4 News A Royal Return - Their Majesties leave Siriraj Hospital

Their Majesties the King and Queen have left Siriraj Hospital and returned to Klai Kangwon Palace in Hua Hin. Accompanied by a team of doctors and nurses, they departed the hospital in a royal vehicle. After a safe trip with cheering wellwishers on the roadsides, they were greeted by many Hua Hin residents on arrival at the palace.

Hua Hin & Cha-Am should Promote Tourism for Chinese: TAT The meeting ended with participants agreeing to many resolutions. For example, public signs should be written in Chinese and posted at tourist sites, beaches, hotels and other public places so that Chinese tourists feel confident about solving any problems that occur. Additionally leaflets and brochures that promote tourism in Thailand should be available in Chinese. The price of goods and food should be standardised at restaurants in Cha-Am and Hua Hin, and tourism volunteers provided by the tourist police office should communicate fluently in Chinese.

A meeting on promotion and development of tourism between Thailand and China has been organised with the staff of the Tourism Authority of Thailand (TAT), the Prachuap Khirikhan Provincial Office and 30 public and private sector organisations, particularly

tourism organisations in Hua Hin and ChaAm. The major aim was to find ways to accommodate and facilitate an increasing number of Chinese tourists in Thailand. It was chaired by the Consul of the Embassy of China in Thailand Mr. Ju Wei Tong.

Extension of Contract for Plastic Waste Conversion Administrators in Hua Hin have agreed to extend the contract for plastic wasteto-crude oil conversion. The single Point Energy and Environment Co. Ltd. represented by Dr. Wantiwipha Phanichkul, has been responsible for processing and converting plastic waste into crude oil from 2007 to 2009. This project, using raw materials from the waste dumping area in Thap Tai, required a 65 million Baht budget during this periods. Realising how useful the project has been, a contract extension of 4 or more years has been accepted. The company will

now invest 180 million Baht to renovate the interior of the factory and buy a new machine for plastic waste screening and processing. The company has been asked to submit a progress report, host a general meeting twice a year and give Hua Hin Municipality the profit from selling crude oil valued at 5.1 million Baht. The company agreed to comply with all these conditions. Dr. Wantiwipha said that the company deals with 80 to 120 tons of plastic waste each day which can be transformed into 2,000 litres of crude oil. The oil is then sent to the IRPE, the oil refinery in Rayong, where it is processed into gasoline, diesel and benzene. Even though over 700,000 litres of crude oil is sent to the refinery, the company is expecting more production in the future. According to Dr. Wantiwipha, waste management should be carried using several methods to attain sustainability. Waste can be transformed into electrical power, gas or fertilizer. Singapore is now turning waste into electrical power, the Single Point Energy and Environment Co. Ltd. will soon invite local administrators to join a field trip and study the Singapore waste conversion.

Chinese tourists are major visitors to Thailand. According to the statistics of 2013; 4,637,335 Chinese people visited the country, a 66.40% increase in comparison with the years before. During the first six months of this year, 1,877,966 Chinese have come to Thailand, a 20% decrease in comparison with 2013. However they have

the No. 1 in the market share of Thai tourism. Thailand has exempted visa fee for visitors from China and Taiwan until 8th November 2014. More tourists from the two countries are expected to come here during the period. The overall picture concerning the economy in China is still positive as the country’s financial condition is healthy, enabling its people to travel overseas. In this regard, the TAT has launched tourism campaigns that gained popularity amongst Chinese students, couples and golfers. In cooperation of Kenya Airlines, the TAT introduced a Bangkok-Hong Kong route with the Dreamliner 787 airbus that has a capacity over 380 passengers per trip. The route began on 17th August 2014. These campaigns will help promote tourism in Thailand and attract more tourists from China, Hong Kong and Taiwan to visit the country.

Stricter Driving License Approvals Enforced Against People With 10 ‘Medical Conditions’ The Department of Land Transport (DLT) has added a new list of ten serious medical conditions that may seriously affect one’s driving ability. DLT Director-General Atchatike Rattanadilok Na Phuket has attended a meeting with relevant agencies on finding ways to enforce stricter regulations against people suffering from ten medical conditions before granting them a driving license. Initially, the department had only listed five diseases that were considered dangerous to obtain a driving license. However, the rules have changed recently in order to ensure road safety. Patients suffering from ten serious medical conditions would be required to bring a medical certificate before getting their driving licenses approved. The ten diseases listed are epilepsy, diabetes, loss of consciousness, heart and blood-related diseases, visual impairment, deafness, Parkinson’s, mental disorders, sleep disorders, and drug addictions. However this list appears to be general and non-specific health issues or symptoms and

potentially many more than 10 recognised diseases. On a more light hearted note; one Thaivisa website visitor eloquently posted “Do you suffer from loss of consciousness. Er, hello, do you suffer from loss of consciousness. Hello?....”

6 News King Chulalongkorn Day In Honour of Rama V

The 23rd October of every year is a national holiday in Thailand as it marks “King Chulalongkorn Day” or known in Thai as “Wan Piyamaharaj Day”. of Siam under the House of Chakri. He was the son of King Mongkut and the grandfather of the current King of Thailand, His Majesty the King Bhumibol Adulyadej. He was born on September 20, 1853 and ascended the throne in 1868 at the age of 15. His Majesty then passed away on October 23rd 1910 at the age of 57. He had ruled what was then Siam, for 42 years.

This is the memorial day of the passing away of King Chulalongkorn, otherwise known as King Rama V. King Chulalongkorn led major reforms in Thailand, for example in the areas of Thai educational system, military affairs, State Railway and Slave Liberation Act without bloodshed. King Chulalongkorn was the fifth monarch

He was ordained as Buddhist monk for a short time during September 15 to October 11 2516/1873 and then was coronated again on October 16 2416/1873 to announce absolute kingship to the people of Siam and the world. King Chulalongkorn is considered one of the greatest kings of Thailand. His reign from 1868 to 1910 was characterised by extensive social and economic development, including the abolition of

slavery. He is also famed for his ardent Thai nationalism, and for his skill in fending off the threat of European colonialism, despite the fact that large tracts of Siam were ceded to the Europeans during the period. He managed to prevent Thailand from being colonised by extending friendship and travelling extensively to western countries including America, Great Britain, France and Russia. Because of this, Thailand remains as the only country in Southeast Asia to have never been colonised. King Chulalongkorn was the first Thai King to be educated in Europe. Throughout Chulalongkorn’s reign, radical writers had their works published for the first time. Works that were previously banned were allowed to be read by the public once again. He

streamlined the administration of the country by dividing it into provinces and districts. He replaced the traditional lunar calendar with the Western calendar. Siam was a Buddhist country but he made it clear that other religions (including Islam and Christianity) should have the freedom to practise without fear of persecution. Communications in the country were improved greatly with the introduction of postal services, the telegraph and the construction of Thailand’s first railway (from Bangkok to Ayutthaya). Statues of King Chulalongkorn all around the Kingdom of Thailand will see ceremonies to honour his memory. Most businesses function as usual but Government organisations are closed on this day.

Thailand is Number One Baht stable despite recent in the world for most weakening: Bank of Thailand beachfront hotels and resorts The recent weakening of the baht is in line with regional currencies because of the strengthening of the US dollar, according to the Bank of Thailand. Chirathep Senivongs Na Ayudhya, spokesman of the central bank, said the baht was now stable after bouncing up and down in the first seven months of the year from market speculation on key economic data of major economies. However, the currency’s volatility is still less than in 2012 and 2013, while its exchange rate is in the middle of the field of the region.

The current strengthening of the US dollar is because the US economy improved from the first quarter to the second and its economic recovery is definitely better than those of the European Union and Japan. “Germany’s economy contracted by 0.2 % in the same period of time, which is more than what was expected at 0.1 per cent, and Japan’s economy has also shrunk by 7 % because of the increase in its value-added tax,” he said. The timing of the US interest-rate hike will largely depend on the labour market in terms of the real unemployment rate versus inflation and the

shadow employment situation along with how the Federal Reserve members translate and give weight to the latest non-farm payroll figures last month, which were lower than expected. In Thailand, Chirathep said the expected increase in the prices of natural gas for vehicles and liquefied petroleum gas would have a minimal impact on headline inflation. If gas prices were pulled up immediately, it would only push up headline inflation by 0.01 percentage point. Somboon Chitphentom, senior director of the Regulatory Policy Department at the central bank, has warned retail investors that investment in additional Basel III Tier 2 instruments is riskier than investment in other types of bonds even though the return is on average 0.6-0.7 % point higher than other general bonds. Commercial banks should take care that their customers have sufficient knowledge and financial stability before offering such bonds as an alternative investment channel for them. About Bt62 billion worth of additional Basel III Tier 2 instruments have been issued by commercial banks since the Third Basel Accord regulations went into effect in January last year, he said.

Thai student wins 50 million THB jackpot in UK A Thai female student at Chester University in England has become a millionaire after winning one million pound prize from just a two pound stake in her local bookies, the Mirror Daily has reported.

She said: “I’m over the moon and I still can’t believe it. When I finally found out I was so excited.” “It still doesn’t feel real and I’ve barely slept. I had some bad luck earlier on in the year but this has made up for it.”

The UK-based daily said Jiratchaya Klongkarn, 29, a business administration masters degree student at Chester won £1million from a £2 stake with her local bookies. It said she matched all six numbers in the 49′s game at Ladbrokes.

The student and her friends have already booked a trip to Chester racecourse and will celebrate the win there. She will also share her new fortune with her mother, who is still in Thailand.

People In Business – Ofer Cohen In our “People in Business” articles, we look for Hua Hin residents that stand out in a particular way. In this article we bring you Ofer Cohen, who has in depth experience in an unusual business. Ofer is a well-known Astrologer, Tarot Master and Healer, born in 1958 in Jaffa the oldest part of the city of Tel Aviv. In his early years he was deeply influenced by the secret books of Kabala and the mystery of coffee reading. This was a popular way of predicting the future in the Middle East. Ofer was born into a family which had studied the occult and mysticism for decades. Most of his early years he was deep into occult study and herbalism, developing healing methods and understanding people’s health conditions by reading photographs. Around 1986, a few years after his marriage, he became better known as a predictor of the future and healer.

Since last winter there is one over-all trend that must be talked out, and if you haven’t noticed yet it is... the comeback of the beard. We can totally say that beards are the new black In men’s trends. While men’s fashion trends change quickly, facial hair, especially beards, have never been hotter. Many celebrities are now sporting full beards, and women have grown to appreciate the beast look. So the first question we can ask ourselves is: why are beards the big trend? After more than a decade fantasying androgyny men, it is now time to come back to the natural, to our cavern roots. And there are many reasons that the look is popular with so many men. Beards give a guy that manly look that women love. They are also a bit daring, giving an appearance of someone who is a little rough and outdoorsy. A beard is one of the ways that a man can stand out in a crowd. As the western world continues to struggle with a recession and the war abroad, perhaps men are simply hoping to reclaim a bit of their natural male status by wearing such a masculine style. As women become more powerful and men take on increasingly gender neutral roles, beards are a way of showing the world that a guy is still as masculine as ever. So Join the Beard-Gang!

10 Cover sTory Hua Hin’s Gracious Lord Mayor; He’s Hard At Work

Hua Hin Today was recently granted direct access to the Lord Mayor of Hua Hin, Khun Nopporn Vuttikul. He agreed to answer some written questions but also to an informal converation at his office. Our thanks to Khun Nopporn for his friendly and welcoming manner.

The first thing we asked is what the Lord Mayor’s friends call him. Khun ‘Nui’ is the Lord Mayor’s nickname. He presents as calm and dedicated; someone who understands and manages the challenges of his role without hidden agendas but always with the interests of residents and visitors of Hua Hin in mind. Official duties are constant and demanding; he is a busy man. When he is tired or disappointed, his approach is to do his best everyday. He wants to learn and grow from each experience. Khun Nopporn’s day commences at six in the morning although the three hours until 9 o’clock are his own time. First of all there is 40 minutes or so of exercise (fitness is important) but then as a self-proclaimed very religious person, Buddhist devotions then take priority. Buddhist meditation is intended to develop mindfulness, concentration, tranquility, and insight. Our impressions of Khun Nopporn may well relate to this daily practice. The end of the working day is typically 9 PM and weekends are not exempt. During our visit, a constant stream of documents, files to be considered and signed was unrelenting, punctuated by phone calls and the unexpected visitor. All managed without fuss but with good humour and attention. As a high profile person around town, personal ‘space’ is limited. Khun Nopporn admits to very occasionally enjoying a ‘getaway’ overseas trip, although representing the interests of Hua Hin is never far away. He is always in contact to deal with matters

demanding his attention. Hong Kong, Malaysia and Singapore were mentioned. A recent trip to Spain may have provided some ‘time out’ however a focus of that trip was to accept an award by the International Association of Golf Tourism Operators’ for the Hua Hin Region being voted as the 2014 Golf Destination of the Year in Asia/ Australasia. This award takes pride of place in his office. As an infrequent golfer Khun Nopporn has a 24 handicap, not an especially low number but as the last game was two months ago, not too bad. Family wise there are two sons and one daughter. We would have expected them to range between about 10 and 14 years old, but in reality aged 24, 21 and 15. He is a youthful person who told his age, though that’s not really for us to reveal! What about life after holding the office of Lord Mayor? The family has two businesses, a 22 room hotel near Khao Takiab and a restaurant. His disclosure about these interests was easy; not a conflict of interest with his Mayoral role, just a plan for the future. However Khun Nopporn has no plans for an early retirement, there are too many challenges ahead. He is planning on something like another 10 years as Lord Mayor before achieving the goals he has set. This was a very enjoyable and relaxed conversation with a public figure who is clearly a great asset to the community. Once again our thanks to Khun Nui (we count him a friend!), not only for his time but also for the slices of orange and the tamarind we enjoyed during our visit!

The Lord Mayor’s Response To Written Questions: Could you tell us briefly about your educational and professional backgrounds before taking this position? What inspired you to take this job? I am a native of Hua Hin as I was born here. I went to Hua Hin Witthayalai School for primary and lower secondary education. I then studied at Hua Hin School for upper secondary education. From Suan Dusit Rajabhat University, Ban Jom Bueng Campus I attained a Master’s Degree in Public Administration. I wanted to become Mayor because I’ve been living here for a long time and had seen problems that needed to be solved. I wanted to work and solve those problems in an effective and sustainable way. I believed that those who can solve urban problems should be involved in political affairs. I began my career with the Hua Hin Municipality as the Deputy Mayor. I was elected the Mayor of Hua Hin two years ago and since then I have been finding ways to solve some major problems in the city working with the municipal staff. In your opinion, what big challenges for the Mayor’s position? One of the major problems that needed to be solved was traffic congestion on the main roads and insufficient parking spaces. In terms of the parking space, we’re planning to build a new parking lot at the end of this year. This parking lot, which will be completed at the end of next year, will serve the need of many local people and tourists, with a capacity of 308 cars. The parking lot, built with a budget of more than 50 million Baht, will service those who come to Chatchai Market, the Night Market and Hua Hin beaches. We plan to have shuttle bus services from the parking area to different places around the city and this will be very convenient for local people and tourists. Another major challenge for the Mayor is solving water problems. Hua Hin is growing quickly and the demand for water is increasing accordingly. Previously, the process of producing tap water was to mix untreated water was mixed with processed water. This has been the way for a very long time. Since taking the position two years ago, the Hua Hin Municipality had two new water plants built. Both can produce 750 cubic metres of tap water per hour. On 5th September 2014, we commenced building one more water plant. In the future, we will buy a plot of land in Cha-Am and Nayang where a reservoir and

a water purifying plant are to be built to send more water to Hua Hin and serve the needs of people here. Since you became the Mayor, has there been any change? What do you think is your most successful achievement? Since becoming the Mayor, I have worked with the State Railway of Thailand and asked them to provide an area to build a road in parallel with the railway to solve traffic congestion on Phetchakasem Road. In the past, this was impossible. The State Railway has now given us an area for the new road and the Municipality has already installed traffic lights at three points on the road for the safety of local people and tourists. What is your plan to make Hua Hin a tourist attraction for more visitors in the future? We are working on making the city a highclass holiday getaway for families with a safe and environmentally-friendly environment as well as displaying the culture and art of the Region. Could you describe the progress of making changes to Hua Hin beaches? We’ve already asked owners of restaurants on the beaches to move out so that there’s more public space on the beach. All restaurants are asked to show customers exact prices and food is now controlled in terms of price and quality. Every Wednesday we have the Hua Hin Big Cleaning Day when everyone joins us to clean the beaches.


News 11 Thailand Voted One of The Best Destinations for Retirees Thailand has been named as one of the most popular countries in the world for retirees, according to the article “The World’s 7 Most Retiree-Friendly Nations”.

Governor of the Tourism Authority of Thailand (TAT) Mr. Thawatchai Arunyik said that Thailand has long been a popular destination for retirees, thanks to advantageous exchange rates that ensure pensions and savings have always gone a lot further here than in more expensive nations. Thailand is regarded as a welcoming country for people wanting to retire on a long-term basis and the retirement visa does not stipulate an annual minimum stay. In addition, retirees are eligible for visas at the relatively young age of 50 and there are no additional financial requirements for their dependents.

The Tourism Authority of Thailand (TAT) will embark on a number of initiatives to increase visits from European tourists in the fourth quarter of 2014. TAT governor, Mr. Thawatchai Arunyik said that Europe is a key regional market. To encourage visitors, TAT has created a “partner on demand” program that helps arrange package tours in addition the familiarisation trips which are being organised.

Thailand wants to increase European tourist visits

There is already a large community of expat retirees in Thailand, mostly found in large coastal towns and islands, such as Pattaya, Hua Hin, Phuket, or Samui. The number of forward bookings from Germany was positive for August and the TAT Frankfurt Office expects a healthy number of trips by travellers from Germany over the winter season. The Eastern European market is enjoying increased growth. Meanwhile, numbers of long-haul bookings from Southern Europe have risen by 15 per cent with Thailand being the top destination, according to Spain’s online travel agency – Atrapalo.

Retirement visas are issued when applicants offer proof of income, which currently stands at around 65,000 baht per month, or about 2,100 US dollars.

In order to encourage more tourist arrivals, Thailand is offering a three-month tourist visa fee waiver for holders of Chinese and Chinese Taipei passports from August 9 to November 8, 2014. The nation also allows a 30-day extension of stay for visitors from 48 countries and one territory.

240 Million Year Old Shell Beach At Sam Roi Yod

Citizens of these countries and territory who normally get Visa Exemption as a tourist for a 30-day stay permit, will get an extension of stay for one time no longer than 30 days from the expired date.

Many Thais and foreigners know that Thailand has a beach in Krabi Province which features many shells as old as 75 million years. Recently it has been confirmed by the Department of Mineral Resources that a new shell beach as old as 240 million years has been found in Prachuab Khirikhan Province. The shell beach, located in the Sam Roi Yod National Park, features oyster shells many of which are as old as 240 million years. The fossilised shells are scattered throughout the limestone hills of the park. Visitors can clearly see this natural wonder on the way to the Hin Tern lookout. According to a specialist, the area of the Sam Roi Yod National Park was once a sea as deep as 30 to 40 metres. Uncle Lamai, a guide at Sam Roi Yod, said that local people and students in the area were being trained to become tour guides who could

provide useful information about the shell beach. They will to tell tourists not to touch any fossilised shells to preserve this natural attraction. Apart from the oyster shell beach, the Sam Roi Yod National Park boasts many other tourist attractions. To name but a few are the 180 metre high Hin Tern hill which offers panoramic vista, a 1 kilometre study trail, Tham Phraya Nakhon and Tham Kaew, which are the caves visited by King Rama V. Beung Bua is a swamp favored by bird watchers. Each year, over 100,000 visitors come to the Sam Roi Yod National Park. With this new tourist attraction more tourists are expected, commented the Director of Phetchaburi National Park Division Mr. Watthana Phornprasert. This year’s event was well received by the 132 participants and golf enthusiasts. 14 GOLF When Is A Bunker Not A Bunker? A bunker is not a bunker when it is not a hazard but a waste bunker (or waste area). This makes a big difference to how the Rules of Golf apply. The USGA says the term “waste bunker” is one of the “Top 10 Misused Terms in Golf.” The Rules of Golf do not even mention waste bunkers or waste areas. Definitions A bunker is a hazard and defined by the USGA Rules of Golf as a “prepared area of ground, often a hollow, from which turf or soil has been removed and replaced with sand or the like.” The key word is “prepared.” Usually it is obvious when a course designer has built a bunker, because it is well-maintained, raked and smooth.

A waste bunker is an area on a golf course that is typically sandy, usually very large, that might also have rocks, pebbles, shells or various types of vegetation in it. Unless otherwise covered by a local rule, a waste bunker is not a hazard under the Rules of Golf.

When in doubt? First, check the scorecard and with your marker and playing partners. If possible even a committee member or match referee. Second, something I would not usually recommend is to consult the caddie; not recommended because they are likely to give you the most favorable best option!

Being in a waste bunker is no different from being in the rough, it’s just ‘through the green’ and most importantly you can ground the club and remove loose impediments. Most of us are aware that the Rule disallow touching the sand with our club before making a stroke from a bunker. However there are other considerations that you are less well known. You may not touch any sand in the bunker on your backswing before making your stroke. This can sometimes be very difficult when your ball lies at the back of a steeply-sloped bunker.

You may not touch any loose impediments in the bunker with your club other than when you make your stroke. Loose impediments are anything natural, including divots, loose moss, leaves, twigs or stones, But, you may touch any grass, bush, tree or other growing thing with your club at any time, Providing you do nothing to test the condition of the bunker, no penalty is incurred if you touch the sand or loose impediments in a bunker as a result of or to prevent falling, You may touch the sand in a bunker when removing an obstruction (e.g. a rake). You may lay a club, or clubs, in a bunker whilst you are playing out of it. You may smooth sand in the bunker, providing this is for the sole purpose of caring for the course, not to improve the lie of the ball or your stance.. You do incur a penalty if you casually lean on your club while waiting for another player to play.

McIlroy’s Ace “Nice & Shy Sandra” A Pocket In One! Hua Hin’s Future Lady Golfing Star? “Nice and shy” are the characteristics of Hua Hin’s latest golfing protégé, 14 year-old Napabhach Boon-in, or Sandra as she is best known. That description was offered by her father Khun Paisarn or ‘Patrick’. What that does not reveal is the talent, determination and golfing potential of a predicted future star on Thailand’s lady’s golf scene.

Number one in the world rankings, Rory McIlroy hit a tee shot that temporarily disappeared into a spectator’s pocket at a recent PGA Championship. McIlroy’s drive on the 14th hole at Atlanta’s East Lake Golf Club ricocheted off of a pine tree and dropped straight down. No one knew where it was until a fan realised it was in his shorts pocket. The question was asked about whether the fan could souvenir the ball but he was told by PGA Tour rules official Robby Ware that he thought it may be required. He also made sure the fan had not moved after the ball went into his pocket. McIlroy was given a free drop under Rule 19-a-1 and went on to make par. McIlroy let the fan retrieve the ball: “I know how sweaty my pockets are. I wasn’t going into anyone else’s.” “I got a lucky break there. That ball could have went anywhere off that tree, and I was able to hit it on the green and make par there and keep the momentum going.’’ “I did hit the ball up someone’s trouser leg at the Scottish Open this year, though. Sandra first came to my notice on the Springfield driving range at the opening of the Hua Hin and Cha-Am Golf Festival. Beautifully balanced, consistent and long straight driving was on display. I took a photo or two not knowing anything about this impressive young lady and too intimidated to ask; after all her average drives were around 220-230 yards! Then fortuitously meeting her parents a few weeks later gave me the opportunity to join the family and coach for a practice session at Royal Hua Hin. Apart from the Hua Hin Bakery, another family business came to light. The Thailand Golf and Leisure Co. (next door to the bakery) bring foreign golfers to play golf in our region; that explains a lot. With golf being a passion of both parents (Mum is Khun Aree), the old adage; ‘the family that plays together stays together’ is their creed. Sandra was introduced to golf at age 8 and played in her first tournament two years later. Apparently there were some early tears but we all know golf can be a frustrating game. Sandra’s parents are not ‘pushy’ or ‘overbearing’, the relaxed style of family support is a big part of her success; they are also really ‘nice’ people! As a student at Hua Hin Wittayalai School, practice and coaching is everyday after school. Always Mum and/or Dad on hand, although this also gives Khun Patrick a great excuse to play a hole or three himself. He readily accepts his 15 handicap is no longer good enough to match his daughter’s ability. She’s playing off a TGA handicap of 6, and that’s from the men’s tee box!

There’s a multitude of trophies and awards in the cabinet. Sandra has only just turned 14, so playing and winning in Thailand’s Junior League against 17 year olds suggests there will be many more before graduating to the adult level. However great stroke-making isn’t the only thing that makes a great golfer. Etiquette, modesty in victory or achievement, gracious acceptance when things don’t go so well and just old-fashioned manners are required. Grumpy old men aren’t much fun on the course! Yes she’s shy, but that’s to be expected. Yes she’s nice, showing the personal qualities and social skills needed to be much more than just a good golfer. Professional golfing success in on Sandra’s radar and she is confident of achieving that elusive zero handicap by age sixteen. Our money’s on these goals being met and best wishes for a very bright future at the very top of her game. Footnote: I couldn’t help but ask if the name ‘Sandra’ meant she was a specialist bunker player. Even the shortened version of Sandra - ‘Sandie’, as most golfers know, means out of the bunker and in the hole in two. The only answer ………………. GIGGLE! I also asked what the hardest thing in golf was for her. She couldn’t name anything, but her young practice partner (nicknamed ‘Thunder’) revealed all. “She thinks too much” was his considered assessment!

Cha-Am Mayor Opens New Bridge & Learning Centres The Mayor of Cha-Am Mr. Nukul Pornsomboonsiri conducted an opening ceremony for a new bridge and three learning centres at the mangrove forest located at the back of the municipal school 3 at Wat Neranchararam Buddhist Temple. This was in line with the Cha-Am Urban Development Plan of 2013. Financial support for the construction was from a budget of 1,850,000 THB allocated by the Office of the Prime Minister of Thailand and the National Office of Village and Urban Community Fund. The bridge, 200 metres long and 2 metres wide, was built at the same time of the three learning centres. According to the Mayor of Cha-Am, apart from natural resource management for coastal fishing, the project is also important for people from the Saphan Hin Community to gain work and income. The project follows His Majesty the King’s philosophy of a self-sufficient economy. It

also encourages local communities, Buddhist temples and schools to preserve the mangrove forest in Cha-Am

as a tourist attraction and a natural learning centre. The Mayor hopes that everyone will continue to take care of the mangrove forest in a sustainable way. The Cha-Am Municipality will provide financial and personnel support for the development of local fishing and mangrove forests. The opening ceremony was attended by the local fishing group of Saphan Hin, other local people and students. The office of natural resource management for the mangrove forest in Phetchaburi provided some mangrove trees to plant. The Princess Sirindhorn International Environmental Park also provided support to the fishing group. The opening ceremony also served as a forum for opinions about how mangrove forest and marine habitats can be protected as a future site for eco-tourism.

‘No Film’ – No Problems There is a photographer in Cha-Am who is a multiple prize winner, more than 30, and most recently winning an award winner at the Sirindhorn International Environment Centre photographic competition. Mind you his forte is taking photos of landscapes and wildlife, so this award may not have been unexpected.

Jet Skis and Other Boats Now Under Control: Cha-Am Municipality

Khun ……………………….. is better known by his nickname; ‘No Film’. We all know that is recent years digital photography has by far eclipsed the old days of loading a film spool into the camera and needing to make visits to the local developer before having any idea what shots you have taken. Perhaps the nickname came rom his first venture into the digital age …………………. “look Mum, no film!” ‘No Film’ has a background including time in the Royal Thai Army and for a period worked in a bank. He decided to follow his passion for photography and now operates a small business which is a combination of coffee shop and photo gallery. He has other plans to teach more photography. On the day we visited he had two students in attendance, eager to learn how to produce the absolutely stunning shots on display. ‘No Film’ is also a traveller to many historic and iconic Thai landmarks. He is not really interested in the usual commercial style of photography such as weddings and other society gatherings. However as a contributor to internet photography sites (such as Shutterstock), he is able to make a modest income. On the side he is also the current President of the Cha-Am Business Man’s Club. We asked ‘No Film’ about the mistakes made by amateur photographers. The first point he made was the need to carefully consider composition. Framing shots with overhanging branches or other ways of naturally composing a complete scene is, according to him, just a matter of some forethought rather than just pointing in the general direction. Sounds easy, but perhaps the artist’s eye also comes into play. The second tip was to be patient and plan for natural lighting effects. Understanding and seeing the angles of the sun, shade and how light can highlight or subdue elements of the shot may require waiting for the right time of the day. Spur of the moment photography is unlikely to be successful. If you are an interested photographer wanting to see some of the finest photographic scenes of Thailand you are likely to see; this is the place. The coffee’s also very good as a part of enjoying the visit. Where? About 500 metres away from the traffic lights in Cha- Am heading north there is a small street to the right that joins the ‘hospital road’. The shop doesn’t really have a name but you will see the coffee signs outside on the south side of this road. The Cha-Am Municipality is imposing strict measures to control marine jet skis and other boat rental businesses on the beach, requiring exact price lists from the owner. Violation is subject to serious penalties from authorities. The Lord Mayor of Cha-Am Mr. Nukul Pornsomboonsiri said that he has considered the problems of some businesses taking advantage of beachgoers. Stricter measures will now be put in place. “The Cha-Am Municipality has formulated measures to control boat services for tourists in terms of correct and exact pricing. These measures for those who violate the law include bonds of good behaviour license revokation. No formal complaints have been filed with the authorities,” said Mr. Nukul. The Director of the Tourism Authority of Thailand (TAT) in Cha-Am, Mr. Akkharawit Thephasit added that the TAT of Cha-Am and the Municipality frequently monitor boat owners on Cha-Am beaches. They

asked them not to overcharge customers and everyone who rides banana boat or any other types of the boat should wear a life vest for safety. “I’d like to thank the Cha-Am Municipality for taking care of the businesses and solving problems that tourists may face. Cooperation is also offered by the ChaAm tourist police and all police officers here,” he said. The Chairman of the local boat owners association, Montree Meerit said that are 125 members of the Association. Customers can file complaint concerning overcharging with supervisors at six locations along the Cha-Am beaches. “So far, no one has complained about overcharging although some have commented on boats that enter into swimming areas. All boat owners are asked to provide correct pricing information and insist that customers wear life vests for safety. Children are advised not to ride the boats even when accompanied by parents and drivers,” concluded Mr. Akkharawit. HUA HIN TODAY, October 2014


20 News A Cha-Am Festival – ‘Kin Hoy, Do Nok, Tok Muek’ It’s Cha-Am’s biggest off-season Festival and a huge celebration of local seafood; that’s the Shell Eating (or is that shell food eating?) and Squid Catching components. In the past Cha-Am Today has joined in squid catching and shell fish eating, but let’s not forget the third part of the Festival trilogy – Bird Watching; but more about that later. Organised by the Tourism Authority of Thailand, the Cha-Am Municipality and the Boonrawd Brewery Public Company Limited, this was the 16th year of the event held this year between 13th and 21th September. The Festival was centred at the closed-totraffic beach end of Narathip Road and the adjacent viewpoint. A giant stage hosted top Thailand rock bands, comedians and dancing girls. Every night throngs of visitors enjoyed the market, feast of seafood and entertainment. You could be forgiven for thinking this was a ‘Thai – only’ event with visitors or locals of foreign extraction hard to find.

Two hours of driving through the green countryside after recent rains and stopping off at viewpoints with an enthusiastic guide on board. He could spot well camouflaged birds in the distance with no translations required as he showed us the species from his handbook. The highlight? Perhaps an unlikely venue was a local water treatment plant where there are large concrete ‘ponds’ protected from casual visitors (no fishing), so plenty available for ‘bird fishermen’. Here there was an uninterrupted view of flocks of mixed species, some colourful, some graceful waders and some on the wing. Our guide insisted that I take a photo of one particular bird and became quite excited when he reviewed the image. From 200 metres and with only a 200 mm lens, not really a good photo and when zoomed, too ‘grainy’ to publish.

Bird Watching (Do Nok)

On offer was a free guided tour with a chance to find out about Cha-Am’s bird population. Not only local birds; when it is getting cool in the far north of Asia, it’s a time when birds visit on their migratory routes heading south. We set off in a songthaew for several unknown destinations. Binoculars were supplied and our tour guide also had a telescope.

On return to base, I was required to report to the boss of the company operating the tour. He literally jumped in the air with excitement when he saw the shot. Now in English and with the help of a book; ‘Birds of Thailand’, I could see that it was a photo of an ‘Oriental Darter’. Listed as endangered and possibly no longer breeding, this bird had not been seen in the region for seven years, a real ornithological coupe! I later emailed him my very poor photo; who knows where that will finish up! Our picture of this bird is from the archives.

It’s unfortunate for foreign visitors that this very colourful extravaganza needs to happen at a time of the year when the squid are close to shore and the birds are migrating. That’s because it’s also a time when there are few foreign visitors in town. However largely Bangkok-based Thais always arrive in droves to guarantee a busy and successful Festival year after year.

News 21 Meeting a Wild Elephant: Keep that Engine On It’s not unusual to meet a wild elephant on the roads in more remote parts of Thailand. Especially in National Parks such as Kraeng Krachan there are encounters between vehicles and elephants which have the potential to go wrong. Here’s a lesson

learned during one such encounter reported in the Bangkok Post. A car full of women and children found out the hard way that the first rule when meeting a wild elephant on the road is “don’t turn off the engine”. The car, driven by a woman who was accompanied by

an elderly woman in the front seat and her children in the back, encountered a large wild elephant that was walking along the road.

and after a short, anxious discussion with her elderly companion, decided to shut off her engine to avoid upsetting the elephant.

While other vehicles took the chance of passing by the animal, the driver hesitated,

The huge elephant began walking around the car and hitting it periodically, much to the distress of the frightened occupants. With the engine off, there was nothing they could do to escape. Finally, the elephant began walking away and the driver started the engine, put the car in reverse and got the car a safe distance away. After her ordeal, the driver posted some tips on dealing with a wild elephant. Here are a few of them: 1. Try to stay at least 30 metres away and if the elephants move toward you, drive your car away from it. Then wait until it leaves. 2. Don’t use your horn or make any loud noise. 3. Do not take any photos using a flash. 4. Keep your engine running at all times.

New pronunciation app to help Thai learners of English Speak As You See, an app to help with English pronunciation, has been released by an expert on English language pronunciation, Neill deHaan. After researching pronunciation for over ten years, Neill, who has more than twenty years’ experience as an English language coach, editor and teacher has released an iOS app containing 3D animations to show what really happens during the pronunciation of troublesome words for Thai learners. Fluent Thai-speaking Neill, senior partner of Learning Technologies International said, ‘Many Thai learners of English face difficulty when trying to pronounce certain sounds. It is hard for most Thais to know the difference between words with a “ch” or an “sh”, but the difference is in how the sound is produced by the rapid movement of the tongue. Normally, you can’t see this, but with this app, we have realistic 3D animations that anyone can easily understand and copy.’ The app also deals with other sounds that can be

The Tourism Council of Thailand (TCT) has proposed that the government to declare a fiveday period from December 31 to January 4 as the New Year holidays to boost spending and domestic tourism. A New Event Planned To Put Cha-Am Golfing On The Map The ‘Cha-Am Challenge’ Is Coming. The ‘Cha-Am Challenge’ is planned for July 2015. This will be feature golf courses in the Cha-Am area over three days of competition with a unique format which includes a combination of Stableford and Stroke play, plus a warm up round before competition starts. The event is planned over 9 days in late July, in part to attract golfers who have their home winter at this time of year, but also to add a stimulus to the local low season. The organisers are very eager to attract visiting golfers to Cha-Am with a focus on Australians who have little knowledge of Cha-Am and golf at local courses. Details will soon be sent to over 300 golf clubs ‘down under’. A website is currently under construction (ww.chaamchallenge.com). The event should provide a bonus to Cha-Am businesses who may struggle with the low numbers of visitors. Wir alle haben unsere Sprache mit englisch und thai „vervollständigt“. Achte mal darauf was Du für Sätze für d. Kommunikation zusammenbringst. Kaum ein Satz ist richtiges deutsch, holländisch, englisch, griechisch, französisch oder spanisch. Unsere Sprache ist Multi Kulti gelaber geworden.

Früher habe ich meine Briefe oder Mails von meinem Mann abchecken und korrigieren lassen weil ich mich schämte kein richtiges deutsch schreiben zu können. Mein ex war ein Business Hansel und jedes Mal gabs ramba samba. Passt mal auf, er sollte doch nur checken und korrigieren.

Das schicke ich nicht ab, das ist nicht überzeugend, das bin nicht ich!“ Aus Ende. Übrigens, Scheisse habe ich als erstes gelernt und auch gerne behalten, weil man sich so richtig klar ausdrücken konnte. Ich fand damals scheisse einfach toll und überzeugend. Heute beherrsche ich ja die deutsche Sprache und finde, dass man zu viel „scheisse“ benutzt. Die nie zufriedene Farangs schaffen nach 5 Wörter einmal „scheisse“ zu benutzen. Héé, das ist gar nicht so einfach. Versuch‘ dich mal so temperamentvoll auszudrücken ohne Kraftausdrücke zu benutzen. Dabei muss ich mich beim Andrew gar nicht verstellen. Er nimmt jedem so wie er/sie ist, aber ich wollte doch nur angeben, dass ich das kann. Auch da habe ich mir ein super

Also, wenn ich „hm hm hm“ sage, heisst es noch lange nicht, dass ich etwas lecker finde, sondern weil ich scheisse oder sonst was meine, gel ! News 27 Thailand becomes key battleground in cola wars Coca-Cola and PepsiCo, the two leading cola providers worldwide, are competing fiercely in the Thai market from a new domestic player and a South American rival.

Prime Minister Gen Prayuth Chanocha vowed to make Thailand free from corruption, and acceptable to the world community as a haven for foreign investment.

With its year-round warm weather and spicy cuisine, Thailand is a major consumer of cola drinks. The market grew 25% over the five years through 2013 to $1.8 billion, according to research company Euromonitor. Local convenience stores sell the beverage in sizes ranging from 360cc to 500cc bottles, making simple price comparisons difficult. Coca-Cola and PepsiCo together had an 85% market share in Thailand back in 2009. But as of last year, the figure had shrunk to about 70%. The rise since the end of 2012 of Est Cola, produced by Thai beverage maker Sermsuk, has altered the landscape. Sermsuk had bottled and distributed Pepsi on behalf of PepsiCo for six decades, until the partnership was dissolved after a failed 2010 hostile takeover bid by the U.S. company. Sermsuk decided to use its 1,200 trucks, 150,000 refrigerators, and customer base of 200,000 retailers -- all cultivated through the partnership with PepsiCo -- to become “the other cola,” with support from its new top shareholder, Thai Beverage Logistics.

Price increases for LPG and NGV From This Month With approval from the National Council for Peace and Order (NCPO) plans to increase prices of Liquefied Petroleum Gas (LPG) and Natural Gas for Vehicles (NGV) are now proceeding. The Ministry of Energy will increase the prices of liquefied petroleum gas (LPG) as well as natural gas for vehicles (NGV) this month while assuring there will be minimal impact on the public. After conferring with executives of the ministry and related agencies, Energy Minister Narongchai Akrasanee revealed that a decision has been reached to adjust up the prices of LPG for transport use and NGV in order for them to correspond to the production costs. He, however, insisted that the changes will be imposed in a gradual manner, starting in early October, so as to create as little burden to motorists as

possible. The rate of increment and other details are still pending further conclusions. According to Mr Narongchai, the assistance policy entitling up to 7.7 million registered low-income earners to discounts on cooking gas purchases will be maintained. The price of LPG for transport use is now 21.38 baht per kilogram, whereas the price of LPG for household use is 22.63 baht, prompting the need to narrow the price gap. NGV, meanwhile, is selling at 10.50 baht a kilo, much lower than the production cost of 15 baht. The minister also disclosed a plan to allow the price of diesel, which has been kept below 30 baht a litre for years, to float in accordance with the market mechanism after October.

Sumitomo Mitsui Construction is building an enormous bridge over the Mekong River in Cambodia. Once completed, the Neak Loeung Bridge would provide the first-ever land connections between Ho Chi Minh City, Phnom Penh and Bangkok. The bridge, which will have a main span of 640 metres, is being funded with development aid from the Japanese government. The surrounding area had more than 4,000 unexploded pieces of ordnance buried from the civil war years. Overcoming such obstacles took four years, and the bridge is finally expected to be completed next March.

Current data shows poor infrastructure for the Asean region. There are 10km of roads and 250 meters of railroad per 1,000 people in the region, according to the Asian Development Bank -- both just a twentieth of the figures in the Organization for Economic Cooperation and Development.

For north-south travel in the region, highspeed railroads are planned. A project in Singapore and Malaysia would connect the 350km between the city-state and Kuala Lumpur in 90 minutes. Aiming for an opening around 2020, the two countries plan to hold bidding next year. Thailand has floated an idea for two high-speed railroads stretching from a waterfront industrial area in the east to the north. TAT Invites Tourists To “River of Raptors” on Radar Hill The Tourism Authority of Thailand (TAT)’s office in Prachuab Khirikhan has launched the “River of Raptors” event on Radar Hill in the Sai Thong sub-district of Bang Saphan, between September and November 2014. The event features watching many raptors (birds of prey) migrating from other countries. The Director of the TAT’s Prachuab Khirikhan office, Mrs. Orasa Awuthkhom, describes this as an annual event held when many hawks and other birds migrate from cold weather and the food shortages in Russia, Mongolia, Korea, China and Japan to stay temporarily in Thailand where the weather is warmer. These birds fly for 2,000 to 4,000 kilometres to the south of Thailand as well as to Malaysia, Indonesia and the Philippines. Once they arrive, they will find food and form in large groups whch fascinate bird watchers. Mrs. Orasa said that there were two routes which the birds use to when flying in Thailand. The first one is the northeastern route where the birds take a shortcut along the South China Sea from Korea, Japan or China and pass Vietnam and Laos. When

they arrive in Thailand, the birds will pass the Phetchabun mountains in the northeast before going south to Dong Phaya Yen Mountain. They pass through central Thailand before going south towards Samut Sakhon, Samut Songkhram and Phetchaburi. The second route is to the west where the birds move from the south of China to the north of Thailand before forming a large group with the birds that take the first route at the mountains in the western part of Thailand. All of them will pass Prachuap Khirikhan towards Chumphon and finally Malaysia. The “River of Raptors” event is initiated by Assistant Professor Dr. Chaiyan Kesorndokbua, a lecturer of the Faculty of Veterinary Science, Kasetsart University, along with members of the Thai Raptor Group. This is an important area for watching various species of migrating hawks. “This year, we can expect to see many hawks including the Japanese Sparrowhawk, Chinese Sparrowhawk and Oriental Honey Buzzard. Over 10,000 Chinese Sparrowhawks have already visited Prachuab Khirikhan and

My choices were detoxifying massage oil, harmony massage oil and relaxing massage oil. Even if my blood type suited to the first one, I was attracted to the relaxing massage oil. The ingredients are green tea and ginseng extract as a base oil and grape seed oil. The essential oil is from lavender, neroli and ylang ylang. All together they bring you a more floral scent. This massage oil is suitable for blood groups B and AB. Lavender and ylang ylang help your mind and body get back into balance and equilibrium for your state of mind. I then met Khun Nana my therapist, who asked me which part of my body I wanted her to focus on and we started the body scrub. The scent of the jasmine rice was amazing; sweet and milky. After the scrub my skin was so smooth

In this article, Healthlab will be talking about minerals, especially Macro minerals. There are 18 types of minerals which are essential to our body, both those already contained in our body and those from the food that we eat. We can divide minerals into 2 major groups. The first group - Macro Minerals are used by our body at a rate of more than 100mg per day. The second group – Trace Minerals are used by our body at a rate of less than 100mg per day. Laws vary when it comes to exotic animals, so always check your country’s laws on exotic animals. 1. The Smartest Pets What comes to your mind at first – dogs? No, it’s pigs! If you have the space, consider a potbellied pig. They are easily trained and have an alert curiosity and affectionate nature. They’re smarter than the smartest dogs, and always appreciate a good bellyscratch. They’re quick to house-train, are quite clean and odor-free animals, they don’t bark, don’t chew and shed very little. But be careful - cute piglets can grow to be quite large pigs.

These pocket-sized marsupials are oh so cute. They are very friendly, but they can’t be toilet trained, so you’ll have to keep them in a roomy cage. They are nocturnal so a good time to bring them out of the cage to play is in the evening. Nutritionists don’t agree on the types of foods that sugar gliders should be fed, though they all agree that their diets should be high in protein and include a healthy dose of insects. In addition, sugar gliders suck their nutrients from their food, which means they make a mess when they spit out what they don’t eat.
