Songkran 2018: If You Can’t Stay Dry; At Least Stay Safe! The rest of the world may not be aware that the water rituals on a grand scale over three consecutive days each year has long been a part of Thai culture, recognising that the wet season is imminent. Despite this being an eagerly awaited Festival, it is also a very dangerous time of the year on Thailand roads.

The cabinet has resolved to declare Thursday, April 12th an addition public holiday on top of the Songkran Day on Friday, April 13 which is already a public holiday. Since April 14-15 fall on Saturday and Sunday and April 16th has already been declared Songkran holiday, the total number of holidays for Songkran this year will be five–from April 12-16. Assistant government spokesperson Col Athisit Chainuwat said that the long holidays would help promote local tourism and urged state agencies to make preparations to facilitate the safe travelling of revelers.

Into the alms bowls the gathering people put boiled rice and into the covers of the alms bowls, food, fruits and sweetmeats. In the afternoon of the same day there is bathing ceremony of the Buddha images and also of the abbot of the Wat. The bathing of images is done as ritualistic ceremony, but it is no other than a New Year’s purification. Younger people will also on this day or the succeeding days go to pay their respect to and ask blessings from their elders and respected persons. They will pour scented water into the palms of the old people and present them with a towel and other bathing requisites. In the old days it was an actual bathing where the young people helped the old people to take a bath and to change their old clothing and put on the new clothes which the young people presented them as an act of respect to the aged on the occasion of the New Year.

In fact, there are also other countries practicing this festivity including Vietnam and Laos, but nowhere like Thailand. The word Songkran was derived from “Sankranti”, which means ‘to move or to change’. Songkran is not only about fun and the party atmosphere with water ‘attacks’ an essential element found on the streets of Thailand no matter where you are. Although the ritual soaking is inevitable and trying to staying dry futile, the period also has associated religious activities and important family activities. On the eve of Songkran Day, i.e. on the 12th April, the people clean their house and burn all the refuse. This is a Spring Cleaning Day done as a duty in the belief that anything bad belonging to the old year will be unlucky to the owner if left and carried forward to the coming New Year. Where to Join the Party To get amongst the party revelers in Hua Hin on the first day, the focus is on a procession which will wind from Soi 55 before moving slowly along Naresdamri Road then past the Hilton until returning to Petchakasem Road. In Cha-Am a procession of floats and willing ‘victims’ commences at the northern end of the beach road then turns into Narathip Road. Both mobile parties get underway late morning on Friday April 13th.

Songkran Safety Tips Songkran does have a few correlated risks – much like festive periods in your own country. There’s a sensible and less-sensible way to do just about anything in life. 1. Just like on New Year’s Eve and holiday periods in your home country, when lots of people celebrate, some of them drive drunk. Beware on roads (as a driver or a pedestrian). Alcohol sale times are strictly monitored throughout Songkran in efforts to keep the (very wet) roads safe. 2. If at all possible, avoid using a scooter or motorbike during the day/days of water-throwing. Drinking aside, road safety can become an issue when those driving scooters or motorbikes get a face full of water. If you do have to scoot, always wear your helmet. The right clothing for Songkran? Official statements are released at Songkran urging women to consider their clothing choices at Songkran. Use common sense for this modest country, wear dark colours (not white!).

3 Content 4 Cover Story Last month a visit by the Prime Minister and the appearance of the Deputy Prime Minister at the opening of the Vana Nava Holiday Inn, may have heralded some significant changes for the future of our region. Coinciding with the first Air Asia flights between Hua Hin and Kuala Lumpur commencing from 15th May, comes an announced plan to begin a marketing campaign to label the coastline stretching from Phetchaburi to Ranong as the ‘Thailand Riviera.’ Skeptics may point to the name not being very original or imaginative and just a rerun of a short-lived idea going back to a previous government in 2006. They may also find it hard to imagine how a coastline of over 500 kilometres can have one identity. But for those who have long bemoaned the absence of any marketing plan for the region, at least there is some sort of recognition. The hope is that this ‘good idea’ is much more than just a short lived or token offering but the beginning of a concerted effort to allow Hua Hin to be recognised as a very desirable destination for both domestic and international travelers. Recent comments from the Prime Minister General Prayut Chan-o-cha ask all Thais to be extremely careful on their road trips during this month’s Songkran Festival. That’s an annual piece of advice which generally seems to go unheeded, but for me what may be important was a further statement that the government will concentrate less on the number of road casualties during long holidays, but more on the average number for the entire year. 4 Unveiling Hua Hin’s Tourism Future

In August 2017 we were able to attend a meeting at the Hua Hin Airport where executives from Air Asia presented their proposal to transform the airport into a mini-hub for international travel. The Malaysia-based low cost carrier has finally announced the launch of four flights each week linking Kuala Lumpur to Hua Hin from May 18th, ending months of speculation among industry members over this new route.

The August 2017 meeting between AirAsia management, government and airport authority officials What was presented was much more than a plan for flights between Hua Hin and Kuala Lumpur and Malaysia, but a proposal to link Hua Hin to many more cities in many other countries.

Based on proposals put forward at the August meeting, this announcement may only be Stage One with projections suggesting that over 40 cities will be linked to Hua Hin by 2022. Skeptics may point to the past failures of carriers to put Hua Hin on the air transport map, with short-lived flights being offered on both the domestic and international scene. However as the largest LCC carrier of passengers in Asia, the airline flies to six other routes to Thailand including Bangkok (80 times weekly), Phuket (35 times weekly), Krabi (21 times weekly), Hat Yai (7 times weekly), Chiang Mai (14 times weekly), and Pattaya (4 times weekly).

The Airbus A320 is no stranger to Hua Hin with a ‘goodwill’ flight in 2014 Tom Thrussell, Centara’s vice president of brand, marketing and digital, commented: “Those who make short stays to Thailand have been less inclined to visit Hua Hin in the past because the journey time from Bangkok, at either end of a short stay, eats into too much of their break.” This new international link will mark “a turning point for Hua Hin’s tourism fortunes”, says David Barrett, chief executive of Bangkok based Premier Incoming Group Services, making Hua Hin more popular among a younger international crowd. Urging stronger destination marketing efforts for Hua Hin, Barrett added: “Over the past decade, Hua Hin has been promoted as a second-tier destination in Thailand. Hopefully, with AirAsia paving the way with flights, Hua Hin will receive more promotional backing from the Tourism Authority of Thailand and tour operators. “I would like to see greater cooperation between the private and government sectors, coming together to create a clear destination identity for Hua Hin,” he added. “Destination branding is key.”

Hua Hin airport is ready to welcome international visitors in May

Unveiling ‘Riviera Thailand’ & the ‘Royal Coast’ The government plans to unveil a high-end tourism campaign, ‘Riviera Thailand’, to boost tourism in the western coastal provinces with Hua Hin front and centre.

According to a March Bangkok Post report; Tourism and Sports Minister Weerasak Kowsurat has been instructed by the Deputy Prime Minister Dr Somkid Jatusripitak to unveil the “Riviera Thailand” campaign. This follows a Cabinet retreat in Phetchaburi last month when a proposal to turn a stretch of coastline southwest of Bangkok into a Thai Riviera was approved in principle.

The Dusit Thani Hotel & Resort was the venue for last month’s Cabinet meeting The Minister said that Dr Somkid wants the project to boost tourism on the Andaman coast of Phetchaburi, Prachuap Khiri Khan, Chumphon and Ranong; a coastline of some 500 kilometres. The ‘Rivera Thailand’ project aims to boost tourism to communities along the Andaman coast, said Minister Weerasak. “Riviera would highlight the beauty and luxury of the tourist attractions,” Weerasak said. The Tourism and Sports Minister’s call to build a socalled “Royal Coast” around the town of Hua Hin was also met with enthusiasm and approved by Cabinet according to the Bangkok Post report. The Prime Minister said that the government plans to push for Hua Hin to become a connecting point for tourism to other provinces in the region. Spokesperson of the Prime Minister’s Office Lt Gen Sansern Kaewkamnerd, said that the Ministry of Tourism and Sports has drafted a tourism plan that includes developing car and train accessibility, and unique regional branding, with an emphasis on attracting high end tourists. The plan spans a 20 year timeline with a 5-year shortterm phase, a subsequent 5-year mid-term phase, and a 10-year long-term phase to develop high quality, and diverse ecological tourism. In addition, the 20-year national transportation plan includes projects aimed at providing easy access to the region, with electric trains between Bangkok and Hua Hin, a dual track railway between Nakhon Pathomand Hua Hin, and various road extension programs to connect with communities. The first ‘Riviera Thailand’ project originated under the Thaksin Shinawatra government and was approved by cabinet in 2005, then shelved after the government was ousted in the 2006 coup. In June 2013, a previous Minister of Tourism and Sports Mr. Somsak Phurisrisak announced a tourism promotion campaign, named the ‘Royal Coast’, to

promote Phetchaburi and Prachuab Khirikhan. In June 2016 the “Amazing Thailand Royal Coast Road Show”, was held in Singapore by the Tourism Authority of Thailand with the participation of provincial entrepreneurs. Editor’s Comment: Local entrepreneurs have long lamented the lack of a regional marketing identity and strategy. With further details yet to be released; a sustained tourism marketing effort will now be eagerly awaited.

6 Our Friends at Surf 102.5 FM

The Hua Hin radio station, Surf 102.5 FM, has been around for about ten years. However until Richard Buckle took over three years ago, there was one big problem - very few people were listening. Richard had been a Bangkok resident for around twenty years and a regular visitor to Hua Hin for half that time. During a weekend in Hua Hin he ‘accidentally tuned in’ to the local radio station struggling with no discernable format (rock music one minute, classical the next) and really out of touch with the potential audience. There was a desperate need for a makeover and Richard, a long time radio professional, was looking for a project away from Bangkok. He tracked the signal back to the broadcasting base, found the Thai owner and struck a deal to take-over the operation.

Originally hailing from South London, audio visual and sound production was his first professional interest. That inevitably led to radio production with experiences in the U.K, U.S and Dublin. By the mid 1980’s Richard found himself on board Radio Caroline broadcasting from the North Sea, unlicensed for most of its early life as a pirate radio station.

By the early 1990’s, looking for a warmer climate than the British Isles, Thailand beckoned providing an opportunity to work with Smooth 105 and 95.5M in Bangkok. By 2002 BMAsia was established as a provider of background music solutions to hotels, spas, business and retail outlets. Richard remains as Director of this very successful business with clients throughout Asia-Pacific and the Middle East. That’s when he decided that there needed to be a new project and family-oriented lifestyle with his wife and two kids away from the hectic Bangkok scene, but that needed to be in radio. Since then DJ Steve Johnston has come on board (that’s another story!) with a format that continues to develop with new segments such as the Friday night rock show, the ‘Mellow show’ for quieter offerings, Asia Pop 40, as well as live BBC and local news on the hour. As Hua Hin’s only English language radio station, Surf 102.5 FM shares an affinity with Hua Hin Today, the city’s only English language newspaper. Our media outlets are both community enterprises linking ex-pats and foreign visitors with the Thai community. These similarities have resulted in a cooperative spirit and camaraderie without commercial or any other agendas; we just get on well together. I’ve been an occasional guest on the Friday morning breakfast program broadcast from the Hua Hin Marriott Resort & Spa and shared many experiences reporting from social and promotional events.

This time Richard ventured to the Hua Hin Today office for a chat and the chance to discuss future joint ventures. Next month’s Hua Hin International Jazz Festival offers one such opportunity with the possibility of a media centre on site so that visiting musicians can share their stories with us both. Richard says one of his few regrets was not becoming a musician after showing promise learning how to play the keyboard. Richards’s project has come a long way since he ‘discovered’ Surf 102.5 FM but there are more improvements in the pipeline. A new transmitter to further improve the signal strength is on his shopping list but that’s at a cost of around 140,000 THB; any sponsors available? Richard’s business card doesn’t describe a position or title to reflect the breadth his daily workload. This includes the technical and production requirements, administration (“I hate paperwork”) as well as behind the microphone. He has an easy listening and relaxed presentation unflustered by the pressures of the day. Surf 102.5 FM is a community radio station in the hands of radio professional Richard Buckle to the benefit of the Hua Hin community and Richard is someone we can call a friend.

8 Revealed at the 2018 Geneva Motor Show; European Car of the Year

The big automotive news in Europe in March was the announcement of this year’s European Car of the Year at the Geneva Motor Show Seven cars made the shortlist, and after a series of tests in February, the winner was revealed as the Volvo XC40, taking the crown from the Peugeot 308. Alfa Romeo, Audi, BMW, Citroen, Kia, Seat, and Volvo battled each other for the 2018th edition. Selected from a long list of 37 new vehicles, all of which were launched in 2017 in five or more European markets, the finalists proved themselves in various tests. However, they were further evaluated by the 60 members of the jury, from 23 countries responsible for picking one winner, announced on the eve of the 2018 Geneva Motor Show, March 5th. The XC40 obtained a first Car of the Year award for Volvo. The appealing SUV was voted ahead of the Seat Ibiza with the BMW 5-series in third position amongst the seven finalists.

Presented at the 2016 LA Auto Show, the Alfa Romeo Stelvio represents the brand’s first SUV. It comes with a familiar design, and in its range-topping form it shares the 2.9-liter twinturbo V6 engine with the Giulia QV, which is rated at 505hp and 600Nm (443lb-ft) of torque.

Audi A8 Volvo’s smallest SUV yet, which slots under the XC60 and XC90, is called the XC40. It sports a familiar design, inspired by its two larger siblings, and it’s underpinned by the company’s new modular vehicle architecture, CMA, which was co-developed with Geely. “Winning this award with our new XC40 is perfect timing,” said Håkan Samuelsson, President and CEO of Volvo Cars, after receiving the trophy. “Volvo now has three globally available SUVs in its range for the first time. The XC40 will be a strong contributor to further growth, taking us into a new and fast-growing small SUV segment.”

It was presented for the first time at the 2017 Geneva Motor Show, and in its range-topping form, it has plenty of features, including a range of driver assistance systems.

Wild and Domestic Elephants in Thailand; Resolving ‘Jumbo Sized’ Problems

Elephant Day (March 13th) this year was a bit more serious than usual. With people becoming more concerned about their welfare, the National Council for Peace and Order has demanded that the Department of Livestock Development and the Department of National Parks, Wildlife and Plant Conservation collect DNA samples from all domesticated elephants nationwide.

The order aims at establishing a comprehensive database for all domesticated elephants that will include all genetic data. The data would act as an elephant’s identity card that can help authorities keep track of each animal and better protect them, including wild ones. A source at the Department of Livestock said the Ministry of Agriculture and Cooperatives plans to soon table a draft bill before the cabinet. According to the draft, an elephant owner must register a domesticated elephant’s birth within 30 days so that officials can issue an elephant ID card as soon as possible. Under current regulations, owners can wait up to eight years before registering a birth. Elephant camp owners must get a permit from the department, renewable every three years to operate their farms. Mahout must also get an operating license. Up to now, there have been no regulations requiring a license for camp mahouts. The draft also requires the formation of a national elephant committee chaired by the Ministry of Agriculture and Cooperative permanent secretary. The committee

will then oversee the protection and welfare of domestic elephants. The Department of National Parks, Wildlife and Plant Conservation (DNP), under the Ministry of Natural Resources and Environment, will be tasked with overseeing wild elephants. One pressing issue for the DNP is to reduce conflicts between communities living near wildlife sanctuaries and wild elephants. There are about 3,340 elephants living in 69 wildlife sanctuaries and national parks nationwide, according to Thanya Nethithammakul, the DNP chief. “There are almost 40 areas where problems exist between humans and jumbos. Problems in these hot zones are likely to get out of control if we do nothing,” Thanya said. Conflicts between elephants and humans are common in some forest areas with high wild elephant birth rates. The DNP says it is going to introduce measures to resolve conflicts. Among them is creating food sources for elephants, providing compensation for farmers whose crops and land are damaged by elephants, creating buffer zones and closing parts of roads to divert elephants from communities.

In March General Surasak Kanjanarat visited Kanchanaburi on World Wildlife Day At a local level, Mr. Nopporn Wuttikul, Mayor of Hua Hin, accompanied by Mrs. Busaba Choksuchart, Deputy Mayor And Mr. Jeerawat Pramanee have welcomed General Surasak Kanjanarat, Ministry of Natural Resources and Environment and convened a meeting to find solutions and solve the problems of a wild elephant encroachment on agricultural land. Local villagers have complained that wild elephants have ravaged and destroyed their homes due to the lack of food. 10 New Thai Banknotes Featuring the New King

Thailand’s central bank has displayed new banknotes on which a picture of King Maha Vajiralongkorn replaces that of his late father, King Bhumibol Adulyadej.

The images of King Bhumibol Adulyadej have been seen on both bank notes and coins since 1948; after his accession to the Thai throne in 1946. The new banknotes mark another step in the transition of King Maha Vajiralongkorn, 65, who ascended to the throne in December 2016. “In future, we will only be printing the new banknotes,” Central Bank Governor Veerathai Santiprabhob said. “Current bank notes will remain legal tender and the new notes are the same sizes, weight and colours.” The front of the new the banknotes shows a portrait of King Vajiralongkorn in his

air force commander uniform. All 10 past kings of the Chakri dynasty grace the back of each denomination in pairs, beginning with the 20 THB note. King Vajiralongkorn and his father, Rama IX, are featured on the back of 1,000 THB notes. The first set of notes in 20, 50 and 100 THB denominations will be released on April 6th, or Chakri Day. The 500 THB and 1,000 THB notes will come out three months later on the king’s birthday of July 28th. The central bank has also uploaded a digital collection of all past banknotes released under King Rama IX on its website.

Based in Singapore, the company behind it, Wigetworks, hopes to change the way people travel and offer a whole host of other uses with this innovative craft with a goal to transform the high-speed maritime transport industry.” Hovering about 2-6 metres above water and with the capability to reach top speed of 180 km/hr -- 2 to 3 times faster than ferries -the Airfish 8 doesn’t require a jetty or runway to dock since it lands on water. This means that island-exploration becomes easier as the craft can reach areas inaccessible to ferries and boats. The craft, which currently sits up to 8 passengers, will offer a better alternative for travel to many islands. Using technology first started by the Russians in 1960, the Airfish 8 is based on a German prototype. Utilising the Wing-In-Ground (WIG) effect, the craft essentially flies close to the water surface while supported by a field of high-pressure air beneath its wings and above the water surface. This creates the impression that it’s simply gliding above a cushion of air.

Travelling above the water surface also means there’s no hydrodynamic drag, making the craft much more fuel-efficient. According to the company take off and landing is relatively swift and effortless when the water is flat, but it can get a little rough when the waves are high. However, that only lasts for about 30-45 seconds, and once airborne, the ride would be smooth and easy regardless of the waves below. Besides the obvious island-hopping, the craft could prove beneficial in other areas such as crew transfer from base to offshore oil platforms, paramilitary applications for coast guards and marine police, oil spill recovery, transportation of cargoes, goods, and fresh seafood, as well as other military applications. Currently in the trial phase, the Airfish 8 is slated to be operational by the second half of 2018. 11 Land Transport Department Police Say Splashing Water to Stop Registering New on Main & Secondary Roads Double-decker buses Banned During Songkran

Following an horrific multi-fatality accident, the Land Transport Department will stop accepting new registrations of double-decker buses.

The Royal Thai Police say they will be impose a total ban on water splashing on main and secondary roads throughout the country during the seven-day Songkran festival from April 11-17 to ensure road safety for revellers and motorists. Tr a n s p o r t M i n i s t e r A r k h o m Termpittayapaisith said that operators of existing double-decker buses would be required to bring their vehicles for examination to see whether they meet the safety standard of the Land Transport Department. The tightening up of safety of doubledecker buses and the move to stop new registration of double-decker buses, which is yet to become effective, follows an horrific bus accident in Wang Nam Khiao district of Nakhon Ratchasima on March 21st in which 18 people were killed and more than 30 injured. Suthep Ruenthawil, chief of the Nakhon Ratchasima provincial disaster prevention and mitigation unit said the bus driver lost control while the vehicle was going downhill, before it veered off the road and jumped a traffic island then smashed into a large tree. “The bus was torn into two parts,” he said. The 45-year-old driver admitted that he was fully aware that the braking system had failed as the bus was descending downhill and gaining speed which was beyond his control. The driver’s statement about brake failure corroborated with statements of several survivors that they smelled something burning under the bus and knew them something went terribly wrong. After inspecting the accident site, the minister told the media that the accident was not caused by physical conditions of the road as there were clear warning signs.

He said the ill-fated double-decker bus was old, equipped with GPS system and never involved in an accident but it has not been examined by inspectors of the Land Transport Department for the mid-year inspection. He said the driver drove the bus at a speed of 83 kmh which was within the speed limit. But because the road was heading downhill, the speed should not exceed 60 kmh. To prevent future accidents in the area, Mr Arkhom said he had ordered the Highways Department to increase the height of the road barrier to one metre from the current height of 80 cm to prevent cars from jumping over the barrier. According to road accident statistics involving tour buses for last year, there were 171 incidents, 63 of them involved doubledecker buses. However, the number of casualties from accident involving a doubledecker bus is six times higher than a normal bus. Dr Thanapong Jinvong, , manager of the Road Safety Group Thailand, disclosed that over 7,000 new double-decker buses were registered in 2016. He recommended that the Land Transport Department should tighten up examination of double-deckers to make sure that they are strong and safe. He also said that double-decker buses should be banned from using some roads which are steep or downhill for a long distance without any stopping point. Thai PBS

Police Geneneral Srivara Ransibrahmanakul, the deputy national police chief, said that police would coordinate with local administrators to designate zones where revellers can enjoy water splashing safely and devoid of all kinds of alcohol. He said that police would strictly enforce alcohol control laws by banning all alcoholic drinks in the zones designated for water festival. Any shops located in the designated zones that are found selling alcohol will be strictly dealt with, he warned, adding that

police would also check drinking alcohol by youths under 20. Traffic police throughout the country have been instructed to facilitate travelling by revellers by opening up more traffic lanes for out-bound traffic during the start of the festival, as revelers flock out of cities for their destinations. The same measure will also be applied on the way back for in-bound traffic at the end of the festival. Regarding traveling on pickup trucks, which are a popular means of travel, the deputy police chief said police would warn drivers to exercise caution when there are passengers riding on the back of the vehicles. Legal action will be meted out against drivers of pickup trucks who drive in a dangerous way, which may result in an accident. The latter two are new properties. China has approved imports of Thai chicken for the first time, with sales expected to top 7 billion THB a year but it means consumers in Thailand will probably pay more. Livestock Development Department director-general Aphai Sutthisang said the Certification and Accreditation Administration of the People’s Republic of China had issued certificates to seven processing plants in Thailand, allowing them to export their products to China. That would debut official exports of Thai chicken to China. He estimated exports from the seven plants would total

at least 7 billion THB a year. The department had invited Chinese officials to inspect 19 chicken processing plants. If all of them were approved, the market could reach 20 billion THB a year, Aphai said. Deputy director-general Somchuan Ratanamungklanon, the department’s official spokesman, said it was a milestone for the Thai chicken industry, but warned it means the domestic price of chicken will rise. The foetuses were found in two black plastic bags among the rubbish at Ruam Sook housing estate on Soi Chonlaprathan 68 by garbage collectors during their morning round. A Hua Hin Hospital physician confirmed they had been illegally aborted. Two of the unborn babies were male and female. The other two were only 3-4 months in

development and the gender not clear. Dr Srisamai is the former director of Sam Roi Yot Hospital and has worked in obstetrics and female health at Hua Hin Hospital. She denies the charges. Her house in the Ruam Suk housing estate was searched as police visited the Srisamai clinic at the end of Huay Monkhol Soi 11 on the Hua Hin to Nong Phlub Road. A worker at the clinic was also arrested. That person is believed to have dumped the babies’ bodies in the trash near the doctor’s house. Dr Srisamai has been released on bail by the court. Cryptocurrency under Scrutiny

The government will step up surveillance of bitcoin and other cryptocurrencies by requiring digital currency exchangers to report their transactions to the country’s anti-money laundering agency. Police Major General Romsit Viriyasan, the acting chief of the Anti-Money Laundering Organisation (AMLO), said the agency would amend its law to impose the requirement in order to suppress moneylaundering activities using bitcoin and other cryptocurrencies as media of exchange.

Investing in digital currencies carries a high risk because Thai law does not recognise them as legal tender, so the public should exercise caution to avoid misleading and cheating tactics, he said.

Local and international criminal networks relied on digital currencies to hide ill-gotten gains, he added. Moreover, the methods used to lure unsuspecting investors had become diverse and sophisticated, including the buying and selling of goods with the digital coins to conceal wealth, Romsit said. In response, the AMLO needed to be empowered to investigate and pursue digital money trails, he added. Bitcoin and another cryptocurrency, ripple, are currently the two most popular units used by criminals to launder money in Thailand. If there is solid evidence, the agency will also be empowered to freeze all assets arising from illegal activity, pending further investment and prosecution. The AMLO will require people providing digital exchange services to file reports about transactions, with a special focus on people involved in suspicious activities that could be covering up money laundering. A 61-year-old unnamed person suspected to have been infected with rabies has died after having been hospitalised. Head of the Prachuap Khirikhan Provincial Public Health Office, Dr Surin Seubseung, revealed that the patient who had died in Hua Hin Hospital showed clear symptoms of rabies. He was found to have been bitten by his cat two months ago but he had not vaccinated himself for rabies. Authorities in Prachuap Khirikhan have announced a rabies alert for Pranburi and the Thap Tai sub-district of Hua Hin after 15 dogs were found with the deadly disease. Three of those infected were strays rounded up next to Tesco Lotus in Khao Noi. Twelve others were found in Wang Pong, Ban Tamri of Khao Noi, Ban Plai Nam and Thanarat Camp. A total of 68 strays – 35 male and 33 female – were rounded up for monitoring for rabies from the danger area. These were impounded and will be taken to a monitoring facility in Buriram. Authorities issued a rabies warning for all of the Pranburi district and Thap Tai subdistrict of Hua Hin. The warning applies to all dogs, cats, cattle and milk fed pets and livestock.

Concerns were expressed about rabies reports in Hua Hin August last year Some 300 stray dogs were moved from Hua Hin to Buriram last month to make room for a quarantine of animals suspected to have been infected with rabies. Department of Livestock Development official Maitree Sriarun and Hua Hin veterinarian Somsak Karunapitak managed the transport of these stray dogs from the Hua Hin shelter which has been overcrowded with some 1,200 animals to that in Buriram. Relocated dogs will receive proper treatments at the Buriram shelter which has sufficient space and staff. The relocation was meant to make room for the quarantine of dogs suspected to be infected with rabies after Hua Hin city has been announced a temporary breakout zone. Nationwide Rabies Concerns The situation in Thailand as reported by thairabies.net showed that at least 345 cases of animal infections had been confirmed this year, while Roi Et was found to have the highest number of confirmed cases, as there were already 69 reported. According to the rabies infection database, the northeastern region was still a hotspot for infections, as every province in the lower part of the region had confirmed rabies cases. Three provinces – Roi Et (69

cases), Surin (36) and Yasothon (22) – were the top three provinces for infections in the country. In the south, Songkhla had 17 confirmed rabies cases, the fourth-highest confirmed number of cases. There has also been one death from rabies in Songkhla. In the north, Chiang Rai had the highest number of cases in the region, with 10 confirmed. Almost every province in the east also showed animal infections. In that region, Chonburi had the most cases with 14 cases reported. It was found that 91% of infected animals were dogs and 2% were cats. Also, 60% of infected animals had owners and only 33% were strays. There are concerns about ‘stray’ dogs which are fed by home owners but then health needs, especially vaccinations, are not provided. The majority of the infected animals did not have vaccination records or only vague records.

The Livestock Development Department has urged pet owners to vaccinate their pets, while the department has already dispatched teams to vaccinate dogs and cats in the provinces that were deemed especially at risk. However, Agriculture and Cooperatives Deputy Minister Luck Wajananawat said that the situation this year was not as serious as in the previous two years. He said the recent major concern about rabies among the public was a result of the awareness campaign launched by the Livestock Development Department. “The Agriculture and Cooperatives Ministry is firmly committed to eradicating rabies from Thailand within the next two years by following the strategies of Her Royal Highness Princess Chulabhorn, with the objective of making the country free from rabies infections in both humans and animals by 2020,” Luck said Pet Registration Proposals The National Legislative Assembly (NLA) is reviewing an amendment to the Animal Welfare Act to require people to register their pets in bid to prevent abandonment. An ad-hoc committee of the NLA chaired by Wallop Tangkananurak held a meeting to review the allocation of a budget by the Department of Livestock Development and local administrative organisations following criticisms that rabies vaccination to animals had been opposed by the Office of Auditor General. Wallop Tangkananurak said the NLA will propose the amendment to the Cruelty Prevention and Welfare of Animal Act, which will require all pet owners to register their pets with the Bangkok Metropolitan Administration or applicable local administrative organisations for better management, and to prevent abandonment. The NLA is accepting suggestions and comments regarding the amendment on the parliament’s website. The amended legislation will be proposed to the government and is expected to take effect by October 2018.


13 Chakri Memorial Day in Thailand

April 6th is a public holiday in Thailand known as Chakri Memorial Day or simply Chakri Day. It commemorates the establishment of the Chakri Dynasty that has been ruling the Kingdom of Thailand since 1782.

The Chakri Dynasty is the current ruling royal house of Thailand. The House of Chakri was founded by Buddha Yodfa Chulaloke also known as King Rama I. He was a prominent military leader. In 1782, he defeated a rebellion which had ousted his long-time friend King Taksin. On April 6, 1782, he took control of Siam and crowned himself as the monarch, establishing the Chakri Dynasty. , King Rama I was responsible for re-locating the capital

of Siam from Thonburi to Krung Thep, the site of modern-day Bangkok. King Rama I also built the magnificent Royal Palace and began a dynasty of monarchs who have had a very significant influence on carving and shaping modern Thai culture, heritage and society. King Rama I’s policies laid the foundation for modern Thailand. He is one of the most significant figures in the Thai history, therefore the anniversary

of his ascension was declared a public holiday. The official name of the holiday is King Buddha Yodfa Chulaoke the Great Day and Chakri Dynasty Memorial Day. The previous and much revered ruling monarch, King Bhumibol Adulyadej was the ninth king; King Maha Vajiralongkorn is now Rama X. People take flowers and incense to the Temple of the Emerald Buddha to pay respect to the former kings of the dynasty.

The Pantheon, a building on the temple grounds adjoining the Grand Palace, housing statues of each king, is open to the public only on this day of the year. On this day, the national flag is displayed on buildings. Traditional ceremonies are held on the occasion, attended by government officials and members of the community. People lay flowers at garlands at numerous statues of kings of the Chakri Dynasty throughout the country.

Soi Dogs Will Not Be Culled Says the Department of Livestock Development

The Department of Livestock Development (DLD) has given assurances that the department will not follow a policy of “Set Zero” – wiping out all stray dogs in Thailand.

Top Bottled Water Brands ‘contaminated with plastic particles’

The world’s leading brands of bottled water, including those on sale in Thailand, are contaminated with tiny plastic particles that are likely seeping in during the packaging process, according to a major study across nine countries published in March. The assurance that there will be no countrywide slaughter came from the DLD’s Director of the Division of Veterinary Quarantine and Inspection, Dr Burin Sorasithisookkul. It came after social-mediafueled fear of a rabies outbreak across many parts of the country led some people to call for a “Set Zero” solution to be applied to Thailand’s estimated 8 million street dogs. In a private meeting with Soi Dog’s Special Project Coordinator, Ms Varaporn Jittanonta, Dr Burin stressed that the DLD does have the legal right to destroy dogs believed or suspected to be rabid. When laboratory tests confirm a case of rabies in a certain area, a Rabies Outbreak Zone will be declared in that area. Mass free vaccination will be carried out in the zone by the DLD and local authorities, Dr Burin said, adding that NGOs will be urged to help. All dogs and cats without owners living within a radius of one kilometre of where the infected animal was found will be impounded for at least a month

for observation. Unowned dogs and cats outside that radius but within five kilometres will be vaccinated and kept under observation for at least a month. Dogs and cats that have owners must be re-vaccinated and kept strictly within the owner’s premises for at least a month. Once the impounded dogs and cats are declared rabies-free they will be neutered and may be claimed by feeders or other interested people, or offered for adoption. Dr Burin appealed for cooperation from all people involved and from NGOs in order to eliminate rabies from Thailand by a target date of 2023. He added that he understands the power of social media but urged people to be sure of the facts before sharing posts. The DLD will make contact details for its offices more readily available so that people can request accurate information. The DLD has offices in all 77 provinces and 878 districts in Thailand.

“Widespread contamination” with plastic was found in the study, led by microplastic researcher Sherri Mason of the State University of New York at Fredonia, according to a summary released by Orb Media, a US-based non-profit media collective. Researchers tested 250 bottles of water in Brazil, China, India, Indonesia, Kenya, Lebanon, Mexico, Thailand, and the United States. Plastic was identified in 93% of the samples, which included major name brands such as Aqua, Aquafina, Dasani, Evian, Nestle Pure Life and San Pellegrino. The plastic debris included polypropylene, nylon, and polyethylene terephthalate (PET), which is used to make bottle caps. “In this study, 65% of the particles we found were actually fragments and not fibres,” Mason told AFP. “It is coming through the process of bottling the water. Particle concentration ranged from “zero to more than 10,000 likely plastic particles in a single bottle,” said the report.

On average, plastic particles in the 100 micron (0.10 millimetre) size range, considered “microplastics”, were found at an average rate of 10.4 plastic particles per litre. Even smaller particles were more common, averaging about 325 per litre. Experts cautioned that the extent of the risk to human health posed by such contamination remains unclear. “There are connections to increases in certain kinds of cancer to lower sperm count to increases in conditions like ADHD and autism,” said Mason. “We know that they are connected to these synthetic chemicals in the environment and we know that plastics are providing kind of a means to get those chemicals into our bodies.” Previous research by Orb Media has found plastic particles in tap water, too, but on a smaller scale. “Tap water, by and large, is much safer than bottled water,” said Mason. – AFP HUA HIN TODAY, April 2018


14 Prachuap Khiri Khan Upgrading Singkhon Pass Officials in Prachuap Khiri Khan Province are expediting the construction of a border crossing office building at the Singkhon Pass.

The governor of Prachuap Khiri Khan, Dr. Panlop Singhaseni, said provincial authorities are pushing forward with the plan to upgrade the Singkhorn Pass into a permanent border crossing point to support economic and tourism growths. Panlop said the Department of Public Works and Town and Country Planning has received a 240-million THB budget for the

construction of the border crossing office building to facilitate the immigration process. He went on to say that the upgrade of the Singkhon Pass will further stimulate trade and investment along the Thai-Myanmar border. Thailand Dart Board Regulations in Force; Bars Urged Register

Thailand’s ban on bars and entertainment venues allowing play on unregistered dart boards is now in affect nationwide.

In January, officials in Pattaya raided bars along Soi 6 to confiscate ‘illegal’ dart boards. Bar owners and staff were told that venues must now have a dart board license before customers could play the popular pastime on their premises. One Soi 6 bar owner told Thaivisa of his bewilderment when a uniformed official demanded to see paperwork for his dart board. When no paperwork could be produced, the dart board was confiscated. The new requirements for a ‘dartboard license’ resulted in the suspension of Pattaya’s popular darts league. Initially there was some confusion not only into the crackdown on the seemingly innocent game of darts but how bars could obtain the so called ‘dart board license’. More details have now emerged for the reasons behind the darts ban. According to a notice from the Thailand Darts Association [TDA], the requirement for bar owners to register dart boards is linked to Thailand’s strict laws on gambling. Bar

owners must now register their darts board if it is in a public space and must ensure that no gambling is taking place when darts are being played. The Thailand Darts Association has shared information on its website on how bar owners can register their dartboards. Once registered, bar owners will receive an official certificate stamped and signed by the president of the TDA, which also includes a registered license number from Office of the National Culture Commission (ONCC). Bar owners can then show the certificate to the authorities in the event they are required to prove their dart board is registered. Failure to register dart boards may result in a fine or the board being confiscated, the TDA warns on its website. Just as they arrived, the vendors quickly ran away leaving a lot of fake merchandise behind. They were chased and three of them were caught. The raiding team seized almost 2,000 items of counterfeit goods such as handbags, shirts, watches, undergarments, hats, shoes and fashion items worth around 1 million THB. The 3 suspects and the seized goods were handed over to Hua Hin police station.

Endorsed by a number of celebrities as a superfood, this tropical-smelling fat — often liberally applied to our skin and scalps — is a favorite of many. The question remains: is it healthful or not? “There are many claims being made about coconut oil being wonderful for lots of different things, but we really don’t have any evidence of long-term health benefits,” said Dr. Walter C. Willett, professor of epidemiology and nutrition at the Harvard T.H. Chan School of Public Health. “Coconut oil is somewhere in the middle of the spectrum in terms of types of fats. It’s probably better than partially hydrogenated oils but not as good as the more unsaturated plant oils that have proven health benefits, like olive and canola oil,” Willett said. “It’s probably not quite as ‘bad’ as butter but not as good as extra virgin olive oil,” agreed Kevin Klatt, a molecular nutrition researcher at Cornell University who is studying the metabolic effects of coconut oil. Klatt cautions that we should not develop too strong of an opinion about coconut oil without more data. The current evidence reflects benefits for olive oil, fish, nuts and seeds -- so that should be the focus in the diet.” Like other saturated fats, coconut oil increases LDL cholesterol, the “bad” cholesterol associated with increased risk of heart disease. In fact, coconut oil has more saturated fat and raises LDL more than butter, according to Willett.

But coconut oil does a particularly nice job of raising HDL, the “good” cholesterol, especially when replacing carbohydrates in the diet. Although the increase in HDL seen with consumption of coconut oil may offset some of the disease risk, it’s still not as good as consuming unsaturated oils, which not only raise HDL but lower LDL, according to Willett. Complicating matters is the fact that we still don’t know for sure what exactly a high HDL translates to in terms of health risk. In small amounts coconut oil can have a place in one’s diet. “It’s not that you have to absolutely avoid coconut oil but rather limit coconut oil to where you really need that special flavour, like for Thai food or for baking a special dessert,” Willett said. “If you love using butter and need a hard fat, coconut oil may be a better choice and is certainly fine to consume occasionally, when a recipe calls for it,” Klatt added. But for day-to-day use, vegetable oils such as olive, canola or soybean oil, along with nuts and seeds, should be your primary fats. “These have better effects on blood cholesterol and long-term studies showing reduced risk of heart disease,” Willett said. 22 Two Days to Walk on the Cha-Am Beach Sidewalk

A provincial visit from the PM and cabinet coincided with a requirement that vendors with a business on the footpaths of the Cha-Am beach road remove their stalls for two days. We asked some of those affected; both the vendors and pedestrians, what they thought about this move.

The 2018 Singha Bikini Beach Run has taken place again this year last month on the Cha-Am beachfront and surrounds.

Runners included full and half marathon distances serious competitors as well as the more sociable mini marathon and bikini level and those just wanting a sandy fun run.

A police presence on the beach road made sure the 2 day sidewalk clearance was completed From the vendors: “We know that every Wednesday our stalls need to be cleared for the weekly clean-up, but this time we needed to find somewhere else to store our refrigerators, table and chairs and everything else. This has made a big problem for us all.”

Controls on Restaurant Prices to be Enforced

The Hua Hin municipality has begun to enforce measures which require restaurant operators to label prices.

Complaints have been received from tourists about restaurant operators, especially seafood restaurants. The tourists have described purchasing seafood on the beach but have then received a total bill which they say is not fair and too expensive. After returning to their home, they have posted on Facebook complaints about the prices of seafood in Hua Hin. The Hua Hin Municipality with Prachuap Khirikhan agencies are now checking that the vendors label the price of goods and food prices by dishes and also by weight. The municipality has tightened measures to ensure compliance with pricing requirements and with

I had a serious bicycle accident in Thailand (Kao Thao) yesterday morning. Passing the railway crossing at Kao Thao, in the direction the Pranburi Forrest Park, the front wheel of my road bike came between two concrete slabs and got stuck. I fell and came face down with a huge smack to hit the road surface. A few seconds of being unconscious, a nose bruised and abrasions on my lip and chin and a painful knee followed but my skull was undamaged thanks to the my helmet. I had a CT scan in the hospital

Hua Hin police have said they intend to get tough on motorcyclists not wearing helmets, but the plans won’t come into force until May.

Srisophacharoenrat said that helmetless motorcyclists would get a warning from March 2nd , then from May 1st, they would be stopped and fined – for sure! The chief was speaking as community leaders, the police, military, local businesses and the general public took part in activities to kick off yet another “Safe Riding – 100% Helmet Use” campaign. Considering the prevalence of uniformed riders on the streets of Hua Hin without helmets; children leaving school on motorbikes helmet-less and driving underage; the campaign may need to address very basic enforcement issues before a change of behaviour could be expected by ‘ordinary’ road users.

Prachuap Khirikhan Hospital Appeals for Blood Donations

The Director of Prachuap Khiri Khan Hospital has appealed for members of the public to urgently donate blood, as the hospital was failing to meet minimum storage requirements at its blood bank.

Dr Supachai Supaprueksakul said the hospital did not have 40 units of blood for each blood group in storage for emergencies. The hospital has previously issued urgent pleas via community radio stations and Line donation groups appealing for supplies when reserves of certain blood types ran short. After seeing the vast difference in the horrific number of children drowning in Thailand compared to the few in Australia, Ingrid Grenville decided to do something about it.

She has joined forces with the long time Lord Mayor of Nong Plub , a very successful business woman in Hua Hin, to build a swimming pool so that local kids can learn to swim. The Lord Mayor, who has been in that position for the past 17 years, opened a school about a year ago at the back of his Office for underprivileged children between the ages of 3 and 5 to now spend their first years in education. Land has now been set aside opposite this school where the swimming pool will

be built to offer free swimming lessons for young children age 3-5 years. A special bank account has been opened where people can make donations for the project and a website is work in the process to facilitate the recruitment of experienced swim trainers and people interested in swim coaching children. At Hua Hin Railway Station, Mr. Anan Wongbenjachat General Manager of Tourism Authority of Thailand, Mr. Nopporn Wutikul, Mayor of Hua Hin, Mr. Prasong Gomukkua, Head of the Railway Station, and Mrs Orasa Arwutkom, Director of Tourism Authority of Prachuap KhiriKhan have opened the Clean Public Toilets Project commencing with toilets at the Hua Hin Railway Station as a model. There must be no foul odours and the water supply system must be ready to use with staff to maintain cleanliness all the times to ensure the convenience and safety for those using the facilities. The clean public toilet project aims to enhance tourist attractions and government facilities including railway and bus stations and airports. Hua Hin will pilot the train stations of Hua Hin and Cha Am as a ‘models’ for the project. Although Thailand already has standards that are better than many countries in Asia, the government wants to make further improvements.

The government will also encourage the private sector, including restaurants and shops to clean their toilets to serve the general public and meet international standards, with a certificate displaying “WC - O.K.” for those who join the Clean Toilet Project. Local government offices also need to maintain these standards. The project follows a January announcement by the Thailand’s Ministry of Tourism that the country’s public toilets should be clean, saying it is imperative to present a positive image to the 35 million tourists who visit the country annually. The ministry said clean toilets go a long way towards impressing tourists. Transport authorities were asked to ensure toilets at all bus and rail stations are in immaculate condition. Thailand’s Ministry of Tourism signed off on the ASEAN Public Toilet Standard in 2016 and has since campaigned to ensure the standard is adopted by communities and travel service providers including public transport operators.

The Golden Shower Tree it’s Bloomin’ Beautiful

Everywhere around our region you will now see a display of magnificent yellow flowering trees. The annual season will draw to a close after this month so enjoy the colours will they last.

The golden shower tree is the national flower of Thailand; its yellow flowers symbolise Thai royalty. A flower festival, the Royal Flora Ratchaphruek, was named after the tree, which is most often called dok khuen or ratchaphruek in Thailand. The species is native to the Indian subcontinent and adjacent regions of Southeast Asia. It ranges from southern Pakistan eastward throughout India to Myanmar and Thailand and south to Sri Lanka. As well as Thailand’s national flower it is also state flower of Kerala in India and important in herbal medicine. The golden shower tree is a mediumsized tree with fast growth. The leaves are deciduous, the fruit is a legume, with a

pungent odor and containing several seeds. The tree has strong and very durable wood. Growth for this tree is best in full sun on welldrained soil; it is relatively drought tolerant and slightly salt tolerant. In Ayurvedic medicine, the Golden Shower Tree is known as aragvadha (“disease killer”). It’s fruit pulp is used as a mild laxative, against fevers, arthritis as well as cardiac conditions and problems such as acid reflux. The root is considered a very strong purgative, and self-medication or any use without medical supervision is strongly advised against in Ayurvedic texts. The tree blooms profusely during the hot and dry season in April.

The Art of Salt 2018

The Art of Salt Festival in Phetchaburi is about promoting and celebrating Thailand’s largest salt producing region.

Now in its 6th year, this annual three day event was held over the weekend of 16th to 18th March. Salt statues and sculptures dominated the centre of the festival in recognition of Phetchaburi’s Salt Road. At the festival there were booths set up with some information about the salt farming in the area and how it is done plus being able to buy the local Phetchaburi salt. There was also an abundance of local food vendors to feed the hungry masses. salt scrubs and locally made soaps. The other big activity that was held in the centre of town was Phetchaburi Dee Jung. This event was jammed packed with activities for locals to show off their region and teach visitors about this fabulous province. There were a number of short excursions to the Old Town and exploring local communities, along with a riverside market. The region is very well known for its desserts and this was showcased brilliantly by locals, as well as highlighting other local delights.

30 Getting to Know Bhutan – ‘Land of the Happy Thunder Dragon’

If you are a foreigner, chances are that you have never ever heard of Bhutan, the land of happiness. A country where individual citizen’s happiness is valued so much more than Gross Domestic Product.

Bhutan is a tiny kingdom with about seven hundred thousand people nestling in the Himalayas between its powerful neighbors, India and China. The word ‘Bhutan’ translates to ‘Land of the Thunder Dragon.’ It earned the name because of the fierce storms that often roll in from the Himalayas. Ruled by the Wangchuk dynasty since 1907, today it’s a constitutional monarchy with the 5th king of the dynasty on the throne. While it is a modern country not opposed to development, it also has one foot still rooted in the past. Development plans have moved cautiously with every decision carefully weighed for the benefit of its people. The government’s ‘high value-low volume’ tourism policy aims to nurture Bhutanese values. This gives Bhutan a different look and feel altogether, a visual and spiritual feast for all visitors. With its mist-shrouded mountains, ubiquitous monks and universal acceptance of reincarnation, there is a real sense of magic here. This unique Himalayan kingdom, with borders never invaded and only opened to the world some 40 years ago, has managed to capture and preserve the stillness of the old world, where nature is untouched and the people are happy.

If you like to get away from the crowds and the noise, you should try a meditation retreat in the country.

Travelers to Bhutan can book a direct flight from Thailand. Although independent travel is an option, it isn’t encouraged by the government. Most tourists must travel on a preplanned, prepaid, guided package tour or custom designed travel program. 31 A trip to Amphawa Floating Market

Between Hua Hin and Bangkok is Amphawa District, the once small village evidently present before the seventeenth century famous for its temples and the floating market. Floating markets are very popular with travelers in Thailand.

The Amphawa floating market is located about 50 km south of Bangkok and takes place on a small canal of the Mae Khlong River. The market opens from Friday to Sunday from 12:00 noon to 8.00 pm and perhaps the

best time to arrive is around 3:00 p.m as the market is still quiet and you can easily stroll around the canal. If you are expecting to ride through the floating market by boat as you buy goods from the vendors, you may be disappointed. But the delicious seafood some vendors on small wooden boats cook and sell at a reasonable price will make up for it. There are some small wooden tables in front of the boats where you can eat. Many stalls are along the canal side. Walking the whole market will take about 3 hours and as you walk, you can stop for a coffee break, grab a snack and enjoy the breezy atmosphere. In addition to food, wooden house-shops sell souvenirs, clothes and toys. While you are there you can also visit Amphawas revered temples. The Wat Amphawan Chetiyaram is famous among Thai people. It is said that King Rama II was born here. Another Wat attraction is Wat Bang Kung.

It was once a navy campsite where military were trained to fight the Burmese during the reign of King Taksin of the Thonburi period. That explains the statues of fighters you will find near by the temple. The main temple which houses a golden Buddha statue is surrounded by the roots and branches of a huge Banyan tree like it’s almost protecting it. There is also a small zoo with camels, sheep, and deer which receive attention from children.

Most people around the world have no clue about Bhutanese food. They think it’s similar to Indian or Nepalese, but in Bhutan you can you can experience a whole new genre of food culture. Nepali, Indian and Tibetan food are all very common and available throughout the country, however, you can’t visit the country without trying authentic Bhutanese dishes that have been around centuries. Be warned; if you think Thai foods are spicy; prepare yourself for another level. The food in Bhutan is spicy to help warm up the citizens of this “happy country”.

A related dish is called Kewa Datshi which substitutes the chilli for potatoes, if a bean is substituted for chilli, it is called Semchum Datshi, if mushroom is substituted for chilli it is called Shamu Datshi. Bhutanese cheese is home-made from the curd of cow or yak’s milk. In the process, the fat is removed from the curd to make butter, and the remaining curd without fat is used to make the cheese.

From now it is pretty evident that you cannot eat Bhutanese food without eating cheese and chillies. Shukam are Bhutanese dried white chillies. So this dish includes cuts of dried beef cooked with cheese and white chillies which add a unique spice to the dish. For bacon lovers, Sikam Paa is like bacon on the next level. When in Bhutan, you’ll see strands of half transparent pork belly hanging in the sun to dry, well that’s sikam. For Sikam Paa, the dried pork belly is fried up with dried chillies.

This is a most edible, cheese snack. Dried yak cheese is also common in Tibet and Nepal and so hard that you will have to munch for hours. You’ll see strands of chogo hanging like necklaces around markets in Bhutan. Rinchen & Esori

Yaksha Shakam For the Bhutanese, if there is anything that is better than dried beef then it’s the dried yak meat. With a taste similar to beef, the yak meat can be cooked in many ways. One of the best versions of dried yak meat is cut up and cooked with fermented yak cheese.

2 34 New Rental Law to Start on May 1st

From May 1st, residential property leasing will be deemed a contract-controlled business in Thailand. Designation as a contract-controlled business is intended to ensure that contracts contain necessary terms and conditions and to prevent consumers from being unreasonably disadvantaged by unfair contract terms.

A “residential property leasing business” is defined as a business that leases (or subleases) five units of property or more to individual lessees, for residential purposes, in exchange for a fee collected by the business operator, regardless of whether or not the units are in the same building. Property is defined to include any accommodation, house, condominium unit, apartment, or other kind of residential property leased for residential purposes, excluding dormitories and hotels which are regulated under a separate regime. Residential lease agreements must include a version in Thai and must contain the following details: a) Name and address of the business operator and its authorised person; b) Name and address of the lessee; c) Name and location of the property; d) Details of the property’s physical condition, including any items and equipment in the property; e) Term of the lease specifying its commencement date and expiration date; f) Rental fee rates and due dates for payment; g) Public utility fee rates and due dates for payment; h) Service fee rates, which must be reasonable and at the actual cost paid for the services, and due dates for payment; i) Other fees and expenses (if any), which must be reasonable and at the actual cost paid, and due dates for payment; and j) Amount of security deposit. Invoices for the fees in items (f)-(i) above must be sent to the lessee at least seven days before their due dates, and the lessee will have the right to check information related to the payments shown in the invoices. Details of the physical condition of the property and equipment (if any), inspected and acknowledged by the lessee, must be attached to the lease agreement, and a duplicate must be delivered to the lessee. The security deposit must be immediately returned to the lessee at the end of the agreement, unless the

business operator has to investigate any damage to ascertain whether or not it is the responsibility of the lessee. If the lessee is found not to have caused such damage, the security deposit must be returned within seven days from the end of the agreement and the business operator retaking possession of the property. The business operator is also responsible for any expenses incurred in returning the security deposit to the lessee. The lessee has the right to terminate the lease agreement early provided that at least 30 days’ advance written notice is given to the business operator. Any material breach for which the business operator can terminate the agreement must be clearly written in red, bold, or italic font. The business operator can only terminate the agreement if written notice has been given to the lessee to rectify the breach within 30 days of receipt and the lessee fails to do so. The agreement must be made in duplicate, one of which must be given to the lessee immediately upon execution. Under section 35 of the Consumer Protection Act, any residential lease agreement, which does not contain the required terms above shall be interpreted to include them as implied terms. Residential lease agreements must not contain Any waiver or limitation of the business operator’s liability from its breach of agreement or wrongful acts; Any advance rental fee equivalent to more than one month’s rent;

Any term allowing the business operator to change the rental fees, public utilities fees, service fees, or any other expenses before the end of the agreement; Any security deposit of more than one-month’s rental fee; Any term allowing the business operator to confiscate the security deposit or advance rental fee; Any term allowing the business operator or its representatives to inspect the property without prior notice; Any stipulation of electricity and water supply fees exceeding those specified by the relevant authorities; Any term allowing the business operator to prevent or obstruct the lessee’s access to the property to seize or remove the lessee’s belongings if the lessee defaults on rental fees or other expenses related to the lease of the property; Any term allowing the business operator to request any fee or expense for renewing the lease; Any term allowing the business operator to terminate the agreement early other than for a material breach of the lease agreement by the lessee; Any term making the lessee liable for damages incurred due to ordinary wear and tear from usage of the property’s contents and equipment; Any term making the lessee liable for damage to the property, contents, and equipment that was not the lessee’s fault and in force majeure situations; and Any term making the lessee liable for defects to the property, contents, and equipment incurred due to ordinary wear and tear through usage. Under section 35 of the Consumer Protection Act, a residential lease agreement that includes any of the prohibited terms above shall be interpreted as not including them. Any business operator who fails to meet the above requirements may be subject to imprisonment not exceeding one year and/or a fine not exceeding THB 100,000 (section 57 of the Consumer Protection Act). – tilleke.com

Real estate moving toward the elderly

Leading Thai real estate companies are focusing more on senior housing and aged-care facilities, as the country is, by definition, an ageing society, says Phil Smith, head of retirement and healthcare business for CBRE in Australia.

The National Economic and Social Development Board (NESDB) says Thailand has 11.2 million elderly, accounting for 17% of 65.5 million Thais. An ageing society is one where the number of people aged 60 and older make up more than 10% of the population. “There are local developers that have been building condominiums and residences for years. Some of them are listed on the Stock Exchange of Thailand,” Smith said. “These companies want to diversify their core business from real estate to healthcare and senior homes. people from around the world, thanks to great fundamentals and infrastructure, attractive tourist destinations, and lower costs of living compared with developed countries and some other nations in Southeast Asia. Thailand’s warm weather is also suited to the elderly, especially those from cold areas. Smith also expects foreign developers to form joint ventures with locals to develop senior housing and facilities, similar to the business ventures between local developers with foreign companies to develop condominium projects in Bangkok. CBRE Thailand Co has organised its first seminar on senior housing and healthcare in Thailand, attended by

100 participants from 50 real estate companies. Smith told the panel that Thailand is an ageing society and the demand for housing and facilities for senior citizens will increase significantly. NESDB statistics indicates that the number of seniors is predicted to increase gradually in the coming years, which will create a business opportunity. “There are huge opportunities for senior housing and healthcare businesses,” Smith said. “Our study found that senior people [in Thailand and over the world] need specially designed homes with full services.” Some local developers have already started senior projects, such as Sunshine International in Hua Hin – Bangkok Post

In one of the most circulated questions about the Rules of Golf in recent times, a photograph has been the subject of discussion worldwide. It is understood that this happened at the Queensland (Australia) Mossman Golf Club recently.

The first full marathon in Hua Hin will be held on Sunday 13th May at Wat Khao Krailart. This exciting event is managed by the Preserve Hua Hin Group with HRH Princess Maha Chakri Sirindhorn trophies awarded to the first male and female marathon winners.

This picture shows a golf ball overhanging a hole but being prevented from being holed by a small twig. The ball has not been holed because it is not ‘at rest within the cup with all of the ball below the lip of the hole’. The twig is a loose impediment allowing players to take relief (on the green) without incurring a penalty.

The question: When removing the loose impediment, will an extra stroke be needed to hole out?

Thailand’s Sporting Heroes at the Sheraton’s Wall of Fame

HOWZAT? Cricket in Hua Hin

The 23rd Annual Hua Hin Invitational Cricket Sixes, will be played in the grounds of the wonderful Dusit Thani Hotel Hua Hin as it has since 1996. This year’s event takes place from April 5th – 10th.

The inspiration for the launching of the Wall of Fame at the Sundara Sports Lounge of the Sheraton Hua Hin Resort and Spa was the legacy of Hua Hin’s original international sporting hero and Thailand’s first world champion boxer Pone Kingpetch. After visiting the boxer’s statue in downtown Hua Hin, General Manager Bruce Dupuis realised the significance of that achievement to inspire the emergence of Thailand as a sporting nation. What has now been revealed on the Wall of Fame are the signed photos and abridged biographies of many top-ranked sporting stars and teams in a variety of sports including tennis, the martial arts, football, volley ball, snooker and motor racing. Some of the present day stars were in attendance at the official opening last month to hang their own picture with gasps of admiration being a spontaneous reaction from guests on hand.

The picture of Pone Kingpetch was provided by his daughter, who expressed her appreciation of his recognition in a letter to the Sheraton management, The Wall of Fame will soon have some more pictures on display with the Sheraton team following up to obtain more pictures of Thailand’s sporting greats. This will inevitably recognise some golfing greats and perhaps even a picture of the late King Rama IX as a sailor of renown.

The original name of the Dusit Thani was the Dusit Resort and Polo Club but that doesn’t mean the land in front of the resort was originally a polo ground. The grounds were created as a purpose made cricket ground, perhaps the first in Thailand. In two decades the tournament has grown to become a key fixture in the Thailand cricket calendar as cricketers and their families and friends came to Hua Hin for a week of fun and friendship. The tournament is open to cricketers from all

levels from club through to first class and veterans Over 50. As the name ‘sixes’ suggests this version of the game (there are many others) has six members per team, 5 x 6 ball overs and only one over per bowler. A batsman can only score 35 runs before compulsory retirement. This is a fast scoring game with not many fielders out there to intercept the ball. With only one innings for each team, a game lasts for about 40 minutes.

10 42 Modernising Golf Rules Proposed Changes for 2019

The USGA and R&A have introduced a comprehensive set of new rule proposals in a big step in trying to modernise the game of golf, speed up play, and make playing more fun. There will be no penalty if a ball played from the putting green hits an unattended flagstick in the hole; players may putt without having the flagstick attended or removed. Players may repair spike marks and other damage made by shoes, animal damage and other damage on the putting green and there is no penalty for merely touching the line of putt.

Relaxed rules for ‘penalty areas’ (currently called ‘water hazards’):

Relying on player integrity

A player’s “reasonable judgment” when estimating or measuring a spot, point, line, area or distance will be upheld, even if video evidence later shows it to be wrong; and elimination of announcement procedures when lifting a ball to identify it or to see if it is damaged.

Pace-of-play

There are many proposed rule changes, with a plan to take feedback from golfers now, finalise the changes in 2018, and introduce them officially to the Rules of Golf on January 1st 2019. The proposed 24 new Rules, reduced from the current 34, have been written in a user-friendly style with shorter sentences, commonly used phrases, bulleted lists and explanatory headings. The initiative also focuses on assessing the overall consistency, simplicity and fairness of the Rules for play. Here are some of the highlights of the proposed Rule changes

Elimination or reduction of ‘ball moved’ penalties Red and yellow-marked penalty areas may cover areas of desert, jungle, lava rock, etc., in addition to areas of water; expanded use of red penalty areas where lateral relief is allowed; and there will be no penalty for moving loose impediments or touching the ground or water in a penalty area. Embedded lies anywhere other than in a bunker will be eligible for free relief. There will be no penalty for accidentally moving a ball on the putting green or in searching for a ball; and a player is not responsible for causing a ball to move unless it is “virtually certain” that he or she did so.

Reducing the time for searching for a lost ball from five minutes to three; encouragement of “ready golf” with “continuous putting” in stroke play. Recreational golfers will be encouraged to play golf using a “double par” scoring standard (pick up after reaching double the hole’s par). It will be recommended that players take no more than 40 seconds to play a stroke.

There will be no penalty for moving loose impediments in a bunker or for generally touching the sand with a hand or club. A limited set of restrictions (such as not grounding the club right next to the ball) is kept to preserve the challenge of playing from the sand; however, an extra relief option is added for an unplayable ball in a bunker, allowing the ball to be played from outside the bunker with a two-stroke penalty.

A new procedure for taking relief by dropping a ball in and playing it from a specific relief area; relaxed procedures for dropping a ball, allowing the ball to be dropped from just above the ground. Thailand’s “Big Bomber” Has Been Discovered!

Thailand is renowned for its world beaters in golf. Some of its global stars are Thongchai Jaidee, Moriya and Ariya Jutanugarn and the big-hitting Kiradech Aphibarnrat.

Now, there is a new star in the making as he steps up to the plate to battle it out for top honours at the 2018 World Long Drive Championship to be held in the United States. The man who came through a tough field of 32 finalists in the Thailand Long Drive Championship is Khattawan Pookavanach (pictured above). After intense competition, Pookavanach prevailed as the outright winner from the list of 8 eight finalists drawn from

different provinces of Thailand. The finals was held at Black Mountain Golf Club in Hua Hin and it was a day of exciting spectacle and entertainment as fans saw the nation’s big hitters try to outdrive each other for the honour to represent Thailand at the world championship. The tournament was organised by Golf Channel in Thailand in collaboration with different golf clubs with Black Mountain being the host club for the finals.

“Spectators had a great view of the action, as competitors will teed up directly in front of the bar, driving the ball straight down the 18th fairway We had a good turn-out of fans and spectators and it was a truly fantastic experience for everyone to watch the competitors,” said Harald Elisson, managing director of Black Mountain. Pookavanach will represent Thailand in the World Long Drive Competition in the United States later this year.

A Grand Location for a Grand Leisure Marina

Our region is regarded by many as a leisure haven. From Pranburi to Cha-Am there is a host of leisure activities available. We have many luxury resorts, shopping malls, amusement parks, water parks and golf courses. There is amazing natural beauty in abundance and, of course, beaches. There are studios through to 3-bedroom condos planned to provide a Scandinavian influence to the 390 units in thirteen 4-storey buildings offering coastal outlooks from their extensive balconies. Rene is eager to promote the Pranburi and Sam Roi Yot area as a growing regional leisure hub with activities such as bicycle riding, kite boarding and other beachside activities.

About 45 km west of Hua Hin, you’ll find the picturesque Hua Hin Hills Vineyard. The vineyard, with the elevated Sala Bar and Bistro overlooking the vines below, is set amidst rolling hills and jungle, close to the Myanmar border on route to Pala U waterfall. Harvest time at vineyards around the world is always accompanied with festivities involving fine food, music and of course the ‘fruits of their labour’, wine in abundance. From 1st to 17th March, the first and only vineyard in Hua Hin joined that tradition as guest wondered amongst the recently ripened fruit, tries their hand at collecting the grapes and their feet at ‘stomping the grapes to release the juices. The festival provided the ‘from grape to glass’ experience including sampling fresh wine, produced in only 3 months; something like fresh beer. A purpose made harvest ‘compound’ added a rustic element to the festivities amongst hay bales and music with a country feel. The Harvest Season is over for another year, however Monsoon Valley Vineyard remains on the agenda as one of Hua Hin’s most enjoyable days out. With vineyard tours and

2 46 Polishing a Rough Diamond Phae Mai Market Transformed Phae Mai Market in Hua Hin is undergoing a massive transformation; one which will bring it to the forefront of outdoor dining and entertainment in Hua Hin.

The market is alongside Kan Khlong Road and currently on Tuesdays from around 4 PM, bustling and alive with everything available from watches, sunglasses, shoes and clothing, to the freshest of freshly cooked food and ultrafresh produce. With a layout of colourful containers converted to tiny shops, Phae Mai oozes quirkiness. All that is about to change with massive renovations underway to transform it into a food and entertainment hub to rival or even surpass the Baan Khun Phor outdoor food court. 473 Five Amazing Must Try Thai Fish Dishes

Thailand is known for its vibrant flavours and the abundance of seafood. Whilst most people in Thailand would have tried fish steamed or deep fried, which is fantastic, here are four fish dishes to should put on your wish list for when you are next in a Thai restaurant.

A Northeastern fish that is sensational in a salad is Bplaa Duk or Catfish. The catfish is grilled over coals and the flesh is then flaked into a sharp salad called Laap Bplaa Duk. Often the crispy skin is chopped and added as well for an amazing texture. As with most Isaan laaps, the dressing is seriously delicious. Across Hua Hin you will see fish turning over hot coals; this is known as Bplaa Phao. The fish is heavily salt-crusted

and stuffed with aromatics such as lemongrass, before being cooked on a rotating skewer over charcoal. The result is a succulent and moist fish that is generally served with two dipping sauces; one spicy and one more sweet, along with a collection of herbs and lettuce leaves that you can fill and eat. It is truly a simple, yet delicious way to eat fish. One of the most unusual looking fish dishes is called Yam Bplaa Duk Fuu. With this dish, the catfish is first cooked whole; usually grilled or roasted. The skin is then removed and the flesh flaked to tiny pieces. It is then flashed fried in hot oil and here is where the magic occurs. The flakes start to form a raft or nest. Sometimes it is cooked until very crispy or sometimes the flesh is left a bit bigger which adds a different texture to the fish nest. It is normally served with a green mango salad on the side. A little bit of the salad with its sharp dressing on top of the crispy fish, makes this dish a taste sensation. Bplaa Thuu, or Mackerel, is a fish that is prevalent in Thailand. You will see it on many menus, often served in a number of delicious ways. In an Isaan restaurant, you may order Laap Bplaa Thuu, or you may prefer it grilled, Bplaa Thuu Yaang. This is often served with some Khanom Jeen;

fermented rice noodles along with fresh greens and spicy sauces. If you see Bplaa Thuu Dtom Khem on the menu, you must try it. This is a grilled mackerel sitting in a semi-sweet sauce of tamarind and dark soy; simply sensational! This fish is rich in Omega 3 fatty acids and makes a great dish as part of any Thai meal.

11 55 Sunday Brunch at the Sheraton Especially for “Saturday Night Carousers”!

It’s often said that breakfast is the most important meal of the day, but for many of us, that just doesn’t work. For me a mid-morning meal followed by an evening dinner is much more appealing; that’s what brunch is all about. The word ‘brunch’ is well known as a portmanteau of breakfast and lunch. Brunch originated in England in the late 19th century and became popular in the United States in the 1930s. The term was coined in Britain in 1895 to describe a Sunday meal for “Saturday-night carousers”.

Chef Jacob offering local fresh produce In the writer Guy Beringer’s article ‘Brunch: A Plea’ he argues that by eliminating the need to get up early on Sunday; brunch would “make life brighter for Saturdaynight carousers”. “Brunch is cheerful, sociable and inciting.” Beringer wrote. “It is talk-compelling. It puts you in a good temper, it makes you satisfied with yourself and your fellow beings, it sweeps away the worries and cobwebs of the week.” Sunday brunch at home may have limitations; especially if the offerings are unappetising left-overs. The presentation of ‘sausage surprise’, as my Mum used to call what she found in the refrigerator, didn’t really make my life brighter! One alternative is to try to find a café in your neighborhood, however on the first Sunday of each month, the Sheraton provides the ultimate gourmet Sunday Brunch if a touch of luxury is more appealing.

However as a somewhat underrated date for couples; recent comments from soonto-be British royal Meghan Markle may be considered. “I’m really big on day dates. If you go for a stroll, have a picnic or brunch with a glass of wine - it doesn’t get any better than that”. Kids were being entertained with face painting, popcorn and candy floss while an acoustic trio serenaded their parents with harmonious musical offerings. You are welcome to bring your swimmers in case the swimming pool appeals. Our expectation of a casual, entertaining and very sociable gourmet experience was met in abundance. After a late afternoon snooze, the weekend was complete. Who needs breakfast!

Centara Hotels & Resorts will be repositioning its Centara Grand hotels in Hua Hin and Samui two key resorts for European tour operators sending clients to Thailand – from upper upscale to luxury.
