BACKGROUND:

At a moment of European economic stasis - a consequence of the global financial and economic crisis there is a compelling need to explore best practice in banking, finance and the international economic governance in the quest to restore confidence in financial markets and boost global economic growth.

The 2nd International Forum on Responsible Banking and Finance is a follow up event of a hugely successful first forum organized by IBDE and hosted by KPMG on 19 March 2013. These forums provide a great opportunity to promote the need for more ethical and transparent business practice worldwide, where conduct amongst professionals and banking markets is more responsible in order to avoid the bad banking practices and financial scandals that have so damaged the image and credibility of financial institutions in recent years.

Project aims: The Forums in this series aim to create an opportunity to discuss these challenges through constructive dialogue amongst relevant stakeholders, such as policy-makers, industry practitioners, diplomats, academics as well as economic and finance experts from participating sectors and institutions. The meetings aim to encourage greater focus on best practice in banking and finance and seek constructive input through addressing the current developments in the banking and financial services sector with particular focus on issues such as: • • • • •

financial regulation - exploring the key issues and practices in banking regulation and supervision; corporate governance in banking; ethics and banking - ensuring that professionals and banking markets conduct is more responsible; long term risks of financial institutions and markets; sound investment practice.

In addition, the Forums will facilitate information exchange and contacts between prospective UK and international stakeholders.

Andrew Bester, Chief Executive, Commercial Banking, Lloyds Banking Group Andrew Bester was appointed as a Group Director on 1 July 2012. Prior to joining Lloyds Banking Group, Andrew worked at Standard Chartered Bank in a variety of senior roles including Global COO of Consumer Banking, Chief Financial Officer of Consumer Banking and Co-Head of Wholesale Banking for Greater China and before that the same role for the Africa region. Before joining Standard Chartered, Andrew was the Group Finance Director for Xchanging, a leading European outsourcing firm. Prior to this, he worked at Deutsche Bank in Europe.

Andrew qualified as a Chartered Accountant with Deloitte & Touche. He is a member of the South African Institute of Chartered Accountants, the Chartered Institute of Management Accountants and is a Chartered Global Management Accountant. Andrew is also a member of the Association of Corporate Treasurers. Andrew is the Chairman of Lloyds Development Capital (LDC) and sits on the Boards of both the Global Financial Markets Association (GFMA) and the Association of Financial Markets in Europe (AFME). Andrew reports to António Horta-Osório and is a member of the Group Executive Committee Sharon Bowles MEP, Chair, Economic and Monetary Affairs Committee, European Parliament Sharon Bowles has been an MEP since May 2005 and became Chair of the Economic and Monetary Affairs Committee (ECON) at the start of parliamentary term in July 2009.

Sharon was re-elected Chair of ECON in January 2012 and will serve in this role until the end of the current parliament in June 2014. She has received many plaudits as Chair, and is regularly named as one of the most influential figures in European finance. She was number 48 on The Times newspaper's 100 people to watch in 2012 list. During the last Parliament she was the shadow rapporteur, inter alia, for the directives on Payment Services, Solvency II, Capital Requirements, Deposit Guarantees and Level 3 Committee funding, for reports on Hedge Funds and Private Equity and Transparency of Institutional Investors, as well as being rapporteur on tax fraud and for the setting up of the Statistical Governance Advisory Board. As a substitute on the legal Affairs Committee she covered Company Law and Intellectual Property and from time to time has intervened on the Industry and International Trade committees.

Anthony Browne, Chief Executive, British Bankers Association Anthony was previously responsible for Morgan Stanley’s external engagement on political and regulatory issues for EMEA. Prior to joining Morgan Stanley, Anthony was policy director for economic development for Boris Johnson, the Mayor of London. He set up the London apprenticeships programme, recruiting 40,000 apprentices in one year, and helped set up TheCityUK, on whose board he sat. Previously, Anthony ran Policy Exchange, the UK’s largest free market think tank, after spending the first two decades of his career as a journalist, with roles including economics correspondent of the Observer, Brussels correspondent and chief political correspondent of the Times and economics correspondent at the BBC.

David Craig, President, Financial & Risk, Thomson Reuters David Craig is president of the Financial & Risk business of Thomson Reuters, which accounts for US$ 7 billion in revenue and is a leading provider of financial information, news, technology and regulatory solutions to the global financial community with operations in over 100 countries. Prior to this appointment in 2011, David founded and headed up the Governance, Risk and Compliance business to help professionals deal with the growing raft of regulation, risk and compliance requirements. He also served as Chief Strategy Officer at Reuters Plc. In his 20 year career in the financial services industry, David has held senior level roles including partner at McKinsey & Co and principle at American Management Systems. David is a trustee and board director of the Thomson Reuters Foundation and is a board member of the Atlantic Council based in Washington DC, reflecting his work in financial services regulation globally.

Chris Cummings, Chief Executive, TheCityUK Chris has been TheCityUK’s Chief Executive since September 2010. Prior to this, he was the Director General of the Association of Independent Financial Advisers which represents over 80% of the advisory profession with members across the investment, savings, mortgage, loans and protection markets. Chris was the founder Director of the Association of Mortgage Intermediaries and launched the Association of Finance Brokers. Prior to joining AIFA, Chris spent the majority of his career in management consulting working at PwC and Mercer Management Consulting. He advises Treasury on financial services and is a regular columnist, commentator and speaker on financial and regulatory issues, is a Visiting Professor at the University of Glamorgan and has written two books on financial regulation.

Iain Cummings, Partner, KPMG Iain is a partner in KPMG’s risk consulting practice in the UK where he focuses on governance, risk and control frameworks and large scale change programmes. In this role, he is currently responsible for our recovery and resolution planning services. His work includes advisory engagements primarily in the banking sector and regulatory reporting to UK and overseas regulators. Prior to this Iain was head of KPMG’s banking audit practice in the UK and lead audit partner on some of our largest corporate and investment banking clients. He is Chairman of the Risk and Regulatory Committee of the ICAEW’s Financial Services Faculty.

Ludovic De Montille, UK Chairman, BNP Paribas Group Ludovic de Montille, joined Paribas in 1997 as a Debt Capital Markets Officer based in London. Subsequently he moved to Paris and in 2000 he was appointed Senior Investment Banker for some of BNP Paribas’ major corporate clients. In September 2007, he was appointed Director of BNP Paribas UK Holdings Limited and Territory Manager of BNP Paribas Group in the UK. In June 2011, he was appointed Chairman of BNP Paribas Group in the UK. Before joining Paribas, Ludovic de Montille served as an “Inspecteur des Finances” in the French Treasury, both in Paris and New York, from 1982 to 1995. He is a member of the Board of the British Bankers’ Association (2011), member of the Supervisory Council to TheCityUK (2010), member of the International Regulatory Strategy Group of the City of London (2008) and a member of the Corporate Board of the Royal Academy of Arts (2009).

Simon Gleeson, Partner, Clifford Chance Simon Gleeson joined Clifford Chance in 2007 as a partner in the firm's Financial Regulation group, where he specialises in financial markets law and regulation. He has advised Governments, regulators and public bodies as well as banks, investment firms, fund managers and other financial institutions on a wide range of regulatory issues. He advised the World Economic Forum on their report on their 2009 Report on The New Global Financial Architecture, and has worked with regulators and governments around the world on the establishment of regulatory regimes. He has been a member of the Financial Markets Law Committee, chairs the Institute of International Finance's Committee on Cross-Border Bank Resolution, has written numerous books and articles on financial regulation, and is the author of "International Regulation of Banking", recently published by Oxford University Press.

Steven Haberman, Professor of Actuarial Science, Dean of Cass Business School, City University London.

Steven graduated in mathematics from the University of Cambridge, qualified as an FIA in 1975, and obtained his PhD and DSc in actuarial science from City University London.

He worked at Prudential and for the Government Actuary’s Department, and was a member of the Council of the Institute of Actuaries. He was a member of the Financial Reporting Council’s Board for Actuarial Standards for 6 years and is currently a member of Legal and General’s Longevity Science Advisory Panel. He is co-author of five books and has published over 170 research papers on a wide range of topics, including mortality and morbidity models, longevity, annuities, insurance pricing and pensions. He has been a consultant to Deutsche Bank, Swiss Reinsurance, Financial Services Authority, Lucida and the National Audit Office among others.

Peter Hahn, Lecturer, Corporate Finance and Governance, Cass Business School Dr Peter 'Pete' Hahn is a member of the Faculty of Finance at the City University's Cass Business School in London.

In 2004, after a 20+ year career in banking on Wall Street and in The City of London lastly as a member of Citigroup's Global Corporate & Investment Bank's London Operating Committee (he was also a Managing Director and Citigroup's Senior Corporate Finance Officer for the United Kingdom), Pete Hahn undertook a second career as business school academic. He was awarded a fellowship from the Foundation for Management Education (FME) and the UK’s Economic & Social Research Council in 2007, received his PhD (Finance) from Cass in 2008 and joined the Cass faculty as a full member in 2009.Pete has been questioned by Parliament’s Treasury Select Committee (TSC), Commission on Banking Standards (PCOBS) and An ‘All-Party’ session of both houses on various banking issues. Pete began his banking career in a Parisian retail branch of the Société Générale (1980) while a student and upon graduation joined New York commercial bank Manufacturers Hanover Trust (1981) (now JP Morgan) undertaking credit and other fundamental bank training. He joined Wall Street firm Kidder, Peabody & Co (1988) (now UBS) working in capital markets and corporate finance advisory (and qualified, by exam, to advise and sell retail securities). Pete moved to London joining Citicorp/Citibank in 1994 where he worked with many of the world’s largest companies.

Sir Thomas Harris, Vice Chairman, Asia, Standard Chartered Bank Sir Thomas Harris has been a Vice Chairman in Standard Chartered Bank since 2004.

Standard Chartered has a history of over 150 years in banking and operates in many of the world’s fastest-growing markets with an extensive global network in over 75 countries. He is Chairman of the European Services Forum in Brussels and a nonexecutive director of Standard Chartered Bank (Korea), the UK India Business Council and the Trade Policy Panel of the British Bankers Association. He also serves as a Director of TheCityUK and is a member of the International Advisory Board of British American Business. He previously served in the British Diplomatic Service where he was the UK’s Director General for Trade and Investment in the USA and British Consul General in New York from 1999 to 2004. He has also served overseas in Tokyo, Washington DC, Lagos, Nigeria and Korea where he was British Ambassador from 1993 to 1997. In London he held various appointments in the Foreign and Commonwealth Office, the Cabinet Office and the Department of Trade and Industry where between 1997 and 1999 he was Director General for Export Promotion, responsible for the UK overseas trade promotion programmes.

H.E. Asta Skaisgiryte Liauskien, Ambassador of Lithuania to the UK Asta Skaisgiryte Liauskiene has been in her current position since November 2012. Prior to her posting to London, Mrs Skaisgiryte Liauskiene was the Vice-minister of Foreign Affairs of the Republic of Lithuania responsible for the European Affairs. Mrs Skaisgiryte Liauskiene has served previously as the Ambassador to the French Republic and the State of Israel, as well as the non-resident Ambassador to the Tunisian Republic and the Republic of South Africa.

Andy Love MP, Member of the Parliamentary Commission on Banking Standards Andy was first elected to Parliament in 1997 and represents Edmonton in North London.

With a strong interest in banking and finance, Andy joined the House of Commons Public Accounts Select Committee before becoming a member of the Treasury Select Committee in 2005. In this latter role, he has helped hold three different Chancellors, the Governor of the Bank of England and prominent figures from the banking and financial sectors to account on how their policies and actions affect the wider UK and global economy.

During the 1997-2010 Labour Governments, Andy was Parliamentary Private Secretary to ministers in the Departments of Health, Trade and Industry and Communities and Local Government. He is an active member of a number of All Party Parliamentary Groups that reflect the concerns and backgrounds of many of his constituents and is a member of the Parliamentary Commission on Banking Standards.

Brooke Masters, Chief Regulation Correspondent, Financial Times Brooke Masters is the chief regulation correspondent for the Financial Times. She covers the various UK financial regulators, the Basel Committee on Banking Supervision and the Financial Stability Board. She also works with reporters around the world to cover global financial regulation and white-collar crime cases.

John McFarlane OBE, Chairman, Aviva plc Mr. McFarlane is Chairman of Aviva plc, having joined the board in September 2011, and became executive chairman in July 2012 and non-executive chairman following the appointment of Mark Wilson as group chief executive officer on 1 January 2013. Mr. McFarlane is also a non-executive director of Westfield Holdings, Old Oak Holdings, is a member of the President’s Committee of the Confederation of British Industry, the City UK Advisory Council, and the Cranfield School of Management Advisory Board. Mr. McFarlane has had a 37 year career in financial services and was chief executive officer of Australia and New Zealand Banking Group Limited for 10 years between 1997 and 2007. Before joining ANZ, he was a group executive director at Standard Chartered plc and prior to this he was head of Citicorp Investment Bank Ltd and later head of Citicorp and Citibank in the UK and Ireland. Mr. McFarlane was formerly a non-executive director of The Royal Bank of Scotland Group plc, the London Stock Exchange, Capital Radio plc, The Securities Association, the Auditing Practices Board and the Business Council of Australia.

He was president of the International Monetary Conference and was chairman of the Australian Bankers Association. He was also a member of the Bank of England Financial Law Review Panel, and in 1992, he chaired The McFarlane Report - the review of “The Future Development of Auditing in the United Kingdom and Ireland.” Mr McFarlane has been awarded the OBE, the Australian Centenary Medal, the inaugural Cranfield Distinguished Alumnus award and an honorary doctorate from Cranfield University.

Mark Yallop, UK CEO, UBS Group As UK Group Country CEO of UBS, Mark Yallop is responsible for overseeing all UBS businesses and operations in the UK. Mark previously served as Group Chief Operating Officer of ICAP plc from 2005-2011, where he was responsible for developing the firm’s strategy, building their electronic and post trade businesses and managing the Group’s infrastructure. During this time the firm doubled in size and profitability and entered the FTSE 100. Before that, Mark spent 20 years at Deutsche Bank in a variety of roles, and served for three years on the board of the International Swaps and Derivatives Association (ISDA), the international industry body representing the global OTC derivatives market, as well as on numerous other industry bodies and working groups. Mark is Chairman of the £55m endowment campaign for University College, Oxford and is a member of the Development Board for the Francis Crick Institute. He is a graduate of Oxford University, where he read Chemistry.

Rudi Guraziu, Chief Executive, IBDE Rudi Guraziu is founder and Chief Executive of IBDE (International Business and Diplomatic Exchange). Rudi for a decade was one of the principals in the running of a large pharmaceutical business, until 2000. For many years, following that, he has been actively engaged with business leaders and diplomats as a consultant on Foreign Affairs.

His expertise covers international affairs with a particular focus on EU affairs, political risk, public policy, business and commercial diplomacy. His research interests are in exploring the impact of international events and turning crises into opportunities. Before establishing IBDE, he initiated the establishment of the Centre for Business and Parliamentary Dialogue. For much of that time he has worked with different parliaments particularly in the relationship between legislative bodies and economic operators. He holds an MA in International Relations (distinction).
