The Gem County Fair Board wishes to express their appreciation to the many businesses that have so generously shown their support for this year’s fair and rodeo. The rodeo will again be ICA sanctioned with several special local events each evening. We hope you enjoy the Fair and Rodeo and also support the exhibitors taking part in the 2013 Gem/Boise County Fair & Rodeo. Don’t miss the outstanding displays in the Expo building. Our special thanks to the Gem County SILD program for all the help on sprucing up the grounds for the fair and throughout the year.

ALL “OPEN CLASS” EXHIBITOR DIVISIONS AT THE FAIR ARE RESTRICTED TO RESIDENTS OR TAXPAYERS OF GEM COUNTY.

2014 GENERAL RULES AND REGULATIONS 1. The Gem County Fair Board will not be responsible in any way for any loss, damage or injury to any character, to any property, article, animal or person while the same is on the Fairgrounds, or at any time or place, nor will they be liable for or make any payment for damages, loss or injury. Presentation of articles or animals for exhibition shall be deemed to be in acceptance of this rule. 2. Care of all livestock animals will be consistent with production practices and accepted standards. Exhibitors must observe all withdrawal periods and be aware of penalties associated with off-label use of drugs. 3. No dogs allowed on fairgrounds except Service Dogs and/or those to be exhibited. No exceptions. 4. No one may enter private property without permission or legally disrupt properly scheduled events staged in public areas. 5. Exhibits, displays, and merchandise displays are to remain in place until Sunday morning. 6. Entries in all departments, unless otherwise specified are open only to residents or property tax payers of Gem County. 7. Department Superintendents reserve the right to accept entries after closing dates if good and sufficient reasons for the delay are given. 8. The decision of the Fair Board will be final in all matters. The decision of the judges will be final in determining awards. 9. When there is but one exhibit in a class, the awards shall be made on merit alone, and any premium, ribbon, trophy or award may be awarded or withheld. The judges’ opinion of the merit of the exhibit shall be final. 10. The Fair Board reserves the right to change any and all departments or to reject/increase any/all prizes. 11. The possession of ribbons does not entitle the holder to premiums. The 4-H premiums on exhibits are paid only on records of awards returned to the 4-H fair secretary by judges. 12. any exhibitor forfeits all awards made to him/her. (Our judges are specialists.) Department Superintendents reserve the right to reject any exhibit offered if it is objectionable in any way, if it requires an excessive amount of space, or if the capacity of the department has been reached. 4-H exhibits will be given preference in the 4-H building. All barn space assignments will be determined by Fair Board Ribbons will be awarded as “BLUE” award, “RED” award, and “WHITE” award. 4-H Premium monies will be paid on some classes as listed throughout this premium book. Rosettes and Sunshine awards will be given on some classes as listed. Because of the potential danger and due to liability to the County there will be ABSOLUTELY NO WATER FIGHTS. Any exhibitor who violates any of the above rules will forfeit all privileges and premiums and will be subject to penalty as the Fair Board may order.

CONCESSIONS/EXHIBITORS 17. All concessions and special exhibitors must secure written permits from the Manager of the Fair Board and must occupy such space or booths as are assigned to them. All paperwork must be completed before setup or opening. All rules and regulations in the Fair Board Ground Use Guidelines must be adhered to as written. 18. All concessions, when assigned space, become subject to control of the Fair Board and its superintendents. In no case will the Fair Board be responsible for loss or damage that may occur. Each concessionaire/exhibitor will be solely responsible for any loss, injury or damage done to, occasioned by or resulting from the concession, any article or animal exhibited. 19. Garbage receptacles will be placed at convenient locations and concessionaires must make use of them. All garbage must be hauled to dumpster daily. 20. The posting or distribution of posters, handbills or other advertising material and ticket selling is strictly prohibited except from the booths of licensed exhibitors or concessionaires or with permission from the Manager of the Fair Board 21. Concessionaires may re-stock their booths for the day between 8:00 AM and 10:00 AM ONLY. All vehicles will be removed from inside of the fairgrounds to designated parking areas promptly by 10:00 AM JULY 30 - AUGUST 2, 2014

22. Concessionaires/exhibitors will keep their booth open during Fair hours until closing on Saturday night. Failure to do so may result in penalties. 23. All Open Class exhibits left after pick up time on Sunday will be held for 10 days at the Fair office – not at the Extension office. Items will be disposed of after 10 days. 24. Any rule/regulation in this book (unless it is a printing or typographical error) stand as printed unless changed by the Fair Board 25. All concessionaires, exhibitors, and fair patrons will conduct themselves in a courteous, respectful manner at all times. Foul language is forbidden at all times. The Fair Board reserves the right to remove anyone from the fairgrounds who is not conducting themselves in a courteous manner. 26. All rules set by the Gem County Fair Board must be followed. 27. All vehicles are to be removed from the parking area on the East end of the animal barns by 8:00 AM each day. These gates will be closed and locked at 8:00 AM each day. The gate on the north end will remain open as a walkthrough gate only. This is for the protection of the children and the animals. 28. 4-H Superintendent and Leader parking is on the lot behind the fairgrounds maintenance building. Use the North entrance to the fairgrounds (marked “event parking”) and park in the lot to the right behind the maintenance building. NOTE: Fair exhibits in the Expo Building must be checked out Sunday, August 3rd, from 8:00 AM until 12:00 Noon.

Judges Recommendations Select produce that is free from disease, insect damage, or other blemishes. If more than one item is exhibited in a class – i.e. 3 cucumbers per entry – they should be as close to the same size, color, quality and shape as possible. To clean your entries: do not scrub. Wash only if necessary. Gently cleaning with a soft brush or cloth is preferred so as not to damage the skin or natural sheen of the produce. Remember: Failure to comply with the correct number of specimens per entry, stem or root length and/or peeling (or not) automatically disqualifies the entry. It is understood that the produce entry may not be fully mature; however, it should be within a week or two of ripening. The exhibitor is responsible for arranging the produce, on the plate, after check in.

The same guidelines for cleaning and preparation of DIVISION I entries apply to DIVISION III. 5. Awards for Junior gardeners: Money prizes of Blue ($.75); Red ($.50); White ($.25) will be awarded in addition to first, second, and third place ribbons. 6. Building upon a century of experience in Idaho, 4-H encourages the development of practical skills like caring for an animal or speaking in front of a group. 4-H & FFA RULES & REGULATIONS

The following policies and procedures are based upon the University of Idaho Extension: 4-H youth Development Policies and Procedures 2012-2014 and can be found in their entirety at http://www.uidaho.edu/extension/4h. These rules apply to all 4-H and FFA exhibitors regardless of project area entered.

4-H MEMBERSHIP & AGE REQUIREMENTS: 1.) “Member” is defined as a youth of 4-H age individually enrolled at the county level in a 4-H club. 2.) 4-H age is the age of the individual on January 1 of the current 4-H year (which runs from October 1 to September 30). JULY 30 - AUGUST 2, 2014

3.) In recognition of the educational and developmental needs of youth, members will be grouped for program management purposes (based on age as of January 1) as follows: Classification: Cloverbuds Junior Intermediate Senior

4-H Cloverbuds is a non-competitive, educational program designed to introduce young children to 4-H in a fun, noncompetitive way. Cloverbuds will receive a participation ribbon only and are not eligible for premium money. Cloverbuds are allowed to exhibit lap animals as long as the mature weight of the project animal does not exceed the weight of the exhibitor. These are defined as: rabbits, cavies, small dogs, cats, ducks, chickens, and mini-goats. Cloverbuds may participate in their own special showmanship class, but may not participate in any competitive class that is being judged.

FAIR EXHIBIT ELIGIBILITY 1.) 4-H exhibitors must be enrolled in a Gem or Boise County 4-H club, with a certified 4-H Leader, prior to 5 PM on the enrollment deadline date for a project. 2.) FFA exhibitors must be enrolled in a Gem or Boise County Ag class, with a certified Ag/ FFA Instructor. A completed 4-H enrollment form turned in to the Extension Office prior to 5 PM on the enrollment deadline for a project is required. 3.) Failure to be enrolled (if in 4-H) or turn in the enrollment form (if in FFA) by the deadline date for a project will result in the 4-H/FFA member being unable to exhibit/ participate in the Gem/Boise County Fair.

All 4-H entries must be accompanied by a corresponding project book, record book and Involvement Report completed by member and turned in to the Extension office. 6.) All 4-H Fair Entry Forms, Animal Health records as specified, project books, record books, and Involvement Reports are due to the organizational leader of the member’s primary club by July 7th. The leader will turn in all required health records, record books, involvement reports and entry forms to the Extension Office before 5:00 pm on July 11th. 7.) All 4-H and FFA youth are required to pay $1.00 fair entry fee (per youth - NOT per project) to the Extension Office on or before July 11, 2014 if competing/exhibiting in the 2014 Fair. $1.00 must be turned in with copy of Fair Entry Form(s). 8.) FFA members must submit a FFA Record Book Supplement (available from FFA Instructor) that is dated and initialed by the student, the parent, and the FFA advisor to the Extension Office. FFA Project books are to be turned in to FFA advisors. FFA entries and animal health records as specified are due at the Extension Office no later than 5 PM on July 11th.

FFA PROJECT REQUIREMENTS 1.) In order to show/sell FFA members must be a current dues paid member. 2.) Members must attend at least 75% of the chapter meetings held for the school year. 3.) Record books must be up to date by the time the fair entries are due and the FFA advisor must sign the record book form. 20

4-H PROJECT REQUIREMENTS 1.) All 4-H projects must be accompanied by an up-to-date and complete project book, record book, and Involvement Report compiled in a portfolio. 2.) All portfolios (project book, record book & Involvement Reports), along with fair entry forms and required animal health records, are to be turned in to the organizational leader of the member’s primary club no later than July 11th. 3.) All animals shown at fair must be included in the record book and carried as a project by date specified for 4-H project. Animal ear tag or identification numbers must be recorded in the record book and on the fair entry form. 4.) Organizational Leaders will turn in all portfolios, fair entry forms, and required animal health records to the Extension Office before 5:00 pm on July 11th. 5.) 4-H record books must be signed by both the member and parent and approved and signed by a certified 4-H leader. If record books are not signed, the project will be deemed unacceptable and incomplete, it will not be judged, and neither ribbons, nor premiums or prizes will be awarded. 6.) In order to be eligible for a top award the record book must be awarded a BLUE ribbon. 7.) All projects will be judged and interviewed. Judging and interviews will be conducted on various days according to projects taken. Please refer to the schedule of events.

PROJECT EXHIBIT REQUIREMENTS An opportunity for 4-H members to display items or animals that they have made, grown, or raised while learning about their project area is a critical piece of the 4-H experience. Guidelines for project exhibits and club displays are as follows: 1.) Members must submit the required exhibit as stated in their project requirements. In addition, up to three optional entries may be made for each enrolled project. Educational displays should be no larger than 12” x 16” x12”. Posters should be 22” x 28”. 2.) Exhibitor display labels serve to identify each project to the owner and to the public. Every article entered in the fair should be marked with a label. Labels should be filled out in black felt tip pen or typed. Labels should be securely attached to the outside of the article. 3.) All projects/exhibits will be judged and interviewed. Exhibits must be turned in at the time of scheduled interview (no animals). Exhibitors can schedule their interview by calling the Extension Office.

4-H/FFA CLUB DISPLAYS Club displays will be located in the 4-H Building. Each 4-H or FFA Club display may include member project display items, description of club activities, and incorporate the fair theme “BARN TO BE WILD”. Any 4-H or FFA Club may choose to make an exhibit. The amount of space allotted to each club for a display will depend on the number of club displays to be included in the 4-H building. Displays have to be set-up before 7 p.m. July 28, 2014 and are to be taken down and removed at 8:30 AM on Sunday morning, August 3rd. Club displays will be judged and ribbons awarded. The following criteria will be used in judging: 1. Selling the 4-H Story 2. Overall appeal 3. Club activities depicted 4. Fair theme displayed 5. Upkeep

4-H CLUB RECORDS The following 4-H Club records may be submitted for evaluation: Club Secretary’s Book Club Treasurer’s Book Club Historian Scrapbook There are no interviews required for the submission of 4-H Club Records. Club Record Books are due to the club organizational leader by July 7th. All entries must be submitted on the official Home Ec. / Non Animal Fair Entry form and turned in to the Extension office no later than 5:00 PM on July 11th.

Boise County 4-H Leaders’ Association are not responsible for no-show trophies and awards. 2.) All trophies and awards are contingent upon sponsorship. 3.) Grand Champion and Reserve Champion Rosettes are given to each Overall Showman - Sponsored by Gem County Fair Board.

PREMIUM PAY-OUT INFORMATION 1.) Unless otherwise stated, all exhibits, both animal and non/animal will be judged by the Danish system. Blue Award $3.00 Red Award $2.00 White Award $1.00 2.) Premium monies will be paid in cash directly to the exhibitor (signature required) upon authorization from project superintendent that the barn/display area is clean. 3.) Premium monies are only given out on payout day (Sunday). Checks will not be mailed. 4.) It is the exhibitor’s responsibility to claim premium money. Reminders will not be given. 5.) Premium payout is awarded to individuals in the following: Quality – Beef, Dairy, Dairy Goat, Pygmy Goat, Meat Goat, Pack Goat, Poultry, Rabbit, Sheep and Swine. Obstacle Course – Alpaca. Showmanship – Cat and Pocket Pet. Obedience – Dog. Posters – Animals shown or not shown. Non animal projects – display items (up to four items per project) Horse One-on-One Evaluations – Premiums are paid out by Horse Leaders on Tuesday, July 29th, based on Gold ($3.00), Silver ($2.00), and Bronze ($1.00). GRIEVANCE PROCEDURES A Grievance Committee for 4-H activities will be established. This committee will provide an opportunity for any 4-H or FFA member, who feels they have been wronged during the 4-H/FFA show, to air their grievance. The committee will consist of two leaders, a Fair Board Member, and an Extension Educator whose names will be on file with the Fair Board. A grievance can only be filed by a 4-H or FFA member. The procedure for filing a grievance is as follows: 1.) Notify the show superintendent of the grievance. 2.) If the show superintendent cannot or does not give a satisfactory response, the member shall submit a written grievance to the Grievance Committee. The written grievance shall be delivered to the 4-H Fair Secretary. 3.) The Grievance Committee will meet as soon as possible with the member, the show superintendent, and other involved parties to make a recommendation. 4.) The committee will make its’ recommendation to the Fair Board.

CODE OF CONDUCT The Code of Conduct for Parents, Volunteers, and Youth within the Idaho 4-H Youth Development Program will be upheld during the Gem/Boise County Fair for all those participating in 4-H and FFA activities. Violating the Code of Conduct shall be grounds for action up to or including immediate removal from the 4-H activity/ program and termination. Decisions regarding immediate removal, suspension or termination will be made by county Extension office personnel with subsequent notification of and consultation with the District Director and State 4-H Youth Development Director. Volunteers who wish to appeal a decision may do so through the Appeal Process. A copy of the Code of Conduct for Parents, Volunteers, and Youth within the Idaho 4-H Youth Development Program is included in the 4-H Youth Development Policies and Procedures 2012-2014 which is available on the Idaho state 4-H website: http://www.uidaho.edu/extension/4h.

NON ANIMAL PROJECTS 4-H CLOTHING AND TEXTILES 1.) All clothing articles must be labeled with an exhibitor label approximately 1-1/2” x 2-1/2” in size. Member’s name, age, project, club name and leaders name must be typed on a label and attached to inside of neckline or hem of garment and on outside of garment bag. 2.) Exhibitors are responsible for supplying the wire hangers for their garments. Articles that have been worn or have become soiled should be laundered before exhibiting. Press all clothing exhibits and cover with a clear garment bag. 3.) Display labels should be placed so they can be easily seen. Sweaters, quilts, and other articles stored in plastic bags, should have a label on the outside of the bag. No accessories are to be exhibited in any division of clothing. 4.) Clothing construction members must exhibit the required project exhibit as stated in the project requirements. In addition, up to three optional entries (no duplication allowed) may be made for each enrolled project. Entries may consist of an exhibit, display, or poster that follow the size/dimension guidelines as outlined under instructions. All projects will be interviewed.

FASHION REVUE The 4-H Fashion Revue is a separate event from the clothing exhibits and any member entering completed clothing, knitting, or crocheting project (garment) may model it in the Fashion Revue. Each member may model as many outfits as they exhibit. All entries will be awarded a Blue or Red Award. All Blue Award winners at the Gem County 4-H Fashion Revue are eligible to participate at the District II 4-H Fashion Revue at the Western Idaho Fair. Time/Location: 4-H Building stage, Wednesday, July 30, 11:00 AM. Instructions to enter: Each model must fill out a Fashion Revue narration card (available at the Extension Office) and turn it in to the Extension Office by 5 P.M. July 11.

Preparation: Consult Fashion Revue practice schedule for dates, times, and locations. The final practice will be held on Saturday, July 26, 2014. Additional practices will be held; consult the Gem/Boise County 4-H June 2014 newsletter or the Extension Office for specific dates and times. Select and Show is a modeling area open to any interested 4-H member. Member does not need to have a 4-H sewing project to participate. Participants will model an outfit of their choosing. Participants in the Select and Show are eligible for a Blue or Red Award and are eligible to receive the Top Model 4-H Select and Show Fashion Revue Award. Top Model Select and Show Awards will be given to top senior model and top junior model. As Blue Award winners, exhibitors may enter the District II Fashion Revue at the Western Idaho Fair. District II Fashion Revue (Western Idaho Fair) All blue ribbon recipients at county level are eligible to compete at the District II Fashion Revue at the Western Idaho Fair. The exhibitor will model by project. The Gem/Boise County Extension Office should be contacted if the exhibitor is planning to participate. Time and Location: This information is available at the Extension Office or in the Western Idaho Fair Book.

BOXED DESSERT AUCTION Time/Location: 4-H Building stage, Wednesday, July 30, during 4-H Fashion Revue This special food event is open to all current 4-H members. No record book is required and there will be no ribbons or premiums awarded. Desserts must be homemade and non-perishable (no refrigeration required). “Boxes” must be decorated and the dessert must not be visible from the outside. Desserts need to arrive no later than 10:30 AM on Wednesday before the 4-H Fashion Revue intermission. All proceeds from the auction will go to the Home Ec. 4-H Leaders and will be used to purchase future awards.

THE IDAHO WOOL CONTEST Event is sponsored by the Idaho Wool Growers Association. It includes two levels: a basic level for 4-H members, ages 12-16, and an advanced level for 4-H members, ages 14-18. JULY 30 - AUGUST 2, 2014

Each county will be able to enter one basic and one advanced level garment in the state contest. Rules and awards are on file at the extension office.

FOODS AND NUTRITION 1.) Foods should be covered with plastic wrap or in sealed plastic bags. 2.) An exhibitor label should be placed on the inside of packages and should include the name of exhibitor, name of their 4-H Leader and club, age, and project that food was prepared for. Food exhibits should also state the kind of cookie, fruit bread, etc. that is being exhibited. For example: “Ginger Cookies,” “Banana Bread”. Posters and/or notebooks should be clearly labeled on the front. 3.) Recipes for foods should be attached to the exhibit. 4.) All projects require a record book to be entered in addition to the exhibit, poster, or display. Educational displays should be no larger than 12” x 16” x 12”. Posters should be no larger than 22” x 28”.

FAVORITE RECIPE COLLECTION: Any 4-H member enrolled in a Foods and Nutrition Project may enter a recipe collection on Monday from 10 AM to 7 PM. Recipe Collection must be listed on Fair Entry Form and included in Foods and Nutrition Project interview. Two categories: 1.) Classic Recipe Collection a. Exhibitor must write or type on 3” x 5” or 4”x 6” recipe cards. Each dated the current year (2013 -2014) in upper right hand corner. b. Recipe collection can be in a file box or in a recipe book form. c. Current year’s recipes should be tabbed or paper clipped so they can be easily located.

2.) Digital Recipe Collection – submitted via cd or flash drive d. Exhibitor must type or scan recipes into individual Microsoft Word documents or PDF files. ANIMAL PROJECTS GENERAL LIVESTOCK RULES 1.) All exhibitors will abide with the general rules and regulations set forth by the Gem/Boise County Fair Board and the general rules and regulations of 4-H and FFA. 2.) Entries are open to 4-H and FFA members of Gem/Boise Counties. $1.00 entry fee per 4-H or FFA exhibitor is required by the Fair Board, and is due to the Extension Office by July 11, 2014. 3.) 4-H member’s small animal and livestock project books, record books, Involvement Reports, required animal health records, and fair entry forms are to be submitted to the member’s primary club organizational leader by July 7th. A “record book” floor price will be available two weeks before record books are due. Members and leaders will estimate the final weight of the project to complete production efficiency and financial summary portions of the record book. The record book market price will reflect local area market animal prices. These are provided by the Gem County Extension Office. 4.) COOL (Country of Origin Labeling) sheets are required for all market animals. They are to be turned in at initial weigh-in and will be kept on file with the Extension Office. 5.) All 4-H/FFA members must own, care for, and have included in record book, animals for the following minimum days: Market animals from the first weigh-in day: Beef- 158 days feed period Sheep- 78 days feed period Swine- 103 days feed period Goat- 78 days feed period Breeding animals:

*All other animals by the project possession date listed under each animal department. 6.) All exhibits, when assigned space, become subject to the control of the Project Superintendent. 7.) Each 4-H and FFA member is limited to three market animals at initial weigh-in and two market animals at final weigh-in. Each family may add one “family spare” animal at initial weigh-in. A member of this family must keep records on the “family spare” animal. If spare is used for fair, it must be claimed by one family member at time of final weigh-in. 8.) Non-neutered male animals of breeding age in large livestock divisions (beef, dairy, goat, horse, sheep & swine) may not be shown. 9.) Members will be allowed to sell only one market animal.

ANIMAL EXHIBITORS (except Horse) 1.) A list of all animals to be exhibited at the Fair (overnight animals and non-overnight animals) must be submitted to a 4-H Leader by June 1, 2014. The leader will then report animal counts to the project superintendent. 2.) Each animal will be cleaned and groomed to show specifications prior to arriving at the fairgrounds for inspection and entry. 3.) If there is only one showmanship class, and the judge deems the top showman worthy, the Champion Rosette will be awarded rather than blue, top of class rosette

HORSE EXHIBITORS 1.) A list of all horses to be exhibited at the Fair must be submitted to the Extension Office by February 28, 2014.

4.) All exhibits must remain on the Fairgrounds until final checkout time – Sunday morning. (Pre-arranged or emergency exceptions may be made by the Fair Board, Extension Office, and 4-H Fair Secretary) Failure to comply with this regulation will result in the loss of premium money and possible suspension from exhibiting in the project area at the Gem/Boise County Fair for 1 year. 5.) Those market animals not meeting minimum weight will be put in the feeder class, and will not be sold in the sale ring. In addition, as stated by the judge, if a market animal will not meet the standards for the Blue or Red award, the animal will receive a White award and will not be eligible to sell in the market animal sale.

ANIMAL HEALTH REQUIREMENTS ~Guidelines for veterinary examination before entry into fairgrounds~ 1.) At a designated time and place prior to entry into the barn or exhibit area, a veterinarian will inspect each animal for cleanliness and signs of disease or condition that may pose a health risk to animals or humans. 2.) Animals exhibiting clinical evidence of infectious or communicable disease or condition will not be permitted to enter the fairgrounds. 3.) Cats, dogs and pocket pets will not be vet checked. Cats and dogs will have a current rabies certificate on file at extension office. 4.) A copy of each cat or dog rabies vaccination record must be filed with the Extension Office by July 11, 2014. No cat or dog will be allowed on the premise without a valid rabies vaccination. 5.) All female cattle over 12 months of age must have proof of brucellosis vaccination. 6.) Animals brought to the Fairgrounds for exhibit only on the day of the exhibit will not need inspection. Examples include dogs, cats, pocket pet projects. NOTE: your superintendent has the authority to prohibit exhibit of ill animals or may call a veterinarian to inspect a suspected ill animal. There will be a charge for this examination. 7.) Any animal developing a contagious or infectious condition during the Fair will be removed from the exhibit area and the Fairgrounds.

Vet check fees: The following fees will be paid per each (dams and each offspring are billed on a per head basis) animal to be exhibited. You will pay the fee to the Extension Office by July 11, 2014. If you do not prepay on or by July 11, 2014 you will not be permitted to bring your animals onto the grounds. $1.00 per head: Cattle, sheep, pigs, horses, alpacas and goats (including pygmy). $0.50 per head: Poultry and Rabbits.

PENNING AND BEDDING 1.) Only approved baled bedding (shavings or straw) can be used in animal pens/stalls. The project Superintendent makes arrangements for donated bedding for use by exhibitors during the fair. 2.) Sheep pens are provided with straw. However, if sheep owners wish to use shavings, they must purchase or acquire the shavings themselves. 3.) Final cleanup will begin by 8:30 AM Sunday morning. Exhibitors should bring shovels, wheelbarrows, rakes, and other cleanup tools. Pens are checked by superintendents. Failure to attend final clean will result in loss of premium monies.

LIVESTOCK FITTING 1.) The fitting of animals must be done by members, and not by parents, leaders, or other persons. Penalties may be exercised for this violation. 2.) To be eligible for either the show or the sale, all animals must be properly trained and fitted for showing. 3.) LIVESTOCK SHOWING

ADDITIONAL LIVESTOCK RULES

1.) Showmanship is a major part of a livestock project. To be eligible to compete in “showmanship,” a member must have entered an animal in “quality” in the corresponding project area (with the exception of horse). Exhibitors must show in “showmanship” classes and “quality” classes to be eligible to sell in the Youth Livestock Sale. 2.) Members must show their own animal in the showmanship class. In case of hardship, an exception may be made by the Project Superintendent and Extension Educator to allow the use of an alternate animal in showmanship only. 3.) Animals shown at fair must be included in the member’s record book. If a conflict arises, someone else may show for them in “quality”. 4.) 4-H and FFA will show together in all classes. 5.) The same animal may not be shown in both 4-H and FFA. 6.) 4-H and FFA must enter both quality and fitting and showing in each species showing, excluding horses. Other exclusions are listed under those departments. 7.) All animals exhibited at the fair must compete in a quality class (with the exception of cat, dog, horse, pocket pets, and any animal shown by a Cloverbud). No animals can be entered in both market and breeding classes. 8.) The exhibitor may be asked to demonstrate any maneuver, common to fitting that animal, as requested by the judge. 9.) If there is only one class of showmanship and competitors are deemed worthy, the judge may award champion ribbons during that class rather than blue rosettes. 10.) No person, other than those holding animals exhibited, will be allowed in the show ring during the time of judging – except the superintendent, judge, clerks, ring steward and officials. 11.) Addition of classes – a class may be added by the Project superintendent when there are three or more in the class. 12.) First place winners in Showmanship classes must show the same animal in the showmanship competition for Grand Champion Showman. 13.) Novice Showman - A first time showman who has never shown before in any species. Novice showman will show in the Novice category or their age category. 14.) In all cases, the decision of the judge is final.

1.) Any animal, which is not kept under control by the exhibitor, will be deemed a safety hazard. The Project Superintendent, a Fair Board member, or an Extension Educator may ask the exhibitor to remove the animal from the fairgrounds. 2.) All male market animals must be neutered completely before reaching breeding age. 3.) The use of sedation is illegal in Idaho. No exhibited animal is to be sedated in any manner. This includes “herbal” or “natural” supplements. 4.) Each exhibitor is expected to be responsible for the feeding and watering of his/her own animals. Fresh water must be available to ALL animals, in their pens, cages, or stalls, 24 hours a day during Fair. This includes “show day” and after the livestock sale. The Superintendents in each barn are authorized to test animal water for chemical and unauthorized compounds. 5.) Unattended or neglected animals may result in disqualification of exhibitor. 6.) ANIMAL WELFARE/RIGHTS CONCERNS: Care of all livestock animals will be consistent with production practices and accepted standards. Exhibitors must observe all withdrawal periods and be aware of penalties associated with off-label use of drugs. Any body chemistry or mind altering substance is considered a drug. 7.) No muzzles are allowed on any project animal at any time during fair. 8.) Absolutely no “icing” of lambs which includes the use of icy cold wet rags, towels, blankets etc. is permitted. 9.) Any 4-H/FFA member must take their animal from the premises if they are found at any time mistreating their animal. (This rule applies in any form of mistreatment). 10.) Each exhibitor/owner of livestock assumes all risk and responsibility for loss, theft, damage, or injury to himself/ herself, to his/her property, or injury of any person or the property of any person by the animal during the fair. 11.) Any exhibitor who deliberately ignores the rules will not be allowed to exhibit for one 4-H year and will forfeit premium money. 12.) Only market animals that are sold on Saturday, August 3, through the market sale will be the hauling responsibility of that project’s superintendent. 13.) All removal of other animals (including spares and breeders) are the responsibility of the owner. 14.) No animals may leave the fairgrounds before Sunday, August 3.

ADDITIONAL LIVESTOCK REQUIREMENTS IDAHO SHEEP AND GOAT IDENTIFICATION REQUIREMENTS 1.) USDA/APHIS Scrapie ID requirements for sheep and goats are now in effect. 2.) All sheep and goats over 18 months of age need to be identified (ear tagged) with Idaho/APHIS approved ID prior to change of ownership or movement in interstate commerce. Idaho is using both plastic and metal ID tags, which sheep and goat producers may obtain by calling 1-866-USDA-TAG. These tags are numbered to indicate state, flock of origin, and individual animal identification. They are shipped directly to producers. One pair of tagging pliers is shipped with the first order of tags at Animal & Plant Health Inspection Service (APHIS) expense. Replacement tagging pliers will be at owner expense. The tags are paid for by APHIS and supplied to producers free of charge. Any questions call 1-866-USDA tag. THIS IS A FEDERAL REGULATION, WHICH MUST BE COMPLIED WITH IN ORDER TO MARKET SHEEP AND GOATS. It is not optional, IT IS MANDATORY. 3.) All breeding sheep and goats of any age need to be identified prior to change of ownership or entry into interstate commerce. 4.) All exhibition sheep (excluding wethers less than 18 months of age) must be identified. 5.) All market lambs are required to have a liftable tail. Any visible sign of prolapsed, as determined by the Fair Veterinarian or the Extension educator, will result in the animal being removed from the Fairgrounds. Animals identified as prolapsed may not be sold in the livestock animal sale. 6.) Superintendents and or the Extension Educator reserve the right to require health inspections, diagnostic tests, treatments, and/or other animal health measures or procedures which might become necessary in emergencies by a veterinarian at exhibitor’s expense.

*DOG Dogs will not be vet-checked. Dogs will have to present a copy of current rabies certificate, which will be on file (by July 11) at the Extension Office. Sub novice A-1st year showman Sub novice B – on leash (traditionally, 2nd year showman.) Novice – on and off leash required. 2nd year or more advanced showman. Graduate Novice – Advanced requirements. 4-H dog members and dogs who receive a blue ribbon should progress to next level during their next year.

Judges will meet with exhibitors 10 minutes before the show to let them know what to expect. There will be no professional grooming two weeks before the fair. There will be no training in the show ring. No tight leashes. Absolutely no abuse or cruelty (hitting, kicking, slapping with leash, etc.) to the animals will be tolerated! It will be grounds for disqualification. The Showmanship Scorecard that will be used is the one in the Bounding Ahead project manual. 4. Cloverbud 4-H members (between the ages of 5 and 7 years old as of January 1st of the current year) are NOT eligible to show and/or handle horses at ANY 4-H event. 5. All Horse 4-H members must wear ASTM/SEI certified riding helmets on their head, properly fitted with the harness engaged and properly fastened whenever riding a horse.

ANIMAL ELIGIBLITY 1. Coggins test NOT required at Gem/Boise County Fair. 2. Project horse must go through vet checks Sunday, or provide a signed health certificate by a vet to the Superintendent no earlier than 1 week prior to fair.

INELIGIBLE EQUIPMENT 1. Mechanical hackamores, hackamore bits, gag bits, tie downs, wire bits of any kind, running martingales, draw reins, roping reins (except in working ranch horse), quirts, bats, whips and nose bands (except a cavesson in English). This rule does not apply to Gymkhana Events. 2. Show halters with chains may be used in Showmanship; however, the chain may NOT be placed over the horse’s nose or head, over the gums, or over the head (poll). OFFICALS- EXHIBITOR & ADULT CONDUCT 1. Only Officials and exhibitors may be in the show ring. 2. Judges may disqualify contestants for use of profane language or unnecessary harshness. 3. Gem/Boise County 4-H Fair Class Divisions: Class Division Age as of 1/1 of current yr Junior I ages 8-9 Junior II ages 10-11 Intermediate I ages 12-13 Intermediate II ages 14-15 Senior ages 16-19 4. Classes may be divided at the Judge and/or Superintendent’s discretion. ALL JUDGES DECISIONS ARE FINAL! 5. Classes except Gymkhana events will be judged Danish system with “A”, “B,”“C” awards. 6. Timed events will be judged by the American system. Ribbons will be given 1st-6th. 7. 4-H exhibitors shall act as young ladies and gentlemen at all times. Politeness is mandatory. Exhibitor must keep his/her horse under control at all times. Unmanageable animals will be dismissed from the ring. The judge has this right, all decisions are final. 8. Good Sportsmanship shall prevail at all times. 9. Show attire is mandatory for awards presentation. Hats are optional. 10. Absolutely no riding horses double, no running outside 32

the arena, and no riding in halters. 11. No parents, leaders, or trainers shall ride 4-H horses at any time during fair. 12. No horses are permitted in the midway or livestock barn area. 13. Results of these infractions will be disqualification and any premium monies withheld. 14. Youth participants are to perform on their own with no coaching from others during the classes. 15. The following pertains to all events except Gymkhana events: a. In Equitation classes, the judge may ask for individual work or patterns, at his/her discretion. b. In all classes, the judge may ask oral questions on the parts of the horse or tack. This includes “Showmanship.” c.

When using a curb bit, reins must be held in one hand and the rider cannot change hands during the performance. One finger between the reins is permitted. The free hand shall not be used to support the rider by being placed on ANY part of the saddle. Split reins must fall on the side of the horse according to the hand holding the reins.

d. When using a bosal or snaffle bit, (direct pull) two hands are required. e. When using a romel, hold the romel in the right hand approximately 12-14 inches below the left hand. Make sure the right elbow is slightly bent to provide easy use of the romel.

HORSE BARN RULES 1. Any horses housed on the fairgrounds during the show will be housed in the pens around the main arena area. Contact Horse Superintendent for assistance. OUT OF TOWN PARTICIPANTS HAVE PRIORITY. 2. Horses are not to be around the food booths and exhibit areas at ANY time. JULY 30 - AUGUST 2, 2014


3. Each exhibitor is expected to be responsible for the care of their animal(s). If unable to do so, exhibitor must arrange for someone to take care of their animals. Unattended animals may result in disqualification. 4. A designated pen near the main rodeo arena and the sand arena will be the recognized place for warm-up/exercise. 5. NO RACING ON THE TRACK. Any exhibitor who deliberately ignores the rules will not be allowed to exhibit for the current fair and possibly for the next year’s fair. Any premiums already won, will be forfeited 6. Use of this facility is a privilege and should not be abused.

Rules and Regulations 1. Animal entries accepted from 5:00-8:00 PM, Monday July 28th. 2. Animals showing signs of disease will NOT be allowed in the show room. Unsightly specimens are not acceptable and will be removed at the discretion of the Superintendent. 3. It is suggested that all rabbits must have a legible tattoo in the left ear. 4. No person shall handle any exhibits without the permission of the Superintendent. The owner of the animal is responsible for its care and maintenance. 5. Rabbit meat pens consist of three rabbits of the same breed and variety (color), not over 69 days of age, weighing 4-6 pounds each. 6. Poultry meat pens to consist of three birds, same breed and variety, of appropriate market weight. 7. Age division - Bird hatched prior to January 1 of the current year will be classified as cocks and hens. Birds hatched after January 1 of the current year will be qualified as cockerels and pullets. 8. Rabbits under six months of age will be classified as Junior bucks and Junior does. Rabbits six months of age and older will be classified as Senior bucks and Senior does. 9. Exhibits must remain in place until Sunday morning and must be removed by 9 a.m. Sunday. 10. Species and number of entries: at the discretion of the Superintendent. Superintendent may arrange classes. 11. All animals will be judged in the class as written on the entry blank. 12. Please note: Each bird or rabbit may be entered into only one class. LIVESTOCK JUDGING CONTEST Time & Location: Friday, August 1, 2014 at 4:00 PM at Covered Pavilion Advisor: Beth Kienitz Carter All 4-H and FFA members are eligible to enter this contest. Classes to be judged are Beef, Sheep, Swine, Market Goat, Dairy Goat and Dairy Cattle. All participants are required to give oral reasons. Seniors may take notes during judging, but they are not to be used when speaking to the judge during the oral presentation. For the livestock judging contest only: Juniors are 4-H/FFA Members who have completed 7th grade and below. Seniors are 4-H/FFA Members who have completed 8th grade and above, but have not graduated from high school. For Seniors the scoring committee will determine which contestants are eligible to compete beyond the Gem/Boise County contest. Scores received at the Gem/Boise County Contest and the Western Idaho Fair contest (August 2014) are averaged and used to select the team(s) that are eligible to then travel to the Eastern Idaho State Fair in Blackfoot (September 2014) and Ag Days (September 27, 2014) at the University of Idaho in Moscow. 4-H/FFA Alumni Livestock Judging Contest This contest will be held in conjunction with the youth livestock contest. In the event the Grand Champion Showman does not wish to participate, the Reserve Champion can participate. If the Reserve champion does not wish to participate, there will be no representation for that species. If a participant is eligible in more than one species in one competition, the participant must choose one species to compete with. This decision must be told to the Superintendent of that barn and to the Extension Office.

WHAT IS THE LIVESTOCK SALE ASSOCIATION? The Gem/Boise County Market Livestock Sale Association is a committee of the Gem/Boise County Fairboard, a non-profit corporation. This Association is often referred to as the Sale Committee. All members of the committee are volunteers, receiving no salary or monetary compensation for the work they do for the 4-H and FFA livestock members of Gem/Boise County. Â

WHAT ARE FLOOR AND PREMIUM BUYERS?  FLOOR BUYER: Your animal is given a floor price by a set floor buyer who will take all animals not purchased outright in the sale. The floor price is an amount per pound based on current market value.  PREMIUM BUYER: The “other buyers� pay the premium price you make on your animal above the floor price. When you see one of the Sale Committee members, please let them know how much you appreciate the time they donate to the youth of Gem/Boise County.

YOUTH LIVESTOCK SALE RULES The objectives and purposes of 4-H/FFA Youth Livestock Sale are:

Only regularly enrolled 4-H/FFA members who meet the 4-H/FFA requirements for exhibit are eligible to sell animals in the livestock sale. 2. All 4-H and FFA market animals that meet the sale criteria based on weight and quality are automatically entered in the livestock sale. 3. Members will be allowed to sell only one market animal. 4. If a 4-H or FFA exhibitor has sold a market animal in any fair’s market animal sale other than the Gem/Boise County Fair within 2014, he/she may not participate in the 2014 Gem/Boise County Youth Livestock Sale. 5. If a 4-H or FFA exhibitor has more than one animal eligible to be sold in the market sale, he/she must notify the Project Superintendent immediately after animals are judged for quality as to which one of the animals they wish to sell in the youth livestock sale. Otherwise, the animal with the highest placing will be the one placed in the sale. 6. All male market animals must be neutered completely before reaching breeding age. NO RAMS, BULLS, OR BOARS WILL BE ABLE TO SHOW OR SELL AS MARKET LIVESTOCK.

Final Weigh-in 9. The final weigh-in will be the week of fair – · BEEF Wednesday 7:30-9:00 AM · SHEEP & GOAT Tuesday 10:00 AM - Noon · SWINE Tuesday 6:30 - 9:00 AM 10. All animals weighed at this time must have been weighed at the initial weigh-in of each species and must have the official tag in the ear. Transportation, brand inspection slips, and Bills-of-Sale must be presented when animals are weighed. 11. If there is a question of weight, scales will be re-balanced and the animal will be re-weighed immediately. Once the animal leaves the scale weigh-in area, there will be no re-weighs. 12. All animals must meet the following weight guidelines: Initial Weight BEEF 750-850 lbs (Suggested Weight) 950 lbs. maximum SWINE 90 lbs. maximum SHEEP 100 lbs. maximum GOAT 80 lbs. maximum Final Weight BEEF 950 lbs. minimum 1350 lbs. maximum SHEEP 110 lbs. minimum 45 lbs. maximum SWINE 230 lbs minimum 300 lbs. maximum GOAT 75 lbs. minimum 105 lbs maximum 13. Any animal below minimum weight at final weigh in will show in feeder class and will not sell in the youth livestock sale. 14. All animals meeting the weight guidelines will be evaluated by a judge (during quality classes) who will estimate if: · Beef will grade Select, Choice or Prime · Sheep will grade Choice or Prime · Swine will grade US 1 or 2. The decision of the judge shall be final. The animals meeting the above-estimated carcass grades will be eligible for sale. Those animals that do not meet these grades will not be eligible for sale and they will receive a White ribbon. 15. Youth Livestock Sale Order Rotation: THE GRAND AND RESERVE CHAMPIONSWILL BE SOLD AT THE BEGINNING OF EACH INDIVIDUAL SPECIES. 2014 Sheep-Swine-Goat-Beef 2015 Swine-Goat-Beef-Sheep 2016 Goat-Beef-Sheep-Swine 16. The order of sale within each species will be determined by show-ring placing. Blue then Red. Animals not qualifying for the sale, under the rules of the sale, may be shown in the proper classes. The fair assumes no responsibility for marketing those animals. 17. Exhibitors must be present and prepared to sell at the time set in the sale order. 18. Any animal exhibited in any market class that receives Grand Champion or Reserve Grand Champion must be sold in the Livestock Sale. In the event one exhibitor owns both the Champion and the Reserve Grand Champion, the Grand Champion is to be sold and the Reserve Grand Champion will not. 19. In the event an exhibitor has champion in two or more species or reserve champion in two or more species, exhibitor must designate one animal from the two or more species that they wish to sell. Others will be removed from the sale order. 20. Floor prices will be announced at the sale. The Youth Livestock Sale Committee cannot guarantee a flooring price for the animals. 21. Three percent (3%) will be deducted for sale promotion and recognition to buyers. 22. To do this; please take your completed thank-you letter in an unsealed stamped envelope, with the address of your buyer, to the Fair Office, not the Extension Office. All thank-you letters must be in to the Gem County Fairboard Office by October 1, 2014 to receive Blue Sky Money.

23. Subject to the approval of the Youth Livestock Sale Committee, no monies will be given above the sale price of any market sale money prior to sale. 24. The Youth Livestock Sale Secretary will collect all sale monies, excluding Gem-Boise 4-H Leaders’ Association Calf Sale monies. 25. Any market beef sold in the sale will be slaughtered at a designated location so carcass data can be available. 26. The University of Idaho Market Animal Project policy states that the following is a condition of the project: A formal change of ownership occurs, such as selling the animal in a youth market project sale. For example, a 4-H project animal sold through a county market animal project sale (or other sale) cannot be returned to the 4-H Member (Seller) and continue as a 4-H project in the current 4-H year. 27. When a person purchases an animal for his/her use and the carcass does not grade on the rail as estimated by the judge, it will be the purchaser’s responsibility to accept the carcass as graded on the rail. 28. If a carcass is condemned, it is the seller’s loss – NOT THAT OF THE BUYER. 29. All exhibits must remain on the FAIRGROUNDS until final checkout time Sunday morning, unless otherwise specified under that department. Failure to comply with this regulation will result in the loss of premium money and the possibility of suspension from exhibiting in the project area for 1 year. 30. In addition to the youth livestock rules listed here, members must abide by the general rules and regulations 50

JULY 31 – AUGUST 2 Pre-Rodeo Local Events – Pre-rodeo events start at 7:00 PM. Rodeo time is 8:00 PM. ICA sanctioned rodeo events include: Bareback Riding, Saddle Bronc Riding, Bull Riding, Bull Dogging, Calf Roping, Team Roping (enter only once), Breakaway Roping and Barrel Racing. Local Jr. events: mutton bustin’, calf riding, Jr. steer riding, Jr. & Sr. Barrel Racing, and local Team Roping will be open this year, and not limited to residents of Gem or Boise counties. Local Team Roping may enter twice. ICA entries ONLY open Monday July 22nd from 9:00 AM to 5:00 PM. Phone 208-366-2326. Entries for local events –Jr. Steer riding, Mutton Bustin’, Jr. Calf Riding, Jr. & Sr. Barrel Racing, and local team toping entries will be taken by phone (208-365-6828) on July 8, 9, 15, & 16 from 10 AM to 4pm ONLY. There will be no sign-ups at the fairgrounds. These events are open to anyone of the proper age. Proof of age (birth certificate, report card or driver’s license) is required before participant can ride. Anyone who enters any ICA sanctioned events is NOT eligible to enter the local-only events and vice-versa. Local team ropers may enter twice. ICA only one time.

Local events have a fee of $1 for bookkeeping and $3 for Judges and Timers included in their fees. AWARDS for all!
