4 Cover Story 10 News 18 Last Month After 2017 being a year of mourning; 2018 has dawned with Hua Hin and our region likely to be at the forefront of a year of opportunity and optimism. Gazing across the landscape, cityscape and coastline from atop Hua Hin’s highest structure on the 26th floor of the Holiday Inn is a great way to get a sense of how Hua Hin has grown over the years and to contemplate the future. The rail line stretches away from the city; with the promise of a high speed train no longer just a pipedream. The future of international flights from the airport is also rumored to be still alive; we’re just waiting for the announcement. We also contemplated the prospect of some New Year’s resolutions being made and enacted at an official level to improve the more mundane aspects of our lifestyle. During 2017 by far the most frequently made comments by our readers relate to the issues of traffic and road conditions, rubbish disposal and the perennial stray dogs concerns. Let’s hope that some serious efforts can be made during 2018 to improve the enjoyment and safety of us all. Hua Hin Today wishes all our readers and supporters a bright, prosperous and positive 2018. 4 Reducing Carnage on Thailand’s Roads; Lessons from Phuket
New statistics released by the Don’t Drink Drive Foundation have revealed that the number of people killed on Thailand’s roads have soared in 2017. However a dramatic reduction in the number of traffic deaths in Phuket Province shows that identifying and modifying high risk accident locations together with a determined and consistent enforcement of traffic laws can reduce this carnage throughout the country. The Foundation says that almost 2,500 more people were killed on Thailand’s roads in the first 11 months of 2017 compared to 2016. On average, 61 people are killed every day on Thailand’s road, the Foundation said. In 2016, 9,666 people were found dead at the scene of a road accident. However in 2017, this figure jumps to 12,078 people killed. And that figure is likely to be considerably higher, with the latest stats only accounting for people who were pronounced dead at the scene of an accident, the Thai News Agency reported. Apart from the human costs these numbers add up to over half a trillion baht of economic loss. In November it was revealed that the total death toll in 2016 was 22,356 - that was 2,877 up from the figure for 2015 which was 19,479. With these latest stats being released in November, not included are figures for the New Year holiday, which along with the Songkran festival normally sees a spike in road accidents and fatalities. The damning statistics come despite government officials introducing numerous measures to try and reduce fatalities on Thailand’s roads. One such measure introduced in early 2017 was to ban people riding in the cargo area of a pickup truck. However even the most casual observer can see that this law, as well as motor cycle helmet requirements, are neither respected nor consistently enforced.

High risk traffic accident zones in Hua Hin need much more than traffic cones Foundation secretary general Dr Taejing Siripanich said Thailand’s traffic laws and the mindset of drivers were to blame. He said that drivers in Thailand regularly drive under the influence of alcohol, use their smartphones behind the wheel and show little consideration for others when driving. He also said that people are not afraid to break traffic laws and called on police and associated agencies to get tough on drivers who break the law.
A focus on high-risk locations is part of the solution Phuket has recently won praise during a Thai Health Promotion Foundation conference held as a part of the WHO program; ‘Accelerating Actions for Implementation of Decade of Action for Road Safety’. Health and safety agencies heard that the number of road accidents in that Province had been halved over the decade ending in 2016. In the previous decade, 1997-2006, Phuket was among Thailand’s five worst provinces in terms of death and injury resulting from road accidents. The dramatic reduction in accidents and casualties was credited to three basic portals of improving road safety. Strict law enforcement using high-tech devices such as speed guns, breathalysers and cameras. A focus on accident-prone locations, installing traffic lights, removing signs blocking vision. An efficient network of multidisciplinary emergency response teams.

Phuket formed a provincial working team which produced accurate and clear analysis that led to more effective solutions that contributed to halving the crash deaths said Thai Health Promotion Foundation Manager Supreeda Adulyanon. In 2015 the non-profit Safer Roads Foundation from the UK handed over 39 breathalysers to the Phuket Police to use for its ‘Duem Laew Kab Thuk Jab Nae‘ or ‘If you drink and drive, you will get arrested’ campaign. The ‘Phuket model’ shows that what works is a determined approach at the local level, rather than waiting for national action. Meanwhile the Prime Minister has ordered that tough action must be dealt with these traffic violations, notably those driving with no licenses. Government spokesman Lt Gen Sansern Kaewkamnerd said his order came as he was concerned about the safety of the people travelling homes to celebrate the New Year, or visiting tourist spots as fatal road accidents are still on the increase. He ordered that a heavier penalty rather than just fines should be handed down such as seizure of their vehicles, and prohibiting them to drive again so as to scare them and not to repeat the same offence again, to save the life of others. He also urged that the police enforce the law drastically especially his government’s “No drink driving, license seizure” campaign from December 29th to January 4th. However has anything really changed since the following comments were made by government spokesman Weerachon Sukondhapatipak in January 2017? “Unfortunately the number of fatalities has increased despite a campaign from the government and law enforcement to increase safety. Road safety is something we will have to continue working on continuously and not just during the New Year period.” “The year-round enforcement of road safety rules, a staple in the successful reduction of road deaths worldwide, remains unrealised in Thailand to the continuing enormous cost to its citizens and visitors alike.“
Thailand has the deadliest roads in the world, new report claims A new report has using the same fatality figures has ranked Thailand as having the world’s deadliest roads. The report, released by the World Atlas website, says there is more chance of people being killed on Thailand’s roads than on the roads in places like Malawi, Iran, Rwanda and Lesotho.
According to the report, Thailand ranks in first place with an average of 36.2 deaths per 100,000 population, ahead of Malawi in 2nd place (35.0) and Liberia in 3rd (33.7). The other countries that make up the top 10 include Democratic Republic of the Congo, United Republic of Tanzania, Central African Republic and Sao Tome and Principe. The news comes after Thailand’s government vowed to invest in safety measures to help reduce the 20,000 deaths and estimated Bt500 billion in financial losses every year. Under the measures, officials said they would crack down on drink driving and people breaking the speed limit. And children from kindergarten age will be taught about road safety. - thaivisa.com

The Cape Nidhra Hotel General Manager, Swiss national Christian Roeschli, has held his position since the hotel opening seven years ago in January 2011. That’s a long-term commitment compared with many Resort GMs who typically move on after stints of only 3-5 years, either at the whim of higher management or by their own choice Cape Nidhra is a member of the prestigious ‘Small Luxury Hotels of the World’, and part of the Cape Hotel Collection. Management positions followed in Rayong, Bangkok, Koh Samui and Chiang Mai with Christian’s ready adoption of a Thai lifestyle leading to a very different way of life from his native Switzerland. “The Swiss way is very structured, but here it is much more relaxed and easy going. It’s hard to imagine ever returning to the less flexible and uncompromising European lifestyle.” We met GM Christian at the revamped ‘On the Rocks Bar’ during a reopening soirée on a balmy evening on the rooftop overlooking the gulf. Christian was just as laidback as the guests; regular patrons who have discovered this ‘oasis in the city’ and become friends. Although Cape Nidhra is situated in the heart of Hua Hin’s busy Phetchakasem Road, it seems very far away from that hustle and bustle.

8 Some of us living in Thailand have time on our hands and could really use some brain exercise. The internet has brought great advantages to people living abroad. One exciting burgeoning area is on-line courses. The good news is most of them are completely FREE. Here are some new-found words of wisdom from a Hua Hin Today contributor! Online courses are for anyone and everyone; learn about the people, culture and language of a country you want to visit, listen and broaden your knowledge about jazz or find out about contemporary topics in sport or something more academic. There is a spectrum of courses to suit
anybody with a vague interest and desire to know about virtually any subject. Most courses are provided by top universities and other educational institutions written and presented by experts in their field, with a passion in their delivery and the content material. They may be short in duration, typically 4 to 10 weeks and some might just be for a few hours. Study at your own pace, you can always catch up at the end however there is usually a deadline if you want a certificate. In the last 18 months, I have completed a wide range of short courses. With ‘Future Learn’, I completed a course on Forensic Science and Criminal Justice, just 2 hours a week for 6 weeks produced by Leicester University. Aberdeen University presented a course entitled ‘Football- More Than Just a Game’ including the history origin and myths of football, finance and wealth in the modern game. Currently I am studying a Basic Spanish Conversation course. This course illustrates many of the features of on-line learning including discussing language points, writing and recording short sentences through a free web facility. On-line learning means you can communicate with many of your classmates via the internet, a great line of support. You may ask, what’s in it for the Universities and institutions that present these courses? Some of them are ‘taster’ courses, luring you to a longer, fee based course.
Some Universities wish to evaluate new course material and encourage feedback. Here are my tips for enrolling on a short free on line course. Identify why you want to do a course? Leisure, interests, furthering work opportunities? Take considerable time choosing a course and evaluating whether it suits you. Try to sample a lesson. Find some slots of time and a quiet area in which to study. Communicate with fellow students via discussion and comment sections. You are not on your own. Don’t get discouraged if you fall behind with deadlines, most courses can be extended. Get excited in 2018 about the possibilities of learning new ideas and topics and opening up horizons. I leave you with an adage from Mahatma Gandhi “Live as if you would die tomorrow, learn as if you would live forever.”

Children’s Day May Be Too Late; But Don’t Forget Teacher’s Day!
Children’s Day in Thailand is on January 2nd each year; so it’s probably now a little late to acknowledge this day if you didn’t know. However Teacher’s Day (Wai Kru Day) is celebrated every year on January 16th so there is time to celebrate this day
Wai Kru Day is the day of the year when Thai students show respect to their teachers by participating in school ceremonies. They thank their teachers for the knowledge they have given them, for the gift of learning, and wish them good luck in the future school year and in their future lives. On Wai Kru Day students come to school with flowers and gifts for their teachers. Many of them dress in traditional Thai costumers. At many Thai schools, the students make their own floral arrangements. They use traditional Thai flowers and plants, banana leaves and incense in the larger arrangements, all of which have different meanings (for example, patience, respect and discipline). These are given to the teachers at an elaborate ceremony during which time every child at the school is expected to wai their teachers (hold their hands in the prayer position) and pay them respect. In 1956 Prime Minister Field Marshal P. Pibulsongkram, addressed a gathering of teachers from throughout the country and suggested that as teachers were our
benefactors and persons who gave light to our life they should have a day of their own so that their students would get an opportunity to pay respect to them. He continued, “On other auspicious days such as New Year’s Day and the Songkran Festival we pay a tribute to both our living and dead relatives and make merit in dedication to their souls. Since our teachers play an important role next to our parents, I would like to propose the idea to this gathering and ask you to consider it in principle.” As a result of his remarks, the Teachers’ Council unanimously agreed to set up Teachers’ Day in order to hold a ceremony to pay a tribute to the teachers, to promote unity among teachers and to promote better understanding between teachers and the general public. On November 21, 1956, the Cabinet passed a resolution to announce January 16 of every year as Teachers’ Day and the school holiday was celebrated for the first time on January 16, 1957. The launch gala dinner was held in Brussels, Belgium and was attended by more than 600 from the who’s who of the Belux’s fine-dining scene. Yuthasak Supasorn, TAT governor, said the new Gault & Millau restaurant guide Belux edition 2018 included a 70-page supplement entitled Tasty Thailand sponsored by TAT with the aim of presenting the delights of Thai food to an even wider international audience. “The promotion of Thai cuisine is one of TAT’s top-most priorities because it builds bridges with the agriculture sector, which is Thailand’s largest overall industry, and goes hand in hand with the great branding job being done by Thai restaurants the world over. “There is also a focus on health and wellness, with many Thai dishes placing great

Harbor Office Announces Boat Safety Measures
Visitors to Hua Hin to celebrate the New Year may travel by car, bus or train however others opt for marine transport. As more visitors are coming to Hua Hin by boat, the Prachuab Khirikhan Harbor Office has formulated boat safety measures and regulations for boat owners and drivers, pier controllers, as well as the passengers. It is the responsibility of pier owners, boat owners, drivers and controllers to check whether the pier and boat are equipped to safely serve passengers.

There should be emergency rafts, life vests or safety jackets available for all passengers on board; Department of National Parks, Wildlife and Plant Conservation’s Director-General Thanya Netithammakun yesterday has warned tourists to stay alcohol-free inside national parks. “Offenders are liable to one month in jail and/or a maximum fine of 1,000 THB,” he said. Thanya said he had instructed all park officials to strictly enforce the rule. “Those found drinking alcohol will also be immediately expelled from national parks,” he added. He was speaking as he received banners reading “National parks are alcoholfree zones” from the Thai Health Promotion Foundation, the Accident Prevention Network and the Stop Drink Network. comply with the rule. Rules banning alcohol beverages at national parks were introduced in late 2010 after a fatal stabbing inside the Khao Yai National Park. A brawl between tourists started because some drunk university students hurled a bottle of liquor at the tent of another student. A student was then stabbed to death during the fight. Thanya said his department was worried that drunkenness would cause accidents, further loss of life or property damage at national parks. “People visiting national parks yearn for nature. So, we will make clear no alcohol beverages are allowed,” he said. He urged tourists to alert officials via the hotline, 1362, if they noticed others drinking alcohol. - The Nation

The moving of some structures from the Royal Crematorium, including the Songtham royal merit-making pavilion and the Thap Kaset government officials’ pavilion to the new exhibition venue is expected to take about two years to complete. It is recommended that passengers should have a seat provided; passengers must not drink any alcohol before travelling and when they are on board; and All passengers should be aware of the boat maximum capacity. The Energy Business Department will propose that Energy Minister Siri Jirapongphan increase the retail price of gasohol 91 to the same level as the gasohol 95 so that more motorists will switch to gasohol 95 and gasohol 91 will eventually be phased out
An informed energy source said that two oil trading companies had notified the Energy Business Department that they would stop selling gasohol 91 at their petrol stations, which is in line with the Energy Ministry’s to gradually phase out gasohol 91. The source said that if the price of gasohol 91 is on par with that of gasohol 95, more motorists would switch to gasohol 95 or E20 which has higher content of ethanol. He added that increased use of E20 will help
boost the prices of certain farm products used as raw materials for producing ethanol. The Department of National Parks, Wildlife and Plants Conservation has ordered authorities at marine national parks to tighten crackdown on illegal fishing activities to protect endangered marine species, particularly leatherback sea turtles. The order by the department’s directorgeneral Tunya Netithammakul came as a survey by park authorities during the past four years from 2013-2017 showed leatherback sea turtles didn’t come ashore on sandy beach to nest and lay eggs. This was very unusual as in the past, dozens of leatherback nests were found on Phuket and Phangnga beaches. Regular nesting grounds for the leatherback turtles are Khao Lampi – Hat Thai Mueang marine national park in Phangnga and Sirinat marine national park in Phuket. The latest sighting of the sea turtles coming ashore to lay eggs was in 2013 at Mai Khao beach in Phuket,
he said this week. The disappearance of leatherback turtles indicates that their population in Thai waters is shrinking. Mr Tunya blamed coastal development, the use of destructive fishing gears, and sea turtle eggs poaching as major reasons for the disappearance of the leatherback which is a rare and protected species under Appendix 1 of the 1992 Wildlife Conservation and Protection Act. Nattapol Rattanaphan, director of the department’s marine national park division, said a sea turtle egg is sold 150 baht each.

At the forefront of this drive is the Anonymous Clinic in Bangkok, founded by the Thai Red Cross in 1991, the first voluntary counseling and testing clinic in Asia. The centre was also the first of its kind to be exempt from revealing the names of patients with HIV to the government, which encouraged people to seek treatment despite social pressures or taboos. Because research into the illness has yet to find a cure, the clinic’s mission, in addition to protecting patients’ identities, is to raise awareness and reduce the stigma associated with the virus. Accordingly, the Thai Red Cross believes that its most effective tool in the fight against HIV/AIDS is raising people’s awareness of the disease and promoting safe sex and selfprotection. The strategy has yielded spectacular results: the number of people with HIV in Thailand has dropped dramatically, from an annual average of 100,000-150,000 to 60,000-80,000. The first case of HIV/AIDS in Thailand was recorded in 1984, and by July 2000, just under 150,000 people were reported to be suffering from full-blown AIDS. Some estimates indicated that as many as 1 million people, or 1 out of 60 Thais, were infected with HIV. Young men aged 20-40 were the worst affected group, with many succumbing to the disease and leaving behind families, which in turn had a significant impact on the country’s economy, according to the Thai Red Cross. As the world paused to consider the epidemic’s effects, Thailand represents a rare success story and a positive example to other countries in the region struggling to contain the spread of the virus.

The ASEAN-Japan Centre (AJC) has completed a seminar promoting tourism services in ASEAN at Novotel Hua Hin Cha Am Beach Resort & Spa. This was the fourth seminar of a series of seminars on promoting services trade. This series of seminars have the following objectives; enhancing domestic capacities in select services through understanding better the issues, difficulties and challenges faced by ASEAN and options for ASEAN to consider how they can overcome them; providing participants with opportunities to learn and gain capacities; and exchanging best practices and policy options among ASEAN Member States. In cooperating with the Ministry of Commerce and the Ministry of Tourism and Sports of Thailand, the Centre invited 52 participants including relevant government officials from 10 ASEAN Member States, private sectors both from Japan and Thailand, officials from the ASEAN Secretariat, the Pacific Asia Travel Association (PATA) and the Hua Hin / Cha-Am Tourism Association Secretariat.
With the 50th year anniversary of the establishment of ASEAN, the region achieved almost full liberalisation in the goods trade. However, there is slow progress in services trade liberalisation. This seminar aimed at promoting concrete policy recommendation for sustainable tourism development. All members shared and agreed that tourism contributed to world welfare and economic growth as well as promoting peace and stability for the world with the policy objective that all ASEAN Member States shall raise the level of travel expenditures and value adding to the economy while minimising downside effects such as environment downgrading and social devaluation. As the result of a questionnaire evaluation there is room for improvement to raise the number of visitors, per-capita spending and local or domestic procurement. Developing Beach Cleaning Robots
The country’s first domestically built beach cleaning robot has been developed to join in the task of keeping Thailand’s scenic beaches clean and pollution-free PTT Exploration and Production Public Company Limited (PTTEP) has unveiled the robot as part of the company’s collaboration with Prince of Songkla University’s Faculty of Engineering under the “PTTEP Love Sea Love Beach” project. A demonstration at Songkhla’s Samila Beach showed the key advantages of the beach cleaning robot, which has been under development since 2016: Its ability to effectively scoop up and quickly separate rubbish from sand through a vibrating sieve. Its small size, which enables collection of garbage around trees. Its use of a rechargeable battery. The robot can be built locally, saving import costs. PTTEP announced it would continue to support improvements to the robot’s capabilities before it enters full operation.
Prince of Songkla University mechanical engineering lecterer Pruittikorn Smithmaitrie said: “Collaboration with PTTEP gives us the opportunity to develop innovations that address local problems and to augment the skills and practical experience of our students.”
Some improvement, but Thai’s English Proficiency Remains Low
Now in its 7th year, Education First (EF) has released its annual report on English proficiency around the world. The EF English Proficiency Index 2017 ranked Thailand in 53rd place out of 80 non-native, English-speaking countries worldwide and 15th out 20 countries in Asia. Some other key findings from the report: - Asia has the world’s second best proficiency., - Panama, Saudi Arabia, Singapore, and Thailand showed significant gains from last year., - Women speak English better than men., - Younger people have better English than older people.
Thailand was given an overall score of 49.78, which is classed as low Englishspeaking proficiency. The index, regarded as one of the world’s most comprehensive rankings or adult English skills, is based on the EF Standard English Test results of more than 1 million people from 80 non-Englishspeaking countries and regions around the world. Despite its lowly ranking, Thailand had made some improvements in its English proficiency: 2013: Thailand ranked 55 out of 60 countries.

14 Pak Nam Pran Fishermen Facing Problems With Restrictive Regulations The Department of Fisheries has issued regulations and measures about fishing for both commercial fishing companies and local fishermen in Thailand. This was done in response to an order made by the European Union applying to Asian countries. These regulations have been described locally as problematice for fishermen, making it difficult for them to work and earn more income. The Chairman of the Pak Nam Pran Fisherman Group, Mr. Atichart Chaisri organised a meeting with Hua Hin municipal officers and local fishermen aiming to formulate and consider appropriate rules to conform with the royal enactment issued by the government. Mr. Atichart says that fishermen are having a hard time because of the strict requirements of the government. Fishermen are facing arrest and fine payments which may lead to financial hardship. Mr. Atichart said that his company was also affected by the strict measures of the government and he would like to ask the Department of Fisheries to help local fishermen by allowing them to do their job as they have in the past. That is, the government should be lenient on fishing activities that are not illegal and do not violate Thai law.
He believs the royal enactment should be more practical. Mr.Atichart added that he and local fishermen in Hua Hin and Pak Nam Pran had attended a meeting with the Director General of Fisheries Department at Kasetsart University in Bangkok in December. At the meeting, Thai fishermen wre asked to help preserve marine habitats and regulations wre formulated. Officials to Evacuate Aggressive Wild Elephants National park officials are considering a plan to evacuate 13 aggressive wild elephants to areas away from a farming community in the Hua Hin district of Prachuap Khiri Khan Province after they destroyed the farms and other property of the villagers. The plan was raised after farmers at Huay Satyai farming cooperative project complained to authorities again a herd of wild elephants which came into the area and destroyed their durian plantations, trucks and other property. They then asked for remedies from authorities for the damages incurred by wild elephants. However, park officials told them that they are not entitled for remedies because
they are living outside the Kaeng Krachan National Park. Farmers then asked officials to move these wild elephants further away. Officials considered the proposal an alternative saying this would be considered. But as an immediate action to relieve the farmers’ trouble, they said they could first evacuate two elephants that are known to be most aggressive from the park to a location that is far from the community. The new area is planted with crops that are used to feed elephants and has a pond. This means that local fishermen are disadvantaged compared with the fishermen of the neighboring countries. Not being able to sustain their financial status, some local fishermen, especially those in the south of Thailand, reportedly quit their business. Some proposed to sell their boats to Mr. Atichart but he even could not afford
to help them as he is facing the same problems. Apart from meeting with the public officers, Mr.Atichart and local fishers gave an interview on TV to voice their concern as the government had accused him of violating Thai fishing regulations. Mr. Atichart added that he did not want to violate the law, but would like to find solutions with the government. He also claimed that even big fishing companies in Pattani announced intentions to sell a hundred fishing boats because they could not work. Even so, the government still asked the local fishers in Thailand to purchase new GPS and install it at every boat, apart from asking employers to pay salary to their staff via bank transfer instead of cash. Finally, Mr. Atichart wants local fishermen to become members of the Fisherman Group of Pak Nam Pran because it was currently the only way to strengthen their negotiation power and actively solve the problem. This will enable the fishermens to propose recommendations to the government because nobody can solve problems as well as people who were born, raised, work and understand their traditional and native roots.
High-speed Trail to Hua Hin Gathering Steam
The cabinet is likely to stay busy approving key big-ticket infrastructure projects, including the signing of a deal on the maintenance, repair and overhaul of U-tapao airport between Thai Airways International and partners, including Airbus.
Deputy Prime Minister Somkid Jatusripitak said the cabinet is scheduled to approve the piling work of the Thai-Chinese high-speed railway in Nakhon Ratchasima for the 3.5km Klang Dong-Pang Asok section. The piling work of the 179 billion THB Sino-Thai high-speed rail network kicked off in December. Somkid said the cabinet is due to approve the winning contractors for the first phase of the double-track projects, which comprise five routes spanning 702 km. The five first-phase routes are the 10.2 billion THB Hua Hin-Prachuap Khiri Khan section; the 17.2 billion THB Prachuap Khiri Khan-Chumphon section; the 29.4 billion THB Map Kabao-Jira section; the 20 billion THB Nakhon Pathom-Hua Hin section; and the 24.8 billion THB Lop Buri-Pak Nam Pho section. The Office of Natural Resources and Environment Policy and Planning has also approved the environmental impact assessment for the initial 3.5km stretch of the Thai-Chinese high-speed railway in Nakhon Ratchasima. The next rail project scheduled for construction is the 11km Pak Chong-Nakhon Ratchasima section, followed by the 119.5km
Kaeng Khoi-Nakhon Ratchasima and 119km Kaeng Khoi-Bang Sue sections. The Transport Ministry reported that China will submit a design for each section on a gradual basis over six months, while the ministry is working out the procurement process and terms of reference. - Bangkok Post

More Smoke than Light in E-cigarette Row
Electronic cigarettes, known as e-cigarettes, are back in the public eye following a series of police crackdowns on e-cigarettes, which are illegal under Thai law. The Commerce Ministry law bans the production, import, sale and consequently possession, of e-cigarettes. Users are demanding e-cigarettes be removed from the list of banned items. Public health personnel, however, are adamant the devices should remain prohibited. The debate comes amid some public confusion as to whether the law is being applied evenly. Some traders openly sell the devices and associated paraphernalia, and some users are open about smoking them in public. Meanwhile, at least five police crackdowns on e-cigarettes were mounted last week in Pathum Thani, Pattaya of Chon Buri, and Samut Songkhram. One of the crackdowns in Pattaya involved a net idol who was arrested for possessing a device. Deputy police spokesman Pol Col Krissana Pattanacharoen warned those who import e-cigarettes into the country could face maximum jail term of 10 years and fine of five times the import value. Anyone who sells e-cigarettes or is found in possession of them could face a 5-year maximum jail term. The Department of Disease Control (DDC) and anti-tobacco networks insist e-cigarettes are much more hazardous to health than tobacco cigarettes, as previous studies have detected formaldehyde, used to preserve corpses, in the vapor from some e-cigarettes. In addition, no academic research proves the devices can help tobacco smokers quit as advocates claim. But e-cigarette supporters have raised a 2015 report commissioned by the Public Health in Britain to fight for legalization of the device. The report, titled “E-cigarettes: an evidence update”, says best estimates show e-cigarettes are 95% less harmful to health than normal cigarettes, and when supported by a smoking cessation service, help most smokers quit tobacco altogether. It said a high level of formaldehyde was found when e-liquid was overheated to levels unpalatable to e-cigarette users, but there is
no indication e-cigarette users are exposed to dangerous levels of it. Maris Karanyawat, representative of an e-cigarette users network, says putting e-cigarettes in the restricted category rather than banning them outright will do more good than harm. He said the main benefit of e-cigarettes, which he claimed are a better, healthier alternative, is to help smokers who want to quit smoking give up traditional tobacco. He added that legalising e-cigarettes and regulating them to ensure standardisation and quality control of liquids and vaporizers will benefit both users and the government. They would provide a safer alternative for users, which, in turn, will also protect people from being exposed to tobacco fumes, since the device provides little to no fumes compared to traditional cigarettes. Meanwhile, Suthat Rungruanghiranya, Director of the Department of Medicine, the Faculty of Medicine at Srinakharinwirot University and an anti-smoking advocate, said he agrees with the stance by Public Health Ministry, which backs the ban on the device, citing the risk and their potential influence on youth as his main concerns. Providing Local Community Assistance I n D e ce m b e r 2 0 1 6 , S t a m f o rd International University lost one of their much loved and highly respected lecturers, Warren Shaw, to melanoma (skin cancer). During 2017, his widow, Teresa, carried out fundraising with family and friends in the UK, Thailand and around the world to establish the Warren Shaw Memorial Scholarship as a lasting legacy of his commitment to education in Hua Hin. The scholarship aims to provide financial support towards tuition fees for high achieving and motivated students in the Hua Hin area, giving them the opportunity to pursue an international university education. By December, a total of 300,000 THB had been raised and the first three scholarships for 2018 have now been awarded. On 15th and 20th December,the successful students attended Stamford International University to hear about the background to the scholarship from Teresa Shaw and meet members of the Stamford team. Of the countless challenges we face each day, it’s easy to take drinking enough water for granted. What are the health benefits of drinking the right amount of water? If drinking water is always on hand, we can simply have some when we feel thirsty. However, it isn’t always this easy. Two-thirds of Americans don’t drink enough water. Meanwhile, 1 in 5 GP consultations in the UK are down to tiredness and fatigue. These can be symptoms of dehydration, which drinking enough could help alleviate. How much water do I need? For a healthy intake of water, the British Nutrition Foundation recommends 1.6 litres for women per day. For men, it’s 2 litres of water per day, which is 730 litres per year – more than nine baths! This recommended intake should be increased if you are engaged in strenuous activity.
Why do I need to drink this much water? Water makes up to 60% of an adult’s and 75% of an infant’s bodyweight and performs crucial roles in the maintenance of our bodies. Dehydration can affect mental performance. The percentage of water that makes up many organs and body parts is very high. The brain and heart are 73% water, lungs 83% and muscles 79%.

Is dehydration a risk for expats? Yes – moving to a country with a hot climate, such as the Thailand, brings its own health risks, especially if you are originally from a colder country. It’s very important to be aware of water loss from your body in a hot climate, particularly if you plan on doing exercise outdoors, as the result can be potentially very serious. You could end up with heat exhaustion, or in more serious circumstances, heatstroke. This is where the body can longer cool itself and your temperature becomes dangerously high. Heatstroke can put a dangerous amount of strain on the brain, heart, kidneys, liver and lungs. How do I know if I am dehydrated? Symptoms include: Constipation., Dark yellow or brown urine Dry, sticky mouth., Few or no tears when crying., Headache., Increased thirst., Muscle tiredness., Sleepiness or tiredness., Children may be less active than usual. Tips to stay hydrated 1. Try to drink your recommended amount of fluids throughout the day. As well as water, this includes hot drinks, such as tea and coffee, and other cold drinks, such as juice. However, care should be taken around sugar and caffeine intake with other drinks. Caffeinated hot drinks do not affect hydration, but excessive caffeine intake can affect health. Pregnant women should limit their intake of caffeine, and caffeinated drinks are not suitable for children. Fruit juice, and other sweet drinks, can contain high or very high levels of sugar. As such, there are other health considerations when drinking high-sugar drinks. 2. Include water-heavy foods in your diet wherever possible. 3. Monitor your urine. While there are gadgets available to test urine for dehydration, it is easy to gauge how hydrated you are by the colour of the urine you pass. The ideal urine colour is a pale yellow, which is an indication that you are well hydrated. If your urine is darker yellow then it’s a sign of dehydration.

The Public Health Ministry has warned people not to eat or sell meat from animals died of illness or from unknown causes after a man was admitted to a hospital in Mae Sot district under suspicion that he had contracted Anthrax after eating meat from a dead goat from Myanmar.
The head of the National Peace Corps has instructed the Secretary General of the National Security Council to ensure that all state agencies set up a “complaints center” for people to use as a way to report clues and complaints. This will facilite the investigation of facts to resolve major complaints in accordance with the policy of the Prime Minister and to listen to the opinions of the people. Nowadays, the world is changing so fast and new technologies are emerging. In the past, people’s complaints to the government took a long time to resolve and help the people, because the complaints system was a difficult and multi-step process. In keeping with the digital world, the government has upgraded and improved the service by opening a complaint channel through mobile Line Applications. In response to government policy, the municipality of Hua-Hin has set up a complaint center via mobile Line Applications. The name of the group is “ Municipality of Hua Hin Complaints Center”. The patient, a Thai man whose identity was withheld, was admitted to the Mae Sot district hospital after he was suspected to having contracting Anthrax, a highly dangerous communicable disease which has not been detected in Thailand for the past decade. Public health permanent secretary Dr Jesada Chokedamrongsuk said that specimens taken from the patient had been sent to the Medical Science Centre for examination to determine the disease. While the ministry is awaiting the result of laboratorial tests, he said he had ordered all provincial health officials to coordinate with livestock officials to watch out for diseases which could be transmitted from animals to humans with special focus on areas where such diseases used to be found. People were also warned not to eat or sell meat from animals died of diseases of from unknown causes as they might be infected with Anthrax, said Dr Jesada. He advised people who found grass-grazing animals such as cattle, goat and sheep which were dead from illness or from unknown causes not to touch the dead animals but to immediately report to health or livestock officials.
If it is necessary for them to touch the animals, they must wear gloves and wash their hands with soap after coming in contact with the animals, he said, adding that if they develop fever or muscle pains, they should immediately see a doctor within 48 hours. Anthrax affects mainly livestock and wild games and it can be transmitted to other animals and men through skin contact, inhalation, breathing and eating of their meat. Signs and symptoms of anthrax infection include nausea, vomiting, abdominal pain, headache, loss of appetite, fever, severe body diarrhea, sore throat and difficult breathing and swollen neck. The Department of Disease Control (DDC) has assured that anthrax does not spread from person to person and that the disease is preventable and curable. A Welcome Funding Boost for ‘Stray Dogs Cha-Am’ Just as in many other Thailand locations, Cha-Am has long had a stray dog problem. Since 2014 ‘Stray Dogs Cha-Am’ with Khun Oranuch Ceeview and a band of volunteers have undertaken a ‘catch- neutervaccinate - release’ program which locals can see is making a difference to the problem
The program involves the capture, neutering, identification and vaccination of stray dogs and eventual release to the same site. The rationale is to replace an uncontrolled, potentially dangerous population with a smaller population of non-breeding and vaccinated dogs. Every month Stray Dogs Cha-Am undertakes the collection of around 40-50 stray dogs from the Cha-Am beach, local temples and town area with the group responding to concerns when a particular area has become over-populated. In central Cha-Am there is a small private ‘animal hospital’ which provides lower cost veterinary services, including sterilisations, vaccination and housing dogs which require longer term treatment. Despite the goodwill and assistance of the veterinarians involved, treatments still costs up to 1,000 THB each time with funding a constant struggle. Enter the Cha-Am Golf Club; a golf society with local expat Members as well as annual foreign visitors. Discussions about stray dogs around Cha-Am have long been a discussion point with many Members able to recount stories about dangerous encounters and motor vehicle accidents caused by stray dogs. The community spirit of the Club resulted in funds being raised for charity purposes and in December last year an agreement was made for the Club to fund up to 10,000 THB each month to support the Stray Dogs Cha-Am program. 22 Giant Squid Yacht Racing!

The half way mark; Cha-Am’s twin squid statues Last month the Sailing Club Hua Hin added the inaugural Giant Squid Race to its racing calendar; using the squid statues as a half way marker for a race from the club premises and return. Club founder Richard Vine, says “The idea came to me a couple of weeks before when I was wondering what we could do for a kind of members’ Christmas get together. Golf Clubs always do their ‘Turkey Trot’, so I thought we should do a sprint followed by a slap-up meal.”
The Giant Squid Race was sailed in ideal conditions, starting from the clubhouse some 5 kilometres south of the giant squid markers at 11 AM. At this time of year the winds are from the North East and so the sailors head off upwind before turning back for a downwind home run. The fleet was made up of seven Lasers, 4 Optimists and 3 catamarans that set off on their mini-marathon with opinions divided about the advantages of tacking out to sea or staying close to the coast.

A new face in town, Kiwi Martin La Touché, chose the coastal option which paid huge dividends. His inaugural corrected winning time of 2 hours 29 minutes and 479 seconds was 12 minutes ahead of second place getter Feung with veteran club champion Per Erik in third place. The Sailing Club now has many more competitive sailors following a summer of sailing courses lead by a visiting instructor from Spain, Eva Gil Tatay and with arrival of three new Lasers this month, the Club is going from strength to strength as a base for a very family friendly sailing. The Giant Squid Race trophy is now destined to become a must-sail annual event for Cha-Am. Richard promises us that next year he will let us know in advance so that we can arrange a photographer in place to prove that the yachts really did round the squid statues marker. Un-Trashing Cha-Am Beach; Being a Trash Hero Locally & Worldwide Residents are likely to be aware of the active Members of Trash Hero in Hua Hin and Pranburi who regularly meet to spend their time and efforts in trash collection efforts. More recently a Trash Hero group has also tackled the main Cha-Am beach.
Last month a main stretch of the Cha-Am beach was the location of a big Trash Hero gathering of over 300 volunteers who combed the sands for any rubbish. The gathering was promoted by the municipality Cha-am and the Tourism Association of Phetchaburi Tourist Authority of Thailand (TAT). To date we have no information about an ongoing Trash hero presence in Cha-Am but Hua Hin Today would be very pleased to be able to promote such a group. Please let us know if you have information. However that’s not all. This is an organisation which was formed in Thailand but now has chapters worldwide. Trash Hero started in 2013 on Koh Lipe as a group of like-minded individuals eager to do something about Thailand’s trash crisis. Organising weekly beach clean-ups spread to other locations in Thailand, with volunteers educated volunteers about the effect that waste is having on our environment.

New Bar-Coded Traffic Tickets
Police say violators will still be able to pay on the spot or at police stations without having to wait for two days to pay online
If you get caught without a driving licence, infringing road rules or not wearing a helmet from today, you might be getting one of these. Thailand’s traffic police are now issuing E-traffic tickets for traffic violations from today. You’ll be able to pay the fines online two days after the issue of the ticket. Commander of the Special Branch Police Division 3, Police Maj-Gen Akarak Limsangkas, says the scheme has started and that E-traffic tickets have been sent to police stations in all 77 provinces across the country including Phuket. The new E-traffic tickets come with bar-codes which will allow police to track payments so that they can match infringements with the new points system which starts soon. By linking the new system with the Department of Land Transport
system, annual registration fees won’t be able to be paid if there are outstanding fines from traffic violations. The tickets are in both Thai and English language and allow police to tick off the infringements rather than writing everything out in long-hand. Payments will be able to be made at any Krung Thai bank or via the bank’s ATMs. There’s also an App called “KTB net bank” that can be used. He said payment is possible two days after the violation because it needs the time for the police to load information in the issued e-traffic tickets to the PTM system first. Police say violators will still be able to pay on the spot or at police stations without having to wait for two days to pay online. There will be a fee of 20 baht if people choose to pay online.

24 Managing Hua Hin’s Snakes Alive!
The irrational, persistent or disabling fear of snakes is called ophidiophobia. This fear affects about a third of adult humans, making it the most common reported phobia. Some scientists have theorised that mammals may have an innate fear reaction to snakes Fear of snakes is rarely based on any personal encounter or factual information. Since the biblical Garden of Eden, man has been seen pitted against slithering serpents. With news reports such as “Missing man found dead inside a python” or “Snake latches its jaws onto a Thai man using a squat toilet”; these fears aren’t likely to go away anytime soon. Hollywood often casts snakes as the bad guys. For example “Snakes on a Plane”, is a movie about being menaced on an aircraft and “Boa” features a giant snake discovered in Antarctica; ironically the only continent that is snake-free. We even have a local water park with a scary ‘King Cobra’ ride.

The facts about snakes in Thailand are not so scary with estimations that less than 1% of tourists ever see a snake, including at those somewhat dubious ‘snake shows’! However there are around 200 species in the country with about 40 reported around Hua Hin. You’ll find a list of Thailand’s snakes at www.thainationalparks.com/listof-snakes-in-thailand. When a snake is discovered by Hua Hin residents feeling threatened, there has been a way to have the snake identified, captured and taken to a remote area to be released. David Frohlich has undertaking these tasks for several years because of a self-confessed obsession with snakes which began in his childhood. The young German national has lived in the US and South Africa before coming with his parents to Thailand and Hua Hin. His love of snakes has resulted in the development of a Facebook page, ‘Snakes of Hua Hin’, which focuses on quickly identifying snakes seen by locals.
Thailand’s king cobra is the world’s longest venomous snakes David’s expertise has some international recognition with a German TV crew recently visiting to film a documentary here about his exploits. However the bad news for Hua Hin residents is that David is about to leave Hua Hin to pursue university studies overseas. Identification of snake species will be continued by other contributors to the ‘Snakes of Hua Hin’ Facebook; however the rescue services will be missing without a replacement volunteer with the departure of Hua Hin’s own snake guru. An obvious question to David: “Have you ever been bitten by a venomous snake?” Answer: “Yes twice. Once without any major consequence and once when I disturbed a snake I had kept at home under a shelter. I’m glad to say that I was treated at a Hua Hin hospital, well prepared with anti-venom, especially as I could identify the species.” The Malayan Pit Viper can be dangerous; often not moving when approached and well camouflaged on the ground. David volunteers his time and expertise to respond to calls for assistance. He receives numerous calls daily and typically makes a weekly trip to a remote location to release 10 or so snakes he has rescued. Many of these snakes are legally protected, although he has seen little evidence of an official response to threats either to, or by, snakes. Fear and ignorance can result in unnecessary attacks on snakes with garden implements, sticks or the like.
Some words of wisdom for sufferers of ophidiophobia!
Thailand Snakes are NOT interested in coming after you. You are not a target if you leave them alone. Thailand Snakes don’t chase you. It’s when they are defending themselves that they move forward. Snakes are mainly nocturnal and more active at night. Snakes are more active after rain when prey (typically frogs or small rodents) is more available. Removing places to shelter such as refuse or crevices is the best way to make you home less appealing.
Dear Editor I often travel from central Hua Hin to my home which is several kilometres along Soi 112. The problem is that there is no straightforward access to Soi 112 after the rail overpass. I need to either make a risky U-turn further along Phetchakasim Road or turn left and loop under the overpass past True Arena before reaching the start of the Soi. Either way I also need to pass a roundabout very close to Phetchakasim Road which few drivers have a clue how to negotiate! As Soi 112 is a main thoroughfare with double lanes in both directions, I wonder if there any plans to provide safer and simpler access. Thanks Greg
Hi there, I live at soi 126 and on my morning jog met a young Finnish tourist lady who had been bitten by a stray dog at the beach down from soi 101 in Kao Tao. I helped her to BKK Hospital ER. She was well taken care of. During the hour I waited for her they had 2 more patients coming for dog bites; one women attacked by one dog and one man attacked by 2 dogs when bicycling. You should contact BKK Hospital and check how many bites /day they take care off and inform your readers about this danger. In the absence of determined ‘official’ efforts, supporting these organisations may be the best way to make a difference.

‘In Buddha’s Company’: Thai Soldiers in the Vietnam War
Fifty years ago, the first Thai volunteer soldiers, a regiment-size unit called the Queen’s Cobras, were sent off to Bien Hoa in South Vietnam to fight alongside the Americans. Eventually some 40,000 Thai soldiers and sailors would serve. Thai Vietnam War veterans from that original group and its successor, a divisionsize unit known as the Black Panthers, are described by Ruth as repeatedly stressing the experiential and material gains the war had given them. They talk about how their service had successfully blocked the spread of communism to Thailand. While they acknowledged the war’s terrible toll on people throughout Southeast Asia, they mostly talked to Ruth about how the war had helped them and their nation and the pride they took in their self-image as Buddhist soldiers.
Richard A. Ruth’s ‘In Buddha’s Company’ offers an engaging narrative of the experience of Thai soldiers in South Vietnam. Ruth’s account of the volunteers, who ranged from rural poor to educated urbanites and the sons of political and military elites. The book provides some fascinating insights to the motivations, costs and benefits of this engagement. While the Vietnam War is remembered rightly as a tragedy in both the United States and Vietnam, the same cannot be said for Thailand. Thai soldiers recall the Vietnam War as an opportunity to observe the Americanstyle consumerism that would influence Thailand in the 1970s, ’80s and ’90s. Ruth describes Thailand as a significant beneficiary of American largess during the Vietnam War years after committing its territory, people and resources to the American-led campaign against Hanoi and its allies. In return the United States poured $1.1 billion in economic and military aid into Thailand; the United States Agency for International Development gave an additional $530 million. At the height of the war, some 50,000 American military personnel were stationed throughout Thailand. Ruth writes about Thailand’s official memorials to its Vietnam War veterans, battlefield success, military professionalism and honor. In that same period that Vietnam suffered, Ruth describes how American-
built highways linking rural areas to Bangkok and regional capitals resulted with factories and processing plants in a spate of rapid industrialisation. The R&R infrastructure left over from the war became the basis of a world-famous tourist industry that has grown enormously since the mid-1970s. For all of the downsides in being America’s ally in a losing effort, Ruth claims that command histories and veterans’ memories show that Thailand came out of the Vietnam War a winner. Richard A. 30 There’s Much More to See in Hat Yai than a Railway Station
If you’re heading far enough south from Hua Hin, your trip will probably involve a stop in Songkhla Province, or more specifically Hat Yai. The name “Hat Yai” is a short version of “mahat yai”, meaning big mahat (Thai: มะหาด)’ a relative of jackfruit. Hat Yai lies on the Southern Line of the State Railway of Thailand with the Railway Station located in the centre of the city. It is the main junction for travel to Malaysia and Singapore and only 50 kilometres from Pedang Besar on the Malaysian border.

Instead of a stressful road trip then perhaps staying overnight in Bangkok, the comfortable overnight rail trip south (7 pm to 7 am) can be followed by an international flight (or rail journey) from Hat Yai to Singapore, Kuala Lumpur and beyond. For the majority of Western travellers Hat Yai is a just a big transportation hub, including travelling to Koh Lipe (from Hat Yai, a minivan about 2 hours to to get to Pakbara Pier in Satun then by speed boat to Koh Lipe) and to Padang Besar at the Malaysian border. Yet making a stopover for a day or two in Hat Yai will reveal the surprisingly vibrant atmosphere of a thriving city where traditions meet modernity. Hat Yai is a relatively modern invention resulting from the construction of the railway linking Thailand to Malaysia and Singapore in the nineteenth century.

On the way you will be crossing a huge lake via Tinnasulanond Bridge to Ko Yo. Songkhla Lake is the largest natural lake in Thailand and about 80 km long and 20 to 25 km wide. The main attraction on the island is the Southern Folklore Museum on the northern tip. The museum’s goal is to preserve the unique culture of the south. The exhibits include houses, fabrics, pottery and other traditional arts. The island is popular with shoppers, who like the rich cotton fabric produced there. Despite being called a lake, this water feature is actually a lagoon complex geologically. A small population of Irrawaddy Dolphins is found in the lake although now a threatened species. Further on Samila Beach is where you find the Golden Mermaid Statue on the sandy white beach. Some believe that touching the Golden Mermaid will bring you luck in love. Other well-known symbols of Songkhla are off the shore of Samila Beach. A legend says that a dog, a cat, and a mouse on a Chinese sampan stole the merchant’s magic crystal and tried to swim ashore, but drowned. The mouse and cat became the islands in Songkhla Lake while the dog died on shore and became the hill called Hin Khao Tang Kuan near the bay. The crystal was destroyed and became the white sandy beach. This is a peaceful beach with not a wave to be seen. The long stretch of sandy beach is smooth, clean and clear with few people and a very peaceful place. This trip requires transport from Hat Yai with a wide variety of options, either via frequently running public transport or you may wish to hire your own transport for the day. If you don’t feel like that sort of journey, covering around 60 kilometres, there are other local attractions, including a vibrant night scene. Kim Yong Market is a famous market located in the center of Hat Yai, Songkhla. It was established by Xi Gim Yong, a Chinese man who

31 Vintage Cars and Classic Party Goers at the Sheraton
The 15th Hua Hin Vintage Car Parade’s Gala Dinner was a celebration of the Vintage Car Club of Thailand’s Annual Hua Hin Parade at The Sheraton Resort and Spa Chandelier Ballroom on December 16th. In the days preceding the dinner Hua Hin residents and visitors had the opportunity to admire a parade of vintage cars around town with displays at local shopping malls and landmarks. Whether the classics were of European or American, convertibles, sedans or early model commercial design, each had been restored to their glory days by doting owners to produce many an ‘ooh & aah’ from bystanders.

Front and centre were resplendent guests wearing black and ‘vintage costume’ and top hats, recognising the era of their much loved motor vehicles and a clearly preferred mode of dress. However that’s not to suggest that the too many guests qualified for the ‘vintage’ category. ‘Classic’ would be more appropriate, that is ‘models’ from the 50’s, 60’s and beyond.
Our favourite was an immaculate, gleaming MG from the 1930s on display in the Chandelier ballroom Apart from the ‘tasters’ and cocktail reception, a five course dinner set menu was accompanied by subdued jazz classics with audience participation featured as the night progressed. Achieving early prominence in the 1920’s, Hua Hin could be considered a vintage town which has now come of age. Hua Hin continues to the longstanding host of the Vintage Car Club’s expedition. Footnote: Cars that are generally considered Vintage were manufactured between the years of 1919 and 1930.

Changing Land and Building Tax Laws
Under new Land and Building Tax Law the income-based method previously used in tax calculation will be replaced by an assessment based on a property’s appraised value to improve the clarity of future tax calculations.
The Land and Building Tax Law will introduce two major changes in 2019 to tax calculations. A shift to a cost approach assessment Levying tax based on land use. Firstly, tax calculation using the cost approach under the new law is a transition from the previous income approach that heavily depended on officers’ assessment views. Under the new scheme, tax determination is based on the appraised value of the property, calculated from the sum of standard land and building prices set by the Treasury Department.
Appraised value of property deriving from separate standard prices of land and buildings will also help to minimise officers’ discretion in the assessment process, whilst the different land use purposes will have varying implications on tax treatment for property. The new Land and Building Tax Law came into effect on January 1st 2019, having both negative and positive effects on Thai property developers. Overall, the new law is likely to cause greater disruptions to those are renting property than those involved in selling property.
This approach separates the valuation of land and buildings, whereby the price of the latter varies with the type of construction. The renewal of both land and building costs are adjusted at four year intervals. Land use categories will be considered under the new tax module. Previously, tax rates were considered
based on the annually appraised value of the asset. However, under the new tax law the same building may have different tax rates depending on the functions it serves. A two-story building used as a store on the ground floor and as a residential area on its upper level will be levied with a commercial and residential tax rate per the share of area each occupies.

World Tennis Stars Grace True Arena Hua Hin
Many famous identities surface in Hua Hin; sometimes from the world of show business, the business world but also stars of the sporting arena. In December, the world’s most talented sporting stars from the world of women’s tennis surfaced at the InterContinental World Tennis Thailand Championships 2017 at True Arena Hua Hin. Describing these four tennis players as world stars is no overstatement. Romania’s Simona Halep is rated No. 1 in the world with 20 year old Latvian Jelena Ostapenko at No. 7. Britain’s Johanna Konta is rated at No. 9 and Karolina Plíšková from the Czech Republic at No. 4 after previously being rated at No. 1. She is not to be confused with twin sister Kristýna who holds the record for the most aces (31) in a match on the WTA Tour.

The ladies were very eager to give recognition to True Arena as a premier sporting venue, including training and practice facilities and most importantly the Plexicushion Prestige Tennis Courts which replicate the Australian Open’s Rod Laver Arena. The Australian Open is the first major tennis tournament of 2018, held from the 15th January. Playing on centre court at True Arena is perhaps the best way to get into form before the Open; even the weather is likely to be similar. Hua Hin pundits believe that winning here is the best predictor of becoming the Australian Open champion, a feat achieved by Serena Williams in 2016. Round one of our Championship pitted Simona Halep against Johanna Konta with the former a 6-3, 6-3 winner. Johanna had just returned to competitive tennis after a 3 month break, perhaps not the best preparation for a tough match against the world’s No 1. The second round had a similar result with a 6-1, 6-4 win to the higher ranked Karolina Plíšková over Jelena Ostapenko, although the final score may not reflect the closeness of the fiercely fought battle. In the third place play-off, Johanna Konta beat Jelena Ostapenko 6-2 6-3. The final was then between Simona Halep and Karolina Plíšková. Karolina was unable to repeat her twin sister’s WTA record of aces (achieved at the 2016 Australian Open) with many strong returns by Simona; who really showed her class to become the World Tennis Thailand Championships 2017 winner and champion with a 6-2, 6-3 victory. Simona said “I’m happy I could win two matches. Someone told me if you win here you will win the Australian Open. If I don’t win, it’s not my fault OK?” But look out Melbourne; Simona Halep is coming!

The Rotary Club of Royal Hua Hin held it’s 8th Charity Golf Tournament as a fun day with a purpose last month at a beautiful location, perfect weather, great food and liquid refreshment
There was some pretty good golf action also with a full field of golfers at the Banyan Golf Course. Players arriving at Banyan discussed their strategies over a sponsored breakfast. At the end of play, players were again able to wine and dine with over 170 attended a dinner including great food, drink and entertainment as well as opportunities to win great raffle prizes and bid on auctioned items. The Club is grateful to the many generous repeating and new sponsors, even more than in past years. With this help the net gain from this biggest annual Club
fundraiser was over 850,000 THB, all of which will support on-going and new Club community service projects. The real winners are disadvantaged members of our community that benefit from community service projects supported by the funds raised through this event. The Club works with several local schools to improve water and sanitation facilities and provide tools, fun events and education opportunities that some children would otherwise miss. The EurAsia Cup is a biennial men’s professional team golf tournament between teams representing Europe and Asia. It started in 2014, superseding the Royal Trophy which had been played from 2006 to 2013. It is held at the Glenmarie Golf and Country Club, west of Kuala Lumpur, Malaysia. The first contest was played in 2014 with 10 man teams played a series of 20 matches involving four-ball, foursomes and singles. The result was a 10–10 tie and the Cup was shared. The second contest was played in 2016 with the team size increased to 12 with a total of 24 matches played. Europe won the match 181/2–51/2. The third contest will be played from 12–14 January. Team Asia will be led by Captain Arjun Atwal of India who will go up against Thomas Bjorn’s Team Europe. There is a lot to be excited about with Tiger Woods these days. Woods is returning to golf in late December at the Hero World Challenge, and he’s apparently as healthy as he’s been in a long time (according to his buddy, Jason Day). Rickie Fowler said recently that Woods is hitting drives past Fowler (who averaged 300 yards off the tee on the PGA Tour last year), and there is certainly a lot of hope surrounding Woods. That’s something that could not have been said very often in the last three years. Because of that, and because Woods is maybe the most bet on an athlete in history, with Woods’ odds at 20-1 to win any major in 2018.

Eating and sharing food is one of life’s most pleasurable pastimes. It brings people together, not only for nourishment, but also to be social and spend time together. The Chef’s Favorite Menu Item to Impress Your Dinner Guests
Name: Fruits of Siam Description: The highlight of the dish is the sweet taste of seafood accompanied by seasonal fruits and a tangy pineapple dressing with a touch of chili. Ingredients: (Serves 4) Poaching liquid: 250 ml light vegetable broth, 15 gm lemongrass, 5 gm kaffir leave Seafood: 300 gm fresh prawns (2 per portion), 100 gm fresh squid head (1 per portion), 300 gm fresh blue crab Fruits (seasonal): 250 gm honeydew melon, 150 gm watermelon red, 150 gm watermelon yellow. 30 gm longan, 50 gm dragon fruit red Mango Coulis: 70 gm mango fresh or puree, 1 ml lime juice, 1 gm birds eye chili, pinch of salt Pineapple dressing: 10 ml pineapple juice, 2-5 ml pineapple vinegar, 5 ml avocado oil, 10 gm Dutch chili (discard seeds), 2 gm coriander leaves fresh, pinch of salt, finely sliced chili and coriander

Method: 1. Prepare poaching liquid by adding lemongrass and kaffir leaves, pinch of salt and seafood to water. 2. Do not overcook; the crabs will take around 5 minutes, prawns 4 minutes and squid 2 minutes. 3. Once cooked drop in an ice bath to stop the cooking process, after 2 minutes or once cold take out and dry. 4. Cut the fruit to your own design, then brush with the light oil and set aside 5. Mango Coulis: Cut and blend the mango until smooth.
Add fresh seedless chili and blend again with a drop of lime and a pinch of salt. Reduce by slow cooking then cool and put into a squeeze bottle. 6. Pineapple dressing: mix all ingredients together until emulsified. Add finely chopped coriander and seedless Dutch chili cut in brunoise (cubes of 3 mm or less). 7. Plating: Arrange all fruit and seafood, brush the fruits with avocado oil, add mango coulis and sprinkle with sea salt. Finish the plate with edible blossoms and fennel. A tip to make the dish special: All seafood should not be cooked more than medium to retain the moisture and to enjoy the fresh and sweet taste. Brush the fruit with avocado oil and sprinkle with a good quality sea salt to enhance the tangy taste.

Globetrotting gourmands have named Bangkok and Taipei the top destinations for street food, and cities like Rome, Dubai, Paris, and Sao Paulo the top spots for fine dining in a new global survey that found that food will play a bigger role in 2018 travel plans than before. The Hua Hin Street Food scene has what it tourists are looking for in 2018 According to the results of a Booking. com survey, which polled more than 18,500 respondents from 26 countries, 41% of travelers said they plan to seek out new food and drink experiences during their travels in 2018. That compares to 29% in 2017. The biggest food priority? More than two-thirds (64%) said they’ll be seeking out the flavours of a destination’s local cuisine in 2018. Likewise, 22% of travelers said their travel choices next year will be based on the destination’s food offerings alone, while a quarter of respondents agreed that they actively avoid destinations with poor dining options, or ‘foodie scenes.’ The definition of eating well, however, differs among travelers. Half of respondents
said their food priority in 2018 will be to visit street markets and eat like the locals. The top choices for street food? The Thai capital of Bangkok, along with Taipei, Hanoi, Istanbul and George Town, Malaysia. For one in five respondents, however, their definition of eating well is to sit down in a Michelin-starred restaurant. The top destinations endorsed for being fine dining hotspots include Rome, Dubai, Paris, Sao Paulo and London. But taste buds have become more sophisticated over the years, and chefs will do well to up their game, as half of respondents said they plan to be more adventurous when it comes to food. Massage options in Hua Hin come in all shapes and sizes………. perhaps the same as the customers! However there are two real choices when it comes to style and budget. On one hand most upmarket resorts offer massage and spa experiences that can be exotic and luxurious; but there is a price to be paid. On the other hand there are literally 100’s of massage shops on the streets around town. The problem is which ones are ‘real’ and which ones are offering something other than treatment for your stress or discomfort? Our mission was to find a compromise; a great massage at a bargain price, nothing more or less. After asking those ‘in the know’ and visiting a few premises that didn’t meet our criteria, we found the answer at Orchid Massage near the Tippawan Village, just a few kilometres out of town. The owner Khun Ae can discuss your needs in English so you feel relaxed immediately. Attention to detail is apparent, not pretentious, but pleasant and relaxing. My needs were simple, get rid of this aching hip please! Khun Ae was confident that wouldn’t be a problem. Thai or oil? ……. I didn’t really care as long as the problem was solved; up to you. My hour massage was a cross between the two styles; some massage oils but really a more traditional approach, firm and strong as the best of both worlds. One specialty of Khun Ae is a secret homemade recipe for a herbal balm you won’t find anywhere else! An hour later I was walking pain-free again. Khun Ae tactfully mentioned that more exercise was really needed and she didn’t mean just walking around the golf course!

10 54 Can’t Eat spicy? - Some Tips to Help You Eat Thai Food Like a Local
Thai food is a taste sensation which is all about the balance between hot, sour, salty and sweet. Sometimes the fear that a dish is going to be too hot is overwhelming when eating in Thailand. This is a common thing that many travellers to Thailand face, so we have some tips for you on how to order and manage the heat in your Thai food When eating, take only a little bit of the dish at a time along with your rice. To sample the curry, pick the protein up with rice first, as it won’t be as hot as the sauce. More rice than sauce or protein on your spoon is also the way to eat. Eat a spoonful of soup, then something less spicy, and so forth; this helps reduce the heat levels. There are many restaurants where you will see condiments on the table; this is so you can make the taste your own. These vendors do dishes like noodles, rice or soups, which are normally not spicy up front. You taste them first, then adjust the seasoning to your taste. Yes, you can order everything Mai Phet • Not Spicy, but you may lose some of the balance of the dish, so by asking to have less chilli or no chilli, the cook needs to adjust the flavourings to try to keep it in balance. Some dishes just do not work without heat. The sweet counteracts the hot and the sour is a foil for the salty. Not all chillies are spicy; in fact, the big red chillies are very mild, as are the dried, roasted red ones you sometimes see on top of dishes; these have a nutty flavour and a mild to medium heat. The ones to look out for are the small, fresh green or red ones that are sometimes left whole or slightly bruised in a dish; they are easily pushed aside.
Tip number one is the best cooling agent for your mouth is rice, so when you get your meal don’t cover the rice with the curry. You need to forget how you learned to eat; where you load your plate and eat everything all at once; learn to eat like a Thai person. When you watch the locals at meal times, they order a number of dishes, so the meal has a mixture of heat levels and textures. There’s normally a soup, a curry, a salad, a stir fry, possibly some grilled meats and a rice; not all of these dishes will be spicy. For example; the soup could be spicy, the curry mild, the salad hot and the protein, like grilled meats or an omelet may have no heat, acting as recovery time for your mouth.

It is often said that Thais love their sweets and this is true, as sweetness reduces the heat in the mouth, either in a dessert or a drink; just remember that sugar acts to reduce spice. 12 56 Shoreline Dining, a Great Day at the Amari
Our great day at the Amari Resort in Hua Hin was to meet Executive Chef Khun Pichit and to enjoy a sumptuous lunch at the Shoreline Beach Club. As it happened our Amari visit was on one of those perfect Hua Hin days. Not too hot, not a cloud in the sky, a calm and unruffled ocean and a clear vista stretching from the shoreline to a distant horizon. That’s a vista that this venue presents to diners with the choice of outdoor table undercover or in the open or with unobstructed views from within.

The Shoreline Beach Club is one of five dining venues at the Amari, perhaps the most informal and available for poolside dining from morning to evening. Khun Pichit is a Hua Hin local who returned to his hometown around a year ago after honing his culinary skills at the Hilton, InterContinental and Sheraton in Pattaya and most recently Phuket. He says he’s really happy to be home and doesn’t have any intentions of leaving soon. Apart from the advantages of enjoying a closer family life with a 20 year old daughter beginning her own hospitality career with attendance at the Regent Chaam Hospitality School, his local knowledge gives Khun Pichit a distinct advantage when it comes to sourcing local produce. It often surprises me that many Hua Hin restaurants seem to have a problem sourcing the abundant local seafood, but that’s not a problem for the Amari, where local is always a preference. Local may extend north to Cha-Am or south to Pranburi, but Khun Pichit knows where to it can be found. One example that we were offered was small but succulent white clams. When you see local Thai people hunched over and digging into the sand at the water’s edge, the chances are this is what they are searching for. They dig out the sand then sift away and rinse in the ocean until they are presented with this prize. Khun Pichit’s take on this delicacy is typical of his approach; essentially Thai but with a twist or a fusion element. In this case a touch of curry and steamed open to reveal the flavorsome meat.
Adding pitta bread is an easy way to absorb the favours and you have the perfect seafood entree. Miso glazed snowfish and a seafood grilled platter some enormous prawns, fresh salads and pickled vegetables, all presented with artistic skills and pride by the Amari kitchen then becomes an unforgettable lunch. However with young coconut icecream with coffee crème brûlée to follow, the palate is refreshed and the dining experience complete.
