3 From The Managing Editor There’s a real ’sports vibe’ around Hua Hin with opening of the True Arena and a much higher profile for our city with more international events destined to come. Football fans are also getting ready to support our local team now that the UHT Vana Nava Hua Hin City Stadium is ready to go. Last month we briefly introduced Hua Hin Today’s new Manager, Ornusha Pinvanorasam, but now as a follow up we have put together a profile about Khun Ornusha, so our readers can get to know her better. I would like to encourage more feedback and your views about our publication. 4 Hua Hin Sports Facilities Come of Age
True Arena Hua Hin & UHT Vana Nava Hua Hin City Stadium are now on stream to boost local football, tennis and much more. It’s probably true to say that until now sports facilities in Hua Hin (other than golf courses that is!) have not really been able to provide the quality to support high level events, spectators experiences but also participation. The fitness facilities may also been somewhat less sophisticated than desirable. Vana Nava Hua Hin City, Hua Hin’s premier football team, has been using the Fort Thannarat Army Base as a home ground and although there are a variety of fitness centres and tennis courts, they have been typically found at resorts. The opening last month of two new sports facilities have changed these short coming. Even before the official opening of True Arena was able to host the 2016 Fed Cup Asia/Oceania Zone Group I action with the centre court providing up to 5,000 seated spectators with the best views at the True Arena centre. The Fed Cup is the most important event worldwide in women’s tennis.
About True Arena Hua Hin
We attended the ‘Executive Open House’ last month with a guided tour provided by Virapol Cholvibul, or Khun Kai the General Manager. This was a great opportunity to see what’s on offer. Earlier in the day we also had a look at the Fed Cup competition and were able to see a great match between players representing Uzbekistan and Thailand. At one set-all and down 0 – 2 in the final set, the local’s were very happy with a fighting comeback by Thailand to win 6 – 3 in the final set. Tennis is one of the main sports catered for with 11 tennis court and the sunken centre court providing spectators with a great view. The court, including the surface, was modeled on the style and standards of the Rod Laver Tennis Arena, home of the Grand Slam event the Australian Open. There are also multiple football pitches with state of the art grass surfaces providing ideal training grounds as well as a venue for some games although not really accommodating spectators, that’s where the new Khao Takiab football stadium comes in. Premier League teams have already made use of the grounds pre-season. The high ceiling gymnasium is a separate building providing for sports such as badminton, basketball, volleyball, futsai; designed with a cushioned surface to minimize any injury risks sometimes prevalent when the surface is less forgiving. Just before entering the Clubhouse I couldn’t help asking Khun Kai about the very large imposing ‘sculpture’ looming at the entry. It’s a white figure which may have been based on a Greek God although the sun glasses, tennis racket (still in a cover) and oversized feet had us confused. Khun Khai said they call it ‘Mr Sportsman’ although it seems destined to have a less formal nickname before long if it hasn’t already; maybe ‘Bigfoot’? Fitness is the theme inside the main four level Clubhouse. There are ‘fleets’ of exercise machines of every shape, size and complexity. We are told some have a screen so that you can take a virtual tour, maybe join the Tour de France peloton? There are also assessment and training staff on hand, it’s all part of the FitNet Club facilities with some 1,500 square metres of floor space. Other styles of exercise include Body Combat, Body Pump, RPM (spinning), Zumba, and Yoga. Even dancing of styles, maybe ‘dancercise’. On the rooftop we enjoyed a welcoming cocktail with panoramic outlook over tennis courts towards distant hills and a great evening sunset came into view. Just the place for a scenic ‘after exercise’ relaxation with a 25 metre infinity pool overlooking the nearby railway overpass. Our cocktail party included live music, fine food and drinks provided by food and beverage staff from the ground level Maria Restaurant (Maria Sharapova?). Our thanks to the True Arena staff for their hospitality and the tour. Memberships of different levels are now on offer. There’s really no excuse now to delay your fitness and future health. About The UHT Vana Nava Hua Hin City Stadium; Ready For a ‘New League’ To Begin The future of Thai football Division 2 football in Thailand, which includes local team Vana Nava Hua Hin City, is now undergoing a major restructuring. This has meant that plans for the season to commence on February 7th were cancelled and the new structure of the league and plans for the 2016 season are eagerly awaited. The 2016 football season was due to get underway; with local team Vana Nava Hua Hin City, competing in Division 2 of the Thailand Regional League at the brand new stadium in Khao Takiab. The Fort Thannarat Army Base grounds served a purpose however being some 20 kilometres from Hua Hin was not really ‘user friendly’ for spectators. On 11th February ex-police chief Somyot Poompanmoung, reported to be backed by Leicester City’s owners, was elected as the new President of the Football Association of Thailand, in a vote prompted by the suspension of the former President.
The latest reports suggest that the new season will get underway on 26th March. Hua Hin Today will provide as much information as possible as the ‘dust settles’; including an opportunity to attend at the new stadium and to provide the fixtures for the season. We’re also football fans! Where is the Vana Nava Hua Hin City Stadium?
An early decision of the incoming President has been to suspend Division 2 and void games that had been played. He is understood to be completely re-structuring the league system.
Approaching the overpass south of the town centre, continue straight towards Khao Takiab. The stadium is around 4 kilometres further with the entry on the right side of this road. Look for the light towers ready for night time football.
Football fans in Hua Hin are hoping that this is good news for the future of the game and the expansion of an eager and expectant fan base. A new league, a new Hua Hin Stadium; now let the games begin!

8 Lucca – ‘The Illusion of Being A Magician’
Hua Hin Today recently joined guests at the Anantara Hua Hin presentation of ‘Dine With A Magician’. The magician being Austria’s Champion of Mental Magic and the current Vice World Champion, Lucca. This was a fantastic evening which tested our perceptions of reality and astonished the audience. “Reality is merely an illusion, albeit a very persistent one.” Albert Einstein For example a couple from the audience are seated out of sight from each other and instructed to raise an arm when they feel a tap on the shoulder. Lucca then lightly taps one, but simultaneously both raise an arm. There’s a moment of stunned silence before applause. How did that happen, no idea! Part of the beauty of great magic is in the not knowing, the willingness to accept the illusion, the joy of being fooled. Some days later we were able to arrange a ‘personal audience’ with Lucca, not to see more of his magic but to understand more of the person behind the performance. First Lucca is eager to dispel any suggestion that he posses ‘magical powers’ of the supernatural or paranormal kind. He describes himself as a performer playing the part of a magician. Apart from entertainment value, Lucca’s intent is to enhance an acceptance that there are wonders and illusions present in everyday life experiences. He hopes his audience will ponder these mysteries and accept that the illusions he has presented are a stage version of what can be experienced every day.
As a part of NOT being ‘magic’ in the supernatural sense of the word, there is an explanation to Lucca’s illusions but there is no use asking.
He is a Member of the ‘Magic Circle’ (International Magicians’ Guild). The motto of the society is the Latin ‘indocilis privata loqui’, roughly translated as ‘not apt to disclose secrets’. Members give their word not to willfully disclose magic secrets other than to bona fide students of magic. Anyone breaking this rule may be expelled. Members of this exclusive Club include Charles, Prince of Wales and Stephen Fry.
Creating and perfecting illusions for Lucca is all consuming. Figuring out how he can perfect a new illusion is never far from his thoughts, although the process is part of his enjoyment apart from amazing an audience. “Magic is the stunning art of surprising your audience, so that nothing else surprises them.” ......Amit Kalantri Lucca realized his passion after venturing into a magic shop looking for one of those buzzers to shock others when shaking hands but left with a trick he perfected to the amazement of his friends. He hasn’t looked back and is eagerly awaiting the chance to move from Vice Champion to World Champion at the next FISM (Fédération Internationale des Sociétés Magiques) Conference when he will be competing before his peers. Lucca’s career takes him away from the Austrian winter for around 4 months each year. South East Asia and particularly Thailand have been on the travel agenda for the past 10 years and there are more planned visits. After recent performances at the Anantara Hua Hin he’s off to Bangkok and Phuket for more shows. However chances are that more Hua Hin performances in April will soon be confirmed. Weddings and other private functions are the most likely bookings; however our Anantara host Khun Pooky also hinted that more dates for Dine with A Magician are ‘on the cards’. 9 French Interest In Bangkok To Hua Hin High Speed Railway The French ambassador to Thailand has told the transport minister that France is interested in developing a high-speed railway from Bangkok to Hua Hin in Prachuap Khiri Khan and building an aircraft maintenance facility at U-Tapao airport.

Mr Arkhom also met Masayasu Hosumi, chief representative for Japan External Trade Organisation in Asean and South Asia. He said Mr Hosumi reported on a survey of business sentiment of Japanese corporations in Thailand. The survey found that most remained confident in the Thai economy and improved investment promotions by the government, so they would maintain and even expand their auto parts, electrical and electronic manufacturing in the country.

The 6th annual Cha-Am Crab Festival (Chim Poo Chuk @ Cha-Am) will be held this month from 12th to 18th March. This is the high season for catching blue crab in Cha-Am and food enthusiasts are invited to join this festival on Cha-Am beach
The 4th Art of Salt Festival in Phetchaburi is taking place from 11 to 13 March, 2016. The event is being organised to promote Thailand’s largest scenic salt road in Phetchaburi Province. The 3-day event features a wide range of activities surrounding, of course, salt. These include special talks – about salt – at folk salt
museum, workshop on making plain salt, experiment salt spa, and marvel at the bird sculptures made of salt, as well as learn about salt farming and life of salt farmers. The event also highlights famous desserts and souvenirs from Ban Laem, as well as booths selling fresh and dried seafood products from nearby fishing villages. The event takes place from 3.30 p.m. to 11 p.m. at KM 41, Rural Highway SS 2021 (Scenic Route), opposite PTT Bang Kaew petrol station, Ban Laem, Phetchaburi (13.094334,100.063667).
Bikinis On The Run
The 2015 Singha Bikini Beach Run will take place again this year on Sunday 15th March. The event is being organised by ChaAm Municipality, Singha Corporation and Tourism Authority Thailand Phetchaburi office. Cha-Am mayor, Mr Nukool Pornsomboonsiri, said the event will help promote local crab fishing, as well as the importance of crab conservation. Those who attend the festival can enjoy freshly cooked crab and live music from different musicians each night of the event.
Bikinis aren’t compulsory, especially for men and you’ll need to be up early to check out the scene. This is an annual event on the Cha-Am beach. Runners will include those who are highly experienced and well trained and those who rarely break into a gallop. At the top level this will be an international field including runners from African countries (Kenya seems to dominate), Japan, Australia as well as Scandinavian nations.
The Festival’s objectives are to promote local tourism, preserve the local fishermen’s way of life, and encourage people to help in the conservation of blue crabs. The Cha-Am Municipality regularly gives baby blue crabs to local fishermen to release them into the sea in order to help promote the conservation of the traditional crab catching method. It also supports the fishing communities’ blue crab banks where crab eggs are deposited for raising until baby crabs are born, then after growing to a certain size they are released into the sea.
Events of this nature have really taken off across Thailand in recent years and receive appropriate support from tourism authorities and government at all levels. Everyone is encouraged to get fit, with jogging for fun and good health an increasingly common choice of exercise. If you are ready to take that pastime to the next level, the Bikini Beach Run may be the way to go. Check out the website for all the details and registration. Or if you just want to be a ‘bikini spectator’ you’ll need to be at the beach in front of the Long Beach Hotel at 6 AM on the day.

Hua Hin Today first published an article about the Hua Hin Provincial Court after attending the official opening on 22nd April 2013. In the February 2016 edition we were able to publish information from a press release to introduce a new service of the Hua Hin Provincial Court; a Tourist Case Section. This prompted us to seek further information about the Court with an audience granted by the Court Chief Judge, who graciously gave her time to allow an interview last month.
As an important part of presenting this information, a draft of the article was forwarded for any necessary corrections to be made to ensure the accuracy of the contents. Our thanks to Miss Pornpimon Sochiratna Chief Judge of the Hua Hin Provincial Court and Mrs. Sirikarn Dittabhakdi Judge of the Hua Hin Provincial Court other Court staff for their time and cooperation. Apart from the interview proving us with first hand information, we received three very important English language publications covering the complete services provided by the Provincial Court, for locally based individuals as well as Tourist Cases. Tourist Cases are just that; only for tourists who are visiting Hua Hin on a temporary basis. These are publications are available (in English and Thai) to the public and were the main source of the following information, with some added comments. Of course qualified legal advice is always advisable. Being involved in a Court case is a scary notion for many, even in their home country. Forearmed is often forewarned; so having
your copy of these publications may help demystify the process. Here’s a summary of what you can find. ‘Handbook For Court’s Services Of Hua Hin Provincial Court’ Rather than a ‘handbook’, this publication is a double-sided pamphlet introducing Court services with contact details and the location described. (Referring to release with or without bail or securities). At what stages can the application for provisional release be made? Who is entitled to apply for provisional release? What documents are required for application for provisional release? What security can be used to request provisional release for the accused or defendant? How to surrender the security for bail? When the application for provisional release can be made? How much is required bail amount in each case? What are the practical steps in filing application for provisional release?

Viriyah Insurance Donates 100,000 THB Water Management Proposal For Summer to Klai Kangwon School The Viriyah Insurance Public Company Limited has donated 100,000 THB to KlaiKangwon School to celebrate the school’s successful campaign for students to use helmets.
The Mayor of Hua Hin, Mr. Nopporn Wutthikul has proposed a 25-million Baht program to solve water shortages in the summer months to the Hua Hin Municipal Council.
Ms. Kandawattana Yingsomsuk from Viriyah insurance gave the money to Mr. Khwankaew Wajarothai, the Director of KlaiKangwon School. The donation will be used for the joint campaign between the company and the school to encourage teachers and students to use helmet every time when they drive. It also marks the success of making a booth to provide knowledge on safe motorcycle driving, designing a poster, writing a composition and making a short film on safety on the road and using helmets to reduce damage from motorcycling accident. The program, carried out for 4 months by the Viriyah Insurance, 700 teachers, students and parents from the school enjoyed 90% success as those who followed its
guideline did not suffer from major or serious accident. Every student wears a helmet daily when they use motorcycles. Ms. Kandawattana stated that, despite laws and regulations about the prevention of road accident, the problem still occurs. The company realizes that cooperation with the school is crucial to raise awareness. This campaign was used for the first time at KlaiKangwon School and the company donated the money to the school director to promote the so-called Klai Kangwon road safety model via media. “Although the government is promoting use of helmets to enhance road safety among Thai people, it does not have much impact. So, teachers and students should be a role model, and we found that this idea was very successful. Thanks to the good result, the company will keeps doing good projects to improve Thai society,” concluded Ms. Kandawattana.
The proposal includes increasing of water production to 300 cubic metress per hour at Khao Lang Water Plant in Hua Na so that residents of Hua Na, NongKae and Saphan Khee Lek have sufficient water. The mayor also proposed construction of a water production plant in Bo Khaem, ChaAm to produce 500 cubic metres of water per hour. The water will be used by people in Boh Fai, Samoh Phrong and on the eastern side of Phetchakasem Road. The proposal has been approved as water shortage is an urgent problem in summer. According to Mr. Nopporn, for the past 3 years, water from Pranburi has been used to produce water for consumption in Hua Hin. The demand for water in the city is becoming higher every year due to the needs of hotels, guesthouses and other business here. The Mayor added that, besides water from Pranburi, the Municipality also used water from Kaeng Krachan. Municipal staff has now formulated a plan to solve this problem for the next 20 years.

11 Stamford International University Hua Hin Becoming Even More International In July 2013 Hua Hin Today reported on the commencement of the Bilingual Program at Stamford International University Hua Hin. The basic strategy of this Program has been to progressively increase the English language skills of students and confidence in using English throughout their years of study. This means intensive English language study together with the increasing use of English in other units until the final stages are delivered entirely in English. The uptake of this program and successful outcomes for students has allowed the University to announce the commencement of an International Bachelor’s Degree Program with the first intake in July this year. The Stamford International University Hua Hin campus will then offer International Bachelor Degree programs in International Business Management and International Hotel Management. Admissions are likely to be from a many different countries from all continents. At the university’s Rama 9 campus in Bangkok over 80 different countries are represented, a diversity that is likely to continue in the new Hua Hin campus programs. Another strategy is to allow more seamless movement of students between all three campuses managed by Stamford; that is Hua Hin, Rama 9 and the Asoke Campus, also in Bangkok. Admissions requirements for the International Graduate Program include an English language proficiency test; however as the university also offers the Laureate English Program, students needing improve their English language ability can also be accommodated prior to admission to the Bachelor Program.
Another focus of the new program is industry partnerships with recognition of the need for students to be career ready. Our visit to Stamford last month included conversations with Assistant President Pierre Bourgoin and the Academic Director for Undergraduates Richard Meaders as well as a tour of the campus provided by Khun Benjamas Uamsa-Ard, the Director of Public Relations and Student Affairs. We also joined these staff members and students during an assessment of student projects. Students had been given the task of presenting a vision for improvements to the campus. They weren’t short of imaginative ideas including automated underground car parking and the use of Segway transport. Budget considerations weren’t a part of the students’ brief, so grandiose was OK. The increasing emphasis on an international focus for regional education from primary to tertiary levels shows recognition of the growing importance of English language skills in a global world. The benefits of this focus will inevitably flow to members of the local community by attracting an increasing influx of international students but also giving Hua Hin residents, both Thai and those from other countries, access to education of an international standard to equip them for a modern world. Twenty eight students from Stenden University Bangkok, as a part of the global movement ‘Universities Fighting World Hunger’, have raising 90,000 THB for Hua Hin charity organisation Jungle Aid.
Multi-Rotary Clubs meant a very multicultural night, which included visitors from Rotary as far apart as Canada and South Korea apart from other Thailand Clubs and the local Hua Hin Rotary Club. This Club provides a Thai language Rotary experience rather than the English language focus of the host Club. It may be noted that although English is the spoken language, the 47 Members are from 17 different countries. Our host Gianni hails from Switzerland. The evening included presentations about Rotary and Rotaract projects and gave a real flavour of the community services provided by these worldwide organisations of voluntary business and professional leaders and university students at a local level. Rotary International provides a range of humanitarian, intercultural and educational activities. The clubs address critical issues in providing health care, medical supplies, clean water, food, job training, youth development and education to millions of people in need. There are some 1.2 million Rotary Club Members in more than 200 countries. Perhaps the highlight of the evening was the installation, or official commencement, of the Rotaract Club of Stamford University. The Rotaract Club of Webster University is now in it’s 5th year. Some comment was made about how the career move of Khun Benjamus Uamsa-Ard from her position at Webster to become the Director of Student
Affairs and PR at Stamford was the likely catalyst for the formation of the new club. The incoming Rotaract President needed some reassurance that his commencement speech would be a breeze and he came through looking and sounding both confident and well-spoken. Our congratulations to business studies student Jinna Ammaravachiralcul and the 28 new Rotaract Members on their installation. Being associated with an English language club was only a minor motivation for commencing the new club’s service goals. Rotaract originally began as a Rotary International youth program in 1968 in USA, and has grown into a major Rotary-sponsored organization of over 9,539 clubs spread around the world and over 200,000 members. It is a service, leadership and community service organization for young men and women between the ages 18–30. Rotaract focuses on the development of young adults as leaders in their communities and workplaces. ‘Rotaract stands for ‘Rotary in Action’. The students have completed a 2-day fundraiser and conference ‘28 for Jungle Aid’ to raise money for Jungle Aid, an organization that helps people at the Thai-Burmese border with sustainable food, but also support with education and medical supplies. The UFWH Conference Thailand, hosted by Stenden in June 2015, primarily aimed at raising awareness, ‘28 for Jungle Aid’ was the next step towards a hands-on approach with this global higher education movement. The kick-off event was a fundraiser pub Quiz Party. With a great outcome and support by sponsors, students were able raise a total of roughly 40,000THB then with other donations, a realised a total of 89,661THB. With 100% of the raised money reaching the people supported by Jungle Aid, the funds raised by students will provide food, medical supplies, baby formula for infants, but also give high school support for a student who wants to pursue studying medicine and then help his people in the local villages. This allocation is very much in line with the focus on sustainable support. The second day of the event included guest lectures and an intercultural exchange workshops with students from three universities. The event was concluded with a closing party and dinner to honour the students who symbolically fasted for 24 hours and only drank juice sponsored by a local company. One feature of our region is the large proportion of foreigners from Scandinavian countries; either tourists, snowbirds who are here for the winter months or full-time residents. Norwegians figure very prominently amongst these numbers. However there is no reliable information available about the numbers of Scandinavians in Thailand let alone the number of Norwegians who are in either Hua Hin or Cha-Am. Some pundits would say that Cha-Am has an even higher proportion of Norwegians than Hua Hin. There has been some research about why Norwegians find Thailand such an attraction. The obvious reason relates to an escape from winter chills to find the sun, together with their longstanding affinity with the ocean and that Thailand beaches and islands meet this need. Another important prerequisite is a destination that is safe and secure. The research indicates that Norwegians are generally not high risktaking travelers. Costs also come into play as well as convenient flight schedules. Finally there is a need for familiarity and being able to socialise with fellow countrymen. This may include familiar food and being able to converse with others in the Norwegian language. Groups of fellow countrymen seem to be the preferred companions when abroad. It’s easy to see how our region ticks all these boxes. When it comes to familiarity, local restaurants and bars featuring a Nordic theme and proudly flying the Norwegian flag are easy to find. Inside there are bound to be groups who are clearly enjoying freely speak in their native tongue.
However restaurants, bars, beaches, swimming pools and golf courses aren’t all there is to life, especially over the long term. The next step is to link up with fellow countrymen who have found other ways both to socialise and participate in community affairs. In Hua Hin and Cha-Am this is easy. The forum and best source of information for Norwegian’s spending time here can be found at either ‘Nordmenn I Hua Hin’ or ‘Nordmenn I’ Cha-Am. There are websites and facebook pages offering all kinds of recreation choices and the opportunity to mingle with fellow countrymen. The facebook of the Cha-Am group recently asked visitors ways to suggest ways to increase these options. One result has been an enthusiastic group at a Norwegian language quiz night in Cha-Am. During our visit to the EnJoy To Eat Restaurant, some 60 starters were testing their knowledge. Another group of about 45 players now playing a social version of the age-old European pastime of Pétanque. Both very social ‘events’ are now staged on a weekly basis with no shortage of participants. The message is there are many ways to enjoy your stay in either Hua Hin or Cha-Am if Norwegian company is what you’re after. Word of mouth remains a very important way of spreading the word. International Women’s Day 2016 – Pledge For Parity Progress towards gender parity has slowed in many places. The World Economic Forum predicted in 2014 that it would take until 2095 to achieve global gender parity. Then one year later in 2015, they estimated that a slowdown in the already glacial pace of progress meant the gender gap wouldn’t close entirely until 2133. The 2016 theme for International Women’s Day is “Planet 50-50 by 2030: Step It Up for Gender Equality”. The United Nations observance on 8th March will reflect on how to accelerate the 2030 Agenda, building momentum for the effective implementation of the new Sustainable Development Goals. It will equally focus on new commitments under UN Women’s Step It Up initiative, and other existing commitments on gender equality, women’s empowerment and women’s human rights.

It’s A Great Day for The Irish
Saint Patrick’s Day is 17th March each year. On St. Patrick’s Day it is customary to wear shamrocks and/or green clothing or accessories (the “wearing of the green”). This is the date of the death of the most commonly-recognised patron saint of Ireland, Saint Patrick ( c. AD 385–461).
But was Saint Patrick really Irish? Kidnapped by Irish raiders from a village somewhere else in Britain at the age of 16 he was taken to Ireland by Irish raiders as a slave. He escaped but returned later to convert the Irish to Christianity. By the time of his death, he had established monasteries, churches and schools. Many legends grew up around him—for example, that he drove the snakes out of Ireland and used the shamrock (a three leaved clover) to explain the Trinity to the pagan Irish. What began as a religious feast day has become an international festival celebrating Irish culture and the ‘Emerald Isles’ with parades, dancing, special foods and Irish music.
Anywhere in the world, including Thailand, if there are Irish or would-be Irish in town, you’ll find shamrocks, costumed leprechauns, drinking (Guinness or even green beer!) and always lots of green.

Black Mountain Golf Club Hua Hin Ready to Host the 2016 True Thailand Classic
The top stars from the Asian Tour along with many highly ranked European players are tipped to make the US$2 million Thailand Classic a nail-biting affair when the tournament gets underway this month. Andrew Dodt of Australia will be defending his 2015 title when he played an error-free final round of 67 to win the inaugural True Thailand Classic. He took the victory by a single shot from his countryman Scott Hend and Thailand’s Thongchai Jaidee. Dodt went into the final round flying under the radar – most of the attention and focus was on 54-hole leader Scott Hend, as well as home favourite Thongchai Jaidee and 51-year-old Miguel Angel Jimenez, both of whom trailed by one.
True and ThaiBev are investing more than Bt180 million to host Thailand’s largest professional sport event with the highest cash prize in the True Thailand Classic 2016 presented by Chang. It is tri-sanctioned by the European Tour, Asian Tour and Thailand PGA event which will attract professional golfers from around the world to battle for the US$1.75 million (about Bt63 million) prize fund. Last year the True Thailand Classic was the first tournament in the Kingdom to be cosanctioned by the Asian Tour and European Tour in eight years and will see around 140 players from both continents as well as the US and Australia, battling for supremacy. 14 Robot Eldrick Scores An Ace From driving a car robots are now turning their attention to driving the golf ball. LDRIC, a robot named after Tiger Woods’ birth name (Eldrick), recently achieved a hole-inone on the 16th hole of the Waste Management Phoenix Open in Scottsdale, Arizona. After LDRIC’s winning shot, the green was showered with beer cans, which may at first seem to be a desperate attempt by golf fans to stave off the robot uprising, but is in fact how fans celebrated when Italian golfer Francesco Molinari got a hole-in-one on the same hole the previous month and when the actual Tiger Woods famously sunk a hole-in-one in 1997 at the same spot. LDRIC, short for Launch Directional Robot Intelligent Circuitry, was created by pro golfer Gary McCord and Golf Laboratories, a company that builds robots to test out new golf club designs. It can hit the ball up to 130 mph—about 5 mph faster than the the real Tiger can hit—and duplicate any players’ swing. It’s worth noting that this robot isn’t prefect yet: LDRIC hit that hole-in-one on its fifth try (possibly making that a double bogey), according to ESPN. Considering some of the most advanced robots in the world have trouble opening doors without falling over, it might still be a while before the PGA accepts another Eldrick onto the tour.
2016 Golfing Olympics In Rio
Golf’s return to the Olympic program after a 112-year absence has been finalized when Rio de Janeiro unveiled the stunning new course that will host the Olympic golf competition in August this year. “It’s a very demanding course,” said Paulo Pacheco, president of the Brazilian Golf Confederation (CBG). “It has plenty of undergrowth and is very open so the wind will present a real challenge to the golfers, who will also have lots of bunkers to deal with. This layout is narrow and will demand great precision from the players.” “The course is perfect, it’s challenging and offers beautiful views, close to the sea and surrounded by mountains,” added Victoria Lovelady, Brazil’s top-ranked female golfer. In the lead up to the Games, the grass will be trimmed three or four times per day and watered every 48 hours to ensure it is maintained to the highest standards. The CBG will be responsible for the course up to May 2016, when it will be handed over to the Rio 2016 Organising Committee to make the final preparations for the Olympic tournament, which will take place on 11-20 August.
Designed by American golf course architect Gil Hanse, the 970,000m² facility is set to play host to many of the world’s top players, then it will be used to help increase public participation in the sport in Brazil. Built entirely with private funding, the 18-hole Rio 2016 Olympic Golf Course, which includes facilities for 15,000
spectators, was unveiled by the city government at a ceremony in Barra da Tijuca, not far from the main Olympic Park. The challenging course includes two artificial lakes, and a host of other features and obstacles that promise to bring the best out of the world’s top golfers as they battle for Olympic gold in August.
Constructed on a piece of reclaimed land, the golf course project involved the planting of about 650,000 seedlings to help rejuvenate the area . Prior to the construction only 10 per cent of the area was covered by native vegetation and 118 species of plants and wildlife had been catalogued; on completion those figures had increased to 67 per cent and 245 species respectively, making it one of the biggest environmental rejuvenation projects undertaken in the country.

218 Governmental Investment Plan Unveiled
The plan for land expropriation in 2016 throughout the country has now been announced. The Treasury Department of Thailand has announced a new pricing format for land assessment to be used in the next 4 years (from the auditing period of 2016 to 2019). International standards and rules will also be applied to evaluate and analyze the property value, in comparison with the current market price, income and capital calculations. Crucial factors will be taken into consideration, namely physical conditions of the property, utility, location, environmental quality, transportation, infrastructure, legal limitation and economic growth. According to the Action Plan of the Transport Ministry currently formulated by the cabinet of the Prime Minister Gen. Prayuth Chan-o-cha, the government would like to realise 20 big projects that integrate the land-railwaywater-and-air transport together. The land expropriation for the projects will cost over 88,980 million Baht this year.
The First Plan: Clearing of Areas for New Metro
To begin with the so-call “multi-color metro�, with 6 new lines to be built, the land expropriation will cost over 47 million Baht. Four of the lines, belonging to the Mass Transit Railway of Thailand, will have over 129 kilometres where 103 metro stations are to be constructed.
Green Line Moh Chit - Khu Lhot
18.4 kilometres of line will be constructed on an area where 275 houses and buildings are situated. People in the area will receive a total of 7,863 million Baht for land expropriation. The new metro line will connect the BTS Moh Chit station, passing along Phaholyothin Road to Lad Prao, Ratchayothin, Kaset, Lak Si, Ying Charoen Market, Lam Lukka Road until Rang Sit Khlong 2. This new metro line will consist of 16 stations: Lad Prao, Phaholyothin 24, Ratchayothin. Sena Nikhom, Kasetsart University, Foresty Department, Bang Bua, Military Base Division 11, War Phra Sri Mahathat, Lak Si Monument, Sai Yud, Saphan Mai, Bhumibhol Adulyadej Hospital, Air Force Military Museum, Kilometer 25 and Khu Khot.
Orange Line 12 Kilometres
The orange metro line, which will be constructed on 21.2 kilometres and 12.2 kilometres underground, will start from Thailand Cultural Center to Rama 9 Road,
Ramkhamkaeng, Lam Salee Intersection, Kanchana Bhisek and Suwinthawong. 594 plots of land and 222 buildings need to be expropriated, worth over 9 billion Baht. There are 17 stations: Thailand Cultural Center, MTR Headquarters, Pradit Manutham, Ramkhamhaeng 12, Ramkhamhaeng University, Rajamangala, Hua Mak, Lam Salee, Sri Burapha, Khlong Ban Ma, Sammakorn, Nom Klao, Rat Pattana, Meen Pattana, Keha Ramkhamhaeng, Mean Buri and Suwinthawong.
Yellow Metro From Lad Prao to Sam Rong
The 30.4-kilometre yellow line metro from Lad Prao to Sam Rong will cost 6,013 million Baht for land expropriation from all residents throughout the areas. The underground will connect Ratchadaphisek Road to Lad Prao. It will pass the Bang Kapi intersection through Sri Nakarin Road, Pattanakarn, Sri Nuch, Sri U-Dom, Sri Iam, La Sal, Sri Thepha Intersection until Sam Rong. 184 buildings have to be expropriated to construct the metro line consisting of 23 stations.
Pink Line - 280 Rai Land
To successfully construct the Pink Line metro, 280 Rai of land needs to be bought from the people living in the areas of Kae Rai to Meen Buri. The 34.5 kilometre metro line will cost 6,846 million Baht for land expropriation. It will connect the Purple Line metro, starting from Tiwanont Road to Meen Buri. There are a total of 30 metro stations: Nonthaburi Public Office Center, Kae Rai, Sanam Bin Nam, Samakkhi, Pak Kred Irrigation Department, Pak Kred, Chaeng Wattana-Pak Kred 28, Muang Thong Thani Sri Rach, Muang Thong 1, TOT Public Office Center, Lak Si, Phra Nakhon Rajabhat University, Lak Si Roundabout, Ram Inthra 3, Lad Pra Khao, Ram Inthra 31, Maiyalap, Watcharaphol, Ram Inthra 40, Khu Bon, Ram Inthra 83, Fashion Island, Noppharat Ratchathani, Bang Chan, Setthabut Bamphen, Meen Buri Market, and Rom Klao Intersection, where the Orange Line is located.
Purple Line Metro
There are two Purple Lines. The first one is called, South Purple Line, will start from Tao Pun to Ratburana with a total of 23.6 kilometres. It costs 16,803 million Baht for land expropriation.
The South Purple Line will link to Tao Pun Station. Then, it will access Sam Sen Road to the new Thai Parliament, Rajini Bon School, Irrigation Department, Wajira Hospital, National Library, Bang Lamphu Canal, Phra Sumen Road, Wat Boworniwet Temple, Phan Fah Road, Ratchadamnern Klang Avenue, Mahachai Road, Wat Ratchanaddaram Temple, Chak Petch Road, Pracha Thipok Road, Ban Khaek Intersection, Somdet Phrachao Taksin Road, Suk Sawad Road, Pracha U-Thit Road, Ratburana Road, and Kharu Nai. There are a total of 17 stations within this line. The Light Red Metro Line will connect Bang Sue, Phaya Thai, Makkasan, and Hua Mak, while the Dark Red will begin from Bang Sue to Hua Lamphong. They cover 21.76 kilometres and cost 191.92 million Baht for expropriation of lands and 1,040 houses and buildings in the areas of Hua Lamphong to Mahanak Canal, 238 houses and buildings from Yommarat to Rama VI Road, 375 houses and buildings on Rama Vi Road to Phaya Thai, 136 houses and buildings on Phaya Thai to Ratchaprarop.
The Second Plan: Land Expropriation for Double Railway Trains
In 2016, authorities may carry out land expropriation for the project of 6 double railway trains which covers over 903 kilometres and consists of 137 train stations. What will Happen in Hua Hin?
Land Expropriation will cover 169 kilometres from Nakhon Pathom, Ratchaburi, Phetchaburi and Prachuab Khirikhan. In Phetchaburi, 24-Rai land worth 338 million Baht will be expropriated to construct the new double railway. 31 new train stations will be in 4 provinces: Nakhon Pathom, Sanam Chan Palace, Phrong Madua, Khlong Bangtarn, Nong Pladuk Junction, Ban Pong, Nakhon Chum, Khlong Ta Khot, Photharam, Jed Samean, Ban Kluay, Ratchaburi Bridge, Ratchaburi, Ban Khu Bua, Bo Ta Khro, Ban Pa Kai, Pak Tho, Huay Rong, Bang Khem, Khao Yoi, Nong Plalai, Bang Chak, Phetchaburi, Khao Thamon, Nong Mai Lueng, Nong Jok, Nong Sala, Ban Cha-Am Nua, Huay Sai Tai and Hua Hin. In Prachuab Khirikhan and Chumphon, land expropriation will take place in 204 Rai of land worth 118.45 million Baht. 20 new train stations will be built: Prachuab Khirikhan, Wa Ko, Wang Duan, Huay Yang, Thab Sakae, Khok Tahom, Ban Krud, Na Phak Khuang, Bang Saphan Yai, Chamuang, Bang Saphan Noi, Huay Sak, Khao Chairat, Mab Amarit, Khlong Wang Chang, Pa Tew, Ban Khok Ma, Saphleena, Cha-Ang and Chomphon. There will also be a new high-speed train from Bangkok to Hua Hin, covering 209 kilometres in 5 provinces. Lands will be expropriated will cost of over 5 billion Baht. The railway will start at the Bang Sue station in Bangkok to Nakhon Pathom, Phetchaburi and will arrive the terminal in Boh Fai, Hua Hin.

622 Milpool Pool Villas Hua Hin; Combining Privacy with Convenience Soi 102 is one of those streets you don’t find by accident. The entry off Petchakasem Road, near the new Bluport Hua Hin Resort Mall, is narrow and not very inviting. However once you enter, the road quickly widens and then the open ‘plains’ before the hills further east unfold. This area is only a few kilometres away from downtown Hua Hin, is a fast developing and very desirable residential location. This is where Milford Estate has chosen to make it’s mark on the Hua Hin property market, including the Milpool Villas, Hua Hin Laguna and The Pride Condotel. It’s no coincidence that the name ‘Milford’ also applies to The Eagle Milford Golf Course. The ownership of both comes from Thai family origins with the property side managed by Milford Estate Development company owner Khun Vichit Vigrantanaros. The golf course is understood to be under lease to Korean management. Milpool Villas Stage 1 has now been sold-out; however we understand there are some of these properties available for rent. About 80% of the sales have resulted in foreign possession. Stage 2 is now under construction with a completed show home open for inspection. Khun Srisuree Aiamphadung (khun Pla) welcomes visitors to the Sales Gallery which and has a ‘golf buggy’ to show you around the various properties. Milpool Villas are just a few hundred metres further down the entry road on the left hand side. There are 54 ‘stand-alone’ villas being built with a standard plot size of 210 square metres. There’s a choice of either 2 bedroom (and 2 bathrooms) or 3 bedroom (and 3 bathrooms) villas in a contemporary style, with low maintenance and upkeep demands. Each villa is a single level home, not just one unit in a high rise complex. Each features a 6m X 3m metre pool alongside vehicle parking in front of the villa giving the inside living area a very pleasant outlook over this private forecourt. It’s easy to imagine a terrace barbecue with a few drinks and a cooling swim as the sun goes down.
We’ve visited many property developments which suddenly appear as you are driving through undeveloped areas away from Hua Hin and the coast. It would be assumed that one day they will become a part of the metropolis, but in the meantime they are isolated enclaves; without convenient access to other facilities and with resident’s dependant on motorised transport to enjoy the sights and sounds of Hua Hin, including shopping, entertainment and the beach.
This style of living has already proven to be desirable as either a first or second home. For those of European origin who escape the cold winter months each year, there is peace of mind with security on site. Residents who often travel can just lock the gate, walk away and be confident in the knowledge that they can return anytime to their private retreat in Hua Hin.
There is an access road between Soi 102 to Soi 112 to give access to such facilities as Mahasamutr Country Club, Vana Nava Water Jungle, True Arena and Banyan Golf Course. No need to negotiate the Hua Hin city roads to get to any of these facilities or to travel further south. However if the attractions of downtown Hua Hin are calling then some can choose a quick bicycle ride of less than 2 kilometres.

The Rest Detail Hotel – ‘The Devil Is Not In The Detail’ The name ‘Rest Detail’ may initially sound a little strange but with some consideration it makes sense. If you are expecting a carefree stay or just visiting for lunch, dinner or for whatever reason, the message is you can expect a restful experience with all the details caterer for without a care in the world. That’s the ‘Rest Detail’.
First;Italian Seafood Soup. A savoury and slightly spicy introduction with a variety of seafood pleasures. My hometown has a strong Italian fishing industry with an associated seafood culture, so this was almost a nostalgic moment reminding me of past times savoring fine Italian seafood cuisine. Next ‘Surf & Turf’ continued the seafood theme but including grilled Australian beef tenderloin. The presentation was garnished with passion fruit and pesto parmesan sauce with the roasted king prawn as a ‘centrepiece’ to the main course.
Our hosts at the Rest Detail Hotel Hua Hin were KhunPrawateKhumchart, the Director of Sales and Marketing and Khun Neeranuch Suttisiriroj, Marketing Executive. Our mission was to experience the delights of a Rest Detail dining experience.
Finding tender and succulent beef steak may sometimes be an issue in Thailand. I took the opportunity to quiz the chef on his beef source as I have an ideal gas barbecue at home but I’ve yet to find an ideal steak supply to match. Now that I know the answer I hope to be able to grill my own steak at home although I somehow doubt that I have any hope of matching the degree of flavour, presentation and tenderness of this ‘surf & turf experience’. Maybe the next time the red meat urge strikes, I’ll just head for the Rest Detail rather than to risk disappointment at home.
There’s at least two ways to check out a Rest Detail dining experience each week apart from your own special occasion or just a casual visit. Each Friday there’s a Charcoal Steak Jazz Night and each Saturday there’s the Jazz Seafood Market. I guess we had the best of each of these offerings especially arranged by our hosts.
The expression – ‘the devils in the detail’ means you may need to look out for the detail which changes what appears to be a great deal into something not so great. In our Rest Detail dining experience, details such as presentation, service and those small finishing touches really enhanced rather than diminished our fine dining.
The ‘rest element’ was provided by the ocean side setting overlooking the pool and past gently swaying palm trees. Guests come from far and beyond for as respite from their busy lifestyles in bustling cities worldwide. However even just for an hour or two, the restful settinge means that anyone’s stresses quickly fade away. Our thanks to the hosts for a very pleasurable occasion. Great company always enhances great dining!

Mozzarella & Burrata @ Mozza Mia Thinking about Italian cuisine may typically conjure images of pasta, risotto, minestrone; maybe tomato laden or with parmesan and seafood. However that’s a very limited view of Italian food. First there are questions about regional specialties but then another Italian offering has been overlooked; Mozzarella and Burrata delights. Our lunch at Mozza Mia was the opportunity to sample Hua Hin and probably Thailand’s only restaurant that offers this specialty. Mozza Mia is listed as a Deli – Wine Bar – Italian Restaurant; but that doesn’t really let you know what to expect. ‘Mama Mia’, an expression immortalized by ABBA which could loosely be translated as ‘my Mama!’; an expression used to express surprise or just a verbal exclamation. If you take Mozza to be the short form of Mozzarella, then ‘Mozza Mia’ could be ‘my mozzarella’ or just what you may utter when your order arrives.
Mozzarella is a southern Italian semi-soft cheese, generally white, but may vary seasonally to slightly yellow. It is traditionally served the day after it is made, but is also kept in brine for up to a week or longer when sold in vacuum-sealed packages. Burrata is made from mozzarella and cream. The outer shell is a ‘case’ of mozzarella, while the inside contains both mozzarella and cream, giving it an unusual soft texture. It is usually served fresh and at room temperature. The word burrata means “buttered” in Italian. With our focus clearly on burrata as the signature dish of Mozza Mia and freshly made in Bangkok, host Khun Kam obliged with a very elegant Burrata Plate accompanied with zucchini, egg plant and pepperoni; but also a smoked burrata, this time accompanied by palma ham and red radish leaves. If you are not familiar with the appearance, burrata may look like an oversized poached egg. It may even be surprising that a yellow yoke does not emerge when you first slice it open. But tasting the silky smooth textures and the very subtle mozzarella flavours, this is really something very different. Smoking adds another layer of flavour and aroma. Contrasted with crusty warm bread, it’s a light, though fulfilling delight. Dining inside, alongside a wine selection with shelves stocked with fine wines, especially of those of the Italian variety, but also from Australia, New Zealand the Americas was a challenge we managed to overcome. Perhaps it may have been better advised to sit on the spacious terrace. A pinot blanc is the recommended pairing. A fresh crispy white with some peach notes balancing the palate with the creaminess of the Burrata; maybe next time when the working day is over. Mozza Mia provides Hua Hin with yet another opportunity for international cuisine in surroundings which suit those looking for a breakfast thru to an evening of Italian dining a little different from the ‘spaghetti bolognaise’ variety. It could be a quick Italian-

style sandwich with expresso or fresh orange juice or a take home burrata as a surprise for a lazy Sunday brunch. You certainly won’t be disappointed and soon be saying ‘Mama Mia’ at Mozza Mia! 38 14 Webster University Thailand International Food Fair – And the Winner Is? Webster University is known for its internationally diverse environment. Conducting the International Food Fair is another way to promote and explore diverse delicacies from many different countries and appreciate them all.
It wasn’t a typical day in Webster; it was that time of the year when food was in abundance; ready to be fared, but also international students aiming to be declared the best international food stall. Food tasters flocked from one stall to another in the quest for food which would suit their taste buds and a busy sight for any passersby, with music to entertain their ears.
Chicken Biryani from Team Pakistan was the first to run out in the first hour, followed by Team Nepal’s dumplings popularly known as Momo.
Indian dishes being prepared in an authentic Indian style was quite a sight and Aloo Paratha; was also all Indian-ness. Tacos and Burritos was a highlight, Team Mexico winning first prize in the fair, followed by the Pakistani team. Bhutanese’s Mushroom cheese locally known as Shamu Datshi had Bhutanese students squealing over how good it was, and Kewa Datshi, potato cheese seemed to be known by most, earned the third prize. Team Myanmar took home the most popular cuisine title.

41 Sterilising Mosquitoes Could Halt Spread of Dengue As dengue fever remains a deadly threat to lives with increasing number of patients, the Thai Institute of Nuclear Technology has proposed radiology process to sterilise Aedes mosquito, the main carrier of the dengue virus, in the effort It’s true to say th to reduce the spread of the carriers. According to health officials, this year saw a dramatic increase of the number of Thai people being afflicted with dengue fever. They said this was the result of the exponential increase of the number of Aedes mosquito population in the country. The rising concern forced health officials to consider ways to reduce their number. The Thai National Institute of Nuclear Technology has proposed employing radiology as a means of sterilizing mosquitoes which they say will result in a dramatic reduction in their numbers. The experiment was conducted in Nakhon Nayok office of the Institute. “When these sterilized males are released into the wild and breed with females, the eggs will not have been fertilized and will fail to hatch. This in turn will directly result in a dramatic reduction of the next generation of Aedes mosquitoes,” he said. As we continue to release more of them, each subsequent generation will see their numbers reduced even further. We may even see a complete eradication of the species in some certain areas. He said first trials to release the sterilized mosquitoes will be carried out soon to see if these males can compete with normal male Aedes mosquitoes to breed in the wild. The success ratio can then be determined so that the correct numbers to be released in a particular area can be specified. The scientists say that the trials should be completed within 2 – 3 months. These sterilized mosquitoes will be released into critical areas in the country to help curb the spread of dengue fever and other mosquito related diseases, he added. (Source: Thai PBS)
Is High-Density Lipoprotein Cholesterol (HDL-C) That Good? In recent years, the consumption of coconut oil and certain other kind of oils has come into the spotlight. These oils are supposed to increase the level of High Density Lipoprotein (HDL) and decrease the level of Low Density Lipoprotein (LDL) in your body. This suggests that you will be healthier with a lower the risk of suffering from severe disease, especially heart disease.
But is it really that good for your body to increase the level of HDL? HDL-C (a.k.a. good cholesterol) is cholesterol with high density, synthesized by the liver. It prevents triglyceride and Low-Density Lipoprotein Cholesterol (LDL-C) from accumulating in your arteries, which are the main causes for Peripheral Arterial Disease and heart diseases. Instead they are passed on to your liver and excreted through bile. There are various ways to increase the level of HDL; such as frequent exercise or consuming food that helps increase the level of HDL. However, we cannot forget that HDL will first pass on those LDL to the liver before getting rid of it. This means that having high HDL may lead to steatosis (fatty liver) or the over function of your liver, which affect your liver enzymes. In addition to that, for some people having high HDL may cause more heart problems than others; because it is hereditary that it does not allow HDL to function normally. The question is whether HDL good or bad. There is a formula to calculate the risk of getting a heart disease from the cholesterol level in your body for you. The formula is to divide your total cholesterol level with your HDL level. The result should be lower than 5, which means that you have low risk of having a heart disease.
The name of ‘good cholesterol’ given to HDL does not mean that it has no bad effect to your body. Anything that is excessive cannot be good to your body. It is preferable to keep your HDL level in balance, not too much and not too little. (Contributed by Healthlab Medical Laboratory)

43 5 Natural Remedies for Heartburn & Severe Acid Heartburn is something that most adults will experience during their lifetime. It is characterized by an uncomfortable burning sensation right behind the breastbone that often times creeps up the throat, and is a symptom more so than a disease. It is caused by acid reflux, which occurs when the ring of muscle that allows food into your stomach (the lower esophageal sphincter, or LES) relaxes when it shouldn’t. The result is acid from your stomach goes back up your esophagus, which then causes the sensation of heartburn. 1. A spoonful of baking soda
2. Soothe your stomach with aloe juice
If you want to try out the simplest home remedies for heartburn first, try letting a few bananas ripen up nicely and eating one every day. Another option is to try an apple a day. Slice one up and eat it a couple of hours before bedtime to relieve or prevent discomfort. 4. Make gingerroot tea
Aloe is a plant used to soothe burns, and people often think of using it to help something like sunburn, but it can do more than that. It may be able to help with heartburn too because it reduces inflammation. This means when your tummy starts getting irritated and inflamed, or your esophagus is getting eaten away. Having a spot of chamomile tea about ½ – 1 hour before you plan on going to sleep can help reduce inflammation in your stomach, and possibly balance out the acidity levels as well. It also does wonders for relieving stress, which can trigger acid reflux, and will help you sleep through the night as well. You can use instant chamomile tea, or you can easily make your own fresh.
3. Eat a banana or an apple
A spoonful of sodium bicarbonate, or teaspoon-full to be exact, can help put an end to the gnawing, burning, sensation of heartburn caused by acid reflux. Baking soda, as sodium bicarbonate is more commonly known, can help your reflux and in turn help your heartburn because it is a base substance.
5. A cup of chamomile
Bananas contain natural antacids that can act as a buffer against acid reflux.
Gingerroot can help ease up a number of stomach woes, from nausea to acid reflux. Sipping a cup of fresh tea about 20 minutes before a meal can help calm down your tummy and act as an acid buffer.
Certain medications may quell the discomfort, but they can have long-term side effects, create dependency, are hard on your system, and often times aren’t even necessary for occasional acid reflux. It may be awhile of trial and error when using natural remedies to find what works best to treat your heartburn, but in the long run, it’s well worth it.
How You Can Prevent and Treat Painful Ingrown An ingrown toenail, with the side edge of your nail growing into the skin, can make you painfully aware of a toe you don’t normally notice. As the nail continues to dig into the skin, it irritates it, causing pain.
“Due to sudden growth spurts and body changes, teens and adolescents may outgrow their footwear quickly and can end up wearing them a while before buying new, better-fitting shoes,” Dr. Botek says.
“If an ingrown toenail causes a break in the skin, bacteria can enter and cause an infection, which will make it even more painful. A red, swollen, hot and very painful ingrown toenail is probably infected,” says podiatrist Georgeanne Botek, DPM.
Trauma. Occasionally, stubbing or jamming your toe, dropping something on your toe or participating in activities that put repeated pressure on your toes (like running, soccer or ballet) can cause ingrown toenails to develop.
Common causes of ingrown toenails Heredity. Many people inherit the tendency to develop ingrown toenails from one or both parents. Ill-fitting footwear. Crowding your feet into socks and shoes that are too short or tight can set up an environment for painful ingrown toenails to develop. This is why adolescents and teens often get ingrown toenails.
Improper trimming. One of the most common causes of ingrown toenails is cutting them too short. When nails are very short, it encourages the skin at the sides of the nail to fold over it. Don’t be overzealous with the clippers, and be sure to cut straight across.

Elephant Parade Bangkok officially ended last month with a glittering gala dinner and charity auction held at Anantara Siam Bangkok. The event hosted by prestigious auction house, Christies raised over THB 7 million which will be donated to various charities that benefit wild and domestic elephants throughout the region. The colourful herd of almost one hundred 1.5 metre elephants has delighted residents and tourists alike as they travelled throughout the Thai capital for three months starting with a launch at Siam Paragon in December 2015 to honour the 88th birthday of H.M. King Bhumibol Adulyadej. Bangkok’s premier night market, Asiatique was the herd’s second stop before finally ending in the more natural surroundings of Lumphini Park, allowing approximately one million visitors to get up close and personal with the capital’s largest ever outdoor art exhibition. All elephants showcased in Elephant Parade Bangkok have been available for the public to bid and own in an online auction and twenty, selected by Christies, were auctioned off at the gala dinner. The total amount raised from both auctions has amounted to over THB 10 million, (US$300,000). Notable celebrity painted elephants auctioned off on the night. The final proceeds will be donated to The Golden Triangle Asian Elephant Foundation who in turn will select strategic partners to drive forward key conservation projects.

After all the BECC school building have a real resemblance to the domain of the popular stone-age ‘Flintstones’ family so that Fred and Betty would feel very much at home.
However to this age group of BECC students, being a Junior Paleontologist is just a part of the education experience to be taken in their stride; great fun and a great learning experience.
Visiting the BECC Natural History Museum for Dinosaur Day was a colorful experience where modern education was on display as well as the kid’s delightful displays. Well worthy of attention and attention.

Cheese-Based Power Station in The Alps Produces Enough Power to Supply a Community of 1,500 Generating electricity from cheese could be the plot of a comic book, but that is exactly what is happening at a new power plant in the French Alps. A by-product of Beaufort cheese, skimmed whey, is converted into biogas, a mixture of methane and carbon dioxide, at the plant in Albertville, in Savoie. Bacteria are added to the whey to produce the gas, which is then used to generate electricity that is sold to the energy company EDF. “Whey is our fuel,” said François Decker of Valbio, the company that designed and built the power station, which opened in October 2015. “It’s quite simply the same as the ingredient in natural yoghurt.” After full-fat milk is used to make Beaufort cheese, whey and cream are left over. The cream is taken to make ricotta cheese, butter and protein powder, which is used as a food supplement. The residual skimmed whey is then placed in a tank with bacteria, where natural fermentation produces methane in the
same way that the gas is produced in cows’ stomachs. The gas is then fed through an engine that heats water to 90 degrees C and generates electricity. The plant will produce about 2.8 million kilowatt-hours (kWh) per year, enough electricity to supply a community of 1,500 people, Mr Decker told Le Parisien newspaper. It is not the first cheese-based power station, but one of the largest. Valbio built its first prototype plant 10 years ago beside an abbey where monks have made cheese since the 12th century. Since then, about 20 other small-scale plants have been built in France, other European countries and Canada. More units are planned in Australia, Italy, Brazil and Uruguay. In Somerset, the family-owned cheesemakers, Wyke Farms, generate their own electricity from waste cheese, cow manure and leftover crops. The mixture is poured into biodigester vessels that generate enough electricity to make the cheese producer self-sufficient.

นายกิตติกรณ์ เทพอยู่อำ�นวย หัวหน้าสำ�นักงานป้องกันและบรรเทาสาธารณภัยจังหวัดประจวบคีรีขันธ์ เปิดเผยว่า จากสถานการณ์ภยั แล้งทีส่ อ่ เค้าทวีความรุนแรงมากขึน้ ส่งผลให้อา่ งเก็บน้�ำ ปราณบุรี ซึง่ มีขนาดใหญ่ทส่ี ดุ ของจังหวัด ปัจจุบนั มีปริมาณน้�ำ เหลืออยูเ่ พียง 101 ล้านลูกบาศก์เมตร จากความจุ 391 ล้านลูกบาศ์เมตร หรือ ร้อยละ 26 ของความจุอา่ ง ดังนัน้ สำ�นักงานป้องกันและบรรเทาสาธารณภัยจังหวัด จึงได้ประสานไปยังศูนย์ปฏิบตั ิ การฝนหลวงภาคใต้ ขอให้ขน้ึ บินปฏิบตั กิ ารเติมน้�ำ ในอ่างเก็บน้�ำ ปราณบุรี และเพิม่ ความชุม่ ชืน้ ให้กบั พืน้ ทีป่ า่ ไม้และ พืน้ ทีเ่ กษตรกรรมตัง้ แต่อ�ำ เภอปราณบุรถี งึ อำ�เภอเมืองประจวบคีรขี นั ธ์ โดยศูนย์ปฏิบตั กิ ารฝนหลวงภาคใต้จะมาตัง้ ฐาน ปฏิบัติการที่ศูนย์ฝนหลวงหัวหิน และเริ่มขึ้นบินทำ�ฝนเทียมตั้งแต่วันที่ 1 มีนาคมนี้เป็นต้นไป โดยใช้เครื่องบิน คาราแวน จำ�นวน 3 ลำ� ขณะเดียวกัน ได้ประสานองค์กรปกครองส่วนท้องถิน่ เจ้าหน้าทีท่ หาร บรรเทาความเดือด ร้อนให้กับประชาชนที่ขาดแคลนน้ำ�อุปโภคบริโภค ด้วยการนำ�รถบรรทุกน้ำ�ออกแจกจ่ายช่วยเหลือประชาชน อย่างต่อเนือ่ ง

4 เยาวชนจังหวัดเพชรบุรี ผนึกกำ�ลังชุมชน องค์กรปกครองส่วนท้องถิน่ หน่วย งานภาครัฐและเอกชน ร่วมกันจัดมหกรรมพืน้ ทีส่ ร้างสรรค์ เพชรบุรี ดีจงั ไปยาลใหญ่ กลางเดือนมีนาคมนี้ เพือ่ นำ�เสนอแนวคิดและสร้างช่องทางการเข้าถึงพืน้ ทีส่ ร้างสรรค์ เพือ่ สุขภาวะทางปัญญาบนฐานของชุมชนให้กบั เด็กและเยาชน ครอบครัว ชุมชน สนับสนุนให้เด็กและเยาวชนออกแบบและผลิตสือ่ สร้างสรรค์ สร้างการมีสว่ นร่วมของ ภาคส่วนต่างๆ หวังขับเคลือ่ นเมืองเพชรบุรเี ป็นศูนย์กลางการเรียนรูศ้ ลิ ปะและ วัฒนธรรมชุมชน นางสาวสุนสิ า ประทุมเทือง แกนนำ�เครือข่ายเยาวชนพืน้ ทีส่ ร้างสรรค์เปิด เผยว่า โครงการเพชรบุรี ดีจงั ได้ด�ำ เนินการอย่างต่อเนือ่ งมาเข้าสูป่ ที ่ ี 6 แล้ว โดยใน แต่ละปีนน้ ั เครือข่ายเยาวชนจาก 8 อำ�เภอของจังหวัดเพชรบุรี กว่า 20 กลุม่ ได้รว่ ม กันค้นหาและเรียนรูศ้ ลิ ปะ วัฒนธรรมของชุมชน นำ�ความรูท้ ไ่ ี ด้รบั มาจัดกิจกรรม ออกแบบผลิตสือ่ ของชุมชน สือ่ สารแบ่งปันสูค่ นในพืน้ ทีข่ องตนเองอย่างสม่�ำ เสมอ และในช่วงเดือนมีนาคมก็จะร่วมกันจัด “มหกรรมพืน้ ทีส่ ร้างสรรค์ เพชรบุรี ดีจงั ” ขึน้ ในใจกลางเมือง ชักชวนชาวชุมชนในพืน้ ทีจ่ ดั งาน องค์กรปกครองส่วนท้องถิน่ หน่วย งานทัง้ ภาครัฐและภาคเอกชนทีส่ นใจ นำ�เสนอผลจากการเรียนรูข้ องแต่ละพืน้ ที่ ในรูป แบบของกิจกรรมแบบมีสว่ นร่วมให้ผท้ ู ม่ ี าร่วมงานได้ลงไม้ลงมือเรียนรูแ้ บบปฏิบตั จิ ริงกัน พร้อมทัง้ นำ�เสนอการแสดงศิลปะ วัฒนธรรมพืน้ บ้านหลากหลายรูปแบบด้วย สำ�หรับในปี 2559 นี้ กำ�หนดจัดงานขึน้ ในวันที่ 18 – 20 มีนาคม 2559 โดยงานมหกรรมปีนใ้ ี ช้ชอ่ ื ว่า “เพชรบุรี ดีจงั ไปยาลใหญ่” จะประกอบไปด้วย 3 งาน ย่อย คือ ในวันที่ 18 มีนาคม 2558 พบกับกิจกรรมแรก “เพชรบุรี ดีจงั ฟอรัม่ ”ซึง่ จัดขึน้ ทีว่ ดั ใหญ่สวุ รรณาราม ตัง้ แต่เช้าจรดค่�ำ กันเลยทีเดียว งานนีจ้ ะเป็นการมาชุมนุม พบปะกันของศิลปิน นักศึกษา อาจารย์ และผูส้ นใจหลายหลายสาขาอาชีพ ทีเ่ ห็น คุณค่าของศิลปะ วัฒนธรรมชุมชนของเมืองเพชรบุรี เปิดเวทีแลกเปลีย่ นเรียนรู้ ประสบการณ์ และร่วมกันจัดแสดงนิทรรศการผลงานทีเ่ กิดจากการใช้เมืองเพชรบุรเี ป็น แหล่งเรียนรูใ้ นรูปแบบต่าง ๆ ซึง่ ก็จะทัง้ ทีเ่ ป็น หุน่ จำ�ลอง ภาพถ่าย ภาพเขียน เวอร์นาด็ อก หนังสือ หรือผลงานในรูปแบบอืน่ ๆ ซึง่ ทีจ่ ะเป็นไฮไลท์เลยก็เห็นจะเป็นนิทรรศการ ชุด “พิศเมืองเพชร” ของคณะสถาปัตยกรรมศาสตร์ มหาวิทยาลัยศิลปากร นอกจาก นีก้ จ็ ะมีการเปิดซุม้ กิจกรรมเรียนรูแ้ บบมีสว่ นร่วมให้เด็ก ๆ เยาวชน พ่อแม่ผป้ ู กครอง และผูท้ ม่ ี าร่วมงานได้รว่ มทำ�กันด้วย ทีส่ �ำ คัญในช่วงค่�ำ ก็จะมีการแสดงทีเ่ กิดจากการมาร เรียนรูเ้ มืองเพชรของหลายกลุม่ เช่น หุน่ เงาละครชุมชนของนักศึกษามหาวิทยาลัย ศิลปากร ดนตรี วง ทีเค แบนด์ นำ�โดย พี่ จุย้ ศุ บุญเลีย้ ง ทีม่ าทำ�ค่ายเพลงทีเ่ มืองเพชร และยังมีการแสดงหนังใหญ่แบบจัดเต็มของคณะหนังใหญ่วดั ขนอน จังหวัดราชบุรี อีก ด้วย การจัดกิจกรรมเพชรบุรี ดีจงั ฟอรัม่ นีน้ บั เป็นครัง้ แรกของจังหวัดเพชรบุรเี ลยก็วา่ ได้ สำ�หรับกิจกรรมที่ 2 จะมีขน้ ึ ในวันที่ 19 – 20 มีนาคม 2559 “มหกรรมพืน้ ทีส่ ร้
สรรค์” จัดขึน้ ใจกลางเมืองเช่นเคย ปีนก้ ี จ็ ะเชือ่ มต่อพืน้ ที่ 2 ฝัง่ แม่น�ำ ้ เพชรบุรที างสะพาน ใหญ่และสะพานจอมเกล้า ฝัง่ ตลาดท่าราบจะจัดกิจกรรมตลอดทัง้ ซอยริมน้�ำ จาก สะพานใหญ่ถงึ สะพานจอมเกล้า นำ�เสนอวิถชี วี ติ ชาวตลาด วัฒนธรรม ประเพณีของ ชาวจีน และนิทรรศการภาพถ่ายเก่าเมืองเพชร ส่วนถนนคลองกระแชง ลานสุนทรภู่ ก็จะเป็นกิจกรรมแหล่งอาหาร ลานศิลปะของชาวชุมชนถนนคลองกระแชง เชือ่ ต่อกับ พืน้ ทีจ่ ดั งานขององค์กรหน่วยงานทัง้ ภาครัฐและเอกชน เริม่ จากสะพานจอมเกล้าเข้า ถนนคลองกระแชงถึงน้�ำ พุ จะเป็นกิจกรรมอ่านยกกำ�ลังสุข บริเวณลานหน้าตึกองค์การ โทรศัพท์ จะเป็นการจัดกิจกรรมนำ�เสนอเรือ่ งราวเท่าทันสือ่ โดย บริษทั ทีโอที จำ�กัด สาขาเพชรบุรี ถนนริมน้�ำ ด้านหลังจวน เป็นกิจกรรม “เทศบาลปันยิม้ อิม่ เอม ทัง้ เมือง” โดยเทศบาลเมืองเพชรบุรี เต็มทีเ่ ต็มฝีมอื กับกิจกรรม สร้างรอยยิม้ หลากหลายรูปแบบ ส่วนในจวนผูว้ า่ ราชการจังหวัดเพชรบุรี ปีนส้ ี �ำ นักงาน พัฒนาสังคมและความมัน่ คงของมนุษย์ จัดกิจกรรมสำ�หรับเด็ก ๆ มอบความสุขกัน มากมาย และเรือนกฤษณา ก็จะเปิดให้เข้าชม โดยมีเด็กๆ จากโรงเรียนสาธิต มหาวิทยาลัยราชภัฏเพชรบุรมี าเป็นมัคคุเทศก์น�ำ ชมเหมือนทุกปีทผ่ ี า่ นมาส่วนบริเวณ เชือ่ มต่อกันคือพืน้ ทีร่ อบ ๆ น้�ำ พุ จะเป็นกิจกรรมสำ�หรับเด็ก ๆ “ชวนลูกทำ�ของเล่น” โดยเครือข่ายศูนย์พฒ ั นาเด็กเล็ก 3 องค์กร จากศูนย์ฯเด็กเล็กเทศบาลตำ�บลท่ายาง ศูนย์ฯเด็กเล็ก อบต.หนองกระปุ และศูนย์ฯเด็กเล็ก อบต.ไร่มะขาม อ.บ้านลาด ร่วม กันกับกลุม่ Arts-Ed กลุม่ กิจกรรมศิลปะสร้างสรรค์ส�ำ หรับเด็กจากรัฐปีนงั ประเทศ มาเลเซีย และ กิจกรรมที่ 3 ในงานมหกรรม เพชรบุรี ดีจงั ไปยาลใหญ่ ปีนพ้ ี เิ ศษมาก ขึน้ เพราะเรามี “สมัชชาเยาวชนพืน้ ทีส่ ร้างสรรค์” ซึง่ เป็นการรวมตัวกันของเยาวชนที่ ทำ�พืน้ ทีส่ ร้างสรรค์อยูใ่ น 40 จังหวัดของประเทศไทย ประมาณ 200 คน จัดการสัมมนา “คนรุน่ ใหม่กบั พืน้ ทีส่ ร้างสรรค์สขุ ภาวะทางปัญญาบนฐานชุมชน” โดยใช้รปู แบบ “สัมมนาขยายวง” เปิดเวทีแลกเปลีย่ นเรียนรูม้ ชี วี ติ “ผลัดกันเล่า เปลีย่ นกันฟัง ส่ง ต่อพลัง สร้างการเรียนรู้ สังคมสุขภาวะ” รวมทัง้ ลงพืน้ ทีช่ มุ ชนและร่วมเรียนรูจ้ ากงาน มหกรรมเพชรบุรดี จี งั ปีนด้ ี ว้ ย สำ�หรับมหกรรมพืน้ ทีส่ ร้างสรรค์ เพชรบุรี ดีจงั ไปยาลใหญ่ ในปีนก้ ี ย็ งั คง ได้ รับการสนับสนุนจาก สำ�นักงานวัฒนธรรมจังหวัดเพชรบุรี เทศบาลเมืองเพชรบุรี องค์การบริหารส่วนจังหวัดเพชรบุรี จังหวัดเพชรบุรี สถานีต�ำ รวจภูธรเมืองเพชรบุรี วัด ใหญ่สวุ รรณารามวรวิหาร สถาบันอาศรมศิลป์ สถาบันสือ่ เด็กและเยาวชน (สสย.) สำ�นักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) และยังได้รบั การสนับสนุน และความร่วมมือด้วยดีจากชาวชุมชนในพืน้ ทีจ่ ดั งานและพืน้ ทีอ่ น่ ื ๆ พี่ ๆ สือ่ มวลชน ตลอดจนองค์กรทัง้ ภาครัฐภาคเอกชน และทุก ๆ ท่านทีอ่ าจจะกล่าวถึงไม่หมด ทีใ่ ห้ โอกาสเด็ก ๆ ของจังหวัดเพชรบุรมี าโดยตลอด ก็ขอถือโอกาสนีข้ อบคุณผูใ้ หญ่ใจดีทกุ ๆ ท่านด้วยค่ะ นางสาวสุนสิ า ประทุมเทือง หรือ หนูแดง กล่าวในทีส่ ดุ

กรมอุทยานแห่งชาติสตั ว์ปา่ และพันธุพ์ ชื ย้�ำ มี 10 พืน้ ทีใ่ นประเทศไทยเสีย่ งช้างป่าสูญหายจากระบบนิเวศป่า อนุรกั ษ์ในปี 2560 พร้อมวางแนวคิดแก้ปญั หาความขัดแย้ง ระหว่างคนกับช้างป่าใน 9 จุด ด้วยการเตรียมขอซือ้ พืน้ ทีค่ นื ให้ ช้างป่ากว่า 1,000 ไร่ นายทรงธรรม สุขสว่าง ผูต้ รวจราชการกรม อุทยานแห่งชาติสตั ว์ปา่ และพันธุพ์ ชื กล่าวว่า จากการสำ�รวจ ประชากรช้างป่า โดยโครงการส่งเสริมความยัง่ ยืนของระบบ การจัดการพืน้ ทีค่ ม้ ุ ครองของประเทศไทย หรือ CATSPA พบว่า ในปี 2535 มีชา้ งป่าหายไปจากพืน้ ทีอ่ นุรกั ษ์ 17 แห่ง ทีม่ รี ายงานว่ามีชา้ งป่าเคยอาศัยในเขตป่าอนุรกั ษ์สาเหตุมาจาก การล่าช้างป่าเอางาและเอาลูกช้างป่าไปใช้เพือ่ ประโยชน์ทาง เศรษฐกิจ หากปล่อยให้สถานการณ์เป็นแบบนีต้ อ่ ไป คาดว่า ในปี 2560 ช้างป่าของไทยจะต้องสูญพันธุ์ ไปจากพืน้ ทีอ่ นุรกั ษ์ อย่างน้อย10 แห่ง คือ ดอยผาช้าง จังหวัดน่าน มีชา้ งป่าเหลือ เพียง 2 ตัว อุทยานแห่งชาติภพู าน จังหวัดสกลนคร มีชา้ งป่า เหลือเพียง 3 ตัว จากเดิมมี 10 ตัว พืน้ ทีอ่ นุรกั ษ์ชา้ งซับลังกา
จ.ลพบุรี มีรายงานช้างป่าอาศัยอยู่ แต่เมือ่ ปี 2544 ยืนยันแล้ว ว่า ช้างป่าได้สญู พันธุไ์ ปหมดจนมีการนำ�ช้างไปปล่อยคืนป่ารวม 26 ตัว และอุทยานแห่งชาติศรีลานนา จ.เชียงใหม่ ไม่มชี า้ ง ป่าอาศัยอยูต่ ามธรรมชาติแล้ว ขณะทีป่ า่ อนุรกั ษ์อยูใ่ นภาวะถูก คุกคามอย่างหนัก ทั้งการบุกรุกพื้นที่เพื่อทำ�เกษตร การ ท่องเทีย่ ว โดยมี 9 พืน้ ทีท่ ม่ี ปี ญั หาขัดแย้งระหว่างคนกับช้างป่า ออกมานอกพืน้ ทีอ่ นุรกั ษ์ คือ อุทยานแห่งชาติแก่งกระจาน จังหวัดเพชรบุร,ี อุทยานแห่งชาติกยุ บุรี จังหวัดประจวบคีรขี นั ธ์, อุทยานแห่งชาติทองผาภูมิ จังหวัดกาญจนบุร,ี อุทยานแห่ง ชาติทบั ลาน จังหวัดนครราชสีมา, อุทยานแห่งชาติปางสีดา จังหวัดสระแก้ว, อุทยานแห่งชาติเขาชะเมา จังหวัดจันทบุร,ี เขตรักษาพันธุส์ ตั ว์ปา่ เขาอ่างฤาใน จังหวัดฉะเชิงเทรา, เขตรักษา พันธุส์ ตั ว์ปา่ สลักพระ จังหวัดกาญจนบุรี และเขตรักษาพันธุ์ สัตว์ปา่ ภูหลวง จังหวัดเลย ในเบือ้ งต้นมีแนวคิดจะนำ�ร่องขอ ซือ้ พืน้ ทีค่ นื ให้ชา่ งป่าบริเวณเขาชะเมา-เขาวง จ.ระยอง ใน 2 จุด รวมกว่า 1,000 ไร่
เทศบาลเมืองหัวหิน จังหวัดประจวบประจวบคีรขี นั ธ์ มีการประชุมสภาฯ โดยมีนายสันทัต สุขศรี เป็นประธาน นายก เทศมนตรีเมืองหัวหิน รองนายกเทศมนตรีเมืองหัวหิน และ คณะสมาชิก ร่วมประชุมในสมัยสามัญ สมัยแรก ของปี 2559 โดย นายนพพร วุฒกิ ลุ นายกเทศมนตรีเมืองหัวหิน นำ�เสนอญัตติงบประมาณในการแก้ไขปัญหาน้�ำ ประปาในเขต เทศบาลเมืองหัวหิน ในวงเงินงบประมาณ 25 ล้านบาท โครงการแรกเพิม่ ขยายอัตรากำ�ลังการผลิตน้�ำ ดิบให้เป็นน้�ำ ประปาทีบ่ ริเวณสถานีจา่ ยน้�ำ เขาแล้ง (บ้านหัวนา) ในอัตราการ ผลิตปล่อย 300 ลบม./ซม. โดยในจุดนีก้ เ็ พือ่ ให้ประชาชนใน เขตหมูบ่ า้ นหัวนา-หนองแก-สะพานขีเ้ หล็ก ซึง่ มีทง้ั ชาวไทยและต่างชาติอยูอ่ าศัยได้รบั น้�ำ ตลอด เวลา โครงการที่ 2 ก่อสร้างโรงสูบน้�ำ ดิบผลิตจัดทำ�เป็นน้�ำ ประปาในจุดเส้นทางคลองชลประทานหัวหิน (หัวสนามบิน) ในบริเวณหมูบ่ า้ นบ่อแขม ชะอำ�-เพชรบุรี ในอัตรากำ�ลังการ ผลิต 500 ลบม./ซม. ซึง่ ในจุดเส้นทางนีก้ จ็ ะปล่อยลงมาให้ ประชาชนทีอ่ ยูใ่ นเขตบ่อฝ้าย สมอโพรง เพชรเกษมตะวันออก ซึง่ ก็มสี ถานทีพ่ กั โรงแรม คอนโด ร้านค้าทีอ่ ยูอ่ าศัยของชาว ไทยและชาวต่างชาติเช่นกัน หลังจากแปรญัตติในหลักการ เหตุผลและราย ละเอียดแล้วทางสมาชิกสภาจำ�นวน 11 ท่านก็ยกมือโหวต ผ่านสภา เพื่อเร่งรัดดำ�เนินการแก้ไขปัญหาน้ำ�ประปา
ในเขตเทศบาลเมืองหัวหินอย่างเร่งด่วนในช่วงของฤดูรอ้ น ทีจ่ ะมาถึงนี้ นายนพพร วุฒกิ ลุ นายกเทศมนตรีเมืองหัวหิน กล่าวว่า ตลอดระยะเวลาทีบ่ ริหารมา 3 ปีเศษนัน้ ก็ตอ้ ง ยอมรับว่าทางกองการประปาก็ได้น�ำ เอา “น้�ำ ดิบ” ทีไ่ ด้จาก ปราณบุรี มาผสมแล้วก็ปล่อยออกไปเป็นน้�ำ ประปา ซึง่ ก็ ยอมรับว่าเนือ่ งจากอัตราการผลิต และความต้องการของ ประชาชนในแต่ละเขตมีมากยิง่ ขึน้ เนือ่ งจากทัง้ เป็นทีอ่ ยูอ่ าศัย โรงแรม บ้านพัก และธุรกิจต่างๆ ทำ�ให้มคี วามต้องการใช้น�ำ้ สูงสุดในแต่ละวัน ตนเองและคณะผูบ้ ริหารนัน้ ก็มคี วาม ตระหนักต่อปัญหาของระบบ “น้�ำ ประปา” ของเมืองหัวหินที่ มันมีปญั หาสะสมกันมานานมาก จึงต้องแก้ไขไปในแต่ละจุดเพือ่ บรรเทาทุกข์ให้กบั ผูค้ น ซึง่ ตลอดระยะเวลาในปีบริหารนัน้ ปัญหาของน้�ำ ประปา นัน้ ก็มแี ต่วา่ น้อยลง ยังกล่าวอีกว่า สำ�หรับในการดูแลแก้ไข ปัญหาน้�ำ ประปา น้�ำ ดิบ ของทางคณะผูบ้ ริหารเทศบาลเมือง หัวหิน ในชุดนี้ ก็ใช้แหล่งน้�ำ ดิบของเขือ่ นปราณบุรี และเขือ่ น แก่งกระจาน เพชรบุรี เนือ่ งจากทัง้ สองแห่งนีเ้ ป็นจุดทีส่ ามารถ ปล่อยน้�ำ ดิบมาให้ทางเมืองหัวหินทีม่ เี ส้นท่อรองรับอยูแ่ ล้ว จึง ทำ�ให้ปญ ั หาน้อยลงไป แต่ยงั มีในช่วงของน้�ำ ดิบขาดแคลน เพียงเท่านัน้ ซึง่ ตนเองและคณะฯ ก็จดั ระบบและรูปแบบของ น้�ำ ประปาต่อไปให้อยูใ่ นระยะ 20 ปี ไม่มปี ญั หา ครับ
ด้วยคณะรัฐมนตรี มีมติรบั ทราบการดำ�เนินโครงการ มอบของขวัญ “เสริมสร้างชีวติ ใหม่ ให้คนไทยมีความสุข” ของกระทรวงมหาดไทย ซึง่ ได้นอ้ มนำ�หลักการทรงงานของ พระบาทสมเด็จพระเจ้าอยูห่ วั “รู้ รัก สามัคคี” ทีม่ ง่ ุ เน้นในเรือ่ ง การทำ�งานให้ประสบผลสำ�เร็จ จะต้องมีการรอบรูท้ กุ มิติ การ ปฏิบตั ติ อ้ งทำ�ด้วยใจมุง่ มัน่ ซือ่ สัตย์ ขยัน อดทน และต้องรวม พลังหรือบูรณาการเพือ่ ให้งานบรรลุผลสำ�เร็จตามทีต่ ง้ ั เป้า หมายไว้ และเกิดความยัง่ ยืน โดยกรมส่งเสริมการปกครองท้องถิน่ นำ�หลักการดัง กล่าวมาประยุกต์ใช้ผา่ น “โครงการท้องถิน่ ไทยใส่ใจความ สะอาด คนในชาติมคี วามสุข” มุน่ เน้นให้ประชาชนมีความ ตระหนักรูถ้ งึ สาเหตุ และวิธกี ารแก้ไขปัญหาขยะมูลฝอย และ ประชาชนมีส่วนร่วมในการรักษาความสะอาดความเป็น ระเบียบเรียบร้อยของบ้านเมือง เทศบาลเมืองหัวหิน ตระหนักถึงปัญหาของปริมาณ ขยะทีเ่ กิดขึน้ ในพืน้ ที่ ทีม่ ปี ริมาณเพิม่ ขึน้ ทุกปี เนือ่ งจากหัวหิน
เป็นเมืองท่องเทีย่ วทีม่ นี กั ท่องท่องเทีย่ วทัง้ ชาวไทยและชาวต่าง ชาติ เดินทางเข้ามาท่องเทีย่ วตลอดทัง้ ปี อีกทัง้ ยังมีประชากร แฝงเข้ามาประกอบอาชีพในพืน้ ทีเ่ ป็นจำ�นวนมาก นำ�มาซึง่ ปัญหาขยะทีเ่ พิม่ ขึน้ อย่างต่อเนือ่ ง โดยเทศบาลเมืองหัวหิน ได้ ดำ�เนินการจัดเก็บขยะเป็นประจำ�ทุกวัน ปริมาณวันละไม่ต�ำ่ กว่า 150 ตัน อันนำ�มาสูโ่ ครงการแปรรูปขยะพลาสติกเป็น น้�ำ มัน เพือ่ ช่วยลดปริมาณขยะในบ่อฝังกลบของเทศบาลเมือง หัวหิน ซึง่ เป็นการแก้ไขปัญหาทีป่ ลายเหตุ แต่หากมีการแก้ไข ปัญหาทีต่ น้ เหตุ คือ “ผูท้ ง้ิ ขยะ” ได้กจ็ ะเป็นการร่วมกันลด จำ�นวนขยะมูลฝอยได้อย่างมีประสิทธิภาพยิง่ ขึน้ ดังนัน้ เพือ่ ให้โครงการ “ท้องถิน่ ไทยใส่ใจความ สะอาด คนในชาติมคี วามสุข” ดำ�เนินไปอย่างต่อเนือ่ ง เกิด ความสะอาดและความเป็นระเบียบเรียบร้อยในบ้านเมือง เทศบาลเมืองหัวหิน จึงขอเชิญชวนประชาชนร่วมกันลด ปริมาณขยะมูลฝอย ด้วยวิธกี ารคัดแยกขยะก่อนทิง้ และการ ใช้ประโยชน์จากขยะ

ทีโ่ รงเรียนหัวหินวิทยาลัย (ซาเลเซียน) อำ�เภอหัวหิน จังหวัด ประจวบคีรขี นั ธ์ นายสุวทิ ย์ เหรียญรุง่ เรือง นายกสมคมผูป้ กครอง บาทหลวงเทพรัตน์ ปิตสิ นั ต์ คุณพ่ออธิการโรงเรียนหัวหินวิทยาลัย (ซา เลเซียน) ร่วมกันจัดทำ�โครงการ “สานพลังฉลาดรูก้ บั ศาลเยาวชนและ ครอบครัวจังหวัดประจวบคีรขี นั ธ์” โดยได้เชิญ นายปิยะพงษ์ นิม่ ละมัย ผูพ้ พิ ากษาหัวหน้าศาลเยาวชนและครอบครัวจังหวัดประจวบคีรขี นั ธ์ นาย สหรัฐ กิตศิ ภุ การ ผูพ้ พิ ากษา นายชาญณรงค์ พานิชนันทกุล ผูพ้ พิ ากษา สมทบ และคณะ มาเป็นวิทยากรให้ความรูท้ างด้านข้อกฎหมายเยาวชน เบือ้ งต้นแก่ในระดับชัน้ ปีท่ี 4 และครู จำ�นวน 300 คนได้รบั ความรูข้ อ้ กฎหมายในชีวติ ประจำ�วันกับสังคมยุคใหม่ทก่ ี ลุม่ นักเรียน เยาวชน มี ปัญหาเกิดขึน้ ทัง้ คดีความอาญา คดีแพ่ง และอืน่ ๆ ซึง่ ในพฤติกรรมของ การกระทำ�นัน้ นักเรียน เยาวชนไม่มอี งค์ความรูป้ ระกอบกับพฤติกรรม ของผูค้ นสังคมในยุคใหม่ จึงเกิดเป็นความรุนแรงก่อให้เกิดปัญหาทางด้าน การปกครองของประเทศและท้องถิน่ ในโครงการดังกล่าวนีก้ ไ็ ด้มผี ู้ พิพากษาแต่ละท่านได้ขน้ึ เวทีกล่าวให้รายละเอียด รวมทัง้ ให้นกั เรียนได้มี การตอบโต้ขอ้ ซักถามเพือ่ เป็นแนวในทางปฏิบตั ิ รวมทัง้ เป็นวิชาเรียนทีจ่ ะ ให้ภมู คิ วามรูไ้ ปสูใ่ นระดับมหาวิทยาลัยต่อไป นายสุวทิ ย์ เหรียญรุง่ เรือง กล่าวว่า ตนเองในฐานะนายก สมาคม และทางท่านบาทหลวงเทพรัตน์ ปิตสิ นั ต์ ได้รว่ มกันจัดทำ�โครงการ เรียนรูท้ างข้อกฎหมายในระดับนักเรียน เยาวชนขึน้ มา เพือ่ เป็นการยก ระดับนักเรียนให้มคี วามรู้ เนือ่ งจากในแต่ละโรงเรียนนัน้ ยังไม่มกี ารให้องค์
ประกอบความรูท้ างข้อกฎหมายมาบรรยาย มาอธิบายในรายละเอียด โดยเฉพาะ “กฎหมายเยาวชน” ให้นกั เรียนครูผปู้ กครอง 300 คนได้รบั ทราบเบือ้ งต้น ก็จะเป็นการยกระดับความรูท้ างข้อกฎหมายได้ในส่วนหนึง่ ขณะนีน้ กั เรียน เยาวชน มีการกระทำ�ความผิดกฎหมายใน ระดับเบือ้ งต้นมาก โดยเฉพาะยาเสพติด การทะเลาะวิวาทในหมูค่ ณะ การรวมกลุม่ ตัง้ แก๊ง และการเกิดคดีความทางด้านอาชญากรรม ซึง่ ส่ง ผลกระทบต่อสังคม ผูป้ กครอง การปกครองของบ้านเมือง จนกลายเป็น ปัญหาระดับชาติของทางรัฐบาลทีส่ ง่ ผลเสียต่อภาพรวมของประเทศ เพราะฉะนัน้ แล้วความจำ�เป็นเร่งด่วนในเบือ้ งต้นทางสมาคมผู้ ปกครองและโรงเรียนหัวหินวิทยาลัย จึงต้องเปิดช่องทางการศึกษาให้ทาง อำ�นาจฝ่ายตุลาการเข้ามาให้ความรู้ ซึง่ ในโครงการนีจ้ ะต้องมีการจัดทำ�ต่อๆ ไป เนือ่ งจากมันเป็นองค์ความรูท้ างข้อกฎหมายทีเ่ ด็กๆ นักเรียนสามารถ นำ�เอาไปใช้ปฏิบตั ไิ ด้โดยเฉพาะในชีวติ ประจำ�วันและในครอบครัว ทางด้าน นายปิยะพงษ์ นิม่ ละมัย ผูพ้ พิ ากษาหัวหน้าศาล เยาวชนและครอบครัวจังหวัดประจวบคีรขี นั ธ์ กล่าวว่า คำ�ว่าเด็กนัน้ จะ ต้องมีอายุไม่เกิน 15 ปี ส่วนเยาวชนนัน้ จะต้องไม่เกิน 18 ปี ซึง่ ถ้ากลุม่ คนเหล่านีก้ ระทำ�ความผิดทางด้านต่างๆ รวมทัง้ คดีอาญาแล้วก็จะต้องไป ขึน้ “ศาลเยาวชนและครอบครัว” แต่ถา้ พบว่าพฤติกรรมรุนแรงในการก ระทำ�ความผิดแล้วสอบสวนทวนความของเหตุกส็ ามารถทีจ่ ะโอนคดีดงั กล่าวไปสูศ่ าลจังหวัดได้และดำ�เนินคดีในศาลเยาวชนฯ ก็สามารถทีจ่ ะ ตัดสินคดีจ�ำ คุกได้เช่นกัน ขณะนีป้ ญ ั หาของคดีความในศาลเยาวชนและครอบครัว จังหวัดประจวบคีรขี นั ธ์ นัน้ 300 คดีกว่าต่อปี ซึง่ คดีอาญามีมากกว่าคดี อื่นๆ ปัญหาของคดีความที่บอกมานั้นบางปีก็สูงบางปีก็ลดลงตาม สถานภาพของปัญหาทางสังคมของประเทศ ถ้าในแต่ละโรงเรียนของ จังหวัดประจวบคีรขี นั ธ์ นำ�เอาผูพ้ พิ ากษาศาล ผูพ้ พิ ากษาสมทบไปให้ความ รูก้ ฎหมายเบือ้ งต้นเป็นโครงการ ก็จะเป็นการยกระดับให้ความรูแ้ ก่นกั เรียน เยาวชน ไม่ให้กระทำ�ความผิดได้และทีส่ �ำ คัญถึงแม้วา่ กฎหมายจะมีแต่ถา้ ทุกๆ คนหันมาใช้ศลี 5 ทีอ่ งค์สมเด็จพระสัมมาสัมพุทธเจ้าบัญญัตเิ อาไว้น่ี แหละคือกฎหมายทีแ่ ท้จริงทีไ่ ม่น�ำ พาไปสูก่ ารเกิดปัญหาการกระทำ�ความ ผิดทางข้อกฎหมาย

แนวทางในการแก้ปญ ั หาน้�ำ ประปาเทศบาลเมืองหัวหิน ให้ ความสำ�คัญเรือ่ งน้�ำ ประปาเป็นอย่างยิง่ เมืองหัวหินในช่วง 10 ปี ทีผ่ า่ น มามีการเติบโตรวดเร็วมากมีผคู้ นสนใจเข้ามาในเมืองหัวหิน ทัง้ อยูอ่ าศัย ทำ�งาน การลงทุน และท่องเทีย่ ว เฉพาะในทะเบียนราษฎร์ จำ�นวน 60000 กว่าคน ประชากรแฝง ประมาณ 1 แสนกว่าคน ดูจากปริมาณ การใช้น�ำ้ และการทิง้ ขยะ การแก้ปญั หาน้�ำ ดิบ เราต้องอาศัยน้�ำ จากเขือ่ น ปราณบุรแี ละเพชรบุรจี ากเขือ่ นปราณบุรปี ระมาณ 90% เพชรบุรปี ระมาณ 10-15% แต่ไม่สม่�ำ เสมอ ขณะนีไ้ ด้ให้ประปานครหลวงซึง่ เป็นทีป่ รึกษา ศึกษาหาแนวทางในการเพิม่ ปริมาณน้�ำ ดิบจากเขือ่ นปราณบุรี และหาพืน้ ที่ ในเขตชะอำ�เพือ่ รับน้�ำ จากเขือ่ นเพชรบุรโี ดยขอใช้พน้ื ทีจ่ ากชลประทานเพือ่ ทำ�โรงผลิตน้�ำ ส่งเข้ามายังเมืองหัวหิน ขณะนีอ้ ยูร่ ะหว่างการขออนุญาตติด ตัง้ เครือ่ งสูบน้�ำ เพือ่ สูบเข้าท่อGRPปริมาณ500คิว/ชัว่ โมงบริเวณพืน้ ที่ ชะอำ�กำ�ลังดำ�เนินออกแบบและขอใช้พน้ ื ทีโ่ ครงการนีใ้ ช้เวลาประมาณ 8 เดือนนับจากนี้
การเพิม่ กำ�ลังการผลิต ปัจจุบนั เรามีโรงผลิต 5 โรง บางโรง มีการผลิตเกินอัตรากำ�ลัง เนือ่ งจากต้องเร่งจ่ายน้�ำ ใหทันกับการใช้น�ำ ้ ของ ประชาชน โดยเฉพาะในช่วงวันหยุดติดต่อกัน มีประชาชนเข้ามาในพืน้ ที่ มากเช่นโรงแรม คอนโดฯ จึงจำ�เป็นต้องเพิม่ โรงกรอง โรงผลิตหัวนา 300 ลบ/ชม โรงผลิตเขาแล้ง 300ลบ/ชม โรงผลิตไร่นน่ ุ 250 ลบ/ชม โรง ผลิตดำ�เนินเกษม 300 ลบ/ชม เพิม่ เกือบทุกโรงผลิตขณะนีอ้ ยูใ่ นช่วง การออกแบบ ปัญหาเรือ่ งแรงดันน้�ำ เราได้ท�ำ สถานีจา่ ยน้�ำ 2 จุด จุดที่ 1 บริเวณวัดพุทธชัยโย หมูบ่ า้ นหัวนาและบริเวณใกล้เคียง จุดที่ 2 สถานี จ่ายน้�ำ บริเวณหมูบ่ า้ นสมอโพรง หมูบ่ า้ นไฮแลน หมูบ่ า้ นสมอโพรง หมูบ่ า้ น บ่อฝ้าย หมูบ่ า้ นทรัพย์ธานี หมูบ่ า้ นภูตะวัน หมูบ่ า้ นซันเซ็ตและใกล้เคียง แก้ไขเรือ่ งการสูญเสียน้�ำ ปัจจุปนั มีน�ำ ้ สูญเสียในระบบเกือบ 40% ด้วย การวางระบบท่อซับซ้อนเป็น น้�ำ สูญเสียจึงเกิดจากสาเหตุทอ่ แตกรัว่ ใต้ดนิ การใช้น�ำ้ โดยไม่ขออนุญาติฯลฯ ได้ให้การประปานครหลวงเข้ามาศึกษา สำ�รวจ ออกแบบ เพือ่ แก้ปญั หาลดการสูญเสีย โดยจะดำ�เนินการแก้ไข เป็นสัดส่วน หากลดการสูญเสียน้�ำ ได้กจ็ ะบรรเทาในเรือ่ งการเพิม่ การ ผลิต และทำ�ข้อตกลงกับการประปาส่วนภูมภิ าคเพือ่ เป็นแนวทางเลือก ให้กบั ประชาชน การดำ�เนินการดังกล่าวจะครอบคลุมถึงการแก้ปญ ั หาต่างๆ เช่นปัญหาเรือ่ งการขาดน้�ำ แรงดันน้�ำ ความใสสะอาดของน้�ำ เพือ่ รองรับ การขยายตัวของเมืองหัวหินในอีกสิบปีขา้ งหน้าแต่ทง้ ั นีโ้ ครงการต่างๆ ที่ ตัง้ เป้าหมายไว้กต็ อ้ งขึน้ อยูก่ บั งบประมาณ ส่วนการแก้ปญั หาน้�ำ ประปาเทศบาลเมืองหัวหิน สามารถแจ้ง เบอร์โทรศัพท์ ฝ่ายซ่อมบำ�รุงและฝ่ายผลิตดังนี้ 084-3197290, 0899120877, 081-711620 เพือ่ รับแจ้งปัญหาต่างๆ จากน้�ำ ประปา เช่น ท่อแตก ท่อรัว่ น้�ำ ขุน่ น้�ำ ไม่ไหล หรือข้อเสนอแนะต่างๆ
