The Rt Hon Michael Fallon MP, Minister of State for Business and Energy Michael Fallon was appointed Minister for Business and Enterprise in September 2012, in the Department for Business, Innovation and Skills. In March 2013 he was appointed as a joint Minister at the Department of Energy and Climate Change in addition to his role in Department for Business. Michael has been MP for Sevenoaks, Kent, since 1997. Previously, he was MP for Darlington from 1983 to 1992. He was a minister in the Department for Education and Science in 1990. More recently he has held positions on the Treasury Select Committee and as deputy chairman of the Conservative Party. Born in Scotland and married with two children, Michael was educated at Epsom College and St Andrews University. Michael is a former director of Quality Care Homes plc (nursing homes), Just Learning LTD (nurseries), Attendo AB (Scandinavian social and health care) and Tullett Prebon plc (inter-dealing broking).

John Baldwin, Vice President, Southern Corridor, BP John Baldwin is Vice President, Southern Corridor at BP. He has worked for BP for over 30 years in various positions, most recently as group political adviser to the BP group of companies, based in London. Before that he was political adviser for Russia. His career also included roles as a commercial manager for upstream projects in London and the Far East. John has a first class honours degree in Civil Engineering and spent his early career working on major civil engineering projects in the UK. John is a Board Member of the Russian British Chamber of Commerce and a non-executive Board Member of ShawCor, a Canadian energy service company.

Livio Bettoschi, CEO for UK and New Markets, Business Integration Partners (Bip.) Livio Bettoschi is a Senior Partner at Bip (Business Integration Partners). With more than 15 years of experience he has developed extensive experience in managing large international transformation programmes, working both at Business and Technology level, within the Telco & Media, Energy & Utilities, Manufacturing and Healthcare industries. Given his extensive international experience and network, from 2011 Livio is the Head of Bip UK office and responsible for new markets.

His Excellency Konstantinos Bikas, Ambassador of Greece to the UK Mr Konstantinos Bikas, joined the Greek Diplomatic Service in 1983. From 1984-1988 he was on the Diplomatic Cabinet of the Deputy Minister of Foreign Affairs and from 1985 of the Minister of Foreign Affairs, MFA. During his longstanding diplomatic career Mr Mikas, has served in various posts from 1988 to 2005 in Canada, Algeria, Iraq and USA. From 2005 -2009 he was Director of the Private Office of H.E. the President of the Hellenic Republic Mr Karolos Papoulias, Minister Plenipotentiary Second Class and from 2009201, Head (Director General) of the National Intelligence Service (EYP), Minister Plenipotentiary First Class. Since 2012 Mr Bikas is the Ambassador of Greece to the Court of Saint James’s.

His Excellency Dr Emil Brix, Ambassador of Austria to the UK Dr Emil Brix, joined the Austrian diplomatic service in 1982. Since then he has been a Managing Director of the Austrian Management Club (1984-1987); Cultural Attaché at the Austrian Embassy Warsaw (1989-1990); Austrian Consul General in Cracow (1990-1995). From 1995 to 1998 Dr Brix has been Director of Austrian Cultural Forum in London. In October 1999 he went back to the Ministry of Foreign Affairs in Vienna as director for cultural programmes. From 2002 to 2010, he was Director-General for Foreign Cultural Policies, Ministry of Foreign Affairs Vienna. Dr Brix is the Austrian Ambassador to the United Kingdom of Great Britain and Northern Ireland, since April 2010.

Brendan Devlin, Advisor, DG Energy, European Commission Brendan Devlin is an Advisor in the Internal Market Directorate of Directorate General for Energy of the European Commission. He is currently reviewing the framework for the development of electricity markets in North West Europe, with a particular attention to the integration of wind-power into a North Sea energy grid. Previously he developed the concept of the Southern Corridor, with the intention of bringing gas resources form the Caspian and Middle East Regions to the European Union. He has worked extensively in the region and in the Eastern Mediterranean. His work has also encompassed the development of sanctions policies. In addition, he has worked on the conceptual framework for the diversification strategy of the European Union, producing the three pronged strategy of diversification of routes, sources and counterparties. He received his Law Degree at King’s College London. Petra Dolata, Research Director, EUCERS, King's College London Dr Petra Dolata is an area specialist (North America) with a background in both International History and International Relations. She teaches courses on US Foreign Policy, International Politics of Energy, World Politics and International Relations. Petra joined King’s in October 2007 as Lecturer in War Studies in the Department of War Studies and was appointed Lecturer in International Politics in the Department of Political Economy in August 2010. Before joining King’s she was assistant professor of North American History at the Freie Universität Berlin. She was a Visiting Scholar at the Munk Centre for International Studies, University of Toronto (Government of Canada Award, 2004), at the Centre for European Studies, Carleton University (2008) and the Norwegian Institute for Defence Studies, Oslo (2013). Petra is the Research Director of the European Centre for Energy and Resource Security at the Department of War Studies EUCERS and a council member of both the German Association of Canadian Studies and the British Association of Canadian Studies. She is one of the faculty advisers of Women in War and International Politics.

Dorian Ducka, Deputy Minister of Energy and Industry, Government of Albania Dorian Ducka is the Deputy Minister of Energy and Industry of the Government of Albania from October 2013. He previously served as Director of the European Integration and International Projects at the Ministry of the Economy, Trade, and Energy of Albania, a position he has held for the past three year from 2009-2013. Prior to joining the government, Mr. Ducka was the viceinternational secretary at the International Department of the Socialist Movement for Integration for Albania, the third largest party in the country. Mr. Ducka holds a Bachelor’s degree in international relations from the Eastern Mediterranean University in Famagusta, Cyprus. He pursued postgraduate studies as a Chevening Scholar for Public Policy at Kings College London. He received additional advanced training from Temasek Polytechnic in Singapore, and the Vienna Diplomatic Academy in Energy Diplomacy. Mr.Ducka has been a board member to a few national public companies in Albania including the country’s largest telecommunication company Albtelecom-Eagle.

His Excellency Fakhraddin Gurbanov, Ambassador of Azerbaijan to the UK Mr Gurbanov studied foreign languages, international relations and governance at universities in Azerbaijan and the US. Mr Gurbanov served two terms (1993 – 2001) as a First Secretary and Consul in Washington DC. From there he returned to the Ministry of Foreign Affairs of Azerbaijan, where he was appointed the Ambassador-at-Large for Western Europe and North America. From 2003 to 2004 he was Chargé d’Affaires to Canada after which he was appointed the Ambassador to Canada where he served before taking up his current posting as Ambassador to the Court of St James since 2007.

Michael Hoffmann, External Affairs Director, Trans Adriatic Pipeline (TAP) AG Michael Hoffmann was appointed External Affairs Director of the Trans Adriatic Pipeline (TAP) AG in 2009. Michael started his career in 1989 as a researcher at the Development Planning Unit, international consultancy centre, in London. In 2002 Michael joined BP Turkey as Social Impact Assessment Coordinator for the Baku-Tbilisi-Ceyhan (BTC) crude oil pipeline project. In this role he was responsible for the development and implementation of the community investment program. In 2002-2004, as a Manager of Regional Development Initiative program at BP Azerbaijan, Georgia and Turkey, Michael implemented the social investment program for the whole region. In 2007 Michael transferred to BP Vietnam to work as Communications and External Relations Director. In his current role, Michael leads the External Affairs and Communications department of the TAP AG project, based in Baar, Switzerland. Michael holds a postgraduate degree in development planning from University College, London, UK.

Androulla Kaminara, Academic Visitor, St Antony's College, University of Oxford Ms Kaminara is currently the European Union Academic Visitor to the European Studies Centre of St.Antony's College, Oxford University. From 2008 to 2012, she was the Head of the European Commission Representation in Cyprus. From 2006 to 2008, she was the Director for Quality of Operations of the European Commission's Directorate General – EuropeAid. She has also been Head of Unit for the coordination of development co-operation projects and programs of the EC in 44 West & Central African and Caribbean countries and member of cabinet of two Commissioners. She started working for the European Commission in 1991. Before joining the Commission she has been a senior consultant and special adviser to two cabinet Ministers in Greece. She holds a BSc in Geology and Physics (Uni. London), Masters in Management Science (Imperial College, London) as well as Maîtrise in International Politics (ULB - Brussels).

Edward Lucas, Senior Editor, The Economist Edward Lucas is a senior editor at The Economist, the world’s foremost newsweekly. His expertise includes energy, cyber-security, espionage, Russian foreign and security policy and the politics and economics of Eastern Europe. In 2008 he wrote The New Cold War, a prescient account of Vladimir Putin’s Russia. In 2011 he wrote Deception, an investigative account of east-west espionage. A forthcoming book is on cyber-security. He has also contributed to books on religion and media ethics. An experienced broadcaster, public speaker, moderator and panelist, Edward Lucas has given public lectures at Harvard, Oxford, Cambridge and other leading universities. He is a regular contributor to the BBC’s Today and Newsnight programmes, and to NPR, CNN and Sky News. He is regularly cited by Foreign Policy magazine as one of the top 100 Twitterati. For many years a foreign correspondent, he was based in Berlin, Prague, Vienna, Moscow and the Baltic states. He is currently in London, as the energy editor at The Economist, where he also writes obituaries. His weekly column for European Voice (Brussels) has appeared since

2005; he also writes for the Times, Daily Telegraph, Daily Mail, Foreign Policy and Standpoint. As well as working for the Independent, the BBC and the Sunday Times, he also co-founded an English-language weekly in Tallinn, Estonia: the Baltic Independent. His undergraduate degree is from the London School of Economics and he speaks five languages — German, Russian, Polish, Czech and Lithuanian.

Graham Meeks, Director of Policy, Green Investment Bank Graham is Director of Policy for the Green Investment Bank, responsible for ensuring the Bank’s transactions are consistent with relevant policies and incentives in the markets where it operates. Graham has been working in clean energy policy for over 15 years, previously as Director of the Combined Heat and Power Association, Head of Fuels & Heat at the Renewable Energy Association, Policy Director at investment bank Climate Change Capital and in consultancy. He spent his early career as an engineer in the army.

Jacqueline Minor, Head of European Commission Representation in the UK A lawyer by training, Jacqueline Minor began her career in the European Institutions at the Court of Justice in 1984. She moved to the European Commission three years later to work on the recognition of diplomas and later enjoyed a second spell at the Court working as referendaire to the British judges Gordon Slynn and David Edward. Returning to the Commission in 1992, she spent 16 years in the Directorate-General responsible for the Internal Market, heading, successively, the units responsible for the regulated professions, policy co-ordination and resources. Promoted to the position of director in 2003, she was responsible for the knowledge economy (including intellectual and industrial property regulation) and for horizontal policy development, participating for example on the Commission's Single Market Review in 2007. On 1st April 2008, Jacqueline Minor became the Director for Consumer Policy (at DG-SANCO). Jacqueline Minor took up her post as Head of the Commission’s Representation in the UK on 16th February 2013.

Dr Ibrahim Palaz, Senior Fellow, Caspian Strategy Institute Ibrahim “Abe” Palaz is a senior fellow at HASEN Caspian Strategy Institute. He is also owner of TOROS Energy Ltd, a consulting firm based in UAE. He was President and CEO of Turkish segment of BTC Pipeline between 2010 and 2012. Previously Dr Palaz worked as VP of Eastern Hemisphere for Houston based UP International and prior to that he worked for Halliburton for 12 years holding various senior positions. Prior to that he was with Amoco Production Company for 7 years involved all aspects of upstream petroleum business Middle East, N Africa and Eurasia. He also worked as a General Manager of a Boston based petroleum executive training company where he also lectured to major oil company senior executives. Dr Palaz has an MSc degree in Geophysics and PhD in engineering. He has published a number of articles including two books. He served on executive committees and active member of AAPG, SEG and SPE.

James Pay, Partner, Clifford Chance James Pay has been a partner in Clifford Chance's Energy and Resources practice for the past 10 years and specialises in project financing, joint ventures and commercial contracts in the power, mining and oil and gas sectors. After extensive involvement in the UK's first and second "dash for gas", James spent 5 years running Clifford Chance's projects practice in Sao Paulo and since his return to London in 2007 has focused his power sector work on renewable power projects in UK, Europe and Africa, with a particular interest in offshore wind in the UK.

Prof Dr Friedbert Pflüger, Director of EUCERS, King’s College London Professor Dr Friedbert Pflüger is Director of the European Centre of Energy and Resource Security (EUCERS) at the Department of War Studies, King's College London. He has previously served as a press secretary to former German President Richard von Weizsäcker. Member of the German Bundestag from 1990-2006, Chairman of the Bundestag Committee on the Affairs of the European Union (1998-2004) and Deputy Minister of Defence in the first Merkel Government (2005/06). Since September 2009 he is Professor for International Relations at the Department of War Studies, King’s College London. He is also non-resident senior fellow at the Atlantic Council's Energy and Environment Program. Pflüger has his own consultancy in Berlin/Erbil and is Senior Advisor for Roland Berger Strategy Consultants. He publishes frequently on current issues in energy and resource security.

Mehmet Sepil, President, Genel Energy Mehmet Sepil has a Civil Engineering degree and a MSc in Coastal and Harbor Engineering from Middle East Technical University. He has a consistent 30-year-record of delivering extraordinary results in growth, revenue, operational performance and profitability in projects with NATO, the US and the Turkish Government, as well as private companies, due to his strong work ethic and superior interpersonal skills. Since 2000, he has been a shareholder in the Cukurova Holding Group and chairman of INTA Spaceturk. In 2002, he founded Genel Energy which the first company to be awarded a PSC by the KRG. The company has built an extensive portfolio of exploration and production assets in various regions of Northern Iraq. Genel Energy has acquired participating interests in seven exploration and production blocks. Mehmet was the CEO of his company until the merger of Vallares plc and Genel Energy International in November 2011. Today, he is the President of Genel Energy plc; a London-listed Anglo Turkish E&P success story.

Dr Frank Umbach, Associate Director, EUCERS, King's College London Dr Frank Umbach is Associate Director at EUCERS, King's College London and has been a member of the new Ukraine 2020 Task Force - an initiative of the US-Ukraine Foundation in Washington and the Pylyp Orlyk Institute for Democracy in Kyiv to support Ukraine's European integration and on Collective Security in Southwest Asia to 2020, organised by the East-WestInstitute in Brussels, since 2010. From December 2009 until June 2010 he was a member of an expert group on the future of NATO-Russia relations, organised by the East-West-Institute in Brussels and in 2008, he was a member of two high-ranking trans-Atlantic expert groups on energy security. Dr Umbach was appointed as an official advisor of the (previous) Lithuanian government on international energy security in February 2007 and from 2003-2007 was co-chair of the European Committee of the Council for Security Cooperation in Asia-Pacific (CSCAP-Europe).

Rudi Guraziu, Chief Executive, IBDE Rudi is founder and Chief Executive of IBDE (International Business and Diplomatic Exchange). He is a member of the International Steering Group & Thematic Board of the International Festival for Business 2014. Rudi was one of the principals in the running of a large pharmaceutical business for a decade until 2000. For many years, following that, he has been actively engaged with business leaders and diplomats as an expert on international affairs. Before founding IBDE, he initiated the establishment of the Centre for Business and Parliamentary Dialogue. For much of that time he has worked with different parliaments particularly in the relationship between legislative bodies and economic operators. His expertise covers trade & investment promotion, international affairs with a particular focus on EU affairs, public policy, financial services, political risk, business and commercial diplomacy. His research interests are in exploring the impact of international events and turning crises into opportunities. He holds an MA in International Relations.

About Caspian Strategy Institute The Caspian Strategy Institute is an Istanbul-based think-tank with a focus on the Caspian Region. About EUCERS The European Centre for Energy and Resource Security (EUCERS) was established in the Department of War Studies at King’s College London in October 2010 and is focused on promoting an understanding of how our use of energy and resources affects International Relations. Economic competition over energy resources, raw materials and water intensifies and an increasing number of questions and problems have to be solved using holistic approaches and wider national and international political frameworks. EUCERS is determined to contribute to these questions and to point out possible solutions to a core problem of modern economies, societies and international relations by offering research and a platform for discussion. Our activities include our EUCERS Strategy Paper series on topics of energy and resource security, such as “The Future of Clean Coal” (together with Central Europe Energy Partners) and “Green Energy – Green Business” (together with Centre for European Studies in Brussels). Further publications include a study on “Strategic Perspectives of Unconventional Gas” (based on a roundtable organized together with the Foreign and Commonwealth Office) as well as the study of our first KAS Fellow on “The Arab Spring and its Impact on Supply and Production in Global Markets”. The annual Fellowship hosted by the Konrad Adenauer Stiftung (KAS) at EUCERS has been introduced in 2012 and gives a fellow the opportunity to conduct a one-year research project at EUCERS. EUCERS also distributes a monthly newsletter, featuring expert commentary pieces and analysis of current energy and resource security developments. The centre holds regular events at King’s College London, offering a platform for policy makers, experts, the general public and media to meet and exchange thoughts, views, and criticism. EUCERS has welcomed high profile speakers, including the EU Commissioner for Energy, Günther Oettinger, as well as former UK Minister for Energy, Charles Hendry MP and Kurdish Minister for Energy, Ashti Hawrami. Since 2011 EUCERS is co-organiser of the King’s College London Summer School programme in Global Energy Politics. Since 2012 EUCERS, in cooperation with the King's Executive Summer Institute, hosts the EUCERS Executive Energy Seminar, a one-week course for executives in the energy industry.

The European Commission Representation in the UK The European Commission has offices, called Representations, in all the Member States of the European Union. The UK Representation is in London; there are also Offices in Belfast, Cardiff and Edinburgh. Their chief duties are: Speaking for the Commission as its voice in the UK. This includes providing background briefings for the media as well as on-the-record comment on issues relevant to the Commission. Reporting back to the Commission in Brussels on political, economic and social developments in the UK. Providing information about the European Union across the UK through recognised outlets such as public libraries, business advice centres and education services.
