ecently I have met several people who happened to share with me how they got into their current jobs. In each case they started out doing something (mostly) totally different, but they all said similar things to me about how they had gotten there. What I learned is that you shouldn’t avoid doing something you enjoy just because you are worried you won’t be able to do it successfully or that there is no such career path. What I have found more and more about people who find jobs they really enjoy is that they were willing to take a good calculated risk and put in the effort to make the change, or they were willing to put in the elbow grease to make it happen on their own. I admire this kind of thing from people; it takes guts to just chase your dream. And even if it’s not a dream job sort of thing and just a job someone is happy with, it can be scary making the change. Some people I heard from were scared they wouldn’t be able to make enough money to keep up the bills and that’s a real, serious concern, but they put in the effort and made it work. Recently I attended a Meridian Chamber Luncheon where I got to

BOISE — Residents who want to know the status of their Idaho income tax refund can go to the Idaho State Tax Commission website at tax.idaho.gov, and click on the “Where’s my refund?” link on the home page. Residents can also get a refund update by calling the Tax Commission’s automated phone number at 364-7389 in the Boise area or toll free at (888) 2285770. Both refund services are available 24 hours a day. To get your refund status, you must provide your Social Security number and the amount of your expected refund. Revenue Operations Administrator for the Tax Commission Doreen Warren said the commission has been successful in stopping fraud. “All returns go through accuracy checks and a fraud review before we issue any refunds, to ensure the refunds are issued to the people who are supposed to receive them,” Warren said. “These reviews have been very effective — last year we identified more than 1,000 confirmed fraudulent returns and stopped almost $1.4 million from being paid to those who weren’t entitled to the refund.” When residents file their taxes online, they can usually begin tracking their refund three to five business days after they receive their acknowledgment email from the Tax Commission. The refund should arrive within seven weeks of the email taxpayers get from the state. Residents who filed a paper return can expect to wait three weeks to track their refund status. The refund should arrive in up to 10 weeks.

Boles made an important point: You can’t be afraid or too resistant to make change. He said, “nothing is more expensive than living in the past.” Recently, whenever I make changes in my own life I try to remember some of the things Boles said. You shouldn’t be afraid to do what makes you happy. Now, I’m not advocating you quit your excellent job with a reputable firm to pursue selling waffles out of a van or anything like that. I’m just saying the next time you consider making a change in your life, don’t be afraid to change course and don’t be afraid of the hard work it might take.

Idaho State University-Meridian assistant nursing professor Susan Tavernier is the 2015 recipient of the Oncology Nursing Society State-of-the-Science Lectureship Award. Tavernier will accept the award during the opening ceremonies of the ONS Annual Congress April 23-26 in Orlando, Susan Florida. Tavernier The award entitles the recipient to Assistant nursing professor present a synthesis of peer-reviewed research on a particular topic to the ONS membership. Tavernier, who has 30 years of oncology nursing experience, will address cancer-related distress. Tavernier joined ISU in August 2013 and is coordinator of the Accelerated Bachelor of Science in Nursing Program at the ISU-Meridian Health Science Center. She has presented her research at numerous national conferences and also published in peer-reviewed journals. Tavernier is a peer reviewer for the Clinical Journal of Oncology Nursing and Qualitative Health Research. She holds a Bachelor of Science in Nursing from Whitworth University in Spokane, a Master of Science in Nursing from Loyola University of Chicago and a Doctor of Philosophy in Nursing from University of Utah. Founded in 1975, the Oncology Nursing Society is a professional association of close to 38,000 members committed to promoting excellence in oncology nursing and the transformation of cancer care.

Idaho Suicide Prevention Hotline now recruiting

The Idaho Suicide Prevention Hotline (1-800-273-TALK), a program of Jannus (formerly Mountain States Group, Inc.), is recruiting volunteer ambassadors to help with: n Tabling at community events-offering hotline materials and answering questions. n Giving brief presentations to community groups about the hotline. n Delivering hotline materials to organizations that have requested them. n Gathering resource referrals to local services in your community to be added onto the hotline’s list of resources for callers. Residents are encouraged to make difference in Idaho by becoming a community outreach volunteer, or “hotline ambassador” for the Idaho Suicide Prevention Hotline. Hotline ambassadors are encouraged from all walks of life and educational backgrounds. The hotline’s team trains volunteers — laypersons or professionals — statewide to become volunteer outreach ambassadors. The next training classes will be held from 11 a.m. to 1 p.m. March 7 and April 4. The hotline provides training and experience in a supportive environment for its ambassadors. Meridian woman killed in Nampa crash

NAMPA — A Meridian woman was killed in a crash Saturday in Nampa, police said. According to a release, 21-year-old Allison Brungardt, of Meridian, crossed the center line on Cherry Lane around 7 p.m. Saturday and hit another vehicle head-on. That vehicle was driven by 21-yearold Hayden Wright, of Nampa. Police say Brungardt died at the scene. Wright was transported via ambulance to Saint Alphonsus Health Plaza in Nampa. Police say Wright was wearing a seat belt, and it is unknown whether Brungardt was wearing hers. The crash is under investigation by Idaho State Police.

Meridian seeks to fill Historic Commission vacancy

The city of Meridian is seeking an individual to fill a vacancy on its Historic Preservation Commission. This commission meets the second Thursday of each month at 5:30 p.m. at Meridian City Hall. The Historic Preservation Commission works to preserve the character and fabric of historically-significant areas and structures within the city of Meridian to honor and preserve its rich heritage for future generations. Applicants must be at least 18 years old, reside within the Meridian city limits or its area of impact and have a demonstrated interest, competence, or knowledge in history or historic preservation. Candidates with professional training or experience in the disciplines of architecture, history, architectural history, urban planning, archaeology, engineering, law or other disciplines relevant to historic preservation are preferred. Anyone who would like to be considered for this voluntary position should complete an application form, which can be found on the city of Meridian website, www.meridiancity.org, under the City Government link or obtained from the Meridian City Clerk’s office. In addition, a letter of interest and resume should be sent to Mayor Tammy de Weerd at Meridian City Hall, 33 E. Broadway Avenue, Meridian, ID, 83642, by March 6.

Bourbon Distillers releases 1st bourbon since Prohibition

BOISE— On Saturday, Boise will welcome a new addition to locally made spirits. Idaho Bourbon Whiskey is following the tradition of fine southern whiskey-making, but with the style of the West. Idaho Bourbon Distillers said this will be the first Idaho crafted and aged bourbon. From grain to glass, this small batch bourbon was produced with corn rye, malted barley and blended with Idaho mountain spring water. The small batch release will be limited to just over 600 bottles. Idaho Bourbon Whiskey will be available to purchase at the distillery, 2762 Featherly Way, Boise, starting from noon to 5 p.m. Saturday. It will also be available online.

Man builds model for World War II aviator Y

ou could say Bill March knows a little something about the different aircraft from different nations involved in World War II. Recently he put that knowledge to good use by combining it with another talent of his — woodworking. March recently built a scale model Boeing B-17 Flying Fortress for 92-year-old Max Polin, a World War II airman from New Jersey, as a gift. He said from a sculpting standpoint, the B-17 was an attractive aircraft with broad wings and prominent engines. “These were the early warhorses,” March said. March pieced the nearly 40-pound sculpture together bit-by-bit to create a mesh of holes in the sculpture. These holes would be painted to resemble fire. March wanted to give the impression that the aircraft had been damaged by flak fire, hence the title of the sculpture, B-17 With Flak Damage. The silver exterior and peppered damaged spots does look like a damaged aircraft, but with a considerably artistic swing to it. March himself noted that an aircraft with as much damage as his sculpture would not fly. Despite the sculpture’s retail value estimated at $3,000, March said it was something he wanted the former airman to have. So he asked Polin for help with shipping and furnished a 150-pound crate to transport the piece, and Polin agreed. It was on his fifth mission on the day of his sister’s birthday when Polin’s plane was shot down over Flensberg, Germany. West Ada School District bond approaching

T

he day to vote for a $96 million bond proposed by the West Ada School District is approaching quickly. Residents will be able to cast their vote March 10, while some have already cast their votes in early voting. The $96 million school bond will be used to pay for two middle schools that are expected to cost by Zachary Chastaine $60 million, exzchastaine@idahopress.com pedite the completion of a $24 © 2015 MERIDIAN PRESS million construction project at Meridian High School, build a $10 million elementary school and partially purchase a new high school site for $2 million. It is the hope of the school district that the additional buildings will relieve some of the growing pains the district is experiencing at many schools. While the district’s newer middle schools are built to hold 1,000 students, many are over capacity by a few hundred students. One of the more seriously affected schools — Lake Hazel Middle School — has 1,459 students enrolled, but only has the capacity for 1,000. Lake Hazel, like many West Ada schools, uses temporary classrooms to keep up with capacity needs. Lake Hazel Principal Bret Heller said one of the major issues at the school is frequent maintenance and challenging logistics for administrators to serve so many students. Lake Hazel has 11 portable classrooms to house additional students. West Ada School District spokesman Eric Exline said in an interview with the Meridian Press in January that the portable classrooms can become costly over time and are more of a Band-Aid than an actual solution. “(Portables) really aren’t a permanent solution to how you house kids,” Exline said. School district officials do not expect the bond to raise current levy rates on taxpayers. During a presentation to the school board in January, Piper Jaffray representative Eric Heringer agreed. “In our projections for the bond, we

certainly don’t see that rate going up,” Heringer said. Exline said growth within the district would help keep levy rates from going up. However, depending on a home’s assessed property value, a homeowner’s property taxes may fluctuate. “Because of the new construction across our district and because of the resulting increase in property value for the whole district, the approval of this bond — if it is approved — will not make the levy rate go up,” Exline said.

Voter information The day to vote on the West Ada School District bond is March 10. Although voter registration has closed, Ada County Elections Supervisor Jo Spencer said voters can present photo identification and proof of residence at the polls and register the day of Election day. The West Ada School District bond vote is open to anyone who lives in the West Ada School District. Residents can also vote early by going to the elections office located at 400 N. Benjamin Lane, Suite 100 in Boise. Voting takes place between 8 a.m. and 5 p.m. Monday through Friday and from 10 a.m. to 4 p.m. Saturday. Voters can also request an absentee ballot. The deadline to request an absentee ballot is March 4. Absentee ballots must be received by the elections office by 8 p.m. March 10. BOISE — While parts of the American West are suffering from a lack of snow, Idaho mountain snowpack levels are ranging from 75 to 94 percent of normal levels in Central Idaho, home of the nationally popular Salmon, Lochsa and Payette rivers. Water supply specialist for the Natural Resources Conservation Service Ron Abromovich said Idaho looked good compared to neighboring states. And executive director for the Idaho Outfitters and Guides Association, John May, said the state had solid snowpack where it counted. “We’re already seeing some national media coverage of the drought in California, and we just want folks to know that our world-renowned whitewater rivers are going to have a great season,” May said. Idaho Outfitters and Guides Association recently launched the newly branded website, raftidaho.org, to make it easier for customers to select river trips and outfitters for a trip-of-a-lifetime rafting experience. Idaho is nationally known for its whitewater,

with more than 3,000 miles of whiteknuckle rapids, the most in the lower 48 states. Snowpack levels for the Selway River are 106 percent of normal, the Lochsa 93 percent of normal, the Middle Fork Salmon River 94 percent of normal, the Main Salmon 94 percent of normal, and the upper Snake River 108 percent of normal, according to NRCS snowtel data. “The water levels look great like always for the Lochsa and Selway,” Abromovich said. “Kayakers are out there boating right now.” All of the key reservoirs on the Payette and Snake rivers should fill to 100 percent of capacity, storing water for irrigation and recreation, Abramovich said. “So far, we’re in really good shape,”

said Chris Swersey, owner of Silver Cloud Expeditions. “We’re really excited about the summer season. We’re feeling really good about it.” Owner of Hughes River Expeditions Jerry Hughes said people from out of town had believed Idaho was in the same situation as their state and he had good things to tell them. “I’m pretty optimistic that we’re going to have a great season,” Hughes said. National Weather Service officials said a weather front moving into Idaho on Friday should bring temperatures down to normal levels next week after several weeks of above-average temperatures. The 30-day and 90-day weather forecasts call for equal chances of precipitation in the long term.

Valley women continue fight for seat belt law

When pressed about the size of the lots, Evans explained that he was worried the elimination of the lots would be too costly for him and that the increased size would drive values too high. Another neighbor, Bob Aldridge, spoke in support of the subdivision saying he believed the developer was up to the task of producing quality homes. “What I want to see are quality developments,” Aldridge said. The council discussed terms for an addition to Accommodations Subdivision south of E. mise to restrict houses on three lots to just one story. Evans agreed and the preliminary approval was passed with the new change. Additionally the council made a final approval on a 63 single family lot subdivision in the northwest corner of Black Cat Road and W. McMillan Road. In addition to the family residential lots, the development has 11 common lots on a 16.6 acre plot. The council heard from the Transportation, Parks and Historic Preservation Commission which included updates on progress each had made in different areas. The Historic Preservation Commission will add to a historic walking tour with help from elementary students who developed multimedia content for the tour. The Parks Commission said it hopes to add barbecue pits at Kleiner Park, and the Transportation Commission presented preparations for phase two of the split corridor project through downtown Meridian.

fort is Sheri Rogers of Meridian. Rogers founded the public awareness organization Buckle Up for Bobby after her 16-yearold son was killed in a car accident in 2012. Another teenager, Tiffany Walters, was killed in that crash, as well. Neither was wearing a seat belt. Rogers said that she and Easteppe sit on a committee on seat belts for the Idaho Highway Safety Commission. An assessment last year by the National Highway Traffic Safety Administration identified “several weaknesses” in Idaho highway safety laws, Rogers said, and made recommendations to her committee. “With those recommendations, our committee came up with a proposal for this seat belt law,” Rogers said. According to the Idaho Transportation Department, only two states receive fewer funds than Idaho for administering highway traffic safety programs — Maine and New Hampshire. Idaho is disqualified from federal funding in several categories because of its relatively lax highway safety laws. Law enforcement agencies around the Treasure Valley, Rogers said, are supportive of stronger seat belt laws. “It’s frustrating for our partners in law enforcement because they watch kids drive down the street without seat belts on and they can’t do anything because it’s not a primary law,” Rogers said. Easteppe said she’s given up on making a seat belt violation a primary offense for all ages, but she still wants it for teen drivers. She believes if there is a threat of punishment or getting in trouble with parents, more teens will choose to buckle up. “If it saves only one life of some teenager, then it’s worth it,” she said. Rep. Rick Youngblood, R-Nampa, said he has spoken with Easteppe about the legislation, and his first thoughts are that it is a good idea. He would need to see the bill first, but he understands where she’s coming from. “I have a teenage granddaughter who just received her driver’s license, and young people (think they) are just that, young invincible people,” Youngblood said. “Some additional oversight would probably be a good idea.”

wo mothers who have lost sons in car crashes are leading an effort to make failing to wear a seat belt a primary offense for drivers under the age of 19. One of the women is Phyllis Easteppe, who lives in Caldwell. The car rolled eight times, Easteppe said, and Patrick was thrown 120 feet from the car. He was killed instantly. Both were not wearing seat belts. “I’d give anything to have seen my son graduate high school,” she said. Easteppe met with the chairman of the House Transportation and Defense Committee, Rep. Joe Palmer of Meridian, on Tuesday. She said Rep. Richard Wills, RGlenns Ferry, is working on a draft of the bill. Palmer told Easteppe that if she could gather enough sponsors, he would give it a print hearing. He has his own reservations about enforcement of the law, she said, but was willing to let the committee hear it. At this point in the session, though, leadership in the House of Representatives would have to give the committee a special exemption to hear new bills. “I’ve got a lot of work to do, but it’s not dead,” Easteppe said. Easteppe has been fighting for tougher seat belt laws in Idaho since 2001. Current Idaho seat belt law is brief — adults who do not wear a seat belt are subject to a $10 citation and can be fined additionally for passengers under the age of 18 who are also not restrained. For a driver under age 18, the state adds court costs, bringing the total cost to $51.50 per violation. But for all of those instances, a driver must be pulled over for a reason other than not wearing a seat belt. Easteppe says the bill she is fighting for would not change fine amounts or any other details. It would only change it from a secondary to a primary offense. One of Easteppe’s partners in the ef-

This week the Meridian Press would like to run a response from Mayor Tammy de Weerd on the topic of smoking in Meridian. You can send us your opinions on this or other topics. he city of Meridian has a no-smoking policy for our employees as well as in our public spaces. Our parks have a smoke-free policy limiting smoking to parking lots and we have addressed e-cigarettes by defining them among the identified tobacco/nicotine products that are prohibited on city properties. Along with our policies, both the Mayors Youth Advisory Council and the Mayors Anti-Drug Coalition have been very active with public outreach programs for tobacco as well as illegal substances. Taking a no smoking policy further than what we have already acted on has

been discussed by our City Council, MYAC, MADC, through citizen commissions and public forums. We have surveyed this topic in great detail. At this point, expanding the no smoking policy to private property Tammy de has not been identified as a Weerd Meridian mayor Meridian specific issue or concern. The consensus has been that smoke-free policies beyond what we have done locally are best addressed at the state level. We currently have a very small percentage of businesses that allow smoking in their place of business. Our public can make a strong statement by supporting businesses that are smoke free. Thank you for taking time to share your thoughts. We just returned from voting on the West Ada School District bond. The volunteers working the voting section indicated turnout has been good so far. Since the bond failed last year, I was extremely surprised that Dr. Clark, or a designated representative from the school board, wasn’t present at the early voting area to answer questions about the bond. If the district intends to have this bond pass, the board members need to be highly visible or it will fail again.

PLUGGED IN Triumph amid Ebola, flooding, human trafficking

I

have enjoyed and been challenged by the articles I’ve been writing for the Out of Africa newsletter and Engage magazine. The first article was about human trafficking. A woman named Grizelda shared her story with me over the phone. Years after her terrifying experience in the sex slave trade, she is now working at a nonprofit in South Africa to help other victims. The by Holly Beech news@mymeridianpress.com journey to healing is one that is slow and © 2015 MERIDIAN PRESS lifelong, she said. Earlier this month I Skyped with a 44-year-old man named Clarence from Sierra Leone, who learned in December that nine people in his living compound had contracted Ebola. Within days, seven of them had died. Clarence and his family were quarantined at home for 21 days. Thankfully, none of them contracted the virus, but now the community — their friends, neighbors and even vendors at the market — doesn’t want anything to do with them, fearing that they might be contagious. Ebola survivors who are now immune to the disease are also facing this type of social stigma. Churches in Sierra Leone are supporting those who have been marginalized and spreading the message that these community members should be welcomed rather than feared. Last week I flew to Malawi for three days and met locals whose homes and crops were destroyed by the worst flooding they have ever seen. Across the country, more than 100 people died and 230,000 others were displaced after last month’s flooding, caused by heavy rainfall. In some areas the waters were almost 10 feet deep. While in Malawi, I traveled with a local team from Nazarene Compassionate Ministries. I held my breath and gripped my seat as our old Toyota Land Cruiser delicately crossed weakened bridges.

Actually, we were lucky if we came to a bridge that was still standing. In many cases the bridge had collapsed and we just had to plow through the water. After bumping along ravaged roads for a few hours, we finally reached remote farm communities. Residents literally sang for joy when they saw us coming — so great was their hunger and their hope that we could help. Children were especially excited to such a rare sight as white skin. When they saw me they would shout “Azungu!” (white person) and shriek with delight when I would wave back or give them a thumbs-up. Other children held me with an unwavering, skeptical gaze. I only knew three phrases in Chichewa, the local language: “Zikomo” (thank you), “Muli bwanji?” (How are you?), and “Ndiri bwino” (I am fine). Locals would smile graciously as I fumbled to communicate. The women even taught me how to tie my new “chilundu” around my waist, the vibrant garments that women in the rural communities wear as skirts and use to carry their babies. Women gathered around me and fussed and folded and tugged and tied until finally the chilundu was properly in place, at which point we all let out a victorious cheer. I left Malawi amazed by its beauty and its people. In dire situations, people are showing huge amounts of grace, fortitude and sacrificial giving.
