Mr. Praphat Phothasoothon, Deputy Minister of Agriculture and Cooperatives together with Mr. Yuthapol Angkinan, Advisor to the Minister of Natural Resources and Environment, Mr. Chavalit Chookajorn, Chairman of the Saphan Pla Organisation, visited the Hua Hin Fishing Pier with Mr. Thanont Praphiphas, Hua Hin Sheriff, Ms. Pailin Kongphan, Deputy Mayor of Hua Hin, along with a local fishermen’s group.

As they walked under the Saphan Pla Pier, they noticed that the Pier’s foundation were old and mostly worn out. The Hua Hin Fishing Pier area is presently under the management of the Saphan Pla Organisation. During his visits to Hua Hin, His Majesty King Bhumibol Adulyadej (the late King Rama 9), was responsive to the difficulties of local fishermen and their livelihood and therefore initiated the construction of the Hua Hin Fishing Pier. After completion, the Hua Hin Fishing Pier became the centre for local seafood vendors and fishermen were able to increase their income by selling their catch to consumers Hua Hin. As time progressed, the Hua Hin Fishing Pier aged and as the

Pier deteriorated, a second fishing Pier was built not far from the old one; this one was larger, wider and longer. Mr. Praphat said that some parts of the construction of the fishing pier was funded by the private sector. As a result, there has been an ongoing dispute for years between the private sectors and local fishermen. Regardless of this, the Saphan Pla Organisation and local fishermen need to preserve and repair the old Hua Hin Fishing Pier in order to do business again. In addition, the opening of some new seafood restaurants in the area will assist the fishermen to generate more income. Businessmen interested in investing in the project also came to the area to assist in planning the renovation of the fishing pier. Mr. Chavalit Chookakhajon, the new

chairman of the Saphan Pla Organisation, will be discussing the renovation with local fishermen. The plan is to hopefully rebuild the fishing pier in a similar fashion to those in Japan, which have fresh seafood stalls and markets. Mr. Praphat said that his ministry will continue to repair the old fishing Pier in Hua Hin so as to preserve it as an historical tourist attraction. He also encouraged the private sector to contribute to the repairs. Mr. Boonrod Klinklao, President of the Pracha Pitak Group, together with the Hua Hin Fishermen’s Group, said that they appreciated the presence of the Deputy Minister of Agriculture and Cooperatives and their contribution to solve the problem. The Hua Hin Fishing Pier was built more than 50 years ago.

Dear readers, Hello once again and welcome to our October issue! Just to remind you, this will be our last ‘oncea-month’ issue because starting November, Hua Hin Today will be publishing 2 issues per month; so I guess you’ll be hearing from us more often. So to start off with, I’m personally pleased of what Hua Hin Municipal has achieved last month in general. First, it’s the experimenting of the ‘Waste Trap Net’ placed along the canals leading to the sea. It was proven that it’s been very efficient and functional; being able to collect a few tons of trash within 3 – 4 days before it flows into the sea was a great achievement and also a huge reduction in marine pollution. Secondly, restoring the old fishing pier bridge or the “Saphan Pla” was a project long been waiting for. Preserving it and putting a new face-lift will not only bring more tourists to the area but it will also help our local fishermen and fishing industries generate more revenue. This old fishing pier was actually a project planned and endorsed by our late King Rama IX during his visits back in those days. Since then it has been the icon of Hua Hin fishing industry. Lastly, it’s the recently organized movement by the municipal, Rotary Club of Royal Hua Hin, Trash Hero and other volunteers in cleaning up Hua Hin’s surroundings during the World Cleanup Day last September 21. It was a good turn up by everyone involved. Theses 3 projects have once again proven that Hua Hin is continuously united and concerned when it comes to environmental preservation and cleanliness. No doubt the local organizations, Municipality and the people of Hua Hin will always do its best to preserve and maintain the image of this majestic beach resort town that we called ‘home’ for visitors and residence. 4 Waste-trap Nets Proven to be Efficient After an experiment to install waste-trap nets in Khlong Samor Riang in the Hua Hin Fishing Pier area by the Hua Hin Municipality, the results were extremely encouraging. Within 4 days substantial amounts of waste had been filtered and prevented from flowing into the sea. Most of the waste and garbage trapped in the net was styrofoam food boxes, plastic bottles, cans and other disposable plastic products. The authorities said that the garbage collected weighed around 3 tons, all within a period of just 4 days. Hua Hin Municipality is now preparing to improve the waste-trap nets before installing them at Khlong Takiab and other areas. The mesh just needs to be a bit thicker, more durable and wider in order to prevent the moss from catching on the net.

Hua Hin Municipality has already instructed officials to collect the garbage trapped in the net every 2 days to prevent the overflowing of garbage and waste materials. Leaving the garbage trapped in the net for too long will result in the mesh wearing out and could lead to further blockage and cause serious damage to the waste-trap net. Mr. Nopporn Wutthikul, Mayor of Hua Hin, said that the municipality will be installing waste-trap nets in areas where canals flow to the sea. Installation will commence at Khlong Takiab and Queen’s Park in Soi 19. The plan is for the waste collection point to be expanded once the mesh improvements and installation system are completed. “There should also be a campaign insisting all concerned sectors, including the general public, cooperate and be conscious of waste disposal in order to

resolve the increasing waste problem, which is becoming a crucial issue, both locally and nationally.” Mr. Nopporn said. Designated waste bins have already been placed in various points around the Hua Hin municipality in order to facilitate the appropriate disposal of different types of garbage. There are approximately 140 tons of waste per day in the municipality of Hua Hin alone, resulting in an average of 4,200 tons of waste per month being disposed of. If this waste is not properly disposed of, it will eventually end up in the sea and will seriously affect the marine environment and habitat. “If we all do our part in keeping our environment clean, we will definitely have a healthier community,” Mr. Nopporn added. After all, health is wealth.

You may have seen the recent announcement that Pisa Cheng was stepping down as President of the Hua Hin Business Network, with the Board of Directors electing relative newcomer, Leigh Higgins as the new president; so what makes her qualified for this position? Some of you may know Leigh as owner and General Manager of Feast Thailand Food Tours; some may know her from her many informative blogs and vlogs on Thai food or even through her social media marketing arm, Project Social, where she assists local restaurants and food outlets to develop their social media presence, but how did she land in Hua Hin and wind up doing what she is doing? Feast Thailand Food Tours has been operating for just over 3

years, when Leigh and her husband Shane and their two pugs Fanny and Papillion, made the journey from Melbourne to set up a Food Tour company here in Hua Hin. Both Leigh and Shane have travelled extensively around Thailand on numerous holidays over a 28 year period and always ended up in Hua Hin to relax before heading back to Australia. “We both love Asia, Thailand in particular, as we are reasonably good cooks”, says Leigh. “We have always loved eating and exploring food cultures and would always do food tours in whatever city we landed.” A fateful trip to Vietnam in 2012 which changed the course of Leigh’s career. It was here she and her husband met fellow Australian,

Neville Dean, whilst doing his Original Taste of Hoi An Food Tour in Vietnam. “Shane and Neville got on like a house on fire and are still in contact today, but it was a flippant comment by Neville to Shane which created a spark”, Leigh says. The comment was, “hey mate, you should be doing do food tours; your food knowledge is amazing”. This was the genesis of Feast Thailand Food Tours. That was over 7 years ago and at that stage, Leigh had no intention of leaving her successful career as General Manager for Smiggle International, a stationery retailer based out of Melbourne, Australia. “You really never know where life’s road will take you”, Leigh remarked. “I worked for a major fashion and general merchandise retailer for over 22 years, through various positions and always leading large groups of people. I decided to put my pencils down and leave to pursue different challenges which, in itself, was a challenge. In 2015, Shane said, “Why don’t we move to Thailand and start a business and see how we go?” “3½ years later, here we are with Feast Thailand Food Tours”, says Leigh. “Running a food tour business has been one of the best things I have ever done, as I am constantly learning and challenging myself every day. To to be successful in business in today’s environment, however, means you need to also be a marketing business, rather than just a food tour operator. This is where my business management background has come

to the fore, as managing and driving marketing initiatives and budgets to get sales was a key part of my commercial background. Now I help like-minded small business owners who have similar budget constraints, yet want higher sales. This is achieved through Project Social, a pure Social Media marketing business.” How will Leigh juggle all of this with the added responsibility of the Presidency of the Hua Hin Business Network? “It’s easy, really. Over the years I have worked with a number of inspirational business and human resources leaders who have helped shape how I operate. Back then, you needed to be able to

drive sales, deliver profits, manage multiple retail streams and develop and retain people. We had to be focused and well planned and I’m still like that today. Whether it’s managing the operations for Feast Thailand or the HHBN, there are people who I engage with to help achieve goals. 8 Allocating Spaces for Shops & Restaurants for the Vegetarian Festival

Mr. Nopporn Wuttikul, Mayor of Hua Hin, and Mr. Montri Chuphu, Deputy Mayor of Hua Hin, along with Mr. Soontaree Thiamthat and city officials checked the area allocated for vegetarian shops and restaurants in Soi Nong Plub (next to Sawang Dhammasathan Hua Hin) in preparation for this year’s Vegetarian Festival. The Hua Hin vegetarian Festival will be from 28th September until 7th October and based around the Chat Chai Market in cetral Hua Hin. Complaints have been received from the restaurant and shop owners that every year

during the festival, they have problems in setting up temporary tents due to limited areas that they could occupy. The mayor and city officials discussed the issues with the shop owners and have set up a designated area mainly for vegetarian shops and restaurants and expanded the area in order to accommodate the arrangement of tents, tables and chairs. The mayor had also assigned relevant authorities to ensure that the designated area for the festival will not cause obstruction to pedestrians or vehicle traffic.

The Ministry of Tourism and Sports have created a website and apps to collect and record tourism information in Thailand. ‘ThailandTourismDirectory’ website was the result of cooperation from all sectors in the preparation of quality digital information in tourism, complete, accurate and up-to-date. With the government as a central hub in the preparation and collection of tourism information, private sectors have also contributed in facilitating the research for tourist attractions for both Thai and foreign visitors, and for people who are interested in basic information about Thailand’s tourism. This app is for tourists and the general public when searching for tourist attractions, accommodations, restaurants, shops, and other useful information. They can visit the website at www. thailandtourismdirectory.go.th and www. mots.go.th or through the Mobile Application

‘ThailandTourismDirectory’ which offers 3 languages (Thai, English and Chinese). As a result, this app will also benefit local entrepreneurs and the communities near tourist destinations in generating more revenues which can strengthen the tourism industry.

‘HIV’ – Free Test, Free Checkup and Free Treatment

On the same day, the mayor and his officials also investigated complaints of foul smells in the parking lot behind the Sawang Dhammasathan Hua Hin Foundation, causing residents living nearby to suffer. Mr. Wuttikul assigned the Public Health Department to strictly control the disposal

of garbage in the area and to coordinate with Muang Sa-ad Company, a contracting company, to collect the garbage regularly. He told city officials to spray disinfectants and sanitise the area to avoid the spreading of disease. The public are also urged to take responsibility in observing cleanliness. The Ministry of Public Health and Department of Disease Control has invited organisations and the public to join the campaign described as “Know your Status”. This is a good opportunity for Thai people to understand the importance of early detection of HIV disease. Any Thai citizen at risk of being infected with HIV can now have free HIV test, free check-up and free treatment. For Thai citizens, simply present the 13-digit Thai Citizen Identification Number to get a free check for HIV infection twice a year. With the modern technology and medicine used in Thai hospitals, HIV can easily be detected within one day. People who should be tested for HIV are those who have unsafe sexual activities or intravenous drug users. Infections can be detected after a month of contracting the disease. If the HIV is tested positive, the hospital can immediately precede with the necessary treatment. With early detection of HIV, Anti-

retroviral Therapy can be applied and has been proven that it prevents the disease from spreading and may cure the infection in a short length of time. The HIV infected person will gradually recover. Continuous medication will be advised until the virus is eliminated to reduce the chance of transmitting the disease to others. If the treatment is delayed, or if the detection was in a late stage, the infected person will show early symptoms and eventually other complications which makes it more difficult to treat or cure. For Thais with ‘gold card’ health insurance and civil servants, they can get free treatment in all hospitals under the National Health Insurance policy nationwide. As for the social security insurance holders, free treatments are provided only at specified hospitals. In addition, people under the age of 18 can also receive HIV testing services without the consent of their parents.

Government Housing Bank Donates Houses to the Less Fortunate in Thab Sakae

District Chief Mr. Preeda Sookjai, along with Mr. Peerasak Songsuwan, Manager of the Government Housing Bank (Prachuab branch) have presided over a conference on their project to building bill restore a total of 14 houses in the Thab Sakae district, Prachuab Kirikhan. The bank’s project has helped the underprivileged, poor and elderly of the area. Mr. Peerasak Songsuwan said that “the GH Bank is a state-owned financial institution under the Ministry of Finance with the duty to support housing finance and provide affordable homes to the less fortunate.” The bank operates as a sustainable organisation under its mission

to enable more Thai people to have their own homes. The bank wants to continue the activity (CSR) in order to contribute to Thai society’s sustainable growth. The GH Bank’s project had a total budget of THB 1,622,000 which was divided into two subprojects; the first was the building of 4 new houses using the allocated 1,212,000 Baht budget. The second was the restoration of 10 houses with the budget of 410,000 Baht. 10 Smart Agriculture Development

“智能农业” 2 weeks ago at the Research Centre for the Ef ficiency of Agricultural Products in Prachuab Kirikhan, Ms. Waraporn Prompoj, Inspector-General of the Ministry of Agriculture and Cooperatives Chairman of the Committee for Smart Agriculture Development visited the pineapple field production and watched the demonstration of Smart Agriculture’s technology. Ms. Ing-On Panyakit, Deputy Director-General of Department of Agriculture, Mr. Wanchai Nilawongket of Prachuab Kirikhan’s Agricultural office and other officials were present during the demonstrations. Ms. Waraporn said, “Pineapple is one of the important crops grown in Thailand has an export value of up to 2 billion Baht per year. Thailand is currently one of the leading countries in exporting pineapples and other related products.

The Smart Agriculture Development committee has established research centres in 6 provinces in the central region, lower part of the northern region and the southern regions. These research centres uses advanced techniques in production, processing 6 kinds of products namely: rice, sugarcane, maize, cassava, tomatoes, and pineapples. The result of these productions will be transformed into small data according to its category and then linked to the ‘Big Data’ banks of Smart Agriculture Farming (SAF) system. This system has already been implemented in Suphan Buri and Kamphaeng Phet provinces, using rice and cassava as the primary produce. The main objective of the SAF system, which was widely recognized by both local entrepreneurs and farmers, is to reduce costs from traditional farming

and at the same time to increase the efficiency in pineapple productions. The system involves the use of advanced agricultural machineries and precise testing of farm soil for its fertility and nutrients as required by the plant’s need. An ‘intelligent’ tractor, equipped with automatic steering system controlled by GPS, will be used to automatically cultivate the soil according to the analysis values stored in the ‘Big Data’ banks of the SAF system. In the near future, with the help of 5G technology, sensors to measure weather and climate will be installed in farms and research centres, and all the data gathered from the farm, i.e. soil condition, wind, temperature and humidity will be collected, processed and transmitted via internet into the ‘Big Data’ banks of the SAF system, which will be analyzed and simultaneously perform the required agricultural tasks, by using various modern farming apps.

Whale Watching at Ban Laem Phetchburi

Whale watching is an exciting activity for Thai and foreigner tourists although not many people know that whales live in Thai gulf and we can see them just off the coast. Fishermen often see them in the Phetchburi and Prachuab Kirikhan waters and changing their activities from conducting whale watching tours can provide a very useful income boosting activity. Bryde’s whales (sometimes referred to as ‘Bruda Whales) can grow to 15m in length. Their body colour is grey black. They can often be seen searching for food in a part of the Gulf of Thailand between Tambon Bang Taboon, Samut Songkhram and Phak Bia Cape in Ban Laem and Chao Samran beach in Phetchburi.

When and where to spot such animals is hard to predict, but they are mostly found at high tide when sea breeze is not so strong. Sometimes, a herd of up to 10 whales can be spotted when they try to eat anchovies and are followed by seagulls, which come down to the water and wait to eat fleeing fish. After thorough questionings by the police officer, it was then verified that Mr. Wittaya was the genuine owner of the money. Moving the Capital Mooted as a Possible Solution to Bangkok Overcrowding

Thailand Prime Minister Prayut Chano-cha says that one possible solution to overcrowding in Bangkok would be to move the capital. Being prone to flooding, including the threats posed by rising sea levels also comes under consideration. He floated the idea while speaking at a seminar called, “Connecting Thailand with the World”, hosted by the Office of the National Economics and Social Development Council in Muang Thong Thani, just outside Bangkok. “There are two possible approaches to moving the capital. The first is finding a city

that’s neither too far nor too expensive to move to. The second is to de-centralise the urban area to outer Bangkok to reduce crowding.” The PM notes that de-centralising the urban area to outer Bangkok would conserve the capital’s important landmarks, while moving government and business facilities to the outer suburbs. This would reduce the number of people needing to travel into the capital for business, thereby easing traffic congestion. He says moving the capital is merely an idea at this stage, with a lot more research

needed to determine its viability and the economic and social impact it may have. However, he adds that it is a possibility under his administration. “Past governments were never able to pull this off, fearing it would cause irreparable conflict in society. The first priority now is to establish a mutual understanding among the people to make sure they and the government are on the same page.” The PM’s suggestion follows an announcement by the Indonesian president earlier this year that the country’s capital would

move from Jakarta. Indonesian President Joko “Jokowi” Widodo has been reported to say that that the country’s capital will be moved from Jakarta, on Java Island, to East Kalimantan Province on the eastern part of the island of Borneo. With Jokowi pitching the new capital as a symbol of Indonesian identity and progress, the project will be a significant part of his legacy. Authorities have talked about building a modern, smart and green city which can serve as the capital for a century.

Fatty Liver Disease Prevention before big problems

Get an abdominal ultrasound with stomach palpation to check whether there are any changes of the liver or liver enlargement at an abnormal level. 3. Get a fibroscan to assess the stiffness and damages of tissues that have accumulated fat, as well as assessing the level of accumulated fat in the liver. The genus Millingtonia was established in 1782 by Carl von Linné the Younger in Supplementum Plantarum, pages 45 and he first described the species Millingtonia hortensis on page 291. The generic name Millingtonia honours the British physician and botanist Thomas Millington (1628-1704). Sir Thomas Millington FRS (1628 in Newbury – 5 January 1704 in Gosfield), the son of Thomas Millington, was an English physician. Greatly respected in his day, he was eulogised by Samuel Garth under the name of Machaon in his poem ‘The Dispensary’ while Thomas Sydenham held him in high regard. Carl von Linné (latinized Carolus Linnaeus; before the elevation to the nobility of 1756 Carl Nilsson Linnus; born 23 May 1707 in R’shult near Älmhult ; died 10 January 1778 in Uppsala) who was a Swedish naturalist with the binary nomenclature created the foundations of modern botanical and zoological taxonomy. His official botanical author abbreviation is “L.”. In zoology, “Linnaeus”, “Linné” and “Linnus” are used as author names. The jasmine tree (Millingtonia hortensis), also known as the Indian cork tree, is the only species in the family of the Trumpet Tree family (Bignoniaceae). The Bignoniaceae is a family of plants within the order of the Lipflower Family (Lamiales).

Vegetative Features

The jasmine tree grows as a tree and reaches heights of 8 to 25 meters. The opposite foliage is divided into leaf stalk and leaf blade. The leaf stalk is about 1 cm long. The two- to three-fold fiedrig divided leaf blade, is 40 to 100 cm long. The partial leaflets are full-edged, usually 5 to 7 (rarely only 2) cm long and 1.5 to 4 cm wide. The base is rounded and oblique, the tip is sharpened. On each side of the main axis of the partial sheets there are four to five side veins.

Generative Characteristics

The ter minal, cymous rispigine inflorescences (the complete flower head of a plant including stems, stalks, bracts, and flowers) have a diameter of about 25 cm. The inflorescence shafts are provided with a pale

yellow hair. The lifts and wings are dropped. The pale-yellow hairy flower stalks are slim and about 1 cm long. The twitchy flowers are zygomorphic (having only one plane of symmetry, as in a pea or snapdragon) and fivefold with a double flower shell. The curved lobed cup is small, cup-shaped, and 2 to 4 mm long and wide. The five petals are intertwined into a narrow and relatively long crown tube with a length of 3 to 7 cm, which has a diameter of only 2 to 3 mm at its base. The white crown is double-lipped. The upper lip is two-lobed and the lower lip three-lobed. In the bud, the crown lobes are circular, for anthem at a length of 1 to 2 cm ovoid-lancet. Along the edge, the crown lobes on the top are densely fluffy hairy. The four dust sheets are listed in two different sizes relatively high up in the crown tube. The dust bags consist of an ellipsoid, fertile theca, the second theca is atrophied to a blackened appendix. In addition to the dust leaves, a sterile staminodium (an abortive or rudimentary

stamen is called a staminodium or staminode) is formed. The discus is ring-shaped-cup-shaped. The sedentary, egg-shaped fruit node is bare and contains a large number of seed plants, which stand in four rows. The relatively long handle ends in a tongue-shaped, flattened, double-lobed scar that protrudes slightly above the crown. The sepised-column-jumping capsule fruits are long-linear and flattened at a length of 30 to 35 cm and a diameter of 1 to 1.5 cm and contain many seeds in some rows. The tiny seeds are disc-shaped, elongated and flattened. Including the surrounding, skinned and translucent wing, they have a size of 1.5 to 3.5 x 1 to 1.5 cm.

Occurrence

Millingtonia hortensis is common in southern Yunnan, Cambodia, Laos, Myanmar, Thailand and Vietnam. It grows in Yunnan on mountain slopes at altitudes of 500 to 1200 meters. Millingtonia hortensis is often cultivated in Pakistan, India, Indonesia and Malaysia.

22 Prime Ministerial Support for Formula One Driver Representing Thailand

Prime Minister Prayut Chan-o-cha has determined that the Ministry of Tourism and Sports and other state agencies should drum up support for a public campaign to promote Thai-British Formula One racing driver, Alexander Albon Ansusinha. Mr Albon, now 23, is currently driving in Formula One for Red Bull Racing under the Thai flag. He raced for Toro Rosso for the first half of 2019, before being promoted to Red Bull for the second half of the year, replacing Pierre Gasly who has returned to Toro Rosso. Speaking during his visit to Gover nment House, where he met the prime minister, Mr Albon said he is particularly proud of his Thai heritage, the Red Bull driver becoming only the second driver in Grand Prix history to fly the

Southeast Asian country’s flag in F1. One must travel all the way back to the early fifties and note the presence in the history books of one Prince Bira of Siam who first represented Thailand on the F1 grid. While Albon was bor n in London and raised in the UK, there’s no questioning his allegiance to his mother’s original country. “It’s a big deal for me to be a Thai driver; it’s been a long time since there’s been a Thai in Formula 1 and I’m just hoping to do everyone proud. “I hope that one day I will carry a Thai flag

to the podium when I receive one of the three prizes on behalf of Thai people,” said Mr Albon, who now sits eight in the drivers’ standings with 42 points. Mr Albon started his career by racing go-karts at a very young age due to encouragement from his father, Nigel Albon. He enjoyed success in go-karting between 2006 and 2010 including titles at the 2006 Super 1 Honda National Championship (Cadet Class), 2009 Super 1 Honda National Championship (KF3 Class) and the 2010 European Championship (KF3 Class). When you think of floating markets in Thailand, the names of the highly-popular Amphawa and Damnoen Saduak spring to mind; both are near the town of Samut Songkhram. These markets are very well organised and offer people a glimpse into how markets were in the past, albeit they are now very touristy. If you are looking for a more local experience, however, then you may want to head to Guangzhou floating market. Not to be confused with the southern Chinese city, this market is 90 mins Northwest of Hua Hin. Only open on the weekends, this floating market is predominantly visited by Thai nationals looking for a relaxing time with family and friends, with the obligatory plethora of food options, naturally. Guangzhou Floating Market was originally known as Guang Kra Chon, which means Jumping Deer in Thai. As it was difficult to pronounce, the name was changed to Gwang Chow, or Guangzhou Floating Market, which is located in the Guangzhou Waterfall Park. This is the only floating market in Thailand situated on a waterfall. As you enter the market, you’ll find a variety of interesting foods being cooked; many are local specialties. There is also a range of locally made products for sale all along the walkway. Your best option is to secure a spot where you want to have lunch. Lining the river bank there are open air bamboo huts with small, low tables; there are no chairs for these tables, as you sit directly on the floor. Alternatively, you can sit with your legs over the edge and dangle your feet in the water. Maybe bring a pillow if you want a little more padding.

There is also accommodation available to those visitors wishing to stay close nature. The offerings are meager, without all the frills of up market accommodation.

Does a Foreigner Working as a Volunteer, needs to have a Work Permit? We have noticed this kind of question being raised in the Hua Hin Expats pages on Facebook.

According to the Foreign Labour Act, Section 5, BE 2551 providing definition of work means “to work physically or with knowledge with or without pay or benefit”. This implies that to work as a Volunteer is work under the definition of Foreign Labour Act, therefore Volunteer work by a Foreigner requires a Work Permit. In case a Foreigner who teaches English to children who live next door and not at the school, but as a friend, or to give help to people as a gesture of goodwill or for humanitarian aspects, a Work Permit is not required, because you work occasionally and independently.

Some Foreigners who come to Thailand or maybe even some Retirees, who already here, want to volunteer themselves to teach English or help within Charity Organisations etc without payment. Can they do this? “The world’s largest technical professional organisation for the advancement of technology hosting an International Projects’ Talent Show for the first time in Thailand with over 500 international participants from 15 countries” Phetchburi, Thailand-Institute of Electrical and Electronics Engineers (IEEE) and Youth Endeavours for Social Innovation Using Sustainable Technology (YESIST12) hosts an international project competition in different countries each year. This year it was held in Thailand with over 15 participating countries such as Afghanistan, South Africa, Bangladesh, India, Kenya, Laos, Pakistan, Sri Lanka and Thailand

and more than 500 participants from around the globe. It is an international show of talent with the theme of UN Sustainable Development Goals for the students and young professionals to showcase their innovative ideas to solve humanitarian and social issues directly affecting the community around them. T4 West Champions Hua Hin City is set to tackle the next hurdle for promotion to the T3 South League when their T4 Champions League matches continues on October 5 against Thonburi University at Takiab Stadium. The top two teams from each regional league have been continuing the season in the T4 Champions League in a bid to become T4 Champions. The top two teams from the T4 Champions League will secure promotion to the T3 South League.

Spurs Chase Twins

Spurs are set to ramp up transfer pursuit of Fulham youngster Steven Sessegnon, barely a month after signing his twin brother Ryan. Leclerc notched up Ferrari’s first home grand prix win in 9 years. He is certainly a rising star of the sport and one to watch out for in 2020. Lewis Hamilton is the defending World Driver’s Champion and at the time of writing, looks to be well on the way to wrapping up his sixth World Driver’s Championship. With just 5 races to go, Lewis Hamilton looks to have the Formula 1 title within reach, though mathematically, any of the top 5 drivers could get there. The next race is from the 11th - 13th October at the Suzuka track in Japan. Hamilton won this race last year and hoped for a similar result this year.

‘People in Action’ World Clean Up Day in Hua Hin

Saturday September 21st was World Clean Up Day, a worldwide event to raise awareness that a cleaner planet is the responsibility of everyone. The event began after Ian Kiernan, an Australian yachtsman, sailed his yacht all around the world, had seen so much trash during his travels, that when he came back to Sydney, he and his friends got together and started Clean Up Sydney Harbour Day in 1989 with 40,000 participants. The next year, in 1990, they organised Clean Up Australia Day and in 1993 World Clean Up Day followed. World Clean Up Day in Hua Hin has a particular significance, as

participants also want to show love and respect for ‘the home town’ of our beloved King Rama IX. Apart from a major trash collection, it’s also about trash management and showing how to recycle the different categories of trash. The aim is to educate people in communities to lear n more about the waste that they produce in their everyday lives and to take this knowledge with them to their homes, schools and communities and create new daily routines to minimise

trash and learn new ways of dealing with trash. Volunteers of Clean Hua Hin organised World Clean Up 2019 Hua Hin in cooperation with the Rotary Club of Royal Hua Hin. Many other groups, including Rotaract and the Presertve Hua Hin Junior Embassadors joined community

members young and old from all walks of life with Hua Hin Mayor Mr offering his personal encouragement before joing in the trash collection. Participants gathered at the entrance of Krailart Nuwate Urban Mangrove area, an early focus of the clean-up, then proceeded along the nearby roads, canals and to the beach.

This joint effort showed the solidarity of people in the community who understand that trash isn’t only a threat to human beings, but also to animals, nature, the water and the ocean.

‘Rest Detail Hua Hin’ team won the 25th Football Tradition Petchburi-Prachuab Competition

Long Beach Cha-Am Hotel, Petchburi -An awarding ceremony was held on September 12, 2019 for the 25th Football Festival Petchburi – Prachuab Competition. Mr. Natthawut Petpromsorn, Deputy Governor of Petchburi province presided over the ceremony, along with with Mr. Wasan Kittikul, president of the Western Thai Hotel Association together with honoured guests and football players from various hotels in the Petchburi-Prachuab region. The competition began last 15 August and ended on 12 September 2019, which was held at the King Rama VI military Camp’s football stadium, Cha-Am. 18 hotels have participated this year and have put together 15 teams. This yearly competition was organised by the private sectors of hotel business to promote sportsmanship and unity amongst the players. This year’s winning team, the ‘Rest Detail Hotel Hua Hin’ out-scored the undefeated champion Chivasam Hotel Hua Hin and HUA HIN TODAY, October 2019

was awarded the championship’s trophy, followed by the first runner-up Chivasam Hotel Hua Hin. Second runner-up award went to Hyatt Regency Hua Hin team, while the sportsmanship award was given to a player from Hilton Hua Hin Resort and Spa. Mr. Kittipat Klin-Ubon from Hyatt Regency Hua Hin received the highest goal-scoring award.

Ladies Golf Hua Hin Celebrates it’s 3rd Anniversary

The ladies’ main golf course is Majestic Creek where they play every month. LGHH also travels to other golf courses around Hua Hin, as well as organising trips for golf tournaments 2 or 3 times a year. The Ladies Golf Club Hua Hin was established towards the end of 2015. At that time, the amateur women golfers who lived in the Hua Hin area often gathered together to play golf recreationally as well as organising a couple of tournaments each year. Eventually, all the members decided to create their own group meant for ‘ladies only’. The group called themselves “Ladies Golf Hua Hin” (LGHH). Presently LGHH has more than 60 members. Paul Casey won his 14th European Tour title with a one stroke victory at the Porsche European Open in Germany.

However he could have been made to re-take a putt during the second round after his ball hit an insect. The Englishman putted over a bug during the Porsche European Open and learnt all about a rather obscure Rule of Golf. The 42-year-old holed the putt but it rolled over a tiny caterpillar, which is against the Rules if Casey knew it was there. However, as the bug was so small he had no idea and the putt stood. This is a complicated and part of Rule 11.1-b along with Exception 2 and then a clarification. The Rule is as follows – Rule 11.1-B Exception 2 -When Ball Played from Putting Green Accidentally Hits Any Person, Animal or Movable Obstruction (Including another Ball in Motion) on Putting

Green: The stroke does not count and the original ball or another ball must be replaced on its original spot. However, as Casey did not know the bug was there, this takes into account a clarification. The clarification says it is: “to be applied using the “known or virtually certain” standard. Therefore, if there is knowledge or conclusive evidence that the ball played from the putting green accidentally hit a person, animal or movable obstruction on the putting green, the stroke does not count.” There is also a clarification that confirms that insects and bugs are indeed animals. However as Casey didn’t have any knowledge or conclusive evidence at the time that he was putting over the insect; he did not have to replay his putt.

“I putted the ball, when I looked up the ball was going at the hole, just crept in left edge,” Casey said. “And he’s [Rules Official] just showed me the video, it actually ran straight over the poor bug, hopefully I didn’t hurt him. “If you knowingly hit an animal, and a bug is considered an animal, during the course of a stroke certainly on the putting green, you have to replay it. I didn’t knowingly hit it, so I’m alright but yeah almost a Rules infraction and I had no clue.” “Ants and bugs and beetles, we’ve got to protect them.” A Ball Deflected on the Putting Green Matthew Southgate was lining up a putt on a Web.com Tour event and just as he tapped his ball, a little leaf blew over and hit it. That

sent the putt to the right of the hole and left poor Southgate feeling frustrated … and who could blame him? But here’s what’s worse: Southgate then immediately finished the hole. And that turned out to violate the Rules. Rule 19-1b: If a player’s ball in motion after a stroke on the putting green is deflected or stopped by, or comes to rest in or on, any moving or animate outside agency, except a worm, insect or the like, the stroke is canceled. The ball must be replaced and replayed. Southgate didn’t replace or replay the shot and finished his round, so he was given a four-stroke penalty — two for violating Rule 19-1b and a pair for signing a wrong scorecard.

Hua Hin Chef ’s Table had its 6th event of the 2019 season at the amazing Vana Nava Sky Bar on the 27th Floor of the Holiday Inn Hua Hin and it certainly did not disappoint. This is truly a magical location with a cocktail bar and magnificent dining room. Its panoramic views of Hua Hin and the surrounds were a perfect place for Chef Kanyaphat Srijareon to showcase her specially-designed menu. This unassuming chef really knows how to deliver flavour and her presentation was faultless. It was also great to see Executive Chef Bam Amporn Choeng-Ngam there overseeing and supporting the team.

The theme of the night was Thai Fusion, with four courses matched with either wine or cocktails. This was all about combining Thai favours with great local produce and international cooking techniques. The first dish was an Amuse Bouche of Tortellini Foie Gras Kaprow; this little mouth tempter was redolent of Thai Holy Basil with the sauce of Foi Gras. A surprisingly delicious blend of flavours and textures which could have been an ample entrée. The next course was the soup - Tom Kha Pla & Kai; a coconut soup served in a coconut shell with King Mackerel and Smoked Fish Roe This was followed by a delicious trio of appetisers. Here is where local produce from the Prachuap Khiri Khan region was featured; Hua Hin Pork Belly with a Prachuap Khiri Khan Pineapple Salsa; Hor Mok, a Thai Curry Custard with locally-sourced Scallops and Pran Buri Squid stuffed with Coconut Rice. The main was a choice of either Grilled Wagyu Beef served with a Pa-Nang Risotto or Gaeng Puu Cha Plu Krob, a Crispy Crab Ball with a traditional Red Curry Foam, Vermicelli and a Squid Ink Sago Cracker. The Wagyu was from the North Eastern Region of Thailand and was served with a medley of roasted garden vegetables. The beef was cooked medium and extremely tender, as you would expect. The seafood curry had lots of texture, with subtle Thai flavours, so as to allow the crab and squid to shine through.

All the savoury courses clearly made use of great Thai flavours, with hints of chilli, though never enough to overpower the dish or the proteins on the plate. The portions were quite large, however this was refined cooking and presentation at its finest. The finish of the night was a delicate mousse cake of pineapples sourced from local growers in Prachuap Khiri Khan. A syrup was flamed and pour onto the cake at the table, adding an element of theatre; this was spectacular indeed and simply divine. Wines on the night were carefully selected to match each course; there was Villa Maria Private Bin Sauvignon Blanc from New Zealand paired with

the soup, with Tamarind Wolf Blass Eaglehawk Cuvee Brut Granite as a palate-cleanser after the appetisers. The main course was accompanied by Moulin de Gassac Syrah from France. This was a perfect match for the Wagyu Beef. The dessert was paired with a German Riesling from Prinz Von Hessen. The mixologists also did a fine job with paired cocktails, had you opted to go that way. Add shallots, garlic, lemongrass, galangal and fresh chilli to 1 cup of water in a small pot and bring to the boil. After boiling add lime leaves and chilli paste/jam and stir. Next add the tomatoes and mushrooms. Now add 3 tablespoons of coconut cream. Add 1 tablespoon of lime juice and fish sauce. Taste and adjust with more fish sauce or lime juice to suit your taste. Add the prawns. After the prawns are cooked, turn off the heat. Add coriander and 3 more tablespoons of coconut cream.

Hints:

517 Mhaa Laa; Thai Food on Sticks

Food being cooked on sticks or on a rotisserie is not new around the world and certainly not for Thailand, being Street Food heaven. You will find food like North Eastern Sausages; Sai Krok Isaan, or Pork Skewers; Muu Ping to hot dog sausages grilling away at street side vendors but an ever-growing food trend in Thailand now is Mhaa Laa. The term derives from the Chinese words for “numbing” and “spicy”, referring to the feeling in the mouth after eating the marinade. The numbness is caused by the Sichuan pepper in the marinade. So, what is it that makes Mhaa Laa so good? These types of skewers probably date back to night markets in Chongqing, a major city in South West China, which targeted pier workers in the 19th to 20th century. Many different types of proteins and vegetables were put onto skewers and then cooked over a charcoal

grill. They were first basted with oil and then brushed with the marinade numerous times during grilling. The marinade is generally based around Sichuan pepper and also contains things like chilli, cumin powder and roasted sesame seeds. Other possible spices that can be combined to make the Mhaa Laa powder are clove, garlic, star anise, black cardamom, fennel, ginger, cinnamon, salt and sugar. This marinade is often quite spicy and each vendor will have their own special blend. Some Mhaa Laa vendors in Thailand will keep the marinade relatively dry, whilst others will moisten it with some sesame oil and soy sauce but again, it’s up to the vendor and the flavour profile they are after. You will find a wide variety of things on these sticks; many different cuts of chicken; wings and fillets, pork may include cuts from the belly, fillet or sundried strips and then there are

the vegetables including mushrooms, okra and broccoli, to name just a few. Some vendors will have a large range of sticks to choose from. Look for these vendors, as the variety of sticks makes it even more interesting and tasty to eat. Some vendors are very creative in their choice of sticks and have a huge following due to their Mhaa Laa marinade. If you can find vendors who are still grilling over hot coals, this is great,

however many are now using electric or gas grills, as it’s faster due to the heat being more consistent. For those who don’t like it too spicy, or if you just want certain sticks left natural, that can be done as well. Mhaa Laa is the perfect snack or Gap Glaem, meaning drinking food. The sticks are normally around 10 THB each, so for small or larger groups this is a great and economical way to cater for everyone.

You will find Mhaa Laa sellers mostly at night in markets or Street Food areas, out the front of closed shops or just randomly in front of their homes. Stop and watch the vendor to see how they are treating their sticks. Are they kept covered and cool, are the locals stopping and ordering? These are all signs that that vendor is doing a good job of their Maa Laa.

How to Get Around Hua Hin

There are many choices of transportation for getting around Hua Hin, and we cover them all in this map. If you stay near the centre it’s possible to walk to most places. If you stay a bit further from the town centre, you may want to choose from the various public transportation options available including songthaews, tuk tuks, motorcycle taxis, tricycles, bicycles or minivans. Motorcycle Taxi

Please be aware that an approved driver’s license is required to avoid a financial penalty or perhaps to invalidate an insurance policy. It is also illegal for both the driver and passenger not to wear a helmet apart from safety issues. Many a visitor has been injured or worse after a motorcycle accident; be very wary and never drink and ride!

Bicycle Rental

These are more reasonably priced, starting at 20 Baht per person. From the train station to the night market costs 30 Baht, as does a trip from the night market to the beach. You’ll see motorcycle taxis on many street corners, with the drivers wearing mainly orange or orange jackets with numbers at the back and front. Negotiate the price beforehand.

Motorcycle Rental

A tuk tuk is rather an expensive means of transportation in Hua Hin. For a very short journey of 1 km we were charged 100 Baht, which the driver claimed is the minimum fare; but it’s a fun ride at a reasonable price if you travel in groups of 4 – 6 people and share the fare. You will find tuk tuks parked all around the city. Most people used them when they needed to transport goods or luggage.

Tricycle

This is a 3-wheeled rickshaw. These tricycles travel much slower as the driver has to ‘pedal’ you around town, which is good if you want to travel in a slower pace and see the town’s surroundings more up-close and personal. Again, negotiate the price beforehand. HUA HIN TODAY, October 2019

One of the cheapest means of traveling around town is the bicycle. Many Europeans prefer renting a bicycle because it gives you more freedom when pedaling around Hua Hin and at the same time doing exercise. A day’s rental wouldn’t cost you more than 100 Baht ($3).

Songthaew

If you want more flexibility or want to travel to lots of places, you can rent a motorcycle for around 150-200 Baht per day. You’ll see rental shops around the city, or just ask your hotel staff. Renting a motorcycle, gives you more freedom and you can travel longer distances. A trip from Hua Hin to Cha Am (around 25 km away), will only cost you around 60 Baht worth of petrol.

The Cha-Am ATV Park

is situated on Bor Khaem Road of Km.#198 Phetchakasem Road, Tambon Cha-Am, (about 8 KM. from Cha-Am beach / 22 KM. from Hua-Hin market) covering a total area of 43 rai. Our park has received the Award of Outstanding Performance in the category of Recreation Tourist Sites at the Thailand Tourism Awards 2008 and 2010. It is a soft-adventurous attraction with various activities available; including, ATV riding at different levels of difficulties, paintball game, gun shooting, archery. Phra Ratchaniwet Mrigadayavan

With a breezy seaside location 12km north of Hua Hin, this summer palace – Phra Ratchaniwet Mrigadayavan – was built in 1924 during the reign of Rama VI. Set in a beautiful garden with statuesque trees and stunning sea views, it’s a series of 18 interlinked teak buildings with tall, shuttered windows and patterned fretwork built upon stilts. The functional but elegant style of the palace was a result of Rama VI suffering from rheumatoid arthritis; the court’s Italian architect designed it to maximise air circulation and make the most of the seaside location. A slow-motion renovation means there will be no interior access for many years (access may not resume even after the renovation is finished, but this is still uncertain), which is unfortunate, but it’s lovely on the outside too and still worth a visit. There’s also a nature trail here. The palace is within the grounds of Camp Rama VI, a military base. It’s easiest to get here with private transport but you can also catch a Hua Hin–Cha-am bus and ask to be dropped off at the camp’s front gate. As this is a royal palace, legs and arms must be covered, otherwise you’ll have to pay 20B to wear a sarong.

Hua Hin’s popularity began to increase in the 1920’s as the railway line from Bangkok was constructed and King Rama VI built Klai Kangwon Palace as a summer retreat.

Wat Huay Mongkol Hua Hin Wat Huay Mongkol Hua Hin--this Buddhist temple is home to the world’s largest statue of Luang Phor Thuad, a legendary southern Thai monk revered for his enlightenment and ability to perform miracles. Many believe that the amulets created in his image guarantee safety in times of distress. The statue, set within a park-like setting that attracts many visitors each weekend, was commissioned by HM Queen Sirikit and is the first thing you see when approaching Hua Hin from Highway 4 (heading to Prachuab Kirikhand).

Hua Hin’s station is one of the oldest in Thailand and its main feature is The Royal Waiting Room that used to welcome King and his court when they were visiting the town. Originally, it was situated at Sanamchan Palace in Nakom Pathom and was known as Plub Pla Sanamchan. Eventually, the room was tranported to Hua Hin. It is designed in the same style as Maruekkhathayawan Palace and is an attraction not to be missed if you are staying in Hua Hin. The train station is located at the top (west end) of Damnoern Kasem Road.

Rajabhakti Park, located in Hua Hin, Prachuap Khiri Khan province, is a historically themed park honouring past Thai seven kings from the Sukhothai period to the current royal house of Chakri. The seven kings made great contributions to the country in each period of Thai history.

They are King Ram Khamhaeng (reigned 1279-1298) of the Sukhothai period, King Naresuan (1590-1605) and King Narai (1656-1688) of the Ayutthaya period, King Taksin (17671782) of the Thonburi period, and King Rama I (1782-1809), King Mongkut (1851-1868), and King Chulalongkorn (1868-1910) of the Rattanakosin period.
