ecently I’ve been learning about the new ideas the city is considering and working on for a new performing arts center in downtown Meridian. To me, this was one of the most exciting developments I have heard in a long time. This is the kind of thing that helps people around my age consider where they move and live. A performing arts center in Meridian would add a considerable lure to the city since it lacks places for people aged 20-30 to go do things. While I think many people consider a performing arts center as a place for fancy wine-drinking folks to congregate, this sort of event center would be an opportunity to bring performers to the area and people could finally stop having to drive to Boise every time they want to see some live music. Granted, there are some options for live music in Meridian. But there is no Knitting Factory or Morrison Center. Most millennials are outgoing. Whether its spending a weekend camping, going to a concert or just spending time with friends, we tend to enjoy being out of the house. Often when I talk with peers who are looking for a place to live in the Treasure Valley there are two obvious options: Boise because it has all the amenities we like and housing is usually easier to find, or Nampa

Only recently has Meridian even popped up as an appealing option for younger people. It’s seen as a place for people with kids but a bigger problem my generation has had with Meridian is there isn’t a lot for us to do here. The possibility of a performing arts center in Meridian is an exciting possibility that would be a huge benefit to this city. Residents here would have a ton of fun, and it could really change the arts community in this area in a good way. In Boise, places to cultivate creative work have popped up the community and have begun to bloom, but in Meridian we have not had such a boom. This could be an important first step toward one of Mayor Tammy de Weerd’s strategic goals for Meridian. I hope it gets off the ground and is successful.

Mayor receives Youth Advocate of the Year award BOISE — Meridian Mayor Tammy de Weerd received the Youth Advocate of the Year award during the America Heart Association and the American Stroke Association VIP Awards Evening on Feb. 7. The VIP Awards Evening was the conclusion of the week long Go Red For Women Week. The Idaho Beef Council presented the award to de Weerd. The Youth Advocate Award honors someone who inspires, encourages, and motivates youth to live heart healthy lives. “Heart health is very important to me, and I have a fantastic team who supports our initiatives, especially our teens who serve on the Mayor’s Youth Advisory Council and their adviser, Ken Corder,” de Weerd said. “I’m honored to receive this award which is recognition of the work we are doing in Meridian to promote heart health in our community.” Under de Weerd’s leadership, MYAC has helped organize the Red Out event at Red Robin which encourages healthy menu options and Dance Your Heart Out which is a dance competition and education event hosted by MYAC. Combined, both events raised over $2,000 for the American Heart Association. MYAC has also partnered with the AHA/ASA and youth lobbyists for Youth Lobby Day and were able to secure the passage of hands only CPR as a graduation requirement. Most recently, the teens partnered with Dutch Bros. Meridian to teach more than 1,000 people hands only CPR as part of Community CPR Day during the Idaho Go Red For Women Week. De Weerd regularly participates in Walk to School Day and was active in the Mayor’s Walking Challenge where she encouraged elementary students to walk during the month of October. She also plans to expand upon these efforts in 2015 and create Mayor Tammy’s Walking Club at elementary schools in Meridian.

NAMPA — Like many in Canyon County, Kurt Eshelman, pastor at Vineyard Christian Fellowship Church in Nampa, heard the wind howling during Friday night’s storm. For more than a year, Eshelman’s congregation has been meeting in a tent while construction inched forward on a new building at Middleton and Lone Star roads. Eshelman was worried that the wind might have damaged the tent. “I actually went out to check the tent in the morning, and it was OK,” Eshelman said. “And then I turned the corner.” Many of the church building’s trusses, which had just been installed in the last few months, had collapsed. Vineyard Christian Fellowship has a small congregation, Eshelman said — around 100 people. For more than five years, they’ve been passing the offering plate to collect enough money to construct a church. For a little more than a year, they’ve been meeting in the evenings and on weekends to put up the frame and the trusses. According to Tammy West, a volunteer with the church, the congregation hoped to hear from the insurance company Monday. “We’re kind of at a standstill here,” she said. “The insurance will come out on Monday and look at it and let us know what the next steps will be. It’s pretty scary to us, being a small congregation. Everything is on a donation basis. The church people have done a lot of fundraising and we were still about $40,000 behind to finish the building. Now we’re looking at a $10,000-20,000 setback with this.” Vineyard Christian Fellowship hoped to be in the new building by early May. Now, members say they’ll be lucky if they can move in by the end of July. Those who would like to donate time, money or supplies to the Vineyard Christian Fellowship are welcome to contact West at 921-9171. The Idaho State Board of Education has $5 million in Idaho Opportunity Scholarship funds available for Idaho resident undergraduate students to attend an Idaho college or university in the 2015-16 school year. Scholarship recipients can receive up to $3,000 in a single school year for tuition and fees. The deadline to apply for the scholarship is March 1. To be eligible, current high school seniors or undergraduate college students must: n Have an unweighted, high school or college cumulative GPA of 3.0 or above n Be an Idaho resident n Be a graduate (by the end of the Spring 2015 semester) of an Idaho public or private high school or its equivalent, including home schooling or a GED from Idaho n Complete the online State Board of Education scholarship application (boardofed.idaho.gov) by March 1 n Complete the Free Application for Federal Student Aid prior to March 1 n Enroll as a full-time undergraduate student at Lewis-Clark State College, University of Idaho, Boise State University, Idaho State University, Brigham Young University-Idaho, or enroll in at least nine credits at College of Western Idaho, College of Southern Idaho, Eastern Idaho Technical College or North Idaho College The scholarship funds are available for one school year. Recipients must re-apply each year and are eligible to receive the scholarship for a maximum of four years. New training center brings more than training

T

he entrance to the Meridian Police Department was blocked by yellow caution tape and the sound of men working could be heard from the temporary lobby. While the department’s spacious lobby was pleasant to look at, Deputy Chief Tracy Basterrechea said, the new construction — which is included in the $5.4 million phase one cost of a new public safety training center — will add office space that will enable the department to expand. The addition of the center next door to the police department is meant to provide a place where police, fire, public works and other agencies and businesses around the region can come for public safety by Zachary Chastaine training. The new construction will include new offices for police administrative staff and free up their offices for conference rooms and other personnel. Basterrechea said victim witness coordinators would be moved into a recently renovated space with detectives. Other changes, he said, include moving all the city’s code enforcement officers into an old briefing room since a new briefing room is in the works. Basterrechea said walls had been removed and spaces had been combined to create a more open cubicle space. One example of this can be seen in the Street Crimes Team room, which is an open cubicle area where officers share an open space with individual workstations. Although the public can see changes to the lobby, more significant changes are being added behind the scenes to the station as well. Basterrechea said this includes an expansion to the evidence vault, a more streamlined area for patrol officers to enter and exit the building with better access to supervisors and briefing areas. Ultimately the changes should allow for future expansion at the police station as well as improve the existing way officers are able to do their job.

Public safety training center While Meridian’s police officers will benefit from the new center, many other agencies will be able to utilize the facility as well. The Meridian Fire Department will be able to train with officers so that the departments can work effectively when responding to the same incident, Basterrechea said. The two departments have already been able to do some of that training together. “It’s worked out great,” Basterrechea said. The main training building houses driving simulators which can be set to simulate fire trucks as well as other vehicles. Officers can get a feel for an exercise before actually getting behind the wheel on the driving course outside. This saves money but also provides a way to do scenario training. Basterrechea said trainees can be put through a whole simulation where they chase a suspect in a vehicle, then in a neighboring mat room they can run through self-defense and apprehension exercises. Basterrechea said the scenarios can get intense when officers don’t know what to expect. They can be graded on their ability to de-escalate situations and get hands-on training. In addition to classrooms and simulators, the facility houses a drive-through garage for the police department’s command trailer, storage areas for fire fighting apparatuses and CPR dummies. Outside there is an agility course for animal training. Some of the partners throughout the region that will be able to benefit from the facility include Idaho POST, Meridian Public Works Department, the Meridian Fire Department as well as departments from neighboring jurisdictions as well. Lt. Jamie Leslie is overseeing the development of the training center. The only part of the training center that is not fully funded is the shooting range. The police department intends to ask for that money from Meridian City Council, as well as grant sources. The police department uses a range owned by the city of Boise, which is also used by the Boise Police Department, for $13,000 a year. Basterrechea said Meridian police hope to have their own range to save money on fees and travel costs, as well as offering a place for officers to train more frequently.

Scenario village One of the most significant features to the training center will be the addition of a scenario village. The village will be a small simulated downtown with realistic building props and working street lights donated from the Ada County Highway District. The village will allow first responders to train for scenarios such as active shooter situations, traffic stops, emergency preparation, road closures and more. Basterrechea said in the future, the village would likely connect to the POST driving range next door so that officers can train for vehicle pursuits and drive right into the scenario village for a complete scenario. The building props are being designed by the students at Renaissance High School. The students are designing the props as well as going through the city’s permit process for construction. Loyd Ralph Englehorn, 77, died on February 4, 2015 of esophageal/liver cancer. He passed away at home surrounded by his family. Loyd was born on August 2, 1937 in Caldwell, Idaho to Ralph “Lefty” and Ruth Englehorn. He attended Caldwell schools and graduated from Caldwell High School in 1955. He attended College of Idaho before enlisting in the Idaho 116th Quartermaster National Guard. In January, 1957 he transferred military affiliation to the United States Navy, graduating from basic training and Engineman’s School with honors. He was assigned active duty and stationed on the USS Kearsarge out of Long Beach, California. He was honorably discharged in January, 1961. On June 10, 1961 he married Janis Shepherd and they settled in Boise, Idaho. He was employed by many companies over the years, mostly in the heavy duty trucking business: International Harvester Company, Custom Fabricating Company, Garrett Freightlines, Dennis Dillon, Idaho Great Basin Trucks and Northwest Equipment Sales, retiring on 11/7/12. Loyd enjoyed snowmobiling, shooting targets, fishing and making bird houses. He was “Mr. Fix-It Man” to anybody and everybody. He loved his wife, children and grandchildren with all his heart and enjoyed spending time with them. Loyd is survived by his

Boise Co-op breaks ground in Meridian

longtime local business icon, the Boise Co-op, had its official groundbreaking Wednesday for its new location in Meridian. The event hosted about 100 guests from the community including Meridian Chamber of Commerce representatives, Wells Fargo and the public. The Meridian store is expected to open its new 25,000-square-foot facility Oct. 15. Matt Fuxan, assistant store manager of the Boise store and project manager for the new location, said there would be some employees brought to the Meridian store from Boise as well as new employees from Meridian and around the Treasure Valley. by Zachary Chastaine Fuxan said the new store would have as many zchastaine@idahopress.com as 130 new employees. So we’ll have a classroom space in the front in the northwest corner of the store,” Fuxan said. “We really want to provide education on our food system and just food independence. he Meridian Chamber of Commerce, in an effort to meet its ongoing goal to create a better business service for its members and provide a fun event for the public, has decided to move away from its annual pancake feed and instead develop a new event meant to provide better service to members and more options for visitors. President and CEO Anne Little Roberts said the pancake feed was becoming difficult to sustain with so many fast food options and certain costs — such as the $3,000 stage where the Meridian Symphony plays — that were becoming unsustainable. She said the intention is to be able to do more with the resources that had been going to operate the pancake feed. The new event is still in the planning stages but a date has been set. The new event will be held Sept. 24 and is meant to help the chamber keep up with the changing environment in Meridian. It will still include a food component but Roberts said the goal is to provide more for people and members alike and create an event that families can come to. This could include entertainment as well as member booths for visitors. Roberts said the venue for the new event would be Kleiner Park so families can take advantage of the park’s amenities. Roberts said the intention was not to get away from tradition but that the chamber was working to rise to the challenge presented by the increasingly high bar set by members of the Meridian business community. “The Village (at Meridian) has contributed to more energy everywhere in Meridian and set the bar higher,” Roberts said. The chamber will also try to develop an event that is more appealing to younger professionals. The chamber has made other changes recently to move toward its new fiveyear goal, such as the introduction of a new logo and has pulled in several new members. Roberts said the chamber had 52 new members join in 2014. “We’re excited for the new possibilities,” Roberts said.

He said the plan was to bring some of the Boise vibe to Meridian. As far as its setup, Kuzma said the Meridian location would be physically similar to the Boise location with lower shelving in some areas and natural sky lighting. Kuzma, as well as Crawford, Mayor Tammy de Weerd and Boise Co-op Board Chairwoman TJ Stevens, spoke to the crowd at the groundbreaking about their excitement for the new location and their thanks to residents for their support. “We are super excited about having the Boise Co-op here,” de Weerd said.

he Meridian Schools Clinic located on the campus at Meridian Elementary School celebrates its first full year of operation this February. The program is the only one of its kind with a permanent facility in the state. Clinic director Phoebe Gray said the main goal of the clinic is to keep kids in school by keeping kids healthy. It can provide basic medical treatments like stitches and initial examinations for injuries such as broken bones. “Over the past year we have seen almost 1,000 patients,” Gray said. Gray said it was fortunate that in the West Ada School District almost every school has a school nurse. The clinic provides expanded medical services that cannot be provided at each individual school. Gray said typically a child goes to triage at their school by a nurse and parents are contacted to see how they would like to proceed. Then, in most cases, parents will take their kids to the clinic for treatment. Six schools including Meridian Middle, Crossroads Middle, Meridian Elementary, Frontier Elementary, Peregrine Elementary and Chief Joseph Elementary schools have access to bus service through a partnership with the Boys and Girls Club of Meridian to transport children to the clinic once permission is granted by the student’s parents. In the case of students from Meridian Elementary, kids are simply escorted to the building. The clinic was supported by superintendent Linda Clark when it first opened, and the clinic continues to be funded through a combination of donors, grants and billing for services. Some things, such as parts of the construction for the building, were done by a construction class from a local high school. The logo for the clinic was designed by students at Meridian High School. Gray said the dental chair was a donation from the Ronald McDonald House. Before it became the clinic it is today, the building used to be a YMCA facility. “We gutted it and completely remodeled it with lots of help from lots of people,”

The clinic located on the campus of Meridian Elementary School offers many services meant to keep kids healthy and in the classroom. Gray said. The clinic has a staff of seven employees including two nurse practitioners, a registered nurse, a receptionist, a dental hygienist, a counselor and nutritionist. Although not all the staff are at the clinic full-time they rotate throughout the week so that the services needed by students can be accessible. Staff, in addition to seeing students for injuries and illness, also perform regularly scheduled appointments and follow-up appointments with students. In addition to the clinic’s anniversary, February is also National School-Based Healthcare Awareness Month. Gray said a national group, the School-based Healthcare Alliance, would be presenting to Congress to help inform them about the goals of these programs. Staff at the Meridian clinic also hope to help keep parents from needing to leave work to get their kids to a doctor. In some cases, parents who make hourly wage can’t often afford to leave work. “We believe that the school-based health clinic is a very wonderful function,” Gray said. “Our goal is to keep children in school. This allows children to be seen without the parent present so the parent doesn’t have to leave work, which for many people is very beneficial.”

CATCH in Meridian’s goal to expand

H

omelessness in Meridian is often an issue that goes on with little attention since the homeless in Meridian are usually unseen. To help keep the issue from becoming worse, the Boise-based nonprofit CATCH by Zachary Chastaine expanded into zchastaine@idahopress.com Meridian a year ago with help © 2015 MERIDIAN PRESS from the West Ada School District. Since then, the program has been expanding, and the woman behind the organization’s Meridian operations hopes to continue to expand services in coming years. Abby White is the face of CATCH in Meridian, and she alone handles cases in the city. The organization works exclusively with families with children. It is an Idaho grown nonprofit founded by Greg Morris, now the executive director of ACLU of Idaho, that works with a housing first approach. The organization tries to secure housing as a key factor for people to be able take care themselves, stay employed and keep their kids in school. White had originally started with CATCH as an office manager, and with her previous experience as a school counselor, she was able to transition into a case worker position. “Just seeing the work they did, I wanted to be a part of it,” White said. CATCH expanded its services to Meridian in April 2013 with support from the West Ada School District, including letting White use a cubicle at the district’s headquarters. Although White has the support of the CATCH office in Boise and the resources there, work in Meridian is usually done from the school district office. White said the partnership with the school district is important to the work CATCH is trying to do since the schools are often the first place homelessness is identified in Meridian. “When kids are homeless, they don’t do well in school,” White said. Kids dealing with homelessness are often tired, can’t focus and sometimes have bad hygiene due to the lack of access to facilities. White said there are currently about 400 students in the West Ada School District who are considered at risk of homelessness. In many cases, the kids are from families where their parents are employed, but don’t make enough money to keep up with all the bills.

Abby White is the head of CATCH operations in Meridian. Although the headquarters of CATCH is located in Boise, White is able to work from Meridian. CATCH strives to be a crisis intervention program rather than a crisis response program. White said she works with eight to 10 families at a time which is double the caseload from 2013. White said her goal for the Meridian program is to continue to expand to double the current caseload and possibly add an additional staff member. Currently 15 families are on the wait list for services in Meridian. “When a family is housed, then they can get a job,” White said. Support from the community had been strong, White said. Local churches and the Meridian Chamber of Commerce had been supportive of the work CATCH is doing. White said Meridian is a family-friendly community and that the organization also had support from Mayor Tammy de Weerd. In Meridian, White said a greater problem is a lack of awareness in the community since homeless people in Meridian are not usually visible to anyone. But White said her goal for the program is to double the budget, double the case load and down the road possibly establish a local headquarters for CATCH in Meridian. “We will grow,” White said. “We are committed to the well-being of families in Meridian.”

Harris said an official ribbon cutting will be held in coming days. The day of the ribbon cutting is still to be determined but marketing manager, Jodi Ward said it would likely be in mid-March.

Ward said the bank’s location put the bank in a better position for doing business in the area. “Being near The Village (at Meridian) was a huge benefit to us also,” Ward said. Community Banking President Dan Price said in a statement that the bank had brought in experts in residential loans, SBA and commercial lending services from other branches to create a complete banking resource between Boise and Nampa. “We are very proud of our new regional financial center and branch in Meridian,” Price said. The 11,500-square-foot location is the eight Mountain West Bank location in the Treasure Valley. Ward said the new bank facility would employ up to 50 people. It will replace the Mountain West Bank location at 4250 E. Fairview Ave. A statement from Mountain West Bank said the staff from the Fairview location would be absorbed into the new facility. Another branch at 2970 E. St. Luke’s St. has also converted to a drive-through only bank. This change took effect the same day the new branch opened Feb. 9.

Before we ran our article on possible growth on Ten Mile Road we asked readers if they ever avoid Eagle Road, if readers were excited for possible growth and what kind of things they would like to see come to Ten Mile. We had a huge response and wanted to share some of the things you said.

It would be swell if we could get a Trader Joe’s or some UPSCALE restaurants in Meridian. We not only avoid Eagle Road when possible, we AVOID going downtown Boise. Only an opinion, but we think that Meridian deserves upscale restaurants so less of our population from Meridian has to go downtown Boise to enjoy some really fine dining. Also be nice if we could get some venues on this side of the county to draw entertainment, instead of having to go downtown Boise to see name shows. There is really much more to Ada County than downtown Boise. Our little sleepy town of Meridian is bursting from residential development growth. Let’s rally to get some venues here. We know that the big sports complex will be nice, but there is a lot more space available than building another thing on Eagle Road. n

I have lived on Ten Mile Rd now for 37 yrs and I can not get out of my driveway even at 5:30 a.m. without a line of traffic to wait for. I for one do not like the added traffic, the loss of farmland and slow process of Ada County Highway District to keep up with the growth of Meridian. It’s not like we didn’t know ALL the growth was coming through Ten Mile yet the road still remains in need of four lanes all the way through. n

We are planning on moving further away from all this. Whole reason not to live in Boise and now it’s being ruined. n

When you’re green you’re growing! My friends and I used to take road trips to Portland, Seattle, and San Francisco to shop and dine in the types of establishments we’re beginning to see in the Eagle Road area and at The Village. The increased traffic is a small price to pay. I’m all about choices! n

I used to avoid Eagle Road but not anymore. I think the Ten Mile interchange area could use a truck stop and or restaurants. I’m really surprised that Fast Eddys is the only gas station to open up in that area. n
