1.0 PURPOSES 1.1 To provide guidelines in evaluating journal for compliance to standards in journal evaluation that will earn recognition by the Ministries of Education of countries where IAMURE has clients,and by professional scientific research organizations; and 1.2 To assist journal publications in the development of quality assurance system towards the attainment of higher levels of journal evaluation
2.0 SCOPE 2.1 This procedure is applicable to all submitted entries for journal evaluation to IAMURE which passed the initial assessment in the application status. The journal evaluation only covers disciplinespecific or multidisciplinary international journals. A publication is considered international if it meets the following criteria: a. the editorial board is composed of an international team; b. the articles undergo an international peer-review process; and c. the articles and target circulation of the journal are also international. Otherwise, the publication is considered as local or national. This includes publications in another country that do not meet the international criteria.
3.0 DESCRIPTION OF JOURNAL EVALUATION LEVELS Level 0. Applicant Status. All journals go through the Applicant Status. The Executive Office prescribes the documentary requirements and provides orientation into the process included in journal accreditation. 2
The experts are chosen in close fit to the expertise requirements of the contents of the journal as defined in the aim and scope of the journal. Level 1. Developing Journal. A developing journal is characterized as having a journal policy that expressly uses a double blind review, and a statement of publication ethics and malpractice. It has licensed software for its technology-based quality assurance. The contents of the journal contribute to new knowledge of the discipline with acceptable readability levels that are consistent among the articles. The journal published promptly and regularly as stated. Contents are available online. The operations are sustainable as evidenced by a development plan to ensure passing the next level. It has a print and online ISSN found in the Head Office Paris, France. The journal is archived by the aggregator companies in the home country and abroad. The journal demonstrates transparency in its operations and ethical responsibility to the extent that what is stated in its declaration of quality assurance is actually practiced. Level 2. Developed Journal. The journal policy ensures that the journal meets international quality expectations of double blind review by International reviewers. The editorial board and writers have continental geographic distribution to guarantee impact and world readership. The journal has technology-based quality assurance. The contents have international perspective and there is evidence of utilization by the writers and by independent parties. The journal standing is strong with editors and authors having H-Index. Impact is established by the number of page reviews and downloads per article. There is evidence of online availability as shown by an independent URL, a good quality of journal homepage and robust global readership. The journal has a development plan to ensure its transition to the next accreditation level. The journal identity is well established by print and online ISSN verifiable in the headquarters in Paris, France. There is a Digital Object Identifier through membership of CrossRef/Publishers International Linking Association, Inc. USA. The journal publication is produced using a Quality Management System Certified ISO to 9001:2008. The journal is indexed by reputable research databases. The publisher is a member of professional, national, and international academic publishing association. 3
Level 3. Advanced Journal. The articles in the journal havebeen cited by other scholars. The journal earned journal impact factor. It has achieved awards and recognitions both for the editorial board and its articles. It has maintained its ISO certification, CrossRef/Publishers International Linking Association, Inc. USA membership for Digital Object Identifier, and has expanded its membership in indexing companies and publishing associations. Its status is recognized by the Ministry of Education of the home country and/or preferred scientific associations.
4.0 FRAMEWORK OF EVALUATION OF INTERNATIONAL JOURNALS 4.1 Journal Name, Aims, Scope and Publisher An international journal carries a name that already expresses its contents. The aims and scope define the contents of the journal either as discipline specific or multidisciplinary. The journal has print and electronic ISSN verifiable from the head office in Paris, France. It has Digital Object Identifier for its contents. The journal declares the name of its publisher with a verifiable website. The publisher is a member of professional, national, and international academic publishing association. 4.2 Access and Visibility 4.2.1Â Independent Website An international journal has its own independent website containing information on the editorial board, editorial policy, guide for authors, current and previous issues (archive), updates on journal related events, subscription information, call for paper submissions, contact information, and interactive forum for readers and journal management. The website has a functional journal publication system.

4.2.2. Journal Archiving/Indexing An international journal is indexed by research libraries and databases in the home country and/or overseas. These companies carry the journal’s contents to world users. 4.2.3. Web Analytics An international journal keeps track of its global influence in terms of cluster map of visitors that show country distribution of site users; an open or restricted journal system that generates data on registered site members, page views, full text downloads; indexing by Google Scholar and other companies that track citation counts of every article and H-index of authors. There are web analytical trends of data across months and years. 4.3 Journal Metrics An international journal accessed to has web-based metrics that show information to readers upon demand such as article citation, journal impact factor, H-Index, among others. These metrics are supplied by Google, Scopus, Thomson Reuters, and other independent databases. 4.4 Journal Policy and Management Editorial Policy. There is a clear statement of governing policies on the journal aims and scope, intended readers, selection of editorial board, peer reviewers, peer review system, author guide, copyright transfer, reproduction of published materials, digital preservation, indexing, technologies of quality assurance, ethics and malpractice: (honorary authorship, ghost authorship, retraction and correction, digital image manipulation, plagiarism). The Editorial Board. An international journal has a mix of experts from the home country and the international community. They have online publications which have earned citations by scholars of their disciplines. The Editorial Personnel. They are technical experts who provide the ground work of the quality assurance process and 5
the prepublication and post publication activities, such as but not limited to finance manager, managing editor, copy editor, webmaster, office manager, plagiarism specialist, peer review specialist, circulation manager, marketing and sales manager, public relations, layout artist. Publisher. This refers to the copyright owner of the journal or an independent body that qualifies assurance in the production, distribution, reproduction, and membership in publishing associations.
5.0 Quality Assurance An international journal requires licensed technologies to complement the expertise of the editorial board, peer reviewers, and the editorial staff in the implementation of quality assurance such as but not limited to the plagiarism detection, reference checker, formula checker, spelling and grammar checker, academic readability, citations gadget, and publish or perish software that implement quality assurance in the production, distribution, reproduction, and membership in publishing associations and other professional bodies.
6.0 Cross Referencing Digital Object Identifier An international journal is a member of CrossRef/Publishers International Linking Association, Inc. USA that provides a Digital Object Identifier (DOI) to facilitate cross referencing, linking, and citation tracking.

7.0 Recognition by the Ministries of Education and/or Professional Organizations A relevant journal naturally merits the conferment of awards and distinction for its contribution to knowledge creation and dissemination. An international journal is recognized by the Ministry of Education of the home country and by professional organizations.An international journal merits reviews and recognition by professional bodies, which indicates the recognized contribution of the journal.
8.0 Selection of Journal Evaluators
Inclusion Criteria. A journal evaluator: 1) demonstrates continental representation; 2) represents the academic publishing and research community in any of these capacities: published researcher, publisher, scientific librarian, editorial board, peer reviewer, journal evaluator; 3) shows willingness to render voluntary service to the scientific community; and 4) demonstrates computer literacy and interest to engage in web communication. Qualifications for Journal Evaluator. He/She must: 1) have knowledge of online academic publishing and its standards; 2) have background in journal publication management; 3) be expert in the discipline of the journal; 4) have publication track record; and 5) have knowledge of quality management system or quality assurance.

The IAMURE president issues the Certificate of Journal Evaluation Passed indicating the journal level reached. The certificate contains the logo of IAMURE and IAAJ embossed on gold notarial paper and AJA Registrars, Inc.
The announcement is posted in the website of iamure.com and iaaj. info. The president sends a letter of announcement to IAMURE members across the world. The Editorial Office transmits the results of journal evaluation to the Ministry of Education of the home country for information and recognition.
