he Meridian Dairy Days Parade was fun — at least I thought it was. I liked all the cars, the old tractors and stuff like that. It was nostalgic and to the delight of all the kids who were there, it was practically raining candy. Between the carnival, the bounce houses in the park and literally the entire length of the parade I wound up seeing a little bit of everything and was completely paraded out by the end of the night. While my day at the parade was fun and I’m sure many people had a great time, I did hear from some people who said they were disappointed and some even said they would probably not come back next year. For me this was confusing because I really didn’t understand what was so disappointing. Sure, there were hardly any actual cows, but there are also only four dairy farms left in Meridian. There were more pickup trucks and cars than actual floats but making a big fancy float is also expensive and time consuming. I know people have high expectations for spectacle these days but let’s face it, when you expect everything to be as good as the new Mad Max: Fury Road movie, you may find your bar is too high. Point being, I’m not sure why people were disappointed.
Library board seeks to fill vacancy The Meridian Library District Board of Trustees is accepting applications for a trustee vacancy. The appointment will be to serve the remainder of a term expiring in May 2019. Duties include attending regular monthly meetings and special meetings as necessary, planning for the library’s future, advocating for and promoting the library in the community and providing fiscal oversight of the library. Applicants must be residents of the library district and be 18 years of age or older. All applicants are required to complete and submit a Library Trustee Application Form available from mld.org and resume or brief history about themselves. Interviews will be held from 6-7 p.m. July 14-15. Applications must be received by the library director, who serves as clerk of the district, no later than 5 p.m. July 6. There will be lane restrictions on Franklin Road between Linder Road and Ten Mile Road due to a landscape improvement project. But I do have some advice. If you don’t like the parade, then grab a float application for 2016 and build yourself a float. Find yourself a cow and a rope and tow it around for everyone by Zachary Chastaine to see. The Dairy Days Parade isn’t some zchastaine@idahopress.com event the dairy board just magically whips © 2015 MERIDIAN PRESS together for everyone. They had to get money from the city and need volunteers, and it’s something that only happens because of the people participating. I cannot imagine it is that easy to make the Meridian Library District’s Bookmobile look like a giant cow, but the folks at the library did it and they got out there. And you can too. So if you don’t think the parade was great, see if you can be the change you want to see in it. I also want to recognize some of the nice things I saw Meridian Police Department officers doing during the parade. I spotted officers giving directions, helping get people who were mistakenly sitting away from the parade on track and bringing water to people who were not handling the heat well.

Meridian girl offered AAA hockey position Katie Davis, 13, from Meridian has been offered a spot with the St. Louis Lady Blues U14 AAA hockey team. Davis will have the opportunity to play in tier one tournaments with the Lady Blues going into the fall and winter seasons. Davis has left for Toronto, Canada, and will be playing in five tournaments with girls hockey teams. Davis will continue living in Meridian and practicing at Idaho Ice World for the duration of eighth grade, but it is possible she will soon have to move to the East Coast to pursue more professional hockey goals. Meridian Symphony to hold auditions
The Meridian Symphony Orchestra will hold auditions for open positions the 2015-16 concert season July 25 at First Presbyterian Church located on 950 W. State St. in Boise. Auditions will be held during the day for section strings, second oboe, second bassoon, tuba, English horn, second trumpet and third trumpet. The Meridian Symphony is an ensemble with 70 members that performs classical and pops music in a family friendly setting. James Ogle is the orchestra’s artistic director and conductor. Boise Co-op cleared to re-open deli
The Boise Co-op is re-opening its deli following a Salmonella outbreak two weeks ago. At least 200 people got sick in the outbreak. The Central District Health Department said the Boise Co-op has adjusted the flow of its deli area to keep various foods separate, added additional sinks and has sanitized its deli to reduce risk of foodborne illnesses. The Boise Co-op is expected to open a store Oct. 15 in Meridian. The Meridian store will have all of the features of the Boise location as well as some features unique to the Meridian location.

Officials mull public safety, parks funding C Next 2016 budget workshop to be held July 21
ity officials are determining how best to balance funding for public safety needs such as new security cameras for the Meridian Police Department and public amenities such as new park space on the south side of town during their fiscal year 2016 budget talks. The fiscal year 2015 budget for the city of Meridian was $93.7 million dollars. The Meridian budget has been making a steady increase each year and is up from the 2014 budget of $89.2 million and 2013’s budget of $66.4 million. Todd Lavoie, senior budget analyst for the city of Meridian, said the size of the 2016 budget was still in the planning and discussion phase and there would be a much more clear picture of what the budget will look like following the second budget workshop on July 21. Mayor Tammy de Weerd said the city had adopted a new two-day workshop format to give more time for discussion on budget matters and give the public a greater opportunity to be involved. This includes live streaming of the workshop sessions online. The first workshop on June 16 had 48 viewers watching online. De Weerd said the bigger budget items for this year would be partially based on feedback from residents through the listening tours, city survey, Coffee With the Mayor events and town halls that the city hosts to connect with the public.
PARKS AND REC FUNDING De Weerd said one of these areas of focus would be connectivity in the city and building on some of the city’s pathway systems including working toward the proposed rail with trail pathway which would develop a pedestrian and cyclist route similar to the Greenbelt pathway along the Boise River. “One of the exciting enhancements is the Five Mile Creek Pathway System and how we can connect existing segments in that to have a more robust connection from the west side to the east side that can be used off-road for both families and commuters,” de Weerd said. The Parks and Recreation Department is also looking to replace some aging facilities and equipment. During July 16 budget workshop discussions, Parks and Recreation Director Steve Siddoway said the department was looking to replace the sports lighting at Herold Cox Softball Field in Storey Park. The lights were originally purchased in 1990, and the cost to replace them is about $125,000. The Adventure Island Playground in Settlers Park which has a wheelchair accessible playground and water playground, originally built in 2004, is in need of resurfacing. Siddoway said the resurfacing would cost $197,962. “It breaks down over time, and the proposal is to replace the rubberized surfacing and bring in a new rubberized surface of the same type to maintain the level of service out there,” Siddoway said during a budget workshop. Parks and Recreation is also seeking to replace a Kubota B21 tractor originally purchased in 1998. The tractor replacement would cost $45,000. De Weerd said there was a large amount of feedback from residents on parks during town hall meetings, and parks and recreation feedback sessions. She said it is important to city officials to show the public they are listening to the interests of residents. Residents in the south of Meridian, she said, were interested in the addition of a regional park in the south similar to Settlers or Kleiner park. De Weerd said the city would try to move forward with the new park plan. “Our budget will take the concept plan that is being worked on this summer and start putting it into design and constructible documents,” de Weerd said. Despite the interest in the park, de Weerd said parks were challenging to build because they are expensive,
and the city does not always have benefactors such as Gene Kleiner who donated what is now Kleiner Park. One park that is frequently referenced is Settlers Park, which de Weerd said was a long project. “We bought (Settlers Park) in 1993, we just finished it this year,” de Weerd said. “Parks are a considerable investment.”
FUNDING PUBLIC SAFETY
De Weerd said safety was another area of interest for the 2016 budget. “We feel that our No. 1 priority is being a safe community, and our public services need to have the appropriate tools to make sure that we continue to provide the services necessary to be a safe community,” de Weerd said. “Another large enhancement is the replacement of one of our fire trucks. We need to make sure those tools are in working order and minimize the risk that those assets don’t fail us when we need them most.” She said the police department is asking for funding for two patrol units and a motorcycle officer. Police chief Jeff Lavey said during the budget workshop that there were some facility improvements that the department is seeking. Some of those improvements are in addition to renovations already underway at the Meridian Police Department on 1401 E. Watertower Ave. One of the improvements included a replacement of perimeter security cameras, which Lavey said are experiencing failures in the conduit between the camera and the building. Repairs, he said, can cost several thousand dollars when the cameras break, and the time before they could be fixed is sometimes extensive. “There was one camera that was down for six months, that’s how long it took us to troubleshoot,” Lavey said. He said the Information Technology Department estimated the new security cameras would cost $12,000 and be mounted on the building to make them easier to service.
OTHER TECHNOLOGY COSTS Other replacements include new hardware for an expanded evidence vault at the police station, which includes $40,000 for new evidence shelving and a new evidence counter for $2,500. Lavey said the upkeep of the new evidence facility was important to maintain the police department’s accreditation. “The counter itself is old and contains contaminants,” Lavey said. City spokeswoman Kaycee Emery said there had been a lot of residents requesting lighting. To this end, another safety enhancement discussed during the budget workshop included a plan to install street lighting in residential areas, specifically older subdivisions, near schools and on walking routes as well as near high crime areas. The lighting would cost approximately $50,000. Several other updates for the include the replacement of 36 desktop computers, four iPads, 10 laptops, 21 mobile data terminals (used by police and fire departments), 14 tablet computers and 11 server computers. The city is on a five-year replacement plan for computer equipment. The Information Services Department said during the workshop that the plan is either on par or longer a replacement schedule than Boise or other Ada County governments. Total replacements for the computers for the city is estimated at $1.7 million. Boise replaces computers every four years and Garden City and Ada County replace their equipment every five years. Meridian serves approximately 400 users across the city. Other workshop discussions included office improvements, personnel additions and pilot programs for youth.

Teacher evaluations favorable T
he way Idaho school administrators reported teacher evaluations to the state makes it impossible to identify the top- and low-performing teachers in more than one-fourth of Idaho’s 115 districts. Administrators from 32 districts gave every teacher identical, overall scores of “proficient” during 2013-14 evaluations, according to an Idaho Education News analysis of data obtained under the Idaho Public Records Act. No teachers in these districts received scores of “distinguished,” “basic” or “unsatisfactory” — the other three scores within the evaluation system — according to records released by the Idaho State Department of Education. In an additional 34 districts, nearly every evaluation was returned with a score of “proficient.” For example, Idaho Falls adby Clark Corbin ministrators scored 529 total evaluations, with all but one scored Idaho Education News “proficient.” © IDAHOEDNEWS.ORG In Lewiston, administrators scored 325 evaluations, with all but two “proficient.” Among local districts, Kuna, New Plymouth, Vallivue, Wilder and Notus all gave all of their teachers scores of “proficient.” Of Nampa’s 841 teacher evaluations, 115 scored “distinguished;” 678 scored “proficient;” 46 scored “basic;” and only two scored “unsatisfactory.” Caldwell ranked 55 teachers “basic” and no teachers “unsatisfactory.” Middleton had one teacher rated “basic” and one teacher “unsatisfactory.” Teacher evaluations are important because, for the first time, they will be partially tied to teacher pay and the expenditure of an estimated $125 million in taxpayers’ money through the career ladder pay plan being rolled out over the next five years. According to 2013-14 records obtained by Idaho Ed News: n Just 0.2 percent of the state’s teachers received scores of “unsatisfactory,” representing 33 of the state’s 17,365 teachers. n Only 2 percent of all teachers received scores of “basic.” This equates to 352 of Idaho’s 17,365 teachers. n A vast majority, more than 82.8 percent of teachers, were graded as “proficient.” This translates to 14,372 teachers statewide. n The remaining 14.9 percent of teachers, or 2,593 educators statewide, earned overall scores of “distinguished.” n In Boise, Idaho’s second-largest district, 99.4 percent of teachers received scores of “proficient.” That corresponds to 1,610 of the 1,620 teachers identified in the state report. Boise did not award any “distinguished” scores, while five evaluations were scored as “basic” and another five were scored “unsatisfactory.” n More than 97 percent of Idaho teachers received “distinguished” or “proficient” scores. n The 32 districts that issued every teacher a score of proficient account for 27 percent of all Idaho districts. These districts have as few as a dozen teachers, or staffs in the hundreds. In Vallivue, for example, all 416 teachers earned scores of proficient. n The state returned no evaluation data whatsoever for the Middleton district and a handful of small charter schools. “That’s unconscionable,” said West Ada Superintendent Linda Clark said of the identical evaluations. “People are not the same.” In Clark’s district, 54.6 percent of the teachers’ evaluations were scored “proficient,” 44.5 percent were scored “distinguished” and less than 1 percent were scored “basic.” New Plymouth superintendent Ryan Kerby, a Republican legislator on the House Education Committee, said he intentionally gave all 59 of his teachers identical evaluation scores. “Our school district, quite unanimously, did not figure the state needs to know all that individual teacher data,” Kerby said. “We feel the state
should be concerned with whether kids are learning, not if Mrs. Smith got proficient or unsatisfactory or basic.” Kerby twice voted for the career ladder law tying taxpayer dollars to teacher evaluations. “It’s really not something that the Legislature should be concerned with every Mrs. Smith in fourth grade in New Plymouth,” he said.
What’s in an evaluation? The state and many of its districts adopted the Charlotte Danielson Framework for Teaching as a measure for teacher performance and as the basis for evaluations. The framework focuses on a teacher’s planning and preparation, classroom environment, instruction and professional responsibilities. Teachers are issued a score of “distinguished,” “proficient,” “basic” or “unsatisfactory” once all domains and components included in the framework are scored. Evaluations are required to include at least two documented classroom observations conducted by a building administrator, and a conference with the teacher, which accounts for up to 67 percent of the evaluation. (Districts can also choose to incorporate other factors into this phase of the evaluation — such as student or parent input, student portfolios or elements of a teacher’s annual learning plan.) Student achievement must count for 33 percent of the evaluation. After evaluations are complete, district employees upload them into the Idaho System of Educational Excellence, the state’s troubled longitudinal data system. Clark said West Ada has used the evaluation process successfully for more than 30 years.

t’s going to be a special year for the Warhawk Air Museum’s annual Warbird Roundup. “We’ve partnered with the U.S. Defense Department to create a symposium for the 50th anniversary of the Vietnam War,” Executive Director Sue Paul said. “Its going to be incredible. This is the first year we have really combined all the historic airplanes from World War II, Korea and Vietnam. Planes from all three wars will be flying.” The Warbird Roundup is a successful event each year, featuring planes mostly from the World War II era, Paul said. The event also features museum tours and a guest speaker — this year, famous war correspondent and coauthor of “We Were Soldiers Once … And Young” Joseph Galloway will speak to museum patrons and sign copies of his books. Paul said she was surprised and excited to book Galloway, who travels for international speaking engagements.

fornia, will be on hand again at this year’s Roundup, but with some new planes fans may not have seen before. “We’re bringing a Korean war duo,” he explained. “F-86 Sabre Jet is an American Air Force jet, and the MiG-15 is a Korean plane. They’re two 1950s jets. This’ll be the first time we’ve had them both together, the adversaries.” Also new this year is a Vietnamera Cobra helicopter. “It’s a very well known helicopter that really represents the Vietnam War,” Paul said.

Theater changes show location due to heat risks
Treasure Valley YOUTH Theater and the Meridian Arts Commission changed the location of their fifth all-youth production of AristoCats Kids from the Kleiner Park Amphitheater this Saturday and Sunday following recordbreaking temperatures. The new location will be Cole Valley Christian School on 200 E. Carlton Ave. in downtown Meridian. Mary Jensen, co-director of the YOUTH company, said it was unsafe to do the show outdoors. “It is a health and safety risk to put 50 kids ages six to 13 years old on a west-facing concrete stage in triple digit heat, not to mention the discomfort for our audiences,” Jensen said. Autumn Kersey, founder and co-director of the company, said the cast had been rehearsing for over 40 hours for the performance and the company did not want to cancel the show. “We will have to adjust our plans, but the show will go on,” Kersey said. Tickets for the production can be reserved at TVYouthTheater.org. There is no fee to attend the show, but a $5 donation is recommended.

Thousands come out for Meridian Dairy Days Parade Dunkley Music announces new H Meridian location undreds of children waited with plastic bags for candy while roaring Corvettes, rattling tractors and dozens of troupes of dancers made their way through Meridian for the Dairy Days Parade on June 19. The Meridian City Council rode through town on a caravan of Corvettes, various 4H groups with goats in town tossed candy to kids and the streets of downtown Meridian were packed with onlookers who brought chairs, blankets and bottles of water. The Ada County Highway District estimated 15,000 people attended the parade, and they ranged from the seasoned parade goer to the newest parade attendees. Chaz Johnson and his wife, three sons, his parents and some of his siblings came in from Boise for the parade. “We’ve been coming to it for years. I grew up in Meridian, and ever since I can remember, we’ve come to the parade,” Johnson said. For his sons, the oldest of which was just 4 years old, they were on their third Dairy Days Parade. Dunkley Music announced June 11 that after 65 years in downtown Boise, Dunkley Music will close its doors and move to a new location at 3410 N. Eagle Road in Meridian. In a statement, Dunkley Music said the new store will open Aug. 10. The move will allow more parking and centralized access for Treasure Valley residents. Additional benefits for the new location include a larger recital hall and a new Music Education and Teaching Center for toddlers through adults. Dunkley Music provides teaching studios for nine music teachers and approximately 180 students from the Treasure Valley. Owner Mark Dunkley said the move should be a good opportunity to expand. “You will see as you walk in the door, you will see much more of the store than you do currently,” Mark Dunkley said. William Dunkley, who founded the store in 1950, said the store’s family ownership and staff would stay the same. “Many things have changed in the past 65 years, but Boise’s love for music and desire for quality music education has only grown. Dorothy and I are delighted to see our son Mark enable the store to evolve with the Treasure Valley’s dynamic growth for future generations with this new location,” William Dunkley said. The Capitol Boulevard Boise store will be close its doors for good Aug. 1, and reopen at the new North Eagle location Aug. 8. All services, including band and orchestra rentals, moves, repairs, as well as retail sales will be ready for business Aug. 10. residency rung on the pay ladder, teachers must earn an overall score of “proficient” or better on evaluations. Once the career ladder is fully implemented, evaluations will be among several factors districts can use to qualify teachers for master teacher premiums, designed to award higher pay to “rock star” teachers with eight or more years’ experience. But there does not appear to be a cap on the number of master teacher premiums that can be awarded at the district or state level. There may even be a financial incentive for districts to submit all evaluations with scores of “distinguished,” just as many districts submitted all 201314 evaluations with scores of “proficient.” In districts with high student achievement, administrators would theoretically be able to choose evaluations as a criteria for master teacher premiums, submit every experienced teacher’s evaluation with an overall score of “distinguished” and hope to collect an extra $4,000 per teacher. Kerby, the House Education member and retiring New Plymouth superintendent, said lawmakers will need to change the career ladder law to improve it and close potential loopholes. One such loophole is the seemingly uncapped master premium funding. He says some lawmakers left Boise this year knowing that the career ladder — hailed by Gov. Butch Otter as one of the session’s signature achievements — was unfinished. “It’s not done, everybody knows it’s not done,” Kerby said.
How evaluations are tied to teacher pay and taxpayer money The stakes for teacher evaluations have increased in recent years. After originating as a tool for growth, evaluations have been tied to bigger and bigger programs and compliance issues, including Idaho’s Race to the Top grant application and the state’s waiver from the Elementary and Secondary Education Act/No Child Left Behind. Evaluations were used as a criterion during the economic downturn, when districts cut teaching positions. For years, state leaders have debated tying teacher pay to accountability and student performance. The 2015 Legislature went a step further by passing the career ladder, a 34page law that includes the word “evaluation” 14 times. In order for a teacher to advance from the initial

“Our administrators spend a lot of time supervising teachers and evaluating teachers,” Clark said. “It’s only fair to them to get fair and unbiased observations and evaluations. We believe so strongly, we’ve mandated a second set of eyes for every teacher.” Clark believes identical scores would be counterproductive. “If everybody is proficient, how do I have what I need to put a teacher on an improvement plan, probation or terminate a teacher?” Clark said. “If every single teacher is proficient, and I’ve got somebody who is weak somewhere, I’ve undermined my own case by giving him or her a proficient rating and not indicating basic.” During previous state superintendent Tom Luna’s tenure, Clark said West Ada attempted to send anonymous, aggregated evaluations to the state in an attempt to protect teachers’ privacy. But Clark said she and district leaders reversed course after the state threatened to withhold funding for noncompliance. Boise Superintendent Don Coberly also stressed the importance of evaluations as a tool to improve teaching and identify areas to target professional development. “First off, we look at teacher evaluations as a process for improvement,” he said. But Coberly did not respond to questions and multiple messages about Boise’s 2013-14 evaluation scores, which reported identical “proficient” scores for 99.4 percent of its teachers. Craig Woods, superintendent of Notus School District, also had all 42 of its teachers marked “proficient.” Woods said he as-
sumed that would be the case, because it is an overall score and doesn’t mean the teacher is proficient in every area of teaching. Woods said the system is flawed because it deals in whole numbers, so his district has to determine if a teacher with a score in between categories should be pushed up or down. “To score a teacher as basic in an entire category when maybe it’s only one or two things that they’re basic at, that’s where I think there has to be some clear definition of are we going to push them down,” Woods said. He added that teachers in Notus schools are evaluated individually, not comparably. But if the Idaho State Department of Education is going to use the data for salaries, then Woods thinks the system needs to be reformed. “I’m glad that they’re actually looking at this and saying, ‘Is this going to work?’ Especially if they’re tying it to funding,” he said.

City hosts Independence District board trustee reprimanded for Day Festival and fireworks email misuse A T he Meridian Parks and Recreation Department has partnered with the Meridian Speedway to present an afternoon and evening of family activities in celebration of the Fourth of July. Meridian’s Independence Day Festival will begin at 3 p.m. Saturday in Storey Park and end with a professional fireworks show at approximately 10:15 p.m. Attractions will include a variety of inflatables, food and beverage vendors and live music. Steve Siddoway, parks and recreation director for the city, said partnerships have strengthened the success of the annual festival. “The city shares the values and principles of our residents who want to have a safe and fun Independence Day celebration, and a fireworks display of which they can be proud,” Siddoway said. Families are welcome to bring non-aerial fireworks to set off in a protected area of the Meridian Chamber of Commerce parking lot beginning at 9:30 p.m. Adult supervision is required. No aerial or illegal fireworks will be allowed. Smoking and alcohol use is prohibited in Storey Park. Meridian Fire Chief Mark Niemeyer is urging residents to have a safe and fun July 4. “I want to remind all citizens to be extremely cautious when and where fireworks are used due to the severe fire conditions in the Treasure Valley,” Niemeyer said. “A fire resulting in the misuse

On Tuesday night, the board voted 3-2 to reprimand Carol Sayles for about 40 emails she sent out on a district account, the Idaho Statesman reported. The emails endorsed School Board challenger Julie Madsen and, according to the reprimand, divulged personnel information discussed in executive session. Trustees Mike Vuittonet, Anne Ritter and Janet Calinsky voted in favor of the censure, the Statesman reported. Ritter lost her reelection bid to Madsen in the May 19 election, and Calinsky is stepping down at the end of by Kevin Richert her term. Idaho Education News Sayles and trustee Tina Dean opposed the © IDAHOEDNEWS.ORG reprimand. Although Sayles said she did not know what a possible reprimand would entail, she said it was possible she and other board members would be receiving training. Sayles said that her current position was the first time she had held a public office, and it had been a first time for other trustees as well. “In the last two years we have elected four new people who have never held office before,” Sayles said. Sayles said she thought she made a mistake sending the emails and said she was sorry about for the mistake. “This is the very first time I’ve held political office, and I think I made a mistake,” Sayles said. Sayles said she did not initiate any of the emails involved in the incident but had been responding to them. She said she was not aware at the time that those emails would be public record. n

Bogus Basin to conduct feasibility study L ocal nonprofit Bogus Basin announced June 16 it will spend the summer looking to the future by conducting a feasibility study to identify what is possible for the ski mountain’s future. The “Beyond 75” Feasibility Study will include an in-depth analysis of operations, market conditions and opportunities for enhancing the customer experience. Findings will inform decisions about operations and the direction of the organization. The recreation area, which will celebrate its landmark 75th anniversary in 2017, engaged industry veterans SE Group to conduct the study which was made possible by a grant from the J.A. and Kathryn Albertson Family Foun-
dation and donations from the city of Boise and a private donor. Bogus Basin said it is a powerful economic development asset to the Treasure Valley with an average of 280,000 people participate in recreational activities on the mountain each year. Bogus Basin said continuing this tradition is foremost on the minds of its leader but Bogus Basin faces some challenges. Chairman of Bogus Basin’s volunteer board of directors Brian Ellsworth said the organization wanted to look at new ways of providing for visitors. “Bogus Basin is a community treasure,” Ellsworth said. “We want to explore new ways to bring yearround recreational opportunities and experiences to more people at their mountain.”
In addition to a feasibility study, public input is encouraged throughout the study. This includes participation for an online survey at bogusbasin.org. Additionally, stakeholder meetings and public open house events are planned for latesummer. Interim General Manager Nate Shake said Bogus Basin belongs to the community. “We need to hear their voice throughout this process so we hope people will take the survey and attend the meetings. It’s a very exciting time for all of us at Bogus and for the community,” Shake said. The study is scheduled to be complete in October.
