October 23rd every year marks King Chulalongkorn Day or known in Thai as ‘Wan Piyamaharaj Day’. It is the memorial day of the passing away of King Chulalongkorn, otherwise known as King Rama V. King Chulalongkorn is the fifth monarch of Siam under the House of Chakri. He is the son of King Mongkut and the great grandfather of the King of Thailand, His Majesty the King Rama X. He paid state visits to Singapore and Java twice and India once as observationtours to observe the political systems and administration of the European rulers who governed colonies in South Asia and South-east. Asia. He brought back new knowledge and technology to apply in Thai government. Royal tradition such as uniform, haircuts and audience the king were changed to the western style. King Chulalongkorn is considered one of the greatest kings of Thailand. His reign from 1868 to 1910 was characterised by extensive social and economic development,

including the abolition of slavery and corvee (state labor service). He is also famed for his ardent Thai nationalism, and for his skill in fending off the threat of European colonialism, despite the fact that large tracts of Siam were ceded to the Europeans during the period. Besides that, King Chulalongkorn was the first Thai King to send the Royal Princes

to be educated in Europe. Throughout Chulalongkorn’s reign, radical writers had their works published for the first time. Works that were previously banned were allowed to be read by the public once again. The most important royal contribution was the announcement of Slave Abolition Act. Slave Abolition made him the Beloved Great King of all people of Siam. In the

beginning of his reign, more than 1/3 of the Thai population was slaves. There was an endless continuity of offspring slaves who were slaves for the rest lives. Traditionally children of slaves also became slaves. The King also modernised government and streamlined the administration of the country by dividing it into provinces and districts. He replaced the traditional lunar calendar with the Western calendar. Siam was a Buddhist country but he made it clear that other religions should have the freedom to practice without fear of persecution. Communications in the country were improved greatly with the introduction of postal services, the telegraph and the construction of Thailand’s first railway (from Bangkok to Ayutthaya). King Chulalongkorn ascended the throne in 1868 at the age of only 15. His Majesty then passed away on October 23rd 1910 at the age of 57. He had ruled what was then Siam, for 42 years.


3 Content 4 Cover Story An article publish in the Bangkok Post on 24th September (“More Seeking Southern Comfort”) describes plans to expedite promoting coastal attractions further south (from Bangkok) on the “spectacular western coastline.” The article quotes Vason Kittikul, vicepresident of the Tourism Council of Thailand “to achieve the ultimate goal of becoming another Riviera, the government and all parties concerned would have to first connect Hua Hin with Cha-Am in terms of both tourism capacity and quality. Community tourist attractions, enterprises and health-based tourism sites will have to be connected………..” This begs the question; what does ‘connecting Hua Hin and Cha-Am’ really mean? There’s already a major six lane highway link for easy commutation. Could ‘connection’ mean a light rail linking places of interest along the route, perhaps stretching to Pranburi south and further north of Cha-Am? That’s a service destined for Phuket/ Phang Nga and Chiang Mai with official approval now reported. However perhaps ‘connection’ doesn’t only mean infrastructure. Despite having different governors, different mayors and different TAT jurisdictions, Hua Hin and Cha-Am are becoming less distinct identities and the boundaries blurred. Does this comment recognise that marketing or even administrative changes are needed for the emergence of our region? Thailand’s ‘Royal Coast’ is a name that has been put mooted from time to time but without a description of the location or any other specifics. The notion of a special region connecting Hua Hin and Cha-Am as Thailand’s Royal Coast could be the way forward to give our region a recognised identity and a much needed marketing boost. 4 Hua Hin to Pattaya Ferry Suspended Passenger Shortfall or Monsoonal Conditions? The Royal Passenger Liner Co Ltd has announced via a Facebook post that the Hua Hin – Pattaya ferry service is now ‘temporarily out of service’.

The announcement says that the suspension will be from 17th September to 31st October as “the strong northeast monsoon prevails across the Gulf of Thailand with strong wind waves 2-4 meters in the Gulf.” The Facebook posting was made on 20th Spetember. However reports in The Nation suggest that financial losses and low monsoon season ticket sales is the primary reason for

the suspension. October historical records suggest that this is not a month of high winds with an average of 4.2 KM/HR being experienced in Hua Hin. Tourism Authority of Thailand Regional Director of Prachuap Khiri Khan, Orasa Awutkom is reported to be critical of the move, saying that that “the low season should not be a reason for suspending services.”

The report quotes Mrs Awutkon as saying “Boat services should only be suspended if the sea was too rough or weather conditions were hazardous. Suspension of services could affect tourism in Hua Hin. The ferry route concessionaire should have used marketing campaigns during the low season to attract business, instead of suspending the services.”

Opening in January 2017, the ferry is run by Royal Passenger Liner, a state contractor. It was launched with a rough start. The maiden voyage, set to take place on New Year’s Day in 2017, was cancelled due to strong waves. A navy patrol ship was dispatched to escort the ferry when it finally took to the sea four days later.

Plans for New Car Ferry Linking Hua Hin and Sattahip Mooted Officials have met to plan a new ferry terminal south of Hua Hin in Pak Nam Pran. The new terminal is planned to accommodate a car ferry and link Prachuap Khiri Khan with Sattahip in Chonburi.

Sattahip is around 30 kilometres by road south of Pattaya with Pak Nam Pran (near Pranburi) a similar distance south of Hua Hin. The terminals would be built as part of the ‘Thailand Riviera’ project, the Thai government’s ambitious plan to develop 528 kilometres of coastline, including in the provinces of Phetchaburi, Prachuap Khiri Khan, Chumphon and Ranong. Mr.Thiraphan Nuntakit, Deputy Governor of Prachuap Khiri Khan Province, has presided over the opening a conference in Pranburi about tourism transport for the Eastern Seaboard Economic Zone. The conference considered a concept and master plan for the Economic Corridor projects to develop the tourism potential in the Gulf of Thailand (Prachuap Khirikhan, Phetchaburi, Samut Prakan and Chonburi). The plan is to develop transport routes by land, water air, according to the guidelines of the Thailand Riviera. A ferry terminal was proposed near Pranburi to accommodate passenger and vehicle transport as well as infrastructure development and economic development in the area. The proposal includes plans for a fishing port, a quality tourist destination and an international seaport for large tourist groups.

Some Background Context In April 2015 the Transport Minister ACM Prajin Juntong instructed the Harbour Department to speed up the design and study of a project to build ferry piers to link Pattaya, Cha-Am and Hua Hin. Prajin said he wanted the study to be done as soon as possible because the ferry piers would link the two sides of the sea, boosting tourism and the economy and trade in Pattaya, Phetchaburi and Prachuap Khiri Khan. In January 2017 the current daily ferry service was launched by the Royal Passenger Liner Co Ltd from Khao Takiab to Pattaya with a ferry able to carry a maximum of 150 passengers per trip without provisions for motor vehicles. The recent proposal makes no comment about any changes this ferry service.

6 Growers Call for Urgent Action as Coconut Prices Drop Dropping coconut prices have not been welcomed by coconut growers who are calling for urgent help from the government to cannot their operations

Thap Sakae District in Prachuap Khiri Khan, as the largest coconut growing area in the country, is where growers are the most effected due to imported coconuts and increased coconut production this year. This has resulted in the price of coconuts being reduced to only 6 THB each. This is lower than the production cost with loss of income for the growers. The selling price during 2016 to 2017 was between 15-27 THB. Mr. Surat Khamlert, a coconut farmer in Thap Sakae, said that he had over a hundred thousand coconuts in stock from the beginning of the year. They were then valued at 10 THB each, however now the selling price is only 6 THB. With other costs to manage, such as maintenance and processing, there is an additional cost of 3 THB each..

Mr. Watcharin Choongon, a coconut plantation owner in Chumphon province, said that his coconut plantation is 20 Rai, which yielded more than two thousand coconuts a month. When the price was 1225 THB each, his monthly income was more than 20 thousand THB but this has been reduced to only 4 thousand THB. He needs to pay for monkey handlers to harvest the fruit and other costs such as fertilizer and weed prevention and with no remaining profit; he cannot harvest the coconuts. Traders will not buy the crop as they cannot sell them because of cheap imported coconuts from neighboring countries. Mr. Bancha Saweeyanon says “the price of coconuts has fallen due to rising coconut yields and imports of coconuts from neighboring countries such as, Indonesia, Bangladesh, and Vietnam. They are often illegally smuggled across the border, with imported coconuts more than double the amount produced domestically.� Coconut farmers say they cannot survive with the current low prices and the cost of water, fertilizer and labour forcing them out of the business. They are demanding that a minimum price be set of around 15 THB per coconut as this production is the main occupation of the Thap Sakae District. In addition, the farmers have said that coconut processing plants delay buying coconuts, resulting in them holding large amounts of produce and coconut milk factories claim that exports have been effected with overseas clients being concerned about the quality of the product. The Coconut Farmers would like the government to solve the problem as soon as possible by reducing imports.

Price guarantees are being sought with a petition to the Prime Minister and Minister of Commerce without responses to date from the government or related agencies. Coconut farmers from around the country have called on the Prime Minister for an urgent resolution to this problem.

8 Hydrogen Power Breakthrough with Fuel Derived From Ammonia Two cars powered by hydrogen derived from ammonia are being tested thanks to a breakthrough that researchers say could turn Australia into a renewable energy superpower.

CSIRO principal research scientist Michael Dolan said “We started out with what we thought was a good idea, it is exciting to see it on the cusp of commercial deployment,” he said. For the past decade, researchers have worked on producing ultra-high purity hydrogen using a unique membrane technology. The membrane breakthrough will allow hydrogen to be safely transported and used as a mass production energy source. “We are certainly the first to demonstrate the production of very clean hydrogen from ammonia,” Dr Dolan said. “Today is the very first time in the world that hydrogen cars have been fuelled with a fuel derived from ammonia; carbon-free fuel.” Program leader David Harris said

The SeaBubble is a hydrofoil, the size of a small car. It is proposed they could be used as water taxis in cities. Founded by Alain Thébault, designer of the world record breaking Hydroptère, who conceived the idea and Anders Bringdal, they brought together a team in France, with skills in hydrodynamic designing then finalising a design in 2016 for a five-person SeaBubbles water taxi. Designed to operate in a no-wake zone, the SeaBubbles rises after a few metres on four skids. This reduces water drag by 40% and increases efficiency, allowing speeds of up to 46 km/h. Australia has a huge source of renewable energy — sunlight and wind — that can be utilised to produce hydrogen. But the highly flammable element is difficult to ship long distances because of its low density. CSIRO researchers have found a way to turn Australian-made hydrogen into ammonia, meaning it could be shipped safely to the mass market of Asia. It is converted back into hydrogen using their membrane and then pumped into hydrogen-powered cars. There are tens of thousands of these cars across Japan, South Korea and Singapore. “The key here is we can transport the hydrogen from the place where it is produced from renewable energy and we can ship that form of ammonia anywhere in the world,” Dr Harris said.

Independent industry association Hydrogen Mobility Australia CEO, Claire Johnson said the use of hydrogen as a transport fuel is being recognised globally as a solution to reducing greenhouse gas emissions and the world’s reliance on fossil fuels. “Hydrogen powered vehicles, including buses, trucks, trains, forklifts as well as passenger cars are being manufactured by leading automotive companies and deployed worldwide as part of their efforts to decarbonise the transport sector,” she said. Both Toyota and Hyundai have invested millions of dollars into hydrogenpowered cars. Hyundai spokesman Scott Nargar said the main advantage of hydrogen over electric cars was they could be filled up in three minutes like a normal car and had a range of up to 800 kilometres. “So they are just like driving a normal car but there will be zero emissions,” he said. “Working in and out of South Korea quite regularly, I know Hyundai has a massive contract to provide hydrogen buses to the Korean Government. Toyota spokesman Matthew Macleod said the breakthrough was exciting because it addressed one of the key challenges with hydrogen. “It is a game-changer,” he said. Ammonia already has established routes for transportation and to transport at relatively normal temperatures. “When it

gets to where it is going they can actually pull the hydrogen out. The CSIRO team has already received expressions of interest from Japan, South Korea and Europe, with industry players looking at taking up supplies initially to fuel commercial vehicles like buses, taxis, trucks and trains. The cost for the fuel is expected to be around $15 a kilogram, with an average car holding five kilos of pure hydrogen in a tank. But the efficiency of the car is twice that of current gasoline cars, so you can actually drive twice as far on a tank. This year Australia is the world’s biggest natural gas exporter. Fertility, Mortality & Migration – World Population Trends Every year, the world’s population is expanding by 83 million people. Right now, there are around 7.6 billion people in the world. By 2050, there will be just short of 10 billion. But population trends are wildly uneven - some countries are rapidly expanding, others are shrinking. Fertility has fallen all over the world Since the 1960s, the global birth rate has fallen to an average of 2.5 births per woman. However, that average is made up of highly diverse figures: in Africa its 4.7 births per woman, in Europe it’s 1.6 births per woman. Each scenario brings its own challenge for governments. Countries whose populations are declining have to think about how to support older people when there fewer young workers to pay into government funds. Countries with a booming young population have to grapple with how to feed them and provide education and healthcare. Three major things affect population. Fertility is the main factor, followed by mortality and then migration. Here are some key facts about the world’s population, taken from the latest UN World Population Prospects. By 2024 India will overtake China as the world’s most populous country China currently has 1.4 billion inhabitants, closely followed by India with 1.3 billion. Together they make up 37% of the world’s population. Nigeria has the world’s fastest growing population Nigeria is currently 7th on the list of most populous countries, but before 2050 it will have made third place, overtaking the US. We are living longer Overall, life expectancy is increasing. On a global level, life expectancy at birth rose by almost 4 years; or from 67 to 71 years, between 2000 and 2015. It is projected to rise to around 77 years in the period between 2045 and 2050 and eventually to 83 years in the period between 2095 and 2100. Differences in life expectancy will get less pronounced Life expectancy in Africa was 60 years between 2010 and 2015, compared to 79 years in Northern America. But life expectancy is rising faster in Africa than Europe, so the difference is expected to decrease significantly by 2050. Africa still has a relatively young population, the same can’t be said for Europe In 2017, 60% of the African population is under the age of 25, only 5% are 60 or older. In Europe, only a quarter of the population is under 25. Another quarter are 60 or older.

Net migration is declining Between 1950 and 2015, Europe, Northern America and Oceania, more people immigrated in than migrated out. Africa, Africa, Asia and Latin America and the Caribbean had more people leave than enter. Migration peaked in 2005-2010 to 4.5 million people per year moving between major regions of the world. Between 2010 and 2015 the figure was 3.2 million. For countries with low fertility rates, migration may be the only way to avert population decline.

One of the ways that travelers will be able to process their applications is through thailandvisa.net, a non-governmental website that provides travel advice and assistance to visa applicants. Citizens of the four chosen countries will be able to apply online for the Thai Visa without going to a Thai embassy or consulate. The application process will be straightforward and will only take a matter of minutes to complete. Applicants will just need to complete the online form by answering a series of questions. At the moment, citizens of the UK, France, and the UAE can enter Thailand for periods of up to 30 days visa-free and Chinese travelers can enter for up to 15 days with a visa on arrival. The new Thailand eVisa will allow these four nationalities to stay for periods of longer than 30 days. The test phase will be observed before the visa is launched in several more countries in 2019. The eVisa for Thailand will make it easier for tourists to visit Thailand. Not

only will it save time during the application process, but it will also save time at the border, as travelers will have already been pre-screened by the authorities. Visitors from the eligible countries will be able to enter Thailand by presenting their eVisa and their passport when they arrive. The details on the visa will need to match those of the passport exactly. Applying for a Thailand eVisa will be simple. The first step will be to complete the visa application form, which will require applicants to enter a range of basic information such as their name, date of birth, passport details, and travel dates. There will also be some security-related questions. To successfully apply, it will be necessary to meet the basic visa requirements. This will include having a passport from an eligible country, completing the form fully without any inaccuracies, and paying a fee using a credit or debit card. Government Savings Bank customers will be the first able to deposit and withdraw funds at more than 13,000 convenience stores across the country starting October 31st, the bank has announced. Bank president Chatchai Payuhanaveechai (pictured above) said customers will use the bank’s mobile application to authorize transactions that could then be fulfilled at the counter. Deposits of up to 30,000 THB will be possible around the clock, while withdrawals of up to 5,000 THB per transaction or 20,000 THB per day will be limited to 8am to 10pm. There is no minimum amount per transaction. The service will likely be expanded to other banks in the future. Customers will pay a 15 THB fee for every transaction, which will be offered as part of 7-Eleven’s Counter Service. There will be no fees for the first year for customers aged 7 to 20. The launch of convenience-store banking was seen earlier this year as a way for commercial banks to scale down spending on branches and personnel. Chatchai said his customers shouldn’t fear that their neighborhood branch is going to close anytime soon. “The bank won’t close branches but we also won’t open new ones,” he said. “Collaborating with 7-Eleven on our banking services will make it more convenient for our customers in the countryside.”

According to Chatchai, there are about 6,000 branches of 7-Eleven outside the capital. That’s about six times the bank’s 1,070 branches serving its 20 million customers nationwide. Korsak Chairasmisak, president of 7-Eleven owner CP All, said the company has been preparing the service as banks are shutting down more branches. The Bank of Thailand changed its regulations to allow convenience stores to offer banking services as a number of banks continue to downsize. Last month at Dusit Thani Hua Hin, Thanongsak Raksaksakul Deputy Director-General of the Department of Special Investigation presided over a seminar to strengthen the cooperation between and international agencies in the fight against transnational crime with the Foreign Affairs and Crime Division.

The Department of Disease Control warns the public of pinkeye disease which is common during the rainy season, as about 60,000 patients have suffered from the disease so far this year. According to Director-General of the Department Dr. Suwannachai Wattanayingcharoenchai, infections, allergies, and chemical reactions can cause pinkeye or conjunctivitis. The disease is not airborne, so cannot be contracted from just looking at the eyes of the infected. According to data from the Bureau of Epidemiology of the Disease Control Department, 59,751 Thais have suffered pinkeye since the beginning of the year to August 19th. The bureau said most of the patients were aged between 45 to 54. It added that there is no specific remedy for pinkeye. However, the office indicated that eye drops can be used to reduce irritation from pinkeye. Although pinkeye is not a deadly disease, patients are advised to seek medical attention at the early stage of the condition. Pinkeye can be avoided by making sure that hands are clean before they come into contact with the eyes. One should also refrain from being in close proximity to a person who has the disease or sharing HUA HIN TODAY, October 2018

the patients’ belongings. The Bureau of Epidemiology also suggests that people shouldn’t let insects come into contact with their eyes. People who have contracted pinkeye should take at least three days to recover in isolation, in order to prevent the condition spreading. The United Nations Office on Drugs and Crime (UNODC) and the International Institute for the Law Enforcement (ILEA) were established to coordinate the

cooperation between members and the Thai authorities. This has included cooperation with foreign authorities against narcotics a n d c r i m e i n Th a i l a n d , i n c l u d i n g investigations, technical training and exchange of experts. News and information has been shared bringing success in many operations, including serving arrest warrants and foreign extraditions to Thailand. It is expected that this seminar will strengthen cooperation with the embassies of the ASEAN member countries. The Department of Special Investigation will use the results of the seminar to develop guidelines for implementation and cooperation in the suppression of transnational crime in Thailand and the region.

Mr. Jeerawat Pramanee, Permanent Secretary of Municipality of Hua Hin has been assessing the regulation of traffic on the pavement and streets from in front of the Water Supply Office until the Rescue Service Foundation. There have been complaints that tables, chairs, pots, trees and vehicle have been left to obstruct the pavement and the road, especially in the morning when traders have set up items on the pavement making it difficult for traffic in transit. There are also traders on the Dechanuchit Road, but the Municipality has kept an eye on this to ensure there is no obstruction to allow the passage of the people using the pavement and the road. The Municipality will apply for permission from the traffic officials to allow a temporarily permitted area to trade in the morning and clarify with traders what is acceptable practice.

The public has reported problems with the surface of the road in Soi Hua Hin 102 and bumpy conditions causing problems in using the road, especially during the rainy season when heavy rains causing flooding and ‘potholes damaging vehicles. People living in the area say they have complained to Hua Hin Municipality many times however every year they have endured the same problems and although the responsible agencies made repairs these conditions have been unresolved. The mayor of Hua Hin has seen these problems and has ordered Mr. Jirawat Prammanee, the responsible municipality officer to arrange for the Engineering Division to take action. Water has been flowing from a nearby hill and become trapped in the area and has been difficult to drain. The Engineering Division has now designed water drainage systems and assessed the repairs required to the road surface. This is now part of the City Development Plan with a budget allocated.

CCTV Camera Cleaning

Mr. Jeerawat Pramanee, Permanent Secretary of the Municipality of Hua Hin, has followed up on the duties of the municipal officials who have responsibility to maintain CCTV equipment in the Hua Hin Municipality Offices. Thirty two CCTV cameras have been installed since 2014 with a budget of 690,000 THB to address security and property protection of the Hua Hin Municipality. Maintenance, including cleaning will prevent any problems arising in the future.

Monkey Sterilisation Program to be Upgraded

The current monkey sterilisation program started in late 2017 and continued this year with 700 monkeys already sterilised. However undertaking these operations twice a year has not kept pace with the population growth. To effectively control and reduce monkey population, a decision has been made to increase this level of operations to three times annually. The process is not easy as the monkeys are intelligent and fast learning, and if they see other monkeys being caught in traps they avoid the same fate. It has been decided to increase the sterilisation target to 600 monkeys during each operation. This means that 1,800 monkeys will be captured and sterilised each year when the Hua Hin Municipality proceeds with the plan.

Representatives of Unesco’s World Heritage Committee have visited the Kui Buri National Park in Prauchuap Khiri Khan to gather information and gauge if the Kaeng Krachan Forest Complex can be granted the World Heritage Site status The Kaeng Kratchen Forest Compex (KKFC) consists of 5 contiguous parks and reserves (including Kaeng Kratchen National Park) situated along Thailand’s border with Myanmar at the very top of the Malay Peninsula which, together, have been badged as a “complex” for the World Heritage nomination. The group, led by the Office of Natural Resources and Environmental Policy and Planning (ONEP), met members of local conservation organisations who are working on the plight of elephants in the park. The Unesco group – which included the envoys of Cuba and Kuwait, as well as the Spanish consul-general – was briefed about conflict management in the area, as well as the eco-tourism efforts the park has initiated with locals.

Public participation is one of the many issues that have delayed the World Heritage designation process of the complex, comprised of the Kaeng Krachan, Kui Buri and other national parks in the same forest cluster in the lower west, since it was submitted to Unesco for consideration in 2011. The other key issue is the unclear boundary with Myanmar’s adjacent protected area, which has also been nominated for World Heritage status. In 2016, Unesco called on Thailand to address the issue concerning public participation and community rights in the forest complex. It also asked both Thailand and Myanmar to come to a decision on their overlapping boundary claims. Thailand currently has six sites proposed for the World Heritage status, and plans to push for Kaeng Krachan forest complex at the next Unesco World Heritage meeting, ONEP said. – The Nation

15 Studies Suggest That Not All Dairy Foods Are Equal

Studies of more than 660,000 people suggest that not all dairy is created equal when it comes to effects on our health. People who eat cheese tend to live longer, but drinking a lot of milk can lead to slightly higher rates of coronary heart disease and death. Other new studies suggest there might be something about the way fat and protein is arranged in products like cheese and yogurt that makes them better for our hearts than milk or butter. Eating cheese and yogurt may be linked to a longer life according to researchers at the European Society of Cardiology Congress 2018. The team, led by cholesterol expert Maciej Banach of the Medical University of Lodz in Poland, compiled data from studies of 636,726 people on a long-term scale of 15 years. Their results suggested that not all dairy is created equal when it comes to your heart. Drinking milk appears to up risk of coronary heart disease by 4%, according to the study, but consuming yogurt and cheese does not seem linked with negative health outcomes. The finding aligns with what other researchers are discovering about dairy. Some types may not be bad for

In our last article, we discussed osteoporosis, its causes and prevention. In this article, we introduce various tests used for diagnose. These tests provide a better understanding of the health of your bones.

At present, there are several tests that you can take to diagnose osteoporosis: 1. DEXA Scan: a test using a special type of X-ray that measures bone mineral density. It is known to be very accurate and effective, but expensive. 2. Measuring bone mineral density (BMD): the average rate of BMD would be > -1.0. The BMD rate of a patient with Osteoporosis is usually around < - 2.5. 3. Testing for a bone marker or other components such as: 3.1 P1NP, NMID – testing the rate of bone generation 3.2 Beta CrossLaps – testing the rate of bone loss, which would be reflected in the blood cells. The higher rate showed means more bone loss.

3.3 PTH – a marker that stabilises calcium in the blood, commanding the kidney to absorb the calcium back to the body rather than excretion. The rate of this marker could tell whether your body is generating or losing bone. 3.4 Vitamin D – supports the intestine to absorb calcium from food and used to repair the bones 3.5 Calcitonin – is produced by the thyroid gland. It supports bone generation, prevents loss of calcium in the bones, and controls the calcium level in blood. 3.6 Estrogen (mainly a female hormone) and Testosterone (mainly a male hormone): supports the kidney to absorb calcium back into the body. After menopause or golden age, these hormones would decrease resulting in a decreased rate of calcium in the blood, including the bone repairing rate. 3.7 Calcium: 99 percent of calcium is found in bones and teeth, and 1 percent is found in blood. 3.8 Phosphorus: 85 percent of phosphorus is found in bones, and 15 percent is found in blood and tissues. Eating Fish is Linked to Better Sleep and a Higher I.Q. for Kids

Kids who eat fish at least once a week sleep better and have IQ scores that are 4 points higher, on average, than those who eat fish less frequently or not at all, a new study shows.

Previous studies showed a relationship between omega-3s, the fatty acids in many types of fish, and improved intelligence, as well as omega-3s and better sleep. But researchers hadn’t connected all three before. The findings reveal sleep as a possible mediating pathway, the potential missing link between fish and intelligence. “This area of research is not welldeveloped. It’s emerging,” says Jianghong Liu, associate professor of nursing and public health at the University of Pennsylvania and lead author of the study. “Here we look at omega-3s coming from our food instead of from supplements.” For the work, a cohort of 541 9- to 11-year-olds in China, 54 percent boys and 46 percent girls, completed a questionnaire about how often they ate fish in the past month, with options ranging from “never” to “at least once per week.” Children also took the Chinese version of an IQ test called the Wechsler

Intelligence Scale for Children-Revised, which examines verbal and non-verbal skills such as vocabulary and coding. Their parents then answered questions about sleep quality using the standardised Children Sleep Habits Questionnaire, which included topics such as sleep duration and frequency of night waking or daytime sleepiness. Finally, the researchers controlled for demographic information, including parental education, occupation, and marital status, as well as the number of children in the home. The findings show that children who reported eating fish weekly scored 4.8 points higher on the IQ exams than those who said they “seldom” or “never” consumed fish. Those whose meals sometimes included fish scored 3.3 points higher. The 28th October is an unlikely date for Czechs to be celebrating their national holiday. After all, it commemorates the founding of the state of Czechoslovakia which was established in 1918 which ceased to exist 74 years later, when Czechs and Slovaks went their separate ways at the end of 1992. Czechs went on as if nothing had happened. To this day wreathes are laid, the national anthem is played, and except when the holiday falls on a weekend everybody enjoys a day off work.


19 Thai Film to Retell Cave Rescue Drama

A Thai film retelling the story of the Tham Luang cave operation will start filming in November, said its director and producer.

Titled “Nang Non” in Thai and “The Cave” in English, the film production has been mounted by Tom Waller, a Thai filmmaker of Irish descent, who spoke at the Toronto International Film Festival, where he gave a presentation of the project to prospective foreign distributors. Nang Non, titled after the name of the mountain range and the cave in Chiang Rai where the 12 Wild Boar football team members and their coach were trapped from June 23 to July 10, is likely to be the first feature film project that materializes about the project, after at least five other producers, mostly international, expressed interest in recounting the story that gripped the world’s attention. “The film is happening,” said Waller, whose past films include “The Last Executioner”, about Thailand’s last prison executioner, and “Mindfulness and Murder”, a temple-set suspense story in which a monk tries to solve a murder. “The first draft of the script is finished, and in October we will start building sets,” Waller said. He said that the film will focus on “first-

person perspectives” and “unsung heroes” who took part in the mission. There will be four or five main characters based on real Thai and international volunteers. Waller has recently interviewed Jim Warny, an Ireland-based cave diver who was responsible for bringing out Ekkapol Chanthawong, or Coach Ake, on the last day of the operation, and who was declared “a hero” by the Irish press. Warny’s experience will form a main part of the film, said Waller. Though the government has said that all film projects about the cave rescue would have to go through a special panel for vetting, the rule seems to apply only to foreign film productions. Waller said he has begun contacting authorities to ask for permission to shoot at some locations, including parts of Tham Luang cave. Waller declined to discuss the budget or possible casting. “One thing is certain, I won’t exploit anyone involved in the incident,” he said. “I want to show the volunteer spirit that fascinated the world.” – Bangkok Post

Government to Destroy 861 Illegal Fishing Boats

A total of 861 unregistered fishing vessels are set to be destroyed by mid-December as the government ramps up efforts to improve the status of Thai fishery fleets, and its fight against illegal fishing before the next round of talks on illegal, unreported and unregulated (IUU) fishing with the European Union (EU). The vessels will be destroyed in order to clear up confusion about vessel identification, update the Thai fishing vessels’ registry, and to ensure these vessels will not be reused illegally, said Chirute Visalachitra, director-general of the Marine Department of the Ministry of Transport. For the first time ever, Thailand has pinpointed a “definite number” of vessels in its fishing fleet, after the Marine Department spent four months collecting data on the vessels. As of August 16th, Thailand had 10,743 “white vessels”-- or registered fishing vessels, while 6,315 vessels are still unregistered. “The definite number of fishing vessels was never clear because of the voluntary registration system.. in the past which made regulation of fishing vessels really difficult,” said Mr Chirute. The Marine Department commenced the destruction of nine unregistered vessels in Samut Sakhon province, six more in Ranong province, followed by four others in Phetchaburi province, seven in Krabi, and one in Prachuap Khiri Khan province. All 861 will be destroyed within 90 days, according to Deputy Prime Minister Gen Chatchai Sarikulya. He added that the government is confident in its recently developed tracking system for fishing vessels, and is focused on the long-term

goal of achieving sustainable fisheries by using technology to hasten the registration process. Thailand was previously issued a yellow card by the European Union (EU) for inadequate monitoring of fishing vessels. When asked about the possibility of the yellow-card status for Thailand being lifted in the near future, EU ambassador Pirkka Tapiola responded that although he cannot predict the outcome of this month’s talks, he can confirm the government’s commitment to fighting IUU with an improved legal framework and methods of fleet management and monitoring. “Very good progress has been made and there is commitment to fleet management and labour rights,” said Mr Tapiola. Thailand Rated Top Spot in ASEAN MICE Market

The Thailand Convention and Exhibition Bureau (TCEB) has reported that Thailand has secured the top spot in the ASEAN MICE industry and has outlined new strategies to step up growth in the sector.

Mr. Boonrod Hanaogart, Director of Irrigation Construction Bureau, has presided over the opening ceremony of dam construction at Pa La-U reservoir, which was initially commissioned by His Majesty King Bhumibol Adulyadej.

Many people in the area participate in the activities that the Royal Irrigation Department provides. The Pa La-U Water Reservoir Project is part of the royal project initiated by His Majesty King Bhumibol Adulyadej to increase water retention and mitigate against water shortages for agriculture and livestock in the Huai-Sat-Yai area. Improving the water retention capacity of Baan Pa La-U Reservoir has the potential to provide more water to the area. Irrigation Huai-Sat-Yai covers a total of

6 villages in the district. The project takes into account the Environmental Impact Assessment Report and environmental impact monitoring maintain the natural resources and environment to develop water resources . The upstream dam construction is to promote the operation of the Royal Irrigation Department, which is responsible for both the supply and development of water resources without neglecting the environment.

Meetings, incentives, conferences and exhibitions (MICE) is a type of tourism in which large groups, usually planned well in advance, are brought together for a particular purpose. At the “Thailand MICE Forum 2018: Redefining Our Industry” event, TCEB Chairperson of the Board Dr. Atchaka Sibunruang delivered the agency’s annual report for 2018. According to the report, Thailand is the leading destination for conferences and exhibitions in ASEAN, but continues to lag behind other countries in Asia. The number of MICE travelers reached 25 million in the third quarter and is expected to hit 38 million by the end of the fiscal year. At the forum, Dr. Atchaka also revealed that the agency has won more than 300 international auctions for MICE events, bringing in an estimated one trillion baht to the country. The chairperson stressed the economic impact of Thailand’s MICE industry. As spending on MICE activities rises, the industry is expected to contribute 1.1

percent growth in national gross domestic product. According to TCEB, in first threequarter of the fiscal year 2018, Thailand has welcomed 25,291,439 MICE travellers generating 154.779 billion baht in revenue to the country. Dr. Atchaka set out strategies to tackle new challenges. According to her, the country should maintain the top position in ASEAN and strive to rank higher in Asia by attracting new customers, expanding venues, and catching up to global trends. Deputy Prime Minister Dr. Somkid Jatusripitak gave a special address, saying Thailand is in the heart of Asia, so TCEB should leverage its regional connectivity to accommodate spiraling MICE travelers and form partnerships. The TCEB has set the strategic plan for 2019. The operation guidelines focus on three significant areas: 1) Generate Income and economic development. 2) Develop MICE industry through innovation. 3) Distribute wealth across all sectors of society. 1,800 Bangkok Vans to be Banned from Road

About 1,800 vans will have to stop taking passengers at the end of this month after being registered for more than 10 years, a transport committee said.

The committee headed by Col Sombat Thanyawan, deputy commander of the Second Cavalry Division, held a meeting on Thursday and reaffirmed its decision to have operators stop using 10-year-old vans. Those who held a valid Lao certificate of marriage could remain in Laos by way of a business visa, investment visa, or tourist visa only. The Ministry of Foreign Affairs has announced a new type of visa, the SP-B3, would be issued from 1 August 2018. After this policy change, the government has

quietly begun issuing a new type of visa upon request to those holding a licensed and registered marriage certificate. The spouse visa is also available to spouses of Lao citizens who have registered their marriage overseas. In order to apply, the foreign marriage certificate must be authorized at the Treaties and Law Department, Ministry of Foreign Affairs. - The Laotian Times

Bangkok’s MRT Given Green Light for Phuket and Chiang Mai Light Rail Bangkok’s subway operator. the MRTA (Mass Rapid Transit Authority) has been given the green light to invest in the proposed Phuket/ Phang Nga and Chiang Mai light rail services. The MRT is also going to run the service when the services are eventually constructed.

Light rail is a collective name for rail transport systems that are somewhere between train, metro and tram: faster than a tram, lighter and cheaper than a train. The Thai government sees light rail as an example of the development of modern transport in the country and wants to speed up the construction. The cabinet has approved some of the basic details of the project that will give the MRTA permission to seek out private investment in the projects and then to operate the services in the three provinces. Current legislation only allowed the MRT to operate in Bangkok and neighbouring provinces. The decision will allow the Authority to operate in other parts of the country. The Phuket/Phang Nga service will eventually link Surat Thani all the way to Chalong Circle on Phuket Circle Underpass. The first phase of the light rail will start at the The Noon station in Phang Nga, cross onto the island, come past the Phuket International Airport, follow Thepkasattri Road, through Phuket Town and then along Chao Fat East to the Chalong Circle – a journey of 42 kilometres. 24 stops are scheduled along the planned route; mostly at road level but at least one will be elevated

and one underground. Construction is slated to begin in 2020 and be ready for passengers by 2023. The second phase will see the light rail service reach all the way from Phang Nga to Surat Thani, linking with the north/south regional train services to Bangkok. In Chiang Mai, a light rail service will link the Chiang Mai Airport with the main city area. The service around the business district is part of efforts to alleviate traffic congestion. A budget for the Phang Nga/ Phuket project has been announced to be nearly 40 billion THB. Suggestions of a similar project to link Pranburi via Hua Hin to Cha-Am, a similar distance of around 50 kilometres have received no official support to date.

Cycling For Charity

Mr. Jeerawat Pramanee, Permanent Secretary has met with the Marketing Manager of Market Village Hua Hin and others to discuss details of a charity bike ride event. The schedule of the event, to be held on November 11th, commences at Market Kaeng Krachan National Park Chief, Mana Permpoon, revealed that a European visitor had accidentally fallen down on a slippery rock, causing the sprain to the right ankle. The affected visitor has was taken to the hospital for treatment. To reduce accidents from occurring in the future, the national park office has

instructed officials to take closer care of visitors, as some trails in the national park may be slippery. More ropes have been placed at walkways to allow visitors to hold while hiking around the waterfall. Pa La-U waterfall is one of the most popular tourist attractions in the area due to its picturesque natural scenery.

Widespread Sale of Wild Animals on Facebook

More than 1,500 wild animals are up for sale on Facebook every month according to the wildlife trade-monitoring network Traffic. The report described wild animals from 200 species advertised in 756 posts in closed groups in 2016. The most popular animal was the slow loris (139), followed by the African spurred-tortoise (115) and the red-whiskered bulbul (33), a local bird used in singing competitions. Other wild animals up for sale were green iguanas, pythons and Asian palm civets.

The slow loris is being traded on Facebook Mr. Bannarak Sermthong, Director of Marine and Coastal Resources Administration, and Colonel Anon Phetchkham, Head of Civil Affairs at Thanarat Camp and municipality staff with local fishermen used fishing boats, and jet skis to help convey the yellow float line along the beach 60 metres away from the shore. The mesh net is to protect the waters from sharks safeguard swimmers, but must not interfere with the habitat of the blue shark.

Reports have indicated that foreign tourists who came to visit and also who check in at Hat Sai Noi and Khao Tao areas are still swimming in the area even with a warning sign “Do not swim in this area”. After the Elephant Ivory Tusk Act was enforced in 2015, banning the trade and ownership of ivory from African elephants, as well as requiring ivory traders and owners to register, 90% of wildlife shops in Bangkok shut down. However, trade online spiked. More than 2,550 ivory items are up for sale on Facebook. “They come as amulets, religious idols and even raw ivory,” Maethinee said. Facebook, Google and other tech giants have joined the fight against wildlife trade online. Facebook is developing a policy that it hopes will cut the trade in illegal wildlife products by 80%, she said. Supreme Council of Thailand has instructed all temples to ban animal abandonment and trade on their premises. Anyone caught trying to do so may receive a maximum fine of 40,000 THB and a jail term of up to four years. Many of the dogs living in temples around Thailand are there because they were dumped there by irresponsible owners. Others are the offspring of animals living nearby that have no owners. The temples have always been a haven where dogs could be safe from being run over on the street or beaten, maimed or killed by irate locals.

Rotary Members attended Nongkhon School to formally handover the new playground they have supported and paid to have completely redeveloped. The ground was previously very hazardous and had been neglected for a long time. The area is now a ‘brain based learning’ playground and a ‘Monkey Library’. Children may now develop their fine and gross motor skills, dexterity and balance by climbing up to the library. As an ongoing project additional stock for the library will follow shortly. Secretary Martin Harrison said “I was great to welcome three visiting members, and especially for them to be able to see the various club reports. I am also pleased that they found out about the club from this web site, and were able to register for the event independently,” Ten members joined the international World Cleanup Day effort with Trash Heroes last month at Sai Noi Beach aimed at reducing waste on the planet. This is a social action program aimed at combating the global solid waste problem, including the problem of marine debris. This year it was held on 15th Septemberi.

“Traveling to individual communities to share in local experiences is a popular tourism trend all around the world right now, with more and more companies and organizations becoming interested,” says deputy governor Noppadon Pakprot. “This increasing corporate desire for experiences in lesser-known areas of Thailand is an excellent sign for local community tourism because of the greater purchasing power and fewer limitations in terms of the seasons to travel. “However, the size and dynamics of each company differ and so do the demands and interests. New Airspace Plan ‘Will Double Flights’

Thailand’s airspace capacity will double from one million to two million flights per year if it successfully introduces a new one-way aircraft route plan in three years’ time, the new Aeronautical Radio of Thailand Ltd (Aerothai) president Somnuk Rongthong says. Speaking to the media, he said Thailand has been using several overlapping lanes in its airspace, which means flights going in opposite directions have to share airspace simultaneously by travelling at different altitudes. This has led to numerous delays because each plane has to wait for the previous aircraft to pass to a safe distance first.

“What is needed is a new one-way route system, similar to a regional superhighway, where each one-way route is separated into general directions for easier management,” Mr Somnuk said. “Combined with better coordination among all parties, flights will pass by more efficiently.” He said this planned system would involve planes travelling to Thailand’s

regions -- such as the North or Northeast -- using a single, large one-way route, and branching off the main route to their specific destinations. “Instead of having one lane in airspace for flights going in both directions, there should be one general lane for each direction,” he said. “Airlines will welcome such a system once it is approved, since they are regularly fined for leaving airports late or arriving at airports off-schedule.” Accordingly, the country’s airspace is in urgent need of reorganisation, following continuous delays in flight departure and arrival times combined with higher tourist numbers every year. Mr Somnuk said Thailand currently handles around one million flights per year.

According to Aerothai the country sees an average of 2,600 flights per day, including domestic, international, and flights which pass through Thai airspace. “With our present airspace management system, we are barely able to handle the one million flights annually we currently do,” he said. “Countries like Britain and Germany, which have far less airspace than we do, are able to comfortably handle up to three million flights a year on average, so we know a higher capacity is definitely possible on our part.” He said airspace is currently shared between airlines and the air force, the latter’s airspace can only be accessed by commercial planes for special reasons. The Smartflower is an all-in-one ground mounted solar system with a tracker that follows the sun. However, it doesn’t look like the usual solar panels you have seen.

The Smartflower’s name comes from its design – the solar cells are arranged on individual “petals” that open at the beginning of each day. After the sun goes down, the Smartflower’s petals fold up and a self-cleaning process kicks in. Remarks: Items 1 & 2 describe where the Work Permit laws remain unchanged. Item 3 describes changes to ease requirements for foreign workers who no longer have to apply for a new Work Permit when working for the same employer, but wanting to change either the location or job description. With regard to amendments to the list of 39 Occupations Forbidden to Foreigners, it is only in the planning stage and not yet effective.

Amendments to Work Permit Laws The latest amendments of the Non-Thai Working Management followed a Royal Decree issued on 24th March 2561 (2018). Later there were discussions amongst foreigners and some media outlets about changes to the Law in relation to Work Permits.

It has been suggested that these amendments were to the benefit to foreign workers who have a Work Permit as they can now work in any field, anywhere in the country for any employer, as long as the work being carried out is not on the list of Occupations Forbidden to Foreigners. There was also a rumour that the Government had amended the list of Occupations Forbidden to Foreigners by removing 12 Occupations from the list. These reports contain some misunder-standings: 1. In case of a foreign worker who wants to change the employer, his or her Work Permit will terminate and they will need to apply for a new Work Permit with the new employer. 2. In case of a foreign worker who wants to be employed by two employers simultaneously, the current employer needs to give consent and the foreign employee needs to inform the Labour Department and ask for the new employer to be attached to the existing Work Permit. 3. In case a foreign worker who has changed the work place / job description or position with the same employer, the foreign worker has no need to apply for a new Work Permit, as long as the work being carried out is not on the List of Occupations Forbidden to Foreigners.

335 A Slower but Steady Growth in the Cha-Am, Hua Hin & Pranburi Residential Market Many developers have now decided to postpone launching new projects in our region during a market slowdown and are focusing on selling their unsold units.

The Cha Am, Hua Hin and Pranburi residential markets showed lower growth in the first half of 2018, a trend that is predicted to continue in 2018; because of this, developers need to wait until more unsold units in the market are absorbed.

Residential prices in the Cha Am, Hua Hin, and Pranburi for the first half of 2018 were similar to the second half of 2017. Condominium markets grew rapidly in 2011–2012, launching more than 9,000 new units per year, but then decreased from 2013 onwards. Nevertheless, many unsold units still remain available in the market. Many developers are trying to attract more buyers during the market slowdown, so they are keeping the selling prices similar to 2017 or increasing by only a few percentage points in some projects. In addition, many developers also launched marketing campaigns or special discounts for some of their unsold units that are still available. Developers still have not dramatically increased their housing and condominium prices in 2018, due to the market slowdown and the high number of unsold units in the area. The most popular houses have unchanged prices with more than 80% of all housing projects located in the Hua Hin Inland area. Approximately 65% of new housing developments are in this area, especially the Hin Lek Fai and Tab Tai sub districts.

The Cha Am area has shown a significantly higher number of condominium units being undertaken due to some large-scale projects. As the Hua Hin coastal area has been popular for more than 20 years, many residential projects, hotels, resorts and other projects were built in the area. As a result, fewer land plots are left, with the number of condominium units much lower than Cha-Am. In addition, many condominium projects on the Hua Hin coast are small projects with fewer than 300 units in total. Although the main buyers in the Cha Am, Hua Hin and Pranburi areas are Thais looking to buy a condominium or house as a second home, foreigners also are buying, but smaller in number in the past few years.

A condominium with two buildings of 20 floors under construction in Cha-Am Most are looking for small detached houses in the Hua Hin inland area with a price not over 5 million THB and some are staying in beachfront condominium projects that were completed more than 10 years ago due to the lower prices. Most foreigners are retired and have decided to live in Thailand because of the lower cost of living, the convenience, safety and the international hospitals in the area. The Hua Hin Inland area remains the main location for housing projects; although far from the beach, lower land prices is a positive factor for housing development All beachside cities around Thailand are facing tough times due to economic slowdown, directly affecting Thai people’s purchasing power and confidence. Houses and condominium units in beachside cities are not the first priority for many buyers, because these properties are typically bought as weekend or second homes. Therefore the property market in all beachside cities is growing more slowly during the past few months. Despite Thailand showing a trend of economic improvement, developers are still not confident in Thai’s long-term purchasing power. However private large-scale projects in Cha-Am, Hua Hin and Pranburi seems set to continue due to infrastructure developments such as water parks, shopping malls and projects by the government, such as the Bangkok–Hua Hin high-speed train and the new ferry pier for services on the Pattaya–Pranburi route. “They tried to make me go to rehab but I said, no, no, no!” So sang Amy Winehouse who sadly died of alcohol poisoning on 23rd July 2011, at the age of 27. The award winning song “Rehab” was written by her after refusing to attend alcohol rehabilitation following encouragement from her management team. Long before health care professionals become involved, friends, family or coworkers can often recognise the signs of alcohol addiction. They may try to talk about the problem and encourage the afflicted person to seek help, but all too often denial comes into play. Denial itself is a warning sign of alcoholism. A person whose drinking is compulsive simply cannot see or refuses to admit that alcohol use has become a problem. Thailand’s Deputy Prime Minister Chatchai Sarikulya has talked about the country’s commitment to making its fishing industry globally competitive and both sustainable and free of illegal, unreported, and unregulated (IUU) activity.

Thailand’s Deputy Prime Minister Chatchai Sarikulya Question How far along is Thailand on the road to achieving its ambitions for sustainable, IUU-free fisheries? Answer Over the last three years, Thailand and the European Union have been working intensively together to address illegal, unreported and unregulated fishing in Thailand. With this fruitful cooperation, in which the EU has shown real commitment to helping Thailand solve many difficult challenges, we are much farther ahead on the road to becoming IUU-free and achieving our sustainability goal. With more cooperation and continued hard work we are confident that we can achieve our goals and have a globally competitive, and recognized, fisheries industry. Question How important is the fisheries industry for Thailand? Answer Our fisheries industry is a key national sector and one that we will continue to invest in.

We are the world’s third biggest seafood and fisheries exporter, and we have over 2 million people employed in our domestic fisheries industry spanning the entire 3,219 kilometers of our coastline. These jobs, many of which are found in rural areas of our country, are vitally important for us. Simply put, our fisheries industry is a key national sector and one that we will continue to invest in. Question Can you give us examples of the reforms Thailand has had to make to meet its goals? Answer The basis for our reforms is a new Fisheries Law that was passed in 2016 this was the start of our journey. Since then, and from this new legal basis, we have set up and operationalized a new monitoring, control and surveillance system with a fullytrained team of inspectors. We have also developed new inspections and patrols at port and at sea and implemented robust labor monitoring mechanisms to protect against child labor, forced labor and human trafficking.

In addition, we have put into place rigorous law enforcement and deterrent sanctions; signed and joined several key international fisheries agreements; and, finally, deployed a new enhanced traceability system for the whole fisheries supply chain. Answer We remain steadfast in our ambition to make Thailand IUU-free and recognize that much hard work lies ahead

to both attain and retain this status. Through the efforts and progress of the last few years, supported by the EU, we see that it is possible to comply with all international laws and standards. We also see that that is only the first part of the challenge: We still need to safeguard that compliance and continue the fight against IUU fishing with the EU, our regional partners and the international community. 40 12 About the Rules – The Pros Getting It Wrong

Having hooked his tee shot on the par 5 15th hole, during the first round of the 2016 RBC Heritage, Camilo Villegas found his ball buried in some pine straw near to the base of a tree. In his opinion, his ball was embedded entitling him to free relief.

Presumably, there was a Local Rule permitting relief for a ball that was embedded through the green, which I understand is standard for all US PGA tour events. Fortunately, he called an official, just to be sure. The official ruled that Villegas’ ball was not embedded, as it did not break the earth and was merely buried in loose pine straw. Villegas clearly did not like this ruling and asked for a second opinion from another official. Surprise, surprise, the second official agreed with the ruling of the first official and Villegas was forced to play the ball as it lay. 25-2/0.5 clarifies when a ball is embedded in ground. The Rule only permits relief from a closely mown area through the

green. A Local Rule in Appendix l, states that a player may not take relief if the ball is embedded in sand in an area that is not closely-mown. A ball is deemed to be embedded in the ground only if: • The impact of the ball landing has created a pitch-mark in the ground, • The ball is in its own pitch-mark, and • Part of the ball is below the level of the ground. Provided that these three requirements are met, a ball does not necessarily have to touch the soil to be considered embedded (grass, loose impediments or the like may intervene between the ball and the soil).

Englishman Justin Rose Becomes World Number One Justin Rose has won nine times on the PGA Tour, including one major, the 2013 US Open. The 38-yearold is also the Olympic gold medallist from Rio 2016.

Rose became world number last month when he finished second at the BMW Championship where he lost a playoff with American Keegan Bradley in suburban Philadelphia. The disappointment of not winning the tournament was eased by Rose’s rise to the top of the rankings for the first time, where he surpassed American Dustin Johnson. 14 42 Golf’s News Rules for 2019 Revealed

Golf’s new Rules were published on 12th September by The R&A and the USGA before coming into effect on 1 January 2019. The Official Guide to the Rules of Golf is available on websites and apps, with a printed version being released in November.

Hua Hin Today will feature important changes for golfers over coming months. An important new Local Rule is considered in this edition.

An Alternative to Stroke and Distance for a Ball that is Lost or Out of Bounds

Significant issues with pace of play can result from players needing to take stroke-and-distance relief for a ball that is out of bounds or cannot be found when a provisional ball has not been played. The purpose of this new Local Rule is to allow a Committee to provide an extra relief option so that a player may play on without returning to the location of the previous stroke. The Local Rule may be adopted from 1st January 2019. This Local Rule is not intended for higher levels of play, such as professional or elite amateur level competitions. The option allows the player to drop in a large area between the point where the ball is estimated to have come to rest or gone out of bounds and the edge of the fairway that is not nearer the hole. The player gets two penalty strokes when using this relief option, so that the relief is comparable to what could have been achieved if the player had taken stroke-and-distance relief. The recommended Local Rule would state: When a player’s ball cannot be found or is known or virtually certain to be out of bounds, the player may proceed as follows rather than proceeding under stroke and distance. For two penalty strokes, the player may take relief by dropping the original ball or a substituted ball in this relief area (see Rule 14.3):

Two Estimated Reference Points:

A. Ball Reference Point: The point where the original ball (see position A in the diagram above) Is estimated to have come to rest on the course, or Last crossed the edge of the course boundary to go out of bounds. B. Fairway Reference Point: (see position B in the diagram above) The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer the hole than the ball reference point. For purposes of this Local Rule, “fairway” means any area of grass in the general area that is cut to fairway height or less.

Size of Relief Area Based on Reference Points: Anywhere between: A line from the hole through the ball reference point (or within two club-lengths to the outside of that line), and a line from the hole through the fairway reference point (or within two club-lengths to the outside of that line).

But with these limits: Must be in the general area, and

must not be nearer the hole than the ball reference point.

The player may not use this option when: The ball is known or virtually certain to have come to rest in a penalty area, or The player has played another ball provisionally under penalty of stroke and distance (see Rule 18.3).” Another Relevant Rule Change

Proposed change last year would have allowed a player to drop from any height but this has now been altered. Golfers will now drop from knee height when taking relief. MotoGP Fires Up at Buriram This Month

After passing emerging from the dry season, extensive rains have triggered the return of lotus flowers in the wetlands of Sam Roi Yot. The blooms began to appear in mid-September however boating is still prohibited. Visitors are welcome after paying a usual fee, but villagers who conduct boat tours must wait until the lotus flowers are fully recovered before that eagerly awaited activity can resume with announcements to be made at the earliest opportunity. Last year lotus blooms reappeared after an absence of ten years after park employees had worked hard to restore their presence in the area. Lotuses are sacred in Thai culture and the lotus blooms at the Sam Roi Yot wetlands are renowned for the displays of vivid colour as a major tourist attraction. Ongoing restoration efforts are intended to ensure that the lotus blooms remain as an annual attraction for many years to come. The Chef’s Favorite Menu Item to Impress Your Dinner Guests

Preparation of the frog legs Cut the ends of the frog legs a few millimetres from the small end that corresponds to the feet of the frogs. Remove the 2 lower muscles of each thigh to keep only the upper muscle. The thighs now look like small hams. Season the hamlets with fine salt and freshly ground pepper, then flour. Duck fat and butter are heated in a frying pan. When this becomes hazelnut in colour, add the frogs’ legs and cook for 3 minutes on the one side, then 1 minute on the other side. To Plate As the frog legs are cooked, season the garlic puree and the parsley juice. Coat the bottom of the plates with the parsley juice and place a bowl of garlic puree in the centre, place the frog legs around the edge of the plate.

Preparation of garlic puree Bleach (fast dipping: 1 minutes) the garlic pods with their skin in boiling water, three times in a row, changing the water each time. The skin is removed from each pod and bleached again to cook the garlic to remove the bitterness. We drain well and we go to the mixer to make a purée with a little milk, seasoned and kept warm. Preparation of parsley Juice Wash and drain the parsley. Cook it in water and salt for 4 to 5 minutes. Cool in cold water, drain and mixnce as finely as possible to make a purée. Water is gradually added to obtain the consistency of a slurry. Season and then keep warm.

A tip to make the dish special: Generally this dish is bathed in butter and the taste of garlic diminished. Removing the butter from this recipe and the result is amazing, both in taste and lightness!
