4 Culinary Academy Takes Root in Pranburi
As I arrived at the Matthew Kenney Culinary school in Pranburi, there was an enthusiastic energy in the test kitchen. Animated students in their partially-stained chef’s whites stopped to converse with seasoned instructors who offered their sage advice, all the while photographers were capturing each dish being presented by the student chefs. This was graduation day and excitement was in the air.
I was at the culinary school (the first of its kind in Asia) to witness the culmination of a 28-day intensive classically structured plant-based culinary academy at the Evason Hua Hin. Matthew Kenney Culinary was created to cater to those interested in plant-based cuisine, and the art of its preparation. With locations in Venice, California, Miami, Florida, Belfast, Maine, and now Hua Hin, the vegan culinary school emphasises the use of whole, organic, unprocessed, plant-based foods to achieve healthy, aesthetically refined and flavourful cuisine. Graduating were four young ladies: Nikki, Lucia, Bestie and Mariane, and each student had prepared three courses - a starter, a main course and a dessert. All of the food was plant based - no animal or dairy products were used for this unique course, and all of the food was raw and many relied on nut milks. One by one the students presented their dishes, explaining where they got their inspiration saying things like, “I am using what is here, what is local, what is fresh”. Or, “I am utilising all elements in nature”. Once each student chef presented and explained their dishes, they were asked to go off together to self critique their own food and to learn how to give and accept constructive feedback.
When Evason Hua Hin was approached by the Matthew Kenney Culinary school to open a branch there, management saw it as an opportunity to offer something different to its guests, and attract a new type of traveller. They converted what were meeting rooms into state-of-the-art kitchens replete with 16 marble top work stations, each equipped with a dehydrator, blender and more. That Evason already had a large herb garden and a mushroom hut only sweetened the deal. The school is divided into two kitchens, the cold kitchen and the hot kitchen. In the cold kitchen, nothing is prepared using heat over 115 degrees - under this temperature the enzymes are kept intact, and the dish is considered raw. The hot kitchen focuses on cooked, plant-based recipes. The curriculum is centred on the use of whole, organic, unprocessed plant-based foods to achieve healthy, aesthetically refined and flavourful cuisine. Core programming focuses on the “Fundamentals of Raw Cuisine” and offer students comprehensive training in the principles in the art of raw food, as well as cooked plant-based cuisine classes that further the modern, creative approach to preparing nutritious foods.
Then the instructors (Celia, Juliana and Christina) tasted each dish, digging into the finished product and dissecting the ingredients, identifying the strengths and weaknesses in each as they went - what worked together, what was a miss, and why.

Once all the dishes were tasted, the chefs returned and each student received feedback regarding their dishes. With the tasting complete, the students were eager to accept their graduation certificates.
Two of Matthew Kenney’s core food programs (Fundamentals of Raw Cuisine level 1, and Advanced Raw Cuisine - level 2) are taught at this location. The recently introduced level 3 - Designing a Menu - is only offered in California and Maine.
The course appeals to both professional and amateur chefs. Students have enrolled from Japan, Korea, South Africa, Britain, Australia, America, and of course Thailand. Thailand Adds Movie Locations, Including Hua Hin
Ministry of Tourism and Sports aims to encourage international filmmakers to shoot more film productions in Thailand particularly within eight tourism clusters. Tourism and Sports Minister, Kobkarn Wattanavrangkul, said the eight clusters should be promoted as new destinations to attract foreign filmmakers to select Thailand as their film locations. “Film shoots bring income to the country, but also help to promote tourist attractions to the world and build awareness,” she explained. The clusters cover beaches, cultural destinations in North and Northeast Thailand and resorts along the Gulf of Thailand’s western coastline. One such cluster is named as the Royal Coast: Phetchaburi, Prachuap Khiri Khan, Chumphon and Ranong. Meanwhile, the fourth edition of the Thailand International Film Destination Festival 2016 (TIFDF 2016), themed “Best Vision Best Destination”, attempts to recognize Thainess in films. The festival will be hosted July 4-13. The TIFDF 2016 is organized by Department of Tourism, Ministry of Tourism and Sports. It has been held annually since 2013, and aims to attract both Thai and foreign film production in Thailand. 10 The Cross Gulf Ferry Agreement A ‘Done Deal’ or Work In Progress?
Reports of the long-awaited ferry link between Hua Hin and ports across the Gulf of Thailand have suggested that a proposal has been accepted and to quote one media source: “It’s all systems go for the Pattaya to Pranburi ferry.” Hua Hin Today is always eager to provide the latest news on this very important subject. We can confirm that at least one proposal has been formulated, although it remains a proposal. This information has been confirmed directly with the Siam Eastern Logistics Terminal Co., Ltd, the company concerned.
About The Proposal: The project concept is to connect Pattaya to Hua Hin, Samut Prakan to Hua Hin, and Samut Prakan to Pattaya.
The company has revealed its plan for the East-West Ferry project, linking Bang Pu and Pattaya to Pranburi, saying the 15 billion THB investment would have a multiplier effect for the Kingdom’s economy.
The ferry port servicing Hua Hin is proposed to be at built at Pranburi, about 12 km from Hua Hin. This is in contradiction to previous reports which name Puktien (north of Cha-Am) as the most likely Hua Hin port.
“Now we are ready to invest in the project, and a number of local and foreign firms have expressed interest in joining us,” said Peerapong Prasopsukcharoen, Development and Planning Manager.
The proposal states: There is a very high need from tourists to travel to Pattaya and Hua Hin throughout the year, noting the proximity of Samut Prakan to Suvarnabhumi International Airport. Land travel from Pattaya to Hua Hin must be pass Bangkok and takes about 5-6 hours (430 km.) but travel by high speed ferry, will be about 2 hours and with a distance of 110 km. Land travel from Samut Prakan to Pattaya is about 150 km, but by sea is only 68.6 km or 2 hours. Land travel from Samut Prakan to Hua Hin is about 310 km, but by sea is only 152 km also taking 2 hours. The connection from Bang Pu Port (Samut Prakan) to Suvarnabhumi Airport is about 27 km, to Samut Prakan city about 22 km, and to Bangkok about 46 km. The distance from the Pattaya port to Pattaya City is about 12 km.
Our question to the company was: “Is this proposal waiting for a government response before commencement or has an agreement already been made?” This was answered by Yuraphan Sripitak, Sales & Marketing Manager: “Waiting for government approval and then we will process as plan.” (sic) Some Background: In April 2015 the Transport Minister ACM Prajin Juntong instructed the Harbour Department to speed up the design and study of a project to build ferry piers to link three seaside towns of Pattaya, ChaAm and Hua Hin. Prajin said he wanted the study to be done as soon as possible because the ferry piers would link the two sides of the sea, boosting tourism and the economy and trade in Pattaya, Phetchaburi and Prachuap Khiri Khan. He also said Siam Eastern Logistic Terminal Company had expressed its interest to invest 4 billion THB for the project. Hua Hin Today has now been provided with a 48 page proposal which is in line with the Minister’s comment. This appears to place the Siam Eastern Logistics Terminal Co., Ltd in the frontline for the cross-gulf ferry to become a reality although some caveats related to the need for government support remain.
Phase two described future routes to Koh Chang, Koh Samui, Surat Thani and the deep-sea port of Songkhla.
The likely benefits to flow from the project are described as economic (including ancillary businesses and employment opportunities) valued at not less than 16,500 million THB per year. Additionally the project provides for an interconnecting and convenient transport system for an estimated 3,000,000 travellers (foreigner 60% and Thai 40%) and 220,000 cars each year. About The Ferry Mid-sized catamaran ferries of 120 deadweight tons are proposed. Each would have capacity to carry up to 400 passengers, 30 cars, 12 motorcycles, and shipments not exceeding 40 tons. At full load, the ferry would have a 2.1-metre draft.
Sixteen daily trips for the PattayaPranburi route, and 20 for the PranburiPattaya route are envisaged. The ferry fare would be around 1,000 THB per trip for passengers, and 3,000 THB per car for the Pattaya-Pranburi route. Ferry speeds of around 45 knots or just over 80 kph. This is only a brief ‘snapshot’ of the full 48-page proposal which also addresses

infrastructure needs, port and terminal construction issues, environmental concerns, safety and staffing arrangements amongst a plethora of broad considerations. Whether the proposal is accepted, modified or an alternative proposal surfaces remains to be seen. However, it is evident that the Siam Eastern Logistics Terminal Co., Ltd is very interested.
11 Water Shortage Solutions for Hua Hin
The Mayor of Hua Hin Mr Nopporn Wutthikul is working closely with the Director and staff of the Provincial Waterworks Authority (PWA) to relieve water shortage problems in Hua Hin and to plan for the city’s growth and future requirements. The Hua Hin Mayor said that water problems continued to exist, despite his efforts to solve them. This has included using more water from the Phetchaburi dam or Pranburi dam, and even buying water from private companies at an extremely high price. The PWA has proposed an extension of major water lines from Ban Hua Na to Phetchakasem Road leading to Ban Khao Tao. From a central point, two more lines will be extended. The first line will go directly to central Hua Hin, with a second line going further to the Klai Kangwon Royal Residence, Boh Fai and Ban Sam Phraya-Cha-Am. According to the Mayor, in the future local people and business operators will use water from different lines so that there will be no water shortage. This idea is entitled
‘Two-Option Waterworks’. He stated that this solution has resulted from bilateral cooperation between the Municipality and the PWA.
The PWA Director added that the budget for carrying out the project has been allocated, but official approval from the PWA executive board is still required. Once the approval is given, the project can be completed in 2017 so that everyone in Hua Hin benefits from the additional water lines. The proposal will now be presented to the PWA executive board before a Memorandum of Understanding is signed.
The PWA will formulate the cost of using water with differing rates according to how much water is used and whether the use is for domestic or industrial purposes.
Kennel Expansion Paws-ability
Rescue Paws, a non-profit organisation focused on improving the lives and controlling the population of dogs living on the street in Hua Hin and surrounding areas, is expanding and needs your help. Rescue Paws provides basic necessities like food, healthcare, and attention to street dogs. They also strive to control the population of homeless dogs through sterilisation, and via education in schools and within the community.

Prachuap Khiri Khan Public Works and Town & Country Planning Official Somboon Nuancharoen has said the Department of Public Works and Town & Country Planning has received 77 million THB, designated as a budget for the development of Singkhon border crossing to facilitate the increasing trade and investment activities after the area was declared a special alleviation zone. Volunteer teams go into the field to administer parasite treatment, provide wound care and vaccinations, and befriend dogs that are then brought to their facility for sterilisation. The plan is basically catch, sterilise and release in an effort to see the number of stray dogs diminish in the coming years. Adoption is also a focus by finding dogs loving new homes.
Relying heavily on donations, the organisation is reaching out to the public to help fund this expansion project. Open houses at the facility are being planned, volunteers are always welcome, and fundraising projects are in the works.
Prachuap Khiri Khan Province is set to construct a border crossing building at Singkhon border with a budget of 240 million THB, to facilitate the expanding border trade and growing investment.
Hotels, condos, townhouses and industrial sites will use water from the two lines provided by the PWA; local houses will be using water provided by the Hua Hin Municipality. However, areas which are suffering from insufficient water for consumption, such as Boh Fai, Samoh Phrong, Samoh Tan and Tan Diew, will also use water from extended water lines provided by the PWA.
Mr Nopporn also stated “We will start in October this year and expect to complete it next year.”
Rescue Paws currently has 12 kennels, but no recovery area or adoption zone. Creating a recovery area and adoption zone allows the kennel space to be used for more dogs to be sterilised. The plan is to double the number of kennels and build a clinic to provide at least 1,000 sterilisations over the next two years.

Everest Returns to Prachuap Khiri Khan The first Thai woman to have successfully conquered Mount Everest has received a warm welcome upon her return to Prachuap Khiri Khan. Dr Napassaporn Chumnarnsit has become the first Thai woman to have ever reached the summit of Mount Everest. Dr Napassdaporn, known as Doctor-Oeem, is a dentist and has now returned from Nepal. She was given a warm welcome from the Prachuap Khiri Khan Hospital staff, including the Director of Hospital, Dr Niran Chantrakul. Dr Napassaporn expressed her gratitude to the Hospital Director and others who supported her financially so she could follow her dream and climb the world’s tallest mountain. She spoke about her
experience, saying she felt small when she reached the summit. She said she was proud not because she was the first Thai woman to have completed the journey, but because she was able to do it for His Majesty the King. Dr Napassaporn has encouraged people to take action to make their dreams come true, declaring that success is always beautiful. When arbitration is found in a contract, it sounds like all future problems between parties involved will be easily solved with a decision of the arbitrator. The truth is; it depends. When applied to international trading, arbitration is usually a good thing. If one is unable to verify the jurisdiction of a case, or the case is complicated and needs to be judged by a specialist or expert, use of an arbitrator is preferred. But… with a simple contract it will almost always cause a big problem when there is a dispute. When the parties involved in a contract (such as a house construction contract, a land purchase contract, or a lease contract) are in the same country and same jurisdiction, arbitration rarely works.

13 Growing Transportation Linkages Between CLMVT Countries Travel and tourism is growing in leaps and bounds thanks to growing air and land connectivity and accessibility of the key cities of Cambodia, Lao PDR., Myanmar, Vietnam and Thailand, or collectively CLMVT. In 2015, visitor arrivals to Cambodia grew by 6.1% to 4.78 million, to Lao PDR. up 13% to 4.7 million, to Vietnam up 0.9% to 7.9 million, Myanmar up 52% to 4.68 million and Thailand up 20% to 29.8 million. More growth is still to come as intraregional transportation linkages grow and
the national tourism organisations press ahead with joint marketing activities. A press conference followed the theme of “CLMVT Link: Prosper Together”. Representatives from the five countries provided the perspective on their countries circumstances as follows: Cambodia - Travel and tourism is now one of the four main pillars of economic growth with 620,000 direct jobs and contributing US$ 3 billion (13%) to the GDP. The target was for travel and tourism to generate 7.5 million to 8 million visitor arrivals, creating one million direct jobs by 2020. Lao PDR – The country is continuing to convert its land-locked status into a strategic advantage. There are now 10 border checkpoints with Thailand, eight with Vietnam, and one each with Cambodia and Myanmar. There is air accessibility to airports in Lao PDR. from Bangkok, Chiang Mai, Hanoi, Ho Chi Minh, Siem Reap and Phnom Penh.
Thailand Tourism Situation: January – April 2016 Visitor arrivals to Thailand from January to April 2016, totalled 11,682,144, a growth of 14.12% over the same period of 2015.
Myanmar – It was noted that airline access to her country was on the rise. Seven airlines are flying from Thailand and two from Vietnam. There are now four international checkpoints with Myanmar and Thailand and one with Lao PDR. Vietnam - There are now 13 flights a day from both Hanoi and Ho Chi Minh City to Bangkok; 17 flights a week between Ho Chi Minh City and Siem Reap, daily flights from Hanoi and Ho Chi Minh City to Phnom Penh, and five flights a day from Hanoi to Siem Reap.

In addition, there are now daily flights from Hanoi to Vientiane, Luang Prabang and Yangon, and 10 flights a week from Ho Chi Minh City to Yangon. New charter flights have been launched from Vinh (Nghe An) to Bangkok on 8th June.
All this infrastructure connectivity would make it possible to undertake numerous joint projects, such as motor caravans as well as activities such as ASEAN festivals, bazaars, spiritual events, cruise and riverbased tourism.

Bangkok to host 2017 WTTC Global Summit
This is based on a 27.35% increase in arrivals from China (now by far the largest source of visitors), a resumption of growth from Russia and a strong performance by the ASEAN countries, especially Thailand’s neighbouring countries of Cambodia, Lao PDR. and Myanmar. Mr Yuthasak Supasorn, Governor of Tourism Authority of Thailand (TAT) said, “Steady growing visitor arrivals are always good news. Mrs Kobkarn Wattanavrangkul, Minister of Tourism and Sports Bangkok, Thailand, has been selected as the host venue for the prestigious 2017 WTTC Global Summit, which is scheduled to be held on 26-27 April, 2017. The World Travel and Tourism Council (WTTC) announced its decision at the closing speech of the 16th WTTC Global Summit in Dallas, Texas.
In 2015, the Thai tourism industry hit the highest record in its history, both in terms of revenue and number of tourist arrivals. Thailand received total tourism revenue of 1.44 trillion THB (42 billion US dollars) from foreign visitors, up 23 percent over 2014. This was based on total visitor arrivals of 29.8 million, up 20 percent. This year TAT will be focusing less on the number of visitor arrivals and more on attracting quality tourists, targeting tourism revenue with a growth of 8% or around 2.41 trillion THB (68 billion USD). Of that total, 1.56 trillion Baht (44 billion US dollars) will come from international markets and 850 billion THB (24 billion US dollars) from domestic travel. 14 Asanha Bucha and Khao Phansa Important Buddhist Commemorations
Buddhists throughout Thailand will make merit this month during the morning alms rounds of Buddhist monks and the faithful will attend candle-lit processions at nearby temples in the evening to mark Asanha Bucha. Wan Asanha Bucha and Wan Khao Phansa are very important Thai Buddhist holidays in July. This year Wan Asanha Bucha is on Tuesday 19th July 2016 and Wan Khao Phansa on Wednesday, 20th July 2016. Many businesses, government offices, schools and the like will be closed. There will be restrictions on alcohol sales as well. There will be many activities around the temples, predominantly listening to sermons, making merit and feeding of monks.
Wan Asanha Bucha Wan Asanha Bucha commemorates the Buddha’s first sermon in the Deer Park at Benares (Varanasi) in India. In this sermon, known as Setting the Wheel of Dhamma in Motion, the Buddha first spelled out
the Four Noble Truths and the Noble Eightfold Path. This day is also regarded as the founding day of the Buddhist sangha (monkhood). Many Thai people will return to their ancestral homes to worship in their local temple and to bring offerings for the monks. In the evening they will often perform a wian tian, where they walk clockwise around the main shrine of the temple carrying a candle, three incense sticks and a lotus bed. During the day, monks chant mantras or repeat the first sermon of the Buddha.
Wan Khao Phansa Wan Khao Phansa means the day of entering the rains retreat. This is a three-
month annual retreat usually undertaken from July to October, during which monks must stay at the same temple, and refrain from wandering around the countryside. In India, it is known as Vassa. It begins on the day after Asanha Bucha. The tradition dates from the time of the Buddha, when he forbade monks to travel during the rainy season for fear that they might unintentionally harm crops or insects in the places where they walked.
The Rains Retreat in Thailand
In Thailand, monks use the retreat to meditate more intensively. Lay people will often use this period to adopt more ascetic practices, abstaining from meat, alcohol or cigarettes, for example. Wan Khao Phansa is often referred to as Buddhist Lent, with an emphasis on reflection and self-denial.It is also a time when many young Thai men ordain and join the monkhood for part or all of the period of the rains retreat.
Joining a Joyful Buddhist Ordination
The ordination of Buddhist monks is not a sombre or dull ceremony but a proud and joyful celebration of family and religion with contemporary, though traditional, Thai culture on show and Thai food centre stage. If you are invited to the ordination of a Buddhist monk or for that matter just passing by a busier than usual Buddhist Wat or temple, consider taking the time to join in the celebrations. We were welcomed to Wat Nong Jang in Cha-Am where 37 men of all ages were being ordained as Buddhist monks at the Wat’s annual ordination day of feasting, dancing and religious ceremony. First the food, free to everyone, no questions asked, thanks to the generosity of local food stalls, restaurants and families. A literal smorgasbord of Thai style cuisine with more variety and quantity than could possibly be managed at 10am in the morning and not a drop of alcohol in sight. The soon-to-be monks have priority, as monks must have their last meal of the day before 12 noon. White laced robes are
worn prior to adopting the usual saffron colour later in the day. The protégés have also been shaven, head and face, including eyebrows, an early morning task jointly undertaken by family members and the official Wat ‘barber’. After instruction from the Wat’s hierarchy, basic gifts are formally handed over by very proud family members such as basic clothing and maybe even an electric fan. This becomes something of a farewell, albeit temporary, and a handing over of the novice to the sanctity of the Wat for a period which will typically be some months. The final ceremony involves the new monks, family and friends circling the Wat three times, the latter in festive dance mode with banks of speakers blasting out music at high volume.
The ordination of a monk is not about tourism; however visitors who are respectful are welcome. Don’t expect to be the centre of attention, but if you smile and follow the lead of locals (including the dancing) this will be one of the most authentic and memorable experiences of Thai culture you can imagine. In true Thai style, this serious business is also a joyful time to celebrate; a very happy time or in Thai - Sanuuk Maak!

15 Making Quite a Racquet
Arturo Navarro may be new to Hua Hin, but already knows the mark he’d like to leave. “When you think of tennis in Thailand,” he said, “you will think of True Arena.” An ambitious goal to be sure, but as the Director of Tennis at True Arena Hua Hin, Arturo is in a prime position to make this happen. Arturo comes to True Arena Hua Hin via Peter Burwash International, Inc (PBI) a tennis management company founded in 1975 with contracts around the world. PBI has a long history of identifying energetic and dynamic teaching professionals, training them to exacting standards to meet the needs of both tennis players and resort and club managers. Arturo is a certified PBI Tennis Professional. Arturo has been with PBI for almost nine years. Before accepting his current 2-year contract with True Arena, his assignments have included posts in Dubai, Muscat, Austria and Puerto Vallarta, Mexico. This formerly top-ranked junior player for his native Mexico, went on to compete in Division 1 level tennis for the University of Nebraska where he earned a degree in marketing. Injuries stopped Arturo from going pro after college, but his love of the sport never diminished. “I love the sport,” he said. “It is my passion. I like sharing my knowledge. If I can help someone that really makes my day.” Not wanting to let go of the sport he loved so much, Arturo turned his attention to coaching and helping others find a passion for tennis. When asked the top three things coaching has taught him, the certified USPTA Elite Professional was reflective and answered, “First is personalisation. Every person is different, and you can’t teach with just one system. You have to treat each person as an individual.” His second lesson was to listen to what the customer wants. What are their goals? What do they want to achieve? He said it is also important to ‘listen’ to their body language to determine what they need that they might not be saying out loud. “Listen, observe, teach,” he said. And the final thing coaching has taught him? “Relax and enjoy life.” Arturo shared his philosophy on being disciplined - create rituals. “All tennis players have rituals,” he said. “There are so many things you can’t control that rituals help you get in the right mindset.” A good warm up with music, note taking, and a newly strung racquet with a new grip are some of his rituals when he is competing. But to turn professional is a rough road. “You have to really want to be a professional,” he said. “It’s about hard work as well as talent. And, you have to be strong mentally.”
One of the big goals for Arturo is to train Thai tennis players to become professional tennis players. True Arena has established a Tennis Academy, and is always striving to find new ways to attract Thai talent. This includes setting up player scholarships and sponsorships. So far his biggest challenge at True Arena is the transient population of tourists, and holiday travellers from Bangkok who are only in for long weekends. In light of this, he is working closely with the management team to create programs that will appeal to residents as well as travellers. Arturo is married to his wife of eight years Ulrike, who is a kinesiologist and sports trainer. “I’ve been married three times to my same wife,” he said with a smile. “First in Austria (where they both lived when they met), then in Germany (where Ulrike is from), and finally in Mexico (where he is from).” Aside from tennis, Arturo likes to work out in the fitness centre, and golf when time allows.

Antioxidants – Slowing Down Damage to Our Cells Similarly to our last article about free radicals, this article is again about beauty and esthetics Today we will be talking about the substances that help eliminate free radicals, antioxidants. Many of you must have heard about antioxidants from commercials and advertisements. But what is the function, where do they come from, and what are the benefits? An antioxidant is a compound that can prevent, suppress, or slow down oxidation. Just like iron that turns rusty, apples that turn brown, or vegetable oil that starts to have that rancid smell, the metabolism of our body that is further transformed into energy for the cells are also the cause of free radicals that cause oxidation. These have bad effects on our body. Antioxidants have the ability to break down free radicals and prevent oxidation. This helps slow down damage to the cells. Naturally, our body can produce antioxidants. However, the amount of antioxidants produced is not enough to destroy all the free radicals occurring from both our own metabolism and the external environment (e.g. grilledroasted food, UV light, air pollution, etc.). Combined with the fact that only one kind of antioxidants is not sufficient to
prevent all oxidation, it is necessary that we also receive the antioxidants that our body cannot produce by itself such as Vitamin B, Vitamin E, beta-carotene, and Vitamin A, which is contained in fruits and vegetables. Antioxidants extracted from plants or synthesised have been used as an ingredient of supplements of various kinds to help cure and prevent various diseases, including antiaging and beauty. However, studies show that antioxidants from these supplements are less beneficial to our body than those receive directly from eating fresh fruits and vegetables regularly (of course, it must be cleaned every time before being eaten). There are also other benefits from eating fruits and vegetables; such as fibre that help with digestion, prevent constipation, take cholesterol out of our body, and help remove toxins that can cause certain cancers in our body. 20 4 Land and Buildings Tax Coming in 2017
The long-awaited land and buildings tax that won cabinet approval and is expected to generate more than 64 billion THB for government coffers when it takes effect next year. According to Finance Minister Apisak Tantivorawong, 60 billion THB is to come from commercial buildings, 4 billion from residences and 50 million from agricultural land. All income will be used for local development. The new tax is designed to expand the national taxpayer base, especially in assetbased taxation, with an aim to increase efficiency of tax collection among local organisations, narrow income disparity and improve land utilisation nationwide. The bill sets ceiling rates of 0.2% of appraisal value for land used for agricultural purposes, 0.5% for residences, 2% for commercial use and 5% for vacant or undeveloped land. The tax will be levied on first homes and land used for agricultural purposes with appraisal prices starting at 50 million THB, with the rate applied to the amount exceeding 50 million THB. Owners of first homes and farms with an appraisal price below 50 million THB will be free from the tax liability. The tax will also apply to second homes on a progressive basis, with rates of 0.03% to

Hilton Hotel Resort & Spa is undergoing a 500 million THB guest room refurbishment to ensure it stays ahead in an increasingly competitive industry. The refurbishment, which involves redecorating the beachfront hotel’s 296 rooms, is part of multibillion-THB rolling renovation program, which includes technology upgrades, that is due to finish in 2018, said general manager Denis Richter. “The big hotel renovation scheme is to serve changing tourist demand as demand as the Hua Hin hotel industry gets both more competitive and exciting, with new hotels and condominiums popping up,” Mr Richter said. The US hotel chain has been on the cutting edge of hotel modernisation, with digital check-in and other technology upgrades set to be available next year at most of its hotels worldwide.

The Tourism Authority of Thailand is working to promote the destination among Thais, while the Pacific Asia Travel Association is pushing Hua Hin among the conference, convention and exhibition markets. Mr Richter said better infrastructure linking it with other destinations, especially Pattaya, could further drive tourism in Hua Hin. Increased flight frequency and a high-speed train to Hua Hin are expected in the coming years. “If we can have more flights to Hua Hin, it will create a nice flow and boost accessibility for tourists. The future seaside
[ferry service] between Hua Hin and Pattaya will also create new and interesting tourism routes” he added. Mr Richter said the tourism industry had fully recovered and will continue to grow this year. Hilton Hua Hin Resort & Spa did well last year with occupancy rates in line with the industry average. The Thai Hotel Association said the average hotel occupancy rate in Hua Hin was 60-70% in the first quarter. This prompted Hilton Worldwide to develop more hotels in Thailand. It now manages eight properties in the country under the Hilton, DoubleTree and Conrad labels. The hotel chain aims to double its hotel portfolio in Asia-Pacific over the next five years, up from 150 hotels as of March 31. Currently, 269 new hotels are under development in the region. The Centara World ‘Masters of Swing’ 2016
The culmination of the 3rd edition of the Centara World Masters Golf Championship was poolside at the Centara Grand Beach Resort on the evening of Friday 17th June. This followed four days of golf competition at three regional Golf Courses; Banyan, Black Mountain and Sea Pines (Suanson). Within a short span of time, this event has become the biggest tournament for club golfers in Asia. The event attracted 450 amateur golfers from around the world aged 35 and over who competed for US$ 30,000 in prizes. The tournament attracted big numbers from Australia, the Philippines, Malaysia, India, New Zealand and China. The tournament is a major boon for tourism in Hua Hin during the low season. This night was a celebration of the Event’s success, with prize presentations, a sumptuous dinner and live entertainment. The mood of the evening was one of exuberance and jubilation despite a short rain interruption which failed to dampen enthusiasm.
Our conversations with the party-goers were laced with lavish praise of the organisers, the quality of the golf courses, competition and the social scene. The caddies were singled out as one special feature of golfing in Thailand. From all reports tipping was very generous. “By far the best managed event I’ve joined” or “so enjoyable” were common comments. Tournament director, Peter McCarthy, was singled out because of his “good looks, skills and ready wit.” Mr. Tanes Petsawun, Thailand Tourism Authority of Thailand (TAT) Executive Director of Europe, Africa, and Middle East Region said, “The immense interest in this golf tournament once again proves that Thailand is a golf paradise.” The TAT was an official sponsor of the event.

The only problem for the organisers with a large Australian contingency was to estimate the ‘beer budget’, not only for the opening and closing parties but for the 19th hole festivities every evening. Why so many Australians? Apart from the organisers having a history of managing competitions in Australia, holding the Event at this time of the year means that Australians can escape the winter at home. For the golfers from Melbourne this meant an escape from 13 degree maximum daytime temperatures and persistent drizzling rain.

Johnson Wins U.S. Open, The 14th Hua Hin/Cha-Am Despite Rules Controversy Golf Festival 2015 where he, and his closest competitors, could not be sure where they stood in pursuit of a U.S. Open championship. Johnson was assessed a one-stroke penalty after his round, but he had rendered the ruling moot by taking at least a two-stroke lead into the last hole, then closing like the major champion he has long been projected to be. He shot a one-under par 69 that included an 18th-hole birdie and won by three over Jim Furyk, Scott Piercy and Shane Lowry.
Dustin Johnson finally won his major championship, the U.S. Open at Oakmont Country Club on Sunday, but not without a large measure of controversy and suspense created by the USGA over a possible infraction by Johnson. Johnson was preparing to hit a putt on the fifth green when the ball moved. He backed away and summoned a rules official. Johnson informed him that he had done nothing to cause it to move, no penalty was assessed, and the matter appeared settled. Then on the 12th tee, USGA officials informed Johnson that they would re-assess the situation after the round, creating a situation
Johnson, 31, came into the final round trailing Lowry by four shots, but erased the deficit and took the lead with a birdie at nine, followed by a Lowry bogey. For most of the back nine, his lead was two, giving him a cushion in the event the USGA decided to rule against him. By the time he reached the 18th hole, his lead was three. The victory ended a skein of close calls for Johnson, 31, who finished T4 and T2 in the last two U.S. Opens, T6 and T4 in the last two Masters, and T7 in last year’s PGA Championship. He also has a T2 in the British Open. Defending champion Jordan Spieth, meanwhile, closed with a five-over par 75 and finished tied for 37th.

Too far forward (Pic 1) : This is the most common fault I see with amateurs. With the ball up this far, you’ll catch it thin or top it. I see golfers in our schools play these perfect 5- and 7-wood shots, but give them a 3-wood and they can’t hit it. First, they play the ball up in their stance, like a driver, and try to help it in the air. As a result, they top it or skim it along the ground. Second, they swing too hard. The green is usually out of reach, so they think the longer I hit this, the better. But those hard swings rarely end well. For better 3-woods, position the ball a few inches inside your front heel (Pic 2). And then don’t be afraid to hit down on it. Ben Hogan used to take a little divot with every fairway wood he hit, and so does Tiger. When it comes to tempo, think of your 3-wood as any other club: It has a distance maximum, whether yours is 250 yards or 150. Use the same tempo you would for an iron shot, finish in a balanced position and don’t try to squeeze out that extra 10 yards. Blending Cuisines and Cultures
It was dusk when we arrived at Gusto et Cosy restaurant. Half a dozen squid fishing boats sat grounded in the sand waiting for high tide before heading out into the Gulf of Thailand to land their daily catch. A few families were digging in the sand for clams. The setting was quite picturesque and completely unexpected. The second was a huge rack of BBQ Pork spare ribs. This dish is definitely a nod to American cuisine. Braised for 5 hours, these were ‘fall-off-the-bone’ delicious and came with two dipping sauces (although neither was needed). Other dishes sampled included a seafood pizza baked on pita bread, beef and pork skewers, seafood pasta, and an Isaan dish called farang kodd Laos, a play on the bar snack sai grok.
The restaurant, located on Khao Tao Beach, is elevated and overlooks the sea, with stunning views of Ko Sai and Ko Sadao, two small islands just off the coast. There is almost always a nice breeze any time of the day. Owner Khun Mee met us at the bar with open arms and ushered us to a table. Without opening a menu, he started calling out orders to his attentive wait staff. We began with
two of their signature dishes, from two different parts of the world. The first was a steaming bowl of Venus clams harvested from the shore just in front of the restaurant. The clams come in two styles cooked in butter or Spanish style. Our version was Spanish, a spicy yet somehow sweet combination that we ate with our fingers at the urging of Khun Mee.
The menu offerings are eclectic, fusion cuisine, or as Khun Mee likes to say “confusion style”. The menu is varied so that every diner in your party is sure to find something that suits their tastes.

Preparation: - Heat the wok to a medium-high temperature. - Add the chopped shallots, dried shrimp, sweet radish and bean curd; stir for 30 seconds. - Add the eggs, scrambling all of the ingredients together in the work, stirring continuously to ensure that it does not stick. - Add prawn and continue to stir for another 30 seconds. - Add the noodles, followed by the chicken stock and allow the noodles to soften from the stock. - Add Phad Thai sauce to the noodles, continuing to stir and mixing well. - Add bean sprouts, Chinese chives and ground-roasted peanuts, stirring for another 30 seconds. - Move to a serving plate and garnish with coriander leaves and a lime wedge. Aun’s Baguettes – ‘Let Them Eat Cake ………………. and Bread’ ‘Aun’s Baguettes’ opened on 19th April, filling a big gap in the daytime coffee, bread and sweet offerings available in downtown Cha-Am. Jettapon Yoswichai or Khun Aun to his friends, is well versed in this style of casual indulgence. He has a 10 year background from early beginnings at his Thai restaurant in Hua Hin. The positive responses from his customers to a part-time interest in baking convinced him that this should be the focus of his future culinary efforts. It’s apparent that changes in the tastes of Thai customers towards the ‘coffee culture’ needed to be accommodated and now 50% of his customers are Thai. The coffee part of the business is taken very seriously with a huge range of coffee styles and flavours on offer as well as iced coffee, chocolate drinks, fruit juice, frappe and smoothies and teas.
Staff training in the art of the barista has included a trip to Ko Samui to take barista ‘master classes’ there. By opening from 7 AM, Khun Aun caters for breakfast as well as the brunch, lunch or afternoon tea needs of locals and visitors to Cha-Am. Mind you this means a 2 AM start everyday for him to ensure fresh bread is available daily. Almost all visitors will head towards the beach down Narathip Road at some stage during their stay, so with plenty of offroad parking, indoor and outdoor seating, Aun’s is very visible and very convenient. To accompany the coffee culture there is a full range of European comfort food which is all prepared daily on the premises with pasta, soup, salads, English and American breakfast sets on the menu. However, front and centre is a range of freshly baked bread in various shapes, sizes and styles, including the traditional baguette, widely considered to be the quintessential French bread. There’s also Rye bread, Bavarian Bread, Multi-seed Bread, Marathon Bread, Ciabatta Bread and Wholemeal Bread just to name just a few. There’s a delightful range of packaged homemade cookies to take home for a later snack. You may choose from a wide range of bread roll fillings and if eating on the run is really necessary, take-away is available with quick and service.
More than 400 years of practice, a French revolution and much more have gone into making the baguette the bread we all know and love today. Chat Chai Market is an enormous labyrinth where one can spend hours exploring, often winding back to where they began yet still only scratching the surface of all there is to offer. This market has everything from fresh fruit to flowers. From sea creatures big and small to all cuts of pork and beef. From souvenirs for tourists to household essentials for locals. But it is best known for the abundance of curry pastes and dried spices. The most typical curry pastes in Thailand are red and green. Red curry paste tends to be the most versatile, lending itself equally well to coconut milk-based curries and water-based curries. Green curry tends to be the most coveted as it is so different to other curry pastes from around the world. Yellow curry is a mellow, spicy and sweet
blend with turmeric playing a key role. Orange curry (also known as sour curry) is made with just five ingredients (red chillies, shallots, sea salt, turmeric and shrimp paste) and goes best with fish dishes. There are many variations of these curry pastes on display at Chat Chai Market. It may take some sampling to really start to tell the difference between the different blends, but speak to the proprietors as they make and sell their curries every day - they really are experts in their field. Common ingredients used in most Thai curry pastes include shrimp paste
(fermented ground shrimp mixed with salt), chillies, onions or shallots, garlic, lemongrass, galangal, and coriander. Depending on the type of curry paste, other ingredients are then added such as tumeric, pepper, coriander seeds, cardamon pods, cumin, fermented fish, or finger root (Chinese ginger). Traditionally the ingredients are ground together with a mortar and pestle (or non-traditionally with a food processor). The curry paste is then formed into domes before being put out on display for sale. Dried spices are also available in abundance. Long peppers, cloves, nutmeg, sesame seeds, cinnamon, dried chilies, black pepper, white pepper, kaffir lime leaves, star anise and many other spices that don’t have English translatable words. Again, experimentation is the best way to try an unfamiliar spice. Chat Chai Market is an old and renowned

market, built in 1926 during Rama VII’s reign. It is designed with 7 adjacent semicircular roofs as a symbol that it was built during this period. Although renovated many times, the featured 7 roofs have always remained. An undercover market (there is a roof), Chat Chai also specialises in fresh and inexpensive produce - many locals shop here each day. Early morning is certainly the busiest time, and one can often witness orange-clad monks wandering the street receiving alms from the stall owners. Inside, the aisles are narrow and motorcycles traverse the market delivering ice-packed buckets amongst other things - it is best to keep on your toes and not linger in the middle of the aisles. Chat Chai Market is located in the centre of Hua Hin on Petchkasem Road, between Soi 70 and 72, and is open daily from 5am to about 3pm.

Revamped, Redefined, and Ready to Go Walking into the newly remodelled Coral Restaurant & Bar at Banyan The Resort, one can easily forget they are in Hua Hin. The feeling here is one of a beachside restaurant “down the shore” in an East Coast American city. White-washed picnic tables and chairs, with dark blue seat cushions piped with white, set the tone. I half expected a bucket of steamed seafood and corn on the cob to be poured in the middle of the table. Throughout the restaurant are other subtle touches – chandeliers hung with corded ropes, throw pillows printed with starfish and seahorses, blue, white and beige striped barstools – they all add to the illusion.
During a lunch time visit, I was dining with an out of town guest and we were fortunate to be served food from Coral and its sister poolside restaurant Splash. We started with a vodka-based drink from Splash called the Splash Blue Lagoon. With fresh juices and a dash of blue curacao syrup this was a refreshing and colourful treat. Then came the “Dragonita” – a margarita made with dragon fruit, this is a “don’t miss” drink. Other options included a Sea Breeze, a Strawberry Mojito, a non-alcoholic Tang Tang, and Icy Sparkling Mint. After our initial cocktails we switched to iced tea. My friend commented it was his favourite iced tea since he’d been in Thailand (on his eighth day at that point). Then the feast began. First up was a Roma Sandwich from Splash. On top of fresh-baked bread was melted mozzarella cheese, plump tomatoes and fresh pesto. On the side was a small salad, and a generous basket of French fries. Next up was the Massaman Lamb Shank (Massaman Gae) from Coral. Full disclosure – I love lamb shank, and this dish did not disappoint. This was a first massaman-lamb pairing for me, and I will definitely be back for more.
After the lamb, we were presented with another Coral specialty: Pan Seared Hokkaido Scallops. Perfectly cooked scallops sat beside a river of green pea puree. Also dotting the plate were pieces of pan-seared pork belly. The combination was delightful and my dining companion couldn’t get enough. Finishing off our meal, we chose the Pineapple Crumble with Vanilla Ice-cream for dessert. It was even better than it sounds. I wanted to order a side of the vanilla sauce to take home and smother it over everything I could find. Splash is open daily from 11am – 6pm. There is also a Saturday night promotion called Meating & Fishing - a modern take on the classic Surf & Turf. This unique gimmick allows diners to barbecue their own meats and vegetables at various grilling stations around the perimeter of the seating area. Quite a fun concept – and yes, the staff will help you grill if you like. Coral Restaurant & Bar is an all-day dining restaurant serving Thai and International cuisine, steaks and burgers. The restaurant is open from 6 am – 10:30 pm. There is a breakfast buffet from 6am – 10:30am, and then the regular menu takes over straight through until closing time. FOOD & Entertainment, July 2016
40 12 A Gastro Pub You Can Trust
How an enormous pink building can be an undiscovered dining treasure is a mystery, and yet hiding in plain sight, Namsaah Bottling Trust has been able to pull it off. Calling itself an Asian gastro bar, the restaurant in the heart of Bangkok opened its doors on Silom Soi 7 (Soi Sirijullassayvok) in June of 2014. Located toward the end of the soi, the restaurant is set back a bit, but it is still hard to miss despite its distinctive paint job. The collective brainchild of Chef Ian Kittichai (an award-winning chef, author and television personality), music impresario Frederic Meyer, creative arts and culture expert Jeremy Opritesco, and nightlife guru Justin Dunne, Namsaah is the culmination of their respective talents. This bespoke bar and restaurant is housed in an early 20th century grand villa. The house has played numerous roles – the
residence of a Royal aide-de-camp, a soda company’s bottling office and the headquarters of a bank. The Thai word namsaah is an old fashioned word referring to sparkling water or soda water. Namsaah Bottling Trust pays homage to the building’s colorful history. The heart of the house has to be the large bar on the ground floor. Patrons are spoiled for choice with a selection of more than 30 whimsical cocktails. The question is: keep it old school and classic, or try a specialty cocktail with an Asian flavour twist? Take your time with the drink menu and talk it over with the bartender as there are some amazing combinations that may be a bit unexpected. The Kaffir Lime Watermelon Smash is my favorite - and I can’t stop at just one. The food menu features a variety of playful bar bites with regional influences, such as spicy soda-battered shrimp in a Sriracha-aioli glaze, salmon tartare wonton ‘tacos’, and fresh duck spring rolls. Upstairs features a more formal dining area with a full service a la carte menu. Dishes such as duck confit noodle salad, red curry beef and sweet and sour pork, play to an Asian perspective and pair surprisingly well with the creative cocktails. My current favorite is the krapow burger – just the right amount of spice and a nice change from a regular old burger. Namsaah Bottling Trust is open 7 days a week from 5 pm until 2am. The full menu is served from 5pm until 12am and drinks are served from 5pm until close.

Where There’s Smoke, There’s Not Always Fire
Another grand old villa, this one down a private alley off Rama 4, is our second hidden gem - the Italian restaurant Il Fumo. Il Fumo is Italian for smoke, but don’t worry you’ll be in safe hands! The entrance is really easy to miss, so look for a sign on the road just past the Amanta Condominium. Pull down the alley about 200 metres and on the left you will find this exciting new restaurant in a house once owned by the descendants of King Rama IV. Founded by husband and wife team Choti and Debby Leenutaphong along with chef Luca Appino, this team is also behind Bangkok favourites La Bottega di Luca and Vesper Cocktail Bar & Restaurant. Il Fumo specialises in contemporary Italian wood charcoal grilled cuisine coupled with vintage craft cocktails. Decorated like an Italian country home, the restaurant has two main areas - a bar just inside the front door and to the right a dining area looking into a glass-walled show kitchen. The bartending team is led by Pailin Sajjanit, and offers a bar menu that is “A complete and practical guide to the long-lost and lesser-known mixed drinks”. Fancy a Corpse Reviver 2.6, or an updated Rob Roy, or maybe a Sazerac? Be sure to try these and more at this throw-back cocktail bar. The food concept at Il Fumo is that great ingredients require minimal intervention. What nature has given needs as little adjustments as possible. Couple that with the power of fire, wood and charcoal, and you get the gist of how this restaurant operates.
Wood charcoal grilling allows the purest flavours to emerge from the ingredients. In light of this, the chefs seek out the best woods available in the market - all imported from Italy. Cherry wood is used for the meats for its tremendous aroma. Olive wood is used for fish, as its natural aroma is complimentary with the taste of the sea. Almond wood is used for red prawns and other delicate dishes due to its slightly nutty, but sweet characteristics. If you are not sure what to try, don’t miss the dry-aged Chianina cuts, the fresh burrata antipasti, the beautifully prepared octopus tentacle, and if you still have room the bomboloni con nutella (a doughnut filled with nutella). When ordering steaks, be sure to talk with your waiter to understand the portion sizes. Many of the steaks have minimum cut sizes. For example, the Australian Wagyu Tomahawk minimum cut is 1,000 grams - this is probably meant for sharing. Running the kitchen is chef-partner Luca Appino, and head chef Walter D’Ambrosio. Luca honed his culinary skills all around Italy, but draws most of his inspiration from the Piedmont region in the north. Walter developed his cooking style in the Abruzzo region of Italy beside the Adriatic Sea. Together, they have created a style unique to Il Fumo. The restaurant is open Monday - Saturday: 6 PM - 1 AM (but the kitchen closes at 11:30 PM) and Sunday: 6 PM - Midnight (kitchen closes at 11 PM). For reservations, call +66 (0) 2 286 8833.

16 42 14 Taking the Bait - Where to Fish in Hua Hin
“The charm of fishing,” said Scottish writer John Buchan, “is that it is the pursuit of what is elusive but attainable, a perpetual series of occasions for hope.” While in Hua Hin, if one wants to partake in this pursuit, there are plenty of options. Deep sea fishing is usually what comes to mind when staying near an ocean, and while this is an option, one might consider one of the many catch-andrelease fishing parks in the region. Catch-and-release fishing is a practice within recreational fishing, intended as a technique of conservation. After capture, the fish are unhooked and returned to the water before experiencing serious exhaustion or injury. Using barbless hooks, it is often possible to release the fish without removing it from the water. Imagine hooking a 80kg arapaima, a 62kg giant Mekong catfish, or even a giant Siamese carp weighing up to 32kgs - all these are plausible at one of the stocked ponds. The Kingdom of Siam now boasts more fish species to the budding angler than anywhere else in the world - both predatory and non-predatory share the same waters. Here are four of our favourite catch-and-release fishing parks in the region. Hua Hin Fishing Lodge Established more than 13 years ago, Hua Hin Fishing Lodge is open every day. This catch-and-release venue has two lakes adjacent to each other, with 44 different species between them. Of the many fish here, seven are currently on the Endangered or Critically Endangered Species List of the WWF. As this is catch-and-release, anglers have a better chance to land one of these endangered creatures here than in the wild - without depleting their numbers. Hua Hin Fishing Lodge offers day tickets at 800 THB for the top pond, and 1,900 THB for the top and bottom ponds. The price includes one rod and is valid from 9am - 6:30pm. Greenfield Valley Fishing Resort This fishing resort is located on an 80 acre estate. Opened by TV presenter and angling celebrity John Wilson, Greenfield Valley features 3 lakes stocked with a variety of the world’s hardest fighting freshwater sport fishing species like arapaima, Mekong catfish, Amazon red-tail catfish, barramundi, giant Siamese carp. The main lake is approximately 4 acres in size, and is home to a vast variety Thai and Amazon fish species. There are 23 species of sporting fish all in the range of 2.2kgs to 45kgs, as well as some big boys like arapaima (136kg), Mekong catfish and Chao-Phraya catfish (both up to 45kgs). An all-inclusive fishing package for a full day is 5,500 THB per person, valid from 7am - dusk. Half day rates are available at 3,900 THB per person and run either 7am - 1pm, or 1pm to dusk. Palm Tree Lagoon Fishing Park Located in Ratchaburi, halfway between Bangkok and Hua Hin, this fishing park has been around for over 25 years. The stocked lake spans three acres, and is stocked with 35 species of fish including stingrays, pacu, many carp species, and arapaima. Most of the species originate from Thailand, India, China and South America. The standard fishing rate per day (one or two day duration) is 5,500 THB per. This includes one predator rod, and two nonpredator rods. Sticking to carp and non-predatory fish only, the price drops to 4,500 THB per day and includes three rods.

Wine Dinner with Beringer Vineyard
It was one of those perfect nights. Dusk was setting in, a cool breeze blew in from the Gulf of Thailand, the mosquitos were at bay, and there was wine, lots of wine. Arriving at Luna La Pran Restaurant, the beachside restaurant at the Sheraton Hua Hin Pranburi Villas, we were met by a welcoming committee from Beringer vineyards - the longest continually operating winery in Napa Valley, California. Founded in 1876 by brothers Jacob and Frederick Beringer, the vineyard its now run by Jacob’s great great-grandson and chief winemaker Mark Beringer. With over 1,600 acres farmed across Napa’s best appellations (as well as Sonoma County and Paso Robles), the winery is recognised as one of the region’s preeminent producers with a rich portfolio of wines.
Luna La Pran has a few great specials right now for those who haven’t made the drive to check out this charming restaurant with a panoramic view of the gulf. First up is their happy hour, which runs 4pm - 6pm and 9pm - 10pm every day. Then, every Saturday, Luna La Pran has a BBQ buffet with fresh seafood and marinated meats, grilled to order and accompanied by beautifully arranged salads and appetizers together with a delicious selection of Western specialties and Thai favourites. Also, Starwood Preferred Guests (SPG) members receive a 20% discount on food to boot.
On hand for this event were five wines from the winery: a chardonnay, a rose, a merlot, a cabernet, and a cabernet sauvignon. The restaurant spilled out onto the grassy lawn in front where tables and beanbag chairs had been set up. A band played live throughout the event - and there was even a little dancing. 46 Cholesterol: The Good, the Bad and the Ugly Trying to lower your cholesterol? First the bad news: all foods from animals contain cholesterol. And some worse news? Bacon may be the number one offender! Cholesterol is “a waxy, fat-like substance that’s found in all cells of the body,” according to the National Heart Lung and Blood Institute. The body needs cholesterol to produce hormones, Vitamin D, and substances that help us digest food. The body will make enough of the cholesterol it needs to perform these functions, but a lot of the foods will raise cholesterol levels, and too much can lead to health issues. The American Heart Association recommends adults 20 years old and older should have their cholesterol checked with a lipoprotein blood test every four to six years. The daily recommended allowance of cholesterol is 300 milligrams. There are two types of cholesterol: LDL and HDL. LDL cholesterol is considered the ‘bad’ cholesterol because it contributes to plaque, a thick, hard deposit that can clog arteries and make them less flexible. HDL cholesterol is considered ‘good’ cholesterol because it helps remove LDL cholesterol from the arteries.
Experts believe HDL acts as a scavenger, carrying LDL cholesterol away from the arteries and back to the liver, where it is broken down and passed from the body. Roe - or fish eggs, contain high amounts of cholesterol. A one ounce serving contains 135 milligrams of cholesterol. So, if you are going to splurge on this delicacy, try not to overdo it. When it comes to watching cholesterol levels, it is not all doom and gloom. Everything in moderation and a healthy, balanced diet coupled with exercise are the keys to keeping your cholesterol in check.
Low-Impact Exercises with High Payoffs The older we get, the more our bodies change, and it is imperative that we formulate a fitness plan and stick to it. In the past, high-impact activities (running, dancing, contact sports) may have been the norm, but an aging body needs a less forceful pounding, while still raising the heart rate. Keith Welsh Named Interim Director of Webster University Keith Welsh has been named interim director of Webster University Thailand. Sepak Takraw Kicks Off in Southeast Asia I’ve played volleyball, I’ve played kickball, I’ve even played hacky sack, but I’ve never combined them into a single sport like sepak takraw. Sepak takraw, or kick volleyball, is a sport native to Southeast Asia. Sepak takraw uses a rattan ball, rather than a leather ball like in volleyball, and players are only allowed to use their feet, knees, chest and head to touch the ball “Sepak” is the Malay word for kick, and “takraw” is the Thai word for a woven ball. Therefore, sepak takraw quite literally means “to kick ball”. The earliest historical evidence shows the game was played in the 15th century in the Malaysian state of Malacca. From there it spread across the strait to Indonesian, before the Malay people spread across the archipelago and beyond. In Bangkok, murals at Wat Phra Kaew (built in 1785), depict the Hindu god Hanuman playing sepak takraw in a ring with a troop of monkeys.
But it wasn’t until 1829 that the Siam Sports Association drafted the first rules for a takraw competition, and four years later introduced the volleyball-style net and held the first public contest. Within a few years, takraw was introduced to the curriculum in Siamese.
Other historical accounts mention the game earlier during the reign of King Naresuan (1590–1605) of Ayutthaya. The first versions of sepak takraw were not so much of a competition, but rather cooperative displays of skill played in a circle designed to exercise the body, improve dexterity and loosen the limbs after long periods of sitting, standing or working. In fact, it stayed that way for hundreds of years. The modern version of sepak takraw only began taking shape in Thailand sometime during the early 1740s.
By the 1940s, the net version of the game had spread throughout Southeast Asia, formal rules were introduced, and the sport became officially known as sepak takraw. International play is now governed by the International Sepak Takraw Federation (ISTAF). Major competitions include the ISTAF SuperSeries, the ISTAF World Cup and the King’s Cup World Championships. A match is played by two teams, each consisting of three players. One of the three players is in the back and known as the “tekong”. The other two players are in front - one on the left and the other on the right, and known as “left inside” and “right inside”.

The tennis facility and fitness center has been chosen by the Asian Tennis Federation (ATF) to be the host venue for the Asian Tennis Tour Thailand Series 2016 (ATT Thailand Series 2016) that will be held between May and October of this year. The first two matches of the Asian Tennis Tour Thailand, presented by B. Grimm, ran May 30 - June 5. The third series was sponsored by The Quant Group, and ran June 6-8. A male only competition, players were drawn from all over Asia, including Thailand, India, and Indonesia. The ATF, in cooperation with True Arena Hua Hin, organised the tour

54 Take a Hike to the Cool Waters of Pala U
No matter how you spell it - Pala U, Pala-U, Pa La-U, or Palau - this is one waterfall worth chasing. Pala U waterfall is in the southern end of the massive Kaeng Krachan National Park - the largest National Park in Thailand. Established in 1981, Kaeng Krachan covers 2,915 square kilometres and straddles two Provinces – Petchaburi and Prachuab Khirikhan. Fortunately for tourists and residents alike, the falls are located just 64 kilometres west of Hua Hin city. Pala U waterfall is actually a series of waterfalls, or steps. Comprised of 15 levels, the trek becomes more arduous the higher one climbs. The first 3 stages are pretty manageable for most people, but beyond that the trail becomes much more challenging. Between the falls are cool pools of water where soro brook carp (a fresh water fish) flourish. Feel free to take a dip with them – they might brush against your body due to their massive numbers, but they are harmless. It is illegal to fish in the park, so the numbers continue to grow.
Amongst the spectacular scenery is a plethora of wildlife. You thankfully won’t encounter the majority of animals in the park (leopards, bears, wild dogs, golden jackals, porcupines, tigers and many species of snakes), but you will spot many harmless birds and butterflies. For avid bird watchers, 420 different species have been identified in the National Park. Following close behind, with 300 species, are butterflies, which at some parts of the trail will envelop you in a cloud of gently flapping wings.
The falls vary in their water flow depending on the time of year. In theory, the rainy season (July to October) is the best time to visit. The water flow is higher, but the trails become slicker and the overall hiking is more challenging. The best time to visit is from November to February. During these months the water level, and therefore the falls, remain active yet the outside temperature is much cooler. The trails are drier and easier to traverse, and the lush mountainside surrounding the falls is a vibrant green and full of life. Even if you visit between March and June, the falls are still worth the trip. The jungle maintains a lot of its lushness and the water continues to flow, it just tends to be hotter and stickier. Besides hiking the trail, many people bring a picnic lunch and relax in the tranquil setting. If a picnic is not your thing, there is an open-air restaurant at the base of the falls serving traditional Thai fare as well as ice cold drinks.
As one enters the Kaeng Krachan National Park near the falls, there are warnings of elephant encounters, and for good reason. The area around the waterfalls has high levels of wild elephant activity. It is easier to spot wild elephants along the road here than in the central parts of the park. In fact, elephants are seen on the roads every day. If you are not lucky enough to see an elephant, you are guaranteed to see piles of dung along the road. From the clock tower in Hua Hin the distance to the entrance gate at Pala U waterfall is 60.2 kilometres. Once inside the gate, it is an additional 4 kilometres to the parking lot and the base of the falls. The current entrance fee for foreigners is 300 THB per adult and 200 THB per child. For Thai nationals, the entrance fee is 100 THB per adult and 40 THB per child. There is also a fee for your mode of transportation: motorcycles 20 THB, cars 30 THB, small bus/vans 100 THB and large buses 200 THB. The falls are open from 8:30am to 5pm, with the last ticketed entry at 4:30pm.
Do’s and Don’ts when encountering a wild elephant in your car: 1. DO stop your vehicle at least 30 metres away if possible. If the elephant walks closer, shift your car to reverse and drive off slowly. 2. DON’T blow your horn or make loud noises. This could enrage the elephant which may charge. 3. DON’T photograph the elephant with your flash on – the flash can frighten the elephant. 4. DO keep the car engine running in case you need to turn back. 5. DO keep your headlights on when driving at night – just don’t flash the lights as this could enrage the animal.

The Foreign National Information Form requires all “aliens” to submit the following information: Expats and foreigners in Pattaya are now being asked to complete the form, which asks for personal details such as bank account numbers, the addresses of social media accounts and information of places they visit frequently, when they go to complete their 90 day report or extend their visas. The form, which was first introduced back in April at the Immigration Division 1 office and at the One-Stop Service Center at Chamchuri Square in Bangkok, was introduced at Phuket immigration last month and is already being used at Samut Prakan immigration office. It is unclear if the form is mandatory. In April, Chatchawan Wachirapaneekhun, deputy commissioner of the Immigration Bureau’s crime suppression unit told Khaosod English the form was not mandatory. However, Maj Gen Chachaval Vachirapaneegul, told The Phuket News on May 18 that the form, titled “Foreign National Information Form” is mandatory.

คณะกรรมการการเลือกตั้ง (กกต.) ได้ประกาศให้วันอาทิตย์ท่ี 7 สิงหาคม 2559 เป็นวันออกเสียงประชามติรา่ งรัฐธรรมนูญ โดยเปิดทำ�การลง คะแนนออกเสียง ตัง้ แต่เวลา 08.00 - 16.00 น. โดยมีหลักเกณฑ์และวิธี การแสดงความคิดเห็นในการออกเสียงประชามติ ตามประกาศคณะกรรมการ การเลือกตัง้ เรือ่ ง หลักเกณฑ์และวิธกี ารแสดงความคิดเห็นในการออกเสียง ประชามติ พ.ศ.2559 ดังนี้ “การออกเสียง” หมายความว่า การออกเสียงประชามติตามมาตรา 39/1 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย (ฉบับชัว่ คราว) พุทธศักราช 2557 แก้ไขเพิม่ เติมโดยรัฐธรรมนูญแห่งราชอาณาจักรไทย (ฉบับชัว่ คราว) พุทธศักราช 2557 แก้ไขเพิม่ เติม (ฉบับที่ 2) พุทธศักราช 2559
“ผูม้ สี ทิ ธิออกเสียง” หมายความว่า ผูม้ สี ทิ ธิออกเสียงประชามติใน การออกเสียงประชามติรา่ งรัฐธรรมนูญ โดยการแสดงความคิดเห็นเกี่ยวกับการออกเสียง บุคคลสามารถ ดำ�เนินการด้วยวิธกี ารทีไ่ ม่มลี กั ษณะผิดไปจากข้อเท็จจริง รุนแรง ก้าวร้าว หยาบ คาย ปลุกระดมหรือข่มขู่ และไม่ขดั ต่อกฎหมายอืน่ เช่น การศึกษาค้นข้อมูล เกีย่ วกับร่างรัฐธรรมนูญ และประเด็นเพิม่ เติมให้เข้าใจอย่างครบถ้วนจากเว็บไซต์ สือ่ สิง่ พิมพ์ สือ่ อิเล็กทรอนิกส์ เพือ่ ใช้เป็นข้อมูลในการแสดงความคิดเห็นของ ตนด้วยถ้อยคำ�ทีส่ ภุ าพ มีขอ้ มูลทีช่ ดั เจน เป็นต้น และการแสดงความคิดเห็นในการออกเสียง ห้ามมิให้บคุ คลกระทำ�การ เพือ่ ให้ผมู้ สี ทิ ธิออกเสียงไม่ไปใช้สทิ ธิออกเสียง หรือออกเสียงอย่างใดอย่าง หนึง่ หรือไม่ออกเสียง หรือเพือ่ ให้ส�ำ คัญผิด ในวัน เวลา ทีอ่ อกเสียงหรือวิธี การลงคะแนนออกเสียง ด้วยวิธีการต่างๆ เช่น การสัมภาษณ์ผ่านสื่อด้วย ข้อความอันเป็นเท็จ หรือมีลกั ษณะรุนแรง ก้าวร้าว หยาบคาย ปลุกระดมหรือ ข่มขู่ การนำ�เข้าหรือการส่งต่อข้อมูลอันเป็นเท็จ การจัดเวทีสมั มนา อภิปราย โดยกลุม่ องค์กรต่างๆ ทีไ่ ม่มหี น่วยงานของรัฐ หรือองค์กรทีป่ ระกอบกิจการด้าน สือ่ สารมวลชนตามกฎหมายเข้าร่วม และมีเจตนาเพือ่ ปลุกระดมทางการเมือง การชักชวนให้ใส่เสือ้ หรือติดป้าย เข็มกลัด ธง ริบบิน้ หรือเครือ่ งหมายทีแ่ สดง สัญลักษณ์ เพือ่ นำ�ไปสูก่ ารปลุกระดมทางการเมือง เป็นต้น ดังนัน้ เพือ่ ให้ประชาชนได้เข้ามามีสว่ นร่วมและแสดงความคิดเห็นใน การออกเสียงประชามติได้อย่างถูกต้อง ตามประกาศคณะกรรมการการเลือก ตัง้ ดังกล่าว และเพือ่ เป็นการอำ�นวยความสะดวกให้กบั ผูม้ สี ทิ ธิออกเสียง และ ประชาชนทัว่ ไป สำ�นักงานคณะกรรมการการเลือกตัง้ จึงได้จดั ทำ�แอพพลิเคชัน่ สำ�หรับสมาร์ทโฟน ประกอบด้วย 1. แอพพลิเคชัน่ “ดาวเหนือ” เพือ่ อำ�นวยความสะดวกให้ผมู้ สี ทิ ธิ์ ออกเสียง โดยสามารถดาวน์โหลดแอพพลิเคชัน่ แล้วกรอกหมายเลขบัตรประจำ� ตัวประชาชน 13 หลัก ก็จะสามารถทราบข้อมูลที่เกี่ยวกับการออกเสียง ประชามติของตัวเอง ไม่วา่ จะเป็นหน่วยออกเสียง ทีอ่ อกเสียง ลำ�ดับการใช้ สิทธิอ์ อกเสียง และแผนทีน่ �ำ ทางไปยังหน่วยออกเสียงทีบ่ คุ คลนัน้ มีสทิ ธิ 2. แอพพลิเคชัน่ “ตาสับปะรด” เพือ่ ใช้ในการติดตามสถานการณ์ และป้องปรามการทุจริตในการออกเสียง โดยการมีสว่ นร่วมของประชาชน ใน การรายงานสถานการณ์เมือ่ มีการพบเห็นการทุจริตและการกระทำ�ผิดกฎหมาย หรือรายงานสถานการณ์ท่วั ไปที่เกี่ยวกับการออกเสียง โดยผู้ใช้งานสามารถ รายงานสถานการณ์ได้ทง้ั ข้อความ ภาพ เสียง หรือวิดโี อ ผ่านทางแอพพลิ เคชัน่ 3. แอพพลิเคชัน่ “ฉลาดรูป้ ระชามติ” เพือ่ อำ�นวยความสะดวกแก่ผู้ มีสิทธิ์ออกเสียงประชามติในการสืบค้นข้อมูลเกี่ยวกับเนื้อหาสาระของร่าง รัฐธรรมนูญ กระบวนการออกเสียงประชามติ หรือข้อมูลอืน่ ๆ ทีเ่ กีย่ วข้อง

3 โปรเจค ‘ท่าเรือเฟอร์ร่ี พัทยา-ชะอำ�-หัวหิน’ เป็นโครงการทีใ่ ช้เวลาในการคิดและทบทวนอยูน่ าน ล่าสุด ‘บิก๊ จิน’ พล.อ.อ.ประจิน จัน่ ตอง รัฐมนตรีวา่ การกระทรวงคมนาคม จึงสัง่ กรมเจ้าท่า ศึกษารายละเอียดเกีย่ ว กับโครงการทีม่ ชี อ่ื เรียกอย่างเป็นทางการว่า โครงการพัฒนาท่าเรือเฟอร์ร่ี เชือ่ มโยงอ่าวไทยตอนบนฝัง่ ตะวันออก และฝัง่ ตะวันตก (East-West Ferry) ให้แล้วเสร็จภายใน 1ปี การเดินเรือเฟอร์รข่ี นส่งผูโ้ ดยสารในประเทศไทยมีมานานแล้ว มีทง้ั การให้บริการในฝัง่ ทะเลอันดามัน และฝัง่ ทะเลอ่าวไทย ทัง้ ในรูปแบบการให้บริการในเส้นทางประจำ� (Schedule Route) และไม่ประจำ� (Nonschedule Route) แต่สว่ นใหญ่เป็นการให้บริการในเส้นทางไปยังเกาะต่างๆ จากการเดินเรือเฟอร์รใ่ี นฝัง่ ทะเลอ่าวไทย มีเส้นทางทีส่ �ำ คัญ ได้แก่ เส้นทางสุราษฎร์ธานี –เกาะสมุย เส้นทางเกาะสมุยเกาะเต่า และเกาะพงันเกาะเต่าเส้นทางตราด -เกาะช้าง เป็นต้น โดยผูใ้ ห้บริการเดินเรือต่าง ๆ ส่วนใหญ่กอ่ ตัง้ มานานและเพิม่ จำ�นวนเรือตามปริมาณผูโ้ ดยสารทีเ่ พิม่ ขึน้ ซึง่ ส่วนใหญ่เป็นนักท่องเทีย่ วทีเ่ ดินทาง ไปตามเกาะต่าง ๆ ในอ่าวไทยและทะเลอันดามัน ซึง่ มีชอ่ื เสียงในระดับโลก เป็นทีช่ น่ื ชอบของนักท่องเทีย่ วชาว ไทยและชาวต่างประเทศ เนือ่ งจากพัทยาและหัวหินเป็นแหล่งท่องเทีย่ วทีเ่ ป็นทีน่ ยิ มของนักท่องเทีย่ วชาวไทยและชาวต่างประเทศ เดินทางไปท่องเทีย่ วตลอดทัง้ ปี รวมทัง้ จังหวัดสมุทรปราการ ซึง่ เป็นทีต่ ง้ั ของท่าอากาศยานนานาชาติสวุ รรณภูมิ และเป็นเมืองเศรษฐกิจทีส่ าคัญ แต่ปจั จุบนั การเดินทางเชือ่ มโยงระหว่างพัทยา-หัวหิน สมุทรปราการ-พัทยา และ
เทศบาลเมืองหัวหิน และการประปาส่วนภูมภิ าค ร่วมวางแผนขยายเขตให้บริการน้ำ�ประปา แก้ปัญหา ขาดแคลนน้�ำ ส่งไม่ถงึ บางพืน้ ที่ พร้อมติดตามความคืบหน้า ตามบันทึกข้อตกลง (MOU) เทศบาลเมืองหัวหิน นำ�โดย นายนพพร วุฒกิ ลุ นายกเทศมนตรีเมืองหัวหิน พร้อมคณะผูบ้ ริหาร และเจ้า หน้าทีท่ เ่ี กีย่ วข้อง ร่วมกับ การประปาส่วนภูมภิ าค นำ�โดย นายชุมพล โชคพงษ์อดุ มชัย รักษาการผูว้ า่ การประปาส่วน ภูมภิ าค พร้อมคณะฯ ได้เข้าร่วมประชุมวางแผนขยายเขต ให้บริการน้ำ�ประปาในเขตเทศบาลเมืองหัวหิน และ ติดตามความคืบหน้าบันทึกข้อตกลง (MOU) ณ ห้อง ประชุมพูลสุข สำ�นักงานเทศบาลเมืองหัวหิน จากการทีเ่ ทศบาลเมืองหัวหิน ได้ด�ำ เนินกิจการ ประปาเพือ่ ให้บริการน้�ำ ประปาแก่ประชาชนในเขตรับผิด ชอบ 2 พืน้ ที่ คือ ต.หัวหิน และ ต.หนองแก แต่เนือ่ งจาก บางพืน้ ทีเ่ ป็นทีส่ งู และอยูห่ า่ งไกล ทำ�ให้ก�ำ ลังส่งน้�ำ ไปไม่ ถึง เกิดปัญหาขาดแคลนน้�ำ อยูบ่ อ่ ยครัง้ เทศบาลเมือง หัวหิน จึงได้ลงนามบันทึกข้อตกลงความร่วมมือ (MOU) กับการประปาส่วนภูมิภาค เรื่อง การให้ความร่วมมือ ดำ�เนินงานขยายเขตเพือ่ ให้บริการน้�ำ ประปากับประชาชน ในพืน้ ทีเ่ ทศบาลเมืองหัวหินทีย่ งั ขาดแคลนน้�ำ ประปา ขณะนีก้ ารดำ�เนินการมีความคืบหน้าไปมาก โดย มีการวางท่อส่งน้�ำ บริเวณพืน้ ทีซ่ อยหัวหิน 112 หมูบ่ า้ น หัวนาส่วนทีเ่ ป็นพืน้ ทีส่ งู และทีร่ าบเชิงเขา และหมูบ่ า้ นเขา เต่าแล้ว คาดว่าจะแล้วเสร็จภายในระยะเวลา 2 เดือน และในปีงบประมาณ 2560 จะดำ�เนินโครงการวางท่อส่ง
น้�ำ ประปาจากช่องเขาด่างมายังอ่างเก็บน้�ำ ชลประทานและ วางท่อบริเวณเลียบคลองชลประทานจนถึงสมอโพรง-บ่อ ฝ้าย และขณะนี้อยู่ระหว่างการขอรับการจัดสรรงบ ประมาณเพื่อดำ�เนินโครงการวางท่อขยายเขตจ่ายน้ำ�ใน พืน้ ทีช่ มุ ชนตะเกียบและถนนเพชรเกษมในเขตเทศบาล เมืองหัวหินซึง่ เมือ่ ดำ�เนินการแล้วเสร็จประชาชนบริเวณ พืน้ ทีข่ าดแคลนน้�ำ ดังกล่าว ก็จะสามารถเลือกใช้บริการน้�ำ จากการประปาส่วนภูมภิ าคได้ นอกจากนี้ ยังได้หารือเพิ่มเติมถึงความเป็นไป ได้ท่จี ะเพิ่มทางเลือกการใช้นำ�้ ประปาให้แก่ประชาชนที่ อาศัยอยู่ในเขตตัวเมือง ให้สามารถใช้บริการจากการ ประปาส่วนภูมภิ าคเช่นเดียวกับโซนพืน้ ทีห่ า่ งไกล ซึง่ หาก เป็นไปได้เทศบาลจะขอความร่วมมือภาคธุรกิจ เช่น ผู้ ประกอบการ โรงแรม ทีพ่ กั ขนาดใหญ่ ทีม่ กี ารใช้น�ำ้ ใน ปริมาณมาก ให้เลือกใช้บริการน้�ำ ประปาของการประปา ส่วนภูมภิ าค รวมทัง้ ประชาชนทีม่ คี วามประสงค์กส็ ามารถ เลือกใช้บริการได้เช่นกัน ทัง้ นี้ จะทำ�ให้ประชาชนมีน�ำ้ เพือ่ การอุปโภคบริโภคอย่างเพียงพอ โดยทีเ่ ทศบาลไม่ตอ้ ง เสียงบประมาณจำ�นวนมากในการนำ�มาแก้ไขปัญหาการ ขาดแคลนน้�ำ ประปาในอนาคต ซึง่ สามารถนำ�เงินส่วนนีม้ า ใช้ในการบำ�รุงรักษาและพัฒนาการผลิตน้ำ�ประปาให้มี คุณภาพและเกิดประสิทธิภาพได้อย่างยัง่ ยืน โดยทางการ ประปาส่วนภูมิภาค จะนำ�เรื่องนี้ไปหารือกับคณะกรรม การฯ ก่อน ซึง่ หากไม่ขดั ต่อข้อกฎหมายหรือระเบียบ และ คณะกรรมการฯ เห็นชอบ ก็จะแจ้งให้เทศบาลทราบ เพือ่ ทำ�บันทึกข้อตกลงร่วมกันต่อไป
สมุทรปราการ-หัวหิน ต้องเดินทางโดยรถยนต์เป็นหลัก แม้ในเส้นทางสมุทรปราการ-หัวหิน อาจมีโอกาสเดินทาง โดยเครือ่ งบินได้ แต่กม็ นี อ้ ย เพราะมีขอ้ จำ�กัดด้านสนามบิน นอกจากนี้ การเดินทางโดยรถยนต์กม็ รี ะยะทางที่ ยาวไกล จากพัทยาถึงหัวหินโดยทางรถยนต์ประมาณ 430 กิโลเมตร จากสมุทรปราการ-หัวหิน ประมาณ 250 กิโลเมตร อีกทัง้ ยังต้องเดินทางอ้อมผ่านกรุงเทพมหานคร และฝ่าการจราจรอันแออัดทุกครัง้ ซึง่ อาจจะใช้เวลา นานถึง 5 หรือ 6 ชัว่ โมง ประกอบกับตลอดเส้นทางก็เต็มไปด้วยมลพิษทัง้ ทางเสียง ฝุน่ ละออง และไอเสียจาก เครือ่ งยนต์ดว้ ย หากใช้การเดินทางทางน้าโดยเรือเดินทางเชือ่ มโยงระหว่างพัทยา-หัวหิน สมุทรปราการ-หัวหิน และ สมุทรปราการ-พัทยา จะมีระยะทางทีส่ น้ั กว่าทางบกมาก คือ พัทยา-หัวหิน มีระยะประมาณ 110 กิโลเมตร สมุทรปราการ-หัวหิน มีระยะทางประมาณ 152.1 กิโลเมตร และสมุทรปราการพัทยา มีระยะทางประมาณ 68.6 กิโลเมตร เท่านัน้ จึงมีแนวความคิดว่า หากมีการเชือ่ มโยงการเดินทางพัทยา-หัวหิน สมุทรปราการ-พัทยา และสมุทรปราการ-หัวหิน ซึง่ อยูอ่ า่ วไทยตอนบน โดยทางเรือเดินทะเลทีใ่ ช้เวลาไม่นานมากนัก ประมาณ 2 ชัว่ โมง ด้วยค่าโดยสารทีไ่ ม่สงู มากนัก ก็จะเป็นประโยชน์ตอ่ การเดินทางท่องเทีย่ วทัง้ พัทยา หัวหิน และสมุทรปราการ และช่วยลดระยะเวลาเดินทางของคนในภาคตะวันออกไปยังภาคใต้ของประเทศ
อาศัยอาํ นาจตามความในมาตรา 44 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย (ฉบับชัว่ คราว) พุทธศักราช 2557 หัวหน้าคณะรักษาความสงบแห่งชาติโดยความเห็นชอบของคณะรักษาความสงบแห่งชาติ จึงมีคาํ สัง่ ดังต่อไปนี้ ข้อ 1 ในคําสัง่ นี้ “ค่าใช้จา่ ยในการจัดการศึกษา” หมายความว่า งบประมาณทีร่ ฐั จัดสรรให้แก่หรือผ่านทาง สถานศึกษา หรือผูจ้ ดั การศึกษาเพือ่ เป็นค่าใช้จา่ ยในการจัดการศึกษาขัน้ พืน้ ฐาน 15 ปี “การศึกษาขัน้ พืน้ ฐาน 15 ปี” หมายความว่า การศึกษาตัง้ แต่ระดับก่อนประถมศึกษา (อนุบาล) (ถ้ามี) ระดับ ประถมศึกษา จนถึงมัธยมศึกษาปีท่ี 6 หรือระดับประกาศนียบัตรวิชาชีพ (ปวช.3) หรือเทียบเท่า และให้หมายความ รวมถึงการศึกษาพิเศษและการศึกษาสงเคราะห์ดว้ ย “การศึกษาพิเศษ” หมายความว่า การจัดการศึกษาให้แก่บคุ คล ซึง่ มีความผิดปกติอย่างหนึง่ อย่างใด ซึง่ จําเป็นต้องจัดการศึกษาให้เป็นรูปแบบโดยเฉพาะ และอาศัยเทคนิคต่าง ๆ ในการสอนตามลักษณะความต้องการและความจําเป็นของแต่ละบุคคล “การศึกษาสงเคราะห์” หมายความว่า การจัดการศึกษาให้แก่เด็กที่ตกอยู่ในภาวะยากลําบาก หรืออยู่ในสถานภาพที่ด้อยกว่าเด็กทั่วไป หรือที่มีลักษณะ เป็นการกุศล เพือ่ ให้มชี วี ติ และความเป็นอยูท่ ด่ี ขี น้ึ มีพฒ ั นาการทีถ่ กู ต้องและ เหมาะสมกับวัย ข้อ 2 ให้สว่ นราชการทีเ่ กีย่ วข้องตามทีค่ ณะรัฐมนตรีกาํ หนดเตรียมการเพือ่ จัดให้เด็กเล็ก ก่อนวัยเรียนได้ รับการดูแล และพัฒนาทางร่างกาย จิตใจ วินยั อารมณ์ สังคม และสติปญ ั ญา โดยส่งเสริมและสนับสนุนให้องค์กร ปกครองส่วนท้องถิน่ และภาคเอกชนเข้ามีสว่ นร่วมในการดําเนินการด้วย ข้อ 3 ให้สว่ นราชการทีเ่ กีย่ วข้องกับการจัดการศึกษาขัน้ พืน้ ฐานดําเนินการจัดการศึกษาขัน้ พืน้ ฐาน 15 ปี ให้มีมาตรฐานและคุณภาพ โดยไม่เก็บค่าใช้จ่ายให้รัฐมนตรีว่าการกระทรวงศึกษาธิการ โดยความเห็นชอบของ คณะรัฐมนตรีกาํ หนดอัตราค่าใช้จา่ ยในการจัดการศึกษาสําหรับการศึกษาขัน้ พืน้ ฐาน 15 ปี เพือ่ เสนอตามกระบวนการ จัดทํางบประมาณรายจ่ายประจําปี ค่าใช้จา่ ยตามวรรคสอง ได้แก่ (1) ค่าจัดการเรียนการสอน (2) ค่าหนังสือเรียน (3) ค่าอุปกรณ์การเรียน (4) ค่าเครือ่ งแบบนักเรียน (5) ค่ากิจกรรมพัฒนาคุณภาพผูเ้ รียน (6) ค่าใช้จา่ ยอืน่ ตามทีค่ ณะรัฐมนตรีเห็นชอบ ข้อ 4 ให้กระทรวงศึกษาธิการจัดทําหรือปรับปรุงกฎหมายทีเ่ กีย่ วข้องเพือ่ นํามาใช้แทน และขยายผลต่อจาก คําสัง่ นีแ้ ล้วเสนอคณะรัฐมนตรีพจิ ารณาภายในหกเดือนนับแต่วนั ทีค่ าํ สัง่ นีใ้ ช้บงั คับ ข้อ 5 ในกรณีมปี ญ ั หาเกีย่ วกับการปฏิบตั ติ ามคําสัง่ นี้ ให้รฐั มนตรีวา่ การกระทรวงศึกษาธิการ มีอาํ นาจวินจิ ฉัยชีข้ าด ข้อ 6 ให้อตั ราค่าใช้จา่ ยในการจัดการศึกษาตัง้ แต่ระดับอนุบาลจนจบการศึกษาขัน้ พืน้ ฐาน ทีม่ ผี ลใช้อยูใ่ นวัน ก่อนวันทีค่ าํ สัง่ นีใ้ ช้บงั คับ ยังคงมีผลใช้บงั คับต่อไปจนกว่าจะมีการกําหนดอัตรา ค่าใช้จา่ ยสําหรับการจัดการศึกษาขัน้ พืน้ ฐาน 15 ปี ตามข้อ 3 ข้อ 7 คําสัง่ นีใ้ ห้ใช้บงั คับตัง้ แต่วนั ประกาศในราชกิจจานุเบกษาเป็นต้นไป

ในเดือนกรกฎาคม ที่กำ�ลังจะมาถึง ได้ตรงกับวันสำ�คัญทางพระพุทธศาสนา 2 วัน คือ วันอาสาฬหบูชา ตรงกับวันที่ 19 ก.ค.59 และวันเข้าพรรษา ตรงกับวันที่ 20 ก.ค.59 เทศบาลเมืองหัวหิน จึงขอเชิญชวน พุทธศาสนิกชนร่วมสืบสอดขนบธรรมเนียมประเพณีชาวพุทธตามกิจกรรมที่พึงปฏิบัติ วันอาสาฬหบูชา หมายถึง การบูชาในวันเพ็ญขึ้น ๑๕ ค่ำ� เดือน ๘ เป็นวันสำ�คัญอีกวันหนึ่งของพระพุทธ ศาสนา ในสมัยพุทธกาลมีเหตุการณ์สำ�คัญเกิดขึ้น 3 ประการ คือ 1.เป็นวันแรกที่พระพุทธเจ้าทรงประกาศพระ ศาสนา โดยการแสดงพระปฐมเทศนา คือ ธรรมจักกัปปวัตนสูตร ประกาศสัจธรรมอันเป็นองค์แห่งพระอนุตรสัมมา สัมโพธิญาณที่พระองค์ตรัสรู้ ให้เป็นที่ประจักษ์แก่ สรรพสัตว์ทั้งหลาย 2.เป็นวันแรกที่บังเกิดพระอริยสงฆ์สาวก ขึน้ ในโลก คือ พระโกณฑัญญะ เมือ่ ได้ฟงั พระปฐมเทศนาจบ ได้ดวงตาเห็นธรรม ได้ทลู ขออุปสมบท และพระพุทธเจ้า ได้ประทานอุปสมบทให้ด้วยวิธีเอหิ-ภิกษุอุปสัมปทา ในวันนั้น 3.เป็นวันแรกที่บังเกิดพระรัตนตรัย คือ พระพุทธ รัตนะ พระธรรมรัตนะ และพระสังฆรัตนะ ขึ้นในโลกอย่างสมบูรณ์บริบูรณ์ ในวันอาสาฬหบูชา ประชาชนทั่วไปมักนิยมทำ�บุญ ตักบาตร เข้าวัดฟังธรรม รักษาศีล และสวดมนต์ร่วม กัน โดยถือเป็นการสืบทอดขนบธรรมเนียมประเพณีของชาวพุทธ เพื่อน้อมรำ�ลึกถึงพระคุณพระรัตนตรัย อีกทั้งยัง ช่วยเสริมสร้างจิตใจให้ดำ�เนินชีวิตไปอย่างมีความสุขอีกด้วย วันสำ�คัญอีกวันหนึ่ง คือ “วันเข้าพรรษา” แปลว่า “พักฝน” หมายถึง พระภิกษุสงฆ์ต้องอยู่ ประจำ� ณ วัดใดวัดหนึง่ ระหว่างฤดู ฝน โดยเหตุ ที่ พ ระภิ ก ษุ ในสมั ย พุ ท ธกาล มี ห น้ า ที่ จ ะต้ อ งจาริ ก โปรดสัตว์ และเผยแผ่พระธรรม คำ�สัง่ สอนแก่ประชาชนไปในทีต่ า่ ง ๆ ไม่จ�ำ เป็นต้องมีทอี่ ยูป่ ระจำ� แม้ในฤดูฝน ชาวบ้านจึงตำ�หนิวา่ ไปเหยียบข้าวกล้า และพืชอื่น ๆ จนเสียหาย พระพุทธเจ้าจึงทรงวางระเบียบการจำ�พรรษาให้พระภิกษุอยู่ประจำ�ที่ตลอด 3 เดือน ใน ฤดูฝน คือ เริ่มตั้งแต่วันแรม 1 ค่ำ� เดือน 8 ของทุกปี เรียกว่า “ปุริมพรรษา” เพือ่ ให้งานประเพณีแห่เทียนพรรษา ซึง่ เป็นประเพณีอนั งดงามของชาติได้ด�ำ รงอยูส่ บื ต่อไป และร่วมรณรงค์ งดเหล้าในวันเข้าพรรษา เทศบาลเมืองหัวหินจึงได้จัด “โครงการจัดงานประเพณีแห่เทียนพรรษา” ขึ้น ระหว่าง วันที่ 14 – 15 กรกฎาคม 2559 ณ สวนสาธารณะโผน กิ่งเพชร วันที่ 14 กรกฎาคม 2559 - พิธีหล่อเทียน พรรษา - การบรรเลงดนตรีไทย - เสวนาธรรม - พิธีเจริญพระพุทธมนต์และเจริญจิตภาวนา ถวายเป็นพระราชกุศล แด่พระบาทสมเด็จพระเจ้าอยูห่ วั และสมเด็จพระนางเจ้าสิรกิ ติ ์ พระบรมราชินนี าถ - พิธถี วายเทียนพรรษา วันที่ 15 กรกฎาคม 2559 - พิธีปล่อยขบวนแห่เทียนพรรษา จึงขอเชิญชวนประชาชนชาวหัวหิน ร่วมสืบทอดขนบธรรมเนียมประเพณีชาวพุทธตามกิจกรรมทีพ่ งึ ปฏิบตั ิ ในวันอาสาฬหบูชา วันเข้าพรรษา และร่วมกิจกรรมใน “โครงการจัดงานประเพณีแห่เทียนพรรษา” ระหว่างวันที่ 14–15 กรกฎาคม 2559 ณ สวนสาธารณะโผน กิง่ เพชร สอบถามรายละเอียดเพิม่ เติมได้ที่ งานศาสนาวัฒนธรรม ท้องถิ่น ฝ่ายส่งเสริมการศึกษา ศาสนาและวัฒนธรรม กองการศึกษา เทศบาลเมืองหัวหิน โทร. 032-511047 ต่อ 403 ในวันเวลาราชการ ศูนย์ดำ�รงธรรม 1132
