2 Elephant Tourism: the Fight Against Unethical Operators
Rows of elephants chained up in cramped stables, saddles resting heavy on their backs. Mahouts (trainers) stand close by, clutching sharp bull hooks. Nearby, groups of tourists wait to mount the beasts ahead of an exhausting trek through jungle. “Elephant tourism in Asia has traditionally relied on elephants being used for riding, street begging and performing demeaning tricks for tourists,” says Ry Emmerson, projects director at the Save Elephant Foundation in Chiang Mai (www.saveelephant.org). “Visitors to Asia should understand that behind the scenes, the elephants are suffering at many camps and circuses.” He explains that elephant tourism is widespread in the region, from elephant tours and zoos to circuses and street performances in which the animals perform tricks and paint pictures. Often-unwitting tourists help perpetuate the industry, which campaigners say is still tainted by cruelty, despite efforts to bring about change.
“Tourists need to know that elephant riding and performing tricks comes at the high price of elephant suffering.” Baby elephants are often separated from their mothers at a young age and subjected to a process referred to as “elephant crushing”, or breaking the baby’s spirit. This involves a series of barbaric measures carried out across several weeks, including keeping them in small cages, tying their feet with ropes and repeatedly beating them with bullhooks. Once the elephant is broken, its dedicated mahout releases it and offers it food and water, becoming its “saviour”. Violence and the threat of it continue to be used throughout the elephant’s life.

Tourists are being encouraged to play their part in the overhaul. Emmerson recommends doing research before visiting an elephant attraction by reading newspaper articles and checking independent reviews and photographs posted online by visitors and elephant tourism operators. It is also advisable to check with tour operators what sort of elephant activities are planned, whether bull hooks or other objects are used, and group sizes – intimate tours are better for the elephants. Emmerson also urges visitors who witness cruel practices while on a tour to post online reviews and social media comments to help others avoid them. “Travelers have the power to influence positive change for elephants in captivity by withdrawing their support from elephant tour operators offering elephant riding and shows,” Emmerson says. “This sends a strong message that these traditional forms of elephant tourism are no longer considered acceptable. “When demand for elephant riding and performances are diminished, the widespread transition to a more compassionate form of elephant tourism is inevitable.” “We consider elephant polo as wildlife exploitation”, says Edwin Wiek, founder of the Wildlife Friends Foundation. After it was revealed that elephants were repeatedly beaten and gouged with bullhooks and their ears violently yanked in training for the King’s Cup Elephant Polo Tournament in Bangkok, the organiser announced that it would stop hosting the event in order to take a stand against cruelty to animals. The Thailand Elephant Polo Association, the main governing body behind the tournament, did not to seek permission for a 2019 tournament and has ceased operations in Thailand. Makha Bucha Day Venerating Buddhist Teachings & Beliefs
This important day on the Thailand calendar commemorates two separate events that occurred on the same date 45 years apart, during the Buddha’s lifetime 2,500 years ago. Makha Bucha Day (วันมาฆบูชา) is a Buddhist holiday, which takes place annually on the night of the full moon during the third lunar month of the year which occurs on Tuesday, 19th of February. “Makha” is the Pali word for the third Lunar month, while “bucha” means to honour or to venerate. Since Makha Bucha is based on the lunar calendar, the date varies from year to year. Makha Bucha Day is a day of religious observation in Thailand, honouring two important events in the Buddhist Calendar. The first event is the gathering of more than 1250 monks ahead of their ordainment by Buddha. The second related event revolves around Buddha’s life lessons, sermons which he gave a few days before his death. Both events happened on the day of the full moon in the Makha month, according to the Buddhist calendar, the third lunar month. These two events are a key to the growth of Buddhism in Thailand and are incorporated as part and parcel of Thai’s religious beliefs. Thailand started celebrating Makha Bucha Day during the reign of King Rama IV, around 150 years ago. King Rama IV felt that Buddhist teachings were very important, recognising that Makha Bucha was one of the most remarkable events in Buddhist history. Observed Activities Many temples, religious and mediation centres welcome both Buddhist Thais and foreigners who would like to enter
into mediation sessions and observation activities. ‘ท�ำบุญ tam-bun’: Making merit by going to temples for special observances, listening to Dhamma preaching, giving donations and other activities including acts of merit such as freeing fish and birds . ‘รับศีล ráp sĕen’: Keeping the Five Precepts, including abstinence from alcohol and immoral acts, listening to teachings of Buddhism and the practice of meditation (nâng sà-maa-tí นัง่ สมาธิ) ‘ตักบาตร dtàk bàat’: Offering food to the monks and novices. ‘เวียนเทียน wain tain: Monks and other believers of the Buddhist philosophy hold candlelit processions with a sacred thread in a procession around the temple. For visitors to Thailand, “Makha Bucha Day” presents a great opportunity to observe first-hand the Thais’ religious practices and the local lifestyle. 4 The Governor Wants Hua Hin to Become a Water Sports City
The Prachuap Khiri Khan Governor Dr Panlop Singhaseni has suggested that Hua Hin could be elevated as a sporting destination with the promotion of more water based sporting activities to promote tourism. The governor said that Hua Hin has many running events and gave the example of Mr. Krip Rojanastien of the Preserve Hua Hin Group who has organised such events every year. This has meant that many runners from a variety of countries have come to compete. In May this year he has promoted the Hua Hin Marathon at the Krailart Niwate at Khao Takiab as the venue for the event. In addition to running sports, the governor is eager to see water sports, beach sports and sports on the seas especially sailing and regattas. Fishing competitions could also be considered. As the previous vice governor of Phuket; Dr Panlop is well aware that Phuket is the province with the highest profile for water sports, which are popular for foreigners.
He would like Prachuap Khiri Khan to learn from that example. He believes that water sports which provide opportunities for participation in competition could enhance and promote tourism in the province and create the excitement. April, which is the summer of Thailand, presents opportunities for these activities.
Hua Hin is considered to have a very high potential for tourism, but the governor is looking for more cooperation between the private and public sectors to organise more activities, particularly sporting activities to reach that potential and to raise the level of Hua Hin to become a sports city to attract visiting tourists.
It’s Official: Thailand Has an Election Date
The Election Commission has set Sunday, March 24th as the date for the long-awaited general election.
The commission made the decision during an urgentlycalled meeting only hours after the Royal Decree on election of members of Parliament was promulgated. Speaking after the meeting, EC chairman Itthiporn Boonprakong said the seven election commissioners decided by a majority vote to set the election day on March 24. He said registration of candidates is set for February 4-8 during which political parties will also submit their lists of their prime minister candidates. Overseas voting will be conducted on March 4-16 while early or absentee voting will be held on March 17. Meanwhile, the government today urged all eligible voters to turn out in full force to vote in the forthcoming election, to try to understand the new electoral system and to be aware of what the politicians are up to. In a statement issued after the promulgation of the Royal Decree, the government also called on members of the public to maintain the atmosphere of peace, unity and reconciliation. The government said it believes that the election date to be set by the Election Commission would not be too close in a way which may affect the election campaign of political parties and also would not cause advantages or disadvantages for any parties. its statement. Prime Minister Prayut Chan-o-cha also urged all parties concerned to respect the rules of the game and to move forward toward the election in an orderly manner for the peace of the country. Pointing out that the enactment of the Royal Decree on the MPs’ election marks the official countdown of the electioneering, Deputy Prime Minister Wissanu Krea-ngarm warned all political parties to be cautious about the “dos” and “don’ts” of election campaign, saying that they will be closely watched by election officials. Despite the decree and the fact that the country is now in election mode, he said that the government still fully functions as a normal government – not as a transitional government – until a new government is set up. During the transitional period from now until there is a new government, the deputy prime minister warned government officials not to drag their feet in performing their duty. 6 Malaysian King Abdicates in Historic First
Malaysia’s king abdicated last month in a historic first for the country that ended weeks of speculation about his future after he took medical leave and reportedly married a Russian ex-beauty queen.
Sultan Muhammad V’s decision marks the first time a king has stepped aside during his five-year term in the Muslimmajority country. The national palace confirmed the resignation with immediate effect of the 49-year-old, who had been on the throne for two years and was known for his fondness for four-wheel driving and other extreme sports. Malaysia’s Islamic rulers will now meet to decide on the next king. Malaysia is a constitutional monarchy, with a unique arrangement where the throne changes hands every five years between rulers of the nine Malaysian states headed by centuriesold Islamic royalty. The system has been
in place since independence from Britain in 1957. Royal officials gave no reason for Sultan Muhammad V’s move but there had been a question mark over the king’s reign since he went on leave for medical treatment in November. Reports in British and Russian media then surfaced saying that he had married the former Miss Moscow in the Russian capital in a lavish ceremony. Royal officials in Malaysia have so far not commented on the rumored marriage, or given any details about the state of the king’s health. Speculation intensified about the king’s future after his medical leave officially finished at the end of December, and the country’s Islamic royals reportedly held a special meeting.

Thai Project Offers Hope for Endangered Indochinese Tigers As one of the last refuges of Indochinese tigers, Thailand is working to protect the endangered big cats from poachers. A tiger conservation centre has been launched in Huai Kha Khaeng Wildlife Sanctuary, where forest rangers will be trained to track the endangered big cats, their prey – and their poachers.
Hunting has taken a devastating toll on Indochinese tigers, native to Thailand and neighboring countries. They have disappeared from the forests of Vietnam, Cambodia, Laos and Myanmar. It has been a decade since one was last sighted in Cambodia, and in Vietnam the beautiful beasts have been hunted to eradication for their skin and bones, says leading tiger researcher Anak Pattanavibool. With fewer than 160 tigers roaming its dense jungles, especially the western forest complex, Thailand is among the last refuges for Indochinese tigers, he said. “The western forest complex is our biggest hope,” he said. Listed as a Unesco World Heritage Site, that forest is home to about 100 to 120 wild tigers, with 80 of these living in the Thungyai-Huai Kha Khaeng wildlife sanctuaries.
There used to be tigers in our other forests, such as in Phu Khiao and Nam Nao national parks in the Northeast and Khao Sok National Park in the south. But the Indochinese tigers, and their prey – deer, barking deer, gaur – were hunted to local extinction. In times gone by, a gang of poachers could kill as many as 20 tigers in just two weeks with rifles or by poisoning them with pesticide-laced animal carcasses. Despite heavy suppression by officials, poaching remains a threat. Better monitoring of forests by patrols is necessary, says Thanya Netithammakul, the director-general of the Department of National Park, Wildlife, and Plant Conservation (DNP). The Regional Tiger Conservation Training Centre (RTCT) in Huai Kha Khaeng
Wildlife Sanctuary was set up by the DNP, United Nations Development Program, Wildlife Conservation Society, and Kasetsart University to equip rangers with the knowhow and technology to secure forests against poachers. Rather than patrolling the forest and returning to report any threats, rangers at RCTC will be trained to use GPS devices and digital cameras to track hunters, tigers and their prey, and other endangered species, explains Anak. They will also learn how to assess the tiger population using camera traps, monitor the population of the Indochinese tiger’s food source, and add to knowledge of the elusive big cat.
“We hope to be able to protect the western forest – one of the last secure habitats of the Indochinese tiger population,” said Thanya.

10 Direct Flights Drive Tourism Growth – But Not to Hua Hin! “Chiang Mai has become a major destination because there are now direct flights from Europe to the city;” says Pakkanan Winijchai, Director of the Chiang Mai branch of the Tourism Authority of Thailand.
Additionally AirAsia has confirmed the launching of direct international flights, from Chiang Rai to Kuala Lumpur, Macau and Singapore at the end of January, 2019. At the same time, Thai AirAsia will launch a direct service from Chiang Rai to Phuket, competing head-on with Vietjet on the domestic route.
Direct flights to Chiang Mai Airport are driving tourism growth She says that Chiang Mai airport now serves 30,00034,000 passengers per day, handling 200-210 aircraft movements. There are 21 international airlines serving Chiang Mai airport, connecting to 24 cities abroad. In 2017, Chiang Mai welcomed around 10 million tourists, 7 million of whom were Thai and 3 million foreigners. Of the foreigners, 1 million were Chinese. Air Asia’s unrealised vision for Hua Hin flights from an August 2017 presentation Plans to expand Chiang Mai airport have been approved by the Airports of Thailand Plc (AOT) Board. The expansion, which will cost 12 billion THB and will take 15 years to complete, will significantly increase the airport’s capacity. Once completed, Chiang Mai airport will be able to serve 20 million passengers annually, a big increase from its current capacity of 12 million passengers, AOT’s chairman Prasong Poontaneat explained.

Foreigners with one-year Non-Immigrant Visa “O-A” (Long Stay) will have to compulsorily arrange health insurance, according to new proposals of a key committee. The criterion under the Immigration Act 1979 was approved by the Medical Hub Committee, Dr Kittisak Klapdee, adviser to the Minister of Public Health, said on Sunday. Kittisak was assigned by Public Health Minister Dr Piyasakol Sakolsatayadorn to join Tourism and Sport vice minister Ittipol Khunplome at the Medical Hub Committee’s second annual meeting, which approved in principle the amendment of the criteria for one-year long-stay visas. Once it comes into effect, foreigners having the visa will be required to have Thai insurance policies covering their entire stay in Thailand with minimum 40,000 THB out-patient medical bill coverage and a minimum 400,000 THB in-patient medical bill coverage. Those already having overseas insurance policies that meet the minimum requirement would be exempted from subscribing to Thai insurance policies. The bodies of two South Korean tourists were recovered two days after they fell into a river during a golf cart accident. The drowned after their wives’ golf cart hit the buggy they were in, causing it to topple into a river in central Thailand, officials said. The bodies of Jun Yong Sung, 68, and Jaseoong Ha, 76, were recovered two days after they ended up in the Nan River while vacationing at the Si Phirom resort in Central Thailand. More than 50 rescue workers from the military and police were involved in the search for the missing men. One body was found last night about 1.2 miles from the accident site, while the other was discovered by villagers ‘floating near a temple. The duo were in a golf cart and preparing to cross the river when the vehicle being driven by their wives failed
to stop, hitting theirs from behind and knocking them and their buggy off a floating platform. The resort has a golf course that has a river running through it, which has to be crossed on a small, simple rope and pulley-operated ferry. “Their wives said both were able to swim but I think the cause of drowning was the strong undercurrent,” a police spokesperson said. The tourists’ caddie also fell into the river but was rescued by a fisherman who responded to the scene. One of the victim’s wives, Ok Su Kim, was hospitalised for injuries from the crash. Phitsanulok province Governor Pipat Ekpapan said an autopsy will be conducted on the bodies before they are returned to South Korea.

The Transport Company plans to launch a universal inter-province bus ticket reservation system next year so that passengers can book tickets through a single website, its managing director said.
Jirasak Yaowaratsakul said the state organisation plans to announce the terms of reference and open bidding for a developer of the online reservation system soon. The bid winner could be selected in about four months, he added. He noted that passengers at present need to go to each private bus operator’s individual website to book tickets or check bus schedules. The new system will list all available buses and schedules to the same destinations so that passengers can make their choice, Jirasak added.

Mayoral Public Works Policy Statement Mr. Nopporn Wutthikul, the Mayor of Hua Hin has made a policy statement to the municipality about infrastructure development of public utilities, especially in relation to the upgrade of both minor and major roadworks which will concentrate on concrete surfaces and associated water drainage improvements. As an example, he commented on the completion of improvements to Soi 18/2 with reinforced concrete and drainage pipes with a thickness 0.15 metre, a width of 3.20 metres and a length of over 300 metres. Bantam Chicken Theft from Temples; Increased Value Means Increasing Theft
Wat Samorplong Samakkeethamma, wants to inform other temples that there are thieves stealing bantam chickens from temples. A month ago a group of teenagers entered the temple and stole chickens raised at the temple. The Abbot of the temple used digital media to ask families to warn their children if they a have been involved and let them know that they risk jail and losing their future. In the digital world, the news is spread quickly and will receive the attention of the police. The Abbot said that the chickens have disappeared during the evening when all the monks had to gather at the chapel to observe religious practice and to pray. This gives the thieves a chance to steal when all
the monks were in the chapel. The abbot said that it was difficult to prevent because the temple was always open and temples give chickens a natural life. Many bantam chickens have been taken and sold at prices ranging from thousands to tens of thousands of Baht per chicken. The price depends on the breed and the beauty of the chicken. The modus operandi is to remove one bird to use as a lure for others to follow. A net is then used to trap them before taking the chicken away. This temple has been raising chickens for a long time. Previously the chickens had little value; however an increased interest in bantams has meant an increase in value, leading to more theft from the temple. The police have advised the temple to report thefts to allow for prosecution in accordance with the law. The police have also increased patrols at various temples where there have been thefts and check on those who have a history of stealing. More arrests and punishment in accordance with the law are anticipated.

PEA Blood Donation The Deputy Managing Director of Provincial Electricity Authority Hua Hin District Mr. Narongsak Intarapakdee and employees have donated blood under the project “PEA cares about every life, donating 10 million cc.” at Provincial Electricity Authority Hua Hin District Office. Mr. Narongsak said that this project has continued for more than 10 years and is held every year. This year there were 28 persons and a total of 12,600 cc of blood was donated.

The Chief of Tabsakae District Officer has described steps to provide funding for repairs required to the old wooden pier called Pa-Nuea in the Tabsakae area. The 120 metre long pier was badly damaged by the storm. A budget of about 200,000 THB is required for repairs of the pier which is a landmark of the area..
A fund raising venture has been arranged which is named “EVERYONE RUNS TOGETHER 2019’’ and held on 17th March. The Hepatitis C Virus
Some of you may have heard about the Hepatitis B Virus as it is usually one of the compulsory medical checks when you apply for a job. However, aside from the Hepatitis B Virus, there is also the Hepatitis C Virus that is equally important. There are 6 different types of Hepatitis C Virus, with the type having nothing to do with the severity, but rather its treatment, which involves a different formula, dose and usage period for medication. Type 2 and type 3 are the types that are easier to cure. The Hepatitis C Virus is a blood borne virus. It is most commonly transmittedthrough sexual intercourse, reusing syringes or inadequate sterilisation of equipment at piercing or tattoo shops. The Hepatitis C Virus can also be transmitted from a mother to her child. The Hepatitis C Virus cannot be transmitted by sharing personal items, sharing foods, coughing, sneezing, kissing, hugging or other physical contact. Once entering the body, Virus will embed itself in the liver. At the beginning stage this may cause acute hepatitis. Unfortunately, symptoms will not show in most cases or it will be too mild for the infected person to notice. Other symptoms involve influenza, fatigue, loss of appetite, weight loss, dark urine and jaundice. 15 percent of those infected will be able to recover themselves, especially children under the age of 18. However, 85 percent of those infected will gradually develop chronic infections. It is important to note that the disease will become more threatening over time. After 10-30 years, it may develop into cirrhosis of the liver which could further into liver cancer as a life-threatening condition. The Hepatitis C Virus can be diagnosed via a blood examination and screening for anti-HCV antibodies. If the result is positive for anti-HCV antibodies, then a nucleic acid test for HCV ribonucleic acid (RNA) is needed to confirm the infection and its severity. It is important to know the exact type of the infected Hepatitis C Virus and to plan proper treatment. This includes, but is not limited to, assessing the level of liver function, the severity of inflammation and fibrosis in the liver to determine
the severity of the disease. This can be done by measuring the number of liver enzymes such as AST, ALT, METAVIR, score etc. The Hepatitis C Virus could be considered as a silent threat with most people unaware or unconcerned. Many patients come to see the doctor when it is already at the end-stage when many suffering from cirrhosis of the liver or liver cancer. There is still no vaccine to prevent this virus, which is different from The Hepatitis B Virus which has vaccines available. Nonetheless, there are treatments for the virus. This required our ‘interpretation’ of the points made in the letter summarised below: There is a dispute between the writer and a landlord over an old refrigerator that needs to be replaced. The Tourist Police were visited as the writer believes that it is their job to help foreigners and to be impartial in disagreements between a foreigner and a Thai person. The Tourist Police did not help; only suggesting further discussions between the parties were needed. The Tourist Police have moved locations and their website information is out of date. The Tourist Police only help Thai people and the writer’s problems may be an example of corruption.

My complaint is about using areas around Soi 11, around the Bon Kai community area. This is an unsealed rough road with heavy rains and floods causing big problems for the passage of vehicles, especially motorcycles. I’m astounded that so many of the lanes designated for the dreaded U turn fail to provide enough room for this manoeuvre. In some cases the lane is not wide enough for even a compact vehicle, let alone a bulky pick-up with buses and trucks attempting to turn really struggling. This means a variety of ‘temporary’ witch’s hats are being used to block adjoining lanes and turning vehicles encroaching on the lanes of through traffic either before or after the turn is made. The Mayor of Hua Hin Municipality Mr. Nopporn Wootikol has joined the presentation of dog microchips from Pawtown Team by For Future Foundation Dr. Chanannatt Thongkhamsuk. The microchips are to be implanted in dogs to allow for the checking of dog populations in Hua Hin by scanning on a mobile phone. The recorded data allows for the planning of controlling street dogs and
vaccinating programs. The Pawtown organisation wanted to use the Hua Hin Municipality as a model in surveying dog populations. The presentation was in line with the needs of the municipality in the area of dog management. The assignment of relevant staff to study the information requires consideration and budget issues need to be considered to understand if the process can increase the efficiency of dog management.

22 Catamarans Floated for Chao Phraya River
The Marine Department plans to introduce catamaran tourist boats on the Chao Phraya River in Bangkok in the middle of this year to boost tourism.
Thailand limits Toll from Pabuk
Early warning and early action helped ensure that tropical storm Pabuk, which struck the southern region of Thailand from 3rd to 5th January, passed with limited loss of life. The storm, however, caused high economic losses and considerable damage to critical infrastructure, including schools and hospitals. The goal is to increase the number of passengers, including tourists, who use modes of water transport on the river from 40,000 a day at present to 200,000, department chief Somsak Hommuang said. Catamarans are often used at sea as recreational boats. Mr Somsak said he saw it as a golden opportunity to promote tourism businesses and draw more foreign visitors. Catamarans, with their two hulls joined by a frame or deck, are believed to have caught the attention of foreign visitors who want to take in riverside views in the section of the Chao Phraya that passes through Bangkok’s old areas. “It will be a kind of cultural tourism,” Mr Somsak said. This section of the river is considered a part of Rattanakosin Island, which is surrounded by the river and canals.

Elephants Collared in Move to Reduce Conflict
Three elephants in Khao Ang Rue Nai Wildlife Sanctuary of Chachoengsao province are the first to get collars as part of a measure to reduce the risk of human-elephant conflicts in restricted forested areas in the East. This project is part of a collaboration b e t we e n W W F -T h a i l a n d a n d t h e Department of National Parks, Wildlife and Plant Conservation (DNP). The collars, imported from South Africa, will be used to study the movement of the pachyderms and help resolve the issue of them destroying crops, Pinsak Suraswadi, DNP deputy director general, said. “This is not an issue about whether elephants kill people or vice versa – it’s about finding a viable solution where elephants can live in harmony with people in the future,” he said.
The area where the elephants were collared is designated as a “red” area, indicating that it is a high human/elephant conflict zone. The data collected from the collars will help conservationists and local communities anticipate the elephants’ movements and plan intervention to address the conflicts. “Wild elephants are a challenge for conservation in Thailand, and WWF and DNP have commenced their research to reduce human-elephant conflicts,” Yowalak Thiarachow, Director of WWF-Thailand, said. -The Nation
Warnings were first issued on 1st January, when Pabuk was still a tropical depression. By the time the storm made landfall, authorities had evacuated about 30,000 people living in the coastal districts into shelters. They also suspended flights and ferry services, raised red warning flags on the beach to ban swimming, and advised fishermen to stay ashore. According to Thailand’s Disaster Prevention and Mitigation Department, Pabuk affected 212,784 people across 2,635 villages in 18 provinces. Seven people were reportedly killed, two of whom were volunteers who died during rescue missions. Ahead of the storm, many worried of a repeat of tropical storm Harriet, which killed around 900 people in 1962. “Even though this storm was very powerful and comparable to tropical storm Harriet, a good weather forecast system, as well as an advance disaster warning and evacuation, ensured there were only a few casualties,” said Seri Supharatid, Director of Rangsit University’s Centre on Climate Change and Disaster, in an interview with Thailand’s The Nation newspaper. After the storm passed, the most affected areas in southern Thailand continued to struggle with flooding, uprooted trees, downed electric poles, and flattened fruit plantations. The Sendai Framework for Disaster Risk Reduction, the global plan for reducing disaster losses, seeks a substantial reduction in damage to critical infrastructure. This target will be a key area of focus for UNISDR advocacy in 2019. Thailand is moving to implement the Sendai Framework with national and local strategies for disaster risk reduction by 2020. Having a Sendai Framework aligned national disaster risk reduction strategy is critical to informing how a country assesses its risks, develops its plans and allocates resources to implement disaster risk reduction measures. The strategy also ensures that a multi-stakeholder approach is adopted, and more importantly, that all members of society, especially the most vulnerable, are protected from the most negative effects of disasters.

26 ‘Chiroptera’ – Thailand’s Mysterious Night Flyers
Bats, or Chiroptera, are the second largest order of mammals after rodents, representing about 20% of all classified mammal species worldwide, with about 1,240 known bat species. The oldest bats fossil is dating back to 50 million years. The evolution of bats began about 56 million years ago and ended about 33.9 million years ago.
Bats are distributed worldwide, occurring on all continents except the Antarctic. The largest species of bat is the Australian ghost bat, which can reach a body length of 14 centimetres, a span of 60 centimetres and a weight of 200 grams.
The Australian Ghost Bat, the world’s largest The vast bat diversity around the world appears to be found located in the tropical rain forests of South East Asia. In Thailand, at least 140 species in 11 families and 45 genera of bats have been documented. Bats are the only mammals beside the birds and the only vertebrates, which can actively fly. The seeds of many plant species are spread by bats.
About 70% of bat species are insectivores (insect eaters) most of the rest are frugivores, or fruit eaters. Bat species represent the most diverse group of Thai mammals. The current number of species seems to be underestimated. There are many complications in the reliability of species identification, monitoring and evaluation of this biodiversity with some species lacking supporting evidence. This means that identifying specific species, even those seen in large colonies is uncertain. The bats which have bcome an attraction as they stream from the Nayang Bat Cave near Cha-Am is one example. The smallest bat is the Peanut Bat, also known as a Bumblebee Bat, with a body length of three centimetres, a wingspan of 13 centimetres a weight of two grams. This is the most unusual of the species native to Thailand as the smallest mammal in the world, next to the Etruscan shrew. It was in 1973 that this species was discovered by the Thai mammal researcher Kitti Thonglongya near the Rver Kwai. Bumblebee bats live together in groups of 4 - 5 animals, and are only active after about 6 PM. They never leave their caves through the main entrance but always prefer cave chimneys and cave columns as excursion openings which irritated many researchers. It is believed that this is a survival strategy in order not to fall prey to possible larger species, which usually fly through the main cave entrance.
Their main hunting grounds are the bamboo forests near the caves. Their prey includes small flies, parasitic wasps and tree lice that live near the bamboo and tree tops at night. With their echolocation system, bats have developed a very complicated and effective method that allows them to find their way in the dark and hunt insects without using their eyes.
Bats emit ultrasonic waves, which are reflected by objects as reflections. The individual echoes are picked up by the bat and put into the correct sequence. The time differences allow the brain to sense the environment and thus locate how far a tree or insect is, and even at what speed and direction a prey animal is moving. Bats have a dense, often silky coat, which is mostly gray to brown or blackish colored and has no hairline. But there are also white and patterned species, in almost all species, the ventral side is also lighter than the back. Thailand Now Rated in the Top Ten Countries to Retire
Retirement should be a time to kick back and forget the stress of the daily grind. While some people plan their post-work days down to the smallest detail, others may need a little help deciding where to spend their golden years. A Positive Outlook for the Cha-Am-Hua Hin Condo Market The condominium market in Cha-am and Hua Hin showed
positive signs during the first three quarters of 2018 following a slowdown over the past few years, says Phanom Kanjanathiemthao, Managing Director of Knight Frank Thailand. Between January and September 2018, 1,041 new condominium units were added to the market, an increase of 164% from the same period a year earlier, a study by Knight Frank Thailand found. All of the new supply is located in the heart of Hua Hin, including two major projects rising on Phetkasem Road, and is being offered by major developers from Bangkok. Of all the new projects developed since 2012, only 35% have sea views, being situated on or not too far from a beach. Land near the sea in Cha-Am and Hua Hin is difficult to find and becoming increasingly expensive. Developers have turned their attention to developing projects in the city, focusing on convenient locations as their selling point. They have also positioned their projects to better meet the needs of buyers. Unit sizes, configurations and common spaces all emphasize greater functionality, while still offering the feel of a resort destination. On the demand side, the average sales rate for new projects launched in the first nine months of 2018 was 75%. The main factors influencing sales included the aforementioned selling points, coupled with the reputation of the developer, which also is an important point to attract buyers. The key buyers in Cha-Am and Hua Hin are still Thais who are looking for vacation homes or investment units to rent out, as opposed to speculative buying in both the short and long term. It was estimated that another 200 to 300 units came on the market in the final quarter of 2018. This is considered a good outcome in terms of maintaining a market balance after the recent recovery from the slowdown. The market may be negatively affected by more stringent mortgage lending requirements imposed by the Bank of Thailand and scheduled to take effect from April 1. In particular, banks will require proof of higher down payments from borrowers seeking a second or subsequent mortgage. Knight Frank Thailand expects that this policy could directly affect the decisions of some Thai buyers who wish to buy real estate in Cha-am and Hua Hin for a holiday home or as a rental investment. – Bangkok Post
335 Fewer Accidents, but New Year Death Toll Rises
Though the number of road accidents is lower this year compared to the “seven dangerous days” last year, the death toll rose with drunk driving and speeding remain the key contributing factors in crashes and account for most of the arrests, says Interior Minister Anupong Paojinda.
The road death toll during the New Year holidays rose by 9.5% from last year to 463, even as the numbers of accidents and injuries fell. There were 40 more fatalities than last year and 15 less than the all-time record two years ago.

The Thailand Pavilion at Expo 2020 Dubai will have a façade resembling a flower garland and will showcase breakthroughs in connectivity, transport, and mobility. The design for the “smart” pavilion showcases an innovation-driven Thailand 4.0 economic model for growth and prosperity. Thailand wants to highlight business opportunities in the country by promoting its expertise in transport planning, logistics, digital connectivity, and personal mobility. Each flower on the building’s façade will be woven together. Visitors will be invited to engrave a message on the flowers that will eventually bloom, creating an elevated garden along the exterior walls during the expo.
Nakhon Ratchasima, the gateway to the Northeast, saw the highest number of road fatalities (25) while Nakhon Si Thammarat of the South saw the highest numbers of accidents (118) and injuries (137). Four provinces reported no road fatalities — Tak, Phrae, Satun and Samut Songkhram. Drink driving remained the major cause of road deaths (40.4%), followed by speeding (28.3%). Motorcycles were most prone to accidents (80%), followed by pickup trucks (7%) and cars (4.1%). During the latest deadly week, 205 deaths were motorcycle riders who did not wear helmets. Some 1.2 million were prosecuted, up 34.3% from the previous year. The main charges were not wearing helmets, up 27.6% year-on-year to 321,800 cases, followed by driving without licenses, up 21.5% to 290,000. Meanwhile, a total of 5,164 vehicles were impounded nationwide over drinkdriving offenses between Dec 27 and Jan 2 under the road safety promotion campaign. Of the number, 3,859 were motorcycles and the rest were buses and cars. A total of 8,312 driving licenses were also temporarily seized for drink driving and other unsafe driving cases.
Interior Minister General Anupong said additional measures will be discussed to reduce the loss of life stemming from these factors, and more analysis will be done on hazardous highways, secondary roads and periods of the day. “Agencies will then have to assess whether the new measures are sufficient to lower the death toll or whether even more measur es are needed, such as promoting driver discipline or introducing harsher punishments,” he said. “We have to assess the effectiveness of the measures one by one. I will try to do this as soon as possible so we will be better prepared to handle the reasons that cause the most deaths year-round, not just during the festive season.” The latest report published by World Health Organization (WHO), reveals that Thailand has a newly revealed rate of 32.7 deaths per 100,000 people in 2018, an improvement from 2015’s rate of 36.2, however the kingdom remains tops among Asian countries and a dispiriting sixth place globally. The report contains data from 175 countries, estimates that an average of 22,491 people are killed on Thai roads each year. Among our Southeast Asian neighbors, Vietnam was next with a rate of 26.4 — more than six fewer deaths per 100,000 than Thailand — followed by Malaysia at 23.6. Singapore remains the safest country in the region with a rate of 2.8. Aside from Thailand, Venezuela and the tiny Caribbean island of Saint Lucia, the remainder of the top 10 is comprised of countries from sub-Saharan Africa. The report reveals that road traffic deaths continue to rise and have become the leading killer of people aged 5 to 29 years old globally. Who is Liable to Pay Maintenance?
There is a question which is often asked by those who are Leasing/Renting property, which is fully furnished with air con, electrical appliances, gardening equipment and swimming pool etc. The question is who is liable for the maintenance or repairing of such rented property? This depends on whether there was a clear agreement made within the Lease/Rental Contract about the maintenance or repairs or if no agreement was made or there was something that was not clear then the following provision of Thai Law should be applied. The provision of law with regard to duties and liabilities of the Landlord, Civil and Commercial Code Section 547 provides that the Letter (the Landlord) is bound to reimburse to the Hirer (the Renter/Tenant) any necessary and
reasonable expenses incurred by him for the preservation of the property rented, except expenses for ordinary maintenance and petty repairs. The provision of law with regard to duties and liabilities of the Renter/Tenant, Civil and Commercial Code Section 552 & 553 provide that: Section 552 – The Renter cannot use the property hired for purposes other than those which are ordinary and usual, or which have been provided for in the contract. Section 553 – The Renter is bound to take as much care of the property rented as a person of ordinary prudence would take of his own property and to do ordinary maintenance and petty repairs.
The Lessee is liable for ordinary maintenance (example cleaning) and petty repairs (example changing old light bulbs) with the exception of misuse of the Lessor’s property.
In complying with the above provisions of law:
The Landlord/The Lessor is liable to reimburse/to pay for any necessary and reasonable expenses for preservation of the hired property. Example; if the Swimming Pool is old, or for major repairs (such as when machines cannot be used or the breakdown of filters and pumps) then the Lessor is liable.

39 11 In or Out? What Will You Do With The Flagstick?
The new Rules of Golf have sparked debate about one fundamental change. Golfers now are able to choose whether or not to leave the flagstick in the hole when putting with no penalty if the ball hits the flagstick. The question is what is the best choice?
Golfers now have three options when putting. Remove the pin completely, have someone tend the pin, or leave the pin in and unattended. If your putt hits the pin in the third scenario, there’s no penalty (formerly two strokes or loss of hole). The USGA says there “should be no advantage in being able to putt with the unattended flagstick in the hole; in some cases, the ball may strike the flagstick and bounce out of the hole when it might otherwise have been holed, in other cases, the ball may hit the flagstick and finish in the hole when it might otherwise have missed.” The change is intended to speed up play however it has received mixed reviews on tour so far. 2017 USPGA champion Justin Thomas is one that won’t be putting with the pin still in the hole. “I just, I truly, I can’t, I wouldn’t be able to take myself seriously. I just feel like it would be very, very weird,” explained Thomas. “If I have an 8-footer to win a golf tournament, I can’t, I mean no offence, I can’t really take myself seriously if I kept the pin in,” he said. “If I have a putt I’m trying to make, that thing’s coming out.”
Dustin Johnson is another big name that is in agreement with Thomas. The world number three said that he can’t imagine many instances where he would need the flag to be kept in the hole. “It’s going to be weird because the flag’s going to be going in and out a lot. But it’s all right,” Johnson said. “If you got a real long putt or something I might leave it instead of having the caddie stand there and tend it. So I guess I will leave it in occasionally.” However, one player in favour of the new ruling is Bryson DeChambeau who won four times on Tour in 2018. He says he will experiment with the flag being in or out depending on the flagstick itself. “It depends on the firmness value of the flag. The C.O.R. or coefficient of restitution of the flagstick,” explained the world number five. “I won’t do it at a U.S. Open because of metal flagsticks but most likely will everywhere else. All I try to do is use every aspect of the game of golf to my advantage. I try to use the rules to my advantage in the most positive way possible. Not trying to skirt around anything, just use them.”
Bryson DeChambreau says he will experiment But before you decide how you want to putt, let’s review some facts There isn’t much space for a ball to fall into the hole before hitting the flagstick, especially if the pin is leaning slightly toward the golfer. However studies show conclusively that you should putt with the pin in!
Testing has been performed with a special putting device built to roll putts accurately aimed with a laser—and a true, pure roll—from two feet away. The putts at different speeds hit different parts of the pin on flat, uphill and downhill sloping greens. The test results published in GOLF Magazine were conclusive: You will hole a higher percentage of putts when you leave the flagstick in. The reason is that a significant amount of energy is lost from a putt’s speed when the ball hits a fibreglass flagstick. The speed-loss enables gravity to pull the slower moving ball down into the hole more often. To make you feel better about leaving the pin in, think about how many long putts and chips you’ve seen crash into the pin and then fall into the hole. If you’re watching golf on TV, you’ve also seen several shots fly into the hole directly from the fairway and staying in.

14 42 Chut Thai: Thailand’s National Dress
Chut Thai translates as “Thai outfit” and it is the traditional clothing. There are many types of chut Thai, with more modern types used as the nation’s official clothing. Amarin
In Thailand’s past, men and women both wore a cotton or silk wrap-around garment called a chong kraben. Tied around the waist and wrapped similar to a loose loincloth, men wore theirs short to the middle of the thigh, while women covered to around the shin. It was normal for both men and women to be topless in times gone by. During the Rattanakosin era (1782-1932), Thai clothing preferences changed a lot. Some elements of Victorian fashion were incorporated into Thai dresses and stitched garments became more popular than wrap-around items. Western fashion became mainstream in Thailand and females were encouraged to wear skirts rather than wrapped pieces of cloth. In the early 1940s, public dress codes were introduced with an aim of making clothing more modest. The popular Thai period drama, “Love Destiny”, features many stunning examples of traditional Thai dresses. The costumes, story lines, settings, and overall sense of nostalgia have proved to be a huge hit with the Thai public. The full name of Thailand’s national clothing is chut Thai phra ratcha niyom, often abbreviated to simply chut Thai. The name means “Thai dress that has been royally endorsed”. Although it is the nation’s official costume, chut Thai doesn’t have that long of a history. Many items that appear in the different types of chut Thai have been worn by Thai people for many years. As an official costume, though, chut Thai for women was only born in the middle of the 20th century. Queen Sirikit, wife of Thailand’s late King Bhumibol Adulyadej, was responsible for the establishment of chut Thai. She realised on official overseas visits that Thailand needed a modern national outfit for use in formal settings. Having researched royal dresses throughout history, several designs were created. There are several types of chut Thai for women, each comprised of different styles, garments, patterns, and accessories. Some outfits can be worn at any formal occasion, while others are typically more associated with particular events.

The sabai was a popular piece of clothing in the past but was banned in Thailand for everyday wear in the middle of the 1900s by the same prime minister that changed the nation’s name from Siam to Thailand. The fabric for chut Thai chakkri is often made using a traditional weaving technique called yok, which results in a thicker finish. It’s also common for fine threads of gold or silver to be incorporated into to the luscious clothes.
Amarin makes an appearance at formal evening events. Fairly austere in its appearance, amarin features a long sinh and a broad, almost square-like, longsleeved blouse with a round neck and buttons all the way up the front to the throat. No belt is needed and the garments are not particularly fitted and do not show the shape of the body much.
Chakkraphat
Siwalai Thai Sivalai dress Named after the Sivalai Throne Hall
Siwalai is a type of formal evening attire that is often worn at royal ceremonies. Interestingly, the name “siwalai” is a corruption of the English word “civilised”! The one-piece gown is made from two separate items sewn together: a tube skirt with two front pleats and a round-necked blouse with elbow-length sleeves that buttons up the front or the back. Brocade adds a more elegant and high-class appearance, and the outfit is finished with a sabai draped over the shoulder.
Similar to chakkri, chakkraphat is usually thought to be more formal and modest than its counterpart, usually worn at royal ceremonies. As with other types of chut Thai for females, it features a long tube-like lower garment. The upper part of the body is wrapped in a luxurious shawl, with one shoulder left bare. The fabric is often thick and rich with lots of detailed embroidery. The name translates as “emperor”, so it’s easy to see why this is one of the most elegant and formal types of chut Thai for women.
Dusit
Boromphiman Thai Boromphiman Named after the Boromphiman Throne Hall
Dusit is a fairly Westernised form of national Thai dress, often worn at international events and less-formal evening functions. The silk dress has a round neck and no sleeves and it reaches almost to the ankles. It is often worn with a belt to add greater definition to the waistline.
Official chut Thai for men
Boromphiman is very similar to siwalai except for the shawl-like sabai. Otherwise, the dress, made from a lavish blouse and skirt sewn together, is the same. It can be worn for formal and semi-formal functions.
Chitlada
Ruean Ton is the most casual national Thai outfit for women. It is generally worn for non-official functions where a smart standard of dress is required. There is a long, tubestyle skirt, known as a sinh, and a long-sleeved collarless blouse. The skirt may be patterned or plain, often with a band of embroidery at the bottom, and there are several regional designs.
Chakkri
Chakkri has a long tube skirt (sinh) with two front pleats. The upper garment, known as a sabai, is an elegant shawl-like item that wraps around the upper body and trails to the ground at one side. It covers just one shoulder. Although the length of fabric could traditionally be worn on its own, it is customary today for people to wear another piece of cloth underneath the wrap. Chitlada is used as formal ceremonial wear for daytime events. It comprises a long sinh with brocade embroidery at the bottom and a long-sleeved silk blouse often with ornamental buttons at the front.
A l t h o u g h t h e re a re various traditional outfits worn by men, there is only one formal male national outfit. Known in Thai as suea phraratchathan (“royallybestowed shirt”), the shirt is fastened up the front with buttons, has a long collar, and can have sleeves of any length. Long-sleeved shirts are generally worn with a sash; this is the most formal type of suea phraratchathan. It is usually worn with Western-style suit trousers and a suit jacket may be added to the outfit for a greater degree of formality. Formal chut Thai is used by royalty at official functions and many Thai people choose to wear variations of traditional and national dress on their wedding days. Cultural performances usually include chut Thai and people may wear formal Thai outfits for other special occasions, such as for celebrating Thai New Year (Songkran) and attending graduation ceremonies.

11 55 ‘Thailand Timeline’; A Remarkable Written History Published in early 2016,Thailand Timeline 1500-2015 by Duncan Stearn was, and remains, the first major work to cover the all-important decade since the 2006 coup and its aftermath, detailing the important events which have shaped the nation in all facets of daily life in a simple, non-academic and easy-to-read, factual format. Paul Dorsey, The Nation’s book reviewer, noted that it was ‘a remarkable new catalogue of the Kingdom’s history… Clearly a dedicated keeper of lists and clippings, Stearn has assembled “Thailand Timeline” from a broad range of sources, from wrinkled old tomes and the pageant of print journalism to this Internet thing that everyone’s talking about. Thumbing through the book, the reader’s abiding reaction is, “Where on earth did he find the time?” The book’s first entry, and the only one from 1500, is about King Ramathibodhi II of Ayutthaya commissioning a large statue of the Lord Buddha for a local temple. Spirit of Hospitality Masters Class held at Putahracsa Resort
A two-day Spirit of Hospitality Masters Class was designed specifically for senior managers and supervisors at the Putahracsa Resort, Hua Hin by Dr Scott Smith from Assumption University Thailand’s Department of Hospitality and Tourism Management.
Dr Scott created and facilitated this Spirit of Hospitality project, beginning with a surprise visit to the resort as a mystery guest. Using traditional and non-traditional key performance indicators (KPI) that relate specifically to five-star hotels, a service audit was prepared and the information gathered was presented during the seminar. “This Spirit of Hospitality Masters Class was different,” Dr Scott explains, “Having the MD and GM participate fully in this workshop was fantastic and created a team dynamic that was committed to taking service at this prestigious resort to the next level. What words do you use to describe this type of service? What is beyond ‘outstanding’? The common service language workshop addressed this topic and began to align leadership goals.” Richard Mehr, General Manager began the workshop with an inspiring lecture regarding the proud tradition of excellent
service at the Putahracsa Resort, reminding staff, “It’s all about details; the little things make a world of difference.” A series of workshops over the two days covered topics such as identifying and exceeding guest expectations and creating new KPI’s. A leadership dialogue and activity explored the differences between management and leadership skill sets. Time was dedicated to redefining the resort’s mission, vision and values with the full participation of the owner, general manager and supervisors to describe their organisational values. The mapping of perception points throughout the guest experience helped to identify opportunities to create positive memory making moments. An excellent choice for a starter is the avocado salad, refreshing with a touch of soy and ginger dressing, crispy fresh leaves are a delicious combination with creamy avocado chunks and shaves of parmesan cheese.
As for mains an enticing red wine induced sauce with caramelized onions and bits of smoked bacon, supports the tender grilled chicken and ups it into another level of deliciousness. When preferring a pescatarian option ,the grilled salmon on a bed of mash potatoes paired with white wine clam jus and vegetables is a must try.
