2 congestion, more traffic and more potholes! With that being said, we feel the future is exciting for Hua Hin and we can’t wait to see how the town develops. No destination in the world stands still, and while us long term expats may look back nostalgically at the Hua Hin of yesteryear, we too can not expect the town to remain how it was even five years ago, let alone ten or fifteen. Regarding some of your other points, we may be able to offer you some tips.

Dear Alexander Thank you for getting in touch. You make some very valid points about Hua Hin, especially concerning road traffic and the ongoing situation with the water pipelines in Smorporng. Comments I have heard from other expats who have lived in Hua Hin for the same amount of time or even longer than you is that this once quaint fishing town is now almost unrecognisable to what it was. The town is in the midst of change, make no mistake about it. There are huge construction projects either currently underway or earmarked for the area. And if you think Hua Hin has changed a lot in the last 15 years, you wait to see how it changes over the next decade. If all the planned projects are completed, in the next 10 years Hua Hin will have a modern rail infrastructure - with one of those being a high-speed train which promises travel to the Bangkok within one hour. They’ll be scores of new condominium projects, a car ferry linking the region with the Eastern Seaboard and a new marina which will see the coast towards Pranburi developed into a resort of town of its own. All of these projects will of course help to accommodate the increase in tourism that Hua Hin has experienced in recent years. Data released in 2018 by the Tourism Authority of Thailand revealed that approximately 6.5 million tourists visit Hua Hin each year - 5 million Thais, 1.5 million foreigners. As Hua Hin continues to grow, you can expect more

A New Public Holiday in Honour of Queen Suthida

The government has declared Her Majesty Queen Suthida’s birthday a national holiday. The new holiday, is effectively immediately, an official told the media. Queen Suthida married King Vajiralongkorn on May 1st. The announcement was made by Nattaporn Jatusripitak, spokesperson for the deputy prime minister in charge of economic affairs. The government said the birthday of the previous reigning Queen Sirikit, August 12th, remains a public holiday and Thailand's Mother's Day. Thailand's new Queen Suthida served in the Ratchawanlop Guards, a unit of bodyguards protecting the then-Crown Prince, since 2013. The government has been undertaking activities to honor the Queen, besides the traditional merit-making and alms-offering ceremonies for such occasions, Nattaporn added.

Hua Hin Authorities Crackdown on Illegal Hotels Hua Hin district chief, Thanon Phanpipas, told the operators of the illegal hotels that they have until the end of June to register or they could face a maximum fine of 20,000 baht plus a daily maximum fine of 10,000 baht or up to one year in jail or both. Thanon said that as many as 170 premises in Hua Hin are providing hotel services without having obtained the correct licenses. The premises are believed to include houses, pool villas and apartments which are being rented out to tourists. The district chief said the unregistered services could be a blight on the town and could adversely affect the local tourism industry. It could also affect national security as the operators would not report foreigners at their places to immigration officials, The Nation reported. The news comes after Thai authorities earlier this year warned against the practice of renting rooms by the day or week via so called room sharing apps. Those who are found to rent out property using the apps could be liable for prosecution if they are found to be operating a rental business without obtaining the correct licenses. There will be a cluster of “surprised inspections” in these establishments after June 16, 2019 by the authorities, reports said. Continued from Page 1

The New Hua Hin Tourist Police Station Officially Opened

The new Hua Hin Tourist Police Station was built from the perception of its commander in order to provide and improve further services, convenience and security for tourists and foreigners. Hua Hin has a large number of foreigners living locally and tourists visiting each year, thus building a new and larger TP station gained support from the Ministry of Tourism and Sports to accommodate the increasing number of tourists pouring in every year. Ideally, the new Tourist Police Station located now at that the Royal Garden Queen’s Park at 19 Rai area (Soi 19) is the most appropriate location for its office in providing services and has an ample parking area. The total budget of the construction was 12 Million Baht and is now opened for service. The Tourist Police Station provides services for Petchburi, Chaam, Hua Hin, and Pranburi districts.

The hospital have complied constantly

ever since. For some of the new equipment, it could take 3 – 6 months to arrive from abroad. These equipment will help to improve the function of a proper heart center and would be able to treat more patients with various heart problems in the province of Prachuap Khiri Khan and nearby provinces better than ever. As for the Emergency Room, the hospital will obtain some neurosurgical machines, additional breathing apparatus and other high-end medical tools needed for urgent surgery.

6 Andrew Stocks – “Interviewing a Dream Maker” Q: Will you ever consider putting any of your companies on the stock market? A: I don’t think so… I like to be in control because I care for the small things too much. With shareholders I have to do things their way and I believe I have an eye for attention to details and carry out my work with love. Q: How many hours do you work each week? A: I guess around 130 hours a week. I love what I do; I love meeting people and I love talking to my staffs too. I often help them to clean areas of the hotel, offices and even help them with the gardens sometimes. I never ask my staff to do anything that I wouldn’t do myself. I love my work. Q: Where do you see yourself in the next ten years? A: I guess in ten years time more of my businesses will be more nation-wide and international too… so I guess I will always just be traveling. Q: What do you do in your spare time? A: I don’t really have any spare time. Q: Are you enjoying your life and do you ever worry? A: Yes, I love my life and I do not worry. I try to do everything in my business within the laws, so I have nothing to worry about at night. I like to sleep early if I can, by 8 or 9 p.m. I have always been a giver in life and I believe what goes around comes around, so I have been totally blessed.

Q: We have heard that you live in Hua Hin full time, is that right? A: Yes, I live in Hua Hin most of the time but I travel frequently too. So I guess I am “living out of the cage” half of the time. Q: How do you manage so many businesses all at the same time? A: Well I have many wonderful, loyal, dedicated, trustworthy staffs and without them I couldn’t do it all. I am very much in control, I want to know everything that’s going on everywhere and I am very particular in the small details. Q: With regards to your company Sunshine International, many people have tried this kind of business and they failed… How did you make it so successful? A: Sunshine International is on course to becoming the leading trademark of Retirement Residences in Thailand. In our first year and a half of operation we signed contracts with clients giving us enough construction work for four years. We are spending Billions of Baht over the next five years to spread the trademark nationwide. It is successful because we’re concern about the small details. This business isn’t just about pumping money into it, it’s about getting it right and making genuine relationship with customers… and of course, paying attention on the bits and pieces. Q: I heard you’re planning to build a new hotel in Cha am, is that right? A: Yes, that’s right. We have almost finished the plan and it’s a huge project costing over 1 Billion Baht. The Hotel is designed for early retirees who want to live a luxury life that most people only can dream of. Imagining having your own pool villa in a first class hotel and the benefit of all the hotel facilities. It’s gonna be awesome. I love it when I can help people have the retirement they always dreamed of. Q: Almost everyone I speak to, knows or have heard about you. Why are you so wellknown? A: Well, just like this interview, I have done so many but also I am known for my charity works, and for the various large projects I have done in the past. Q: You were Born in England, been here for most of your life, do you ever plan to go back home one day? A: Yes, I still love England, but I am at home in Thailand. It’s such a beautiful country because the people are so beautiful in many ways. And as I get older, I think I need to stay in Thailand because Thai people love to care and respect foreigners. Q: What other projects do you plan to start? A: We will be announcing a couple of hotels soon in Pattaya and Phuket. Q: How about your Children’s Home, how is it going? A: Yes, the Children’s Home is doing well… the manager there is being promoted to work in another business and we are taking in a new manger soon. Currently, the number of children is low but we are looking at taking in more children very soon. We are also looking for volunteers. Q: How much is your net worth? I know this has been asked in many interviews, but rarely do you a reply. A: Yes, I like to stay private and confidential, all my businesses are owned by me and my Thai partner and we don’t borrow money from the bank and we don’t take in shareholders. I have a kind and considerate Thai partner who is very honest and has a lovely son and daughter. We have worked together around 20 years and I am happy with the way it is. I like to work with honest people who just don’t think about money, but they also care for others.

Q: Why do you want to keep on working, I presume you have enough money to stop? A: I love my work, my work is my life and it’s not about making money. It’s about setting a challenge and scoring the goals. If someone tells me I can’t do something, I always like to prove them wrong with an “I did it!” Q: Do you think like normal people do? A: No, certainly not. I have always done things differently than others. I almost always do things that are not normal and I know what I want and I don’t think about spending money to get what I want, I just go for it! I believe life is too short not to allow our dreams to come true. So many people I have met on their deathbed said I wish I had done that, I wish I done this. I don’t want to have those wishes, I want to live a fulfilled life. Q: How much do you normally spend each month on yourself? A: I really don’t know. Each month is so different. I always spend more on others than I do myself. Q: What about your enemies? A: I like them mostly, I don’t really have enemies, I don’t like fighting and I prefer just to let them win. I will always have people that are jealous of me, but I don’t mind, I just carry on doing my daily things. That’s their problem, not mine. Q: Are your parents still alive? A: Yes, they are… and they will be coming here soon; very often they take a cruise out from the UK to come and see me. I have always been very close to my parents and we get along so well. My Mother doesn’t like flying much so she loves to cruise. Q: If you had one wish, what would it be? A: I only wish for good health and a peaceful and happy life.

8 Probing The Enterprise of Computer/Internet Shop

Chirawat Paramani, Permanent Secretary of Hua Hin Municipality, the committee of Establishment of the Film and Video Act together with staffs from Prachuap Provincial Cultural Office have checked a computer shop in Soi Hua Hin 102 area that has applied for permit to operate as an internet shop and selling, renting, and exchanging videos and CDs.

Certain requirement have to be followed according to the law. Children under the age of 15 are allowed use the service from on Monday to Friday from 14.00 - 20.00, and during weekends and public holidays from 10.00 - 20.00. Youths aged 15 - 18 years are allowed from 14.00. - 22.00, and during weekends and public holidays from 10.00 - 22.00. In addition, smoking and drinking alcohol beverages are prohibited inside the shop.

Clean and Safe Public Toilets As New Year’s Gift

This project was instigated by the Ministry of Interior and carried out as a New Year’s gift to the public in early 2019. Hua Hin Municipality then announced the importance of sanitise public toilets. The project is to provide the public and tourists with good hygienic public toilets as well as the importance of cleanliness in using public facilities.

Mr. Nopporn Wutthikul, mayor of Hua Hin and related government agencies attended a meeting to resolve the tribulations at hillside area along Klong Baan Takiab. Mr. Komson Charoenarch, Deputy Governor of Prachuab Kirikhan province presided over the meeting.

Discussions proceeded as follows: 1. The Municipal Department together with the Department of Regional Marine Department should survey the number of trespassers along the area. 2. The municipality should devise a procedure and to instigate regulations regarding trespassers occupying public areas without permission to preserve the environment. Provincial heads were instructed to provide guidelines by the end of May. Finalisation will be prompted on the next meeting before proceeding with the demolition of these obstructions built by the intruders.

The Hua Hin Enduro Group

Hua Hin Municipality has launched the Dengue Fever Prevention and Control program for the year 2019. Mr. Thiraphant Jadphol, director of the Public Health and Environment Division and related officials participated in the program.

The purpose is to raise awareness and educate the public in preventing mosquito-related diseases from spreading. The program was reinforced by the health leadership team for Disease Control in the municipality of Hua Hin. Community leaders, volunteers and civilians attended the program. They were taught how to spray chemicals correctly to rid the mosquitoes, its eggs at breeding ground. Mr. Warunyu Kaew Suwan and public health experts from Hua Hin Hospital conducted the lecture in coping with the epidemic, which is a public health problem at a national level. Thailand is a tropical country and it is common to find mosquitoes breeding in houses, communities, schools and swampy public areas.

Fixing Water Problems

Mr. Siraphan Kamonpramote, adviser to the Mayor of Hua Hin presided over the meeting to resolve the problem of water shortage due to laying down of new pipelines around the different areas in Hua Hin. The Provincial Waterworks Authority has started laying these new pipelines throughout Hua Hin and nearby areas in order to increase the distribution of water and to ease the flow into drainage Mr. Prayut Yueannoowong, director of the Provincial Waterworks Authority and some private contractors discussed the problems caused by the project and finding solutions to minimise the dust in the air, soils being swept, HUA HIN TODAY, June 2019

Mr. Nopporn Wutikul, the Mayor of Hua Hin, chaired a meeting to systemise the shops in front of Hua Hin Temple. Heads of local government agencies and other related individuals attended the meeting to consider the setback of shops in the public areas.

In the past, Hua Hin Municipal has ordered the demolition of 18 shops/establishments in the area (which was meant for public use) a to comply with local government regulations. At the meeting, shop owners requested the municipality to allocate them to a new area/ location so as to continue their business. Solutions have been outlined but yet to be announced. Whatever the outcome, pedestrian rights, traffic and public safety should be taken into serious consideration. Nevertheless, a public hearing will have to take place to express the opinions of both the civilians and entrepreneurs before taking further actions.

Mr. Nopporn Wutthikul, mayor of Hua Hin presided over the opening ceremony of the Hua Hin Enduro Group, with more than 80 members joining the event. The Hua Hin Enduro is a group of motocross riders from Hua Hin district led by Mr. Phromnatee Kumkrong.

The assembly was held at Wan Rueng Rod Gas Station in Soi Hua Hin 112. All riders started off together on their “dirt bikes” and cruised along the routes near Khao Yai Temple - Khao Laeng and Banyan Golf Course. This event was organised to promote tourism through motocrossing around Hua Hin’s outskirts.

Thailand To Deny Visas to Some Retirees Without Valid Health Insurance

Foreigners aged 50 and over residing in Thailand on a particular type of visa will soon be required to buy mandatory health insurance. Approved by Cabinet in April, the new regulations require anyone seeking to stay in Thailand on a Non-Immigrant O-A visa to buy health insurance that offers Bt40,000 coverage for outpatient treatment and Bt400,000 for inpatient. The requirement is being introduced as one of a number of measures to help tackle the problem of foreign tourists and expats absconding with unpaid bills after receiving treatment in Thai state hospitals. Official figures claim that foreigners have piled up Bt300 million in unpaid medical bills since 2016. The exact details and guidelines pertaining to the new requirements were still being being jointly formulated by the Public Health Ministry, the Foreign Ministry, the Interior Ministry, the Immigration Bureau, the Office of Insurance Commission, the Thai General Insurance Association, and the Thai Life Assurance Association at the time of going to press.

However, the new rules are expected to come into force from July Officials have said that overseas insurance policies that meet the minimum requirement will be acceptable. Otherwise, retirees will need to buy insurance via the website https://longstay. tgia.org/ which has been set up specifically for those on a Non-Immigrant O-A visa. Following the announcement, popular expat website Thaivisa.com clarified who exactly is affected by the mandatory health insurance requirement. According to the details issued by the Thai government, only those people who stay in Thailand on a Non-Immigrant O-A visa are affected. Non-Immigrant O-A visas are typically obtained from the Thai Embassy or Consulate in your home country. At the time of going to press, it does not appear that those staying in Thailand on an ‘extension of stay based on retirement’ are affected by the new rules.

Many elderly expats, particularly those with pre-existing conditions or those age 75 or over have been left wondering if they will be able to get insurance at all. Other expats commenting online wondered if the new requirement for NonImmigrant O-A visa holders would be the first step in making it a requirement for foreign expats of all ages to have health insurance.

For expats, it is important you understand exactly what visa type or extension of stay you have. Open your passport and look at what is inside! It is not enough to simply say “I have a retirement visa” because that often doesn’t accurately clarify what is in your passport. There will be retirees reading this who think they have a retirement visa, when what they actually have is an ‘extension of stay based on retirement’, and if that is the case, the new mandatory health insurance rules probably do not affect you.

10 Thailand Appoints New Immigration Chief

The Thai government has announced the appointment of a new head of its Immigration Bureau, replacing Pol Lt Gen Surachate “Big Joke” Hakparn who was removed from the position in early April. As confirmed in the Royal Gazette, Pol Lt Gen Sompong Chingduang will now lead the Immigration Bureau. Pol Lt Gen Sompong moves to Immigration from the Border Patrol Police Bureau where he held the position of Commissioner. Pol Lt Gen Sompong, known as ‘Big Oud’ in the Thai media, was once dubbed “the crime buster of Bangkok”, following his work as a former deputy commissioner at the Metropolitan Police Bureau. In October 2018, he was appointed chief of the Border Patrol Police, and as a result was promoted to police lieutenant general. He has also worked at the Crime Suppression Division in southern Thailand and been a district police chief in Narathiwat. During his time in the south he was credited with capturing many secessionist militants active in the area. Meanwhile, Pol.Lt. Col. Surachete Hakparn, the former commander of the

Immigration Bureau, has been appointed to a clerical role within the Prime Minister’s Office. Surachete no longer works for the police and is now just a civil servant in the Office of the Permanent Secretary. Deputy Prime Minister General Prawit Wongsuwan that Surachete will not face an investigation following his sudden and mysterious transfer from head of Immigration to what is a now a civilian role in the civil service. Surachate was once a prominent rising star in the police force and was featured regularly in news coverage and on social media dealing with high-profile cases. During his time leading the Immigration Bureau, Surachate became synonymous with the ‘X-Ray Outlaw Foreigner’ policy that attempted to crackdown on visa overstayers and foreign criminals residing in Thailand. Surachate also launched a crackdown o n h i s ow n i m m i g rat i o n o f f i ce r s , implementing a tough anti-corruption message in the form of signage which read “No Tips” and that was displayed at offices and border checkpoints nationwide.

Political Uncertainty and Export Slump Hits Thai Economy

Ongoing political uncertainties and a slump in exports due to the U.S.-China trade dispute saw Thailand’s economy slow in the first quarter. Southeast Asia’s second-largest economy expanded 2.8% from a year earlier - the weakest in over four years - according to government data. The slowdown was lower than analyst projections. Kasikorn Research forecast 3.5% growth, the Thai Chamber of Commerce University saw a 3.7% expansion, while the median in a Reuters poll of economists was 3%. Central bank policy makers alluded to potential hazards for the economy in minutes of their May 8 meeting that left the benchmark interest rate unchanged at 1.75 per cent, Reuters reported. “The Thai economy was subject to

heightened political uncertainties, which could have implications for economic growth, including a direct effect on government spending in the period ahead and an indirect effect on private consumption and investor confidence,” minutes of the bank’s monetary policy committee (MPC) meeting said. Continuing on that theme, another entry said: “Investors remained cautious to invest in Thai assets partly due to domestic political uncertainties.” According to the minutes, the committee would need to wait for more clarity due to global economic and domestic political uncertainties. “Therefore, current accommodative policy would remain appropriate. Going forward, further policy rate adjustment would be gradual and follow a datadependent approach,” they said.

Thailand’s Immigration Bureau is introducing facial and fingerprint identification Biometrics system to enhance security at checkpoints nationwide. The system works by scanning the fingerprint or face of the person trying to enter or leave the country. Speaking ahead of the official launch of the new system at Phuket Airport earlier this month, police spokesman Kritsana Pattanacharoen said: “The system will be ready to use from July 1 when there will be more than 2,000 machines installed at immigration checkpoints around Thailand. “This system can identify people and helps detect fake passports. biometrics ID system.” Thai media reported the new biometric system has cost the Immigration Bureau an estimated 2.1 billion baht. The new system will put an end to days of people who are blacklisted from Thailand either re-entering Thailand on fake passports or returning to their home country, changing their name and re-entering on a passport in their new name. It should also help prevent people who are wanted overseas from entering Thailand. The facial and fingerprint recognition machines will eventually be rolled out at at 170 sea, land and airport borders nationwide, replacing the old technology that is used currently.

Netflix has confirmed it has secured the rights to make a mini series about the dramatic rescue of 12 boys and their football coach from the Tham Luang cave complex in Chiang Rai last year. “The story combines so many unique local and universal themes which connected people from all walks of life, from all around the world,” Erika North, Netflix’s Director of International Originals, said. “Thailand is a very important market for Netflix and we are looking forward to bringing this inspiring local, but globally resonant story...to life,” she added. The “Wild Boars” football team entered the cave on 23 June 2018 but became trapped when rainy season downpour caused part of the cave to flood. The 17 day rescue mission to free them captured international attention and

gripped people around the world, with multiple countries sending experts to help. We look forward to working with all involved parties to ensure our story is told accurately,” assistant coach Ekkapol “Ake” Chantapong said. The miniseries will be directed by Crazy Rich Asians director Jon M. Chu and Nattawut “Baz” Poonpiriya, Reuters reported. Netflix and SK Global Entertainment secured the rights from the 13 Thamluang, a company established by the boys and their coach. So far, two books about the rescue have been published while a feature film by British-Thai director Tom Waller, “The Cave”, wrapped up shooting in December, according to the Hollywood Reporter.


11 Thailand to Introduce Strict Points Based System for Driving Offences

The Thai government is hoping to introduce a strict penalty points based system in a bid to improve road safety in the country. The Ministry of Transport has announced it has been working with the Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) in order to help implement the new system. Japan’s traffic laws are among the stricist in the world. While it is not clear exactly when it will come into force in Thailand, the system is already at the final stage of drafting before it will be submitted to parliament for approval. It is understood that driving licenses will be tied to a certain number of points, which are added if a driver is found to have committed an offence. For example, failure to stop at traffic lights would result in a 2 point penalty and fine of between 1,800 baht and 3,200 baht, while speeding could result in a six point penalty and increased fine. Anyone who amasses six penalty points within a three year period faces having their licenses suspended for up 180 days.

Japanese traffic laws are also very strict when it come to driving under the influence of alcohol, where people caught drink driving can face up to three years in jail. In Thailand, the new points based system proposes a potential 35-point penalty, a maximum jail term of five years and/or fine of up to 300,000 baht, as well as five-year driving licence suspension. The introduction of the new point based system will also result in various government agencies and the police sharing data on drivers regarding traffic offences and convictions. Earlier this year, drink driving was found to be the number one killer on Thai roads during the so-called “Seven Dangerous Days” at Songkran. Between April 11 to 17 2019 there were a total of 3,338 road accidents resulted in 3,442 people injured and 386 dead. According to the Department of Disaster Prevention and Mitigation, 36.6 percent of accidents were caused by drinking driving, while speeding accounted for 28.3 percent of accidents.

Visa-On-Arrival Fee Waiver Extended Until October, as Thailand Reports Drop in Tourist Arrivals

The Thai government has announced it will extend the visa-on-arrival (VOA) fee waiver for citizens of 20 countries, including India and China, for another six months, until 31 October. Officials said the measure will help stimulate and promote tourism as well as to enhance the kingdom’s attractiveness among foreign visitors. Citizens of Andorra, Bulgaria, Bhutan, China including Taiwan, Cyprus, Ethiopia, Fiji, India, Kazakhstan, Latvia, Lithuania, Maldives, Malta, Mauritius, Papua New Guinea, Romania, San Marino, Saudi Arabia, Ukraine and Uzbekistan will be exempted from the 2,000 Baht visa-on-arrival fee for the purpose of touring in Thailand for not more than 15 days. The government first approved the visa-on-arrival fee waiver from 15 November, 2018, to 14 January, 2019, and further extended the measure to 30 April. Thai news site Thairath reported that waiving the VOA fee had helped with an increase in the number of foreigners visiting Thailand. Between Nov 15 to March 31, 3.58 million

foreigners visited Thailand, an increase of 83 percent compared to the 1.6 million visitors during the same period in the previous year. Thairath also reported that while waiving the VOA fee resulted government losing 2.95 billion baht in revenue, it helped to draw more foreign tourists who generated 104.616 billion baht in tourism revenue. Meanwhile, Bloomberg recently reported that Thailand suffered a rare combined drop in tourist arrivals and spending in March, signaling a rocky first quarter for Southeast Asia’s second-largest economy. The number of visitors fell 0.7 percent from a year ago to 3.5 million, official figures out Friday and data compiled by Bloomberg show. Foreign tourism receipts slid 1.3 percent to 184.5 billion baht ($5.8 billion). Chinese holidaymakers have driven a years-long boom but arrival numbers have declined for two straight months. However, the news site also reported a significant 35 percent increase in visitors from India.

14 Gold Worth Billions Smuggled Out of Africa Billions of dollars’ worth of gold is being smuggled out of Africa every year through the United Arab Emirates in the Middle East – a gateway to markets in Europe, the United States and beyond – a Reuters analysis has found. Customs data shows that the UAE imported $15.1 billion worth of gold from Africa in 2016, more than any other country and up from $1.3 billion in 2006. The total weight was 446 tonnes, in varying degrees of purity – up from 67 tonnes in 2006. Much of the gold was not recorded in the exports of African states. Five trade economists interviewed by Reuters said this indicates large amounts of gold are leaving Africa with no taxes being paid to the states that produce them. Previous reports and studies have highlighted the black-market trade in gold mined by people, including children, who have no ties to big business, and dig or pan for it with little official oversight. No-one can put an exact figure on the total value that is leaving Africa. But the Reuters analysis gives an estimate of the scale.

Reuters assessed the volume of the illicit trade by comparing total imports into the UAE with the exports declared by African states. Industrial mining firms in Africa told Reuters they did not send their gold to the UAE – indicating that its gold imports from Africa come from other, informal sources. Informal methods of gold production, known in the industry as “artisanal” or small-scale mining, are growing globally. They have provided a livelihood to millions of Africans and help some make more money than they

could dream of from traditional trades. But the methods leak chemicals into rocks, soil and rivers. And African governments such as Ghana, Tanzania and Zambia complain that gold is now being illegally produced and smuggled out of their countries on a vast scale, sometimes by criminal operations, and often at a high human and environmental cost. Artisanal mining began as small-time ventures. But the “romantic” era of individual mining has given way to “largescale and dangerous” operations run by foreign-controlled criminal syndicates, Ghana’s President Nana Akufo-Addo told a mining conference in February. Ghana is Africa’s second-largest gold producer. Not everyone in the chain is breaking the law. Miners, some of them working legally, typically sell the gold to middlemen. The middlemen either fly the gold out directly or trade it across Africa’s porous borders, obscuring its origins before couriers carry it out of the continent, often in hand luggage. For example, Democratic Republic of Congo (DRC) is a major gold producer but one whose official exports amount to a fraction of its estimated production: Most is smuggled into neighboring Uganda and Rwanda. “It is of course worrisome for us but we have very little leverage to stop it,” said Thierry Boliki, director of the CEEC, the Congolese government body that is meant to register, value and tax high-value minerals like gold. The customs data provided by governments to Comtrade, a United Nations database, shows the UAE has been a prime destination for gold from many African states for some years. In 2015, China – the world’s biggest gold consumer – imported more gold from Africa than the UAE. But during 2016, the latest year for which data is available, the UAE imported almost double the value taken by China. With African gold imports worth $8.5 billion that year, China came a distant second. Switzerland, the world’s gold refining hub, came third with $7.5 billion worth. Most of the gold is traded in Dubai, home to the UAE’s gold industry. The UAE reported gold imports from 46 African countries for 2016. Of those countries, 25 did not provide Comtrade with data on their gold exports to the UAE. But

the UAE said it had imported a total of $7.4 billion worth of gold from them. In addition, the UAE imported much more gold from most of the other 21 countries than those countries said they had exported. In all, it said it imported gold worth $3.9 billion – about 67 tonnes – more than those countries said they sent out. “There is a lot of gold leaving Africa without being captured in our records,” said Frank Mugyenyi, a senior adviser on industrial development at the African Union who set up the organization’s minerals unit. “UAE is cashing in on the unregulated environment in Africa.” The Dubai Customs Authority referred Reuters’ queries to the UAE foreign ministry, which did not respond. The UAE government media office referred Reuters to the UAE federal customs authority, which also did not respond. Not all the discrepancies in the data analyzed by Reuters necessarily point to African-mined gold being smuggled out through the UAE. Small differences could result from shipping costs and taxes being declared differently, a time-lag between a cargo leaving and arriving, or simply mistakes. And gold analysts say some of the trade, especially from Egypt and Libya, could include gold that has been recycled. But in 11 cases, the per-kilo value that the UAE declared importing is significantly higher than that recorded by the exporting country. This, said Leonce Ndikumana, an economist who has studied capital flows in Africa, is a “classic case of export under-invoicing” to reduce taxes. Matthew Salomon, an American economist who has researched the use of trade statistics to identify illicit financial flows, said the issue deserves scrutiny. “Persistent

Nigeria Deploys Satellite Tech to Track Oil Smugglers From algorithms to track “dark” ships smuggling stolen crude oil to an online licensing system to undercut corruption, one Nigerian government agency hopes it can use new technology to tackle theft which has cost the country billions. But the initiative by the Department of Petroleum Resources (DPR) may be too late to stem the migration of energy majors to the relative safety of drilling at sea, driven offshore by an illegal trade that Nigeria’s sprawling bureaucracy has for decades proved unable or unwilling to tackle. Deep in the maze of creeks in the oilrich Niger Delta region, thieves tap pipelines and siphon the crude via rubber hoses up to 2 kilometers long into barrels aboard small craft. They then sail alongside larger vessels, allowing the contraband to be pumped shipto-ship into oil tankers bound for export, usually to Asia — mixed imperceptibly

in a ratio as small as 10 percent with the legitimate product. Africa’s top oil exporter has turned to French data firm Kpler, just six years old and staffed by a hundred mostly young employees, to help it ferret out the smugglers from the thousands of ships plying Nigerian waters. The DPR began its collaboration with Kpler in December and unveiled it this month, among other tech-focused plans to detect what it calls “rogue” or “dark” ships. Kpler and the DPR declined to specify the value of their contract. They could face an uphill battle to mollify investors in Nigeria’s oil sector. “The frustration with the level of sabotage and environmental damage caused by the theft is high and a major factor pushing business interest to the offshore,” said a source working for an international firm operating in Nigeria.

Sitting above the Forcados crude pipeline and away from a crowded main shipping channel, the ship is surrounded by swamps stained black by spills and forests hollowed out in places by wildcat construction — tell-tale signs of theft and refining. “In some ways, we’re the CCTV of what’s going on in Nigerian waters,” Pillet joked. “We provide the data, but don’t really give opinions on what may be going on.” Kpler’s platform monitors 24/7, logging erratic journeys like this and changes to ships’ drafts which indicate on or off-loading of cargoes into an algorithm it is training the DPR to interpret. “This technology is a way of improving the way we do things. Of course there are problems here and there, but we don’t have inherent problems,” Paul Osu, the DPR’s head of public affairs, told Reuters. “Technology is the way to boost transparency of operations and improve investor confidence,” he added. Asked how a mooted “inter-agency forensic team” cited

by the DPR would stop any illicit trade, Osu did not elaborate. SABOTAGE UP The United Nations Security Council estimates that Nigeria lost $2.8 billion of revenue to oil theft in 2017, although Kpler says the minimum 100,000 barrels per day — $3 billion to $8 billion a year — identified in a 2013 Chatham House report better approximates current losses. The DPR is also rolling out other plans to record oil and gas flows into a real-time central database. But the projects come many years past the point at which oil majors lost patience and began diversifying offshore — for safety and in pursuit of tantalizing new gas resources. “We are looking to concentrate on a smaller (onshore) footprint,” Royal Dutch Shell’s Nigeria country chair Osagie Okunbo told reporters in August. Shell is the largest major operating onshore. Shell alone recorded 128 oil spills resulting from sabotage in 2018, more than double the previous year and the highest since 2014. “Hopefully from there (we can) contribute to discussions on the wider Niger Delta issue and that will reduce some of the big problems we have with spills and illegal activities there,” Okunbo added. Issues were as follows: 1. Releasing of waste water from the Dog Centre that gush into the houses nearby. 2. Disgusting odour from the Dog Centre has irritated residents. 3. The noise of barking dogs creating nuisance. During the meeting solutions have been suggested. - Treatment tanks will be added and a new wastewater treatment system will be installed to prevent the water from gushing into surrounding houses. - Cages must be washed down regularly. - Transferring dogs that barks continuously from the north zone to the south end zone which is the farthest away from the houses nearby. Planting more trees along the fences of the centre could also minimise the noise and the odour to a certain point. - Request to transfer a significant number of dogs to Loei Province Dog Centre so as to reduce the population of dogs here at the Hua Hin centre. All these issues will be presented to the Governor of Prachuap Kirikhan province for immediate action. However, a new study by Rutgers University has revealed that people who frequently perform HIIT workouts are more likely to get injured.

The study, published in the Journal of Sports Medicine and Physical Fitness, analysed records in the National Electronic Surveillance System from 2007 through 2016. Researchers found 3,988,902 injuries related to HIIT exercises, including injuries from commonly used equipment, like kettlebells and barbells, and from calisthenics like burpees, push-ups, and lunges.

Men aged 20 to 29 accounted for most of the injuries, and knees, ankles, and shoulders were found to be at the greatest risk of injury. There was also an increase in internal organ injuries, concussions, strains and sprains, nerve damage, dislocations, and puncture wounds. The researchers believe a rise in the popularity of HIIT workouts, as determined by analyzing Google search data, might explain this spike in injuries. “These workouts are marketed as ‘one size fits all.’ However, many athletes, especially amateurs, do not have

The followings are notable symptoms of heatstroke: alteration in sweating that could result as no sweat, sun fatigue, flushed skin, feverish, extreme thirst, headache, nausea, hyperventilation, tensed muscle, seizures, delirium, and losing consciousness. Heatstroke can be life-threatening should the patient not be treated in time. Children, senior citizens, people who do not have enough rest, drinkers, or those who have to work outdoor are the sensitive groups to heatstroke. The sensitive groups also include those who have a chronic disease such as diabetes, high blood pressure, heart disease, obesity, as well as athletes who did not prepare themselves well before training in the hot weather. You could prevent yourself from heatstroke by drinking a lot of water, at least 2 liters per day, especially on the day that has high temperature or when you have to be in the sun for a long time; wear airy and light colured clothes; use sunscreen that also prevent sunburn; avoid alcohol drinks and outdoor exercise. If you encounter people experiencing heatstroke, you should bring them to the shade immediately, lay them down, lift both of their feet, loosen their clothes, and use a cloth moistened with cold water to compress their foldable joints, armpit, and head. This will help cooling their body, then take them to a hospital immediately. Heatstroke or sunstroke might not sound like a fatal name. However, with its severity, it could be life-threatening. 17 Get to know about the kidneys for your good kidney health Our kidneys work like a special filtering machine which is magical and essential for life. Each kidney has 1 million cellular units (nephrons) of blood filtration process filtering about 180 liters of blood everyday. The liquid is excreted in a form of urine and useful substances are absorbed back to the body as part of regulation process of fluid and electrolytes. In addition, kidneys are a source of hormone called erythropoietin which stimulated the bone marrow to produce mature red blood cells to keep us away from anemia. Chronic kidney diseases are caused by many reasons including severe urinary tract infections, diabetes, hypertension, gout, kidney stones, severe obesity, nephritis, SLE, kidney tumors, kidney cysts, nephritis and side effects from some medication, herbal medicines or some dietary supplements such as vitamin C consumed more than 500 mg/day. which is unavoidable. The reduced kidney function usually occurs after the age of 30 years at an average rate of 1 percent per year. However, people can live normally without knowing that their kidneys are deteriorating as kidney functions are gradually reducing which does not affect the overall physical conditions. The kidney disease occurs when the kidney functions decrease at a higher rate than the natural changes in normal people. The condition in which kidney function decreases abruptly is called acute kidney injury which may return to normal function if receiving proper treatments and care. However, if the abnormality of kidney functions exist longer than 3 months, it will be considered as a chronic kidney disease. Patients with chronic kidney disease have significantly reduced kidney functions meaning that the rate of kidney filtration is less than 15 percent of their normal capacities are referred to as end-stage kidney failure. Those patients have symptoms from the accumulation of wastes in the blood, water and electrolyte imbalance and some hormones deficiencies leading to lack of energy, loss of appetite, vomiting, swelling, anemia, high blood pressure, itching, pain, muscle cramps, dry and rough skin, darkening of the skin, fragile bones and etc. The treatment for this condition is kidney replacement therapy. The duration of disease progression to the end-stage kidney failure varies in each patient. There are many factors involved such as the cause of the disease and the age of diagnosis of kidney disease. There are 4 methods for treating chronic kidney disease with end-stage kidney failure: 1) Kidney Replacement Therapy with Hemodialysis. 2) Peritoneal Dialysis 3) Kidney Transplantation and 4) Symptomatic Treatment

Propagation

Propagate Delonix regia from semi-ripe tip cuttings taken in summer. Best results come with bottom parts. Seedlings vary in flower characteristics and may take 10 or more years to flower.

Description

Delonix regia or Royal Poinciana (so named because it used to be in the genus, Poinciana and the tree was named for an 18th century governor of the French West Indies, Monsieur de Poinci. It is a flamboyant tree in flower – generally recognised as the world’s most colorful tree. For several weeks in spring and specifically in summer it is covered with exuberant clusters of flame-red orange flowers, 4-5 in (1.2-12.7 cm) across. Even up close, the individual flowers are striking: they have four spoon shaped spreading scarlet or orange-red petals about 3 in (7.6 cm) long, and one upright slightly larger petal (the standard) which is marked with yellow and white. The Delonix regia tree gets 30-40 ft (9.1-12.2 m) tall, but its elegant wide-spreading umbrella-like canopy can be wider than its height. Flamboyant tree is deciduous in climates that have a marked dry season, but in areas where the winter is not that much dryer than the summer, it is a semi-evergreen tree. Even the leaves are elegant: they are lacy and fernlike, twice-pinnate, and 12-20 in (30.5-50.8 cm) long with 20-40 pairs of primary leaflets (pinnae), each divided into 10-20 pairs of secondary leaflets (pinules). The dark brown pods are flat and woody, up to 24 in (61 cm) long and 2 in (5.1 cm) wide. A naturally occurring variety (var. flavida) has golden-yellow flowers.

Location

Royal Poinciana is native to Madagascar. It is widely cultivated and may be seen adorning avenues, parks and estates in tropical cities throughout the world. A casual visitor might think the Caribbean Islanders invented this tree they call simply “flamboyant.” Poinciana frequently escapes cultivation and establishes in frost-free climates.

Culture

Royal Poinciana is very fast growing, about 5 ft (1.5 m) per year until maturity, and tolerant of a wide range of well drained soils from acidic to alkaline and from loamy to gravelly. It’s best to provide protection from strong winds. Light: Full sun exposure

Royal poinciana is a spectacular shade tree in tropical climates. As a free standing specimen tree, it has no peers. The tree tolerates salty conditions and can be grown near the coast, but not in openly exposed beach conditions. Royal Poinciana tolerates hard pruning and can be kept at a small size and even grown in the greenhouse. The flamboyant tree has shallow, wide-spreading roots that will not allow under planting and the roots can be a threat to building foundations and sidewalks. The tree sheds large woody pods and brittle branches that get broken off in the wind. Seedlings will come up all around the tree.

Royal Poinciana puts on its riotous show over a long season in spring and summer. Even if it never bloomed, it would still be one of the most beautiful trees in the world with its graceful live oak-like form, sculptured Ficus-like surface roots, and lacy fernlike foliage. In the Caribbean Islands the pods are used for fuel and called “ wo m a n ’s to n g u e ” because of the rattling noise they make when the wind blows them (a couple other species share this nickname for the same reason).

The Cabinet has announced May 4 as the new Coronation Day official holiday. The new holiday date marks the day that His Majesty King Maha Vajiralongkorn took the throne. The previous Coronation Day was May 5, when the late King Rama IX was enthroned. Assistant government spokesman Athisit Chaiyanuwat said the change would give Thailand a total of 19 official holidays, the Nation reported. This includes the recently announced new holiday of June 3, which is the birthday of Her Majesty Queen Suthida. Queen Suthida recently married King Vajiralongkorn on May 1. The government said the birthday of the previous reigning queen Sirikit, August 12, remains a public holiday and Thailand’s Mother’s Day. Meanwhile, Royal Gazette has announced that December 5, the late King Bhumibol Adulyadej’s birthday, has been named the National Day and the Father’s Day, making it one of the most important days in the Thai calendar. Vehicle owners will be unable to renew their registration licenses if they fail to pay traffic fines. The new measures, which come into f orce on 1 July, have been announced by the Land Transport Department (LTD) and Royal Thai Police, in a bid to crackdown on motorists who fail to pay traffic fines. The authorities have revealed they are using a new shared database that will help i dentify those who ignore traffic tickets. “We are introducing this measure to prevent m otorists from ignoring tickets issued by traffic police,” LTD deputy director-general Chantira Parutpat told The Nation. O fficials say that the problem of m otorists failing to pay traffic tickets is

widespread, with some 5. 4 million tickets remaining unpaid to date. T he result of this is a huge loss of revenue for the state. “People will be able t o check whether they have had tickets p ending if they use an app provided by police,” Chantira said. T here will also be a large scale p romotional campaign over the coming w eeks and months warning motorists of s erious consequences if they fail to pay traffic tickets. M otorists will be asked to pay any outstanding traffic tickets when they renew their vehicle registration licenses. “ If they don’t pay fines, we won’t approve the renewal.”

Bangkok Hospital: World Hypertension Day

Hero dog named Ping Pong rescues newborn baby buried alive in Isaan A disabled dog in northeastern T hailand has been hailed a hero after r escuing a newborn baby that had been buried alive by his teenage mother. It was the sniffing and digging of the dog, named Ping Pong, which attracted the attention of locals to a spot of wasteland i n Ban Nong Kham village, in Nakhon Ratchasima, Isaan. According to Ping Pong’s owner, the d og’s digging unveiled one of the baby’s legs which prompted locals to pull the infant to safety. T hai daily Matichon reported that a 15 year old girl, who has not been named, admitted burying her baby and has since b een charged with murder. She has also undergone psychiatric evaluation. She said that she was scared of being punished by her father for getting pregnant. The girl’s family later said they would look after the baby, who survived the ordeal and who has been given the all-clear by doctors. Lieutenant colonel Panuwat Puttakam, o f Cham Phuang police, said: “The girl is now in the care of a psychologist and her p arents because she is in great fear. She regrets what she did and said she acted on i mpulse without thinking it through. She feared her parents would find out she had been pregnant.”

P ing Pong, who is six, has become somewhat of a celebrity featuring in news c overage and TV bulletins, not only in T hailand but around the world, with the s tory being reported by scores of news outlets including the BBC, Daily Mail, Fox News and the South China Morning Post. Owner Usa Nisaika, 41, described Ping Pong as a very good boy and confirmed that he only has the use of three legs. “I heard a dog barking and a baby crying in a cassava plantation, so I went there to check,” Usa told Thai local media. “The dog was digging up a dirt pile and the baby’s legs emerged.” He added: “Ping Pong was hit by a car, so he’s disabled. But I kept him because he’s so loyal and obedient, and always helps me out when I go into the fields to tend to my cattle. He’s loved by the entire village. It’s amazing he found the baby.”

26 Enjoying the Kaeng Krachan Fresh Water Playground When the summer weather is hot, most would say it’s time to find the air conditioning, or hope for some cooling breezes at the beach; although the ocean waters may not be as refreshing as you want prefer.

A water park may also be considered but with a large family in tow, that may not b e a low cost day..The Phetchaburi River, especially at Kaeng Krachan, is another way t o escape the heat, especially during the school holidays or weekends. Many riverside resorts offer families a way to enjoy the cooling river waters. We v isited the Fueng fah sangmanee Resort w here perhaps the region’s lowest cost w ater park was providing a hot weather refuge. Sure the ‘water park’ is not the most s ophisticated or elaborate but with a 4

s torey slide catapulting squealing riders out into the river, smaller slides for smaller kids, multiple swimming pools ashore and m ultiple floating devices tethered to the river bank; the entry cost of 30 THB may be unbeatable value. T here’s also a small charge for a c ompulsory life jacket for swimmers and wandering ‘life-savers’ keeping their eye on river safety. The river flows steadily away from the nearby Kaeng Krachan dam with a regular p arade of passing inflatable rafts or life jacked ‘floaters’ just drifting past with many

r iver resorts providing all the necessary equipment and a pick-up and return service down river. These resorts provide accommodation o f all varieties if a weekend excursion is

p referred to just a day trip. Thai families are the main customers; and I was the only v isible falang on this trip but everyone is welcomed and there was no suggestion of a ‘foreigner surcharge’. What happens to your Facebook profile after you die? A study carried out in April by Oxford University has revealed that the number of dead Facebook users could soon outnumber the living. Facebook has approximately 2.3 billion users but as users begin to die, the number o f ‘dead’ profiles will increase. The study anticipated that based on 2018 user levels at least 1.4 billion users will die before 2100 and that the number of dead could outnumber

the living by 2070. For users today, it can be painful to receive a birthday or other event reminders through Facebook about those who have passed away. S o this begs the question - what happens to your account when you die? F ortunately, there are a couple of things you can do to avoid resurfacing on social media after you die. O ne option is to leave instructions t o delete your account, along with your password and login details in your will. A lternatively, you can make use of s ome of the features Facebook already has enabled for profiles of people who have died. T hese include electing a friend or r elative as a “legacy” who can take over y our Facebook profile after your death. The legacy contact is not able to post from your account or read your messages but they will be able to turn your profile into a “tribute” page. You can also request that Facebook deletes your profile after you die. To enable the “legacy” feature go to Settings > Manage Account > Memorialisation settings Facebook has also recently announced s ome improvements and new systems that the social network will put in place for profiles of the deceased.

“ These changes are the result of feedback we heard from people of different religions and cultural backgrounds as well as experts and academics,” said Facebook’s chief operating officer Sheryl Sandberg. “We’re grateful to them for helping us understand how we can build more tools to help people find comfort in times of grief.” One of those features, which has long been sought after - means you will no longer be prompted to wish a deceased friend a ‘happy birthday’. It also won’t suggest you

‘ invite’ a deceased friend to an event on the site. There will also be improvements to the “ legacy” feature mentioned above, which will give the contact more control over the page, including being able to choose who can post as well as what tagging of photos or status updates is allowed. “ This helps [the legacy contact] m anage content that might be hard for friends and family to see if they’re not ready,” Sandberg said.

The Law and Childhood Paternity Some men and women who live together as husband and wife do not register their marriage; some register their marriage and divorce later. In both circumstances if the wife becomes pregnant and gives birth, the newborn child is not deemed to be a legitimate child of the man unless the child was born during the registered marriage or within 310 days after the end of the marriage. This assumes that the child was the legitimate child of the Man) except when: 1 Father and mother of the child registered their marriage later 2 The father of the child submits the application to the Local Office, including supporting evidence for investigation, with consent of the mother. 3 The father submitted a petition to the Court and the Court has an order that the father has the right to register the child as his legitimate child, provided in Section 1547 of the Commercial and Civil Code. The child was born at the

time that the mother and father were not legally married and will become a legitimate child when the father and mother register their marriage later or the father makes a registration of legitimate child with a court order to certify that he is a legitimate child of the father. Legal Issues: In case the father does not make any registration of the legitimation of the child, does the child have any legal right to proceed with legal action to prove that he/she is a legitimate child of the father? In consideration Section 1556 of the Commercial and Civil Code: P aragraph 1 provides that legal actions for child legitimation, in case the child is under 15 years of age the case must be made by his guardian. In case the child has n o guardian or the guardian becomes incompetent, the closest relative or the State Attorney can proceed the case on his behalf. Paragraph 2 In case the child is over 15 years of age the child may proceed with the case him/herself without obtaining any consent of the guardian. Paragraph 3 In case the child is mature he/she may proceed with the case from the day that he/her becomes 20 years of age. The implementation of Paragraph 1 & 2 can be easily be completed with proof. The implementation of Paragraph 3 needs to proceed within 1 year from the child’s maturity date. There is a legal issue of time limitation. If the child proceeds beyond 1 year can it be done? I f we refer to the general provision of law and previous J udgements of the Supreme Court it can be found that the time limitations may proceed if the matter is not about p ublic order or good morale. The Judge can consider t he case providing there are no objections from any interested parties.

T his means that the child is entitled to submit the P etition to the Court even though it is beyond the time limitation and can get the Court Order to prove that he is a legitimate child of the father, if no one makes any objection to his Petition. There was an Appeal Court decision made in the Case No: Yor Chor 123/2560, Red No: 297/2560, Nakhon Naiyok Juvenile and Family Court, that the Petitioner submitted the Petition to the Court for Child Legitimation. The first Court made the announcement of objections of Interested Persons but no one made any objection. The Court dismissed the Case because the Case was beyond the limitation of time to proceed, the Petitioner disagreed with that decision and appealed to the Appeal Court. The Appeal Court, Juvenile and Family Department, had to consider whether the First Court decision to dismiss the Case due to limitation of time was legal or not. The A ppeal Court gave the opinion that even though the legitimation of the child Case must proceed within 1 year of becoming an adult (20 Years of age) this was not a matter with regard of public order or good morale, therefore the Appeal Court reversed the first Court’s decision and decided t hat the child is the legitimate child of the deceased as provided in Section 1555. At the end of my two days BKK-Hua Hin-BKK test drive. I was impressed with the solid, well-built feel of the Civic RS Turbo: the upscale interior; infotainment, safety features: the LaneWatch and the Forward Collision Warning. 634 The Great Homework Debate Rages On! “ Rage” is the word to describe this debate. As the pendulum swings we often only hear or listen to the extreme ends of t he argument. Over the last 25 years, I h ave assigned and marked thousands of homework assignments and as this debate c ontinues to rage, teachers and students alike are its victims. S o, what is wrong with homework? Well, to put it simply, the evidence that homework supports or even fosters greater learning is wholly incomplete. Much of the research is either too narrow or too bored and frankly the research over the last decade c ontinually fails to offer any qualitative guidance for schools, teachers or families. Intention; the question on the table. What intention does the homework have or offer? Put more simply, does homework help or hinder our children.

Proponents argue that homework that is designed to reinforce classroom learning, s trengthen parental involvement in their child’s learning and should directly relate to the school’s curriculum; to develop important l ife skills such as time-management and discipline. They do however, emphasize for primary-aged children homework be limited to half an hour each week day and weekends should be free of homework. The problem with this argument is that there is little to no guidance or guidelines t hat helps teachers and schools design t he ‘right’ kind of homework. Repetition, s uch as studying the times tables and s pelling, is a recognized learning style, however this activity does not support all types of learning and is often seen as time w asting by many students and families. Teachers work to structure homework that c onsolidates weekly learning objectives however much of the homework lies in the h ands of parents and families who often have limited time or understanding of the appropriate methodology to support their c hildren. Thus, the frustration develops a nd homework tasks fail to support or consolidate their child’s learning. Advocates for a reduction in homework a rgue that homework itself has a reverse e ffect and contributes to a diminished i nterest in learning. Additionally, many families and educators argue that the impact homework has on quality family time is a central contributing factor in creating strain on parent-child relationships. T he camp for ‘no homework’ e mphasizes and promotes an increase in extra curricular activities and argues that in today’s current technological environment o ur kids need more ‘time’ for physical

a nd social opportunities and the idea of leaving school to go home and sit on-line to complete homework tasks is wholly flawed. One thing both camps agree on with r egards to homework, is that reading in after-school hours is highly beneficial – this c an be a joyous, bonding time between p arents and children, and provides both an opportunity for a child to practice their reading skills, listening and comprehension skills. There really is no real answer. Trends in education come and go and the homework d ebate will remain. I, for one, am not opposed to homework but I am vehemently opposed to ‘time’ wasting assignments that f orce our students and children into the cyclical realm of boredom. Most of the current research cannot d emonstrate any direct link between academic achievement and homework.

379 Thailand’s PGA & LPGA Championships Come to Town Both Thailand professional Golf associations, the PGA (Mens Professional Golf Association) and the LPGA (Ladies Professional Golf Association), chose local golf courses to hold championship events in May in recognition of the quality our golf courses.

Both events were supported by the Sports Authority of Thailand and the Singha Corporation with prize money of two million THB and one million baht available to the PGA and LPGA event respectively. The PGA championship was conducted over 72 holes and the LPGA over 54 holes.

T he PGA event was held at the Springfield Royal Country Club from 8th – 11th May over 72 holes, followed by the LPGA event at Palm Hills Golf Club & Residence from 14th – 16th May over 54 holes. Both courses were able to p rovide immaculate course conditions and tournament supervision to impress both the respective associations and competing golfers. I n the final round of the PGA championship, Settee Prakongvech, a 24-year-old golfer from Chonburi, overcame a four stroke deficit to draw level with Kasidit Lepkurte, a 2 7-year-old pro from Prachinburi who had faded on the last day scoring 74. Settee had collected 2 birdies in the final three holes. He parred the last hole with a putt from

off the green after putting his second in the water to make a 2-under 70. The Phetchaburi Governor was on hand to witness a thrilling finale as the two tied leaders of the Championship needed to return to the 18th tee six times in a multiple playoff. Officials changed the hole position after four attempts had failed to determine the winner. On the sixth play-off hole Settee put his second shot in the water of the par five 527 yard hole which requires a water-carry to the green. Kasidit found the green with his second shot then just missed a 48-foot Eagle Putt by a few inches before a tap-in birdie to secure the first prize of 240,000 THB.

10 38 World Handicap System: Not Long Until You Can Play Off 54

The way golfers around the world will calculate their handicaps is set to be transformed by a new system developed by The R&A and the USGA, with key features designed to provide all golfers with a consistent measure of playing ability.

The new World Handicap System – to be implemented in 2020 – follows an extensive review of systems administered by six existing handicapping authorities: Golf Australia, the Council of National Golf Unions (CONGU) in Great Britain a nd Ireland, the European Golf Association (EGA), the South African Golf Association (SAGA), the Argentine Golf Association (AAG) and the USGA.

The new system will feature the following: - Flexibility in formats of play, allowing both competitive a nd recreational rounds to count for handicap purposes and ensuring that a golfer’s handicap is more reflective of potential ability. - A minimal number of scores needed to obtain a new h andicap; a recommendation that the number of scores n eeded to obtain a new handicap be 54 holes from any combination of 18-hole and 9-hole rounds, but with some discretion available for national or regional associations to set a different minimum within their own jurisdiction. - A consistent handicap that is portable from course to course and country to country through worldwide use of the USGA Course and Slope Rating System, already successfully used in more than 80 countries. - An average-based calculation of a handicap, taken from the best eight out of the last 20 scores and factoring in memory of demonstrated ability for better responsiveness and control. - A calculation that considers the impact that abnormal c ourse and weather conditions might have on a player’s performance each day. - Daily handicap revisions, taking account of the course and weather conditions calculation. - A limit of Net Double Bogey on the maximum hole score (for handicapping purposes only). - A maximum handicap limit of 54.0, regardless of gender, to encourage more golfers to measure and track their performance to increase their enjoyment of the game.

Quantitative research was conducted in 15 countries around the world, through which 76 percent of the 52,000 r espondents voiced their support for a World Handicap System, 22 percent were willing to consider its benefits, and only 2 percent were opposed. This was followed by a series of focus groups, in which more than 300 golf administrators and golfers from regions around the world offered extensive feedback on the features of the proposed new system. This feedback has helped shape the WHS, which has been developed by The R&A and the USGA with support from each existing handicapping authority as well as the Japan Golf Association and Golf Canada. M artin Slumbers, Chief Executive of The R&A, said, “We are working with our partners and national associations t o make golf more modern, more accessible and more enjoyable as a sport and the new World Handicap System represents a huge opportunity in this regard. “ We want to make it more attractive to golfers to obtain a handicap and strip away some of the complexity and variation which can be off-putting for newcomers. Having a handicap, which is easier to understand and is truly portable around the world, can make golf much more enjoyable and is one of the unique selling points of our sport.” Mike Davis, CEO of the USGA, commented, “For some time, we’ve heard golfers say, ‘I’m not good enough to have a handicap,’ or ‘I don’t play enough to have a handicap.’ We want to make the right decisions now to encourage a more w elcoming and social game. Masters 2019: Zach Johnson accidentally hits his ball on practice swing, replaces with no penalty at 13Th hole The rule in question is Rule 6.2b 5. A stroke has not been made if the player: - Decides during the downswing not to strike the ball and a voids doing so by deliberately stopping the club head before it reaches the ball or, if unable to stop, by deliberately missing the ball. - Accidentally strikes the ball when making a practice swing or while preparing to make a stroke.

The everyday golfer lives for moments when pros are “just like us.” It’s why a certain segment of fans love to watch the U.S. Open more than any event, because they get to see the best in the world struggle a similar ways as you struggle during your weekend round. Z ach Johnson provided what may be the greatest “pros, they’re just like us!” moment in recent memory, and it came at one of the sport’s most recognizable stages: the 13th hole at Augusta National. As he prepared to hit his tee shot at the dogleg par 5, Johnson did his usual pre-shot routine where his driver gets a little too close to the ball, at least that’s how it seems to us mere mortals. For a two-time major winner, he’s not concerned with accidentally hitting the ball and hearing his three buddies yell “one!”, also known as the most overused joke in the book. Only that’s exactly what Johnson did when he made a practice swing, hitting his ball with the toe of the driver, which caused it to ricochet off the tee marker and bounce a few yards forward. This yielded a hilarious “oh sh--!” from Johnson, which may be the first curse of his career caught on camera:

Luckily for Johnson, the rules actually helped him on this one, and Johnson knew the rule immediately. Because his ball was still not “in play” and on the teeing ground, he is allowed to simply replace it as long as he had no intent to hit the ball. A Great Days Play for the Viking Cup Golf 2019 Sometimes in life everything just goes to plan and ends up perfect. The Viking Cup Golf Tournament 2019 was such an event. E xpats from all around Asia participated and even some former expats, now living i n Scandinavia had flown back to Asia to participate! The conditions at Black Mountain were p erfect and several of the participating p layers were quoted as saying that this w as the best golf course that they had e ver played. They were very impressed a nd grateful when they heard that the owner Mr. Stig Notlöv, a true entrepreneur from northern Sweden, had created Black Mountain from scratch. To the locals this is no surprise as Black M ountain and its facilities are truly world c lass. Black Mountain, since its inception m ore than 10 years ago, has become t he most widely acclaimed golf course i n Thailand, winning numerous local and international awards. Black Mountain has been voted “Best Course in Asia” several times and was also the first course in Thailand included in the US Golf Digest list of “Top 100 Courses Outside the US”. The weather was very hot, but this p resented no problem for the Vikings as they have become acclimatised over their years in Asia.

Many of the participants hold senior positions as Asia and Pacific managers in Asia for the biggest companies in the world and expect their leisure time, especially their golf, to be on a par with the best in the world. T heir expectations were met by H ua Hin based Tee Time Thailand, whose preparation and attention to detail ensured that the Viking Cup Golf event was a great s uccess, special thanks to both Ulf and Conny for their hard work. Several players c ommented on the high quality of their rented clubs which were a cut above the usual rental clubs! T he overall winner was Singapore Viking Claus Nicolajsen, who also won two o f the nearest to pin prizes. Claus has a handicap of 2.2 but still managed to make 40 points! An excellent achievement! The team winners were Patrick Cartier a nd Nico Greeve from Saigon Raiders t ogether with Jesper Keis Hansen from B angkok Vikings and Magnus Jacobsson from the sponsor Infinity Financial Solutions. All of them scored 34 points or above. Great team effort! Hua Hin Vikings veteran team made a sensational debut in the Viking Cup 2019 and managed to win the veterans competition. The final game was very dramatic with Jakarta Vikings being in the lead near the end, but Hua Hin managed to score twice in quick succession and force the game into extra time. Jakarta’s goal keeper, who was very good the whole tournament, managed to stop all shots and the game went to a penalty shoot-out. A real thriller! However, the Hua Hin team, held their nerve to win the penalty competition 5-4. Their victory really was an achievement, considering some of the players from the d ifferent Viking teams around Asia have b een semi-professional players. However, the Hua Hin Vikings are also able sportsmen, w ith lighting attacker Anders Hagstedt being a former elite ice hockey player and also an elite chef at his Hua Hin restaurant Prime Steakhouse.

A clear sign, that Anders was confident of victory was the ready prepared ice-cold bottle of Champagne in his kit bag! T homas Andersson, the founder of Hua Hin Vikings, Human Dynamo and the Project Manager of Falcon Hill Pool Villas, was also confident of winning the cup, and put the victory down to a combination of hard work and a detailed game plan. O ther players who also played their part in the triumph, are long-term residents of Hua Hin and working in different areas s uch as Engineering, Marketing, IT and H ealth and Fitness. They also fielded a couple of retirees! Everyone agreed that the Viking Cup 2019 in Hua Hin was a great event. It can be tough on the pitch, especially in 40c heat, b ut the camaraderie between the teams

all contributed to not only a great sporting e vent, but also a great social event. As mentioned, the weather sapped the players energy but luckily there were great sponsors including Tiger Balm with free massage and also Singha to maintain fluid balance! The tournament closed with a spectacular prize giving ceremony at the Vana Nava Holiday I nn where the celebrations went on long into night. 14 42 Health Insurance Matters; How to Find Your Policy Without Trauma

Health insurance is on the mind of many foreign residents. That’s partly because the uninsured are not getting any younger and are concerned about they how could manage a serious medical issue.

R etirees are also aware that the introduction of c ompulsory insurance for their visa renewal has been discussed within government ranks and that age or existing medical conditions may impact upon an ability to arrange a suitable policy. T he proposal states that these foreigners will be required to have Thai insurance policies covering their entire stay in Thailand with a minimum 40,000 THB out-patient and a minimum 400,000 THB in-patient medical bill coverages. Those already having overseas insurance policies that meet the minimum requirement would be exempted from s ubscribing to Thai insurance policies. They will be able to apply for long-stay visas using their foreign insurance policies, says Dr Kittisak Klapdee, adviser to the Minister of Public Health. The good news is that health insurance policies are available for the retired in their 50’s and 60’s. You will need to make a disclosure about pre-existing conditions and a medical examination may be required; but you may also be able to secure your insurance policy with less trauma than you expect; including financial trauma. However the world of health insurance has its pitfalls to manage, so here are a few hints about securing a policy that best fits your situation. 1. Fill in an Application Form

That may sound very obvious but many are reluctant to take the first step. They may just investigate as best they can via internet searches or even talking across the counter with an agent or company.

T he problem is that until an insurance company r eceives your signed declaration; there cannot be a real quote, including any special conditions, or confidence that the advice you may have received is correct. C ompleting an application doesn’t mean there should be any payment made in advance of the proposal being accepted and then immediate coverage in the case o f accidents or 30 days later for illnesses the coverage commences. There really is no good reason to pay before you buy and an application form alone is not a commitment o r binding in any way. Privacy requirements about any disclosures made apply to the licensed agents and insurance companies. Life Insurance is not the same as there is no 30 day waiting period before a claim can be made. 2. Know Who You Are Dealing With; Especially Licensing

There is a growing trend for groups, often for those who share a particular profile, to negotiate a lower rate with the insurance agent or provider. This may seem like a good deal but be careful to read the ‘fine print’. One very substantial insurance company openly states “No Claim Discount – This will be offered to persons who a re not entitled to a Group Discount and remains claims free”. To be involved in a Group Policy you need to know t he implications of claims made by other members. Do they affect your no claim discount or even lead to a future premium surcharge if the claims of others are seen to be excessive? A Final Word

T he Office of the Insurance Commission (OIC) is t he Thailand regulator controlling the insurance industry, including licensing requirements. Insurance companies will only accept health insurance proposals from licensed brokers; that is agents with a health insurance license (known as ‘non-life) issued by the OIC, not a life insurance license or any other certification. These licenses are only available to Thai people who are required to undertake training and accept decisions made in adjudicating disputes. If you are dealing with a foreign agent, he or she will not be the policy proposer. That means they won’t be able to directly represent your interest with either the OIC or the insurance provider. That will be someone ‘behind the scenes’ who you may never have met. The OIC does not become involved if the insurance company is not a Thai company; therefore a policy with an overseas company can make the policy-holder vulnerable if a claim is disputed without a Thai adjudicator able to be involved. Of course many international companies qualify having established their Thai company legal requirements.

N ews about insurance requirements related to visa applications and renewals has been very quiet lately including some of the detail. Of course a change of government and even a new head of the Immigration Department may, in part, explain this silence. However there may also be a dawning of administrative obstacles to overcome, including the verification of policies carried by overseas companies; how will they be verified as current and real? I n the meantime health insurance for the financial protection of foreign residents is something that shouldn’t be ignored. Before it’s too late; find your reputable agent and get your coverage ASAP! The Sheraton Hua Hin Resort and Spa hosted a unique dining event this month called “The Four Scenes”

All those who participated in this event experienced n ot only great food but a spectacular ‘tour’ of food and drink. This event was both unique in nature and exclusive in flavor. The tour took guests around and through the various eateries offered at the Sheraton Hua Hin. Throughout the evening, the event team supported and guided their guests through the tour with simple but informative information regarding the different foods and wines. The commencement, or rather “Scene One” welcomed the guests at the Sheraton rooftop bar. As each location for the evening was given its own name, the rooftop bar or Mountainside Setting was a spectacular beginning with chilled Banfi Vino Spumante and Tener Brut Castello. The cocktail party vibe was festive with great views of the local mountains and a direct line of sight over the lush Sheraton gardens. There was a litany of foods to choose f rom such as pomelo and prawn salad, vodka pani puri t o smoked sturgeon, salmon and caviar. The oyster bar o ffered fresh oysters from Surat Thani and Pranburi and were accompanied by a delicate Bloody Marry shot. This was a phenomenal start to the evening.

Our hosts, once again paired the final course perfectly with Grenache Gris Blanc, Gerard Bertrand Pays D’Oc from France and Sileni Pino Nori Hawke’s Bay from New Zealand. Sweet homemade ice cream, traditional Thai fried banana and coconut fritters alongside the Infinity Cheese Table closed the evening on a definite high.

We were then guided to Scene Two: InAzia. Again, o ur hosts led the tour from the rooftop bar to the S heraton InAzia restaurant where we were treated to an e legant 3-part appetiser platter. The presentation was s ophisticated and delicate. We indulged in Peking Duck w ith honey and five spices, a mutton roti that was out of this world and my personal favorite a Soba noodle and M iso scallop. Here, we shared in a local wine, Monsoon Valley’s Colombard. Careful attention to detail, service and ambiance made this leg of the tour a real pleasure. Next, we meandered through the gardens stopping at Scene Three: Deliciozo. This alfresco setting was both f un and relaxed. By this time in the evening, the guests and hosts alike were socialising with one another, enjoying f ood related conversations and making new friends. The wine pairing at this point in our tour was Moda Talamonti M ontepulciano from Italy. Smooth and perfectly chosen wine paired with Procini Risotto Torched Foie Gras, braised local sturgeon, rosemary lamb leg and Raclette cheese. Here, we had direct interaction with the chefs as we watched our

This superb Thai steamed fish dish bursts with flavor, o ffering a well-balanced taste and is a great healthy a lternative to fried food. It is low in calories and high in protein and perfect for sharing among friends. A classic dish, pla neung manao is found in most seafood restaurants in Thailand and for those who love spicy food, this should be at the top of the must-try list. NAM PRIK (Thai spicy chili sauce) Nam phrik is a type of spicy chili sauce and is widely used around Thailand to accompany a number of dishes. The sauce usually consists of chilies, garlic, and lime juice, and often ground shrimp. Nam phrik is great with seafood and is the perfect dipping sauce for raw or boiled vegetables, a dding a depth of flavor to the meal you’re having. The veggies are loaded with vitamins and the seafood is packed with protein, and it is a low-calorie, high-fiber meal. TIPS FOR ORDERING MEALS: Don’t be afraid to turn up the heat when ordering food. I f you love spicy meals, Thai cuisine is definitely for you. Chilies are loaded with health benefits. Steamed rice is the better option when ordering a meal, so choose that instead.
