A Deadly Year for Dugongs (Page 10)
A big spike in dugong fatalities in Thai coastal regions this year has been caused by pollution and habitat disturbance.
The Future of Media and Tourism Development Advertising The Thai Public Broadcasting Service (Thai PBS) has reported that the government has shelved three high-speed projects, including the southern route which would have seen Hua Hin being connected to Bangkok via high speed rail.
The Thai PBS report states that well-informed sources in the Transport Ministry say that none of the three projects were included in the infrastructure master plan recently submitted to the economic cabinet meeting by the Transport Ministry.
The three excluded high-speed rail projects are:
The Bangkok-Surat Thani southern route The Bangkok-Phitsanuloke- Chiang Mai northern route The second phase of the eastern route between Rayong and Trat.
The Bangkok-Surat Thani project would have included a stop at Hua Hin. The government now doubts the project’s economic viability, due to high investment costs on the 600km route. This may not attract investors from the private sector. Negotiations with Japan to co-invest in the northern route project have not been successful. The Japanese side says that it has never invested in a high-speed

train project outside Japan and is reluctant to invest in the Thailand projects. Although a feasibility study of the Bangkok-Phitsanuloke-Chiang Mai high-speed train project has been completed, the government has made it clear that it would not invest in the project unless Japan agrees to co-invest and provide technology transfer to Thailand. However, Mr. Chayatham Promsorn, deputy director of the Office of Transport and Traffic Policy and Planning, said that the Thai government has set its sights on developing the Thai-Chinese high-speed train project between Bangkok and Nong Khai in the Northeast, which will connect with the 3 Chinese-Lao high-speed train systems under the Belt and Road Initiative. Construction of the first phase of the project, between Bangkok and Nakhon Ratchasima, is due to be completed in the next two years while design of the second phase, from Nakhon Ratchasima to Nong Khai, is underway.
As the high-speed train system in Laos is nearing completion, he said that Thailand must speed up its construction of the Bangkok-Nong Khai project.
Nakhon Pathom-Cha-Am motorway
One project that is expecting a final ministerial regulation is the Nakhon Pathom-Cha-Am motorway scheme. The project is still waiting for the cabinet to approve the additional 8-billion-Baht budget needed to enable the land expropriation for the motorway, which faces stiff opposition from landowners because land prices have more than doubled since the project was approved by the government, according to the Department of Highways. Although the compensation was approved by the government two years ago, the residents co m p l a i n e d t h ey h ave n o t received a single baht for their land, which they have already handed to the state.

This month of November is a very momentous month for the Hua Hin Today Newspaper. Exactly 17 years ago this month our newspaper was born… and it is still growing strong. The US $7.4 billion, 220 kilometre link between three international airports is scheduled to start operating in 2023. The government signed the agreement on October 24th to begin construction by a consortium led by the Charoen Pokphand Group. This route will shuttle passengers from Bangkok’s Suvarnabhumi and Don Muang international airports to a U Tapao near Pattaya in under an hour.

Bluport Hua Hin Resort Mall recently came up with the idea to help save the environment by refraining the use of plastics and styrofoam containers at the Eco Market fo o d h u b. I n ste a d , t h ey started using natural and biodegradable materials for food utensils when serving customers. Ms. Jariya Hansa Wong, General Manager of Blue Port Hua Hin Resort Mall, along with Ms. Naruwan Pinit, Senior Marketing Manager led the media to the outlet located at G Floor to show the different kinds of biodegradable food boxes and containers including the use of paper bags instead of plastics. According to survey, plastic wastes take up 450 years to decompose, but what is worse is that of styrofoam, which doesn’t decompose naturally. As a result, Bluport has started introducing biodegradable materials in food hubs like the Eco Market Moreover, Bluport does not allow merchants who sell food and beverage at the Eco market to use styrofoam or plastic boxes and bags. Natural materials made out of banana leaves, bamboos and other plants are prefered. Eco Market is an outlet selling famous food and desserts from around Hua Hin, Petchaburi and Prachuap Khiri Khan. As far as the management is concerned, there have been good feedbacks from customers regarding the usage of biodegradable and natural materials in food utensils.
During the rainy season, jellyfish are often found on beaches along Cha Am and Hua Hin coastline, with both poisonous and non-toxic. The poison from a ‘Fire Jellyfish’ (which the locals used to call it) usually is caused by making contact or being stung by its tentacles. Jellyfish uses its tentacles to catch baits floating in the sea water, causing the bait to become paralyzed. For humans, if stung by its poisonous tentacles, can cause itching of the skin, swelling, redness and severe burning pain. In some cases, it can cause blockage, chest tightness, shortness of breath, numbness, insomnia, fever and even death. Wounds caused by jellyfish often leave burn marks and can leave chronic injuries. Numbers of jellyfish can be seen especially during rainy season. Beach goers should be extra careful or even avoid swimming during this time. Occasionally, dead jellyfish are also found along the beach, they shouldn’t be touched nor played with because their tentacles are still poisonous and can cause injury.

8 The Future of Media and Tourism Development On October 16th, Ms. Wasana Srikanjana, President of Hua Hin-Cha-am Tourism Business Association, organised a special seminar called ‘Media and Tourism Development’. During their monthly meeting at Navipirom Hotel Hua Hin Dr. Thanachai Theerapattanawong was the guest speaker. Dr. Thanachai, the Chairman of Jaynalyn Media Co Ltd and owner of Hua Hin Today is a businessman with more than 40 years of experience in the publishing industry. He shared his knowledge and visions in social media advertising and its role in the tourism industry. He said that while the newspaper businesses are slowly closing down its door, he is confident that the expansion of printed media will prolong through different platforms of advertisement and ways of delivering information to the public. His company’s future plan is to open a newspaper outlet in
Chiang Mai called Thailand Today News. The main languages will be in Chinese and English due to the growing numbers of Chinese living in Chiang Mai.

Hiring a Motorcycle; Changes On the Way
Thailand’s Transport Minister Saksayam Chidchob says he has taken on the challenge of tackling the county’s huge problem with motorcycle deaths on the roads. He says he’s intent on tackling Thailand’s shameful road toll, recognising that motorcycles are the main culprit as 75% of road deaths in Thailand involve motorcycles. One decision is a new requirement that is being reported is that a valid motorbike driving licence must be produced before hiring a motorbike to drive on the roads. The Minister added that driving licences would need to apply specifically to big bike motorbikes. The definition of what makes a motorcycle “big” has been reported to be a 300 CC engine capacity. The new requirement may be in place later this month. Up until now tourists have been easily able to rent a motorcycle by just showing a passport. The Transport Ministry also plans to ban “lane splitting” by big-bike riders and limit their speed to 80 kilometres per hour in built-up areas. Chirute Visalachitra, deputy permanent secretary for transport, has said that under the “lane-splitting” ban, big-bike riders would not be permitted to ride alongside or pass vehicles in the same lane and would have to wait for traffic lights behind other vehicles in traffic lanes. In addition, the ministry would require big bike riders to undergo specially-designed tests before obtaining big bike driving licences. There would be special test fields for big bike riders and they would also undergo simulations of danger-prone situations to ensure they have a safety-first mindset, Mr Chirute said. The proposals were amongst a long list of new standards being considered over the next month by various transport subcommittees ahead of recommendations to the transport minister later in October. Mr Chirute did not give a timeframe for the imposition of the new rules, saying officials would finalise new measures for motorcycle safety in 30 days before seeking cabinet approval. Some measures might start by the end of the year, he said without elaborating. It is understood that some European countries base motorcycle licensing restrictions on the size of the motorcycle used to take the test. For example if the test is taken with a 250 CC machine then that is the size limit that applies to the license. Others have restrictions which mean that a practical test taken on a ‘twist-andgo automatic’ will only qualify you to ride twist-and-go automatics. To ride motorcycles with gears, you need to take the test on a geared bike. A further requirement may limit the engine capacity until some years’ experience has been gained with restrictions on carrying pillion passengers or travelling on motorways. A Bloomberg study in association with the World Bank recently suggested that the ongoing failure by the Thai government to deal with road deaths will cost it 22% of future GDP growth apart from the human toll. Thailand was the country in the world most impacted in the study which measured the economic effects of the loss of workingage adults and the costs of injuries and associated healthcare of the many more people who are left seriously injured.

Incomplete Sea Wall at Thung Pradu Beach a Source of Community Concerns Community members of Thung Pradu Bay in the Thap Sakae District of Prachuap Khiri Khan have voiced their concerns with an apparently botched attempt to form a seas wall to protect the beach from erosion and storm damage. It has been alleged that a contractor has abandoned the project leaving large plastic bags filled with what has been described as carbon dust. Previously white sand-filled bags made of nylon had been in place although erosion problems had persisted. The villagers are concerned both with the continuing erosion threatening some homes
but also the environmental issues of the ‘carbon dust’ on the environment including respiratory tract issues. They have needed to take action themselves to stop the erosion in the short term.

Thon Thamrongnawasawat, a marine biologist and Kasetsart University lecturer, says that 2019 has seen nearly double the dugong deaths. “We have records of dugong deaths and in previous years, we would see a maximum of about 12 dugong deaths a year, so there’s not even a comparison,” he said of the count conducted for the past 15-or-so years. He credited the spike in deaths to multiple factors including excessive plastic use and increased fishing, which has inadvertently impacted the dugong’s habitat. “Dugongs breathe through their lungs, so when they get caught in a fish trap, they will drown and die,” he said, adding that about 90% of dugong deaths are caused by humans and their fishing gear. According to Thon, there are only about 250 dugongs left

If you enjoy “authentic” Japanese sashimi at a buffet in Thailand, chances are you’re enjoying one of Norway’s most important exports to Thailand. Thailand is the fastest growing market in Southeast Asia for Norwegian seafood, especially salmon, says Kjersti Rodsmoen, the Norwegian Ambassador in Thailand. “Thais are buying more and more salmon, and we’re very happy about that,” Ms Rodsmoen said in a recent interview. Norwegian ambassador to Thailand Kjersti Rodsmoen and her faithful friend ‘Remba’ I n 2 01 8 a l o n e, N o r way exported 29,000 tons of seafood worth USD135 million to Thailand,
or more than 4 billion baht, an increase of about 10 percent from the year before. This amount is about one percent of the total 2.7 million tons exported by Norway in that year. S e a fo o d t ra d e, l a rg e l y composed of salmon and mackerel, alone amounts for more than 21 percent of the entire worth of bilateral trade between Norway and Thailand, which was around USD640 million in 2018. The amount is significant enough that the Norwegian Seafood Council, a public company by Norway’s fisheries ministry, officially relocated its Southeast Asian office from Singapore to Thailand earlier in 2019.
Salmon isn’t the only thing Norway is sending downstream to Thailand. Thailand is the second most popular tourist destination for Norwegians second only to Spain, with 130,000 to 140,000 Norwegians, both tourists and business travellers, visiting every year. About 5,000 Norwegian expats reside in Thailand, with the number bumping up to almost 9,000 during the Norwegian winter. Some are retired and live in Pattaya, Phuket as well as Hua Hin. travellers, especially with the annual Wirkola Cup happening this month when Norwegian golfers descend on the town. Around 20,000 Thai expats reside in Norway, with Thais visited Norway as tourists in 2018. From January to August 2019, there was a 20 percent increase in Thai tourist numbers to the Land of
the Midnight Sun. Ms Rodsmoen, 56, has worked in the Norwegian foreign service since 1988 and been stationed in places like New York, Mexico, and Latin America before taking up her Thai post in 2018. Norwegians really are lovers of the outdoors, Rodsmoen said when asked to confirm or deny a stereotype about the country. “A good stereotype is that we are really outdoorsy and love nature. I can confirm that Norwegians really love to wander in the mountains and the cold,” she said.

14 Solutions Sought for Khao Takiab Villagers
Mr. Nopporn Wutthikul, the Mayor of Hua Hin and Mr Chatri Wachira Phadet Suek, Director of the Forest Resources Management Office have met with more than 50 people living in areas controlled by the forest management area at Choeng Khao Takiab. The Mayor said there is a need to find a solution to the problem of the villagers who may not have a legal tenure on the land where around 30 households are housed. Mr, Nopporn said that the municipality called a meeting as the villagers have lived there for over 10 years and there needs to be a resolution with guidelines established for the benefit of all those involved in this issue. The municipality will conduct an area survey based on the living circumstances and to resolve the accompanying issues of traffic problems in that area and the preservation of forestry land.

The Phetchaburi Provincial Government has commenced construction of a sea wall with steps down to the sands or water’s edge and a paved walkway along the southern end of the main Cha-Am Beach. The works include land reclamation with substantial footings and concrete pylons under the ocean side of the steps intended to prevent damage and beach sand subsidence after heavy seas or tidal erosion. The project commenced on 1st October and will include beach reclamation and construction from the central viewpoint extending around 1.5 kilometres south. The project has a budget of almost a 103 million THB and a two year projected timeline. The construction drawings show much improved beach access from the popular shaded foreshore with periodic ramped access for vehicles transporting beach recreational equipment such as trailered banana boats and jet skis as well as the occasional horse. A wide paved walkway will provide an attractive pedestrian walkway; a missing feature of most of the Cha-Am beach with
pedestrians required to take to the road to commute away from the sands. The other issue which locals hope will be resolved is that of parked cars taking over walkways.

Lesson from Pattaya Beach Let’s hope that lessons have been learnt from the recent disastrous beach restoration project in Pattaya. In Pattaya an April storm washed away the beach soon after the completion of a 400 million THB beach restoration project. The project had been trumpeted as providing a most attractive newly extended beach. It was reported that that up to 200 metres of the beach in a dozen locations had been swept out to sea in April this year. The Harbor Department said it always accepted that something like this could happen. Now it is planned to spend another 105 million THB over the next year with improved drainage so that the sand may stay in place. Th e C h a -A m m u n i c i p a l i t y h a s conducted an information meeting for local businesses to understand the short term inconveniences that may occur.
HTMS Prachuap Khiri Khan Commissioned The Royal Thai Navy (RTN) has commissioned its second Krabi-class missilecapable offshore patrol vessel (OPV). The ship, HTMS Prachuap Khiri Khan (552), was inducted in a commissioning ceremony at Sattahip, Chonburi. Prachuap Khiri Khan is the second of two Krabi-class vessels that derive its design from the UK Royal Navy’s River class. It underwent its ceremonial launch at the RTN’s Mahidol Adulyadej Naval Dockyard in August 2019. First-of-class HTMS Krabi (551) was commissioned by the RTN in August 2013. The Krabi class has an overall length of 90.5 m, an overall beam of 13.5 m, and a draught of 3.5 m. The vessel has a top speed

Liver Diseases from Alcohol The liver is the second most complicated organ after the brain. This is owing to its abundant functionalities, either in metabolism, digestion, control of sugar and cholesterol levels, recovering the body from an infection, or filtering toxic substances from the body, and so on. Nowadays, alcohol is one of the main factors contributing to chronic liver disease. Being a heavy drinker can cause many disorders to the liver, starting from fatty liver disease to alcoholic cirrhosis. In normal circumstances, the liver is capable of restoring and rehabilitating itself. However, a large number of alcohols in an extensive period would have a major effect on the liver, causing some of its cells to die. Such an effect could be up to the damage stage that it cannot revive itself to function as usual anymore. Liver diseases from alcohol can be divided into 3 stages according to the condition and progression of the disease as follows: • Fatty Liver Disease: the most common disease that can be found in people who drink alcohol for up to 90 percent. Patients often do not have symptoms. In this stage, the liver still able to return to its normal state with no alcohol intake for a period of 4-6 weeks. • Hepatitis: Can occur to both those who have been drinking a lot of alcohol for a long time and those who drink an excessive amount of alcohol in a short period. For example, people who drink heavily at one time often have acute hepatitis. In some cases, the liver can return to normal. Unfortunately, in some cases, the conditions may develop more severely to liver cirrhosis or death. • Liver Cirrhosis: this is the last stage of liver diseases from alcohol. If
the patients’ condition is critical to the stage that they get liver cirrhosis, their livers cannot be treated back to the normal stage anymore. The only option available is to stop drinking to prevent the liver from further damages.
Guidelines for Treatment and Prevention There are several options in treating patients with liver diseases from alcohol, namely; the provision of steroids and anti-cytokine drugs to reduce alcohol cravings and decrease the need to drink of the patients, provision of treatment in parallel with nutritional care, or even organ transplantation. In any case, the treatment for each patient is varied depending on the severity of the disease. Nevertheless, before the conditions aggravate to the last stage that cannot be treated anymore. The best way to cure and prevent liver diseases from alcohol is to stop drinking. This is the best solution for the liver in both the short term and long term. Dedicated Animal lovers from Hua Hin have joined Hin Lek Fai Rescue (a local Animal rescue) and a Bangkok mobile sterilisation clinic named Snip to do a mass sterilisation in Hin Lek Fai Area of Hua Hin. All together 60 dogs and 2 cats from this challenging area were sterilized and vaccinated against Rabies. Most of the dogs were were darted by the experienced SNIP dart team, as most of the dogs live in a Jungle type of habitat and are hard to catch by traps or nets. The Spay day was a collaboration between local rescues and local businesses, the funding for this project came from generous donors in Hong Kong, USA and locally. Local Businesses such as Take 5 Sports Bar pitched in by donating lunches

It’s fair to say that Thailand’s annual Vegetarian Festival has not usually had a very high profile in Hua Hin. Although traditional red and gold flags feature in the predominantly Chinese sections of downtown markets and those community members with a Chinese heritage may publically follow the traditions of this festival, the very dramatic images of facial piercing and other displays of religious fervour seen in Phuket and other parts of Thailand are not evident on our streets. However this year the “Vegetarian Festival in Hua Hin 71”, saw the biggest vegetarian food festival in Hua Hin on the open grounds near Soi 71. Under the concept “Change vegeta rianism; not to be monotonous anymore;” the event may just have forever changed that profile. Held between 4th and 6th
October, the event was opened by Mr Suwat Liptapanlop, as the Chairperson and Dr. Phanop Singhasingh, Governor of Prachuap Khirikhan Province. Hua Hin Mayor Mr Nopporn Wutthikul and Ms Soraya Homchuen, Director of the TAT Prachuap Khiri Khan Office joining invited guests with Mike Pattaradet and Pooklook Fonthip of TV drama fame. The opening ceremony included the preparation of a new version of Hua Hin fried rice in a giant three metre container using 500 kilograms of vegan ingredients. The event continued over three days with celebrity chefs, delicious vegetarian food from 20 restaurants from all over the country, activities including watercolor workshops with natural flower colours, learning how to make organic soap and tie-dying.

Baan Sillapin; Approaching the 20th Anniversary with a Season of Art Exhibitions
In February 2020 Baan Sillapin, AKA the Hua Hin’s Artist Village, will be celebrating a 20th anniversary. Apart from celebrating the realised dreams of the founders, husband and wife and artists in residence Tawee Kasangam and Khun Nang, this will be a celebration of the burgeoning Thailand art scene at Hua Hin’s most welcoming and interactive art gallery. Each month there will be an exhibition of works by some of the most renowned artists from south East Asia with the second in the offerings being last month’s solo exhibition of the contemporary abstract works of Myanmar artist Thar Gyi. Thar Gyi was born into a family of artists, his uncles being a modernist sculptor and an artist. He says he has never had a ‘real job’ and during his early years and before becoming recognised, the family income was derived from his wife Khin’s skills as a maker of jewelry using the precious stones of Myanmar. Now he has his own gallery in his home town of Yangon. Thar first created impressionist work from 1998 until 2002. He then changed his style after being inspired by the shadows of the temples on the fields. “The fields were stripped by large horizontal lines. When I saw that I knew what my new creations would be”. That inspiration was evident in the works on exhibition at Baan Sillapin. Khun Tawee says the next month long exhibition commencing on 2nd November will feature 50 water colour artists from around Thailand. Tourism Authority of Thailand Provincial Governor Khun Soraya Homchuen was at the opening of the current exhibition and says she believes art is an international language. The emergence of the Thai art scene and the ability of Baan Sillapin to display the best on offer, adds another welcome ‘new shade’ to Hua Hin’s appeal to tourists from across the world.

22 Thailand’s Tiger Zoos Still Entertaining Tourists to the Dismay of Wildlife Activists Survival concerns for Thailand’s tigers have been featured in a recent article in the New York Times. The article highlights animal welfare issues in Thailand, specifically issues about tigers in captivity. Titled “Thailand Shuttered a Notorious Tiger Zoo, but the Problem Has Only Gotten Worse”, the article describes continuing widespread use of tigers in Thailand as entertainment and how the breeding of tigers in captivity may be a threat to the survival of theses wild animals. In recent years the number of tigers in captivity — including those remaining in the government’s custody — has tripled to about 2,000, and the number of facilities with captive tigers has grown to 67, with two more under construction. Efforts to stop the spread of hands-on experiences has had little impact with at least 20 zoos around the country offering visitors the chance to feed a cub, have a photo taken with a tiger or enter an enclosure. Animal welfare activists have long urged the government to shut tiger zoos that are little more than farms producing animals for the black market. “The whole system of animal welfare needs to be upgraded in Thailand,” says Tanya Erzinclioglu, an animal welfare activist. “They need proper zoo standards. Everyone would have to upgrade, including the Department of National Parks.” One of the country’s oldest and largest zoos, the Sriracha Tiger Zoo in Chonburi Province, has more than 300 tigers. There, piglets and tiger cubs are put together in cages. The smallest cubs and piglets nurse together from a sow or sometimes from a tiger. At an exhibit called “Shoot ‘n Feed,” tourists fire pellet guns at targets above a tiger pen. Direct hits release food to waiting tigers, which fight over the scraps. Elsewhere, visitors line up to have their photos taken as they bottlefeed cubs. Or they can attend a show where tigers perform tricks,
such as jumping through a flaming hoop. Ms. Erzinclioglu founded a nonprofit group, For Tigers, to help raise funds for their welfare and began conducting annual surveys of zoos. In a July report assessing three dozen zoos open to the public, she concluded that tigers in 74 percent of the facilities were kept in inadequate conditions. Nearly 60 percent of the zoos had no fresh water for the tigers, she found, and fewer than 20 percent provided spacious enclosures where the animals could move around without restraint or interference from humans. In some zoos, tigers have been trained by handlers to fear being hit with a stick. Many have had their claws removed. Ms. Erzinclioglu and her team counted 28 tigers at different zoos that were kept on short chains for hours a day so that tourists could pose with them for photos. The zoos cater mainly to tourists from Asian countries. Young tigers are the most popular with visitors. Older tigers that have outgrown their usefulness are often shunted out of sight to smaller cages with concrete floors. They are the most vulnerable to the illegal trade. It is not difficult to breed tigers in captivity and many zoos produce far more tigers than they need to entertain tourists. It is, however, illegal to operate a tiger farm in Thailand. Edwin Wiek, who operates a wildlife rescue centre in Phetchaburi Province and has advised Thailand’s Parliament, has been tracking the trade for years. He says that about 20 facilities should be regarded as farms, not zoos, because more than 80 percent of their animals are tigers and the facilities are actively engaged in breeding them. He says captive breeding encourages the hunting of wild tigers. It may seem counterintuitive, but feeding and raising a tiger to adulthood costs more in Thailand than going to the jungle and

shooting one. Mr. Wiek said the existence of tiger farms creates a market for tiger parts, which gives poachers an incentive to kill them. Buyers will pay more for a wild tiger than for one that is farmed. “The farming of tigers is having a direct effect on the wild population,” said Mr. Wiek, who. “It is much cheaper to go out and shoot one in the wild.” Tiger skins, bones, penises an d oth e r par ts are h igh ly desired in some Asian countries, particularly for use in so-called traditional medicine. The trade in tiger parts operates so brazenly that at least one company openly offers foreign tourists tiger-bone powder as a supposed health supplement. The Director of Thailand’s Wildlife Conservation Office, Kanjana Nitaya, whose office ove r s e e s zo o s , s ays a l l o f the country’s zoos meet the requirements of their licenses. Inspectors frequently visit the zoos and examine the health of the tigers, which they find to be satisfactory.
Zoos offering interaction with tourists have not faced sanctions because they have licenses, she said. The department’s stated role is not to regulate what the zoos do with the animals, but to ensure that they zoos take proper care of them. “It is not our task to tell them their activities,” she said. The World Wildlife Fund estimates that there are 3,900 wild tigers left on earth, inhabiting isolated fragments of their historic range. Nearly 3,000 are in India, which has made a concerted effort to protect their habitat and increase their numbers. Thailand is one of the few remaining countries in Southeast Asia with a viable wild tiger population, which numbers about 250. A small population of tigers was recently discovered in an area of northern Thailand where they had not been present for years. “There is good news in Thailand,” said Tim Redford, a training coordinator at the Freeland Foundation, an environmental and human rights group. “There are still tigers breeding here. It is not a lost cause yet.” If captive breeding were to become the last resort for saving the tiger, most of Thailand’s captive tigers would not be good candidates.
Many are inbred and most are a mix of tiger subspecies, including Amur tigers, which are native to Siberia and northern China, and Bengal tigers, which are native to India. Last month 86 tigers out of a total of 147 tigers kept at two wildlife breeding stations in Ratchaburi province died after they were confiscated from Wat Pha Luang Ta Bua, a Buddhist site widely known as the Tiger Temple in Kanchanaburi Province in 2016. Most of the tigers were captive bred Siberian tigers and did not have natural immunity, rendering them weak and susceptible to diseases. Tiger Temple used to be a popular tourist attraction where tourists could view tigers close-up, but became embroiled in controversy when it was discovered they were selling tiger parts on the black market. Perhaps the best strategy for closing down disreputable zoos and tiger farms, say the wildlife activists, is to sterilise the inbred and mixed-breed tigers. A lack of new cubs would curtail feeding and photo opportunities and over 15 years or so, many problems associated with the tiger zoos and farms would disappear.

The Somtawin Witaedsuksa Huamongkhon League Cup is an inter-school basketball tournament for under 17 boys held throughout October and November 2019 at Somtawin School and culminating in the Grand Final at True Arena on the 7th December. A total of six schools from Hua Hin will be competing to be crowned champions after a total of 17 games. The Grand Opening was held on the 22nd October and featured the opening match between Somtawin Witaedsuksa Huamongkhon and Beaconhouse Yamsaard. Both team showed excellent determination, teamwork and sportsmanship during the match with Somtawin winning 45-30. James Martin, the tournament Chairman, says “We believe Hua Hin is missing organised and structured sporting competition between schools. We are hoping to change this and our tournament will be the first step to bringing the schools of Hua Hin closer together. Once we have this structure in place, we will be able to replicate the event across other sports and ages for both boy’s and girl’s teams. The final tournament of the 2019 Hua Hin and Cha-Am Golf Festival has taken place at the Sea Pine Golf Course. This followed a ‘season’ of weekly competitions with most regional golf courses offering reduced price greenfees everyday as an incentive for golfers to visit Hua Hin during August and September.
Golf Courses decked out for their Golf Festival Tournaments This was the 18th edition of the annual Festival which has received a mixed response over the years. Khun Suwit Ruengroongrueng, the President of the Phetchaburi and Prachuap Khiri Khan Golf Association, the festival organisers, was in a pensive mood when we talked to him before he took to the golf course “just for the exercise” on the final day of the festival.

Khun Suwit expressed some disappointment with a decline in the number of Bangkok golfers this year. He’s well aware that an overall decline in tourism throughout Thailand has had a big effect on the golfing industry which has led to golf courses, including many around Bangkok, offering many ‘special deals’. This year an unfortunate side effect has been reducing the appeal of the Golf Festival to Bangkok golfers. But the golf festival will go on and Khun Suwit has some plans on how to make it bigger and better. He was heading to Kuala Lumper within a few days to survey the potential market for Malaysian golfers. Direct KL to Hua Hin flights now provides a very obvious source of future participants as some local golfing entrepreneurs have already realised. For those who are very eager to spread the word timely information is vital. In recent years confirmation of the arrangements has been released only weeks before the commencement. That short notice has been a source of frustration for this promotion. Overseas golfers need months, not weeks to book their trip!

In contrast that with perhaps the most successful ‘off season’ golf event for visiting golfers, the CENTARA WORLD MASTERS GOLF CHAMPIONSHIP, with registrations already open for the 2020 event happening from 7th to 13th June. Every year more than 500 golfers visiting attend this event. Khun Suvit readily acknowledges that more timely information is required and says that the promotion of next year’s event is likely to commence in April.
Locally designed coconut trophies were a popular feature of this year’s festival tournaments Khun Suvit and the broader golfing fraternity are hugely proud of Hua Hin winning the International Association of Golf Tour Operators Award for Golf Destination of the Year for Asia 2019. This was the second time that Hua Hin has won the award, the last being in 2014. However this accolade has not resulted in a higher status for the annual festival. This festival deserves to be internationally recognised and bigger and better in 2020!
Unrepaired Roads: The Safety Concern In Khao Tao Khao Tao is a peaceful village surrounded by many interesting tourist attractions and beautiful surroundings, only 14 km south of Hua Hin. Also known as the first reservoir in Thailand, developed as a Royal Project, it is rapidly becoming recognized as a relaxing vacation or retirement location for many foreigners, as well as locals from Bangkok and other areas. There are numerous businesses, condominium projects and luxurious European styled villa complexes popular with retired or holidaying foreigners who have found their scenic place in Thailand to relax, recharge the batteries and enjoy all the benefits that this piece of Thai paradise offers. However, there is one major concern in the eyes of the locals and foreigners living in the area, and that is – Road Safety. In Thailand, road accidents are unfortunately happening quite often. Even though the majority of reasons for the occurring accidents are drivers being distracted by their phone, drunk driving or speeding, in Khao Tao the major concern are the large potholes on one particular road, that have been growing bigger in size year by year. Returning back to Phetkasem Road through the Phrartchadamri Road behind the lake and heading south towards the cove of Sai Noi beach, there is a local road (Google maps coordinates: 12.450255, 99.969323) on the right side past Zaithong Hydrofarm, which is the main access to Phetkasem road for all the residents and business in the area such as the Thai House Resort, Tropical Paradise Garden, The Memory House, Manora Village Hua Hin, Sanae Beach Club and many others. Even though there have been major road repairs conducted in Khao Tao, and many roads being made new, this is the only road left untouched by the authorities without clear indication on when this road could finally be repaired. The local community has been appealing for years to the local authorities, without positive results. Since there are many senior residents commuting this road daily on their motorbikes, and cars often swerving to avoid the large potholes, this road indeed became a major safety concern for both residents and visitors of this lovely part of Hua Hin, where unpleasant driving occurrences happen on a daily basis. The 20th edition of IAGTO’s prestigious annual golf tourism awards has taken place in Marrakech on 17th October. In a continuation of its award-winning ways, Hua Hin’s Black Mountain Golf Course was awarded Thailand’s Best Golf Course Experience. The IAGTO is the global trade association of the golf tourism industry. For the past 20 years these annual Awards have represented the pinnacle of achievement for golf destinations, reflecting the opinions of golf tour operators, golf travel writers and, ultimately, the golf traveller. Portugal’s Algarve took the top prize as the global Golf Destination of the Year at the climax of the glitzy IAGTO Awards ceremony attended by well over 1,000 IGTM delegates. IAGTO has over 700 golf tour operators in 63 countries. In a format change, one overall Golf Destination of the Year was announced instead of one for each of five geographical regions. Accordingly the award presented last year to Hua Hin as the 2019 Golf Destination of the Year for the Asia/Pacific Region, was not available this year. However IAGTO unveiled a new category of Golf Experience Awards where one golf course in each of twenty-

five countries were recognised for the outstanding experience that they delivered
for visiting golf travellers. In this category Black Mountain was recognised as the Thailand winner. The Sheraton Hua Hin; Showcasing Local Cuisine at the Hua Hin Chef’s Table
Hua Hin Chef’s Table held its 8th event of the 2019 season at the fabulous Sheraton Hua Hin Resort & Spa and true to Sheraton form, the night certainly did not disappoint. Executive Chef Jakub Mares and his team designed a menu that showcased local produce from entrées through to desserts. Living La Vida Local was the theme of the night, focusing on produce from both Prachuap Khiri Khan and Phetchaburi. The many and varied dishes were mainly Thai favourites and were well executed, allowing the flavours of the ingredients to shine through. Wines were from the wonderful Monsoon Valley and the seaside setting, on the lawn at Luna Lanai Restaurant, made for a great night of food and wine. Speaking of Chef Jakub, he has an affinity with Thai flavours, but also really
enjoys searching for local farmers who are putting out extraordinary produce. He made special mention of the Thai Sturgeon Farm, a facility right here in Hua Hin “world’s best” practices to produce world class fish; the long-awaited caviar to finally be available in the next few months. Sturgeon was one of the featured dishes on the menu and was dressed with a ratatouille-style sauce of tomatoes, capers and anchovies and served with a warm focaccia bread. The other feature of the night was the signature dish of the Sheraton; a spicy salad made from dalah flower petals with pork, local banana prawns and cashew nuts. The vibrant pink, slightly chewy flower petals made this a spectacularly textural dish to eat and not one that you see regularly on
menus around the region. The live cooking stations had fried local oyster omelettes cooking, freshly sliced crispy pork and a wok station. This consisted of asparagus from Chang Hua Mun Royal Project and shrimps and was utterly delicious. Another highlight was a spicy red curry with seafood and local pineapple, a family recipe from Chef Sunee, who originates from Phetchaburi province. On the buffet side was a cold locally grown tomato consommé served with tiny nuggets of mozzarella; this was a great palate cleanser to start. There were also some crowd favourites such as Salt & Pepper Squid served with 3 sauces, a barbequed Pranburi red snapper with fresh vegetables and a local favourite of deep fried sand fish with garlic, crispy lime leaves and a Sri Racha sauce. There is nothing better than Thai desserts and there was a selection of five different sweets to choose from. The Pranburi
Pineapple in Jelly was a textural sensation along with the beautifully smooth Coconut Ice Cream served in a Coconut Shell; this had an assortment of different accompaniments you could add to compliment it. Mulberries are in season now and these were made into miniature mousses; the berries shining through exquisitely. It was a terrific, yet all-too-brief two hours of food and wine with a high quality 4-piece band playing a mixture of tunes to entertain the crowd. The setting was magical, with the lights of the fishing boats in the Gulf and of Hua Hin town itself, all seeming to shine just for us; the well-trained and attentive staff simply taking the whole experience to another level. 477 The Joy in Making Thai Curry Pastes from Scratch In this modern world, buying a pre made curry paste is hassle free; using a blender to mash up all the ingredients can also be very convenient, especially if you are time-poor or not so confident in the kitchen. So why should you spend the time to use a mortar and pestle and grind up your own curry pastes?
There are a number of great reasons to do this, but one standout reason is the ability to guarantee there are no additives in the paste, such as preservatives; just fresh ingredients. You can also control the texture and flavour of the paste when doing it by hand. Should you want a paste that with intense flavour yet not so
high in heat, you can adjust it to your taste. Mass-produced pastes are generally extremely smooth, lacking the textural element you get from having at it with a mortar and pestle. Your paste will have a ‘freshness’ which a paste in a tin or jar will lack. In the end, it’s your decision; do you want an authentic
tasting dish, or are you happy to simply get by? Controlling the heat, especially for Thai curries, can be important for some, as they may prefer it more or less spicy. You may want to control the heat but not comprise the flavour. The pounding of the fresh or dried chillies allows the flavours to truly amalgamate, especially if you like it hotter. Yes you can add extra chilli to a premade paste, but by and large the flavour will not integrate as well. Blender vs Mortar and Pestle Throwing all the ingredients into a blender is a fast, convenient way to produce a paste and many recipes will direct you to do just this. You will certainly be able to control the ingredients you put
in to suit your taste, but you may lose the required texture. There are many curries where you really do need some texture for that rustic mouthfeel; Massaman or Green curries spring to mind. The trick to making any paste is to have all your ingredients measured, prepared and ready to go. You then add them one by one, with the harder ingredients going in first. Often a small amount of sea salt will be a perfect abrasive to help break down the harder ingredients. If you make too much, it is easy to keep by covering it with a bit of oil and some cling film, however the longer you leave it, the more the flavours will dissipate, so don’t make too much more than you need.
