Foreign workers in Thailand are in the news. There has long been a reliance on workers from neighboring countries such as Myanmar, Cambodia and Laos who accept unskilled and unwanted jobs in the construction and fishing sectors as well as factory work. The Visa status of these workers is now being questioned, much to the distress of so many displaced, vulnerable and sometimes stateless individuals and families.

Working as an ex-pat in Thailand without a Work Permit is and also very risky, especially with tour guides or drivers being amongst the more than 30 occupations prohibited to non-Thais. Substantial financial penalties may be imposed on both the employer and the employee with custody before deportation a distinct possibility. As the proud holder of a legitimate Work Permit, I can say from experience that applying is complex, time consuming and frustrating. Many turn to legal companies or other agents for Visa services (at a price), although this is not required if the employer understands what is needed and is prepared to provide bundles of paperwork to multiple government agencies. There’s no one-stop shop for this process! At the time of writing this column my fingers are firmly crossed that the reported AirAsia proposal for flights between Hua Hin and Kuala Lumpur really takes off. We know there have been a number of start-stop services in the past. For me that would mean a huge travel time reduction to Australia. This proposal is really about putting Hua Hin on then International travel map at last; here’s hoping!

4 Thai Laws to Manage Foreign Workers in the Spotlight Thailand has introduced new laws aimed at controlling the number of illegal migrant workers in the country; however a 6 month suspension of the laws was announced soon after the enactment.

The new law requires all migrant workers to hold proper documents prior to be employed in Thailand, unlike past practices where some workers enter the country and work prior to have their nationality verified to obtain documents. The Internal Security Operations Command (ISOC) has stepped up its work to create understanding towards the intentions of the decree, underlining that it mandates proper treatment of migrant workers and adherence to labor laws.

Foreigners found working without a work permit face fines of between 2,000 – 100,000 THB or imprisonment for a maximum of 5 years. Foreigners who engage in work different to that which is registered in their work permit will be fined up to 100,000 THB. Under the new laws, people who employ foreign workers illegally will also face tougher punishments, with employers set to face fines of between 400,000 – 800,000 THB for each foreigner they employ illegally.

following the enactment of the decree. Job brokers were also said to have stopped seeking illegal migrant workers for fear of being arrested or heavily punished. Employment Department director general Waranon Pitiwan said that during the first few months of implementation there may be manpower shortages in the construction sector, house maids and SME workers.

Myanmar and Cambodian workers are prominent in the Thai fishing industry Thailand is home to nearly four million migrant workers who account for 10% of the country’s active workforce. With an unemployment rate at a mere 1.2%, the help of these migrants has been instrumental in keeping the economy buzzing for decades.

Many migrant workers are exiting Thailand. Tour guides arrested for allegedly working illegally in Phuket The Executive Decree on the Management of Foreign Workers Act 2017 that came into effect on June 23rd is aimed at controlling the amount of migrant workers in the country, as well as foreigners who work in Thailand illegally.

What is Section 44 of Thailand’s 2016 Interim Constitution?

However in July Deputy Prime Minister for Legal Affairs Wissanu Krea-ngam confirmed that invoking Article 44 of the interim constitution will delay enforcement of the migrant labor law. While the enforcement is suspended, migrants illegally working in Thailand are granted impunity to travel back to their home country to apply for a work permit. Following the suspension, the Prime Minister urged society not to overreact to the government’s new Royal Decree but affirmed that the regulation is needed and employers and employees must comply to its rules.

Workers from Thailand’s poorest neighbors, particularly Myanmar and Cambodia, make up the backbone of the manual labor force and many industries, including a multibillion dollar seafood industry, are heavily reliant on foreign workers.

After the August 7th 2016 referendum, the interim constitution began to pave the way for the establishment of a national legislature to exercise the legislative power, a provisional cabinet to take charge of public administration, a reform council to execute extensive national reforms and approve a draft new constitution, and a constituent committee to draft the new constitution. A number of news stories refer to orders made under Section 44 of the Constitution. This includes our articles about foreign workers and approval of Thai-Chinese railway project. Accordingly we are publishing an English translation prepared for distribution by constituteproject.org with content provided by Pakorn Nilprapunt for the information and better understanding of our readers. Article 44 of the constitution allows General Prayuth, as head of the NCPO, power to make orders outside of current legislation.

Migrant workers are employed at many construction sites. DPM Wissanu gave a strong assurance that during the 6-month suspension of the law, there will be no arrests, detentions, or charges pressed against foreign workers traveling in and out of the country. More than 500 illegal migrant workers from Cambodia and Myanmar have been abandoned by their employers or had left their jobs under threat of punishment. The workers were left stranded when their employers refused to take them back. In Mae Sot district, bordering Myanmar, more than 400 illegal Myanmar workers were reported to have crossed back into their country after Thai businesses decided not to hire them

HUA HIN TODAY, August 2017

It has been reported that a severe labor shortage will lead to a steep rise in seafood prices in Thailand. More than 3,500 fishing boats have remained in port as more than 80,000 crew members have left their jobs. Estimates indicate that the price of seafood may go up by 70% during the high season months of November 2017-February 2018. The Kasikorn Research Centre has warned that the new foreign labor laws could have significant impact on some industries, particularly the agricultural sector as it caused thousands of migrant workers to leave. The centre said the absence of migrant workers could cause 12.4 billion THB of damages to the economy, accounting for 0.03% of country’s GDP.

“In the case where the Head of the National Council for Peace and Order is of opinion that it is necessary for the benefit of reform in any field and to strengthen public unity and harmony, or for the prevention, disruption or suppression of any act which undermines public peace and order or national security, the Monarchy, national economics or administration of State affairs, whether that act emerges inside or outside the Kingdom, the Head of the National Council for Peace and Order shall have the powers to make any order to disrupt or suppress regardless of the legislative, executive or judicial force of that order. In this case, that order, act or any performance in accordance with that order is deemed to be legal, constitutional and conclusive, and it shall be reported to the National Legislative Assembly and the Prime Minister without delay.”

6 Thailand’s PM is Concerned about Alcohol Consumption

Prime Minister Prayut Chan-o-cha is concerned about the drinking habits of the Thai people, especially among young people aged 15-19, says government spokesman Sansern Kaewkamnerd. “Alcohol is the main cause of road accidents, especially during festivals and long holidays,” he said. “Alcohol also leads to other social problems such as family violence, brawls and crimes.”

stations and around education institutes, he said. Sales of alcoholic drinks are prohibited on religious days. The purpose is to cut back consumption of alcohol, slow down the increase in the number of new drinkers and reduce violence, he said. On the occasion of the current Buddhist Lent, the Prime Minister wants the Thai people to refrain from

drinking alcohol during the three-month period. A previous campaign showed that 81.2% of those who refrained from taking alcohol could reduce household spending, 80.5% enjoyed better physical health, 50.2% had better mental health, and 31.1% were able to reduce family problems and have a happy family life, he said.

Thailand’s PM wants a reduction in alcohol consumption Lt Gen Sansern said Gen Prayut’s concern was based on a World Health Organisation (WHO) report that said Thailand was ranked fifth in the world in terms of alcohol consumption with the average number of drinkers in the 15-19 age group rising 4.96% per year. The report said Thai people could reach a shop selling alcoholic drinks with an average walk of 4.5 minutes, indicating it was very easy for them to get a bottle of liquor.

ML Panadda Diskul hosted a workshop to promote the no-drinking campaign Lt Gen Sansern said the government is seriously implementing the 10-year national strategy on alcohol (2011-2020), and the alcohol control law has been enforced strictly. For instance, alcohol sales and consumption are prohibited at more places, including bus terminals, boat piers, train

Buying Gems and Jewellery in Thailand – Top Tips Below are basic guidelines for visitors looking to buy gems and jewellery in Thailand provided by the Tourism Authority of Thailand.

To ensure quality, look for the Jewel Fest Club (JFC) logo. It is an established organisation founded in 1995 by the Tourism Authority of Thailand (TAT), Thai Gem and Jewellery Traders Association together with the Tourist Police and the Department of Export Promotion. Shopping at any JFC store is a guarantee that the items are real and of high quality. Trusted outlets also offer a money-back guarantee if buyers are not completely satisfied.

recent, not several years old. Remember no laboratory will certify a stone, it only reports on a stone.

Tourism Authority of Thailand Upgrades Mobile Apps for Tourists

The Tourism Authority of Thailand (TAT) recently upgraded its Amazing Thailand and Tourism Thailand mobile apps to ensure accurate and timely travel information at the fingertips of local and international tourists.

Buy a loose stone for a special occasion then have it set. A set stone’s quality is more difficult to assess and prongs can conveniently hide imperfections. Don’t:

Do:

Forget that cut gemstones (precious metals used in Jewellery) have a value set internationally, depending on their quality and mass (carat). Avoid buying from any stranger posing as a government representative who promises exciting deals at a special one-day sale. The same applies to taxi or tuk-tuk drivers making similar promises. Research the shops you visit and any items before you buy. Don’t be pressured into a hurried purchase. Ask for a detailed written record of the purchase on a receipt including: type of stone, colour, weight, size, cut, and quality. If possible, check these details thoroughly before you pay. Always ask to see the stone in daylight even if they tell you that they have a daylight lamp in the shop. Request a laboratory report from the Gem and Jewelry Institute of Thailand (GIT) or the Asian Institute of Gemological Science (AIGS) for larger pieces above a certain mass or price. The report must be HUA HIN TODAY, August 2017

Believe sweet-talking street touts who say nearby gem shops offer deals that will make you rich. It is almost always a scam. Buy right away. Research about the stones being offered, especially the price. If there is a huge difference, something is wrong. Purchase products sold for incredibly low prices. If a deal seems too good to be true, it probably is.

Mr. Yuthasak Supasorn, TAT Governor said, “New innovations have been incorporated into the Amazing Thailand and Tourism Thailand, two of our four existing mobile apps, which give travellers instant facts and data on general tourist information or more niche services. This is part of our drive to improve the visitor experience whether they’re here for sightseeing, shopping, dining or health. We aim to constantly adapt to the way modern travellers seek services online and meet their expectations. The English-language Amazing Thailand mobile app is aimed at helping international

tourists find data on attractions, tours, dining and accommodation. Meanwhile, the Tourism Thailand mobile app offers a similar range of services to local travellers with Thai language listings about events and attractions. Both the Amazing Thailand and Tourism Thailand mobile apps are now boasting new features including maps, GPS and 360 VR images of destinations to enable users to easily find attractions and gain preliminary impressions of places of interest. Information can also be shared via e-mail and other social media platforms and e-mail.

Expect to buy cheap loose stones in Thailand and then sell for huge profit back home.

In addition, the Amazing Thailand mobile app also enable users to ‘speak Thai’ via an English-to-Thai translation dictionary, which can be voiced operated allowing tourists to find words they need to communicate with Thai people, shop owners and food sellers.

In closing, by following these simple guidelines visitors can enjoy shopping for quality gemstones and jewellery in Thailand that are both affordable and based on the fair market value of each piece. As mentioned, if anyone offers a cut gemstone (or jewellery) far below the set price, it is probably best to walk away and return to shop some other day.

TAT also has two other apps for specific groups of travellers. The Muslim Friendly Destination mobile app lists Muslim friendly venues and includes features; such as, a Qibla compass and prayer times. Meanwhile, the Women’s Journey Thailand keeps female travellers up to date with all the latest offers and promotions in dining, sport, health and beauty.

8 The Amari Hua Hin GM is Wearing His Heart on His Sleeve Collar

Phanuphan Buasuang has been General Manager of Amari Hua Hin since July last year. Khun Ton could be seen to be at the forefront of a new generation of Thai leaders managing international businesses in Hua Hin, including some of our top-of-the-range resorts. He’s a manager who is educated, experienced and embraces the principles of a mentoring rather than a relying on a dictatorial style of management. He knows he doesn’t have all the answers, so his management style is thoughtful, responsive, straightforward and inclusive. He also knows that this style results in staff giving their best with everyone as a winner, especially guests of the Amari. Khun Ton holds a master’s degree in business administration. His experience has included management roles across international hotel brands and independent operators in Bangkok, Hua Hin and Koh Samui. He also has a retail experience and most recently was general manager of Siam Paragon shopping complex in Bangkok, operated by The Mall Group. He was also took a leadership role in the development of the Blúport Resort Mall Hua Hin.

That gave him an even broader perspective to bring to his current role. Although Khun Ton is a native of Bangkok, he prefers a more peaceful ‘quality’ lifestyle that he has found in Hua Hin. He’s a family man with his wife, two year old daughter and a family home near Cha-Am. It’s the family-friendly scene which he sees as one of Hua Hin’s big advantages over other more ‘frantic’ Thailand tourist destinations. This year is the Amari Hua Hin fifth anniversary with celebrations about to be ramped up. First there’s recognition of staff, many of whom have been providing their services since day one. Recognition of that contribution comes before any other celebrations. Next there is the promise of special deals focusing on loyal customers. A business built on loyalty will always be a successful business. Then come the promise of some entertainment with the promise of an invitation to anniversary events now being planned. Oh dear; another party coming! Khun Ton proudly wears the Amari logo, a stylised parasol (pictured right), on his collar. Apart from being a sign of shelter from storms or the Thailand sun, this says that he is offering a very real and straight forward dose of amazing Thai hospitality.

Air Asia Aims to Commence Hua Hin - Kuala Lumpur Flights

“The airport can handle 300 passengers per hour,” he said. “The proximity to the town is a major bonus for travelers”. He said that some matters will need to be sorted; top of the list are the need for immigration and customs facilities as flights to KL are international. And discussions need to take place as to exactly what transport arrangements are put in place to ferry passengers from the airport to local destinations. International flights at Hua Hin Airport would be a major boost for local Tourism The airports authority (AO) has received a proposal from Air Asia to operate daily flights between Hua Hin and Kuala Lumpur, Malaysia. After few recent developments on the prospect of Hua Hin becoming a direct international destination, local tourism operators are hoping that will soon change. If the proposal is given green light it will mean commercial use of the airport that is just a handful of kilometres from the city centre and could be a major boon for tourism. Mr. Duntoon Sangcham, Director General of the Airport Department said that Air Asia want landing fees and rental charges for airport facilities waived in the initial stages of operation to get the route started. If agreed by the AO and related agencies, the first international flights could be coming to the resort by the end of 2017. A decision on the Air Asia proposal is expected to be made at in early August. Darun said that Hua Hin airport is already ready for business with no more building necessary to make it operational for commercial flights. HUA HIN TODAY, August 2017

Air Asia launched its no-frills operation from Kuala Lumpur’s main airport (KLIA) in early 2002. Just 13 years later, the airline overtook Malaysia Airlines as the biggest carrier (in terms of weekly seats) at Malaysia’s busiest airport. Commercial flights from KL could open up the city to tourism directly from Malaysia as well as make Hua Hin a stepping off point for travelers heading south. Source: www.dailynews.co.th

9 Celebrating HM The Queen’s Birthday & Mother’s Day 2017 August 12th is one of the most important days of celebration on the Thai calendar. The Queen’s Birthday is a

celebration to respect the mother of Thailand when people pray for happiness and long life for Her Majesty the Queen traditional Mother’s Day celebrations. Early in the morning, ceremonies are held to give offerings of food to Thailand’s saffronrobed Buddhist monks. Schools in Thailand typically host a Mother’s Day ceremony. Students may spend weeks beforehand rehearsing performances and the proper steps of the ceremony. On the special day, mothers come to their child’s school and each child kneels at his or her mother’s feet, paying respect to mom for all that she has done for them. Within these heartfelt moments, it’s common to see mothers wiping tears from their eyes and many children doing the same (and sometimes onlookers as well). It’s also become quite common for families to celebrate their love for mom by taking her out for a special meal. Many restaurants offer Mother’s Day specials. Hotels and resorts also offer Mother’s Day packages. So you may want to be on the lookout for restaurant and hotel specials. Thai people respect the Queen’s story of love, self-discipline, courage, motherhood and devotion to Thailand. Her Majesty the Queen has been an all-loving figure to all of Thailand.

HM Queen Sirikit was born on August 12, 1932, the same year that Thailand changed from an absolute monarchy to a constitutional monarchy. This year will be her 85th birthday.

Regarded as Mother of the Nation, Queen Sirikit’s birthday is also Thailand’s official Mother’s Day. Mother’s Day was established in its current form in co-celebration with the Queen’s birthday in 1976. Since then it has become an important national holiday, celebrated with much fanfare year after year.

The two occasions are celebrated in concert – with public festivities such as parades and ceremonies and private family activities. How Do Thais Celebrate Mother’s Day? Like many important occasions, alms giving to monks forms a meaningful part of the

Jasmine is sold in open white blossoms (its most characteristic form as a symbol of motherhood) as well as in exquisitely crafted flower garlands and white fabric or other synthetic blossoms.

Similar to many other countries, children will often create a handmade Mother’s Day card. Young children and adult children may also give their mother a special gift in addition to or instead of jasmine. Foods, sweets, jewelry, handbags, tech gizmos, warm messages in a phone call, a special lunch, a weekend at the beach, a sprig of jasmine — the gifts vary widely according to each family, each child’s age and their circumstances, but the sentiment is always is the same; thanking their mother and honoring her for her sacrifice and dedication.

10 Why Are You a Mosquito Magnet? mosquitoes seeking out blood. Here are some of the reasons why you may be on the mosquito radar. Clothing Colour They’re more likely to spot you as a target if you stand out from your environment. Dark colours, especially, will attract more of the insect. Mosquitoes use vision (along with scent) to locate humans, so wearing colors that stand out (black, dark blue or red) may make you easier to find.

You’re trying your best to enjoy an evening barbeque, but a constant swarm of mosquitoes follows you from grill to poolside. As you swat madly at the pests, you notice that others seem completely unfazed. Could it be that mosquitoes prefer to bite some people over others?

Movement Similarly, the more you move, the easier you are to identify as a living, breathing vessel. Avoid swatting (that’s hard!); they are attracted to movement and it encourages them. Body Heat Visual clues allow the mosquito to locate you, but as she approaches, it’s your body heat that draws her in. This puts pregnant women, who average about 1.26 degrees Fahrenheit warmer than others, at a particular risk. Carbon Dioxide Mosquitoes can detect carbon dioxide from up to 50 yards away. Since everyone emits CO2 simply by exhaling, it comes down to relative amounts. Unfortunately for mothers-to-be, pregnancy causes women to emit 21 percent more CO2. This is also why kids are often safer from bites if more CO2 emitting adults are around.

Some People Are More Prone To Mosquito Bites Studies suggest that about 20 percent of people are “high attractor types” who are especially appealing to the female

Alcohol Intake Drinking just 12 ounces of beer will increase the attention you receive from the pests. Researchers suspected this was because drinking increases the amount of ethanol excreted in sweat, or because it increases body temperature.

The Properties of Your Skin and Sweat The composition of your skin bacteria can be an attractor as can the levels of lactic acid, uric acid, ammonia, and other substances present in your sweat. Mosquitoes find victims by smelling substances and are also attracted to people with higher body temperatures. This also might be why mosquitoes are especially prone to biting our ankles and feet as they naturally have more robust bacteria colonies. Blood Type Research shows that certain blood types are more appetising than others. One study found that mosquitoes landed on people with Type O blood nearly twice as often as those with Type A. People with Type B blood fell somewhere in the middle of this itchy spectrum. Additionally, about 85 percent of people secrete a chemical signal through their skin that indicates which blood type they

have. Mosquitoes are also more attracted to secretors than nonsecretors regardless of which type they are For the Mosquito Magnets The bad news is that if you are amongst the “high attractor type” there’s not a lot you can do to avoid being a target apart from applying repellents. Up to 85 percent of your susceptibility is purely genetic. There’s a commonly expressed view in Thailand that foreigners are more attractive to mosquitoes than Thai people. There’s no scientific backing but if it’s true then genetic factors may provide an explanation. Another unsubstantiated notion is that eating real Thai food provides some protection. If you are a mosquito magnet, why not try eating more of the local cuisine. Even if it makes no difference, the sensational flavours will mean you’ll be thinking less about those pesky mozzies!

Warnings Issued About High-flying Sky Lanterns, Rockets, Balloons and Drones Dangers to aviation and property, but also to national security, have been voiced with a variety of high-flying small objects under scrutiny and operators risking significant penalties. Meanwhile those who control drones and take pictures of the air bases or other military facilities may face legal action if their acts compromise national security, Air Force commander-in-chief ACM Jom Rungsawang has warned. The warning was issued after reports that the air force had ordered its legal team to examine a clip in the social media by someone who used a drone to take pictures of the Air Force base and posted this on social media.

A report made by a Thai pilot, referred to a sky rocket at 20,000 feet, both rockets and hot air balloons have been spotted and the problem to flying planes is increasing. Traditionally fire rockets made from bamboo have been used as a call for rain. However metal or PVC piping has increased the capability of these rockets without considering the dangers posed to aircraft. Rocket manufacturers must be officially licensed according to the Act of Firearm, Explosive Substances, Fireworks and the Firearm Equivalent of B.E. 2490 (1947) Additionally damage to property may result from forest or house fires. Sky lanterns or balloons falling on high voltage electric wires or high voltage transformers may also cause explosions. HUA HIN TODAY, August 2017

Balloons that are capable of flying longer and higher can potentially result in damage to planes if they are drawn into the engine. A campaign to highlight these dangers has also described existing regulations which includes a requirement that one week prior to the release of balloons or rockets, aviation and airport authorities be informed of the date, time, venue as well as the number of the balloons or rockets to be released. There are size restrictions on balloons and rockets with release near airports also being illegal. During the release, a coordinator should inform the Civil Aviation Authority of Thailand (CAAT) which will then warn the plane not to pass the area where the balloons and rockets are launched.

ACM Jom said that taking pictures of the Air Force facilities were prohibited and may be deemed as violating laws on the security of military facilities. He noted that drone photography can be used by those with an ill-intent to plot sabotage or attack military facilities.

He appealed to members of the public who saw any such photography to notify the air force. He warned people not to fly their drones to take pictures of military facilities. Although not mentioned in these warning, reminders about the sensitivity of royal property is also relevant.

11 Rail Projects Progress

The cabinet has approved the proposed construction of the first section of the Thai-Chinese high-speed train project with budget of 179 billion THB. The project will be 100% government funded.

Kobsak Futrakul, a vice minister attached to the Prime Minister’s Office, said the State Railway of Thailand will build the first section between Bangkok and Nakhon Ratchasima with construction to begin in September scheduled to be completed in four years, he said. “Thailand will be responsible for the construction, while China will be responsible for design,” said Thai Transport Minister Arkhom Termpittayapaisith. Passengers will be able to travel from Bangkok to Nakhon Ratchasima in 1 hour and 17 minutes with one-way fares costing 535 THB, the government said. Trains will cover the roughly 260-kilometre route at a maximum speed of 250 km/h. Traveling the same distance using a provincial bus takes 4-5 hours.

A young Thai checking out a model of the high speed train

Prime Minister Prayut Chan-o-cha has used orders under Article 44 of the interim charter to grant multiple legal exemptions to the rail project, which has been delayed for almost two years. A transitory provision in the new Constitution assigns this authority to the head of the National Council for Peace and Order.

Technology transfer will be via a joint committee comprising representatives from all relevant government agencies, including occupational councils, educational institutions, and research centres. The aim is to develop the country’s engineering and architectural occupations.

Government spokesman Sansern Kaewkamnerd said Chinese engineers and architects will be allowed to work in Thailand for the project.

Transport Minister Arkhom Termpitayapaisit said it was not possible to sign contracts with China under existing regulations. Arkhom said deputy premier Wissanu Krea-ngam would prepare details of the legal exemptions to facilitate the project.

Sansern said Chinese personnel in this field are regarded as highly experienced personnel with a record of building more than 20,000 kilometres of high-speed rail tracks in China. The State Railway of Thailand (SRT) is to hire a Chinese state enterprise to supervise the construction, oversee the design of the railway infrastructure as well as rail and electrical systems. The firm must be certified by China’s National Development and Reform Commission. Thai engineering and architect groups have voiced opposition to the plan to exempt Chinese personnel to work here without having to qualify for their work permits

28.8 Million THB from Auction of 32 “Beautiful” Phone Numbers The National Broadcasting and Telecommunications Commission (NBTC) earned 28,844,999 THB from an auction of 32 “beautiful” mobile phone numbers

Bidding for the Hua Hin-Prachuap Khiri Khan double-track railway

Mr Sansern said that since the rail project is a specific government-to-government deal, it would be exempt from certain requirements in the state procurement law on bidding. A standard pricing method will be used instead of the median price for procurement to facilitate the signing of contracts with Chinese counterparts later this year.

And as parts of the Bangkok-Nakhon Ratchasima route will go through forest reserve areas, special permission will be given so that the project can go ahead. Overall, the Chinese aim to connect the Bangkok-Nong Khai route with Laos and southern China. The rail lines could also be extended to other Asean countries, such as Malaysia and Singapore, representing a modern Chinese version of the ancient Silk Road. The rail deal is one of the biggest foreign investment projects in Thailand in years and is part of Beijing’s ‘One Belt, One Road’ infrastructure drive.

Upgraded carriages now operate through the Hua Hin Railway Station Thirteen companies have expressed an interest in construction of the Hua HinPrachuap Khiri Khan double-track railway. The State Railway of Thailand announced in April the process for the bidding of the 84 km railway with the median price of 7.3 billion THB. Anon Luangboriboon, acting governor of the State Railway of Thailand, said the SRT will soon announce the list of approved bidders and the successful bidder. The project will add another metre gauge track to run parallel to the existing one, creating a double-track system with separate tracks for incoming and outgoing traffic. It will increase the capacity, reduce travel time and save energy, the SRT said.

Stricter Anti-tobacco Laws Introduced

The updated Tobacco Products Control Act 2017 has come into effect with increased measures to protect non-smokers’ rights and to try and prevent youths smoking. Altogether 168 “beautiful” phone numbers were put on public auction – the second this year – but only 32 numbers were auctioned off. The number which fetched the highest bidding price was 095-999-999 at 4.8 million THB followed by 095-666-6666 and 096-000-0000 which fetched three million THB each. The phone numbers with six digits of the same number were auctioned off at a starting price of 500,000 THB with number 092-899-9999 fetching the highest bid at 1,004,999 THB. No bidders offered bids for phone numbers which have nine digits of similar number whose starting bidding price was 20 million

THB and six million THB for numbers which have eight digits of similar number. After deduction of expenses incurred by the auction, revenue from the auction will be handed over by the NBTC to the Finance Ministry.

Key measures in this law include a ban on selling tobacco products to people aged under 20, and a ban on people aged under 18 selling tobacco products. The measures also include a ban of selling tobacco products at religious sites, hospitals and pharmacies, all educational institutes, and public parks, zoos and amusement parks. There is also a ban on all forms of tobacco advertising and marketing, and on tobacco businesses conducting corporate social responsibility activities.

Violators of a smoking ban in a public place face a fine of 5,000 THB, while business owners must warn patrons not to smoke or face a fine of 3,000 THB. According to Public Health Minister Dr Piyasakol Sakolsatayadorn, up to 50,000 people die from smoking-related illnesses per year in Thailand. He said the government spends up to 75 billion THB each year on treating such patients.

Sponsoring individuals or organizations to promote products is also outlawed, while businesses are not allowed to display products for sale and can’t sell loose cigarettes.

He expressed hope that the updated Act will reduce the number of young people smoking and better protect the rights of non-smokers, who outnumber smokers. – The Nation HUA HIN TODAY, August 2017

12 Thailand’s ‘Super-Baht’ May Be Too Strong For Its Own Good

Two decades ago, Thailand became ground zero of the Asia financial crisis, when its government scrapped a dollar peg with the baht, a devaluation that unleashed a wave of speculative attacks on other regional currencies and shook the global economy. Now, the baht is again posing challenges for Thailand--but this time because it may be too strong. growth is accelerating on a nascent export recovery, tourism income and government outlays. But it remains the weakest in emerging Southeast Asia at just over 3 percent. The current stretch of military rule is the longest since the early 1970s, in a country that has endured about a dozen coups since putting an end to absolute monarchy in 1932. A new constitution promulgated in April set the stage for a possible return to some form of democracy next year.

Near-record foreign exchange reserves and a currentaccount surplus have burnished the baht’s appeal as a regional haven and attracted foreign capital to Thai bonds. The currency is the strongest performer in Southeast Asia in the past year. The super baht, however, is a complication for policy makers trying to nurture a recovery in an economy where exports account for about 70 percent of gross domestic product.

Distinguished panelists discuss ASEAN+3 regional economic outlook and lessons learned from the Asian Financial Crisis at the seminar in Bangkok in June. On the upside, Thailand’s sound fiscal, monetary and prudential oversight is trusted by investors and its debt ratios are in check after a “painful” process of reform over the past two decades across banks, companies, households and the government, Chantavarn said. Thailand scrapped a dollar peg on July 2, 1997 as foreign reserves dwindled after attacks by speculators. The currency crashed, borrowers defaulted on dollar debt, financial institutions fell and a deep recession ensued. The nation drew $14.1 billion of international assistance to help with recovery. After long-term financial-sector repair and reform, foreign reserves today of $184.5 billion are second only to Singapore in Southeast Asia and exceed short-term external debt more than three times, according to the Bank of Thailand. The current-account surplus was 10 percent of gross domestic product in the first quarter. The baht has climbed 3.7 percent against the dollar in the past 12 months, the most in Asia after Taiwan’s dollar and the Indian rupee.

The jitters caused by the baht reflect Thailand’s wider postcrisis task: how to shift from a low-cost manufacturer of hard disks and car parts to more advanced industries that can boost incomes further. The military government, under junta leader and Prime Minister Prayuth Chan-Ocha, is promoting Thailand 4.0 to bolster biotechnology, robotics, electric vehicles and other sectors by wooing investment and trying to improve workforce skills. “The longer term challenge today is the competitiveness of industry,” Bank of Thailand Assistant Governor Chantavarn Sucharitakul said in an interview. “Particularly small and medium-sized companies that benefited from the large depreciation of the currency in 1997, which today may have to find new business models to move to a higher valueadded, more competitive space.”

The International Monetary Fund, which provided aid to Thailand in 1997, now says the external position is too strong. Central bank Governor Veerathai Santiprabhob has rejected other claims that Thailand is limiting the currency’s climb for an unfair trade advantage, saying it steps in only when inflows surge. he high reserves could be partly why the monetary authority has gradually liberalized outbound foreign investment rules, according to Rahul Bajoria, a senior economist at Barclays Plc in Singapore. “If investment projects pick up steam, we would expect demand for capital imports to rise, which may help create more even conditions for foreign exchange,” said Bajoria. Yet private-sector investment has been subdued since the generals seized power in a coup in 2014, while a run-up in household debt is weighing on consumers. Economic

Training for Provincial Police

The Permanent Secretary of Hua Hin Municipality Mr. Jirawat Phrammanee attended a training course for Prachuab Khirikhan provincial police officers. The training, in which police of Bang Tabun, Khao Yoi, Hua Hin and Sam Ka Police Offices participated, aims to prepare the trainees to handle and manage crime incidents that may occur in the areas under their supervision. HUA HIN TODAY, August 2017

Amid the political uncertainty at home, Thai businesses invested a record $13 billion abroad in 2016, dwarfing inflows of $1.6 billion. Companies including Asia’s biggest cement maker Siam Cement Pcl, or SCG, and renewable energy business BCPG Pcl are seeking to tap overseas markets. The government is trying to turn the focus back on domestic opportunities. The administration has unveiled 56 major infrastructure projects worth about 2.3 trillion baht ($68 billion), Bank of Ayudhya Pcl research shows. Thailand 4.0 is partly focused on a proposed 1.5 trillion baht investment over five years to add railways, new cities and modern industry on the eastern seaboard, a plan the government says can link with China’s Belt and Road Initiative. Most of the money is expected to come from the private Thailand is competing with the likes of Vietnam, Cambodia and Myanmar for foreign-direct investment, said Arthur Kwong, head of Asia-Pacific equities at BNP Paribas Asset Management Asia Ltd. in Hong Kong. “You really need to see more stability from a top-down perspective,” he said. “Thailand is no longer the only country available for FDI. There are more choices now and the attention has probably been diluted by new frontier markets.” Such competition also underscores the need for better skills. Thailand needs improved workforce education, especially with the population aging and the proportion of working age shrinking, said Ulrich Zachau, the Southeast Asia country director for the World Bank in Bangkok. “That’s a big structural issue for Thailand,” he said. The lender describes Thailand’s social and economic development over the past four decades as a remarkable escape from poverty. But while financialsector reforms, substantial foreign reserves and Bank of Thailand banking oversight may provide a backstop against a repeat of the 1997 implosion, the question is whether the next four decades will see similar progress. Thailand recognizes the need for, and is working toward better labor force skills, technology upgrades and more research and development to escape the middle-income trap, Chantavarn from the Bank of Thailand said. “The challenge is in the execution,” she said. Renovation in front of Klai Kangwon Palace

The Permanent Secretary of Hua Hin Municipality Mr. Jirawat Phramanee, along with the Director of Klai Kangwon Palace Administration Office Ms. Phakaphan Thehamas, have visited the Klai Kangwon Palace to follow up progress on renovation work in front of the Palace. The objective of the work is to prepare for the upcoming royal funeral for King Bhumibhol in October. Mr. Jirawat and Ms. Phakaphan monitored decoration of the front gate of the palace, particularly tying black and white cloth to the palace’s gate and fences as well as moving an image of His Majesty King Bhumibhol to an area close to the gate.

13 Cyclist in a Fatal Accident on the Beach Road at Cha-Am

A 60-year-old Thai woman died during the busy July long weekend after her bike struck a pedestrian on the Cha-Am beach road. The woman then came off her bicycle and finished under the wheel of an adjacent tour bus. The obstruction of foot pathways either beachside by vehicles parked just over the curb or by vendors blocking the footpath across the road remains a big public safety issue at the Cha-Am beach. A tragic irony of this incident is that many cycle hire shops on footpaths are serial offenders. The frequent presence of large multi-wheeled tour buses also poses a hazard to cyclists and motorbike riders apart from to walkers. Many say these vehicles should be kept away from this busy single laned road, especially on busy weekends.

The scene of the tragic accident The cyclist, wearing a cycling helmet, was named as Suchanan Santijitrungreuang, an assistant to the director of a school in Bangkok. She was rushed to hospital in Phetchaburi after the midday accident but was declared dead that evening. The accident, caught on CCTV, shows the pedestrian walking on the busy Ruamchit Road behind vehicles parked just over the curb, beach-side leaving no room to walk past and still stay off the road. The cyclist travelled along the road between the parked vehicles and a tour bus then glanced off the pedestrian into the path of the bus alongside. The bus was travelling at little more than walking pace but appeared to have no chance to brake. It is unlikely that the driver had seen what had happened. The accident happened across the road from the junction of Soi 3 (north).

Large tour buses lead to congestion and are an additional hazard

Blocked footpaths remain an issue on the Cha-Am beach road

New Traditional Dancing Arts Group Launched in Hua Hin

Some reports referred to this as a ‘freak accident’ but this was really a predictable tragedy which should become a ‘wake-up’ call to the relevant authorities. An unobstructed pathway should be an urgent and essential requirement for the length of the Cha-Am beach.

Khlong Takiab & Khao Tao Fishermen’s Dispute Resolved : Mayor

The Hua Hin Thai Women Group has founded a traditional dancing group to take part in the upcoming funeral of King Bhumibhol and pay respect to Thai monarchy from past to present The new dance group, with the Mayor of Hua Hin as an advisor and Ms. Thipphawan Suthat, a Hua Hin Hua Hi Hhhhteacher as chairperson, has around 200 members. An early objective is to perform classical Thai dances at the funeral of the late King in October. The group will also perform the dances at Rajabhakti Park to pay homage to all Thai monarchs and promote exquisite classical Thai dance to both Thai and foreign visitors to Hua Hin. According to Ms. Thipphawan, the traditional dancing group will be launched on 3rd September at a Thai ceremony when art students pay respect to their masters organised by a famous Thai artist Bunlert Natphinit. This ceremony will also give the students morale according to traditional Thai belief. After the official ceremony for the group’s establishment, members will compose traditional Thai dancing music to honor Thai monarchs. The lyrics will be created by academics and poets from Burapha University and Cholburi Vocational College. Ms. Thipphawan said that the dancing group was set up because members respect the

King Bhumibhol and the monarchs who ruled Thailand in the past. The group will foster and pass on classical Thai dancing arts to the younger generation in Hua Hin. The group is welcoming more female members of Thai and foreign nationalities. Members will practice classical Thai dance offered by the group every month. “Traditional Thai dance started in the reign of King Rama II. Now, it is included in the area of the fine arts at university level. This consists of literary studies, painting, architecture, sculpture, music and dancing. This proves that Thailand is a culturally civilised and sophisticated country. Despite globalisation, Thai people, both young and old, should be eager to foster and pass on the knowledge to the next generation. Otherwise, it is forgotten,” concluded Ms. Thipphawan.

The Mayor of Hua Hin Mr. Nopporn Wutthikul, the Deputy Mayor Ms. Phailin Kongphan and the Mayor’s Secretary Mr. Atichart Chaisri have met with fishermen from Khlong Takiab and Khao Tao following reports that some houses were intruding onto water course in the areas. Owners were asked to pay fines with the people then asking authorities to reconsider the regulations and the amount of fines and to postpone the date of law enforcement. Authorities from Harbour Department explained to the fisherman that the 17th Act of Navigation in Thai Waters of 2017 had been in effect since 23rd February. Those who own a houses or buildings intruding onto the water courses should

have informed the Harbour Department by 22nd June. The main objective of the Act is to take care of water courses and control any houses or buildings along the river or on the beach for the sake of commercial navigation, agriculture and natural disaster prevention. Due to the stress and problems being experienced by fishermen, the Harbour Department has proposed some measures to help them. This included fine payments, compensation and extension of the period to inform the authorities. The proposal was presented to the Transport Ministry and the authorities hope that the fishermen in the two areas would accept this resolution.

Taking Care of Cancer Overall the top causes of death are liver cancer and lung cancer. This is because the diagnosis of both types of cancer is very hard compared to other types of cancer that may be detected sooner, providing a better chance for a cure. We believe that many of you already know how to live your life away from cancer. The question is whether or not you choose such a lifestyle. Such way of living starts from avoiding all the aforementioned risk factors, exercising, eating a variety of healthy food (healthy food is not expensive food), and having health checkups regularly. We want you to understand that you should wait until you get sick to have a venipuncture (a test with blood from a vein). Don’t try to fool yourself that you are fine, because you do not see or feel anything wrong. Cancer is getting a lot of attention on social media nowadays, especially when it comes to light with the passing away of a celebrity. Two recent late celebrities died of cancer. Others had their history of having cancer, being cured, then a reoccurrence; either at the second stage or the third stage, at different locations until passing away. Now why does that happen?

You cannot really know what is happening inside your body, without a checkup. The checkup costs so little, compared to a longer lifetime that you will get to spend with your loved ones. Or do you want to pay more for getting treatment when you are sick?

Cancer is also the No. 1 cause of death by illness for Thai people. The number of new Thai patients having cancer is increasing by 130,000 people per year. Today we will remind you about the danger of cancer again. Firstly, starting with the causes of cancer, which are as follows: Genetic: which has a 5-10 percent influence over the disease Behaviour: such as dietary, smoking, drinking alcohol, sexual orientation (cause of Cervical Cancer) Environment: especially pollution, either in the air, water, or even sunlight These factors cause not only cancer, but also other diseases. The most common types of cancer found are: Male: liver cancer, lung cancer, colonic carcinoma and anal cancer Female: breast cancer, cervical cancer and liver cancer

16 A Stretch or a Stroll at the Cha-Am Forest Park If you enjoy exercise by way of a gentle stroll, ‘power walking’, bicycle riding or even breaking into a jog, there’s probably only two places to do this within a few kilometres of the Cha-Am town centre.

Families and couples come here to chill out and picnic. You will see a mix of Thai people, tourists and expats who have found an alternative to ‘elbow exercise’ at the bar.

After all it’s no fun trying to negotiate Cha-Am ‘footpaths’ which are far from user friendly if you don’t appreciate dodging street vendors or bicycle hire shops. The likelihood is you’ll spend more time on the road with ‘footpaths’ crowded with everything except pedestrians.

Nature on display with or without exercise

A great place for a school excursion

The Forest Park entrance is just a couple of kilometres south of town off the main road. The area was established on the 4th March 1992 and part of Don Masang National Reserved Forest.

There’s also an area to set up overnight camps around the lakes, as well as park-operated bungalows. It’s not a campout in the jungle but a relaxing overnight excursion in beautiful natural surrounds.

It sits on a lowland area covered in shady trees and a wide range of tropical plants. Crisscrossing the park, a large, freeform lake is home to species of water birds and an island with colonies of white-handed gibbons and bird-life. It offers long walks protected by shady trees and natural flora and fauna.

This is not a sophisticated park and some maintenance is long overdue. One example is invasive grasses choking some waterways. However as a convenient ‘chill-out’ venue for family outings and school groups looking for relaxed parkland nearby but away from city traffic it’s hard to beat.

There’s plenty of options for a peaceful day’s outing One alternative is the beach. But if that’s not your thing, or for that matter a bicycle ride is preferred, then the ChaAm Forest Park is the place. An asphalted path invites you to meander through the forest setting, perhaps in the early morning or late afternoon. There are also many simple structures for your exercises.

Some maintenance issues need to be addressed

Be cautious approaching the white-handed gibbons

Why it’s OK to Charge Tourists More

The subject of Thailand’s 2 tiered system with foreigners charged more for certain goods and services than the local population is often a source of angst. This abridged version of an essay from ‘theconversation. com’; a forum for online academic opinion, gives another perspective. It also shows that prices for tourists aren’t only controversial in Thailand! “It was recently reported that cafes in Bruges (Belgium) charge tourists 10% more than locals for chips. Explained as a discount for customer loyalty, tourists automatically end up in a higher price bracket.

Venice’s vaporetti, or water buses charge outsiders 7 euros for a ticket whereas locals are charged just 1.30 euros.

Philippe Thijs claims to sell “the best Belgian fries and says that his restaurant has “another button on the cash register’ especially for locals.

Such differential pricing may seem unfair. But if locals had to start paying the same prices as tourists, it’s likely that many of them would be prevented from enjoying heritage sites in their own communities. Many would be priced out of their own homes. Their wages are rarely anywhere close to the levels of their traveling guests.

Recognising the positive contribution that tourists can make is important, but, of course, one needs to be aware when informal “tourist taxes” and inflationary practices become exploitative and fraudulent. When a family in Rome was charged £54 for four ice creams, it made international newspapers, prompting concerns about the way some operators hike the price up for visitors.

This reminded me of a conversation between two tourists in Sicily who felt they were regarded as ‘walking wallets’ by local shop owners, a sentiment often hinted at by holidaymakers when walking foreign streets. As the summer holiday season fast approaches, it’s perhaps timely to question the ethics behind inflated prices for tourists. One of the most famous places for hiking prices up for visitors is Venice. The city’s ‘two-tier system’ became so extreme that a complaint reached the European Commission in 2015, which claimed discriminatory practices against tourists – the complaint was rejected. HUA HIN TODAY, August 2017

A two-tier tourism payment system, where locals are charged less for the same product, may be one way of implementing sustainable tourism practices and protecting valuable resources. We should consider the longer-term impact on valuable resources caused by large numbers of people passing through a location for short intense periods of time, often simply to take a photo.

This incident reignited the war on tourist pricing in Rome

A dual pricing system at Thailand’s National Parks riles many

There are inevitably going to be hidden and additional costs associated with being a tourist. Some are justified. A degree of sensitivity to local needs and social responsibility toward helping replenish resources and repair damage needs to be balanced against naivety in holiday transactions.”

17 Some Offbeat Days Celebrate in August At first glance, August might seem light on the holiday offerings. We dug a little deeper to find a healthy helping of celebrations to help you beat the low season blues.

AUGUST 13TH: INTERNATIONAL LEFT-HANDERS DAY

AUGUST 1ST: NATIONAL GIRLFRIENDS DAY

Your Country’s National Day If you are not Thai then you will probably want to acknowledge your home country’s National Day in one way or another. Try to find a restaurant featuring the cuisine and traditional activities familiar to you. In August there are four prominent National Days. Youm-e-Azadi (Pakistan Independence Day) August 14

Rest easy, boyfriends of the world, this holiday has nothing to do with you. National Girlfriends Day honours the lady friends who are there for their lady friends. If you like gendered activities, today would be the perfect day to schedule mini-pedis with your best gal pals. AUGUST 5TH: INTERNATIONAL BEER DAY

For those world citizens who have found themselves in a right-handed-scissors-world, today the world honors your special gift. The other 364, we righties are still secretly jealous. If you were in the UK on the 13th, the Left-handers Club sponsors members-only areas called “Lefty Zones.” Okay fine, we’re jealous all 365 days. AUGUST 19TH: NATIONAL AVIATION DAY

Independence Day, observed annually on August 14, is a national holiday in Pakistan, commemorating the day when Pakistan achieved independence and was declared a sovereign nation, following the end of the British Raj in 1947. Pakistan came into existence as a result of the Pakistan Movement; the Pakistan Movement aimed for creation of an independent Muslim state by division of the north-western region of the South Asia and was led by All-India Muslim League under the leadership of Muhammad Ali Jinnah. Indian Independence Day - August 15

Back in 2007, a group of friends decided to internationally dedicate a day to “gather with friends and enjoy the deliciousness that is beer, celebrate the dedicated men and women who brew and serve our beer, and bring the world together under the united banner of beer.” And to that we say, cheers. Or salute! Or prost! Or gan bei! Well, you get the idea. AUGUST 5 : NATIONAL UNDERWEAR DAY TH

Franklin Delano Roosevelt laid out the ultimate burn by declaring Orville Wright’s birthday National Aviation Day. Why he chose to honor Orville over Wilbur in 1939 is a mystery to historians, but we think National Aviation Day is a great time to start preposterous rumors based on wild speculation. For example, Wilbur Wright was a figment of Orville’s imagination. AUGUST 24TH: NATIONAL HUG YOUR BOSS DAY

Though we cannot prove it, we smell quite the collusion between International Beer Day and this fest of unmentionables. Whether coincidence or conspiracy, celebrating these two August 5th holidays does not have to be mutually exclusive. You may even get a free pair of undies out of it.

Indonesian Independence Day - August 17

The Proclamation of Indonesian Independence (Indonesian: Proklamasi Kemerdekaan Indonesia, or simply Proklamasi) was read at 10.00 a.m. on Friday, August 17, 1945. The declaration marked the start of the diplomatic and armed resistance of the Indonesian National Revolution, fighting against the forces of the Netherlands and pro-Dutch civilians, until the latter officially acknowledged Indonesia’s independence in 1949.

AUGUST 9TH: BOOK LOVER’S DAY Granted, for most book lovers every day is a day to celebrate reading, but for the sake of celebration let’s open up the floor to all interpretations of what it means to be a “book lover.” Perhaps you just love the physical feel of a book, and have no interest in cracking one open. Or maybe, this day is meant to honour books in love with each other. Today is the day to exalt book lovers of all shapes, sizes, covers, and word counts.

Independence Day, observed annually on 15 August, is a National Holiday in India commemorating the nation’s independence from the British Empire on 15 August 1947. India attained independence following an Independence Movement noted for largely nonviolent resistance and civil disobedience led by the Indian National Congress (INC). Independence coincided with the partition of India, in which the British Indian Empire was divided along religious lines into the Dominions of India and Pakistan. On 15 August 1947 Jawaharlal Nehru became the first Prime Minister of India.

Hari Merdeka (Malaysia National Day) - August 31

While it appears to have originated in the UK, the principles of this special day apply around the world. For one day of the year, set aside your frustrations and show your boss a little appreciation with a physical embrace. Please make sure to first check all company HR codes – thoroughly.

Hari Merdeka (Independence Day) is a national day of Malaysia commemorating the independence of the Federation of Malaya from British colonial rule in 1957, celebrated on 31 August each year. This should not be confused with Hari Malaysia (Malaysia Day) when Malaysia was formed on 16 September 1963 together by Federation of Malaya, North Borneo, Sarawak and Singapore. New Immigration Office “should be open this year” The new Immigration Department office for foreigners in Prachuap Khirikhan mooted to open in March this year remains a ‘work in progress’

A recent enquiry with an Immigration official was answered by the somewhat vague comment that it “should be open this year”. A visit to the site in late July showed the buildings are nearing completion but still some way off being occupied. We’ll provide more information as soon as possible and a map to the offices which are some 8 kilometres inland from Hua Hin city.

24 Thailand’s Eco-Cars – A Good Deal for the Environment, the Economy & the Driver

The Thai government began the first phase of the eco-car program 10 years ago in July 2007, with stage two commencing in 2013 Honda, Toyota, Nissan, Mitsubishi, and Suzuki applied for the first phase of the project and received exemptions for tax and import duty for machinery and equipment, and as much as a 90% reduction in import duties for raw materials and finished parts. The automakers earmarked at least 50% of their eco-car production for export.

The Nissan March was the first eco car in Thailand and launched in 2010. In July 2016 the company celebrated the 500,000th eco-car from the assembly line, with exports to 13 countries around the world.

About Thailand Eco-Cars More and more people are buying Eco cars. Many will buy these cars because they are trying to save the environment, but there are a many more rewards to buying an ECO.

capable of achieving fuel consumption of 5 litres per 100 kilometres. They also had to conform to Euro IV standards or emit less than 120 grams of CO2 per kilometre. Manufacturers had to build 100,000 units a year by the fifth year of operation. Vehicles considered eco-cars in the first phase were eligible for a lower sales tax rate of 17%, almost half the amount previously paid for a vehicle under 2000 cc.

Phase II The minimum capacity for eco-car models approved in the second phase is 100,000 units a year within five years of production, while excise duty on an eco-car was to be levied at 14% and those compatible with Euro V emission standards/E85 could enjoy a 12% rate. Models must emit no more than 100 grams of carbon dioxide per kilometre, down from 120 grams per kilometre. Fuel efficiency must be 4.3 litres per 100 km, up from 5 litres per km in the first phase. Engine displacement should not exceed 1.3 litres for gasoline models and 1.5 litres for diesel models.

Eco-cars are also at the cutting edge of car design and engineering. They’re cute, stylish and often designed for a more friendly commute amongst traffic and when parking spaces at a premium. The eco-car movement has placed Thailand at the forefront of vehicle manufacturing in South-East Asia and across the world; but what is the ‘Eco-Car’ Program in Thailand? The policy aims to produce energy-saving and environmentally friendly cars. Or, as we now know them, “Eco Cars”. Phase I The first phase defined eco-cars as vehicles powered by gasoline engines of 1.3 litres or below, or diesel engines of 1.4 litres or below,

50 Years from the MGB to the MG3 Only The Badge Remains the Same!

The second car I owned was a Morris 850, then known by everyone as the Mini. Some years later another Morris-inspired car was my 1967 ‘baby blue’ MGB; dramatically different from the Mini.

Small cars have come a long way since those ‘Morris days’. It’s no wonder that cheap cars are getting more and more popular with manufacturers recognising the needs of cost-conscious drivers using fast-moving technologies. Taking an MG 3 for a test drive shaped as a nostalgic experience. Could this really be a latter-day hybrid of my previous MG experiences or maybe something completely different? The answer?,

HUA HIN TODAY, August 2017

the MG badge was the same but otherwise a very different driving experience. The MG brand (Morris Garage) was purchased in 2005 by the Chinese Nanjing Automobile Group which merged into SAIC in 2008. The first all-new model from MG, the MG 6, was officially launched in 2011. The Rayong-assembled MG3 is the second MG to be introduced to Thailand. The hatch

tapped into its 90 years of heritage being designed and engineered at the company’s Longbridge facility in Birmingham. The MG 3 is a fresh-faced, handsome little car, bristling with sports-car styling cues: the wide mesh grille, the edgy up-turned LED running lights, and the blacked-out A-pillars that create a wrap-around look to the windscreen. It’s a very neat piece of design.

The new MG 3 is incredibly spacious, thoroughly practical, and far more engaging to drive than it has any right to be; it exudes a beguiling sense of British ‘cool.’ One could say the MG 3 is the spiritual successor to the old Mini with the sporting edge of my MGB. Our thanks to Eakkalak Masman, Sales Consultant for Auto Dynamic Co. Ltd for providing our MG3 test vehicle. www. autogallery.co.th

26 The Indian Delights of Kerala

Kerala is a coastal state in the South West of India, is it regarded as India’s most affluent state and a tropical paradise and nicknamed ‘God’s own country’ or the ‘Spice Garden of India’. It is a safe and wise introduction to India.

Houseboats on the waterways

Cochin or Fort Kochi or just Fort is a port city, it was known as the Queen of the Arabian Sea, a spice trading centre from the 14th Century onwards. The city passed through many different hands, first the Portuguese then the Dutch and finally the British, traders flocked to these shores for over 600 years. Giant fishing nets are cantilevered and plunged into tidal waters at regular intervals. Each is manned by four people working tirelessly for meager returns.

A guide to navigate narrow waterways I employed a guide to propel me through the tiny waterways for a couple of days. I witnessed small scale family industries like coconut husk retting, a process used in the production of fibre from coconut husks to produce coir, a tough twine that has multiple uses. Local boat builders use techniques handed down through countless generations. It’s also a bird watcher paradise. Spice traders on the streets

Chinese fishing nets near the quay are a must see. Walk around Jew Town early in the morning and you will be rewarded with Muslim traders opening their dilapidated wholesale warehouses with sacks of spices, the aroma of cloves, turmeric, ginger, cardamoms and cumin is everywhere.

Traditional boat building.

Mantacherry has many curio shops, the Dutch Palace and the 16th/17th Century Pardesi Synagogue. The maritime museum has exhibits from the early Dutch and Portuguese trading days, and information relating to the Indian Navy. Visit St Francis Church and you will find the gravestone of Vasco De Gama, who died and was buried here for 14 years before his body was transported to Lisbon. You shouldn’t miss the return public ferry from Fort Cochin to the New Town and transport hub of Ernakulum Town. The 30 minute journey will take you pass old and new, decrepit quay side buildings, stumbling into the sea, huge super tankers belching diesel fumes rushing to the markets of the world, and industrial cityscape views, all for a few rupees. Perhaps travel further south to enjoy the many canals or backwaters with public ferry boats and cruise boats for rent. From here you can catch boats to a number of homestays, a great way to get away from the hustle and bustle of urban India. HUA HIN TODAY, August 2017

‘Husk retting’ to producing coir, a tough twine. But all too soon I had to catch a bus and return to the frenetic life of urban India and catch my return flight from Cochin to Bangkok. 313 Taking Thailand to Your Home

Around 7 kilometres inland from the corner of Soi 112 and Phetchakasim Road, there’s a vast showcase of the very best that Hua Hin has to offer in uniquely Thai arts, crafts and décor for your home. and genuine momento to take back to your homeland; much more than just a souvenir. Each item is sourced from Thai artisans, not from the factory floors of some unknown manufacturer. Asking Khun Ladda about her personal preferences immediately lead to a discussion about the importance of Buddhism inspired items. She offers her personal guidance and insights about this cultural significance and can advise or assist at her customer’s homes to consider decoration, renovations or additions.

The theme is very clearly Thai, handcrafted and available to make your home a reflection of the Kingdom’s art and culture. Proprietor of Hua Hin Home Art, Panyama Charoensin, is an elegant Thai lady, whose nickname Khun Ladda, reflects and matches that description.

Khun Ladda came to Hua Hin some 12 years ago and saw the opportunity to establish an outlet for genuine Thai products. A smaller outlet alongside where the Vana Nava waterpark now dominates soon followed. That shop remains operational although it’s secondary to the main showroom.

Her experience and involvement in the Thailand arts and crafts that are on offer at the expansive premises (around 800 square metres) began near the northern region of Tak.

Khun Ladda remains faithful to her early involvement in the arts scene; however exposure to European influences, including some years living in Sweden, has broadened that perspective. That meant achieving English language fluency; embracing modern marketing ideas and computer literacy. She has adopted a contemporary outlook combined with traditional Thai values.

At that time villagers were doing their best to generate a living hand making artifacts then generally not recognised by international consumers. Khun Ladda and her family were amongst those humble villagers. Government initiatives such as OTOP resulted in a change in that recognition with Thailand’s arts and crafts being ‘discovered’ and now taking their place on the world stage.

Not everyone making their home in Thailand include Thai art and culture and it’s easy to recreate a version of a European residence. But to embrace the culture of Thailand and to recreate the Thai lifestyle

without sacrificing any home comforts we would suggest taking the 10 minute drive to Hua Hin Home Art to see the best of Thai ‘home culture’. You can then discuss with Khun Ladda the way to take Thailand into your Hua Hin home. Where: After travelling south from town and just before Vana Nava Water Park, take Soi 112 inland from the intersection with Phetkasem Road. You’ll pass MahaSamutr then a set of traffic lights. A further 500 metres and the premises are on the left hand side of this road. Contact Phone: +66 93 175 3566 www.huahin-homeart.com , www.facebook. com/huahinhomeartdesign

What’s on show at the Hua Hin Home Art premises includes decorative items such as wall hangings and artistic statues for display indoor, in the garden or on the terrace and furniture settings for every room in the house with all the essential accessories. You’ll also find that fascinating

335 The InterContinental Pairs Classic 2017 you may choose to go for the high risk shot. However over thinking these strategies brings many to grief.

Michael Wicke & Sam Sheriff (2nd & 3rd from the left).were declared the InterContinental Classic Pairs Champions.

‘2 Person Best Ball’ is a golf format for teams of two. These two golfers play their own golf balls throughout and the lower score between them on each hole counts as the team score. That was the format for the inaugural InterContinental Pairs Classic 2017 played at the Banyan Golf Club Hua Hin last month. The trio of the Intercontinental Hua Hin Resort, Banyan Golf Course and Siam PGA (that’s Professional Golf Arrangements) presented an event which is destined to be a fixture on the local golfing calendar. Andy Harris, Managing Director of Siam PGA, was the instigator and is a Welsh born golf promoter with many years’ experience in golf promotion in the USA, apart from in Thailand and other parts of SE Asia. Andy is a fan of the format and was on hand to coordinate the day’s proceedings.

Banyan’s GM Stacy Walton and Pro John Wither with an eye on proceedings Andy Harris surrounded by a bevy of beauties from Siam PGA & the InterContinental on the first tee Pairing two golfers is not a common format in Hua Hin and there’s some strategy involved. If your partner has a hole which has gone ‘pearshaped’, the pressure is on you not to do the same and there’s little point in you both scoring a birdie on the same hole. The golfing expression ‘risk and reward’ has an added meaning; if you partner has a safe position

Pictured above is the presentation by Andy Harris (left), Stacy Walton (right) and the InterContinental GM Michael Janssen (2nd from the right) to the winners of the Gross Division with a score of 71. Winners in the Net Division with a score of 66 were the team of Martin Howell and Ashu Tosh Sharma. Prizes on the day for the top 3 places for both gross and net scores included 2 nights at the InterContinental Hotel in Hong Kong; 2 nights at the InterContinental Resort in Danang, Vietnam; 2 Nights at the InterContinental Resort in Pattaya and 2 Nights at InterContinental Hotel in Bangkok.

An Expats Guide to Playing Football in Hua Hin Hua Hin has eight different artificial football pitches which are currently in use. Whether it’s at Football Station, Superbo, Midfield, Lek FC, Monkey Field or any of the other venues there is bound to be a football game going on every night of the week.

The other team is called Xplode and they practice every Saturday night at 7 pm at Superbo, which is situated directly opposite Hua Hin Hospital on Phetkasem Road. They also play at 7 pm on Monday nights at the Midfield pitch which is on Soi 6.

There are two expat teams in Hua Hin who practice together on a regular basis. The Hua Hin Vikings are based at Football Station on Soi 94 and practice there every Monday and Friday at 4:30 pm, although every now and again they play on one of the pitches at True Arena.

Both clubs are very welcoming to new players. Initially the Hua Hin Vikings was formed by Scandinavians while Xplode was founded by an Englishman, but both clubs now have players from all over the world, including Thailand. On June 26th the Vikings took on Xplode in an 11 a side match at True Arena. The former were 6-2 winners at the end of a highly competitive game played in some blustery conditions. Competitions are periodically organised by local government organisations in Hua Hin and Cha-Am. There’s always prize money involved and the competition can be intense but anyone looking to get involved in a less formal tournament should check out the annual Hua Hin World Cup.

J&S International Football Management Extends Partnership with Dusit Thani Hua Hin Soccer Academy

J&S International Football Management and the Dusit Thani Hua Hin Soccer Academy have proudly announced a new deal that will see the partnership between the two organisations extended for another year Founded by Patrick de Koster, J&S International Football Management represents a number of elite international players including Kevin De Bruyne of Manchester City and Belgium. Earlier this year Mr De Koster visited the Dusit Thani Hua Hin Soccer Academy and was very impressed with the facilities and training, “Professional football is played on grass and it’s very important for young players to get used to playing on a natural surface like the one at Dusit Thani. I admire the attitude and enthusiasm of these young players and with the right combination of talent, hard work and outstanding coaching maybe one of them can go on to become an elite professional player like Kevin de Bruyne.”

Thailand were the winners of the 2017 ‘World Cup’

Steve Barbe is the Director of the Dusit Thani Hua Hin Soccer Academy. He made more than 100 appearances in the Belgian top division during his professional career and hopes that one of his students might go on to enjoy similar success,

This tournament was founded in 2015 and features teams representing countries from all over the world. Anyone can sign up to participate in the two day competition which normally takes place in the first weekend of December with players from all over Asia and beyond coming to play.

“Being a professional footballer requires talent, dedication and determination. At the Dusit Thani Hua Hin Soccer Academy we aim to provide children with the best possible environment to potentially realize this dream on the beautiful grass pitches in front of one of Thailand’s most iconic hotels.”

Anyone wanting more information should visit: www.huahinfootball.com

The partnership has already seen young players from the Dusit Thani Hua Hin Soccer

Academy spend time training at the academy of reigning Jupiler Pro League champion’s RSC Anderlecht. Meanwhile Mr De Koster has made numerous visits to Hua Hin to observe the training sessions and has another trip planned. The academy is based at the Dusit Thani Hotel in Hua Hin and offers football coaching for children of all ages and abilities. For more information contact: info@ huahinacademy.com.

379 The West Bromwich Albion ‘Young Baggies’ Come to Town Last month’s visit by Premier League Club West Bromwich Albion’s Under 16 Academy young stars of the future has provided a huge boost for our youth football.

The visit was a memorable experience for young Thai footballers with clinics provided by WBA Youth Academy staff and a match to be remembered against Thailand’s young All Stars. However our visitors were also able to learn and gain invaluable international experience with their first taste of Thai hospitality and culture. This was the first time an official English Premier League youth team has come to Thailand; however the visiting Club is no stranger to Asia. It is now 39 years since Albion became the first English professional club to travel to China in an historic trip. The Club is again competing in the Premier League Asia Trophy in Hong Kong against rivals Liverpool, Leicester City and Crystal Palace later this month.

Our discussions with the WBA Youth Academy Coach Peter Gilbert and members of the visiting squad confirmed that their trip had exceeded all expectations with the frequent comment that they have enjoyed facilities of a ‘Premier League’ standard. The visiting U16 team was touted one of the strongest U16 teams developed by West Bromwich Albion, having already beaten Manchester United, Arsenal, Chelsea and Everton this season. A number of future English star players came with this team, with more than five now playing for England and Scotland.

A press conference was presided over by Suwat Liptapanlop of behalf of True Arena Hua Hin before the commencement of coaching clinics for Hua Hin’s aspiring young players and then an evening game featuring the Thailand under 16 ‘All-stars’.

Young English & Thai Stars on the stage with administrators and sponsors, Mr Suwat, WBA’s new No.9

West Bromwich Albion and the Thailand All Stars lining up before the big game

Robert Traill, Director of Traill International School, an essential partner in the visit, said he is hopeful that there will be more visits in years to come. His involvement in the planning has meant multiple overseas trips to negotiate the visit and to reassure the visiting Club that Hua Hin would be able to provide all the essential facilities and infrastructure.

WBA team were champions on the day The Thailand All Stars came up against a very skillful and drilled opposition.

Head Coach Peter Gilbert demonstrating the ‘dribble’ Visiting WBA stars (yellow shirts) mixing with the locals

In the end a 6 -0 result to the visitors wasn’t really important; this was an ‘everybody wins’ result, especially youth football in Thailand! The action was thick and fast

Hospitality On & Off the Football Field at the 23rd Confederation Cup

Teams from nineteen Hua Hin and Cha-Am resorts and hotels are in training for the 23rd Football Federation Cup in readiness for the kick-off this month.

Some of the players and supporters of the 2017 Football Confederation Cup at the introductory press conference The Sheraton Hua Hin Resort & Spa was the venue for an introduction to the event with recently appointed General Manager Bruce Dupuis co-hosting a press conference with Jamnong Bootsong, Hotel Manager of the Veranda Hua Hin Resort. The co-hosts were joined by local administrators, sponsors and players including Mr. Vason Kittikul, President of the Thai Hotels Association Western Chapter (Phetchaburi & Prachuap Khirikhan) and Siraphan Kamolpramote, advisor to The Mayor of Hua Hin.

‘On the Ball’ – (left to right) Police Lieutenant Chuen Wongmee, Siraphan Kamolpramote. Bruce Dupuis, Vason Kittikul, Jamnong Bootsong & Sripet Inpuntung From 7th August to 7th September the King Rama VI Army Camp Stadium is the venue of a football tournament which will see staff members being a little less hospitable than usual as they show-off their footballing skills in this annual sporting battle. However as a reminder of the friendly spirit of the competition, one award will be going to the ‘Best Mannered Player’ apart from the main trophies. The opening day will see hotel management, VIPs and media stars take to the pitch in a less serious football match and other forms of entertainment prior to the tournament’s commencement.

Displaying artistic T- shirts on sale in support of the Red Cross The Red Cross will be the beneficiaries of charity fund raising including money raised with sales of unique T-shirts featuring the art of two renowned Thai artists. The closing ceremony with trophy presentations and the presentation of the charity donations is on 7th September at the Sheraton Hua Hin Resort & Spa. Spectators are welcome to join in the fun; especially on the opening day. Head for the King Rama VI Camp late morning on Monday 7th August. The army camp and stadium can be found some 10 kilometres south of Cha-Am / 15 kilometres north of Hua Hin with entry from Phetchakasim Road. HUA HIN TODAY, August 2017

38 10 The Open Returns to Royal Birkdale for the 10th Time The 2017 Open Championship was the 146th on 20th - 23rd July at Royal Birkdale at Southport, England. The Birkdale Hills offer majestic panoramic views of the Lancashire coastline out to the choppy waters of the Irish Sea.

Congratulations from runner-up Matt Kuchar

Golf’s third major of the year saw reigning champ Henrik Stenson ranked outside the top ten contenders at 25/1. Dustin Johnson was the favorite at 10/1. Behind him were Jon Rahm (12/1), Jordan Spieth (12/1), Rory McIlroy (15/1), Justin Rose (15/1), Rickie Fowler (15/1), Sergio Garcia (15/1) and Tommy Fleetwood (20/1). Thongchai Jaidee was making his 11th appearance at the British Open. The other two Thais at Royal Birkdale were teenager Phachara Khongwatmai and 51-year-old Prayad Marksaeng. Ranked number three in the world, US golfer Jordan Spieth was the eighth first-time Open winner in the last nine years. A three shot lead going into the last round was erased after just four holes. He went on to seal the deal late with a flurry of birdies and eagles on the back nine and won by three shots over fellow American Matt Kuchar to take the Claret Jug at 12 under with a 268.

This was also a big week for Banyan Golf Club Superintendent Minachai Srichanya who had been invited to demonstrate his agronomy skills at The Open Championship.

As the Champion Golfer Spieth won US$1,845,000 with a total prize fund of US$10,250,000.

Banyan’s General Manager Stacey Walton quipped that “Min looks a bit cold but we’re sure he’s enjoying himself.”

Golf Tip Choose your Stance for the Club You might have been told that your ball position should change depending on the club you’re using. For shorter irons, many people contend that the ball should be played in the middle of the stance, but hitting longer clubs requires the ball position to be more forward. Their reasoning: Shafts vary in length, so you need to adjust because each club will bottom out in a different place. The problem with changing your ball position for every club is that it becomes guesswork as to where the ball should be played to hit it solidly and a reliable distance. For example, you might hit your 9-iron 130 yards on one swing,

HUA HIN TODAY, August 2017

but then hit it 140 on the next because your ball position changed a little. A far more reliable way to ensure you control your distance is to play the ball in the same spot -- no matter what club you’re using. To tailor your address position to match the club’s length, all you have to do is change the width of your stance (above). The longer the club, the wider the stance. You’ll notice that your right shoulder tilts slightly lower than your left as your stance widens. So where exactly should you play the ball? If you drew

an imaginary line from your left shoulder joint, at address, to the ground, this would represent the low point of your swing. Because you want to make ball-first contact and then have the iron bottom out just in front of the ball, you should play it just under your left pectoral muscle. The width of your stance will become second nature once you continue to keep the ball in the same spot. From Chef of the Month to Dining Experience of the Month Our visit to the Rest Detail Hotel was to review information for our regular feature – ‘Chef of the Month’. However hosts Khun Jack, Prawate Khumchart and his assistant Khun Jaa, had much bigger ideas. Before too long we were enjoying a delicious 3 course dining experience to remember!

Another special now on offer at the Rest Scene Restaurant is a seafood skillet available as a single, double or family set. This includes sea bass, cuttlefish, mussels, tiger prawns and blue crab with saffron cream, paella or home-cut fries. Contact: Phone +66 (0) 32 522 488 Soi 19 Hua hIn, www.restdetailhotel.com

The Rest Scene Restaurant shares the décor and colour schemes evident throughout the hotel. There is a consistent theme which is perhaps a little Scandinavian in its cooling and simple tones. Never austere or dull; just contemporary, gentle and inviting. The restaurant has a vista across an infinity pool to the open ocean, a scene of tranquility to match the surrounds. The months of July and August complete the mango season in Thailand, so I selected a Mango Margarita from the choice of five ‘Mango Lovers’ offerings as the perfect pairing intro to the seafood main course. With its perfect combination of sweet and sour, this cocktail was a great way to intensify the flavours of the dishes to come. First Asparagus Bisque as a light and creamy soup accompanied by garlic bread with

a swirl of cream adding an artistic touch and visual appeal to the delicate flavours. Something akin to the coffee cup art that is now so popular. Snowfish or Ocean Cod highlighted a delicacy which is much sought after in many parts of the world; in this case prepared from whole fish imported from Norway. The white flaky flesh of buttery fillets falls apart when prepared with expertise and is soft-textured and mildly flavored. Our main course of Teriyaki Snow fish (see Chef of the Month below) offered just that and more. Teriyaki marinade added a fusion element to the dish as a Japanese inspired glaze of soy sauce, mirin, and sugar. The dark glaze against the snow white fish flakes and the slightly sweet though salty teriyaki flavours provided the perfect seafood marinade.

Our final course continued the mango experience with a frozen Mango Mousse accompanied by strawberries, dragonfruit balls and a raspberry sauce atop a biscuit base and garnished with mint leaves. This was a delicate, refreshing and artistic finalé which was a wickedly sweet though not overpowering conclusion to our unexpected gourmet experience. Dining at the Rest Scene Restaurant let us relish some of the subtleties that characterises the Rest Detail Hotel. Just as a stay at this resort (it’s much more than a hotel) is a relaxing but not an overwhelming experience, dining at the Rest Scene is delicately complex and understated. We left the restaurant feeling completely satisfied but not weighed down after experiencing a perfect combination of matched fusion flavours.

Chef of the Month

Hua Hin has many fine dining venues with chefs-in-residence to ensure your experiences are memorable with outstanding cuisine on offer.

The chef’s favorite menu item to impress your dinner guests

However there are times when you may wish to dine at home and present a dish with just as much appeal. Our Chef of the month offers this opportunity with a favourite menu item; but also an insight into what is available at the restaurant concerned should you prefer to dine out. Name: Noppadol Nuchcharoen Nationality: Thailand Restaurant: Scene Restaurant @ Rest Detail Hotel Hua Hin Previous important positions: Numerous positions across Thailand, Honorary Consultant President of the Hua Hin & ChaAm Chef’s Club Preferred cuisine: Asian Fusion

Name: Grilled Teriyaki Snow fish with Mayo Wasabi Sauce Description: The white flaking fillets of snow fish contrast with the sweet/salty brown crust of Teriyaki to provide a subtle and light flavour for this classic fusion dish. Ingredients: Filleted Snow fish (160 grams per serve) Olive oil Teriyaki sauce Lime juice Mayo wasabi sauce. Garnish: Consider Zucchini, Purple eggplant, Capsicums, Kaiware sprouts, Fried ginger, Ebiko Method: 1. Marinate the snow fish with salt, black pepper and lime juice. 2. In non-stick pan, grill the snow fish with olive oil until brown then turn onto the other side. 3. Heat the teriyaki sauce until boiling then pour onto the grilled snow fish, keep excess teriyaki in a small jug. 4. Remove grilled snow fish from the pan to the plate with the garnish and wasabi mayo sauce. Accompany with excess teriyaki sauce A tip to make the dish special: Fish will rapidly absorb the marinade; so 15 minutes only is all you need. FOOD & Entertainment, August 2017

2 42 The Ultimate in Food Sharing!

In Thailand, sharing food is part of the culture. If you head to any outdoor eating area or market, you will see people sharing either a Thai BBQ or Hot Pot. For travellers to Thailand, this may seem a bit daunting; either how to order or to eat. Moo Graathaa First is the Thai BBQ or Moo Graathaa; the name literally means ‘pork pan’ in Thai, though often seafood, chicken or beef are also included. It resembles a combination of a Korean BBQ and a Chinese Hot Pot, with broth almost like a moat surrounding the domed grill plate. The Thai version is heated over charcoal, whereas in other parts of Asia, a small gas cylinder may be used. You are served a variety of sliced meats or seafood plus a raw egg on the same plate; the egg is mixed in with the proteins ready to go on the BBQ plate. A healthy serving of greens, vegetables and vermicelli noodles are also brought to the table; these go directly into the broth.

To round out the meal, several dipping sauces are served. A piece of lard is then placed on top of the BBQ; this melts and prevents the proteins from sticking to the grill; plus it helps flavour the broth as it melts. Then it’s all up to you how long you grill the proteins. Wilt the greens and noodles and choose sauces to flavour the end result. The egg coats the outside of your chosen proteins and cooks right along with them, adding additional flavour and texture. When ready, ladle the broth into the small bowls and away you go. It’s a delicious meal that everyone can enjoy. You can choose different proteins to cook and grab more broth as required. It’s all about sharing and enjoying the activity of cooking at your table.

Chim Chum The second you will see is the Thai Hot Pot or Chim Chum; the name literally means ‘dip and drop’ in Thai. Chim means to ‘dip in’ while Chum means to ‘drop something briefly into liquid’. Chim Chum, or Jim Jum, is a popular Thai street food believed to have originated in Laos or Cambodia. It is traditionally made with chicken or pork, however seafood is very popular as well. Served with fresh herbs and cooked in broth in a small clay pot over charcoal. The clay pot is brought to the table and filled with broth. When the broth is boiling, you add the vegetables, proteins, noodles and herbs. Again, a raw egg is mixed with the protein to add texture and flavour to the meat and broth. Remove each item as they are cooked and place in your bowl. Ladle in some broth

FOOD & Entertainment, August 2017

and flavour with the dipping sauces and eat. It is a very sociable way to eat and also one of the healthiest dishes you will find here in Thailand. I find that generally the broth is more flavoursome here in Thailand compared to those I have tried elsewhere in Asia. The addition of the spicy dipping sauces allows you to make the flavour ‘your own’ and is very suitable for the whole family; it’s healthy and delicious.

RENEGADES is about a team of Navy SEALs on assignment in war-torn Europe who discover a treasure of gold at the bottom of a lake -- rumored to be worth hundreds of millions of dollars. In an effort to help the locals, they go rogue and engineer a heist to retrieve the gold and return it to its rightful owners. Directed By: Damien Power Written By: Damien Power In Theaters: Aug 3, 2017 Runtime: 89 minutes Studio: IFC Films Stars: Aaron Glenane : As Todd’Chook’ Fowler Aaron Pedersen : as Scotty ‘German’ Shepard Harriet Dyer : as Samantha ‘Sam’ Shaw Ian Meadows : as Ian Smith Maya Stange : as Magaret Voss

A couple’s romantic camping trip becomes a desperate fight for survival in this ultra-raw, unhinged kill ride. In need of a break from the pressures of their life in the city, Sam (Harriet Dyer) and Ian (Ian Meadows) head to a remote beach for a weekend getaway. When they come across an abandoned campsite, with no trace of its occupants, they’re concerned. When they discover a lone, traumatized child nearby, they’re scared. And when they encounter two local weirdos, they’re in for a hell of a bad time. Unfolding in an innovative, time-scrambling structure, Killing Ground delivers both nerveshredding suspense and gut-punching realism. Rating: NR Genre: Art House & International, Drama, Mystery & Suspense

11 51 How Healthy is Thai Food? With many ingredients being rich in vitamins and minerals, the nutritional aspects of Thai food

are sometimes overlooked. We asked Leigh Higgins, General Manager of Feast Thailand Food Tours, about some of the healthier Thai food options to choose from. If you choose wisely, there are health benefits from the many fresh ingredients used and also the methods in which they are cooked. There is substantial use of plants, leaves and vegetables along with many herbs and spices used to create the distinctive flavours that are quintessentially Thai. Here are my Top 8 ‘go to’ dishes when I want to eat more healthily! To clarify, these are my criteria for healthier food options in any country; foods that are not deep fried, are lower in carbs, higher in protein and generally less in fats, creams and sugars.

2. Miang Kham

This one bite morsel is a super-nutritional flavour bomb. Finely chopped raw ingredients like shallots, garlic, ginger, chilli, lime and peanuts are placed in a ChaPhlu leaf, similar to a Betel leaf, then wrapped and popped in your mouth. The explosion of flavour is intoxicating, yet the healthiness of this small package is often overlooked.

8. Som Tam

In every market around Thailand you can buy a large range of nam priks; basically dipping sauces.

Close to the national dish of Thailand, this raw dish of fresh ingredients like green papaya, tomato, carrot and snake beans is just the thing on a hot day. Alternatively, try it with other fruits like green mango or even sweetcorn to give it that extra vegetable kick.

3. Laap

1. Steamed or Grilled Fish

A laap is a warm salad of minced meat, often chicken or pork, as well as sliced onions and lots of herbs with a spicy dressing. It’s normally served with a side dish of Thai basil, cucumber, cabbage and snake beans. Living in Hua Hin, fresh seafood is the #1 dish. Nothing beats a steamed fish topped with lime and lemongrass or fish or prawns grilled using a salt crust. These are normally served with fresh herbs and lettuce, allowing you to wrap the flesh and devour them.

5 Nam Prik and Vegetables

4. Tom Yum Goong Nam Sai

Often served with coconut milk, this famous Thai dish is full of protein and packed with lemongrass, galangal, kaffir limes leaves and tomatoes. When ordered ‘nam sai’, the coconut milk is replaced with broth. It is clear and full of flavour, yet with that hit of chilli for lovers of spice.

Some are designed for dipping meats into, yet there are others, such as Nam Prik Kapi, which are designed to be eaten with fresh, raw vegetables like snake beans, wing beans or eggplant. They are great as a snack or to eat as part of a balanced Thai meal.

6. Gai or Moo Yaang

Nothing really beats marinated chicken or pork grilling over hot coals. Served with a simple dipping sauce like Nam Jim Jaew, this is low in carbs and high in protein; there is nothing better.

7 Chim Chum

This is a great way to cleanse the body. A broth bubbles away in a pot at your table. To this you add leafy greens to wilt, various proteins mixed with egg are added and once cooked, you pick out what you want.

I arrived in Thailand just over 18 months ago and to date I have lost over 15kgs. I eat Thai food 2 to 3 times a day and I drink more beer and less water than I did back in Australia. I eat more rice than ever before and I love coconut milk based dishes. I love how fried food tastes, but it’s really the amount of vegetables and herbs I eat along with salads, grilled proteins and soups. I try to eat balanced meals with lots of variety; not too much of one thing! I’m not saying this will work for you, but it has for me; so I’m sticking with it!

12 52 Travel Deals by Name; Travel Deals by Nature

Despite the extensive use of the internet for travel bookings, many people don’t have the computer skills or hardware to research and book reservations online. If you prefer the personal approach, there are many advantages to be gained by turning to a travel agent for professional help and advice and it’s unlikely to cost you anymore. Locally the Siam River cruise on the Sea-Cret for one day (or longer) and snorkeling at Koh Talu are favourites. There’s no need to make your way to either the Suvarnabhumi VIP bus terminal near the Hua Hin Airport or to the Pattaya Ferry Terminal at the southern end of Kho Takiab for your ticketing requirements.

which is only a short stroll from central Phetkasem Road on Soi 80. The only trick is that Soi 80 is not just a straight road. You need to turn left soon after the entrance then follow the road around a bend so that you are parallel to the main soi with the office on the left. The internet won’t call a customer back, won’t wait on hold with an airline or hotel or adjust plans due to unexpected developments such as cancelled flights or overbooked hotels. If you’re looking for peace of mind, let someone with experience who is a licensed travel agent guide you through the travel maze. “As long as there are people that crave human interaction and comfort, travel agents will stay around.” What Should Your Travel Agency Offer? They have first-hand experience with many properties around the world and have a network of thousands of travel industry professionals and hoteliers worldwide. They will take the time to do the research and present you with options that fit your dreams and budget.
