I
have noticed an interesting cultural thing about Meridian in the several weeks I have been on this assignment. Younger residents do not seem as nearly as interested in the past of Meridian as older residents. Now obviously this is a generalized observation I’m making, but I wanted to share it with all of you. Anyone who is new to Meridian is probably familiar with how it has been for the last five years or so with the new developments, such as The Village at Meridian and things like that. There is little talk about how other cities see Meridian and how they feel about other towns or how it used to be here. I think for younger residents, myself included, there is not as nearly as much attachment to the past of Meridian. Older residents who have been here for a few more years or even decades are often full of stories about what Boise thinks of “us” or what Nampa thinks of “us,” and I have always tried to pay attention to these perceptions because I only hear them from older residents. People today seem happy with how things are now, and there is little concern about what residents in other cities think. The dairy town past of Meridian is preserved in historical placards in our parks but it
Driver licenses accepted for now BOISE — The Idaho Transportation Department announced March 31 that Idaho driver’s licenses and identification cards will be accepted for official federal purposes following approval of a REAL ID compliance enforcement extension request, granted March 27, by the U.S. Department of Homeland Security. The approval allows for these cards to be accepted as proof of identity for entrance into locations such as nuclear facilities, military bases and federal buildings, and for boarding federally regulated air travel. The compliance enforcement extension will expire Oct. 10, and must be renewed each October. The extension request was made possible by House Bill 96, approved by the 2015 Idaho Legislature and signed into law March 11. The legislation allows ITD to file extension requests to DHS along with status reports, and requires ITD to give annual updates to the Idaho House and Senate transportation committees. Recently, DHS removed limitations on extension requests, allowing states to submit new extension requests each federal fiscal year that expire Oct. 10.

sits in the shadow of our growing businesses and subdivisions. Just the other day I found one in front of a house near downtown Meridian, and I got a little piece of history while walking to my car. Today we seem much more concerned with problems like how much rent is, or how much traffic we may have to drive through to get from here to there and if we can park our cars on the street without having to worry about them being broken into. As the city grows and our industries continue to expand, I think it will be in- by Zachary Chastaine teresting to see how our perception of zchastaine@idahopress.com our past could change. Our historical © 2015 MERIDIAN PRESS society works hard to preserve the city’s past, and I hope it continues to do so. It’s fun to celebrate our dairy past, and its fun to see how far we’ve come.

Meridian Community Block Party to move
During the April 7 regular Meridian City Council meeting it was announced during a department report by Colin Moss that the Meridian Community Block Party would move to Kleiner Park this year from its previous home in Settler’s Park. Moss said the move to Kleiner park would enable the block party to take advantage of the bandshell for live performances as well as enable more participation from neighboring businesses as well as easy access to amenities at The Village at Meridian. Sponsors of the block party include the Boise Co-op which will be opening its newest location at The Village.

water.” If a pipe bursts or an appliance leaks while you are away, you may have a similar story to tell.
Before you go jet-setting to the tropics, we recommend some water damage prevention:
Turn off the main valve.
If you need the main valve for irrigation, find other supply valves or individual shutoffs (sinks, toilets, refrigerator, dishwasher, washer, and water heater). Taking a few minutes in prevention will save you thousands in potential water damage. The Disaster Response Team hopes your vacation story ends like this instead...

COMPASS receives national grant
T
SUBMITTED
he Community Planning Association of Southwest Idaho announced March 30 that it has been selected to receive a $225,000 technical assistance grant under the Strategic Highway Research Program, Implementation Assistance Program. COMPASS is one of 21 transportation organizations nationwide to receive funding in this round of SHRP2 grant funding, and the only organization in Idaho. COMPASS is one of just four metropolitan planning organizations granted funding while the four other recipients are state departments of transportation. COMPASS will receive grant funding for technical assistance as a “Lead Adopter” in two categories: freight considerations and performance measures. Director of Planning Sabrina Minshall said COMPASS was honored to receive the technical assistance grant. “Communities in Motion 2040, the long-range transportation plan for Ada and Canyon counties, represents a step forward in integrated regional planning in southwest Idaho,” she said. “However, we recognize that there are still gaps in the plan and the planning process. COMPASS believes that ‘what gets planned,
gets built.’ This grant will help the region implement innovative processes for freight and performance based planning.” The grant funds will help COMPASS better incorporate freight considerations into the next update of Communities in Motion and assist the agency as it moves from establishing performance measures to using them to guide decisions, which will result in more transparent and objective decision-making. “While this grant will support and inform the update of Communities in Motion, the data, tools, and expertise we will gain from the grant will also benefit the region right away as we use them to implement the existing Communities in Motion plan,” Minshall said. “Though planning is important, the purpose of planning is implementation — making on-the-ground progress toward regional goals. This grant will help assist with both the planning and the implementation aspects of maintaining and improving our regional transportation system. In the end, it’s about improving quality of life” The SHRP2 program is nationally competitive grant program jointly administered by the Federal Highway Administration and the American Association of State Highway and Transportation Officials.

LOCAL NEWS Residents show up in force to oppose development
T
he Meridian City Council denied a request Tuesday night for an unpopular development that proposed a storage facility in north Meridian. Residents showed up Tuesday night at the meeting in full force — nearly filling the council’s chambers — to oppose the Jayker Village Subdivision by Oak Leaf Development Company. The development is on the north side of Chinden Boulevard and west of Tree Farm Way. One of the major points of contention of the subdivision is a proposed storage facility included in the development. Planning and Zoning Department staff recommended denial of the proposal in March. The proposal had received a petition with over 230 signatures against the project, primarily from residents of the Spurwing Greens Subdivision. The current plat consists of three commercial, three common and one residential lot on 23.5 acres. The storage facility itself is planned to include 15 storage buildings in an 11.1-acre area. Planning and Zoning Department staff made recommendations to change the proposal to add in neighborhood amenities. Gary Allen, representing Oak Leaf Development Company, said the council had a choice between emotions and politics or looking at the proposal based on the facts. Allen said developer Doug Carnahan, who owns Jayker Wholesale Nurseries along with his wife, Meredith, were long time community partners. by Zachary Chastaine Allen addressed community concerns and said the storzchastaine@idahopress.com age facility was proposed in a good location and had a backing from planning and zoning staff. © 2015 MERIDIAN PRESS “The storage unit is not going to harm property values,” Allen said. In regard to traffic, Allen said the Ada County Highway District and the Idaho Transportation Department agreed the proposal was in compliance with their policies. “Traffic is a non-issue,” Allen said. Neighbors voiced concern that there was one access road into the Spurwing Subdivision. Allen said residents have access to a second gated entrance — drawing laughter from neighbors in attendance. Robert Neufeld, chairman of the homeowners association for Spurwing, presented as spokesman for the homeowners association. He said residents were concerned about neighborhood traffic and one of their main concerns was that the proposed storage facility did not fit the community. “As of tonight’s meeting, we have gathered the signatures of 90 percent of the residents in Spurwing,” Neufeld said He said Spurwing was a country club community and that residents paid fees to be members of the club. Neufeld said in conversations with the developer, residents have tried to find a solution to make the storage facility work but that the developer has not been responsive. “We were lectured to and told we had no idea what was good for the community,” Neufeld said. “He said he would do whatever it took to get this development.” Neufeld said on behalf of his representatives that they were requesting the council deny the applications by the developer. He showed examples of properties that the community was receptive to. “We’re not opposed to the development; we never were,” Neufeld said. But he reiterated that residents wanted the development to fit their neighborhood. Gary Walker, a resident of Spurwing, said he was a retired sheriff’s commander who presented crime statistics and the subdivision’s low crime rate. “I would ask that you not tarnish this jewel by allowing this storage unit to be built next door,” Walker said. He said he was concerned about storage units being used as drug labs. “I would encourage you to go with the recommendation of your planning and zoning commission,” Walker said. The public hearing continued until past 9 p.m. with the City Council chambers still full of residents. Councilman Charlie Rountree spoke about the history of the development and what he called the council’s initial unease as well as the property’s zoning history.

“
I just want to tell the Carnahans you do not have a target on your back; you have neighbors that disagreed with this development and that’s when the emotion comes in.” TAMMY DE WEERD Meridian mayor
“I do not see that the request to change the zoning (to commercial) to accommodate this particular application is necessarily the best for the community,” Rountree said. “Obviously the neighbors don’t believe so.” He said the current zoning was probably a good zoning for the property and that up-scaling or down-scaling it would not necessarily benefit the community. Mayor Tammy de Weerd said some words in support of the Carnahans and their work in the community, but said she also agreed with neighbors that their subdivision was a premier one and their desire to preserve that. She also spoke to concerns from the Carnahans. “I just want to tell the Carnahans you do not have a target on your back; you have neighbors that disagreed with this development and that’s when the emotion comes in,” de Weerd said. A motion was made to close the public hearings on the four Jayker Village Subdivision hearings a motion was made to deny the request for rezone. The motion was seconded and passed and the council proceeded to deny the plat approval, the conditional use permit and the development agreement modification.

T
he students at Ponderosa Elementary School love running, and the active Fuel Up to Play 60 program at their school has been teaching them the importance of fueling up to be active. The school was treated April 3 to a special guest speaker who could drive the importance of healthy eating home. Offensive tackle for the Seattle Seahawks Justin Britt came to answer questions and conduct a relay for around 600 students and local dairy farmers. Britt said this had been his first time speaking to kids at one of these types of events with the NFL but that he was looking forward to the opportunity. “Any way I can help share my story of how I got to where I am and how being healthy made choices easier for me (is good),” Britt said. Britt said it was a good way to connect to kids since the students, many of whom were wearing team jerseys for the Seahawks and other teams, are often football fans. “I did a lot of this stuff back in Missouri. I was a Missouri Tiger, and I went to smaller towns that were obviously Missouri fans,” Britt said. “I feel like they pay attention more because they watch you on TV and they see you doing good things out there in the real world and they want to know how you’re able to do it and what ways helped you. I can tell them my testimony of eating healthy and whatnot and I feel privileged to do so.” Jennifer Duckwall, wearing full Seahawks gear, showed students a

Students got to ask Britt questions about nutrition as well as about his football career. Britt was able to share his experience with training, telling the students that he could work out all he wanted but it wouldn’t matter without the proper nutrition. Students also asked about Britt’s best play and if he preferred strawberry or chocolate milk. Following the presentation and questions, Britt led students in cup-stacking, jug lifting and other activities for students.

video about them being active and then introduced Britt. Britt told the students about his background and how he began playing football. “My mom told me when I was growing up I would drink a gallon of milk a week,” Britt said to the students. Britt told the students about how he would eat healthy even if it wasn’t the best tasting food.
