ROLLING IN THE WEST Hit the road on your two-wheeler from the Bukit Batok clubhouse!
ake a jog along any of the PCNs (Park Connecting Networks) during weeknights or weekends, and you’ll probably be overtaken many times by cyclists on all kinds of bicycles. Drivers, too, will no doubt have experienced a similiar increase in the number of cyclists flocking to the roads to get a good workout. There’s no doubt that cycling is getting more popular here. While the east is home to many boutique bike shops and cycling routes, the west has much to offer as well. “I love biking in the west,” said Abner Yong, 34, a Bukit Panjang resident and avid cyclist. “There’s plenty of open space and the traffic

I get a good workout on my Giant TCR road bike as I ride on scenic routes in the west.” Although trail riding on mountain bikes is gaining a strong following, the two most common forms of cycling in Singapore are still park cycling and road cycling. Park riders ride leisurely in the relative safety of manicured parkways (think PCN) that are free from motor traffic. Cycling speeds tend to be on the low side, ranging between 15km/h and 30km/h.
Road warriors, on the other hand, tend to zip on the flanks of roads in their striking jerseys and lightweight speed machines. Riding speeds are typically north of 25km/h, although it is not uncommon to see them ride at speeds in excess of 35km/h. Regardless of the kind of rider you are, you can do both from your Bukit Batok clubhouse – check out two routes on the next page. As always, stay alert, look out for traffic and be considerate. I’m an engineer by training, but I continue to study whenever I can. Althought I already have a Doctorate in Management, I believe in lifelong learning and regularly attend courses to update myself with the latest from management to patient safety. Studying keeps me current with new medical advances, new drugs on the market and new patient safety issues, and I have gained a lot from networking during my courses.
The more you learn, the more you feel there’s so much more to know. It was an eye-opener to be part of an inaugural overseas exercise as an NSman. I was the Deputy Contingent Commander of the ASEAN Regional Forum (ARF) and Disaster Relief Exercise (DiREx), which was held from 7 to 11 May 2013 in Cha-am, Thailand. For five days I trained with other regular forces – such as US Marines, Korean rescuers, Japanese troops, UN personnel, Australian Defence Force and Royal Thai Army – in building collapses, height rescue, rock slides and more. I learnt how rescuers from different countries work together in a disaster zone. There are no bad soldiers, only bad generals. I’m only as good as my men, and I learn a lot from them. In the next issue, WO2 (NS) Mohamad Fitri Bin Mohd Jamil, who also participated in the ARF and DiREx, will share with us his experience in the force.

ART IS LIFE Architect Randy Chan is a heavyweight in the local creative scene
had a memorable time as an NSF in the SPF Public Affairs Department. I was involved in radio shows, the Police Life magazine, and I engaged schools on crime prevention. I even acted as an extra in Crime Watch . My NSman days were actually more siong than my NSF days. I served my ICTs in KINS AK3 Alpha Division. KINS was a new unit then and my role was like that of a trooper. I had to undergo three ICTs to train for the job. My office has a gallery, a bar and a cafe, and it’s a daily source of inspiration for me. It’s near the School of the Arts and the LASELLE College of the Arts – I draw my

thoughts from the aspiration and ideals of young people. I love theatre, for it is life itself. It is a mirror of what society is and it helps us understand our world. Wild Rice is producing fantastic work such as Cooling Off Day by Alfian Sa’at and Ivan Heng, and I’m honoured to be on their board of directors. It is an exciting time in the local art scene. We are still searching for our Singapore identity. Local artists should work together to build a vibrant arts scene. You can’t create art talent overnight. Singapore is too used to instant success by importing talents. Art is like a tree – without deep roots there’s no way it can grow strong.

he annual HomeTeamNS REAL Run is back in Sentosa this year after six years at the Changi Exhibition Centre. On 25 May, 6,000 runners set off at the crack of dawn from Sentosa Gateway, where they tested their limits on road, trail and sand. Started in 1996 to promote a healthy lifestyle among Home Team NSmen, the REAL Run has become one of HomeTeamNS’ most-loved events and a mainstay in the local sporting calendar. he Home Team just got stronger – and younger – as 550 student leaders from 29 primary schools were appointed as Junior Civil Defence Lionhearters. At the appointment ceremony held at Elias Park Primary School on 11 April, A/P Ho Peng Kee, Chairman of the Home Team Volunteer Network, has a clear message to the young Lionhearters. “You are part of a movement,” he said. The SCDF established the Lionhearters Club to raise interest in emergency preparedness and nurture members to become resilient and crisis-ready citizens. With the Junior Civil Defence Lionhearters Programme, upper primary students leaders are chosen to inculcate emergency preparedness skills among their peers, family and the community.

In all, 30 such students from Elias Park Primary School were selected to be part of this pilot run. To fulfil their roles as Emergency Preparedness Ambassadors, the Junior Lionhearters will learn skills such as basic first aid and fire safety. They will also be trained in public speaking and engaging the media to help them spread fire safety and emergency preparedness messages in their schools and beyond. After leaving primary school, Junior Lionhearters could carry on with the National Civil Defence Cadet Corps (NCDCC) in secondary schools and the Civil Defence Lionhearters Club in post-secondary institutes. “This programme is helpful,” said nine-year-old Narengautham from Elias Park Primary School. “When there is an emergency, I know what to do. When somebody is injured, I know what the procedure is.”
REACHING OUT TO OUR YOUNG ONES The SCDF established the Civil Defence Lionhearters Club in October 2009. There are five Lionhearters Clubs with 350 members in Singapore Polytechnic, Temasek Polytechnic and all three ITE Colleges. This new initiative by SCDF will see the Junior Lionhearters Club established in 29 primary schools with 900 new student members.

BRINGING SCDF’S RESCUE BATTALIONS TO GREATER HEIGHTS

he SCDF is set to enhance the capabilities of its Rescue Battalion (RBn) in a series of changes to its structure, equipping and training. This was announced on 19 April by Deputy Prime Minister Mr Teo Chee Hean at ITE College East during the SCDF’s Workplan Seminar 2013. Established in 1985, the RBn is the SCDF’s main ORNS unit. The SCDF has been reviewing the RBn’s ability to handle more complex rescue operations, and has taken reference from guidelines developed by the International Search and Rescue Advisory Group. These changes (see side story) will be implemented in phases, where RBn NSmen will be progressively trained to acquire new rescue proficiencies.

SGT Farhan had shown outstanding performance and leadership in many fire and rescue incidents (see side story). “I would like to thank SCDF for giving me the opportunity to make a difference during my NS,” said SGT Farhan.

COMING UP What’s new in SCDF’s Rescue Battalions Rescue Engineers will be attached to the RBn HQ to help commanders quickly assess the structural stability of incident sites. The existing Service Support Platoon will become a more nimble outfit to support rescuers at two incident sites at the same time. New equipment, such as the reciprocating saw and a new vehicle akin to DART’s Heavy Rescue Tender, will enhance RBn capabilities.

COURAGE UNDER FIRE Why SGT Farhan Firdaus is NSF of the Year 2012 At the East Village Hotel fire on 16 July 2012, he led the first team of firefighters to the scene, where they battled the inferno for five hours in intense heat and nearzero visibility due to the smoke. At the Kallang Way warehouse fire on 6 September 2012, he swiftly got his crew to set up the initial water jets and commence the firefighting operation before the main task force arrived.

Both units received this honour from DPM Teo Chee Hean at the Police Day Parade held at the Home Team Academy on 3 June. Introduced in 1997, the Best Police National Service (PNS) Land Division Competition aims to recognise PNS Land Divisions for their efforts in NS excellence. In 2012, the competition was renamed the Best National Service Operationally Ready Unit Competition (BNSORUC). The NS unit of Central Police Division emerged champion for this

QUEEN OF CLUBS Expect a more exciting HomeTeamNS experience with Chief Executive Agnes Eu Tell us a little about yourself. I’ve worked mostly in clubs and associations. It’s a lot of fun to plan and build up clubhouses, and I am thankful for the experience and knowledge I gained in SAFRA. I find it a great joy to work with our NSmen volunteers, who provide valuable advice in helping their own club grow. We have nine new committees in HomeTeamNS, and I am thankful to have their support. So why did I move from SAFRA to HomeTeamNS? I’m driven by the unknown, and at this stage of my career, HomeTeamNS presents me with the opportunity to make a difference – to me this is a chance of a lifetime.
What’s next for HomeTeamNS? I want to add a lot more value to our club membership. We’re working to enhance our perks and privileges, so that our members can enjoy benefits both in and out of the clubhouse. Our clubhouses are set to become more happening. We’re working with merchants to bring retail space into the clubhouse. Existing facilities such as the swimming pool and gym will get a refreshing revamp. Here’s a sneak peek. Our Chinatown clubhouse will be ready

Our members comprise the singles, those who are married, and those married with kids, and we try to identify what would interest each of these three groups. Right now we can have more clubbing, entertainment and travel privileges, so that’s what our members can expect really soon. The upcoming makeover will be even more exciting, so stay tuned!
