A ‘Changing of The Guard’! There’s been a changing of the guard at Hua Hin Today. The General Manager of the past three years, Eleni Mastronikoli, has moved on and there is a new person is in charge with the appointment of David Watson as Managing Editor. From Eleni: “The time has come for me to take on a new challenge in my home country of Greece. Hua Hin has become my second home and I am really going to miss this place and its people. We might be a small town but I’ve seen big hearts and big minds. I hope you’ll welcome David the same way welcommed and support him all the way.” Eleni has certainly left her mark on Hua Hin Today. We’ve all seen improvements in the format, content and quality. Apart from her impact on the newspaper, her smile and personal warmth will be missed. About The Sunflower

The sunflower season in Thailand or when the sun-loving flowers commonly bloom starts around November and goes on until about January or February, depending on the weather.

The sunflower or Heliathus annus is known as Thantawan in Thai. When the plant is in the bud stage, it tends to follow the movement of the sun from the east to the west, in order to improve the efficiency of photosynthesis. Once the flower fully opens, it will face east and there will be no movement anymore. A sunflower can grow to 5 metres tall. Its green leaves are in the heart shape. Normally each cultivated sunflower plant has only one flower, but the wild species have multiple flowers. The flower has yellow or reddish-yellow petals around a brown disc. In each disc, there are several hundred to a thousand florets that are hermaphrodite. Its fruits or seeds are various in colour-- pure black, black with gray or white stripes and white with gray stripes. This depends on the species.

The best places to see the sunflower fields are in Lop Buri and Saraburi, just a short drive northeast of Bangkok. Each farm in the two provinces takes turns in planting the sunflowers so that there is at least one area of blooming flowers during this period. Each sunflower field lasts about 10 days, and is normally filled with locals and tourists alike wanting to take pictures amid the vast landscape of beautiful yellow flowers as they turn their bright faces to follow the sun.

Like the Soya bean and the oil palm, the sunflower is a commercial oil crop that plays an outstanding role in the world market. There are two types of commercial sunflower, viz. Oilseed -- Its small black seed is very high in oil content. It is processed into sunflower oil and meal, and is also used for feeding birds. Non-oilseed (confectionery sunflower) -- Its larger black and white striped seed is used to make a variety of food products from snacks to bread.

A Brief History Universally, the sunflower is the flower of pride and cheerfulness. There is a legend based on Greek mythology that tells us the origin of the sunflower. The legend has it that once upon a time, Clytie, a dryad, deeply fell in love with Apollo, the God of the Sun. But Apollo felt no love for her. Hence, all she could do was just sitting and fixing her eyes only on her beloved sun from sunrise until sunset. Magically, the body of Clytie was changed into a sunflower. Her legs turned to be the stem while the face became the flower. Her gold hair became the yellow petals. Though in the form of a flower, Clytie still turned her face to the sun all the time. That is why the sunflower always turns its head to the sun. Actually, the sunflower is a native plant of North America. It is said that the plant was cultivated, in about 3000 BC, by Indians in the area which is the present-day Arizona and New Mexico. Then, around 1500 AD, the sunflower was taken to Europe by Spanish explorers. There, it was planted as an ornamental plant. This exotic flower, later, gained its popularity as a commercial crop when it was brought to Russia.

Nong Khaem sub-disctrict in Lop Buri, about two hours by car from Bangkok, is normally the first place to see the sunflowers in bloom. So if you want to catch the first sunflowers of the year, set your compass toward that direction. Most farms offer free entry, some might provide extra services; such as, pony riding and exploring the field on a mini tractor. There are also booths selling sunflower oil and seeds as well as fruit, food and beverages. The best places to visit the sunflowers fields in Thailand include: Lop Buri offers the first places to see the sunflower fields in Phatthana Nikhom, Chai Badan, and Khok Samrong districts.

Sunflower Cultivation in Thailand Thailand started planting sunflowers as a commercial crop in 1988, with a total area of 12 sq. kilometres. Last year, the area of sunflower fields increased to about 800 sq. kilometres that gave over sixty thousand ton of sunflower oil. The plant is commonly grown after the farmer harvested their main crops (corn, Soya beans, etc.). Generally, farmers will grow sunflowers during the period from late September to November. Then the plants will be in full bloom around November and December.

A team of ice sculptors in Hua Hin have carved an ice statue to mark His Majesty the King’s 88th birthday on December 5th. The ice carving was sculpted in front of the Hua Hin Railway Station, adding more colour to this year’s activities to celebrate His Majesty’s birthday. Award winning ice sculptor Alongkorn Timcharoen, of Hua Hin and six fellow ice artists used 99 blocks of ice to create the sculpture of the Buddha statue. They worked from noon and then took part in a candlelight ceremony. The Saraburi Vocational College students showed their ice-sculpting skills after winning first prize at the recent Harbin Ice and Snow Festival in China. Mr Alongkorn

has previously competed in several ice sculpture contests in Thailand and abroad, including in Harbin China.

Jet Ski Heading For Hua Hin Goes Missing, But Finally A Succesful Rescue

The rector designate of Kasetsart University, Associate Professor BordinRassameethes, went missing after taking part in a provincial jet ski event from Chonburi to Hua Hin in mid-December. The university rector joined a group of about 50 jet skiers who set off on the 110-kilometre journey from ToeyNgam, in Sattahip, in the morning. All of the jet skiers made it to their destination at Supatra Hua Hin Resort in Prachuap Khiri Khan at about 1pm except the rector. A fishing boat later found his jet ski with the engine still running about 17 nautical miles off Paknam Pran (the Pran Buri river mouth), just south of Hua Hin. Aerial and water searches had been launched in the afternoon but at 10pm had failed to locate Associate Professor Bordin. Searches in some locations were suspended as police and rescue workers discussed plans to resume operations at first light.

The rector had been tossed from his jet ski when it was hit by strong waves. He then tried to swim back to the jet ski, but the water craft was swept away by waves and soon disappeared from sight. ProfessorBordinwas kept afloat by his life jacket and drifted at sea into the night. He kept looking for a fishing boat although after one sighting, for the rest of the night, he saw nothing but the sky and the waves. The rough sea kept him awake. He found a floating piece of wood and clutched it to his chest.“It felt like having a friend”, he said. Despite the peril he was in, he still believed he would survive and that someone would eventually come to his rescue.

“I saw a helicopter hovering above but they did not see me.” He then finally sighted a fishing boat in the morning and swam towards it.The crew on the fishing boat saw him and he was finally pulled from the sea to safety. The fishing crew saved my life. They gave me something sweet and other things to eat,” ProfessorBodin said. He sent

9 10 Industries Targeted For Investment Study Reveals Extended Fall in Private Projects The Bangkok Post has reported government plans to introduce more measures to tempt investment in 10 targeted industries after the Finance Ministry’s latest study found private investment in Thailand had receded continuously over the past 10 years.

According to the study, Thailand’s private investment showed robust growth of 9% a year from 2000-05, when economic growth averaged 5.3% a year. Private investment averaged only 2% a year from 2006-14, with economic growth of only 3.4%.

The industries are next-generation cars; smart electronics; affluent, medical and wellness tourism; agriculture and biotechnology; food; robotics for industry; logistics and aviation; biofuels and biochemicals; digital and medical.

Industry Minister Atchaka Sibunruang said the Board of Investment (BoI) investment law that offered corporate income tax exemption for a maximum of eight years was not sufficient to attract foreign investors. The government has set up a special negotiation panel chaired by Deputy Prime Minister Somkid Jatusripitak to handle direct talks with foreign investors wanting to locate their businesses in Thailand, she said.

The specific nature of these industries remains unclear, for example ‘affluent’ could be interpreted in many different ways and may mystify our readers. The study reported that if Thailand seriously promoted the 10 industries, GDP growth could reach 5-6% a year based on private investment, which is expected to increase by 10% in 2016. The cabinet yesterday instructed the ministry to propose new investment measures to the cabinet for approval soon. They are expected to include the establishment of funds to support private investment, corporate income tax exemption for 10-15 years and reduction or exemption from personal income tax for researchers or experts. “Thailand may need to offer special privileges to each company if the government really wants to attract them to invest in 10 targeted industries,” the study said. The study also suggested Thailand support other incentives such as a corporate income tax limit of not more than 15%, a personal income tax limit for foreign experts of not more than 15% and facilitation of their work permits. Foreign investors should also be allowed to hold 100% of the first stage of research and development (R&D) projects and the leasehold for land plots for 99 years before selling them back to the government once due.

Government spokesman Sansern Kaewkamnerd said the cabinet had approved a Finance Ministry proposal to waive import tariffs, excise tax and value-added tax for cars that were used in R&D or the automotive testing centre. Vallop Vitanakorn, vice-chairman of the Federation of Thai Industries, said even though the government had tried all means to stimulate foreign investment, momentum remained lacklustre. The business sector attributes inactive foreign investment to uncontrollable external factors, especially the global economic outlook that has not yet fully recovered, prompting potential investors to rethink their plans. Mr Vallop said the government’s stimulus package would help to boost foreign investment but noted other factors remained that investors must take into account before making final decisions. “Most investments are for the long term, so investors need to consider several factors and circumstances and whether it is the right time for them to invest,” he said. The BoI said applications for investment privileges in the first nine months of this year covered 758 projects with a combined investment of 155 billion baht. In the same period, the BoI approved 1,769 projects with a combined investment of 665 billion baht. Porametee Vomolsiri, secretary-general of the National Economic and Social Development Board (NESDB), on Monday suggested the government focus more on investment promotion next year. Private investment should be a particular concern, as the private sector still lacks confidence, he said. This year private investment will contract by an estimated 1.3%, recovering with a 4.7% rise next year. The NESDB has revised up its 2015 GDP forecast to 2.9% growth.

12 Property Security – What is the Best System For You?

Despite Hua Hin being generally a safe place for either private homes or even big business, there are still questions asked about protection from intruders or even anti-terror and panic warning systems. If this is on your mind, we posed some questions to a local security company so that you can be prepared. 1. What is the real value of a CCTV system? A CCTV system will not wake you or alert you when you are away from home. Even burglars with little clue are likely to cover their faces, making a CCTV system alone little value. CCTV is good to survey your home or hear a suspicious noise or to check why your alarm system is operating. If your budget means you need to choose between an alarm system and CCTV; an alarm should always be first priority! 2. Home owners often say they not want an alarm because no one will respond! That might be true, but it is important to disturb the burglar and reduce the time available to find your valuables or you! Stealing time from the burglar might be the most important task of the alarm system and might save your life. 3. Why spent more money and time for a wired sensor installation when a wireless alarm system can be installed in only one day and costs significantly less? Wireless sensors can be easily jammed with equipment available online with a cost of only $US20. Using this equipment means wireless sensors signals will not reach the alarm panel. In banks and gold shops you will never find wireless sensors for this reason. Another problem is batteries may fail leading to false alarms or even no alarm at all. We always recommend wired or combined systems. 4. How are false alarms avoided? There should be 2 motion sensors per zone to detect motion, something like 2 eyes. Only when both sensors detect motion, the alarm is triggered. A gecko detected by 1 sensor will never trigger the alarm. 5. Should I just install better locks or iron bars? Most homes have many windows which intruder can easily break or cut the glass. The best locks will not prevent access. In most cases it takes only a few extra minutes to remove the iron bars with some basic equipment. Entry from the roof is also possible making the best locks and bars irrelevant. A better investment is an alarm system that will prevent and protect much more effectively.

6. Can I have an outdoor detection system only? Animals and plants can also trigger alarms especially during high winds although outdoor sensors to activate lights and a pre-alarm beeping sound might be useful. Indoor sensors are always recommended for reliable protection. 7. Should I choose an alarm system with GSM and internet connection? With internet access at home, smart phones and tablets, this is an easy and flexible way to monitor security without any extra costs. Although alarm systems can be controlled by internet, GSM (Global System for Mobile Communications) offers more safety to receive remote warnings. 8. Is there a difference in protecting my home when I go out or when I stay home? A good alarm system offers a STAY and AWAY mode. This means that when you go out all sensors will be active but when you are home, only the sensors that you want will be active. Good alarm systems can deactivate any sensor in STAY mode, cheaper alarm systems have limitations. 9. My budget is limited, what should I install first? Showing intruder that your home is protected with stickers, signs and audible alarms front and back and blinking LED’s is a good way to start. Second a panic button next to your bed and on key fobs. A panic button can save your life. Next increase the number of zones covered; first in an area which the intruder must pass. Adding magnetic sensors on doors and windows provides extra security. Magnet sensors trigger alarms before an intruder is inside the house. You can also walk freely in your home when armed in STAY mode. Wedge Shots: Vary Your Backswing

Golf Tip 23 It’s too difficult to regulate distance by swinging harder or softer. Instead, develop a system of wedge distances by varying how far back you take the club. For example, swing your lob wedge back until your left arm is at 9 o’clock or parallel to the ground and see how far you hit the ball.(Pic 1). Then take it back to 10 o’clock and note the distance. Finally, make a full backswing and note it again. Try to keep your swing speed and follow-through the same for each. (Pic 2). 13 Surviving A Brain Attack A Personal Stroke Experience Stroke, also known as a cerebrovascular accident (CVA), cerebrovascular insult (CVI), or brain attack, is when restricted blood flow to the brain results in cell death. Of course prevention is always better than cure as treatment after an attack may be limited in its effect. The good news is that 80 percent of all strokes are preventable. It starts with managing key risk factors, including high blood pressure, cigarette smoking, atrial fibrillation and physical inactivity. More than half of all strokes are caused by uncontrolled hypertension or high blood pressure, making it the most important risk factor to control. But this is a real story about my experience of a stroke attack, not an impersonal medical explanation, but an account of what may happen to you. I had just started on a long-haul flight and reading a book as my usual time-waster. I became aware that my left hand had become numb and lacked feeling. That was a bit strange; shaking the hand and flexing my fingers had little effect. After contemplating this dilemma for a while, I attempted to stand. I say ‘attempted’ because I soon found myself collapsing back to the seat. The weakness in my legs (mainly on the left) was overwhelming. During this time there was no pain or other trauma, just no control over these limbs; helpless. It was another 6 hours in flight plus ground transport and the usual waiting time before I was home. Managing the disembarkation from the various forms of transport was a bit bizarre, culminating with me on hands and knees on the footpath before the final taxi home. I was waiting for someone to accuse me of public drunkenness (‘legless’) ............ if only!

Then to hospital, but maybe too late. I now know there is a 4 1/2 hour window when blood vessel dilation medication can be effective. This is the time limit for dissolving a clot and improving blood flow to the effected part of the brain. I could see the disappointment on the doctor’s face when he learnt of the time delay. In hindsight I was feeling ‘strange’ a couple of days before the main event, so maybe my error in not seeking a medical opinion then. Next tests, tests, test and still more tests. X-rays, cardio scans and multiple blood pressure and heart function assessments. The focus during this phase was clearly about the possibility of a further stroke, not treating what had happened. Overnight in the Intensive Care Unit was a part of that concern. The most memorable part of the story was the Magnetic Resonance Imaging (MRI) Machine experience. Just imagine being on your back with your head held motionless by a fixed ‘Darth Vadar’’ helmet before sliding into an enclosed tunnel with the walls less than 100mm from your face ..................... for an hour! You are also bombarded with electronic sounds; sometimes similar to those colourful ‘disco buses’ or maybe a new age hydraulic drill. This is a claustrophobic’s worse nightmare and for some a sedative is required. After an initial phobic attack, I decided that pressing the panic button would be ridiculous. However I needed a strategy, a psychological diversion and I couldn’t read a book. My answer was to start writing this story in my head as a way to let everyone know how wonderful it was .......................................... when it was over! The MRI experience alone should be a big enough deterrent when you are about to break the lifestyle rules. It’s the stuff of nightmares.

The good news was that there was no unexpected bad news. I am now home with my hypertension drugs and I’ve purchased a home blood pressure monitoring machine. I have an appointment with the neurologist at the end of the week when I hope to understand more about the test results. Then maybe some physio to get my pathetically weak limbs to obey instructions. We’ve all read the life-style causes of stroke in medical warnings and I cannot really add to that. However monitoring blood pressure at home and proactively seeking hypertension medication is often not on the radar. A home monitor is simple to use and inexpensive (around 2,000 THB). It may be a very wise investment. Note: If your sober friend can’t raise an arm or walk anymore, take him (or her) to the hospital NOW!

Dengue Fever: How to Protect Yourself & Your Family After Channel 3 actor Por fell into a coma from dengue fever, a public scare started about the illness, here are some facts about dengue fever. First of all, the fatality rate is very low. Only small minority of cases involve severe complications. This year there have been 107,500 Thais infected with the dengue virus. Of this number, 106 died, which accounts for around 0.1% of those affected. It is difficult to differentiate between dengue and other types of fever like influenza. In the early stages of infection, dengue fever and flu have similar symptoms, but there are certain things to look for. Common cold and influenza usually involve coughing, a runny nose and sore throat, and these symptoms are not present in most cases of dengue. People infected with the dengue virus will develop a fever higher than if they had the common cold or flu, usually around 39-40C. They will also have muscle and bone pain. A rash of red bumps might not help in differentiating because all virus-causing infections are likely to lead to a rash. A laboratory test is the best way to make sure if patients are infected with the virus. Dengue virus is not transmitted from person to person. The mosquito Aedes aegypti is responsible for transmitting the dengue virus to humans. People suffering from the disease should not be considered contagious.

When a patient is infected with the dengue virus, the body produces immunity to fight against the sickness. But an overreaction of the body’s immune system is itself harmful, causing a low platelet count and subsequently internal bleeding, liver damage and blood vessel leakage in severe cases.

There is no specific treatment for dengue fever. If a clinical diagnosis is made early, specialists can provide treatments based on a patient’s condition. Treatments usually involve fluid replacement to prevent dehydration, as well as whole blood or platelet transfusion for patients who bleed internally.

Dengue shock is likely to occur as a result of severe dehydration and is associated with high mortality. There is no need to panic because this is not to say that every dengue fever patient will suffer severe complications. If you develop a high fever and suspect that you might be infected, early treatment is advised.

There are no vaccines available. Scientists and medical experts are in the process of developing a vaccine against dengue and it is expected to be available in the near future.

Taking paracetamol or painkillers prior to a doctor visit is dangerous. Aspirin and Ibuprofen reduce the function of platelets, which can lead to internal bleeding. The virus attacks the liver so taking too much medication such as two paracetamol to cool down the body temperature could worsen physical conditions.

GET RID OF MOSQUITOES A change in the environment is the best vaccine. The primary preventive shield against dengue infection is to control the mosquito population. Make it a routine to remove stagnant water such as in plant saucers and water containers for pets, not just at home but also in schools, temples and public areas. Prevention is always better.

Winter Illness winter weather! The Northern and Northeastern areas of Thailand are usually most affected by cold weather. With winter weather may come winter illness. Cold weather causes our respiratory organs, sinus tissue and buccal mucosa (the inside lining of the mouth) to become dryer and our immune systems to be under more pressure. So what are these common winter illnesses, their symptoms and how can you protect yourself? According to the advice from the Department of Disease Control changes in weather means that our body may struggle to adapt. Here are some common problems that usually occur at winter time, especially for children and the elder. Influenza is an acute respiratory infection. The cause is an influenza virus. What’s a concern about influenza is that it is often widespread, sometime as a worldwide pandemic. Influenza is contagious through sneezing, coughing, nasal mucus, saliva, or even the breath droplets of a patient. Luckily, a vaccine for influenza has been developed. It is recommended especially for the children, the elderly and those in the medical profession. The vaccine must be taken yearly as there are always new hybrid viruses, for which our body has no immunity.

The common cold has similar symptoms to influenza however they are limited to a runny nose, coughing, sneezing and throat irritation, rather than a fever and muscle pain. In addition, influenza has more complications with more serious symptoms and takes longer to heal. It is important to identify whether an illness is just a common cold or influenza. There is still no vaccine for the common cold although it is said in certain reports that vitamin C is protection, but this is disputed. What is most important is to stay healthy and eat nutritional food as protection. Pneumonia is a lung infection caused by viruses, fungus or even parasites. When you have pneumonia, there will be discharges and fluid build-up which leads to difficult in absorbing oxygen. The lack of oxygen may be life threatening. Having pneumonia means we have breathed in a virus and that it enter the lungs or that bacterium in our throat find its way to our lungs causing infection. There are also circumstances when bacteria in our blood finds its way into our lung, but this is rare. Pneumonia is found in children more than adults. It is contagious through breathing, nasal mucus and saliva. The incubation period for pneumonia is around 1-3 days, or up to 1 week in some patients. We need to be alert to pneumonia as it can be life threatening, particularly for children younger than 5 years of age and especially those in the first year of life. It usually occurs 2-3 days after catching a cold. Medical advice is always advised when the symptom are uncertain. More information will follow in the next article. 16 The 2015 Thailand Golf Championship There’s More Than One Prize To Win

Apart from the main prize, there was another reason to be amongst the leading players at the recent Thailand Golf Championship held at Amarta Spring Country Club. The Championship was part of The Open Qualifying Series (OQS) where four places were offered to the leading four players who have not already qualified for the 2016 Open Championship. Thailand’s Phachara Khongwatmai, at the tender age of 14, became the youngest golfer ever to win a pro event when he went 13 under at the ASEAN PGA Tour’s 2013 Singha Hua Hin Open. Now a 16 year old, he got more than what he had bargained for when he qualified for The Open and was also handed a lifeline for his Asian Tour card after finishing sixth at the Thailand Golf Championship.

It was definitely a week to savour when he outshone some of the tournament’s leading lights including Major winners Martin Kaymer (T7) and Bubba Watson (T15) by closing with a six-under-par 66 at the Amata Spring Country Club.

Welshman Jamie Donaldson fired a sublime seven-under 65 to overhaul third-round leader Frenchman Clement Sordet for a three shot victory, while Lee Westwood closed with a 67 to snatch a tie for second.

“I played without much expectations and I guess that was the key to playing so well today. I’m now overwhelmed with happiness as I get to play in The Open next year,” said Phachara, who also holds the honour of being the youngest winner on the Asian Development Tour in March at the age of 15.

Donaldson trailed by two overnight, but he soon vaulted back into the lead when he birdied the first three holes, and further gains at the seventh and eighth put daylight between himself and his playing partners. Donaldson’s first win of 2015 takes him back into the world’s top 50.

This Month’s EurAsia Cup Teams Named

Team Asia Captain Jeev Milkha Singh has announced his 12-man line-up to face Team Europe in the EurAsia Cup which returns to Glenmarie Golf and Country Club Malaysia from January 15-17, 2016. The new Asian Tour number one Anirban Lahiri of India, Japan’s Shingo Katayama and Thai ace Thongchai Jaidee will spearhead the continent’s challenge. Lahiri, Thongchai, India’s S.S.P. Chawrasia and Malaysia’s Danny Chia earned their places as the leading four Asian golfers on the Asian Tour Order of Merit when qualifying concluded on 13th December while Thailand’s Kiradech Aphibarnrat, Katayama and Korean duo K.T. Kim and new sensation Byeonghun An made it into Team Asia from the Official World Golf Ranking. India’s Singh has also picked Malaysian Nicholas Fung, China’s Wu Ashun, experienced Thai Prayad Marksaeng and Korea’s Jeunghun Wang as his four captain’s selections to complete his squad who will face a Darren Clarke-led Team Europe at the Glenmarie Golf and Country Club from January 15-17, 2016. “I am delighted to unveil my team which comprises a great mix of in-form golfers, established names and rising stars of the game in Asia,” said Singh in a press conference at Glenmarie today.

“I believe we have assembled a very strong team capable of defeating Team Europe after the thrilling 10-10 draw in 2014. That will be our mission next month – to win the EurAsia Cup.” The EurAsia Cup will feature 24 matches, with day one showcasing six Fourball matches, followed by six Foursomes matches and 12 Singles matches on the third day. The winning team will share prize money of US$3.6 million while the runners-up will share US$1.2 million. Local Courses Host The 2016 Asian Tour Qualifying School Aspiring professionals will have the opportunity to earn their Asian Tour cards when the 2016 Qualifying School returns to Hua Hin and Cha-Am over a two-week this month. The Qualifying School will be held over two stages – the First Stage and Final Stage – where the top-40 finishers and ties will subsequently earn playing rights on the region’s premier Tour in 2016. The First Stage will be conducted at the Imperial Lakeview Golf Club and Springfield Royal Country Club from January 6 to 9, 2016. Both venues will also host the all-important Final Stage from January 13 to 16 where players will fight for top-40 finishes. Players who compete in the 2016 Qualifying School will also be eligible to play on the Asian Development Tour (ADT), which is the pathway to the Asian

Tour. The ADT also offers Official World Golf Ranking points, which is regarded as a huge boost for the development of the game in Asia and also for Asian players fighting to qualify for the Olympic Games in 2016. Over the years, the Asian Tour Qualifying School has proven to be the springboard for success for many of the region’s biggest names such as Thailand’s Thongchai Jaidee who is a three-time Order of Merit champion, and Kiradech Aphibarnrat, Asia’s number one in 2013. Korea’s Seungyul Noh, who won the Merit list in 2010, also came through the grueling test at Qualifying School in 2008. 17 The Time Has Come.........Time To Become a Golfer

Hua Hin and golf are entwined. There are golf shops, tour organisers, driving ranges and fantastic Golf Courses everywhere. Your friends are always talking about their handicap, their good and bad luck on the course (mostly bad) and what might have been if only................ also informal groups, sometimes called ‘roll-ups’, which do much the same. They vary in their welcome to ‘newbies’, some requiring an introduction or even residency requirements.

This vital part of the game is often ignored to the chagrin of golfers. As NLP says “win your mind, win your golf”; or to quote Jack Nicklaus – “Golf is 80% mental, 10% ability, 10% luck.”

The Cha-Am Golf Club is one very ‘user friendly’ golf society where newbies are welcome; see www.chaamgolfclub.com. Membership for the first year is 1,500 THB including a nomination fee, then 1,000 THB per annum.

Maybe you had a game or two before family responsibilities took over or maybe that latent desire was never realised. You may be the partner of a golfer but never joined him or her or maybe you are just reaching an age when golf has become ‘cool’. Whatever the motive, if you are thinking about becoming a golfer, we want to give you some ideas to get you started. But a word of warning; golf may become an obsession! As aging rocker and single figure handicapper Alice Cooper once said; “After I gave up drugs and booze, I had to find something that was just as addictive.”

First Steps

The biggest mistake by people wanting to start in golf is to rush out and buy a brand new set of shiny and expensive golf clubs. While they are nice to look at, you should keep in mind that today’s golf equipment comes in many shapes and sizes to cater for different golfing types and abilities. Since you’re just starting out you cannot know which set fits you best. A better alternatively: most driving ranges will have clubs for hire, so you can try out a few different ones. Most Pro shops and driving ranges sell second hand clubs. They will also be able to offer you advice and let you try some clubs out. Your friends may have a spare set of clubs at home which can be borrowed for a while. There is a need to have a basic understanding of which club suits you before you buy. DO NOT buy expensive brands at this stage. The same goes for golf balls, shoes and every other type of equipment. Sure; look the part with a collared golf shirt, but ‘runners’ are perfectly acceptable footwear.

Heading For The Golf Course Hitting the ball is really only a small part of the game. You’ve also scoured the websites about the Rules of Golf and the etiquette of the game, but heading for a real golf course for the first time is an intimidating and scary notion for many. You’ve yet to learn how to manage the caddie (always with respect), tipping, scoring and even where to stand. There are many other important aspects of being a real golfer.

Members of the Hua Hin Golf Society If you have become fond of a particular Golf Course, Membership is another choice. This usually means access to Member’s competitions and access to a recognised handicap.

In both of these options, you may need to take some time to figure out how it works, what suits you and how best your enjoyment of the game can be enhanced. Take your time, not the first option, it could be expensive.

Another Option For Getting Started; The NLP Golf School Maybe the next stage is to go along as a spectator with friends, being observant, staying out of the way AND quiet. A cardinal rule of golf is never to be a distraction; even your shadow or position directly behind or in the line of a putt will be frowned upon. Hopefully your friends will tactfully in making suggestions or watch the caddies; they know where to position themselves. Your first game should be with friends who understand where you are at and can be your ‘chaperones’. The caddies will also be helpful when they know you are a beginner.

Past ‘Social’ Golf? Social golf may be fun, but unfortunately many ‘social golfers’ may not really understand the Rules and lead you towards developing bad (and illegal) habits. You are also beginning to understand that a golfer’s handicap (a rating of their ability) is becoming important. For some, this level of golf is enough but if you are to become a real golfer, maybe go to the next stage.

18 Children’s Day May Be Too Late; But Don’t Forget Teacher’s Day!

Children’s Day in Thailand is on January 2nd each year; so it’s probably now a little late to acknowledge this day if you didn’t know. However Teacher’s Day is celebrated every year on January 16th so there is time to celebrate this day. Wai Kru Day is the day of the year when Thai students show respect to their teachers by participating in school ceremonies. They thank their teachers for the knowledge they have given them, for the gift of learning, and wish them good luck in the future school year and in their future lives. On Wai Kru Day students come to school with flowers and gifts for their teachers. Many of them dress in traditional Thai costumers. At many Thai schools, the students make their own floral arrangements. They use traditional Thai flowers and plants, banana leaves and incense in the larger arrangements, all of which have different meanings (for example, patience, respect and discipline). These are given to the teachers at an elaborate ceremony during which time every child at the school is expected to wai their teachers (hold their hands in the prayer position) and pay them respect.

The History In 1956 Prime Minister Field Marshal P. Pibulsongkram, addressed a gathering of teachers from throughout the country and suggested that as teachers were our benefactors and persons who gave light to our life they should have a day of their own so that their students would get an opportunity to pay respect to them. He continued, “On other auspicious days such as New Year’s Day and the Songkran Festival we pay a tribute to both our living and dead relatives and make merit in dedication to their souls. Since our teachers play an important role next to our parents, I would like to propose the idea to this gathering and ask you to consider it in principle.” As a result of his remarks, the Teachers’ Council unanimously agreed to set up Teachers’ Day in order to hold a ceremony to pay a tribute to the teachers, to promote unity among teachers and to promote better understanding between teachers and the general public. On November 21, 1956, the Cabinet passed a resolution to announce January 16 of every year as Teachers’ Day and the school holiday was celebrated for the first time on January 16, 1957. The event has been held since then and is held nationwide.

The ‘Mini-Journalists’

Our junior writers at Hua Hin’s BECC School, or as Head Teacher Emma calls them, ‘mini-journalists’ were thinking about 2016 and what they would like to change.! These students were eager to see their words in print and Hua Hin Today is happy to feature them on our children’s page. We hope to meet them soon and encourage writing as an after hour’s school activity. The world through the eyes of a child can be an interesting and different place. These are the thoughts of Maria, Martha and Sade, their New Year’s resolutions. Our best wishes for the New Year! Maria I am going to start doing more art because I like it and I want to get better at it. I promise to do more exercise to help my body grow. I also want to save money to buy more healthy food instead of eating sweets which are bad for you and have lots of sugar in them. Something else I promise to do is make lots of new friends so that I am not alone. I wish people in the world would make a resolution to stop fighting and killing each other. Martha and Sade The start of every New Year is when we all make plans to make a promise for the 12 months coming. Psychiatry professor Jayashri Kulkarni says: “January 1 is a ‘magical’ date and a vow made on this day

is much more powerful than one made on August 26, for example.” So, we all make a list of things to quit, start or change. Unfortunately, most of these promises are, more often than not, broken by January 31st. They are usually the same resolutions that were not kept from the previous year, and the years before that! It seems like people tend to make the same resolutions year after year, even though they have a hard time sticking to them. Research shows nearly half of us make a New Year’s resolution. Most people promise to lose weight, help others, quit

smoking, save money, and get fit. Some people vow to eat healthier food, drink less alcohol, and go on a once in a life time trip. However, research also shows that most of us are not so good at sticking to these promises. A study from the University of Scranton reveals that 71 per cent of us stick to our yearly promises for the first couple of weeks but six months later, less than half of us are still on track to keep their resolutions. Most people give up on their resolutions because of lack of willpower. However, they usually promise to try again next year.

20 Goetz Bauer; Hua Hin’s New ’Marriott Man’

If the criteria to be the successful applicant for the position as General Manager of the new Hua Hin Marriott Resort & Spa included enthusiasm, energy and someone who lives and breathes the Marriott philosophy, Goetz Bauer was always going to be a frontrunner. Hua Hin Today had the privilege to meet incoming GM Goetz Bauer pre-Christmas. We now look forward to taking part in the celebrations to come and seeing the ‘finished product’ first hand. We also spent time with Phanthippa Supanakorn (Khun Mangpor) as the incoming Marketing Communications and PR Manager. She has promised a tour of the facilities, including the extensive outdoor and beachside facilities as well an invitation to the main opening celebrations. Of course this newly constructed development is not the first presence of the Marriott brand in Hua Hin with a history which spans well over 20 years, including at the current site. However this will be a new resort, not just a refurbishment or makeover. It’s really too early to understand exactly what is in store, but the architect and interior designer’s plans show a level of design and attention to style and detail that will be hard to match. The new Marriott will soon become the benchmark as well as a new resort for Hua Hin.

Goetz’s CV includes Swiss hotel management and hospitality training. He was initially motivated by childhood memories of family holidays away from the Bavarian family to the south of France. He decided the way to embrace this lifestyle was to become part of it. Embracing the hospitality industry has been part of his life for well over 20 years, with a steady progression through the rank, with his position before Hua Hin being GM of the Renaissance Phuket Resort & Spa. Apart from being a ‘Marriott Man’ Goetz is also a family man. Unfortunately the pressures of opening deadlines are not really ‘family friendly’, so Christmas cannot be shared with his loved ones; that is his Italian wife and two daughters who are currently in Europe. He’s looking forward to a future with the family settled here, including education for the kids at the international school and being able to relax and dine out without always thinking about how the Marriott’s new restaurants will compare.

The task of managing the ‘start-up’ phase includes attention to the smallest detail to ensure the necessary lavish standards are achieved. Fortunately the reputation of Marriott being a very desirable employer has helped the staff recruitment process with over 600 hopefuls attending recruiting days and over 2,000 applicants for the many and varied positions. I queried the need for the early appointment of the executive chefs and leant about how extensive menus and systems to link this with the supply chain and other controls of quality and quantity are being developed. Once again attention to detail comes into play with no stone unturned. We met a General Manager who is attentive and motivated. Spreading that motivation to his staff, or as Goetz describes them his ‘Associates’, is primary to his management style. Goetz is not really in charge of the new Marriott until hand-over when it is no longer a construction site. Although very busy and getting closer to the launch every day, he is ‘itching’ to get past construction and down to the business of taking care of guests. That’s what he enjoys the most about his profession and what he does best. ‘Marriott Man’ sounds like a super-hero and that what Hua Hin can expect; a really passionate hospitality super leader!

22 Michel Adam; An Interview to Remember I then moved to Paris and became involved with various businesses, real estate projects etc. Amongst them I opened the F Café which quickly became popular with fashion designers, models, and the industry’s movers and shakers. At that time I realised there was a big demand for clubs and restaurants that play fashion footage on big screens. This was the beginning of F Fashion TV. Is Fashion TV entering the red carpet?

Thanks to Iss Klugman we were invited to meet the well-known Michel Adam; the founder and sole owner of F Fashion TV. He welcomed us to his regular suite where he stays every time he is in Bangkok. He is not different at all from what you see in TV and wearing the F Fashion T-shirt.

Actually We ve just finished filming it today and we start selling it next Monday. ‘Exodus in Shanghai’ is the name of the film. Is an action/adventure film of Dr.Ho a Chinese consul in Vienna in 1983 who issued exit visas to many Jews against the instruction of his superiors.

Very politely he asked us to wait in the living room until he had finished his meeting with a big island development company from Philippines. The suite had a spectacular golf course view, so I could have waited forever but it took only a while. Finally I had the chance to meet the famous Michel Adam, feeling stressed as I knew his time was limited so I started the interview immediately. I hope you enjoy the interview reading his comments below:

The project is a new approach and it will have a big expo for concerts and big fashion exhibitions, fashion shows etc. This complex will be the base to deliver to all around the world all products from F Fashion TV How is your project in Bali and Singapore running? This is running very well. Even when Bali had serious problems in past years, we were doing quite well there.

Tell us a few things about starting F Fashion. I first came to Thailand in the 80’s for holidays and it didn’t take me long to see business opportunities. I started a textile business, Eden Group with more than 4,000 workers. Five years later because of the financial situation in Thailand and the currency drop, I decided to sell the company which later became a very successful business.

We are designing a huge development in Dubai, close to Jumeirah Emirates towers very close to the airport and close to the big mall on the way to Abu Dhabi. This project is composed of hotels, residences, showrooms and fashion outlets. The Fashion TV academy will also be there from designing fabrics to designing clothes, photography, video, media etc.

What is your latest project? With previous events in Dubai and Abu Dhabi I feel that the market there is now ready for F Fashion. Dubai is the natural home of luxury, fashion and style and it is fitting that Fashion TV has a new home there.

Instead of average tourists we are focusing on groups of 20-30 people, Citibank for example have fun parties. We developed the market for young successful businessmen, who want to meet those they deal with everyday. Fashion TV and is always attractive as a meeting point for people who have the same lifestyle. Our Club in Singapore is doing very well, then Shanghai and Guangzhou are also very big clubs. Each place has its own

management requirements. After all this successful businesses, do you have any plans for Thailand, especially in Hua Hin? Of course we do. We like to develop our hospitality business in Thailand; including cafes, hotels and residences as well as sunglasses and watches. We have many products and many different projects just waiting for the right time and the right ideas. We have started new cafes that work very nice in Vienna, The F Café Vienna. Our high standards with F Fashion, big TV screens all around the place, beautiful waitresses and great quality coffees and cakes. This is a concept that we would like to bring to Thailand, we’ll see. Hua Hin has a lot of opportunities. Is not overcrowded from tourism and high end tourism is here. I can see a lot of opportunities to develop, it reminds me San Tropez. I can easily see the good future in Hua Hin but how quick is a question. When meeting people like Michel Adam, there is never enough time for all the questions to ask. It has been an experience meeting someone with big visions who they sees business opportunities everywhere.

EAST Lounge & Bar Grand Opening

The Grand Opening of EAST, HUA Hinâ&#x20AC;&#x2122;s latest roof-top lounge and bar took place on 11th of December.

It was a much anticipated Grand Opening party, featuring one of Hua Hinâ&#x20AC;&#x2122;s best singers and band, accompanied by a great saxophonist. A Bangkok DJ, DJ Smiley, was also playing some favourite tunes on the night. About 300 people came to enjoy the evening and the vibe, unique to EAST. EAST is designed as your exotic and different roof top experience, located on the 5th floor of G Hua Hin Resort & Mall. The inspiration is from Bangkok, but EAST shows that Hua Hin has embraced that big city feeling.

24 Dusit Thani Hua Hin Moves From ‘Silver Towards Gold’

To mark the completion of Dusit Thani Hua Hin’s quite remarkable Silver Reign, around 400 invited guests, made up of celebrities of stage and screen, politicians and regular patrons, all loyal supporters, mingled and marveled as the resort celebrated its 25th Anniversary in style at The Royal Dusit Hall.

Aptly, 25 employees have accomplished 25 years’ service and they shared a moment in the limelight on stage, before Executive Chef Horst’s fabulous 5-course meal was enjoyed accompanied by a piano recital by the Yontrarak family which featured a special rendition of ‘Count Your Blessings’.

Following a glittering welcome cocktail reception in keeping with the silver theme, the doyen of Thai hoteliers, Victor Sukseree, who has remained at the hotel’s helm for all 25 years, played host and compered the evening.

Staff and Heads of Department demonstrated their versatility with special seasonal shows of their own, interspersed by nostalgic numbers by vocalists and dancers. The guests were then led to champagne nightcaps on the Lagoon Lawn where everyone was treated to a captivating finale to the backdrop of a spectacular fireworks display.

Proceedings kicked off with a short video production highlighting the many highs and occasional lows experienced to date, followed by a few words of congratulations from Mr Chanin Donavanik, Dusit International’s CEO and son of the group’s founder Thanpuying Chanut Piyaoui.

Chicken thigh boneless, skinless Cut in cubes 200 gm Tomato gravy 250 gm Yoghurt 50 gm Pure cashew nut paste 100 gm Indian chili powder 10 gm Mix spices masala 10 gm Ginger fresh 20 gm Garlic 20 gm Cream 25 gm Sugar 5 gm Butter 40 gm Fenugreek leaves 10 gm

Method 1. Marinated chicken thigh with yoghurt, ginger garlic paste, Indian spices and roasted in the tandoor about 10-12 minutes until it is three quarters cooked through 2. Make tomato gravy by mixed tomato with onion, ginger, garlic, chili & cashew nut paste. Boiled until cooked and strain for only gravy 3. Pour in tomato gravy in the pan mixed with all Indian spices 4. Then put tandoor cooked chicken thigh in and cook around 4 minutes 5. Finish with whipping cream. Serve hot with rice or naan

Dinner at The Garden Restaurant Soi 80

After living for 4 years in Hua Hin it was my first time walking down Soi 80 where The Garden Restaurant is located; made me feel a little feeling embarrassed. When you see a small oasis on the north side of the Soi with a small lake, water fountain and palm trees, you’ve reached The Garden. I entered the restaurant and a small young boy welcomed me to my table; his name was Michael and he was wearing a black tuxedo and looking very serious when taking my order.

While I was waiting Khun Franky came out of the kitchen and I ordered the famous Garden’s Caesar’s Salad with the homemade dressing sauce that I was recommended. The portions at Garden Restaurant are huge, that’s their signature. The Salad was fresh with crispy croutons, crispy bacon and fresh grated parmesan. Another thing I noticed was that the amount dressing for this simple dish was exactly as it needed; not too little, not too much, perfect to cover the greens and a few of the croutons. Khun Franky came to my table to ask what I wanted next. When I told him I am Greek, he knew exactly what to serve. The Garden Restaurant offers European food and Thai. It make me be even more proud that a Greek dish was on their menu and one of my Greek favourite foods; souvlaki. A big plate arrive full of food, big pork cuts from Canada marinated with selected herbs and grilled vegetables with mushrooms, bell peppers and zucchini. It could have been a healthy choice if you didn’t eat it all as I did. When the food is so good -and I am a strict judge when it comes to my regional food you can’t stop! My dinner didn’t finish there; I had to try the just cooked soft butter cookies with chocolate chips and strawberry ice cream. My mouth is watering now as I am writing this article. Oh yes, here it comes and so good that I have no words to describe it. Who doesn’t love cookies that have just been baked; the smell, the look and the taste all were delicious!

Five Foods To Bring You Good Luck in the New Year The start of a new year has a tendency to turn even non-believers superstitious. All around the world, 1/1 is a day rife with tradition and symbolic ritual.

Many of the world’s most persistent New Year’s traditions revolve around eating, with certain foods acting as symbols of the eater’s hopes and wishes for the future. Recurring themes are foods that symbolize wealth, prosperity, forward motion, long life and other sundry nice things that might (hopefully) happen to a person during the year. Here are ten ways to eat for luck during the New Year periodd. 1. Eat twelve grapes at midnight. The Spanish and Portuguese eat twelve grapes as the clock chimes twelve times for midnight, to symbolize the twelve months of the New Year. Incidentally, eating grapes this quickly is not as easy as it may sound. 2. Down some pork. Lots of people consider pork to be the luckiest of all foods to eat on New Year’s Day. Why? Pigs are rotund, which represents prosperity (not, as it turns out, weight gain). They also “root forward” with their noses, which is supposed to symbolize progress. 3. Smash a pomegranate on the floor. (And waste a perfectly good piece of fruit?) In Greece, when the new year turns, a pomegranate is smashed on the floor in front of the door to break it open and reveal seeds symbolizing prosperity and good fortune. The more seeds, the more luck. 4. Roast whole fish for lunch. Fish are lucky in three ways: their scales resemble coins, they travel in schools, which represents prosperity, and they swim forward, symbolizing progress. This option has the added benefit of complying with whatever New Year’s dietary resolutions you’ve likely made. 5. Bake a coin into a cake. The second Greek tradition on our list, this involves a special lemon-flavored cake called a vasilopita baked with a coin inside (again with the money!). Whoever finds the coin gets a year of good luck. That, or a chipped tooth.

40 The Power of Travel Reviews Reading reviews is an essential stage of the travel planning journey - so much so that half of the global TripAdvisor community wouldn’t book a property if it didn’t have any reviews. As the world of online travel reviews continues to grow and evolve, so too does the way reviews are consumed.

With the close of 2015, the Jungle Aid team took some time to reflect on the past 12 months, what an incredible effort! Support for this front-line effort can be provided via www.

According to one study, TripAdvisor users read multiple reviews across several sources before making a decision on where to stay, visit or eat. In fact, 79% of TripAdvisor users will read at least 6-12 reviews across 4-10 properties before deciding where to stay. The research also illustrates that businesses with lots of reviews to choose from, fresh anecdotes from customers and thoughtful responses from staff are more likely to appeal to users. With the results revealing that four in five TripAdvisor users believe that hotels which respond to reviews care more about their guests. In fact, the entire travel planning journey is changing. In a constantly connected world with endless options and multiple platforms to choose from, global TripAdvisor users are indicating that they are looking for a streamlined way to research, organise and book their trips. According to the findings 63% of TripAdvisor users want one convenient location to read reviews, compare prices and book. “The majority of our users are coming to TripAdvisor not just to read reviews but also to compare options for their trip, make an informed decision and book,” said Barbara Messing, CMO TripAdvisor. “With travelers now finding the end to end solution they need on the site, peer generated reviews are as important as ever. Just as we continue to encourage our community to share their travel experiences, we remind businesses of the importance of engaging with travelers and responding to those all-important reviews.” According to research company Gartner, as much as 15% of online reviews will be fake. Gartner published a report called ‘The Consequences of Fake Fans, ‘Likes’ and Reviews on Social Network’ which found many marketers engaging in both positive and negative review schemes using either cash, promotions or coupons as incentives to write a review. Review sites now play an enormous role in the travel decision making process. Reading reviews from other travelers is the 4th most popular travel planning activity, for both leisure and business travelers. Knowing TripAdvisor has over 60 million unique visitors per month, and over 75 million reviews, it thus becomes a key driver in both traffic and opinion-making towards travel brands. In another survey, 81% of travelers find user reviews important when determining which hotel to stay at during their trip. Most online travel agencies (OTA), i.e. Expedia, Bookings, Priceline, Travelocity, etc. have their own userreviews. Thus, reviews play an increasingly important role in the travel and hospitality world, but also in most industries where we seek recommendations from friends, colleagues or industry experts prior to a given transaction.

In light of these recent findings, companies need to take action in order to protect their brand’s online reputation. Facebook has started cleaning up on its fraudulent accounts and alleged counterfeit “likes”. In other words, close to 70% of hotels, restaurants, transportation companies or attractions don’t bother answering comments, suggestions or complaints made. According to this LiveOps infographic: 60% of companies don’t respond to customers via social channels. 70% of all complaints made by customers on social media go unanswered. Brands need to realize that managing their online presence goes beyond merely having a really nice web site, publishing regular posts on their Facebook account and tweeting auto-promotional information about their destination or resort. Customers expect a dynamic and engaged presence, on social media and review sites, which will demonstrate both care and empathy from the travel brand. It will also go a long away in countering fake reviews, if and when they do occur.

Kasetsart University Offers Construction Bidding For New Conference Centre Kasetsart University will soon commence building the Chulabhorn Conference Centre, a new international conference venue for Hua Hin with an estimated cost of 550 million THB.

Returning to Chang Mai, Chalermpol then become the Assistant General Manager at the Stardome Golf Club, one of the best downtown golf courses in Chiang Mai where his responsibilities expanded and his efforts and keen problem solving skills garnered praise from his superiors and colleagues alike. He has now become part of a strong golf team at Banyan Golf Club, Hua Hin. He will use all of his service and hospitality experience and talent with a personal motto that “he will not let everyone down”.

The children in the Early Years delighted everyone with their dancing and singing. The children’s faces just lit up when Santa arrived. The Christmas party food that followed was enjoyed by the many parents that came to watch. It was a very special first Christmas for our Early Years classes. In the evening, Primary and Secondary students performed a traditional pantomime, ‘Fly into Christmas’ outside their beautiful amphitheatre. The characters included fairy tale characters, a cow, beans, dinosaurs (of course!), fairies, Santa and traditional panto dames, who caused fits of laughter. It was a truly amazing performance and a lovely occasion.

49 Doctor Amporn Watthanavongs, The Gripping Story of a Thai Hero.

“The Boy with a Bamboo Heart” is the transfixing account of one man’s journey to overcome tremendous odds and define life for himself. Dr. Amporn Watthanavongs is known to Thai audiences for his frequent appearances in the media featuring his work educating and caring for the destitute children of Thailand. For the first time, the harrowing tale of his life is available in English written by Canadian author Chantal Jauvin. Told in his own words, the page-turning story begins in Surin where he was orphaned at the age of five. Never revealed before, we find out that Dr. Amporn was lured into the jungle of Cambodia where he was turned into a boy-soldier fighting the French mercenaries of Indochina. Desperate after two failed suicide attempts, his life changed through the kindness of a stranger which returned him to his boyhood village. When he learns to read and write as a novice monk, hope for a better life begins to emerge. Through a chance meeting with a French Jesuit who becomes his mentor,

we see him transformed into a man who finds his calling helping others. Known as the “foster father of 50,000 children”, Dr. Amporn has been recognized by the King of Thailand for his work with the Order of the White Elephant. The sensitivity with which Jauvin retells his story is remarkable. She enters into his inner feelings and thoughts providing descriptions and dialogue so vivid it is hard to put the book down. Jauvin’s ability to take on the voice of a traumatized boy and modulate it with flowing style as he matures into an accomplished man makes the book worthy of the read. 7 จากทีป่ รากฏข่าวว่ามีนกั ท่องเทีย่ วชาวเยอรมันถูกพิษของแมงกะพรุนกล่อง เข้าร่างกายจนเสียชีวติ ๑ ราย และบาดเจ็บอีก ๑ ราย ขณะลงเล่นน้�ำ ทะเลตอน กลางคืนบนเกาะสมุย จังหวัดสุราษฎร์ธานี เนือ่ งจากหาดชะอำ�เป็นชายหาดท่องเทีย่ วทีม่ นี กั ท่องเทีย่ วเดินทางเข้ามา และลงเล่นน้�ำ ทะเลอยูเ่ ป็นจำ�นวนมากตลอดทัง้ ปี เพือ่ เป็นการประชาสัมพันธ์ให้ทราบ เกีย่ วกับชนิดและพิษภัยของแมงกะพรุน ตลอดจนขัน้ ตอนการปฐมพยาบาลหาก สงสัยว่าถูกพิษของแมงกะพรุน จึงขอนำ�เสนอข้อมูลดังนี้ แมงกะพรุนโดยทัว่ ไปมีรปู ร่างคล้ายร่มหรือกระดิง่ คว่�ำ ล่องลอยอยูใ่ นมวล น้�ำ จัดเป็นแพลงก์ตอนทีม่ ขี นาดใหญ่ทส่ี ดุ กินอาหารจำ�พวกสัตว์ตา่ ง ๆ เช่น กุง้ ปลา ตัวแมงกะพรุนประกอบด้วยวุน้ เป็นส่วนใหญ่ ซึง่ มีน�ำ้ เป็นองค์ประกอบมากถึง ๙๕ เปอร์เซ็นต์ มีระบบประสาท แต่ไม่มสี มอง มีโพรงทำ�หน้าทีเ่ ป็นทางเดินอาหาร มีเข็ม พิษสำ�หรับป้องกันตัวและจับเหยือ่ กระจายอยูท่ กุ ส่วนของร่างกาย โดยเฉพาะบริเวณ หนวด หนวดของแมงกะพรุนพิษทีต่ ายแล้วหรือหนวดทีห่ ลุดออกมายังสามารถ ปล่อยพิษให้กบั ผูท้ ส่ี มั ผัสได้ การสัมผัสทำ�ให้บาดเจ็บได้หลายระดับ ขึน้ อยูก่ บั ความ ต้านทานของแต่ละบุคคลและปริมาณพิษทีไ่ ด้รบั ทัง้ นีบ้ ริเวณทีส่ มั ผัสมีอาการได้หลาก หลาย ตัง้ แต่รสู้ กึ คัน มีผน่ื เล็กน้อย ไปจนถึงทำ�ให้ระบบหัวใจหรือระบบหายใจล้ม เหลว แมงกะพรุนพบแพร่กระจายได้ในทะเลทัว่ โลก ส่วนใหญ่พบในทะเลเขต ร้อนหรืออบอุน่ ส่วนใหญ่ด�ำ รงชีวติ ในทะเล บริเวณน้�ำ ตืน้ มีสว่ นน้อยพบในน้�ำ จืด มี สายพันธุม์ ากกว่า ๙,๐๐๐ สายพันธุ์ และมากกว่า ๑๐๐ สายพันธุม์ พี ษิ ต่อมนุษย์ แมงกะพรุนพิษทีม่ รี ายงานว่าทำ�ให้เสียชีวติ ได้บอ่ ยทีส่ ดุ คือ แมงกะพรุน กล่อง พบในหลายประเทศของเขตร้อน เช่น ทางตอนเหนือของประเทศออสเตรเลีย ประเทศฟิลปิ ปินส์ เกาะบอร์เนียว ประเทศอินโดนีเซีย ประเทศญีป่ นุ่ เป็นต้น แมงกะพรุนกล่องมีรายงานทัง้ หมดอย่างน้อย ๓๖ ชนิด แต่ไม่ได้เป็น อันตรายทุกชนิด บางชนิดเพียงแต่ท�ำ ให้เกิดอาการเจ็บ ๆ คัน ๆ เพียงเล็กน้อย มี เพียงบางชนิดทีม่ อี นั ตรายถึงชีวติ ในเวลาอันรวดเร็ว แมงกะพรุนกล่องสามารถแบ่งได้เป็น ๒ ประเภท คือ ๑. ชนิดทีม่ หี นวดหลายเส้น มีลกั ษณะเด่นคือ หนวดจากบริเวณฐานโคน หนวดมีการแตกแขนง มีได้มากกว่า ๖๐ เส้น และส่วนใหญ่มถี งุ กระเพาะอาหาร พิษจากแมงกะพรุนกล่องชนิดทีม่ หี นวดหลายเส้น ทำ�ให้เกิดอาการปวด อย่างรุนแรงทีบ่ ริเวณทีไ่ ด้รบั พิษ ซึง่ อาการเหล่านีจ้ ะหายไปภายใน ๔ – ๑๒ ชัว่ โมง และจะปรากฏเป็นรอยไหม้ ในรายทีม่ อี าการรุนแรง พิษจากแมงกะพรุนในกลุม่ นี้ สามารถทำ�ให้ผวิ หนังบริเวณทีไ่ ด้รบั พิษตาย และในกรณีทไ่ี ด้รบั พิษเป็นจำ�นวนมาก อาจมีอาการสับสนหรือหมดสติ ก่อนจะนำ�ไปสูร่ ะยะโคม่าและเสียชีวติ ซึง่ ในบาง รายทีเ่ สียชีวติ นัน้ ส่วนใหญ่เกิดจากสาเหตุหวั ใจล้มเหลว หรือระบบหายใจล้มเหลว แมงกะพรุนกล่องชนิดทีม่ หี นวดหลายเส้นสามารถพบได้ทว่ั ไปในทะเลเขต ร้อนทัว่ โลก เช่น มหามหาสมุทรแอตแลนติก อ่าวเม็กซิโก และอินโดแปซิฟกิ มัก พบบริเวณชายฝัง่ ทะเล น้�ำ ตืน้ ระดับเอวหรือระดับเข่า ในบริเวณทีเ่ ป็นอ่าว และท้อง ทะเลเป็นพืน้ ทราย ไม่มแี นวปะการังหรือแนวหิน โดยเฉพาะบริเวณหาดทรายใกล้ ป่าชายเลนหรือปากแม่น�ำ้ ในทุกฤดู มักพบบ่อยในช่วงเดือนทีม่ อี ากาศค่อนข้างร้อน ๒. ชนิดทีม่ หี นวดเส้นเดียว มีลกั ษณะเด่นคือ หนวดแต่ละเส้นจากบริเวณ ฐานโคนหนวดไม่มกี ารแตกแขนง มีได้ ๑ – ๓ เส้น ในแต่ละมุม พิษจากแมงกะพรุนในกลุ่มนี้ทำ�ให้เกิดอาการอิรูคันจิ (Irukandji syndrome) บริเวณทีไ่ ด้รบั พิษจะมีอาการปวดอย่างรุนแรง แต่อาจไม่ปรากฏรอยไหม้ ในช่วงแรกอาจมีอาการเพียงเล็กน้อย และจะมีอาการรุนแรงขึน้ หลังจากนัน้ ประมาณ ๕ – ๔๐ นาที อาการทีพ่ บได้แก่ ปวดหัว ปวดหลัง ปวดท้อง คลืน่ ไส้ อาเจียน เหงือ่ อก หายใจลำ�บาก เป็นตะคริว ไอ กล้ามเนือ้ หดเกร็ง ความดันโลหิตสูง และหัวใจ เต้นเร็วผิดปกติ แต่มกั ไม่ท�ำ ให้เสียชีวติ เพียงแต่ท�ำ ให้รสู้ กึ อึดอัด ไม่สบาย และอาจ เป็นเหตุให้จมน้�ำ ได้งา่ ยขึน้ แมงกะพรุนกล่องชนิดทีม่ หี นวดเส้นเดียวสามารถพบได้ทว่ั ไปในหลาย ประเทศทีอ่ ยูใ่ นเขตร้อน เช่น ออสเตรเลีย ไทย ญีป่ นุ่ ฮาวาย ตาฮิติ อินเดีย และ ทางตอนเหนือของอังกฤษ รวมถึงประเทศในแถบคาริบเบียน สามารถพบได้ทกุ ฤดู ทุกพืน้ ที่ และทุกสภาวะอากาศ ส่วนใหญ่พบตามชายหาด แนวหินโสโครก ตาม เกาะหรือบริเวณทะเลเปิด โดยพบเฉพาะในช่วงทีม่ ลี มอ่อน ๆ พัดเข้าหาฝัง่ แมงกะพรุนกล่องในกลุม่ นีม้ กั พบในช่วงเวลาทีม่ แี ตนทะเล (Sea lice) เป็น จำ�นวนมาก นักชีววิทยาทางทะเลจึงใช้แตนทะเลเป็นตัวบ่งชี้การปรากฏของ แมงกะพรุนในกลุม่ นี้

แมงกะพรุนไฟ เราสามารถพบได้ท่วั ไปในทะเลเขตร้อนทั่วโลก เช่น มหาสมุทรแปซิฟกิ ทะเลเมดิเตอร์เรเนียน มหาสมุทรแอตแลนติก และสามารถพบ ได้ในหลายประเทศ เช่น สหรัฐอเมริกา เม็กซิโก บราซิล มักพบบริเวณชายฝัง่ ทะเล อ่าว และปากแม่น� ำ้ สำ�หรับระดับความเป็นพิษของแมงกะพรุนไฟ หากมีการสัมผัส สามารถ ทำ�ให้บาดเจ็บได้ในหลายระดับ ขึน้ อยูก่ บั ความต้านทานของแต่ละบุคคลและปริมาณ พิษทีไ่ ด้รบั ตัง้ แต่อาการแสบคัน จนถึงปวดแสบปวดร้อน รวมถึงมีอาการไข้ ช็อค และเกิดความผิดปกติกบั หัวใจและปอด การรักษาพยาบาลเบือ้ งต้น ๑. กรณีสมั ผัสแมงกะพรุนกล่องชนิดทีม่ หี นวดหลายเส้น ๑. นำ�ผูป้ ว่ ยขึน้ จากน้�ำ ทัง้ นีต้ อ้ งคำ�นึงว่าตัวผูช้ ว่ ยเหลือจะต้องปลอดภัยจาก แมงกะพรุน ๒. เรียกให้คนช่วย หรือ เรียกรถพยาบาล แต่ไม่ควรให้ผปู้ ว่ ยอยูต่ ามลำ�พัง เนือ่ งจากผูป้ ว่ ยทีไ่ ด้รบั พิษจำ�นวนมากอาจหมดสติและเกิดภาวะหัวใจหยุดเต้นได้ อย่างรวดเร็ว และต้องการการช่วยฟืน้ คืนชีพ ๓. แนะนำ�ให้ผปู้ ว่ ยอยูน่ ง่ิ ๆ รวมทัง้ ระวังและป้องกันไม่ให้ผอู้ น่ื สัมผัสหรือ ขัดถูบริเวณทีส่ มั ผัสสายแมงกะพรุน เพือ่ ป้องกันการได้รบั พิษเพิม่ ขึน้ จากถุงพิษทีย่ งั ไม่ได้ยงิ เข็ม เนือ่ งจากการเคลือ่ นไหวหรือการสัมผัสบริเวณทีโ่ ดนสายแมงกะพรุนจะ กระตุน้ การยิงเข็มพิษ ๔. ประเมินอาการเบือ้ งต้น ถ้าผูป้ ว่ ยหมดสติ ไม่หายใจ หรือไม่มชี พี จร ให้ ทำ�การช่วยฟืน้ คืนชีพตามหลัก CPR ทันที ๕. ราดบริเวณทีส่ มั ผัสถูกแมงกะพรุนด้วยน้�ำ ส้มสายชูบา้ น (ความเข้มข้น ๔ – ๖%) นานอย่างน้อย ๓๐ นาที ทัง้ นีน้ �ำ้ ส้มสายชูมฤี ทธิใ์ นการทำ�ลายพิษจากถุง พิษทีย่ งั ไม่ออกฤทธิ์ การราดด้วยน้�ำ ส้มสายชูจงึ ไม่ได้ลดอาการปวด แต่เป็นการ ป้องกันไม่ให้ผปู้ ว่ ยได้รบั พิษเพิม่ ขึน้ ในกรณีทไ่ี ม่มนี �ำ้ ส้มสายชูในบริเวณนัน้ อาจใช้น�ำ้ อัดลม แต่ประสิทธิภาพจะไม่ดเี ท่ากับน้�ำ ส้มสายชู ในกรณีทไ่ี ม่มอี ย่างอืน่ ไม่แนะนำ� ให้ใช้น�ำ้ จืดหรือน้�ำ ปัสสาวะเนือ่ งจากสามารถกระตุน้ การยิงเข็มพิษ ๖. คีบเอาหนวดแมงกะพรุนทีต่ ดิ ตามตัวผูป้ ว่ ยออกภายหลังจากราดด้วย น้�ำ ส้มสายชูแล้ว โดยทัว่ ไปหนวดแมงกะพรุนทีต่ ดิ อยูต่ ามตัวจะเหนียวมากดึงออก ยาก นอกจากนีแ้ ม้ดงึ ออกไปแล้วยังคงมีเยือ่ เมือกบาง ๆ เคลือบบริเวณผิวหนัง ซึง่

เยือ่ เมือกนีย้ งั คงมีถงุ พิษทีพ่ ร้อมจะออกฤทธิอ์ ยู่ แต่ถา้ ได้ราดบริเวณสายหนวดหรือ เยือ่ เมือกด้วยน้�ำ ส้มสายชูแล้ว โปรตีนบริเวณหนวดหรือเยือ่ เมือกจำ�ถูกทำ�ลายทำ�ให้ สามารถลอกออกจากผิวหนังได้โดยง่าย ๗. การบรรเทาอาการเจ็บปวดเบือ้ งต้น ทำ�ได้โดยใช้น�ำ้ แข็งประคบบริเวณ ทีไ่ ด้รบั บาดเจ็บ หากมีอาการปวดมากให้น�ำ ส่งโรงพยาบาล ไม่ควรนำ�น้�ำ ร้อนประคบ ถึงแม้มรี ายงานการศึกษาว่ามีประสิทธิภาพในการลดความปวดดีกว่าน้�ำ แข็งแต่อาจ ทำ�ให้หลอดเลือดขยายตัว ทำ�ให้พษิ แล่นเข้าสูห่ วั ใจได้เร็วยิง่ ขึน้ ๘. หากสัมผัสลูกตา ให้ลา้ งตาด้วยน้�ำ สะอาดอย่างน้อย ๑๕ นาที และ หากมีอาหารปวดตา สูแ้ สงไม่ได้หรือมองภาพไม่ชดั ควรไปพบแพทย์ ๙. หากผูป้ ว่ ยมีอาการหายใจตืน้ หายใจลำ�บาก มีอาการหดเกร็งของกล้าม เนือ้ ใจสัน่ หรืออาการผิดปกติอน่ื ๆ ให้รบี ส่งโรงพยาบาลทันที ๒. กรณีสงสัยสัมผัสแมงกะพรุนกล่องชนิดหนวดเส้นเดียวทีท่ �ำ ให้เกิด อาการแบบ Irukandji เนือ่ งจากผูป้ ว่ ยทีไ่ ด้รบั อันตรายจาก Irukandji syndrome มักเริม่ อาการ ผิดปกติชา้ คือ ประมาณ ๕ – ๔๐ นาทีหลังจากได้รบั พิษ ดังนัน้ จึงควรสังเกตอาการ ผูป้ ว่ ยในช่วงเวลาดังกล่าว พร้อมทัง้ ใช้น�ำ้ ส้มสายชูราดลงบนผิวหนังซึง่ จะช่วยทำ�ลาย เข็มพิษทีย่ งั ไม่ได้ปล่อยพิษเข้าสูร่ า่ งกายของผูป้ ว่ ยอย่างถาวร จึงช่วยลดการได้รบั พิษ ได้มาก สำ�หรับการช่วยเหลือเบือ้ งต้นอืน่ ๆ เหมือนกับการได้รบั บาดเจ็บจาก แมงกะพรุนกล่องชนิดทีม่ หี นวดหลายเส้น แต่ทส่ี �ำ คัญคือให้สงั เกตอาการอย่างน้อย ๔๕ นาที หากผูป้ ว่ ยมีอาการใจสัน่ มือสัน่ เหงือ่ ออกมาก ปวดศีรษะมาก ชีพจรเร็ว หรืออาการผิดปกติอน่ื ๆ ให้รบี นำ�ส่งโรงพยาบาลทันที ๓. การรักษาพยาบาลเบือ้ งต้นกรณีสมั ผัสแมงกะพรุนไฟ ๑. นำ�ผูบ้ าดเจ็บขึน้ จากน้� ำ ๒. ใช้วสั ดุแข็ง เช่น กระดาษ บัตร ไม้ เขีย่ หนวดออกจากบริเวณทีส่ มั ผัส โดยห้ามใช้มอื สัมผัสโดยตรง และห้ามนวด ถู หรือทายาใด ๆ บริเวณทีโ่ ดนสาย แมงกะพรุนถึงแม้วา่ อาจมองไม่เห็นว่ามีหนวดแมงกะพรุนหลงเหลืออยูแ่ ล้ว เนือ่ งจาก ยังมีโอกาสทีจ่ ะมีถงุ พิษเล็กจำ�นวนมากอยูบ่ นบริเวณผิวหนังโดยทีม่ องไม่เห็นด้วยตา เปล่า ซึง่ ถุงพิษเหล่านีจ้ ะถูกกระตุน้ เมือ่ มีแรงกดทับทีผ่ วิ บริเวณนัน้ ทำ�ให้เกิดการยิง เข็มพิษเข้าสูร่ า่ งกาย และทำ�ให้เกิดอาการมากขึน้ ๓. ราดผ่านด้วยน้�ำ ทะเล เพือ่ ให้หนวดทีต่ ดิ อยูอ่ อกไปให้มากทีส่ ดุ ๔. ถ้าเป็นไปได้ให้ใช้ยาชาชนิดพ่นในการลดอาการปวด เพือ่ หลีกเลีย่ งการ ทีต่ อ้ งถูนวดบริเวณทีส่ มั ผัสแมงกะพรุน ในกรณีทไ่ี ม่มยี าชาชนิดพ่น ใช้น�ำ้ แข็งประคบ เบา ๆ เพือ่ ลดการปวด ๕. ถ้ามีอาการรุนแรง เช่น เริม่ รูส้ กึ หายใจลำ�บาก หรือเริม่ หมดสติ ให้รบี นำ� ตัวส่งโรงพยาบาล ในกรณีทไ่ี ม่แน่ใจว่าสัมผัสแมงกะกรุนชนิดไหน ต้องใช้น�ำ้ ส้มสายชูราดที่ รอยสายหนวดเพือ่ ทำ�ลายถุงพิษทีย่ งั ไม่ยงิ ออกมาไม่ให้มกี ารยิงออกมาเพิม่ ขึน้ ก่อน ทีจ่ ะนำ�สายหนวดออกจากร่างกาย เนือ่ งจากถ้าเกิดจากแมงกะพรุนชนิดทีร่ นุ แรง เช่น แมงกะพรุนกล่อง การดึงสายหนวดออกจากตัวโดยทีย่ งั ไม่ได้ท�ำ ลายถุงพิษดังกล่าว จะทำ�ให้มกี ารยิงเข็มพิษจำ�นวนมากเข้าสูก่ ระแสเลือดและเป็นอันตรายถึงชีวติ ได้ ๔. การรักษาพยาบาลเบือ้ งต้นกรณีสมั ผัสแมงกะพรุนทัว่ ไป เป็นการรักษาตามอาการ และควรระวังการติดเชือ้ ซ้�ำ บริเวณบาดแผล ทีม่ า : หนังสือแมงกะพรุน ของสถาบันวิจยั และพัฒนาทรัพยากรทางทะเล(๒๕๕๘) หนังสือพิมพ์หัวหินทูเดย์ เดือนมกราคม 2559

4 กระทรวงสาธารณสุข ร่วมกับสำ�นักงานหลักประกันสุขภาพแห่งชาติ สมาคมสันนิบาตเทศบาลแห่งประเทศไทย และ สมาคมองค์การบริหารส่วนตำ�บลแห่งประเทศไทย ขับเคลือ่ นแผนพัฒนาดูแลผูส้ งู อายุทม่ี ภี าวะพึง่ พิง ปี 2559 นำ�ร่อง 1 แสน คนใน 1,000 ตำ�บล ด้วยหลัก “สังคมไทย ใส่ใจผูส้ งู วัย เข้าใจ เข้าถึง พึง่ ได้” ที่ โรงแรมเซ็นทรา ศูนย์ราชการเฉลิมพระเกียรติฯ กรุงเทพฯ ศ.คลินกิ เกียรติคณ ุ นพ.ปิยะสกล สกลสัตยา ทร รัฐมนตรีวา่ การกระทรวงสาธารณสุข นพ.โสภณ เมฆธน ปลัดกระทรวงสาธารณสุข เปิดประชุมและมอบนโยบายการพัฒนา ระบบดูแลระยะยาวด้านสาธารณสุขสำ�หรับผูส้ งู อายุทม่ี ภี าวะพึง่ พิงในพืน้ ทีต่ �ำ บล(Long Term Care)ปี 2559 แก่ผบู้ ริหาร นาย แพทย์สาธารณสุขจังหวัด และผูร้ บั ผิดชอบงานผูส้ งู อายุ 1,200 คนทัง้ ส่วนกลางและภูมภิ าค พร้อมลงนามความร่วมมือระหว่าง 4 หน่วยงานหลัก คือ กระทรวงสาธารณสุข สำ�นักงานหลักประกันสุขภาพแห่งชาติ สมาคมสันนิบาตเทศบาลแห่งประเทศไทย และสมาคมองค์การบริหารส่วนตำ�บลแห่งประเทศไทย เพือ่ สนับสนุนการจัดระบบการดูแลระยะยาวด้านสาธารณสุข สำ�หรับผูส้ งู อายุทม่ี ภี าวะพึง่ พิง แบบบูรณาการในพืน้ ที่ ศ.คลินกิ เกียรติคณ ุ นพ.ปิยะสกล กล่าวว่า กระทรวงสาธารณสุข ได้เตรียมความพร้อมระบบบริการรองรับ สังคมผูส้ งู อายุ ตามทีส่ �ำ นักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ คาดประมาณว่า ปี 2583 จะมีผสู้ งู อายุ 60 ปีขน้ึ ไป 20.5 ล้านคน คิดเป็นร้อยละ 32 ของประชากรไทย ส่วนกองทุนหลักประกันสุขภาพภาครัฐระบุปี 2565 จะมีคา่ ใช้จา่ ยสุขภาพผูส้ งู อายุเพิม่ ขึน้ จาก 60,000 ล้านบาทในปี 2553 เป็น 220,000 ล้านบาท เกิดจาก 2 ปัจจัย คือ ค่าใช้จา่ ยทาง สุขภาพทีส่ งู ขึน้ ตามอายุและค่าใช้จา่ ยด้านสุขภาพก่อนการเสียชีวติ ทัง้ นี้ ผูส้ งู อายุสว่ นใหญ่จะป่วยด้วยโรคความดันโลหิตสูง โรค เบาหวาน โรคเข่าเสือ่ ม โรคซึมเศร้า เป็นผูพ้ กิ าร ผูป้ ว่ ยนอนติดเตียงและเข้าถึงระบบบริการสุขภาพเพียงร้อยละ 56.7 ในปี 2559 นี้ รัฐบาลมีนโยบายมุง่ เน้นดูแลผูส้ งู อายุทม่ี ภี าวะพึง่ พิง ทัง้ กลุม่ ติดบ้านและกลุม่ ติดเตียง ได้อนุมตั ิ งบประมาณ 600 ล้านบาท ดูแลผูส้ งู อายุกลุม่ ทีม่ ภี าวะพึง่ พิง 1 แสนคนให้ครอบคลุมทุกจังหวัด ทุกอำ�เภอๆละ 1 ตำ�บลทัว่ ประเทศ ด้วยโครงการพัฒนาระบบดูแลระยะยาวด้านสาธารณสุขสำ�หรับผูส้ งู อายุทม่ี ภี าวะพึง่ พิงในพืน้ ทีต่ �ำ บล(Long Term Care) เน้นแนวคิด “สังคมไทย ใส่ใจผูส้ งู วัย เข้าใจ เข้าถึง พึง่ ได้” ได้รบั การดูแลจากทีมสหสาขาวิชาชีพทีบ่ า้ นอย่างสม่�ำ เสมอตามปัญหา สุขภาพและชุดสิทธิประโยชน์ ครอบครัว ชุมชน ท้องถิน่ มีสว่ นร่วม โดยพัฒนาอาชีพผูช้ ว่ ยดูแลผูส้ งู อายุ ทีมหมอครอบครัวและ อาสาสมัครในชุมชน เพือ่ ให้ผสู้ งู อายุมคี ณ ุ ภาพชีวติ ทีด่ ี อยูใ่ นสังคมอย่างมีศกั ดิศ์ รี เข้าถึงบริการทัว่ ถึงและเท่าเทียม ลดภาระค่า ใช้จา่ ยสุขภาพภาครัฐ ในงบประมาณทัง้ หมดได้จดั สรร 500 ล้านบาทไปให้กองทุนหลักประกันสุขภาพในระดับท้องถิน่ 1,000 แห่ง ทีม่ คี วามพร้อม เฉลีย่ 5,000 บาทต่อคน และ100 ล้านบาทให้หน่วยบริการปฐมภูมใิ นพืน้ ทีเ่ พือ่ จัดบริการดูแลผูส้ งู อายุตอ่ เนือ่ ง ทีบ่ า้ นและหน่วยบริการ ทัง้ นี้ กระทรวงสาธารณสุข สนับสนุนการทำ�งานองค์กรปกครองส่วนท้องถิน่ เช่น เทศบาล องค์การบริหาร ส่วนตำ�บล ส่วน สปสช.กำ�หนดหลักเกณฑ์จดั สรรงบประมาณให้กองทุนหลักประกันสุขภาพในระดับท้องถิน่ สมาคมสันนิบาต เทศบาลแห่งประเทศไทย และสมาคมองค์การบริหารส่วนตำ�บลแห่งประเทศไทย สนับสนุนการดำ�เนินการให้สอดคล้องกับความ ต้องการของประชาชนและลักษณะเฉพาะของแต่ละพืน้ ที่ ...........แหล่งข่าวโดย » สำ�นักสารนิเทศ

พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและหัวหน้าคณะรักษาความสงบแห่งชาติ เปิดเผยว่า รัฐบาลกำ�ลังดำ�เนิน การเตรียมความพร้อมการก้าวเข้าสูป่ ระชาคมเศรษฐกิจอาเซียน ทีจ่ ะเริม่ ต้นในปี 2559 เพือ่ การพัฒนาขีดความสามารถในการ แข่งขันของประเทศในทุกด้าน อาทิ การผลักดันการส่งออก เและขยายความร่วมมือทางเศรษฐกิจ การปรับเปลีย่ นยุทธศาสตร์ ส่งเสริมการลงทุนในช่วง 7 ปี มุง่ สูแ่ นวทางจัดตัง้ คลัสเตอร์หรือซูเปอร์คลัสเตอร์ การเดินหน้าการพัฒนาเขตเศรษฐกิจพิเศษตาม แนวชายแดน การปรับปรุงกฎหมายให้มคี วามเป็นสากล นอกจากนี้ ยังเน้นว่าปี 2560 บัตรประชาชนน่าจะมีการระบุอาชีพและ รายได้ เพือ่ แยกแยะให้ได้วา่ รัฐบาลจะได้ใช้งบประมาณอย่างไรให้เหมาะสม ด้าน พล.ต.สรรเสริญ แก้วกำ�เนิด โฆษกประจำ�สำ�นักนายกรัฐมนตรี กล่าวถึงแนวคิดทำ�บัตรประชาชนระบุอาชีพและ รายได้ของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและหัวหน้าคณะรักษาความสงบแห่งชาติ ทีจ่ ะต้องทำ�ให้แล้วเสร็จในปี 2560 ว่า เราต้องยอมรับว่ามาตรการช่วยเหลือประชาชนในการลดภาระค่าครองชีพยังลงไปไม่ถกู กลุม่ ผูม้ รี ายได้นอ้ ยอย่างแท้จริง เช่นนโยบายรถเมล์และรถไฟฟรีทใ่ี ครก็สามารถใช้บริการได้หมด เป็นต้น ดังนัน้ การทำ�ฐานข้อมูลทีม่ กี ารระบุรายได้และอาชีพแบบใหม่นจ้ี ะเป็นการแสดงตัวช่วยให้นโยบายการลดภาระค่าครอง ชีพลงไปช่วยเหลือผูม้ รี ายได้นอ้ ยได้ตรงกลุม่ เป้าหมายไม่ใช่เหมารวมทัง้ หมดเหมือนทีผ่ า่ นมานอกจากนีย้ งั ช่วยส่งเสริมระบบภาษี ซึง่ นายกรัฐมนตรีอยากให้ทกุ คนเข้าสูร่ ะบบภาษีไม่ใช่การรีดภาษี แต่อยากให้ประชาชนอยูใ่ นระบบภาษีทเ่ี หมาะสมตามลำ�ดับราย ได้ของแต่ละบุคคล เพือ่ นำ�เงินมาใช้ในการพัฒนาประเทศ พล.ต.สรรเสริญ กล่าวต่อว่า นอกจากนีย้ งั ช่วยเอือ้ ประโยชน์ในมาตรการช่วยเหลือเกษตรกร เพราะทีผ่ า่ นมามีปญ ั หา การตรวจสอบทีย่ ากเพราะต้องผ่านหลายหน่วยงาน จึงทำ�ให้มคี วามผิดพลาดเงินช่วยเหลือทีจ่ า่ ยไปไม่ตรงตัวบุคคล ส่วนการทีม่ ี บางฝ่ายกังวลว่านโยบายบัตรประชาชนแบบระบุอาชีพและรายได้จะเป็นการละเมิดสิทธิมนุษยชนนัน้ ขอยืนยันว่าการแสดงข้อมูล มีจดุ ประสงค์ทช่ี ดั เจนทีจ่ ะนำ�ไปช่วยเหลือประชาชนผูม้ รี ายได้นอ้ ย ไม่มกี ารละเมิดสิทธิมนุษยชน และอยากถามผูท้ ต่ี ง้ั ข้อสังเกต ว่ามีวธิ แี ก้ปญ ั หาแบบอืน่ หรือไม่ อย่าเพียงตัง้ ข้อสังเกต แต่ตอ้ งมีขอ้ เสนอแนะด้วยเพือ่ ไม่ให้ประเทศเกิดความสับสนและขอให้ มองทีเ่ จตนารมณ์ของรัฐบาลในการขับเคลือ่ นประเทศด้วย

2 อดีตรัฐมนตรีวา่ การกระทรวงแรงงาน นายกเทศมนตรีเมืองปราณบุรี จัดงานประเพณีประกวดโค แพะ ม้า ไก่พน้ื เมือง โดยมีอดีตนายกรัฐมนตรี ร่วมเปิดงาน ปีหน้าจัดยิง่ ใหญ่ จากการเปิดเผยของ ดร.เฉลิมชัย ศรีออ่ น อดีตนายกรัฐมนตรีวา่ การกระทรวงแรงงาน และ สส.จังหวัดประจวบคีรขี นั ธ์ ว่าตนเองและ สส.ของจังหวัดประจวบคีรขี นั ธ์ ซึง่ ก็มี นายมนตรี ปาน้อยนนท์ นายประมงล พงษ์ถาวราเดช และ นส.ธันยวีร์ ศรี อ่อน นายกเทศมนตรีปราณบุรี ได้รว่ มกันจัดงาน “ประเพณีประกวดโค” ประจำ�ปี 2558 ขึน้ เมือ่ ช่วงปลายปีทผ่ี า่ นมา โดย พระบาทสมเด็จพระเจ้าอยูห่ วั สมเด็จพระบรมราชินนี าถ สมเด็จพระเทพรัตนราชสุดาฯสยามบรมราชกุมารี และ สมเด็จเจ้าลูกยา เธอเจ้าฟ้าจุฬาภรณ์วลัยลักษณ์ ได้ทรง พระราชทานถ้วยรางวัล ลงมาให้ 4 ถ้วยพระราชทาน ซึง่ ในงานนัน้ ก็มกี ารประกวดโคม โคเนือ้ โคขุน โคเลีย้ งตามธรรมชาติ(วัวไทย) สายพันธุช์ าโรเลส์ อเมริกนั บรามัน ฮินดู บราซิล และวัวไทย ทีผ่ เู้ ลีย้ งได้ดแู ลให้อยูใ่ นรูปแบบของความสวยงาม สมบูรณ์และตรงกับรูปแบบลักษณะของโคทีท่ างคณะ กรรมการกำ�หนด ซึง่ ในแต่ละชนิดประเภททีท่ างกลุม่ เกษตรกรผูเ้ ลีย้ งได้สง่ เข้าประกวดนัน้ ก็ได้คดั เลือกในความเป็นเลิศ จนได้ รับถ้วยพระราชทานไปครอง นอกจากโคแล้วก็ยงั มี แพะเลีย้ ง ม้าเลีย้ ง ไก่ไทยพันธุพ์ น้ื บ้าน ซึง่ กลุม่ ผูเ้ ลีย้ งทีอ่ ยูใ่ นเขตหัวหิน ชะอำ� ปราณบุรี สาม ร้อยยอด กุยบุรี ฯลฯ ได้สง่ กันเข้ามา มีทง้ั ประกวดและมีการส่งเสริมทางด้านวิชาการ ให้กบั กลุม่ ผูเ้ ลีย้ งได้รบั รูห้ ลักการและกฎ เกณฑ์ทางด้านปศุสตั ว์ทถ่ี กู ต้อง ทัง้ ด้านอาหารประจำ�วัน การดูแลรักษา รวมทัง้ การหาตลาดส่งให้กบั กลุม่ ผูบ้ ริโภค เนือ่ งจากขณะ นีเ้ นือ้ สัตว์โดยเฉพาะ แพะ วัวไทย ไก่พน้ื บ้าน ฯลฯ เป็นทีห่ มายปองของตลาดผูบ้ ริโภคโดยเฉพาะ โรงแรม ภัตตาคาร ร้านอาหาร ในช่วงของเทศกาลต่างๆ การทีต่ นเองและคณะกรรมการ รวมทัง้ นายกเทศมนตรีเมืองปราณฯ ได้รว่ มกันจัดทำ�โครงการทางด้านส่งเสริม สนับสนุน การเลีย้ ง การตลาด ให้กบั กลุม่ เกษตรกรใน จ.ประจวบฯ และใกล้เคียงนัน้ ก็เนือ่ งจากพืน้ ทีข่ อง ประจวบ – เพชรบุรี นัน้ เป็นพืน้ ที่ ทางด้านการเกษตร ทีม่ ภี เู ขาทีด่ นิ เหมือนๆกับต่างประเทศ ทีม่ คี วามเหมาะสมจะต้องเป็นเกษตรพืชผล เกษตรปศุสตั ว์ จึงได้จดั ทำ� ขึน้ มารองรับโดยหนึง่ ปีจดั ทำ�กันครัง้ หนึง่ ซึง่ ก็มน่ั ใจว่า จะทำ�ให้เป็นการยกระดับการเมืองการท่องเทีย่ ว ควบคูก่ บั เมืองทางด้าน การเกษตร ทางด้าน นายอภิสทิ ธิ์ เวชชาชีวะ อดีตนายกรัฐมนตรี ซึง่ มาเป็นประธาน ในการเปิดงานกล่าวว่า ถือว่าการจัดงานทางด้านเกษตรพืชไร่พชื สวนและสัตว์ เลีย้ งทางด้านเศรษฐกิจของ จังหวัดประจวบคีรขี นั ธ์ นีม้ นั เหมาะสมเป็นอย่างยิง่ เพราะประเทศไทยนั้นมีวิถีชีวิตของผู้คนที่ยังต้องพึ่งพาทางด้านการเกษตรอยู่ และการส่งเสริม สนับสนุนมิใช่เพียงในระดับท้องถิน่ จังหวัด ยังต้องสนับสนุน ออกไปยังต่างประเทศด้วยเช่นกัน ซึง่ ในเรือ่ งนีท้ าง พรรคประชาธิปตั ย์ ก็มคี ณะ กรรมการในเรือ่ งนีอ้ ยู่ ตนเองก็จะให้การสนับสนุนอย่างเต็มทีเ่ ช่นกัน สำ�หรับการที่มาเปิดงานในครั้งนี้ถือว่ายิงใหญ่ เนื่องจากได้มีกลุ่ม เกษตรกรมาร่วมกันอย่างมากมาย ที่สำ�คัญ เกษตรกรแต่ละรายก็ได้นำ�เอา ผลผลิต สัตว์เลีย้ ง มาตัง้ คอก ตัง้ ฟาร์ม โชว์กนั ให้ได้เห็นเป็นการแลกเปลีย่ นให้ ความรู้และรูปแบบมาเปิดเผยจนทำ�ให้ชาวต่างชาติท่เี ข้ามาพบเห็นในงานนั้น ยอมรับการเกษตรของประเทศไทย

งานสภาวัฒนธรรมเมืองหัวหิน ทัง้ ชาวไทยและชาว ต่างชาติรว่ มกันเต็มงาน เจ้าเมืองประจวบฯ ให้อนุรกั ษ์เพือ่ รับการท่องเทีย่ ว ปีหน้านายกเทศมนตรีมอบงบประมาณ 1 ล้านบาท จากการเปิดเผยของ นางวรรณา วงศ์ชมสินธ์ ประธานสภาวัฒนธรรมเมืองหัวหิน จังหวัดประจวบคีรขี นั ธ์ ว่าในการจัดงานประเพณีวฒ ั นธรรม ครัง้ ที่ 12 ทีผ่ า่ นมานัน้ ประสบความสำ�เร็จอย่างดียง่ิ เนือ่ งจากในงานนัน้ ก็มชี าวต่าง ชาติแห่เข้ามาชมกันอย่างเนืองแน่นทัง้ 2 คืน โดยมีการถ่าย รูป ถ่ายทำ�เป็นสารคดี นำ�กลับเอาไปเผยแพร่ในแต่ละ ประเทศโดยเฉพาะ ในประเทศเยอรมนี สวีเดน เดนมาร์ก ฯลฯ โดยเฉพาะการแสดงรีวิวประกอบฉากที่นักเรียนได้ แสดงบนเวทีถวายเป็นพระราชสักการะแด่ พระบาทสมเด็จ พระเจ้าอยูห่ วั นอกจากนัน้ ก็ยงั มี รำ�วงไทยมาตรฐาน การ แสดงจินตลีลา การร้องเพลง และอืน่ ๆ และทีส่ �ำ คัญทีส่ ดุ เลยนัน้ ก็คอื การเดินแบบการแต่ง กาย “ชุดไทย” ในรัชสมัยต่างๆ ซึง่ ในการเดินแบบนีก้ ม็ ชี าว สวีเดน เดนมาร์ก ฟินแลนด์ อังกฤษ เยอรมนี ฯลฯ ได้แต่ง กายชุดไทย เดินแบบบนเวที ซึง่ ก็สร้างสีสนั และตืน่ ตาตืน่ ใจ ให้กบั ผูท้ ม่ี าชมในงานเป็นอย่างยิง่ งานในปีนถ้ี อื ว่าประสบ ความสำ�เร็จสูงสุด เนือ่ งจากทัง้ 2 คืนนัน้ มีการแสดงแต่ละ ชนิดได้รบั การอนุเคราะห์จากกลุม่ โรงเรียนต่างๆนำ�เอาความ เป็นไทย ออกมาโชว์ในรูปแบบใหม่ๆ ซึง่ ในปีหน้าทีจ่ ะถึงใน พ.ศ. 2559 นัน้ ทางคุณนพพร วุฒกิ ลุ นายกเทศมนตรี

เมืองหัวหินและคณะผูบ้ ริหารก็มมี ติออกมาแล้วว่าจะให้เงิน งบประมาณ 1 ล้านบาท ในการจัดงานประเพณีวฒ ั นธรรม ของเมืองหัวหินสืบต่อไปให้เกิดความยิง่ ใหญ่ และตืน่ ตาตืน่ ใจแก่นกั ท่องเทีย่ วชาวไทยและต่างชาติ และเมือ่ มีการเปิด ประเทศหรือว่า “กลุม่ อาเซียน” นัน้ เป็นการแสดงแบบไทยๆ นีจ้ ะต้องเป็นจุดขายให้กบั ผูท้ เ่ี ข้ามาเยือนให้ประทับใจและ ตรึงตรา ทางด้าน ดร.ทวี นริสศิรกิ ลุ ผวจ.ประจวบฯ กล่าว ว่า ในโอกาสที่ย้ายมารัยตำ�แหน่งใหม่น้กี ็ประทับใจในงาน และกิจกรรมต่างๆของ สภาวัฒนธรรมเมืองหัวหิน ที่ได้ หยิบยกนำ�เอาการแสดงแบบไทยๆมาเป็นจุดขายให้กบั ผูค้ น โดยเฉพาะชาวต่างชาติ การเดินแบบการแต่งชุดไทยซึง่ มีชาว ต่างชาตินน้ั มาร่วมแสดงนัน้ ถือว่า เป็นสิง่ ทีด่ เี นือ่ งจากเราได้ นำ�เอาประเพณีการแต่งกายมอบให้กบั พวกเขา ซึง่ จะทำ�ให้ เกิดความภาคภูมใิ จและนำ�เอาไปเผยแพร่ สำ�หรับกิจกรรมในส่วนนีถ้ อื ว่าเป็นหน้าเป็นตาของ เมืองหัวหิน จังหวัดประจวบคีรขี นั ธ์ ทีจ่ ะมีอยูแ่ ละขานรับให้ กับสังคมและผูค้ นทีส่ �ำ คัญทางรัฐบาลและจังหวัด ฯ ยกให้ เมืองหัวหินเป็นจุดเป็นแหล่งท่องเทีย่ วทางด้านการพักผ่อน ทีอ่ ยูอ่ าศัย อาหารการกิน การกีฬา และวัฒนธรรมประเพณี ซึง่ ส่วนนีแ้ หละทีม่ นั เป็นจุดขายให้กบั ผูค้ นและสังคมเมือง เพราะฉะนั้นแล้วตนเองก็จะให้การสนับสนุนงานประเพณี สืบต่อไปเช่นกัน

ช่วงเทศกาลคริสต์มาสและปีใหม่ของทุกปี ประชาชน ส่วนใหญ่นยิ มซือ้ กระเช้าสำ�เร็จรูปซึง่ ห้างสรรพสินค้าและร้านค้า ต่างจัดไว้จ�ำ หน่ายเพือ่ อำ�นวยความสะดวกให้กบั ประชาชนนำ� ไปอวยพรผูใ้ หญ่ทใ่ี ห้ความเคารพนับถือ และใช้เป็นของขวัญใน เทศกาลสำ�คัญ นายนพพร วุฒกิ ลุ นายกเทศมนตรีเมืองหัวหิน มีความห่วงใยถึงคุณภาพและมาตรฐานของสินค้าดังกล่าว จึง มีมาตรการคุมเข้มการจัดและจำ�หน่ายกระเช้าของขวัญ ตามประกาศหลักเกณฑ์และแนวปฏิบตั กิ ารจัดและ จำ�หน่ายกระเช้าของขวัญ ประจำ�ปี 2559 ดังนี้ 1.มีฉลากรวม ระบุรายการสินค้าในกระเช้า ราคาและแสดงวันหมดอายุ 2.กระเช้าของขวัญประเภทอาหารบรรจุภัณฑ์สินค้าต้องมี คุณภาพดีและมีเครือ่ งหมาย อย.รับรอง 3.สินค้าทีน่ �ำ มาบรรจุ ลงกระเช้าต้องมีระยะเวลาก่อนหมดอายุไม่นอ้ ยกว่า 6 เดือน 4.แสดงรายละเอียดวันหมดอายุของสินค้าทีม่ อี ายุสน้ั ทีส่ ดุ บน กระเช้า 5.แสดงตราสัญลักษณ์หรือชือ่ สถานประกอบการบน กระเช้าของขวัญและแสดงวันทีร่ บั เปลีย่ นหรือคืนสินค้า หากผู้ บริโภคไม่พอใจ 6.กระเช้าของขวัญประเภท ผัก ผลไม้ให้เลือกสินค้า ทีใ่ หม่สดมาจัดลงกระเช้า แสดงวัน เดือน ปีทบ่ี รรจุลงกระเช้า และตั้งกระเช้ารอจำ�หน่ายไม่เกิน 3 วัน 7.กระเช้าสินค้า ผลิตภัณฑ์ชมุ ชนและท้องถิน่ ให้ก�ำ หนดพืน้ ทีต่ ง้ั วางกระเช้าให้ ชัดเจน แยกจากกระเช้าประเภทอืน่ จัดทำ�ป้ายบอกบริเวณที่ จำ�หน่ายว่า “ผลิตภัณฑ์ชมุ ชนและท้องถิน่ ” แสดงวันหมดอายุ ของสินค้าทีม่ อี ายุสน้ั ทีส่ ดุ แสดงวัน เดือน ปี ทีผ่ บู้ ริโภคนำ�สินค้า มาแลกเปลีย่ นหรือคืนก่อนวันหมดอายุของสินค้าทีอ่ ายุสน้ั ทีส่ ดุ บนกระเช้าหากไม่พงึ พอใจสินค้า 8.กระเช้าสินค้าทางเลือกอืน่ ๆ เช่น กระเช้าขนมไทย กระเช้าเครือ่ งสำ�อาง กระเช้าเพือ่ สุขภาพ ให้ก�ำ หนดพืน้ ที่ ตัง้ วางและแสดงประเภทของกระเช้าให้ชดั เจน และจำ�หน่ายวันต่อวัน 9.ห้ามมิให้จดั เครือ่ งดืม่ แอลกอฮอล์รว่ ม กับสินค้าอืน่ ในกระเช้าวางจำ�หน่าย 10. การจัดกระเช้าของขวัญ ทีม่ เี ครือ่ งดืม่ แอลกอฮอล์ ให้จดั และจำ�หน่าย ตาม พ.ร.บ.ควบคุม เครือ่ งดืม่ แอลกอฮอล์ พ.ศ.2551 อย่างเคร่งครัด อาศัยอำ�นาจตามความในมาตรา 5 และมาตรา 6 แห่งพระราชบัญญัติ (พ.ร.บ.) อาหาร พ.ศ.2522 ประกาศ กระทรวงสาธารณสุข เรือ่ ง การแสดงฉลากของอาหารจัดรวม ในภาชนะ หรือการจัดกระเช้าของขวัญ ซึง่ เป็นลักษณะของ การนำ�อาหารสินค้าหลายรายการมารวมไว้ดว้ ยกัน มีผลบังคับ ใช้ตง้ั แต่วนั ที่ 15 ธันวาคม 2553

1. ให้อาหารมากกว่าหนึง่ ชนิดหรือชนิดเดียวกันแต่มี หลายจำ�นวน ซึง่ จัดรวมอยูภ่ าชนะเดียวกันทีม่ กี ารห่อหุม้ เพือ่ จำ�หน่าย ไม่วา่ จะเป็นกระเช้า ตะกร้า กล่อง ถุง หรือภาชนะใด เป็นอาหารทีต่ อ้ งแสดงฉลาก 2. การแสดงฉลากของอาหารตาม ข้อ 1 ต้องมี ข้อความเป็นภาษาไทยทีเ่ ห็นได้ชดั เจนอ่านได้งา่ ยและต้องมี ข้อความ ดังนี้ (1) ชือ่ ประเภท หรือชนิดของอาหารแต่ละ รายการทีบ่ รรจุ (2) วันเดือนปีทห่ี มดอายุ หรือควรบริโภคก่อน ของอาหาร (3) ผูฝ้ า่ ฝืนจะมีโทษปรับไม่เกิน 30,000 บาท นำ�เครือ่ งดืม่ แอลกอฮอล์พว่ งกับสินค้าในกระเช้าของ ขวัญ มีความผิดตามมาตรา 30 (5) ของพ.ร.บ. ควบคุมเครือ่ ง ดืม่ แอลกอฮอล์ พ.ศ.2551 มีโทษจำ�คุก 6 เดือนปรับไม่เกิน 10,000 บาท หรือทัง้ จำ�ทัง้ ปรับ กรณีการห้ามนำ�เครือ่ งดืม่ แอลกอฮอล์พว่ งกับสินค้า ในกระเช้าของขวัญ ทัง้ นีน้ อกจากจะผิดตามมาตรา 30 (5) ยัง ผิดมาตรา 32 ห้ามมิให้ผใู้ ดโฆษณาเครือ่ งดืม่ แอลกอฮอล์หรือ แสดงชือ่ หรือเครือ่ งหมายของเครือ่ งดืม่ แอลกอฮอล์อนั เป็นการ อวดอ้างสรรพคุณ หรือชักจูงให้ผอู้ น่ื ดืม่ โดยตรงหรือทางอ้อม มีโทษจำ�คุกไม่เกิน 1 ปี หรือปรับไม่เกิน 500,000 บาท หรือ ทั้งจำ�ทั้งปรับ และยังต้องระวางโทษปรับอีกวันละไม่เกิน 50,000 บาท จนกว่าจะปฏิบตั ใิ ห้ถกู ต้อง เพือ่ เป็นการคุม้ ครองผูบ้ ริโภคและควบคุมกำ�กับดูแล สถานประกอบการทีจ่ ดั จำ�หน่ายกระเช้าของขวัญในเขตเทศบาล เมืองหัวหิน ให้มีการจัดและจำ�หน่ายกระเช้าของขวัญที่มี คุณภาพและได้มาตรฐาน ไม่เอารัดเอาเปรียบผูบ้ ริโภค ฝ่าย สุขาภิบาลและสิง่ แวดล้อม กองสาธารณสุขและสิง่ แวดล้อม จะดำ�เนินการสุม่ ตรวจสอบสถานประกอบการทีจ่ ดั และจำ�หน่าย กระเช้าของขวัญในเขตเทศบาลฯ ตามแผนการตรวจสอบการ จัดและจำ�หน่ายกระเช้าของขวัญปีใหม่ภายในเขตเทศบาลเมือง หัวหิน ........ศูนย์ด�ำ รงธรรม 1132

สำ�นักงานคณะกรรมการอาชีวศึกษา ทีไ่ ด้รบั เงินทุนสนับสนุน จาก สำ�นักงานวิจัยอาชีวศึกษา และกรมพัฒนาทดแทน กระทรวงพลังงาน เพีอ่ อนุรกั ษ์พลังงาน นายเรืองแสง เปิดเผยว่าทีผ่ า่ นมาแผนกวิชาช่างยนต์ เคยประดิษฐ์รถไฟฟ้าเพื่อใช้ในการแข่งขันร่วมกับสมาคม วิศวกรรมยานยนต์ไทย และวิศวกรรมสถานแห่งประเทศไทย ในพระบรมราชูปถัมภ์ได้รบั รางวัลรองชนะเลิศระดับประเทศ มาแล้ว แต่ไม่สามารถนำ�มาจดทะเบียนตาม พ.ร.บ.ขนส่ง ทางบก ได้ เนือ่ งจากเป็นมอเตอร์ขนาดเล็ก ไม่เข้าหลักเกณฑ์ ทีก่ รมขนส่งทางบก กำ�หนดขนาดมอเตอร์ทใ่ี ช้ในรถไฟฟ้าต้อง ไม่นอ้ ยกว่า 15 กิโลวัตต์ ต่อมา นายพศิน จึงเขียนโครงการ นำ�เสนอต่อ กรมพัฒนาพลังงานทดแทนและอนุรกั ษ์พลังงาน กระทรวงพลังงาน และสำ�นักวิจัยและพัฒนาอาชีวศึกษา

สำ�นักงานคณะกรรมการการอาชีวศึกษา (สอศ.) กระทรวง ศึกษาธิการ ขอสนับสนุนโครงการจัดสร้าง “รถไฟฟ้าใช้ในเมือง plug in” และเมื่อได้รับการอนุมัติแล้ว แผนกช่างยนต์ จึงออกแบบและจัดสร้างขึน้ นางกรรณิการ์ ลิมปนะวงศานนท์ รองผูอ้ �ำ นวยการ ฝ่ายวิชาการวิทยาลัยเทคนิคเพชรบุรีได้รับเกียรติให้ไปโชว์ รถไฟฟ้าใช้ในเมือง plug in ขนาด 2 ทีน่ ง่ั โดยมีนายคุรจุ ติ นาครทรรพ อดีตปลัดกระทรวงพลังงาน นายอลงกรณ์ พลบุตร รองประธานสภาการขับเคลือ่ นปฏิรปู ประเทศ และ

โรงเรียนเทศบาลบ้านบ่อฝ้ายรับถ้วยรางวัลชนะเลิศการจัดการขยะ “Zero Waste School” จากสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี คณะผูบ้ ริหารดีใจรับขวัญจะให้เป็นโรงเรียนต้นแบบ ทีห่ อ้ งประชุมเทศบาลเมืองหัวหิน จ.ประจวบฯ น.ส.กนกวรรณ ไข่แก้ว ผอ.รร.เทศบาลบ้านบ่อฝ้าย คณะครูและนักเรียนนำ�ถ้วยรางวัลชนะเลิศการจัดการขยะภายในโรงเรียน จาก สมเด็จพระเทพ รัตนราชสุดาฯสยามบรมราชกุมารี มอบให้กบั นายกเทศมนตรีเมืองหัวหินและคณะฝ่ายบริหารดีใจรับขวัญพร้อมกับจะให้เป็นโรงเรียนต้นแบบ ให้กบั กลุม่ โรงเรียนอีก 6 แห่ง น.ส.กนกวรรณ ฯ กล่าวว่า ทางกระทรวงทรัพยากรธรรมชาติและสิง่ แวดล้อมโดยกรมส่งเสริมฯ ได้เชิญให้ทาง รร.เทศบาล บ้านบ่อฝ้าย ได้น�ำ เอาโครงการในการดูแลกำ�จัด “ขยะ” เข้าร่วมประกวดทีใ่ นกรุงเทพมหานคร โดยมีกลุม่ โรงเรียนกว่า 400 แห่งทัว่ ประเทศ เข้าร่วมประกวดในรอบแรกนัน้ ก็ผา่ นเข้าฉลุย และรอบที่ 2 ก็ผา่ นการคัดเลือกจากทางคณะกรรมการ จนรอบสุดท้ายเหลือ 60 โรงเรียน ทางคณะกรรมการ ฯ ก็มกี ารตรวจสอบในรายละเอียดทัง้ รูปแบบในการดำ�เนินการ กระบวนการ และผลสำ�เร็จของโครงการทีไ่ ด้ท�ำ สุดท้าย ผลปรากฏว่าโรงเรียนเทศบาลบ้านบ่อฝ้ายชนะเลิศอันดับที่ 1 รับถ้วยพระราชทานจากสมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี ซึง่ รางวัลนีเ้ รียกกันว่า “Zero Waste School” ซึง่ ทำ�ให้ตนเองและคณะครู นักเรียน รวมทัง้ ฝ่ายผูบ้ ริหารเทศบาลเมืองหัวหิน ก็ประทับใจ กับโครงการนีเ้ ป็นอย่างยิง่ ทางคณะฯ จึงนำ�ถ้วยพระราชทานมามอบให้ น.ส.กนกวรรณ ฯ ยังกล่าวอีกว่า รูปแบบโครงการนีน้ น้ ั เริม่ ขึน้ มาจากทีบ่ า้ นของนักเรียนในแต่ละชัน้ ทีม่ อี ยู่ เช่น ขยะพลาสติก กระดาษ ขวดต่างๆ เศษอลูมเิ นียม ฯลฯ ให้จดั เก็บนำ�เอามาในแต่ละวันจากนัน้ ก็ชง่ ั ตรวจแล้วก็แยก “ขยะ” ดังกล่าวให้เป็นหมวดหมู่ เพือ่ เตรียมรอนำ�ส่งจำ�หน่ายขายให้กบั ผูท้ จ่ ี ะรับซือ้ โดยในสัดส่วนของตัวเด็กนัน้ ก็จะได้รบั เงินจากปริมาณ “ขยะ” ทีน่ �ำ มาเดือนๆหนึง่ ก็จะมี รายได้เป็นของแต่ละคนไป ซึง่ ในปีนน้ ี น้ ั ยอดรายได้ทเ่ ี ด็กๆได้ไปจากทางโรงเรียนทัง้ หมดประมาณ 200 กว่าคนนัน้ รวมแล้ว 6-7 หมืน่ บาท ในส่วนทีถ่ อื ว่าจะก่อให้เป็นประโยชน์ตอ่ สังคมและนำ�เอาไปใช้ให้เกิดประโยชน์กบั การผลิตหรือแปรรูปไปช่วยเหลือผูพ้ กิ ารและอืน่ ๆ เช่น อลูมเิ นียม นัน้ ก็ได้มกี ารคัดจัดเก็บเอาไว้แล้วก็น�ำ ไปบริจาค 9 ตันเศษ ส่วนกล่องนมนัน้ ก็น�ำ ไปบริจาคให้กบั “บิก๊ ซี” เพือ่ จัดส่งไปให้กบั “เพือ่ นพึง่ (ภา)ยามยาก” อีก 2 ตันเศษ ซึง่ ทัง้ หมดนีก้ เ็ ป็นโครงการ “โปรเจค” ทีท่ างโรงเรียนได้ท�ำ มาตามนโยบายของคณะผูบ้ ริหารของ เทศบาลเมืองหัวหิน “สำ�หรับปัญหาของขยะทีป่ ระเทศไทยเรามีอยูน่ น้ั มันเป็นปัญหาทีส่ ง่ ผลกระทบต่อสังคมและสิง่ แวดล้อมของเมืองเป็นอย่างมาก ทางตนเองคณะครูได้รบั นโยบายมาจากทางฝ่ายผูบ้ ริหารได้ด�ำ เนินการเป็นโครงการควบคูก่ บั การเรียนการสอน และประการสำ�คัญนัน้ ก็ยงั ได้รบั การดูแลสนับสนุนจากทาง คุณกฤป โรจนเสถียร ประธานชมรมพิทกั ษ์หวั หิน ในพระราชูปภัมภ์สมเด็จพระเทพ ฯ ได้ด�ำ เนินการ ซึง่ ทำ�มาร่วมๆ 10 ปีแล้ว และบัดนีเ้ ป็นผลสำ�เร็จทีว่ า่ โรงเรียนเทศบาลบ้านบ่อฝ้ายของเรานัน้ เป็นหนึง่ ของประเทศในการกำ�จัดขยะ ทีถ่ กู ระบบ ซึง่ ก็จะขอทำ�กันต่อไปกับคณะครู นักเรียนค่ะ” น.ส.กนกวรรณ ฯ กล่าว
