Hua Hin in five years? Dear Editor, I’ve read with interest in recent months your coverage on the developments in infrastructure planned for Hua Hin. In particular the dual track railway which is already under construction and the proposed high speed rail link. By my reckoning, Hua Hin will be absolutely transformed by the completion of these two projects. Potentially this means travel to Bangkok within an hour and a modern railway network providing easy access both north and south. While I am excited and welcome the progress, part of me is a little sad when I think with fondness to the sleepy fishing village I first visited 20 years ago. B Rogers Retirement visas - what is all the fuss about? To the editor, Since you published the news about the changes to the retirement visa, it seems every time I go to a bar there are old expats complain about the new requirements. But people are missing the point. If you have income of 65,000 THB per month, which really isn’t that much if you want to retire to a foreign country, then you have nothing to worry about. Just show that in your Thai bank and you are fine! And if you’ve not got the money, then you really need to consider if you can afford to live in Thailand. For too long people have been zig-zagging the system in Thailand, paying agents to get them visas etc. Well now immigration are putting a stop to it and I for one applaud them. If you want to live in Thailand then you should have enough money to support yourself, it’s as simple as that! Regards Margo

Songkran Day “or” Songkran Tradition “is the Thai New Year’s Day celebration, which is generally held between 13 - 15 April, corresponding to the fifth lunar month. Most of the activities for people during the Songkran festival are cleaning houses, making merit, sprinkling water onto a Buddha image, pouring water on the hand of revered elders and asking for blessings, and the always anticipated water splashing fight. Hua Hin Municipality has organised Songkran festivals every year with the goal to continue to preserve the good culture of Thailand and continue to promote tourism inviting foreigners to join the local and traditional activities. Get rid of the fishing nets on coral reefs
Mr. Prachak Thongrat, a tour boat operator from Bang Saphan Noi district, along with the team “Pro Diving Tour” and the Central Marine Resources Research and Development Center got together to dive in under the sea to collect garbage. The main objective is to collect the fishing nets that cover the coral reef, to protect the habitat for fish and other beautiful aquatic animals.
Mr Prachak said “that this underwater garbage collection activity is important because I use this place to bring both Thai and foreign tourists to dive to see coral and
watch the beautiful fish. The sea and our ocean is very rich and beautiful but every time I go down I saw a large number of nets covering the coral reefs and rocks, which will eventually affect this tourist attraction in the near future. We must continue to get rid of them’’ Coordinated by local authorities and agencies responsible for bringing abandoned fish nets up and collecting all the related equipment have now collected more than 800 kilograms of nets and garbage. Some of the retrieved nets were as big as 100 metres long.

4 Songkran, Where to Go or Run Away!
For centuries, the Songkran Festival has been observed as a symbol of hospitality and the Thai New Year Festival holds the importance of maintaining strong relationships within families, communities, and society as a whole. This is a special time when families travel long distances to spend time together, perform traditional merit making ceremonies at the temples and reconnect with loved ones. During the celebration, the streets of Thailand become almost impassable and one should expect to be soaked by water from buckets and water cannons. The water fights will be held in various spots and many corners will have plenty of action so remember to bring along your bucket or water pistol! For Thai people this festival is more than just fun. Songkran Festival is also about worshiping Buddha. In spite of the fun it brings, especially to travelers, for Thai people, Songkran is actually a ritual to ask for rain; since rice crops are the main source of living in many places. However, as part of the ritual, people also engage in several things which they believe are a way to receive good luck for the remaining months of the year. These include cleaning their houses, bathing Buddha images and visiting temples, conducting family reunions, giving alms to monks and offering prayer. Using fragrant water, young individuals give respect to elders by pouring the water into the elders’ hands. Songkran Festival only happens once in a year, remember! There are 3 festival days for the official holiday – 13th to 15th April in many different districts throughout Thailand. However, the Tourism Authority of Thailand (TAT) is joining Thai people nationwide in marking the most important celebration of the Thai lunar calendar. The National Thai Elephant Day On March 12, the Hasadin Foundation, Mr. Wanit (Ajarn Thong Fah) Henwongprasert, the Chairman of the Executive Board of the Hutsadin Elephant Foundation and the great supportor Mr. Tony Kelly, age 93, the first mahout in England, along with his family came celebrate his 93rd birthday and years of service at the foundation. Board volunteers and elephant lovers, both of Thai and foreign tourists, also joined the event. The foundation arranged a giant fruit cake party. The cake consisted of various kinds of fruits that elephants like, such as bananas, pineapples, corn, watermelon, and apples, with a total weight of over 10 tons. The foundation also has 6 elephants that are 8095 years old, who are unable to work and the Hutsadin Elephant Foundation has been celebrated by the owners for taking care of the elephants. One elephant known as “Pang Songkran” is very intelligent and he used his trunk to spray water on the fruit cake to blow out the candles, which gave great satisfaction to the tourists. Later, the tourists joined together to feed the elephants and were photographed as a commemoration. The Hutsadin Elephant foundation was started by three local businessmen to rescue elephants abandoned by their owners due to ill health, old age or simply because they are unable to work any longer. The foundation is a non-
profit organisation and any funds received directly benefit the elephants. Every year the foundation will organise a celebration for elephants living in the foundation on the Nation Thai Elephant Day. **Knowledge of Thai history** The elephants in Thailand have played an important part in Thailand’s history, the Thai elephant (Chang Thai) remains as an enduring symbol of Thailand. The elephant also has special spiritual significance with its association with Buddhist and Hindu beliefs. The white elephant (actually more pink in color) is a symbol of royalty in Thailand. Elephants were so revered and respected, they were even on the Siamese flag until the early 1900s. Because white elephants were incredibly rare, they were only used for royal duties. Thai kings would offer white elephants as gifts to their rivals. One of these recorded events in Thai history is the personal battle between King Naresuan and Mingyt Swa, a highly romanticize historical scene known as the “Elephant Battle.” “Naresuan the Great (Somdet Phra Naresuan Maharat), was the 18th monarch of Ayutthaya Kingdom and 2nd monarch of the Sukhothai dynasty. He was the king of the Ayutthaya Kingdom from 1590 and overlord of Lan Na from 1602 until his death in 1605. Naresuan is one of Thailand’s most revered monarchs as he is known for his campaigns to free Ayutthaya from the vassalage of the Taungoo Empire”.
Last Year’s Songkran Festivities Saw a Higher Death Toll – 418 – Compared to 2017
Last year, 3,808 people were injured in 3,690 road crashes. Most of the road carnage during last year’s Songkran stemmed from drunk-driving (40 per cent) and speeding (26 per cent) and 80 per cent of accidents involved motorcycles and 65 per cent took place on straight roads, Deputy Interior Minister Suthee Makboon told the media. During the seven-day monitoring period (April 11-17), Nakhon Ratchasima, along the “gateway to the Northeast”, reported the highest accumulated death toll (20) while the northern province of Chiang Mai had the highest number of injured (142) and accidents (133), he said. Only Ranong, Samut Songkhram, Nong Khai and Nong Bua Lamphu reported no road accident deaths during Songkran, he added. On April 17, 2018 there were 307 accidents that killed 26 people and wounded 336 others. Speeding was blamed for 28 per cent of accidents, drunk driving for 26 per cent and suddenly cutting in front of another vehicle, 19 per cent. The officers manning 2,029 checkpoints nationwide arrested 146,589 motorists; 39,572 motorcyclists and their passengers for not wearing crash helmets and 37,779 people for not having a driver’s license. Meanwhile, the number of vehicles seized from drunk drivers during Songkran in last year was a 100 per cent
increase over the previous Songkran 2017. The NCPO and related authorities, from April 11-17, had identified 490,512 cases of drunk driving (280,631 motorcyclists and 208,881 motorists), down 38 per cent from the previous year, she said. As many violators were slapped with fines and their driving licenses confiscated, the officers also impounded 16,288 vehicles (11,768 motorcycles and 4,520 cars/trucks) from such drunk drivers. During the previous Songkran, 8,128 vehicles were impounded, she said. The vacation home-watch Project was very successful as it monitored 8,348 houses nationwide during the vacation home-watch scheme for April 11-17 and none of those houses had any instances of theft. The number of participating houses for Songkran 2018 saw a 40.8 per cent increase, or 2,421 more houses than those that participated in the scheme the previous year. The police smartphone application “Police I lert U” was downloaded 29,576 times during April 4-15, bringing the total app download to 354,566 times. Only 134 users alerted police of emergency/crimes using the app. During April 11-17, a total of 213 crimes to life or bodily injury took place and suspects were apprehended in 125 cases. Of these crimes, 100 cases were about physical assault and 72 suspects were apprehended for 47 such physical assault cases. There were nine murder cases and police had arrested the suspects. A total of 422 crimes targeting assets took place – in 227 cases police nabbed the suspects.

6 Introducing Amari Hua Hin’s New General Manager Jean-Matthieu Beroujon. Originally from Lyon, the third largest city in France, Matt, as everyone calls him, comes to Amari Hua Hin with over 18 years’ experience in the hospitality industry. One such instance was during his time spent in The Isle of Pines of New Caledonia where he served as the Purchasing Manager. Once every two weeks, a boat delivered supplies to the hotel and with only one small store on the island, being the Purchasing Manager proved to be a challenge but one that was overcome quickly and that brought about change to the local island community. “The Isle of Pines, during my time there, was still a very remote and tribal island and people didn’t really think about ways to make money. One time, I was driving around with the executive chef of the hotel, and we saw a mango tree and a man just sitting next to it, with a lot of mangos just sitting there. And we went to see this guy and asked him if we could get some mangos and the man just gave them to us. After that, we asked him whether we could buy a big bag of mangos, and he was very surprised by this as his thoughts were that the fruit just grows on the trees so why should he sell them? That was when we told him that we worked at a hotel and that we could buy his mangos. With that, the man was very happy and brought a big bag of mangos the next day and asked us whether we needed any other fruit, and of course, we said yes and started buying from him on a regular basis. More people came on board and started planting seeds and growing vegetables and before you know it, we were only purchasing fresh produce from the island and the local community,” said Matt.
Matt’s vast background includes luxury resorts, airport hotels, hotel management companies, and ski resorts, where he has gained extensive knowledge and experience and held several key management positions. As a teenager, Matt wanted to be a ski instructor but ended up working in the kitchen at the Hôtel Le Christina in Alpe d’Huez. From there he studied at the Vatel Business School for Hotel and Tourism Management and after his graduation, got offered a job at the Novotel Heathrow in London as the Assistant Night Manager, where his passion for the hotel industry began to take shape. With a strong background in operations and management as well as international experience, Matt has certainly maximized his opportunities. England, French Polynesia, the USA, Malaysia, and Laos are just some of the countries he has held positions in, contributing not only to the success of the properties but to the local communities as well.

Before he arrived in Hua Hin in early January, Matt spent the last eight years working in different countries in Southeast Asia. 1 Baht Per Day for Community Welfare
Mr. Teerapab Chareonsombat, the technical assistant manager of Provincial Electricity Authority, Hua Hin District, along with a group of public and private operator that use the communication lines (11 units) have joined to organise the commu nic ation lines that lie on the power poles in the area of Damnoen Kasem Road, Sa-song, Chomsin and Naebk heh ars area. The communication lines have been organised for a total distance of 6 kilos and, in the near future, will continue to expand the areas; organising further communication lines to create a beautiful, orderly and secure system protecting the people who passerby.
Civilian defense volunteer receive a body protection suit
Mr. Nopporn Wutthikun, Mayor of Hua Hin, along with Mr. Montri Chu-Phu, Deputy Mayor gave body protection suits or coverall suits to the members of Civil Defense Volunteers of Hua Hin Municipality. All the members were very happy to receive the body protection suits as they are a benefit to the officers to use and to wear while on duty.

Shops Inspected on Hua Don Beach
Miss. Bus aba Choksuchart, Deputy Mayor of Hua Hin presi ded over the opening ceremony for training to commence for the Community Welfare Fund for the Hua Hin Municipality. The ceremony welcomed members and officials of the municipal council, who are involved in initiating the training for the development of the Community Welfare Fund. Individuals participating in the program were also in attendance. The Community Welfare Fund is a friend-helping friend fund. The idea is to begin by helping each other first, before going to ask for help from the government. The goal is to have a Welfare Fund in a community in which each member must save 1 baht per day to be donated to a Community Welfare Fund. In one year, the Welfare Fund will have positive savings. The more members there are, the greater the money in the fund. The mo ney will be used to support members who may become sick, or who are in need of special medical treatments and remedies. Any release of money to a member must be i n a ccordance with the criteria set by the fund. The fund has the condition that it must not be used to lend money to the members. The long term goal is that each community fund will be collected to be a greater community fund for Hua Hin Municipality. When the fund reaches more than 1 million baht, it will be registered as a juristic person. After that, the fund will get government contributions that will make the fund grow and become more stable. In the future, the fund expects to be able to use the money to help with education, social welfare, helping the elderly and the poor in the community. Members must save one baht per day, which can be sent to the fund on a weekly, monthly or yearly basis. It is not necessary to send money on a daily basis as this would be difficult to manage and control. All ages and genders are welcome to become members.

Mr. Chira wat Pramani, the permanent secretary for the H ua Hin Municipality, together with the chief of peacekeep ing (municipal) and related officials went to check the Hua-Don beach area after receiving complaints from tourists that there were many shops that had been built and now encroach on the beach beyond the defined area. After inspecting the beach area, the officials found that some operators had built their shops and are in fact encroaching the beach. Officials have proceeded to correct and dismantle these shops away from the prohibited area. This action follows the regulations and agreements made in conjunction with the Beach Organising Committee in 2014. All shops in questions are scheduled to be dismantled within 7 days risking penalties and fines as specified by the regulations set by the Beach Organising Committee.
Disputes Mediated
7 March, Mr. Montri Choophu, Deputy Mayor of Hua Hin, presided over a dispute resolution for both sides at the Consumer Protection Center of Hua Hin Municipality. The meeting consisted of relevant persons and subcommittees of the Consumer Protection Center of the municipality, together with parties from the complainants and the respondents. The mediation concerned an incident that occurred in November of 2018 whereby the petitioner suffered damage to the personal car that had been parked in the parking area of a hotel within the Hua Hin Municipality. The petitioner was claiming damages for their car - 30,000 baht from the owner of the hotel. At the point of mediations, the petitioner had not received any compensation from the hotel and therefore the owner of the car took their complaint to the Protection Center Municipal Consumer Office. Upon receiving and reviewing the complaint, the center called for both parties to come in to a mediation review. As a result, the respondent has agreed to pay damages to the complainant in the amount of 15,000 baht; the petitioner accepted the mediation and settled the dispute.
Police Captain Saifon Chingrum, deputy inspector of Hua Hin Police Station, presided over a meeting to discuss community activities, along with Miss. Rumpa Jumlongrach, Director of the Social Welfare Division Hua Hin Municipality and community leaders in Hua Hin Municipality. The meeting was set to continue an MOU to strengthen communities under the policies and practices of the Royal Thai Police. There is a need for the communities in Hua Hin Municipality to participate in strengthening the communities to maintain order, resolve crime and drugs. The meeting discusses ways to organize activities in various communities to strengthen the community, to develop knowledge and realize ways to prevent crime and drug addiction problems. The relevant departments will schedule a date, time and location for the next meeting and will inform the communities in advance.

Hua Hin Municipality along with the government’s Pracha Rath Project would like to invite people every month to visit and subsidize food products of the members of the public market entrepreneurs The government’s Pracha Rath project has led to real achievements in boosting the domestic economy and has support the generation of income of grass-roots people, specifically farmers.
To comply a government goal to make people happy, Hua Hin Municipality has organized a monthly event in accordance with and support of the Pracha Rath Market Project. The front market of the sheriff’s house (Lan Suan Pone Kingpecth), once a month, for 5 consecutive days throughout the year 2019 all are welcome to come and enjoy what is on offer. The first ever Pracha Rath project event took place 26-30 March. The market hours are from 10.00 - 20.00 hrs. Market goers can expect various activities such as the issuance of booths of the registered members of the public market, which is divided into non-toxic agricultural products, food, beverages and OTOP product groups from community enterprises and entrepreneurs. Foreigners are reminded that e-cigarettes and vaping is illegal in Thailand. People using or importing e-cigs could be deported, fined and even sent to prison for up to 10 years if convicted. A French woman who was on holiday in Phuket in January was deported from Thailand after police arrested her for smoking an e-cigarette. According to the Phuket News, Cecilia Cornu, 31, was on a family holiday when she was stopped by Karon police on Jan 30 whilst on a scooter with her fiancée as her parents and brother followed behind. Ms.Cornu claimed that officers confiscated the e-cigarette, arrested her and then demanded 40,000 baht for her release - something which Karon police strenuously deny.
Ms.Cornu was later charged, had her passport confiscated and given a trial date of Feb 11. She then paid 100,000 baht in bail money and was released. On Feb 11, she attended Phuket Provincial Court where she was charged and fined 827 baht. She was then asked to go to Phuket Immigration to collect her passport - or so she thought. When she arrived at the immigration office, she said she was informed she would be transferred to Bangkok and deported. Ms.Cornu claims she was held at
an immigration detention centre for four days where she shared a cell with up to 60 other woman in what she described as dire conditions. Karon Police Chief Col Prasarn Hankotha confirmed to the Phuket News that Ms Cornu was arrested and fined for being found with an e-cigarette and that she was transferred to Bangkok for deportation. However, he denied the accusation that officers had demanded 40,000 baht from the Frenchwoman. Ms.Cornu added that the whole ordeal cost her more than 280,000 baht in legal fees and travel expenses after she was held in Thailand, forcing her to miss her flight home. The news of Ms Cornu’s deportation has resulted in e-cigarette users in Thailand calling on the Thai authorities to quickly change the laws and regulate vaping. “The news [Ms Cornu’s deportation] hurts the country’s image as a tourist destination. It’s a result of the ban on e-cigarettes, which is causing confusion in law enforcement,” Maris Karanyawat, representing the End Cigarette Smoke Thailand group, said in a press statement. He said the network wanted the Commerce Ministry’s Department of Foreign Trade to quickly find appropriate regulations that could replace the ban on e-cigarettes. Thailand, in 2014 banned the import, sale and servicing of e-cigarettes, with violators facing punishment based on notifications from the Commerce Ministry as well as orders from the Consumer Protection Board.
As of 4am Monday 93% of the unofficial poll results announced by the Election Commission (EC), Pheu Thai won the most seats in the constituency system with 125 votes while the Palang Pracharath Party (PPRP) came in second with 97 votes, followed by the Bhumjaithai Party (39), the Democrat Party (29) and the Future Forward Party (26) However, according to the unofficial results, the PPRP led with 7.1 million votes, followed by Pheu Thai (6.9 million), Future Forward (4.4 million), Bhumjaithai (2.6 million) and the Democrat Party (2.1 million). As a result, the PPRP is likely to win a higher number of party-list seats than Pheu Thai. As such, the two parties would be more or less level with each other in terms of both constituency and party-list MPs. A Pheu Thai source said party leaders were surprised at the number of votes won by the PPRP. As a result, Pheu Thai had
not yet contacted other parties to form a government as it wanted to wait for the full unofficial outcome first. If parties which belong to the prodemocracy camp such as Pheu Thai, the Future Forward Party, and the Puea Chat Party, cannot muster at least 251 House seats or more than half of the total of 500 seats, it will be difficult for Pheu Thai to form a government and the PPRP must be allowed to form a government instead as it would have more bargaining power than other parties, the source said. Political observers noted that the Democrat Party was hugely disappointed after it won only 29 constituency seats as of 4am and lost all its seats in Bangkok to the PPRP and FFP. Prachua Khiri Khan: Tourists at the Pranburi Sea, in the Sam Roi Yod area, only 1 kilometer from Sam Roi Yod coast spotted Bruda whales, approximately 8-10 meters long, rising up to the surface to snap small fish. The tourists, while on a speedboat, were excited to witness the whales’ feeding habits; the whales taking turns, popping up and down snapping at fish for their food. After returning to shore the tourists shared what they had seen. This area of Prachuap Khiri Khan province is a natural attraction for tourists with many abundances for everyone to enjoy. Tourists may visit Sam- Roi-Yod coast to see Bruda whales!
Wild Elephant Found Dead in Kuiburi National Park The National Police Inspector, General Suchat Theerasawat, the Inspector General Director of the Center for Child Protection, Women and Families and Prevention of Human Trafficking flies to Prachuab Khiri Khran Province by helicopter to follow up a case of illegal labor. Arrests under the human trafficking laws are in process. Special operations officers searched a one-story house in Baan Knong Bua district of Prachuap Khiri Khan Province. After being informed by spies, they discovered an illegal agency bringing illegal foreign workers into Thailand to hide and wait to be transported to Malaysia. Myanmar workers; women and men, 22 altogether and 5 under 18 years of age. None of the illegal laborers could produce evidence of any immigration documents. They confessed that they entered Thailand through natural channels at Singkhon Border, where the illegal
operation is located. A Thai broker came to pick them up hiding them in the house to wait for passage to Malaysia. Police officers seized 21 mobile phones, revealing contact numbers with different government officials and evidence of money transfers to government officials as bribes; in order to facilitate the trafficking operation. These government officials, with number contacts, are now suspects and will be summoned for interrogation. The National Police Inspector General urged all the investigators and relevant officials to conduct an urgent investigation; to familiarize themselves with all illegal labor and investigate anyone with connection to the illegal workers. Now, the goal is to gain more information to find out who is connected to this network and also the government officers concerned. Some illegal workers had Border Passes, but these were seized to prevent escape.
7 Million Baby Blue Crabs Released in Hua Hin Sea
Mr. Nopporn Wutikul, members of Hua Hin municipality, the head of the Hua Hin small boat fishing group “F 16” and members of the small boat fishing group of Hua Hin have released 7 million baby blue crabs in front of Hua Hin Oceanography Station on Hua Hin Beach. The activity of releasing blue crabs is part of the blue crab bank. The initiative includes The Hua Hin small fishing boat F16 together with the Takiab-Huadon fishermen group, which has Hua Hin Municipality as the sponsor of the operation. On March 4, Mr. Sawat Thaweerat, The Director for the Conservation Area Management Office 3 in the Petchburi Department, National Parks Department for Wildlife and Plant Species travelled with relevant officials to check the wild elephant carcass that had been found dead at the end of Ban Suee Reservoir in Kuiburi National Park. Villagers heard the loud sound of wild elephants crying out and when the team arrived at the area, they found a male elephant, with long tusks about 35 years old. From the examination of the external body, no traces of the cause of death were
detected and no indication of a human attack was determined. It is estimated that the elephant may have died 2 days prior. Initial thoughts for the cause of the elephant’s death is fighting among the wild elephants. It is believed that the elephant may have lost his balance, fell down from a hillside hitting rocks below causing serious injury and later death. The director ordered the superintendent to coordinate with local investigative staff and the veterinary team to examine the facts and causes of the death of the elephant.
Suffering Asthma and Muscle Weakness - Woman Helped
Government officials have helped Mrs. Yuon Suksamdang, a 74 years old, who suffers from asthma and muscle weakness and is currently confined to a wheelchair. She has been very ill and lives in an old decaded shanty. Her living conditions are very poor as the roof is leaking causing damp and little protection from the rain. The home was not in a livable condition. The 74 year old’s shanty is on the land of the former village headman, who has been kind, allowing her to live on the property with her 3 grandchildren.
The staff officers coordinated with the district public health department to take Mrs. Yuon to be treated at Pranburi Hospital. They also donated 2,000 baht to be used for medical expences. In addition, they have provided rice, dried food and clothing to help relieve some of the suffering. Supported by Worabura Hotel Hua Hin and Baan Bayan Hua Hin Hotel the symptoms of Mrs. Yui has begun to improve. Doctors want Mrs. Yuon Suksamdang to stay in the hospital to be ensure her overall wellbeing and improvement.

Thailand announces plans to ban imports of plastic waste Thailand has announced plans to ban imports of plastic waste from next year.
The announcement comes after government officials had previously announced plans to ban the import of plastic waste from 2021. But now Thailand’s Ministry of Natural Resources and Environment has said it will propose to the cabinet a total ban on the import of plastic waste into the country beginning next year. Natural Resources and Environment Minister Gen Surasak Karnjanarat said that with imports of plastic waste due to be outlawed, Thailand will also increase its efforts of recycling plastic waste generated locally. Gen Surasak said that recycling of local plastic waste will be increased by as much as 100 per cent over the next ten years. He said this will be achieved by strict new measures that will require locally produced plastic such as bottles and food packaging to contain a certain amount of recycled plastic. Currently, more than 2 million tonnes of plastic waste is generated
in Thailand annually with only about half a million tonnes being recycled. The news comes after Thailand last year banned the import of electronic waste such as old electronic circuit boards, televisions and radio parts after it was revealed that Southeast Asian nations, including Thailand, were becoming a dumping ground for the world’s trash. The e-waste was once destined for China, who have since banned the practice. But now environmentalists say the waste was then being re-routed to Southeast Asia, to countries such as Vietnam and Thailand. Thailand’s government has said improving the country’s waste management infrastructure is a priority and will set goals over the next two years. They included cutting the use of plastic bags and bottles in government agencies and businesses, and plastic bans in tourist destinations. A tax on plastic bags has also been mentioned, along with a target to recycle up to 60 percent of plastic by 2021.
The incredible rescue of a Thai football team who spent more than two weeks trapped in a cave in northern Thailand is to be made into a Netflix series. The famous rescue of the 12 young footballers and their coach who were trapped in the Tham Luang cave in northern Thailand for 17 days gripped the world last year. The boys will sign a deal with the streaming giant Netflix to retell their ‘harrowing and heroic story’. “The series will be produced by Hollywood’s SK Global Entertainment, which has been granted lifetime rights to contact the 13 young members of the Wild Boars football team,” government spokesman Lt-General Werachon Sukondhapatipak said at an event at Bangkok’s National Library. Werachon said the boys will each be paid about 3 million baht for taking part in
the series, while some money will also be donated to local causes and organisations who were involved in the rescue operation. Sirisak Kotpatcharin, spokesperson for the 13 Tham Luang Company which is in charge of the copyright of the boys and their coach revealed that Netflix will have exclusivity, meaning that the boys will no longer be able to give interviews without the streaming company’s permission. The Netflix series is just one of several productions about the rescue that is said to be in the pipeline. The world’s biggest movie companies including Disney and Twentieth Century Fox are all said to be bidding to bring the ordeal, which cost the life of one rescue diver, to the big screen. Meanwhile, a movie called The Cave is set to be released in time for the July anniversary of the rescue mission.

Cyprus had been under British administration since 1878 after the island was handed over in an agreement with the Ottoman Empire for British military support, if needed, against Russia. 15 Heineken launches non-alcoholic beer in Thailand
Heineken has launched a non alcoholic version of its popular beer in Thailand, as consumers in the country seek healthier options.
Heineken 0.0 is made from natural ingredients, brewed with a recipe providing a distinct taste that contains no added sugar and just 69 calories per 330ml. Already available in 38 markets around the world, including the USA, UK, France, Spain and Germany, Thailand is the second Southeast Asian country to sell the drink following its launch in Singapore last year. Heineken 0.0, which went on sale in Thailand in mid-March, is aimed at consumers who enjoy the taste of beer, but not necessarily the effects of alcohol. Speaking to the Nation, Maud Meijboom van Wel, Heineken Brand development boss in the Asia Pacific, said: “Heineken 0.0 offers a distinct and balanced taste, which you can now enjoy at any time. “It was brewed to provide our consumers with a new option for all their drinking occasions, addresses the growing cultural trend of living a balanced lifestyle and empowers people who can’t drink alcohol to be involved. “In addition to positioning the Heineken brand as a pioneer in the industry, we continue to introduce new and innovative products to meet the needs of consumers and to complement our existing offerings, without compromising on quality.” “Heineken 0.0 is aimed at both men and women aged 20 and older (legal drinking age and above) who enjoy the taste of beer, but not necessarily the effects of alcohol. Meanwhile, another Dutch beer brand, Bavaria, has said it will launch a new campaign to actively promote its nonalcoholic malt beverage in Thailand. According to Achava Mahamongkol, managing director of Captain Barrel, beer consumption in Thailand is on the decline with people increasingly shunning beer and instead drinking wine, spirits and hard seltzers, which they perceive as healthier than beer. Others are drinking less and some are dropping alcohol altogether with brewers now looking to offer more options as consumer drinking habits change. While the non alcoholic beer market remains not only small but even stigmatised, the market is growing globally. Mark Zuckerberg says Facebook future is more about private chats, less about social networking Mark Zuckerberg has signalled a huge shift in Facebook’s strategy, moving away from public posting towards encrypted private messaging. In a 3,000 word blog post on his personal Facebook profile, Mr Zuckerberg said he expected the company’s private messaging products, such as Messenger and WhatsApp, to be “the main way people communicate on the Facebook network” in the future. He said he expected direct messaging to dwarf the traditional and current format of Facebook’s News Feed in just a couple of years. The Facebook CEO said he would unify the private messaging features of all Facebook’s apps into one service and encrypt them all; meaning maximum privacy for users. “Working towards implementing end-to-end encryption for all private communications is the right thing to do,” Zuckerberg said. The strategy could frustrate law enforcement surveillance efforts as well as lawmakers who have called on Facebook to better moderate user content. It could potentially also limit the company’s means of generating revenue by targeting users with ads. However, Zuckerberg said that he could live with a potential loss in revenue because users want better control of their data while still having easy access to their contacts. As part of Zuckerberg’s strategy, a Facebook user would be able to communicate with WhatsApp users while only having a Messenger account and vice versa. Users would also have more options for how long chats are saved, he added. “The future of communication will increasingly shift to private, encrypted
services where people can be confident what they say to each other stays secure and their messages and content won’t stick around forever,” he said. “This is the future I hope we will help bring about.” Facebook is one of the biggest global players in private messaging with its WhatsApp, Messenger and Instagram, each used by more than 1 billion people. Only WhatsApp fully secures message content from all outsiders, including Facebook itself. Police have raised concerns about introducing similar security to the other services because they would no longer be able to access online chat records to track religious extremists or other perpetrators. Regulators have called for Facebook to increase moderation of user content, but more encryption would make it difficult to view and track problematic posts. Encrypted conversations also limit Facebook’s ability to send targeted advertisements. Facebook may need to look for new ways to insert itself between businesses and consumers to generate revenue. Thailand and Hong Kong ink deal to boost start up development
An MOU between government backed venture capitalist organisations in Thailand and Hong Kong will help Thai startups. InnoSpace Thailand has signed a Memorandum of Understanding (MOU) on startup development with partners from Hong Kong. The Director-General of the Department of Industrial Promotion (DIP), Kobchai Sungsitthisawad, said the collaboration between InnoSpace Thailand, a publicprivate joint venture established to support Thai startup businesses, and Hong Kong partners, namely HKTDC, HPA, and HK Cybersport, will help startup companies in Thailand gain better support thanks to wider expertise. InnoSpace Thailand is an organisation focused on the promotion of commercial Deep Technology (Deep Tech) in startup businesses and ecosystems development. It has partnerships with domestic and international government agencies and private firms on business incubation, knowledge base, and investment. Partners include PTT, Siam Cement Group, CP Group, ThaiBev and Bangkok Bank. The joint venture is the only organization in Thailand focusing on Deep Tech startup promotion, instead of Fintech and mobile application development promotion programs widely available. With the new partnership, InnoSpace Thailand now expects to serve no less than 50 startup companies this year.
The agreements are a first step in increasing multi-directional investment in Hong Kong and Thai technology startups. The news comes as chief executive Carrie Lam also announced Hong Kong would open an economic and trade office in Bangkok to promote trade and collaboration, especially in the tech sector and the Eastern Economic Corridor (EEC). The Bangkok office will be the 13th economic and trade office for Hong Kong globally. “This office will work to expand economic and trade ties between us,” Ms Lam said. “It will also help boost a flourishing business between Hong Kong and Asean, creating opportunities for all concerned. 16 Authorities to track down foreigners who fail to pay medical bills in Thai hospitals
Officials are also considering making it a mandatory requirement for all elderly expats to prove they have medical insurance if they want to stay in Thailand long term. Foreigners in Thailand who receive medical treatment at state hospitals but leave without paying their bill are the subject of a new crackdown by Thai authorities. The issue of foreigners not paying medical bills is so big that the government will set up new ‘claims centres’ to go after foreigners in order to collect any money due.
According to a report in the Nation, foreign tourists failed to pay a combined 300 million baht in medical bills after receiving treatment in state hospitals in 2018.
The problem is now so severe that the Health Service Support Department has announced plans to setup claims centres in a number of locations popular with foreign tourists, including Chiang Mai, Phuket, Chonburi, Phang Nga and Surat Thani. “These problems mostly hit tourist cities,” Health Service Support Department (HSSD) director-general Dr Nattawuth Prasertsiripong said. “The centres will work with relevant parties and follow up on payments,” Nattawuth said. The move comes after a public health official told the Nation that foreigners often run out of money during their stay in Thailand. “And when they need medical services, they simply don’t pay.” The unnamed official said that there have been instances where some foreigners have received treatment in a Thai state hospital for several months, then fled without paying a single baht. The authorities often reach out to foreign embassies in a bid to help recoup the outstanding medical bills, without success. Some hospitals demand foreigners sign an agreement stating they will pay later but even that doesn’t always ensure the foreigner pays. Nattawuth said it is increasingly difficult for hospitals to collect money once the patient has left. “This is partly because state hospitals don’t have expertise in debt collection. So we hope the claim centres will be the solution.” While Hua Hin has not been identified as a location where there is a problem with
foreigners not paying their medical bills, expect a claim centre to be setup in the town in the not too distant future, after officials said that “many more” centres will be set up throughout Thailand over the next year. The large amount of medical bills going unpaid has once again raised the question of whether the Thai government will make it a mandatory requirement for foreigners in Thailand to have adequate medical and/or travel insurance. Natthawuth said he hoped travel insurance would become mandatory for all foreign visitors to save state hospitals from having to shoulder the extra burden. “For now, at least we believe all tour operators bringing people into Thailand should require that their customers have
travel insurance,” he said. Officials said that they are also considering making it a requirement for elderly foreigners in Thailand to prove they have medical insurance. This will help ensure that elderly expats do not become a burden on Thailand’s public healthcare system, Natthawuth said. Thailand’s medical-hub committee last year approved in principle a plan to require newly arrived long-stay immigrants to purchase health insurance for their first year here. They and other foreigners planning to stay in Thailand for one year would be able to buy up to Bt40,000 worth of outpatient coverage and Bt400,000 of inpatient coverage.

Men who can do 40 push-ups less likely to develop heart disease Men who can do at least 40 push-ups in one attempt are less likely to suffer from heart disease, according to a new global study. The study is the first of its kind to look at a link between push-up capacity and cardiovascular disease outcomes in later life. For a decade between 2000 and 2010 researchers in Italy, the United States and Cyprus collected annual data from 1,104 active male firefighters. At the start of the study, the average participant was 39.6 years old and had an average body mass index (BMI) of 28.7, with a BMI of 25.0 to 29.9; classed as overweight. The participants were then asked to perform as many push-ups as they could in one go. Their treadmill performance was also assessed.
By the end of the study, 37 of the participants, who suffered from a heart related disease, 36 were found to be men who were not able to do more than 40 pushups in the initial test. The findings, published in the JAMA Network Open, revealed that those who were able to complete more than 40 pushups in the initial test had a 96% reduced risk of cardiovascular disease and other related conditions, including heart failure and coronary artery disease. “Our findings provide evidence that push-up capacity could be an easy, no-cost method to help assess cardiovascular disease risk in almost
any setting,” said the study’s first author, Justin Yang from the Harvard T.H. Chan School of Public Health. “Surprisingly, push-up capacity was more strongly associated with cardiovascular disease risk than the results of submaximal treadmill tests.” The researchers noted that the study only included middle aged, active men and the results may not be generalizable to women or men of other ages or less active people. Thailand Holds First Election Since 2014 The outcome of Thailand’s first post coup election was still unclear at the time Hua Hin Today went to print with its April issue. Preliminary results from Thailand’s Election Commission showed the militarybacked Palang Pracharat party in the lead, in the country’s first elections since in 2014. With approximately 90 percent of the votes counted, the Palang Pracharat party had just over 7 million votes, while Pheu Thai had 6.6 million votes. Future Forward, a newly founded party that campaigned on a promise of change and military reform, was third, with nearly 4.8 million votes.
While Palang Pracharat has the larger share of the popular vote, the main opposition Pheu Thai party currently has the biggest number of seats in parliament. The results meant that no party were able to form a majority. Thailand’s complicated electoral system allocates some parliamentary seats according to the number of votes received. More than 50 million Thai people were eligible to vote but turnout was reportedly low at just 65 percent. Despite issuing preliminary figures, the Electoral Commission also said that no official results will be announced until 9 May.

Police seized 76 live pangolins, worth an estimated 12 million baht on the black market, hidden in the back of a pick up truck in Sam Roi Yot. Police arrested Sompol Mekchai, 45, from Ratchaburi, after stopping his truck at a police checkpoint near Sam Roi Yot Police Station. Inside the truck officers found 18 sacks stuffed with the pangolins. Mekchai said the pangolins were destined for China where they would be used in traditional medicines. He added that this was his third trip trafficking the animals, which originated from Indonesia.
Mekchai said that for each trip he was paid 8,000 baht but he reportedly told officers he would not be able to identify his employer as he only ever received orders via telephone. Pangolins are a protected species under Thai law, with fines of up to 40,000 baht and/or four years in prison for anyone found trafficking the animals. Mekchai was charged with possessing protected wild animals without a permit. The pangolins were transferred to a wildlife rescue center in Tha Yang, Phetchaburi.

22 Police seek Interpol assistance over fugitive South African suspect in murder of Thai businesswoman
As part of an ongoing manhunt for a South African man who allegedly killed a Thai jewelery businesswoman at the weekend, police have contacted Interpol for help in locating the suspect, who has reportedly fled to Hong Kong, Immigration Bureau commissioner Pol Lt-General Surachate Hakparn said on Monday. Surachate said police were in the process of gathering evidence to apply for an arrest warrant for South African national Mzwakhe Memela, 38, who was accused of killing businesswoman Susama Ruenrit, 35, from Kanchanaburi, whose body was found in a Bangkok hotel room on Sunday. Once the warrant was issued, they would coordinate with Interpol and Hong Kong police to help locate and arrest the suspect, he said. The police investigation was ongoing and had not yet uncovered the motive for the killing, nor established what relationship the suspect had with the murder victim, Surachate added. Police had earlier said Memela was seen on security-camera footage leaving Susama’s sixth-floor hotel room in Lat Phrao district on Sunday morning. Her lifeless body was later found at noon the same day by staff of the hotel, located on Soi Lat Phrao 130, after there had been no response to their knocking on the door.
They used a spare key to enter the room following Susama’s failure to pay the required room charge. Hotel staff alerted police after finding her body – which had suffered blunt-force trauma to the head – wrapped in a sheet. Police said Susama had checked in to the hotel at 9.50pm on Saturday, before going out and returning at 4am. Security cameras show Memela entering her room at 8am on Sunday and leaving at 8.45. He is reportedly seen walking backwards to the elevator while staring at Susama’s room. Police suspect Memela had gone to the room to cut a deal involving jewelry, but when negotiations went wrong, he struck and killed her. In a separate but related development, Surachate on Monday gave a policy address to 475 immigration police officers from the rank of inspector up to deputy commander, who had reported to their new assignments following the annual reshuffle. He emphasized to them their police duty in suppressing transnational crime and arresting and deporting law-breaking foreigners. Surachate also said that a draft amendment to the Immigration Act would be considered by the Cabinet on Tuesday. If approved, the legal revision would help smooth the way for foreign investors’ legitimate business investments in Thailand, but would be stricter with regard to those foreigners whose investments harbored hidden intent for crime and fraud, he said. He explained that among the changed content of the law would also be the requirement for a higher sum of money – from the current Bt800,000 – to be held in a bank account, and a longer period of more than the current six months that the money must remain in the account, with a view to preventing the cooking of bank-account details by foreigners seeking business visas. Facebook’s deal to broadcast Premier League football next season in Thailand collapses Football fans in Thailand have been left wondering how they will watch English Premier League football next season following the collapse of a major broadcasting deal. Social media giant Facebook had been due to broadcast live EPL matches to audiences in Thailand at the start of the 2019/20 season. Announced back in July 2018, the deal was groundbreaking and a first of its kind not just for Thailand but for the world, seeing Facebook flex its buying power to beat local broadcasters such as True and BeIn Sports to the much sought after broadcasting rights. The original deal gave Facebook exclusive rights to broadcast live English Premier League matches on its social network in Thailand, Laos, Cambodia and Vietnam, starting next season for the following three seasons, ending at the culmination of the 2021 season. The deal, worth a reported GBP 200 million, would have seen Facebook move into sports broadcasting with one of the world’s best known sporting brands - the English Premier League - and it would also have further cemented its own brand in Southeast Asia. But according to a report by the Sports Business Media website, Facebook’s deal to broadcast Premier League football has now collapsed, currently leaving fans in the dark as to how they will be able to watch games next season.

With the current Premier League campaign due to end in May and the new season starting in August, time is now running out for a deal to be reached with other broadcasters. According to Sports Business Media, the deal was never actually finalised and the broadcasting rights are now back on the market. “The league entered a ‘standstill agreement’ with Facebook, in which the platform, as the highest bidder, had an exclusive period of negotiation”, Sports Business reported. “But after eight months of talks between lawyers for the two sides, there were a number of issues that could not be agreed upon and the parties decided could not be overcome by further negotiation”. “The league will now have to go back to market and sell the rights again, with limited time before the new season”, it added.
Immigration’s Tally of Foreigners Arrested Hits 8,400
Another 490 foreigners were caught in the latest Immigration Police dragnet this week, which involved simultaneous raids at 229 locales around the country.
It was the 46th such crackdown and brought the total number of locations searched to 7,145 and the number of arrests to 8,400. Immigration Police Bureau deputy chief Pol Maj-General Itthipol Itthisarnronnachai held a customary press conference at 1am Friday in front of a Bangkok mall and said 338 of the people arrested were charged with entering Thailand illegally. There were 110 from Laos, 141 from Myanmar, 85 from Cambodia and one each from Vietnam and India. Fourteen people – three each from India and Vietnam, two each from Laos and Cameroon and one each from Myanmar, Cambodia, Switzerland and the United States – are accused of overstaying their visas. A variety of charges were hung on the other 138 people arrested, among them 85 Thais, most of whom allegedly failed to report within 24 hours that they had foreigners staying on their premises. The 27 from Myanmar, nine from Cambodia, four from Laos, three from India, two each from China, Vietnam and Russia and one each from France, Poland, South Korea and Canada allegedly either failed to report their stay at specified addresses or violated the law on Foreign Worker Management. source: The Nation
Police: Zero tolerance to drink driving this Songkran, but riding in the back of pick-ups is OK Police have said that people caught driving while under the influence of alcohol this Songkran can expect to feel the full force of the law. Police said they will take a zero tolerance approach to drinking driving during the Thai New Year celebrations, which begin in April 13 and are officially observed on April 15-17. Police also said that the number of road blocks will be increased nationwide and that anyone who is involved in an accident and is found to be over the alcohol limit will also potentially face additional charges related to recklessness and endangering lives.
Anyone caught drink driving will also be subject to a court order that will force them to wear an electronic bracelet that will monitor their location, said national deputy police chief Srivara Ransibrahmanakul. However, police have said they will show leniency to people who sit in the beds of pickup trucks during Songkran.
Despite the dangers, police said people can sit in the beds of pickups, which people do when splashing water during the New Year festival. The move comes after an order to outlaw people from riding in the beds of pickups during the Songkran 2018 proved hugely unpopular and led to fierce criticism of the police and authorities from people commenting on social media. The order was also largely ignored by many people celebrating Songkran last year. The Songkran celebrations are a notoriously dangerous time on Thailand’s roads. Dubbed ‘Seven Deadly Days’ by Thai media, hundreds of people are killed and thousands injured as the result of road accidents during the week long Songkran celebrations. Last year, 418 people died and 3,897 were injured in 3,724 road accidents between April 11-17.

Condominium Unit Purchasing Contract
The Purchasing Contract to be used for Condominium is a Contract under the supervision of the Contract Commission as provided under the Consumer Protection Act 2522 BE. The substantial contents within the Contract must be provided with the minimum requirements as follows: 1 To declare that the Developer is the Owner of the Land and to promise that the construction will be completed and be registered as a Condominium ……… 2 To declare that the Land and the Units are not under Mortgage or any encumbrance with the Financial Institution or any person. 3 Land Location, Title Deed Detail, Project Area and Project Layout. 4 Selling Price per Sqm and Area of the Unit. 5 Purpose of usage for each area of the building, list of Common Assets and Facilities. 6 Income Tax, Special Business Tax, Stamp Duty of the Unit Transfer must be paid by the Developer except the Registration/Transfer Fee can be shared among the Parties. 7 The Developer can terminate the Contact by default
of payment as follows: 7.1 One default of instalment in case the Contract provides one payment. 7.2 Three default of payments consecutively in case the Contract agrees for more than 24 instalments. 7.3 Default of 12.5% of the payment in case the Contract agrees for less than 24 instalments. The Notice for termination must be sent at least 30 days in advance. 8 In case the building is under construction the Contract must have the following contents: 8.1 List of materials and details …… 8.2 The building must be constructed following to the drawing which has been approved by Competent Officer; the quality should be no less than the standard as provided by law. 8.3 The utilities’ metres in the private and common areas must be separate. The cost of instalment of the metres will be paid by the Developer who will then recharge after Ownership Transfer of the Unit. 8.4 Time for Completion and ready for transfer. 8.5 The Developer can extend the time, if they are not responsible for the delay, the Developer must inform the cause of the delay to the Consumer within 7 days of the event. If they do not inform it is deemed that they waive the right to extend time, the extension cannot be longer than one year. 8.6 If the construction is not completed within the time or it is foreseen that it will not be completed: A The Consumer is entitled to terminate the Contract and be refunded the paid amount, together with interest and penalty and any other damages. B In case the consumer does not exercise the right to terminate the Contract, the Developer agrees to pay a daily fine at the agreed rate which is not less than 0.01% of the price but all together not exceeding 10% of the total price, after reaching 10% the Consumer still has the right to terminate the Contract. 8.7 In case the Developer cannot forward the project due of force majeure, the Developer has to refund the Consumer all the money together with the highest interest rate of the Savings Account of the Krung Thai Bank Public Co., Ltd. and the Consumer still has the right to claim other damages ……….. 9 The Developer has to notify the Transfer Date to the Consumer at least 30 days in advance. 4 32 2019 Officially the Year of the Foldable Smartphone Huawei has joined LG and Samsung in unveiling new foldable smartphones. “We are pushing beyond the limits of today’s technology to inspire a new generation of smartphones and recharge growth for our industry,” said DJ Koh, head of mobile communications at Samsung Electronics. The Galaxy Fold, which can open three apps simultaneously and is designed for multitasking will go on sale in the US on 26 April starting at US$1,980. But Huawei’s new Mate X ramps up the price even further starting at $2,600, which for context is about the same price as MacBook Pro.
While it may be more than a decade since Apple all but killed the flip phone with the release of the iPhone, it appears that foldable phones are back. Seeking to rev up demand in the smartphone market, which is currently in the midst of its worst-ever decline, the Chinese and Korean companies are clearly anticipating significant consumer interest in the newly designed handsets. Be warned, the new foldable smartphones come with hefty price tags! At the Mobile World Congress event held in Barcelona in February, Samsung pipped its rivals by being the first to unveil a folding smartphone. The Samsung Galaxy Fold is its first device enabled for 5G networks and serves as a smartphone with a 4.6 inch display that unfolds to become a 7.3 inch display tablet.
“We are giving you a device that doesn’t just define a new category, it defies category,” said Samsung’s Justin Denison at the event.
For that you also get 5G capability, along with a 6.6 inch display that measures 8.8 inches when folded out.
Meanwhile, South Korean firm LG has also unveiled its foldable dual-screen phone, the V50, although no pricing details are available. Unlike both Samsung and Huawei’s devices, the V50 has a detachable secondary screen which does not connect to the first screen in a tablet format, but more like a peripheral screen. This could mean the V50 will be optimised for gaming, with the bottom screen being used as a controller for mobile games - as a number of images shared online appear to suggest. Samsung has also announced the Samsung Galaxy S10 and Galaxy S10+, the latest versions of its hugely popular Galaxy series. The Galaxy S10 and S10+ will be on sale in Thailand in March, with prices starting at 31,900 THB and 35,900 THB, respectively.

3. Improved Behavior: School behavior is undeniably connected to attention span and concentration. Reading stories, even a 10-minute story is the path to the development of both these school readiness and sustainability skills.
Everywhere teachers and parents look there is a documentary, article or blog hammering one main topic: What is the effect of technology on our children? The debate rages, with both sides pontificating, leaving all of us in ‘no man’s land’.The expectation of technological integration is real and ever present. However, a key piece of the puzzle that continues to elude the debate is how do we ‘ready’ our children to integrate in a now technologically driven world, critically and positively.
I say read, read and read some more. Teachers all around the world can relate and willingly share their observations of the students and the changes they witness as the years pass. One such observation that all teachers readily tell is recognizing (usually within the first week) those in their class that have experienced the idea of story, that have been read to and who are encouraged to read. Back in the day, says the old, grey-haired teacher, the class easily divided into a 70/30 split whereby the majority of pupils arrived at school with a plethora of experience of story. Within the last decade however, the shift is in the other direction and sadly children arrive at school less confident, less prepared and with significantly less independent ability to ‘hear’ story. The joy of sharing a story is best compared with the joy and human need
of sharing a meal. Sadly, we are missing both; but that discussion is for another day. Reading remains essential to learning. Fact. The ability to read critically is a learned skill. Fact. This skill can only be developed and nurtured through experience – the experience of story! There are a million reasons that contribute to the loss of story in the home and even more excuses, many legitimate in their own right. Ask educators around the world if there would be one thing they would change and it would be to ignite ‘shared’ story in the home. Feel that you are a poor story teller? Then listen to a story using the ever-present technology that is at your fingertips, but, listen TOGETHER.
What makes reading to a child so powerful? How does it work that it should be elevated to such a necessary standard
for a young person? By bringing reading and the love of story into your home you will be igniting and developing life long skills that not only develop readiness but allow for the development of self-awareness and confidence. I challenge anyone to argue with that! So, what are they key benefits that we can give our children? 1. Words, Words Words: by reading to your child you allow your child to ‘hear’ and build a wider range of vocabulary. They develop both receptive and expressive language skills and are better able to express concrete feelings and emotions. A wider vocabulary enables your child to better grasp school topics, subject specific language and promotes interaction and participation. This goes for single language learners and multilingual learners. Brain Growth: Yes, you read that correctly. The more you read the more neuron growth and connectivity. Translated…. Your child’s brain growth and development is directly related to their exposure to story and the act of being read to by another ‘person’. 2. Support the Development of a Life-Long Reader: Arguably the single most important activity for building critical thinking skills.

Physical Closeness and Emotional Bonding: A regular shared story experience promotes and encourages both the physical connection between parent (role model) and child and the emotional bond that allows human beings to thrive. 5. Develops the Capacity for Empathy: The opportunity to live vicariously through story characters and gain understanding of how and who these characters are helps to develop empathy. This single habit, empathy, develops and creates smart, healthy and kind kids! The single greatest change in education has been the shift from ‘teaching’ information to ‘teaching’ skills. Skills that enable, encourage and develop wellrounded, emotionally equipped people who critically navigate the world around them. The single greatest constant is the power of story and the skill to ‘hear’ all there is to hear. So, do yourself and your child a favor… Read, read and read some more!

10 38 Thailand Long Drive Championship 2019 at Black Mountain
GCT Media Company Limited as the Thailand Long Drive Championship tournament organiser with Khun Kantapoj Kitirattasiri, Executive Chairman along with sponsoring partners, has presented the Thailand Long Drive Championship for the second consecutive year between January and March 2019.
The tournament included the total prize money of over 300,000 THB as well as trophies to honour the winners with the final being held on 9th March at Hua Hin’s renowned Black Mountain Golf Course. The tournament was to find the most powerful person to drive the ball as far as possible. The winner will now represent Thailand at the World Long Drive Championship 2019 in Oklahoma, USA between 30 August - 4 September this year. The competition aimed to create opportunities for both professional and amateur golfers to participate in developing their competitive potential to compete internationally. Qualifying rounds were organised with five tournaments in four regions between January and March. The final round of competition at the Black Mountain Golf Club, Hua Hin, was on the evening of Saturday 9 March.
The event was conducted from a temporary raised tee box adjacent to the club house bar. Each finalist was awarded three minutes to drive eight balls in a ‘match play’ format. This was achieved with ease as an example of why multiple practice swings and lengthy contemplation makes little difference to the success of the shot but a big difference to the speed of play during a standard round. The results showed that Ittisart Dumlert from Chang Mai was the biggest hitter, winning with a hot drive of 363 Yards to win the championship from Araya Rojanapirom, who hit 358 yards and Kampanat Wonganuch, ranked 3rd at 349 yards. Khun Kantapoj was very proud of the success that his company had achieved as the organiser for this second year. The Thailand Long Drive Championships 2019 at the Black Mountain Golf Club received an overwhelming response
from each region and his company received great support from various organisations to make this year’s competition a perfect blend of fun and excitement. This meant that the objective of increasing each golfer’s potential by providing a competitive experience in a worldclass tournament was achieved. Thai golfers also took part in social responsibility activities and projects to allow other Thai golfers to thoroughly learn golf, good ethics and management that will lead to sustainable development. The New Rules of Golf Old Habits Die Hard! Rickie Fowler was a victim of golf’s new rules last month when he failed to take a proper drop from knee height during the second round of the WGC-Mexico Championship.
On his first hole of the day, the par-4 10th at Club de Golf Chapultepec, Fowler shanked his second shot out of bounds, meaning he needed to drop from the same place. It appeared Fowler instinctively dropped from shoulder height, then hit the ball on the green and two-putted for a 6. Rickie Fowler instinctively and illegally dropped his ball from shoulder height (top) then showed his displeasure after incurring a penalty with a mock demonstration (bottom) of what a legal drop could look like! But the new rules that went into effect on Jan. 1 require a drop from knee height. Because Fowler did not correct the mistake -- he is allowed to do so before playing the next shot,
without penalty -- he was assessed a one-stroke penalty. That changed his score of double-bogey 6 to a triplebogey 7. Fowler said he was unaware he had broken the rule until he got to the green and playing partner Patrick Reed told him there might be an issue. “Someone had told him that I had maybe dropped from shoulder height,’’ Fowler said after shooting 73. “He mentioned that to me. I was like, ‘Oh, yeah, I did.’ So, I mean, HUA HIN TODAY, April 2019
immediately there, there was nothing I could do. I know I didn’t drop properly, but just going through the natural kind of progression of what you do with the drop, that’s just what you’re used to.’’ While many of the new rules instituted this year were meant to make the game simpler, this has been a common source of irritation due to the awkward nature of the kneeheight drop and the fact that no advantage is gained from dropping at shoulder length. The specific rule is 14.3b, which says the ball must be dropped in the right way. Fowler said he had a drop earlier in the year when he was so aware of the new rule due to considerable discussion about it, and he was unlikely to forget. But in the heat of the moment Friday -- and after hitting a poor shot -- he lapsed, quickly dropping, while his caddie, Joe Skovron, didn’t see what occurred. Later, Rory McIlroy also dropped from shoulder height, but he realised the mistake and corrected it before playing. According to the PGA Tour, this was the second such rules violation in 2019, with the first occurring at the Sony Open in Hawaii. An essential part of the new Rule is dropping the ball in the correct way (Rule 14.3b), which entails the following criteria for taking relief: The player must drop (not place ) the ball in the relief area The ball must be dropped straight down from knee height without touching player or equipment before hitting the ground (see diagram 14.3b left) This change is intended to “ensure consistency and simplicity in the dropping process while also preserving the randomness of the drop”. The new procedure lowers the height from which the ball is dropped to increase the chance that it stays within the relief area. Requiring a player to drop a ball (as opposed to placing it) will retain the desired randomness about where the ball will end up. For example, the player has no guarantee that the ball will come to rest on a desired spot or in a good line. This is especially the case when a ball is dropped in more difficult conditions such as thick rough or longer grass.

You’ve got 3 feet for par again. Hands snappy, knees shaky, the greens have been fierce at 12 on the stimp and this putt looks like it breaks a foot right. You step up to it, pick your line, make a limp-wristed attempt and it lips out... again! Sound familiar? Fast greens are scary. One and two footers look like 10 footers when you’re low on confidence. You start seeing 6 inches of break on a 1 foot putt! Lag putts turn into guaranteed three putts in your head as you walk up to the green. For any golf enthusiast the US Master’s week, from April 11th to 14th, marks a special time of year. Not only is it the season’s first major but the weather in the USA has finally turned for the better, flowers blooming, and birds chirping, golfers are hitting the practice range trying to groove their swings for the upcoming season. Ever wanted to know what it is like to putt on a U.S. Open green on Sunday? Next time you are in the kitchen, jump up on your granite countertops and take a couple putts. Or putt in your bathtub or on your concrete driveway (assuming it is downhill). OK, you get it, the greens at a U.S. Open are fast; really fast! One of the primary struggles for players at the start of any season is putting, especially when you go from putting on greens like carpet to playing on manicured greens. In Thailand we’ve also just started the summer, dry hot weather which means faster greens. To consider fast greens, get to the golf course at least 10 minutes earlier than you planned. Find a spot on the green that is flat and hit a couple putts with the same tempo and swing length that you would at your home course to roll a 12-footer. Since the greens are significantly faster your ball will roll out much farther. To adjust the distance the ball is traveling, simply lighten your grip pressure and slow your tempo down until you have the ball rolling the desired 12 feet. Pay extra attention to the tempo required to make that putt roll that distance because you will need to recall that tempo once you get on the golf course. To develop more confidence and consistency on fast greens, be sure to follow these six tips:

1. THINK ABOUT THE PUTT BEFORE YOU HIT YOUR APPROACH SHOT On fast greens it is imperative to think ahead and position yourself for success. Positioning your approach shot on the green correctly will minimise the risk of a three putt and will ultimately lead to more made putts. If a green is severely sloped back to front you don’t want to be facing a five foot putt downhill. This putt can easily run twenty feet past the hole resulting in a three or four putt. Instead, leave yourself below the hole and in a good position to make an aggressive stroke. 2. PLAY MORE BREAK As greens become quicker even the smallest degree of slope will affect the line of your putt. To compensate for this, make sure to play more break and focus on missing your putts on the high side of the hole giving yourself a chance to make the putt. Always keep in mind that putts missed on the low side of the hole never have the opportunity to drop in. 3: SLOW DOWN YOUR STROKE First, grip down on the handle so that your bottom thumb is nearly touching the steel portion of the shaft. This gives you more control over the putter head and helps slow
To help increase your touch and feel with the putter, don’t grip the handle so tight that you’re “white knuckling” it. A light grip will help increase your feel and pace when you’re trying to keep putts on line.
Set up to the putt with the ball opposite the heel of the putter, not the toe. The heel area helps deaden impact and create the softest roll possible. You’ll also have more control over the putter face and the ball’s starting direction, since the heel is where the shaft connects to the hosel and is sturdier than the toe. Whatever you do, stay away from the toe of the putter when rolling the ball downhill. The heel area is generally closer to the putter shaft, which adds stability to your stroke. 5. MAINTAIN LIGHT GRIP PRESSURE
6. KEEP YOUR POSTURE DURING THE PUTT The easiest way to block a putt (causing a push to the right) is to come up and out of your posture during the putting stroke. To maintain your posture, make sure to keep the back of your neck still. This sensation will ensure your head stays down throughout the entire putting stroke. 7. ON SHORT PUTTS, TAKE LESS BREAK AND HIT IT FIRMER On short putts keep your head down, trust the line and try to slam the ball into the back edge of the hole. You don’t want to baby short putts into the hole on fast greens.
TrueMove, DTAC or AIS? Thailand’s fastest mobile network revealed
A new report has revealed which of Thailand’s mobile operators offer the fastest 3G and 4G data speeds. London based analytics company Open Signal has released its latest State of Mobile Networks: Thailand 2018. The company says it analysed 857,341,028 measurements from 109,807 test devices between Jul 1 Sep 28, 2018. “OpenSignal compared the 3G and 4G services of Thailand’s three main operators: AIS, Telenor’s DTAC and True Corporation’s TrueMove H”, the company said. “In addition to our national analysis, we also took a look at our core metrics for the three operators in Thailand’s five regions”.

For the second consecutive year, TrueMove was found to offer the fastest 4G download and upload speeds, and was also found to have the fastest mobile data speeds overall. According to the report, TrueMove was found to have an average 4G download speed of 9.15Mbps, followed by DTAC at 8.32Mbps and AIS with 6.73Mbps. In terms of overall download speed, which is the average speed across both 3G and 4G network, as well as network availability, TrueMove AIS came out on top with average overall speeds of 7.3Mbps, followed by DTAC 6.57Mbps and AIS 5.55Mbps. However, AIS was found to have the best network availability in Thailand, with AIS customers able to access 4G 90 percent of the time, followed by TrueMove customers who could access 4G 86.19 percent and DTAC whose 4G was available to customers 83.45 percent. “Our latest test period reveals a new winner in our 4G availability metric as AIS took the award with an impressive score of 90%, OpenSignal said. “That means our 4G users were able to find an AIS LTE signal in nine out of 10 attempts”. “In speed, TrueMove continued to dominate our metrics. It won our 4G download speed award with an average connection of 9.2 Mbps, our overall download speed award with a score of 7.3 Mbps and our 4G upload speed
award with a result of 7.5 Mbps”. The report added that while TrueMove currently leads the way for 4G speeds in Thailand, it may soon face competition from DTAC. Following the recent launch of its 4G Turbo services, DTAC’s average 4G download speed increased to 8.3Mbps, allowing the firm to leapfrog AIS to second place. The report also said “Thailand has one of the highest levels of 4G reach not only for the region, but also the world.”

14 42 A Different Look at Competitive Sports in Hua Hin The Evolution of Pool in Hua Hin customers, especially during the low season, pool players came together to socialize, play pool, and raise revenue for the bars. The major ity of Hua Hin’s pool leagues are teamorientated; however, there are competitions that attract the more professional pool players with prizes to be won. Leagues are usually a commitment of one night a week or more, depending on how many leagues a player is a part of and the seasons last between six and twelve weeks. A prize-giving ceremony is held at the end of each season to present the winning teams with a trophy. Great food and drinks are on the menu for the night as the teams come together to celebrate a successful season.

As we all know, the seaside resort town of Hua Hin has come a long way since the days it was known as a quiet fishing village, and with the town’s growth, pool leagues have burst onto the scene. Competition is built into our DNA and so it’s no surprise that we find a thrill in participating in competitive sports and games. In recent years, the pool leagues of Hua Hin and Khao Takiab have grown in number with multiple leagues that take place daily. From Monday night ladies league and the Friends Of Hua Hin Pool League on Wednesdays to Hua Hin Pro Pool League on Friday nights, there are well over 15 leagues and no shortage of opportunities to perhaps join or watch the players in action. A long-standing member and organizer of some of the pool leagues said, “Pool leagues are an opportunity to play social pool at whatever level a player feels comfortable, be that purely social, or to a more professional standard”, and most would agree. A number of the leagues follow WPA rules, which stands for The World Pool-Billiard Association, and this number is growing as the benefits of having all leagues playing the same rules is realized. The position of women in general has and still is unequal in the world today. I am not talking about physical equality but the mere presence of women, holding positions of power, in the workforce. It is here that you see the scale bending towards the male side instead of being balanced equitably when it comes to women in senior management positions and pay scales. Being a working mother myself it takes quite some management skills to keep the household continuing in a satisfied way while remaining present at work. Of course, one might argue, why women want to work and be a mother at the same time but bear in mind that that is sometimes not a choice for single working women. We all want to feel valued in the things we do, might that be a stay at home mother or a working mother and being valued for the work also means that it is notably reflected in your salary.
Women in general, whether they are mothers or not, feel rightly that there is not enough done for them to be able to be the best the can be in their jobs. Equal earnings are a big part of the problem. Looking into the statistics, women in the last quarter of 2017 earned 39.988 USD compared to men who have earned 49.192 USD…..even though the law, since 1963, states that it is illegal to earn less for being in the same job. While there is no problem with female achievement, women have caught up with men in terms of education levels, standards and opportunities. As such so are men capable of the same, it is in the expectation that the responsibility for a balance work and home life is shared and ultimately recognized; by employers and society itself. their educational achievement. The problem arises when young couples are trying to balance work and home; where more times than not, the woman ends up having to bear most of the caregiving responsibilities, which can become a disadvantage at their workspace and in particular, their access to promotion and movement within their company. Given the struggles women are facing, many strong and determined women do make it to the boardroom and stay at the top of their game. Many such women are creating and developing interesting work for themselves, and are choosing not to wear the traditional business suit. There is creativity and strength in the sense that they work and manage to incorporate work and home life where they find balance and profit. A meaningful, fulfilling and profitable work life while maintaining the social and family responsibilities often placed on their shoulders. When we recognize the contributions men and women can make in the workplace and at home, we can motivate and show our next generation that it is perfectly

It’s not a durian; it’s a jackfruit! Jack frui t (known as ‘kanoon’ in Thai land ) is a species of tree in the fig, mulberry, and breadfruit family. The jackfruit plant originated in southwest India, where it grows abundantly. It spread to other parts of I ndia , south east Asia, the Philippines, Thailand, Malaysia, and Indonesia. Thai land is a major producer of jack frui t , which are often cut, prepared, and canned in a sugary syrup (or frozen in bags or boxes without syrup) and exported overseas, frequently to North America and Europe. The largest tree-borne fruit in the worl d, jackfruit can weigh up to 100 pounds and grow up to three feet long. The average size of the fruit is 10 to 25 pounds. Jack fruit is enormous and prickly on the outs ide. It looks somewhat like durian, though jackfruit can be even larger. The huge trees produce massive, gree n, oblong fruits with a bumpy, fleshy exte rior. On the inside, jackfruit contains many pale-yellow, plump bulbs, which are edib le and joined at the core. The seeds can also be cooked, eaten on their own, or ground into flour. When selecting jackfruit, the fruit is green when unripe, and then turns light brown and has a strong fragrance when ripe.

539 FOOD TREND What is new and upcoming in 2019. A huge demand can be seen all over the world when it comes to locally grown produce. Restaurateurs and their clients alike are joining hands with food consumers at home who all want to know the story behind the produce.
Food conscious customers began with a growing social movement that has evolved and has more and more people looking into the advantage of buying produce locally. These consumer groups have several reasons for wanting to do so. Some of their reasons are to support the local farmers, to know where their food is coming from and to ensure respect for the environment. People want to support their local economy, leaving less carbon footprints behind and want to know more about the growing options farmers are now developing and using.
The whole green movement includes many growing possibilities when it comes to alternative farming. Today we will investigate Urban Farming. Urban farming is gaining popularity even though the costs of building and producing is significantly higher than traditional greenhouses. One of the reasons is the shade problem. Shaded areas require more artificial light thus jamming up the electricity bill all year round. Limited plot size and the more expensive land prizes are certainly a huge contributing factor. Most of Urban farming is materialized into greenhouses instead of plots of land. This enables them to build on rooftops and in already existing buildings. Vertical farming, hydroponics and aqua ponics are often combined and used in Urban farming. Thanks to the fast development of growing lights technology, greenhouses can up production under glass. There is no doubt that the produce farmed in Urban Greenhouses comes with a higher price tag than
traditionally farmed produce. Due to these higher cost Urban greenhouses rely on their niche products and niche markets that allow them to cover additional costs. Producing micro greens and other specialized varieties of vegetables to deliver to high end restaurants in the city and not to forget high end supermarkets, is certainly what they aim for and is another way to help to cover the additional costs. Consumers living in the big city with higher incomes can and are willing to support locally grown produce as they see the environmental value of eating local; making Urban Agriculture a growing trend and a trend that leaves a less footprint and a better place for the next generation.

With more than twenty years of culinary experience, Chef Jakub’s varied and successful career has taken him from his native Czech Republic to work in some of the best restaurants and hotels in the UK, New Zealand and Southeast Asia, and even a spell working as personal chef to Pope Benedict XVI… but more on that later! Chef Jakub grew up in the Czech Republic, Switzerland and Germany where he learned at an early age that quality foods are an essential factor in preparation of a good meal. As a child, he watched his father prepare culinary masterpieces around Europe. His parents were avid travelers and instilled in Jakub the importance of experiencing the many diverse cuisines from around the globe. In 1998, at the tender age of 16, Jakub decided to begin his culinary journey by studying at The Grand Hotel Pupp in Carlsbad where he spent 3 years and obtained a Culinary Diploma. In 2002, after completing one year military service with the Czech Air Force, Jakub began his career at The Four Seasons Prague Hotel. Four years later he was transferred to Four Seasons’ prestigious property in Park Lane, London, where he worked alongside Executive Chef Bernd Meyer and Sandy Bohm. In 2008, Jakub’s culinary adventure took him to Auckland, New Zealand where he spent two years before returning to England, where he joined Heston Blumenthal’s famous Fat Duck Restaurant, a three Michelin Stars establishment with the title of the second best restaurant in the world. He then journeyed on to another small town called Newbury where he joined a two Michelin star property named The Vineyard at Stockcross.

450gm center cut salmon (Sockeye Salmon or any preferred type). This can be 5 nice portions. 150gm / 150gm fine salt / caster sugar (just enough to cover the fish nicely). If you like it less salty, increase the ratio of sugar. Anything over 60/40 will be more on the sweet side. 50gm fresh dill, chopped. 10ml gin. 1gm lime zest. 1gm toasted coriander seeds. 1gm whole black peppercorns. 450gm smoked sturgeon (Hua Hin Farm). 350gm assorted baby beetroots (Pak Nam Pran - Boutique Farmers). 10gm fresh dill. 15ml extra virgin olive oil. 5ml white wine vinegar. 5gm longan honey. 10gm Dijon mustard. 1gm fresh horseradish (grated). Edible flowers to do a nice presentation (Pak Nam Pran - Boutique Farmers). Pumpernickel crackers. 15 pcs. caper berries.
1. Mix salt, sugar and pepper and sprinkle it beneath and on top of the salmon filet along with plenty of dill. Place a weighted cutting board on top of the salmon filet and let it marinate at room temperature for 2–4 hours. Then refrigerate for 24−48 hours, turning the salmon filet a few times. Rinse the salmon in cold water. Cut into thin slices without getting too close to the skin, so the dark salmon is included. 2. Slice sturgeon as per sample picture or your style 3. You can use the beetroot cooked or raw but if raw slice very thinly and season generously. 4. Plating, or putting everything together, is the most exciting part. Start by placing the beetroot slices. Then arrange the fish and finish off with the delicious honey mustard dressing and greens. 5. To make the pumpernickel crackers, slice the bread very thinly. This is easier to do if the bread is frozen. Then sprinkle with extra virgin olive oil and some salt to create a nice crumble with a crispy texture. 6. Last not least give it a nice splash of dressing and salt to combine all the flavors together. 7. Enjoy at room temperature.
