The Queen’s Birthday is a celebration to respect the mother of Thailand when people pray for happiness and long life for Her Majesty the Queen. ceremony. Within these heartfelt moments, it’s common to see mothers wiping tears from their eyes and many children doing the same (and sometimes onlookers as well). It’s also become quite common for families to celebrate their love for mom by taking her out for a special meal. Many restaurants offer Mother’s Day specials. Hotels and resorts also offer Mother’s Day packages. So you may want to be on the lookout for restaurant and hotel specials.
Thai people respect the Queen’s story of love, self-discipline, courage, motherhood and devotion to Thailand. Her Majesty the Queen has been an all-loving figure to all of Thailand. Regarded as Mother of the Nation, Queen Sirikit’s birthday is also Thailand’s official Mother’s Day. Mother’s Day was established in its current form in cocelebration with the Queen’s birthday in 1976. Since then it has become an important national holiday, celebrated with much fanfare year after year. HM Queen Sirikit was born on August 12, 1932, the same year that Thailand changed from an absolute monarchy to a

constitutional monarchy. This year will be her 86th birthday. The two occasions are celebrated in concert – with public festivities such as parades and ceremonies and private family activities. How Do Thais Celebrate Mother’s Day? Like many important occasions, alms giving to monks forms a meaningful part of the traditional Mother’s Day celebrations. Early in the morning, ceremonies are held to give offerings of food to Thailand’s saffronrobed Buddhist monks. Schools in Thailand typically host a Mother’s Day ceremony. Students may spend weeks beforehand rehearsing performances and the proper steps of the

To quote Mark Twain, “truth is stranger than fiction, but that is because fiction is obliged to stick to possibilities; truth isn’t.” The epic and courageous rescue had all the elements of triumph in the face of adversary, human tragedy and even comic relief with the absurd comments of an American millionaire. Apart from the courage of individuals, perseverance and determination meant the seemingly impossible was achieved. Contrast that approach with responses to Thailand’s greatest tragedy; the carnage on our roads. There are more road deaths daily than those resulting from last month’s horrific Phuket maritime disaster. As letters to the editor clearly show, our readers are very cynical about recent announcements on traffic infringement changes. I would suggest that before anyone can be expected to take road safety changes seriously, some leadership is required. Recently driving along the main street of Hua Hin, I was passed by a uniformed law enforcement officer on a motorbike, helmetless, with a small child on his lap. We passed a police control point where underage children were being guided to leave the school premises on motorbikes, once again no helmets. I also saw four police officers visiting a bar to check on licensing requirements before going on their way on two motorbikes …………………… again without a helmet in sight. Until these behaviours are not a common sight on our streets, no one should be surprised by a ‘do as you do’, rather than a ‘do as you say’ response from the community. David : editor@huahintoday.com

4 Phuket Maritime Disaster Prompts National Safety Responses
The loss of human life in disasters of any kind, whether they be air, land or maritime always prompts a review of safety standards. The loss of 47 Chinese tourists in one of the worst maritime disasters in Thailand’s modern history when the ‘Phoenix’ capsized in waters near Phuket is no exception. In addition to the human tragedy, the loss of Chinese tourism has provided an additional impetus. Chinese tourists account for one-third of foreign visitors to Thailand and almost a third visit Phuket TAT Governor Mr. Yuthasak Supasorn said: “Chinese tourists are now questioning about Thailand’s tourist safety and security measures, our warning systems, as well as the search and rescue procedures. Some have cancelled their travel plans to Thailand. The governor confirmed Thailand prioritises tourism safety and pointed out that the Prime Minister has instructed all agencies to take lessons from the incident. Chinese President Xi Jinping said he “hopes that in the future Thailand will have more laws and regulations to give the tourists more safety than this as well as transport on land, in the air and on the water; everywhere.” Reports of how many cancellations by Chinese tourists have varied with Centara Deputy CEO, Markland Blaiklock remaining upbeat: “Thus far, impact has been minimal and we expect it to remain so, providing the government continues to quickly and effectively respond to the situation. We have received some cancellations, mostly in Krabi and Phuket, and some in Bangkok, while other regions; such as Hua Hin, have minimal or no impact currently.” “More robust enforcement of basic safety measures and regulations should be put in place by the government in order to continue to grow the appeal of the destination and Thailand as a whole,” he added. Chinese people will be well aware that in June 2015 the Dongfang Zhi Xing, a river
cruise ship travelling on the Yangtze River, capsized in a severe thunderstorm with 442 deaths in the deadliest peacetime maritime disaster in China’s history. It was reported that a local maritime bureau had sent a warning of heavy rain and thunderstorms. In April this year 17 people were killed when two dragon boats capsized in southern China. A total of 60 people fell into the water with most not wearing life jackets, media reported. Phuket Authorities Respond In an early response to the tragedy Deputy tourist police chief Surachate Hakparn said that Phuket police have pressed criminal charges against the helmsman of the Phoenix for recklessness causing deaths as a weather alert had been issued by the Meteorological Department warning vessels about the onset of dangerous weather conditions. Vice Admiral Somnuk Preampramot, Commander of the Royal Thai Navy Third Area Command based at Cape Panwa on Phuket’s east coast, has been ordered to set guidelines for controlling and supervising tour boats operating in the Phuket area. He said the order followed Prime Minister Gen Prayut Chan-o-cha visiting Phuket in person. There is an urgent need to integrate action by agencies and to improve coordination among agencies to ensure that such incidents are not repeated said Mr Somnuk. As part of the campaign to restore tourists’ confidence that they would not be risking their lives by taking a holiday in Phuket, the Phuket Governor has led an inspection at Rassada Pier, the main departure point for large tour boats and ferries heading out to the popular islands
in Phang Nga Bay, including Phi Phi Island. Phuket Governor Noraphat Plodthong, has announced that the province is to upgrade its maritime safety with checkpoints for boat captains as well as passengers. The province is to integrate its work with Royal Thai Navy Region 3, the Phuket Marine Department office and the Phuket Tourism and Sports office. A 24 hour maritime safety centre has been established at Ao Chalong Pier. It is able to communicate with and coordinate between all related units, and produces media in five different languages to ensure tour operators can properly guide travellers. Harbour Department in Prachuap Khiri Khan is On Board Mr. Taweechai Choksamut, Director of the Harbour Department of Prachuap Khiri Khan is also establishing more stringent policies in relation to marine activity safety for tourist boating activities. The measures particularly relate to tourist boats travelling to islands. If there are storm warnings from the Department of Meteorology, operators must cooperate and withdraw services for the safety of tourists. In Prachuap Khiri Khan eight additional staff has been requested to ensure that all the ports that offer boat trips, especially the Hua Hin-Pattaya Ferry Terminal at Khao Takiab, maintain safety standards. There will be regular checks at various ports every week with inspections to ensure that there are sufficient life jackets for the number of passengers and all passengers must wear life jackets. They will check the condition of boats annually before issuing the new licenses, including staff having valid licenses and being fit for duty. The Harbour Department has training courses to educate entrepreneurs one to two times a year and has previously received cooperation from boat tour operators in the area.
Although there is over 3,000 Km. of coastline, Thailand is not a historically a maritime nation. Realising the need to strengthen maritime safety regulations, these are some steps being taken: Prohibiting drug and alcohol use for all boat operators before and after journeys Mandatory speed limits GPS devices for any boats carrying more than 12 passengers. All boats scheduled to set out to sea must receive permission Checks of passenger numbers and review and renewal of operators’ licences every five years Improved weather reporting and integration of the Thai Meteorological Department to issue weather alerts, with radio; media and television and hourly bulletins. Regulations strictly enforced with boats inspected for seaworthiness, safety equipment, navigation systems, life jackets and the competence of the captain and crew on board All boat passengers are required to wear life jackets at all times when on the boat. Rescue centres set up and equipped with speed boats, patrol boats, and dive boats to be ready to undertake any emergency search and rescue missions. A tourist database set up to keep track of tourists. Travellers to wear wristbands containing their personal information Installing surveillance cameras at all ports. Copies of tourist passports and ID cards before the journey. Severe penalties and bans for any businesses or boat operators that break the rules. Footnote: According to statistics compiled by the Worldwide Ferry Safety Association in New York, 16,881 people died or were missing in domestic passenger shipping accidents around the world from late 2000 through September of 2014.

6 Colin Devonshire: Far Away From Worries in a Thai Paradise Colin Devonshire could be described as a cheerful though taciturn ‘geezer’. ‘Geezer’ being a rather quaint expression for an Englishman who likes football and a pint.
Colin’s certainly had his share of personal worries; maybe his cheery disposition is because they have been offloaded onto the characters and exploits within his novel; ‘Far Enough Away From Worries’; subtitled ‘How can anyone have so many worries in a Thai paradise?” and to be released in December this year, ‘Worry No More’. Colin is the Hua Hin author who is now receiving well deserved acclaim for the first mentioned of these novels first published in December 2017. There’s also been a children’s book, ‘Na Gah; the Nine headed Snake’ which Colin says he wrote to encourage his children to read. His literary career followed a severe and near fatal stroke suffered in 2012. Prior

to that event he was living a very full life; primarily full of sport as a low handicap golfer, footballer and cricketer. One major achievement was to represent Thailand as a wicketkeeper in an international cricket tournament in Nepal. Professionally he was also managing the publication of an English language monthly lifestyle magazine the Hua Hin Observer after being a compositor in his native England. Stroke can be a cruel adversary and in Colin’s case the attack effectively ended his sporting activities and ability to manage the demands of publishing his magazine. It also imposed severe financial and physical burdens; leaving him pondering “what will I do now?”
As someone with a vivid imagination and a wealth of experience from living in Hua Hin for over 30 years, the answer came quickly; write a book. Not a self-indulgent auto biography but a fictional work relying on characters he had met and perhaps some of his own misadventures. The dark humour from his first novel revolves around a smorgasbord of intriguing characters; from the good, to the bad and the ugly. In answer to a question about which character may be his alter ego, there’s just a wry smile and a comment that his wife thinks it may be Camilla, a feisty lesbian newspaper reporter whose character is to be developed in his second book. It seems likely that she (his wife) may share his sense of humour! Colin acknowledges his wife and family’s support in his book: “This book is for Boom, my guardian, my nurse, my best friend and more. For my children, who have had to put up with a bad tempered Dad for some months. Thank you.” Apart from the characters, intrigue and humour, long term Hua Hin residents will recognise the descriptions of Hua Hin and surrounds from the 1980’s. They may even recognise some of the characters. Places such as Soi Bintaban, the Railway Hotel (now the Centara), beaches and monkeys will all be familiar. The plot also ventures to Kang Krachan National Park, Prachuab Khiri Khan, Phraya Nakhon Cave and to Bangkok’s Don Muang Airport and Sukhumvit Road. If you are looking for a good reason to turn off the TV or to take the boredom
out of a long journey, reading Colin’s novels will also take away your own worries. He could be Hua Hin’s only English language novelist with a new and burgeoning career. When you want to switch and go into the water, press the button and the rear wheel will retract, jets will fire up on both sides, and the front wheel will stay locked in place. British engine maker Rolls-Royce has revealed plans to develop a hybrid electric vehicle, dubbed the “flying taxi”, which takes off and lands vertically and could be airborne within five years.
The ‘Dutch Reach’ Can Save Dooring Accidents
Urban bikers, both pedal and motor powered, encounter many dangers, Path-clogging pedestrians and reckless drivers are among the most obvious, but bikers also face an under-the-radar road risk called “dooring”; the collision that results when a parked driver opens their car door into an oncoming biker’s path.
It’s hard to determine just how often they occur. However, US Department of Transportation data from 2011 found that one in five bike crashes in Chicago were caused by dooring that year. To prevent dooring accidents, drivers in the Netherlands rely on a simple practice that’s been dubbed the “Dutch Reach” After parking, they reach for their car door’s handle using their right arm instead of their left one, even though the latter is closer to the door (right hand side driving). This method forces the drivers to pivot their bodies so they look over their shoulders, allowing them to notice incoming bikers on the street. Children in the Netherlands learn this habit from their teachers and parents, and it’s even included in their driving tests. Thailand’s dense traffic conditions with narrow backstreet situations, increases the propensity for bikers and pedestrians passing very close to parked cars, suggesting that the ‘Dutch Reach’ is equally valid here.

The London-listed aerospace giant, which is based in Derby in central England, showed off the plans at the July Farnborough Airshow for the first time, as other players also rush into the market segment. Rolls said it hoped to manufacture a prototype version of its electric vertical takeoff and landing (EVTOL) vehicle within the next 18 months, and could potentially take to the skies in the early 2020s. The Rolls-Royce EVTOL plane will seat four or five people, with a flying range of 500 miles (805 kilometres) and a top speed of 200 miles per hour. “In this market, you will see something like this flying within three to five years, and we will demonstrate the system in two years,” said Rob Watson, head of RollsRoyce’s electrical team.
“At the end of next year we will be flight ready,” he told AFP at the group’s Farnborough chalet. The hybrid vehicle, which has so far cost single-digit millions of pounds to develop, will use a traditional gas turbine engine with an electrical system wrapped around it. Rolls-Royce is also researching an allelectric product but that is not as advanced as the EVTOL offering.
“There is an emerging market for allelectric planes but we believe that you need a level of requirement that an all electric system cannot really provide today,” Watson told AFP. Rolls is not alone in the hybrid “flying taxi” marketplace. Other companies researching the sector include US taxihailing company Uber, the Google-backed Kitty Hawk project, Lilium Aviation in Germany, Safran in France, and Honeywell in the United States. The aerospace sector’s push into electric propulsion has drawn comparisons with the automotive industry, where electric cars are gaining ground in terms of popularity and performance. “Think of it like the car industry. Historically everybody had an internal combustion engine. over time you add more electric capability to it and then you start to see electric cars,” added Watson. “In the same way, we are introducing a hybrid propulsion system into this market because we think it gives you that range and capability.” David Stewart, aviation and aerospace adviser and partner at Oliver Wyman, told AFP that the aerospace sector was facing pressure to become more environmentally friendly. “I think that electrical propulsion is a potential disruptor to the way things are powered,” said Stewart. Watson added: “Over time you’ve got more electrical capability for bigger and bigger aircraft -- and that’s really what we are thinking about today. “We are learning today about the technology that we will need tomorrow.”

Pala-U Waterfall Closed as a Safety Measure
he popular PaLa-u waterfall in Kaeng Krachan National Park has been closed to tourists after runoff triggered by heavy rain made the area too dangerous for visitors. Mana Permpoon, chief of he national park, said continuous heavy downpours had caused water volume at the site 60 kilometres west of Hua Hin town to keep rising. This had made the waterfall unsafe for recreational activities. For the safety of lives and property of visitors, the national park decided to close the waterfall until conditions return to normal, said Mr Mana.
Street Vendors to Move from Khao San Road
Street vendors will be banned from pavements and roads on Khao San Road, Bangkok’s top tourist destination, and two other locations in the city, starting from August 1st, says Bangkok deputy governor Sakoltee Phattiyakul.

Mr Sakoltee said vendors would be relocated to a temporary area designated for vending close by. Their stalls would be set up in an orderly way without any encroachment on pavements and the road surface. Mr Sakoltee said a City Hall inspection had found pavements along Khao San Road were packed with vending stalls
both day and night. The inspection was launched in response to Bangkok governor Aswin Kwanmuang’s order after the agency received public complaints about vendors encroaching on paths. Mr Sakoltee said the congestion could also be dangerous in the event of a fire. After vendors relocate, a parking space for ambulances and a security checkpoint will be built to provide health services and safety for tourists. “The reclamation will not ruin the image of the tourist spot as vending stalls will be regulated in an orderly fashion to create a more scenic area,” said Mr Sakoltee admitting that some vendors are still resisting the relocation. Khao San Road is the third bustling location where the scheme has been implemented this year following markets outside Central Lat Phrao in Chatuchak district and Bang Kapi in Bang Kapi district. For decades, plastic straws have been essential props for cocktail makers, smoothie lovers and fast food addicts. But that may be starting to change, thanks largely to vigorous environmental campaigning. Pasta and bamboo sticks
The British government in April said it planned to ban the sale of single-use plastics including straws. In the UK and Ireland, McDonald’s has pledged to complete a transition to paper straws by 2019. In France, the burger giant is testing alternatives. The European Union followed suit in late May.
Under pressure from activists, the European Union, Britain, India and even fast food giants like McDonald’s have all made some headway towards bringing the use of plastic straws to an end. And with public pressure growing on governments, particularly in Europe, to ban single use plastics, manufacturers are feeling the heat. For years, the focus of environmentalists has been on plastic bags. But plastic straws have now come into the spotlight, thanks in part to images that have gone viral on the internet. One online video about the danger posed by seemingly innocuous straws shows a sea turtle rescued off Costa Rica getting one removed from its nostril.
India’s Prime Minister Narendra Modi has pledged to make his country free of single use plastic by 2022. In India’s commercial capital Mumbai, Burger King, McDonald’s and Starbucks were fined for violating a ban on single use plastics, an official said earlier in June. Some corporations are also taking steps. The Hilton hotel giant in May vowed to remove the offenders from its 650 properties by the end of 2018.
Iceland Named Most Peaceful Country in the World for the 11th Year in a Row
In the twelfth edition of the Global Peace Index (GPI), a ranking of 163 independent states and territories has been made according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. The report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, measuring the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. The institute’s rankings take into account factors such as government functioning, levels of corruption, violent crime rates, incarceration rates, terrorist attacks, weapons imports and exports and military expenditures. For the 11th year in a row, Iceland took the top spot in the 2018 rankings, making it officially the most peaceful country on Earth. Europe is the safest region in the world. There are alternatives to plastic straws, but they are much pricier. The five-star Monte Carlo Palace hotel in Monaco has introduced biodegradable straws. Others are using raw pasta and bamboo sticks. The United States is resisting change while Europe takes the lead with biodegradable plastics made either from fossil fuels or crops such as potatoes and corn. Cambodia Restores Rail Link to Thailand after 45 years
Cambodia has reopened the final stretch of a railway running from the capital Phnom Penh to the border with neighbouring Thailand, the first time the line has been operational in 45 years.

Much of Cambodia’s railways, built by the French during their colonial occupation, were damaged by years of bitter conflict that engulfed the country during the Cold War era. A 48 kilometre portion of the railway near the border was destroyed by war in 1973. The rest of link to Phnom Penh had been suspended for more than a decade due to the poor condition of the track. Capital outflows from Thailand’s stock market are expected to persist and could reach a five-year high of 200 billion THB this year, mainly due to the US’s macroeconomic policies, says Asia Plus Securities (ASP).
With such a bearish projection, the Stock Exchange of Thailand (SET) index could plunge to 1,500 points in the coming period, with the baht depreciating to 34 against the US dollar amid concerns over a global trade war and a faster pace of interest rate normalization by the US Federal Reserve, said senior executive vicepresident Poranee Thongyen. If the US imposes up to US$250 billion (8.25 trillion baht) in tariffs on Chinese imports, this would subsequently hit global economic growth, Poranee said. Attractive US interest rates could suck up to 200 billion THB out of the Stock Exchange and sink the baht to 34-per-dollar by the New Year. SET-listed firms’ net profit would also decrease by 20% as a result of the US’s protectionist trade measures, she said. To reduce a massive trade deficit with China and fulfill his campaign pledge,
US President Donald Trump has vowed to impose tariffs on $50 billion in Chinese goods, ranging from dishwashers to aircraft tires. The first tariffs are due to come into effect on July 6. Foreign fund outflows from the SET in the first six months, meanwhile, were logged at 180 billion baht, coming close to the peak of capital outflows in 2012 registered at 190 billion, ASP said. Capital outflows could likely hit a record high as negative factors persist, Poranee said. Foreign investors have been selling local equities over the past five years and could remain net sellers this year if the US persists in protectionist measures and further raises its policy rate, she said. The global trade war will indirectly pressure the baht, with the local currency expected to weaken to 34 baht to the dollar by year-end, she added. – Bangkok Post

Under a comprehensive master plan prepared by the Ministry of Tourism and Sports, the provinces of Phetchaburi, Prachuap Khirikhan, Chumphon and Ranong will be upgraded under the “Thailand Riviera” scheme to tap their full potential for natural, cultural, historical, gastronomic, sports and community-based tourism. The Tourism Authority of Thailand (TAT) will spearhead the marketing push of the area, with the focus on generating tourism revenue for the residents, communities and local businesses in the four coastal provinces. The Thai government and related agencies will be closely involved in all aspects of tourism management, conservation and restoration, in line with the policy direction of the National Tourism Development Plan to more equitably distribute income nationwide, upgrade rural areas, provide better accessibility, and improve facilities and services for visitors. The master plan shows that the four provinces have diverse tourism assets such as national parks and water parks, 528 kilometres of coastline, beaches, bays, and islands; 70 royal projects and royal Initiatives; Man-made attractions include golf courses, theme parks, numerous community malls/outlets and a variety of sports tourism facilities suitable for water sports, triathlons, marathons, tennis, swimming and biking.

Nathaporn Jatusripitak, adviser to the prime minister’s office minister, said the cabinet made the decision as the current 7% VAT rate will expire at the end of September. The plan also mentions opportunities for visitors to enjoy the local seafood, adventure activities and ecotourism, and the development of night markets, especially for local artists to showcase their works. Specific niche-market projects will include development of the Thailand Riviera as a “Global Health Tourism Hub”, organisation of world-class sporting events for golf, tennis, shopping festivals, and world-class summer education courses. The visitor experience will be enhanced by upgraded stops at petrol stations with clean toilets, lockers, luggage storage, CCTV and Wi-Fi. The plan has long been in the cards, but implementation was delayed due to successive changes in governments. It was originally approved by the Thai Cabinet in February, 2006, and again in August, 2014, when the Ministry of Tourism and Sports was given responsibility for executing the plan in an integrated and coordinated matter. Under the current government, the plan was approved once again on March 6, 2018, at the mobile Cabinet meeting in Phetchaburi province. One important part of the project is construction of a scenic 680 km highway from Bangkok, which runs directly along the coastline. The world-class highway, which will include bike lanes, is expected to be completed in five years. About 200 km have been completed. A 49 kilometre stretch is currently under construction. Riviera is an Italian word which means “coastline” and is typically applied to one that is sunny, topographically diverse and popular with tourists. The two areas currently known in English as “The Riviera” without additional qualification are: The French Riviera (Côte d’Azur) which benefits from 310 to 330 days of sunshine per year, 115 kilometres (71 miles) of coastline and beaches, 18 golf courses, 14 ski resorts and 3,000 restaurants. Mr. Nopporn Wutthikul, Mayor of Hua Hin has presided over training entitled ‘Youth Development Project to Prepare for Disaster Preparedness’, organised by the Hua Hin Red Cross. Mrs. Tassaneewan Chuechart of the Hua Hin Red Cross was the instructor. Mrs. Jeerapong Srirung had arranged 79 primary school level 4th and 5th grade students to join the project. The project is designed to make students are aware of the potential consequences of disasters. Participants learn how to prepare for disasters and how to handle them when they occur. This includes first aid and responses to fires.

The municipality of Hua Hin has begun a project to develop and improve the walkway to Hua Hin beach. Mr. Somboon Phupun, an engineer and representatives from the Department of Public Works with contractors and 24 affected beach shop operators attended the meeting. The object was to plan operations to improve trading areas and to reorganise trading places. Traders agreed to move from to a new zone next to the tourist police station according to the design plan. The contractors have now commenced implementing the plan.
Solutions to the supply of tap water highland areas have been discussed with Hua Hin Municipality officials, and Mr. Prayuth Yueannoowong, Director of the Water Supply Department, meeting. Water supply is considered to be unsatisfactory for people living in areas such as Supthani Village1-3, Bo-Fai Village and also the Samor Pong Area. People who live in these areas have no tap water supply for consumption and currently use ground water. A Memorandum of Understanding has been made with the Provincial Waterworks Authority to solve this problem. The problem of supplying tap water to these areas was clarified and those who have experienced problems with water supply were asked to provide their names to the Provincial Waterworks Authority.

The owners of the house have been reported as not allowing operators to sell their goods in front of their houses and the municipality has investigated the situation. 15 NCI Announces Progress on Breast Cancer Research
The Thai National Cancer Institute (NCI) says Thai women aged 60 years and older are facing increased risk of breast cancer, and urges breast cancer awareness promotion and regular health checks.
The NCI warns that Thai women have a high risk of breast cancer The NCI recently warned Thai women that they are at high risk of breast cancer due to genetic factors, diabetes and lack of exercise, and encouraged them to pay more attention to their health and adjust their behaviour to reduce cancer risks. The NCI also announces the progress of its research project on breast cancer screening through blood test, which aims to widen access to breast cancer screenings for the public and reduce mortality associated with the disease. Dr Weerawut Imsamran, NCI Director, says breast cancer is the most common cancer in Thai women. The NCI’s statistics show that in Thailand, more than 13,000 women are diagnosed with breast cancer each year. Morbidity is steadily growing in every age range and peaks at the age from 55 to 60 years.
These statistics also indicates that women as young as 20 years old have growing risk of breast cancer. It is why the general public need to be aware of this silent threat because it can be completely cured if diagnosed early. As all women of reproductive age are at risk of having breast cancer, it is advised that they regularly perform breast self-exam and have their breasts examined by medical specialists. Mammograms are recommended from the age of 40 onwards
Nevertheless, clinical breast exam has a limitation in that the number of qualified personnel is inadequate. Also, Mammogram is the most effective way to date but it incurs a cost too high for Thailand to provide it for every woman aged 40 or 50 years and older. In order to solve the problem and help more Thais to access breast cancer screening at a lower cost, the NCI started a research project in 2015 to develop a new screening method by identifying breast cancer marker in blood. The project has been financially supported by a number of private organisations, including the “Wacoal Pink Ribbon” breast cancer awareness campaign which has continued its support for a second consecutive year and held fundraising activities for the purchase of advanced medical equipment and the care of underprivileged breast cancer patients. Dr Somchai Thanasithichai, NCI Assistant Director of Quality Management System and Chief of Research Department, says researchers are carrying out the second and third phases of the project
simultaneously to save time by six months to one year. The next step is to develop a substance that is sensitive to the cancer biomarkers and create a device for easy application. “If successful, this project will give Thai women new hope of more convenient access to effective breast cancer screening in order to reduce mortality from the disease,” Dr Somchai concluded.
Thailand Set To Ban Trans Fats with Worldwide Elimination by 2023
The World Health Organization has announced a sweeping plan that urges governments around the globe to eliminate the use of trans fats. In Thailand the Public Health Ministry is poised to ban the production, import and distribution of food containing trans fat with an order issued on June 13th to become effective 180 days after its publication in the Royal Gazette. Artificial trans fats, better known to many consumers as partially hydrogenated vegetable oil, have contributed to a half million deaths a year, many of those in developing countries ill-equipped to address the health threats posed by a product cherished for its low price and long shelf life. A study published in the American Journal of Preventive Medicine on Denmark’s trans fat ban implemented in 2004— found that the bans do work. After a decade, Denmark showed remarkable improvement: Cardiovascular disease mortality rates plummeted. Austria, Iceland and Switzerland have implemented Dane-like laws between 2009 and 2011.
Trans fats can be naturally occurring, and found in animal products like dairy and meat, or they can be artificially manufactured and tend to turn up in hydrogenated oil (which is most fried food). The latter makes up the bulk of the trans fats that humans consume, and that worries experts.
Scientists say that trans fats are linked to the highest rates of death from all causes, deaths from heart disease and heart problems. The trans fat risk surpassed even that associated with saturated fat, which is found in formerly taboo-for-the-heart foods like butter, eggs and red meat.” Prohibition of trans fats would push oil producers, food manufacturers and restaurants to reformulate their products. This prohibition will significantly impact suppliers of partially hydrogenated oils and products containing trans fat, and push cooking oil producers, food manufacturers as well as restaurants to reformulate their products. The ban of partially hydrogenated oil in foods will impact the food industry from upstream — oil and raw material — to downstream process — for example, doughnuts, fried products, snacks and so on,. . While the new law may hurt many oil producers and food manufacturers, others may be rejoicing. For food companies, these trans fats are a boon, extending shelf life and ensuring food tastes the same over time. Suppliers of other oils or alternatives, such as palm oil, are likely to benefit following the implementation of the Order. Thailand is the third-largest palm oil producer in the world at a distant 1.2% of global production, compared to Indonesia and Malaysia at 53.4% and 37.9%. HUA HIN TODAY, August 2018

Hari Merdeka (Independence Day) is a national day of Malaysia commemorating the independence of the Federation of Malaya from British colonial rule in 1957, celebrated on 31st August each year. This should not be confused with Hari Malaysia (Malaysia Day) when Malaysia was formed on 16th September 1963 together by Federation of Malaya, North Borneo, Sarawak and Singapore.
19 Blue Crab Bank Project
Ms. Sukanya Thirakruleart a Former Secretary-General of the National Research Council of Thailand has presided over a meeting and lecture about a Blue Crab Bank Project which aims to release these crabs back to the sea. Mr. Somboon Wongkad, Deputy Secretary-General, Office of the Royal Development Projects Board, has coordinated the Project. There are more than 70 fishing villages in the upper Gulf of Thailand, including Samut Prakan, Samut Songkhram, Samut Sakhon, Phetchaburi, Prachuap Khiri Khan and Chumphon involved. The National Research Council of Thailand is the main research agency in the program to restore crab populations.
The project will involve agencies, such as the Department of Fisheries, Department of Marine Resources, Government Savings Bank, SME, Thailand Postal and Ministry of Commerce. Prachuap Khiri is a province with significant biodiversity. In addition to earning income from industry and farming, fishing is industry one of the province’s most important incomes sources due to its 224 kilometre coastline. It is essential to bring knowledge from research and innovation to increase the survival rate of crabs. To support all types of marketing to increase commercial opportunities, the project will lead to income generation and quality of life of the people in the community.
Shrimp Day
Mr. Chotinarin Kertsom Deputy Governor of Prachuap Khiri Khan Province has conducted the opening ceremony the 6th Shrimp Day. This event aims to improve the success and permanence of shrimp farmers in Prachuap Khiri Khan and related companies in shrimp farming. Over 500 shrimp farmers participated in this activity. The favoured local shrimps are white shrimp (litopenaeus vannamei) and Black Tiger shrimp. Within the province more than 96,000 tons are produced each year, generating income for the province of over 14,400 million THB annually. At the end of 2012, shrimp farmers across the country faced a problem of shrimp deaths from unknown causes. Shrimp farmers then held meetings, seminars and were involved in research to determine the cause of death and find solutions to the problem. As a result Shrimp Day in the province has been held since 2013.
White shrimp production is the fourth largest industry in Prachuap Khiri Khan Province after pineapples, coconuts, and rubber and is famous production in both the domestic and the offshore markets. The main policy of the Prachuap Khiri Khan Shrimp Association is to cultivate shrimps in an environmentally friendly manner and to meet safety standards for producers and consumers.
Banana Plant Carving Competition
General Jaran Kunlawanit, the President of Rajamangala University of Technology Rattanakosin has presided over a banana carving contest at Market Village Shopping Mall for the HRH Princess Maha Chakri Sirindhorn Cup. The contest aimed to preserve local culture in this form of the arts. The winner of the contest was the faculty of Animal Sciences and Agricultural Technology, Silpakorn University earning 15,000 THB with the Royal Cup of HRH
Princess Maha Chakri Sirindhorn. Mr. Nattapon Khannoppakun, one of the members of the winning team, said: “I am very happy and honored to win the banana plant carving competition and all the work that we created to tell a story about HRH Princess Maha Chakri Sirindhorn activities about nature and the environment. The materials used included the banana plant, but also the flowers favoured by HRH the Princess.”
OTOP Farm Outlet Opening
Mr. Teerapan Nuntakit, the Deputy Governor of Prachuap Khirikhan Province, has presided over an opening ceremony at the OTOP Centre in Hua Hin as a Farm Outlet Centre. According to the government’s policy to stimulate the economy by strengthening the community to generate income for the people, the Department of Internal Trade, Ministry of Commerce has now established an agricultural community centre in Hua Hin. The OTOP Centre will provide a new market to increase channels for farmers to develop their products as farmers now face new global and domestic competition and need new market opportunities. The Prachuap Khiri Khan Provincial Chamber of Commerce sees the Farm Outlet Centre at OTOP as a way to promote local producers and invites consumers to use the Farm Outlet. Apart from generating revenue for farmers and communities,
buying directly from the farmers, means fresh and inexpensive price.

20 Myanmar-Thailand Car Caravan Shows Overland Travel Possibilities A five-day car rally between Thailand and Myanmar illustrates the potential for overland travel however the restrictions imposed by the countries concerned make these journeys impractical for most.
The trip road trip from Yangon was hatched by The Tourism Authority of Thailand (TAT) and Myanmar Tourism Marketing (MTM). TAT deputy governor for marketing communications Tanes Petsuwan said: “This is a great way for our two countries to boost cross-border travel and raise the number of tourists coming to Thailand through overland tours.”
Singkhon Border: a potential gateway for tourists to Myanmar? The caravan rolled out of Yangon, crossing the border to Thailand to explore secondary tourist destinations in central and west Thailand. The objective was to show that overland travel was technically feasible, although it still is not practical for the individual self-drive car expedition. It illustrates what is possible on a government-to-government basis with transport, customs and immigration rules fast tracked to ease red tape. The one-off car caravan featured 30 vehicles and 80 participants, including senior officials from Thai government agencies. Travel agencies, traders, and media also participated, as well as Myanmar influencers such as beauty queens Miss Grand Myanmar 2014 and Miss Myanmar International 2018. The caravan covered 2,500 km over five days on a rondtrip route: Yangon–Dawei–Kanchanaburi– Nakhon Sawan–Phitsanulok–Sukhothai– Tak–Myawaddy–Yangon, passing through overland checkpoints.

This checkpoint is identified as a permanent checkpoint by Myanmar’s Ministry of Labour Population and Immigration, but not for eVisa travelers. After a visit to Sukhothai in central Thailand, a city on the Asian Development Bank’s East-West trade corridor, the group crossed back into Myanmar at the Mae Sot border checkpoint, which is a permanent checkpoint valid for eVisa visits. New 500 & 1,000 THB Notes Now Released
The Bank of Thailand has put new 500 and 1,000 THB banknotes in circulation on July 28th to mark His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun’s birthday; BoT Governor Veerathai Santiprabhob has revealed.
The Mae Sot-Myawaddy checkpoint To put self-drive cross border touring between the two countries into perspective, here are comments posted online by a reputed Myanmar marketing company. “Crossing into Myanmar with your own vehicle (motorhome, car or motorbike) requires special permission and you will have to be accompanied by a guide and sometimes a Ministry of Hotels and Tourism liaison officer. “The permits typically take at least a month to process. Note that cycling groups also need permission for border crossings,” posted Go-Myanmar.com. Similar tough Land Transport department rules apply for cars crossing into Thailand from neighboring countries, but without the guiding and liaison officer requirements. They have been strict enough to virtually end all self-drive trips by Chinese to Thailand’s northern provinces via Laos.

The back of the 500 THB banknotes features a portrait of King Rama VII and King Rama VIII in pairs, while the back of the 1,000 THB banknotes show a portrait of King Bhumibol and King Vajiralongkorn. Since the banknotes of these two dominations
are of a high value they are produced using special technologies to prevent forgery. Mr Veerathai said the two new banknotes were available at all commercial banks and financial institutions from July 28th. Previously banknotes with King Rama X’s image were limited to 20 THB, 50 THB and 100 THB notes. They were released April 6th; the 236th anniversary of the Chakri dynasty’s foundation.
CP Foods invests in ‘largest solar rooftop scheme in Thailand’
Thailand-based Charoen Pokphand Foods (CP Foods) will work on a new project called “CPF Solar Rooftop”, the largest solar rooftop scheme in the country.

Flying from gateway airports Mandalay, Nay Pyi Daw and Yangon to Bangkok and Chiang Mai to Thailand; very few of those who traveled overland through four recognised immigration checkpoints between the two countries crossed in their own vehicles. CP Foods has signed an agreement with Gunkul Engineering, which will invest in 100% of the project. The project, CP Foods say, will allow it to produce food in an environmentally friendly way. As a renowned food manufacturer, the company aims to work in accordance with the United Nation’s Sustainable Development Goals (SDGs) to ensure that production is energy-efficient. The solar rooftops will be set up at CP Foods’ manufacturing plants. The installation will reduce CP Foods’ greenhouse gas emissions by 28,000 equivalent tons of CO2, which CP Foods states will benefit its renewable manufacturing setup and Thailand’s environment. So far, the company notes that it has reduced its emissions by upwards of 79,000 equivalent tons of CO2. A New Pedestrian Overpass on Phetchakasem Road; Please Stay Off the Road! A new pedestrian overpass has been opened to across Phetchakasem Road for shoppers to enter the Market Villa Shopping Mall.
The overpass includes an elevator which provides disabled access with pedestrians urged not to make a road crossing and barriers in place to reinforce that message. Although the pedestrian crossing is still visible, as a crossing which has long been a risky mix of public transport vehicles on both sides of the busy road, through traffic and bag laden pedestrians, this facility should make a big difference to shoppers at the Mall – as long as they take the overpass. Experience shows that pedestrians often ignore these overpasses at their peril however being able to use the elevator could be a crucial difference. Police Work Quickly Arrest a Serious Offender
On July 17, the case of an offender using a knife to kidnap a maid’s daughter was reported. This occured whn both the mother and daughter were at work at a housing project in the Kho Pitak community of Hua Hin The offender is alleged to have caught the cleaner and tied her with rope and abducted her daughter who is 18 years old. The girl was taken to a secluded place but then escaped unharmed and ran to a nearby car care shop while the offender escaped on the motorbike. Police found the stolen motorbike left at Hua Hin Train Station that night and left by train.On July 20th, the police identified the suspect from CCTC footage and a warrant has been issued for
his arrest. He has now been arrested in Udon Thani Province with reports that he has admitted to several thefts. This has been a very serious incident quickly resolved by the police to ensure that serious offendrs are apprehended as soon as possible.
Uncle Mea and His Wheelchair Raising Funds on the Way to Chiag Mai Group for providing our pictures; their Members are be sure to be amongst the beneficiaries.
Uncle Mea is wheeling his wheelchair to raise funds to help disabled people around Thailand. Uncle Mea is Satit Chantarungsri, a 55-year-old from Phitsanulok, who has sclerosis affecting the lower down part of his body with severe muscular weakness. His wheelchair journey commenced in Songkhla on June 9th and will conclude in Chiang Mai, a distance of 1,400 kilometres. Before his arrival in Hua Hin, he stayed at Kuiburi for one night and passed by the Panyanukul School for children with
disabilities. His arrival in Hua Hin was on the 26th day of his journey to raise money to help children with disabilities. There are volunteers to facilitate traffic and his fan club have come to participate. People who were aware of the project were eager to donate and support the venture with donations of nearly 1 million THB being received before arriving in Hua Hin Uncle Mea became famous with a wheelchair journey from Phitsanulok to Siriraj Hospital to sign the blessings of His Majesty King Bhumibol Adulyadej and to attend the mourning of His Majesty at the Grand Palace. This was in recognition of the graciousness of His Majesty the King who provided assistance to educate his disabled children for a chance to finish university. The goal of the current journey is to raise at least 4.8 million THB to assist disabled chaildren at 48 schools across the country. This equates to one hundred thousand THB per school. 22 Thai FDA Recalls Blood-pressure Drugs Due to Cancer-Risk Ingredient THE FOOD and Drug Administration (FDA) has recalled immediately five registered drugs to control blood pressure because of a potentially dangerous key ingredient.
The Thai FDA is the government department responsible for issuing licenses to importers and producers of medicines, food, food supplements, medical devices, as well as other potentially toxic substances, so that those products can be imported and sold in Thailand. “It contains something that poses cancer risk,” said FDA Secretary-general Dr Wanchai Sattayawuthipong. The recalled products are: Valatan 80 drug registration No 1A/54 (NG); Valatan 160 drug registration No 1A 10/54; Valsarin 80 drug registration No 1A 4/60; Valsarin 160 drug registration No 1A 5/60; Valsarin 320 drug registration No 1A 6/60.
He urged people to check if they were using the drugs being recalled. “If yes, please return them to the hospital or pharmacy that gave them to you,” Wanchai said. “These drugs must be destroyed.” “Urgent alerts have already been issued to all relevant authorities, too,” he said.
FDA Secretary-general Dr Wanchai Sattayawuthipong Valsartan, an angiotensin II receptor blocker, is usually prescribed for patients with hypertension. “Patients can continue to use drugs containing valsartan as long as they are not the ones that are now being recalled. Other batches are not contaminated,” Wanchai explained.
Their manufacturing processes are not at fault, but an impurity has been introduced during the production of key ingredient valsartan by its supplier – China-based Zhejiang Huahai Pharmaceuticals. Recall of drugs containing valsartan are now underway in 22 countries around the world. The U.S. Food and Drug Administration is alerting health care professionals and patients of a voluntary recall of several drug products due to an impurity, N-nitrosodimethylamine (NDMA), which was found in the recalled products. NDMA is classified as a probable human carcinogen (a substance that could cause cancer) based on results from laboratory tests. The presence of NDMA was unexpected and is thought to be related to changes in the way the active substance was manufactured. The FDA (US) says that because valsartan is used in medicines to treat serious medical conditions, patients taking the recalled valsartan-containing medicines should continue taking their medicine until they have a replacement product. To determine whether a specific product has been recalled, patients should look at the drug name and company name on the label of their prescription packaging. If the information is not provided, patients should contact the pharmacy or medical facility that dispensed the medicine. Patients should also contact their health care professional if their medicine is included in this recall to discuss their treatment, which may include another valsartan product not affected by this recall or an alternative treatment option.
Google Maps Expands Motorcycle Mode to Thailand Google Maps have unveiled a new motorcycle mode in several Asian markets where two-wheelers are a very popular form of transportation including Thailand.
The new routing mode accounts for travel times on typical motorbike and scooter speeds, offers driving directions for narrow paths and shortcuts that a full-sized car can’t access, and avoids toll roads where they’re not allowed to enter. The mode launched first in India last December, a country that recently overtook China as the world’s biggest
two-wheeler market. Unlike a typical driving direction that tells you to turn at certain streets, navigation would use the most current street view information to inform directions with landmarks, such as “turn right at Bangkok Hospital” instead of the formal street name. At an event announcing this feature in Thailand, Google Maps’ head of product Krish Vitaldevara says the goal is for drivers to read through the directions first to help memorise the path before they start navigating, especially since these countries tend to contain roads and alleyways without actual names. Motorcycle mode on Google Maps is now available in Hong Kong, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Taiwan, Thailand, and Vietnam, though the update will come first to Google Maps on Android. Google did not specify when the routing option would be available on iOS
or the web or whether it plans to expand this to Western markets.

A Collaboration of International Artists in Hua Hin
Coach the Coach Season 3 “I think I may be running out of wall,” observed Naidee Changmoh, working hard to mount dozens of works created during an innovative summer residency in Khao Takiab. Tired but satisfied, Changmoh, an artist and gallery owner, welcomed the participating artists to Bangkok’s River City, to celebrate the opening of the Hua Hin International Contemporary Art Exhibition. “It is very strange to see these works in a different context,” observed Michael John Bell, an Australian surrealist whose buoyant pastels lay scattered amongst the canvases yet to be positioned. “They change, being removed from the natural, open setting where they were created and placed in this modern centre.” Artists from around the world spent three weeks in full creative mode during this inaugural residency program, organised and coordinated by Changmoh and his team. The skill and accomplishment of each artist was manifest in their work, from the neon nightmares of Hideyuki Katsumata from Japan, to more contemplative scenes by India’s Sanket Viramgami. Other participants included Vasan Sitthiket (Thailand), Do Hiep and Pham Huy Thong (Vietnam), Epjey Pacheco (Philippines), Marc Janssens (Belgium), Stephen Anthony Bird and Ruth Li (Australia), Monika Grycko (Italy), Anna Couderc (Spain), and Jesse Standlea (USA Twelve Thai artists joined the residency, drawn by the opportunity to work alongside Sitthiket, whose provocative works often take aim at political and corporate targets. Khun Vasan’s contemplative self-portrait, emblazoned with the phrase “Artist Army,” fairly captured the spirit of the program. Host Caranee Thianthai at Nern Chalet Beachfront Hotel Hua Hin generously provided an inspiring setting that encouraged the artists to concentrate, work – and of course, relax. The exhibition closed on July 20th. Last month saw the Rotary Club of Royal Hua Hin’s 9th Club Installation dinner held at the Amari Hua Hin Resort & Spa. The incoming President for the year 2018-19 is Brian Anderson, serving his second term as President. A total of 95 guests and VIPs attended the grand occasion and included the Rotary 3330 District Governor Lt Gen Kanit Jamjuntra, and Immediate Past Governor Dr Peera Farmiboon. One of the best known Australian rock singers of all time, Jimmy Barnes was a recent visitor to Hua Hin with Jane, his Thai wife of more than 30 years. The couple took a food tour with Feast Thailand’s Leigh Higgins during their all too short visit. Jimmy is best known in Australia as the lead singer of ‘Cold Chisel’ with many standards from the 1970’s always featuring on the best of Oz rock lists. Everyone knows that the best way to explore a country is by road. With Southeast Asia’s narrow mountain trails and muddy paths, some say the only way to do it is on a motorcycle.
From stopping in a small town for a bowl of Vietnamese pho through to riding through jungles, mountains and rocky terrain in Laos and Northern Thailand, it will be the adventure of a lifetime. Plus, motorbikes are relatively cheap to buy or rent in Asia and they’re easy to sell at the end of your trip. So, there’s really no excuse. Ready to get on your bike for an unforgettable twowheeled experience? Here are the top four motorcycle routes in Southeast Asia you should definitely have on your bucket list!
The Mae Hong Son Loop, Thailand
Ho Chi Minh Trail, Vietnam If you’re looking for more of a challenge, you can always take a few detours. It’s best to do the loop during the dry season, which runs from November to March. The Ha Giang Route, Vietnam
Of all the bike routes in Asia, the Ho Chi Minh Trail is the most well-trodden. The route runs through Vietnam, dipping into Laos and ending in Cambodia. It was once the historic route that the Vietcong used to deliver weapons south during the Vietnam War and today bikers looking for an adventure ride either the whole route or a part of it. The best section of the route runs through Vietnam from Hanoi to Ho Chi Minh City. You’ll ride around 1,000 miles down the country (if you’re buying and selling a bike, it’s better to go from north to south, as it’s cheaper to buy a motorbike in the north). Be prepared for an adventure, many of the paths are muddy, rocky and pass through streams and flooded areas. Along the way, you’ll see jaw-dropping landscapes of lush green rice paddies, karst formations, tiny villages and smiling locals. The route takes around eleven days in total and it’s easy to find accommodations in towns nearby. You could also book a guided motorcycle tour or find a place to stay in Vietnam ahead of time. The Mae Hong Son Loop will take you on a 400-mile adventure through Northern Thailand. The trail generally takes a week to complete and it’s best known for its incredible scenery through the lush countryside of Northern Thailand. The loop starts and finishes in the popular tourist hub of Chiang Mai and passes through the Mae Hong province, through the towns of Mae Sariang, Mae Hong Son and Pai. Along the way, you’ll see mountains, farmlands, quaint villages, limestone karst and cascading waterfalls. The road conditions are pretty good, although they’re known for their curves, so stay focused! The best time to go is from November to February when the weather is cooler and dry. If you’re looking for a challenge, do the route counter-clockwise. There are tons of motorcycle rental shops in Chiang Mai that have everything from automatic scooters for beginners, through to 600cc motorbikes for expert riders. The Thakhek Loop, Laos The Thakhek loop takes you on a 280-mile trip through central Laos. The loop starts and finishes in Tha Khaek and takes around four days to complete, although many chose to do it in a week as they want to savor the views The scenery is incredible and you pass through rugged mountain roads, valleys with limestone peaks and lush jungle paths. Along the way, you can stop at blue lagoons, caves and waterfalls. If you’re doing the route counter-clockwise, you’ll pass through the towns of Mahaxay, Nakai, Thalang, Lak Xao, Na Hin, Konglor and Vieng Kham. In the past, the route had unpaved roads and it was a real challenge, but now the loop has been paved, meaning that beginners can enjoy it too.
The Ha Giang route takes you on a 300-mile trip between the mountainous towns and provinces of Sapa to Ha Giang in northern Vietnam. Along the way, you’ll pass through the region’s misty mountains, driving through roads that run along the Chinese border. The landscape is breathtaking and you’ll see limestone peaks, lush green rice terraces, quaint villages and a variety of different ethnic tribes. The route is definitely not for the fainthearted as it passes through high peaks with hairpin bends and you’ll need around five days to complete it. You’ll pass through the towns of Xin Man, Bac Ha and Muong Khuong. The best time to tackle the route is during the spring months of March and April, or the fall months of September and October, when the weather is generally warm and pleasant. When prices are high farmers worldwide get greedy and flood the market bringing prices crashing and then they cry foul and want financial help from their governments or are forced to scrap or give away the goods. Simple Economics - Supply & Demand = Price. All Governments provide subsidies to agriculture, logically, so that they retain those farmers in the industry - otherwise, an entire sector is written off which could lead to possible famines in some Nations. If all of us in Hua Hin buy one pineapple each at B10. If you don’t like it give it to elephant at Pa-la-U. Load pineapples on the truck and sell them on Tonglor at B15 each. I bet they will go fast.

Increased penalties and a point system for traffic violations is clearly a sensitive topic as these comments demonstrate! That is ridiculous. Obviously some tourists and expats drive drunk but it is such a small part of the problem. There is no way that the average Thai would be able to pay 100,000 fine and going to jail would have so many socio-economic consequences that it would create more problems than it would solve. Sometimes you cannot just punish your way out of problems.
Sam Roi Yot Hotels are Paying the Price for Breaking the Rules The Governor of Prachuap Khiri Khan has ordered the closure of more than 60 hotel businesses at Sam Roi Yot because they did recive permission to operate and have been built on public land. Most of these have closed already with signs proclaiming “Temporary Closure”. The are is now very quiet with employess nfrom these businesses seeking government help and wanting the hotels to reopen. Mr. Kittipat Samdengdej, President of Sam Roi Yot Tourism Club, says he has filed a petition to the Dumrongdhama Centre of the Ministry of Interior in Prachuap Khiri Khan Province to ask for help to alleviate the problem for thw staff. The closures were ordered because the businesses could not apply for a license because documents to prove their rights to the land are yet to be available. Mr.Chaichana Suthiworachai, the sheriff of Sam Roi Yod, said: “ Many of entrepreneurs who operate a business on Sam Roi Yot beaches are open without permission”.
Penaties For Illegal Employent for Aliens The Royal Decree on the Management of Foreign Workers Act of 2017 came into effect on June 23, 2017, and was amended by the Aliens Management Act (No. 2) , effective from March 28th 2018. To avoid misunderstanding about the work of foreign workers the Prachuab Khirikhan Employment Office has described the following operation of this legislaton. 1. An alien who works in Thailand must obtain a work permit from the registrar. If the alien works without a permit, he / she will be guilty of misconduct liable to a fine of 5,00050,000 THB. After paying the fine thjey will be deported as soon as possible. 1.1 Aliens who work as employees in circumstances other than those stipulated on the work permit are also liable to these penalties. 2. An employer who commits offences under Section 9 of the Aliens Management Act (No. 2), 2016 shall be liable to a fine of between 10,000 and 100,000 THB per alien. If the employer repeatedly commits the offence, he/she shall be liable to imprisonment for a term not exceeding one year or to a fine of 50000-200000 THB per alien, or both, and not be able to hire an alien to work for 3 years 2.1 Employers hiring an alien workemployees in circumstances other than those stipulated on the work permit are also liable to these penalties.
Yeah, why not. But make sure to extend the taxi services, so that it’s possible for all drunks to go home when done partying. And don’t forget to try and bring the taxi prices down to at least the same price as a grab would cost, which of course should be cheaper if it’s a taxi motorbike. It is a statistical fact that 70% of deaths on Thai roads involve motorcycles, why then not concentrate in making more severe laws to cover the operation of motorcycles? Like maybe making people think twice before driving drunk?? Yeah, that’s a great idea! My experience is most of these offenders are Thai citizens. Vehicle drivers at night as I drive home to Thao Khao on my Honda Click is quite scary. The motor bikes are even worse. Speed is also a big issue. Majority if not all are Thai. These Thai citizens don’t have that kind of money. Would Thai police really ticket or jail them I doubt it. Driving the wrong way or running red lights is a medium offence?? That’s how people get hurt or killed. 12 Point system is a joke in my view. Well ... it could work but you should only have 5 point to “play with”. A points system for driving licenses is ok assuming the person has a license. Otherwise anything that improves the road situation has to be good. Surely it doesn’t matter how many laws you make or how extreme the punishment if you don’t enforce them properly and equally? That means irrespective of nationality, gender, status, job, wealth or influence.

Tracking Down Tourists
Phuket deputy governor Thavornrat Kongkaew has displayed a QR code wristband equipped with GPS system which is being mooted as a way that officials could track down tourists caught in a boat or car accident. One of the problems during tragedies such as the one in Phuket and the Tsunami disaster is the difficult job of identifying victims. The wristband will contain personal information. The QR code, abbreviated from “Quick Response Code”, is a machine-readable optical label containing information. The suggestion is that the wristband won’t be compulsory and mainly aimed at people going on long boat trips. It will probably cost 100 THB and bundled with 20 day insurance of around 1 Million THB for death and 500,000 THB for injury. HUA HIN TODAY, August 2018

Wet, Wet, Wet!; Marina Growth Proposed for the Gulf
Marina tourism in the Gulf of Thailand is set to grow significantly as the government readies plans for seven new marinas. Scott Finsten, harbour master of Ocean Marina Yacht Club Pattaya, said the new marina projects will be built along the east and west coasts. Targeted locations are Chumphon, Trat and Sattahip district in Chonburi, as well as on Koh Samui and in Prachuap Khirikhan.

The cost of rental, maintenance and services is also lower in Thailand. With about 30% lower expense, Thailand has a chance to become a marine tourism hub in the region, Mr Finsten said. Ocean Marina Yacht Club Pattaya is investing 100 million THB to increase the number of berths for yachts.

Mr Finsten says there are four marinas operating in the country, three of which are in the Gulf of Thailand: Ocean Marina Yacht Club Pattaya, Siam Royal View Koh Chang and Racer Marina in Pranburi, with a total capacity of 615 berths. Phuket in the Andaman Sea has 736 berths. Mr Finsten said the government aims to promote Thailand as a hub of marine tourism in Southeast Asia by investing in the Thailand Riviera project in the gulf at an estimated cost of 7 billion THB. He pointed out that Pattaya on the eastern gulf coast is now able to link with Hua Hin on the west coast via ferry service, making Pattaya a travel hub on the east coast. Pattaya is also growing as a business hub because of the government’s Eastern Economic Corridor (EEC) scheme.
The existing Racer Marina in Pranburi Mr Finsten said the marine industry on the east coast is picking up steam, with charter and day trips up 20% year-on-year and the number of new boats sold up 10%. “International yachts visiting the area are also increasing after the government allowed yacht visitors to stay 12 months per visit, up from less than six months in the past,” he said.
“At Ocean Marina Yacht Club Pattaya, we are investing about 100 million THB in expanding berth capacity and services, which will be completed in August this year,” he said. “Once completed, we will be able to cater to the increased demand by raising berths by 15% from 380 currently to 440 berths.” Ocean Marina said it invests more than 10 million THB each year to host the Ocean Marina Pattaya Boat Show, a key platform to boost business and tourism in the region. This year’s 7th Ocean Marina Pattaya Boat Show is scheduled for Nov 29-Dec 2 and is expected to generate more than 2 billion THB for the industry.
230 The Football Confederation Cup; Bigger than the World Cup? Teams from nineteen Hua Hin and Cha-Am resorts and hotels will be putting their best foot forward at the 24th annual Football Confederation Cup commencing this month as a very festive sporting occasion.
There will be 20 teams representing every hotel in Hua Hin and Cha-Am big enough to present a team. At the introductory press conference, Christian Wurm, the General Manager of the Hyatt Regency, cohosts of the event with the Chiva Som said “this football tournament is probably bigger than the World Cup”. As a German national, the event is bound to be much bigger for him! The opening match of the competition on August 9th (around noon) will feature a mixed celebrity team which includes show business stars as well as a number of

This is probably the most spectacular football event in Hua Hin with float parades, mascots, marching bands and an enthusiastic crowd which is likely to include many civic leaders and celebrities. The competition concludes on 13th September, the venue is the Khao Takiab Football stadium. Hyatt GM Christian is mooted as a goalkeeper of note whilst Sheraton GM Bruce Dupuis was last year’s stand-out VIP player with a spectacular goal assist despite his sporting background being more about ice hockey than football.
The pundits are suggesting that this year he will score a goal score, not just an assist. Winning the Federation Cup is certainly a matter of pride with some bragging rights to the winning hotel. They may also have to undergo some scrutiny

4 32 A Government Partnership with Airbnb; but Thai Law Remains Ambiguous
Airbnb, the world’s leading community-driven hospitality company, and the Thailand Ministry of Interior’s Department of Local Administration (DLA), have announced the ‘Empowering Local Tourism Entrepreneurs’ partnership; Airbnb’s first official partnership with a government agency in Thailand. Through the partnership, Airbnb and the DLA will work together to train local provincial officials on hospitality, hosting and compliance standards; and onboard existing homestays onto Airbnb’s global platform. However In Thailand there are two ambiguous laws related to Airbnb. Suttipong Juljarern, Director-General, Department of Local Administration, Ministry of Interior, and Mike Orgill, Airbnb Director of Public Policy for Asia Pacific, jointly launched the partnership at Chulalongkorn University Alumni Association.
As part of the partnership, Airbnb and the Ministry of Interior’s DLA agree to: Conduct training sessions focused on sharing information about Airbnb, and how to use the platform to distribute tourism income to local communities across Thailand Train officials on hospitality, hosting and compliance standards to raise the quality of local homestays Equip officials with the digital literacy skills to help locals create and manage their own listings Build a local community of hosts in each province who can support and learn from each other The launch was followed by a country-first joint training workshop with guest speakers from the Ministry of Interior’s Department of Provincial Administration and the Thai Immigration Bureau. Over 100 Thai officials attended the workshop including representatives from the Provincial Office for Local Administrations, and selected local administrative organisations in the tourism sector across the provinces of Chiang Mai, Chonburi, Chiang Rai, Nakhon Ratchasima, Buriram, Ayutthaya, Phetchaburi, Songkhla, Satun, Ubon Ratchathani and Sukhothai. Suttipong Juljarern says that “digital technology fosters real-time audiovisual communication and connections between local communities and guests around the world, and will surely encourage economic development in rural areas. This will help us achieve the United Nations’ and the Royal Thai Government’s goals to alleviate poverty, as this additional stream of revenue for locals means the improvement of their living standards in all respects.” Many Airbnb listings compete against hotel industry offerings, yet hosts that operate through Airbnb do not pay taxes, nor do they have the necessary safety standards that are required from hotels and serviced apartments.

Suttipong Juljarern says “the Department believes the partnership with Airbnb will strengthen communities across the country and encourage the formation of a comprehensive ecosystem for tourism management.” The core of Airbnb’s problem in Thailand is that there are currently no laws that specifically address Airbnb’s business model. Two Airbnb hosts were each fined 5,000 THB by the Hua Hin Provincial Court this year over their roles in providing unauthorised short-term stays, each with varying daily fines for the duration of the offence. In Thailand, there are two ambiguous laws related to Airbnb. The 2004 Hotel Act prohibits
landlords of properties from providing short-term rentals for a period of less than 30 days without a hotel license. The 2008 Ministerial Regulation, which governs hotel operations, contains clauses that would exclude short-term rental properties, specifically guest houses or properties with four rooms or less and/or can accommodate no more than 20 guests, from being considered as a hotel. To some extent, renting out private houses on Airbnb is comparable to operating a guest house because these properties operate in a small scale, whereby single guests/groups are easily monitored. However, problems tend to happen when condominium owners start renting out their units through Airbnb. Condominium buildings have many different owners, some of whom are owner-occupiers and others who rent out properties to medium- to long-term tenants, who make these condos their home. These tenants would not approve of any disturbance and potential safety issue often caused by short-term transient guests who rent rooms on a daily or weekly basis. This explains why many condominium juristic entities are putting up notices prohibiting Airbnb in their buildings and often refer to the 2004 Hotel Act. It remains to be seen what the standardised penalty will be and how severely it will be enforced on lawbreakers.

Applications are now open for the 2019 Asian Tour Qualifying School, which will be conducted over two stages in a span of five weeks across Hua Hin and Bangkok this November and December.

He has since had the sense to correct his original assertion that he had made a deliberate action to “take advantage of the Rules”. He later tweeted; “I know this should’ve come sooner, but it’s taken me a few days to calm down. My anger and frustration got the best of me last weekend. I’m embarrassed and disappointed by my actions. It was clearly not my finest moment and I’m sorry“.

In 1871, the Rugby Football Union was founded, using Rugby School rules from the 1830s that allowed a player to run with the ball in their hands. This new take on the sport would be known as rugby football, or rugger, to separate itself from association football, the traditional feet only version of the sport. From there, association football would get the nickname as-socc or assoccer, leading eventually to just soccer; a name that remains in some countries.

At the end of the Cha-Am fishing harbour pier stand a pair of giant squid. This is a landmark that the Sailing Club Hua Hin uses as the half way mark for a major summer racing event.

10 38 Facebook Deal to Change Thailand’s TV Industry
Facebook’s astonishing £200 million (8.78 billion THB) deal for English Premier League football broadcasts will change the entire industry for digital and pay TV in Thailand in the near future, say media analysts.
The world’s most powerful social media platform just clinched the deal, acquiring streaming rights to broadcast all 380 Premier League matches for the 2019-2020 season. Facebook plans to broadcast in Thailand, Vietnam, Cambodia and Laos. Thai media analysts said Facebook’s strong move will make it a giant rival of digital TV and pay TV operators and it will finally become a TV station. Mana Treelayapewat, dean of the school of communication arts at the University of the Thai Chamber of Commerce, said Facebook allows users, including major digital TV operators, to broadcast their content for free of charge and Facebook recently asked Thai digital TV operators to co-produce content running on its platform. “Obviously, Facebook is going to beat up digital TV and pay TV operators by acquiring the streaming rights to these popular football matches,” said Mana. BeIN Sports has the exclusive rights to broadcast English Premier League football matches. TrueVisions has secured an exclusive sub-license from BeIN Sports to broadcast in Thailand for three years from 2016. Mana said that the move was worrying for Thailand’s media industry because another giant
search engine platform, Google, is expected to launch a new feature to compete with Facebook, probably by using YouTube as a content broadcaster. All of these are disruptive technologies threatening Thailand’s media industry.
On the other hand, Time Chuastapanasiri, a media analyst, said Facebook does not only beat digital TV industry but every platform in the country, cable and satellite TV, pay TV and it will totally change traditional TV consumption. Facebook Live expanded into Thai TV industry with features that are convenient for users, broadcasting content through smartphones without the need to invest in additional equipment and has lured viewership during primetime. “Facebook will probably become the main TV station in Thailand’s future, by digital TV operators being tools or content provider,” said Mr Time. If Facebook Live becomes a TV station, the digital TV industry will be seriously impacted, he said.

will take place between the 21st of November and 18th of December. “Leagues around the world have been informed already, and of course they will have to adapt,” he said. “It means leagues will have to break for several weeks before the tournament to allow national teams to have time with their players in the build up to the tournament and for several weeks after in order to give them a break.” The switch to a tournament in the European winter is due to the searing summer heat in the Gulf nation, but the change will cause disruption to domestic competitions around the world. Qatar’s weather still averages around 20 degrees Celsius in November. The decision has already been
made to expand the World Cup to 48 teams from the current 32 for the 2026 edition in the US, Mexico and Canada, although there is ongoing discussion as to whether this could be brought forward and introduced in Qatar. Gianni Infantino said that as things stood, the next World Cup would follow the 32-team format, but that there was room for discussion with various stakeholders. “In the coming months, we will meet with them [Qatar] and adopt a decision. For the moment, it will be played with 32 teams and the distribution of spots will remain as they are, Infantino said. “First we will discuss with the Qataris and then with the FIFA Council and stakeholders.

In 1993, Thailand’s leading course architect, Dr Sukitti Klangvisai created an outstanding golf layout meandering between waterways against the stunning backdrop of the mountain range that fronts the border with Myanmar. The 3,000 Rai which had been mainly pineapple and tapioca farmland then became Hua Hin’s Majestic Creek Country Club.
I was introduced to the founder of Majestic Creek, Mr. Thanachai Theerapattanavong, back in May 2012. This was very soon after his March resignation as the President of the Nation Multimedia Group. The occasion was the ‘relaunching’ of the Majestic Creek Country Club with a commitment to rejuvenate the golf course so that it could reclaim its place as one of Hua Hin’s premier courses. That commitment proved to be much more than just an idle suggestion.
Mr Thanachai acknowledged that his responsibilities with the Nation Group had not allowed him the time to ensure that the golf course was adequately maintained, however all that changed after his retirement.

An early indication of the rejuvenation was the arrival of a fleet of new golf buggies. 473 Lab-Grown Meat: How Food Technology Could Change What’s On Your Plate
Vegetarians have long been familiar with meat substitutes — “meat” patties made from soy or “crispy chicken” that is actually plant protein. But if you’re a carnivore, a steak is a steak, and it comes from a cow. Or does it? Food technology is a growing business and lab-grown meat is one of the innovations that might change the way we eat in the future.
Traditionally, getting meat means breeding the animal, sending it to slaughter and then packaging up the meat to sell. Instead of using live animals, stem cells from an animal’s muscle tissue, known as a donor animal, are combined with a serum, which usually is derived from the fetuses of dead cows. The cells are fed sugar and salts; tricking them into thinking they’re still in an animal. Over time, the muscle stem cells begin transforming, as they strengthen, expand and mature into muscle fibres. Eventually, when enough of these fibres combine, you have a piece of meat. Fat tissue may then be added to give the meat a flavour more consistent with traditional meat. One of the biggest benefits that people who work in food technology see about the prospects of lab-grown meat is that it’s better for the environment. There’d be less need to raise cows, which could potentially cut back on greenhouse emissions. Less land and water usage would likely follow as well, since fewer cows would need to be raised and they’d require less food. As the world’s population continues growing, farming enough animals to feed meat eaters will take its toll on the planet. Lab-grown meat, advocates say, provides a solution, by allowing more meat to be produced without depleting as many resources. Currently, lab-grown meat costs are also too expensive to hit the market just yet. A lot of that is due to the serum that’s necessary for the stem cells to grow. It should be noted, too, that an animal still needs to die in order to gain those stem cells. Synthetic, plant-based alternatives exist, but animal serum is more attractive because nearly any cell can be grown with it.
Another question is what it should be called and who should be regulating it. Lab-grown meat advocates argue that their products are still meat; it’s just the processes used to create it that differ from traditional production. For the average consumer, what entity regulates the meat isn’t as important as making sure that it is safely regulated and that it doesn’t pose health issues. One study found that 40 percent of Americans and 60 percent of vegans would be willing to try lab grown meat. It will be interesting to see what happens when if it’s actually available in stores. It’s thought likely that this will cause a radical change in the developing world, where livestock is used for more than just food and where the most demand for meat in the next few decades is likely to come from. Finally, there’s perhaps the biggest issue of all; taste! Will lab-grown meat still taste like that juicy steak you love? If it looks like meat, and calls itself meat, it should taste like meat!

539 From Humble Beginnings, 20 Years Later Manora Comes of Age
A significant milestone has been reached by the Manora Company Limited. After twenty years of successful developments at Manora Village I, II & III, a special 20th anniversary birthday party took place last month at the G Hua Hin Resort and Mall with staff, family, friends, clients and colleagues. On July 22nd 1998, Manora Company Limited was opened for business with only four employees. At the time, Thailand’s economy was going through some rough times due to the Asian crisis. Having many properties available for sale, but no interested buyers, put Manora in a challenging situation with an uncertain future. Luckily news about the beauty of Hua Hin spread throughout Europe during their first year in business, and suddenly more and more people started to visit Hua Hin for both holiday and investment purposes. Manora grabbed the opportunity to capitalise on the market and soon after became one of the most popular real estate agencies in Hua Hin.
After investing in land in Khao Tao, Manora Village I was then officially launched on the 1st April 2006 and completed within 24 months. All of the 50 Villas sold quickly and following the success of the first project, in 2009 Manora decided to buy additional plot of land next to the first development to build Manora Village II with total of 22 luxury Villas. Manora Village III followed with the design and construction of an ideally located community of 27 luxury villas. House construction was completed in December 2017.
A feature of the anniversary party was the enthusiasm and warmth being expressed by various contractors who have stayed with Walter and his team for the duration of the developments with both customers and staff eager to join in the celebrations. Thanpuying Chanut Piyaoui, Founder and Honorary Chairperson of Dusit International, has received the prestigious SHTM Lifetime Achievement Award from the School of Hotel and Tourism Management (SHTM). Established in 2016, SHTM’s annual awards are designed to honour outstanding personalities who have contributed substantially to the development of hospitality and tourism in Hong Kong, the region and around the world. This year, the recipient was selected in accordance with the theme ‘Celebration of Women in Leadership.’ Thanpuying Chanut established Dusit International in 1948 and opened her first property in Bangkok, Princess Hotel, in 1949. It was one of the first properties in the city to feature a swimming
pool, an elevator, and air conditioning. In 1970 she opened the Dusit Thani Bangkok; then the city’s tallest, grandest building. Thanpuying Chanut opened more five-star hotels in Thailand and overseas, and branched out into hotel and culinary education with the Dusit Thani College in 1993, and Le Cordon Bleu Dusit Culinary School in 2007. On 5th May 2000 His Majesty King Bhumibol Adulyadej conferred upon Ms Piyaoui the highest royal decoration for a civilian: Knight Grand Commander (Second Class, Higher Grade) of the Most
Illustrious Order of Chula Chom Klao with the right to bear the title “Thanpuying,” the equivalent of “Dame.” The Award was presented to Thanpuying Chanut, now 97 years old, in Bangkok in February 2018. A ceremony was held in her honour in Hong Kong on 22 June 2018, where she was represented by her son, Mr Chanin Donavanik, Vice Chairman and Chairman of the Executive Committee, Dusit International. There’s a saying that ‘Thailand is a men’s playground’. Well, now Hua Hin ladies are having just as much fun!

The ‘Hua Hin Ladies’ Facebook group was created in October 2016. Thai, foreign expat and visitors are all welcome to join the group; it’s intended to be social, fun and informative. Eighteen months and the group has topped 2,000 members. The page is a platform for members to ask questions and get information about Hua Hin, Thailand and Thai culture that are of specific or particular interest to women. Mums often have questions about schools and want to connect with other parents. Business women can forge relationships in commerce. Some want to find other girls to party.
Others simply want to find a good hairdresser or yoga class. You get the idea; it’s a page for ladies to share information and meet like-minded people or get out of their comfort zone and mix in an entirely different circle.
The Hua Hin Ladies are about much more than wining & dining
The group also aims to bring Thai and foreign women together and learn from each other’s cultures and languages. As with most expat communities, there is a multitude of nationalities amongst its members. Although the group was created and is administrated by foreign expats, there is a strong focus to bring the expat and local Thai community together. Many foreign expat members have a healthy interest in Thai etiquette and culture as well as supporting local businesses and charities. Many of the Thai members enjoy meeting and socialising with foreign ladies or getting their businesses known within the expat community. Members can create events so they can meet new people in town or catch up with old friends. There is a regular monthly lunch as well as regular coffee mornings; a ‘Parler Francais’ monthly meet up; a Thai language group gathering, quiz nights, book swaps; and various sport and fitness groups. Hua Hin has a plethora of social activities for women. There is something for everyone, for all ages and all nationalities. Hua Hin Ladies helps its members find it. Laksasubha; Where Tradition Meets Modernity When a resort in Hua Hin has a choice location with an ocean frontage adjacent to the iconic ‘stone head’ of Hua Hin, the chances are there’s a link with Thailand’s royal history.
Laksasubha Hua Hin is no exception to that suggestion with the current ownership and management as living proof. Last month ML (Mom) Laksasubha Kridakon, the owner and General Manager with her octogenarian mother welcomed valued customers and guests to celebrate the reopening of the resort’s beachside restaurant. Khun Mom is the great granddaughter of Prince Nares, one of the founders of Hua Hin as a royal retreat in the 1870’s, who established the original property where the resort now stands. The resort opened in 2007 after being a family holiday home well remembered from Khun Mom’s own childhood Rebadged as the Rim Talay; the restaurant has been modernised and returned to its previous blue and white colours. The restaurant now has a Mediterranean feel just steps away from the beach.
Mid-August will see the next stage of renovations completed to the resort beach bar situated equally close to the ocean and a stroll away from one of the resort’s swimming pools. The Laksasuhba Resort has the most iconic Hua Hin ocean outlook where the Rim Talay now offers a new menu and modern features; but where the feel of Hua Hin from times gone by can be experienced and understood.
