Rolling out the National Service Excellence Award and Celebratory Gifts...

tarting 1 April 2016, the top 30% NSmen will be rewarded for good performance in their Operationally Ready National Service (ORNS). The enhanced monetary schemes belong to the new National Service Excellence Award (NSEA) and Celebratory Gifts for NSmen. The NSEA replaces the Family Recognition Voucher (FRV) scheme, which rewarded only the top 10% NSmen. Under the NATIONAL SERVICE EXCELLENCE AWARD, the top 10% NSmen will receive $200 worth of NSEA voucher credits, i.e. double the $100 voucher credits in the former FRV scheme. NSmen entitled to the $200 voucher credits include the top 10% performers in call-up; recipients of the Letter of Commendation for outstanding performance during call-up; recipients of the National Day Award (NDA); and recipients of the Home Team NSmen of the Year Award. NSmen entitled to the $100 NSEA voucher credits include the next best 20% performers in call-ups and NS courses. Through CELEBRATORY GIFTS, the Home Team demonstrates care for the NSmen by celebrating joyous moments in their lives. NSmen who meet the eligibility criteria will be accorded $100 worth of credits when they solemnise their 4

CHINESE NEW YEAR LUNCHEON HomeTeamNS Bukit Batok ‘gifts’ back to more than 100 senior citizens
H
omeTeamNS Bukit Batok celebrated Chinese New Year on 21 February with about 140 elderly residents from Bukit Batok Home for the Aged; six nursing homes from the Orange Valley group; Adventist Home for the Elders; and Bo Tien Home for the Aged. Our HomeTeamNS volunteers and Executive Committee members from Bukit Batok were present to interact with the elderlies. Some of the programmes lined up included a Chinese Orchestra performance, a band performance, oriental magic, facemask-changing performance, and lo-hei. We also gave out Mandarin oranges, red packets and goodie
bags, and enjoyed a special Chinese New Year Lunch. “I am glad that the Executive Committee can contribute to the success of the event and hope that more NSmen can come forward to make this annual event even bigger in future,” said Mr Cheah Kok Keong, Chairman Bukit Batok Executive Committee. Special thanks to HomeTeamNS members for participating in our donation drive as well as to Kleenex Singapore, Khong Guan Biscuit Factory (S) Pte Ltd and Qian Xi Group for their generous sponsorships. xcited screams and victorious roars filled the air as pins after pins were struck down! Hosted at Starbowl at HomeTeamNS Bukit Batok, this was the Annual Most Supportive Division (MSD) Bowling Competition 2016 for Home Team NSmen. Graced by Guest-Of-Honour COL Lee Yam Ming, this event was part of a series of competitions that aim to promote
cohesiveness between NSmen and NSFs from SCDF and SPF Divisions. The “Novelty Category” was a new addition to the Team and Individual categories, which was introduced to allow the HomeTeamNS Management Staff to form teams with Division NSmen to compete in friendly matches. A participant in the Novelty category, 43-year-old Colonel (NS) Edwan Nizar bin Ahadan quips, “There was no pressure as the focus was not on winning. Instead I made new friends from both SPF and SCDF.” After a series of intense matches, ultimately Team Falconite and SGT (NS) Lim Ming Ren emerged as champions from their respective categories. The winners walked home with cash prizes and Starbowl sponsored prizes. Team Manager of Falconite LTA Low Kua Eng adds, “We lost and broke our winning streak last year; therefore, in this competition, we were determined to work harder and we formed a stronger team spirit! Eventually, we successfully attained championship again. Yeah!”

he heat had been relentless, but that did not deter the 144 participants of the HomeTeamNS Annual Golf Championship 2016 from pitting their golfing skills against one another, and trying for the grand prize of a Hyundai Elantra. Guest-Of-Honour Mr Masagos Zulkifli, Minister for the Environment and Water Resources, graced the occasion with our HomeTeamNS President, Mr Desmond Lee. We spoke to Mr Calvin Siow, Chairman of GolfLinks, to find out more about the popular golf tournament:
What’s the aim of organising the Annual Golf Championship? It aims to bring together NSmen golfers from all walks of life, and to promote camaraderie and networking among them as they enjoy their game.
What are some of the challenges? In Singapore, good golf courses can be quite expensive. However, we try our best to take our golfers to premium courses for a good swing. Share with us some benefits of playing the sport. I think everyone knows that golfing hones our focus. In addition, it is a game for building relationships as each flight usually lasts 3 to 4 hours. What can members look forward to when they sign up as GolfLinks members? EVERYDAY HEROES Selfless Act AETOS Auxiliary Police Officer (APO) LCP(APF) Mohammad Rizal Bin Hamzah was expecting a regular evening of duties at Woodlands Checkpoint when he smelled acrid smoke and spotted a twostorey-high fire blazing from a car on the packed expressway. “My mind was racing with questions: ‘Was the car going to explode? Was anyone trapped in it?’ All I could think about was saving people and stopping the fire from spreading to the other vehicles on the expressway,” Rizal recounted. Grabbing a fire extinguisher, LCP(APF) Rizal was the first officer on the scene to help put out the blaze. He was soon joined by AETOS colleague PC(APF) Muhamad Saufe Bin Arsad, who fought the fire alongside him and successfully subdued it. For performing beyond
their call of duty, both officers have received numerous commendations.

Passion for the Uniform After graduating from ITE with a NITEC in Automotive Technology, Rizal tried out a few jobs before realising that his heart was set on a uniform career. “People tend to look at you differently when you wear a uniform,” said Rizal. “I am thankful for the opportunities given to me here at AETOS. I strongly believe in the importance of safeguarding our borders, especially with the real terrorist threats that we face today.” With a stable career and a high gross monthly salary, Rizal plans to take up a Diploma in Security Management/Police Studies at a local polytechnic, and to serve as a senior officer in future.
Passion for Helping Others In 2014, Daniel met a friend, an AETOS Auxiliary Police Officer (APO), at the immigration checkpoint. After

These adjectives were certainly not how one would describe PC(APF) Daniel Peh before he joined the National Service (NS) in 2007. “I was once a rebellious gold-haired paikia who only knew how to get into fights. I even ponteng some of my ‘O’-level exams, simply because I didn’t feel like it,” said Daniel, laughing. As he did not have a full ‘O’-level certificate, Daniel took on odd jobs at various supermarkets and fast food outlets. However, the jobs lasted only a month or so, as he often got fired for arriving late for work or for not turning up at all. “It was only when my parents started ignoring me that I realised that my actions had really disappointed my loved ones,” said Daniel. “I decided that I needed to turn my life around and enlisted myself in the army earlier, at 17 years old. NS was a lifechanging experience as it not
hearing about his interest in a uniformed career, his friend advised Daniel to consider AETOS as a career choice. Today, PC(APF) Daniel celebrates 1½ years with AETOS, the longest job that he has held. “AETOS is committed to protecting both lives and property. We are often the first and last lines of defence for our borders,” said Daniel proudly. “My current role as a traffic marshal means that I attend to accidents on all major expressways. Despite the risks of the job, I find it meaningful and fulfilling when I get a chance to render assistance to those in need.” “AETOS offers me the job stability that I need,” he continued. "Including allowances, I usually take home more than $3,000. With this regular income, I hope to further my studies in Business Management and to take up more responsibilities in the organisation in future. I’m glad that I’ve finally found something worthwhile to do.”

HOME TEAM VOLUNTEERS Sailing the extra mile with the Police Coast Guard
T
he volunteers come from all walks of life, and most of them work in full-time jobs. But they have one thing in common – they all spend their weekends performing volunteer constabulary work with the Singapore Police Force (SPF) Police Coast Guards (PCG). “The difference between us and other volunteers is that we pull long overnight shifts, like going out at sea at 7pm and coming back the next day at 9am; not many people are willing to give up their weekends like that,” says Deputy Superintendent (DSP) (V) Abdul Hakkim, 53, Head of the Volunteer Special Constabulary (VSC) with PCG. “When you
enjoy what you do, it is not a chore,” said DSP (V) Abdul Hakkim. The PCG safeguards Singapore by keeping out undesirable goods and people from entering Singapore via the coastlines. Volunteers with the PCG undergo a maritime policing course to be trained in navigation capabilities and the rules of the sea. Volunteers with the SPF are also trained in unarmed combat, policing laws and basic weapon use. In addition, PCG volunteers are trained to use safety equipment such as jackets, rafts and buoys, and they also practise jetty jumps. Together with the regulars, the volunteers perform coastal patrol checks,

foot patrols at Pulau Ubin and boat duties. The coastal security patrol force sails along the coast of Singapore and around Singapore’s territorial waters to ensure that no illegal boats, people or goods cross the country’s boundaries. Corporal (V) Sim Ying Hui, 25, for instance, is a full-time teacher by day and a PCG volunteer by night. Last month, she clocked 90 hours of volunteer duties. “During my second time out at sea, my team did an arrest for contraband smuggling near the reclaimed areas at Tuas. It was exciting and I knew I would enjoy my time with PCG,” said CPL (V) Sim. Inspector (V) MD Shahril Bin Bakar, 26, served his National Service with PCG and was trained to be a helmsman. He decided his specialised skills in steering and navigating a ship should not go to waste, so he continues to serve with the SPF as a PCG volunteer while he pursues his degree at the Nanyang Technological University. NSMEN ENGAGEMENT DURING LEAD SESSION SPF moves ahead in enhancing its role in preventing, detecting and deterring crime
T
he Leadership Engagement and Dialogue (LEAD) Session 2015, held at Changi Airport in October 2015, was co-organised by PNSD and APD. LEAD is a platform for SPF KAH/ CAHs to gather in their respective units to share and discuss NS matters, as well as to seek feedback on new NS-related developments. The session was opened with an address by Director PNSD, DAC Manimaran Pushpanatan. The discussions focused on the duties of PNS officers and their evolving roles in the SPF. APD KAH/ CAHs presentation focused on the shift in emphasis from being a ‘good-tohave’ force to a ‘need-to-have’ force. 26
Following that, PNSD elaborated on the implementation of the PNS Master Plan. Under the PNS Masterplan, the Division Special Task Force (DSTF) will be formed in all Land Divisions. The DSTF will optimise the deployment of PNSmen in Land Divisions with improved Command and Control (C2) and peopleconnect between PNSmen. Troop-level recalls for training and deployment will help build camaraderie among NSmen. DSTF officers will conduct anti-crime patrols during peacetime, and station defence and cluster patrols during heightened tension or a National Emergency. SUPT(NS) Patrick Han said: “The
formation of the DSTF is the way forward to systematically upskill the current PNSmen in assigned troops.” SUPT(NS) Victor Lee saw his role of NS Commander as “someone able to work more closely with the SPF leadership to identify how NSmen can better integrate into SPF’s operations”. SUPT(NS) Eric Koh felt that the DSTF will offer officers a chance to “build a stronger camaraderie, as PNSmen will be recalled as a troop rather than split over several recall periods”. Overall, the various KAH/CAHs saw the upcoming initiatives as a way for the SPF to move forward in enhancing its role to prevent, detect and deter crime.

Despite juggling different commitments, DAC (NS) Mohammed Azhar Bin Yusof believes in always doing his best
I
count myself very fortunate to have experienced many memorable moments in my time in NS. Spending a decade with my unit AK6 has been really amazing as we’ve built very strong bonds with each other. Being posted to KINS and having to manage more than 130 men was probably the most challenging task. Fortunately, I have a group of experienced and knowledgeable Command Elements. Together, we’ve instilled in our men the

strong pride to serve and to do our best in all tasks. The awards my unit has achieved are testament to what we’ve accomplished. The positive experiences in NS, from the things that I’ve learnt and the people I’ve known, to the knowledge and skills I’ve acquired, have all shaped me to be the person that I am today. Leading others, developing and managing people, and building teams are just a few things I’ve applied to my career.

As a lecturer at NIE/NTU, I’m in a position to positively influence the development of PE teachers in Singapore, who will in turn positively influence the lives of their students. I strongly believe that PE and sports offer so much towards the development of a well-rounded individual. I’ve also been involved in rugby for many years, first as a player, then as coach, a referee, and now as a referee coach and referee performance reviewer. I love the game because it builds discipline, resilience, perseverance, character and so much more! Last year, I officiated at the SEA Games at home. It was extra special and memorable – even though I’ve officiated before, at the 2006 SEA Games in Thailand – because I was the Oath Taker, representing all the judges and match officials at the Opening Ceremony, which was telecast live locally and across the region. I’m thankful I have an understanding and supportive family, especially my wife, who understands the importance of NS and my contributions to PNSD and SPF. Sometimes my family comes with me when I officiate at rugby games or attend Team KINS training. What are my best strengths? I am an optimist and like to see things positively. I often joke that it’s in my blood (B+ blood type). For everything that is worth doing, I believe in doing it the best I can.

I
‘ve always been fond of the stage. I started attending speech and drama classes when I was very young. However, I rediscovered the love of acting only in secondary school when I joined the drama society. The part I find most challenging about acting is creating a character. Most people see only the glamorous end product, but the amount of time, effort and energy an actor puts into a role is immense. And using that character to take the audience through a journey is what I love most. When I was serving NS in SCDF, I was part of the Music and Performing Arts Club. I performed at many Home Team events. My superiors were very encouraging about my role. My NS experience has been very positive, and it has certainly made me a more responsible adult. It’s not easy being a professional actor; there were times when I had only a few dollars in my account. I often had to take on many hats, such as teaching, directing, singing and hosting, to make ends meet. I’m grateful that my mother has been extremely supportive of my decision to pursue acting as a career. She and my aunt have attended every single play I have been in.
I am glad to be given the opportunities to host the SG50 National Day last year, and to be part of the 2015 theatre production, ‘Off Centre’. I always count my blessings. What advice do I have for aspiring actors? Follow your heart. The going may be tough, but if you truly believe that this is what you are good at, stick to it, and you’ll go far. What you believe in is stronger than what you wish for.
