Please look twice for motorcycles A
s the world outside starts to warm up, drivers are seeing a rise in the number of people on motorcycles sharing the road. For the first time in my life, I’m now one of them. I finally checked off a bucket-list item I’ve had since I was 17 and got myself a motorcycle. Although my plan is to be able to commute on the bike to and from class or work when appropriate, the bike is undeniably some of the most fun I’ve had. Even trivial things like running to Walgreens have become exciting, although significantly more dangerous. About one year ago I took an Idaho STAR motorcycle safety course, and I’m glad I did. What I’ve learned is it’s easy to learn to ride a bike, but without the skills learned in the STAR course I may already have crashed. People ask me about the STAR class a lot, and I tell them all the same thing, you learn good skills and it’s a fun class. It’s even helped my daily driving and gotten me making safer decisions. You start with literally pushing the bike with your feet, engines off, and get a feel for the ma-

BOISE — Over 175 Idaho Power employees and retirees pledged $21,892 to Idaho Public Television during the station’s annual Festival pledge drive beating last year’s record by $150. With a $20,000 match from parent company IDACORP, the total money raised for IPTV was more than $41,000. “Idaho Power Night” was March 12, and 30 employees volunteered to answer phones and take donations. On hand to co-host the event were Idaho Power Vice President Vern Porter, Operations Hydrology Leader Kresta Davis-Butts, Facilities Services Leader Amy Janibagian and Line Crew Foreman Vance Poe. Idaho Power has participated in Festival for almost 30 years, and the company has a strong tradition of supporting public television. With Idaho Power’s help, IPTV beat its goal of raising $1 million during Festival.
Tax Commission reminds residents of sales tax requirements
Taxpayers are reminded by the Idaho State Tax Commission that they must pay a 6 percent sales tax on good purchased on the Internet, by phone or email. People who bought merchandise in states with no sales tax such as Oregon or Montana must also pay a use tax if they bring the goods into Idaho. If sales tax wasn’t collected, Idaho makes it easy to pay a use tax when you file your annual income tax return, which is due by April 15. Simply total your untaxed purchases, multiply that total by .06, and enter that amount (rounded to the nearest dollar) on the appropriate line of your income tax return. You can also fill out Form 850-U (Idaho Self-Assessed Use Tax Worksheet and Return), available at tax.idaho.gov, and pay use tax at any time during the year.
Jobless rate among Idaho veterans drops in 2014 New estimates from the U.S. Bureau of Labor Statistics show the unemployment rate for Idaho veterans dropped in 2014 to 2.3 percent, lower than every state but North Dakota and Vermont. Only 1,000 of Idaho’s 58,000 military veterans in the labor force were out of work in 2014, the bureau estimated. That was down from 4,000 in 2013, an unemployment rate of 7.2 percent, although Idaho’s veterans labor force was 4,000 larger at 62,000. Idaho’s unemployment rate among veterans in 2013 ranked 14th highest among the states. Veterans unemployment in Idaho in 2014 was 2.2 percentage points lower than the rate for non-veterans, a marked turnaround from 2013 when the veterans rate was 1.1 percentage points higher.

The Idaho State Police conducted a Trooper on a Train enforcement operation Thursday in coordination with the Meridian Police Department and Operation Lifesaver. During the operation, an Idaho State trooper rode in the train and watched for vehicles which violated the train’s right-of-way. Officers then stopped the violating motorists and explained the dangers of unsafe railway crossing. Police offered these tips to help motorists stay safe: n slow down at railroad crossings and be prepared to stop n expect trains on any track at any time n never drive around lowered gates — it’s illegal to do so n do not stop on tracks n if a driver finds themselves stuck on train tracks, get out of their vehicle and get away

Even if I did I couldn’t sip my Kicker with my helmet on. Luckily there were no cars waiting behind me and I awkwardly waddled back out and pulled a U-turn into the parking lot. I played it cool like I had meant to do it the whole time. For anyone considering riding a motorcycle themselves I can’t really recommend it without taking the Idaho STAR course. The ability to assess dangers and react to them is valuable and makes for a more fun ride when safety is just a part of your process.

First West Ada bids accepted for school projects
T
he West Ada School District adorned its website and Facebook page with messages thanking people “for supporting our schools” after voters passed a $96 million bond. The district now has the money it asked for to construct additional schools and complete construction projects. But what happens now? The district announced on its Facebook page March 20 that it accepted the first bids for the bond projects that afternoon. The district had several projects planned with the bond money, including the construction of two middle schools. One, the Victory Middle School project, would begin by April, and by Zachary Chastaine zchastaine@idahopress.com the district said it had saved about $2.5 million on the construction © 2015 MERIDIAN PRESS bids putting the estimated total for the project at $27.5 million. The Victory Middle School project is expected to open in fall of 2016. The district said in its announcement that the savings would help if other projects came in over their estimates. Other projects include another middle school planned in northwest Meridian, which is expected to open in fall of 2018. Another, an elementary school planned south of Interstate 84, is being built in partnership with the YMCA and a recently confirmed partnership with the Meridian Library District. NNU students work with NASA N A M PA — Nor t h w e s t Nazarene University’s RockSat-X engineering team, in collaboration with NASA Jet Propulsion Lab and Boise-based American Semiconductor, Inc., will launch an experimental payload on a rocket to 100 miles above the Atlantic Ocean for a half-hour flight today. The team’s goals are to investigate new flexible electronics technologies from ASI and JPL, for use in studying upper atmospheric weather, such as the jet stream over the Atlantic. Light-weight, helicopter-like 3-D printed parts designed at NNU will be deployed from the rocket at the upper edges of the atmosphere and spin or flutter down slowly, all the while radio transmitting their sensor data back to the rocket and the ground. The team compared the experiment to the movie Twister, where sensors are released into a tornado. The experiment built by students will parachute down into the Atlantic where it will be recovered by ship and returned to the NNU research lab for postflight studies by the team and its collaborators. Funding of Dairy Days discussed at council C hanges to how Meridian’s annual Dairy Days Parade is funded may be needed for the event’s 2015 parade. City Attorney William Nary told the Meridian City Council on Tuesday that this year’s parade would require different types of traffic control from previous years due to the split corridor and the insertion of new islands and historic lighting on Main Street. Nary said last year the city spent $2,000 dollars in overtime costs to pay officers from the Meridian Police Department to assist with traffic control, and other materials such as barricades and fliers had cost $4,000. Nary said the cost this year was anticipated to be about the same except for an additional $700 for an on-site medical service — which in previous years had not been consistent. Almost $1,000 in costs historically taken up by the Ada County Highway District would not be provided this year, Nary said. Dairy Board Secretary Gerald Mattison said this would be the 86th consecutive year of the Dairy Days Parade, and the event has experienced some recent troubles such as decreased participation and discontinued support from the Meridian Chamber of Commerce. Mattison said the chamber had opted to stop sponsoring food and craft tables for the parade, and the Dairy Board had stepped in to keep those amenities at the event. Mattison said the Dairy Board also agreed to take over the Pancake Feed formerly hosted by the Meridian Chamber of Commerce. “The cost involved in renting the required traffic control barricades, signage and hiring of professional flaggers would make this parade too expensive for the Dairy Board to keep putting on,” Mattison said. He said costs this year could even be higher than last year to rent the same
equipment. “We are respectfully requesting that the city again this year, and for the foreseeable future, cover the cost for the public safety and traffic control for the annual Meridian Dairy Days Parade,” he said. Mayor Tammy de Weerd said the city’s commitment to the event was $9,000, and there was discussion among councilors if they are committed for the current year’s event or all following events. Councilman Luke Cavener questioned the board’s lack of figures for this year’s event. “If you don’t have your costs of what you anticipate it’s going to be for this year, how can you say you can’t afford it?” Cavener said. Mattison said the city had covered all of the costs for traffic control and public safety last year, but this year anticipated the cost would be higher since there was a requirement for additional traffic control. Councilman Charlie Rountree said the council had committed to historic costs and should stick to that commitment, but had some input for the Dairy Board. “However, at some point in time, since we’re 15 years into the 21st century, I believe the very core of the problem you ought to look at your fee structure of your parade and look at the cost of the parade and see if you can defer some of the costs in the future through participants,” Rountree said. “Having said that, I move that we participate in the historic costs of the parade in the amount not to exceed $9,000.” The motion was seconded, and the council voted in favor to approve it.
IN OTHER BUSINESS The meeting began with a swearing in ceremony for Meridian’s two newest firefighters. Michael Bayless, 31, and Nick Piccono, 33, were sworn in officially by Fire Chief David Jones and de Weerd. Bayless and Piccono started their work with the fire department Monday.

Construction has begun on Main Street between Broadway and Pine to install islands.
Construction begins on Main Street Work began Monday on the historic lighting and mid-block island project. The project is designed to improve sidewalk lighting on Main Street as well as help contribute to a desired ambiance in downtown Meridian. Mid-block islands are being installed in the center turn lanes to deter vehicles from using the alleyways for through access as well as calm traffic on Main Street. The islands will contain landscaping C M Y K
with decorative banner poles and historic street light poles. The project is being led by the Meridian Development Corporation, and administrator Ashley Squyres said the project would cost $312,000. Squyres said the majority of the work with the islands would be complete by May however the historic lighting would likely extend into June since the lights were back ordered.

Intermountain Pet Hospital aims to build healthier families by Zachary Chastaine

or the folks at Intermountain Pet Hospital and Lodge in Meridian, keeping pets healthy — and not just when they’re sick — is what their business is all about. In recent years the hospital has strengthened its focus to more preventative care in addition to emergency services. Intermountain Pet Hospital is much like a human hospital. People bring their pets into the lobby where, once checked in, some are sent over to an area with visitations rooms to meet with veterinarians and pets can get a health checkup or other treatment. The visiting rooms are also near the hospital’s own pharmacy

actually been around for 33 years, but in the last two it has undergone some major mission. Originally founded changes to help expand its by Dr. Bob Beede, the hospital, located at 800 W. Overland Road, also served large animals such as horses and goats. However the large animal service was disbanded as the hospital expanded and began focusing more on small animal care, primarily for cats and dogs. good communication.” In 2007, Dr. Brett Bingham joined the team, and the hospital would later add Drs. Chad Hunt, Alicia Konsella, Chris Roth and Teresa Sauer. With six doctors and 54 staff members including technicians, assistants and more, the hospital has been able to extend its services to rehabilitation for animals with a rehab clinic and lodging and grooming services. “The lodge was opened up in 2003. (Beede) did a major remodel on the building and added the lodge. Two years ago we added the rehab room and a couple other rooms,” Mulvahill said. Dustin Kamper, marketing manager for the hospital, said the lodge can see as many as 120 animals on a busy day during the summer. Pets undergo a behavioral check to make sure they get along with other animals before they are allowed to stay in a group kennel. Private boarding is also available for cats and dogs. The themes for the lodging features special decorations, and it also has a pool. “Just kind of a fun team activity we did, we all got assigned a suite and then we designed them,” Kamper said. “So we have a Vandals suite for the Idaho Vandals fans and a Boise State suite for the Broncos and everything from a Robie Creek Suite and a Hollywood Suite.” Clients can purchase different packages for different levels lodging and services for their pets. The intent is to make it more relaxing for pets while they stay. “It also makes it fun for our clients,” Kamper said. Behind the scenes is the hospital’s more intensive care area where surgical

tables, ultrasounds and special monitoring rooms are set up to provide advanced care for pets or emergency surgery. The hospital also works to be a good community partner and has done outreach into the local schools. Recently the staff had a booth at the Andrus Elementary School’s Science Night where visitors could learn about animal anatomy and learn about what veterinarians do. Kamper said the hospital hosts classes where pet owners can come and hear seminars about different subjects on pet health. The classes are hosted in the hospital’s conference room. One major component to the hospital’s outreach was the founding of a charity called Helping Hand Fund. The organization started in 2012 by Beede, Bingham and Mulvahill and works to raise funds provide veterinary care when a family cannot afford it. The Helping Hand Fund also works to provide financial assistance to other organizations such as animal shelters.

t’s hard to believe I have been living in Johannesburg for almost three months. I love my home away from home and am inspired by the people I get to write about. Because English is a prominent language in South Africa, and the clothing and food styles are similar to what I’m used to, I haven’t experienced the level of culture shock that might accompany visits to other foreign countries. But there are a few little things that I’m adjusting to: The date structure. No, I don’t mean romantic dates. I mean the boring kind of dates. Here, the day comes before the month. So summer, for example, is December through March. Surnames. Your last name is called your “surname.” I was recently working at a registration booth, and I think I confused quite a few people by asking them for their last name. And the pronunciation of my surname (see what I did there?) sounds like a word that would be inappropriate for me to use in this column. Take a wild guess. Afrikaans. I look like an Afrikaner (a South African with Dutch ancestry), so people often will address me in Afrikaans. I was playing on the playground with my cousin’s boys, and a little boy came up to me and started rattling off something in Afrikaans. I said slowly, “I’m sorry, I only speak English.” He stared at me blankly for a moment, then continued his rant in Afrikaans. I hope he enjoyed his monologue. Thunder! The thunderstorms here are magnificent! I have really enjoyed them. Expect when lightening strikes so close

There are tiny lizards that peacefully reside in my apartment, (or, as they say here, my “flat”). I don’t mind because they are cute and harmless and eat the bugs. Traffic. As I’ve mentioned in a previous column, here we drive on the left side of the road, and the steering wheel is on the right side of the car. This feels so natural now that it will be strange switching back. I will not miss, however, the motorcycles that whizz by on the centerline or the rambunctious taxis that often disregard traffic laws. Chip roll. This is a dish that consists of a bread roll stuffed with French fries (aka “chips”) and some lunch meat. It’s tasty at the time, but a regrettable choice later in the day when you feel like loosening your belt a notch. Trolleys. Shopping carts are called trolleys here, which for some reason makes me giggle. Auntie/Uncle. To show respect here, you address people who are older than you with “Auntie” or “Uncle” before their name. I have the hardest time remembering to do this. I think if I used these terms in the States, people would just say, “Oh stop, you’re making me feel old!” Robots. There are robots everywhere here. But it’s not as exciting as it sounds. Robot is just the word they use for traffic light.

Fire Department to proceed with new inspection software T
he Meridian Fire Department received approval from the Meridian City Council on March 17 to proceed with Brycer LLC to begin using new software dubbed The Compliance Engine. Palmer said the software will allow the department to keep commercial businesses safer without stretching limited fire department resources. The software will help keep costs lower than if the department were to perform the same services itself, he said. Each inspection costs between $10 to $20 annually. Palmer said there will be an opportunity for inspection contractors to pick up additional work since the department was only collecting about 28 percent of the potential inspections that the department should be doing. The partnership would help fill a gap the department is experiencing. “The company we are contracting with sent out notifications in advance to the building owners advising them that their annual inspection is coming up,” Palmer said. “Where we run into problems, and where that’s a big benefit to us, is … we don’t have enough people to go out and inspect every building every year.”

Meridian Fire Marshal Perry Palmer inspects a Meridian hotel’s fire safety systems. Palmer said there were also enough buildings in Meridian that it could be as many as four years until the fire department managed to inspect all of the city’s buildings. The Compliance Engine software would enable the department to keep a much closer tab on the systems of commercial buildings and identify problems. “It’s going to help us keep abreast of potential issues in the community that we may not know about,” Palmer said.
The plan to switch to The Compliance Engine was met with some opposition during a Dec. 9 council meeting where Taylor Brothers Fire and Safety in Boise said the switch to the software would hurt their business. Co-owner James Bedal said his company, which had been in the Treasure Valley for 50 years, had spent $250,000 developing its own software for digital inspections. Palmer said the fire department felt better about moving forward with The Compliance Engine because it was a more proven system. It’s in use in 37 states and used by about 1,000 fire departments, he said. Palmer said one of the departments using The Compliance Engine was the Los Angeles Fire Department. He said use with such a large department with thousands of commercial buildings helped give the Meridian Fire Department confidence in the system, and that Meridian wanted to adopt an established and proven system rather than adopt a newer one such as the software developed by Taylor Brothers. “We evaluated that system,” Palmer said. “In all honesty it’s still too much in the development phase.” Palmer said his department had been ready for a new system for about a year and had delayed their process to examine other software. Now that they had approval to move forward with The Compliance Engine, Palmer said it could take between four and six months while the department implemented and trained staff on the new system.
