The death of the eleven year old girl followed complications caused by dengue fever leading to a fatal blood infection. The family’s three children, including an older 14 year old boy and 12 year old girl, were each diagnosed with dengue and received medical attention; however the youngest sibling succumbed to the disease. The grieving Pranburi family wishes to alert all families of the seriousness of dengue with symptoms and complications progressing very quickly and of the need to seek expert medical attention without delay. The tragic story unfolded after all the children went to school as usual however the eldest daughter had complained of a minor fever. The mother stated that she gave the child paracetamol after her child said she was OK and able to go to school. A few hours later the school informed the family of the need to pick up the child and take her to local medical facility. After blood tests, the family says they were told that this was not chikungunya, a virus that is spread by the same kind of mosquitoes that spread the dengue and zika virus, however a dengue diagnosis was not confirmed. While the mother and daughter were at the facility, the mother received a call from a teacher at the school to hurry to pick her son, who also has a high temperature. The mother rushed to take the boy to the same facility but the family says that a diagnosis was not given for the children’s condition.

Further tests were recommended after another three days and the family took their children home to manage the symptoms and administer paracetamol every four hours. The youngest daughter had no symptoms and went to school the next day as usual and could eat as normal after returning from school. However in the evening she developed a fever and the mother administered paracetamol. In the morning the fever had not subsided and the child was kept at home with a grandmother taking care of her as the mother needed to go to work. In the afternoon, the mother received a call from the grandmother as her daughter’s condition had become very serious. The mother hurried home and took her daughter to Pranburi Hospital, but because of the girl’s deteriorating condition it was decided to move her to Hua Hin Hospital for more specialised treatment. Upon arriving at the Hospital, she was immediately taken to an emergency room where a medical team checked her into the intensive care unit. The child was in shock with gastric bleeding requiring blood transfusions, but finally death followed an infection in the bloodstream. The family also moved their other two children for treatment to Hua Hin Hospital where they later recovered and returned to their home. A team from the Public Health Office of Prachuap Khiri Khan and Pranburi District have since visited and inspected the family home and given advice about standing water sources with

mosquito repellent sprayed around the home and surrounding areas. The mother said that before her children had contracted dengue fever, there were other children and adults in a nearby house suffering from a fever, but everyone had recovered and returned to normal health. The distraught mother would like to warn every family to be very careful with dengue fever, which is very dangerous with a rapid onset and symptoms developing very quickly. Every house should remove standing water which allows mosquitos to breed. If children or members in the home become ill with fever symptoms, they need to act without delay and take them to a doctor and when they reach a hospital; the doctors need to quickly treat the patient. The Mayor of Hua Hin has assigned to Mr. Jirawat Phramani, the clerk of the Hua Hin Municipality to urgently call a meeting of communicable disease prevention and health promotion officers to discuss ways to intensify their campaigns for dengue and mosquito-borne disease prevention due to the current prevalence of the disease. A network of public health and community volunteers will provide additional information and education to encourage the participation of all households in preventative action. Reports of dengue fever patients in Prachuap Khiri Khan Province put the recent number of patients at 476, with two fatal cases including one male adult in Hua Hin.

4 Vintage Car Club, Avani Plus to Host the 17th Vintage Car Parade 2019

The Vintage Car Club of Thailand together with Avani Plus Riverside Bangkok Hotel, Avani Plus Hua Hin Resort, Cha-am Municipality, Hua Hin Municipality and Tourism Authority of Thailand (TAT) will join hands in hosting “The 17th Hua Hin Vintage Car Parade 2019” under the concept of ‘Visual Memory…Polka Dot’ to create fun and adding colour to Hua Hin’s activities from December 13-15, 2019. The New Electronic Driving License; Simply Scan it via an App Planning Street Art as a new Landmark

The plan of putting up a “Street Art” corner in Hua Hin hopes to be another significant landmark that attracts both Thai and foreign tourists, and especially the Gen Y (new generation) group. Hua Hin “Street Art” will display the works of young artists telling many stories about Hua Hin’s past and present in an artistic form, and is also expected to become a new destination for Art Tourism in the near future.

The Department of Land Transport has released a new smart-card driving license that has a QR Code data verification system to increase the efficiency of accessing personal information. Just by scanning the QR code behind the new driver’s license on your smart phone, authorities could easily access the driver’s information via electronic systems. To simply do this, just download the DLT QR LICENSE application from the Department of Land Transport through a smart phone, and fill-up the electronic data form with your personal ID number and email address, then it will display a virtual driving license, front and back, right on your phone screen. The system will allow the user to set a 6-digit security code for the safety of their license. This system has come into effect since September 20, 2019. This is to increase convenience for drivers to show their own virtual driving license to authorities when being asked. This new Electronic Driving License (EDL) not only displays personal information, but also has an SOS menu which users can call or send SMS messages when in an emergency situation. It has a reminder alert as well when the driving license nears the date of its expiry. You can also find useful information about the process of obtaining an EDL; how to apply, what documents are required and how long it will take to process, which is quite convenient too.

For those who still carry old driving licenses of all types, they can still be used until its expiration before changing into a new one. Lifelong driving licenses can also be used without the need to change it at all. In the event that the driver’s license was damaged or lost, the EDL itself has already a QR code embedded with the user’s personal information, so applying for a new EDL is as easy as in the first time. Applicants just have to pay a certain amount of fee applicable to the regulations of the Department of Land Transport. The new smart-card EDL is made of durable synthetic material that comes with a high-security protection system to avoid from being tampered and to protect the driver’s personal data as well.

6 The Hua Hin Community Choir Singing Together for Fun & Wellbeing

Singing is good for you; that’s the result of multiple studies which are unanimous in revealing the physical, psychological, emotional and social benefits; especially group singing in a choir. Community singing improves our sense of happiness and wellbeing. Research has found that people feel more positive after actively singing than after passively listening to music or after chatting about positive life events. Improved mood is likely to be influenced by changes in our sense of social closeness with others. That‘s something that Hua Hin resident Wendy Herbert well understands but until very recently she was unable to enjoy. She wanted to sing with others but couldn’t

find a choir or singing group; so she simply started one. It has soon became apparent that many Hua Hin residents shared that passion for joining others working out the vocal chords and the Hua Hin Community Choir is now a reality. The 30 or so founding choir members, with two experienced choir leaders, now meet every Thursday evening for their very sociable sing-along. Wendy says “we welcome bathroom balladeers, karaoke

kings, queens, divas and anyone who just fancies a sing a long.” It’s a little early to talk about public performances at this stage, but who knows? With Christmas approaching, so are community caroling opportunities. A Smile that’s Worth the Effort!

Hua Hin Charity Movement (HHCM), a non-profitable organisation held their first musical charity event in support for the “Sunshine Children’s Home” last month @ Scandinavia Restaurant (Circle 94 Soi Perm Sub). The event turned out to be a huge success with all the guests had enjoyed their dining, dancing and the main highlight of the show performed by Susan & Larry, Hua Hin’s renowned duo together with some voluntary top Filipino musicians. On November 3, 2019 at the Power of Love Church, Hua Hin, the HHCM group donated some basic necessities (from the funds that they had raised) to the children of “Sunshine Children’s Home” and also to some of their friends. Groceries, food, water, milk, personal toiletries, school utensils and some cash money (for their school needs) were handed personally to the kids by the group members. 7 Highway Police Seized 1 Million Methamphetamine Pills

On November 4, at the Highway 3 Police Station, Sub-Division 2, Highway Police Division by Pol. Maj. Gen. Chat Sukkaewnarong, the Police Commissioner, announced the arrest of the accused with large amount of an ice or crystal methaamphetamines, worth over 170 million baht. The Prachuap Khiri Khan highway police officers received an order from a supervisor to set up checkpoints for crime suppression and traffic control on Phetchasem Road on the southern route. The Police saw a Nissan truck with a sign showing the name of Jirapat Company Transport Co., Ltd., registration page number 70-6342, Phetchaburi and signaled it to stop as there was no rear license plate. The driver was acting in a suspicious manner checked the license of the driver, Mr. Patri Kuaramae, 35 years old. He also handed over 500 baht with his driver’s licenses to police officer, who become more suspicious and found behind the driver’s seat 11 fertilizer bags of various sizes and colours which were then taken to investigate further at Prachuap

Khiri Khan Highway Police Station. When searching inside the sack of fertilizer bags, 10 of the sacks contained methamphetamines in large packages and marked with the letter Y1, wrapped in colored paper. When checking inside, there were amphetamines divided into smaller sub-bags and each bag contained blue and pink amphetamines. Around one 1 million tablets were found with 1 sack weighing 10 kilograms. Mr. Patri pleaded guilty, confessing that he had been hired to transport all drugs and paid 100,000 baht. This had been arranged by phone and stated that he does not know who the hirer is. He received the drugs at Bang Pa-in District, Phra Nakhon Si Ayutthaya Province and was to deliver to customers in Hat Yai district. Songkhla province. The highway police officers took the drugs and the arrested man to investigating officers at Prachuap Khiri Khan police station for legal proceedings. Police officers told reporters that the value of the drugs on the open market would be valued at more than 170 million baht.

Local Murder Suicide Follows a Domestic Dispute

On 8th November Police Colonel Ta n a ko r n Wo n g s i r i l u x T h e p o l i c e superintendent of Hua Hin Police Station was notified that someone had shot himself inside the Khao Tao Temple at Khao Tao Village. At the crime scene with his colleagues, Hua Hin Hospital medical investigators and the Sawang Hua Hin Thammasathan Foundation, the police found many villagers standing around the body of Mr. Manat Aeamsamaang, 56 years old. A 38 calibre gun had been fired at his right forehead. Next to the body were the ashes of Mrs. Ruam Aeamsumaang, who was the mother of the deceased. Mrs. Sukarom Aeamsamaang, the sister of the deceased, stated that the death was a suicide and that prior to the event the deceased man had shot his mother-in-law and his wife at the crowded Pranburi Market and then fled to sit beside the mother’s ashes at the temple. Mrs Sukarom had hurried

to follow her brother and saw him on the ground pointing a gun at his head. She shouted and tried to restrain him but he was distressed and fired the fatal shot. Police Captain Akekapoj Tim Thong of the Pranburi had earlier received a report of an incident of fatal shooting at the Pranburi market, opposite Nong Hoi School where Mr Manat was alleged to have killed his mother-in-law and also his wife. Mrs. ChalorMuenharn, 61, is the mother-in-law and Ms Pornthip Muenharn, 36, who is his wife. Both of them were shot in the crowd at the market. Before the incident Mr Manat came to see his wife and asked her to reconcile however she refused to return to live with him again. The lead to Mr Manat to become becoming angry and during the ensuing argument he allegedly used a firearm to shoot them. He then rode away on a motorcycle to escape and decided to use the gun to shoot himself.

8 District-wide CCTV Installation Progress

Mr. Chirawat Pramani, Deputy Chief of Hua Hin Municipality chaired the 7th meeting of the Committee on the Determination of Characteristics and Prices of Electrical and Radio Equipment and Closed Circuit Television Cameras (CCTV) to discuss the following issues: 1. Prices from 7 CCTV companies. 2. Guidelines for the amendment of the middle price standard and the basic characteristics of the CCTV system to comply with the agreement made in its September 2019 issue, which is the current protocol with the Ministry of Digital Economy and Society. 3. Amendment of the annual budget for the year 2018 that have already been submitted to the Hua Hin City Council and still waiting for its approval, which is to be finalised in the next meeting. 4. Layout of the construction plan and the request for permission to link all CCTV cables and its system with the Provincial Electricity Authority Region 1.

New Land and Building Tax Act, B.E. 2562

About two weeks ago, Hua Hin Municipality opened a training program regarding Land and Building Tax under the new Land Tax Act and Building Tax Act 2019; this is to inform the general public the changes in land tax rates and the new procedure when lodging tax payments. In this regard, Mr. Nopporn Wuttikul, Hua Hin Mayor, presided over the opening ceremony at Rajamangala University of Technology Rattanakos in Wang Klai Kangwon Campus. Mr. Jumpon Samuthornwinitpun, Head of Income Development Division Department of Local Administration Expert was the speaker, lecturing on the purpose of tax payments and the obligation of every taxpayer in relation to the new Land and Building Tax Act 2019. The training was attended by more than 500 land and building owners who had the duty to lodge their new yearly tax.

Drainage Pipe Inspection Hua Hin Mayor Nopporn Wuttikul, together with staffs of Hua Hin City Council and relevant officials, jointly inspected the drainage pipes after receiving complaints from the residents around Hua Hin Temple regarding the inconvenience of passing through the area. Water leaking from the drainage pipes constantly flows into the road, thus making it difficult for both vehicles and pedestrians to pass through. After inspecting the pipes running from the temple area up to the entrance of Hua Hin beach, they found out that that drainage pipes has been clogged by garbage and other materials floating along the water channel. Repairing of the pipes and unblocking the canal is now underway.

Smart City Project Meeting

Hua Hin Mayor, Nopporn Wuttikul, chaired the meeting of Smart City Project along with the municipal staffs and executives from TOT Public Company Limited. Hua Hin Municipality plans to make Hua Hin a role model of a “Smart City” in order to comply with the policies of the government and the Ministry of Interior under the new Thailand 4.0 plan.

Hua Hin will emphasize more on technology and innovation in urban management with regard to the environment, culture, economy, society and quality of life. Besides, Hua Hin is already an international tourist destination that has a large number of visitors flowing in each year, so it is essential to adapt the standard of becoming a Smart City in order to benefit both the tourists and locals.

Mr. Montri Chupoo, Deputy Mayor of Hua Hin, attended the research project of the National Science and Technology Development Agency together with the researchers from Mahidol University for “The study of Zika-Dengue and Chikungunya Virus” and how it may also have infected the monkey’s population. Ms. Kerdsiri Rattanachinda, head of the Takiab Public Health Center, along with staff members welcomed the team of researchers. She also said that her department will take part in the project by conducting a survey of people who are living near the monkey’s habitat and the possibility of the virus spreading from animals to humans. The project aims to monitor and prevent the disease from infecting humans and to develop new antiviral and vaccines against the virus in the future.


9 Increasing Scrutiny of Suspicious Financial Transactions

The cabinet has approved a draft regulation which would allow financial institutions to scrutinise their customers’ sources of money, in a move to combat money-laundering and terrorist financing. Deputy government spokeswoman Rachada Dhnadirek said the cabinet has approved the draft regulation proposed by the Anti-Money Laundering Office (Amlo), which is intended to bring its performance at par with international standards. “The draft contains a set of improved criteria to examine the information of financial institutions’ customers,” said Ms Rachada. The regulation would require financial institutions and business operators as listed under Section 16 of the Anti-Money Laundering Act to thoroughly assess their customers’ activities in order to reduce the risk of money laundering and/or terrorist financing. This requirement would affect investment consultants, gem and gold traders, real estate brokers, electronic payment service providers, antique traders under the law governing auctions and the antique trade and non-bank credit companies. Under the regulation, the aforemen-tioned businesses would be

required to suspend business transactions with customers whose financial activities were deemed suspicious, and report them to Amlo. “For cross-border wire transfers exceeding 50,000 THB, both the ordering and the recipient institution will be required to have information about the origin of the funds, as well as both the benefactor and beneficiary,” said Ms Rachana. The draft regulation was proposed after Thailand failed to meet international standards for anti-money laundering and combating the financing of terrorism, with seventeen areas listed as needing further improvements. In order to improve Thailand’s score, the government must begin requiring financial institutions to examine the financial activities of customers who hold political positions, and ban financial institutions from approving transactions that might be related to terrorist activities. “The problem is that Thailand’s current anti-money laundering law only covers financial institutions, but not other businesses,” said Ms Rachada. It is not known when the regulation would become effective.

Online App for Immigration Reporting Promised

Mr. Pootrakool, Secretary-General at the office of the Prime Minister, says that foreigners will be able to use an upcoming app for all immigration reporting Simply keying in data and uploading a selfie will be the same as visiting the local immigration office and filing forms and paperwork. Mr Pootrakool said that the new app for immigration reporting for foreigners will soon be online and that it will make expats and foreigners coming to live and work in Thailand feel more welcome. It is to be called OSS Foreigner and the senior official promised it will help make foreigners feel more welcome in Thailand. The new app will allow expats to also fulfil the 90-day reporting requirement by simply loading it, inputting information and taking a selfie which will be uploaded to the site as well as the required data fields; it will work on mobile applications. This will be treated and confirmed by immigration bureau officers the same as a visit to the local office. This is one part of a complete Thai government digitalisation move ordered by Deputy Prime Minister Somkid Jatusripitak to be complete by 2022. Operators Gets Another Year Mr. Montri Chuphu, deputy mayor of Hua Hin, chaired the meeting on the rules and regulations for selling products at the Chat Chai Night Market in Dechanuchit Road (one of Hua Hin’s oldest popular night market). During the meeting, Mr. Thantup Chaikhao, chief of Sanitation and Environment and Mr. Matchima Srimek, chief of Peacekeeping Work Unit (municipal police) and most of the night market operators joined in the discussion. Hua Hin Police Station announced the extension of the operating contract for merchants to sell their products in the area for another 1 year, which has also been approved by the municipality. The old contract has expired since June 14, 2019. The municipal and the entrepreneurs discussed

the rules and regulations in operating night market stalls, for example, the vendors can only set up their stalls from 16.00 hrs and clear them out by 00.30 hrs. No stalls are allowed overnight in the area. The height of the stalls or tents should not be higher than 2.50 metres from the ground. Vendors can only sell the type of merchandise or products as specified in the existing license. Only if they intend to sell different kind of merchandise or products that is not specified in the license, operators are required to apply for a new license to be submitted to the local office and wait for approval. Any violation or failure to comply with the Hua Hin Municipality’s ordinance, their license can be revoked or terminated.

Some residents in one of the districts of Prachuap Khiri Khan were either reluctant or keen in removing the tents illegally set up by market traders that were causing traffic congestion and inconvenience to pedestrians on a busy public road. Traffic police removed a chain of tents (seen in the picture) last Oct. 27 following complaints about the illegal set up and potential safety problems. The pink tents were creating nuisance to vehicles, as well as pedestrians, during weekends although other residents shared their support for the market saying they enjoyed the market and were sad to see it go. The 7th annual Hua Hin World Cup is a two day tournament to be played on the weekend of 7th and 8th December at the state of the art football grounds of True Arena Teams representing countries all parts of the world will be competing with local expat players and others travelling to Hua Hin from Bangkok, other parts of Thailand and other countries in recognition of the growing status of the tournament. This year teams that have confirmed their participation include Bangladesh, Singapore, France, Germany, Uruguay,

England, Sweden, Finland and Thailand. Glenn Biollo, on behalf of the Hua Hin Vikings, the organising Football Club, is busy finalising the program with some last minute inclusions likely. Games are played on two full size FIFA standard grass football pitches. To quote a former Swedish professional; “If you can’t play decent football on this pitch, you can’t

play it anywhere”. The format has teams of seven being selected from a maximum 11 player squad competing during a hectic two day schedule. Glenn says that although players are typically fit and experienced, the level of competition leaves them exhausted but still eager to join the closing party and presentations after the final day.

ASEAN Bid for FIFA World Cup 2034 Confirmed Thailand will lead a joint bid with four other ASEAN countries to host the 2034 FIFA World Cup. The move was agreed at the fifth ASEAN Ministerial Meeting on Sports in Manila.

The other four countries in the proposed joint bid are Indonesia, Malaysia, Singapore and Vietnam. The other five members of the 10-nation group are Brunei, Cambodia, Laos, Myanmar and the Philippines. According to Tourism and Sports Minister Phiphat Ratchakitprakarn, the meeting approved the five-nation bid to bring the World Cup to Southeast Asia in 2034. The participants agreed that Thailand would play the leading role in the bid, Phiphat said. He said he would bring the matter to the Thai cabinet for approval later. Other countries which have shown interest in staging the 2034 World Cup include China, Egypt, Zimbabwe, Nigeria and joint bidders Australia and New Zealand. Qatar will stage the second World Cup on Asian soil in 2022 after Japan and South Korea jointly staged the 2002 finals. Several Southeast Asian countries have talked about hosting the World Cup for years. During the ASEAN summit in Bangkok in June, Prime Minister Prayut Chan-o-cha said leaders of the bloc had pledged their support to bring the 2034 World Cup to the region. Leaders and delegates from 10 ASEAN nations have witnessed the signing of a memorandum of understanding (MoU) on football collaboration with world football body FIFA after the 35th Asean Summit at Impact Forum, Muang Thong Thani. The MoU was signed by FIFA President Gianni Infantino and Asean secretary-general Lim Jock Hoi. The MoU aims to promote football in ASEAN at the regional and local levels in four aspects: sports integrity, sports for development, FIFA’s Football for Schools Program and professional capacity building, as well as the ambition to co-host the World Cup in 2034. After the ceremony, the FIFA president presented blue soccer jerseys to the ASEAN

leaders and delegates with their numbers and their names on the back. Seven leaders including Prime Minister Gen Prayut Chan-o-cha received No 9 jerseys, which is usually assigned to players in forward position, equivalent to their serving as prime ministers. Sultan Hassanal Bolkiah of Brunei and Philippines president Rodrigo Duterte got No 10 jerseys, signifying team captain, in keeping with their status as head of state. Meanwhile, Indonesian President Joko Widodo received the No 21 jersey, as Indonesia will be hosting the Under-20 World Cup in 2021.

Certification Scheme Launched for Golf Courses Worldwide

To mark the occasion of reaching 1,000 golf club and golf resort members across 80 countries, the International Association of Golf Tour Operators (IAGTO) has announced two new programs to help golf courses worldwide attract more golf travellers Having carried out more than 200 golf tourism audits at golf courses worldwide over the past two decades, IAGTO unveiled its Quality Assured Certification program during the International Golf Travel Market (IGTM).

IAGTO Chief Executive Peter Walton said: “Over 22 years we have been assessing how individual golf courses are positioned to best attract first-time golf visitors, and we have now consolidated this knowledge into a Quality Assurance scheme designed to certify golf courses delivering the best possible experience to visiting golf travellers, and to provide a plan for golf courses that wish to attain that status.” The certification program is open to all golf courses and has two elements – an online Golf Tourism Audit and an IAGTO site inspection. Any golf course that does not achieve certification is provided with a step-by-step roadmap to achieve QA Certification status. At the same time, IAGTO is launching the first Golf Tourism Accreditation program for golf course managers. Walton said: “It is important to recognise the professional golf tourism experience and expertise of individuals working in golf tourism, and golf course managers have the biggest impact not only on the experience of golf visitors but also on the working relationship with domestic and international golf tour operators. “Now with more than 1,000 golf club and golf resort members in 80 countries we are confident that IAGTO Golf Tourism Accreditation will quickly become the recognised industry standard for individual excellence.” To qualify for Golf Tourism Accreditation, managers must: • Demonstrate a proven track record of working successfully with golf tour operators or DMCs. • Have a good grasp of visitor segmentation at their own golf course. • Show that their course is managed in a way that delivers the best possible golf experience to the visiting golf traveller. Walton added: “There will also be distinctions awarded to golf course managers who have made a really significant impact on either the visitor experience or business practices directly related to working with golf tour operators.

“This is an incredibly important project for us, and we aim to expand our QA and Individual Accreditation programs to other sectors of the golf tourism industry over the next couple of years.”

15 Elephants Rule the Road!

A frightening incident on a road in Khao Yai National Park in Nakhon Nayok Province involved a wild elephant straddling a passenger car before rolling and badly damaging the rear of the vehicle. The elephant, called Deu, sidled up to a car then rubbing against it, before sitting fully on the vehicle. The panicked driver only drove away after his car was badly damaged. “He usually likes to come to greet tourists anyway, but he has never hurt anyone or any vehicles,” said park director Kanchit Sarinpawan. “There were many factors that contributed to this. The driver was able to drive out, but he may have been too panicked to do so.” Both driver and passenger, reportedly men in their 20s, were uninjured. But the 35-year-old male elephant Deu had dented the roof, and broken the rear and side windows.

“Elephants will come out of the wild a lot in these couple months since they are looking for food after the rainy season with their usual flora food in the forest drying up. Deu usually roams around the 28 to 32 kilometre mark on Thanarat Road, so watch out for him” said the park director. The incident has prompted officials to remind visitors of the need to never harass or act in an irresponsible manner around these powerful and weighty wild creatures. The Khao Yai National Park has now published ’10 Elephant Rules’ to be observed when encountering elephants on the road, a common occurrence in many of Thailand’s National Parks, including Kaeng Krachan near Hua Hin. 10 ELEPHANT ROAD RULES 1. Stay at least 30 metres away and slowly back up to keep your distance if the elephant approaches. 2. No flash photography. 3. Do not honk the car’s horn or make other loud noises. 4. Do not turn off the engine and be ready to drive away at any time. 5. Do not get out of the vehicle to take photos. 6. Turn off your headlights if encountering elephants at night. Do not flash headlights or other lights at them. 7. If surrounded by elephants circling your car, move towards a spot in the circle with no elephants. 8. If the car in front of you backs up, please back up as well, as it might be an emergency situation. 9. Do not get out of the car and approach the elephant. 10. An elephant’s best senses are hearing, smell, and vision. If you turn off your engine, the elephant will approach and use these senses to investigate, by looking at, smelling, and listening to your car.

Kui Buri Baby Elephant Dies after being Driven Out

Kui Buri District Sheriff Mr. Sinathorn Oheam and Mr. Watthana Ponprasert, Director of the National Park Division Office, Area 3 Phetchaburi, along with park officials have inspected the remains of a dead elephant at Kui Buri National Park. The dead elephant, skinny and wrinkled, is a male and almost about 4 years old. The body was lying in the bushes when it was found, about 1 km away from the Kui Buri National Park. The park’s director requested the veterinarians from Huai Sai Wildlife Breeding Station to perform an autopsy to determine the cause of death although no wounds or any sign of attack was evident.

Park officials said that the elephant became sick and has lost its way due to the fact that he was driven out from the group about 3 months ago. They tried to put him back into the group several times but of no success, presumably because he was no longer accepted by the pack. The baby elephant might have came down to find food in the area and probably lost its strength and fell over during the night. The veterinarians had dissected the carcass, collected various organs, liver, kidneys, lungs, heart and stomach for re-examination at the National Institute of Animal Health and excavated the remains in Kui Buri forest.

16 When Studying English You Learn French Without Knowing it ! It was during the period of “the French kings “, which directed England, that English absorbed 10,000 French words.

By the end of the 14the century, when progressively English replaces French as the language of the kingdom of England, it is in fact no longer the same language than before that returns to power. There was then a second phase of importing French words into the English language. During the Renaissance, from 14th to 17th century a contingent of about 12,000 French words was incorporated into the English language and came to complete the thousands of French words incorporated in the Middle Ages. For example, words like “architecture”, “dessert”, “fragile”, “machine”, “moustache”, “police”, “turbulence” ... But the context was quite different. At that time, France was a reference, renowned for its excellence in many areas. The prestige and preeminence of intellectual France was such that in all courts French was spoken. Little by little, it replaced Latin as a universal language. It was also during Renaissance that a certain William Shakespeare brought hundreds of French words into English: “agile”, “apostrophe”, “cavalier”, “frugal”, “monumental”, “obscene”, “pedant” ....

This kind of words corresponds to a relatively recent fashion that comes to us from the eighteenth century and that lasts until the late nineteenth century: the trend “chic” to slip French words, keeping the French accent, in a sentence in English. Of the 500 English words we have in French, half of them come from French: the word we use in French “people” comes from English, but it comes from the French “peuple”. The same goes for French words like “bar” (from French “une barre”), “budget” (from “bougette”), “corner” (from “corniere”), “scout” (from former French “escouter”, become “ecouter”), “stress” (from the old French “distress”, become “detresse”), “tunnel” (French “tonnelle”), aso... This is called “Aller-Retour” (back and forth). Traces still remain today of the presence of French language in British institutions.

Before 1066 and the arrival of William the Conqueror, Duke of Normandy, there was not a single word of French and very few Latin words in what is called Old English. While the laws themselves are not written in “Norman French”, that language is still used in Parliament on certain formal occasions. 18 Having a ‘Whale of a Time’ Off the Phetchaburi Coast! Anchovies are so abundant at this time of year that the whales only need to lay back and open their mouths and the fish will flow in by the hundreds – at least those not picked off by seabirds first. A quick survey found there were about 70 in the gulf in October. The Bryde’s whales arrive to feed along the Phetchaburi coast where they are expected to remain until early December. They may surface close to a fishing boat to feed on squid and plankton attracted by the boat’s bait light. Thailand’s Natural Resources and Environment Minister Varawut Silpa-archa says “Bryde’s whales are precious gifts from nature.” He added that he plans to turn the Phetchaburi coast into a sustainable tourism destination. Mr Varawut said, strict rules were enacted to ensure the wellbeing of the animals. Both the government and locals were working to ensure the wellbeing of the animals. The minister urged tourists to abide by whale-watching rules. “Tourists are urged not to disturb the whales because with such disturbances, the mammals may not return to the site” he said. Guidelines for whale watching have been issued and include a boat speed limit of 7 knots within 400 metres of the whales and 5 knots when closer to them. Only 3 boats are allowed near the whales at any time. Mr Varawut has assigned the Department of Marine and Coastal Resources to enhance environmental awareness in the area where Bryde’s whales appear frequently. The Department of Marine and Coastal Resources has been told to tighten up monitoring of Bryde’s Whales after about 20 jet skiers were spotted in the area in October. A warning was issued to jet-skiing tourists of serious consequences if they are found to disrupt the existence of the whales. The jet skis had been noisily tearing through the gulf waters at high speeds in search of the whales. The group of jet skiers provoked rage from local residents.

The jet-ski riders have reportedly agreed to avoid the area when officials from the department spoke to them after Natural Resources and Environment Minister Worawut Silpa-archa was informed of the incident. The minister said that the jet skis pose a risk to the mammals and their loud noise drives them away from their feeding grounds in the area.

“Tourists who come to see the Bryde’s whales must be aware of constructive tourism. Jet-skiing may harm the whales and affect their feeding. Hence, the practice must stop,” he said. Mr. Sophon Thongdee, director of Marine and Coastal Resources Department, said that officials will check the operating licenses of the jet-ski service providers. Bryde’s whales were added to Thailand’s list of 19 protected species two years ago. Hunting is banned and violators are liable to 3-15 years in prison and/or a fine of between 300,000 and 1.5 million baht.

About Bryde’s Whales (Balaenoptera Edeni) Also known as the Tropical Whale or Eden’s Whale, the Bryde’s Whale resembles a number of other whale species’ such as the Sei Whale as well as Fin and Minke varieties. The name is pronounced “Brood-ess” and comes from one of the pioneers of whaling in South Africa, Johan Bryde; an entrepreneur and businessman from the Norway. This often results in the name being described as the ‘Bruda Whale’ Bryde’s whale is a small to medium-sized baleen whale which can be found swimming throughout the tropical/subtropical climates of the world. Although the Bryde’s Whale wasn’t significantly hunted in the history of whaling, they did become hunted during the 1970’s as other species began to be depleted in popular whaling areas. Adult Bryde’s Whales reach a length of between 11.5 and 14.5 metres with the average weight of a fully-grown Bryde’s Whale is between 12 and 20 tonnes. Male whales tend to be slightly smaller than their female counterparts. Smaller whales tend to prefer living near the coastline while larger whales can be found living further out to sea.

These whales have long slender bodies with a combination of dark gray and white skin coloring. To protect their blowholes from accidentally taking in water they have a splash guard with three ridges near their blowholes. While these whales typically travel at speeds of less than 5 miles per hour they can reach up to 15 miles per hour when startled or threatened. They capture their food by looking for large swarms or gatherings of potential prey and then swim through the swarm and engulf whatever food is available. In some cases these whales may be spotted hunting and stealing prey that other marine animals have worked hard to herd together and obtain. Common methods for obtaining prey include bubble netting, lunging towards large swarms of prey to capture as many fish in their mouth as possible and skimming the water surface for food. Bryde’s whales are often found traveling either alone or in smaller groups of 2 – 4 whales. While these whales are largely solitary animals they can be found gathered in larger groups of 10 – 30 during feeding and mating periods. Unlike other species of baleen whales, Bryde’s whales tends to

move in irregular patterns both surfacing and changing direction for no particular reason making their patterns unpredictable and unusual. Although little is known about how Bryde’s whale communicates, it is known that like other species within the baleen family they use low-frequency sounds which often resemble the sound of someone moaning. While the purpose of these sounds are unknown they are most likely used to communicate a desire to mate, to alert others of nearby danger, to find other members of a group or pod or to let others know of nearby food among other survival based communication. Th e ave ra g e g e st at i o n p e r i o d is approximately 11-12 months. When first born these marine mammals are approximately 20% -25% the size of an adult. After birth the female whale will nurse her calf for 6 – 12 months or until the newborn is able to hunt and survive without the need of additional support from its mother. Sexual maturity for these whales is between 7 – 14 years at which point they reach their matured size and may begin mating and bearing offspring of their own. Bryde’s whales may give birth once every 2 – 4 years while they remain fertile. When searching for food, these marine mammals can dive underwater for up to 20 minutes before resurfacing for air. Being part of the baleen whale suborder Bryde’s whale does not possess teeth, but is equipped with baleen plates that have bristles attached to them to allow the whale to filter prey from the water. The Bryde’s Whale has between 250 and 365 baleen plates in its ample jaws. These are hair-like structures that sieve the water and trap small fish and krill in the plates. They do this in a dramatic series of lunges into schools of prey, their mouths gaping with impressive scale. These whales are not known for their curiosity, but have been occasionally inclined to approach fishing vessels and swim with them for a while. They can be solitary, or can live with between one and seven other whales in a pod. Mothers and calves frequently stay together for some time. Bryde’s Whales can lift their entire body out of the water in an acrobatic display of power when they breach. This is a fantastic sight to witness for onlookers. Bryde’s Whales can live for about 50 years in the wild. As with most whales, the biggest threat to the Bryde’s Whale is humankind. Fishing nets and equipment has caused major injury and death. Today this is a protected species, however they may still face threats from humans in the form of collisions with large ships or boats that may strike these whales as they pass by. In addition to being hit by ships these whales may also be affected by loud artificial noises that can interfere with their ability to communicate, search for food and navigate the ocean. Public Health Changes: Hospital Medications Coming to Local Pharmacies; Foreigner Higher Pricing Endorsed

The Ministry of Public Health has officially launched a project to reduce patient waiting time and ease hospital congestion by allowing patients to obtain prescription medicine from pharmacies close to their homes. The project aims to cover 50 hospitals and 500 pharmacies by next year. The Deputy Prime Minister and Public Health Minister, Anutin Charnvirakul, together with the Deputy Minister of Public Health, Sathit Pitutecha, attended the launch of the

project. After seeing a doctor, patients can now choose to collect their prescription medicine from pharmacies, instead of waiting in long hospital queues. The first phase of this project covers patients with diabetes, high blood pressure, asthma, mental illnesses and common chronic diseases. This group of patients can obtain prescription medicine from pharmacies near their homes. Currently, 35 hospitals and 300 pharmacies in Bangkok

and other provinces have registered with the ministry to participate in this project. To help pharmacists dispense the right amount of medicine, patients are to provide them with information about their existing prescription. If patients fail to obtain their prescription medicine from pharmacies within the given time frame, they have to contact the hospital’s outpatient department. Patients with a universal healthcare card or a 30-baht gold card are not required to pay for the medicine. The hospital’s medication management processes includes dispensing and delivering prescription medicines for individual patients to pharmacies, assigning pharmacies to act as a reserve units and assigning pharmacies to prepare prescription medicine and hand them to patients. The fourth group consists of tourists and retirees. While foreigners from other ASEAN nations will pay the same rates as Thai nationals, they increase significantly for the third group – which includes most expats – while retirees and tourists pay much more, often double. Divided into two groups, over four days, the first port of call on the adventure was a donation of essential goods to all the less fortunate children of the Blind with Multiple Disabilities School Cha-am, who reciprocated with shows demonstrating their own amazing talents. The official opening of an exhibition by 40 of Thailand’s most recognised water colour artists has taken place at the Hua Hin Artists Village AKA Baan Sillapin. The exhibition dubbed ‘Couple: The Art of Watercolour’ features over 100 works of art showcasing 20 awarded women and 20 men artists who are members of the Watercolour Society of Thailand. The exhibition has been arranged by the Baan Sillapin founder and proprietor Thawee Kesa-ngam who is also the society President. The Mall Group Vice President, Mrs Grisana Umpujh, performed the official ribboncutting ceremony before dignitaries including Ms Soraya Homchuen, the Governor of the Tourism Authority of Thailand Prachuap Khiri Khan in the presence of a majority of the exhibiting artists and with a big group of enthusiastic art lovers. The free exhibition will now be open for the remainder of November (not Mondays) from 10 AM as a continuation of featured monthly exhibitions being held leading up to the 20th anniversary of Baan Sillapin in February 2020. Chef Ann presented her Thai Fusion Menu at the Hua Hin Chef’s Table Event on Friday 13 September, where she served a 5 course menu featuring some the best local and imported ingredients.

Prior to starting at Vana Nava Sky, Chef Ann developed her love of French cuisine working in various restaurants, but her intense passion was brought to life by working for two years under the direction of brilliant French Chef, Cyrille Keyser in Koh Samui. The techniques and flavour combinations she acquired during this time have helped her to develop her own style when it comes to the plating of her dishes; with the presentation being almost important as the flavour. ingredient she relishes using most is Foie Gras. She absolutely loves using it, as it can be a great conduit and with its ability to take on other flavours, it is simply perfect for fusion food. At the recent Hua Hin Chef’s Table, the first course was tortellini stuffed with shrimp with Foie Gras and Gra-phrao; it was a delicate, yet fine example of Thai Fusion food. Chef Ann was born in Surat Thani, whilst her mum was born and raised on Koh Samui, so Southern Thai flavours are firmly entrenched in her DNA. As with many cooks, she took great inspiration from her grandmother, often cooking alongside her in the family kitchen. This is where her grounding in ingredients, coupled with traditional cooking methods and Southern spicing was nurtured. It was here that she learnt to prepare ingredients correctly to extract the maximum flavour, which is what Southern food is renowned for; its boldness and intense use of spices.

As far back as she can remember, Chef Ann has always wanted to cook and to become a chef. Whilst she knew that being a chef was going to take a lot of commitment with its hard work and long hours, her family gave her their blessings and moved to Hua Hin so she could study food and hospitality at University. Tuk Tuk

A tuk tuk is rather an expensive means of transportation in Hua Hin. For a very short journey of 1 km we were charged 100 Baht, which the driver claimed is the minimum fare; but it’s a fun ride at a reasonable price if you travel in groups of 4 – 6 people and share the fare. You will find tuk tuks parked all around the city. Most people used them when they needed to transport goods or luggage.

Tricycle

This is a 3-wheeled rickshaw. These tricycles travel much slower as the driver has to ‘pedal’ you around town, which is good if you want to travel in a slower pace and see the town’s surroundings more up-close and personal. Again, negotiate the price HUA HIN TODAY, 16 - 30 November 2019

One of the cheapest means of traveling around town is the bicycle. Many Europeans prefer renting a bicycle because it gives you more freedom when pedaling around Hua Hin and at the same time doing exercise. A day’s rental wouldn’t cost you more than 100 Baht ($3).

The Cha-Am ATV Park

is situated on Bor Khaem Road of Km.#198 Phetchakasem Road, Tambon Cha-Am, (about 8 KM. from Cha-Am beach / 22 KM. from Hua-Hin market) covering a total area of 43 rai. Phra Ratchaniwet Mrigadayavan

With a breezy seaside location 12km north of Hua Hin, this summer palace – Phra Ratchaniwet Mrigadayavan – was built in 1924 during the reign of Rama VI. Set in a beautiful garden with statuesque trees and stunning sea views, it’s a series of 18 interlinked teak buildings with tall, shuttered windows and patterned fretwork built upon stilts. The functional but elegant style of the palace was a result of Rama VI suffering from rheumatoid arthritis; the court’s Italian architect designed it to maximise air circulation and make the most of the seaside location. A slow-motion renovation means there will be no interior access for many years (access may not resume even after the renovation is finished, but this is still uncertain), which is unfortunate, but it’s lovely on the outside too and still worth a visit. There’s also a nature trail here. The palace is within the grounds of Camp Rama VI, a military base. It’s easiest to get here with private transport but you can also catch a Hua Hin–Cha-am bus and ask to be dropped off at the camp’s front gate. As this is a royal palace, legs and arms must be covered, otherwise you’ll have to pay 20B to wear a sarong.

Hua Hin’s station Hua Hin’s popularity began to increase in the 1920’s as the railway line from Bangkok was constructed and King Rama VI built Klai Kangwon Palace as a summer retreat.

Wat Huay Mongkol Hua Hin Wat Huay Mongkol Hua Hin--this Buddhist temple is home to the world’s largest statue of Luang Phor Thuad, a legendary southern Thai monk revered for his enlightenment and ability to perform miracles. Many believe that the amulets created in his image guarantee safety in times of distress. The statue, set within a park-like setting that attracts many visitors each weekend, was commissioned by HM Queen Sirikit and is the first thing you see when approaching Hua Hin from Highway 4 (heading to Prachuab Kirikhand).

Hua Hin’s station is one of the oldest in Thailand and its main feature is The Royal Waiting Room that used to welcome King and his court when they were visiting the town. Originally, it was situated at Sanamchan Palace in Nakom Pathom and was known as Plub Pla Sanamchan. Eventually, the room was tranported to Hua Hin. It is designed in the same style as Maruekkhathayawan Palace and is an attraction not to be missed if you are staying in Hua Hin. The train station is located at the top (west end) of Damnoern Kasem Road.

They were designed by Thailand’s Fine Arts Department. His Majesty the King (King Rama IX) granted royal permission for the Royal Thai Army to build this park. He also gave this historical park the name “Rajabhakti Park,” which means the park built with the people’s loyalty to the institution of the monarchy. Rajabhakti Park is open to visitors every day, between 8:00 and 18.00 hours. No entrance free. You must follow cover your shoulders and knees – clothes are available to borrow.
