2 Officials meet with residents affected by construction of dual track railway

Government officials and representatives from the State Railway of Thailand met with members of the local community affected the new dual track railway that is currently being constructed in Hua Hin. The public forum, which was presided over by Mr. Phirom Nitaya, Deputy Governor of Prachuap Khiri Khan Province, heard from those who face being evicted from their homes due to the construction of the new train line. In total there are 714 people from 592 households who face eviction and will have to be relocated.

Three possible sites were suggested as a possible new location for the residents to live, although a final decision on exactly where that will be is yet to be made. Officials also discussed the possibility of those who need to be rehoused joining the government’s Baan Mankong Project, which offers housing, land loans and support to poor urban communities throughout Thailand. In addition, representatives from the Sino-Thai Engineering and Construction Public Company Limited, were asked to keep disruption to the local community during the construction of the dual track

railway to a minimum. Local residents must not be adversely affected by things such as dust and noise during the construction, the company was told.

Construction of the dual track railway, which is a separate project from the high speed rail line that is proposed for Hua Hin, is already underway and can be seen at the rail crossing on Soi 94. Once complete the new dual track railway will eventually cover a distance of 169km to the north, connecting Hua Hin with Nong Plalai in Phetchaburi then onto Nakhon Pathom. Another dual track line covering 168km will connect Hua Hin to Bang Saphan Noi in Prachuap Khiri Khan and then onto Chumphon.

We are also pleased to announce that the first ever graffiti competition is coming to Hua Hin’s Blueport Mall this March and brings with it some free street art workshops, a graffiti battle show, and a live show by the Kamo Gallery. Lastly, the Rabies Vaccination Campaign 2019 kicks off in March and pet owners are encouraged to bring along their pets to receive the free vaccination. What will become of the expat community in Thailand? Dear Editor I refer to the changes announced to the financial requirements needed for retirement visas in Thailand. I believe from March, foreigners need to show 65,000 baht per month paid into a Thai bank. Alternatively, they can show 800,000 baht in a Thai bank two months before they apply and now three months after the visa is issued. They also must keep 400,000 baht in a Thai bank at all times during the year. I know a lot of foreigners are worried about the new rules. I have at least four friends who are now unable to meet the new requirements and do not know how they will be able to stay in Thailand much longer. I wonder what prompted Immigration to change the rules so abruptly? According to social media, they clean many beaches in the area. These people appear to be volunteers and give up their own time to make sure locals and tourists can enjoy clean beaches. Unfortunately, because of my limited mobility and ongoing health conditions, I am unable to participate in such an effort. But I am grateful nonetheless for the efforts of the Trash Heroes and I think all those involved should be recognized for the outstanding contributions they are making to the local community. 4 Rabies Vaccination Campaign 2019

Rabies or Hydrophobia affects many different mammals who carry the disease, the most common of which are dogs. H umans are infected by dog bits, s cratches or saliva splashed into an open wound. There is currently no cure for the R abies virus and the situation remains problematic as there is insufficient amounts of vaccination against rabies for all the dogs. People who are bitten by dogs often do not go to get vaccinated immediately, causing death. In the year 2018, it was found that the area of Hua Hin Municipality had an outbreak of Rabies caused by dogs. A total of 10 dogs (Nong Kae Subdistrict 2, Hua Hin Sub district 8) were found to be infected with Rabies. I n order to prevent and control f urther epidemics in animals, and to c ontinuously raise awareness, Vet Work P ublic Health Department of the Public H ealth and Environment Division and the H ua Hin Municipality has created a rabies v accination campaign for the fiscal year 2019; encouraging people to bring their pets to be vaccinated against the disease. According to the “Disease-free animals, p eople safe from rabies project” and Her Royal Highness Princes Chulabhornwalailak, t he campaign’s target is to to get rid of t he Rabies disease within in year 2020

i n Thailand, which is in line with the World Health Organization (WHO), and t he International Animal Epidemiology O rganization’s target. Therefore, Hua Hin Municipality will determine the vaccination plan between 18 - 29 March 2019. Hua Hin Today wants to help as a medium for public relations and information. New walking street night market proposed for Khao Tao

Villagers have met with the Mayor of Hua Hin to discuss the proposed Khao Tao Reservoir Walking Street Project. Villagers and local traders told the mayor they want to hold a walking street style night market on Friday and Saturday evenings. The walking street will be held from Ban Khao Tao School to Khao Tao Health Centre on the road alongside Khao Tao reservoir. At the meeting, local villagers voted overwhelmingly in favour of the project, which they said will be a boost for tourism in the area. Previously a walking street had been held in the same location on various occasions, normally public holidays, throughout the past year. But now locals want to

Thais arrested in Prachuap Khiri Khan trying to smuggle 19 Burmese migrants to Malaysia Three Thai men were arrested in Prachuap Khiri Khan’s Muang district earlier this month for allegedly attempting to smuggle 19 migrants to Malaysia. The three men were arrested after troops and border police at a road checkpoint near the border in Tambon Huay Sai stopped a blue Isuzu pickup pickup at about 2am. The three men were identified as Ronachai Pensook, Jarewat Suannoi and Wiwat Hoonyon. The authorities found 19 undocumented migrants in the back of the pickup without travel documents. The migrants said they walked across the border on a track and awaited transport to Malaysia. They would be charged and deported, the authorities said. The three Thai men, were held at Khlong Wan Police Station on charges related to people smuggling.

Prachuap officials closely monitoring air quality throughout the province

A s Bangkok and other parts of Thailand battle dangerous levels of smog, officials are closely monitoring t he situation in Hua Hin and the surrounding area. Concerned for people’s health and the potential impact on tourism, Prachuap Khiri Khan’s provincial governor Dr. Panlop Singhaseni has ordered all relevant departments to closely monitor air quality in the region. As a precautionary measure, transport officials across province have increased the number of traffic stops checking for vehicles which spew plumes of thick black smoke. Any driver whose vehicle is found to fail a roadside e missions test faces having their license suspended for b etween 7 and 30 days, officials warned. The region’s pineapple factories have also been inspected to assess the environmental impact on people living nearby. Prachuap Khiri Khan is the country’s top pineappleg rowing province and home to Thailand’s pineapple p rocessing industry. However, many of the regions 17 HUA HIN TODAY, March 2019

pineapple factories use imported coal as fuel for the heating p rocesses. Officials have now taken samples of the coal used at the factories to ensure the sulphur levels are within acceptable standards. Results of the samples tested will be available within one month, officials said. F inally, officials have urged farmers to refrain from burning off crops and rice fields in bid to reduce air pollution l ocally. The measures come after large parts of Thailand have been blanketed by smog, with Bangkok, Chiang Mai, K hon Kaen in Isaan and Phrae in northern Thailand, the worst affected. Officials have stressed that the air quality in Hua Hin a nd the surrounding area remains at safe levels and the recent haze witnessed in the area is the result of seasonal weather conditions.

In October 2016, Sarah had been living in Thailand for quite a few years and never really struggled to meet people. However, for others she had met, there were certain drawbacks to moving abroad and becoming a part of a new community. And through that, Hua Hin Ladies was born. The key focus of the group was ensuring that it was not an expats-only group, but an online community where ladies of all nationalities could come t ogether, ask questions without fear, and enjoy instant connections. “ I wanted to bridge the gap,” says

founder, Sarah Dean. “Over my nine years l iving in Thailand, I have learned a lot a nd made some fantastic friendships. It dawned on me that many others also have information, experiences or friends we can s hare, so I created the Facebook group. Foreigners who are new to Thailand often have questions or need advice. The group is a platform for people to access knowledge that has taken others a long time to learn or find out as well as meet people fast through organized events. Via the HHL page, ladies can get instant information and make new friendships very quickly.” L ike-minded women can share i nformation about local businesses and outdoor recreation, and enjoy a safe haven f illed with support, trust, motivation, and new ideas. From monthly book exchanges and weekly coffee clubs to social events and wine nights, ladies from all walks of life can gather together and feel enriched as well as cultivate rich friendships that are inimitable. The Facebook group has grown over the years with over 2,300 members from over 60 countries.

A warm smile is the universal language - William Arthur Ward Here are a few words from some of the members of the group. My name is Tassanee Laine, owner of I Rice restaurant in Hua Hin. I am Thai, born in Korat and moved to Hua Hin in 1990. Hua Hin Ladies was recommended to me by a friend about two years ago. The group was created for ladies to help each o ther and exchange information about Thailand and Hua Hin. HHL has supported my business and held some nice events at my restaurant. We host a Book Swap every 10th of the month and also a new Backgammon club every Monday afternoon. I have been very happy with this group and I love to see it growing, helping a lot of people and local businesses and b ringing many Thai and foreign ladies together. Eva Eriksson, 56, Swedish, been visiting Hua Hin for 12 years. H HL page has been a lifesaver for m e and many members, with fantastic i nformation on outings, finding practical t ips, gatherings, and discovering new places. Before I even arrived in Hua Hin I already had a couple of questions answered a bout location (where is best to stay for ease of getting about) and visa (where was the immigration office to extend my visa). I even found an apartment on there as a lady from the group contacted me about her Airbnb place and I stayed for my whole durationtraveler and I was very happy there as my hosts were exceptional! My second day in Hua Hin, I went to an HHL event, which was a wine promotion in a restaurant and it was so lovely to meet the women. As soon as I nervously entered the bar someone immediately came up to greet me and bring me over to the table. Everyone was kind, funny and very interesting. A great start to Hua Hin life. In the group, I also found advice for which dentists were recommended and I went on to get extensive dental work and I was extremely happy with the results. I found out about the elephants and had a wonderful time at Hutsadin. I attended a mindfulness course which I found through the group events. I also attended the monthly lunch meetups. I have stayed in touch with some of the members since leaving and I cannot wait to visit again. My biggest thanks to Hua Hin Ladies, you m ake such a huge difference to newbies in the area Trish Berry, a recently retired 59-year-old Australian. I had been an expat in many countries and was looking forward to a new life and l ifestyle in Hua Hin. 8 Thai immigration crackdown on marriage visa scams

Thailand’s Immigration Bureau are investigating hundreds of bogus marriages between Thai women and predominantly Indian men, some of whom are described as a threat to national security. Hundreds of men have already been deported, with hundreds more expected to follow.

A 70-year-old Thai woman who asked officials to endorse her marriage to an Indian man was not necessarily just following the path of true love, police suspect. Especially after a check of her background found she w as already married to a Thai man with whom she had children. Their concerns escalated after further checks revealed hundreds of similar cases where Thai women had sought official registration of their nuptials with Indian men unlikely t o be their soulmates “Many of the couples behaved suspiciously,” Immigration Bureau chief Surachate “Big Joke” Hakparn said, referring to the bogus marriages to foreign men that some tourists from South Asia are using as a front to conceal their crimes A number of suspects have been arrested and more targets are on the police’s list to investigate. Officers are s tepping up efforts to put an end to a scam Pol Lt Gen Surachate describes as a threat to national security. Crackdown on fake couples The Thai septuagenarian and her Indian partner are not the first couple to try to fool the authorities of their undying love. Back in 2002, a report of seven bogus marriages in Bangkok garnered media attention and alerted police to a new immigration ruse. Indian nationals were often said to be keen to stay in Thailand beyond the remit of their tourist visas, and marriage

can be used as a means to facilitate this. Police believe some visitors from India are seeking to take advantage of this and “they may commit crimes if we let them walk free,” Pol Lt Gen Surachate said. A t present, about 8,000 Indian nationals reside in Thailand on marriage visas with Thai nationals. More than 200 of them have been found to have violated laws, including conspiring with Thai women to counterfeit marriage, he said. All but 13 of them have been arrested, and 127 had their visas revoked and will be deported, Pol Lt Gen Surachate said. Police are also taking legal action against their “wives”. The court granted warrants for the arrest of 31 suspects and 29, so far, have been detained. An Indian national identified as Vikrom Layehi, 35, has also been arrested for allegedly acting as a broker to forge marriage documents, Pol Lt Gen Surachate said, adding that 27 Thai women were also arrested on suspicion of marriage broking. Crooked officials targeted The flurry of cases of fake marriages emerging in many p rovinces has also prompted the government to keep a close eye on state officials suspected of being complicit in the crime. A ccording to the Office of Public Sector AntiC orruption Commission (PACC), police reported 271 suspected bogus couples in Pathum Thani’s Muang district were registered in 2014 and up to 445 similarly fishy couples in Saraburi’s Wang Muang district. The following year, 709 unusual marriages in Nakhon Pathom’s Bang Len d istrict and 242 more in Sam Phran district in the same province were reported. The high number of cases prompted the PACC to set up panels to look into the allegations in each area. Progress in the investigations cannot be unveiled, but “the cases are not closed”, insisted Nathaphorn Sitthichai, a senior investigator at the PACC’s Bureau of Suppression of Corruption in Public Sector 1. “We’re waiting for the results.” Facilitators

A PACC study, conducted late last year, found state o fficials can be bribed to skip some criteria required to register a marriage. They receive the applications from a representative o r a broker and rubber-stamp marriages without either i nterviewing the couple in person or taking any further steps to verify whether they are even currently cohabiting To cover their tracks, they usually don’t record the couples’ information on the database. They just print out marriage registration documents to get their job done, the study found. “These officials are exploiting loopholes in the legal procedure,” Ms Nathaphorn said, citing the study. No leniency for wrongdoers By law, both Indian and Thai suspects will be charged with conspiring to deceive authorities. They can be jailed for a maximum of 10 years and fined up to 200,000 baht. According to the PACC, some women were lured into a cting as wives after being offered between 8,000 and 10,000 baht by their “husbands”. H owever, Ms Nathaphorn said, another group of women were completely unaware their names had been stolen and illegally used by the Indian men. “One woman found she was already married on the day she attempted to register her actual marriage with her husband,” she said. “Police will not be lenient with anyone who conspired to set up these fake marriages without the wives’ consent,” Pol Lt Gen Surachate insisted. Yet it is the subsequent crimes that the immigration chief is most concerned about. Some Indian men, who are allowed to stay in Thailand, are involved with the mafia or become drug traders for quick and large sums of money, according to the PACC. Pol Lt Gen Surachate said some of the foreigners who used fake marriages to claim their visas are embroiled in activities such as setting up loan sharking businesses which take advantage of Thai people through extortionately high interest rates. He suspects “they may even be attempting to escape legal prosecutions in their own countries by coming to Thailand”.

Thailand welcomed a record 38.27 million tourists in 2018

T hailand saw a record 38.27 million t ourists in 2018, up 7.5 percent from the p revious year, according to Thailand’s Tourism Ministry. The ministry expects the number of tourists visiting the country this year to increase by 7.5. T hailand’s December tourist arrivals w ere 3.85 million, the ministry said in a statement. For 2019, the ministry expects 4 1.1 million tourists to spend 2.21 trillion baht ($70.18 billion). The number of visitors from China - Thailand’s biggest source of tourists - is projected to rise 11 percent to 11.69 million, it said. Foreign tourist receipts account for about 12 percent of Thailand’s

For the first time, 10 countries and one SAR territory (China, M alaysia, South Korea, Lao PDR., Japan, India, Russia, USA, Singapore, Vietnam and H ong Kong SAR) generated more than 1 million visitor arrivals. From Europe, Russia remained the largest source of tourists to Thailand, with 1.47 million arrivals in 2018, f ollowed by the UK with 987,456 arrivals and Germany with 889,777. F rom the Americas, just over 1.1 million Americans visited Thailand in 2018, compared to 276,543 tourists from Canada. F rom Oceania, 801,637 and 116,835 tourists visited Thailand from Australia and New Zealand, respectively.

10 Big-pharma could still cash in on Thailand’s medical cannabis market, experts warn

Despite Thailand’s government issuing an order designed to stop foreign pharmaceutical giants from monopolising the upcoming cannabis medical market, experts warn that new laws do not go far enough to prevent big-pharma from dominating the market that the NCPO order did not suspend patent applications, but instead provided guidelines that the IPD had to follow when deciding to put an application on hold. IPD director-general Thosapone Dansuputra is now authorised to act on these patent applications and decide whether any of them should be dropped altogether or just have some privileges revoked, he said. Also, he said, the public should keep a close eye on the IPD’s decision. Earlier this month, Prime Minister General Prayut Chan-o-cha issued NCPO Order 1/2562 authorising the Intellectual Property Department (IPD) to suspend seven remaining problematic cannabis medicine patent applications from foreign companies in a move to settle the patent controversy. However, patent experts from BioThai Foundation and Rangsit University have warned that this order contained a loophole that could easily reverse the suspension and allow big pharmaceutical firms to monopolise the medical-cannabis market. Panthep Phuaphongphan, dean of Rangsit University’s Institute of Integrative Medicine and Anti-Ageing, explained

Also, the NCPO order, which was issued in January, gives the IPD 90 days to make

a decision on the patent applications, while the companies that filed these applications have 60 days to appeal the decision. If the IPD does not take swift action and suspend the problematic applications before the new law is enforced, these companies can fight back, saying their patent applications are no longer illegal and ask for the suspension to be reversed, he cautioned. “Hence, if the IPD insists on keeping the interests of big conglomerates, then the premier should dismiss the department’s director-general and replace him with someone who is willing to protect national interest,” Panthep said. “The government should also add another clause to the NCPO order to ensure illegal patent applications are suspended.” He added that people who rely on underground cannabis-based medication will end up having to pay a lot more if these pharmaceutical giants take control of the medical cannabis supply in the country, while those who want to continue using traditional medicines could face intellectual property infringement charges.

New ‘affordable’ food menu now available at Suvarnabhumi airport Thai immigration has announced a major change regarding the financial requirements needed for foreigners applying for a retirement visa. The changes affect anyone who applies for a retirement visa using the 800k baht in the bank or the combination of income method. The new rules state that foreigners must now show 800k in the bank for 2 months before they submit their application. They must then keep that 800k in the bank for 3 months AFTER the visa has been granted. And that’s not all. In addition, the foreigner must also not allow the balance of the account used for the retirement visa application to drop below 400k baht at any point throughout the year. Effectively the new rules mean retirees will have to show 800k in a Thai bank for a total of five months per year, and then keep 400k in the bank thereafter. The new rules, which are effective from March 1st 2019, were confirmed in police order No. 35/2561, which is available in Thai language on the Immigration website, and first reported by Thaivisa. According to the order the new rules are as follows: (1) Must have been granted a non-immigrant visa (Non-Im). (2) Must be 50 years of age or over. (3) Must have evidence of having income of no less than THB 65,000 or; (4) At least 2 months prior to filing date, and at least 3 months after being granted permission, the alien must have funds deposited in a bank in Thailand HUA HIN TODAY, March 2019

of no less than THB 800,000. The alien can withdraw the funds 3 months after being granted permission and the remaining balance must be no less than THB 400,00 or; (5) Must have an annual earning and fund deposited with a commercial bank in Thailand totalling no less than THB 800,000 until the filing date. The said funds must remain in the account prior to and after the permission is granted and the alien can make a withdrawal under the same conditions as stated in (4). The new requirements are said to be the result of immigration officials trying to put an end to the practice of visa agents falsifying bank statements for foreigners who do not have enough money to meet the financial requirements needed for a retirement extension. In October 2018, the then newly appointed immigration chief Surachate Hakpan - known as Big Joke - vowed to crackdown on visa agents who falsify documents for foreigners applying for visas and extensions of stay.

During a press conference held in Suvarnabhumi airport, attended by Thai deputy prime minister Prawit Wongsuwan, Surachate Hakpal, commissioner of the Immigration Bureau stressed the urgency to launch the e-visa on arrival service. According to VFS Global, travelers to enter Thailand at Suvarnabhumi airport, Don Mueng airport of Bangkok, Phuket airport and Chiang Mai airport can apply for the service before their trip. Eligible travelers can apply online for eVOA for Thailand by visiting thailandevoa.

Smokers beware: Strict anti-smoking rules now in effect throughout Thailand

Thailand’s government has announced strict new laws regarding smoking in public places, while at the same increasing the price of a packet of cigarettes. Under the new measures, which were first proposed by the Department of Public Health in 2017 and came into force last month, smokers are no longer allowed to light up within five meters of the entrance to virtually all buildings. The new rules apply to both private and public buildings including offices, hospitals, schools, shopping malls and condominiums.

Smoking is also not permitted in public parks, markets, bus stops, hotels, bars and restaurants. Anyone who is caught smoking in a non-designated area can be fined up to 5,000 baht, officials said. In addition, Airports of Thailand Plc has announced the smoking rooms at six airports in Thailand will also be closed. The six airports are Suvarnabhumi, Don Mueang, Phuket, Chiang Mai, Hat Yai and Mae Fah Luang. Passengers wishing to smoke can now only do so outside the terminal building, airport officials said. Meanwhile, it has also been announced that the price of some brands of cigarettes in Thailand is set to rise. From October, all cheap brands produced by the Thai Tobacco Monopoly will increase from 60 baht to 93 baht per pack. The new prices are said to be in response to the state’s new excise tax rates that means prices must increase by 40%. Thai authorities are now carrying out a concerted effort nationwide to ensure the rules are known and enforced.

Countries eligible for the visa-onarrival fee waiver until 30 April are: Citizens of Andorra, Bulgaria, Bhutan, China including Taiwan, Cyprus, Ethiopia, Fiji, India, Kazakhstan, Latvia, Lithuania, Maldives, Malta, Mauritius, Papua New Guinea, Romania, San Marino, Saudi Arabia, Ukraine and Uzbekistan will be exempted from the 2,000 Baht visa-on-arrival fee for

the purpose of touring in Thailand for not more than 15 days. The extension of the visa-on-arrival fee waiver was first launched last year in a bid to boost falling tourist numbers over the peak New Year holiday season but has now been extended to the end of the Songkran festival. In September, overall tourist arrivals rose just 2.1 percent from a year earlier, but arrivals from China fell almost 15 percent following a boat accident in July, which killed 47 Chinese tourists, making it Thailand’s worst tourist-related disaster in years. Last year, Chinese visitors made up nearly a third of the record 35.38 million arrivals in Thailand. Tourism receipts account for about 12 percent of Thailand’s economy, making it one of the most important drivers of its growth.

Officials from Thailand’s Meteorological Department have warned that parts if the country are likely to experience temperatures as high as 43°C. this summer. The department said parts of northern and central Thailand, including Mae Hong Son, Lampang, Uttaradit, Sukhothai, Tak, Nakhon Sawan and Kanchanaburi could see maximum temperatures of 42-43°C. In southern Thailand, including Hua Hin and Prachuap Khiri Khan, temperatures are expected to hit 38-39°C.

In the capital Bangkok, temperatures will average 35-37°C between February and March, raising to 38°C from April to May. While some isolated storms are expected during the summer, there is unlikely to be any significant rainfall until mid-April, officials said. If temperatures reach the highs predicted, forecasters said this summer could be the second hottest in Thailand since records began. According to the Meteorological Department, Thailand’s all-time record temperature was 44.6°C, which was measured at Mae Hong Son on April 28, 2016. Meanwhile, health officials have warned people to be aware of the dangers to lives, pets and their property during the summer season. It’s official: Dubai is still world’s busiest airport

Healthcare, transportation and real estate sectors will be the best performing stocks in 2019, experts from the Siam Commercial Bank Securities Co Ltd (SCBS) and the Stock Exchange of Thailand (SET) have revealed. With some uncertainty surrounding the upcoming election and global trade war, returns from the aforementioned sectors will remain low in the first two quarters of 2019 but are likely to peak in the third quarter and remain high in the fourth quarter, experts said. “The investment environment will be the riskiest in the first quarter of this year, as there are various uncertain factors affecting investors’ sentiment such as the upcoming election, the ongoing US-China trade war and Brexit,” said Sukit Udomsirikul, SCBS managing director/Investment Strategy Department, Research Group. He was speaking yesterday at the “2019 Opportunity Beyond the Unpredictable Market” seminar, organised by Siam Commercial Bank. In the first quarter, the SET Index is forecast to stay at between 1,500 and 1,600 points, according to the Wealth Research team led by Sukit.

“The fall in the SET Index at the end of 2018 did not reflect a crisis situation in the Thai economy, but a crisis in the level of investor confidence globally,” Sukit explained. He expects the level of investor confidence to recover after the first quarter, with the SET Index for the second quarter predicted to be between 1,500 to 1,700 points. “Investments are expected to flow into the market in the third quarter, as investment trends are expected to reverse back after the recent outflow from the SET,” he said. The SET Index for the third quarter is forecast to peak at between 1,750 to 1,800 points. In 2018, foreign investment flowed out of the Thai market at a record level of $8 billion, according to SET president Pakorn Peetathawatchai.

The final risk factor for investors is the prospect of rising interest rates. “Although the pressure for the Bank of Thailand [BOT] to increase interest rate sis reduced due to slower economic growth predicted for this year, we still expect the BOT to hike rates in the middle of this year,” Sukit stated. Given the analysis of this year’s stock market trends, Sukit suggested that investors should invest in the healthcare, logistics and real estate sectors. The report suggests that as Thailand becomes an ageing population, the demand for healthcare will increase.

Dubai International Airport welcomed 90 million passengers in 2018, retaining its position as world’s busiest airport for fifth consecutive year. A grand total of 89,149,387 people used the airport last year, as per Dubai media outlet Gulf News, up from 88.2 million the year prior. According to the news site, the airport’s major sources of passengers were from India, Saudi Arabia, the United Kingdom, China, the U.S. and Russia.

Dubai Airport, the hub for airlines Emirates and flydubai, actually fell short of its 90.3 million passenger target for 2018. Dubai first became the world’s busiest airport in 2014, when it recorded the most international passenger traffic, overtaking London’s Heathrow. Thai e-Commerce grew the most in Asean last year, due to changes in consumer behaviour, and its value is expected to hit Bt3.2 trillion, the Electronic Transactions Development Agency (ETDA) said The number of internet users has grown four times over the past 10 years, and many Thai-International platforms have grown to support the number of online shoppers, along with increasing confidence in e-Payment and faster logistics and delivery services, ETDA said, projecting that the value of e-Commerce in Thailand will grow further by 20 per cent this year. Service providers have chosen to use Big Data to analyse the behaviour and needs of consumers, while AI is being used to develop the quality of the product and services through uses of Chatbots. Trends show that growth will continue with the arrival of 5G, creating new innovations that will lift up the quality of life for consumers. Surangkana Wayuparp, president of Electronic Transactions Development Agency (Public Organisation) or ETDA, Ministry of Digital Economy and Society (DE) said that the results of surveys show that the value of e-Commerce in Thailand has grown consistently between 8-10 per cent per year. ETDA has been collecting these statistics since 2014. When comparing the number of internet users over the past 10 years, there were only 16.1 million internet users in 2008; latest information revealed that in 2017, there were 45.2 million users. This reflects the change in consumer

behaviour that has come as a result of the changes in technology and communication devices, as well as the reduction of the price of these devices and services, which has resulted in more people having more online access. This has resulted in the e-Commerce market of Thailand growing as well, including increasing numbers of both buyers and online sellers, which is also in line with the growth of platforms by Thai and international businesses. Statistically, Thailand had over 45 million internet users last year, together with 124.8 million mobile subscribers, 44 million people using LINE messenger, and 52 million Facebook users. Stage 3: The joint surface damages are more prominent with a loss of surface smoothness and narrowing of the cartilage thickness. Stage 4: The whole surface of the knee joint is damaged and deformity of the affected knee has become visible. At this stage, the patients are suffering more and may require the arthroplasty. The symptoms of hip degeneration are similar, which is pain and limited movements of the motion. The cause is partly gene-related and it is more prevalent among Europeans while Asians and Middle Easterners suffer more from knee degeneration. This may be because the life-style and culture such as kneeling and sitting on the ground during praying. The hip degeneration is often caused by diseases such as psoriasis, rheumatoid arthritis and avascular necrosis of the femur head. The treatments in each stage are different. The aim of treatment is to relieve the pain and swelling of the affected joint. The possible causes such as overweightness can be targeted with life style modification and, if necessary, combining with medications in the stage 1 and 2 can be effective. In stage 3 when bone irregularities are developed, oral medications may not be helpful and especially in stage 4 when operation is the treatment of choice. For younger patients of stage 1 and 2 who started to have slight deformities of the knee, operation is recommended as an early intervention otherwise, the progress to stage 3 and 4 can happen in a short period of time. There are two types of corrective operations, one is joint preservation, as the name suggests, the whole joint is reserved. The other technique is joint replacement. The doctor will evaluate the patients and plan the surgery which is the most appropriate individually.

After the surgery, the patient is required to stay in the hospital for a few days and, after a full recovery, can return to their normal life activities. Ban on E-Cigarettes Under Study After Enforcement Problems Emerge

A review of the ban on e-cigarettes is being launched in light of difficulties in enforcing the law. A working panel led by the Commerce Ministry has assigned the Tobacco Control Research and Knowledge Management Centre (TRC) to conduct a study in response to legal hurdles affecting implementation of the ban. The panel was set up late last year to reconcile conflicting opinions on both sides of the debate about banning e-cigarettes and how to enforce the ban, its chair Keerati Rushchano, deputy director-general of the Department of Foreign Trade, said. In 2014, Thailand banned the import, sale and servicing of e-cigarettes, with violators facing punishment based on notifications from the Commerce Ministry, as well as orders from the Consumer Protection Board. “But since imposing the ban, authorities have encountered problems with law enforcement,” Keerati admitted. Officials from the Department of Disease Control’s Bureau of Tobacco Control and Office of the Consumer Protection Board arrested vendors selling e-cigarettes and nicotine chargers last month at the Liab Duan night market in Bangkok’s RamIndra area. The tourism authority raised concerns that foreign tourists were complaining that they had not even heard about the measure before arriving in the Kingdom. While the rule bans the import and sale of the devices, there is no specific prohibition against actually smoking e-cigarettes, causing confusion among law enforcers, the chairman noted by way of an example of enforcement problems. “Hence, to solve the problem for the long term, the TRC was assigned to study a [workable] approach toward regulating matters related to e-cigarettes,” Keerati said. The TRC will take some six months to complete the study, he said, after which the panel will decide what to do. Whatever leads

from the study, it is certain that e-cigarette paraphernalia cannot be imported freely. The final result, however, will ensure appropriate measures are in place, whether it is the existing ban or another appropriate one, such as requiring import licenses and registration, he added. As for tourists, related government agencies will make an effort to send a clear message to ease confusion, he said. However, representatives from concerned authorities have offered different opinions about the ban at the panel meeting, sources said. Public Health Ministry officials are insisting that the ban on e-cigarettes remain, as they believe the devices are

hazardous to health and will encourage youngsters to start smoking. On the other hand, the Food and Drug Administration said it is open to dealing with companies that want to import the devices to Thailand and could register the devices as controlled medicine. The Customs Department told the panel that it was ready to levy higher taxes if the import of e-cigarettes is permitted. Last year, The End Cigarette Smoke Thailand group submitted 40,000 signatures in a campaign to legalise e-cigarettes. 22 Hua Hin – Cha-am Tourist Association monthly meeting at Milano Hua Hin Deputy Mayor of Hua Hin, Miss Bussaba Chocsuchate, joined the monthly meeting in January 2019 for the Hua Hin – Cha-am Tourist Association, held by Hua Hin Sheriff Mr. Thanon, who was chairman of the meeting. The president of the Hua Hin – Chaam Tourist Association, Miss Wassana, led board members to the meeting at Milano Hua Hin on Soi 114. At the meeting. they discussed the new law of hospitality business on how to renew a hotel license, for example, a hotel with 30 rooms or more now has to do a basic environmental impact report, while a hotel with 80 rooms or more has to do a complete environmental impact report in order to comply with the new laws. The second topic discussed was regarding the free Yoga Festival at Hua Hin beach Soi 75/1 (opposite Bangkok Hospital).

It will commence from 8-10 February. Lastly, Hua Hin Municipality has a plan to provide ‘‘Hua Hin Story Telling’’ which introduces interesting facts and information about Hua Hin by collaborating with both government and private organizations. It will be in effect by the end of the year.

Hua Hin beach to be free of beach vendors every Wednesday

The municipality and local vendors have come to an agreement regarding the trading hours of businesses on Hua Hin beach. It has been agreed that vendors will have to close every Wednesday. This is so the beach from Khao Takiab to Hua Hin can be cleaned. From March, teams comprising of vendors and municipal staff will clean the beach each Wednesday. Jirawat Prammanee, clerk of the municip a li ty, said he ordered municipal officia l s to check on the operators after seeing p os ts from a Hua Hin resident showing the beach obstructed by massage beds. Jirawat said the spot could be at Soi Hua Hin 77. He said if officials found the beach obstructed, they would order the

owners to immediately clear the way. Jirawat gave the order after a Hua Hin resident took to Facebook to complain about the massage operators blocking the beach A photo which was included in the Facebook post showed a worker of a massage shop lining up massage beds in a formation that completely blocked the beach, leaving only the underwater portion open for tourists to walk past. The elderly go back to school in Hua Hin

Hundreds of elderly residents in Prachuap Khiri Khan’s district of Hua Hin reported at a special college yesterday, ready for classes in school uniforms. They have enrolled in the School for the Elderly College for the Sweet Generation, and will take classes in legal knowledge, vocational training, basics about contacting government agencies, dhamma and the English language. They will also be given tips on healthcare and phone usage. “This programme has been launched to ensure that elderly people have something

useful to do during their free time, and can maximise their potential,” mayor of the Hua Hin Municipality, Nopporn Wuttiku, said. The special courses will be provided every Wednesday for four months. Nopporn said the number of students has been rising since the school opened in 2016. Initially, there were 200 students, but the number jumped to 230 in the second batch and the latest batch has 250. Chinese New Year 2019 at Dusit Thani Hua Hin

Hua Hin, Thailand, Dusit Thani Hua Hin marked an auspicious start to the Year of the Pig with a sell-out dinner celebration for in-house and non-resident guests.

Before the show began, hotel guests and local expats were seen mingling on the lawn where Intercontinental staff, dressed for the occasion, severed everyone with light snacks and drinks. The height of the show arrived when the long, resting dragon came alive; roaring and moving smoothly while being carried by the performers all the way to the top of the first pole. Spitting water toward the upcoming pole and over the guests. The fortunate ones, blessed with this water, can look forward to prosperity throughout the Year of the Pig. The hotel staff handed out red envelops to be offered to the dragon and placed in its mouth. The color red represents good luck and is a symbol to ward off evil spirits. What a beautiful way to begin the Chinese New Year!

26 Seeking an Authentic Cultural Experience at Thailand’s Floating Markets

A new floating market is about to be set up in Klong Bang Sue near the Or Tor Kor Market in the Chatuchak area of Bangkok. Building this floating market aims to attract more tourists to the location by also offering tourists a floating market experience when they visit Or Tor Kor.

Can a new floating market next to Bangkok’s Or Tor Kor Market rival the traditional Damnoen Saduak Floating Market? Traditionally, Thais lived by waterways. Their lives relied so much on water; commuting by boat, catching seafood in rivers and canals and living on the water such as those living on rafts. In those days markets may be on land and set up at designated times. People would travel by boat to the location and sell their wares on land, as well as buying things they needed.

A scene from days gone by when waterways were relied on for transport and trade Floating markets were the second type of market. They were also set up at an agreedupon date and time. People paddled to the floating market to buy and sell as they floated along waterways. Over 70 years ago, Wat Sai Floating Market in Klong Bang Khunthian was most famous. It was the first floating market known to foreigners. The floating market could only be reached by boat. Other well-known floating markets are in Samut Songkhram and in the Damnoen Saduak area of Ratchaburi Province. These neighborhoods were large farming areas, where people grew a variety of plants, including chilli, pomelo, coconut and other types of fruits and garden vegetables.

Damnoen Saduak Floating Market in Ratchaburi How and when a floating market was set up depended on multiple environmental and societal factors. They would typically be located near communities so that travel wouldn’t be a burden. Floating markets would not be organised on the same day as dates would be according to the lunar calendar. Each floating market would be set up for around seven days to allow people enough time to exhaust their purchases before the next market started. Usually floating markets would begin at dawn and conclude around 9-10 am before the high heat of midday.

Floating markets were where merchant boats gathered to trade Houses were often built along the riverside. However ways of living and working changed as waterways were replaced by roads as the main transport routes. Other changes followed when tourism opportunities were realised and moves made to change existing floating markets so that they operated on Saturday and Sunday. The Damnoen Saduak, Klong Amphawa and Tha Kha Floating Market have all been moved to weekends. Damnoen Saduak Floating Market was also expanded to three nearby locations when it became famous and crowded. A roof was built for the market so that it could be operated every day and all day. The idea of gearing floating markets for tourism spread to other cities such as Sukhothai, Ayutthaya, Pattaya and Hua Hin. People invested in digging or remodeling a large pond and turning it into a floating market. Merchant boats were set up with sellers being asked to wear mo hom (traditional indigo dyed) shirts and farmer’s hats as an attempt to replicate the traditional ‘look’.

The floating market in Klong Amphawa The floating market in Klong Amphawa of Samut Songkhram was once a community where merchant boats gathered to trade. While the local residents of Amphawa sold fruits and garden vegetables, there were also boats from areas such as Phetchaburi selling salt, salted fish and mangrove charcoal to local farmers. There were also boats selling rice, handicrafts and farming tools, clothes, meat and stewed duck, which looked like mobile grocery stores selling every household item. In Hua Hin there were two floating markets set up near soi 112 within a few kilometres of each other earlier this decade. Now only the Sam Phan Nam Floating Market remains. This is a market where visitors walk past many market stalls along boardwalks surrounding a lake with boat or miniature railway rides available. This market appears on many website lists as a ‘must see’ Hua Hin attraction, however reviews on sites such as Trip Advisor are often far from complimentary. Much express disappointment about a lack of authenticity and that the name ‘floating market’ may be misleading. They also object to paying entry fees and recommend the multiple night markets in town for the real Thai market experience. The proposed floating market on Klong Bang Sue near the Bangkok Or Tor Kor Market is likely to be similar to other man made venues. Boats will be on hand with people paddling around and walkways will be built so that tourists can stroll and buy what’s on offer. Whether this becomes something akin to the real Thai floating market experience remains to be seen.

Section 43: Quorum of a General Meeting shall comprise of Attendees who may cast at least one-quarter of the total votes. In case there are not enough Co-owners attending the General Meeting to constitute a Quorum, as prescribed in paragraph one, another Meeting shall be called within fifteen days from the previous Meeting. This topic has been requested by some readers of Hua Hin Today Newspaper regarding the Condominium Co-owner AGM. Is there any provision of Law to control the Meeting? How to constitute the Quorum? What Agendas are required? How to legalise the Resolution of the Meeting? The Condominium Co-owner AGM needs to be proceeded in compliance with the Condominium Act 2522 (1979) as follows:

1 purchasing of an immovable property, or accepting a given-away immovable property attached with an encumbrance to be part of Common Property; 2 disposing of an immovable Common Property; 3 permitting a Co-owner to build, decorate, renovate, adjust or making an attachment to his or her own unit, that affects Common Property or the outside of the Condominium at the expense of such Co-owner; 4 amending the Condominium Regulation regarding the use or management of Common Property; 5 amending the ration of joint expenses under Section 32/8; 6 constructing anything that causes the Common Property to be changed, attached or improved; 7 deriving benefits out of Common Property.

Section 45: In the voting, each Co-owner has a right to cast a Vote according to his or her ownership ratio ion the Common Property. If a Vote of one Co-owner exceeds one-half of the total Votes, his or her Vote shall be reduced to be equal to all Votes of other Co-owners altogether. 4 32 Thailand’s medical tourism is on the rise procedures and equipped with the modern technological devices. The language barrier is also not an issue anymore, since the medical personnel have good understanding of the English language. Moreover, Thailand is also on the verge of becoming the first country in Asia, to legalize medical cannabis. The Government Pharmaceutical Organization, which is a branch of the Ministry of Public Health, is hoping for approval from the military government to study cannabis further for medical purposes and to consider its medicinal value.

Thailand is in general a well known and popular tourist destination, where people like to visit for the purpose of exploring the Thai culture, tasting the local cuisine, playing golf and relaxing on the beautiful white sandy beaches, however, many people also visit Thailand for other purposes, such as healthcare. You’re probably asking yourself: why would anyone travel to another country for treatment? Isn’t it too expensive? Well, if you have been following the healthcare trends over the past years, you have probably heard of the impact Thailand had on the medical tourism sector. Each year, there are more tourists visiting and temporary relocating to Thailand, solely for the purpose of healthcare services, and you are probably wondering, why? The answer is quite simple; affordability. Thailand’s healthcare systems and well trained personnel provide high quality care for a fraction of the price the medical tourists would normally pay in their home countries. This is especially true for the private healthcare systems. Additionally, the public healthcare systems are generally affordable and sometimes free, but on the other hand, they do normally have long waiting lists. Sometimes people do not wish to wait a long time for their procedure and simply can’t afford the private treatment, which forces them to turn to another country’s healthcare system in order to get a quick, quality treatment at a reasonable price. On a positive note, the cabinet of ministes under the military government approved the proposal to change the laws, so the cannabis could be tested on human subjects to further assess its use for medicinal purposes. According to the latest news, Thailand could see the legalization of

cannabis by the end of 2018, and beginning of 2019. Once the law has fully passed, Thailand will be the first Asian country to join the 12.9 Billion dollar market, currently led by U.S and Canada. Thailand has a huge advantage due to its tropical climate suitable for growing cannabis, which lowers the need for using artificial lights and temperature control devices. In order words, it will be more cost effective to grow a higher quality cannabis, giving Thailand the opportunity to become the industry leader. According to Dr. Nopporn Cheanklin, executive managing director of the GPO: “The best strains of cannabis in the world, 20 years ago were from Thailand, and now Canada has developed a beeter strain and therefore, we can’t claim that ours is the best in the world anymore. “That’s why we must develop our strain to be able to compete with theirs.”

What could this change mean for Thailand? Legalizing medical cannabis would allow Thai population to use cannabis for treatment, but it could also attract a high number of foreigners suffering from cancer, multiple sclerosis and other chronic illnesses, that would be in favor of using cannabis, but are not allowed to do so in their home country due to the illegal status cannabis has. Therefore, medical tourism could see an exponential growth and higher demand for accommodation and other tourism related services, which could also create more employment and business opportunities

634 Welcome to a new monthly segment dedicated to EDUCATION. Here, we will review, discuss and comment on educational trends and school issues. The international education journey is unique in that many of us, no matter our faith, religion or culture can share something of ‘life’ in school and more often than not find common similarities, hilarious anecdotes and horrific tales. As many of you have experienced, changing schools is one thing but changing school and moving to a foreign country becomes a huge unknown for everyone in the family. This month we focus on 5 key things to consider when choosing a school in a foreign land. This list is a teacher’s perspective. 1. How does the school foster and support teacher and student relationships? During your investigation of the school, look for practices that reflect how the school develops and sustains a positive and nurturing environment: warm and enthusiastic teachers and staff, an interest in your child’s life outside school, free and informal access to your child’s teacher.

2. How does the school use technology? This is a huge point of interest and concern for many families and schools. Have a clear understanding of the level and type of technology used in the school. Make sure that your own personal beliefs regarding the use of technology in the learning environment match that of the school. 3. There is no excuse for no recess! This is a no brainer. Recess, break time and outdoor non-scheduled time is essential. Children need this energy release and it helps them to focus in the classroom. 4. Teachers matter too Check the turnover rate for teachers. Teachers and students are the implementers of the policies and practices of the school. The school’s ethos looks great on paper, but it is the teachers and their relationship with their students and the school that enable an ethos to be tangible and alive. 5. It is not all in a name Be confident in your choices and know that if the school you choose is right for your family then stand by that choice.

The resort town of Hua Hin is quietly tucked away on the Gulf of Thailand and is about to boom as the governor, along with private and public sectors gather together to promote Hua Hin as an exciting water sports destination. Among the water sports on offer, kiteboarding takes the lead as the most popular sport along Hua Hin’s windy coastline.

What is kiteboarding?

Kiteboarding combines three demanding skills which include windsurfing, wakeboarding, and power kite flying, making it the most extreme of water sports as well as being faster and more exhilarating than any other waterbased activity. As the equipment got better the sport grew exponentially in the early years, with riders enjoying the buzz of being driven by the elements on every continent on earth.

Kiteboarding is an action sport fusing aspects of paragliding, snowboarding, and windsurfing into one extreme sport. A kiteboarder harnesses the power of the wind with a large power kite and is propelled along the water with a board, similar to that of a wakeboard. Kiteboarders need the wind as their driving force in order to practise the sport.

History of kiteboarding

Kiteboarding in its current form is a relatively new sport. However, it is the fastest growing water sport today as it has vastly developed over the last 10 to 15 years, globally. As the earth’s climate has changed over the years, the wind around Asia has become less predictable, with some years better than others. Though what is consistent is that between November and January, the wind flows predominantly from the North on Hua Hin beach, while February through April sees a microclimate kick into the North and drags air into this phenomenon, causing a South, thermic wind. These winds can reach up to 20 knots on good days, allowing riders of all styles to enjoy the conditions whether it be a free ride, wake/freestyle, wave riding or even back-tothe-future type hydrofoiling. Advances in carbon composites have seen a huge emergence of hydrofoiling in Hua Hin. Kiteboarders seemingly glide over and not on the water, practically flying, which allows kiteboarders to go out in even the lightest winds, making Hua Hin one of Asia’s premiere hydrofoil spots.

on your doorstep, including the nuclear wind conditions of Vietnam and wave spots in the Philippines. The nightlife is enough to keep many expats satisfied without that hustle and bustle of Pattaya or Phuket and tourists will marvel in the small town feel and enjoy beach life along with modern conveniences. Mainstream kiteboarding first arrived in Hua Hin in the early 2000s, though we are sure there were sightings before that. These early pioneers brought the sport to Hua Hin’s beaches and started one of Asia’s biggest kiteboarding schools, KBA. Hua Hin is not considered a “windy” spot compared to ballistic places around the globe, but it is a comfortable and safe place to learn with very few obstacles on the beach. Care and priority should always be afforded to the uninitiated, walkers and horse riders.

KBA offers lessons for different levels as well as equipment and kites for rent or purchase, ensuring that their students have everything they need for an exhilarating experience. This action-packed sport combines thrill, action, and skill and definitely challenges a kiteboarder as they soar across the Gulf. KBA plans to expand into a larger waterbased activity center, offering sports such as stand-up paddle boarding, sea kayaking, and windsurfing. With three spots along Hua Hin beach and the designated water sports team for the Hyatt Hotel, KBA is the place to be for all to curb the adventurous side.

10 38 Debate: Should Golf Courses Go the ‘Synthetic Way’? A picturesque landscape and a seemingly boundless expanse of manicured grasses set against endless blue skies. That’s the image of lush greenery that golfers worldwide savor and expect.

Golf courses owners and developers are now under constant pressure to cut down environmental effects and yet maintain 100-plus acres of natural lawn and its escalating costs. In an era when the Golf course landscape needs to be sustainable in the long run, synthetic golf courses are touted to cut down maintenance costs and effectively manage water consumption. Some courses are already 100 per cent synthetic which means the Golf course provides only artificial turf.

The artificial turf option has seen mixed reactions from golfers. One player on such a course says, “Moving towards a sustainable solution is the order of the day as Golf courses take up a lot of water. Moreover, having artificial turf would allow everybody to have access to the game. It will help people in towns, busy cities to play.” Pro Golfer Aman Raj says, “Given the situation of the water table in this world, it’s good to go the artificial way. But it should only be for practice or a few amateur tournaments.

Professional tournaments won’t be the same on artificial the turf, it might make players less interested in the game too.” Echoing similar sentiments, pro Golfer Vani Kapoor says, “I think the game will lose its charm. It won’t be fun and dramatic if we play on artificial turf.” Most Golfers feel that synthetic surfaces cannot provide the aesthetic experience that natural courses provide. Another golfer’s comment was, “I really don’t think so that the artificial turf should be used, as Golf is a game that connects you to nature, but if you make it artificial then what’s the point, plus the feel of the game will not be the same and we

all won’t be able to see the artistic short game of some great players in the coming years.” Another comment was about the loss of a natural appeal “I believe the game will definitely not be the same if we change it into artificial turf. It will lose its connection with nature which is one of the most important factors of Golf.” Synthetic Golf courses may never fully provide what natural courses give. But as concerns related to maintenance costs and environmental impact rise, more golf courses may need to consider taking the synthetic route. Royal Coast Review Thailand

About The New Rules of Golf – Standing In Line Two clarifications have been made to Rule 10.2b (4), which ‘ensures that aiming at the intended target is a challenge that the player must overcome alone.’

The clarification followed China’s Haotong Li being handed Li a two stroke penalty. The penalty was because he was deemed to have violated rule 10.2b – as his caddy was standing on an extension of his line of putt when he was taking his stance. However this decision was greeted with a storm of outrage from professionals, fans and even European Tour Chief Executive Keith Pelley and the decision was rescinded. Golf’s governing bodies reacted with clarifications to the Rule regarding caddies lining up and standing behind players. China’s Haotong Li incurring a two stroke penalty The Rule states: “When a player begins taking a stance for the stroke and until the stroke is made, the player’s caddie must not deliberately stand in a location on or close to the player’s line of play behind the ball for any reason. If the player takes a stance in breach of this Rule, he or she cannot avoid penalty by backing away.

Exception – Ball on Putting Green: When the player’s ball is on the putting green, there is no penalty under this Rule if the player backs away from the stance and does not begin to take the stance again until after the caddie has moved out of that location.” The two clarifications which are now in effect can be summarised as follows: Meaning of “Begins taking a stance for the stroke”: If a player backs away from a stance, the player is not considered to have begun a “stance for the stroke”. Therefore, a player can now back away from his or her stance anywhere on the course and avoid a breach of Rule 10.2b(4) if the caddie had been standing in a location behind the ball. The Rule does not apply if a caddie is not deliberately standing behind a player. It is clarified that the term “deliberately” requires a caddie to be aware that 1) the player is beginning to take a stance for the stroke to be played and 2) he or she

(the caddie) is standing on or close to an extension of the line of play behind the ball. The two new clarifications today provide additional guidance for rules officials and the leeway that was demanded by Keith Pelley, who said Haotong Li’s penalty was “grossly unfair” and called on the R&A and USGA to allow discretion when applying the Rule. David Rickman, Executive Director – Governance at The R&A, said, “These clarifications are designed to improve the operation of the Rule and give the players more opportunity to avoid a breach while remaining true to the purpose of the Rule. The message for local golfers is clear. Always be aware of the caddie’s position before taking a stance for a stroke; whether that is on the putting surface or anywhere else on the course. If they are standing in a line to the direction of the intended shot, let them

In the axils of the boat- shaped bracts are numerous flowers with six white to yellowish bloom cladding and six stamens and three carpels are fused into an ovary . The pollinating bird sits down on one of the covers and now has to bend deep forward, to reach the nectar in the flower under him of the same inflorescence. By touching the flower it is opening explosively and showers the breast of the bird with pollen, which he then carries to the next flower. The flowers of Ravenala are also attended by lemurs, they feast on nectar while also pollinating the flowers . The Traveller’s Tree is one of the few plants that is pollinated by mammals.

The Traveller’s tree or palm ( Ravenala madagascariensis ) is the only species of the monotypic genus Ravenala from the family of Strelitziaceae. Characteristics The perennial herbaceous plant reaches stature heights of 7 to 10 meters and has a palm-like stem, not lignified. The scientific name Ravenala comes from Malagasy, ravinala meaning “forest leaves”. The leaves are up to 3 meters long and are divided into leaf blade (main part) and long petioles, which in the barge -like leaf base of the dense leaves (lower part of the

leaf) come together (stylized in the logo of Air Madagascar). In the base of the leaf, rain water can be obtained by puncturing the leaf substrate, the tree acts as a water dispenser, a drinking supply for needy travellers in the case of emergency. As drinking water, it is not quite suitable because it is usually contaminated ( rotted leaves, mosquito larvae, dead animals). Another explanation for the name is the fact that the leaves tend to grow in north to south direction and thus could provide some guidance. The inflorescences are produced in

It does respond well to fertilizer, especially if it is high in nitrogen during the growing season. This produces a better growth and foliage.

Over several days, young Ukrainian Dayana Yastremska astonished fans at the WTA Thailand Open with explosive groundstrokes that sent opponent after opponent packing from the True Arena.

Unlike many other big-hitters on the tour, this 18-year-old from Odessa can whip winners from both wings at will, with solid technique and great timing that makes her a coming force in women’s tennis. The talented teenager had only been a pro for two years when she won her maiden title in Hong Kong last October, but before that she sent a signal by becoming the first woman born in the 2000s to crack the top world 100, reaching the milestone

After competing in over 270 fights and with more than 230 victories to his name, Buakaw dominated Larsen in a pulsating contest.

Dane Larsen, who was coming into the fight impressive 47-10-2 record with Glory Kickboxing, was downed in the second round of the three round encounter. In the opening exchanges, Buakaw managed to land some heavy kicks, before Larsen fought back landing a few punches, yet without ever really troubling the Thai star.

Larsen was then unable to cope with an onslaught of punches from Buakaw, with the referee finally stopping the bout, and awarding victory to Thai fighter by TKO. Meanwhile, Thailand’s premier Muay Thai promotion All Star Fight has announced a super card on March 9 in Bangkok featuring various prominent champions and legendary names in the sport. The card features Muay Thai legends Buakaw, Superbon, Yodwicha and Sittichai and has been organised in collaboration with the Thai army.

Great value Buffet Dinner in Hua Hin? Head to the InAzia Restaurant at Sheraton Resort and Spa Whether you are new to Indian food or a seasoned connessior, if you haven’t yet been to the Asian Dinner Buffet at the Sheraton Hua Hin Resort and Spa, you are seriously missing out.

While many of you reading this will no doubt be familiar with the Sheraton’s excellent Sunday brunch offerings, which are arguably the best in town and now hugely popular amongst the expat community in Hua Hin, some of you may not know that the Sheraton serves up excellent Indian, Chinese and Japanese food every Tuesday evening. As all-you-can-eat buffets go, the Asian Dinner Buffet might be Hua Hin’s best kept secret and is arguably the best Indian food in town. Earlier this month Hua Hin Today visited the Asian Dinner Buffet at the Sheraton Hua Hin. The buffet is held every Tuesday night from 6pm to 10pm at the award winning InAzia restaurant. And at 712 Baht net per person (kids aged 6-12 are 398 Baht net per child) it is easily one of the best value all you can eat buffets in town. We started the evening with some tandoori chicken, which we watched being freshly made and cooked in the tandoori oven. This was accompanied by naan bread with the usual assortment of sauces.

The chicken was succulent, tender and absolutely delicious. Next up was a bowl of lamb korma, melt in the mouth lamb korma that was so good we had more bowls than we care to admit! There was also vegetable jalfrezi and lentil daal, which were both every bit as good as the lamb korma. We’re told the reason that the Indian food is particularly good at the InAzia restaurant is because the Sheraton Hua Hin is now the leading hotel catering for Indian weddings, for

After we’d sampled the Indian section, it was to China, where we had the stir fried pork with black pepper, stir fried vegetables and crispy pork belly, all of which were very tasty. The sushi and sashimi on the Japanese section also didn’t disappoint and were both excellent. For desert, it was a (large) slice of mango cheesecake and some fresh fruit, which was a perfect end to the evening. As for the InAzia restaurant itself, it is spacious, comfortable and with its Indochina inspired decor is a great setting to enjoy any meal. If you are looking for somewhere to eat midweek, or want really good Indian, Chinese and Japanese food, you won’t find much better locally anywhere. A great option for expats and tourists staying in Hua Hin.

539 Eating fish is linked to better sleep and higher i.q. for kids

Kids who eat fish at least once a week sleep better and have IQ scores that are 4 points higher, on average, than those who eat fish less frequently or not at all, a new study shows.

Previous studies showed a relationship between omega-3s, the fatty acids in many types of fish, and improved intelligence, as well as omega-3s and better sleep. But researchers hadn’t connected all three before. The findings reveal sleep as a possible mediating pathway, the potential missing link between fish and intelligence. “This area of research is not well-developed; it’s emerging,” says Jianghong Liu, associate professor of nursing and public health at the University of Pennsylvania and lead author of the study, which appears in Scientific Reports. “Here we look at omega-3s coming from our food instead of from supplements.”

For the work, a cohort of 541 9- to 11-year-olds in China, 54 percent boys and 46 percent girls, completed a questionnaire about how often they ate fish in the past month, with options ranging from “never” to “at least once per week.” Children also took the Chinese version of an IQ test called the Wechsler Intelligence Scale for Children-Revised, which examines verbal and non-verbal skills such as vocabulary and coding. Their parents then answered questions about sleep quality using the standardised Children Sleep Habits Questionnaire, which included topics such as sleep duration and frequency of night waking or daytime sleepiness. Finally, the researchers controlled for demographic information, including parental education, occupation, and marital status, as well as the number of children in the home. The findings show that children who reported eating fish weekly scored 4.8 points higher on the IQ exams than those who said they “seldom” or “never” consumed fish. Those whose meals sometimes included fish scored 3.3 points higher. Further, increased fish consumption was linked to fewer disturbances of sleep, which the researchers say indicates better overall sleep quality. “Lack of sleep is associated with antisocial behavior; and poor cognition is associated with antisocial behavior,” says Adrian Raine, a professor with appointments in the School of Arts and Sciences and the Perelman School of Medicine. “We have found that omega-3 supplements reduce antisocial behaviour, so it’s not too surprising that fish is behind this.” Jennifer Pinto-Martin, professor of nursing and of epidemiology and also executive director of the Center for Public Health Initiatives, sees strong potential for the implications of this research. “It adds to the growing body of evidence showing that fish consumption has really positive health benefits

and should be something more heavily advertised and promoted,” she says. “Children should be introduced to it early on.” That could be as young as 10 months, as long as the fish has no bones and has been finely chopped, but should start by around age 2. “Introducing the taste early makes it more palatable,” Pinto-Martin says. “It really has to be a concerted effort, especially in a culture where fish is not as commonly served or smelled. Children are sensitive to smell. If they’re not used to it, they may shy away from it.” Given the young age of the study group, researchers chose not to analyze the details participants reported about the types of fish consumed, though they plan to do so for work on an older cohort in the future. They also want to add to this current observational study to establish, through randomised controlled trials, that eating fish can lead to better sleep, better school performance and other real-life, practical outcomes. For the moment, researchers recommend incrementally incorporating additional fish into a diet; consumption even once a week moves a family into the “high” fish-eating group as defined in the study.

11 55 8Th Annual Multi Rotary Club Family & Friends Nigh On Friday, the 8th February 2019, the Rotary Club of Royal Hua Hin held its 8th Annual Multi Rotary Club Family & Friends Night in the Ballroom of the Amari Hua Hin Resort & Spa. Over 130 guests attended the packed fellowship evening including global representatives from the Rotary Clubs of Bangkok, Bangkok South, Bangkapi, Dhonbury, Hua Hin, and a bit further from abroad the Rotary Clubs of Berum in Oslo, Norway, Kalamalka in British Columbia, Canada, Aireborough in West Yorkshire, UK, Paddington in Brisbane, Australia, and Zurich West in Switzerland. Guests enjoyed the night’s entertainment as well as the usual high standard of international cuisine, beverages and super service provided by the Amari.

President Brian Anderson spoke about the Rotary Club of Royal Hua Hin and its recent community service projects especially the new Rotary Education Centre to be constructed at Ban Nong Khon School in Hua Hin. He proudly conveyed, “Our Multi-Club Family & Friends Night is always a much anticipated event for international fellowship attracting a multitude of Rotarians and guests from Thailand and abroad. It started off in 2012 as a well-attended dinner meeting hosting the 1st Annual Delegation Visit by the Rotary Club of Bangkok South as well as Rotarians of 16 Rotary Clubs from around the world who ventured to Hua Hin immediately after attending the Rotary International Convention in Bangkok.” The student Rotaract Clubs of Stamford International

University and Webster University were also present en masse to celebrate their annual Club Officer Installations and were presented with Rotaract badges by Rotary Club President Brian Anderson, President-Elect Napa Keawtem and Rotarian Benjamas Uamsa-ard, who chairs the Club Youth Service Committee. Both Rotaract Clubs gave presentations on the community service projects they had been involved in as well as future plans for service. The Rotary Club of Royal Hua Hin is an English-speaking Club and received its Charter from Rotary International on 12 April 2010. Now with 52 members of 15 nationalities, it is one of the largest clubs in RI District 3330 as well as the Kingdom of Thailand.
