of golfers? I wonder what would be the take-up of golfers paying for a caddie if an ‘opt-out’ option was available. OK that’s my rant; I just a hope that golf course management think about attracting more players with fewer caddies!” A local ‘Cheap Charlie’ From the Editor: The point is well made and open for debate but don’t expect any changes soon. The comments of golfers and managers are welcome.

We all love caddies -; but there’s a price to pay

Public Transport around Cha-Am From comments after the 17,000 plus views the day after posting our videos of the first flight arrival on the Hua Hin Today Facebook page (www.facebook.com/huahintodaynews):

“At the moment I only play golf every few weeks although I would really enjoy playing much more often. There’s only one reason why I don’t play weekly – cost. One of the big reasons for the high cost of golf in Thailand is compulsory caddies. In many countries around the world, including my home country, a caddie is not even available (unless I arrange my own), let alone compulsory. Here the cost a round of golf is significantly increased because I must pay for a caddie as well as a caddie tip. This means I must pay an extra 800 THB or so – per round! Don’t get me wrong, I love playing with a caddie in Thailand. Apart from on-course assistance, they have a great sense of humour and it helps to improve my Thai; but it’s a luxury I can’t always afford. I also get it that caddie employment has a significant impact on community incomes, but should that be the responsibility HUA HIN TODAY, June 2018

Songthaews forbidden in Cha-Am? “ I’ve been to many holiday places in Thailand, but Cha-Am is one of the only places where there is no public transport to get around the town or the beach area other than on the back of a motorbike taxi. Most places, including Hua Hin, have a songthaew on a regular route or even a tuk-tuk, so that family members or groups of friends can get from the railway station or from one end of the beach to the other, but not in Cha-Am. Tourists with young children can’t be expected to get a ride on the back of a motorbike taxi. Locals say this is because the motorbike taxi operators control what’s possible and the municipality can’t change this situation; I think that’s ridiculous. If Cha-Am really wants more tourists; a way needs to be found to arrange safe and convenient local transport; I hope you can help. Wenche (from Norway)

“Nice, but how long will this service last?”, “Forever or just today??”, “Great ... it should happen long time ago anyway better late than never”, “This is great for Hua Hin can’t wait to use it later this year.. hopefully more routes later”, “That will save me 2.5 hours and a 2000b taxi ride to bkk”, “Awesome, hope this service will be the start of many routes”, “Great news for Hua Hin”, “You bloody beauty”, “Yes, definitely will use it”, “Love it will use it lata this year”, “wow wow wow super cool”, “I hope it will be everyday fly”.

3 Content 4 Cover Story The Hua Hin Jazz Festival was a major event on the local calendar for many years before disappearing then remerging last year.

This year we witnessed the biggest and best Hua Hin International Jazz Festival to date, including a preliminary Gala Charity Dinner and a number of local venues taking advantage of performances by international artistsat their own ‘side events’, One of the reasons for the Festival’s success was collaboration between the organisers, local businesses AND the local media. In our case discussions were underway over three months ago; that’s never happens! It’s a common complaint from all members of the English language media that information about coming events are ‘discovered’ by hearsay or revealed far too late. Unfortunately this includes official tourism bodies as well as the promoters. Anyone who has been in Hua Hin in recent times would have been ‘Blind Freddy’ not to know about the Jazz Festival as the media was actively involved in the promotion rather than accidentally seeing a roadside poster. We also need to thank Air Asia for an invitation to attend the Hua Hin Airport to welcome the inaugural Air Asia flight from Kuala Lumpur on 18th May. As we learnt back in August last year, Air Asia’s plans are for much more than flights between Kuala Lumpur and Hua Hin. Some nine months later and the transformation of local tourism is no longer a distant pipedream; the implications really are profound. By the time the readers see this edition of Hua Hin Today; I’ll have taken a flight from Hua Hin to Kuala Lumpur and a connection to Australia for a short break; but more about that journey in the July edition. 4 Hua Hin Realises the Age of International Flight

In what may prove to be a game-changing event for the local tourism industry; Hua Hin airport has welcomed the inaugural Air Asia direct flight from Kuala Lumpur.

The Hua Hin airport was abuzz in readiness for the inaugural HHQ to KUL flight; AK 830

On May 18th Air Asia launched the first of the four times weekly flights linking Malaysia with Hua Hin. Hua Hin Airport Director Apisit Ubolkomut says his airport was fully prepared as the first inbound passengers were greeted by bevy of dignitaries, a traditional Thai dancing troop and local resort staff on hand with welcoming gift packages.

The inaugural flight saw the traditional fire truck escort with a torrent of water cascading over the arriving Airbus A320 carrying close to the 160 passenger capacity. In addition to the Hua Hin – Kuala Lumpur route, Air Asia is looking into the possibility of launching a Hua Hin-Chiang Mai route. The proposal would encourage more travel to popular destinations in Thailand, while at the same time reducing passenger traffic at both Suvarnabhumi and Don Mueang. This would mean that after Hua Hin, Chiang Mai would be within easy reach for tourists arriving from Kuala Lumpur, which, in turn, would open up both destinations to people traveling not only from Malaysia but also from the likes of Indonesia, Singapore and Australia. Air Asia officials say this is a “wait and see” with the uptake of the Hua Hin to KL flights being one factor in determining the viability of extended routes.

Local reactions to this new venture are hopeful but some remain skeptical with social media including comments from those who are aware of past ventures of previous commercial operators who failed to deliver on promises to link Hua Hin with either domestic or international destinations. However as the largest LCC carrier of passengers in Asia, AirAsia has the track record to make good on projections of over 55,000 passengers in the first year of operations and over 2 million annually by 2022.

A host of local dignitaries were on hand in recognition of the significance of this international connection

The two hour flights are now scheduled for each Monday, Wednesday, Friday and Sunday, departing Kuala Lumpur at 10 AM local time, arriving in Hua Hin at 11 AM. From Hua Hin, flights depart at 11:30 AM local time, arriving in Kuala Lumpur at 2:35 PM. You’d expect to pay something under 3,000 THB for a return flight although this is date dependent with promotional deals available.

HUA HIN TODAY, June 2018

At least one Kuala Lumpur tour operator is now advertising trips for Malaysians to play at several of Hua Hin’s international standard golf courses as the forerunner of exchanges between the locations. With a short flight and only a one hour time difference, this is a very inviting golfing interlude.

Welcome to Hua Hin!

6 Brian’s Vision for Hua Hin: ‘Thailand’s Most Wheelchair-Friendly City’

Brian Jensen, or ‘Brian Wheelchair’ as many Hua Hin locals call him, is a staunch advocate for disability access. Apart from personal experience, he has the training and industry background to become Hua Hin’s most able disability access consultant. Brian’s profile in Hua Hin is partly due to his eye catching ‘motor-trike’. This is a custom-made hybrid with two modified Yamaha motorcycles and a ramped entry to a platform between the ‘frames’ to anchor his wheelchair. The trike is powered by the motor from one bike with an electric motor on the other side for reverse to give Brian the freedom to explore the countryside and beaches. He says he is often stopped by incredulous police who are eager for a ‘selfie’ rather than to show disapproval. Mark II of his wheelchair-mobile is now being planned as the most advanced wheelchair transport in town.

‘Wheelchair Brian’ and his custommade motor-trike

Brian’s disability was caused by a rare spinal infection. “It came like a thief in the night 29 years ago. Three years later I was totally paralysed from the armpits down.” He is a Danish citizen who, for the past nine years, has spent half the year in Hua Hin where the tropical climate gives his body a boost. “Already two days after I came here, I reduced my medicine to half. I do not understand why others suffer during the European winter when they have opportunities for a better and less painful existence here.” During early ventures to Thailand in the company of family members, Brian realised how he could enjoy a degree of independence and a better quality of life. Living in Thailand was much less stressful than he had imagined. Brian’s 20 years of industry experience in disability products led to him assisting the Hua Hin hospital and organising wheelchairs for local people in need. “It broke my heart seeing all of these disabled Thais without any form of transportation or the hope of one day getting a wheelchair” says Brian. As well as wheelchair design, he’s now very willing to provide advice to designers, builders or anyone who wants to ensure better wheelchair access. BEING ‘WHEELCHAIR FRIENDLY’ COMES DOWN TO THREE MAIN ISSUES: Acceptance Inclusion in community activities by the disabled is recognised as a basic human right with attitudes around the world changing in recent decades. Brian has seen big changes within his lifetime with wheelchair users being increasingly visible on the streets of his home country. The small number of wheelchairs that are visible in Thailand points to more than the practical difficulties of getting around. It’s also about a society that has yet to fully accept the disabled as equal community members.

Concrete barriers stop wheelchairs as well as motorbikes

Sidewalks may be impassable for wheelchairs

Obstructions Every pedestrian in Thailand knows how to keep one eye several metres ahead and one eye checking on the next step. Imagine the magnified difficulty for wheelchair users with gaping pavement hazards, sidewalk vendors or posts and vegetation in the centre of walkways. Pedestrians may be able to squeeze by, but wheelchair access becomes impossible. High curbs and steps without ramps complete the impassable obstacle course. Restaurants, banks and other public places are often inaccesable and public toilets for the disabled missing. Sometimes it’s just a matter of raising awarenss. At Brian’s favourite bar a ramp was built to his specifications within days of his request; it wasn’t too expensive or difficult!

This remains as a big problem UNTIL rules are enforced and attitudes change. Let’s hope that Brian’s vision for Hua Hin to become Thailand’s most userfriendly city becomes a reality; but there’s a long way to go before best practice is achieved. Contact Brian if some experienced and informed advice can help. Contact: www.life-of-brian.dk/thailandengelsk; email wheelchairthailand@ hotmail.com

Motorbikes Motorbike riders take advantage of any opportunity to use ramps or illegally cross the road. They will also take over restricted parking zones without a thought about those in need. The easy answer has been to place barriers to stop motorbikes which also become barriers to wheelchairs.

8 Considering China’s Electric Automotive Future at the Beijing Motor Show “Steering to a New Era”

Global carmakers touted their latest electric and SUV models in Beijing last month as China promises a more level playing field in the world’s largest auto market where domestic vehicles are making major inroads. Industry behemoths like Volkswagen, Daimler, Toyota, Nissan, Ford, and others displayed more than 1,000 models and dozens of concept cars at the 15th Beijing auto show with thousands of Chinese auto enthusiasts wandering the halls of the 220,000 square metres mega-exhibition centre.

Accounting for some 28.9 million car sales last year, the Chinese market could soon match those of the European Union and the United States combined. General Motors sold over four million cars in China last year, more than in the United States. Volkswagen sold more than three million, roughly six times its home market.

Volkswagen announced investments of 15 billion euros ($18 billion) in electric and autonomous vehicles in China by 2022. “China is our second home,” recently installed chief executive Herbert Diess said at a Beijing press conference, with its market set to be “the biggest” worldwide for electric cars. Even though Diess created a stir with his announcement, the big buzz surrounded the all-electric models from Tesla, the precocious child of Elon Musk. “Believe me, executives from local and global rivals were among those checking out Tesla’s stand,” one industry insider said. The BYD E-SEED concept car The show came as China’s market hits a transition period — the explosive growth in car sales seen over the last decade slowed last year and data from early this year point to a continued slump for many vehicle types. Chinese consumers are following their American peers toward SUVs while policymakers in Beijing push an all-electric future.

The new Chery Tiggo 8, a large seven-seat SUV that hit the Chinese car market in April. But domestic firms are outselling foreign firms in the SUV segment. In the electric car market, the figures are even more lopsided, as Beijing has heaped money on projects to dominate what it sees as the future. At the auto show, the domestic upstarts have a separate exhibition hall mostly to themselves — 124 of the 174 electric car models on display are homegrown. Government subsidies help consumers purchase the green cars, while policymakers are planning a quota system to force producers to build electric vehicles, with plans to one day phase out gas vehicles altogether. The Tesla Model 3 electric was turning heads

Nissan presented its first electric car produced for Chinese consumers, the four-door Sylphy Zero Emission, with a driving range of 338 kilometres. “The new Sylphy zero emission is the next step in our electrification strategy for China,” said Jose Munoz, Nissan’s chief performance officer, adding that the company will unveil 20 electrified models over the next five years.

Volkswagen CEO Herbert Diess in Beijing at Auto China 2018

Auto executives had their minds on the boiling trade war between Beijing and Washington, with every twist and turn fanning fears that it could bring their plans for China to a screeching halt. But Beijing has announced it will liberalise foreign ownership limits in the sector, a move seen as a possible olive branch to US President Donald Trump, who has railed against China’s policies in the sector. Foreign automakers account for more than half of vehicle sales in China, with VW saying it has “strong” local partners in their joint ventures “Hopefully, liberalisation will help fair competition, and having a level playing field,” said Jochem Heizmann, CEO of Volkswagen Group China. China currently restricts foreign auto firms to a maximum 50 percent ownership of joint ventures with local companies.

Electric Cars Proposed For Phuket

Leading proponents of the electrical vehicle (EV) push in Norway were in Phuket last month to propose to local officials they start looking toward building the infrastructure required to encourage people to use electric cars on the island. Sture Portvik, Project Leader E-mobility for Oslo, the electric car capital of Europe, along with Snorre Sletvold, President of the Norwegian electric vehicle association, have presented their arguments for a cleaner Phuket to Phuket Governor Norraphat Plodthong. Present to support their call was Thai Ambassador to Norway Prasittiporn Wetprasit. The proposal was to look at supporting the use of EVs in Phuket as part of the Phuket Smart City project, starting with a feasibility study on installing the infrastructure needed. “The government has a policy to promote the use of electric vehicles to reduce pollution, reduce global warming, which is a major problem in many countries around the world,” said Mr Prasittiporn. “One solution to solve the problem is the use of electric cars, or EVs, and many countries are now beginning to push people to use more electric cars,” he added. Norway is leading the way as one of the countries with the most electric

HUA HIN TODAY, June 2018

car users in Europe. “The venture will be the start of a longterm partnership that will drive tangible results,” he said. Mr Portvik pointed out that installing the charging infrastructure was the launch point for any drive toward EV use. “To kick-start the adoption of EVs electrical vehicle the City of Oslo has contributed to the proliferation of an adequate charging infrastructure. Today Oslo is Norway’s, and probably the world’s, largest owner of charging infrastructure. “Seeing is believing. Easily available charging infrastructure made the driving an EV attractive and convenient, but also helped to raise public awareness and increase understanding about EVs,” he said. Mr Portvik also pointed out that the City of Oslo over the past five years had driven the EV push with the following policy initiatives: • Free public charging infrastructure (normal charging) • Free parking (saves a lot of money) • Access to bus lanes (regional/local roads, saves time) • Grants for private charging infrastructures on private ground; shopping centres, housing communities etc. • Free pass through toll gates (regional/local roads) • Support for quick charging operators (grants, joint ventures) • A zero emission municipality fleet by 2020. So far more than 500 EVs (50 % of the fleet) • Zero emission public transportation by 2020 (so far 56 %, incl. electric trams, metro, bio gas and hydrogen, buses etc.) • Green procurement of goods and transport (demanding deliveries by zero emission)

However, Mr Portvik also made plain that to make the EV revolution possible; three critical success factors are required: • EVs must be cheap to buy (no purchasing tax, no VAT) • Cheap to use (free parking, free electricity, free passing in toll gates) • Convenient to use (easy access to charging) He added, “You also need the right product to succeed.” Governor Nopparat supported the idea. “Phuket is ready to push forward with this project. Phuket will launch this as a pilot project in accordance with the Smart City policy,” Gov Norraphat said. “Smart Environment and Green City are both set in the provincial development plan and to promote the use of electric vehicles, or Evs, is consistent with this – and may even start with public service vehicles,” he added. “It is government policy to encourage the use of electric cars to reduce pollution in response to global changes in the future,” Gov Norraphat said. 10 The Fifth Thai-Lao Friendship Bridge Planned

Construction of the 5th Thai-Lao friendship bridge linking the northeastern province of Bueng Kan with Laos’ western township of Pakxan in Bolikhamsai province is likely to commence this year-end with the Ministry of Transport expecting to seek budget from the government in October. Land clearing for the construction of a road heading to the site of the 3.6 billion THB bridge project in Bueng Kan province has already started with land along the road being expropriated and landowners compensated. Rubber trees along the route have also been felled for the road construction.

Bueng Kan governor Phisut Busayapanpong said that Bueng Kan has the logistic capacity to cater to the increased passenger and cargo traffic in Nong Khai and Nakhon Phanom once the two provinces are linked by dual track train system and high-speed train system with Bangkok. He said the people of Bueng Kan had the expectation that the new friendship bridge linking the province with Pakxan in Laos would boost trade, investment and tourism in the province and help improve its economy. Thai-Lao Friendship Bridge 1 (Nong Khai - Vientiane) completed in 1994 The bridge will also facilitate the flow of goods and people from northeastern Thailand through Laos into Vietnam and southern China and vice versa. The volume of border trade in Bueng Kan for the first six months of this fiscal year amounted to 4.7 billion THB with Thai exports accounting for 3 billion THB. With the completion of the bridge, Bueng Kan Customs Office expects that border trade will multiply to about 30 billion THB per annum.

Government Lottery Office Sets New Penalties for Overpriced Lottery Tickets Overpricing of lottery tickets will be liable to a maximum one-month jail term and/or a fine of 10,000 THB instead of a 2,000 THB fine under an amended Government Lottery Office Act approved by the Cabinet.

The amended law also seeks to ban the sale of lottery tickets in educational institutes and to people less than 20 years old. The penalty for violators is similar to that for lottery overpricing. Altogether 17 sections of the existing GLO Act have been amended. But the essence of the amendments concerns the allocation of lottery revenue, with 60 percent of the revenue from the sale of lottery tickets for each draw to be allocated as prize money; 22 percent to be sent to the state coffers; 17 percent as management fees. Two percent of the revenue will go to associations and organizations and one percent to a fund for social development. Twelve percent of the management fees will be discount given to lottery vendors or the retailers instead of 7 percent as it is now. “This means that a vendor who sells lottery at 80 THB apiece will in the future get 9.60 THB price difference instead of 5.60 THB” said Col Boonsong Chansri, deputy director of the GLO. He added that the amended law would allow the GLO to issue new products for sale which could be Lotto or online lottery.

Hua Hin Condo Owners Fined for Short-term Rentals

The Hua Hin Provincial Court has ordered owners of two luxury condominiums in Hua Hin resort district to pay fines worth nearly 30,000 THB for leasing their residential units on an illegal short-term basis to Thai and foreign tourists. The case has effectively decided that people who rent out their rooms on a daily and weekly basis, including via AirBnB are acting illegally. Under the 2004 Hotel Act, violators can be jailed for one year and/or subject to a fine of up to 20,000 THB and a daily fine with a maximum value of 10,000 THB. However, because the plaintiffs, whose names were withheld, pleaded guilty, the court agreed to reduce their penalties, RutprathipThamraphiphat, chief of Hua Hin district told the media. AirBnB actively promote their business in Thailand and the consequences from the ruling could be immense for the HUA HIN TODAY, June 2018

company, renters and consumers alike. The court ruled that people renting out their rooms on a daily and weekly basis contravened regulations surrounding hotels. Rentals of 30 days and more would be legal. The ruling followed an inspection of three units in a Wan Vayla Hua Hin Khao Tao condominium in Hua Hin last December that found their owners illegally leasing them out on a temporary basis. In the first case, the defendant was fined 5,000 THB and has to

Kanchanaburi

to Seek Recognition of Death Railway as a World Heritage Site

The majority of local residents have backed a proposal by a national committee on the protection of cultural world heritage sites to have the railway line recognised as a Unesco World Heritage Site, according to results of a survey by the province’s Cultural Office and Rajabhat Kanchanaburi University.

A World Heritage Site is a landmark or area selected by the United Nations Educational, Scientific and Cultural Organisation (Unesco) as having cultural, historical, scientific or other form of significance, and is legally protected by international treaties. The proposal, which got the backing from the Fine Arts Department, was first made in February 2014 by the national committee, which resolved to seek Unesco recognition for Death Railway and 10 other sites around Thailand, said Pisun Chansilp, Kanchanaburi’s chief cultural official. Following the public hearing, the relevant authorities will next prepare a report to apply for the recognition of Death Railway as a World Heritage Site, said Tharapong Srisuchart, director of the Office of Archaeology. He added that a survey by his agency had discovered train parts and structures on the route. The 415-kilometre Death Railway, also known as the Burma Railway, was built during World War II by Japan, with forced labour from Allied prisoners and Southeast Asian civilian labourers. The line originally linked Thailand’s Ratchaburi and Thanbyuzayat in Burma, which today is known as Myanmar. It was closed in 1947, but the section between Nong Pla Duk in Ratchaburi and Nam Tok in Kanchanaburi was reopened 10 years later. One of the most notable portions of the entire railway line is the world-famous Bridge on the River Kwai, which crosses Khwae Yai River and is a major tourist attraction. The Nation

pay another 500 THB daily fine for 20 days, which is equal to 10,000 THB in total. The 5,000 THB fine was also imposed in the other case, together with a 100 THB daily fine for 81 days, which amounted to 8,100 THB. It is understood a third case is pending. “The wrongdoers leased the units to Thai and foreign tourists, charging them at both daily and weekly rates, without licenses,” Rutprathip said.He led the search of the three rooms amid reports some owners were advertising their units on social network sites. The condominium is located on a 20 rai of land in Soi Hua Hin 101 in an area of tambon NongKae. Citing an initial investigation, Rutprathip said he believed “up to 90%” of owners had bought their units in order to offer lucrative short-term rentals to tourists. The issue came to light following a dispute between the condominium operator and unit owners, in which the operator insisted that all rentals must be for a period greater than 30 days.

11 Don Mueang to Get New Terminal

The Airports of Thailand Plc (AoT) has decided to demolish Don Mueang International Airport’s old terminal and build a new one to accommodate soaring international passenger numbers.

Don Muang Airport has experienced a dramatic increase in passengers and chronic overcrowding The board approved the demolition plan, AoT general manager Suthirawat Suwanawat said after a recent meeting. The proposed new terminal is part of a 34 billion THB megaproject to expand Don Mueang from 2020 to 2025, to keep up with the expected increase in passengers at the airport. The old terminal, set to be called Terminal 3 once construction is complete, will be in addition to Don Mueang’s current Terminals 1 and 2, which serve international and domestic passengers, respectively. “The original plan for the old terminal was to renovate it, but the building, which is two floors high, is not suitable to turn into an international terminal,” Wg Cdr Suthirawat said. “Such a building would have to have at least three to four floors to accommodate extra functions that international operations have.”

According to AoT data, the number of international passengers rose by 20.8% last year compared to only a 2.6% increase in domestic passengers. Designing Terminal 3 will take 10 months to complete and building it a further two years. Scheduled to open in 2021, the terminal will be able to service 40 million passengers a year, Wg Cdr Suthirawat said. The old building is located between the airport’s seven-storey vehicle parking building and the airport bridge, the entrance for which is located by the Don Mueang fuel depot on Vibhavadi Rangsit Road. It was decommissioned in 2006 following the closure of Don Mueang airport when Suvarnabhumi airport was launched in Samut Prakan. Don Mueang was reopened in 2012 due to a change of policy by the then government, which wanted it to serve booming low-cost airlines. However, the old building has remained unused to date. Part of the new terminal will also link to the SRT Red Line network, currently under construction, and the planned high-speed railway set to connect Don Mueang, Suvarnabhumi and U-tapao airports in Rayong. In addition to the planned new terminal, AoT has been planning to construct a new building beside Terminal 1’s parking lot to be used for group check-ins, citing the yearly increase in group tours arriving in the country. “One of the main reasons for passenger congestion at Don Mueang is group check-ins, which account for around 30-40% of the total number of check-ins each day,” Wg Cdr Suthirawat said. According to him, the planned building will be three stories high, complete with a hallway and resting area for group tours, and will be able to service around 3,000 passengers an hour. What seems ordinary to some may hold special values to others. What’s mundane to a local may be seen as precious by a visitor. What souvenirs tourists take back from Thailand are often things that locals see as unexceptional — think of orchids, Thai boxing shorts, Red Bull T-shirts, fishermen’s pants, silk products and dried fruits to name a few popular takeaways. Bangkok was visited by nearly 20 million tourists in 2016. The capital was also ranked in the top five cities where tourists spent the most money, with over US$14.08 million found to have been spent last year. It’s safe to assume a sizable slice of that was spent on purchasing souvenirs.

For Chinese tourists, making up a large chunk of visitors to Thailand, shopping is a big part of traveling. In Bangkok, the sight of Chinese tourists crowded into medicine shops and tucked into snack stalls is a familiar one. They like to buy medicinal balm, liniment, cough-relief tablets and nasal inhalers, often in large quantities. As for snacks, they tend to go for the crispy snack Bento, Ko Kae peanuts and Mama instant noodles.

Most Thais would view these as quality products, but nothing worth swooning over. But for tourists, especially those from China, these products are seen as treasures. As key customers in the Thai economy, the consumption patterns of the Chinese are increasingly redefining the retail industry; a trend observable in many popular shopping malls and outdoor markets. According to a survey by the Tourism Authority of Thailand, Chinese tourists use 41% of their travel budget for shopping, while reserving only 4% for food, although they won’t hesitate to dole out money on tropical fruits.

The behaviour and preferences of tourists are worth studying, as they play an important role in the economy. Being attentive to tourists’ taste pays off. Here are some products that rank as favourites among Asian tourists in Thailand. DURIAN Thailand has an abundance of tropical fruits, holding a special place in the hearts of Chinese visitors. Durian, the king of fruit famed for its strong smell and sweet taste, reigns as the number-one choice for these tourists despite its infamous stink.

Shopping for durian is a must-do activity for Chinese group tours, with vendors strategically setting up shops or stalls nearby the places where these tourists flock. In Chiang Mai, visitors can indulge in a fruit buffet – of course, with plenty durian on hand – that specifically caters to the tastes

of tourists from East Asia. These buffets also serve up twists on traditional Thai sweets. For instance, the crispy Thai crepes known as kanom bueng replace the usual plain cream with a durian flavored cream. Durian smoothies are also a regular menu item at several tourist spots now. Since the strong smell of durians can make them a pain to carry around in public, dried products have been developed as a solution. Durian is the most popular of dried fruit, alongside mango and mangosteen. Fried durian is also well liked, as it retains its good taste without any lingering smell. Durian chips, toffee and other snacks also decorate the shelves of souvenir shops everywhere now. Although these products are more expensive than the fresh durian found at the market, they are easier to take back home, without spreading any smell on the plane. BALM, LINIMENT, MEDICINE

Many balm and ointment brands are sought-after products by Chinese tourists, sold at pharmacies located at tourist markets. For some of these businesses, selling these “souvenirs” can be more profitable than selling actual drugs for treatment. “Sometimes, one Chinese or Hong Kong customer spends over 10,000 THB on balms and medicine,” said Thanit Sermlekavilat, owner of Sappaya, a pharmacy at the Asiatique. “And many times they spend thousands of baht on these products. For the Chinese, buying medicine as souvenirs for family members is a tradition. They also believe that Thai medicine is of higher quality than Chinese medicine.” The Thai balm brands topping the list of Chinese purchases are Wang Prom,

Golden Cup and Monkey (the last one has an iconic image of a monkey holding a peach on it). Salet Pangpong is another popular green balm made of barleria plant. Although it comes from Singapore, Tiger balm is a popular souvenir purchased in Thailand. Then you have nasal inhalers and liniments. Brands like Poy-Sian, Siang Pure Ew (known as Siang Pure Oil to the rest of the world) and Peppermint Field are the top products. East Asian tourists also like herbal powder and tablets, or yaa hom and ya luk klon. The old-school brands seen as most fashionable among visitors include Five Millepedes (yaa hom takab ha tua), Five Pagodas (yaa hom ha chedi) and Lee Buan Suan, with its iconic logo of a Chinese fisherman on a boat. SUAN DUSIT MILK TABLETS How milk tablets from Chitralada Palace, or Suan Dusit Milk Tablets, got so popular among Chinese visitors is a mystery to many Thais. Once seen by most as a casual snack for children, the Chinese can now snatch up these at posh supermarkets like the one at Central Embassy. The milk tablets were not always so popular among tourists. Some say that tour guides used to pass the snack around in their groups. Since then, Chinese visitors have come to view it as a premium product. The packaged snacks most prized by visitors are clear — Koh Kae peanuts, Pretz “Larb” flavour biscuit sticks, Bento seafood snacks and Tao Kae Noi seaweed. Pretz is a stick biscuit brand produced by Japanese company Glico. In Thailand, however, the local larb flavor has gained something of a cult following. The spicy minced pork flavor from the Northeast is a hit among Chinese and Japanese tourists. Finally, Bento, a crispy squid snack, is popular among Chinese and Korean tourists due to its hot taste. Besides food, Chinese tourists like to buy Naraya and Jim Thompson cloth handbags as souvenirs. Many purchase them in bulk due to their classy designs and decent price. – The Nation HUA HIN TODAY, June 2018

12 Flying cars is the Future of Travel, Uber Says

Uber is showing off what it says will be the transportation mode of the future: on demand air transport. Its plan is to have a sky full of small drone-like taxis shuttling customers around cities at far faster speeds than driving – all with the request of a ride in the Uber app.

Utilising the knowledge of NASA engineers, Uber claims it can get the program up and running quickly. Despite recent hiccups with its autonomous vehicles, Uber says it can take flight in 2020.

A concept illustration for skyports for electric flying taxis

“What 2020 is for is demonstrator flights. What that means is the vehicles will be safe to operate in urban environments,” Nikhil Goel, head of product for Uber Air, told ABC News. “They’ll be experimental vehicles but they’ll be safe.” By 2023 Uber hopes to allow customers to request rides. When the Olympics come to Los Angeles in 2028, Uber expects to have hundreds, if not thousands, of its aircraft in the skies. Using its knowledge of rider habits and current rider activity, Uber believes it can create an air taxi service that, until now, has been something in sci-fi movies: buzzing drone-like vehicles flying all over the skies. Big aerospace companies including Bell, Embraer, Boeing and others are working on prototype designs. Uber envisions a world in which flying Uber Air would be as cheap as driving in your vehicle – about 44 cents per mile. By setting up a system of skyports around cities – starting with LA and Dallas – Uber believes it can create a network of flights that could shuttle riders around safely.

Jeff Holden, Uber chief product officer, speaks at the second annual Uber Elevate Summit Through automation and mass production Uber says the cost of doing business will come way down. Uber believes it could have 10 times as many flights in the air over a single city than the FAA currently deals with nationwide on a daily basis. “Push a button, get a flight,” Uber Chief Product Officer Jeff Holden told the crowd of about 700 attendees. “Our goal is to be a reliable service,” added Goel. “We can’t just shut down anytime it rains or it’s cloudy.” Uber and NASA have signed agreements to work together while aircraft manufacturers work on the vehicles. Many Dams Full Before the Rainy Season Begins

Rolling into wet season this year, most of the main dams are full, or nearly full. Adding to potential problems, the Thai Meteorological Department are predicting a ‘wetter than average’ wet season ahead. Authorities claim they’ve already learnt from past mistakes and prepared in advance to cope with the worrying water situation ahead. The Royal Irrigation Department data reveals 50 reservoirs across the country are full or up to 80 percent of capacity. Meanwhile, the weather forecast from National Hydro Informatics and the Climate Data Centre expected rainfall during this monsoon to be 10 per cent higher than average and at least one to two storms are expected to hit Thailand by the end of the season. The data also revealed that five medium-sized reservoirs had already exceeded their maximum capacity and these dams were ready to overflow at anytime. Somkiat Prajumwong, director-general of the newly established National Water Resources Office, said “As we have found, there are 50 reservoirs that have already reached 80 per cent of storage capacity even before the start of the rainy season. The office has ordered all related agencies such as the RID, the Electricity Generating Authority of Thailand, and the Interior Ministry to drain out the water as much as possible and strengthen the dams to ensure the safety of the reservoirs,” Somkiat said. “We have to act fast and try to reduce the water in all reservoirs to lower than 60 per cent before the full stage of the rainy season.” He pointed out that if the reservoirs cannot achieve this goal in time, the National Water Resources Office had already ordered the owner of the reservoirs to set up an emergency protocol to let officers at the project know what to do in the event of a crisis, how to prepare people downstream HUA HIN TODAY, June 2018

when the alarm rings and where they should be evacuated to if the dam levels are breached. At least four reservoirs were breached last year, which claimed the lives of many people and caused extensive flooding downstream because the pressure on the reservoir’s capacity from heavy rains caused the dam’s structure to collapse. “I am sure that under the unified water management plan of the National Water Resources Office, our efficiency to deal with irrigation management and flood prevention will be significantly improved,” he said. 13 Facebook Announces New Tool to Clear your Browsing History

Facebook has announced a new Clear History tool that will allow users to more easily wipe data from the social network. The new feature was announced by CEO Mark Zuckerberg at Facebook’s F8 developer conference. Mr Zuckerberg said the firm was introducing the new feature in response to the recent data scandal surrounding the company.

“This is an example of the kind of control we think you should have. It’s something privacy advocates have been asking for – and we will work with them to make sure we get it right,” Mr Zuckerberg said. “One thing I learned from my experience testifying in Congress is that I didn’t have clear enough answers to some of the questions about data.

Germany Working with Thailand on Climate - change Projects

Germany has granted 690 million THB for a four-year climate change program intended to help Thailand achieve its goal of reducing greenhouse gas emissions and adapting to climate change.

Thai and German officials launch the Thai-German Climate Program The German government, together with the Thai government, celebrated the launch of the Thai-German Climate Program at the German embassy in Bangkok. The program’s mission is to provide financial support for climate change mitigation efforts in Thailand, with a team of international and national experts working closely with partners in the Thai government. Funding of 17.9 million euros (Bt690 million) was granted by the German Environment, Nature Conservation and Nuclear Safety Ministry (BMU), while the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH will provide support for implementing climate change mitigation projects and personnel support. The 2018 to 2021 Thai-German Climate Program will support Thailand through a cross-sectoral approach anchored in five

sectoral plans, said the BMU. The wideranging plans cover implementation of nationally determined contributions (NDCs) at the sub-national level, greenhouse gas measurement, establishing reporting and verification systems, mobilizing funds to implement the NDCs, and extension of international cooperation. The BMU and GIZ will work with Thailand’s Office of Natural Resources and Environmental Policy and Planning, the Ministry of Energy, the Pollution Control Department, the Department of Water Resources, and the Rice Department. In his opening remarks at the launch announcement, German Ambassador Peter Pruegel put an emphasis on the two countries working together. His nation will share Germany’s experiences as they work with Thai partners to reach more sustainable sourcing, increased energy efficiency and reduced CO2 emissions, he said. – The Nation

We’re working to make sure these controls are clear, and we will have more to come soon.” Clear History, which will become available in the next couple of months, will give users greater control of the data Facebook stores on them and is expected to work in a similar way to clearing cookies or search history from a web browser. “We’re starting with something a lot of people have asked about recently: the information we see from websites and apps that use Facebook’s ads and analytic tools,” the Facebook CEO said in a post. “Once we roll out this update, you’ll be able to see information about the apps and websites you’ve interacted with, and you’ll be able to clear this information from your account. You’ll even be able to turn off having this information stored with your account.” Facebook gathers much of its data from websites and apps used by

Facebook users but also by people who do not use the social network in a variety of different ways. One of the ways is from the ‘Like’ and ‘Share’ buttons you see on most websites. Each time a user clicks on one of the buttons, data is sent back to Facebook. Under new privacy changes being to Facebook users will be able to see what which sites and apps send data to Facebook and delete the data from their account if they so wish. At its F8 developer conference, Mark Zuckerberg also announced that Facebook will launch a new online dating service. thaitech

The Department of Foreign Trade (DFT) says that Thailand has become the world’s No.1 rice exporter during first four months of this year.

From January 1 to April 17, the nation exported some 3.31 million of rice. Last year, Thailand exported about 11.63 million tons of rice. DFT Director General Adul Chotinisakorn said Thai rice exports are expected to grow continually on the back of news that the Kingdom was this week awarded a contract to export 120,000 tonnes of rice to the Philippines. He said

that the prices of most kinds of exported rice rose continually in April and major export markets are located in the Philippines, Africa and China. The Department of Foreign Trade (DFT) has reported that the nation’s rice exports had increased the target quantity to ten million metric tons, reflecting a spike in global demand.

A Successful Wildlife Rescue at Rajamangala University

A distress call from the Rajamangala University of Technology; Wang Klai Kangwon Campus in Hua Hin has resulted in the rescue of a deer from a large reservoir at the university. The 5 year old deer had fallen into the reservoir and could not climb out due to the steep sides. Coordinated by Mr. Jeerawat Pramanee, Permanent Secretary of Municipality of Hua Hin, a large crane was dispatched to help and the rescue team spent several hours bringing the deer to safety. The buck deer is now recovering from the experience at the Wildlife Centre in Pak Nam Pran; a Royal Project.

Internet Connection Problems Require Refunds

If you have problems with your internet connection in Thailand and the service is regularly disrupted, you could be entitled to a refund. Thailand’s telecoms regulator the National Broadcasting and Telecommunications Commission (NBTC) have warned internet service providers that they must give discounts or refunds to customers whenever their service is disrupted. Failure to do so could result in the internet service provider being fined or even having their license suspended, Takorn Tantasith, NBTC secretary-general warned. According to Thai law, customers should be refunded whenever the internet

service goes down due to it being the fault of the internet service provider. Refunds or discounts should be reimbursed to customers the following month and displayed on their bill. However, the same rules do not apply during instances regarded as an ‘Act of God’, such as extreme weather or earthquakes or an act of terrorism. But where service disruption is the fault of the internet service provider, the ISP is legally required to fix the fault quickly and compensate the customer for the downtime.

The NBTC issued the warning after receiving thousands of calls from people complaining about the service they had received from their internet service provider. Mr Takorn added that he did not want to see more complaints from customers saying they had not been refunded. In response, 3BB has announced this week that it now has a team of 3,000 technicians on hand nationwide to fix any connection issues customers may be experiencing. – thaivisa.com HUA HIN TODAY, June 2018

Addressing the sheer volume of signs plastering every available surface, Bangkok has a message; many are illegal and have to go. More than 10,000 unauthorised signs and billboards have been removed recently as part of a cleanliness and order campaign to tidy up the cityscape, Bangkok Gov. Aswin Kwanmuang said. These signs were put up without permission from the city,” he said. “We also found a new form of advertising sign, in which companies hire people to hold signs to advertise houses or condominium sales in public areas; this is also illegal.”

The Royal Thai Navy has taken delivery of five new coastal-patrol boats worth 600 million THB. Navy commander-in-chief Adm. Naris Pratumsuwan presided over a ceremony at the Sattahip Naval Base to receive the vessels built by Marsun Co. He gave authority over the boats to the Royal Thai Fleet commander Adm. Rungsarit Sattayanukul to deploy in the Coast Guard Squadron. Naris said the boats will be used to enforce maritime law, intercept drug runners and prevent foreign fishing boats from trawling Thai waters. The navy spent 627 million THB on the five boats, which bring to 14 the number of new patrol boats added since 2008.

Those violating the law are subject to maximum fines of 5,000 THB. Vowing to continue the purge of posted signage, Aswin suggested the fine might be raised due to repeat offenders. The effort includes removing unauthorised direction signs put up by commercial interests across the city. The most common signs, printed in white on a green background, can be posted by g ove r n m e n t o f f i ce s , p u b l i c enterprises, academic institutions, temples and other religious places with a permit from the governor’s office only.

Each watercraft weighs 45 tons, measures 21.4 metres long and 5.6 metres wide. They have a top speed of 30 knots and carry a crew of nine with a range of 350 nautical miles. The patrol boats carry a 50-inch machine gun and an 81mm mortar. Pattaya Mail

15 Cabinet Green-lights Medical Cannabis

The first ever bill to allow limited use of cannabis for medical purposes has been approved by the interim cabinet.

More than just cannabis, the bill would decriminalise consumption of other Class 5 narcotics including hemp, kratom and opium to enable medical research to be conducted – a necessary step toward broader availability for therapeutic uses.

“The approval of this bill is an important matter,” government spokesman Sansern Kaewkamnerd said. “Class 5 narcotics were allowed for cultivation and extraction … but not for consumption, which made it impossible to use them for research on humans.” If passed by the interim assembly, the new law would authorise the Narcotics

Control Board to set up plantations for growing and conducting experiments, Lt. Gen. Sansern added. The process of revising the law started late last year, prompting supporters to propose business initiatives in anticipation of cannabis decriminalization – with some falling short. In January, Prapat Panyachartraksa, farmer association chairman, announced a plan to build a 5,000 rai (800 hectare) marijuana plantation in Sakon Nakhon province, which failed to get permission from the health ministry. Hoping to fast forward the legalisation process, a research team from Rangsit University unveiled a cannabis spray last month said to relieve pain in cancer and multiple sclerosis patients. Under military rule, Thailand has made surprising strides toward drug decriminalisation after a member of the ruling junta, acting as justice minister, declared the war on drugs a failure and embraced progressive attitudes toward implementing common-sense drug laws.

Preventing Heart Disease in Thailand

In Thailand, an average of 150 people per day, or six people per hour die from heart disease according to the Ministry of Public Health who reported that from 2012 to 2016, the average number of deaths caused by heart disease was approximately 54,530 people per year. After cancer, it is the second highest cause of death amongst Thai people, despite being preventable and manageable through healthy lifestyle changes. Other serious medical afflictions, such as diabetes, high blood pressure, and obesity, are all linked to the development of heart disease, but can also be alleviated by dietary and routine measures. To help provide tips for Thai people to address rising levels of heart disease, Cardiologist, Dr. Wiwat Sanglertsilpachai, M.D., is passionate about educating how to take better care of the cardiovascular system. “In order for all parts of the body to perform well, the heart must be able to pump the blood constantly, without any obstructions. Thus, if the heart is not strong, other parts of the body will invariably be affected as well. The heart is the centre of all organs in the body, and thus needs good care,” says Dr. Wiwat Sanglertsilpachai, M.D. who has shared the top three heart disease causes and how to prevent them: 1. Genetics and Aging Genetics and aging are unavoidable. The older you get, the higher chance that you may get various diseases. In addition, if your parents have a history of heart disease, you are at a higher risk. What you can do proactively is get regular medical check-ups. This is very important to closely monitor your health and warning signs of developing any heart issues. If you are aware that you may be prone to a disease, a regular checkup will help give you enough time to take action and positively protect your health. 2. A bad diet Being careful about what you eat is very important for a healthy heart, and overall wellness. Eating a beneficial diet full of fresh vegetables and fruits, healthy proteins and fats and more, will balance your body and allow you to maintain a healthy weight. This assists to reduce risk factors associated with various diseases, including heart disease.

Think You’re Dehydrated?

This Skin Test Will Tell You in Seconds While you may have heard you should be drinking eight glasses of water per day, proper hydration looks different for everyone. Health experts will tell you there’s no such thing as a one-size-fits-all recommended water intake. Instead, you need to monitor your body for clues that it may be time to visit the water cooler. A simple trick that can tell you if you’re dehydrated within seconds. To test it out, pinch the skin on the back of your hands for a few moments then release it. The skin should hopefully return to its old shape immediately—if not, that could be a sign that you’re moderately to severely dehydrated. The pinch test is a way to measure the skin’s elasticity, or skin turgor. Healthy, hydrated skin will snap back to normal right away after being pinched and pulled, while skin suffering fluid loss takes longer to settle.

Even if you pass the skin turgor test, your body still may benefit from a drink. Symptoms of mild dehydration include headaches, fatigue, irritability, and difficulty concentrating. So if you’re feeling less than your best, try downing a glass of water before you do anything else and see how it makes you feel. Checking the color of your urine is another way to keep tabs on your body’s hydration level.

As heart disease is the result of high levels of fat in the blood, high blood pressure, diabetes and obesity, people should avoid very high-fat processed foods. However, you cannot simply avoid consuming any fat, as the body requires some fats to sustain energy. Everything must be balanced. Within one day, we should consume 15-30% fat, from our total calorific intake. And more than half of that 15-30% should be “good cholesterol” or HDL (high-density lipoproteins), because it helps reduce “bad cholesterol” or LDL (low-density lipoproteins). This can help reduce the chance of developing heart disease. Foods that are full of beneficial HDL are olive oil, salmon, avocado, and walnuts. 3. Not exercising With modern, busy lifestyles, many people overlook exercising. Physical activity is as important as the food you eat for your health. Exercising for 30 minutes daily will control weight, and reduce the overall amount of fat in the body. It is also proven to release stress, releasing endorphins to support better mental health and allow improved sleep patterns. If you cannot find the time to exercise everyday, Dr Wiwat recommends that you exercise at least 150 minutes per week. You can divide each section to fit with your schedule. Do not exercise for 150 minutes in one go - spread it over one week, so it is sustainable. For those with heart disease, you should consult your doctor about the type of exercise that is suitable for you. This varies from person to person and depends on the severity of the heart disease. With heart disease at the highest level in Thailand’s history, now is the time for us as nation to make actions to take care heart health, before it is too late. Dr. Wiwat says “My top three tips are simple: have medical check-ups regularly, pay attention to what you eat, and finally, make time to exercise.”

Hormonal Indicators of Fertility

Technology nowadays has developed far than we could ever imagine. it can also help those with infertility to have a child. There are ways to assist without more expensive options are taken for both men and women.

Men can opt for a testosterone and semen analysis, whilst women may require other procedures including a pelvic Examination and a hormone check as follows; - Follicle-stimulating hormone (FSH) stimulates the growth of ovarian follicles. It also stimulates the creation of estrogen, which is vital in having a child. - Luteinising hormone (LH) usually reachs its peak around 3 days before ovulation, which is the right time for sexual activity. - Estrogen usually reaches a peak after ovulation. It helps to support the fertilised eggs. - Progesterone works together with estrogen. - Last but not least, anti-Müllerian hormone (AMH) is the newest type of hormone being examined. Anti-Müllerian hormone, usually known as AMH, is a hormone created by ovarian cells that indicates the efficacy of the ovary. It can indicate the number of eggs being produced. If you detect the rise of this hormone, it means there are many eggs ready to be fertilised which also means it’s may be easier to get pregnant. High AMH means a high chance of pregnancy. It is quite common for women who donate their eggs to have an AMH check-up before the donation. Provided by Healthlab Hua Hin HUA HIN TODAY, June 2018

18 Fun, Weird and Offbeat June Holidays

The month of June is full of fun, bizarre and offbeat holidays that you can celebrate, almost one for every day. Who even knew National Yo-Yo Day existed? June 7th National Chocolate Ice Cream Day

June 15th National Flip Flop Day

Your Country’s National Day

If you are not Thai then you will probably want to acknowledge your home country’s National Day in one way or another. Try to find a restaurant featuring the cuisine, and traditional activities familiar to you. However this month Icelandic food may be a challenge! In June there are four prominent National Days.

National Day of Sweden - June 6th

This one speaks for itself. Feel free to dig into a pint of your favourite; if it’s not chocolate maybe chocolate chip or a waffle cone on this day. June 9th Donald Duck’s Birthday

Good for the beach or anywhere casual to keep the souls of your feet cool b ut with as little covering as possible. Some people call them thongs; but that’s a bit strange! June 17th Eat Your Vegetables Day

The National Day of Sweden is a holiday observed in Sweden every year. Prior to 1983, the day was celebrated as Svenskaflaggans dag (Swedish Flag Day) since the early twentieth and made National Holiday as late as 2004. For a long time Sweden was perhaps the only country in the world with no official national day, which may be fairly symptomatic of the Swedes’ skepticism of patriotic manifestations generally.

Portugal Day - June 10th

Everyone’s favorite irate fowl debuted in the Silly Symphony cartoon ‘The Wise Little Hen’ on June 9th, 1934. June 10th Ballpoint Pen Day, Iced Tea Day Portugal’s National Day known as Dia de Portugal in the native tongue, commemorates the death of national literary icon Luís de Camões on 10thJune 1580. Camões is best known for his work on Lusiadas, the national epic poem of Portugal.

Russia Day - June 12th A good day to remind yourself to put down the steak and eat five veggies everyday. June 26th National Chocolate Pudding Day

Russia Day is the national holiday of the Russian Federation. It has been celebrated every year since 1992. The First Congress of People’s Deputies of the Russian Federation adopted the Declaration of State Sovereignty of the Russian Soviet Federative Socialist Republic on June 12th, 1990. Originally named “Russian Independence Day,” marking both the day when Russia declared its independence from the Soviet Union and the day when, exactly one year later, Boris Yeltsin was elected the first president of the Russian Federation. However, the name was changed to “Russia Day” in 2002.

Iceland National Day – June 17th

Two totally different June holidays celebrating cool things we take for granted. HUA HIN TODAY, June 2018

Dig in and enjoy good, old-fashioned pudding like grandma used to make.

Icelandic National Day is a holiday in Iceland and celebrates the day in 1944 that The Republic of Iceland was formed. The date was chosen because it is the birthday of Jón Sigurðsson, a major figure of Icelandic culture and the leader of the 19th century Icelandic independence movement.

19 Hua Hin Condo Owners Fined for Short-term Rentals The Hua Hin Provincial Court has ordered owners of two luxury condominiums in Hua Hin resort district to pay fines worth nearly 30,000 THB for leasing their residential units on an illegal shortterm basis to Thai and foreign tourists.

Under the 2004 Hotel Act, violators can be jailed for one year and/or subject to a fine of up to 20,000 THB and a daily fine with a maximum value of 10,000 THB. However, because the plaintiffs, whose names were withheld, confessed, the court agreed to reduce their penalties, Rutprathip Thamraphiphat, chief of Hua Hin district told the media. The ruling followed an inspection of three units in a Wan Wela Hua Hin Khao Tao condominium in Hua Hin last December that found their owners illegally leasing them out on a temporary basis. In the first case, the defendant was fined 5,000 THB and has to pay another 500 THB daily fine for 20 days, which is equal to 10,000 THB in total. The 5,000 THB fine was also imposed in the other case, together with a 100 THB daily

fine for 81 days, which amounted to 8,100 THB. “The wrongdoers leased the units to Thai and foreign tourists, charging them at both daily and weekly rates, without licenses,” Rutprathip said. He led the search of the three rooms amid reports some owners were advertising their units on social network sites. The condominium is located on a 20 rai of land in Soi Hua Hin 101 in an area of tambon Nong Kae. – Bangkok Post

Wetter Rainy Season Predicted Later this Year

Thailand could see 10% more rainfall than usual during this year’s rainy season with Andaman coastal provinces and eastern areas being warned of particularly heavy downpours, says the Thai Meteorological Department (TMD). TMD director-general Wanchai Sakudomchai said Thailand officially enters the rainy season this week due to the influence of southwesterly winds. The country will likely see above-average rainfall overall this year and he warned people across the country to expect torrential rain in September and October. However, the rain will be lighter or it may even be relatively dry from June to August, said Mr Wanchai. In this rainy season, heavy downpours could hit the Andaman coastal provinces, such as Ranong, Phang Nga and Krabi, as well as the eastern provinces of Chanthaburi and Trat, according to Mr Wanchai. Currently, a westerly wind from Myanmar has hit the North and upper Northeast. That would bring high rainfall to both regions between August and September, he noted. A southeasterly wind has brought humidity from the Gulf of Thailand to the

Northeast, East, Central Plains and South, with thundershowers and isolated heavy rain across those areas expected. As the country enters the rainy season, some provinces already experienced summer storms earlier this month. Storms were also seen in the capital as heavy rainfall drenched some parts of the city. Meanwhile, farmers in several northeastern provinces have started ploughing their rice fields in preparation for the coming harvest.

Local Students Take on the Durian Ripeness Test Three technical school students in Prachuap Khiri Khan Province have invented a pen for checking the ripeness of durians with 100 percent accuracy.

Methee Khamphuang, Phanthiwa Khamkaew, and Somsong Chaengaksorn spent three months on designing and creating this invention. The students studied at Bang Saphan Vocational College. The pen features a long needle with a tip that pierces the durian’s peel and then measures the resistance force of the inside meat. If the pen turns green, it means the durian is ripe. If the pen turns yellow, the durian is semi-ripe. If it turns red, the fruit still raw. The head of the factory mechanics department of Bang Saphan Vocational College, Mr Jitwatthana Boonlert, said the pen has won the best innovation award in the province for the 2017 academic year. Current testing for ripeness involves experts listening to the sound when they gently touch the peel with a tiny stick. To be more certain, the peel must be slightly cut open and buyers must press the meat to feel whether it is hard or soft.

He said the pen could be used to accurately check the ripeness without having to first cut open the fruit’s peel. NNT

Speaker-equipped Drone

Helps Drive away Wild Elephants

Phetchaburi Rajabhat University academics have used a drone equipped with speakers blaring a recording of bee sounds on a trial basis to drive away wild elephants from the La Au forest in Hua Hin district according to Kaeng Krachan National Park official Mana Phermpoon.

Holiday Inn Installs Hua Hin’s 1st Electric Car Charging Station

Holiday Inn Vana Nava Hua Hin is underlining its commitment to innovation and sustainability by installing Hua Hin’s first electric car charging station. A collaboration with Thailand’s leading renewable energy company Energy Mahanakhon, this new “EA Anywhere” charging station is a state-of-the-art facility that meets IEC international standards and can support all types of electric vehicles, including hybrid plug-ins (PHEVs) and battery-operated vehicles (BEVs). It’s located in the hotel’s car park, where guests can simply leave their vehicle to charge while they relax and recharge their own batteries during holidays. Electric car owners can also use a mobile app to locate the charging station and make payments. Service fees range from 50 THB to 50 THB for 60 to 240 minutes. “This partnership with Energy Mahanakhon is the first step in a very important movement and part of what we feel is our social responsibility,” said Franck Rodriguez, the hotel’s general manager. “The 200 km journey between Bangkok and Hua Hin is a hugely popular

route, traveled by millions of people each year, including domestic and international tourists. If every journey was taken by electric vehicle, this would have a hugely beneficial impact on the environment.” The number of electric vehicles in Thailand is expected to rise rapidly in line with global demand and with it the need for charging stations. Energy Mahanakhon has so far installed approximately 200 stations across Thailand, with a total of 1,000 targeted for this year. – The Nationa

Wild elephants on the road near Pala-U The test at the Phu Sai-Sai En area and some farmland around Anant School in Tambon Huai Sat Yai of Hua Hin yielded a satisfactory result. The team, led by lecturer Suwat Techapetchpaiboon, plans to propose to the university council to allow real use of such speaker-equipped drones under the supervision of park officials, Mana said. This might be useful in preventing elephants from disturbing roads and farmlands, as

some elephants had been spotted on roads lately, Mana said. Mana had earlier advised motorists on the Hua Hin-La Au Road in Tambon Huai Sat Yai to beware of a seven-strong herd of wild elephants roaming the area during late afternoon to evening. There was also another herd of nine elephants (four old ones, three young adults and two babies) found roaming at the road’s 15 kilometre marker area recently. – The Nation HUA HIN TODAY, June 2018

20 ‘Beat Plastic Pollution’

‘Beat Plastic Pollution’ is the theme for World Environment 2018’ urging governments, industry, communities, and individuals to come together and explore sustainable alternatives and urgently reduce the production and excessive use of single-use plastic polluting our oceans, damaging marine life and threatening human health. World Environment Day is a UN Environmentled global event, the single largest celebration of our environment each year, which takes place on June 5th and is celebrated by thousands of communities worldwide. Since it began in 1972, it has grown to become a global platform for public outreach that is widely celebrated across the globe. Most of all, World Environment Day is a day of everyone around the world to take ownership of their environment and to actively engage in the protection of our earth.

Why is plastic problematic?

Plastic as we know it has only really existed for the last 60-70 years, but in that time it has transformed everything from clothing, cooking and catering, to product design, engineering and retailing. There is no question that plastic is a wonder material. But it is precisely plastics’ amazing qualities that now present a burgeoning problem. None of the commonly used plastics are biodegradable. The only way to permanently dispose of their waste is to through incineration; a process complicated by health and emissions concerns. The estimated total amount of plastic ever made is put at 8.3 billion tonnes. This is as heavy as 25,000 Empire State Buildings in New York, or a billion elephants. More than 70% of the total production is now in waste streams, sent largely to landfill - although too much of it just litters the wider environment, including the oceans.

Some Plastic Statistics

8.3 billion tonnes of virgin plastics have been produced since the 1972 Half of this material was made in just the past 13 years About 30% of the historic production remains in use today Of the discarded plastic, roughly 9% has been recycled Some 12% has been incinerated, but 79% has gone to landfill Shortest-use items are packaging, typically less than a year Longest-use products are found in construction and machinery Current trends point to 12 billion tonnes of waste by 2050 The extension of China’s ‘Operation Green Fence’ policy came into effect in January, banning the importation of 24 categories of contaminated solid waste including paper, plastics, textiles and some metals. This caused prices for recyclable materials to crash and left waste management companies in the United States, Europe, Japan and Australia with vast amounts of unsaleable waste. Before the ban, China imported almost 30 million tonnes of waste paper and 7 million tonnes of “recyclable” plastic a year. In January the first-ever Europe-wide strategy on plastics was adopted as a transition towards a more circular economy. Under the new plans, all plastic packaging on the EU market will be recyclable by 2030, the consumption of single-use plastics will be reduced and the intentional use of microplastics will be restricted. Australia is planning to ban all non-recyclable packaging by 2025.

Plenty of plastic but no sign of recycling at the Cha-Am Landfill At a local level comments have been made about boosting recycling rates and cutting pollution. Throughout Thailand recycling is handled mainly by the nongovernment sector and the national recycling rate is around 30%.

Alternatives to Plastic

Plastics in Thailand Cassava plastic ponchos and recycled plastic building materials

Experts have been sounding an alarm over the past few years about how plastic pollution is killing huge numbers of seabirds, marine mammals, sea turtles and other creatures and also adversely affecting ocean ecosystems. By one estimate, plastic debris kills over 100 million sea creatures annually. With more than 9 million tonnes of trash ending up in the oceans each year, the world’s oceans are clogged with plastic debris, enough to place five grocery bags full of plastic trash on every foot of every nation’s coastline around the globe. The plastic debris found on ocean floors ranges from shopping bags, bottles, toys, food wrappers and fishing gear to cigarette filters, sunglasses, buckets and toilet seats.

Thailand needs to change from being the land of the plastic bag

Compostable, recyclable and even edible packaging is a growing industry

A US brewery has created fully biodegradable, compostable and edible six-pack rings.

What Are the Ways to Beat Plastic Pollution?

Micro plastics are a macro problem From 192 coastal countries across the world, the countries rated as the most responsible for ocean plastic pollution is topped by China, which is responsible for 8.82 million tonnes of plastic waste each year, followed by Indonesia, the Philippines, Vietnam, Sri Lanka, Thailand, Egypt, Malaysia, Nigeria and Bangladesh. Thailand at No 6 has contributed 1.03 million tonnes of plastic waste. At a 2017 UN oceans summit, delegates from China, Thailand, Indonesia and the Philippines said they would work to keep plastics out of the seas. Environmentalists believe the measures proposed are not nearly urgent enough. It’s a global emergency affecting every aspect of our lives. It’s in the water we drink and the food we eat. It’s destroying our beaches and oceans. Erik van Sebille from Utrecht University in the Netherlands is an oceanographer who tracks plastics in our seas. He says: “We’re facing a tsunami of plastic waste, and we need to deal with that. The global waste industry needs to get its act together and make sure that the ever-increasing amounts of plastic waste generated don’t end up in the environment. HUA HIN TODAY, June 2018

In Thailand it seems we can’t live with or without plastic. In Bangkok city workers fight ‘a constant battle’ to remove up to 2000 tons of plastic waste from the sewers each day in a place where only 16% of plastic scrap is recycled annually. According to government figures, Bangkok generates around 11,500 tonnes of waste daily, of which at least one tonne is plastic - a figure that is said to be increasing by 10% every year. Meanwhile, the average Thai uses no less than eight plastic bags a day, which is far higher than, for example, the 80 plastic bags used annually by consumers in France. In response the Department of Environmental Quality Promotion and Thai PBS has launched a campaign to support community participation in the government’s Zero Waste Society agenda. Director-General of the Department of Environmental Quality, Rutchada Suriyakul Na Ayutya has announced the campaign to encourage communities and the public to reduce waste through the methods of reduce, reuse and recycle. Thailand currently produces 27.4 million tons of waste per year but only 11.7 million is properly disposed of, resulting in landfills that are hazards to the community.

These 3 solutions are simple and everyone with just a little bit of will can practice them quite easily. Reduce Plastic Consumption This is the first and most important step to end plastic pollution. If it is absolutely necessary to use plastic items, make sure that they are re-cycled. Additionally, refuse all such plastic items that only have a one-time use. These include plastic bags, straws, bottles and cups. Recycle, Recycle, Recycle! After using a plastic item find a way to re-cycle it yourself (you’ll find plenty of fun ways to do this with just a quick Google search) or sort them separately in domestic waste so that government authorities can easily identify them for recycling. Join clean-up events Trash Hero Hua Hin offers the opportunity for anyone to be involved in a local clean-up effort. Among all the ways to end plastic pollution, this one can actually be a lot of fun! In recent times just one clean-up day by 46 adults and 6 kids cleaned up 300 kg. of trash from just one local beach. For information on the next opportunity to join the group; visit www.facebook.com/trashherohuahin. No registration is required, just turn up on the day and be a part of beating plastic pollution.

21 Thailand Tops the World Road Toll Statistics

Thailand now tops the rankings as the country with the highest death rate in road accidents, according to one global survey. Despite government attempts to reduce the number of casualties, a seminar on road safety was told that Thailand now tops the road death list on the World Atlas website. “The road death rate in Thailand is a matter of extreme concern as the country now ranks first, surpassing the deadliest country in the last survey, Libya,” ThaejingSiripanit, secretary-general of the Don’t Drive Drunk Foundation, told the seminar. He was referring to rankings published in November by the website which gives appraisals on various topics, among them road safety. World Atlas, which provides online information on travel, society, economics and environment, ranked 30 countries around the world. Thailand’s estimated road traffic death rate (per 100,000) stands at 36.2 this year, followed by Malawi (35) and Liberia (33.7). African countries filled most top-10 slots.

The Don’t Drive Drunk Foundation has urged the government to enforce drink driving laws year round The World Health Organisation ranks Thailand as the second deadliest country, behind Libya from a survey of 180 countries. The World Atlas ranking matches death cases in road accidents compiled by the foundation. Last year, up to 22,000 people, or an average of 50 to 60 people a day, died in car crashes, said Dr Thaejing. A few suggestions to boost road safety were proposed at the seminar. Among them was promoting the use of dashboard video cameras, or “dash cams” in the hope footage of bad driving posted online will deter motorists from driving illegally and unsafely. Dr Thaejing suggestedthe government make installing dash cams a priority, believing it will go well with its much-touted Thailand 4.0 policy, which promotes technological advances to improve public services.

He said he once proposed the policy to Prime Minister Prayut Chan-o-cha,who expressed enthusiasm for the idea. However, since Gen Prayut instructed officials to work on a policy plan in May last year, there has been little progress, Dr Thaejing said.

Dr Thaejing questioned the enforcement of laws that have been in effect for many years but which have failed to curb dangerous driving, mainly by drunk drivers. Many Thais are “well aware of the laws but simply ignore them,” he said. The Foundation has urged the government to campaign against drink driving throughout the year, not just during festivals, he said. The week-long campaign during the New Year that allowed authorities to temporarily impound the vehicles of drunk drivers proved to be successful in terms of stimulating public awareness about alcohol and driving, Dr Taejing Siripanich said. However, road accidents did not happen only during festive seasons like the New Year and Songkran. They could occur at any time throughout the year, and do. Therefore the road safety campaign should be continued throughout the year, if it was to effectively bring down the number of road fatalities, he said.

‘Just My Opinion’

By George Mastronikolis; based on my experience of living in Thailand for 18 years Two times every year a pure tragedy surfaces during the two biggest celebrations in Thailand. Funny that both periods celebrate the beginning of a New Year, for both Thais and foreigners. It always starts with big warnings from the media, police and politicians with new policy implementations in an effort to handle this deadly 7 days. But it always ends with blaming each other for bad management, the removal of Police and other officials who have to be blamed for the results. But the problem stays the same, and will be the same if we don’t accept and realise the real issues.

Statistics show that the problem remains the same each year.

The World Health Organisation (WHO) estimates there were 24,000 deaths in road accidents in 2017, or an average of 68 people dying each day. During the 7 deadly days the statistics show that 55 people died each day; this is a lower figure than during the rest of the year. The table below shows almost no change over the years.

Let’s realise that the much publicised 7 deadly days of the year do not really exist. This is a simple and plain myth; Thailand faces the same problem every day of the year. Let’s analyse the real facts of road accidents in Thailand and try to understand the problem. As we can see in the Ministry of Public Health table below, 73% of the deadly accidents come from motorcycles and 13% come from 4 wheel cars,

This is 86% of the total deaths in Thailand. In my opinion the problem is more cultural and educational. Cultural is about Thai people who don’t have any fear of death, they simple ignore the risk factors when they drive. Maybe is about time the media and politicians stop blaming the police, public officers and lately the Army for not doing their job during these 7 days. If they want to blame them, then do so every day, but that is not news. No officers will lose their positions as scapegoats and the government will not have to spend hundreds of millions in warnings that never work. Of course this horrible issue must be addressed and solution must be found, and we can do it only by facing the real issues. For example, look in the motorbike mirrors of teenagers drivers, where you thing the mirror points? I can insure you most point towards the face of the driver, not to look and check behind. How they look is most important than the road.

The majority of drivers don’t care about what is coming from behind; they don’t care if there is a risk in changing lines. As a driver, you never know if the motorbike in front of you will stop to speak on the phone or will turn right when indicating left or don’t indicate at all when suddenly deciding to turn or stop. Police checkups rarely happen after 5 PM and nobody checks how many children drive on a motorbike when they go to school or when they finish school, I can mentions much more. Don’t forget the ear pieces almost every teenager motorbike use to speak on the phone when they drive. In my opinion there is only one solution to solve the majority of these problems; just implement the Rules. Stop young children driving under the age of 16 or anyone without a driving licence. The 100 THB penalties don’t solve the problem. Instantly take the bike for one month first and permanently if it happens again. This will automatically stop the problem and probably take off the streets thousands of young and dangerous drivers. This doesn’t mean the police have to stop implementation of helmets and other traffic law. To cover the other 13% of the deaths for 4 wheel cars in my opinion is also simple; implement the rules of law. The small penalties we have nowfor driving without a licence, driving with 5 people in the rear of a pickup with zero safety and driving under the influence of alcohol are not working. New and much stronger rules are needed. What I have found very frustrating during my last 18 years of driving in Thailand is not the fast drivers, but the slow drivers; mostly pickups, driving in the fast line. They will not move when they notice you, than you get upset, frustrated and may do something stupid. In my opinion this causes the majority of the high speed accidents that happen on highways. The police, public officers and now the Army cannot control culture and the reckless approach to life that Thai people have. It time to stop blaming individuals and see how first we can change the attitude of Thai drivers and implement stronger rules. By George Mastronikolis

The Ministry of Public Health has instructed its local offices nationwide to urge people to eliminate mosquito breeding grounds, to prevent a dengue fever outbreak as Thailand begins easing into the rainy season.

According to the Department of Disease Control, more than 7,500 people have been infected with dengue virus since the beginning of this year with the majority of patients in the South of Thailand.

The Department expects the number of dengue fever patients to be higher this year. Deputy Permanent-Secretary to the Ministry of Public Health Dr. Opas Karnkawinpong has told the public health office in each province to encourage people to destroy the breeding grounds of aedes mosquitos around their own homes and public places. This means checking out your outdoors and removing any pooled water and damp moist places as potential mosquito breeding hot spots.

Those infected by the virus will develop a fever with a temperature of up to 40 degrees Celsius within 5-8 days after a mosquito bite. Symptoms may include

red rashes, vomiting, having a headache and a runny nose. They should be taken to the hospital immediately if the fever does not come down within two days of taking medicine. South-east Asia has been declared the region with the greatest risk of contracting dengue by the World Health Organisation. Instances of Dengue are on the rise so risk factors need to be considered. The aedesaegypti is also known as the tiger mosquito with the distinctive black and white stripes. Conservatively, at least 50 million people contract dengue each year. Dengue is thought to cause around 20,000 deaths per year.

Go Riviera Sprint Train Route Proposed

State Railway of Thailand SRT deputy governor Thanongsak Pongprasert has suggested that ‘sprinter trains’ designed for short express hops would be revamped to carry tourists on a planned new “Go Riviera” route as a part of plans to promote the regional ‘Thailand Riviera’ concept. Thanongsak said the new route would open in a few years, once the air-conditioned trains are ready and several stations along the route have been upgraded. The 280 kilometre route would extend from Bangkok to Sam Roi Yod district in Prachuap Khiri Khan, hugging the coast of what’s being promoted as “the Thai Riviera”, after the Mediterranean holiday shoreline. The SRT plans to spend 200 million THB making the carriages used on sprinter trains more luxurious, akin to first-class and business-class passenger cabins on airliners. It would also renovate smaller stations, including Ratchaburi and Prachuap Khiri Khan, with an eye to making them tourist landmarks in their own right, he added.

Thanongsak said the SRT was considering partnering with airlines on joint tourism packages. Meanwhile the Ministry of Tourism and Sports has proposed that the Thai Riviera or the Royal Coast concept will include over 40 projects and be financed with a budget of 170 million THB next year. The Ministry wants to stimulate tourism in Chumphon, Ranong, Phetchaburi and Prachuap Khirikhan by increasing and improving public transportation including its roads and public transportation. Mrs.Orasa Arjakom of the Tourism Authority of Thailand (TAT) Office of Prachuap Khiri Khan told media that this is a great opportunity now that Air Asia has opened the route to Hua Hin.

26 Expedia Says Thai Travelers Top of Asia’s Frequent Flyers

Thais are the most frequent airline travelers in Asia, with an average of 10.1 flights per year, followed by Japanese and Indian travellers, according to global travel company Expedia’s new survey. On average, travelers are taking five one-way flights per year, with personal flights (3.2 per year) accounting for two-thirds of these flights and another third being business trips (1.6 per year). Business travel is particularly high in Thailand (4.5), Japan (3.9) and India (3.6). Economy-class travel predominates, especially for personal trips, with US and Thai business travelers being the most likely to travel in premium economy or above.

Combining inattentive parents with seat kickers is most peeving Thais’ pet peeves when it comes to the most annoying in-flight habits don’t differ much from travelers from other parts of the world. As far as annoying passengers go, the worst in most markets are the seat kickers/bumpers/grabbers, chosen by a majority (51%) of global travelers (vs 37% in Thailand), followed by the aromatic passenger (43% globally vs 42% in Thailand), the inattentive parent (39% globally vs 34% in Thailand), the personal space violator (34% globally vs 43% in Thailand) and the audio insensitive (29% globally vs 31% in Thailand). Choosing to stay at big chain hotels seems to dominate in most markets as a first or second choice (69% globally vs 52% in Thailand), with boutique hotels (51% globally vs 44% in Thailand) and vacation/holiday rentals (34% globally vs 33% in Thailand) as the next most popular option. WiFi connection is by far the most important hotel amenity for global travellers and is the top hotel amenity for Thai travelers at 71%, followed by complementary toiletries (34% globally vs 46% in Thailand), an in-room fridge (34% globally vs 45% in Thailand) and freebies such as spa credits and food/drink credits (47% in Thailand). Expedia’s global flight and hotel etiquette study looked at the flight and hotel habits of more than 18,000 adults worldwide and included interviews with more than 600 adult travellers in Thailand. – Bangkok Post

KL-Singapore World’s Busiest Overseas Route

A one-hour flight linking one of the smallest countries on the planet with its next-door neighbour is the world’s busiest international route.

Planes made 30,537 trips between Singapore and the Malaysian capital Kuala Lumpur in the 12 months to February, according to a report by OAG Aviation Worldwide Ltd. That’s the equivalent of 84 flights a day in a city-state with a population of just 5.6 million. Bangkok Suvarnabhumi-Singapore came 11th, with 14,859 trips and 2.9 million passengers during the period, followed by Bangkok Suvarnabhumi-Hong Kong, with 14,832 trips and 3.7 million passengers. In a top-20 list dominated by Asia, the highest-ranking route outside the region ran between New York and Toronto. There were 16,956 flights on that leg. The trip between Dublin and London Heathrow ranked 14th

and was the busiest European entry with 14,390 flights. In terms of passenger numbers, Hong Kong-Taipei tops the list with 6.5 million people flying that route in the 12-month period, the report showed. That’s followed by Jakarta-Singapore with 4.7 million and Kuala Lumpur-Singapore with 4 million. Asia is the world’s fastest-growing travel market. But even the most frantic international routes don’t come close to the most popular domestic flights. The world’s busiest air route, bar none, is between Seoul and a tiny island off the coast of South Korea. Planes made 65,000 trips between the South Korean capital and Jeju island in 2017, according to OAG.

Short-term Leasing of Condominium: Getting it right Following the recent court rulings handed down to a condominium unit owner in Hua Hin, two of many questions arise: Why is it illegal to rent out condominium units on a short-term basis? Why has Thailand made condominium unit short-term leasing illegal?

A straightforward answer to the first question would be that the Thai law does not allow owners of condominiums to rent out their units for anything less than 30 days without a hotel operating licence.

An answer to the second question is no less simple: hotels offer short-term leasing as they have the correct operating licences

and have also complied... with all regulatory construction and safety guidelines required by law Condominiums, on the other hand, have been constructed and registered as residential properties under a shared ownership/juristic entity and subsequently sold as such. The enforcement of the law in some cases had been a little slow to implement but now it is obviously speeding up, with the aforementioned court rulings that also draw closer attention from condominium juristic persons and co-owners. To prevent co-owners from putting up units for rent on a short-term basis within a condominium, which does not have a hotel licence, owner committees and juristic managers have implemented various strategies -- from signage in lobbies stating “this is not a hotel” to notices to co-owners suspected of providing short-term rentals. Rules and regulations have been reviewed... and amended to underline that rental practices could be against the law. While owner committees and juristic managers advising co-owners within the condominium of the leasing restrictions have satisfied their responsibility, they may also engage a qualified legal adviser to advise on other practical steps that could be taken and how to implement these steps without repercussion falling back on the coowner committee or juristic manager. This will also include legal advice on

how to handle a situation where a co-owner within a condominium breaks the law, given the fact that owner committees or juristic persons. are not government officers.

Getting it right from the beginning

Developers of new condominiums or residential projects can apply for the correct operating licences and residential permits before they begin to construct the property. That way, it can be sold with the full knowledge of what the property is to the end user. It would also have to adhere to the necessary construction and design regulations to be able to obtain the correct licences. Again, if any developers are not sure about the correct process, they

should be seeking the advice of qualified and referenced legal advisers. In some of the resort locations across Thailand, some condominiums have applied to obtain a hotel operating licence and during this process, there has been an amnesty on those properties Again, various requirements are needed to be fulfilled and the authorities involved will make assessments on those properties before granting any licence. It is interesting to see what happens in these circumstances, though some properties have already been successful. Again, developers who are not sure about their own legal position should ask for help from professionals out there who can assist. Bangkok Post

2 30 Provincial Condo Market Outpaces Bangkok Supply The condominium market in other provinces outside Bangkok became more interesting after 2011, says Surachet Kongcheep, Associate Director of Colliers International, a property market expert.

Many condominium projects were launched in the wake of the massive flooding that struck central Thailand that year. Flood victims who lived in Bangkok and the vicinity moved to farther-out cities, especially Pattaya, Cha-am and Hua Hin. Many hotels, resorts, apartments, hostels and condos for rent were fully booked within a few days, though only for a short time period.

Charn Issara is one major developer investing in the Hua Hin/Cha- Am condo market

The Bangkok floods of 2011 resulted in many considering housing options outside the capital Some residents of Bangkok are still looking to buy a condo or house in a city close to the capital. Developers are taking the opportunity to launch new residential projects in desirable coastal locations, especially listed developers that are launching many new condominium projects in all tourist destinations and all main cities of each part of Thailand. Coastal cities within a two-hour drive of Bangkok such as Hua Hin and Cha-Am are growing in popularity, both for emergency shelter and weekend homes. In fact, major cities in each region of Thailand are gaining traction, with many listed developers launching new condominium projects in these locations. Some areas are seeing activity for the first time by listed or big-name developers. Many local developers in these locations are struggling to compete with well-known developers and are directly affected by this movement of the property market.

In addition, high-speed train projects envisioned linking Bangkok to other cities around Thailand, and economic corridors connecting Thailand to neighboring countries, are the main factors driving residential interest in some provinces over the past few years. Some of the more attractive provinces around Thailand include Chiang Mai, Khon Kaen, Udon Thani and Nakhon Ratchasima. In these parts, a major developer’s launch of a single condominium project with 1,000 units is enough to swing the local market, where some locations only see increases of a few hundred units, if that, every year. Furthermore, some big-name developers have entered these markets, with condominium investment fueling the trend among local buyers. The big names are playing catchup in the local market. The condominium market boom in provinces outside Bangkok unfurled over several years after the catastrophe, as many big-name developers launched new condominium projects in these locations. The market in these locations slowed significantly in 2014. Some condominium projects with more than 1,000 units are still available for sale now. Some condominium projects have been canceled or still cannot finish their construction process as advertised in the brochure or committed to by buyers. The main problems of some small developers in these local markets is they cannot get loans from the banks, because the sold rate has not lived up to their commitment.

New condominium projects launched in provinces outside of Bangkok have dramatically decreased or returned to a normal situation again. Many condominium projects that were launched have finished construction, however, especially between 2012 and 2016. A great number of developers that already knew the condominium market in other provinces have found it difficult and encountered many problems. Many developers canceled some new projects or tried to find a way to release their completed and ready-to-move-in units. Since 2014, the condominium market in other provinces has grown more slowly. The number of condominiums completed and registered with the Land Department has decreased significantly. The condominium market in provinces outside of Bangkok may become more interesting again in the next few years, if all the light rail projects in some provinces that are starting to develop come to fruition and push up land prices in the areas along the transit routes. The light rail projects will become one of the new positive factors boosting the condominium market in some provinces. – Bangkok Post

Khun Paradorn was born in Khon Kaen where he was initially coached by his father but perhaps the influence of two older brothers, both Davis Cup players, was the spur to him being able to turn pro in 1997. The 2002 breakout year came in 2002. Time Magazine Asia put him on the cover, labeled as an “Asian Hero”. He was given an audience with the King of Thailand; an honor usually reserved for heads of state, and was issued a red diplomatic passport after being named a cultural ambassador by the Thailand Tourism Authority. Khun Paradorn was known as one of the nicest players on tour due to his friendliness and his politeness on court, wining him the Stefan Edberg Sportsmanship Award on two occasions. His superior athleticism and skill has led him to victory on court against the world’s top players including his most memorable win against Andre Agassi at Wimbledon. His scalps have also included Rafael Nadal, Andy Roddick, Marat Safin and David Nalbandian. After undergoing wrist surgery in 2007, Srichaphan finally announced his formal retirement in 2010. Apart from captaining the Thailand Davis Cup Team, tennis coaching duties then became Khun Paradorn’s main activity, both in Pattaya and Bangkok before the Paradorn Academy in Hua Hin took shape. There’s now a squad of teenagers under his wing and some planning for a big tournament next year likely to attract a purse of some US $250,000. He’s also hopeful that True Arena will be able to increase the number of courts, including a clay surface.

So what does a retired professional tennis player do when he wants a break? Just to show his sporting versatility, Khun Paradorn took a break from tennis before arriving in Hua Hin with his young family. He is now the proud owner of a golf professional’s card and has entered several professional golf tournaments just for fun.

Srichaphan Paradorn farewells the crowd at Wimbledon in 2002 after defeating Andre Agassi in straight sets If you ask Khun Paradorn if he has scored any aces lately, you’ll need to specify the sport first.

836 Migrant Workers Barred from Golf Caddy Jobs

Migrant workers have been barred from legally working as caddies at golf courses in Thailand.

Department of Employment’s (DOE) Director-General Anurak Tossarat said he was concerned about rumors that some golf clubs have stopped employing Thai nationals as caddies and turned instead to migrant workers. He said the DOE has never issued any employment permit for migrant workers to work as caddies, which is one of the occupations currently reserved for the Thai people. The DOE will have officials inspect golf clubs and inform employers of the protocols and guidelines for migrant worker employment. Both employers and

employees found violating the regulation, be it employers of migrant workers without valid work permits, or those of migrant workers for unpermitted occupations, will be subject to 10,000 - 200,000 THB in fines for each employee involved, or a maximum of a one-year imprisonment for repeated offenses, or a three-year ban on migrant workers employment. Migrant workers found without work permits or being employed in unpermitted occupations will be subject to 5,000 50,000 THB in fines followed by deportation. NNT

About the Rules The Pros Getting it Wrong

Sand and loose soil are loose impediments on the putting green, but not elsewhere. Loose soil has the same status of sand, both on the putting green and off it.

“I don’t think that you can brush sand off the fringe” The words spoken quietly by Luke Donald (right) to fellow competitor, Rory McIlroy (left) , on the 9th hole of their second round in the Abu Dhabi Championship. Rory’s ball was lying about 6 feet from the putting surface, with a lot of sand between his ball and the hole, when he bent down and swept some sand from his intended line of play. To his credit he realised straight away that Luke was right and that he had therefore incurred a penalty of two strokes. Recounting the incident, which came as he was forcing his way back into the leading positions, McIlroy said; “I hit my ball pin-high left on the fringe. There was so much sand in my line, I didn’t even think about it. I just went down and brushed the sand. It came to me right away. I’ll definitely not do it again. It was just a mental error.”

McIlroy took his infringement on the chin and characteristically did not bear any grudge against Luke Donald; “I’m sure Luke was put in an awkward position there, but he had to say it. If I was in his position, I would have said the same.” He will probably not make this mistake again. The way that many golfers learn the Rules, and remember them is when they commit a breach and it costs them a penalty. Decision 13-2/11, Removing Sand or Loose Soil from Dropping Area: Question: Through the green, may a player remove or brush away sand or loose soil from the area in which he is preparing to drop a ball? Answer: No. Rule 13-2 prohibits improving the area in which a ball is to be dropped by removing sand or loose soil. Sand and loose soil are loose impediments only on the putting green. www.RhodesRulesSchool.com

Thai Football fans will be able to enjoy live coverage of the Russia World Cup Deputy Prime Minister Prawit Wongsuwon has, also president of the Sports Authority of Thailand Commission, has told reporters that Thailand had secured broadcasting rights for the World Cup, which kicks off on June 14 and ends July 15.

The total 14 billion THB needed to pay for the broadcast licence was raised by nine companies – BTS Group Holdings, Thai Beverage, Charoen Pokphand Group, Gulf Energy Development, Kasikorn Bank, King Power International, PTT Global Chemical, Bangchak Corporation and Carabao Group. “The government is pleased to announce to Thai people that, through Infront Sports & Media AG, owner of the broadcasting rights in Asia, an agreement with the International Football Federation [Fifa] for the rights to live broadcast the 2018 World Cup tournament has been successfully secured,” said Prawit.

However, the deal took longer than expected to clinch as King Power, which was in charge of initial negotiations, was recently notified that Fifa would only execute deals with broadcast operators. As a result, cable and satellite TV operator True Visions was appointed to replace the duty free business operator and represent Thailand in negotiations to ink the deal. To comply with the government’s “Must Have” policy, which states that Thais must be able to watch major sporting events like the World Cup free of charge, fans will now enjoy live broadcast of every World Cup match, spread over the three channels. “Thai people can be sure that they will be able to enjoy watching all of the 64 World Cup matches this year for free,” Prawit said. The deputy prime minister also said he hoped fans would refrain from gambling on the tournament.

Most people thought that they have to wait until the Expiry Date of the First (1st) Thirty (30) years, but if we look at the Land Department Regulation regarding Registration of Land Lease BE 2551, Clause 28, it is found that we can register a Renewal of another Thirty (30) years before the Expiration of the First (1st) Lease by stating in the Renewal of the Lease Agreement that the Renewal agrees to be effective upon the Expiration of the First (1st) Lease.

Hua Hin’s French Wine Gourmand

A ‘gourmand’, roughly translated from the French language is a person who takes great pleasure and interest in consuming good food and drink. A ‘bistrot’, often called a bistro, has Parisian origins with French cuisine and wine first and foremost. H u a H i n ’s B i s t ro t G o u r m a n d encapsulates these very French references. French fine dining, a welcoming French host and most importantly, fine imported French wines. Owner and host Christian Vonau provides an essential French connection. That follows 25 years in the French wine business as a wine taster, buyer and seller in that country’s e most celebrated wine industry.

French wine is in focus at Bistrot Gourmand

cooled to around 16 -18° C, not as chilled as the whites, but Thailand’s 30° plus is far from the ideal red wine ‘room temperature’. Christian scoffs at situations where an extensive wine list may appear but then the chosen bottle never seems to be in stock. He’s considering upgrading his home cellars soon to allow for even more wine storage.

As well as establishing Bistrot Gourmand in 2016, Christian imports French wine into Thailand for his own restaurant but also as a wholesale supplier across the country. He is able to provide diners with the best French wine at prices below what you may find at wine shops around town. Real French champagne includes some of the iconic labels such as Moet, Bollinger or even the rather exotic Chrystal Roederer 2006 if your tastes are attuned to the best of the best. Dining promotions include a bottle of French wine; red, rose or white from Christian’s extensive wine cellars, all personally selected and carefully sampled. The wine menu offers around 15 white, 4 rose, 30 red and over 10 champagne options. They are all in stock with the reds

Classic foie gras sets the scene for a fine French dining experience We sampled the foie gras with homemade brioche and mango chutney as well as ravioli de foie gras in mushroom sauce with truffle oil. Foie gras (duck liver) is one of the most popular and well-known delicacies in French cuisine with rich, buttery, and delicate flavours.

Towering skewers of beef and seafood with the best wine pairing

Next followed two vertical skewers; beef tenderloin with green pepper sauce and a skewer of prawns and squid with tartare sauce. The seafood is as fresh as a local market can provide whereas the beef has been imported from Argentina with flavours that Christian says best suits French cuisine. The tender beef cubes were paired with Christian’s favoured Chateau Camplong; from Southern France with enough grip and power to handle this rich, meaty main course. My Thai companion preferred the seafood option and was extravagant in her praise for the freshness of the squid, a Hua Hin favourite. Christian Vonau at Bistrot Gourmand really is Hua Hin’s connoisseur and connection to the flavours and ambience of fine French cuisine. Where: 26/7 Poolsuk Road Hua Hin. This is directly behind the main Hua Hin Temple with parking available in the temple grounds. If you see ‘no parking’ signs, just offer 20 THB and you may park metres away from the restaurant. When: Everyday from 4 PM til late. Special Events: The restaurant has a downstairs area for up to 60- diners and a 40 seat upstairs venue for more private soirées. 2 42 Two New Songs Recorded; the ‘ABBAtars’ to Perform on Tour Suddenly, all is right in the world again with the news that ABBA has recorded two new songs more than 35 years after the group split up, vowing never to reunite.

It’s one of the most famous song contests in the world watched by more than 200 million people, providing hours of entertainment and some unforgettable performances. Top of Form Bottom of Form The 63rd Eurovision Song Contest ended with the Grand Final on Saturday, May 12th. Eurovision 2018 took place for the first time in Portugal, at the Altice Arena in Lisbon. Portugal achieved its first Eurovision victory at the 2017 contest in Kiev. The song contest was a flurry of sequins, power ballads, and controversies, as well as the usual sheer quirkiness. The grand final had a security breech when a man ran on stage during SuRie’s performance of “Storm” as the UK contestant was belting out her number when a man ran on stage. Finally it came down to the wire with the public voting. The final two countries to receive the public vote were Cyprus and Israel, the two hot favorites leading into the grand final. But it was Israel who went on to take the title with Netta (Barzilai) performing “TOY.” The Israeli performer was awarded 529 points, beating favourites Cyprus into second place. The catchy electronic dance song entry had emerged as an early favourite to win the contest. It is Israel’s fourth

FOOD & Entertainment, June 2018

Eurovision win after coming first in Paris in 1978, winning in Israel the next year and most recently in 1998. Accepting her prize in the Altice Arena in Lisbon, Netta told the Eurovision hosts: “I’m so happy, thanks for choosing difference, thank you for celebrating diversity.” Fans were charmed by the “chicken dance” moves of the choreography, while some commentators have noted the song’s lyrics – “I’m not your toy / You stupid boy” – are apt for the first post #MeToo Eurovision.

One of the songs, “I Still Have Faith in You,” will premiere in December in an ABBA tribute TV show. Variety reports the song is part of the “Virtual ABBA” experience slated to go on a concert tour next year. Members of the iconic Swedish pop group will perform as computer-generated avatars — call them ABBAtars — for the show. The group announced the new songs in a statement from the original four members, Benny Andersson, Bjorn Ulvaeus, Anni-Frid Lyngstad and Agnetha Faltskog. The band broke up in 1982 and has rebuffed the notion of reuniting many times since then. They were reportedly offered US$1 billion to play a concert in 2000.

“There is simply no motivation to regroup,” Ulvaeus once said. “Money is not a factor, and we would like people to remember us as we were — young, exuberant, full of energy and ambition.” But that tune has changed. “The decision to go ahead with the exciting ABBA avatar tour project had an unexpected consequence,” the group said in its statement. We all four felt that, after some 35 years, it could be fun to join forces again and go into the recording studio. So we did. “And it was like time had stood still and that we only had been away on a short holiday. An extremely joyful experience!”

433 Hua Hin’s Newest Fresh Food & Produce Market Opens On May 25th the Minister For Agriculture, along with local dignitaries, officially opened Or Tor Kor Market Hua Hin, located on Soi Hua Hin 51 beside the minivan depot.

Or Tor Kor Market in Bangkok was rated by CNN as #4 in Fresh Markets of The World in 2017. This was a huge achievement and one of which Or Tor Kor is very proud. To have this brand in Hua Hin is a huge coup and reflects how Or Tor Kor feels about the local Hua Hin food culture. The open-sided pavilion houses 2 main areas with fresh produce including fruit,

vegetables, seafood and protein in the front. To the rear is the food court consisting of around 40 food stalls selling freshly cooked dishes with ample seating provided. The pavilion has high ceilings to keep the air flowing; fully tiled with wide aisles and extremely well lit. The produce area prides itself on

having the best quality and freshest produce with organic goods are also featured. The vendors are mostly from the local and surrounding districts with a small portion being retailers from Bangkok. Opening hours are from 6am to 8pm daily. There is limited parking within the market, so street parking is your best bet.

Monsoon Valley Rosé Named as ‘World’s Best’

The best rosé in the world is a white Shiraz, not from France’s renowned Provence or Loire, but from the tropical country of Thailand in Southeast Asia, according to American wine critic James Suckling. The rosé made from Hua Hin’s Monsoon Valley outshone almost 80 samples, including a few heavyweights from rosé’s home base in Provence, to win the World’s Best Rosé title at this year’s ‘Best Rosé in Thailand’ competition, held on May 11th in Phuket. Described as an “unexpected victory”, the wine gave other pricier samples a good run for their money in the blind tasting and took home ‘Best of Show’ in the still wine category, as well as ‘Best Value’, ahead of Château Routas Côteaux Varois en Provence 2017, whose 2016 vintage won last year’s competition, and Caves d’Esclans Côte de Provence Whispering Angel Rosé 2017. “I loved the balance and energy of the Monsoon Valley White Shiraz,” said Suckling. “The tasting was completely blind and we judged the wine for its brightness and quality.”

Jack Suckling (left), Frank Grassmann (center) General Manager of The Nai Harn Phuket, and James Suckling (right) announce the surprise win for a Thai wine. Making wines in a tropical country like Thailand comes with its perils, with the merciless monsoon season, lack of sunlight due to its close proximity to Equator and the unique ‘two seasons, one crop’ training system, meaning that grapes undergo two vegetation periods – one in the wet season (April to October), and another in the dry season (November to March) – though only the dry season vegetation leads to a crop. Speaking of winemaking in Thailand, Jack Suckling, a resident of Bangkok, added, “The Thai wine industry is just coming into its own, with a handful of wineries making outstanding bottles. The tropical climate is difficult for viticulture, necessitating constant management and nurturing. Experimentation is still the norm with winemakers looking for the correct methodology and grape types to emphasize quality.” – thedrinksbusiness.com FOOD & Entertainment, June 2018

11 51 ‘And all that Jazz’ at the 2018 Hua Hin International Jazz Festival “Come on babe why don’t we paint the town ....................... And all that jazz” “I’m gonna rouge my knees and roll my stockings down ....................... And all that jazz” (Chicago – The Musical)

The Hua Hin International Jazz Festival has been to town, wowing thousands of music lovers chilling out on the beach. The beer was cold; the food was fantastic and the beach setting on two warm balmy evenings spectacular with superb performances from world class entertainers.

Apart from on-stage performances, the musician made themselves available for interview, workshops and impromptu appearances around town. As professionals who clearly love their craft, their willingness to personally respond to Hua Hin hospitality shone through. Hua Hin is now firmly on the world calendar of musical festivals with HitMan Jazz organiser Vichart Jirathiyut breathing a sigh of relief that his months of careful planning resulted in the best Hua Hin Jazz festival yet. Khun Vichart spoke of the number of musicians from around the world who didn’t make it this year contacting him to make sure that they will be in next year’s line-up.

You’d also expect an Air Asia ‘Jazz Special’ next year as a very obvious promotional opportunity for 2019. ‘Painting the town’ at the Hua Hin International Jazz Festival 2019 should be a priority for everyone in town next year to once again celebrate ‘All That Jazz’.

12 52 For nearly 50 years, the “infamous” monosodium glutamate, best known as MSG, has received a bad rap although the scientific evidence concludes that it is “general recognised as safe”. MSG is a variant of glutamate, created when sodium and glutamate combine. It is naturally occurs in foods such as tomatoes, parmesan cheese, meat, walnuts, asparagus, mushrooms, clams and sardines.

“Why doesn’t everyone in China have a headache?” Jeffrey Steingarten, a Harvard Law School graduate turned renowned food critic, posed this question in an essay investigating the controversy surrounding monosodium glutamate. The same question could be posed in relation to many other Asian countries, including Thailand. While this question may come across as flippant, it does encapsulate the long-drawn-out debate regarding the safety and potential health effects of monosodium glutamate with many people holding the belief that MSG is a “bad chemical.” Monosodium glutamate has been eaten since the 20th century when a Japanese scientist extracted it from seaweed. Today, MSG is made from starch, corn sugar or molasses from sugar cane or sugar beets. MSG is produced by a natural fermentation process that has been used for centuries to make such common foods as beer, vinegar and yogurt. On its own, MSG doesn’t have a taste or flavour. However, when added to other foods, it enhances their own flavours, bringing out the savory and umami flavours. MSG was the cook’s best friend in 1953 Over the years, the US Food and Drug Administration (FDA) FDA received many anecdotal reports of adverse reactions to foods containing MSG. These reactions; are known as MSG symptom complex or ‘Chinese Restaurant Syndrome”. Certain people seem to suffer after a meal of Chinese food went beyond the usual queasiness and self-loathing at having eaten one too many barbecued pork buns. Symptoms include: headache, flushes, sweating, facial pressure or tightness,

Some describe MSG as addictive; a ‘nicotine for food’ and a cause of obesity numbness, tingling or burning in the face, neck and other areas, heart palpitations, chest pain, nausea or weakness Monosodium glutamate’s notoriety took off in 1968 when Dr Ho Man Kwok wrote a letter to the New England Journal of Medicine musing about the possible causes of a syndrome he experienced whenever he ate at Chinese restaurants. His suggestions that MSG was the cause went viral, spawning a huge number of scientific studies, books exposing ‘the truth’ about MSG, anti-MSG cookbooks, and even prompting Chinese restaurants to advertise that they didn’t use MSG in their cooking.

Is MSG safe?

MSG is one of the most extensively researched substances in the food supply. Numerous international scientific evaluations have been undertaken over many years, involving hundreds of studies. The United States and other governments worldwide support the safety of MSG as used in foods.

HUA HIN TODAY, June 2018

The U.S. Food and Drug Administration (FDA) designated MSG as safe (Generally Recognized as Safe/GRAS), with common ingredients such as salt and baking powder (1958). The National Academy of Sciences confirmed the safety of MSG as a food ingredient (1979). The Joint Expert Committee on Food Additives of the United Nations World Health and Food and Agricultural Organizations designated MSG as safe and places it in its safest category for food additives (1988). The European Community’s Scientific Committee for Food confirmed MSG safety (1991). The American Medical Association concluded that MSG is safe, at normal consumption levels in the diet (1992). The FDA reaffirmed MSG safety based upon a report from the Federation of American Societies for Experimental Biology (1995). The scientific verdict is that there is no definitive evidence of a link between MSG and these symptoms. The FDA has classified MSG as a food ingredient that’s “generally recognised as safe,” but its use remains controversial. A small percentage of people are recognised to have short-term reactions to MSG. Symptoms are usually mild and don’t require treatment. When MSG is added to food, the FDA requires that it be listed on the label.

However the controversy has not subsided. The anti-MSG activists remain dogged in their attempts to reverse the current position on the food additive. Despite the numerous scientific attempts to separate myth from reality, the body of anecdotal evidence targeting MSG continues to grow, as do the passionate responses from both sides of the debate, making only one thing clear – the controversy surrounding MSG is far from over.

While a restaurant may not add MSG to their dishes, it is still naturally-occurring in fermented soy products. So if you are sure you have an aversion to it, you pretty much have to avoid all foods made or accented with soy sauce. Glutamates are also in mushrooms, tomatoes, nuts, and many other natural foods. It’s important not to self-diagnose. If you suspect you are having an allergic-type reaction, consult a healthcare professional to get a proper medical diagnosis.
