 9. Expenses shall be borne by the buyer except where the lot is other than as described and is returned within the conditions set forth above , and Harmers ' responsibility is expr_essly limited to : /a) The actual cost of the opinion if $10 or less , or (b) The cost of the opinion up to 5% of the sale price but not exceeding a maximum of $50 SALES TAX 10. The New York State Sales Tax is payable by a buyer liable to the tax.

BIDDING LEVELS The normal auction room increase is about 5%. The following increases are usual and mail bidders are requested to enter appropr iate figures on the bid-form . Up to $ 30.00 - nearest $ 1.00 $ 32 .50 to $ 77 .50 - nearest$ 2.50 $ 80 .00 to $150 .00 - nearest$ 5.00 $160 .00 to $300 .00 - nearest $10 .00 and so on appropriately . Bids of unusual amounts (e.g. $101) are reduced to the normal level (e.g . $100) and do not take precedence over a similar bid if not received first.

TELEPHONE BIDS We strongly recommend that all bids are sent by mail. Nevertheless if it is necessary to telephone bids we are happy to cooperate . However , due to shortage of time , the following conditions mus apply : (a) Not more than 20 bids can be accepted. (b) No idea of bids already received can be given (these are confidential) . (c) Any errors resulting from misinterpretation of lot numbers , bids or instructions are the responsibility of the bidder . (d) No bids accepted later than ½ hour before sale. -

MAJOR ABBREVIATIONS SE = Straight Edge; s.l. = straight-line ; c.d.s. = Circular Date Stamp ; c.t.o. = Cancelled to Order ; F.D.C. = First Day Cover CONDITION The various gradings of stamps are , in order : su perb ; extre mely fine ; very fine ; fine; fair A lot described as " fair " is so listed either by reason of general appearance or more often because of a small fault or faults , such as a crease , thin spot , short or missing perf , perforat ed into , cut into , etc. In the case of sets , large blocks , sheets , etc. , the condition quoted represents the average and quality above and below this standard ca n be expected . Mixed condition : In large lots, the condition is generally expected to range from fair to at best fine. Serious defects can be expected . Minor folding and climatic staining are to be expected in many of the covers and are not mentioned unless they are unsightly. GUM

BLOCKS OR SHEETS AND THEIR GUM Minor separations are the rule , rather than the exception , in the case of blocks or sheets of any size . A few separations-around two perts per row-do not affect the value of a block or sheet and are not grounds for the return of a lot. Blocks of four that have two stamps o.g . and two stamps n.h. are descr ibed " n.h.(2)/o.g.(2). " PAIRS

All pairs are horizontal , unless otherw ise mentioned . CATALOGUE NUMBERS The catalogue numbers of the contents of the lots are given in parentheses immediately following the descriptions , but in bulky lots only the range of issue is shown . CATALOGUE VALUES The final co lumn shows the catalogue value of the lot. This is shown in parentheses where , in the opinion of the auctioneer, the market value exceeds this figure . ESTIMATED VALUES If an estimated cash value is given , it is shown in the description and always indicated by the abbreviation "Est. Cash Val." It is used where the lot is large or where the actual value has little relation to the catalogue price. It represents the auctioneer's appraisal of the true MARKET value of the lot and the afigure is invariably close to the actual realization . It is useless for mail bidders to list any bids that are only a low proportion of such estimates.
