The ascension has been a part of the healing process that continues throughout the nation as people are being urged to resume their normal daily lives with the dawning of the New Year of 2017. 4 Long Live King Rama X

Crown Prince Vajiralongkorn has been proclaimed the new monarch of Thailand, the step before he fully succeeds his father King Bhumibol, who died on October 13th at the age of 88.

Ending nearly two months of royal interregnum, the interim parliament completed a key part in December, naming him the 10th King of the Chakri Dynasty. His Majesty King Vajiralongkorn has been the designated heir since 1972. At the age of 64, he is the oldest Thai monarch to ascend to the throne. The succession process following the late King’s death although not started immediately in response to the Crown Prince’s wish. He had asked for time to mourn his father’s the passing, along with Thai people, and to try to accept what had happened. The Crown Prince preferred that any consideration about the succession should be postponed at least until merit-making ceremonies for his father’s royal funeral had taken place for 50 days. The Office of His Majesty’s Principal Private Secretary has notified the director-general of Public Relations Department the official name of the new King in Thai and English. In English, the name of the new King is His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun”. As the 10th king of Chakri Dynasty, he will generally be called King Rama X. As king, His Majesty King Vajiralongkorn will exercise his royal power as a constitutional monarch to sign legislation, hear oaths from newly appointed civil servants and represent Thailand as head of state. He will be the sovereign of Thailand’s government, justice system, bureaucracy and armed forces. King Vajiralongkorn will not assume the totality of royal functions as a monarch until his official coronation, an elaborate religious ceremony that will take place after the cremation of his late father, likely some time late this year. Deputy Prime Minister Wisanu Krea-ngam has called on members of the public to continue their life as usual, saying that everything remains unchanged. That is the people continue to wear black to mourn the passing of the late King and the portraits of the late King Bhumibol should stay where they are in private homes and public places. Wisanu said that the new king had wanted everything to remain as usual.

The King had set up the Chitralada School in the compound of the Chitralada Royal Villa to educate his children. The prince started learning at this school in January 1956. “His Majesty had instructed teachers not to give any privileges to his children but to inculcate in them a sense of discipline, responsibility, duty, punctuality and compassion,” Khunying Tassanee Bunyakupt, the headmistress of the school revealed. The prince was good in his studies and demonstrated his love for adventure. He seemed to love all kinds of adventurous activities. By 1961, he had started riding horses. When he joined the scout class at his school that year, his classmates chose him as the head of the unit. The prince completed Mathayom 1 (grade seven) and was then sent to study at public schools in the United Kingdom. First at King’s Mead School, Seaford, Sussex, and then at Millfield School, Somerset, where he completed his secondary education in July 1970. In August 1970, he attended a five-week military training course at The King’s School, in Sydney, Australia.

Destined To Be King

Looking back in history, Thailand erupted with joy upon the birth of the prince on July 28, 1952, who would become King Rama X. Excitement filled the air in 1951 when people got wind that the King’s Royal Consort, HM Queen Sirikit, was pregnant with their second child. Back then, his father HM King Bhumibol Adulyadej had already reigned over the country for more than six years and had a daughter, Princess Ubolratana Rajakanya. It was no secret that after the birth of the princess, Thais hoped his second child would be a prince. By Thai law and tradition, only a male royal can ascend the throne. Four days after the birth the King wrote to the thenSupreme Patriarch to ask for a name for the prince. A month later, the senior monk suggested that the prince should be named “Vajiralongkorn” – a combination of the names of his great grandfather (King Rama V) and

In 1972, the prince enrolled at the Royal Military College, Duntroon in Canberra, Australia. His education at Duntroon was divided into two parts: military training by the Australian Army and a bachelor’s degree course under the auspices of the University of New South Wales. He was graduated in 1976 as a commissioned lieutenant with a liberal arts degree. In 1982 he completed a second bachelor’s degree in law at Sukhothai Thammathirat Open University.

Becoming the Crown Prince

Prince Vajiralongkorn was studying in Australia when his father called him back to Thailand for a grand investiture ceremony to grant him the title of Crown Prince on December 28th 1972. In taking the title of Crown Prince, he vowed to be loyal to his nation, honest with his people, and carry out his duties to the best of his abilities for the prosperity, peace and security of Thailand throughout his life. “I am aware that I have a duty to and responsibility towards my country. Serving the country is an extremely important mission, which requires both wisdom and abilities. I shall persevere in my studies and practice to live up to my duty and fulfill public expectations of me”. The Prime Minister has already spoken the words that have been used over the centuries when a revered monarch has passed and a new era dawns: “Thai brothers and sisters, His Majesty Bhumibol Adulyadej Rama IX has died. Long live the new King.”

6 “Luang Jaem”, One of the Famous Royal Dogs of King Bhumibol The story of Luang Jaem, a royal dog of the late King Bhumibol, can make Thai people smile and laugh when it is retold.

Apart from the very well-known royal dogs Khun Thong Daeng and Pae Huay Ew, Luang Jaem is also famous for its good-looking appearance, intelligence and loyalty. In other words, all the royal dogs of His Majesty King Bhumibol have been extraordinary. In Thai, Jaem stands for being bright and clever. Laung Jaem was not only bright and clever by its name, but also what it did was bright and clever. The dog was one of the highly favored dogs of King Bhumibol. It was seen following or beside the King wherever he was. A big fluffy male Saint Bernard dog, Luang Jaem was once called James by Ms. Chanthana Srisawas before it lived with King Bhumibol. Ms. Chanthana lived in a house very close to Klai Kangwon Royal Residence. Consequently, James ducked through a barbed wire fence and entered the Royal Residence. There, he was caught three times sleeping in the Residence’s airconditioned kitchen. Finally, James was caught inside the Klai Kangwon Royal Residence where King Bhumibol stayed. After officials had caught and returned it to Ms. Chanthana, the king asked where the dog was. The owner then cleaned it before bringing it to the King. The dog stayed with him at the Residence for three days.

Realising that His Majesty King Bhumibol liked James, Ms. Chanthana decided to give her dog to him. Once James was the King’s dog, he was given the new title of Luang Jaem. The previous owner called it Sir James, however it stayed at the Royal Residence, the King granted it a royal name in Thai. Luang Jaem was well-known for its loyalty to the King; it was also given a last name, Bhakdi, which means loyalty or honesty in Thai.

Laung Jaem was not only a royal dog that His Majesty King Bhumibol favored, but also the pride of Hua Hin people because it symbolised loyalty of the people to him.

Bodyslam’s ‘Toon’ raises 70 Million THB in 400km Run BodyslamfrontmanAthiwara “Toon” Khongmalai on Saturday finished a 400km. charity run that raised a total of 63 MillionTHB for the Bang Saphan hospital in Prachuap Khiri Khan.

Along the route, the pop star had called for donations via SMS and bank transfers. Many peoplealso gave him cash, and he was joined by Thai actors and actresses from time to time. Toon earlier set a target to raise 10 million THB for the hospital but the publicity surrounding the run resultedin donations far exceeding his goal.

The singer, who also has a house in Bang Saphan, set out on Thursday December 1stfrom Bangkok on his Kao Khon La Kao (“take one step each”) mission to help the hospital buy medical equipment. He arrived at the hospitalon Saturday evening around 5.30pm and promptly presented 70 million THB to director CherdchaiChayawattho.

Besides giving money to the hospital, he also donated to some schools along the route. As well, his running shoes were auctioned for more than 1 million THB on thelast day of his odyssey. 8 Ensuring the Vision of a Royal Visionary A person who thinks about, or plans the future, with imagination or wisdom may be referred to as a ‘visionary’, or a visionary leader. The late King Bhumibol is remembered as such a leader. To quote past UN Secretary-General Ban Ki-moon: “A visionary and a humanitarian, King Bhumibol was loved and revered by the people of Thailand and respected around the world.” However the late King had one significant disadvantage with his optical vision. In 1948 (aged 21), King Bhumibol was seriously injured in a motor accident in Switzerland which left him blind in his left eye. There is a very strong Hua Hin connection with the vision of King Bhumibol. Imagine the surprise of a local optometrist consulted by a Royal Palace official when he realised that the glasses he was being asked to duplicate bore an uncanny resemblance to those he had looked at many times on notes of the Thai currency. He was being asked to provide glasses for the King, then a resident at the Royal Palace in Hua Hin. That optometrist was Pramote Thanyakuisaja or Khun Gee to his friends; the Managing Director of Time Optics Hua Hin. At that time (in the late 1980’s) it was made clear that supplying the king’s glasses was contingent on not using royal patronage as a way to promote his business and that keeping a ‘souvenir’ was also forbidden. The king was very aware of the possibility that ‘souvenirs’

may result in some form of idolatry, a practice far from his much more humble outlook. He was a monarch who did not want to be worshipped by the people. The business was then also in the business of selling a range of time pieces (hence the name Time Optics) which resulted in another royal request; this time a new watch for the King. No need for a Rolex or any other exotic or luxury item, just a functional Seiko. Khun Gee remembers the royal official concerned commenting on needing to keep his own Rolex away from the King’s gaze; it was far too pretentious! Khun Gee was presented with a certificate of royal appreciation for his services dated 13th March 2549 (2006) which he reveres, but keeps without any sort of prominent display. Doing business with the Royal Family has made a lasting impression on Khun Gee. He has followed the King’s example of humility and services to the people. A quick way to determine your eye dominance. Extend your arms in front of you with your palms facing away. Bring your hands together, forming a small hole by crossing the thumbs and fore fingers.

RCRHH Rotarians Eva Hoetzel and Dr. Gerhard Hoetzel recognised the benefits of this simple life saving action and decided to introduce it to Thailand through a New Zealand-backed initiative. The Rotary Club of Royal Hua Hin has taken over the national distribution of these capsules. Club President Gianni Battistini believes that the 100 THB key rings can be a simple partial solution to a nationwide problem, saying, “We are aiming for every person living in Thailand to have one of these life saving key rings”. Choose a small object about 15-20 feet away from you. With both eyes open, focus on the object as you look through the small hole. Close one eye and then the other. When you close one eye, the object will be stationary. When you close the other eye, the object should disappear from the hole or jump to one side. If the object does not move when you cover one eye, then that eye is dominant. The eye that sees the object and does not move is the dominant eye. Notes: Hand-dominance does not always correlate with eye-dominance. Most people automatically use their dominant eye when looking through a camera eyehole or a telescope.


9 TAT Hua Hin Launches Tourism Program to Honour King Bhumibol The Tourism Authority of Thailand, Hua Hin Office, is preparing a tourism program which promotes local attractions favoured by His Majesty King Bhumibol.

The program, including information of tourist attractions in Prachuab Khirikhan and other provinces of Thailand, will be published in a handbook available for Thai and foreign tourists. According the director of the Hua Hin TAT Mrs. Orasa Awuthkhom, the handbook will be titled, “Following Father’s Footsteps’ and available free. With in Prachuab Khirikhan, the highlights include the Sirirat Centre in Pak Nam Pran, a well-known learning center on mangrove forest and coastal

marine habitat. The centre was established by the King’s request. The Phraya Nakhon Cave-Bang Pu is also another tourist spot worth a visit with a small pavilion where His Majesty took a break during his visit. Nearby is Khao Chong Krachok where the King also paid a visit before going to the Thai aviation centre, where there was a clash between Thai and Japanese soldiers during the WW II. Huay Yang Waterfall in Thab Sa Kae is another place in Prachuab Khirikhan where His Majesty and Princess Sirindhorn paid a visit and played music together. For the tourist attractions in Hua Hin, Mrs. Orasa added that there were a lot of places favoured by His Majesty King

Bhumibol, namely Khao Tao Reservoir, Pa La-U Waterfall, the dog care centre and the recent Rajabhakdi Memorial Park, where visitors can see seven statues of Thai monarchs. The aim of the handbook and the tourist program is to promote sustainably natural, historical and ecological tourism, stressed Mrs, Orasa, adding that many visitors next year would come from Germany and Holland as well as countries such as Sweden, Denmark, Finland and Norway. American visitors are increasingly interested in Hua Hin. Asian tourists from China, Taiwan, Hong Kong, Vietnam, Malaysia and Singapore are also frequent visitors to Hua Hin and Prachaub Khirikhan.

Assisting The Vulnerable

The deputy mayor of Hua Hin Ms. Phailin Kongphan has opened a program to protect vulnerable groups and families from illegal activities. This program is for the current national fiscal year. The Director Assistant of the Centre for Protection of Homeless People in Prachuab Khirikhan, Mr. Praphat Maneechot, the Director of Social Welfare Division of Hua Hin Municipality, Mrs. Rampha Chamlongrat and other officials took part in the opening. The program aims to provide participants with knowledge about social welfare and service as well as professional activities to promote more income for families with financial instability. Participants’ families will be supported to become economically independent rather than needing to work as beggars and being deprived of dignity. Being financially independent also means they will not be lured to work illegally. The program promotes local handicrafts for participants and provides each participant with a grant of 3,000 THB to seed part-time work from home.

The cabinet has given a green light to the Transport Ministry’s 36 infrastructure development projects worth an estimated 895.7 billion THB. According to Transport Minister Arkhom Termpittayapaisit, the 36 infrastructure development projects are divided into five clusters. The approval includes the ferry boat service in the Gulf of Thailand and construction of the dual-track project between Hua Hin and Prachaup Khiri Khan. The projects include the following: Ten routes of dual-track train with investment cost estimated at 408.6 billion THB Two suburban train routes worth about 26.6 billion THB

Six extension routes of the electric train project worth an estimated 221.1 billion THB Five routes of special inter-provincial highways and special ways with total investments worth 167.2 billion THB. Biddings for at least 15 of the 36 projects worth about 468 billion THB are expected to be staged next year. Mr Arkhom said that the projects designated to be implemented next year were estimated to be worth about 149 billion THB, accounting for one percent of the GDP worth a total of 14 trillion THB. The minister anticipated that about 300 billion THB investments would be disbursed next fiscal year – twice the amount of the investments of 2015 and accounting for two percent of the GDP. Thai PBS

Hundreds of local people from Bang Saphan district in Prachuab Khiri Khan have flocked to Pa Ron village to pan for gold dust in a klong for the past few days after the reported discovery of a two-baht weight gold nugget spread out. Tourists were reported to have visited the village too – not to pan for gold but to observe the prospectors in the act of panning for gold in Klong Pun Lum in the village. Some of them reportedly bought

small gold nuggets or gold dust from the prospectors as souvenirs. Rumours have it that the two-baht weight gold nugget found by one of the prospectors had fetched a price of about 100,000 THB although no one has actually seen nugget. Some gold was panned and be sold on the spot, it was reported. Meanwhile, the Ron Thong Tambon Administration Organisation has come up with an idea to promote the Pa Ron village into a tourist destination for cultural study of the livelihood of the local people. A one-rai plot of land in the village has been donated for development into a small cultural square complete with souvenir shops, car park and other facilities. 10 Royal Ceremony in Memoriam of Late King Bhumibol On 1st December the Mayor of Hua Hin Mr. Nopporn Wutthikul signed a book of condolences for His Majesty King Bhumibol who passed away in October. He then conducted a ceremony to release 1,500,000 marine animals; namely boise shrimp, prawns and milkfish at the Hua Hin fishing pier. All the marine animals released in this ceremony were provided by the Prachuab Khirikhan Department of Fisheries, the Centre of Genetic Research and Development for Aquatic Animals in Phetchaburi, the

Centre of Research and Coastal Fisheries of Phetchaburi, the Association of Prachuab Khirikhan Fishermen and a group of local small boat fishermen. Releasing marine animals back to the sea is a royal ceremony that pays respect to the late King Bhumibol and marks the 50th day since the King passed away on 13th October.

The ceremony was attended by Pol. Col. Sitthichai Srisophacharoenrat from Hua Hin Police Office, the Deputy Hua Hin mayors Ms. Phailin Kongphan and Mr. Montree Chuphu, the secretary of the mayor of Hua Hin Mr. Atichart Chaisri, members of the Hua Hin Municipality Council, staff of private and public offices as well as teachers and students from Hua Hin Municipal Schools.

Centre for Community Justice Now Established in Hua Hin

The Ministry of Justice of Thailand now has a policy that promotes Centres for local community justice at every sub-district of Thailand. Accordingly the Provincial Office of Justice in Prachuab Khirikhan, in cooperation with the local administration office, is launching a centre for local community justice in Hua Hin. The Centre aims to provide local people and local community members with quick, equal and effective access to legal procedures. The Centre for Community Justice has major roles and responsibilities as follows:

Promoting, supporting and coordinating with other public offices in the municipal area of Hua Hin Safeguarding and protecting everyone from criminal acts, corruption and misconduct committed by public officers Considering complaints and acknowledging information on illegal acts filed by the public Organising legal negotiation when needed or requested Giving assistance to and taking care of those affected by criminal acts or damage

Supporting organisations to improve and rehabilitate wrongdoers and those who have recently been released from prison Disseminating information and knowledge on community justice. The Centre for Community Justice also has the right to forward any legal cases to the Provincial Office of Justice in Prachuab Khirikhan for further consideration. Water Drainage Project Inspection The Mayor of Hua Hin Mr. Nopporn Wutthikul has paid an official visit to follow up on the progress of the urban development project, especially the improvement of water drainage and wastewater management in the city. This project aims to make public water drainage effective and solve the flooding problem in Hua Hin. He was joined by Municipal Council Officers Mr. Sunathee Thiemthad, Mr. Somboon Phuphan and the chief officer of the Water Quality Management Department Ms. Madee Raksa. The project, taking place at Soi Hua Hin 70 on Chomsin Road, has already made progress with a double-layered HDPE pipe installed along with a cesspool. The work will be temporarily stopped for New Year’s celebration, and will be resumed and completed in January, 2017.

11 Thailand is Top Destination for French Online Searches 2016

France’s famous travel website Routard.com has put Thailand as the top destination of all searches made online in 2016. Government spokesman Major General Sansern Kaewkamnerd said the French popular website on travel has ranked Thailand at the top of all long-haul destination searches made online.

The website described that users were highly confident in Thailand’s capability as a long-haul travel destination, and added that Thailand has held the top tier position for many consecutive years.

The NNT reported that the website compiled user searches during January to November 2016 and concluded that Thailand was the top pick, while the United States came in the second place, followed by Cuba, Bali, Vietnam and Canada.

The spokesman said that the prime minister was pleased with the news which is consistent with the recent sixth annual Mastercard Global Destinations Cities Index that has placed Thailand as the top destination for tourists in 2016 among 132 countries worldwide. He said the number of tourists grew steadily and the spending per capita has increased significantly. Thailand’s tourism thus year generated 2.4 trillion THB in revenue, exceeding the original target of 2.3 trillion THB, while the total number of tourists was recorded at 30.2 million thanks to the crackdown on illegal tours and other government measures aimed at promoting tourism. Hua Hin Police Hand Out Free Crash Helmets to Save Motorcyclists at New Year Prachuap highway police have been out in force handing out free crash helmets in a bid to save the lives of motorcyclists come New Year.

Pansa Amaraphitak of the highway force said that motorcyclists represented the highest number of deaths from road accident.

Rather than fining people for not having a helmet, they dished out 200 new ones in a campaign sponsored by the Toyota head office in the province, another local company and the family of a police officer.

It was not just their refusal to wear crash helmets, he said, but ignoring the rules of the road, going against the traffic flow, cutting in front of other traffic suddenly and drink driving that contributed to the bad statistics. He said that wearing a helmet won’t save you if you speed and ignore traffic laws but a helmet in conjunction with obeying the rules was what was needed.

Prajuab Khiri Khan Highway police are busy doing their best to educate the public – and motorcyclists in particular – in good habits on the roads.

Police reiterated that they will be out in force all along Petchkasem Road in the province as the long New Year holidays progress. Checkpoints will be set up to

Coldplay “A Head Full of Dreams” Tour to Bangkok on 7th April 2017

World famous British rock band, Coldplay, has announced a performance date at Bangkok’s Rajamangala National Stadium as part of the A Head Full of Dreams Tour, named after their latest 2015 album release. 12 All Airports to Be Improved to Meet World’s Standards The government will be progressing ahead in developing a comprehensive air transportation system with the speeding of all infrastructural investments to facilitate these developments, according to the Ministry of Transport.

According to the deputy permanentsecretary of the Ministry of Transport Mr Darun Saengchai, also acting directorgeneral of the Department of Airport, plans to make improvements on all 28 airports in the country have been endorsed by the government. No specific mention was made about the Hua Hin Airport.

Cash 60 Billion THB for New Year

Bangkok Bank has prepared more than 60 billion THB in cash reserves and will waive inter-regional ATM withdrawal fees at 10,000 ATMs nationwide to serve customers during the New Year holiday. The bank’s 300 micro branches in shopping malls will be open for business every day during the holiday. The bank will closely monitor and refill ATM cash reserves in major travel areas.

The Ministry of Transport has tasked the Department of Airport with the responsibility of carrying out a study to ascertain the growth in airline passenger traffic at existing national airports so that a comprehensive plan can be created for establishing new airports to accommodate future growth. As such, he said the government will wish to see the construction of vital new airports that have been approved for 2017 such as Mae Sod airport completed as soon as possible. A budget of 1 billion THB has been approved for its construction and the airport should become operational in 2019.

Following this in 2018, plans will be forwarded to the government to approve a budget of 6.8 billion THB for the refurbishment and improvement of existing airports such as Krabi, Nakhon Si Thammarat and Khon Kaen airports. All these important airports have pressing needs for an expansion of passenger terminals, the construction of new runways and aircraft docking bays to offload and board passengers, he said.

He went on revealing that plans for the improvement of security and safety for all 28 airports which will begin to come on line in 2017 has been approved. The first to receive these improvements will be Krabi, Udon Thani and Surat Thani airports which will receive a total budget of 720 million THB. Beginning in 2018, the department will seek approval from the government for the approval of a further budget of 3 billion THB to cover all security needs for all 28 national airports to meet International Civil Aviation Organization (ICAO) standards. 13 Retailers Roll Back Prices Children’s Day May Be to Spur Demand Too Late; But Don’t Forget Teacher’s Day!

Sixteen leading wholesalers and retailers are set to offer year-end discounts up to 80% on select items for 21 days. Commerce Minister Apiradi Tantraporn said that the wholesalers and retailers, which together have 13,500 branches nationwide, will cut product prices by 20-80% through to January 4th.

Children’s Day in Thailand is on January 2ND each year; so it’s probably now a little late to acknowledge this day if you didn’t know.

However Teacher’s Day is celebrated every year on January 16th so there is time to celebrate this day.

The scheme is intended to help reduce consumer costs and stimulate the economy in the final month of 2016. The big discounts were announced just one day after the cabinet approved the muchawaited shopping tax break, a short-term measure to stimulate year-end domestic consumption. The government expects the holiday tax break to catalyze 20 billion THB in spending during Dec 14-31 and add 0.2 percentage points to full-year GDP growth. The tax incentive will allow each individual taxpayer to deduct the value of domestic purchases of goods and services during Dec 14-31. The tax deduction will be capped at 15,000 THB, as it was last year. The offer is not valid for purchases of liquor, beer,

wine, tobacco, vehicles, motorcycles, ships or fuel for vehicles and ships. Executives at Central Group and The Mall Group agreed that the tax break will boost additional sales by 20-40%. Retailers and wholesalers who have agreed to take part in the scheme include Siam Makro, the operator of the Makro cashand-carry store chain; Ek-chai Distribution System, the operator of Tesco Lotus hypermarkets; Big C Supercenter; Home Product Center Plc, the operator of HomePro hardware stores; Central Department Store; Robinson Department Store; Central Food Retail; The Mall Group; Tang Hua Seng; CP All; Foodland supermarket; Aeon Thailand; Saha Lawson; Central FamilyMart; and Join & Coin Corporation. Apiradi said the discounts will be applied to a new range of products, not just those that are currently on sale. Wai Kru Day is the day of the year when Thai students show respect to their teachers by participating in school ceremonies. They thank their teachers for the knowledge they have given them, for the gift of learning, and wish them good luck in the future school year and in their future lives. On Wai Kru Day students come to school with flowers and gifts for their teachers. Many of them dress in traditional Thai costumers. At many Thai schools, the students make their own floral arrangements. They use traditional Thai flowers and plants, banana leaves and incense in the larger arrangements, all of which have different meanings (for example, patience, respect and discipline). These are given to the teachers at an elaborate ceremony during which time every child at the school is expected to wai their teachers (hold their hands in the prayer position) and pay them respect. The History In 1956 Prime Minister Field Marshal P. Pibulsongkram, addressed a gathering of teachers from throughout the country and suggested that as teachers were our benefactors and persons who gave light to our life they should have a day of their own so that their students would get an opportunity to pay respect to them.

He continued, “On other auspicious days such as New Year’s Day and the Songkran Festival we pay a tribute to both our living and dead relatives and make merit in dedication to their souls. Since our teachers play an important role next to our parents, I would like to propose the idea to this gathering and ask you to consider it in principle.”

As a result of his remarks, the Teachers’ Council unanimously agreed to set up Teachers’ Day in order to hold a ceremony to pay a tribute to the teachers, to promote unity among teachers and to promote better understanding between teachers and the general public. On November 21, 1956, the Cabinet passed a resolution to announce January 16 of every year as Teachers’ Day and the school holiday was celebrated for the first time on January 16, 1957. 14 Mental Health in the Digital Age Forgetting someone’s name, not remembering where you parked the car, misplacing your phone or forgetting why you came into the kitchen – these are very common memory lapses we experience from time to time. But more and more, these moments don’t happen exclusively to seniors, as even people in their 30’s and 40’s are complaining of more frequent memory problems. Dr Gary Small, a top brain expert from the US, was in Bangkok recently during the APAC Wellness Tour. He shared his perspectives on the impact of today’s modern technology on the human brain and how it can shape social behavior. During his talk, he revealed that millions of millennials worldwide are addicted to their electronic devices that have become their main source of cerebral stimulation.

Dr Small shared the results of a survey on office workers aged 25 to 45 in Taiwan last year. The study found that 61% of workers use their devices for six to 10 hours a day and 78% reported feeling that their memory was affected by their overuse of the device. Around 60% admitted to forgetting their personal belongings. In Thailand, a recent report by the Google Consumer Barometer revealed that 53% of Thais use the Internet every day. This figure has increased by 89% since 2013. Seventy percent of Thailand’s population uses smart phones, an increase of 126% since three years ago. “In the modern world, technology has become an inevitable part of our day-today activities, and we find it difficult to get through a day without our smartphones

and computers. People have become so dependent on technology, that it is changing the way we live, work, communicate and interact with others. It is also changing the way our brain works,” he said. Studies show that a significant number of millennials who have grown up in the digital age are showing signs of short term memory dysfunctions and other disorders, and are more distracted and forgetful. “We grew up memorizing phone numbers and birthdays, but now we have devices to do these things for us. Many hours a day are spent attached to smartphones, computers and tablets and the effects to the brain can be damaging. The overuse of technology can affect the balanced development of the brain,” he explained. During his talk, Dr Small emphasized the importance of brain health and the advantages of maintaining a lifestyle that can help keep the brain young and active. His studies reveal that genetics accounts for only part of the risk of dementia, Alzheimer’s disease and other signs of mental decline, and that there are other factors such as physical conditioning, stress management, mental stimulation and nutrition that we should be aware of. “The good news is our memory does not have to decline as we age. There are lifestyle strategies associated with keeping the brain sharp. Physical exercise is a must to keep the brain cells active, and mental and memory exercises such as crossword puzzles, Sudoku or learning a new language to build your brain muscle. Less stress could mean a lower risk of memory loss, since people prone to stress are also more likely to develop brain-related diseases,” he said.

Scientists have yet to figure out why this happens to people when they do not get enough iron, but submitting to your cravings and eating these substances could be harmful. 7. Hair Loss Iron deficiency, especially when it develops into anemia, can cause hair loss. When hair follicles don’t get enough oxygen, they go into a resting stage, and hair falls out and doesn’t grow back until anemia is improved. If you notice your hair loss is excessive and it is not growing back, this may be a sign of iron deficiency. If you’re experiencing these symptoms and think you may be iron deficient, speak to your doctor. How to Recognise a Phubber or a Smombie

One of the most delightfully and current new phrases to describe obsessive smartphone users in the last few years is the Chinese term “dī tóu zú”, which translated into English means the “bowed-head tribe”. According to a recent survey released by the National Bureau of Statistics Shanghai Investigation Team, half of the people polled now regard themselves members of the “bowed-head tribe”. They are people who spend much of their life with heads bowed and eyes fixed on their smartphones. There is also a Japanese expression for obsessive smartphone users which is “oyayubizoku” meaning the “clan of the thumbs”. This expression was first coined to describe teenagers who are better at text messaging than talking. There are two Western terms which are the equivalent to members of the “bowed-head tribe” or the “clan of the thumbs” which are “Phubber” and “Smombie” neither of which is quite so charming. What is a Phubber? The art of snubbing people by looking at your smartphone rather than engaging them in conversation is known as “Phubbing”. Short for “phone snubbing”.

Phubbers are closely attached to their digital screens and get their news, watch movies, book tickets, play games and communicate with others with their smartphone devices. They can be young or old, male or female. Phubbers are basically people that would rather have an interactive experience via their smartphone device other than engaging with people next to them directly in conversation i.e. talking to each other face to face. Extreme “Phubbing” During Dinner with Friends 2017 – Everyone Looks So Happy A “Pre-Phubbing” Dinner with Friends 1997 – So Very Nice- Happy Days Phubbing is also used as a self defence mechanism to avoid a person that you do not like coming to join you while you are having a quiet drink on the beach let’s say. What is a Smombie? A more sinister derogatory term than being labelled as a Phubber is to be called a “Smombie”, If you are a Phubber there is a good chance that you will also be a Smombie. It is short for “smartphone zombie” and used to describe a mindlessly strolling pedestrian whose attention is consumed by their smartphone device and who are oblivious to their surroundings and who have lost all sense of situational awareness. The above type of Phubbing is probably just normal human behaviour. However, if you decide to meet up with friends for a drink or a meal and a good old chat and someone in the group decides to start Phubbing then this is totally unacceptable behaviour. The Phubber is basically saying that it is more important for me to do stuff on my smartphone rather than to talk to you or look you in the eye.

When we talk about depression, many of us would think about it as a mood or feeling of disappointment or loss, rather than as a disease. However, if such depression stays around for a long time or is accompanied by other symptoms, then we might need to consider the possibility of depressive illness. Depressive illness is associated with many factors including genetics and changes of certain substances in your brain. Changes may be seen with depressive illness, either gradually or rapidly within 1-2 weeks. Major changes that can be seen are changes of mood, crying more often, feeling bad with everything they experience, and feeling worthless. Patients with depressive illness tend to keep themselves isolated and may not talk to anyone. In some severe cases the symptoms may include mental disorder symptoms such as delusions or hallucinations. These thoughts may cause the patient to be concerned about death. Many patients lose their concentration and memory. There may physical symptoms such as fatigue, trouble sleeping, loss of appetite or extreme appetite, and weight increase or decrease. F or those in doubt about whether a depressive illness is present, a depression condition survey appears in the link below, to evaluate the level of any depressive illness. Doctors usually diagnose whether the patient has depressive illness by using this survey. Patients must show at least 5 or more symptoms, with at least the symptom numbered 1 or number 2 present for at least 2 weeks.

24 Cool Concepts and Vehicles Debut at 33Rd Thailand International Motor Expo

The 2016 Thailand International Motor Expo hosted vehicle debuts and three concept cars from a total of 37 global automakers showing their latest offerings to the market and region. It was however, a slightly sombre mood for the 33rd Motor Expo, as the kingdom continues to mourn the passing of its beloved King Bhumibol Adulyadej. Nissan brought in the Navara EnGuard Concept, a bespoke rescue truck, which recently debuted at this year’s Paris Motor Show. Mitsubishi highlighted their display with the XM Concept, which is dubbed as a “Crossover-MPV”. The 7-seater XM Concept was debuted recently at GIIAS in Indonesia where it is likely to be built; it recently made a trip to the Philippine International Motor Show. Hyundai brought in the rather odd-looking Enduro Concept, a 3-door crossover closely resembling the Veloster. It’s powered by a 2.0-liter inline-4 turbo mated to a dual-clutch automatic gearbox. The Enduro was debuted at last year’s Seoul Motor Show. Global automotive giant Toyota set the stage for the ASEAN debut of its updated Corolla Altis in time for the world’s best selling car’s 40th anniversary year. The 2017 update of the Corolla Altis gives it a sharper looking fascia showing more of the Japanese automaker’s new design language. The rear gets sleeker tail lamps as well. Flanking it were the Sienta compact MPV and a special edition TRD Sportivo Yaris in bright yellow. Jaguar F-Pace makes its Thai debut through its local distributor to lead a host of debuts from other European brands like Porsche which launched the 718 Boxster and Spyder models. Volvo launched its new S90 flagship sedan, while Peugeot unveiled the new 308 SW. BMW displayed a limited-edition Protonic Red Edition i8. Thai beverage company Singha displayed some of its officially sponsored race cars and race boats which include two Ferrari 488 Challenge race cars and a Seat Leon TCR stamping its presence in the global scene.

Those who are familiar with major Thai auto shows will notice that all exhibitors will have tall and beautiful girls with lovely smiles. They were of course, clad in a more conservative and less vibrant manner this year. Car audio and accessory booths also lined the halls to give current car owners some personalisation options for their vehicles. “The event this year has the full cooperation of all exhibitors of cars, bikes, audio equipment and accessories who decorate their booths beautifully and yet simply, while ensuring that their pretties are well-covered in the style befitting the current situation and the overall image of the Motor Expo,” said Kwanchai Paphatphong, the Motor Expo Chairman.

On the business side of things, organisers are expecting about 50,000 vehicle bookings and around 1,500,000 visitors to this year’s Motor Expo. An improved economic climate and customers who availed of the first-car program would have reached the 5-year ownership term. An estimated 50 million THB total turnover is expected for this year’s event.

30 Get Your Motor Running - Road Trip to Koh Samui

At first thought, driving from Hua Hin to the island of Samui might seem a little crazy. When you consider the only other option is a flight onto the island, driving becomes a bit more reasonable. While there are more than 20 flights every day from Bangkok to Koh Samui and they take just over an hour. That means a three hour drive (when the traffic is in your favour) from Hua Hin to Bangkok, finding parking, arriving at least an hour early, then boarding a plane for the hour-long flight. Now driving is sounding more attractive. Another huge benefit is arriving on the island with your own mode of transportation for the rest of the visit. The 556 kilometre drive is very straight forward - head south on Route 4. This will connect to Route 41. Things only get a little convoluted when you reach Surat Thani - it is a good idea to get directions on your GPS at this point. Oh, one other thing - you can’t literally drive to Samui as it is an island. You have to take a ferry which is actually a lot of fun and very reasonable. There are two main car ferry companies and they depart from Donsak on the shores of Surat Thani. This final part of the journey takes an hour and a half, with ferries departing on the hour. Insider’s tip: It is highly recommended that you pre-book your ferry - especially during the busy season. Nothing can put down after an excellent road trip as not being able to complete your journey because the ferry is full!

One note about the roads - there is a huge current effort to upgrade the main highway and those that have been resurfaced are smooth and pleasant to drive on. The sections still needing work are a bit dodgy. Since this is the main highway there are many construction vehicles and large trucks meaning you will often drop from a breezy 120 kph to a turtle-paced 30 kph.

The ferries have inside, air-conditioned sections, as well as open-air outdoor seating areas. Most offer a small convenience shop where a cup of noodles is the snack of choice. Also keep your eye out for the massage room - there are usually two attendants offering 45 minute leg massages (so they can get in two per crossing). The cost is more expensive than a normal foot massage, but you are on a boat in the middle of the Gulf of Thailand, so splurge a little.

There are so many places to stop along the way. Nowhere is the concept of OTOP (One Tambon One Product) more apparent than driving down the highway. To your left you’ll see a roadside stand selling a particular fruit (like dragon fruit) or product (like basketry), and 50 paces later another will be selling the same thing, then another, then another, and then they’ll stop. Then, a few kilometres later, a different product will appear over and over again.

At the Khao Liao Monastery, I climbed all 269 steps to the top for a stunning panoramic view of the valley, and an enormous Buddha statue. It was a nice break from driving and allowed me to stretch my legs. By the time I got to the ferry the sun was just beginning to set. My car was loaded down with three kilos of dragon fruit, a birdcage I bought at a basket store, dried and fresh bananas, and a lot of great memories from my day trip. I found my way to the massage lounge, nodded off and awoke as we were docking on Samui. Driving was a fun, relaxing, and interesting way to travel across Thailand. 375 New Golf Local Rule Available: No Penalty For Accidental Movement of Golf Ball On The Green

One of golf’s most unjust rules is finally going to change. Effective January 1st, courses and tournament committees can enact a Local Rule that says if you, your caddie, your partner or your equipment accidentally move a ball or ball marker on the putting green, there is no penalty and the ball should be replaced. This Local Rule, which has been announced jointly by the USGA and R&A, also applies to your opponent or opponents in match play, the other side’s caddies and equipment. “We’re golfers, too, and when we saw players penalized for minor movement of a ball on the putting green, it didn’t sit well with us,” says Thomas Pagel, senior director of the Rules of Golf and amateur status for the USGA. “I do hope people are excited about the change and it’s well received.” Pagel added he could envision a time when this Local Rule becomes a permanent one— such as when the next revisions to the Rules of Golf go into effect in 2020—but “I’m not going to guarantee anything,” he says. The reaction from professional tournament organizers has been extremely positive. All the major pro tours, and the Masters, have confirmed they will use the new rule in 2017.

It was created, in part, as a reaction to the messy rules situation that impacted Dustin Johnson during the U.S. Open at Oakmont in June, but Pagel says it was being considered prior to that. Johnson, who won the championship, was deemed to have accidentally moved his ball on the fifth green in the final round, and received a one-stroke penalty, although video evidence seemed inconclusive and Johnson said he didn’t cause it to move. The way Rule 18-2 and Decision 18-2/0.5 are worded, if the weight of evidence indicates it’s more likely than not that a player caused the ball to move, then the penalty must be assessed. In Johnson’s case, the USGA said there was no other reason more likely than Johnson that caused the ball to move. If this new Local Rule is not enacted, Rules 18-2 (ball at rest moved by player, partner, caddie or equipment), 18-3 (ball at rest moved by opponent, caddie or equipment in match play) and 20-1 (lifting and marking) would still apply. These rules specify a one-stroke penalty for moving a ball or ball marker, unless they were moved accidentally in the act of marking or lifting a ball under a rule. Then there is no penalty. In any of these scenarios, the ball or ball marker must be replaced. Keep in mind that this Local Rule only

applies if a ball is on the green—by definition, when any part of the ball is touching the putting surface. Also, if the ball should move on the green as a result of wind, water or some other natural cause such as gravity, the ball must be played from its new position. A ball marker that moves as a result of strong winds, etc., should be replaced. But for the moment, the local rule is as follows (from the official press release): If a committee wishes to introduce this Local Rule, the following wording is recommended: “Rules 18-2, 18-3 and 20-1 are modified as follows: When a player’s ball lies on the putting green, there is no penalty if the ball or ballmarker is accidentally moved by the player,

his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental. Note: If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced.”

I’m Golfin’ In The Rain, Just Golfin’ in The Rain

To golfers, RAIN on a golf day is a four letter word. It complicates the game, means carrying extra equipment and can even result in a round not being completed – very frustrating! Think more about a change of clothing (including footwear) for after the game. If you are the sort of golfer who usually showers after returning home, wet weather may change that. Think about how you will protect the score card (a zip-lock plastic bag?). Marking, signing and reviewing a wet card that is falling to bits is difficult. However the reality is that sometime or another every golfer will need to cope with a rainy day. In Thailand it’s usually less of a problem; rain may appear as a short, sharp burst then disappear. It’s typically not going to leave you freezing cold even if you are soaked. It’s worthwhile thinking about wet weather golf before this happens to you (again) and being prepared.

Wet Weather Rules of Golf

Before The Game

Check the weather forecast before you head off to the Golf Course. It’s very simple to get a local forecast, via the internet or even a phone app. It may seem unnecessary to say, but the umbrella really is a golfer’s best wet (and hot) weather friend. If for some strange reason you forget, most Golf Courses will be able to rent you one. Consider your choice of footwear. Wet feet really add to wet weather discomfort. Always have a rain cover for your bag. Keeping your clubs dry, particularly the grips are important. Extra gloves and caps will allow you to change them if needed. Small towels will be useful for obvious reasons. Consider an extra shirt, there’s nothing wrong with changing if you become saturated. Wet weather gear (jacket/trousers) is not frequently worn by golfers in Thailand. Perhaps that’s because it’s not so cold here. I would also suggest this part of golfing equipment doesn’t really deliver what it promises, but that’s your choice.

Hang your small towel and spare gloves from the inside ‘spokes’ of the umbrella so that they stay dryer and are easily accessible. Don’t drive a buggy across casual water or rain affected areas to avoid wheel ruts. Make sure all pitch marks are repaired as there will be more than usual. Con sider your caddies. They are more likely to be more concerned about your comfort than their own. Help out every caddie more than usual, everyone’s comfort is important. Maybe a bigger tip; some players even take an extra umbrella just for the caddie. If there is a heavy shower take some shelter and ‘time out’; it may quickly pass by.

On The Course

The golf course will play longer because it’s soft with less carry. Taking a club higher than normal will allow for an easier swing and can compensate for the lost yardage. The good news is that soggy fairways and greens are more receptive. The fairways and greens become, in effect, wider and bigger, respectively, because your shots don’t bounce into trouble as much. On a rainy day, the greens will be slow. Hit your putts harder than you do when the sun is shining and remember that the ball won’t turn as much. In a bunker, the sand will be firmer; you won’t have to swing as hard to get the ball out. Try not to let the conditions affect your normal routines, don’t rush. Reduce the rain-induced challenges by wearing a baseball-style golf hat that helps to keep the rain out of your face.

Rule 25-1 deals with casual water, defined as an “accumulation of water that is not in a water hazard and is visible before or after the player takes his stance.” If your ball or stance is in visible water you are granted free relief by dropping the ball within one club-length of the nearest point of relief, no closer to the hole. Rule 25-2 allows lifting, cleaning and dropping the ball, without penalty, as near as possible to the spot, not closer to the hole (optional). These rules apply anywhere on the course (including the ‘rough’) except when the ball is in a water hazard or a lateral water hazard, on the teeing ground and the green of the hole being played. If the ball is in a bunker with casual water you can drop by the same rule but must remain in the bunker. You can take a one stroke penalty and drop out of the bunker. On the green, relief (placing the ball) is also allowed if casual water intervenes on the player’s line of putt. It must be a matter of virtual fact whether a ball is lost in casual water. In other words there must be reasonable evidence otherwise the ball must be treated as a lost ball. If the ball is not immediately recoverable

from this condition, another ball may be substituted. If the original ball is recoverable, it may be cleaned. A Local Rule may be made to allow preferred lies on very wet days (‘winter rules’). Without such a Rule being made, preferred lies cannot be legally taken. Rule 14-2 states that a player must not make a stroke while accepting physical assistance or protection from the elements, including by an umbrella held over the player or ball.

After The Game

Remember to towel dry your grips and shafts completely after playing in the rain. Drying water will loosen the glue that holds the grips in place and will also remove the tackiness and elasticity from the grips. Rusted metal shafts are also not a good look! Clean your shoes of mud and take advantage of the Golf Course ‘air gun’ to get the drying process started for your shoes. Take a warm shower and change your clothing to avoid staying damp and risking colds or the ‘flu. Unfortunately there will be days when conditions become unplayable, especially when there is lightning in the area. That’s frustrating, no options but to grin and bear it – the Golfing Gods have struck again!

The format includes the first two days as Stableford rounds followed by a final Stroke round. The best combined scores will determine the winners. I can sit and write about this event all night, but pictures speak more than words. For the last few months Table 94 has become our favorite chill place to go for an evening, but this evening it was something else. I was not the only one to be impressed, the quality of the audience, the excellent vibe of the music by the two Fantastic DJs from Bangkok, the incredible saxophone, but most important of all the feeling and excitement of the event.

2 46 Generous Portions and Outstanding Flavours Await at Shoreline

Dining oceanside at the Shoreline Beach Club (part of the Amari Hua Hin) is a “shore thing” when it comes to the quality of food, atmosphere and service. On a recent visit, my dining companions and I were treated to an array of dishes from the restaurant’s lunch and dinner menus. All of the portions were generous, and the flavours outstanding. The gentle lapping waves from the Gulf of Thailand kept pace with the soft jazzy music, setting the ambiance for a memorable evening. We began our meal with their signature Gourmet Shoreline Salad (260 THB small size, 420 THB large size). A healthy base of fresh garden greens was topped with a grilled chicken breast and some crispy bacon. Next came Served on a wooden paddle board, the meats and cheeses were accompanied with olives, gherkins, roasted vegetables, and slices of a parmesan dusted pizza crust. Service was always attentive, and we never wanted for anything. Our glasses were

always refilled and the servers were able to explain each dish as it was presented. Following the Shoreline Cold Cut and Cheese Platter (420 THB) was the Tuna Tataki (240 THB) then sticking with the seafood theme, we next tried the Shellfish Bisque (260 THB). The creamy soup is nurtured for five hours before being served. Swimming in the middle of the soup is a cognac and lobster terrine. After catching our breath from such an amazing start to the meal, we were overwhelmed by the Shoreline Barbecue Mixed-Grill Platter (450 THB for one, 720 THB for two) arrived at the table. We had the large version offering so much value for money and one of the best-kept food secrets in Hua Hin. After sticking mostly to the Western menu, we were delighted when the Hor Mok Maprao Onn (360 THB) materialised. This Thai-style mixed seafood curry was served in a coconut shell. Insider’s tip - be sure to scrape the insides of the coconut once the curry is consumed as the young coconut flesh is delightful. And finally, dessert; Tiramisu (220 THB) from the special recipe of Chef Marco Boscaini (currently the executive chef at Prego on the island of Samui). The texture was creamy throughout and was the perfect ending to a delicious meal.

A variety of chairs, armchairs, bar stools, and couches are there to be seated. In a barn-like glasshouse, guests could clearly monitor what is going on outside while enjoying the moment of being sheltered in their private corner. The simple, quality-focused breakfast, such as American breakfast set, continental breakfast set, omelette, scrambled eggs, yoghurt bowl, and fresh-baked pastries, is served. On the other side, the barn-like glasshouse Restaurant is a place to dine under the hanging replica of the first powered flight aircraft, the 1903 Wright Flyer. The antique decorations will take you back to those golden days. The Thai traditional recipes are also from a bygone era; for example, the signature dessert – warm taro balls in coconut cream, following the same recipe as a century ago.

This traditional recipe for taro allows guests to experience perceive a unique taste upon their very first bite. Their guest’s favorites include herbed pomelo salad with grilled shrimps and betel leaves tempura, massaman curry with chicken, and deep fried sea bass in fish sauce with spicy mango salad. 495 Vintage Cars and Classic Party Goers at the Sheraton

The 14th Hua Hin Vintage Car Parade’s Gala Dinner was a celebration of the Vintage Car Club of Thailand’s Annual Hua Hin parade at The Sheraton Resort and Spa Chandelier Ballroom on December 17th. Vintage cars which had been on display around town, including inside ‘The Chandelier’ had to take a backseat. Front and centre were resplendent guests wearing black and ‘vintage costume’, recognising the era of their much loved motor vehicles and a clear preferred mode of dress.

However that’s not to suggest that the too many guests qualified for the ‘vintage’ category. ‘Classic’ would be more appropriate, that is ‘models’ from the 50’s, 60’s and beyond. Apart from the ‘tasters’, a five course dinner set menu was accompanied by subdued jazz classics including many compositions by jazz lover the late King Bhumibol. Some audience participation featured as the night progressed with musical talent on show from both guitarists and singers a pleasant surprise to those unfamiliar with the musical abilities of prominent Club Members.

This fully restored cute compact on display was a superb example of the Austin 7, affectionately known as the ‘Baby Austin’. This vehicle was produced from 1922 to 1939 and was the first truly affordable mass-produced vehicle of British design and manufacture. The importance of the heritage of the Austin 7 cannot be overstated.

Several well-known companies might not have succeeded if they had not been able to become licensed manufacturers of the design. The first BMW was a 7, known as a Dixi in Germany, and in Japan, Nissan based their first cars on it. The Swallow version of the Austin 7 laid the foundations of the Jaguar Car Company. Some 290,000 Austin 7 cars were produced by Sir Herbert Austin’s company and about 8,000 are thought to still exist worldwide.

Achieving early prominence in the 1920’s, Hua Hin could be considered a vintage town which has now come of age. Apart from the longstanding hosting of the Vintage Car Club’s expedition here, “Homecoming’ was a very appropriate theme for this year’s event, both because of the era of the vehicles and but also for the classic party goers. Footnote: Cars that are generally considered Vintage were manufactured between the years of 1919 and 1930.

11 55 Le Bar - Where Everybody Knows Your Name

Just like the characters on the television show Cheers, sometimes you want to go where everybody knows your name and they’re always glad you came. In Hua Hin that spot might just well be Le Bar. Formally known as Le Bar Francais, the venue was revamped and reopened three months ago by best friends Khun Tai, Khun Sumalee, and Khun Ging. The three ladies all grew up in Hua Hin and wanted to create a meeting point for friends, locals and tourists alike. What they’ve created is a cozy and inviting wine bar that is a great place to meet up before a night on the town for pre-dinner drinks (and later for post-dinner drinks), or to just hang out and enjoy a nice glass of wine. Khun Tai (Promporn Somgsai) is the main owner and can be found at Le Bar most nights. Always dressed to impress, she is quick with a smile and really knows her inventory. She selected a nice bottle of The Hedonist 2014 Shiraz, from the McLaren Vale in South Australia for us to sample. Truth be told, we polished off two bottles before the visit was complete.

Co-owner and PR specialist Khun Ging (Gingkarn Siriporn) has never been called shy in her life. She lights up the room with her welcoming personality and enthusiastic nature. She made me feel at home and makes me want to visit again. The wine bar is well stocked with a wide array of wines from all over the world. Current favourites are French and Chilean wines. There is an equal offering of white and red varieties and a full bar for those wanting a proper cocktail. Located at the entry to Poolsuk Road (just across from Burger King on Soi 61), the wine bar has outdoor seats right on the street, with an additional 16 table seats inside as well as seats at the bar. Second co-owner Khun Sumalee Wilaiprasert says the lounge is very popular with golfers. When she is not busy running her real estate company Star Property, she finds time to spend with her friends at Le Bar. Open from noon until midnight, the lounge currently has two promotions running: 5:30-7:30 happy hour with 150 THB house white or red wine; as well as buy one get one free cocktails from 7 PM to close.

The venue can also be rented out for private parties. While there is no kitchen at Le Bar, the ladies have formed a unique relationship with the neighboring Italian restaurant (La Villa) which will serve from their menu in the lounge. 12 56 “Caciucco Alla Livornese”: A Famous Tuscan Seafood Broth A famous recipe of Livorno, a beautiful sea-town of Tuscany region of Italy is "Caciucco Alla Livornese", or Livorno style caciucco. Ingredients for 4 persons kg of octopus 4pcs of small shark kg of cuttlefish kg of mussels 4 mantis shrimps caciucco fish: 4 rock fish, 4 tub gurnards (or other similar species) extra virgin olive oil, salt, garlic, carrot, 2 onions, bird eye’s chili, ginger, celery, sage, 300gr tomato paste 12 slices of stale bread fresh parsley for garnish Let’s start by preparing the broth Fill a pot with water and put in it the carrot, one onion, the celery and the caciucco fish previously cleaned and without scales. In a saucepan, prepare a light sauté The word “caciucco” comes from the Turkish “kuciuk” which means small. In Tuscany, the word means ‘mixture’ and there are recipes of caiucco made with beef, chicken, vegetables and so on.

The smell of this “providence” food spread out around the neighborhood and a crowd of curious people were then surprised when they realised that the lovely smell was coming from the table of the poor family. The caciucco was born!

Fawn Thai: The Art of Thai Dance There are few performances more elegant than traditional Thai Dance with its graceful movements, its brilliant colour, soft rhythm and radiating presence.

Thai Dance, known as “Fawn Thai”, was originally an art performed for the royal courts of old Siam. The dance troupes were formed within the courts and their precision and beauty was the highlight of every performance. Today, although “Fawn Thai” is still a very important part of royal performances, the dancers are selected and trained from among the general population and dance performances themselves are often an event for the general public. “Fawn Thai” in its many forms is usually performed by four to six pairs of dancers, and on some very important occasions it is performed by hundreds. There are five “Fawn Thai” styles:

“Fawn Tian” or the Candle Dance; “Fawn Leb” or the Fingernail Dance; “Fawn Ngiew” or the Scarf Dance; “Fawn Marn Gumm Ber” or the Butterfly Dance; and “Fawn Marn Mong Kol” or the Happy Dance. Each of these is accompanied by a special orchestra of traditional Thai musical instruments and each has its distinctive tempo and movement. The dance costumes are rich in colour and style and vary from region to region. Along with the choreography, uniformity of step and movement by the dancers, performances are appreciated more for their artistic quality than for any meaning or message. The stately beauty of “Fawn Thai” in its five styles is most important. The accoutrements of the dancers as they perform project a special flare and highlight hand movements, an essential feature of Thai Dance. In the “Fawn Tian”, for example, dancers hold lighted candles, while in the “Fawn Leb” they wear six-inch-long brass nails. In the three others they make use of various lengths of scarves. The “Fawn Tian” and the “Fawn Leb” were once sacred dances performed at court functions on days of special festivals. Because of their special significance and the similarity of accompanying instruments, they were usually performed on the same day. The “Fawn Tian” or Candle Dance consists of four pairs of dancers carrying lighted candles in each hand. The choreographed stage position is usually four on the right and four on the left in an inverted wing formation with the traditional Thai orchestra at the wing-point behind. Dressed in full-length sarongs and jackets with a matching shoulder cloth, the eight female dancers wear floral headpieces and hold the candles between thumb and forefinger. The movement is gentle and slow with short steps and stately swaying of the shoulders and upper torso. This dance is always held at night and the slow

graceful movement of the dancers with the candle flames flickering gently as they sway is a hypnotic and mesmerizing spectacle. The “Fawn Leb” or Fingernail Dance usually consists of five pairs of dancers, each wearing six-inch-long brass fingernails. Dance movements often vary from province to province, but the choreographed stage position of performers in this dance is more fluid and both arm and head movement more robust. The elongated fingernails accentuate the classic hand movements of Thai Dance and in parts of the performance one or more pairs dance from a kneeling position at the front of the stage. Costumes are more varied in terms of colour, although these too differ according to region. The orchestra for both the “Fawn Tian” and the “Fawn Leb” consists of five to seven musicians playing the traditional Siamese instruments of the Glong Aw, the Bpee Mon, the Mon Tapone, the Glong Talod, the Sharb Yai, the Shing and the Mong. The orchestra is always seated in the traditional lotus position with the player of the Ranad, a long xylophone-like instrument, in the centre and the others around him.

16 58 14 Tilapia Fish Thrive In Thailand; Thanks to an Initiative of King Rama IX

Most, if not all, Thais do not know the Tilapia Nilotica by its full-fledged name. But most, if not all, have probably eaten it before. It’s one of the most eaten freshwater fish in Thailand, with 220,000 tons produced for the local market per year, according to the Department of Fisheries. It’s seen regularly on the dishes of your average Thai households and restaurants. It’s also the fish, that nearly seven decades ago, helped villagers in rural areas avoid starvation and malnutrition, and today it’s helping agriculturalists and farmers make a living. Unsurprisingly, it was King Bhumibol Adulyadej that introduced the species to Thailand in 1966, hoping to provide protein and nutrients to villagers in rural areas. However, he had been researching and experimenting about the tilapia species’ biology and breeding habits since 1951 – the first species being the Tilapia mosambica, or pla mo thet in Thai. “Why did he choose the pla mo thet? Because local fish – like local carp, or pla tapian, would only reproduce once a year,” explained Supawat Komolmarl, director of the Royal Fisheries Initiated Project Division of the Department of Fisheries.

“But the tilapia species would give birth every three months.” Tilapia also is easy to raise as they are mouthbrooders – meaning that the female fish incubate their eggs in their mouth. Once the eggs develop into young fish, she lets them go, and in six months time, they’ll be a good size to eat or sell. They additionally grow ideally in closed fresh water systems like aquacultures or rice fields. So it was King Bhumibol’s idea that the fish could be raised in rice fields during plantation season, so farmers and their families could have the full nutrients they need. “Before, villagers and farmers were poor and had nothing to eat,” said Supawat. “And the Department of Fisheries at the time taxed people for fishing. It was a form of conservation, so to speak, so people wouldn’t fish illegally. So the fastest way for villagers to have food to eat was introducing them to the pla mo thet.” In 1965, King Rama IX was presented with 50 superior tilapia species – the Tilapia Nilotica, from Japan’s Crown Prince Akihito, later to become the Emperor of Japan. The late King bred the fish at the Chitralada Palace for a year, and bestowed it the name pla nil — short for its scientific name. “He donated 10,000 fingerlings to the Department of Fisheries in order to expand and distribute to people around the country,” said Supawat. Thanks to the push of the late monarch, the Department of Fisheries was also able to develop technology in order to mass produce the Tilapia Nilotica for fish farming.

“In order to mass produce the fish, we can’t wait for them to let go of their fingerlings from their mouth. So what we do is remove the eggs from their mouth, and nurse them inside a tray which mimics the current inside the mouth of the mother,” explained Supawat. Being able to nurse the fish eggs with technology avoids mutations or premature loss of life that tends to happen when the fish are incubating the eggs themselves. Now, around 220,000 tons of pla nil are produced per year by 300,000 farmers countrywide thanks to this technology. Fish farmer Pornchai Buapradit, 46, who raises pla nil along with shrimp in Chon Buri province, is one of the people who benefited greatly from this project. “I’ve worked with pla nil for around 30 to 40 years, but I only started getting serious about raising them around 15 years ago,” he said. In the past, pla nil was simply present in his aquacultures, consumed by him and his family. “Before, I liked to farm tiger shrimp,” he said. “Within the pond there would be pla nil, as well. As time passed, tiger shrimp became harder to raise, so I kept changing farming methods. I changed from tiger shrimp to

whiteleg shrimp, but the fish would still be living in the pond. I didn’t take notice of it before, since their prices weren’t that great.” But around 2003, Pornchai and a farmer’s association he founded discussed numerous agricultural and fishing issues they’ve come to face. Seeing that Westerners prefer whitemeat fish, that cold-storage owners were able to buy fish to freeze, and calculating that a rai of pla nil raised would give around a 10,000 baht profit per cycle, or around six months, he thought he would give it a try. “We admitted that the fish was so cheap,” he said. “But they can be raised in the same pond as the shrimp and it gives as good a return of investment. So I’ve been raising pla nil with shrimp up until today. If it wasn’t for pla nil, my family would probably live a much more difficult life.” Pla nil, for Pornchai, is the fish that King Bhumibol has graced the people with. “In the pla nil industry, there aren’t only farmers like me,” he said. “There are people who breed them, fish for them, sell them, make the fish food, and so many more industries that extended from the fish that the late King gave us.” – Bangkok Post
