From the Editor Today Thailand’s horrific road accident and fatality rates are the subject of many an ex-pat conversation. These conversations are usually about the bad habits of others without any reflection on our own driving behaviour.

Foreigners in their home countries never dream of occupying a vehicle without buckling up, never dream of driving home after a few beers or climbing aboard a motor cycle without a helmet. However many behave in these dangerous (and stupid) ways once they arrive in Thailand. They have adopted the mantra; “if you can’t beat ‘em, join ‘em”. When it comes to road safety this principle makes no sense at all! I remember a few years ago driving down an out of town road and spotting the police some 50 or so metres ahead. I quickly engaged my seat belt but then an eagle-eyed officer at my window gave me a steely gaze and said; “don’t just put on your seat belt when you see the police.” At that moment I made a decision to follow his good advice. The message was abiding by road rules is not about avoiding penalties but staying alive. Recent official declarations indicate that Thailand is at last taking the road rules about seat belts and other vehicle safety issues seriously; it seems that there really is a change in air. It may take some time and some proper enforcement before there is a general acceptance by road users, but perhaps that cultural change is coming. In the meantime I would suggest that rather than to complain, it’s time to take a long hard look at our own driving behaviour. Become a part of change in road safety culture rather than remaining part of the problem.

New Ferry Services to Connect Sattahip with Koh Chang and Hua Hin

The Royal Passenger Liner Co, the company which operates the Pattaya-Hua Hin ferry service will launch of two new routes, it has been announced.

The new services, which will begin in May, will connect Sattahip with Koh Chang and Hua Hin. The Sattahip-Koh Chang service will operate from the Chuk Samet pier in Sattahip, Chonburi, to the Bang Bao pier on Koh Chang.

The announcement was made by the Marine Department chief Sorasak Saensombat who said Royal Passenger Liner will purchase two new ferries in order to operate the service. Each ferry will be able to accommodate 350 passengers.

While the Sattahip-Hua Hin service will also run from Chuk Samet pier to the Khao Takiab pier in south Hua Hin.

Also in the pipeline is a new service that will connect Sattahip with either Pranburi or Phetchaburi, although the details of which were unclear. Voice TV reported that the Pattaya-Hua Hin ferry carried a total of 10,689 passengers in February and March, 6,995 were foreigners, while 3,694 were Thai nationals. Out of the foreigners, 4,472 were from Europe, 1,543 were from China. There was no information regarding ticket prices for the new service. - Thai Visa HUA HIN TODAY, May 2017


4 Continuing tragedies on Thai roads have resulted in a number of declarations about the enforcement of road rules to apply now that the seven dangerous days of Songkran are over. Most recent efforts to rein in the carnage stem from a January 2nd crash in which 25 people riding in a truck and van were killed in Chonburi province. The van driver had been driving for days and dozed off at the wheel and the passengers did not die from the initial impact, but because they were trapped inside. Just prior to Songkran a number of declarations were made to about the enforcement of measures to reduce Thailand’s horrific road toll. The announcements came just a week before hundreds of thousands of commuters hit the roads during Songkran, the Thai New Year holiday. Less than one day after police started enforcing seat belt regulations which includes a ban against pickup trucks carrying passengers in the cab and on the back of the vehicles, the Royal Thai Police Office and the Land Transport Department decided to take a step back by postponing the enforcement of the regulation until after Songkran festival. “The strict enforcement regarding travelling in the cargo bed of pick-up trucks will return after the festival,” said Lieutenant General Witthaya Prayongpan, assistant commissioner of the Royal Thai Police. Meanwhile reactions on social media have been rapid and skeptical, asking questions about songthaews, tuk-tuks and transport for employment.

Thailand’s military government has invoked special executive powers aimed to force vehicle drivers and all their passengers to wear seatbelts.

The amendment approved at a meeting of the interim cabinet will lower the permitted blood alcohol threshold for drivers under 20 from the current limit of 0.05 to 0.02. The legal alcohol limit for those over 20 will remain 0.05. A director of ‘Don’t Drive Drunk Foundation’ said the measure is reasonable because research shows people under 20 and new drivers are responsible for the majority of car accidents and DUI cases. Younger drivers tend to be inexperienced and more reckless in their driving, said Taejing Siriphanich. “We want to decrease the risk for the group of people who are most at risk, when these people don’t consume alcohol; they are already at risk of accidents. If they consume it, they are even more at risk.” Final Comment It seems Thailand’s horrific road fatality record is firmly on the political radar, however many are skeptical about the reality of road rules enforcement. There’s also confusion about how the rules apply to the many different types of multi passenger vehicles. The use of pick-ups to provide mass transport has been fundamental to the way of life for many workers who may not have few alternatives. Past inability or unwillingness to enforce the wearing of motor cycle helmets is another reason for this skepticism. Complying with fundamental safety requirements is not about avoiding police attention. Instead we should all think about becoming part the solution to the nation’s road carnage shame.

You may have expected that a young woman from Switzerland involved in the hospitality industry, would have attended Swiss hospitality school as a convenient entry point. After all these schools are world renowned for their training in the centuries-old Swiss tradition in the hotel business. It’s fair to say that Gina was a little lost in her early years with planning for a career not a high priority. Somewhat rebellious teenage years and other circumstances didn’t help although she completed a three year commerce degree and was selected as the student to deliver the valedictory at graduation. Clearly Gina was showing potential which was recognised by an advertising agency that offered her a position with some promise. However she then became an unexpected single mum, on maternity leave and arrived at the family holiday home near Hua Hin looking for an alternative in Thailand.

Prior to the opening of the Marriott, Gina was recruited by the company which recognised her potential. That was is February 2016 when she was in the right place at the right time. That’s when both the Marriott and Gina realised that hospitality was her perfect career pathway. Early promotion followed and Gina now has the title of Junior Marketing, Communications & Public Relations Manager. The ‘Junior’ doesn’t really reflect the level of her responsibilities but rather her age (she’s yet to reach 30) and very modest experience. Our bet is that ‘Junior’ will be dropped from the title before too long as Gina continues to show that she has found her niche in the world of hospitality as a rising star at the Marriott.

8 Late King’s Urn to Undergo Redesign A prime royal urn to encase the ashes of King Bhumibol Adulyadej will be redesigned to show the highest respect to the late King, according to Deputy Prime Minister Tanasak Patimapragorn.

General Tanasak, who chairs the meetings of the committee supervising the construction of the royal crematorium and chariot for the late King, said the meeting agreed on the redesign of the principal urn. The new design will be made of gold and will be presented to His Majesty the King for consideration. The designer is Somchai Supaluckampaiporn, the senior artisan of the Office of Traditional Arts at the Fine Arts Department. The octagonal urn will be encrusted with gemstones. The base of the urn will bear a striking image of a Garuda wrestling with the Naga, which symbolises the highest respect for the late King. In Hindu mythology, the Garuda serves as the vehicle of the god Vishnu. It was formally adopted as the national emblem by King Rama VI, but has been used as a symbol of royalty in the country for many centuries. The principal urn is one of six that will house the late King’s ashes. The design of the other five urns remains unchanged, according to the deputy premier.

Longest Stamp Set Featuring King Bhumibol Now On Sale

“This act will support developers who develop property to serve the demand only from foreigners,” Issara Boonyong, chief executive officer of Kanda Group, said. Speaking at an estate trade event, Finance Minister Apisak Tantivorawong said his ministry is studying a way to grant foreigners 50-year leases to Thai land, though the actual plot owners would still need to be Thai nationals.

The managing director of property agency firm Jones Lang Lasalle (Thailand), Suphin Mechuchep, said recently the move would boost foreign investors’ confidence to expand their investment in the property market when the leasehold is extended from 30 years to 50 years.

Under Thai law, foreigners cannot own land. In practice, many foreigners resort to using Thai proxies, often established through private companies, to own land or homes on their behalf, which can prove legally precarious when disputes arise.

When foreign investors have a leasehold contract for only 30 years, they have concerns about the future even though the land owner may promise them that they can renew for another 30 years, as there is always the possibility of the land owner changing his mind during the interim period.

Atip Bhijanonda, chairman the developers association which hosted Thursday’s event, praised the finance ministry’s proposal. He urged the government to go a big step farther and allow foreigners to actually buy and own lands in their own name. “Thai people are strange. When they send their children to study abroad, they buy houses for their kids,” Atip said. “But when foreigners come here, invest here and give their money to us, we don’t let them have their own homes. This is selfish thinking.” Apisak hoped the policy would rekindle the kingdom’s real estate boom, as demand for land would potentially pour in from around the world.

9 Police Urge Phone Users to Load “Police I lert u” Mobile Application

The Royal Thai Police has urged the people to load “Police I lert u” mobile application as it will be very helpful for them and the police to respond to their emergency calls.

Speaking to reporters after chairing a meeting with senior police in charge of crime suppression, Royal Thai Police deputy commissioner Pol Gen Chakermkiat Srivorakarn said the meeting was aimed at giving order and instruction to police nationwide to prepare themselves to ensure and provide safety to the people. He said one of the best way the people can get help is to interact with police in case of emergency through the “Police I lert u” mobile application which is now upgraded to cover service not only in Bangkok but countrywide after all 191 hotlines in each province were integrated to the Central 191 emergency hotline in Bangkok. Previously the mobile application was serviceable in Bangkok’s 88 police stations. After the integration, the application will serve all police stations countrywide.

In case of emergency, call for help from the mobile application’s 191 feature could be located instantly through global positioning system and alert will be sent to the nearest police station to rush to the scene and give assistance. This would eliminate the problem of busy line particularly in case of emergency when the call could not get through. The deputy police commissioner then encouraged the people to load the application in their smartphones either in the IOS and Android systems as it will be helpful in case of emergency and wanting help.

Lin Hui the Panda May Be

Pregnant: Chiang Mai Zoo Vets Dr Boripat Siri-aroonrat, head of the panda research project of the Zoological Organisation, disclosed that urine tests showed increasing amount of progesterone hormone up to the level of 185 nanogramme. He, however, said that later ultrasound tests will determine whether Lin Hui is actually pregnant. Veterinarians at Chiang Mai zoo are hoping that giant panda Lin Hui is pregnant again from artificial insemination with semen from Chuang Chuang, a male panda in the same zoo.

Lin Hui has been separated from the exhibition zone for more than two months now so that it can live in an environment close to nature in preparation to become mother.

Improvement Required for Municipal Abattoir, Says Mayor

The Mayor of Hua Hin Mr. Nopporn Wutthikul chaired a meeting to follow up progress to improve and develop the municipal abattoir in Hua Hin. Also attending the meeting were the deputy mayor of Hua Hin Ms. Bussaba Choksuchart, the permanent secretary of the municipal office Mr. Jeerawat Phrammanee and the director of the Public Health and Environment Division. The group has been monitoring improvements to the municipal abattoir. The Health and Environment Division has included improvements in the municipal development with an increased budget allocation. According to Doctor Kasem Weerawong,

the slaughterhouse was formerly below required standard however all meat processed there is clean and is tested weekly by the municipal veterinary team and the committee members from Prachuab Khirikhan Provincial Office.

Improvements and development of the abattoir will follow the requirement of Thailand’s Act of Slaughterhouse Control of B.E. 2559 (2016), which provides stricter measures for meat processing and cleaning. The budget for the work will be divided into two categories. The first concerns renovation of the abattoir itself, costing 1,540,000 THB. The second is about installing new machines valued at 3,400,000 THB. The renovation is now complete however a further six months will be required to install all the machines. 10 Thailand’s King Signs New Constitution

His majesty the HM the King of Thailand has signed the country’s new constitution – the 20th – giving it royal endorsement and setting in motion a process for the next general election, which is expected late next year. Through a court secretary, HM King Maha Vajiralongkorn proclaimed the new charter’s promulgation in a televised royal ceremony that included local and foreign dignitaries, including Prime Minister Prayut Chan-ocha. The new constitution was published in the Royal Gazette about an hour after the ceremony was completed. The solemn and ritual-laden ceremony, held at the historically significant Ananta Samakhom Throne Hall, was broadcast nationwide. The ornate building served as the venue for the country’s parliament until the early 1970s. His Majesty signed three copies of the new constitution, which were then stamped by officials and placed on gilded pillars before the King. After signing the three copies with gilded covers, the King ceremoniously handed them to the prime minister.

The new constitution reflects two changes advised by the Royal Household Bureau in January. One change involves Article 5, which allows the King to use his royal prerogative in line with the traditional rule in cases where no existing laws are applicable. This is the same as Article 7 in the 2007 constitution. In the constitutional draft approved in the referendum last August, Article 5 authorized the Constitutional Court to hold a special meeting with political leaders to deal with any severe crisis or impasse. Another revision involves the appointment of a regent in Article 16, which allows the King to decide whether to appoint a regent or not when residing outside the Kingdom. Prayut said his government still could not provide a clear schedule for the next general election, as organic laws needed to be issued in preparation for the vote. however, spoke plainly about new developments in Thai politics and said the promulgation of the new charter will not change the political atmosphere in the country. Foreigners, notably investors, would view the promulgation of the new charter as a belated, nonetheless important, step forward political normalcy, said Yasuhito Asami, a lecturer of Thai studies at the Department of Global Politics, Hosei University in Tokyo. However, the promulgation of the Constitution alone will not do much to improve their confidence in Thailand’s investment climate, he said. “The continuation of a ban on political activities even after the enforcement of the new Constitution will be viewed as evidence that Thailand remains many steps away from true political stability,” Asami said. While the new Constitution set the stage for general elections and offered a wide range of rights and liberties, it did little to correct the dire human rights situation in the country, said Champa Patel, Amnesty International’s director for Southeast Asia and the Pacific. “The new constitution keeps in place the

full gamut of orders and decrees imposed by the military government since the 2014 coup, which have facilitated widespread human rights violations, from muzzling freedom of expression and peaceful assembly to torture and other ill-treatment,” Patel said. Stanley Kang, chairman of the Joint Foreign Chambers of Commerce, yesterday welcomed the new Constitution. “It’s alright. We’re comfortable with Thailand’s political road map after [promulgation of the] new Constitution,” he said. There are still impediments to private investment, such as restrictions on work permits, issuance of visas and the high cost of setting up a company here. Foreign investors have proposed many revisions to regulations to make it easier to do business here but nothing much has changed so far, he said. Vaccination Campaign against Rabies Launched for Pet Dogs & Cats

Rabies is a disease frequently spread and infected by mammals, both wild and domestic. Rabbits, squirrels, rats, monkeys, sheep, goats, cows, bats, buffalos, ground squirrels and gibbons are all affected by the disease.

Dogs and cats are prone to the disease and are the carrier to humans as they are the favorite pets at home. Once infected dogs and cats may bite or scratch humans which may lead to a rabies infection. As the disease is incurable, infection may costs a humans or animal life. From a random survey by the Department of Livestock, the spread of rabies has recently been detected in Khao Noi subdistrict of Pranburi, Prachuab Khirikhan. This area is very close to Hua Hin. As a result, the Article 53 of Municipal Act of B.E. 2496 requires the Hua Hin Municipality to prevent and protect local people and visitors from infected diseases. The Veterinarian Unit of the Division of Public Health and Environment, Hua Hin Municipality has launched a vaccination campaign against rabies and promoting birth control of dogs and cats. Authorities have announced the discovery of 18 tigers living and breeding in the Dong Phaya Yen-Khao Yai World Natural Heritage Site. They were discovered by surveillance cameras and seen on several occasions between June 2016 and February 2017.

Another of the project’s aims is to raise awareness of the negative impact of improper waste disposal on the oceans. 12 State Railways Under Pressure to Preserve Old Train Stations

The State Railway of Thailand (SRT) should make conserving old railway stations a pre-condition when handing out new contracts for double-track railway projects, according to academic and conservationist Parinya Chukaew. In its present form, the SRT track development plan puts old railways that are of high value from an architectural perspective at risk, said Parinya, a professor of architecture at the Ladkrabang campus of King Mongkut’s Institute of Technology. Roughly half of the 443 ageing railway stations across the country have strong heritage value but none of the former track-development contracts had preservation clauses, he noted. The contracts were scrapped early this week and must be drawn up again.

This is an opportunity for the SRT to save these “heritage” stations by requiring contractors to respect their value, said the academic, who has spent two years campaigning for this issue. Earlier last month, Parinya petitioned Prime Minister Prayut Chan-o-cha asking him to step in and save the main station in Khon Kaen’s Muang district, as well as a satellite structure at Chira junction. Both were scheduled to be torn down later this month as the northeastern province moves to rebuild some of its infrastructure.

Under the original plan, the old station will be replaced with a modern two-story building and the whole area turned into a large commercial complex within two years. One building in the compound was recently bulldozed.

Pongkwan Lassus, director of the Urban Heritage Office of the Association of Siamese Architects, agreed the SRT should pay more attention to heritage spots, including those not registered with the Fine Arts Department.

He said that Khon Kaen station, though modified several times, has high historical value given that it still serves as a center for economic and urban development some eight decades after it was built.

“They are considered assets with high cultural capital,” she said. If the SRT cannot help then civic groups and experts can, she said, adding that state enterprises must allow such groups to have a role. – Bangkok Post

Thailand to Continue Dual Cabinet urges SRT to Pricing at National Parks Call Bids for Double-Track The Tourism Ministry has reached a decision about the Rail Projects level of the national park entrance fee for foreign visitors. The Cabinet has instructed the State Railway of Thailand (SRT) to call bids quickly for five double-track railway projects and complete the tendering process within three months, Deputy Transport Minister Pichit Akrathit said.

The SRT has started dividing the five routes into 13 contracts from the previous five contracts, in line with the order of a government-sponsored panel tasked with supervising the procurement processes of all state agencies. The Nakhon Pathom-Hua Hin contract worth 19 billion THB was divided into two civil-works contracts, while the Hua Hin-Prachuap Khiri Khan route worth 9.8 billion THB has only one civil-works contract. The Prachuap Khiri KhanChumphon route worth 16 billion THB was split into two civil-works deals. Tourism Minister Kobkarn Wattanavrangkul, recently held a meeting with executives from various state offices and representatives of the private sector in Krabi Province to discuss a resolution from the advisory committee on national parks and tourist safety. Kobkarn said that the committee’s latest resolution recommended the national park entrance fee for foreigners remain at 400 THB, but that an updated, standard system to ensure the efficient

administration of all parks should be introduced. use up to 200 litres. Turning off the shower when you do not use it will save more water than using a water dipper. If you do not turn off water while washing your face, you will lose up to 18 litres of water. 3. Using a glass to keep water when brushing teeth will save water. If you do not turn off water while brushing your teeth, you will lose up to 9 litres. 4. After shaving, if you use paper to wipe off shaving foam on your face, you will use a maximum of 2 litres of water. However, if you do not turn off water while shaving, you will lose up to 8 litres. 5. Washing all the dishes at the same time will save a lot of water. Before washing them, use paper to clean the dishes. If you do not turn off water when you wash dishes more water will be used.

Proposed Inclusion of Khon and Traditional Massage on Cultural Heritage List

The Cabinet has agreed with the proposal of the Ministry of Culture for the inclusion of Khon masked dance and traditional Thai massage on UNESCO’s Intangible Cultural Heritage list. Culture Minister Vira Rojpojchanarat said the Cabinet endorsed the ministry’s proposed inclusion of the two national icons. After the proposed inclusion, the Ministry would need one year before forwarding the proposal to the government at the 12th session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage for certification.

According to the minister, one reason traditional khon was first chosen is it perfectly shows Thai cultural wisdoms. Her Majesty the Queen is a major supporter of khon and associated art forms, including costume design. First performed in the ancient Thai kingdom of Ayutthaya centuries ago, khon is a form of drama based on the Hindu epic Ramayana narrating the battle between Rama, an avatar of Hindu god Vishnu, and Ravana, who kidnaps Rama’s wife.

Pregnancy Testing; the ‘beta-hCG’ Factor

“Am I pregnant?” is a question that some of the ladies may be asking themselves. How can a person know whether they are pregnant? The hormone ‘beta-hCG’ may be able to help you answer that question. Beta-hCG, or to use the full name ‘beta-Human Chorionic Gonadotropin’ is a hormone produced by placenta cells. Amongst many of its function, beta-hCG stimulates the creation of estrogen during the first stages of pregnancy; including the Relaxin hormone that softens and widens the cervix. Beta-hCG can be detected 7-10 days after ovulation and fertilization has occurred. It will increase by a factor of two every 2-3 days, and will arrive at its highest point at 8-10 weeks of pregnancy; when the pregnant mother could have the worst morning sickness. Beta-hCG’s level will decrease after 12 weeks of pregnancy, and then stabilize. Morning sickness will gradually decrease at the same time. The Two Types of Pregnancy Test Urine test: This is the most convenient and accessible test, with a 50% chance of detecting pregnancy after 1 week of missing a period and 100 percent chance after 2 weeks. The chance of detecting pregnancy will increase in line with the increasing level of hormone. This is the reason why the test kit may not detect pregnancy at the early stage and that the test needs to be taken many times in some cases. Blood test: This is the more accurate test, detecting the pregnancy faster. It can identify the level of beta-hCG in line with the gestational time. The level of beta-hCG varies at each stage of pregnancy after the last menstrual period (LMP) indicating the gestation stage.

18 Stray Dog Problems & Solutions Thailand has a big problem with stray dogs caused by abandoned pets

and our region is no different. Solutions require responsible pet ownership with a coordinated, dedicated AND funded solution to strays. Temple Dogs

A temple dog on duty Dogs of all sizes, shapes and descriptions roam the streets, alleys and beaches in search of food and shelter. Some form packs, others hunt solo looking for a handout or a misplaced scrap of food. Many of these dogs, especially the packs, will claim a street or stretch of sand as their turf that they will defend with their lives. Several country-wide surveys have been administered to determine what tourists like best and least about their visit to Thailand. Stray dogs begging for food and being a general nuisance was the number one complaint, according to those surveyed. “We have a very serious problem with our abandoned pets in Thailand,” said Roger Lohan from Thailand’s SPCA. “More than 68,000 puppies alone are born annually on the streets of Thailand.” . Thailand’s revered king, Bhumbiboestl Adulyadej, adopted a stray of his own, to set an example about caring for stray dogs. In 2002, he wrote a bestselling 83-page book, “The Story of Tondaeng,”extolling the virtues of his beloved mixed-breed companion.

Dogs can usually be found in the compounds of Thailand’s temples where monks take care of them. Owners who can no longer afford to look after their pet dog may abandon it at the Wat in the knowledge that the monks will feed it. However monks are not vets and medical care often requires the intervention of others. These dogs are usually quite placid and you can safely walk around the temples without worrying about them, but they can become excitable when it comes to feeding time. It is also not unusual for the dogs to act as unofficial temple wardens. CNVR Merely removing dogs from the streets or even taking a more radical approach of euthanasia is not a solution. Apart from offending the Buddhism call forbidding killing any animal unnecessarily, the result is a ‘vacuum’ that other dogs which may be more dangerous are likely to fill. The Catch – Neuter – Vaccinate and Release (CNVR) approach involves the capture, neutering, identification and vaccination of stray dogs and eventual release to the same

The CNVR approach is an internationally accepted way of dealing with the stray dogs but it requires coordination, dedication and funding. Stray dog organisations in both Hua Hin and Cha-Am provide dedication in spades but the other two ingredients are in short-supply with official agencies largely unable or unwilling to help. Complaints about stray dogs are frequently the subject of ex-pat conversations which do little to make a difference. It’s easy to find stray dog organisations which are on the lookout for volunteers and funding. Seek a safe haven.

If you see a stray dog approaching from a distance, look for a place that’s secure. Step inside a fenced area, enter a place of business, or knock on a neighbor’s door. It’s always better to be safe than risk a dangerous encounter.

Never approach a stray dog.

Don’t try to run.

“The trees in Siberia are miles apart, which is why dogs are so fast.” Bob Hope Stand still. Hold your arms in front of you, clasp your hands together, and don’t move. Your goal is to eliminate a perceived threat or remove an opportunity to attack. If you run, there is a high probability that the dog will chase and attack you. If you stand still, he will most likely sniff you, and go on his way. Keep your eyes focused downward and watch the stray with your peripheral vision. Don’t stare at the dog. He could interpret this as a threat. Let the dog sniff you if he wants, but do not stick your hand out as this can be interpreted as a threat. When the dog leaves, do not turn your back on the dog. Strays are usually hungry, thirsty, sometimes injured-and almost always frightened. They could also carry disease. There are too many unknown factors with a stray dog; it’s simply not worth the risk. Despite knowledge of or a love for dogs, it is best to steer clear of a stray.

If you have been knocked down by a dog-don’t try to get up and run. Roll into a ball. Cover your face and head with your arms, keep your legs together, and pull your knees up to your chest. Don’t get up and don’t move until the dog has gone away.

Do NOT reach over their head to pet them as they may see that motion as a threat and bite.

Carry food as a distraction.

Dog Bites and Your Health – Rabies is Serious! Always assume that a stray dog bite carries the risk of rabies infection with a fast-acting shot (rabies immune globulin) preventing the rabies virus from infecting you.

If the above is not possible or a stray approaches you by surprise, follow these guidelines to protect yourself:

Part of this injection is given near the area where the animal bit you if possible, as soon as possible after the bite. A series of rabies vaccines is also needed to help your body learn to identify and fight the rabies virus. Rabies vaccines are given as injections in your arm. You typically receive four injections over 14 days. Seek medical attention without delay as early treatment is essential to reduce the risk of infection. Wash the area with mild antibacterial soap and running water to reduce the risk of infection. Pat dry. Apply antibiotic ointment and cover with a clean bandage or sterile dressing. Wash your hands thoroughly with soap and water before and after treating the wound. To reduce swelling, apply an ice pack wrapped in a towel or a cold compress (cloth soaked in cold water) to the bruise for 5-10 minutes.

Carrying treats or a pocket full of kibble along with you because strays are almost always hungry, you can use the food to take the dog’s attention off you. Throw the food farther and farther away from you so the dog focuses on the food while you retreat to a place of safety.

Walk with awareness.

With the tagline “Reach to the Planet of Technology“, the 38th installation of the Bangkok International Motor Show was a spectacle of automotive extravagance. The show was held from March 29th to April 9th at Challenger Hall, Impact Muang Thong Thani. The BIMS has earned a ‘Best in the Region” accolade and is now regarded as one of the top 5 motor shows in the world. 28 Songkran ‘Family Fun Fest’

Songkran at Cha-Am took on a new look this year with the Songkran Family Fun Fest at the viewpoint and the theme “Live Laugh and Learn”. This was three days (and nights) of family activities including live concerts, magic shows and kids’ activities commencing with the traditional Thursday float parade Opening proceedings, a long parade of colorful floats was an eclectic mix of the traditional and less traditional floats. Without a suggestion of official restriction, this year’s Songkran parade had a much more family friendly feel, free from the constant attention of marauding ‘face painters’ or iced showers. Bystanders were unlikely to stay dry, but sprayed by giggling children with water filled bowls or small water guns rather than the unwelcomed attention of those intent on causing as much discomfort as possible. If this is the model for future Songkran parades, it certainly will be welcomed as the friendliest Songkran around. Strolling along the market road

Apart from the main ‘viewpoint’ festival venue, Narathip Road was lined on one side with market cabanas offering a smorgasbord of offerings, perhaps less intrusive than has been seen on past occasions. Plenty of room to be seated and consider the mingling crowd while enjoying your choice of delicacies.

‘Beach Calming’ Cha-Am

‘The Cha-Am municipality and other authorities have been conducting meetings and reviewing beach services such as beach vendors, curb-side restaurants and providers of beach rental services. This review is expected to result in stricter regulation and less congestion. It could be called a ‘beach calming’ approach. The changes are expected to be subtle and unnoticed by the casual observer, but intended to ensure that the ChaAm seaside experience doesn’t lose any appeal, especially to families. Steps have been taken to reduce the density of rented tables and chairs (only four tables between parked vehicles and the beach) and to insist that public parking on the beach is not controlled or influenced by businesses based at the beach. A gap of at least 3 metres between the different beach rental operators will be enforced to allow easier public access to the beach. Curb-side restaurants across the road from the beach must be set back at least 0.8 of a metre from the road to allow pedestrian traffic. 30 Exploring a Different Side to Cambodia’s Capital Phnom Penh

Phnom Penh, the capital of neighbouring Cambodia, is a mere 70 minutes flight time from Bangkok and ideal for a long weekend Cambodia’s old capital Oudong, also spelt Udong is worth a half or full day excursion. It was the capital from 1618 to 1868, until the French persuaded King Norodom to move the royal court to Phnom Penh. You can hire a tuk tuk for the day, but I decided to make full use of the motorcycle I had hired. It is about 40kms out of Phnom Penh, and once out of the city, it is a pleasant ride following the banks of the Tonle Sap for a while. There is a steep climb, but the views are awesome. You can take a path that runs along the ridge that allows you to visit a number of sites without going downhill.

The Royal Palace and an evening river dinner cruise are almost mandatory on your first visit. There are a clutch of main attractions on everybody’s first time visit list. This may include the Royal Palace, as well as sites associated with the Khmer Rouge regime, such as Tuol Sleng Genocide Museum and the poignant Choeung Ek Genocidal Centre. The Russian Market is also on the list as well as some great food at the French Quarter or maybe dinner on a boat as the sun sets on the Tonle Sap. However away from the usual tourist attractions, consider a visit to tranquil Koh Dach or Silk Island, a 60 minute tuk tuk ride from the city centre, plus a 15 minute make-shift ferry journey or if you’re adventurous a short motorbike ride. This is an excursion away from the bustle and hustle of the capital and a good half or full day excursion.

Take a ferry ride and see the silk production at Koh Dach As the name of the island suggests, a big occupation here is the silk weaving. There many weavers and several sericulturists (silk producers) on the island. It is estimated that there are 20,000 weavers and about 50100 sericulturists in Cambodia; with 95% of the raw silk imported from neighbouring Vietnam. Not far from the ferry you will see high silted houses with huge intricate looms underneath. At Chong Koh village cooperative, ladies spin and weave individually designed sarongs and scarves. You should politely bargain if you would like to buy something. Next an afternoon on an organised tour in Kingdom Brewery, Phnom Phen’s microbrewery. I came across the brewmaster German born Peter Haupenthal just north of the Japanese Bridge a couple of years ago when I was the very first ‘unofficial/official’ tourist visitor. Peter explained that he had a problem with attempting to brew mango beer, and realised fresh mango juice is an impossible additive.

Some of the sights at Chedi Damrei Sam Poan The most memorable is Chedi Damrei Sam Poan, built in honour of Cambodian King Ang Duong, whose official title is Preah Raja Samdach Preah Hariraksha Rama Suriya Maha Isvara Adipati. It was built to house the King’s ashes by his son King Norodom in 1891. A four-faced stupa looks down sternly and ominously on visitors below.

At Home in ‘The Park’

Buying a property from plans or from a ‘concept design’ can be difficult. It’s impossible to get the feel of being inside or using the spaces based on artist’s impressions or models carefully prepared to impress you, but perhaps nothing like the real thing. Much closer to reality is the ‘show home’, constructed in the same way with the same fittings and quality of what you can experience as a resident. Of course you can chose the colours and individualise the fittings, but there won’t be any unfortunate surprises later.

The completion of Lotus Stage One means that facilities such as large communal swimming pools, restaurant & bar, spa, fitness and recreation center, mini mart and a shuttle service to Hua Hin are already in place with more to come.

353 Centara World Masters Golf Championship

The 2017 Centara World Masters Golf Championship in Hua Hin is back from 11th until the 17th June with its 4th edition. The event features 72-holes of stableford competition, lots of gifts and prizes, plus nightly parties and entertainment. Regional Condo Glut Slows New Project Launches Unsold condominium units in Cha-am and Hua Hin will continue to slow the launch of new projects this year, says property consultant Knight Frank Thailand.

The agency estimates there are few new projects with a total of only 600 units that are set to open this year. Risinee Sarikaputra, director for research and consultancy, said developers have either delayed or paused the launch of new condo projects in Cha-am and Hua Hin since last year, as there are still many condo units available in the market. “Developers have acknowledged that there is too much supply of both newly launched and resale condo units in these two areas, while competition in selling prices is quite high, contradicting weak demand,” she said. “Some developers have turned some condo units into hotel rooms.”

1,823 units, with tightening mortgage criteria partially to blame. By location, the majority of accumulative condo supply, about 15,320 units or 65%, was in Cha-am. The rest was scattered around four locations: Khao Takiab with 2,704 units (11%); Hua Hin at 2,321 (10%), Khao Tao with 1,947 (8%); and inland at 1,292 (6%).

Risinee said there would only be two or three new condo projects launched this year. One of them is from the SET-listed developer L.P.N. Development Plc, whose project will have 400 units in the first phase. The other will be a small-scale project, although the operator may delay that project. According to Knight Frank’s research on the Cha-am and Hua Hin condo markets, accumulative condo supply from the two areas was 23,584 units at the end of February, with no new projects or units launched during the period. Last year, new condo supply launched in Cha-am and Hua Hin totalled 1,592 units, down from 3,087 units in 2015. The largest quantity of new condo supply launched in a single year was in 2011 with 6,079 units, followed by 2012 with 5,503 units. “The huge amount of new supply added in

2011 resulted in a sharp fall in the condo takeup rate to 45.4% from 78.6% in 2010,” she said. Although there was a large number of new condos launched a year later, the take-up rate improved to 56.7% in 2012 as the devastating floods in 2011 that rampaged many parts of Thailand boosted demand in the Cha-am and Hua Hin, among the few locations that escaped the disaster. The rate improved in 2013 to 60.5%, and then jumped to 70% in 2014. That growth has continued through to this year with a 77.9%

rate reported at the end of February. Knight Frank sees limits on new supply launched each year resulting in take-up rate improvements. The agency also reported that there were 221 units sold in the first two months of this year, with around 3,000 units of unsold, completed condominiums in the market. The agency’s study said the annual unit takeup rate in Cha-am and Hua Hin was relatively steady from 2013-15, ranging between 2,4002,800 units. But that figure dropped in 2016 to

Khao Takiab saw the highest sales rate with 93.5%, as it is considered an extension of Hua Hin, while the property projects there offered lower selling prices. It was followed by inland locations with a sales rate of 89.1%, Hua Hin with 88.8% and Cha-am with 73.7%. Khao Tao has shown the lowest demand and sales rate with 69.5%, as it is the area farthest away from Bangkok. As a result, few developers are interested in this location. 375 Have Foreign Buyers Discovered the Thai Residential Market?

As the number of foreigners coming to Thailand for business and pleasure continues to increase, so, too, does their interest in acquiring residential property in the country. However, interest does not always translate into sales for various reasons. Many of the foreign investors are focused on industry, with the heaviest activity in industrial estates, especially on the Eastern Seaboard. Japanese companies have been active in Thailand for decades, and Japan remains the biggest source of expatriates who have applied for work permits. However, a growing number of Chinese are also entering the country to invest and work, and they have become the second largest expatriate group among work permit holders. China has also led the tourism surge in recent years. The number of foreign tourist arrivals last year reached a record 32.6 million, and 8.9 million of those visitors came from China. The Tourism and Sports Ministry and private sector groups have forecast that foreign tourist numbers in 2017 could top 35 million, representing almost a 10% increase over 2016, with Asians leading the way.

All foreigners who stay in Thailand over the long term need residences, and while most will rent accommodation, a good number seek to invest in condominiums. The accommodation requirements of foreigners who are here to work and those who are here for tourism are not very different, other than location. Those in the country for work will look for residences or condominiums in Bangkok, near the industrial estates where their businesses are located, or in other primary business cities. Foreign tourists generally look to buy condominiums or property in coastal cities such as Pattaya, Hua Hin and Phuket. The first priority for all foreigners interested in buying property is condominiums because they can own the units in their own name. In addition, condominiums are relatively easy to buy and sell, and they can serve as investments in both the long and short term. Many Thai developers have been trying to sell more of their condominium units to Hong Kong and Singapore buyers than mainland Chinese during the past two years. But maybe there is a shift in interest back to mainland Chinese buyers in 2017 due to the large number of Chinese tourists visiting Thailand. Cultural similarities, as well as the rising number of Chinese who favour Thailand for work, business investment and retirement, mean this market has high potential. While the Japanese still top the table among foreign investors in Thailand, they are not very interested in buying condominiums in the country. In any case, one thing that all foreign condominium purchasers have in common is the desire to make a sound investment. Some will be leaving Thailand after a few years

when their work contracts end and will want to sell their units. Others will be in the country for just a few weeks or months each year and will want to rent their units out for the rest of the time. The main question they have is whether the yield or profit is reliable and based on reasonable data. Although yields on condominiums in Thailand are not that high, they are still higher than the interest rates available from commercial banks and involve lower risk than investing in the stock market. The majority of foreign investors are thus highly concerned with yield, capital gains or profits, which they expect to be based on reliable data. They will closely study the numbers forecast by developers, agencies and anyone else trying to sell condominium units to get an idea of what to expect. Thus, it is not wise to promise yields or gains that cannot realistically be obtained. If foreign buyers start to discover that returns consistently fall short of the mark, they may become unhappy and disappear from the Thailand condominium market in the future. – Bangkok Post

Makes More Fast Putts Golf tip March 2017

Here’s the dilemma when you face one of those slippery downhill putts: How do I hit this thing soft enough? Some people say you should make contact off the toe of the putter, but that can cause the face to twist open. Others say grip down to shorten the club, but that creates a different setup and feel. Do you really want to do all that on a putt that’s already freaking you out? The most effective method for handling short, speedy putts is two-fold: First, take an extra-light grip; and second, make a slow-motion stroke. The light grip—and I mean almostfalling-out-of-your-hands light—will deaden the hit. It’s a good idea to grip and re-grip a little at address to make sure you’re not tightening up. When it comes to the stroke, the feel you want is slow back, slow through. Remember, you’re trying to hit the ball a foot or less. But don’t just tap it carelessly—the line matters, too. You have to commit to your aim. As you step in, aim the face first, pointing it down the line you want to start the ball on. Then focus on that light grip and slow stroke. 10 42 Stig’s Black Mountain Ten Years On; What’s Next?

When Black Mountain’s founder Stig Notlöv first visited Hua Hin in 2004, he quickly recognised the region’s golf potential and set about achieving his dream to create the best golf course in Asia.

Ten years on from the opening on 7th April 2007 and some would say the dream has been fully realised, but we suspect there’s more yet to come. Stig remains a dreamer and that means the latest addition of the ‘west course’ nine holes may not be the completed story and he’s not one to ‘telegraph his punches’. We’ll all know about the next project when it’s underway. Expect the unexpected to be achieved without fuss and at full speed. Stig doesn’t know the meaning of “too hard’; he lives by the motto “if it’s not impossible, it’s easy.”

Then there’s a growing ‘club’ of professionals who have made Black Mountain home. Not just because of the weather, the facilities or the course itself, but also because this is one of the few places in the world where they can live literally on course with their families. It’s just a buggy ride away from practice or playing a round. The current list includes Thongchai Jaidee, Rikard Karlberg, Prom Meesawat, Berry Henson, Jazz Janewattananond, Johan Edfors and Pelle Edberg.

This means a less intimidating round and fewer lost balls for the high handicappers. There’s also the knowledge that course conditions will always be superb. Getting the course ready for a major event doesn’t mean the greens or fairways will be any different; they’re always at their best. Golfers of all abilities feel they are privileged; like being on golfing ‘hallowed ground’. There’s something remarkable about the feeling that Black Mountain is simultaneously exclusive and welcoming to everyone.

539 The Ultimate Hua Hin Food Court One Stop Outdoor Dining at its Best

Many travellers to Hua Hin are looking for great food in a relaxed, yet vibrant atmosphere, though not necessarily in a night market environment. Well, look no further than Baan Khun Por in Hua Hin Soi 88. The food court is not advertised in many tourist maps or brochures. Due to that, you will find an abundance of locals eating here, with a smattering of travellers or expats ‘in the know’. The first thing you notice on arrival is the huge stage, followed by plenty of indoor and outdoor seating and a vast array of food and drink vendors eager to serve you. There is also a brightly coloured Ferris Wheel, which adds to the ‘festive’ atmosphere. There is something for everyone at Baan Khun Por, with families more than welcome. Thai food is the strongest offering here, however you will find everything from Pizza, Japanese and Indian to a vendor doing Tacos, just to name a few of the international cuisines on offer. Many locals seem to opt for either the Moo Grathaa, a cross between a Chinese hotpot and a Korean barbecue, or Chim Chum, a wonderful Thai hot pot.

The Golden Flower Tree It’s Blooming Beautifu

Everywhere around Hua Hin and Cha-Am you will now see a display of magnificent yellow flowering trees. The annual season will draw to a close this month; enjoy the colours while they last.

The golden shower tree is the national flower of Thailand; its yellow flowers symbolise Thai royalty and its yellow blossoms match the yellow of Buddhism. Being deciduous, all golden shower trees bloom at the same time. This unity in flowering is felt to reflect the unity and identity of Thais. A flower festival, the Royal Flora Ratchaphruek, was named after the tree, which is most often called dok khuen or ratchaphruek in Thailand. Cassia fistula, best known as the golden shower tree, is a flowering plant in the family Fabaceae. The species is native to the Indian subcontinent and adjacent regions of Southeast Asia. It ranges from southern Pakistan eastward throughout

India to Myanmar and Thailand and south to Sri Lanka. As well as Thailand’s national flower it is also state flower of Kerala in India and of immense importance amongst Malayali population. It is a popular ornamental plant and is an herbal medicine. The golden shower tree is a mediumsized tree, growing to 10–20 m (33–66 ft) tall with fast growth. The leaves are deciduous, the fruit is a legume with a pungent odor and containing several seeds. The tree has strong and very durable wood. Flowering is profuse, with trees being covered with yellow flowers, many times with almost no leaf being seen.

Method: 1. Dry the fish and season it well inside and out with salt and pepper. 2. Fry the fish over medium heat until opaque and moist on the inside. 3. In a small saucepan, heat olive oil and gently add chopped onion, garlic slice and black kalamata caper. 4. Raise the temperature and deglaze with white wine until all ingredients are well mixed. 5. Lower the heat; add tomato sauce, cherry tomatoes and sweet basil. Stir and heat through. Season to taste. 6. Place Sea bass fillet in the sauce pan simmer gently until cooked through. 7. In another pan create Dauphinoise potato by slowly melting butter, adding chopped onion and sliced potatoes, and cook half way. Pour in whipping cream and fresh milk add simmer until thick. 8. Top with Parmesan and Mozzarella cheese and bake in an oven at 150° C until well cooked. 9. Garnish the sea bass and Dauphinoise potato with shallot and, if desired, lemon and chopped fresh parsley. 12 56 Presenting the Pranburi Promenade

The northern end of the Pranburi coastal strip has been transformed with both locals and visitors loving it!

Years of degradation and coastal erosion have resulted in the need for rectification but also the opportunity to produce a new look for the foreshore. It’s been three years in the making, but now completed and the result is the Pranburi Promenade. This seven kilometre long section of coastline commences at the southern side of the Pranburi estuary and then finishing at Wat Pak Klong Pran. Previously the northern end was both ascetically and environmentally undesirable. Some websites still say “stay away from the north end of Pranburi Beach” but this is no longer good advice. First a substantial sea-wall is now in place instead of dumped beach sand or short-lived structures which had little chance of resisting the eroding forces of storm water or tidal surges. Next the installation of a broad paved promenade which appeals to those who can now stroll, cycle or sit beside the seaside vista. The promenade is a huge success and provides Pranburi with a family friendly coastal attraction very different from either Hua Hin or Cha-Am. Some of the reasons for this appeal are:

Underground power with sufficient subtle lighting to allow families to be out and about after dark without feeling nervous. A dedicated cycle pathway for a carefree ride, without needing to avoid motorcycles, just the occasional rollerbladder or skateboarder. Roadside vendors being restricted to the inland side of the road, but within easy reach for those who want to sit beside the sea-wall or on raised seating platforms to enjoy a low-cost scenic outdoor meal. The conspicuous absence of stray dogs is always welcome.

Enjoyment of the Pranburi Promenade first focuses on early morning, particularly for those looking for a form of exercise before the heat of the day. Then around sunset for a romantic stroll as a prelude to the evening meal. This may be either from the curbside vendors or at one of the upscale restaurants which also take advantage of the ocean vista. Even fishing at high tide is a possibility for the optimistic. This could be the perfect romantic getaway where you can find your preferred style of accommodation (5 star or simple bungalow styles) or a spur of the moment weekend away. Both the Sheraton and Everson offer top of the range luxury but that’s not all. The Pranburi ‘Riviera’ has really arrived in style!
