THAILAND’S OCTOBER REOPENING TO FOREIGN TOURISTS

O

n Monday 27th September the reopening of Hua Hin to vaccinated foreign tourists was confirmed for Nov 1st, it had originally been planned for October 1st. Hua Hin city and Nong Kae district will be one of nine regions, including Bangkok, Chiang Mai, Phang Nga, Krabi, Pattaya, and neighbouring Cha-am, to reopen on Nov 1st, the Centre for Covid-19 Situation Administration, CCSA , announced. Thailand will also scrap its mandatory hotel room quarantine for all vaccinated foreign tourists from November 1st, instead, vaccinated tourists will be able to roam freely in designated areas, rather than being confined to a hotel room. The designated area in Hua Hin includes two whole districts, Hua Hin and Nong Kae, which measures more than 80 square kilometres and covers approximately from Hua Hin Airport to Khao Tao. In Phetchaburi, vaccinated foreign tourists will be able to move freely throughout all of Cha Am district, while in Chonburi, vaccinated tourists will be allowed to visit Pattaya, Bang Lamung, Jomtien and Bang Sare. Meanwhile, hotel quarantine will also be reduced for visitors arriving from Oct 1st, the CCSA halving it to seven days for vaccinated arrivals, and cutting it to 10 days for those not inoculated. The CCSA also announced easing of restrictions in all 29 dark red’ provinces, which includes Prachuap Khiri Khan and Phetchaburi. From October 1st, the curfew in dark red provinces will be reduced by one hour to 10pm- am and restaurants will be permitted to remain open until 9pm, and play live music, but alcohol remains prohibited. Other venues, such as spas, libraries, cinemas, indoor sports venues and nail salons will also be allowed to reopen from Oct 1st. The tourism operators in Hua Hin district have agreed with the governments decision to postpone the opening from October 1st to November 1st, whilst the province increase their vaccination rollout and the infection numbers continue to drop as the virus is brought under more control. In the meantime, Hua Hin is seeing more Thai tourists coming to the city during the holidays and the district health body is working to improve standards for public taxis in preparation for the full opening of the city. Most private operators seem to be in agreement with the delay too, they want to see the 70% vaccination threshold reached in the area first. In the country overall the number of infections is still high and not stable, and within Hua Hin district itself, even though the number of vaccinations is on target infections have continued. Mr. Sirisak Sirimangkala, Deputy overnor of Prachuap Khiri Khan province, held a meeting of the working groups to prepare for the tourism pilot in order to monitor the progress of

the team work within the groups. These included the vaccine distribution plans, urban development plans to support smart cities, marketing plans, committees of an incident response and risk management plan in the event of an increased number of infections, the local understanding knowledge team, and the Standard Action Plan working group, all of them are expected to be completed by October 15th. And also, key stakeholders met on Tuesday Sept 2 th to discuss details regarding the November 1st reopening of Hua Hin. The meeting which was chaired by Mr. Isara Satanaset, Prachuap Khiri Khan Director of the Tourism Authority of Thailand, the meeting aimed to discuss drafting the guidelines, or rather Standard Operating Procedures, SOP , for welcoming foreign tourists next month. The draft SOP centres around five factors -Ensuring venues meet SHA standards -Having a city wide monitoring system, CCT , operating throughout -Establishing a marketing and communication plan -Establishing a command centre, with the Mor Prom Thai Chana apps used to monitor tourists in real time -Communicating the reopening to locals in Hua Hin Tourists will be required to travel from Suvarnabhumi to Hua Hin on specially chartered buses which will also need to have met the SHA safety standards. If there are too few tourists to warrant using a bus, then other vehicles such as cars may be used instead. Whichever vehicle type is used, the journey from Suvarnabhumi airport to Hua Hin will form part of a so-called sealed route’. Mr. Kittipong Siriphetkasem, ice President of Hua Hin-Cha-am Tourism Business Association added that the Hua Hin Car Company Limited has already applied for the SHA standards. If approved, then cars rather than buses may be more convenient for tourists to travel between Suvarnabhumi and Hua Hin. The issue was then raised regarding toilet stops for passengers, one solution put forward was to establish a stop along the sealed route, which would also need to pass the SHA safety standards. Under the November 1st reopening plans, tourists are not required to quarantine in a hotel room but they are restricted in terms of where they can travel to in Hua Hin. Under the plans, vaccinated tourists can travel freely within Hua Hin and Nong Kae districts within the first seven days of their arrival, after that, providing they test negative for Covid-19, they can travel elsewhere in Thailand. However, the issue was raised that three of the areas leading golf courses namely Banyan, Black Mountain and Springfield, are located outside Hua Hin and Nong Kae districts, therefore a proposal was put forward to establish local sealed routes’ to each of the golf courses, in which visitors could be safely transported to and from the golf course from their hotels. The final draft of the SOP then needs to be approved by Centre for Covid-19 Situation Administration, CCSA , prior to it being implemented.

have an opinion that Covid-19 has similarities to World War II which so badly affected our world. The big difference lies in the fact that the war occurred out of hatred, racial and ethnic choices, and in disagreements and conflicts with each other, but Covid doesn’t make those choices, it can destroy all races without loathing and based on love. Covid has caused the loss of our social relationships, and emotional attachments have also evolved as a vital social impact due to this pandemic. It starts with the economic issues, social impacts which are regularly getting impacted owing to the ongoing epidemic, the pandemic has strongly affected the jobs, businesses, transportation, travel, and other sectors which ultimately influence the social-economic balance of our society, those small local business personnel are the most affected but we all have the same destiny. We have been suffering in trying to survive during the last year and also this year, and we hope that in the coming future we will see a better economic situation and also a better life for all of us. With the planned reopening Hua Hin city will see not only new beginnings but also fresh initiatives and expectations, and so it seems appropriate to include all of our hope to be able to have a lifestyle similar, or maybe better than before. We have seen active cooperation in both the public and private sectors under the name of ‘Hua Hin Recharge’. Even though our dreams have been extinguished a bit because we can’t open to welcome international markets yet this month, it’s not all bad as Hua Hin is very popular amongst the wealthy Thai tourists that are regular weekend visitors and now many have made Hua Hin their second home. The private sector doesn’t stand still and there has been continuous development; Bluport shopping center has opened a One stop government centre to provide convenience to people who, from now on do not have to drive far to the city of Prachuap to do only one piece of paper. There is news that up to 7 airlines will commence services at Hua Hin Airport, this has raised business hopes even though the facts are still hazy. In addition, Hua Hin has also received attention from large companies, ‘B-Concept’ are interested in organising events throughout the year by using Hua Hin Airport as an event hub under the banner, Event Hub Airport Hua Hin’, the first event will be held this coming November and will definitely make Hua Hin city gain more attention from both Thai and foreign tourists. I’m pleased to hear that Hua Hin has new initiatives of this kind, international events like this will make Hua Hin more known and will bring abundance to entrepreneurs in all sectors. I truthfully hope that the future of Hua Hin is exciting and interesting, and that you will en oy and benefit from this new B-Concept idea least as much Hua Hin has in the past.

Staying in SHA+ hotel and other rules are quite ok. and known, but how is the transfer from Suvarnabhumi to Hua Hin? Should the taxi company have SHA or SHA certification or is it enough, that the drivers of the company are fully vaccinated? Thank you for the answer in advance. 94 DRINKING WATER COMPANIES PASSED FDA STANDARDS

W

ith the idea of assessing the quality of ice and drinking water, Prachuap Khiri Khan Provincial Public Health Office organised an activity to collect samples across the province. They collected samples of both ice and water from all manufacturers that volunteered to be part of the project, and sent those samples away to be assessed for microbial quality at The Medical Science Centre 5 in Samut Songkhran. The results of the survey revealed that 94 of the providers tested passed the required standard for human consumption. The public health department of Hua Hin Municipality therefore would like to publicise the results to consumers to enable them to feel more confident about where they can purchase clean water. NEW ONE STOP GOVT SERVICE CENTRE, INCLUDING IMMIGRATION, TO OPEN AT BLUPORT

A

new one-stop government service centre at Bluport Resort Mall in Hua Hin, it has been opened on last September. The new service centre will also include an Immigration office, with the existing Immigration office moving from its current location to a new unit in the basement. According to Hua Hin Municipality, the provincial administration has oined with Bluport Hua Hin Resort Mall and relevant government agencies in the province to establish a Government Centre of Prachuap Khiri Khan Province for people in Hua Hin. The new centre will make it easier for people in Hua Hin to contact and receive comprehensive government services in one easily accessible location.

THE NEW CENTRE WILL CONSIST OF SEVEN SERVICES: -Prachuap Provincial Transport Office, which will provide services for car tax payment. -Hua Hin Municipality Office which will provide services including land and building tax collection, tax payment, water bill payment, complain unit and legal counselling which will provide counselling on child welfare, families, the elderly, the socially disadvantaged and the homeless. -Prachuap Province Labor Office, Prachuap Province Labor Protection and Welfare Office and Prachuap Province Social Security Office will be provide information services on labor, advice on unemployment registration, advice on ob registration, accepting requests for compensation fund benefits in all cases, counter service for apply insurers under Section 9 and 0, verifying unpaid contributions of the insured, giving basic advice on legal labor protection and receiving complaints about general labor. -Administrative divisions of Hua Hin District to provide civil registration services. -The Revenue Office in Prachuap Province that provides online filing services, tax law consulting services, tax document receiving services, AT registration services, and public relations for electronic services of the Revenue Department. -Immigration in Prachuap Province by providing services for requesting for a short-term stay, Re-Entry but not for a re-enter the Kingdom , Notification of staying in Thailand for 90 days, and notifying foreigners to report on residence and stay TM 0 . -The post office that will provide services for the delivery of various postal items such as letters, parcels, financial services such as sending money orders postal bills of exchange, etc. The government service center of Prachuap Khiri Khan at Bluport Hua Hin Resort Mall will be located on the B floor of the shopping center and will open daily from 10.00 1 .00 hrs., except for public holidays and will available from 1 September onwards.

HUA HIN TODAY is one of the 5 regions that has been designated as a pilot city. Therefore, Hua Hin municipality would like to survey whether all operators on Hua Hin Beach are fully vaccinated. It also emphasises entrepreneurs to strictly adhere to HDC measures because vaccination cannot 100 prevent infection or spread, but can help reduce the severity of the disease. In addition, entrepreneurs have been asked to cooperate to help maintain cleanliness, and be a good host ready to welcome tourists. And in the restaurant section, the price of each type of food should be clearly displayed in order to avoid the disappointment and anger of consumers.

VACCINATION STATUS OF BEACH MERCHANTS CHECKED IN READINESS FOR REOPENING Hua Hin municipality headed by Ms. Busaba Choksuchart, Deputy Mayor of Hua Hin, along with relevant officials working with the Department of Public Health and Environment, visited Hua Hin beach to meet with beach merchants and horse business rentals to survey the numbers of those who have been vaccinated against the spread of Covid-19. Accompanied by members from the municipal peacekeeping and disaster prevention and mitigation unit, they were there to reassure tourists and to prepare for the opening of the city to international tourists that will hopefully happen in the near future. Hua Hin municipality has arranged for shots of the Sinopharm vaccine to be allocated to the local population and entrepreneurs in the municipal area as a group immunisation, this is one of the main conditions for the plan for opening the city centre area under the Hua Hin Recharge pro ect. PREGNANT WOMEN - CAMPAIGN TO GET 100,000 VACCINATED IN ONE MONTH

he Ministry of Public Health has accelerated its campaign to vaccinate pregnant women against Covid-19 with a specific campaign to target them. The target is to vaccinate 100,000 such women during the period September 1 th - October 1 th. Pregnant women are considered to be a high risk grouping, therefore they should be vaccinated with the most comprehensive protection against the virus in order to avoid serious illness and reduce deaths. In the past, pregnant women had a mortality rate of 2 among the number of women infected with Covid-19. There are currently around 500,000 pregnant women with over three months gestational age in Thailand, of those only , 5 have been vaccinated. With this in mind the Ministry of Public Health has called on women whose pregnancy is beyond the12 week point to contact the nearest health care facility to receive their Covid-19 vaccination without prior registration as soon as possible.

ast month at the Hua Hin branch of The Red Cross, Prachuap Khiri Khan province, Mr. Prayong Chanteng and his wife Supang, delivered a 12-seater passenger van to be used for the activities of the Red Cross. The committee of the local branch were in attendance to gratefully receive the vehicle from the couple, Supang was the president when they both retired on October 1st. The value of this Toyota van with its interior refurbishment is THB 1.5 million which was raised by events on behalf the The Red Cross over the last year, it will surely be a great asset for their valuable community services for many years in the future. As for Mr. Prayong, since his retirement he is actively involved as a consultant for the 7 airlines that are planning to step up operations at Hua Hin airport in the near future once reopening is possible, plans are well advanced to operate across ASEAN and within Thailand and even regions within a four hour fly one.

MOTHER STILL SEEKING JUSTICE FOR HER SON AFTER 7 YEARS

year old Mrs Jaree Chinphong, a pork butcher at Hua Hin fresh market, is complaining that her son still hasn’t received ustice more than 7 years after he was seriously injured after being arrested by Hua Hin police for drug trafficking in anuary 2015. She has filed a complaint with Mr Decha’, who is a famed lawyer. Mr Danthai Chinphong, or oe, is now 1 years old, he was arrested by a police task force and placed into a car for more extensive searches to be carried out while further searches for evidence took place at his house in Hua Hin. Two hours later oe’s mother was notified by police that her son had jumped out of the car but that the police were able to recapture him, but her son had been injured and had to be taken to Hua Hin Hospital and

urgently needed surgery due to brain swelling. Mrs Jaree Chinphong is not convinced by the police account because when her son was brought to the house he was handcuffed in the car with police sitting on both sides of him. Over the past 7 years, the mother has been to complain to many agencies including the Royal Thai Army 15th at Damrongtham Centre, the office of Public Sector Anti-Corruption, and the Royal Thai Police, asking for help to inspect the police operation on that day, but so far nothing has progressed. The mother herself has had to bear the expense of THB 50,000- 0,000 for the care of her son who will be disabled for the rest of his life. She admits to her sons involvement in the drug trade and accepts his arrest for such illegal activity but surely such an outcome is an excessive response and result for his crime. Since that terrible day more than years ago, 2 police officers from the arrest team have been to visit and talk to her in an attempt to clear the problem. She is requesting financial compensation to assist her with the care of her grandchildren, oe’s kids, but no such recompense has yet been forthcoming. There is also the financial burden of her sons care, medicine, carers and equipment is vital for his wellbeing. She is again hoping that the Royal Thai Police will take a fair look at the events of that day, and recognise that the actions of their officers were not commensurate with the crime that had occurred. She is getting older each day and is becoming more afraid of what will become of her son and grandchildren in the future. Pol Col Paitoon Promkeian, the Superintendent of Hua Hin Police Station, said that the incident happened before he was appointed in 2019, so he doesn’t know the truth about it. But he has asked the arrest team at Hua Hin Police Station to report to him the facts of what occurred that night and he will investigate how oe’s in uries had come to be inflicted. He will check their accounts with the documents preserved in police records and consider whether any further action is required. Pol Col Paitoon has reported to Major General Wanchai Thanatham, Commander of the Provincial Police in Prachuap Khiri of his planned action.

SUMMARY OF SEPTEMBER COVID-19 SITUATION REPORT; PRACHUAP KHIRI KHAN

ccording to the latest data released on September 0th, Prachuap province has accumulated a total of 10, 0 positive cases and 5 deaths, elderly people accounted for .5 of deaths and those with underlying diseases accounted for 2 . Of the 10, 0 cumulative total cases in the province, 1,0 are currently receiving treatment in hospital or are staying in quarantine, while a total of 10,01 have made a full recovery and have already been discharged. Health officials reported a total of 5, 9 vaccine doses have been administered in the province, of those, 2 ,0 2.0 people have received first dose, and 200,055 people have received second doses , while , people have received third doses, of which 9, 0 are aged 0 and over, 5 . 1 . 2 , 2 people with Chronic Diseases have received the first dose of vaccination, 55.22 . The whole Hua Hin area has had 0,2 9 people who have received the first dose of vaccine, . 5 , 5,2 1 people have received the second dose, 2.0 and 2, people have received the third dose. The clusters that must be closely monitored are as follows: - Prachuap Khiri khan Prison which has accumulated 551 patients. - Shrimp Farm in Kui Buri, which has a cumulative total of cases. - Canned fruit industrial factory at Kuiburi which has accumulated 90 patients. - Baan Isara Restaurant in Hua Hin which has accumulated 1 cases. - Military Sergeant School, which has found 1 cumulative total cases. - Ice plant in Pran Buri which has accumulated 51 patients. - Ocean liner business which has accumulated 1 patients - New cluster at Huai Sat ai, which has found 1 cumulative total cases. Public Health has also informed that the province still has 2,151 tablets of favipiravir in its inventory. In the new wave of outbreaks since April, the death toll has tended to be higher. The risk factors data for those infected that later died, found of them contracted through contact with relatives family members, 1 has physical contact with friends at work, and 1 traveled to high-risk areas. 49 of the deaths had congenital disease and were not vaccinated.

ublic health and tourism officials have launched a new project aimed at boosting health and safety standards in taxi and tuk tuks in Hua Hin and Cha Am. Officials from the Hua Hin Cha-Am Tourism Business Association and the Provincial Public Health organised training for public transport operators by establishing SHA standards before the opening of the region to foreign tourists. The training provides drivers with knowledge on safety standards and vehicle hygiene aimed at limiting the spread of CO ID-19, said Mr. anewit Phlisak, Public Health Assistant, Hua Hin District. Mr. Janewit said that drivers will be able to earn an SHA and SHA PLUS certification for their vehicles. The certification will be available to taxi and tuk tuk drivers in the Hua Hin and Cha Am area.

Some of the measures which will be introduced to vehicles include temperature checks, while face masks and alcohol gel must be made available for passengers. Passengers will also need to check in using the Thai Chana Application. In addition, the driver must ensure the inside of the vehicle is cleaned after service, while an online payment option must be available to customers in order to reduce the use of cash. At the announcement of the introduction of the new safety measures, officials revealed the extent in which the pandemic had decimated the local taxi business in Hua Hin. It was revealed that there are 0 fewer taxis and tuk tuks operating in Hua Hin since the start of the pandemic. Previously, there were approximately 00 registered taxis in Hua Hin district, however only a fraction of those are now operating, officials said.

KING CHULALONGKORN DAY

October each year is a national holiday in Thailand as it marks ‘King Chulalongkorn Day’, better known in Thai as Wan Piyamahara Day’. It is the memorial day of the passing of King Chulalongkorn, otherwise known as King Rama , King Chulalongkorn is the fifth monarch of Siam under the House of Chakri. He is the son of King Mongkut and the grandfather of the last King of Thailand, His Ma esty King Bhumibol Adulyade . Born on September 20th 1 5 , King Rama ascended the throne in 1 at the age of only 15, he passed away on October 2 rd 1910 at the age of 5 , he had ruled what was then Siam, for 2 years. King Chulalongkorn led several ma or reforms in Thailand, especially in the areas of the Thai educational system, military affairs, State Railway of Thailand and effected the Slave Liberation Act without bloodshed in Thailand. King Chulalongkorn had studied various branches of arts and sciences such as royal traditions, public administration, archaeology, pali, English, military science, wrestling, weapon use, and engineering. Moreover, he paid state visits to Singapore and Java twice and India once, these were not pleasure tours but an observation of the political systems and administration of the European Imperialists who came to govern the colonies in South, and Southeast Asia. Subsequently he brought back new knowledge and technology to apply to Thai government, and traditions such as uniform, haircuts, and audience to the king were changed to match the Western style. He was coronated on October 1 th 1 announcing absolute Kingship to the people of Siam and the world. King Chulalongkorn is considered one of the greatest kings of Thailand, his reign from 1 to 1910 was characterised by extensive social and economic development, including the abolition of slavery and corvee’, state labour service . He is also famed for his ardent Thai nationalism, and for his skill in fending off the threat of European colonialism. Despite the fact that large tracts of Siam were ceded to the Europeans during the period, King Chulalongkorn managed to prevent Thailand from being colonised by extending friendship and travelling extensively to Western countries like America, reat Britain, France and Russia, as a result Thailand remains as the only country in Southeast Asia to have never been colonised. King Chulalongkorn was the first Thai King to send the Royal Princes to be educated in Europe, and radical writers had their works published for the first time, works that were previously banned were allowed to be read by the public once again. King Chulalongkorn was perhaps best known for his abolition of slavery, the Slave Abolition Act made him beloved by all the people of Thailand. In 1900 the Employment Act stated that all workers should be paid and all the freed slaves in Thailand would not become unemployed. In the beginning of his reign, more than of the Thai population were slaves due to the endless continuity of offspring slaves’, they were born slaves, and would be so for the rest of their lives. Traditionally children of slaves always became slaves. In this time a boy’s price was 1 Tamluengs and a girl’s price was 12 Tamluengs, the price could not be reduced from birth to the age of 0. The price of a male slave who was 100 years old was 1 Tamlueng. Frankly speaking, a slave who could not pay money to withdraw himself from slavery became a slave throughout their entire rd

life. The Royal Act was issued by King Chulalongkorn on August 21st 1 , its effect covered the starting point from the first year of the King’s coronation meaning the child of a slave who was born in the year 1 had the right to reduce the price each year. The Act fixed the price of slave boys as Tamluengs and Slave girls as Tamluengs. All Children who were born in the year 1 became free when they were 21 years old. In 1905, the Slave Act R.E. 12 ’, prohibited the forcing of offspring to become slaves and slave-trading became a crime. For all slaves, the masters had to reduce their prices by 1 baht per month until they were debt free. The King also modernised government and streamlined the administration of the country by dividing it into provinces and districts. He replaced the traditional lunar calendar with the Western calendar. Siam was a Buddhist country but he made it clear that other religions, including Islam and Christianity , should have the freedom to practise without fear of persecution. Communications in the country were improved greatly with the introduction of postal services and the telegraph, and the construction of Thailand’s first railway was completed from Bangkok to Ayutthaya . Furthermore the King reformed administrative systems into Ministry, Department, Division and Section respectively, position classification was also modernised. Many Thais pay their respect to the great monarch by placing wreaths at the Equestrian Statue in the Royal Pla a, Dusit District, on this public holiday. Much of this part of Bangkok was originally built during the reign of King Chulalongkorn and bears the architectural mix of Thai and European styles characteristic of the era. The National Day of the People’s Republic of China is a public holiday celebrated annually on 1st October as the national day of the People’s Republic of China, commemorating the formal proclamation of the establishment of the People’s Republic of China on 1st October 19 9. The Chinese Communist Party victory in the Chinese Civil War resulted in the Kuomintang retreat to Taiwan and the Chinese Communist Revolution whereby the People’s Republic of China replaced the Republic of China. Although it is observed on 1 October, another six days are normally added to the official holiday in lieu of the two weekend breaks around 1st October, making it a de facto public holiday comprising seven consecutive days also known as olden Week, the specifics are regulated by the State Council. Festivities and concerts are usually held nationwide on this day, with a grand military parade and mass pageant event held on selected years. The parade held on 1st October 2019 marked the 0th anniversary of the People’s Republic of China.

German Unity Day is the National Day in Germany. Celebrated on the 3rd October as a public holiday it commemorates German reunification in 1990 when the Federal Republic of ermany, West ermany , and the erman Democratic Republic, East ermany , were unified, so that for the first time since 19 5 there existed a single German state. German Unity Day on 3rd October has been the erman National Holiday since 1990, when the reunification was formally completed. An alternative choice to commemorate the reunification could have been the day the Berlin Wall came down, 9th November 19 9, which coincided with the anniversary of the proclamation of the erman Republic in 191 , and the defeat of Hitler’s first coup in 192 . However, 9th November was also the anniversary of the first large-scale Na i-led pogroms against ews in 19 , Kristallnacht , so the day was considered inappropriate as a national holiday. Therefore the rd October, the date of the formal reunification, was chosen instead and replaced the 1 th une, Day of erman Unity’ in use since 195 , as the national holiday of the Federal Republic of ermany.

The Declaration of Neutrality was a declaration by the Austrian Parliament declaring the country permanently neutral. It was enacted on 2 th October 1955 as a constitutional act of parliament, i.e., as part of the Constitution of Austria. Pursuant to resolution of the Federal Assembly of Parliament following the State Treaty, Austria declared its permanent neutrality of its own accord. The second section of this law stated that in all future times Austria will not oin any military alliances and will not permit the establishment of any foreign military bases on her territory. Formally, the declaration was promulgated voluntarily by the Republic of Austria. Politically, it was the direct consequence of the allied occupation by the Soviet Union, the United States, the United Kingdom, and France between 19 5 and 1955, from which the country was freed by the Austrian State Treaty of 15th May the same year. The Soviet Union would not have agreed to the State Treaty if Austria had not committed herself to declare her neutrality after the allied forces had left the country.

GLOBAL WARMING CURRENT STATUS

GLACIAL RETREAT

A glacial retreat is known to occur when its terminus doesn’t extend as far as it previously has done. There are many reasons that glaciers might retreat, and it’s caused by ice melting or ablating at a more rapid pace than snowfall has the opportunity to accumulate and produce new glacial ice. laciers are known to require particular climate conditions and are commonly found in high snowfall regions during winter months and in areas with cool temperatures in the summer months. These specific conditions ensure that the snow accumulating during the winter isn’t lost during the summer months. It’s for this reason that many glaciers are present in high alpine and polar regions. The retreating of glaciers is a pressing issue for a variety of reasons. This is because glaciers act as reservoirs of water that are available throughout the summer. The melting of glaciers provides water to the ecosystem throughout drier months, which creates a perennial stream of water for animals and plants. However, these glaciers need to be replenished, or else the structures making up these glaciers are bound to retreat. Due to this, the benefits of melting glaciers in the summer months aren’t going to be present, which is going to leave animals and plants without a steady stream of water. Climate change caused by global warming is causing glaciers to thin and recede. This is a direct response to warmer temperatures and also drives ice sheet loss. Scientists understand that glaciers are sentinels of the present climate change. This is because glacial retreating is one of the most visible pieces of evidence of global warming. An example of this is that the white surfaces of glaciers have the functionality to reflect the sun’s rays, which ultimately helps to maintain the current climate that we have in the world. However, when these glaciers retreat, we’re left with darker exposed surfaces that work to absorb the rays of sunlight and release heat. This is contributing to the rising temperatures of the Earth’s surfaces. Several problems arise from the retreating of glaciers. Melting glaciers contribute to the rising sea levels, which we have already highlighted the adverse effects this poses to the ocean’s mechanisms and climate change. However, glacial retreating also increases coastal erosion and elevates storm surge. This is because the warming ocean temperatures produce more intense and frequent coastal storms, such as typhoons and hurricanes.

DECREASED SNOW COVER

Snow cover is often referred to as the amount of land covered by snow at any given point in time. With that being said, more snow cover offers many benefits. One of these advantages is that more snow entails that more energy is reflected into space. This results in cooling. Thus, less snow cover is going to increase the Earth’s temperature, as more energy is absorbed in the surface of the Earth. This snow cover has a massive impact on the climate, while changes in the environment affect the world’s snow cover. When looking at the bigger picture, warmer temperatures are directly shortening the time snow is present on the ground. This is specifically evident in the Northern Hemisphere. In addition to this, climate change from global warming also plays a role in reducing snowfall. This limits the amount of snow present before spring melts are even present. The increase in the Earth’s surface temperature is also shortening the snow cover seasons. An example of this is that climate change has led to warmer temperatures in Alaska, which has led to the snow melting earlier during the spring and resulting in a more extended snow-free summer season. With that being said, climate change doesn’t only mean that temperatures are rising. Extreme weather patterns also result

in intense snowfall in some regions. However, this doesn’t necessarily mean that snow is going to continue to fall. Many scientists have identified that there is a massive threat to the world as a result of climate change. This is that the increase of the Earth’s surface temperatures can cause snow to become extinct. Although this seems far-fetched, it really isn’t in some regions. From various studies, scientists have identified that the total amount of snow that’s falling in certain areas might drop to only 5 percent of what is being produced now. From here, snow is likely to decrease each year as the carbon emissions in the air increase and surface temperatures rise.

DECLINING ARCTIC SEA ICE

The Arctic Sea is classified as an ocean basin that’s surrounded by landmasses with mountainous features. The sea ice extent present in the Arctic is limited by the landmasses that are surrounding it, and this sea ice extent is frequently changing with the seasons. However, with help from satellite records, the sea ice in the Arctic has been shown to have drastically decreased since the end of the 19 0s. This satellite record started in 19 and has been demonstrated that minimum Arctic ice extent generally occurring in September has decreased by approximately 0 percent. This sea ice expands to cover a larger area each Arctic winter. However, this sea ice is produced to be thinner than it once was. Evidence has been shown to suggest that this decline in sea ice has never been seen for the past 1, 50 years. The fact that Arctic Sea ice is declining poses a severe problem. This is because the decline in ice means an increase in water, which triggers a rise in seas. This rising sea level, as we have discussed, is a severe problem that can endanger coastal cities and small island nations. The results of rising sea levels are storm surges and exacerbating coasting floods while making dangerous weather events more frequent and intense. In addition to this, the changes in the amount of sea ice present have the ability to disrupt average ocean circulation. As a result of this, more changes can occur to the global climate. The disruption of these ocean circulations plays a massive role in increasing the temperature of these waters, and even the smallest change in the temperature can result in a more significant warming over time. Not to mention, this sea ice works to reflect the sun’s heat away from the planet. However, as this Arctic Sea ice is declining, so is the white covering that’s reflecting the heat from the sun’s rays. Thus, deeper seas are being exposed that are dark and absorb the heat of the sunlight. As a result, the water temperatures are again being exposed to conditions that increase its temperature, which provides an environment for climate change to thrive.

EXTREME EVENTS

The economic impact that extreme weather has is one measure showing that climate change is affecting the number of extreme events the world is currently experiencing. This is shown as the number of billion-dollar extreme events is increasing drastically. There are many different extreme events that are known to be influenced by climate change. These include tropical storms and floods. From extensive research and studies, scientists have been led to believe that climate change has the ability to worsen the impacts, intensity, and frequency of many different extreme weather events. The National Climate Assessment has shown that the number and strength of ma or hurricanes, heavy downpours, and heatwaves have increased in the U.S. and other countries. An example of this is that sea-level rise has been shown to increase the impacts of coastal storms while global warming is able to place more stress on water supplies during a drought. However, the links between climate change and the various extreme events have different causes and impacts, such as

It’s not hard to believe that climate change plays a role in the increasing risk and extent of wildfires. The risk of wildfires is dependent on a variety of factors, including the presence of shrubs, trees, and other potential fuel, soil moisture, and temperature. With that being said, all of these variables have strong indirect and direct links to climate change and climate variability. Climate change is scientifically proven to enhance the drying of forest organic matter. These are the materials that work to spread the wildfire. Thus, the presence of climate change has been the reason for the number of large fires doubling between the years 19 and 2015. Researchers believe that a more extended fire season is formed from the presence of climate change, as this has created drier and warmer conditions in many different regions across the world. As a result of this, the risk of wildfires occurring is increased with the frequency and intensity increasing as well .

HURRICANES

Scientists are becoming more confident that there is a definite link between climate change and the presence of hurricanes. Research has found that warmer ocean temperatures and higher sea levels are directly causing hurricanes to become more frequent and intense. Warmer sea surface temperatures are linked to intensifying tropical storm wind speeds, which have the ability to deliver more damage once these hurricanes make landfall. In addition to this, sea level rise is also said to make future coastal storms, such as hurricanes, costlier and more damaging. Additionally, areas that are most affected by hurricanes are reported to be shifting poleward. This is mostly associated with expanding tropics and high global average temperatures. These changes in tropical storm patterns are moving northward in the Atlantic. This is said to place more human lives and property at risk.

Emma Raducanu is 18 years old, made her WTA Tour main draw event debut in June and has appeared in two Grand Slam tournaments. And now she’s won one of them. The burgeoning Great Britain star won the U.S. Open final on Saturday, beating

19-year-old Leylah Fernandez 6-4, 6-3. It cannot be overstated how shocking her win was on Saturday. Raducanu immediately enters the realm of all-time incredible Cinderella stories in sports history. Raducanu didn’t just win the U.S. Open—she dominated it in an unprecedented fashion. She didn’t lose a set, winning 20 in a row, and breezed through opponents with brisk, ruthless efficiency. here have been several talks over the past few months about future developments for the airport of Hua Hin. The main topic is to position Hua Hin airport as an international airport, an initiative proposed by Hua Hin Airport and Phoenix Group, led by John Laroche and supported by the local authorities, the airport management, Tourism Authority of Thailand and the private sector. I

s it just me or does it seem these days that there is a feeling the world is going crazy? Like seemingly everybody I guess, I feel as though the world is spinning out of control and there’s nothing, we can do about it. Honestly, what good does it do to follow the news, I’m exhausted of all the CO ID stories, the conspiration theories behind it, all the political bullshit, Trump and the white supremacists, terrorist attacks, extremists, bombs, corruption, nepotism, cronyism and the constant stream of negativity happening out there. Is there anything positive happening? Has humanity sunk to such a low level, that there is no other way but to nourish ourselves from misleading information, fake news and the demise of others? And one wonders, why the suicide rate is going-up? Why half if not all of earth’s population is unhappy or becoming mad and xenophobic How does this impact the mental health of our children and teenagers and what will be the repercussions in the future? I don’t know about you but they are tomorrow’s leaders… and by my account, we haven’t been very good at setting an example. I, too, feel desensitized and dejected from the seemingly constant amount of stupidity raging across the planet. And because this feeling is new and unique to me, my first assumption is that the world must be more chaotic than it’s ever been before. In truth, the world isn’t worse, we humans are! It’s just that communication became better and instantly than ever before, thanks to the internet, and most importantly, social media. This is what’s new. This is what’s different. This is how we’re getting information today and what information is reaching us, most importantly, what information and views are the most rewarding for sharing and what the humans want to believe in or not? Does this make any sense? Sadly, people are rewarded for extremism, violence, conspiration and idealism. They are rewarded for indulging their worst biases, nourishing other people’s worst fears and stoking their weaknesses. They are rewarded for portraying the world as a place that is burning to the ground, whether it’s because of the US election, Covid-19, police violence, or Islamic terrorism, and so on….The internet has generated a platform where apocryphal and apocalyptic beliefs are shared or celebrated and spread, along with a load of

bullshit or unrealistic conspirations whilst truth, moderation and reason are becoming either too arduous, boring or blatantly inexistent, leaving a huge place for paranoia. What annoys me the most is the constant amount of information fed that every fault and flaw of our humanity, combined with a tsunami of doomsayers, narcissistic perverts, nihilists predicting our future and commanding our attention space, is what is causing this constant feeling of a chaotic and insecure world that doesn’t actually exist but what other people want us to believe. And then, here it comes, the cherry on top of the cake, it’s this exact feeling that fuels xenophobia and nationalism across the world. It’s this feeling of insecurity, phobia and chaos that ignite the platforms of divisive strong political people and leaders and it is what wins elections and keeps nations and people under control… “Social control is best managed through fear and confusion”. It’s this feeling that is consuming the consciousness of nations, people, and causing them to exaggerate, extrapolate all that is wrong and minimi e all that is right. With such an approach, humanity is doomed to fail. The fact that people today believe random information, jump on hasty conclusions, get radicalized without actually knowing or checking the facts when they could, this is not just ignorance, this is stupidity! The beginning of the end. Humanity is going cra y! Each one of us individually, capsi ed in the flood of negativity and ready to burn down the very structures on which our ancestors have built our civilization…. When will this nonsense end? When will humanity finally wake-up and reali e that life is not so bad after all Blissful ignorance is dangerous they say, but is it really? Maybe time has come for us to ignore all these conspiracy theorists, evil-sayers, false facts spreaders, maybe it’s time to mind our own business and live our lives to the fullest.

HUA HIN POLICE ISSUE WARNING ABOUT COUNTERFEIT MONEY – HOW TO SPOT FAKE CASH

ua Hin Police have warned people in Hua Hin, both Thais and foreigners, to be on the look out for counterfeit money. The warning comes after police have investigated reports of fake 1,000 baht notes in circulation in the area. Police have released a comparison between

a legitimate note and counterfeits to help people more easily spot the fake cash. Point #1: On a legitimate 1,000 baht bank note, the metal strip is a rich golden yellow colour, compared to the fake where the metal strip has a greenish tint. Also, the metal strip is much closer to the edge of the note on the counterfeit bill. Point #2: On a legitimate note, the image of the flowers which circle the number ‘1000’ will glisten in the light and will consist of sharp, crisp line. However, on the fake notes, the image of the flower does not glisten and the lines are not as sharp or crisp. Point #3: On a legitimate note, the number 0 of the 1000 on the left-hand side is next to the metal strip. However, on the counterfeit note, the zero is much further away. With Hua Hin expected to see an upturn in business due to the arrival of both domestic and international tourists visiting the resort from October 1, business owners are also urged to train their staff to examine bank notes they receive. If they believe they have been given counterfeit money they should call the police.

HUA HIN PROVINCIAL PROSECUTOR APPOINTS ‘PEOPLE'S COMMITTEE’

O

n September 16th at the Hua Hin Provincial Prosecutor's Office, Mr Panya Thonvisai and his committee set about creating a project to establish a new ‘People’s committee of the Provincial Prosecutors office’. With the plan to develop a better overall picture in the prosecutors office, they have invited 1 important and well-qualified people within Hua Hin City to participate in the project, and be involved in activities with government agencies, organisations and the public. The new committee will comprise of members of local communities, villages and sub-districts, and those appointed must present themselves to the public as a full representative of the provincial prosecutors office. They will be employed as a consultant to those local people that face problems in various litigation matters, and it is hoped will help to find solutions to reduce the number of lawsuits reaching the courts.

NEW CONCEPT - ‘HUA HIN CITY OF LEARNING’ TO ‘CITY OF HAPPINESS’

D

uring September the Mayor of Hua Hin, Mr. Nopporn Wutthikul, chaired the launch of the Hua Hin municipality development research project to promote lifelong learning, and enhance a sustainable community economy under the concept ‘Hua Hin, the city of learning to the city of happiness”. The launch was attended by Dr. Siwat Boonkerd, Deputy Permanent Secretary/Director of the research pro ect, staff involved in the pro ect, as well as community scholars to exchange ideas, community representatives of Poonsuk attended to listen to the concept and principles of the project. The purpose of the research project is to publicise the direction and ideas of the management team, in preparing to drive the learning city project that promotes community tourism in Hua Hin, focusing on the Poonsuk community to bring out its uniqueness, identity, and using local wisdom to be presented as a selling point. The Mayor mentioned how the Covid-19 epidemic had greatly affected the economic status of the city and how Hua Hin should now promote tourism with the idea of ‘1 house 1 shop’ in the Poonsuk community zone to stimulate the economy. The plan is to collect various data from two research projects: Sub-Project 1 - Developing Hua Hin municipality into a learning city, to promote lifelong learning and sustainably uplift the community economy through the participation of network partners. Sub-Project 2 - By design and development of tools, spaces and learning innovations to create the skills required in the 21st Century 21. Residents on the community were asked to give their opinions and suggestions on any future action.

STRENGTHENING CHILD PROTECTION IN HUA HIN

ast month the Deputy Mayor of Hua Hin, Ms Pailin Kongpan, presided over the opening of a new training policy for 2021, to strengthen the project to protect children and young people in the city, all relevant local agencies invited attended. This project was established to train and educate the Child Protection Committee of Hua Hin Municipality by acting as a child protection network at the sub-district level, and also creating the participation of all sectors to play a role with the important mission to protect children from violence and abandonment. This project is a collaboration from many sectors, including Hua Hin Hospital staff, family federation, local administrators and child protection networks, in which they will monitor and store child data and also screen children to support childcare in accordance with the Minimum Standards, (CMST). In addition, the project was established to develop a child protection system in the sub-district so that children are developed appropriate for their age, and are protected by the Child Protection Act 2003, in order to grow up to be a quality adult and be a force for further development of the country.

THAILAND’S NATIONAL RUGBY SEVENS TEAM TRAIN IN HUA HIN

hailand’s National Rugby Sevens team have been training at True Arena in Hua Hin ahead of their participation in the Asia Rugby Sevens tournament, which is due to take place in Phuket in November. The team, which is coached by former All Blacks star Lote Raikabula, have been undergoing a week long training camp in Hua Hin following the easing of CO ID-19 restrictions in the province. “We’ve loved the facilities and the pitch is in top, top nick”, said Lote. Rugby perhaps isn’t the first sport that springs to mind in Thailand, but its origins in the country go as far back as the early twentieth century. It then became more popular in the1920s when the sport began to be played by the Thai middle classes along with the early expatriates in the country. Today the sport retains a strong link to the expatriate community, particularly in Bangkok. It also maintains links to the Thai military, with Lote saying that many of the players come from a military background. However, Lote says the sport is becoming more popular among younger
