From the General Manager Everyone knows that the digital age has well and truly arrived, however foreigners who live in Hua Hin remain avid readers of the paper copy. However we know that digital media also works. Hua Hin Today created a Facebook page many years ago as well as an informative website. These online facilities became another way for our advertisers to promote their businesses without additional expense as well for us to publish the latest news and versions of the monthly newspaper online. To maximise this digital presence, we recently completed a review of our website and have made significant improvements. 4 The Military Moves to Resolve Hua Hin Garbage Problems The Internal Security Operations Command has become involved in a long-standing administrative dispute over the management of waste which local government officials have been unable to resolve.

The Hua Hin municipality and the Thab Tai administration have been in conflict over dumping at Thab Tai which has resulted in a lawsuit and an order to improve the area with a budget of 33 million THB. Major General Phadung Yingpaiboon, a director of The Internal Security Operations Command has investigated the conflict and has been assisted by Ms. Pailin Kongpun, the deputy mayor of Hua Hin. An inspection was made of the area where there has been a garbage dump used by the Hua Hin Municipality. The Thab Tai sub-district was formed in recent yearas and took over administration of this area. Last year protesters said they had put up with the stench from a gigantic mountain of trash, as well as other problems, since the dump opened 22 years ago. Each year the waste mountain grows taller and putrid liquid seeps into natural water sources, contaminating their crops. The Hua Hin Municipality is responsible for environmental problems in the area, such as the smell of solid waste and waste that comes after the rain when waste flows into canals adjoining farming grounds. The municipality has a budget of 33 million THB from the Pollution Control Department to improve and solve the problem and to transport waste to Pranburi near the Fort Thanarat Thai Army base. The municipality has received the budget to resolve the problem with a duty to provide urgent solutions. However administrators of the Thab Tai Administrative Authority remain dissatisfied and sued the municipality of Hua Hin and a transport company for allegedly using the area without permission. The area is closed with no one allowed to bring any waste into the area. The issue is that waste water from the garbage remains a real problem with the area being unable to be used as well as unauthorised use of land. The provincial governor established a committee to resolve the conflict and manage improvement of the environment. The committee called on both sides to talk and to agree on a compromise. However without a resolution the National Security Agency will now manage the situation and report to the Prime Minister’s office. Major General Phadung says similar problems exist in other regions of Thailand such as Nakhon Si Thammarat,

Chumphon as well as Hua Hin. He believes that a solution involving the private sector is required with the operation of a garbage processing plant producing electricity and fertilizers. This will enable benefits to be shared and the problem resolved. Phupung also said that the construction of a garbage processing plant is required due to the large amount of waste. Many developed countries as well as Phuket in Thailand, have garbage processing plants. “I think it’s time for our country to make an urgent move to build garbage processing plants. We have many waste disposal problems and the use of landfills causes many problems as we already know. Now the problem of garbage is a big problem in every province. The Prime Minister sees this as a big issue and the person who is directly responsible is the Governor of the province.

8 Jazz Festival Trumpeter Releases Tributes to the Late King Bhumibol

British jazz musician Stuart Hawkins, an aficionado of the Hua Hin International Jazz Festival, has released musical tributes to H.M. the late King Bhumibol Adulyadej ahead of this year’s 18th - 20th May Event.

Proceeds from sales of Stuart Hawkins’ newly released single, “Love at Sundown”, and debut jazz album “And What If I Don’t” will support the Water Foundation of Thailand (Utokapat Foundation) under the Royal Patronage of H.M. the King. Composed in 1946, “Love at Sundown” was the first song in King Bhumibol’s prolific musical repertoire to be released to the public and was an instant hit. This uplifting new tribute rendition brings a foot-tapping New Orleans feel to the song featuring Hawkins on trumpet and flugelhorn. Known for his bluesy, funky sound, Stuart began playing the trumpet at the age of nine. He is Australian born but grew up in Hong Kong and as a teenager became passionate about jazz and blues music. After high school, he moved to England, where he was a soloist with the Oxford University Jazz Orchestra and played in groups alongside some of the top young jazz musicians in England.

Stuart has lived in Thailand for the last eleven years. He has played at venues across Thailand and Asia and performed with many leading Thai music artists including the popular jazz saxophonist, educator and producer Koh Mr Saxman and acclaimed pianist, composer and producer Neung Jakkawal. “It’s been a privilege to live in Thailand for over a decade and I join the Thai people in remembering and paying tribute to His Majesty the late King Bhumibol Adulyajej,” said Hawkins. “Through this project and with this great band I wanted to celebrate and pay tribute to the extraordinary legacy of Thailand’s beloved ‘Jazz King’ and ‘Development King’. The Dark Origins of Valentine’s Day

Valentine’s Day is a time to celebrate romance and love but although no one has pinpointed the exact origin of the celebration, one good place to start is ancient Rome, where men hit on women by, well, hitting them. From February 13th to 15th the Romans celebrated the feast of Lupercalia. The men sacrificed a goat and a dog, and then whipped women with the hides of the animals they had just slain. The Roman romantics “were drunk. They were naked,” says Noel Lenski, a historian at the University of Colorado. Young women would actually line up for the men to hit them, Lenski says. They believed this would make them fertile. The brutal fete included a matchmaking lottery, in which young men drew the names of women then be coupled up for the HUA HIN TODAY, February 2018

duration of the festival or longer, if the match was right. The ancient Romans may also be responsible for the name of our modern day of love. Emperor Claudius II executed two men — both named Valentine — on February 14th of different years in the 3rd century A.D. Their martyrdom was honored by the Catholic Church with the celebration of St. Valentine’s Day. Later, Pope Gelasius I muddled things in the 5th century by combining St. Valentine’s Day with Lupercalia to expel the pagan rituals. But the festival was more of a theatrical interpretation of what it had once been. Lenski adds, “It was a little more of a drunken revel, but the Christians put clothes back on it. That didn’t stop it from being a day of fertility and love.”

Betong Airport Expected to be Completed Next Year When it is completed next year, Betong international airport in Yala will be the catalyst for change which will turn this southernmost district in the restive Deep South to become a tourism and logistic hub for the border region.

Travelling between Betong and other destinations as well transportation of goods to and out of the district which are hampered by the southern unrest will be more convenient and safer, according to Yala Chamber of Commerce. The airport which was originally designed to have a runway of 1,800 metres long will be extended by another 300-400 metres so it will be able to accommodate larger planes. Construction is now undertaken by Naowarat Pattanakarn Company on 920 rai land plot in Tambon Yarom. A budget of 1,900 million THB has been allocated for the project. The Yala Chamber of Commerce has also proposed that a tunnel be cut through a mountain in Tambon Normaror which will shorten the distance from Betong to Yala township by about 20 kilometres. Kantapong Limkanchana, president of Yala Chamber of Commerce, said that the international airport would boost the economy in the district while the tunnel

project estimated to cost about one billion THB would facilitate travel between Betong and Yala and beyond. As Yala province is endowed with natural beauty and pristine natural resources, Mr Kantapong said the chamber would propose the government to develop the province’s tourism and to ease some restrictions which discourage investors from investing in the province. About 250,000 tourists visit Betong each year, bringing about 1.5 billion THB in revenue. Border trade through the district is estimated at about 4 billion THB a year. 10 Drone Registration Reminder Over 4 Million Visitors Penalties Now Apply to the Royal Crematorium

Over four million people have visited the Royal Crematorium at Sanam Luang during the two-month-long exhibition on the Royal Cremation of the late King Bhumibol Adulyadej. The subcommittee in charge of the Royal Cremation exhibition reported that until the last day of the exhibition on December 31st, a total of 4,000,086 people have visited the Royal Crematorium when it opened to the public for 60 days from November 2nd.

According to the Ministry of Culture, the Royal Crematorium of the late King Bhumibol Adulyadej will be relocated to Pathum Thani to become part of a permanent exhibition hall to honour the late monarch. Some of the structures will be relocated from Sanam Luang to Pathum Thani for the construction of a permanent exhibition hall to commemorate the late King which will take about two years to complete. The National Broadcasting and Telecommunications Commission (NBTC) has reminded drone owners that their aerial devices needed to be registered by 9th January, as the use of unregistered drones will result in a maximum of five years in prison. The NBTC previously issued a regulation requiring all drone owners to register their device during a 90-day period starting from 11 October 2017. Registration can be made at any NBTC offices or police stations. The use of unregistered drones is now considered a violation of the radio telecommunications law, with a maximum 100,000 THB fine, or a maximum of five years in jail or both. The NBTC secretary-general reassured the new regulation was meant to maintain public order and national security, adding that the general public who have questions can call 1200 or 0 2670 8888 for more information.

Tourists Leave Garbage Behind After New Year Holidays Tourists have left behind more garbage at New Year holiday destinations this year according to the Hua Hin municipality.

Moves Against Tax Liability Avoidance

The Cabinet has approved a draft bill aimed at preventing the transfer of assets and profits for the purpose of avoiding tax liabilities.

Also approved were proposals requiring that juristic persons with interconnected transactions of more than 30 million THB a year send the authorities a clarification report and a tax waiver that will benefit foreign disabled people who earn no more than 190,000 THB a year. Nattaporn Jatusripitak, a spokesman for the Deputy Prime Minister for Economics, said that the Cabinet also agreed on a draft bill for an amendment to the transfer pricing law. The draft bill requires that companies or registered partnerships that have relationships must prepare reports that disclose the details of these relationship as well as the interconnected transactions in each accounting period as determined by the Revenue Department’s director-general.

The reports must be delivered as scheduled. An authorised appraiser may file a report involving analysis of reported transactions to the companies or registered partnerships within five years. These corporations will be fined no more than 200,000 THB if they do not deliver the reports as scheduled or submit incomplete reports, documentation or other key evidence. Those with interconnected transactions of no more than 30 million THB per year will be exempt from the reporting. “The amendment to this legislation aims to prevent the transfer of assets and profits to an enterprise with less income or the transfer of assets overseas, or so-called transfer pricing for tax avoidance. Asset transfers for tax avoidance is called the use of tax havens. This move is in line with international principles, as has been done in other countries, does not affect investments in Thailand,” Nattaporn said. The exemption of personal income tax for foreign disabled people aged no more than 65 on annual income of no more than 190,000 THB had been proposed by the Ministry of Finance (MOF). This move came after a complaint from National Human Rights Commission of Thailand to the MOF. According to the MOF, this measure applies the same principles of its 1966 ministerial regulation proposing an exemption for Thai disabled persons aged no more than 65 old on annual income of no more than 90,000 THB.

Garbage was left behind in major tourist destinations as tourists returned home after New Year long holidays. The municipality has reported that the amount of garbage left behind by visitors has increased sharply during this year’s festive holidays, causing environmental problems. Hua Hin Municipality reported a 40 tonnes per day increase in the volume of garbage during the holiday period compared to the normal collection. Garbage reached a whopping 200 tonnes per day, up from the average 160 tonnes. The permanent secretary of Hua Hin Municipality, Jirawat

Phrammanee, said that local authorities were trying hard to keep the resort town clean, as Hua Hin is a main attraction for both domestic and international tourists. Jirawat said the local authorities hired a private company to collect the garbage around the city three times per day, every day, to keep the city clean. Collected waste was buried at the landfill in nearby Pranburi District. He said that the amount of garbage in Hua Hin is increasing every year, reflecting the increasing municipal population and the growth of tourism and business.

367,000 CCTV Cameras to be Connected by 2019

The Ministry of Defense is determined to link 367,000 closed circuit cameras across Thailand by 2019 for national security and public safety. Ministry of Defense Spokesperson Lt Gen Kongcheep Tantrawanich said the government will join hands with private organisations to connect more than 367,000 surveillance cameras, both working on analog and digital systems. He said Deputy Prime Minister and Defense Minister Gen Prawit Wongsuwan had asked responsible units to repair all broken cameras and formed two working committees tasked with accelerating the connection of surveillance camera network and managing CCTV data and storage. Kongcheep added that tax incentives will be rolled out to motivate private firms to install more surveillance cameras, whereas the Ministry of Interior has been assigned to add more CCTV cameras at border crossings in 27 provinces.

Pone Kingpetch, also known as Mana Seedokbuab, was a professional Thai boxer and three time world flyweight champion. He became Thailand’s first world boxing champion on April 16th 1960 when he defeated Pascual Pérez of Argentina at Lumphini Boxing Stadium in Bangkok for the world flyweight championship. He later lost the title to Fighting Harada of Japan on October 10th, 1962. Pone Kingpetch regained the world championship after defeating Harada on January 12th, 1963 before losing it to Hiroyuki Ebihara. He won the title for the last time when he defeated Ebihara on January 23rd, 1964

12 Flooding Predicted in 2018 as La Niña Heads for Thailand Similar weather conditions to those that occurred during Thailand’s second most severe flooding in 1995 is predicted for this year, according to weather experts.

They are warning that an expected La Niña condition will bring more rain and storms than usual to Thailand, and that increasingly extreme and unpredictable weather should be expected as a result of climate change. Thailand is expected to receive a larger amount of precipitation than usual due to the influence of the La Niña phase of the El Niño Southern Oscillation (ENSO), which is expected during this year. This year’s water situation is expected to resemble that of 1995. The year 1995 was one of the wettest years in recent Thai history. As a result of various storms during that year’s rainy season, Bangkok and other provinces in

the Central Region suffered from heavy floods for more than two months (August – November). The severity of the 1995 flood was only eclipsed by the major flood of 2011. Thailand Global Warming Academy President Thanawat Jarupongsakul said that this year would be overly wet due to La Niña. The rainy season is also expected to come sooner than usual and with more precipitation, he added. “This year will be a La Niña year, which means our region will receive more rain. As of now, we still expect that this year’s La Niña a will be a mild one, which is good news, because if the La Niña condition is strong, we may face a severe water situation similar to 1995 or even worse, like 2011,” Thanawat said.

Devastating flooding around Bangkok in 2011 According to the official longterm prediction of the Meteorological Department’s Climate Centre, the ENSO condition will be a mild La Niña during the first three months of this year but the condition is predicted to return to a neutral stage by the end of March. He also expressed concern about storms that will approach Thailand during the course of this year, which may directly hit Bangkok and cause major floods. “Bangkok is not safe from a major storm and it is possible for our capital to be hit with a big storm, so we should be prepared for such a worst-case scenario,” he said. “It was widely speculated that many major floods in Bangkok in the past were the result of storms

that hit the area around Bangkok.” He stressed that as a result of climate change, people around the world would face more extreme and unpredictable weather, with more severe droughts and floods both expected. The Utokapat Foundation’s secretary-general, Royol Chitradon, also agreed that this year’s weather condition would resemble that of 1995 and warned that this year’s rainy season would come earlier and last longer than usual. “The weather condition for this year will be wetter than last year due to La Niña, but I am confident of our improved water management system and believe that the new National Water Resources Management Office will be able to handle the water crisis effectively,” Royol said.

Thirteen Thai Beaches with 5 Star Environmental Conditions

Thirteen beaches in six provinces have been found to be of a very good environmental condition in an assessment by the Pollution Control Department of the Natural Resources and Environment Ministry.

The assessment was carried out under the “Beaches with Stars” project for the year 2017. The project has been carried out since 2002 as a tool to know the environmental quality of beaches for better prevention of and solution to environmental problems at all beaches. The assessment is made in four aspects: pollution control; natural conditions; environmental management; and, tourism management. For the year 2017, the following 13 beaches have been assessed to have a very good environmental condition, each with five stars awarded. The first two on the list are located in Prachuap Khiri Khan Province.

13 Makha Bucha Day – March 1st

This important day on the Thailand calendar commemorates two separate events that occurred on the same date 45 years apart, during the Buddha’s lifetime 2,500 years ago. On March 1st this year, Buddhists across Thailand celebrate Makha Bucha Day, one of the most important Buddhist holidays in the kingdom. Many private and public organisations have plans to mark this holy holiday. The first event was the coming together of 1,250 monks from all locations and directions, to meet and be ordained by the Buddha. This event occurred seven months after the Buddha began his teaching. The second event, which occurred 45 years later, was the Buddha delivering his teachings shortly before his death. Both of these events occurred on the day of the full moon of the third lunar month, a month known in the Buddhist Pali language as ‘Makha’. The ‘Bucha’, also a Pali word, means to venerate or to honour. Makha Bucha Day is for the veneration of Buddha and his teachings on the full moon day of the third lunar month. Makha Bucha Day represents a great deal in terms of the development of Buddhism in Thailand. It is a highly ceremonial event and in Thailand it’s an event that was only recently revived as part of Thai Buddhist tradition. The Supreme Patriarch of the Marble Temple in Bangkok, Kittsobhana Mahathera, did this in 1957.

GROUP ORDINATIONS Numerous temples and religious centres nationwide will organise a group ordination to celebrate Makha Bucha Day. Male Buddhists may take part in a group ordination at various temples or religious centres. MASS MEDIATION Apart from making merit and listening to sermons at temples during Makha Bucha Day, Buddhists are also encouraged to mediate and pray in commemoration of the Lord Buddha’s Buddhist teachings. In the morning many Thai people wake up early to give alms to monks. In the evening, temples are full of people listening to sermons. They often perform a ritual known as the candle ceremony where they walk clockwise three times around the temple holding flowers, incense and a lighted candle. As part of the observance, Thai Buddhists are encouraged to do their best to observe the “Five Precepts (Rub Sil’),” even for just the next couple of days. The “Five Precepts,” which is the basic Buddhism code of ethics and is a practice of renunciation, tells Buddhists to abstain from harming any living thing; from stealing; from taking intoxicants; from backbiting, gossiping and telling lies; and from engaging in immoral sex. Devout Buddhists may also observe additional precepts during the period. They will

abstain from eating after midday; from using a soft chair or a high bed and from wearing ornaments or perfume, and from public entertainment, dancing, or singing. Those who observe these precepts strictly, practice meditation and mental discipline, stay in the temple, wear white robes, and eat only vegetarian food for a number of days. For visitors to Thailand, “Makha Bucha Day” presents a great opportunity to observe first-hand the Thais’ religious practices and the local lifestyle.

Welcoming the Year of the (Brown Earth) Dog The Chinese New Year or Trut Chin in Thai was brought into Thailand when the Chinese migrated here late in the Ayutthaya Period (1350-1767 A.D.). The festival means so much to the Chinese and the Thais of Chinese descent the same as Christmas means to the Westerners. 14 10 year Plan to Increase Thailand’s Air Traffic Capacity The Department of Airports has launched a 10-year plan to increase the capacity of its airports, following anticipation of tourism growth as well as the lifting of restrictions imposed by the International Civil Aviation Organization (ICAO).

The tourism industry in 2017 is estimated to have attracted no less than 35 million foreign tourists, bringing in approximately 2.76 trillion THB. Meanwhile, the ICAO has lifted its red flag on Thailand’s civil aviation industry. Various airlines, especially low-cost airlines, have expressed a desire to begin regional services under the supervision of the Department of Airports. As a result, the department is moving forward with a 10-year plan to invest 38 billion THB to increase the annual capacity of 28 airports to 30 million passengers in 2025 and 58 million by 2035. The Department’s goals include expanding air access, accommodating increased traffic, adhering to international standards and effective governance in order to make Thailand an aviation hub for the region.

A second Chiang Mai Airport has been endorsed however no plans for Hua Hin have been revealed.

The Cabinet has given a go-ahead for the construction of the second Chiang Mai international airport, either in San Kamphaeng district of Chiang Mai or in Ban Thi district of Lamphun, said government spokesman Lt-Gen Sansern Kaewkamnerd. The Cabinet mobile meeting in Sukhothai endorsed the Transport Ministry’s proposal to expand the current passenger’s terminal at Chiang Mai airport so that it will be able to accommodate up to 20 million passengers a year from the current 10 million passengers. The expanded terminal will also have the capacity to accommodate 34 flights per week from today’s 24 flights a week.

Government spokesman Lt-Gen Sansern Kaewkamnerd has announced significant airport development for Thailand however the future of Hua Hin Airport remains ‘off the table’ Lt-Gen Sansern said that new passenger’s terminal would also be built at Mae Sod, Phrae and Phetchabun airports whereas their runways would also be extended. Neither the 10 year Plan nor this Cabinet decision makes mention of any plans for the Hua Hin Airport which remains disconnected with the recent suspension of flights to Chiang Mai apart from any international flight approvals; much to the mystification of locals.

Book flights From Thailand 30 Days Ahead on a Saturday in November to Save

Asia-Pacific will drive demand for air travel over the next two decades, according to the 2018 Air Travel Outlook report produced by Expedia in collaboration with the Airlines Reporting Corporation (ARC). Based on the International Air Transport Association’s 20-year air passenger forecast, air travel routes to, from and within Asia-Pacific will see an extra 2.1 billion annual passengers by 2036 - an average growth rate of 4.6%. China is expected to displace the US as the world’s largest aviation market by 2022, while India will overtake Britain, currently ranked fifth, by 2025, with Indonesia catching up by 2030. Thailand is anticipated to enter the

world’s top 10 largest aviation markets during the forecast period. For most air travelers, booking more than 30 days ahead of the departure date results in cheaper airfares. Booking on a Sunday for a departure on a Thursday or Friday is another way of finding good prices, the report said. Thailand is a notable exception to this trend. For Thailand, the lowest air ticket prices can be found when booking an international economy flight on a Saturday for departure on a Thursday. A similar phenomenon occurs in Australia, Sri Lanka and Singapore. In terms of the best months to book international economy travel, the lowest rates have historically been

found at these times: January for international economy travel from Japan; February for international economy travel from Indonesia; March for international economy travel from Hong Kong, Malaysia and Singapore; November for international economy travel from South Korea and Thailand; and December for international economy travel from China. For most premium air travel (first and business class), booking more than 30 days ahead also tends to result in cheaper airfares. On average, the cheapest days to book these more expensive tickets are Saturday or Sunday for travel on a Friday or a Sunday. This is true across regions. The difference in the premiums paid for purchasing airfares on the most expensive day versus the cheapest day of week can range from 15% to 120% for international flights. This is likely driven by corporate travelers’ buying behaviour, as corporate travelers are less likely to book business travel on weekends when they are not at work, according to Expedia and ARC. June saw the highest prices for Australian and New Zealand travelers, while the months between April and September had the highest international travel premiums in most parts of Asia. For economy travel, Bangkok, Hong Kong, Seoul, Singapore and Taipei emerged as the top five hubs in Asia, with a majority of passengers originating from airports within the region. - Bangkok Post

Kui Buri Farmers Adjust to Life with Wild Jumbos

It’s a hard life for fruit farmers living close to a wildlife conservation area in Kui Buri district in Prauchap Khiri Khan, where they have to adapt to the frequent raids by wild elephants, which can quickly strip their crop bare. Amnat Permpoon has hastened to hire help harvesting the ripening pineapples at his farm at Ban Yan Sue, tambon Haad Kham, after three wild elephants came out of Kui Buri National Park to feast on the succulent fruit on five consecutive nights. The fruit in his 10 Rai orchard is beginning to ripen and the beasts are attracted by the sweet smell, he said. Pineapples don’t get any sweeter after they are picked so must be left to ripen on the plant, which leaves a very small gate between harvesting them and losing them to elephants. Amnat has 30 Rai close to the park but grows his pineapples on only 10 Rai, which he says produce around 30 tons of fruit annually, leaving the rest of the farm HUA HIN TODAY, February 2018

Tambon Haad Kham is one of the several areas adjacent to the park frequently raided by the animals. The problem was spotlighted last week when a 20-year-old male elephant was found dead with rifle and shotgun wounds to the body. Police and local residents suspect angry farmers inflicted the wounds, but they are uncertain whether the animal was actually killed in the area, or shot elsewhere and made its way to the tambon before succumbing to the injuries. Referring to the long New Year holidays from December 28th – January 3rd, these ‘Seven Dangerous Days’ are often stated to be the most dangerous period of the year for road traffic deaths in Thailand, In relation to this period during the 2017/2018 holidays, Deputy Interior Minister Sutee Markboon said 423 deaths and 4,005 injuries resulted from 3,841 accidents. Drunk driving and motorbike riders continue to be the leading indicators of road crashes. However crunching these numbers reveals an even darker statistic. The 7 day death toll daily average is 60.4; however this horrific figure is actually lower than the year-round average of 66 deaths daily!

Water Pipeline Extensions to Resolve Water Shortages

The Municipality of Hua Hin and the Provincial Waterworks Authority have signed a memorandum of understanding (MOU) to provide for major expansions to the water supply service in the Hua Hin municipality. The aim is to prevent future water shortages and to provide clean water to the community.

The current water supply is insufficient for water production and distribution for all areas, especially for outlying and highland areas. The MOU provides for the expansion of water services to areas such as Khao Tao, Khao Takiab, Samorplong, Taptai Khao tao, Nong Plab and Wang Klai Kangwon. In addition, it supports the expansion of pipelines to enable future economic development. Services have already been expanded in the area of Khao-Tao and Soi Hua Hin 112. There are currently two projects now under construction:

- Expansion of supply in Samorplong and Bo Fai Communities with a distance of 23 kilometres and a budget of 21 million THB. - Expansion of supply in Khao Takiab with a distance of 21 kilometres and a budget of 40 million THB. Water pipelines have been installed from Tab-tai area to Hua Hin City and are planned for the Samorplong Community and Boa Fai area. It is expected that the project will be completed by the end of the year. This expansion will then expand to the Khao Takiab area.

Following the Progress of Housing Construction for the Poor A delegation of municipality and other agency staff have been following the progress of a housing project for the poor in Hua Hin The delegation included Ms. Pailin Kongpun, Deputy Mayor of Hua Hin and Mr. Jeerawat Pramanee, Permanent Secretary of the Municipality joined Dr. Punlob Singhaseni, the Governor of Prachuap Khirikhan and his wife, Assistant Professor Nisakorn Singhaseni the head of the local Red Cross. They visited an elderly couple who are very poor and earning a living by collecting trash on the streets. The couple also has sick nieces in their care. The Governor inquired about their welfare and provided an assistance package and donated money for family expenses.

730,769 vehicles were checked by authorities. 124,034 drivers were detained and fined; 36,487 out of them for no helmet, 31,721 for no driving licences. 83% of the victims were vulnerable road users (pedestrians, cyclists and motorcyclists). 245,356 people were prosecuted for driving dangerously, 1 41,327 on motorcycles. 6,326 vehicles were seized, of which 4,823 were motorcycles. 38,190 driving licences were confiscated. Editor’s Note: Thankfully stricter road safety enforcement has reduced road deaths over the recent 7 day New Year period. However there is an obvious need for this level of enforcement throughout the year, not just New Year and the next ‘7 Dangerous Days’ blitz anticipated during Songkran in April. Apart from reducing deaths on any given day; everyday enforcement is a necessary step to convince drivers that long-term behavioural change is necessary.

400,000 Chinese Visitors to Thailand Predicted for Chinese New Year The Association of Thai Travel Agents (ATTA) expects more than 400,000 Chinese tourists to travel to Thailand during next month’s Chinese New Year festival, generating 20 billion THB. ATTA president Vichit Prakobkosol said Thailand remains a top destination for Chinese tourists to celebrate the long national holiday period. He said both the number of Chinese arrivals and their spending during the holiday will increase by 10% from last year. But the association predicts fewer charter flights between the two countries compared with previous years because airlines have introduced more scheduled direct flights between the two. “More Chinese will travel with their families, friends or as couples, so they do not need tour groups or charter flights,” Vichit said. Last year, 9.8 million Chinese tourists traveled to Thailand, generating 480 billion THB in tourism revenue, up 11% and 9% in volume and value from the previous year.

“The total number of Chinese tourists is expected at 10.811 million for this year,” Vichit said. “China will remain the largest source market for international arrivals over the next five years.” The Tourism Authority of Thailand (TAT) predicts that total arrivals from mainland China will continue to increase this year and tourism receipts from the market should grow to 528 billion baht, up 10% from last year. In order to cope with the growing Chinese market, ATTA and its members are considering bringing Chinese tourists to secondary provinces being promoted by the government. Many travel companies have been working with bus companies to prepare smaller buses accommodating 30-40 passengers to visit small villages. – Bangkok Post

People with Type 2 Diabetes Underestimate their Cardiovascular Risk Globally, cardiovascular disease (CVD) is the most common cause of death in people with type 2 diabetes.

The International Diabetes Federation (IDF) has presented the interim results of the first ever multi-country online survey on CVD risk awareness and knowledge among people living with type 2 diabetes, indicating low levels of awareness and limited dialogue between patients and healthcare professionals. The global survey – ‘Taking Diabetes to Heart’ runs until March 2018 and is open to all people with type 2 diabetes. Diabetes currently affects 425 million adults worldwide, with most cases being type 2 diabetes. Cardiovascular disease, which includes stroke, coronary heart disease and peripheral artery disease, is the leading cause of disability and death in people with type 2 diabetes. To date, 943 responses to the survey have been received from 32 countries and interim findings show that: 1 in 3 respondents living with type 2 diabetes consider their risk of CVD to be low. 26% of respondents had either never learned about CVD or received information on CVD several years following their type 2 diabetes diagnosis. 1 in 6 respondents had never discussed their type 2 diabetes and CVD risk with a healthcare professional. “The interim results of Taking Diabetes to Heart reiterate the importance of raising awareness of the association between type 2 diabetes and cardiovascular disease to promote prevention, timely diagnosis and appropriate

18 Interior Styling and Design Adds to New Vehicle ‘APEAL’ Vehicle interior is the greatest contributor towards customer satisfaction with vehicle appeal among 10 overall vehicle components, according to a Thailand Automotive Performance, Execution and Layout (APEAL) Study.

Across all vehicle segments, the relative importance of interior design and comfort elements in overall owner satisfaction with their new vehicle has increased this year from 2016. Vehicle interior — as a part of overall vehicle appeal — has the highest relative importance of all 10 vehicle components measured in the study.

Designers are considering the interior design for a driverless future Vehicle interior includes the evaluation of a range of design elements, such as the instrument cluster and ambient lighting; comfort aspects such as cabin quietness, smell; and soft-touch interior parts, such as arm rests and door panels. Perceived quality and color coordination of interior materials are also essential elements. “As new-vehicle buyers increasingly spend longer periods of time in their vehicle due to lengthier commutes, customer expectations with regard to interior design, specifically comfort, grow,” said Siros Satrabhaya, Country Manager at J.D. Power. “For example, interior quietness is of utmost importance, as it is one of the lowest-rated attributes across vehicle segments. Additionally, passenger car owners complain about the lack of comfort in resting their arms while driving. Brands that address these customer requirements will likely see an increase in satisfaction.” Overall satisfaction averages 908 points (on a 1,000-point scale) in 2017, up from 901 in 2016, with scores in all vehicle segments except compact SUV improving year over year. Satisfaction also improved across all vehicle components, particularly in seats (+11 points) and driving dynamics (+10 points). The study also finds that customers who experienced fewer initial vehicle quality problems than expected are most satisfied with overall vehicle appeal (919) than those who experienced the same or more problems than expected (897 and 885, respectively).

Key findings of the study: Exterior styling remains a key purchase driver: Nearly one in four customers (24%) cite exterior styling as the main reason for purchasing their new vehicle, followed by vehicle performance (19%), previous experience with the brand (10%) and good fuel efficiency (10%). Audio/ Entertainment/ Navigation system design requires improvement: Navigation and audio system-related attributes are among the lowest rated, notably the ability of the navigation system to provide a desirable route and its ease of operation, as well as quality of bass and sound clarity at high volumes. Driving pleasure boosts satisfaction: Among customers who are highly satisfied (providing a satisfaction rating of 10 on a 10-point scale) with overall vehicle appeal, 51% say they find their new vehicle fun to drive, as compared with only 24% of pleased customers (rating of 8 to 9 points) who say the same. Furthermore, only 11% of customers who are disappointed or indifferent (ratings of 1 to 7 points) say their vehicle is fun to drive. Study Rankings: Toyota receives four APEAL awards: the Vios (900 points) in the entry midsize car segment; the Fortuner (927) in the large SUV segment; the Hilux Revo Prerunner Smart Cab (914) in the extended cab pickup segment; and the Hilux Revo Prerunner D-Cab (923) in the double cab pickup segment.

The study is an owner-reported measure of what satisfies owners in Thailand regarding their new vehicle’s performance and design during the first two to six months of ownership. Cha-Am’s ‘Amusement Alley’ stretches some 10 kilometres from the junction of the bypass road just north of Cha-Am along the main highway to Bangkok

This is where you’ll find Santorini, The Swiss Sheep Farm and Camel Republic. There are more entertainment and shopping venues including factory outlets for designer label clothing. Travellers heading south from Bangkok (or vice versa) have many tempting reasons to stop en route. Our latest visit was to check out ‘1,000 Sook’ or ‘1,000 Happiness Food and Farm’; perhaps a better translation would be 1,000 Pleasures. 1,000 Sook is a combination of an urban farm, souvenir and Thai delicacies outlet, coffee and dessert station and a steak (and more) restaurant.

If you look around the shopping areas first, chances are you’ll qualify for a free entry pass to the farm with just a few purchases. It’s a bit like an OTOP, handicraft store and Thai specialty food outlet all wrapped into one to find a special item or a real Thai gift. Instead of the usual bottle of wine, perhaps a bottle of mangosteen fruit wine as the ‘red’ for a birthday present. Thai delicacies include fish sausage, fried bamboo caterpillar, pineapple/banana coffee and every form of chilli known to man. There are some sampling stations if you are brave enough to try on the tongue! Thai desserts you will not see anywhere else could be a challenge as most labels are only in Thai language.

Plenty of animals to feed or ride

We’ve yet to have a meal at the restaurant although one reason for the visit was an unsolicited recommendation from a friend who was very impressed with the quality and prices of the meals. The ‘urban farm’ is quaint, it’s not huge but you can take a horse-drawn buggy ride as an alternative to a gentle stroll through the carefully maintained and planned gardens. Animals to get the kids excited include sheep to bottle feed, rabbits, ducks and Shetland ponies to ride. Photography opportunities are a-plenty amongst the scarecrows, hay bales or Western styled out- buildings.

The locals are both enthusiastic and skeptical that this will happen soon or stop vehicles from parking on the path to defeat the good intentions. The Centre receives complaints from consumers who have suffered damage after buying goods or services and the conduct of traders who exploit and are unfair. The Centre negotiates in disputes between buyers and sellers and monitors the behaviour of business operators who act in a manner that violates the rights of consumers. The Centre also provides knowledge and answers to people who have questions about legitimate consumer rights and creates a strong network of people to prevent the violation of consumer rights. The Consumer Protection Centre of Hua Hin has been recognised with an award for outstanding consumer protection in 2016 and was the only awarded local government authority in the country. Foreign Tourist Numbers in December 2017 a Record High

The number of foreign tourists in Thailand in December 2017 made a new record high of 3.5 million which contributed to more than 190 billion THB in tourism revenue. In 2018, the government will promote tourism in minor provinces to equally distribute income to communities. Permanent Secretary for Tourism and Sports Phongpanu Savetrun said in 2017 most of the foreign tourists who visited Thailand were from East Asian countries, followed by Europe, South Asia and the U.S. Compared to the same period of the previous year, the number increased by 15.51%, generating more than 190 billion THB with an increase of 21.03%. A survey of Thai tourism found that 57% of foreign tourist respondents repeated their travel to Thailand and 53% planned their trip to Thailand only. In 2018, the government has set plans to promote tourism connection between main and minor cities in collaboration with many units such as the Ministry of Transport. More immigration officers have been sent to various border checkpoints in order to expedite the immigration entrance process. The Ministry of Tourism and Sports has stepped up efforts to promote tourism in second-tier tourist destinations of Thailand. The Tourism and Sport Minister, Weerasak Kowsurat, said the government wants tourists to discover new experiences in 55

lesser known destinations across the country. To proceed with the plan, his ministry has been working with other ministries and agencies to promote these places. Mr. Weerasak said his ministry and the Ministry of Transport will sign a joint statement with a commitment to develop transport services to support tourism in less popular destinations. He said measures have been taken to ensure safety for tourists, with the support from local administrative organizations, and the Tourist Police Bureau is ready to provide security and convenience in second-tier tourist spots nationwide. Rotavirus Warning Issued

The Diseases Control Department has warned people to eat well-cooked food, clean their hands with soap before and after preparing food to prevent contracting Rotavirus.

The department reported that during its monitoring of diarrhea cases, it was discovered that more adults were infected with Rotavirus which is the common cause of diarrhea disease. Out of 32 patients who suffered from diarrhea, 30 of them were caused by Rotavirus. Information from the department for 2015-17 showed that there were altogether 1,510 cases of diarrhea from Rotavirus, but there were no fatalities. However, the department predicted more diarrhea cases due to the cold weather which enable Rotavirus to multiply and persist longer in the environment. Also, the change of weather has made people more susceptible to falling sick.

Rotavirus-induced diarrhea stems from eating food which was not well cooked or not clean or dirty drinking water or from using things which were stained with the virus. The symptoms include fever, vomiting, stomach pain and watery diarrhoea. There is no specific treatment for rotavirus. For people with healthy immune systems, rotavirus infection of the bowel (gastroenteritis) is a self-limited illness, lasting for only a few days. The treatment consists of increased fluid intake (oral rehydration) to prevent dehydration. About one in 40 children with rotavirus infection of the bowel requires hospitalisation for intravenous fluid.

The idea of staying at a hostel brings to mind cramped wire-frame bunk beds, shared bathrooms, and a general lack of amenities. But a new kind of hostel is on the rise and it’s far from a no-frills backpacker haven. It’s called a poshtel — a combination of posh and hostel — and it’s bringing together two concepts that most travelers wouldn’t likely use together: luxury and hostel. Team Europe, captained by Denmark’s Thomas Bjorn, dominated the Singles matches to earn a hard-fought win over Team Asia with a 14-10 victory to retain the EurAsia Cup last month.

After trailing Team Asia over the last two days, Europe surmounted a gallant fightback to win eight out of 12 matches in the Singles format at the Glenmarie Golf and Country Club. “It was a great performance today from every single one of them, they came off the golf course yesterday and there was a determination and a will of wanting to win this,” said Bjorn.

“From there, to then go out and do the job the way they did today shows a lot about the character of these 12 guys and it shows a lot about the character of European golf and it shows a lot about what we are,” added the Dane. The winning moment for Europe came on the 18th hole when Belgium’s Thomas Pieters beat Korea’s Byeonghun An by one hole. “It always nice to get the winning point.

You can see early on that we wanted it badly because the board was pretty blue,” said Pieters. “These kind of events always become closer than you think sometimes, and that’s always good to know. FootGolf; Playing Football When You Really WantTo Play Golf Golf and football are two of the most popular sports around. But to play both sports at the same time, you need to play FootGolf.

FootGolf follows the same objective as golf; that is to take as few strokes (or kicks) as possible to get the ball from a starting point into the hole. A FootGolf course follows the same 18 hole format with par thee, four and five holes. The rules also generally follow golf with penalties for out of bounds, hazards and the like. Basically the standard sized football is placed behind the tee markers (not on a raised tee) then kicked as near as possible to a purpose made green and then kicked again from where it comes to rest until being holed. The hole has a large diameter, 50 - 53 cm and a depth of 30-40 cm. This is a relatively new sport with the first FootGolf World Cup was played in Budapest, Hungary in June 2012. In the UK

last year there were an estimated 30,000 FootGolf players a week spread out over 200 courses. There’s also an official rule book produced by the Federation for International FootGolf (see www.fifg.org). If you want to get serious, the next FootGolf World Cup is in Marrakesh in December this year. Originating in the Netherland, member countries of the FootGolf Federation now include Argentina, Australia, Belgium, Chile, France, Hungary, Italy, Mexico, Holland, Norway, Panama, Puerto Rico, Portugal, South Africa, Spain, United Kingdom and the USA. In Thailand we’ve seen evidence of FootGolf being played in Phuket and Koh Samui but generally as a novelty in amusement parks.

Black Mountain to Host Thailand Long Drive Championship Finals

How Far Do Average Golfers Really Hit it? What constitutes a long drive? Many golfers turn to the TV for context. Sadly, the bombs produced by Dustin Johnson and Jason Day aren’t realistic standards; even for most pros.

Despite the advances in technology and fitness, 300 yards remains a desired and hallowed target; most golfers can’t come close to sniffing that distance. Conversely, we continue to hear that escalating distance is becoming a problem, to the point where the USGA is starting to take steps to curb this supposed issue. So, how far do average golfers really hit it? ‘Game Golf Live’, a wearable real-time shottracking system provided data regarding the average driving distance from rounds played in 2016 (April to September). Breaking it down in two divisions -- age and handicap -- here are the median driving distances from male golfers from across the world:

Golf Digest At its core, the median driving distance is 219.55 yards. Other club distances of note: the median 3-wood goes 186.89 yards, 7-iron clocks in at 133.48 yards and pitching wedge at a 73.97 mark. For what it’s worth, golfers find the fairway 46.46 percent of the time. Sure, the biggest yardage number (250) may seem puny -- especially when Henrik Stenson is outdriving that figure by 40 yards with his 3-wood. However, it does illustrate that, while average golfers are getting it out there, worries about rising distances ruining the game are overblown (at least at the amateur level). Distance depends on many factors: the clubs you are using, the balls you are using, the conditions under which you play (hard fairway or soft fairway? windy or calm? humid or dry? etc.), your gender and age, your physical fitness, coordination and athleticism and your swing speed. There is no wrong golf club distance; there is only your distance. And knowing your distances (also known as “knowing your yardages”) is much more important than knowing how far each club is “supposed” to go. The moral of that story? Don’t compare yourself with the world’s best players. Although some recreational players do outhit the pros, they are rare and you probably aren’t one of them. You’ll quickly get an idea of whether you are a “long” hitter or “short” hitter by simply playing golf and comparing yourself to those you play with. There’s no shame in being a short hitter, and being a long hitter doesn’t guarantee anything, including a lower score. Hitting the ball far doesn’t matter at all if you can’t also hit it straight or then get the ball on the green.

Men V’s Women? The average women golfer is said to hit the ball about 75% the distance of the average man. Ideally the difference in the length of the tee boxes should mean that scores are evened out; but that’s not even close. With a typical 10% difference in course length, not the 25% that would make up for this disparity, men should think again before complaining about this supposed ‘advantage’. There is a greater gap between the longer and shorter women than there is between the longer and shorter men. Better women players tend to be significantly longer than weaker women players. A male player who shoots 110 might be just as long as a guy who shoots 80. That is very unlikely with female golfers.

A Final Caveat You can find distance charts on many websites around the Web. One thing you’ll notice is that the numbers provided rarely, if ever, match up. These figures are just for show; the only number that really matters is on your scorecard.

On 18th & 19th January, members from two of Asia’s top award winning golf clubs came together at Black Mountain and Banyan in friendly battle, in the first Interclub Championship Hua Hin has seen. Although the air was full of the spirit of true competition, rivalry quickly turned to comradery as the tournament quickly revealed the friendliness between members of both sides and the cementing of social bonds between the two clubs and their members is now permanent. One team had to emerge as the winner though and that team was the Banyan Golf Club which edged home triumphantly in the closing stages with a score of 21 against 19; a very close contest indeed.

“The goal was to bring our two clubs together and to get our members together socially. The event was a tremendous success, thoroughly enjoyed by all, both on and off the course. Plans are already being made for a return match”, said Harald Elisson, Managing Director at Black Mountain. This sentiment was echoed by Stacey Walton, General Manager of Banyan who said, “This event has been a long time coming but it was well worth the wait; we all had a great time and this first tournament will go down in our respective histories as a major milestone in the advancement of inter-club relationships. Russia will host the World Cup’s final rounds from June 14th to July 15th. The hosts join 31 other teams in the competition, including defending champions Germany. Three prerequisites for a special restaurant to claim as your own: 1) The setting & ambience, 2) A welcoming host & service staff, 3) last but not least; Fine cuisine & wine.

Some Thai restaurants may provide all these requirements (well maybe not the wine!) but if ‘eccezionale cucina Italiana’ or fine Italian dining is what suits your palate, then Mozza Mia in central Hua Hin is the place. Couples or even single diners who initially called in for a brief Italian-style sandwich with expresso or fresh orange juice often return with a larger group to share their ‘discovery’ after adopting Mozza Mia as their own. The initial impression is the understated, intimate setting where and you will be personally welcomed by the host Lyna Narin or Khun Kam. During our last visit she was wearing a top which proudly proclaimed “I Love Italy” and of course that includes loving Italian cuisine.

When contrasted with crusty warm bread, it’s a light, though fulfilling delight. Mozzarella is a southern Italian semi-soft cheese, generally white, but may vary seasonally to slightly yellow.

Pizza Mozza Mia Since our last visit to Mozza Mia there have been many additions to the menu based on diner’s requests with pizza being amongst their favourites, especially Thai people.

For example Pizza Mozza Mia includes parma ham and rocket with lashings of mozzarella. Two specialty spaghetti dishes that took our attention were a delightful cure for our hunger; prompted by the aromas wafting from the nearby open kitchen. Spaghetti Olio Bacon and Spaghetti Truffle Sauce were presented steamy hot and with a hint of spicy heat to soon address our hunger pangs. Khun Kam then introduced an intriguing Clay Pot. This was a small pot enclosed with oven crusted pastry ‘lid’ which opened, reveals a variety of seafood cooked to perfection in a chilli and garlic sauce. Another Mozza Mia specialty to tantalise both the eyes and taste buds. Dining can be inside, alongside a wine selection with shelves stocked with fine wines, especially of the Italian variety, but also from Australia, New Zealand the Americas. Alternatively the outdoor terrace provides an alternative space for a dinner party of groups of friends or family. Mozza Mia provides Hua Hin with an opportunity to savour Italian cuisine at its finest. Not only for an evening dinner, but also for those looking for breakfast or a casual lunch. 2 46 A Dinner That’s Out of This World

By Vanniya Sriangura- Bangkok Post No, it wasn’t terrifying. No, the dining station didn’t sway. No, there’s no glass shell nor safety bar between you and the space around you. And yes, the food was good. I’ve repeated those statements countless times since my Dinner in the Sky flight landed on Sukhumvit Road. My subject of review was a pop-up restaurant basically consisting a rectangular table and 22 chairs that encircle a chef’s platform underneath a glass roof. Yet, instead of operating on solid ground, the whole structure is suspended by slings from a crane that lifts it 50 metres above the Earth’s surface, allowing guests the freedom of eating in the air. While a great number of onlookers wonder whether the height (equivalent to a 12-floor building) affects your taste buds, others prefer to leave it as an extravagance

reserved only for the super audacious, rich and perhaps stupid. Putting all the criticisms aside, I, as an invited food writer to observe it first-hand, found Dinner in the Sky nothing but a fun and price-worthy dining experience. The concept was developed in Belgium 10 years ago and has operated in 45 countries, including Denmark, France, Finland, Japan, Malaysia, Portugal, Sweden, Taiwan, the Netherlands and the US. This inaugural pop-up in Thailand was launched in Bangkok and will run daily until February 28th with a total of 2,500 seats available during the seven-week operation, two thirds have already been booked. Culinary-wise, Dinner in the Sky offers a 4-course fine-dining meal prepared by executive chef Gaetano Palumbo from Sheraton Grande Sukhumvit, the project’s official partner. Guests get to choose their choice of beef, chicken, seafood, lamb or vegetarian prior to the flight.

My 21 dining companions and I were gleefully attended to by chef Palumbo and his two kitchen crew members. And just like at an upscale restaurant, each dish was presented proudly with a brief explanation of the produce and preparation, while our drink glasses were always kept full. Safety-wise, the whole system was designed and produced in Belgium according to strict German specifications and has surpassed world-leading TUVaccredited standards. So far, it enjoys a zero accident record. The 200 ton telescopic crane used in suspending the restaurant in the air was also imported from Europe and is regularly inspected and tested by professionals. It operated so smoothly that without looking away from my food I didn’t know I was moving. The dining platform also spins slowly so that diners can enjoy different vistas. During the flight, guests are securely strapped to the bucket-seat chairs by a

multi-point safety harness. The chairs can, however, lean forwards and backwards, as well as making a 180 degree turn. That added a lot more comfort and a pleasant thrill to the experience. Helping to ensure our safety were two uncompromising security technicians at each end of the table. Though looking tough and determined, they were helpful and friendly. Editor’s Note: I did wonder whether the Holiday Inn Van Nava had considered a similar idea for a dinner experience on the Sky Deck, a unique glass floor that sees right through to ground level from the dizzy heights of the 27th floor. I’ve yet to take a step onto that glass platform but I’m guessing the experience will elicit some interesting reactions from anyone with a fear of heights. ‘Sky Dining’ is a question for me to ask the management on my next visit!

Taking a Tipple with Thai Snacks

Now is the festive season for many travellers, which means drinks with friends. But whether now or anytime of the year, Thailand has some fantastic food that is designed to be consumed when having a drink. We have asked our resident ‘foodie on the street’, Leigh Higgins from Feast Thailand, for her ‘go to’ drinking snacks. There is nothing better than sitting somewhere cool, enjoying the beautiful weather of Hua Hin, sipping a cold drink and eating some great Thai food. The criteria for this type of food is easy to pick up, effortless to eat, but more importantly, goes with a number of different drinks; oh, and be delicious! These foods have a name; Aa-haan Gap Glaem • Drinking Food.

Everyone loves food on a stick, be it grilled octopus or the ever-present Moo Ping, marinated pork skewers, but one of the all time favourites is Pork Satay. The thinly sliced pork is marinated in turmeric to give it its yellow colour before being grilled over coals. It’s served with a peanut sauce, a sweet ‘n’ sour vinegar and cucumber dipper and chilli; in Thailand, they also serve some thin slices of white bread. Meat rissoles are so easy to eat and the best in Thailand are named Laap Thawt. These balls are a deep fried version of Laap, the popular spicy Isaan salad. They are crunchy and normally served with some cabbage or green beans, plus some roasted red chilli for lovers of spice. There is nothing better than some nuts or cashews alongside a cold beer, but in Thailand, the dish to look out for is Thua Thawt Samun Phrai. This plate of fried peanuts is combined with deep fried kaffir lime leaf, garlic, salt and

chilies. There are many different versions and it is an utterly addictive snack. One easy-to-eat option that’s great for people who are not into chilli is Daet Diaow. Originally meat that had been marinated, sun dried for a day and then deep fried, it is now more often than not only marinated and deep fried; it is served with a Nam Jim Jaew dipping sauce. Beef or Pork (Neua and Moo respectively) are the most popular choices. Sometimes you will see street vendors pulling up with their grills smoking; dried squid lined up in rows. This squid has been dried in the sun and already flattened before being reheated, pressed once again and sliced right before eating; it goes great with a cold beer or a whisky. Last but not least is anything chicken….Gai. Gai Thawt • Deep Fried Chicken, leads the brigade. Forget KFC this is TFC; it’s easy to eat and utterly delicious in Thailand. Of deep fried chicken, though, my choice for the best drinking food option is Nang Gai Thawt • Deep Fried Chicken Skin; not for people who with high cholesterol issues, but it’s utterly delicious. Or for the more adventurous diners, there is Naem Em Kor Gia Thawt • Deep Fried Fermented Chicken Knuckles. These morsels are slightly sour from being fermented, then flash fried and served with sliced, pickled ginger and peanuts; go on, give them a go.

11 55 A Bug’s Life! Would you try eating Bugs & Insects in Thailand? Food journalists or bloggers often intimate that if you haven’t eaten bugs in SE Asia, you really haven’t eaten the local food. The burning question remains; who actually eats bugs in Thailand in this day and age, or is it just something to make tourists squirm? Leigh Higgins from Feast Thailand is giving us the lowdown on bugs!

In countries all over the world, there are people who believe that if it moves, it can be eaten. This may certainly be the case in countries where Tesco or 7 Eleven is not on every corner; is this also true in Thailand?

In local markets all over Thailand, you still find vendors selling all manner of bugs and insects. These local markets usually cater to local customers, though often international travelers want to get an experience of the ‘real’ Thailand. Locals will buy them as a snack, or to eat when with a whiskey or beer. The burning questions are: What exactly am I eating? What do they taste like? Crickets or Grasshoppers: The whole body of both of these insects can be eaten as they become quite crispy and crunchy

once fried. Sometimes grasshoppers are a little tastier, as they are potentially bigger, with more body; the seasoning also gets into all the nooks and crannies of the insect. Silk or Bamboo Worms: These are small and oblong in shape; just pop into your mouth and munch away. The silk worm has a softer mouth-feel, not unlike gnocchi or soft-cooked potato. The bamboo worm which doesn’t have too much flavour and may be good to ‘cut your teeth on’; a first step towards eating bugs. You may find other types like Giant Water Bugs or larger Crickets, especially if you are in very regional areas of Thailand. To eat the giant water bugs, you must first remove the wings and legs, as the body is what is eaten. Locals will gently squeeze the body to ascertain whether they will be good for eating. Normally the bugs are flash-fried and heavily salted; served with a spray of soy sauce and dash of white pepper or chilli;

possible a squeeze of lime juice can give them a different flavour, hence why they are a great late night drinking snack. For 20 or 30 THB you can buy a mixed bag, just like the mixed bag of sweets when you were a kid, though I seriously doubt many local kids are eating mixed bugs after school as their snack of choice. In Hua Hin, you will find bugs sold at local markets like Dinosaur, Phae Mai or Hua Na. They will have at least two or

three different types displayed on small plates. There are sometimes mobile vendors cruising around late at night selling their crunchy delights. The other place for bugs in Hua Hin is the night market near the Grand Hotel. Here you will find a wider selection and a mix of curious international tourists and locals, buying the insects. You will also see vendors set up at any local festival that is held across Thailand.

12 56 Navigating the Local Markets of Hua Hin

Some of the most interesting places to visit in Hua Hin are the locals’ local evening food markets, however many that are not familiar with these markets may find them too daunting to navigate. Our ‘foodie on the street’, Leigh Higgins from Feast Thailand, is at these markets most evenings; she gives us her tips and explains why she loves them so much. At times it can be quite intimidating when faced with a huge fresh food and produce market in Thailand; hoards of locals parking their bikes eager to get in and get their nightly food fix. In Hua Hin, there are many of these markets, both small and large, opening up around 5pm, ready to serve the locals for dinner. These markets are certainly geared towards the locals, however with a few tips, expats and travellers can find these markets a rewarding experience. They can seem quite overwhelming and somewhat chaotic; however, there is an order. Not all vendors are there everyday; they all have their own routines, which allows you to try new or different dishes. The fresh produce is displayed to its full potential and you’ll often find unique or regional ingredients on offer. Vendors may not be fluent in English, but they are proud of what they have on offer and will try their best to help you. Proteins are all on display as well and are extremely fresh; everything from live prawns or frogs, to eels and barn yard chickens. This may not be for those with weaker stomachs, as every part of the animal is for sale.

The locals like to buy fresh, hence why they come to these markets. Leigh says “At night, I often see vendors that we use on our food tours, buying their ingredients for the next day, which tells me that they are focused on having the best quality produce.” Many of these market vendors are also setup to sell freshly cooked meals for people to take home. You will see some vendors cooking on site in huge woks over enormous jet burners; this is as fresh as you can get. Big tubs of curries, stir fries, soups and salads, along with fried or grilled chicken and Thai sausages and satays. There are also vendors who cook at home and bring their food to market for sale. Whatever Thai dish you desire will normally be available. The other great thing about these markets is the price. Should you pick something and find you don’t like it, the cost has only been 30 or 40 baht. I would advise anyone to follow your gut instinct and try what you think looks good, even if you buy a little too much; leftovers can all be eaten the next day.

General rule of thumb when buying at these markets is look to see who is popular; this is a great sign that the vendor is doing something right. Look who is cooking fresh and how the vendors present both their food and themselves, as this normally indicates they are proud of what they do. You will find these types of markets scattered around every Thai town; locally, whether you are in Cha-am, Pranburi or in Hua Hin, there are many. Dinosaur Market on Soi Chonprathan 62 and Hua Na Market between Sois Hua Hin 112 & 114 are both open nightly. Phae Mai Market, on Thanon Chonprathan (Canal Road), opens Tuesdays only. These markets are often rustic with uneven walkways and rickety roofs over your heads, but give them a try.
