He acknowledged that the private sector has added significant projects such as shopping centres, hospitals, commercial business and many investments in Hua Hin. He also cited Buriram as a location where development and investment has lifted the provincial profile with attractions such as a football stadium and motor racing
known to tourists with increased revenue for the province. Future tourism promotion proposals were revealed including development of the Hin Lek Fai area with a Sky Walk feature, visitor facilities and giant hillside Hua Hin sign not dissimilar to the iconic Hollywood sign. Mr.Nopporn believes that a City Tower and Sky Walk will attract more tourists to Hua Hin.

The project would include a walkway around the hill to provide 360 degree panoramic views. This proposal is now the subject of a feasibility study and design process with the necessary budgetary considerations. There is also a proposal for a public bus project as a tourism promotion with an invitation for design ideas to be submitted before ideas are released for public consideration. The project may be funded by the municipality with opportunities for private sponsorship.

3 Content 4 Cover Story It’s been 15 years since Volume 1, Issue 1 of Hua Hin Today appeared on the streets of Hua Hin and surrounds on 1st November 2003. The cityscape looked a whole lot different back then. Hua Hin Today also looks very different from 15 years ago. That’s due to a process of constant improvement in content and appearance; including our online presence. During a recent function l was greeted with a handshake introduction and the comment “thanks for your newspaper; I always have a copy on my coffee table and read it again everyday.” That was indicative of the fond relationship between readers and our publication. We thank all our readers and advertisers for your support over the years. Commencing in 1924 with the founding of the Royal Hua Hin Golf course, Hua Hin’s affinity with golf is now approaching 100 years. Golf continues to be a major driver for local tourism to the economic benefit of all the community. Our congratulations to all the caddies, ground & service staff, course management and tour operators who have played their part in Hua Hin being recognised as Asia Pacific’s Golf Destination of the Year for 2019. This is a highly regarded and well-deserved honour. I recently had the opportunity to personally congratulate Khun Suwit Ruengroongrueng, as President of the Phetchaburi – Prachuap Khirikhan Golf Association for this achievement. Although Khun Suvit is a usually a quiet and reserved character, his huge beaming smile said it all. 4 In Remembrance of His Majesty King Rama IX People in Hua Hin were delighted when they learned that King Bhumibol Adulyadej had been discharged
from hospital and that he was staying at Klai Kangwon Palace in Hua Hin. This for about a year between August 2013 to 2014 and again in May 2015. The king returned to hospital for the last time on May 31, 2015.
From mid-year of 2016, the square in front of the 100th Year Centennial Hall Siriraj Hospital saw throngs of people praying for the good health of the king. However, the prayers gave way to weeping on October 13th that year when news of the king’s passing broke. On the lawn of the 100th Year Siriraj Centennial Hall lies a landmark statue of Prince Mahidol, the father of the late king who was a doctor. Since King Bhumibol’s passing, the statue has been converted into a symbol of remembrance of the late king.
Anyone standing and facing the statue can also get a glimpse of two others inside the hall: one of King Bhumibol and one of his mother, Princess Srinagarindra. On October 13th 2018 the square was again crowded with people in yellow shirts who joined an alms giving rite to make merit for the beloved King. Many people had stayed overnight at the hospital, arriving about 11 pm Friday, while others arrived early on Saturday morning. They brought rice and dried food to give to monks in a rite held to remember the King on the second anniversary

Unicef Presents Princess Sirindhorn with Life-time Award
Her Royal Highness Princess Maha Chakri Sirindhorn has been honoured with a life-time achievement award by the UN agency for children in recognition of her relentless efforts to improve the quality of life of children in Thailand. The award was presented to the Princess at Chitralada Palace and the news was released by the United Nations Children’s Fund. “I am both happy and. honoured to present the Unicef Award to Her Royal Highness Princess Maha Chakri Sirindhorn for her significant contributions and unwavering commitment to improving the lives of children in Thailand,”. said Unicef executive director Henrietta Fore. The Princess has been involved in several projects to better the lives of children, especially those living in remote areas. They include royal initiatives and other schemes in cooperation with local and international organisations.
Four Whale Sharks Hunting off Prachuap Khiri Khan
Four whale sharks have been spotted near Koh Talu, three kilometres off the coast of southern Prachuap Khiri Khan. Mr Sophon Thongdee, deputy directorgeneral of Marine and Coastal Resources Department, said the presence of four whale sharks near Koh Talu stands as a testimony that the sea is abundant with marine lives that attract the arrival of the sharks.
Joy filled the air after fishermen in southern Chumphon province sighted a pod of over 30 dolphins not too far from the coast late last month with this being the first time they have showed up in almost 10 years, reflecting how healthy the environment has become.

He said that was partly due to the efforts to ban fishing and the use of trawl nets near the shoreline. He asked divers not to touch the sharks or use flash lights in taking undersea photos, adding that vessels should keep a distance from them and to slow down the speed of their boats.
Fishermen in Saphli subdistrict, Pathio district, said they had set off to check the traps they had placed in Saphli bay, and around 10 kilometres from the coast, they saw this pod of not less than 30 dolphins, both big and small, swimming around chasing fish. One of them used his mobile phone to videotape the dolphins, as they had not seen them for almost 10 years. Other fishermen on the coast were also very happy at the sighting of the dolphins because this indicated that Saphli bay is now healthy with marine life residing in its waters after the ecosystem improved. The big improvement came about from the government’s policy to rigorously oversee fishing boats, forbidding the catching of marine animals with illegal fishing traps which damage the ecosystem and aquatic life, and forbidding commercial fishing vessels from fishing near the coast.

Volkswagen AG is ending worldwide production of its iconic Beetle, the model once so popular in North America that it prompted the German automaker to build its first factory on the continent in the 1960s. The last one will roll off the line from the company’s factory in Mexico, in July 2019.
Volkswagen’s Beetle is one of the oldest nameplates in automotive history still in use today. The VW’s history stretches all the way back to 1934, when development work started in earnest in Germany. “Herbie” from the 1968 Disney movie Beetle buying in the U.S. peaked the same year of the original Disney movie at about 423,000 units sold. The car became a phenomenon again in the 1990s when VW brought it back to America after a 20-year lapse. Last year, VW delivered just 15,166 units. “The nostalgia for the ’60s is going away as the baby boomer generation is going away,” Wolkonowicz said. “Most baby boomers are getting older and need something easy to get in and out of. European civilians wouldn’t get their hands on the car until 1947, after production was restarted to provide ground transportation for Allied occupying troops. U.S. importation grew from a trickle in the early ’50s to a flood a decade later, and eventually 21 million Beetles would be sold worldwide. VW had been pulling the Beetle from select markets as part of a broader effort by the German giant to rein in its bloated product range, which spans more than 300 different vehicles and variants, including heavy trucks, motorbikes and passenger cars.
Chief Executive Officer Herbert Diess has been a driving force behind this slimming down since he started leading the main VW car brand in 2015. Demand for the Beetle and other hatchbacks like the Golf has come under pressure as customer appetite has shifted toward sport utility vehicles. “The market is moving on,” said John Wolkonowicz, an independent auto analyst and industry historian. “The people who wanted them, mostly baby boomer women, bought them, enjoyed them and they’re on to something else. Younger people don’t know what the point is.” The Beetle played the starring role of Herbie in the 1968 Disney film, “The Love Bug.” The sentient race car sporting red, white and blue racing stripes from the front to the back bumper headlined several follow-up films and a television series.
“The loss of the Beetle after three generations, over nearly seven decades, will evoke a host of emotions from the Beetle’s many devoted fans,” Hinrich Woebcken, CEO of Volkswagen’s U.S. sales unit, said in a statement. While there are no immediate plans to replace the car with a next-generation version, he pointed to the I.D. Buzz -- a modern interpretation of the legendary VW Bus -- to hint that the Beetle could one day make a comeback. “Never say never,” Woebcken said.
Auto Sector Tops Thai Exports to Asean
Vehicles as well as auto parts and accessories topped Thai shipments to Asean in the first eight months of this year, valued at 164.8 billion THB, according to figures from the Department of Foreign Trade. Among the top five exports to the region, the auto sector was followed by fuels, plastics, chemical products, and machinery and parts. Fuel sales grew at the strongest rate of 35.86 per cent for the period, said the department, which comes under the Commerce Ministry. “Asean is now Thailand’s biggest export market. In the first seven months, up to 26.52 per cent of Thailand’s total exports were shipped to countries in the region,” said Adul Chotinisakorn, director-general of the Department of Foreign Trade. “The most important exports for Thailand are those sent to the Asean states,” said Commerce Minister Sontirat Sonjirawong. “Given Thailand’s location in the centre of the Asean region, we stand to benefit greatly from exporting to other countries in the region, thanks to lower logistical costs. Furthermore, the Kingdom can benefit from functioning as a hub for other countries’ exports to each other,” he said. NLA says Pot and Kratom Bill ‘Likely to be Passed’
A bill that would allow two narcotic plants, marijuana and kratom (Mitragyna speciose), to be grown for medical research purposes has been submitted to the Secretariat of the Senate, says Somchai Sawaengkan, a member of the National Legislative Assembly (NLA). The bill, a draft amendment to the Narcotics Act BE 2522, will then be published on the NLA’s website before a sufficient number of public hearings are held. After that, the assembly will begin deliberating it, said Mr Somchai, one of 42 NLA members who proposed the bill. They came up with the idea after studies proved the medicinal properties of marijuana extracts and their potential to assist certain cancer treatments, he said. According to the bill, permission can be granted to state agencies who request permission to grow and use marijuana, a Type-2 narcotic, or kratom (Type 5), for a medical research project or other types of research, he said. Government departments, local administrative organisations, the Bangkok Metropolitan Administration, Red Cross Society, Government Pharmaceutical Organisation, certain transport operators and medical professionals will be eligible to submit such requests, he said. Medical professionals include doctors, pharmacists, dentists, veterinarians and Thai traditional medicine practitioners, he said. Only those medical professionals residing in Thailand will be eligible to submit a request to grow and use marijuana and kratom, and they must have not before been sentenced in any criminal cases associated with narcotics, stimulants or narcotic vapours, he said. They must also not have had their professional licences revoked, be persons of unsound mind, or be physically or mentally incapacitated, Mr Somchai said. Requests can be submitted to the Office of the Narcotics Control Board (ONCB) for consideration. NLA president Pornpetch Wichitcholchai also expressed his support for the bill, saying the draft would likely be passed into law. Clinical trials of marijuana will start soon as a preliminary step to producing medicines for four diseases.
Kaeng Krachan Cannabis Plantation Discovered
The Narcotics Control Management Centre of Phetchaburi Province together with police officers, soldiers, public health officers, Volunteer Defence Corps members and forest officers have investigated a cannabis plantation found in the Nong Ya Plong district.
The trial project will use 100 kilograms of confiscated marijuana provided by the ONCB, the state agency overseeing the current crackdown on narcotics, the GPO said. It will build a special greenhouse to grow the premium-grade cannabis. The oil extracted from these plants will be used to develop medicines for epilepsy and peripheral nephropathy, and others aimed at reducing the sideeffects of chemotherapy and morphine substitutes. Leading hotels and tourism groups have signed the “Phuket Pledge” at the Phuket Hotels for Islands Sustaining Tourism Forum 2018 (PHIST) establishing a model for the future development of islands throughout Asia that embraces sustainability as a core and sets urgent goals for long-term change.

You must be a holder of a non-immigrant visa at the time of submitting your application. You must be able to meet one of these categories: Investment category (minimum 3 – 10 Mil. Baht investment in Thailand)

Once your application for Thai permanent residency is approved, a residence blue book is issued to you. You must then register your place of residence in Thailand at the local Amphur and obtain a house card. You must re-register there every year. The residency permit itself never expires unless revoked. To be able to leave the country and return to Thailand, however, requires you to apply for a re-entry permit. PM Urges Thai Households to Plant Precious Trees
Prime Minister Prayut Chana-o-cha has urged Thai people to plant 400 precious trees for each household so that, in the next ten years, there will be 1,000 million trees covering 26 million Rai of land across the country, generating economic value worth about 100 billion THB.

It is as
simple as that. And we can’t do it alone. We need to do it together,” said Phuket Hotel Association President Anthony Lark. “We have worked to build an inclusive coalition of public and private sector tourism groups who understand the critical need to act and think long term. We hope the Phuket Pledge will be a start and ultimately become a model for us and other islands regionally to come together for the sake of sustainable island tourism in Asia.” PHIST was opened by the Deputy Governor of Phuket, Khun Prakob Wongmaneerung, and featured experts in their respective fields, focusing on marine and coastal tourism, sustainability, youth education and community tourism. Government Plans to Build Community Waste-to-energy Plants
The government has reaffirmed its intention to construct waste-to-energy plants in various communities as a solution to better deal with trash disposal problem and generate more power at the same time. waste-to-power plants will be constructed and operated are projected to be capable of altogether supplying 500 megawatts of electricity by 2036. “Thailand now has a lot of problems with waste management and the best solution here is to turn trash into electricity,” he said. Under the precious tree planting project, the Ministry of Agriculture will produce saplings of the precious trees such as teak, pradoo, makha for distribution to members of the public interested to participate in the project. Meanwhile, Minister of Natural Resources and Environment Surasak Kanchanarat has distributed land rights documents covering more than 30,000 Rai of land to 380 landless farmers so they will be able to exploit the land to make a living. The land plots are scattered in the provinces of Phitsanuloke, Phetchabun and Nong Khai. The cabinet also designated more than 20,000 Rai of forested land in ten provinces as community forests so that people living in the neighbourhoods by harvesting forest products to make a living but, at the same time being committed to look after the community forests. 11 Road upgrade in Kaeng Krachan Park Under Scrutiny The protected environment and biodiversity of Kaeng Krachan National Park in Phetchaburi are being endangered by a concrete road soon to be built through the park’s jungle, environmentalists say.
They are concerned about excessive tourism development, dangers to wildlife, and insufficient environmental protections imposed on the road improvement project for the park. Together, they say, the project will harm the fragile ecosystems and rich biodiversity of Kaeng Krachan forest. Kaeng Krachan National Park is now taking bids for construction of the Ban Krang-Panoen Thung Road improvement project, which is budgeted at 87.62 million THB. The current 18.5 kilometre one-lane dirt road is old and badly damaged, and considered steep, narrow and dangerous for travelers using it to cut through the lush rainforest. Yet, it offers the only access by vehicle to important scenic tourist attractions on Panoen Thung Mountain within the park.
The road-improvement project is being strongly criticized by nature lovers on social media Korn Ratanasthien wrote on Facebook that the wellbeing of wildlife and forest ecosystems will suffer great damage from the road construction itself and from the subsequent impacts of higher traffic volumes and excessive tourist numbers. “Kaeng Krachan forest is one of the richest in term of biodiversity in the whole country, as this forest is home to rare and endangered animals such as tigers, leopards and elephants, and many new species have been discovered there,” Korn said. “Many rare birds, butterflies and wild animals can be easily seen along this road, so they will inevitably be greatly affected by the road reconstruction and changes to ecosystems after the road is completed.” He agreed that parts of the road are in very poor condition and need repairing, but cautioned that by reconstructing the entire route, wild animals would be endangered by faster vehicles and higher traffic volume. The new road would also direct many more tourists to the ecologically fragile areas inside Kaeng Krachan rainforest. The national park’s chief, Mana Permpoon, insists reconstruction is necessary, claiming the road is now broken beyond repair and postponing the project would end up costing even more money. – The Nation

Mr. Pirom Niltaya has chaired a meeting about a consumer complaint posted on social media by a tourist. The posting commented on what was claimed to be unreasonable prices for a seafood meal.

When food was served it was small ‘swimmer’ crabs with a price of THB per dish which was considered to be too expensive. The need for clear menu prices was discussed including ant seasonal variations. These prices should be very clear to any customer prior to ordering any food. A further issue that emerged at the meeting was the lack of the required license by the restaurant in question. However customers should also
be satisfied that they know the prices prior to ordering to avoid a subsequent dissatisfaction.
Opening New Parking Building in Hua Hin
The Mayor of Hua Hin has opened a new car parking facility constructed with a budget 63 million THB with seven floors of parking space now available to the public. The new facility was opened on 1st October and includes spaces for 350 cars and motorcycles with elevator access. The facility will be convenient for visitors to the municipality offices but also to ease traffic congestion on Phetchakasem and Damnuan Kasem Road. Parking is free with security guards on site. The Mayor says this is a major achievement by his management team and will improve the City’s tourism infrastructure. Parking is available from 8.30 AM until 4.30 PM. From Monday to Friday.
Drivers Ignoring 11 million Traffic Tickets
With drivers in Thailand currently ignoring more than 11 million traffic tickets, police are hastening efforts to link their online database with the Land Transport Department’s vehicle registration system.

Pol Lt Gen Kraiboon Suadsong, head of a police committee in charge of solving traffic snarls in metropolitan Bangkok, said 13,515,036 traffic tickets had been issued this year as of Oct. 7 and recorded in the Royal Thai Police Ticket Management System. But only 2,338,968 of the drivers ticketed had paid their fines, leaving the rest – 83% – in violation of the law. Of the 13.5 million tickets, 2.31 million were issued on the spot, while the rest were mailed to drivers caught on camera violating traffic laws. Kraiboon said no fines had been remitted for 1.33 million tickets issued on the spot and 9.838 million tickets mailed out. Kraiboon said he had instructed the IT team of the Royal Thai Police to work out with the Land Transport Department to link the PTM and vehicle registration systems. Mr. Nopporn Wuttikul, Mayor of Hua Hin, has attended the opening ceremony to commence the process of selecting students for a school’s competition. The event was held at the municipal school of Ban Bor Fai, with Mr. Sommai Suksai, Director of the Education Division together with teachers and students in the municipality of Hua Hin participating. The competition will select students at the elementary level 5 and junior high school level 2 to being the represent the municipality and compete with elite contestants at a local, provincial and national level. The competition encourages talented students to show their talents and to encourage teachers and students to be active and involved in their academic pursuits and the quality of education. The competition is divided into 5 categories, which are mathematics, science, Thai language, social studies and foreign languages. The education department of the municipality will also provide the prize money to winning students to encourage their involvement.
The provincial Department of Disaster Prevention and Mitigation has joined forces with the Fort Thanarat Army Camp to collect more than 10 tons of garbage on Hua Hin Beach. Mr. Kittikorn Thepamnouy from the Department and Mr. Jeerawat Pramanee, Permanent Secretary, of the Hua Hin Municipality with military staff jointly managed the waste collection from the Hua Hin Pier then past the Naveepirom Hotel, Hilton Hotel, Centara Hote to Khao Takiab and Hua Don Beach. The collection covered a beach front 10 kilometres long. The mission took three consecutive days to clear the beach and return it to a normal state, due to the end of the monsoon season which results in a large amount of waste to be deposited on the beach every year. The municipality of Hua Hin is eager to take care to keep the beach clean, beautiful and safe for tourists to enjoy their stay and return in the future.
Mr. Jeerawat Pramanee, Permanent Secretary of the Municipality of Hua Hin has presided over a meeting to select representatives of the Community Council. This is in accordance with the regulations of the Ministry of Interior for the development plan of the local administration. The current Chairman of the Council, Members and the chief of the administration were present at the meeting. These representatives are elected by the municipality as follows: Not less than 3 persons, but not exceeding 6 persons, to formulate local development guidelines and action plans. Mr. Nopporn Wuttikul, Mayor of Hua Hin, along with Mr. Montree Chuphu, Deputy Mayor of Hua Hin and staff of the Water Supply Department inspected the area of Soi 18/2 Hua Hin, to follow up the progress of the reinforced concrete road construction drainage project. This project involves a reinforced concrete road with a width of 3.2 metres and a length of over 300 metres with a drainage system of 0.60 metres in diametre and also small sumps on both sides of the road. The total length of the project covers over 600 metres. The project has a budget of 3,000,000 THB and is expected to be completed by December.
Provincial Electricity Authority, District Office and Police attended the meeting. The Office of the Consumer Protection had received complaints from residents which will be considered under the Consumer Protection Act 1979. The complaints referred to contract disputes between home owners in the Hua Hin municipality and construction companies. It was alleged that houses have been built that have many building problems which have not been remedied by the builders concerned. The Office of Consumer Protection has also invited the building companies to attend the meeting however none of the companies were represented.
Last month the Mayor of Hua Hin, Mr. Nopporn Wuttikul chaired a meeting to consider consumer complaints in relation to housing construction. Apart from many consumers, some displaying placards to display their anger, officials from a variety of government authorities including the land office, the

Then Police Superintendent also asked for cooperation from the Leasing Company for documents as the car is still under a contract with a finance company. The police will investigate and take legal action against the perpetrator.

Stroke is a condition where the blood supply to your brain is interrupted or decreased due to blocked veins or broken blood vessels. With no immediate treatment, a stroke could cause lifetime handicapped or death. There are two types of stroke; Ischemic and Hemorrhagic. The reason is that the brain has no nociceptor that detects a stroke to send a warning. A nociceptor is a sensory neuron that responds to damaging or potentially damaging stimuli by sending “possible threat” signals to the spinal cord and the brain. So when there is not enough blood to your brain causing anoxia (no oxygen supply) without the patient or the people around them noticing symptoms. It may be too late once we notice it. However, there are lead symptoms where we should keep in mind. In short, it is called ‘FAST’ which can be described as follows: F (Face) starting with the weakening of face muscle, where the patient will not be able to control either side of their face. The usual symptom shown is face drooping. A (Arms) weakening arms where the patient could not lift and hold both arms. S (Speech) problem in speaking and pronouncing, a patient will usually not able to repeat a simple phrase. T (Time) is a very important factor to save the patient. If you notice any of this sign, you need to ask for help immediately. There might be other symptoms; such as a headache, losing balance, blurred eyesight. You should be very careful
as a blocked vein or broken blood vessels may affect the nerve system that controls the muscles. It is imperative that the patient sees the doctor immediately once these symptoms occur. Patients with high blood pressures, diabetes and high cholesterol are at more risk of getting a stroke. Without a health checkup conditions such as diabetes, high blood pressure and high cholesterol may progress undetected. It is most important that we all take good care of our health. In the 1990s, two scientists made key discoveries that led to the development of promising new cancer-fighting immunotherapy drugs How does immunotherapy work? Immunotherapy effectively removes the ‘brakes’ on the body’s immune system, allowing for a certain type of white blood cell, called T-cells, to hunt down and kill cancer cells. Without immunotherapy treatment, cancer cells can deactivate T-cells by taking advantage of a switch on the cells, called an immune checkpoint. This shuts down the body’s immune response and allows the cancer to spread unchecked. The two researchers, from the U.S. and Japan, made key discoveries about the immune system’s response to cancer. Their work showed how to block cancer cells from crippling white blood cells. Still in its early stages, immunotherapy is a promising field in cancer research. James Allison and Tasuku Honjo have won the 2018 Nobel Prize in Physiology or Medicine for their innovative work in developing immunotherapy treatments to fight cancer. James P. Allison, 70, is the chair of the department of immunology at MD Anderson Cancer Center in Houston, Texas, and Tasuku Honjo, 76, is a professor at the Kyoto University Institute for Advanced Study in Japan. In the 1990s, the two scientists made separate breakthrough discoveries about the immune system that led to the development of immunotherapy drugs. They will share the $1 million prize.

A new World Bank study, funded by Bloomberg Philanthropies, finds that reducing road traffic deaths and injuries could result in substantial long-term income gains for low- and middle-income countries. The report, “The High Toll of Traffic Injuries: Unacceptable and Preventable,” introduces a new global methodology to calculate the economic impact of road safety and analyses the cases of China, India, the Philippines, Tanzania and Thailand. While there is general recognition of road traffic injuries and fatalities, little is known about the link between road traffic injuries and economic growth. The new report quantifies how investments in road safety are also an investment in human capital. The study finds that countries that do not invest in road safety could miss out on anywhere between 7 and 22% in potential per capita GDP growth over a 24-year period. This requires policymakers to prioritize proven investments in road
Traffic Fatalities Strike Prime Working Age Adults in Low- and Middle-Income Countries (LMICs) Road traffic fatalities disproportionately affect low- and middle-income countries, where 90% of global road deaths occur. Rising incomes in many developing countries have led to rapid motorization, while road safety management and regulations have not kept pace. Death rates from road traffic injuries are high in LMICs – in 2015, reaching 34 per 100,000 in the countries studied. By contrast, the average across the 35 countries of the Organization for Economic Cooperation and Development (OECD) in the same year was 8 deaths per 100,000. The greatest share of mortality and long-term disability from road traffic
crashes happen amongst the working-age population (between 15 and 64 years old). Reducing Road Traffic Deaths and Injuries Can Boost Income Growth According to the report, deaths and injuries from road traffic crashes affect medium- and long-term growth prospects by removing prime age adults from the work force, and reducing productivity due to the burden of injuries. Using detailed data on deaths and economic indicators from 135 countries, the study estimates that, on average, a 10% reduction in road traffic deaths raises per capita real GDP by 3.6% over a 24-year horizon. Over the period 2014-38, halving deaths and injuries due to road traffic could potentially add 22% to GDP per capita in Thailand, 15% in China, 14% in India, 7% in the Philippines and 7% in Tanzania. Large Welfare Gains from Proven CostEffective Road Safety Interventions In addition to the GDP gains from preventing death and injury, road safety interventions improve welfare benefits to the society. The World Bank study has quantified these gains for the five countries using a range of income and risk reduction scenarios. Measured in 2005 US dollars, the welfare gains range between $5,000 to $80,000 in Tanzania, and between $850,000 to $1.8 million in Thailand. To achieve these welfare gains the report lists interventions that include reducing and enforcing speed limits, reducing driving under the influence of alcohol, increasing seat-belt use through
enforcement and public awareness campaigns, and integrating road safety in in all phases of planning, design, and operation of road infrastructure. Making the Macroeconomic Case for Road Safety “Traffic crashes kill more than 1.25 million people around the world each year and they also take a huge economic toll, with so much human potential being lost. Investments in road safety pay for themselves many times over, and hopefully this new report will spur governments to take actions that save lives,” said Michael R. Bloomberg, philanthropist, three-term Mayor of New York City and entrepreneur. “Inspired by disease impact studies, this it is one of the first systematic efforts to estimate both the potential economic benefits and aggregate social welfare gains of reducing road traffic injuries in low- and middle income countries,” said José Luis Irigoyen, World Bank Senior Director for Transport and ICT. “Curbing road traffic injuries would not just be a victory for the transport sector but a significant milestone for global development, with immediate and far-reaching benefits for public health, wellbeing, and economic growth.” Bloomberg Philanthropies Initiative for Global Road Safety has dedicated $259 million over 12 years to implement interventions that have been proven to reduce road traffic fatalities and injuries in low- and middle-income countries.
No Visa, Lapsed Visa Means Deportation within a Month Deputy Prime Minister and Defence Minister General Prawit Wongsuwan has told the Immigration Bureau to intensify its crackdown on foreigners without visas or overstaying visas and deport those arrested within one month.
Deputy Prime Minister General Prawit Wongsuwan Lt Gen Kongcheep Tantrawanit, spokesman for the Defence Ministry, said Prawit, who oversees security affairs, gave the order at a meeting of military, police and Interior Ministry security agencies.
Prawit told them to step up efforts to keep foreign tourists safe and to crack down on transnational criminals who enter the Kingdom posing as tourists. The spokesman quoted Prawit as saying the government had received complaints about foreigners involved in illegal activities and businesses in several provinces, including Bangkok. The Immigration Bureau was told to strictly enforce the law, weed out foreigners without visas and overstaying their visas and deport them within one month. It also was told to check whether foreigners doing business here were working in professions that are legally reserved for Thais alone. The Nation
Dengue Cases Plummet
The number of dengue patients has fallen sharply from no fewer than 5,000 per week to 3,000 at most now. The Disease Control Department (DCD) has revealed there were now just between 2,000 and 3,000 cases of dengue per week in recent months, from between 5,000 and 8,000 over the past five years. Dengue fever is a serious health threat. This year, it has already been blamed for 80 deaths in Thailand. “Dengue fever hit 61,917 people in Thailand between January 1 and October 1. Of these patients, 80 died,” said DCD director-general Dr Suwannachai Wattanaying-charoenchai. Most of the cases were in children and young adults age 10-24. According to him, the Public Health Ministry has imple-
mented several measures in a bid to curb dengue cases. Among them is to alert a surveillance and rapid response team within three hours of any dengue case, so that the team can quickly investigate the area where the infection was detected. The team will then conduct indoor residual spraying to destroy adult Aedes mosquitoes within the 100-metre radius of the infection area within one day. The team is also tasked with getting rid of Aedes Aegypti larvae within five days. Aedes mosquitoes are the key vector for dengue fever. – The Nation

The condition of the main road accessing Black Mountain and surrounds has drawn a call for help. Flooding around the western end of Soi 112 is also described as a big issue. The other interesting thing is that in 2004 when the baht was 70 to the pound, I required 65000B monthly. Today when the baht hovers around 42, I still need 65000B monthly surely there should be some parity. The British Embassy charges over 2000 baht and will only do it by post! However some people have an income derived from various sources, such as rental income, fixed term deposit interest, other investments. The British know how to look after their citizens!! Director-General of the Department of Information and Ministry of Foreign Affairs Spokesperson, Bussadee Santipitak reported that aid has been provided to the 32 Thai people on Sulawesi Island in Indonesia during the region’s earthquake and tsunami disaster and confirmed no other Thai people are stranded in Palu city. More than 1,400 people have perished in the disaster with over 2,500 injured and 70,000 left homeless. The Thai government has opened a bank account named “Thai Hearts to Indonesia” with Krung Thai Bank numbered 067-0-13037-0 and invited citizens to make donations for relief. The Ministry of Public Health has at the same time prepared emergency medical units and 25 psychiatrists to provide medical support in the disaster zone but is awaiting a formal request for such aid from Indonesian authorities. The Indonesian government has requested assistance in the form of air transport, tents, water treatment equipment, power generators, field hospitals and medical personnel. The Thai state has already provided 5 million THB via the Indonesian Embassy and is coordinating with Thai investors in Indonesia to access another 10 million THB in aid.
Outcry Forces Retreat on Pet License Fees
The Ministry of Agriculture has retreated over a bill on animal welfare and prevention of animal cruelty, which required pet owners pay pet registration fees or face a hefty fine.
Agriculture Minister Grisada Boonrach agreed to withdraw the proposed law for further review after it triggered a public outcry. Critics were upset about a measure in which owners would have to pay 450 THB to register each of their pets and a fine of 25,000 THB if they fail to do so. The agriculture and cooperatives minister has apologised about the dog and cat registration bill but insisted on pushing for its passage with initial free registration and softened impacts. “As the agriculture ministry proposed the bill, I profusely apologise because the issue was not explained to the public,” Minister Grisada Boonrach said. Sorawit Thaneto, director-general of the Department of Livestock Development, said Grisda decided that the bill should HUA HIN TODAY, November 2018
be pulled out for a rework. The ministry would work with the Council of State, the government’s legal adviser, various agencies and the public to improve the bill and ensure responsible pet owners would be left no worse off, he said. Under the proposal, pet registration would be a legal requirement and pet owners would have to pay a fee of 450 THB in total for a pet’s registration. The fees were broken into a registration fee of 50THB, a pet book of 100 THB, and an identification token of 300 THB. Local administrative bodies were responsible for issuing regulations involving pet registration and penalties for noncompliance of up to 25,000 THB. Those
who failed to pay the penalties would face legal action. The bill drew mixed responses, with supporters saying it would help mitigate the problem of abandoned animals as the owners of a particular animal can be traced. Meanwhile, opponents argued the fees were too high, especially for those keeping several pets. Some were concerned that more pets would be abandoned because people could not afford to register them, while many suggested the government should make sure registration fees and fines go toward supporting animal services and safeguarding public health. Deputy Prime Minister Wissanu Kreangam said it was possible the bill would be dropped if the public strongly objected, while noting that the review would likely take several months and may not be completed before the election. Royal Irrigation Department Pleads for Water Conservation
The Royal Irrigation Department is pleading with the public to help conserve water despite the fact that there is a good supply of water in dams nationwide. Official records suggest that nearly 60 billion cubic metres of water are currently stored in reservoirs across the country, with an average storage level of 79 percent of the dam’s capacity. The Royal Irrigation Department says that there is over 18 billion cubic metres of water in all four major dams in the Chao Phraya River Basin, including Bhumibol Dam, Sirikit Dam, Kwae Noi Dam and Pa Sak Jolasid Dam, and they can still take on more than six billion cubic metres of water. The department said it would make sure the water management program is efficient even though at present there is a great volume of water stored in the dams, in order to help prevent any shortage.
In addition, the Royal Irrigation Department asked people across the country to use water efficiently and avoid wasting any of the supply. Meanwhile, the Department of Livestock Development is preparing to deal with possible flooding in the southern region, where the rainy season is expected to produce more problems in coming months. Plans formulated include the moving of livestock to higher ground and the stockpiling of dry grass, animal food and medicine as well as the assignment of experts to help farmers, who may be in need of their guidance. The pier was completed over ten years ago with a budget of 429 million THB. In 2014 a further 24 million THB was budgeted for improvements. The Pier is in Prachuap Bay and remains unusable by local fishermen. Those from the Kui Buri district, Sam Roi Yot and Thap Sakae experience high costs and are unable to shelter during monsoonal weather. These fishermen must use a private Pier at Ao Noi. This is alleged to be because there is no provincial administrative authority managing the pier or entrusted with the care and responsibility. The Office of the Provincial Auditor will investigate and clarify the situation before approving a further budget. A group of
local fishermen have asked that ways to be considered that will allow them to use the pier in addition to improvements for tourism only. Mr. Nipon also noted that after the construction was completed, responsibility to secure private tenants and to manage the income was transferred to the Treasury, however no tenants were secured with a resultant deterioration of buildings and the wastewater treatment system being unusable. Since the construction completion, several ministers have visited the area and talked about developing the potential of the port to develop fisheries and improve tourism infrastructure, but to date there has been no resolution to the problems. The theme for World Diabetes Day 2018 and 2019 on 14th Novemeber is ‘The Family and Diabetes’. Materials and actions that the International Diabetes Federation will develop over the two years of the campaign will aim to: Raise awareness of the impact that diabetes has on the family and support network of those affected. Promote the role of the family in the management, care, prevention and education of diabetes. Diabetes concerns every family Over 425 million people are currently living with diabetes. Most of these cases are type 2 diabetes, which is largely preventable through regular physical activity, a healthy and balanced diet, and the promotion of healthy living environments. This is a traditional wooden jetty which is the oldest structure of this type on the central western gulf of Thailand. The Harbour Department has handed over the jetty to the Tab Sakae Administration as caretakers, but had difficulties in securing a budget for the renovation. Various public sector organisations have now combined to secure funding for the procurement of materials and to

The Blúport Resort Mall is always a very colorful place but last month’s ‘Miracle Flora Festival’ saw floral tributes presented by the region’s universities take these colours to another level.
Nine hand-crafted displays which offered tributes to the gardens and flora of Hua Hin were presented throughout the Mall in a competition to express the glories of our ‘garden city’. Equally colorful were those in attendance at the judging and presentations to those taking part in the floral display competition. The floral theme continued in the ladies’ outfits, including millinery and accessories all resplendent with the blooms of the spring with ‘spring fever’ in the air. Mr. Suwat Liptanlop and Deputy Mayor Mr. Montree Chuphu presided over the event which helped celebrate the second anniversary of Blúport. A bevy of beauties from regional pageants added the final touch as the mall only finding disfavor from those unfortunate enough to be suffering from ‘hay fever’.

Phra Nakhon Khiri Provides a Student Learning Opportunity
During the reign of the late King Bhumibol Adulyadev (King Rama IX) the site became a park and museum and in 1979 registered as a branch of the Thai National Museum. Locally known as Khao Wang, Phra Nakhon Khiri, or ‘Heavenly City on the Hill’, is now a focus for visitors to gaze at the beautiful examples of architecture and artifacts of the Chakri Dynasty as well as to enjoy expansive views over the surrounding cityscape and green fields of Phetchaburi.

The Three Peaks of Phra Nakhon Khiri Western peak: King Mongkut’s Palace is located on the Western peak with the Phra Thi Nang Phet Phum Phairot Throne Hall, the largest building of the Palace. Other important buildings include Phra Thi Nang Pramot Mahaisawan, as the Royal bedchamber, Phra Thi Nang Wetchayan Prasat, styled on Khmer architecture and Ho Chatchawan Wiang Chai, a tower used by King Mongkut as an observatory. Central peak: A 40 metre high white chedi, called Phra That Chom Phet provides views to the Royal Palaces and the Wat Phra Kaew Temple. Eastern peak: The Eastern peak is where the Wat Phra Kaew Temple is located featuring a classical Thai architecture and the huge red pagoda, Chedi Deang. Visitors looking for an increased cultural experience may consider attending the annual festival held on the surrounds and peaks of Phra Nakhon Khiri during the 160 year anniversary of the site over 10 days from February 9th 2019. An opening ceremony will begin on the first evening with cultural parades from the province’s eight districts. This will be followed by fireworks with the palace illuminated every night throughout the event. On the grounds of the museum, visitors will be able to observe stucco art in the shape of mystical animals, see a display of the Thai Song Dam ethnic people’s lifestyle, and enjoy classical music, art and crafts and cultural performances. At the foot of the hill, there will be a demonstration of local craft making and cooking, concerts, Thai dances and community tourism fair. Access to the park is close to Phetchakasim Road, just north of the Petcharat Hospital at the western side of the hill which overlooks Phetchaburi City. This is on the opposite side of the hill to the main city where you will find parking, the cable car, souvenir and refreshment shops. The park is open from 9 AM.

English language visitors to Phra Nakhon Khiri have much to learn and understand but only if signage and other written information is clear and correct. That’s been difficult for museum staff to provide in the past without the necessary written English language skills being available. The solution to this dilemma has been an innovative collaboration between museum staff and Stamford International University Associate Director Cell Dilon with students undertaking an industry or ‘client-based’ learning project. This form of practical “hand’s on” learning is a focus of the Stamford experience. It has been readily available in many other spheres of learning, but difficult to secure in the language study context.

In August this year, Laureate English Program Director Hans Kirkels led 38 of his Advanced Grammar students to an initial site inspection at Phra Nakhon Khiri. The visit provided an opportunity to photograph the site’s features, stunning viewpoints and a plethora of signs providing guidance to visitors throughout the park. The next stage involved students proofreading and editing English language requirements including the official brochure and signage as well as considering additional requirements for visitor information. In September representatives from the museum visited the Stamford Hua Hin campus to consider the students’ ideas with high praise offered for the pragmatic approach which far exceeded any expectations. After nearly three years of operations in Hua Hin, this was a proud moment in the English language program’s progress. The final stage involved an October presentation to the museum of a carefully considered English language information ‘package’ ready to be put in place. It is anticipated that visitors seeking English language information at the February Festival will have a significantly enhanced experience. By then the renewed information should be in place to better understand the sights and cultural significance of this important historical park. The industry project has proved to be a very practical collaboration between students and the Phra Nakhon Khiri management. This is a real example of the benefits to be gained by integrating industry based learning with the campus theoretical perspective. Everyone’s a winner!

‘Float All Your Troubles Away’ Loy Krathong is a unique Thai festival when you can send your bad luck, guilt, negativity and pretty much everything rotten about your life down the river or out to sea. The festival dates depend on the moon calendar. In 2018 the full moon day occurs on Friday November 23rd.
The tradition of Loy Krathong has been observed in Thailand for no less than 700 years since the Sukhothai period (1238 - 1438). It is based on a Hindu tradition of thanking the Water Gods for the waters (Pra Mae Khongkha) or as homage to the legendary footprint the Buddha left on the bank of the River Narmada in India. One year, a beautiful woman called Noppamas, who was the chief royal consort, made some special lanterns for the festival. She made them from banana leaves and shaped them like lotus flowers. The King was impressed and announced that Krathongs would be floated on the water every year. Loy (float) Krathong (container) occurs on the evening of the full moon of the 12th month in the traditional Thai lunar calendar, which is November 23rd this year. The full moon shining on waterways which are flooded after the rainy season makes this one of the most beautiful and popular festivals in Thailand. During the evening, many people will go to their local klong (canal) or river to float their Krathongs. They believe this will bring them good luck and is a symbolic way of letting go of all grudges, anger, and negative thoughts so they can restart their life fresh on a better foot.
Kaeng Krachan National Park has opened Khao Phanoen Tung, Thor Thip Waterfall and Hoy Mae Sariang (Baan Pong leuk Bang Kloy) to welcome the upcoming High season.
Krathongs contain a flower, a candle and three incense sticks which are lit before being placed on the water. In the old days people also trim their nails and put a bit of hair in the Krathong, wishing that it will take the bad luck and illness away. A few added coins may appease the great water gods. The people usually make a wish at the same time. Some people believe that if the candle remains burning until the Krathong is out of sight then their wish will come true. Alternatively couples release one Krathong each, hoping they will float away together, a sign of everlasting love.
By the end of the evening, there are hundreds of flickering lights bobbing up and down on the water. Quite often there are also firework displays as well as shows. Overall it is a really memorable evening. On the beach, a more modern trend is to release flying lanterns and a pretty impressive sky can be seen at night. Around Hua Hin and Cha – Am there will be plenty of eating and partying at local venues. Just head for the beaches and waterways to be involved. The most popular locations for local people is where a waterway flows into the sea. Khao Tao is also a popular Hua Hin local venue where many people gather to send their out to the open ocean.
Bryde’s Whales Return to the Phetchaburi Coast
The Bryde’s whale has returned to the waters off Phetchaburi with tourists boarding boats on for the official opening of the whale-watching season, with about 10 of the huge animals obliging them on the first day.
Boonyod Maklai, mayor of Tambon Haad Chao Samran in Muang Phetchaburi, led the outing on Kor Kai Bay and off Laem Phak Bia Cave. Boonyod says the whales feed on plentiful plankton in Kor Kai Bay and also off the coasts of Samut Songkram,

He said normally Bryde’s whales will enter the Gulf of Thailand and come near the Phetchaburi coast during September to March. But this year more whales have come, he said and urged tourists to visit before they returned to deep sea. A Bryde’s whale is approximately 13.7 metres to 14.5 metres long and weighs about 17 tonnes. 6 34 BOT Raises Free Transfer Limit for Online Banking

The Bank of Thailand (BOT) has resolved to increase the limit on free money transfers for users of internet banking to 700,000 THB per transaction.
Although a number of people have opted for online banking to make money transfers, the BOT has indicated that banks still maintain their limit on the amount of money transferred for free at only 50,000 THB per transaction. In an attempt to avoid transfer fees, many customers have to go through the hassle of making several transfers of small amounts not exceeding the limit. To increase the convenience of internet banking, the central bank has agreed with the Thai Bankers’ Association to push up the free transfer limit from 50,000 to 700,000 THB per transaction. The change was scheduled to take effect from this October 1st. The higher transaction amount for both internet and mobile banking platforms
will help lower the number of transactions and, in turn, smooth out money transfers, said Siritida Panomwon Na Ayudhya, the central bank’s deputy governor. Each bank will later set its own maximum amount for money transfers over PromptPay-based online channels, she said, adding that consumers can also set their own maximum money transfer amount to meet their own needs. In addition, the BOT is collaborating with the Thai Bankers’ Association and National ITMX Company Limited on a project to boost the processing capacity of the mobile banking system by at least twofold in order to tackle transaction bottlenecks around the end and the beginning of each month. Normally this type of Agreement is available as a blank form to be completed by both parties with the advice of the Registrar, if required, but in some cases the couple agree to have complicated details included, they need to have a Lawyer draft the form in a the correct format to ensure it is effective and will avoid any problems in the future. The Divorce will be finalised as soon as the Divorce Certificate has the Divorce by Consent Agreement attached to it and is registered with the Registrar. The Divorce by Consent Agreement will be VOID unless the divorce is registered with the Registrar. 10 38 GOLFIN’ in the RAIN, Just Golfin’ in the Rain Let’s be honest; it’s not really a ‘glorious feeling’ at all, I’ve yet to meet a golfer who is happier to play in the wet rather than the dry. To golfers, RAIN on golf day is a four letter word. It complicates the game, means carrying extra equipment and can even result in a round not being completed – very frustrating!
However the reality is that sometime or another every golfer will need to cope with a rainy day. In Thailand it’s usually less of a problem; rain may appear as a short, sharp burst then disappear and it’s typically not going to leave you freezing cold even if you are soaked. It’s worthwhile thinking about wet weather golf before this happens to you (again) and being prepared.
Before The Game
It may seem unnecessary to say, but the umbrella really is a golfer’s best wet (and hot) weather friend. If for some strange reason you forget, most golf courses will be able to rent you one. Consider your choice of footwear. Wet feet really add to wet weather discomfort. Always have a rain cover for your bag. Keeping your clubs dry, particularly the grips are important. Extra gloves and caps will allow you to change them if needed, small towels will be useful. Consider an extra shirt, there’s nothing wrong with changing if you become saturated. Wet weather gear (jacket/trousers) is not frequently worn by golfers in Thailand. Perhaps that’s because it’s not
so cold here. Many say this golfing equipment doesn’t really deliver what it promises; but that’s your choice. Think more about a change of clothing (including footwear) for after the game. If you are the sort of golfer who usually showers after returning home, wet weather may change that. Think about how you will protect the score card (a ziplock plastic bag?). Marking, signing and reviewing a wet card that is falling to bits is difficult. On The Course The golf course will play longer because it’s soft with less carry. Taking a club higher than normal will allow for an easier swing and can compensate for the lost yardage. The good news is that soggy fairways and greens are more receptive. The fairways and greens become, in effect, wider and bigger, because your shots don’t bounce into trouble as much. The greens will be slow. Hit your putts harder and remember that the ball won’t turn as much. In a bunker, the sand will be firmer; you won’t have to swing as hard to get the ball out. Try not to let the conditions affect your normal routines; don’t rush. The best wet weather players always take their time and stay patient. Wear a baseball-style golf hat that helps to keep the rain out of your face. Hang your small towel and spare gloves from the inside ‘spokes’ of the umbrella so that they stay dryer and are easily accessible. Don’t drive a buggy across casual water or rain affected areas to avoid wheel ruts. Consider your caddies. They are more likely to be more concerned about your comfort than their own. Help out every caddie more than usual; everyone’s comfort is important. If there is a heavy shower take some shelter and ‘time out’; it may quickly pass by.
About the Rules The Pros Getting It Wrong
Russell Knox is a Scottish professional golfer who almost suffered an embarrassing penalty when he accidentally dropped his club in a greenside bunker as he was assessing his stroke. His sand iron slipped out of his hand, falling into the sand, just missing his ball. You may think that Knox incurred a penalty under Rule 13-4b, which states that; The player must not touch the ground in the hazard or water in the water hazard with his hand or a club. However, perhaps surprisingly, part of Exception 1 to Rule 13-4 states; Provided nothing is done that constitutes testing the condition of the hazard or improves the lie of the ball, there is no penalty if the player (b) places his clubs in a hazard. In this instance of the Rules, accidentally dropping a club is the same as placing a club. Of course, if Knox’s club had caused his ball to move as it fell into the bunker, he would have incurred a penalty of one stroke, the same penalty as causing your ball to move anywhere else on the course. The ball would then have had to be replaced where it lay in the sand, to avoid the penalty increasing to two strokes in stroke play or loss of hole in match play, for playing from the wrong place.

Wet Weather Rules of Golf
Casual water is an “accumulation of water that is not in a water hazard and is visible before or after the player takes his stance.” In casual water you are granted free relief by dropping the ball within one club-length of the nearest point of relief, no closer to the hole. If the ball is in a bunker with casual water you can drop but the ball must remain in the bunker. You can take a one stroke penalty and drop out of the bunker. On the green, relief (placing the ball) is allowed if casual water intervenes on the player’s line of putt. It must be a matter of virtual fact whether a ball is lost in casual water. In other words there must be reasonable evidence otherwise the ball must be treated as a lost ball. A Local Rule may be made to allow preferred lies on very wet days (‘winter rules’). Without such a Rule being made, preferred lies cannot be legally taken. Rule 14-2 states that a player must not make a stroke while accepting physical assistance or protection from the elements, including by an umbrella held over the player or ball.
After The Game
Remember to towel dry your grips and shafts completely after playing in the rain. Drying water will loosen the glue that holds the grips in place and will also remove the tackiness and elasticity from the grips. Rusted metal shafts are also not a good look! Clean your shoes of mud and take advantage of the Golf Course ‘air gun’ to get the drying process started for your shoes. Take a warm shower and change your clothing to avoid staying damp and risking colds or the ‘flu. Unfortunately there will be days when conditions become unplayable, especially when there is lightning in the area. That’s frustrating; no option but to grin and bear it – the Golfing Gods have struck again!

A hot and humid scene was set for the historic first premier class grand prix in Thailand and 100,000 people showed up to see a win for reigning world champion Spaniard Marc Marquez now putting a finger on a seventh title.
The qualifying rounds sets up the spectacle for the first ever Thai Grand Prix. The nature of the Chang International Circuit meant that the Ducatis had the upper hand in the first part of the track, while the Yamahas and Suzukis were superior in the second half with the Hondas were strong in both parts. The Battle of Buriram was a hot one in more ways than one and it was Andrea Dovizioso’s turn to be the losing side in a last lap decider with Marquez. Marquez’s hard fought victory adds a little extra to his already sizeable
championship lead, now 77 points ahead, while Dovizioso consolidates second place ahead of Valentino Rossi. The inaugural Thai round of MotoGP was full of surprises. Expected heavy rain at the track on most days did not eventuate, with the track dry as a bone throughout. The round was expected to be popular; the only surprise was just how popular. An estimated 65,000 fans came to watch qualifying; to put that into perspective that is more fans for qualifying than fans on race day at six of last year’s rounds. The hot European summer has caused problems on
occasion and the heat in Thailand did the same. “When we came here for the test, track temperature was 48°, 49°, yesterday was 53°, today was 57°, 58°.” The heat means that there is less grip and greater tire wear than during the test, with the rear tire spinning up during acceleration. But in the punishing heat of Buriram, everyone clearly enjoyed the strangeness and excitement of Buriram with fans flocking to the event from all parts of the country and the world. Roundabout Rules
Navigating roundabouts is perhaps the most misunderstood necessity for drivers worldwide. Despite the requirements being really quite simple, many drivers in Thailand also have difficulty in understanding just who has the right of way. Misunderstanding leads to confusion which in turn results in angry drivers and unnecessary traffic dramas. Every driver should understand and follow these five basic Rules for Roundabouts. RULE 1: Approach a roundabout with caution and be prepared to stop and give way. RULE 2: Give way to traffic already on the roundabout; i.e. any vehicles on your right unless you are sure they are exiting where you are entering. RULE 3: Always indicate (left hand turn signal) when approaching your exit from the roundabout. RULE 4: Be aware that other drivers may not adhere to these Rules! Be confident yet defensive. Giving way to others when you have the right of way leads to uncertainty and confusion. However assuming that others will always adhere to the Rules, including signaling correctly, is not defensive driving.

Entrants for 2018 Thailand Car of the Year Announced A total of 13 cars will vie for the 2018 Thailand Car of the Year award organised by the Thai Automotive Journalists Association (TAJA).
In a bid to attract more entrants to the yearly prize, TAJA officials have agreed to include vehicles not only assembled in Thailand but also in other Asean nations. They include Ford Ranger Raptor, Mazda CX-5, MG ZS, Mini Countryman, Mitsubishi Xpander, Mercedes-AMG C43 Coupe and GLC43 Coupe, Nissan Terra, Subaru XV, Suzuki Swift, Toyota C-HR and Volvo XC40 and XC60. Eligible candidates need to be all-new for the Thai market and have been launched between 1 Oct 2017 and 30 Sept 2018. It has been noted that vehicles built in this region are tax-levied basically the same in Thailand thus contributing to a level field.
Those made outside Asean are not included due to their lower sales volumes and disproportionate prices caused by high import duties. As in previous years, TAJA members will evaluate the cars based on various parameters like design, performance, economy, handling, comfort, practicality and value, as such. The scoring system is based on that used in European COTY and judges need to have at least three years of car-testing experience. The Ford Everest took the inaugural Thailand COTY gong in 2015 followed by the Mazda CX-3 and Honda CR-V. This year’s winner will be announced later this month. HUA HIN TODAY, November 2018
40 12 Golf’s News Rules for 2019 Revealed
Golf’s new Rules were published on 12th September by The R&A and the USGA before coming into effect on 1st January 2019. The Official Guide to the Rules of Golf is available on websites and apps, with a printed version being released in November. Comment: Most situations on the putting green involve minimal movement of the ball when the player is taking reasonable actions to prepare for a stroke. When a ball at rest is moved by natural forces its movement is considered a continuation of the previous stroke but not when it had been lifted and replaced. Repair Almost Any Damage
Hua Hin Today will feature important changes for golfers over coming months. These are the important changes to putting on the green. Comment: No advantage is gained if a player or his or her caddie merely touches the surface of the putting green on the line where the ball will be played.

“Damage on the putting green” will be defined to include all types of damage (such as ball-marks, shoe damage, indentations from a club or flagstick, animal damage), except aeration holes, natural surface imperfections or natural wear of the hole. If the ball had been lifted and replaced on its original spot before it moved, the ball must always be replaced on its original spot, regardless of what caused it to move. The ball must be played from its new spot if the ball had not been lifted and replaced before it moved. There will no longer be a penalty if a player (or opponent) accidentally causes the player’s ball to move on the putting green.
Comment: Players should have a smooth surface for rolling the ball. There is no conceptual reason for prohibiting repair of other types of damage (whether made by players, animals, maintenance staff, etc.). Touch the Line There will no longer be a penalty for merely touching the line of play on the putting green. But the player will still be subject to the prohibition on improving the line of play.

A Memorandum of Understanding (MOU) was also signed for mutual cooperation with academic research and sports between Thailand Korfball Association and Hua Hin/Cha-Am Tourism Association. The event included a demonstration of the sport at witnessed by municipal officials, Mr. Amornthep Aumpeepun General Manager of Market Village Shopping Mall and many other guests. The aim is to provide an opportunity for the youth of Hua Hin to play this sport and to create opportunities for Thai youth to play at an international level. four males in each team. The objective is to throw a ball into a basket that is mounted on a 3.5 m (11.5 feet) high pole. The sport was invented by Dutch school teacher Nico Broekhuysen in 1902. In the Netherlands, there are around 569 clubs and over 100,000 people playing korfball. The sport is also very popular in Belgium and Taiwan, and is played in many other countries.
There will be no a penalty if a ball played from the putting green hits a flagstick left in the hole. Players will have the choice to have it removed, including attending the flagstick and removing it after being played. Comment: Allowing a player to putt with the flagstick in the hole should generally help speed up play. It is expected that there should be no advantage with the flagstick in the hole:

Hua Hin has won the International Association of Golf Tour Operators (IAGTO)’s Award for Golf Destination of the Year for Asia 2019. This is the second time that Hua Hin has won the award in this category since 2014. Yuthasak Supasorn, Governor, Tourism Authority of Thailand (TAT) said “It is truly an honour to be conferred this prestigious award for the second time in five years. We are also gratified to see Hua Hin continuing to be recognised as one of Thailand’s most popular golf tourism destinations, especially amongst the emerging generation of young women golfers in countries; such as, China, India, Japan and Korea. We wish them all a warm welcome.” The award commentary included the following statement: “Located about 200 kilometres south of Bangkok, Hua Hin is the country’s oldest beach resort. The Award was presented on 18th October during the International Golf Travel Mart (IGTM) 2018 held in Ljubljana, Slovenia. The Award carries enormous weight because it is voted for by specialist golf tour operators, who are members of IAGTO.
Established in 1997, IAGTO’s membership comprises 2,748 accredited golf tour operators, golf resorts, hotels, golf courses, airlines, tourist boards, approved media and business partners in 105 countries including, 692 specialist golf tour operators in 64 countries. It is estimated that IAGTO’s operators control over 87% of golf holiday packages sold worldwide and turnover more than €2.1 billion per year. The award was made at the International Golf Travel Market (IGTM), attended by over 500 golf tourism suppliers who join 400+ pre-qualified buyers and 100 international press for four days of pre-scheduled appointments, networking, and industry and trend updates. This year the TAT participated in the IGTM for the ninth year to negotiate business with buyers from around the world.

Course Conditioning a Key Factor for Golfing Tourists Underlining the increasingly key role played by golf course superintendents, course conditioning is the single most important factor in the decision-making process of golfing tourists. That is among the main findings from a survey jointly conducted by the Asian Golf Industry Federation (AGIF) and Golfasian.
Based on the responses of more than 100 golfers who have taken golfing trips in the past three months, course design ranked second behind course conditioning with ease of local logistics (transportation) coming third. The survey asked golfers to rank the most important features of their overseas golf experience from 14 options.
The top seven important features were: 1. Golf Course Conditioning 2. Golf Course Design 3. Local Logistics 4. Cost of Greens Fees 5. Weather 6. Caddies 7. Pace of Play Eric Lynge, the AGIF’s Chief Executive Officer, said: “The results from this survey bear out our thoughts that greenkeepers and course superintendents are key personnel at every golf club. 80 grams, bai cha kam 50 grams , onions 25 grams, capsicum 25 grams, garlic, 15 grams, chilli 10 grams, oyster sauce 2 tablespoons, fish sauce 1 tablespoon, white sugar 1 teaspoon, chicken stock, vegetable oil,. Method: 1. Pick young Bai cha-kam leaves and scald in boiling water for 1-2 minutes, then put the leaves in iced water. 2. Sauté garlic and chili with vegetable oil in a wok at medium/high heat until fragrant. 3. Once fragrant, add onion, capsicum, and sauté for a few seconds. Add scallops and horseshoe crab roe, stir-fry until medium cooked. 4. Add chicken stock, then season, and stir-fry until well cooked. 5. Remove to be plated; serve with steamed jasmine rice.

Cinderella or ‘The Little Glass Slipper’ is a folk tale of unjust oppression and triumphant reward. In pantomime format, this tale becomes everybody’s favourite Christmas tale to be presented as a charity fund raising event this month and on 8th December. Initiated as a fund raising venture to address the stray dog issue, the Hua Hin Dramatics Club has been busy rehearsing this local production and unearthing an amazing cast and crew in the process. An Introduction to the Plot! A wealthy widower marries a proud and haughty woman as his second wife. She has two daughters, who are equally vain and selfish. The man’s daughter is forced into servitude by the girl’s stepmother.
After the girl’s chores are done for the day, she curls up near the fireplace in an effort to stay warm. She often arises covered in cinders, giving rise to the mocking nickname “Cinderella” by her stepsisters. Add to that backdrop a fairy godmother, a magical ball with Cinders wearing a glass slipper to win the heart of a handsome Prince Charming and the stage is set for the finale. The timeless Cinderella is a classic ‘rags to riches’ tale, to enchant both young and old with magical effects and lavish sets and costumes. ‘People & Animals Thailand’ Hua Hin’s New Stray Animal Solution
The Hua Hin Dramatics Club production of Cinderella coincides with a major breakthrough in the way the community is able to respond to the plight of stray animals in the region.
We’ve all seen, heard or experienced the trauma of an unwelcomed encounter with a ‘soi dog’ or been distressed at scenes of neglect, disease and starvation. These scenes are endemic in many parts of Asia and in other regions of Thailand apart from the local situation. In our region there are many individual animal lovers making efforts to rescue both the community and stray dogs focusing on sterilisation, disease prevention and control. However according to the experts, this uncoordinated approach cannot be a sustainable solution. A real solution means a coordinated, funded and resourced organisation which brings together the ‘rescuers’ and gains the trust of the community with a best practice model. Enter the expertise and credibility of The Wildlife Friends Foundation Thailand (WFFT) founder Edwin Wiek and the determination of Hanli Engelbrecht and that solution is in sight. In early November there will be a gathering of rescue partners, those who already provide stray dog rescue services, at the WFFT premises. The gathering is to finalise plans for ‘People & Animals Thailand’ to be formed as this umbrella organisation. There are plans to establish premises with veterinary services mid-way between Hua Hin and Cha-Am as a focus for the stray dog rescue effort and an end to the well-meaning but currently fragmented approach.
