Our Hua Hin office had a very pleasant surprise a couple of weeks ago with a visit by the Sheraton public relations staff followed up with a visit by the Amari Marketing Communications Manager calling by to wish all our staff best wishes to begin 2016.

The latest member is Ornusha Pinvorasarn, the newly appointed General Manager, who has just arrived and will be getting out and about in February. We will be featuring her in the next edition so that you can get to know her more.

This was a really nice touch by Khun Tararat and Khub Kwan (Sheraton) and Khun Jeab (Amari) that we all appreciated; and that wasn’t just because of the delicious sweet treats they provided. Our visit to Bakery Terrace continued the ‘sweet treats’ theme, just one of the hazards of the job. Personal contact is always the best form of communication to strengthen relationships and understanding. Last our month our ‘personal contacts’ included the opportunity to meet with Hua Hin’s Lord Mayor, Khun Nopporn Vuttikul, also known by his nickname as Khun Nui. He’s a man with a really positive vision for the future of Hua Hin Driving into Black Mountain Golf Course will never be the same again. The ‘baby’ of the course is now growing-up from being a par three to become a ‘fully grown’ third championship nine holes. This is another major investment for the future of regional golf and by the end of the year another great golfing experience will arrive. Hot on the heels of ‘Merry Christmas’ and ’Happy New Year’, February celebrates Valentines and Chinese New Year’s Day. I guess if you happen to have a Chinese spouse or lover the days could be combined though I’m not sure what that would look like.

The 2016 Chinese New Year Day is on February 8th, 2016. This day is a new moon day, and is the first day of the first Chinese lunar month in the Chinese Lunar Calendar system. This is the Year of Monkey, or some people say 2016 is a Red Monkey or Fire Monkey year. The Hua Hin Municipality is helping everyone here to join in the celebrations. There will be a grand parade and at the Phonkingphet Public Park from 4.30 pm on February 7th with a magic show and a battle between the dragon and lion with audience participation, then the dragon and lion procession around the town. The Mayor and administrative officials dress in ancient Chinese costumes. After the official opening all parades move along Petchakasem Road to Chat Chai Market on Petchakasem Road then around the market back to Phonkingphet Park. Red Envelopes Red envelopes, known as hong bao in Mandarin, are small packets filled with money that are given to young children by their elders. These red envelopes represent good luck, happiness and abundance. In some cases, it is also given to unmarried and unemployed adults to give them hope and encouragement. Dragon Dance The Chinese consider themselves as descendants of this mythical and majestic creature who represents prosperity, good luck and good fortune. The dance itself, dating back to the Han Dynasty, was believed to be a harvest tradition and brings about good health, prosperity and good luck. Fireworks With its loud explosions and bright lights, fireworks are believed to scare away evil and negative spirits. Fireworks have been an integral part of the Chinese New Year celebrations for many years, but because of the rising occurrence of accidents, many countries have banned the public use of fireworks. Instead, big displays are organized for the public to view.

Preparations Homes are thoroughly cleaned before the New Year in order to remove any traces of negativity and start over with a clean slate. The New Year is also a time for family to come together . Food is an integral part of the Chinese New Year celebrations, particularly on the Chinese New Year’s Eve. It is one of the most important family gatherings, and is often hosted by the most senior member of the family. Food for Good Fortune The foods that are prepared and served are often chosen because of how similar their names sound to things that are auspicious and good. For example, mandarin oranges are a popular fruit not only because it is in season but also because its name sounds close to the word that means “luck” or “fortune”. Chicken based dishes are also served in the belief that all families, no matter their social or economic standing, should be able to afford this meat. Fish dishes are also served, but usually left for last and often not eaten in its entirety. This is because the word “fish” sounds like “abundance”, and leaving some of it for the next day means that the family will receive abundant blessings in the coming year. Niangao or New Year cake is a glutinous rice delicacy that is traditionally most popular during this season because its consumption is considered to be good luck. Its name sounds like a phrase that implies one being prosperous year after year.

A New Legal Process For Tourists

Prachuap Khiri Khan Tourism and the Provincial authorities are busy preparing for two of the Prachuap Khiri Khan City’s annual events. ‘The Red Cross Festival and the ‘The Amazing City of Three Bays Festival’ will feature colourful parades showcasing the local traditions and culture of the Province. The Festivals will be officially opened on 19th February and conclude on 28th February. The highlight will be a big light and sound show about the history of Prachuap Khirikhan. Mr. Atikom Intuputi, the assistant Courts of Justice has announced the commencement of a new legal system in Hua Hin designed to build confidence amongst tourists in cases of disputes, to ensure the matters are dealt in a prompt and fair manner. Disputes may involve goods, services or criminal offences. Travelers may be victims or defendants. These cases have characteristics different from more general matters. A key mission is to provide advice and assistance to tourists in the proceedings and be completed quickly. The announcement has been greeted with eager anticipation however the details available to date are sketchy and Hua Hin Today will seek to provide a complete picture of the process, jurisdiction and limits and the way in which access to the process can be facilitated. ‘‘Good guys in, bad guys out”, says Thailand Immigration Chief “Good guys in, bad guys out” is the message from Pol. Lt. Gen. Nathathorn Prousoontorn, Immigration Bureau Commissioner, as immigration officials prepare to launch its latest crackdown foreign visitors who overstay their visas. As of 20th March 2016, anyone who overstays in Thailand can expect to be blacklisted and barred from re-entering Thailand. Ahead of the new regulations, the Immigration Bureau has updated it’s website, fully detailing the penalties for those who overstay. The new look Immigration site also includes a visa advice page, complete with a cartoon video which whilst informative, has to be seen to be believed! If you are reading this knowing you are on overstay, it would be advisable to go and sort the issue out before the new regulation begins on 20th March 2016. Below is the official notice. ‘Sirindhorna Khoratensis,’ A New Dinosaur Discovered in Korat PROPOSED HIGH SCHOOL INFORMATION MEETING AT HILTON HOTEL (RAMA IV Room) Thursday, 18th Feb 2016 7.30pm – 9.30pm

The world has a new dinosaur, or least the fossil remains of one, to remember thanks to researchers who discovered it among fossils dug up in Nakhon Ratchasima province.

The dinosaur is thought to have lived 115 million years ago, according to Pratueng Jintasakul of the Petrified Wood Research Institute, stretched 6 meters in length and weighed 1 ton.

Standing more than 2 metres tall, the dinosaur was a type of Iguanodon, meaning iguana-tooth, which were large herbivores living in the Cretaceous period.

The dinosaur was pieced together from skull and jaw fragments collected over a number of years. Due to the size of its lower jaw, Sirindhorna is different from fossils recovered from the same area in 2011, called Ratchasimasaurus and Siamodon nimngami, Pratueng said.

The remarkable discovery was made by a Thai and Japanese team digging into land located in Korat city since 2007. It’s been named “Sirindhorna khoratensis” in honour of Her Royal Highness Princess Sirindhorn.

The newly found fossils of Sirindhorna now rest among other 10,000 ancient remains at the Khorat Fossil Museum in Korat city.

12 Ministry of Public Health Alerts Provincial Authorities Over Bird Flu

The Ministry of Public Health has instructed all provinces to closely monitor any signs of bird flu during winter season and warned the public to avoid contact with any sickly birds. Public Health Minister Piyasakol Sakolsattayatorn said the latest data from the World Health Organization showed the continuous transmission of avian flu in various countries, both in people and birds. Some countries have been on alert for the infectious disease and have set up infrared scanners at airports and border crossings after a number of related deaths had been reported. Thailand has followed suit, given that the current weather is ideal for the spread of avian flu. Public Health Offices, as well as offices for the Bureau of Disease Control and Veterinary Services, have been ordered to monitor the situation in their respective provinces. Related officials are to keep careful travel records of people and animals entering the region, as well as any clinical samples for subsequent lab testing. Local officials have also been ordered to look out for suspicious changes in the rate of death or disease in birds, as well as conduct an awareness campaign to ensure cooperation from the public. In the event of a rise in bird deaths, the public have been urged to contact the authorities, so they can conduct lab testing to confirm the cause of death. When consuming bird meat, people are encouraged to ensure the meal has been thoroughly cooked while maintaining proper hygiene. Those in the poultry industry are prohibited from distributing birds which might be sick or have died under suspicious circumstances.

About Bird Flu Bird flu, also called avian influenza, is a viral infection that can also infect humans and other animals. Most forms of the virus are restricted to birds. H5N1 is the most common form of bird flu. It’s deadly to birds, and can easily affect humans and other animals that come in contact with a carrier. According to the World Health Organization, H5N1 was first discovered in humans in 1997, and has killed nearly 60 percent of those infected. Currently, the virus isn’t known to spread via human-to-human contact. Still, some experts worry that H5N1 may pose a risk of becoming a pandemic threat to humans. What Are The Symptoms? You may have H5N1 if you experience typical flu-like symptoms such as: cough, diarrhea, respiratory difficulties, fever (over 100.4°F), headache, muscle aches, malaise, runny nose, sore throat. What Causes Bird Flu? Although there are several types of bird flu, H5N1 was the first avian influenza virus to infect humans. The first infection occurred in Hong Kong in 1997. The outbreak was linked to handling infected poultry. H5N1 occurs naturally in wild waterfowl, but it can spread easily to domestic poultry. The disease is transmitted to humans through contact with infected bird faeces, nasal secretions, or secretions from the mouth or eyes.

Consuming properly cooked poultry or eggs from infected birds does not transmit the bird flu, but eggs should never be served runny. Meat is considered safe if it has been cooked to an internal temperature of 165ºF. What Are Bird Flu Risk Factors? H5N1 has the ability to survive for extended periods of time. Birds infected with H5N1 continue to release the virus in feces and saliva for as long as 10 days. Touching contaminated surfaces can spread the infection. You may have a greater risk of contracting H5N1 if you are: a poultry farmer, a traveler visiting affected areas, exposed to infected birds, someone who eats undercooked poultry or eggs, a healthcare worker caring for infected patients, a household member of an infected person

How Is Bird Flu Diagnosed? The U.S. Food and Drug Administration has approved a test designed to identify avian influenza. The test is called influenza A/H5 (Asian lineage) virus real-time RTPCR primer and probe set. It can offer preliminary results in only four hours. Your doctor may also perform the following tests to look for the presence of the virus that causes bird flu: auscultation (a test that detects abnormal breath sounds), white blood cell differential, nasopharyngeal culture, chest X-ray, Additional tests can be done to assess the functioning of your heart, kidneys, and liver. If you’re exposed to bird flu, you should notify staff before you arrive at the doctor’s office or hospital. Alerting them ahead of time will allow them to take precautions to protect staff and other patients before caring for you.

Thai Hospitalised in Taiwan After Arriving With Zika Virus A northern Thai man has been hospitalised in Taiwan after being confirmed as having the mosquito-borne Zika virus thought to be linked to brain-damaging birth defects in infants. Taiwan’s Ministry of Health and Welfare said that a Thai national coming there to work for the first time was stopped at Taoyuan International Airport on Jan 10 after setting off temperature scanners upon arrival in Taipei.

Disease Control, said the patient had a fever and a headache before boarding the plane in Bangkok and was detained at the airport’s fever-screening station. Two other northern Thai passengers travelling with the victim were cleared of both the Zika and dengue fever viruses.

The 24-year-old man who had been living in the North for the past three months is being held for observation at a local hospital.

The Zika virus is transmitted by the Aedes aegypti mosquito, which is also known to carry the dengue, yellow fever and Chikungunya viruses. First detected in Africa in 1947, it baffled health experts in the second half of 2015 by spreading quickly through Central and South America.

There is no vaccine or specific cure for the disease, Dr Amnuay said. While lacking complete clinical evidence, doctors and researchers increasingly suspect Zika is connected to cases of microcephaly -- a neurological disorder in which infants are born with smaller craniums and brains. The problem has been especially severe in Brazil, where suspected cases increased to 3,893 by Jan 16 from 3,530 cases 10 days earlier. Fifty infant deaths have been linked to the condition.

13 Makha Bucha Day – February 22nd This important day on the Thailand calendar commemorates two separate events that occurred on the same date 45 years apart, during the Buddha’s lifetime 2,500 years ago. On February 22nd this year, Buddhists across Thailand celebrate Makha Bucha Day, one of the most important Buddhist holidays in the kingdom. Many private and public organisations have plans to mark this holy holiday. The first event was the coming together of 1,250 monks from all locations and directions, to meet and be ordained by the Buddha. This event occurred seven months after the Buddha began his teaching. The second event, which occurred 45 years later, was the Buddha delivering his teachings shortly before his death. Both of these events occurred on the day of the full moon of the third lunar month, a month known in the Buddhist Pali language as ‘Makha’. The ‘Bucha’, also

a Pali word, means to venerate or to honour. Makha Bucha Day is for the veneration of Buddha and his teachings on the full moon day of the third lunar month. Makha Bucha Day represents a great deal in terms of the development of Buddhism in Thailand. It is a highly ceremonial event and in Thailand it’s an event that was only recently revived as part of Thai Buddhist tradition. The Supreme Patriarch of the Marble Temple in Bangkok, Kittsobhana Mahathera, did this in 1957. GROUP ORDINATIONS Numerous temples and religious centres nationwide will organise a group ordination to celebrate Makha Bucha Day. Male Buddhists may take part in a group ordination at various temples or religious centres.

MASS MEDITATION Apart from making merit and listening to sermons at temples during Makha Bucha Day, Buddhists are also encouraged to mediate and pray in commemoration of the Lord Buddha’s Buddhist teachings. In the morning many Thai people wake up early to give alms to monks. In the evening, temples are full of people listening to sermons. They often perform a ritual known as the candle ceremony where they walk clockwise three times around the temple holding flowers, incense and a lighted candle. As part of the observance, Thai Buddhists are encouraged to do their best to observe the “Five Precepts (Rub Sil’),” even for just the next couple of days. The “Five Precepts,” which is the basic Buddhism code of ethics and is a practice of renunciation, tells Buddhists to abstain from harming any living thing; from stealing; from taking intoxicants; from backbiting, gossiping and telling lies; and from engaging in immoral sex. Devout Buddhists may also observe additional precepts during the period. They will abstain from eating after midday; from using a soft chair or a high bed and from wearing ornaments or perfume, and from public entertainment, dancing, or singing. Those who observe these precepts strictly, practice meditation and mental discipline, stay in the temple, wear white robes, and eat only vegetarian food for a number of days. For visitors to Thailand, “Makha Bucha Day” presents a great opportunity to observe first-hand the Thais’ religious practices and the local lifestyle.

A Story About Happy Childhood Memories There is careful financial management by the person steering committee (supporters may pledge regular donations to a bank account), a ‘buddy system’ to promote interaction between members and individual kids and regular social events in Cha-Am.

Hua Hin Today had the privilidge to be a small part of a beach party arranged for over 20 kids who live at a home for kids distant from the mainstream of Thai society near the Myanmar border. These are kids who could have been homeless as they do not have the daily support of parents or extended family members.

Apart from funding some of the essentials of life, there is a desire to become a longterm influence and source of hope for these kids.

The enthusiasm of the kids was obvious, they didn’t even bother to take-off their flotation vests after rides on the banana boat before taking the next jump on the inflatable castle. The smile on the faces of kids showed that they were having a happy day that is sure to remain in memories longterm. Childhood memories shouldn’t only be about a drab existance lacking some of the real joys of life. The beach party was hosted by the Hua Hin Sailing Club with proprieter Richard showing his Thai language proficiency by offering the kids free ‘ice-a-cream’ after a wholesome lunch. Some three years ago the needs of these kids was recognised by some foreign visitors to Cha-Am. Very soon fund-raising events were being organised in their home

The strange part of this story is that this group, organisation or collective has no name! My enquiry about a name was greeted with some surprise; in the past everyone just knew who they were. HIV - Understanding The Tests

Those at risk of being infected by HIV or know someone who is at risk, s hould know about the different types of HIV test, the result of rapid medical science progress and advancement. HIV (Human Immunodeficiency Virus) is a virus that evolves, replicates itself and gradually attacks the immune system. Generally, when the immune system detects a viral infection it will produce immunity. In that process, many cells are in use. One of the most important cells is a type of white blood cell called CD4 T lymphocyte (a.k.a. T-helper). In the case of an HIV infection, the virus destroys CD4 T lymphocyte and makes copies of itself inside them, weakening the immune system. HIV infections occur in three stages as follow: 1. The first stage is asymptomatic. It is at this early stage the second stage develops after 5 – 7 years, depending on the individual. 2. The Second stage has symptoms which can include body rash, swollen glands, oral thrush, Herpes Simplex, etc. The infection will evolve to the third stage within 1 – 2 years. 3. The third stage is an acute period, known as Acquired Immune Deficiency Syndrome - AIDS. It is a condition where progressive failure of the immune system allows lifethreatening opportunistic Infections; such as pneumonia, meningitis, and cancers to thrive. HIV can be classified into two main types: HIV-1: the most common type found worldwide, and HIV-2: found mainly in Western Africa. However, the symptoms and stages of evolvement of these two types are not very different. The best way to treat patients with HIV infection is to detect the infection as soon as possible, in order to prevent the HIV replication after he first stage.

However, since the cost for this test is higher, it usually available only in certain hospitals and clinics – mostly the private sector. WHO guidelines on HIV/AIDS suggest to take the test again after three months to provide more accurate results. You may also choose to take the test only once; three months after the incident where you may be infected.

The types of HIV tests are: HIV antibody tests – A standard test used in every laboratory which will detect specific antibodies produced. These antibodies may be detected 1 month after the infection.

HIV can be a scary thought for many, however a negative result may provide relief and peace of mind. Early treatment options have also advanced significantly in recent times. The expression ‘ignorance is bliss’ does not apply to anyone at risk.

Nucleic Acid Amplification Tests (NAAT) – This is a faster test, where can detect HIV after 5 days of the infection.

It’s All Happened, Or About To Happen At Black Mountain

Harald Ellison is a proud, but busy man in his role as General Manager of Black Mountain Golf Club. Proud of what this prestigious Golf Club has achieved and busy because of the challenges of what’s to come next month and important course developments due to be completed towards the end of 2016. The next ‘about to happen’ is the 2016 True Thailand Classic scheduled for March 13-15. The US$2 million prize money is a European Tour has co-sanctioned an event with the Asian Tour. The tournament is also part of the prestigious Race to Dubai series, and an even stronger field than last year’s inaugural event is anticipated. Harald is eagerly awaiting details of the final field however he tell us that Australian Andrew Dodt will be there to defend his title.

Last but not least there is another nine holes now under construction, with the heavy machinery moving in just prior to our January 20th visit.

The most recent awards until just recently have been the Annual Asian Golf Awards 2015 being awarded a total of six Awards including Best Course in Asia Pacific for the second year running. Work on the New Nine Holes Has begun

However Golf Digest has just released it’s assessment of the world’s top golf courses in 206 countries around the world. Another testament to the sport’s global popularity; we didn’t know that there are golf courses in places like Tajikistan or Angola!

Hua Hin Today was very recently able to talk to Harald about these happenings. He’s a modest and unassuming golf industry leader with a ‘can do’ approach who must be personally congratulated for the accolades and recognition of the course’s rightful position as the region’s prestigious ‘must play’ golf course. Our golfing readers will probably already be aware of the numerous awards made to Black Mountain since it’s opening in 2007 when Harald was appointed GM. It’s a list too long to describe and just a casual glance on the crowded wall behind the pro shop counter will be testament to these achievements.

A ‘bitter-sweet’ aspect of this major change is the sacrifice of the Par three course which is now closed. Although acknowledged by many, especially professional golfers, as an ideal way to tune up their short game and one of the best par three courses anywhere, this course may not have been played as often as deserved. 2015 Winner – Andrew Dodt

Of the 300 golf courses in Thailand listed, it should come of no surprise that Black Mountain has again topped the list and named as Thailand’s Greatest Course. Harald tells us that there are many independent and anonymous judges from all segments of the golfing industry, apart from individual golfers that submitted their assessments, so his pride in this achievement is understandable.

Asian Tour’s Chief Executive Officer, Mike Kerr had high praise for last year’s event. “The Black Mountain Golf Club is a wonderful host venue, having won numerous accolades.” Harald has added that the feedback from both players and spectators has been gratifying and whilst small improvements will certainly be made, he’s never satisfied. The event will continue to offer a fantastic opportunity to see the ‘best of the world’s best’, showing their skills in a real classic golfing test. The latest update and then report of proceedings will follow in our next editions.

Harald says that both the length and style of the new nine holes will be similar to the current back nine and current standards maintained if not exceeded. The area approaching the club house may not look quite as scenic for the next months until the planned opening at the end of the year, but we anticipate a very rapid transition towards completion. Constant improvement and development are hallmarks of Black Mountain’s success. They don’t talk about it too much, it just gets done. We’ll have to wait and see what’s next after the new nine; it’s unlikely to be the final step in pursuit of golfing perfection.

17 ‘A Day With Darren’ Mahasamutr Members and Guests at Banyan

This was a very special day for golfers from the growing number of Mahasamutr Country Club Members and VIP guests at the Banyan Golf Course for the 1st MHSM Golf Tournament and the chance to meet one of golf’s real superstars, Darren Clarke ‘A Day With Darren Clarke’ gave access to Northern Ireland and one of the world’s most respected and recognisable golfing legends. Darren Clarke OBE (Order of the British Empire) has been a long-standing fixture on the PGA and USGA Tours with his most famous win coming at the 2011 (British) Open. His most recent claim to fame has been to Captain Team Europe to a win in last month’s Eurasia Cup.

Arriving in style by helicopter to the Banyan Golf course, Clarke was joined by British PGA professional Lee Harper with plenty of tips and demonstrations for the somewhat awe-struck Mahasamutr guests.

Shifting your weight for longer drives

Golf Tip 24 If you look at photographs of good players at impact, you’ll notice their upper bodies are tilted behind the ball. This is especially true when they’re hitting driver. They’re using their body weight to put more power into the shot. This notion of staying behind the ball is an important one, but you have to do it correctly. Many amateurs misinterpret it. Instead of shifting their weight to their front foot as they start down, they favor their back foot in an effort to stay behind the ball. Their weight moves in the wrong direction (Pic 1). You want your spine to stay back, but your lower body should move toward the target (Pic 2). As you start the downswing, shift your hips to the left. You’ll feel your weight transfer to your front foot. Then rotate your upper body around your front leg as if it were a post. This is the proper way to stay behind the ball. 20 A ‘Hog Deer Haven’ The Huai Sai Wildlife Breeding Centre Cha-Am

The Hog Deer gets its name from the hog-like (or pig-like) manner in which it runs with head hung low to duck under obstacles instead of leaping over them like most other deer. Habitat degradation and hunting lead to near extinction of this species throughout Thailand. Restoration of the Hog Deer’s place in the fauna of Thailand is a prime focus of the Huai Sai Wildlife Breeding Centre as part of a Royal Project in Cha-Am. Hog deer are relatively small with varying dark brown to yellow brown fur and white-tipped tails. The animals prefer tall, wet grasslands usually near medium or large rivers and typically avoid densely forested areas.In the past, this area had abundant natural resources and was once a habitat for wildlife, particularly the hog deer as an indigenous species. The name ‘Huai Sai’ means the creek of the hog deer. Back in 1924, His Majesty King Vajiravudh declared Huai Sai as part of the area within the compound of Mrigadayavan Palace, with all forms of harm against animals prohibited. However, within 30 years, the Huai Sai area was severely exploited with encroachment for farming purposes, particularly pineapple plantations and the misuse of chemicals led to ecological systems deteriorating. The land became arid and barren with topsoil eroded. In April 1983, King Bhumibol visited the site and witnessed the damaged conditions of the land. He commented that “If we leave this area alone, it will become a desert.” His Majesty initiated the establishment of the Huai Sai Royal Development Study Centreinitiative to develop the area of about 15,880 Rai as a Royal Project. Then in June 1990 an additional focus became the propagation of wildlife, especially deer. This became the Huai Sai Wildlife Breeding Centrewhich has an area of 300 Rai. Despite being listed by Tripadvisor as one of the places to visit in Cha-Am, the Centre could hardly be described as a tourist attraction. However visitors are welcome to stroll around the grounds and see many creatures with local origins to see the real ‘Unseen Thailand’. Visitors can see you can see rare species of wildlife including reptiles, birds and monkeys. The unusual include the fishing cat, smooth-coated otter, pileated gibbon, dusky langer, Malayan porcupine, binturong bearcat and of course the deer. Animal accommodation may not always be ideal with many concrete-floored cages but there are also unfenced but moated islands with acrobatic gibbons showing off their gymnastic skills in the trees and suspended ropes. The host for our visit was the Chief of the Centre Khun Amnat Sonjai who manages some 40 staff, including vetinary assistance. He talked about how hog deer bred at the Centre have been sent to establish colonies in Ratchaburi,

Kui Buri National Park, Chanthaburi, Kanchanaburi and Chachoengsao. There’s still a long way to go before sustainable populations return, but extinction seems have been overcome.

the threat of bird flu has previously needed the exclusion of visitors for a period of years. It is apparent that there really needs a long-term commitment and effort by all the agencies involved.

It’s also fair to say that challenges continue for land restoration and reforestation at Huai Sai. Dry seasons and water shortages remain an issue and for the animals

21 Hua Hin’s Lord Mayor – Towards a Positive Future Hua Hin Today was recently granted direct access to the Lord Mayor of Hua Hin, Khun Nopporn Vuttikul, also known by his nickname as Khun Nui. We enjoyed an informal conversation at his office to better understand his views about managing his important position. Our article is an abridged version of what he had to say; not word for word, but we hope without losing the sense the conversation and the Mayor’s vision for the future. How you see Hua Hin’s rapid development? Hua Hin now is well known both at home and abroad. The location, not far from Bangkok has helped Hua Hin to become one of the best places to attract investors, especial in the hospitality and property sector. The fast growing population of Hua Hin has created high demand for consumer products. To meet this demand, coming from both domestic and foreign consumers, new shopping areas are being built, with Bluport Hua Hin Resort Mall and significant new hotels such as the Marriott, Intercontinental, and many residential apartments doubling the visitors and investors the last two to three years. This has created many logistic problems for the municipally to deal with, what is the municipality plans to solve it Hua Hin has become a major tourist attraction from both domestic and foreigner visitors, being only 180km away from Bangkok and a 2 1/5 hour drive. This has become one of the most popular destinations in Thailand, especially for people living in the capitol of Bangkok. However this has created traffic problems, especially on the weekends. To solve this problem the Hua Hin Municipality has worked hard to complete the parallel road to canal (Hua Hin soi 6) next to along the rail (Hua Hin soi 116) to help with traffic congestion during peak hours, weekends and holidays. This so you can more easily enter Hua Hin especially if you come from Cha-Am or travel from Hua Hin to Cha-Am. The completion of the new 4 lanes road in soi 112 has helped the residents and tourists that live south of the city to over pass Hua Hin via the bypass road. They don’t have to use the always busy entrance to Hus Hin from Cha –Am. The development of the extension of the Hua Hin - Pranburi road will also relieve traffic congestion in the southern part of the city. Plans to solve the rapid growth of our city is in one of the most important issues and the government, municipality and private agencies working very close to give solutions. Travel is important to promote tourism and helps strengthen the economy.

The government, the municipality and private agencies have held informal meetings to open a ferry line (hydrofoils), between Hua Hin, Pattaya and Bang Pu to add convenience for tourists. The infrastructure at the Hua Hin pier is already underway. Until all this infrastructure is completed traffic problems are likely to continue. Sports development is very high on the municipally agenda, are you personally involved? Yes, with my team we believe sport is the best medicine to solve many of the young generation’s problems. Together with education, we must move the children towards more social events and not let them stay inside with computer games or find themselves involved in illegal activities. Sports can help with football, tennis, bike events, badminton etc. Our agenda is to promote them as much we can.. To the south of Hua Hin at Khao Takiab, is a completed football stadium with a capacity of up to 3,500 people seats and open for nearly one year. This supports the wellbeing of sport.

The new sport centre has just opened at the intersection of soi 112 and there are many planned sports events during 2016. The municipality and social clubs are municipality is very active also in many social events: The Hua Hin municipality has contributed to the education, knowledge and adjustment in the housing and tourist attractions for foreigners including co-sponsoring. Many new social clubs have been established in close cooperations with the municipality, for example the Woman Club, now entering the third full year. In co-operation with the municipality the Club has been involved in helping and supporting those less educated. Members of the club are mostly business women coming from different backgrounds and representing Thai people and foreigners. They help the local population help as much they can. This is a good example of an organisation providing support in developing technical and social assistance, as I mentioned. The main activity of this co-operation between the Hua Hin Municipality and the Women’s Club is to teach languages, such as English as the common language. Additionally donations of food to poorer communities are made and the provision of educational materials and medical equipment. This also promotes the culture of Thailand to foreigners forging strong links with foreign residents, and tourists. The message of the Lord Mayor of Hua Hin Khun Nui: Mayer Nui wishes to all foreigners living in Hua Hin, tourists and residents a “Happy New Year for 2016 and hopes all have fun with family and loved ones. He wishes you all a happiness and success. “ “I would like to say thank you for all for your respect and understanding to coexistence in this city. I am glad that there are foreigners, many who support the community to development and help in many the Hua Hin Municipality. This means that the town has benefits because of cooperation and support. Please be mindful of your safety and happiness throughout your time here.” “I want to ask for help and advice from foreign tourists who plan to visit Thailand to understand and to study the traditions and lifestyles. This is to avoid misunderstandings which may make the experience called ‘culture shock’ and lead to negative experiences. Banyan Mercedes Benz 2016 Road Cruise; More Than Just A Drive In The Countryside Around 60 Mercedes Benz vehicles of various shapes, sizes and ages have just completed the Banyan Mercedes Benz 2016 Road Cruise to Hua Hin. Banyan The Resort, Hua Hin represented by Sirirat Murphy, General Manager as the host and main sponsor in conjunction with the Mercedes Benz Club Thailand represented by Sayam Sethaputra, President. A side trip to the Mangrove Ecosystem Preservation & Science Education Centre (MEPSEC) Hua Hin also provided a significant contribution towards the restoration of mangrove growth by sponsoring a significant area of the project. On a more festive note, the Gala Dinner, was a final night of celebration on the Banyan Resort grounds, giving the chance to indulge in fine cuisine and wine, entertainment and to revisit childhood with the theme of ‘Back To School Days’

The theme was embraced by many who had either retrieved their own school uniform from a dusty trunk or, at last in one case, wearing their own children’s clothing. When the band first appeared I somewhat foolishly wondered if a local high school band had been engaged. Gratefully this dress code didn’t detract from their very professional performance.

Where you could explore and around every corner there were surprises that kept you wide eyed. Later in adult life it became a place of fond memories and warmth and always your favourite place to take time-out with your family. The Bakery Terrace Family Restaurant offers that sort of experience plus. First and foremost it’s family-friendly and with garden areas and outside games to play, the kids won’t be in anyone’s way or disturbing adults.

Inside there’s an eclectic art display that’s hard to categorise. You can’t really put a label on a style that includes a classic Van Gogh portrait alongside Andy Warhol’s Campbell’s soup cans and even Mona Lisa; but somehow it works.

The entertainment options are unusual in old-fashioned way. No video or electronic games, but wooden puzzles and games, a place to putt golf balls and even a table football game that kids probably haven’t seen before.

There’s a menu that offers mostly Thai food including many seafood and noodle dishes at plus or minus 100 THB, but with enough Western food for foreign diners and especially breakfast choices. Early morning (from eight AM) or mid-morning customers are frequent. Special occasions, including corporate gatherings are also catered for in an informal atmosphere. But the real delicacies are of the sweet variety. They are on display rather than on the menu and appealing to the eye apart from the palate. A specialty includes ‘custom-made’ cakes of all shapes and sizes for celebrations such as birthdays, anniversaries and the like. There’s a culinary artist in the family who creates cake decoration ‘portraits’ on order; unique 3 D presentations. Your own cupcake design can also be made to order with a recent order of 500 just completed for one special event.

Two Thai sisters are in charge with previous similar ventures with the same business name in Bangkok and Chiang Mai going back to 2004. Our host was Khun Lek (Apivan Wongkhalaung); although Khun Dang (Unchalee Wongkhalaung) would be regarded as the real baker with over 20 years’ experience in this specialist culinary artl. Our appointment with Khun Lek needed to be after 5 PM. Much to our surprise this enterprising and energetic lady has a very different ‘string’ to her professional career ‘bow’; she manages to balance this business interest with being the Director of Nursing at San Paulo Hua Hin Hospital! Perhaps the management duties at Bakery Terrace provide her with some light relief away

from the stresses of a medical environment. Bakery Terrace Family Restaurant combines the best ingredients of atmosphere, visual attractions and individuality as an alternative to the mainstream. DIRECTIONS

First, start by searing lamb shank in a very hot pan and on all sides. Leave it to rest on the side. In the same pan, fry massaman curry paste (Blend), and add following ingredients : Tamarind paste, fish sauce, palm sugar, half of the peanuts and lastly coconut milk Add the lamb shank in and simmer for at least 2 1/2 to 3 hours. At the end add diced potato, chopped onion and simmer for 20 more minutes. Dress onto a soup bowl, and top with crushed peanuts and some fresh coriander.

36 TAT Predicts Booming Tourism This Year Vietnam has held flag-raising ceremonies in its two biggest cities of Hanoi and Ho Chi Minh City to mark a historic event for the country, Thailand and eight others in the Southeast Asian region. The ceremonies to celebrate the official establishment of the Asean Community were organized at the headquarters of the Ministry of Foreign Affairs in Hanoi and Ho Chi Minh City. Speaking at the ceremony in the capital city, the ministry’s officials and attended by ambassadors and representatives of Asean countries in Vietnam, Pham Binh Minh, Deputy Prime Minister and Minister of Foreign Affairs, said it was a moment of historic significance to all Asean member countries. Effort exerted for the sake of peace, friendship, cooperation and development for all the peoples in Southeast Asia is the

decisive factor leading to the success of Asean today, Minister Minh said. The launch of the Asean Community will take cooperative relations to a new height, which will ensure the legitimate interests of the member states and assert the central role of the grouping following a rising trend in increased cooperation in the region, he added. Thailand Introduces New Security System At All Airports

Tourism business for the year 2016 is expected to grow an average of 8 percent with anticipated revenue totalling 2.3 trillion baht compared to last year’s 2.21 trillion baht, said Mr Yutthasak Supasorn, Governor of Tourism Authority of Thailand. Tourism growth during the festive period from Christmas to New Year met the 10 percent target generating revenue estimated at about 20 billion baht, said the governor, adding that hotel bookings for most hotels are full until March. Mr Surapong Techaruvichit, president of Thai Hotels Association, disclosed that hotel bookings for the festive season this year were at the same level registered last year with tourists from Malaysia and East Asia such as China and South Korea

and Thai tourists forming the bulk of tourists. New Year’s revelers, meanwhile, are returned to Bangkok in droves after the New Year break and the start of the working week. Customs Department to Cut Import Duty on Luxury Items

Thailand has introduced a new security procedure, the Advance Passenger Processing System (APPS), at six main international airports from 1 December, 2015, and plans to roll out to 32 airports nationwide over the course of 2016.

The move forms part of on-going improvements to Thailand’s security systems, to ensure that local and international travellers can traverse the kingdom’s main gateways safely. The APPS allows immigration officials to run instant background checks on inbound travellers, based on their passport information. Personal and visa details will be checked against a list of blacklisted or banned individuals. This ensures that any undesirables are stopped before they officially enter Thailand. It is not expected that the new system

Thailand’s Customs Department is preparing to make a 30% cut to import duties on luxury items in hopes of boosting tourist spending. The department held a meeting with the private sector in January to sort out the details of the tariff reduction before forwarding the details to Somchai Sujjapongse, finance permanent secretary, for consideration. Kulit Sombatsiri, director general of the Customs Department, stated that the new duty level must not be detrimental to domestic manufacturers. The department’s move comes after several requests from the private sector to further promote Thailand as a shopping

paradise for tourists while also encouraging local consumers to shop at home instead of traveling abroad. The government is taking steps to stimulate tourist spending and domestic consumption in hopes of boosting economic growth, as private and public investments take much longer to produce results. In the final week of the year, tax breaks of up to 15,000 baht per individual was offered as part of an attempt to encourage shopping. Recent estimates from the Finance Ministry project that the tax break added 0.1 to 0.2 percentage points to Thailand’s GDP for the year. This may boost GDP growth up to 3% in 2016, compared to the previous forecast of 2.8%.

40 Hua Hin Property to Enjoy Revival; Favored By Retired People Hua Hin’s property market is booming again this year because the beachfront city will change itself from a holiday getaway to an ideal place for post-retirement. As it is fully-equipped with many facilities, the city will enjoy over 70% selling rate of new property. According to the board manager of C B Richard Ellis (Thailand) Co. Ltd. Ms. Aliwassa Pattanathabut, the property market outside Bangkok in 2015 was not very busy, and many companies had to suspend some new projects while trying to sell all the existing ones as much as possible. However, this situation will not remain as such for a long time, especially the property market in Hua Hin where there are not as many new areas for developing new housing projects as in the past and strict regulations are applied for new property. “2016 is a good year for Hua Hin’s property market because a new shopping complex by The Mall Group will be completed and at the end of this year and other very big projects like Mahasamutr will be finished. Both are new products that will attract visitors. The Mahasamutr project in particular is designed for the upper class. In addition, Hua Hin enjoys high demand as it is located by the sea and boasts many facilities. New and innovative condo projects should be carried out soon, making new perspectives for the city’s property market. This won’t make Hua Hin just a beachfront city anymore, but it will become a place where retired people want to live,” said Ms. Aliwassa. The Deputy Director of Research Department, Colliers International Thailand Co. Ltd. Mr. Surachet Kongcheep stated that, although condominiums in many cities of Thailand did not boom in past months due to economic sluggishness, those in Hua Hin were sold out continuously, and customers still have many choices to select. The condo market in Hua Hin will keep growing this year thanks to public projects like high-speed trains, effective urban planning, the motorway project and extended. Despite new development and modernisation, nonetheless, Hua Hin still maintains its vintage charm. Some project owners are slowing down their sale of new property products to boost customers. New condos are being constructed far from the beach or out of the eastern side Phetchakasem Road, such as in Khao Tao, Khao Takiab and Pranburi or in the west of Phetchakasem Road. Those projects are sold with low prices. Houses built by local property owners are also interesting choices for Bangkokians who look for a holiday getaway.

The research conducted at the end of 2015 by Colliers has found that 77% of the total 5,962 condos was already sold with the average price of 76,600 Baht per square metre. “Hua Hin is a beachfront city near Bangkok which is more ideal for family than Pattaya. Recently, many community malls, water parks and other tourist attractions have been mushrooming, apart from a new shopping complex that is nearly finished. Since 2011 when Bangkok faced the flooding problem, many people have opted for Hua Hin as a place to stay, either temporarily or in the long term,” said Mr. Surachet.

41 Staying the Night ‘On-Course’ at Banyan

A night in luxury at a Banyan Golf Course Club Suite It’s true to say there are a number of regional golf courses where it’s possible to stay the night within walking distance of the first tee, but we’ve never seen anything quite like this before. The Club Suites at Banyan are literally part of the Club house complex, yet even regular players at the course may not be aware they exist. The entrance is up a short flight of steps alongside the Club House entrance walkway; discreet, unremarkable and largely unnoticed. The design follows the Ayutthaya inspired traditional Thai style with the suites a part of the original club house design completed in 2008 rather than an addition or after-thought. On this higher level you’ll find a stone and timber deck and an expansive view over the award winning golf course emerges. The scenic vista from the lower level of the clubhouse restaurant and Mulligan’s Pub is impressive enough and a big part of the appeal of Banyan, but this is on a higher plane. You’ll gaze over the Mulligan’s roof top Your view over the first nine holes can be enjoyed without interruption from an outside Jacuzzi or while relaxing in your own pavilion or ‘Sala’. Golfers into the distance will be oblivious; it’s a very private setting. The best views may be of the evening sunset or the clarity of sunrise before an early tee time. Inside the suite you’ll find the extensive use of teak timber with substantial structural beams, flooring and furnishings continuing the traditional Thai design elements. There’s no shortage of modern luxury fittings, but you feel as though you are staying in an updated version of an ancient Thai palace. There is any number of scenarios for golfers to consider as motivation for a night or two at the Club Suites. First imagine the situation when you are joining a big event which involves some after game celebrations. The four kilometres of winding entry road to Banyan should always be travelled with some caution and due care. After a drink or three and a tiring day of golf, driving back in the dark may not be such a good idea. Staying the night will means carefree celebrations and peace of mind before a good night’s sleep. After all the pineapple fields alongside the entry road are not user friendly for an unplanned vehicle excursion! We were told of one avid golfer with a dilemma. His invitation to play at Banyan coincided with a wedding anniversary.

The answer was to suggest to his wife a romantic night away, without after hours distractions. He suggested that she could relax by the Jacuzzi during the day, enjoying the view with room service for fine food and drinks ........... ........................ but he could also play golf, a perfect solution for the couple.

We met one golfing fanatic who stayed for two nights and played 36 holes of golf each day; by himself. He just wanted to immerse himself in golf for a few days without interruptions. He could even continue the theme with the large screened TV fixed on the golf channel before drifting into sleep. As a Sydney taxi driver, he was a slightly eccentric character who relished the ‘golf-only’ experience; something to boast about back home.

About The Club Suites Bookings are always a good idea although you may get lucky if staying is an impromptu idea. Check in and out times will be dependent on other guests. 44 Boon Rawd Donates 1.3 Million Baht for Forest Protection A representative from Boon Rawd Brewery Brewery Public Company has visited Ratchapruek Farm in Kaeng Krachan District, Patchaburi, and donated 1,300,000 Baht funding to support the work of staff and police in Kaeng Krachan National Park. On 16th January the board manager of Boon Rawd Mr. Santi Bhirombhakdee asked the company’s advisor Mr. Amnart Pankaew to give the money to the former Senator of Phetchaburi Ms. Sumol Sutawiriya and the former Director of Kaeng Krachan National Park Mr. Chaiwat Limlikitakson. The donation will be used as a fund to support the work of staff and police in Kaeng Krachan, especially the help

forest protection, including illegal logging and wild animal hunting. Every year, many staff and officers of Kaeng Krachan are reportedly injured by those engaged in illegal hunting or logging. Family members of the staff and officers who were killed then have financial problems. Thailand’s Double-Decker Buse Safety Highlighted

Currently, almost two-thirds of Europe’s renewable energy comes from burning biomass, and the industry employs almost half a million workers. Thailand will use coconut husks to generate 9.5 MilliWatts of energy in a process believed to increase efficiency while reducing air pollution. The process turns coconut waste into electrical power thanks to a specialized power plant that burns biomass. Unlike other biomass plants, which can be designed to burn everything from wood chips to city waste, the plant being built in Samut Sakhon Province will be tailored specifically for coconut parts. Thailand produces over 1 million tonnes of coconuts annually, according to United Nations statistics, and by tailoring the plant to use just one form of widely available form of waste, officials of DP Cleantech, the corporation constructing the plant, believe they can increase efficiency while reducing air pollution. The plant, which is expected to open in the next 18 months, will generate 9.5 MilliWatts of energy. Simon Parker, CEO of DP Cleantech, told Appleyard that the plant would be unusual because it would accept multiple forms of coconut fuel, including husks, shells, and leaves, adding: “We believe that the energy market in Thailand is ready to be at the forefront of the new generation of solutions for biomass to power, using higher efficiency, multi fuel and low emissions solutions.”

Biomass is becoming an increasingly popular renewable energy source, although most current plants are fueled by wood chips. In their 2015 report, the European Biomass Association estimates that Europe received 15 percent of its energy from renewable sources in 2013, the most recent year for which figures were available. Of that total, 61.2 percent came from biomass generators, almost two-thirds of the renewable energy generated on the continent. That same year, 494,550 people were estimated to work in the biofuel industry, generating wages of 56 billion euros. A 2014 study from the International Council on Clean Transportation estimated that Europe currently wastes 220 million tons of similar material which could be fed into a biomass plant. Ben Allen, a senior policy analyst at the Institute for European Environmental Policy, said that biofuelbased approaches will have to be tailored to each individual region: “Context is everything when evaluating sustainability … because it determines the feasibility of a power plant, the availability of the resources, the conditions of supplying and the interaction with the wider business community.” MintPress News Desk

Thailand will install GPS systems in public buses to monitor reckless driving and ban the registration of new double-decker buses in an attempt to curb traffic accidents and road fatalities, the transport minister said. The New Year’s holiday, also known in Thailand as the ‘Seven Dangerous Days,’ ended with the highest number of road deaths in five years. Motorcycle and car accidents left 380 people dead from Dec. 29-Jan. 4, despite a crackdown on drunken drivers by the country’s ruling junta that led to thousands of vehicles being impounded. Thailand has the second-highest traffic fatality rate in the world, according to a 2013 survey done for the World Health Organization. In response to the recent increase, Prime Minister Prayuth Chan-ocha ordered the Transport Ministry on Tuesday to enforce the new measures before the next expected seasonal surge. Another ‘Seven Dangerous Days’ comes during the Buddhist New Year in April. The measures include banning new operating licenses for new double decker

buses, said Transport Minister Arkhom Termpittayapaisith. Road safety groups have repeatedly called for stricter standards on double-decker buses, saying the buses are improperly built without regards to engineering safety and should be barred from hilly, winding roads where many accidents occur. Prayuth also instructed the ministry to strictly enforce a tilt test for all buses over 3.8 metres (12.5 feet) in height, whereby the buses are placed on a 30-degree slope to measure whether they would tip over on a road. All public buses will also be required to install GPS technology so drivers’ speed and location can be monitored, the minister said. The Bangkok Post reported that the GPS-equipped buses will be linked to the Department of Land Transport and tracked at all times. The subject of Thailand road safety issues; motorbikes, drunk driving, seatbelt use, road conditions and driving standards, is a constant source of blog sarcasm and bar room discussion (just before they drive home) by foreign visitors and residents.

Of course we are not suggesting this is a verifiable statistical sample, just a taste of how the ‘100% Helmet Use’ policy is respected. Our sample: 200 motor bikes, with 380 on board. However the figures are accurate and this is what we found.

The expression; ‘if you can’t beat them join them’ applies to many foreigners who leave behind their legal and safe driving habits in their home countries and become no different than the rest of the ‘road terrorists’.

The Land and Traffic Act B.E. 2522 (1979), Section 122 stipulates: “The rider and the passenger of a motorcycle shall wear a motorcycle helmet. The penalty is a fine not exceeding 500 baht for both riders and passengers, with the rider responsible.” To check out the local scene; Hua Hin Today conducted a small survey of motorbikes commuting on a busy local road on a recent January Saturday afternoon. Thailand and China Start Historic 500 Million THB Railway Cooperation Thailand and China have commenced an historic cooperation agreement in railway development when both countries held a ground breaking ceremony in Ayutthaya to herald the start of the construction of two rail routes covering a total distance of 873 kilometres. Wang Xiaotao, the deputy head of China’s National Development and Reform Commission, and Thailand’s Transport Minister Arkhom Termpittayapaisith (R) also raised their hands during the Ninth Meeting of the Joint Committee on Railway Cooperation Signing Ceremony in Bangkok. At the Chiang Rak Noi station, an exhibition about the Thai-China railway development project is now displayed. A similar exhibition will also be shown at Hua Lampong station in Bangkok. At the exhibitions, visitors will have chance to see models of locomotive, carriage and engine that will be used in the project. The Chiang Rak Noi station will be developed as the main station and the operation control centre. The station is also a planned site for the operation control centre of the ThaiJapanese rail development project. The Thai-China joint railway development project covers constructions of 1.435 metre standard gauge railways along two routes. The first route connects Nong Khai province bordering Laos, Nakhon Ratchasima Province, Kaeng Koi district

in Saraburi province and Bangkok. The other route links Bangkok, Kaeng Koi district and Map Ta Phut port in Rayong province. China will submit a feasibility study on the first-phase of project to the Thai Transport Ministry which will then be forward to the cabinet for consideration. The blueprint for the first phase, covering a construction of railway linking Nakhon Ratchasima province, Kaeng Koi district and Bangkok, is 80 percent complete and the Transport Ministry is expected to kick off the construction in 2016. The second phase covers constructions of railways between Kaeng Khoi district and Map Ta Phut port and between Nong Khai province andNakhon Ratchasima province. 50 Koh Talu; Our Unseen ‘Eco’ Island Recently Hua Hin Today was very fortunate to be invited by the Thai Tourist Authority of Thailand (TAT) to visit the paradise island of Koh Talu for an overnight stay. Many people are unaware of Koh Talu, a secluded and spectacular small island. It may be the epitome of the Thailand tourism mantra ‘Unseen Thailand’. Our trip was led by Khun Orasa Awutkom, the Director of TAT Prachuap Khiri Khan who welcomed local media representatives in travelling to the island. Appreciation and encouragement was being offered for promoting the vast diversity of the Province of Prachuap Khiri Khan and tourism in the region. There are seven Amphurs in the Province which fall under the responsibility of the TAT Prachuap Khiri Khan, including Bang Saphan Noi, where Koh Talu is situated. Many who have lived in the Hua Hin for multiple years have not experienced this ‘gem’ of an island or are even unaware of its existence, including some of the travellers in this entourage! The island is just a twenty minute speed boat trip from Bang Saphan, a town about 100km south of Prachuap Khiri Khan; however it has remained off the ‘tourism radar’; although it has been named in the top 9 island attractions in Thailand. This is a magical eco island where coral is regrown and there is a sanctuary for turtles. Hundreds and hundreds of turtle eggs are collected by the local ‘Eco Warriers’ when the mother turtles arrive on the island to complete their part of the breeding cycle. The turtle eggs are then taken with the hatchlings protected in environmentally friendly ponds until they are about 200mm (8 inches) long. They are then released into the bay of Thailand when they are big enough not be eaten by most predators. This usually occurs three times each year and is a huge happy event for children nationwide and particularly from Prachuap Khiri Khan Province. Thanks to the resort managers, Koh Talu is also famous for growing and replenishing coral with an innovative program that all guests are encouraged to support. The technique is very simple and cheap but very effective. Small pieces of living coral are placed in a plastic tube structure which is placed on the sea bed. Within 3 years, the 1m by 1m plastic tube platform is absolutely covered by new coral.

The island has two resorts as well as beach front bungalows. All creature comforts can be found at either resort. Koh Talu is a place to relax and chill and to snorkel in crystal clear waters, no full moon rave parties here.

The living new coral is then separated from its ‘plastic nursery’ and anchored to the sea bed. In time a new huge coral reef will form. The effectiveness of this simple system can be seen by anyone with some exploratory snorkelling. The ‘plastic nursery frame is then recycled. A simple but brilliant idea from Thailand!

A big thank you to ‘Eco Warriers’ Peter Hughes and Roy Thompson with their lovely wife’s Margaret and Kathie who befriended us on Koh Talu. As long time visitors, they devote several hours each day before breakfast together with local Thai people clearing the beach of plastic articles washed up from the mainland.

กับภาครัฐและภาคเอกชนทีม่ คี วามต้องการแรงงานโดยมีเป้าหมายเพือ่ ดึงแรงงานทีม่ คี วามรูค้ วามสามารถให้กลับมาเป็นกำ�ลังแรงงานของ ประเทศ จากการดำ�เนินงานทีผ่ า่ นมาตัง้ แต่เปิดศูนย์ฯ จนถึงปัจจุบนั มีผู้ เข้ามาใช้บริการจำ�นวน 421,577 คน โดยให้บริการด้านต่างๆซึง่ มีผลการ ดำ�เนินงานเช่น ขึน้ ทะเบียนเพือ่ หางาน จำ�นวน 141,801 คน รับแจ้ง ตำ�แหน่งงานว่างจากสถานประกอบการ จำ�นวน 162,010 อัตรา ได้รบั การบรรจุงาน จำ�นวน 133,110 คน ให้บริการแนะแนวอาชีพนักเรียน/ นักศึกษาและประชาชน จำ�นวน 33,086 คน ให้บริการจัดหางานต่าง ประเทศจำ�นวน 28,529 คน รับขึน้ ทะเบียนหางานให้คนพิการ จำ�นวน 2,250 คน ได้รบั การบรรจุงาน จำ�นวน 2,092 คน นอกจากนีย้ งั ขึน้ ทะเบียนคนหางานผ่านเว็ปไซต์ จำ�นวน 51,640 คน บรรจุงานได้ จำ�นวน 21,285 คน นอกจากให้บริการดังกล่าว สามารถสร้างรายได้ให้แรงงาน ไทย จำ�นวนกว่า 14,217 ล้านบาท และสร้างรายได้ให้คนพิการมีอาชีพ เลีย้ งตนเองได้อกี จำ�นวนกว่า 195 ล้านบาท โดยการจัดงานดังกล่าวมีกจิ กรรมต่างๆ เช่น การจัดทำ�บันทึก ข้อตกลง MOU ในการให้บริการจัดหางานแก่ประชาชนผูว้ า่ งงานระหว่าง กรมการจัดหางานกับบริษทั ชัน้ นำ�ของประเทศ เช่น บริษทั ปูนซีเมนต์ไทย จำ�กัด (มหาชน) บริษทั เจริญโภคภัณฑ์อาหาร จำ�กัด (มหาชน) และ บริษทั ซีพอี อลล์ จำ�กัด (มหาชน) เป็นต้น การเปิดตัวศูนย์บริการจัดหา งานเพือ่ คนไทยเพิม่ อีก จำ�นวน 32 แห่ง พร้อมทัง้ ได้จ�ำ ลองการให้บริการ ของศูนย์บริการจัดหางานเพือ่ คนไทยเพือ่ ให้ประชาชนได้ทดลองใช้บริการ ของศูนย์ฯ การเปิดตัว Smart job mobile App ซึง่ เป็นระบบบริการ จัดหางานสำ�หรับโทรศัพท์ Smart Phone และ Smart Job Magazine ทัง้ ในรูปของ E-book และรูปเล่มสิง่ พิมพ์ การมอบทุนในการประกอบ อาชีพสำ�หรับกลุม่ ผูร้ บั งานไปทำ�ทีบ่ า้ น ทีไ่ ด้รบั การส่งเสริม จำ�นวน 2 กลุม่ รวมจำ�นวน 150,000 บาท คือ กลุม่ ตัดเย็บกางเกง และกลุม่ แม่บา้ น เจริญผล การประกาศผลและมอบรางวัลแก่ผชู้ นะเลิศการประกวดหนัง สัน้ ในหัวข้อ “Smart Worker – Never Give Up” นอกจากนี้ ภายใน งานยังมีกจิ กรรมทดสอบความพร้อมทางอาชีพ การแสดงเส้นทางสูอ่ าชีพ โดยภาคเอกชนทีป่ ระสบความสำ�เร็จ เช่น บริษทั ทรู คอร์ปอเรชัน่ จำ�กัด (มหาชน) และแอร์เอเชีย เป็นต้น การนำ�เสนอตำ�แหน่งงานคุณภาพใน ต่างประเทศ การเดินทางไปทำ�งานต่างประเทศและนิทรรศการหนังสือที่ มีการโฆษณารับสมัครงาน ทีม่ า : กลุม่ งานเผยแพร่ประชาสัมพันธ์

สภากาชาดไทย จัดโครงการ “น้อมดวงใจบริจาคโลหิตถวายแม่ของแผ่นดิน เฉลิมพระเกียรติ 84 พรรษา สมเด็จพระ นางเจ้าฯ พระบรมราชินนี าถ สภานายิกาสภากาชาดไทย” เพือ่ กระตุน้ ให้ผบู้ ริจาคโลหิตเพิม่ ความถีก่ ารบริการโลหิต นาวาโทหญิงแพทย์หญิง อุบลวรรณ จรูญเรืองฤทธิ์ ผูอ้ �ำ นวยการศูนย์บริการโลหิตแห่งชาติ สภากาชาดไทย กล่าวภาย หลังร่วมแถลงข่าว การจัดโครงการ “น้อมดวงใจบริจาคโลหิตถวายแม่ของแผ่นดินเฉลิมพระเกียรติ 84 พรรษา สมเด็จพระนาง เจ้าฯ พระบรมราชินนี าถ สภานายิกา สภากาชาดไทย” และในโอกาส 60 ปี ทรงดำ�รงตำ�แหน่งสภานายิกา สภากาชาดไทย โดย มีนายแผน วรรณเมธี เลขาธิการสภากาชาดไทย เป็นประธานแถลงข่าว ว่า ศูนย์บริการโลหิตแห่งชาติ สภากาชาดไทย ได้จดั โครงการ “น้อมดวงใจบริจาคโลหิต ถวายแม่ของแผ่นดินเฉลิมพระเกียรติ 84 พรรษา สมเด็จพระนางเจ้าฯ พระบรมราชินนี าถ สภานายิกา สภากาชาดไทย” เพือ่ แสดงความจงรักภักดีและน้อมสำ�นึกในพระมหากรุณาธิคณ ุ ทีท่ รงมีตอ่ สภากาชาดไทยและปวง ชนชาวไทย นับตัง้ แต่ทรงดำ�รงตำ�แหน่งสภานายิกาสภากาชาดไทย ทัง้ นี้ โครงการดังกล่าว จะจัดถึงวันที่ 31 ธันวาคม 2559 เป็นการจัดโครงการและกิจกรรมในโอกาสสำ�คัญต่างๆ และกิจกรรมรายเดือนอย่างต่อเนือ่ งตลอดปี 2559 ขณะเดียวกัน ยังเป็นการส่งเสริมและกระตุน้ ให้มกี ารบริจาคโลหิตอย่างต่อเนือ่ งและยัง่ ยืน โดยเฉพาะผูท้ บ่ี ริจาคโลหิต ปีละ 1 ครัง้ ซึง่ มีมากถึงร้อยละ 60 ให้บริจาคโลหิตเป็นประจำ�ทุก 3 เดือน ซึง่ จะทำ�ให้มปี ริมาณโลหิตเพียงพอแก่ผปู้ ว่ ยอย่าง สม่�ำ เสมอ โดยแต่ละปีศนู ย์บริการโลหิตแห่งชาติ ต้องจัดหาโลหิตให้ได้ 2 ล้านยูนติ ต่อปี จึงต้องรณรงค์ให้ผบู้ ริจาคโลหิต เพิม่ ความถีใ่ นการบริจาคโลหิตให้มากขึน้ จึงขอเชิญชวนหน่วยงานภาครัฐและเอกชนร่วมกิจกรรมบริจาคโลหิตได้ท่ี ศูนย์บริการโลหิตแห่งชาติ ในส่วนกลาง และ หน่วยเคลือ่ นรับบริจาคโลหิตกว่า 800 แห่ง ทัว่ ประเทศ และสาขาบริการโลหิต 6 แห่งในกรุงเทพฯได้แก่ โรงพยาบาลตำ�รวจ ,โรง พยาบาลสมเด็จพระปิน่ เกล้า ,โรงพยาบาลพระมงกุฎเกล้า ,โรงพยาบาลรามาธิบดี ,โรงพยาบาลภูมพิ ลอดุลยเดช และวชิรพยาบาล โดยในส่วนภูมภิ าค บริจาคโลหิตได้ทภ่ี าคบริการโลหิตแห่งชาติได้แก่ จังหวัดชลบุรี ราชบุรี นครราชสีมา ขอนแก่น อุบลราชธานี นครสวรรค์พษิ ณุโลก เชียงใหม่ สงขลา ภูเก็ต และงานบริการโลหิตสถานีกาชาดหัวหินเฉลิมพระเกียรติ จังหวัดประจวบคีรขี นั ธ์

โอกาสเดียวกันนี ้ นางอมรกิต แสงเมล์ แรงงานจังหวัด ประจวบคีรขี นั ธ์ ได้เป็นวิทยากรบรรยายเรือ่ ง แนวทางการขับเคลือ่ น โครงการรณรงค์ปอ้ งกันและแก้ไขปัญหายาเสพติดในสถานประกอบ กิจการ (To Be Number One) ประจำ�ปีงบประมาณ 2559 องค์ ประกอบหลักของชมรม การสมัครเป็นสมาชิกชมรม ประเภท สิทธิ ประโยชน์ของสมาชิก การประกวดชมรม การจัดตัง้ และการทำ�งานของ ศูนย์เพือ่ นใจวัยทำ�งานในสถานประกอบกิจการ เพือ่ แนะนำ�ชีแ้ จงและ ทำ�ความเข้าใจแก่พนักงานในสถานประกอบกิจการได้ทราบถึงแนวคิด หลักการและประโยชน์ทจ่ ี ะได้รบั จากการจัดตัง้ และดำ�เนินการชมรม To Be Number One ทัง้ ในภาพรวมทีเ่ ป็นประโยชน์ตอ่ องค์กรและผูท้ ่ี เกีย่ วข้อง ทีม่ า : สำ�นักงานแรงงานจังหวัดประจวบคีรขี นั ธ์

2 วันมาฆบูชา เป็นวันขึน้ ๑๕ ค่�ำ เดือน ๓ มีเหตุการณ์อศั จรรย์ ที่ พระสงฆ์สาวกของพระพุทธเจ้าจำ�นวน ๑,๒๕๐ รูป มาเฝ้าพระพุทธเจ้า ณ วัดเวฬุวนั เมืองราชคฤห์ แคว้นมคธ โดยมิได้นดั หมายกันพระสงฆ์ ทัง้ หมดเป็นพระอรหันต์ ผูไ้ ด้อภิญญา ๖และเป็นผูท้ ไ่ ี ด้รบั การอุปสมบท โดยตรงจากพระพุทธเจ้า ในวันนีพ้ ระพุทธเจ้าได้ทรงแสดงโอวาทปาติโมกข์ ในทีป่ ระชุมสงฆ์เหล่านัน้ ซึง่ เป็นทัง้ หลักการอุดมการณ์และวิธกี ารปฏิบตั ิ ที่ นำ�ไปใช้ได้ทกุ สังคม มีเนือ้ หา โดยสรุปคือให้ละความชัว่ ทุกชนิด ทำ�ความดี ให้ถงึ พร้อมและทำ�จิตใจให้ผอ่ งใส หลังจากพระพุทธเจ้าตรัสรูไ้ ด้ ๙ เดือนขณะนัน้ เมือ่ เสร็จ พุทธกิจแสดงธรรมทีถ่ �ำ้ สุกรขาตาแล้ว เสด็จมาประทับทีว่ ดั เวฬุวนั เมือง ราชคฤห์ แคว้นมคธ ประเทศอินเดียในปัจจุบนั วันนัน้ ตรงกับวันเพ็ญ เดือนมาฆะหรือเดือน ๓ในเวลาบ่ายพระอรหันต์สาวกของพระพุทธเจ้า มาประชุม พร้อมกัน ณ ทีป่ ระทับของพระพุทธเจ้า นับเป็นเหตุอศั จรรย์ ทีม่ อี งค์ประกอบสำ�คัญ ๔ ประการ คือ ๑. วันนัน้ เป็นวันขึน้ ๑๕ ค่�ำ เดือน ๓, ๒. พระสงฆ์จ�ำ นวน ๑,๒๕๐ รูป มาประชุมพร้อมกันโดยมิได้ นัดหมาย, ๓. พระสงฆ์ทง้ั หมดเป็นพระอรหันต์ผไู้ ด้อภิญญา ๖, ๔. พระสงฆ์ทง้ ั หมด เป็นผูไ้ ด้รบั การอุปสมบท โดยตรงจาก พระพุทธเจ้า เพราะเหตุทม่ี อี งค์ประกอบสำ�คัญดังกล่าว จึงมีชอ่ื เรียก อีก อย่างหนึง่ ว่า วันจาตุรงคสันนิบาต และในโอกาสนี้ พระพุทธเจ้า ได้แสดง โอวาทปาติโมกข์ ในทีป่ ระชุมสงฆ์เหล่านัน้ ซึง่ ถือได้วา่ เป็นการประกาศ หลักการอุดมการณ์ และวิธกี ารปฏิบตั ทิ างพระพุทธศาสนา พิธวี นั มาฆบูชานี้ เดิมทีเดียวในประเทศไทยไม่เคยทำ�มาก่อน พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยูห่ วั ทรงอธิบายไว้วา่ เกิดขึน้ ในสมัย พระบาทสมเด็จพระจอมเกล้าเจ้าอยูห่ วั รัชกาลที่ ๔ แห่งกรุงรัตนโกสินทร์ โดยทรงถือตามแบบของโบราณบัณฑิตทีไ่ ด้นยิ มกันว่า วันมาฆะบูรณมี พระจันทร์เสวยฤกษ์มาฆะเต็มบริบรู ณ์เป็นวันทีพ่ ระอรหันต์สาวกของ พระพุทธเจ้า ๑,๒๕๐ รูป ได้ประชุมกันพร้อมด้วยองค์ ๔ ประการ เรียก ว่าจาตุรงคสันนิบาตพระพุทธเจ้าได้ตรัสเทศนาโอวาทปาติโมกข์ ในที่ ประชุมสงฆ์เป็นการ ประชุมใหญ่ และเป็นการอัศจรรย์ในพระพุทธศาสนา นักปราชญ์ จึงถือเอาเหตุนน้ั ประกอบ การสักการบูชาพระพุทธเจ้าและ พระอรหันต์สาวก ๑,๒๕๐ รูปนัน้ ให้เป็นทีต่ ง้ั แห่งความ เลือ่ มใสการ ประกอบพิธมี าฆะบูชา ได้เริม่ ในพระบรมมหาราชวังก่อน ในสมัยรัชกาล ที่ ๔ มีพธิ กี ารพระราชกุศลในเวลาเช้า พระสงฆ์ วัดบวรนิเวศวิหารและ วัดราชประดิษฐ์ ๓๐ รูป ฉันในพระอุโบสถ วัดพระศรีรตั นศาสดาราม เวลาค่�ำ เสด็จออกทรงจุด ธูปเทียนเครือ่ ง มนัสการแล้ว พระสงฆ์สวด ทำ�วัตรเย็นเสร็จแล้ว สวดมนต์ตอ่ ไปมี สวดคาถาโอวาทปาติโมกข์ดว้ ย สวดมนต์ จบทรงจุดเทียนรายตามราวรอบพระอุโบสถ ๑,๒๕๐ เล่ม

มีการประโคมอีกครัง้ หนึง่ แล้วจึงมีการเทศนา โอวาทปาติโมกข์ ๑ กัณฑ์ เป็นทัง้ เทศนาภาษาบาลีและ ภาษาไทย เครือ่ งกัณฑ์ มีจวี รเนือ้ ดี ๑ ผืน เงิน ๓ ตำ�ลึง และขนมต่าง ๆ เทศนาจบพระสงฆ์ ซึง่ สวดมนต์ ๓๐ รูป สวดรับการประกอบพระราชกุศลเกีย่ วกับ วันมาฆบูชาในสมัยรัชกาลที่ ๔ นัน้ พระบาทสมเด็จพระจอมเกล้าเจ้าอยูห่ วั จะเสด็จออกประกอบพิธี ด้วยพระองค์เองทุกปีมไิ ด้ขาด สมัยต่อมามีการเว้นบ้าง เช่น รัชกาลที่ ๕ พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยูห่ วั ได้เสด็จออกเองบ้าง มิได้ เสด็จ ออกเองบ้างเพราะมักเป็นเวลาทีป่ ระสบกับเวลาเสด็จประพาส หัวเมือง บ่อย ๆ หากถูกคราวเสด็จไปประพาสบางปะอินหรือพระพุทธบาท พระพุทธฉาย พระปฐมเจดีย์ พระแท่นดงรัง ก็จะทรงประกอบพิธมี าฆบูชา ในสถานทีน่ น้ ั ๆ ขึน้ อีก ส่วนหนึง่ ต่างหากจากในพระบรมมหาราชวังเดิม ทีมกี ารประกอบพิธใี นพระบรมมหาราชวัง ต่อมาก็ขยายออกไป ให้พทุ ธ บริษทั ได้ ปฏิบตั ติ ามอย่างเป็นระบบสืบมาจนปัจจุบนั มีการบูชา ด้วยการ เวียนเทียน และบำ�เพ็ญกุศลต่าง ๆ ส่วนกำ�หนดวันประกอบพิธมี าฆบูชา นัน้ ปกติตรงกับวันเพ็ญ เดือน ๓ หากปีใด เป็นอธิกมาส คือ มีเดือน ๘ สองหนจะเลือ่ นไปตรงกับวันเพ็ญเดือน ๔ ทีม่ า : เว็บเผยแพร่หลักคำ�สอนทางพระพุทธศาสนา

เช่นเดียวกับวันคริสต์มาสทีม่ คี วามสำ�คัญต่อประเทศตะวันตก เทศกาลตรุษจีนก็ถอื เป็นเทศกาลทีส่ �ำ คัญทีส่ ดุ ของชาวจีน ถึงแม้ความ หมายของตรุษจีนและรูปแบบการฉลองเทศกาลตรุษจีนเกิดการ เปลีย่ นแปลงไปเรือ่ ยๆ ตามยุคสมัย แต่ส�ำ หรับชาวจีนแล้ว ตรุษจีนยังคง มีฐานะสำ�คัญทีส่ ดุ ทีเ่ ทศกาลอืน่ ๆ มิอาจทดแทนหรือเทียบเท่าได้ เล่ากันว่า เทศกาลตรุษจีนมีประวัตยิ าวนานกว่าสีพ่ นั ปีแล้ว เดิมทีไม่ได้เรียกว่าตรุษจีน และก็ไม่ได้ก�ำ หนดเวลาทีแ่ น่นอนด้วย เมือ่ 2100 ปีกอ่ นคริสตกาล คนในสมัยนัน้ ถือการโคจรรอบหนึง่ ของดาวจูปี เตอร์เป็นหนึง่ “ซุย่ ” จึงเรียกตรุษจีนว่า “ซุย่ ” เมือ่ 1000 กว่าปีกอ่ นคริสต์ กาล ผูค้ นเรียกตรุษจีนว่า “เหนียน” ซึง่ มีความหมายว่าการเก็บเกีย่ วได้ ผลอุดมสมบูรณ์ ตามประเพณีพน้ ื บ้าน เทศกาลตรุษจีนจะเริม่ ตัง้ แต่วนั ที่ 23 เดือน 12 ตามปฏิทนิ จันทรคติของจีนไปจนถึงวันขึน้ 15 ค่�ำ เดือนอ้าย ตามปฏิทนิ จันทรคติของจีน ในช่วงนี้ คืนวันที่ 30 เดือน 12 ซึง่ เป็นวันส่ง ท้ายปีเก่า และวันที่ 1 เดือนอ้ายหรือวันชิวอิก จะเป็นวาระสำ�คัญทีส่ ดุ ใน ช่วงเทศกาลตรุษจีนซึง่ กินเวลาทัง้ หมดประมาณ 3 อาทิตย์ เพือ่ เตรียม ต้อนรับเทศกาลตรุษจีน ประชาชนในเมืองหรือชนบทต่างตระเตรียมกัน ตัง้ แต่เนิน่ ๆ โดยเฉพาะในชนบท พอย่างเข้าเดือนธันวาคมก็เริม่ เตรียมที่ จะต้อนรับตรุษจีนแล้ว เช่น ทำ�ความสะอาดบ้าน ซักเสือ้ ผ้าและผ้าห่ม ซึง่ ถือเป็นการขับไล่สง่ิ ทีส่ กปรกออกจากบ้าน เพือ่ ให้บา้ นมีโฉมหน้าใหม่ นอกจากนี้ ยังต้องซือ้ ของกินของใช้มากมาย เช่น ลูกอม ขนม หมูเห็ด เป็ดไก่ และผลไม้นานาชนิด เพือ่ เตรียมไว้กนิ หรือต้อนรับแขกในช่วง เทศกาลตรุษจีนในเมืองใหญ่ การเตรียมการต่างๆ ก็เริม่ ตัง้ แต่เนิน่ ๆ เช่น กัน เช่น หน่วยงานวัฒนธรรมและคณะนาฏศิลป์จะเตรียมรายการ มากมายสำ�หรับแสดงในช่วงตรุษจีน สถานีโทรทัศน์ตา่ งๆ จะเตรียมจัด งานบันเทิง สวนสาธารณะจะเตรียมจัดงานวัดตามประเพณีฉลองตรุษจีน ทีส่ บื ทอดกันมาแต่สมัยโบราณ เพือ่ ให้ประชาชนได้รบั ความสนุกสนาน มากกว่าวันธรรมดา ส่วนร้านค้าและห้างสรรพสินค้าต่างๆ จะจัดเตรียม สินค้าให้เพียงพอเพือ่ ตอบสนองการจับจ่ายใช้สอยของผูบ้ ริโภคในช่วง เทศกาลตรุษจีน มีสถิตแิ สดงให้เห็นว่า เงินทีช่ าวจีนใช้จา่ ยในช่วงเทศกาล ตรุษจีนนัน้ จะเป็น 1 ใน 3 ของเงินใช้จา่ ยตลอดปีหรืออาจมากกว่าเสีย ด้วยซ้�ำ ในพืน้ ทีต่ า่ งๆ ทัว่ ประเทศจีน มีประเพณีฉลองตรุษจีนทีแ่ ตกต่าง กัน แต่มปี ระเพณีอยูอ่ ย่างหนึง่ ไม่วา่ ภาคใต้หรือภาคเหนือล้วนปฏิบตั ิ เหมือนกัน นัน่ ก็คอื การรับประทานอาหารด้วยกันทัง้ ครอบครัวในคืนส่ง ท้ายปีเก่า ทีภ่ าคใต้ อาหารมือ้ นีม้ กั จะมีกบั ข้าวกว่าสิบอย่าง ต้องมีเต้าหู้ และปลา เพราะว่าการออกเสียง “เต้าหู”้ และ “ปลา” นัน้ พ้องเสียงกับ คำ�ว่า “ฟูอ่ วี”้ ซึง่ มีความหมายว่ามัง่ คัง่ ร่�ำ รวย ส่วนทางภาคเหนือ ในคืน

ส่งท้ายปีเก่า ทุกคนในครอบครัวจะช่วยกันห่อเกีย๊ ว แล้วรับประทานด้วย กัน ในคืนส่งท้ายปีเก่ายังมีประเพณีอกี อย่างหนึง่ เรียกว่า “โส่วซุย่ ” คืออยู่ โต้รง่ ุ เพือ่ ต้อนรับวันปีใหม่ เมือ่ ก่อนนี้ ก่อนปีใหม่จะมาถึง ผูค้ นจะจุดประทัด ต้อนรับปีใหม่ ประเพณีการจุดประทัดในอดีตก็เพือ่ ขับไล่ภตู ผีปศี าจ แต่ เนือ่ งจากการจุดประทัดทำ�ให้เกิดมลพิษและไม่ปลอดภัย ดังนัน้ ในเขต ตัวเมืองของเมืองใหญ่ตา่ งๆ เช่นปักกิง่ เป็นต้นจึงห้ามจุดประทัด พอถึง วันชิวอิก ไม่วา่ เด็กเล็กหรือผูเ้ ฒ่าผูแ้ ก่มกั จะใส่เสือ้ ผ้าใหม่ เพือ่ ต้อนรับแขก หรือไปเยีย่ มญาติและเพือ่ นๆ เวลาพบหน้ากัน มักจะทักทายด้วยคำ�ว่า “สวัสดีปใี หม่” หรือ “สวัสดีตรุษจีน” แล้วจะเชิญเข้าบ้าน กินขนมจิบน้�ำ ชาไปคุยไปด้วย ถ้าระหว่างญาติพน่ ี อ้ งเคยเกิดการทะเลาะกันหรือความ ไม่พอใจกันในรอบปีเก่า ก็จะให้อภัยและคืนดีกนั หลังจากการเยีย่ มเยือน กันในช่วงเทศกาลตรุษจีน กิจกรรมในช่วงเทศกาลตรุษจีนมีมากมายหลายอย่าง เช่น การแสดงละครพืน้ บ้าน การฉายหนัง การเชิดสิงโต การเต้นระบำ�พืน้ บ้าน การรำ�ไม้ตอ่ ขา และงานวัด ทุกหนทุกแห่งเต็มไปด้วยบรรยากาศคึกคัก สนุกสนาน แต่กจิ กรรมทีผ่ คู้ นส่วนใหญ่นยิ มทำ�กันก็คอื การชมรายการ โทรทัศน์ทบ่ี า้ น สถานีโทรทัศน์ตา่ งๆ จะจัดรายการมากมายทีเ่ หมาะสมกับ ผูช้ มแต่ละวัย การปิดคำ�กลอนคูแ่ ละภาพมงคล การจุดโคมไฟ ก็เป็น ประเพณีฉลองตรุษจีนทีส่ �ำ คัญ ในช่วงเทศกาล ตลาดจะจำ�หน่ายกระดาษ คำ�กลอนคูแ่ ละภาพมงคลสีสนั หลากหลายทีเ่ ป็นรูปดอกไม้บา้ ง สัตว์บา้ ง และตัวบุคคลบ้าง ทีส่ ะท้อนให้เห็นถึงชีวติ ผาสุกของประชาชน ให้ลกู ค้า เลือกซือ้ ตามใจชอบ นอกจากนี้ งานโคมไฟก็เป็นกิจกรรมอีกอย่างหนึง่ ในช่วงเทศกาลตรุษจีน โคมไฟทีท่ �ำ เป็นรูปลักษณ์ตา่ งๆ เป็นศิลปะ หัตถกรรมพืน้ บ้านของจีน บนโคมไฟจะพิมพ์หรือวาดลวดลายต่างๆ มี สัตว์ ทิวทัศน์ ตัวบุคคลเป็นต้น และทำ�เป็นรูปต่างๆ เมือ่ ชีวติ ความเป็นอยูข่ องประชาชนดีขน้ ึ เรือ่ ย ๆ รูปแบบและ วิธฉี ลองเทศกาลตรุษจีนก็พลอยเปลีย่ นแปลงไปด้วย การออกไปเทีย่ ว นอกบ้านนอกเมืองกำ�ลังกลายเป็นกระแสนิยมของชาวจีนยุคใหม่ในช่วง เทศกาลตรุษจีน ส่วนเทศบาลเมืองหัวหินจัดยิง่ ใหญ่ เทศกาลตรุษจีน ร่วม ชมขบวนแห่สดุ อลังการ เพือ่ เป็นการส่งเสริมและอนุรกั ษ์วฒ ั นธรรมอันดีงามของชาว ไทยเชือ้ สายจีน เทศบาลเมืองหัวหิน กำ�หนดจัดงาน เทศกาลตรุษจีน ใน วันอาทิตย์ท่ ี 7 กุมภาพันธ์ 2559 ณ สวนสาธารณะโผน กิง่ เพชร พบ กับกิจกรรมการแสดงมายากลระดับโลก มายากลเปลีย่ นหน้า – เปลีย่ น ชุด – พ่นไฟ การแสดงเอ็งกอ – พะบู๊ การแสดงมังกรทอง และการ แสดงสิงโต พร้อมร่วมชมขบวนแห่องค์เทพเจ้าไฉ่ซงิ เอีย๊ เจ้าพ่อสมบูรณ์ – เจ้าแม่ทบั ทิม มังกรทอง และขบวนสิงโตวนรอบเมืองหัวหิน พิเศษร่วม ชิมผัดหมีก่ ระทะยักษ์เพือ่ ความเป็นสิรมิ งคล โดยในปีนเ้ี ทศบาลเมือง หัวหินกำ�หนดจัดงานเทศกาลตรุษจีนอย่างยิง่ ใหญ่ มีก�ำ หนดการ ดังนี้ จึงขอเชิญชวนชาวไทยเชือ้ สายจีน ประชาชนชาวหัวหิน ตลอดจนนักท่องเทีย่ ว ร่วมอนุรกั ษ์ ฟืน้ ฟู และสืบสานวัฒนธรรมประเพณี สำ�คัญของพีน่ อ้ งชาวไทยเชือ้ สายจีนกับกิจกรรมเทศกาลตรุษจีน ในวันที่ 7 กุมภาพันธ์ 2559 ณ สวนสาธารณะโผน กิง่ เพชร พร้อมร่วมชมขบวน แห่วนรอบเมืองหัวหิน สอบถามรายละเอียดเพิม่ เติมได้ท่ี ฝ่ายส่งเสริม การศึกษา ศาสนาและวัฒนธรรม กองการศึกษา เทศบาลเมืองหัวหิน โทร.0 3251 1047 ต่อ 403

ณ ห้องประชุมพริบพรี ชัน้ 2 ศาลากลางจังหวัดเพชรบุรี นายสนิท ขาวสอาด ผูว้ า่ ราชการจังหวัดเพชรบุรี เป็นประธานการประชุม คณะกรรมการอำ�นวยการจัดงานพระนครคีรี – เมืองเพชร ครัง้ ที่ 30 ประจำ�ปี 2559 ร่วมด้วย นายธวัชชัย รักขนาม รองผูว้ า่ ราชการจังหวัด เพชรบุรี และหน่วยงานราชการทีเ่ กีย่ วข้อง เข้าร่วมประชุม จังหวัดเพชรบุรไี ด้แต่งตัง้ คณะกรรมการอำ�นวยการจัดงาน พระนครคีรี – เมืองเพชร ครัง้ ที่ 30 ประจำ�ปี 2559 และมอบหมาย ให้หน่วยงานหลักรับผิดชอบกิจกรรมการจัดงานดังกล่าว โดยขอให้ ผู้ท่เี กี่ยวข้องปฏิบัติตามพระราชบัญญัติสำ�หรับควบคุมเครื่องดื่ม แอลกอฮอล์ พ.ศ. 2551 อย่างเคร่งครัด (ห้ามขายเครือ่ งดืม่ แอลกอฮอล์ ในสถานทีร่ าชการ) ทีป่ ระชุมได้ให้หน่วยงานราชการทีม่ หี น้าทีร่ บั ผิดชอบ จัดกิจกรรมต่างๆ รายงานผลการจัดงานพระนครคีรี – เมืองเพชร ครัง้ ที่ 29 ประจำ�ปี 2558 ซึง่ จัดขึน้ วันที่ 14 – 23 มกราคม 2558 ซึง่ ในครัง้ นัน้ การจัดงานได้ใช้พน้ื ทีอ่ ทุ ยานเฉลิมพระเกียรติพระบาทสมเด็จ พระจอมเกล้าเจ้าอยูห่ วั พระนครคีรี เนือ่ งจากบนเขาวังมีการก่อสร้าง ซ่อมแซม จุดสำ�หรับผูน้ ง่ั รถเข็ญและคนชรา จากการสอบถามความเห็น ของประชาชนผูม้ าเทีย่ วงานครัง้ ที่ 29 ประจำ�ปี 2558 โดยกิจกรรมทีป่ ระชาชนลงความเห็นมากทีส่ ดุ ในภาพรวม คือ การแสดงพลุ ขบวนแห่เฉลิมพระเกียรติ และ งานสกุลช่าง ส่วนจุดเด่น ของงาน ประชาชนลงความเห็นว่า คือการแสดงพลุ การประดับไปบน เขาวัง และขบวนแห่ ส่วนกิจกรรมทีป่ ระชาชนชืน่ ชอบทีส่ ดุ คือ พลุ รำ�วงย้อนยุค และมอเตอร์โชว์ ส่วนการเปลีย่ นพืน้ ทีล่ งมาจัดทีอ่ ทุ ยานด้าน

ล่างนัน้ ประชาชนส่วนใหญ่รอ้ ยละ 67.8 คิดว่าเหมาะสม เหตุผลคือ ชมงานได้ทว่ ั ถึงมากกว่าบนเขาวัง ส่วนอีก 32.3 เห็นว่าไม่เหมาะสม เหตุผลคือ ขาดเอกลักษณ์การจัดงานพระนครคีรี สำ�หรับกำ�หนดวันในการจัดงานนัน้ ทีป่ ระชุมได้เสนอให้มี กำ�หนดการทีแ่ น่นอนตรงกันทุกปี เพราะงานพระนครคีรี – เมืองเพชร เป็นงานทีม่ นี กั ท่องเทีย่ วชาวไทยและชาวต่างประเทศรูจ้ กั และอยากมา เทีย่ วชม แต่มปี ญ ั หาคือกำ�หนดการจัดงานเปลีย่ นแปลงไปในแต่ละปี ขาดความแน่นอน ทีป่ ระชุมได้พจิ ารณาแล้วเห็นตรงกันว่าควรกำ�หนด จัดทุกวันศุกร์ทส่ี องของเดือนกุมภาพันธ์ โดยปีปี 2559 ตรงกับวันศุกร์ท่ี 12 ถึงวันอาทิตย์ท่ี 21 กุมภาพันธ์ 2559 ทัง้ หมด 10 วัน 10 คืน ทัง้ นี้ ผูว้ า่ ราชการจังหวัดเพชรบุรไี ด้ขอให้ทกุ หน่วยงานพิจารณา กิจกรรมทีร่ บั ผิดชอบ และหากิจกรรมใหม่ๆ เพิม่ ขึน้ เช่น การท่องเทียว แห่งประเทศไทย(ททท.) จังหวัดเพชรบุรี เสนอให้มกี ารจัดแคมเปญ แต่งชุดไทยมาเทีย่ วงานแล้วโพสต์ลงสือ่ โซเซียล ทางวัฒนธรรมจังหวัด ขอพิจารณานำ�เสนอกระทรวงวัฒนธรรม ซึง่ เลือกจังหวัดเพชรบุรี จังหวัด เดียวในภาคกลางจัดงานศิลปวัฒนธรรมอาเซียนมีการแสดงจากประเทศ ในอาเซียนซึง่ เป็นงานทีเ่ น้นทางด้านศิลปวัฒนธรรมจึงเห็นว่าน่าจะนำ�มา บูรณาการเป็นงานเดียวกันได้ ทัง้ นีต้ อ้ งนำ�เสนอกระทรวงวัฒนธรรมก่อน ผูว้ า่ ราชการจังหวัดเพชรบุรี ขอให้ทกุ หน่วยงานไปเตรียมการจัดงานและ จะจัดการประชุมเพือ่ ติดตามงานต่อไป ทีม่ า : ประชาสัมพันธ์จงั หวัดเพชรบุรี ธีรพงศ์ บัวนิม่

การท่องเที่ยวแห่งประเทศไทย (ททท.) สำ�นักงาน ประจวบคีรขี นั ธ์ จัดการประชุมหารือแนวทางในการประชาสัมพันธ์ โครงการ ประจำ�ปี ๒๕๕๙ ณ เกาะทะลุ ไอส์แลนด์ รีสอร์ท อำ�เภอ บางสะพานน้อย จังหวัดประจวบคีรขี นั ธ์ ระหว่างวันที่ ๑๙ – ๒๐ มกราคม ๒๕๕๙ โดยได้เชิญสือ่ มวลชนในพืน้ ทีจ่ งั หวัดประจวบคีรขี นั ธ์เข้าร่วม ประชุมเพือ่ แลกเปลีย่ นความคิดเห็นและร่วมสำ�รวจความพร้อมของ กิจกรรมทางน้�ำ ของเกาะทะลุซง่ ึ มีศกั ยภาพสูงในการนำ�เสนอขายแก่ นักท่องเทีย่ วในทุกกลุม่ ตลาด เนือ่ งจากเกาะทะลุเพิง่ ได้รบั การพิจารณา คัดเลือกให้เป็น ๑ ใน ๙ สุดยอดทะเลไทยจากคุณสาธิตา โสรัสสะ ประธานกลุม่ MEDIA & BLOGGER 8 THAILAND นางอรสา อาวุธคม ผู้อำ�นวยการ ททท. สำ�นักงาน ประจวบคีรขี นั ธ์ กล่าวว่า “ในปีน้ ี ททท.สำ�นักงานประจวบคีรขี นั ธ์ ได้วางแผนจัดโครงการสำ�คัญ ๒ โครงการ คือโครงการหาดทราย สายลม สองเรา@ประจวบคีรขี นั ธ์ (เพือ่ เจาะกลุม่ WEDDING

เปนมหาลัยของรัฐ ผูว้ า่ ราชการจังหวัดประจวบคีรขี นั ธ์ สัง่ การ ทุกอำ�เภอเร่งสำ�รวจข้อมูลโรงแรมเถือ่ นในพืน้ ที่ พร้อม เร่งรัดผูป้ ระกอบการดำ�เนินการจดทะเบียนให้ถกู ต้อง สร้างภาพลักษณ์ท่ดี ีด้านการท่องเที่ยว นายทวี นริสศิริกุล ผู้ว่าราชการจังหวัดประจวบคีรีขันธ์ เปิดเผยว่า ขณะนี้จังหวัดยังคงเดินหน้าควบคุม โรงแรมทีเ่ ปิดให้บริการโดยไม่มใี บอนุญาต ตามพระราช บัญญัตโิ รงแรม พ.ศ. 2547 อย่างต่อเนือ่ ง โดยได้สง่ ั การไปยังทุกอำ�เภอ ให้ตรวจสอบจำ�นวนผูป้ ระกอบ การทีย่ งั ไม่ด�ำ เนินการให้ถกู ต้องเพือ่ ให้ทราบจำ�นวน ทีแ่ น่ชดั โดยเฉพาะเมืองท่องเทีย่ วสำ�คัญอย่างเช่น อำ�เภอหัวหิน ปราณบุรี พร้อมประชาสัมพันธ์ให้ผป้ ู ระกอบการทีป่ ระสงค์จะยืน่ จดทะเบียน ให้ถกู ต้องแจ้งรายชือ่ ทีน่ ายอำ�เภอ รวมถึงให้เร่งแก้ไขปัญหาผูป้ ระกอบการทีม่ คี วามประสงค์ขอเปลีย่ นแปลงการใช้อาคารทีพ่ กั อาศัย เป็นโรงแรมตามเงือ่ นไขทีท่ างราชการกำ�หนดด้วย หลังพบว่าปัจจุบนั มีการนำ�ห้องพักในคอนโดมิเนียมเปิดให้นกั ท่องเทีย่ วเข้าพักในลักษณะ ของโรงแรมเป็นจำ�นวนมากซึง่ ผิดกฎหมาย ผูว้ า่ ราชการจังหวัดประจวบคีรขี นั ธ์ กล่าวด้วยว่า การจัดระเบียบโรงแรมทีไ่ ม่มใี บอนุญาตหรือโรงแรมเถือ่ นถือเป็นการสร้าง ภาพลักษณ์ทด่ี ดี า้ นการท่องเทีย่ วของจังหวัด และสร้างความเชือ่ มัน่ ให้กบั นักท่องเทีย่ วเพราะจะมีขอ้ กำ�หนดควบคุมเรือ่ งความปลอดภัย ในอาคารอย่างเคร่งครัด ทีม่ า : สวท.ประจวบคีรขี นั ธ์
