midst COVID-19 stayat-home orders, Colton Public Library brings forth creative activities for the entire family in an innovative way to connect to the community. Since the middle of March, the library staff and its Literacy Program Assistant Thomas Robles (Library Tom) have generated Facebook and YouTube videos, inclusive of story time, a sing-a-long music segment and even cooking demonstrations. “We began this online Library Tom Storytime series about three weeks ago. The Community Services Department is unable to engage with the community at this time, so we found a way to bring stories, music and activities to children and families in Colton and beyond,” said Robles. The videos, which are produced by the staff, originated on Facebook…but have recently expanded to YouTube last week.

“The feedback we’ve received has been so positive. The only critique or advice we received is for us to place the videos on YouTube so they can stream the videos on their TV screens,” continued Robles. “There is no shortage of inspiration moving forward. When we post our how-to’s, parents will post their child’s drawing in the comments section for us to see and that is amazing to see,” Robles said. When operating at full capacity, the library usually hosts a bilingual storytime to engage with children, students and parents… so this online series closes a gap that would be missing without the implementation of this technological innovative way of learning. “We have so much to look forward to now and in the future. Moving forward we will be Library, cont. on next pg.

s schools suspend classes to slow the spread of COVID-19, the local PBS and NPR member station, Empire KVCR, launched a partnership with the Riverside County Office of Education (RCOE) and the San Bernardino County Superintendent of Schools (SBCSS) to support at-home learning. Empire KVCR is now offering students, families and teachers programming aligned to California’s state curriculum on TV Channel 24 and kvcr.org/education. “Our children will be our future scientists, doctors, nurses, and first responders, and they're at home right now, eager to learn and grow,” says San Bernardino Community College District Interim Chancellor Jose Torres. “Even though schools may be closed, we must continue working together – families and educators – to nurture the life potential of our students." San Bernardino Community Library implementing more nursery rhymes into the storytime series. Another exciting element is that local well-known Chef Alonzo will continue to teach families how to cook healthy meals at home, with ingredients already in their fridge in a tutorial-like step by step video,” said Robles. The library posts its videos every Tuesday, Wednesday and Thursday at 2 PM and 4 PM. COVID avirus. "The number of cases by city provides a picture of community spread within our county," stated County Acting Health Officer Dr. Erin Gustafson. "However, residents of cities not listed or with low case numbers should assume and behave as if there are cases within their communities and comply with the statewide stay-athome order. Residents of cities that are listed should not panic and feel the need to go somewhere else. I cannot stress strongly enough the importance of staying at home and practicing good hygiene to reduce further community spread." The city data added today is intended to represent the places of residence for each confirmed case within the county, regardless of where they were tested or where they might be hospitalized. Cities and communities not listed have zero confirmed cases. Those who view the data should also keep in mind that residence data is based on information contained on lab slips that accompany test results. In some cases, that information might pertain the hospital where a patient is being treated, a detention facility where a patient is being held, or something else. Sometimes that information is corrected, which would

San Bernardino County Superintendent of Schools Ted Alejandre is optimistic about the bi-county collaboration.

College District owns the broadcast license for Empire KVCR. As part of the collaboration, the station is tailoring its weekday television schedule for students in Pre-K through high school. The Riverside County Office of Education and San Bernardino County Superintendent of Schools are developing additional at-home learning content for high school students.

“We have been brainstorming methods we can still connect to the community in a multitude of ways during these stay-at-home orders. One of those ways is through Colton Public Library’s new program called Books-ToGo,” Robles said. To request a book, browse Colton Public Library online catalog at http://colton.polarislibrary.com, then call in book request at 909-370-5083, and pick account for fluctuations in the numbers. The dashboard was launched on March 26 to provide a visual representation the COVID-19 pandemic within San Bernardino County, including the number of confirmed cases and deaths, patients tested, patients that tested negative, and confirmed cases by gender and by age groups. California Gov. Gavin Newsom and the State Public Health Officer on March 19 issued a statewide stay-at-home order with exceptions for essential tasks and services. See details here: covid19.ca.gov/stay-home-except-for-essential-needs. The Acting County Health Officer and the Board of Supervisors have declared a local health emergency to help ensure county government and the public are prepared and allow flexibility in response. Various county departments and agencies are working together and in partnership with cities, schools, and the business and nonprofit communities to ensure an effective response. As with any virus, especially during the cold and flu season, there are a number of steps you can take to protect your health and those around you: * People experiencing symptoms of contagious illness should seek medical guidance.

“More than one million preschool to college-aged students in Riverside and San Bernardino Counties have seen their educational journeys interrupted due to school closures,” says Riverside County Superintendent of Schools, Dr. Judy D. White. “In these unprecedented times, partnering with educational leaders like Empire KVCR and SBCSS to develop innovative at-home learnup your book(s); limit 5. “Thank you to the community for supporting this new online series. Also, a big thank you to the Colton Public Library staff including Lisa Sandoval, Nina Sandoval, Jennifer Lopez, Julia Arriola and Library Manager Edward Pedroza for being an essential part of this project,” concluded Robles. For more information, visit https://www.ci.colton.ca.us/134/L ibrary. * Persons aged 65 years and older and persons of any age with certain underlying health conditions are at increased risk should they contract COVID-19 and are encouraged to self-quarantine. * Wash hands with soap and warm water for 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. * Avoid touching eyes, nose or mouth, especially with unwashed hands. * Clean and disinfect frequently touched objects and surfaces using regular household cleaning spray or wipes. * N95 masks are not recommended outside a healthcare setting. Surgical masks can be worn by sick individuals to reduce the likelihood of spreading germs to others. “This is an exciting new partnership that will benefit our students, families and educators to further support at-home learning while schools are closed as a result of COVID-19,” says Alejandre. “It is critical that our students have continuity of learning, and that families have tools and resources aligned to statewide curriculum. Through this valuable, regional partnership we are expanding access to rich learning resources for students and families during these uncertain times.” At-Home Learning Weekday Schedule on Empire KVCR TV channel 24 6 a.m. to 9 a.m. – Pre-K through 3rd grade: Sesame Street (basic reading), Nature Cat (science and nature), PEG + CAT (math), Curious George (math and engineering), Daniel Tiger (social sciences), and Wild Kratts (natural science). 9 a.m. to 12 p.m. – 9th through 12th grade: American Experience (history) and NOVA (science). 12 p.m. to 3 p.m. – 4th through 8th grade: History Detectives, Wild Archaeology, and Huell Howser’s California Missions.

Stimulus packa g e sig ned, what this means f or you

M

any Americans will soon get government checks to help them financially weather job loss, reduced work hours, and other money challenges as the country tries to stem the spread of the coronavirus outbreak. The $2 trillion stimulus package passed the Senate and House of Representatives was signed by President Donald Trump last Friday. This is the largest emergency aid package in U.S. history and $250 billion of it goes directly to Americans’ wallets.

Here’s what you need to know. Who gets a stimulus check? “Our updated estimate is that 93.6 percent of [tax] filers will have a rebate,” said Garrett Watson, senior policy analyst at The Tax Foundation. “And this works out to approximately 140 million households.” Your eligibility is based on your most recent tax return and your adjusted gross income. If you already filed your 2019 taxes ,your eligibility will be based on that. If not, the Internal Revenue Service

will use your 2018 taxes to determine if you qualify. The benefit is available not only to those who have filed taxes, but also to those who receive Social Security benefits as long as they’ve received their SSA-1099 form.

Additionally, Americans with children will get an additional $500 per child under 17. Reduced checks will be available for single adults who earn between $75,001 and $99,000 and married couples who earn between $150,001 and $198,000. The check will be reduced by $5 for Single adults with income up to every $100 over $75,000 for sin$75,000 will get a $1,200 pay- gle adults and $150,000 for marment. he Department of Aging and Adult Services has established a hotline for seniors and disabled adults to request assistance or get answers to questions. That number is (909) 8913810, and it’s available seven days a week from 7 a.m. to 7 p.m. We are asking seniors and disabled adults to call us to check in frequently. When will the stimulus check arrive? Treasury Secretary Steven Mnuchin said the White House wants the payments distributed by April 6.

“Our expectation is within three weeks we will have direct payments out where we have depository information,” Mnuchin said. “We’re looking to get a lot more information and we have procedures to do that.” The checks will be directly deposited into your bank account if Senior Nutrition providers are providing to-go meals. fund that way. If not, checks will be mailed, which could take longer to get to Americans. Reports suggested that mailed checks could take up to four months to get to recipients. The last time the federal government sent checks to Americans was under President George W. Bush in 2008. While The Economic Stimulus Act was signed on February 13, 2008, the money wasn’t distributed until late April of that year. How will the government send you the stimulus check? The IRS will use the direct deposit information you provided from the taxes you’ve filed either for 2019 or for 2018. If you have no direct deposit information on file or if the account provided is now closed, the IRS will mail you a check, instead. Do you have to pay back the stimulus check? No. The stimulus payment is actually a refundable credit against your 2020 tax liability, according to Kyle Pomerleau of the American Enterprise, and is paid out as an advanced refund. That means you don’t have to wait to file your 2020 taxes to get the money. It also doesn’t reduce any refund you would otherwise receive, Watson said. In fact, if you don’t qualify for the stimulus check now based on your 2018 or 2019 tax returns, you may be able to qualify to take the tax credit next year when you file your 2020 taxes if your income meets the thresholds.

San Ber nardino County suspends evictions

T

he San Bernardino County Board of Supervisors adopted a resolution suspending evictions and foreclosures for properties within the unincorporated areas of San Bernardino County on Tuesday, Mar. 24. The resolution does not exempt tenants from paying rent, nor does it restrict a landlord's ability to recover rent, nor does it apply to evictions based on illegal activity or "nuisance." This resolution applies to residential and commercial properties and is in

effect through April 30th, 2020. The termination date may be extended by the Board of Supervisors but cannot exceed the date of May 31st, 2020 per Governor Newsom’s Executive Order. The Board's resolution is in direct response to Governor Newsom's Executive Order (N-28-20) issued on March 16th, 2020, that allows cities and counties to suspend evictions during the COVID-19 pandemic. The resolution ensures that businesses, land-

lords, and tenants understand their rights and responsibilities during the COVID-19 crisis. Under the resolution, no one can be evicted for failure to pay rent as a result of being impacted by the COVID-19 crisis, including: Job loss or layoff Loss of hours or wages Missing work due to illness Out-of-pocket medical expenses "These are unprecedented times, and I thank the Governor for al-

lowing local government to take action to stabilize their own communities," said Vice Chair Supervisor Gonzales.

"Due to circumstances beyond their control, many county residents have lost their jobs, closed their businesses, and may be facing substantial medical expenses with unforeseen consequences from sheltering in place. We must do everything within our power to enable our residents to overcome these hardships. I am proud that

The Board also adopted a resolution to strongly recommend utility service providers (gas, water, electric, telecommunications) impose moratoriums on service disconnections and late fees for non-payment until at least April 30th, 2020.

County Public Health professionals are working closely with both facilities to expedite the immediate testing of all residents and employees of both facilities.

An 89-year-old woman with underlying health issues who had contracted COVID-19 and died from the illness on Thursday was a resident of the facility at which the 12 individuals tested positive today. “This is the first instance we have had in our county of a concentrated COVID-19 outbreak,” said Acting County Health Officer

Dr. Erin Gustafson. “The county will do everything within its ability and authority to minimize the tragedy this pandemic has the potential to create in our communities. Community Action Par tner ship of San Ber nardino County seeks immediate help for its Food Bank Prog ram as the Coronavir us impacts communities

C

ommunity Action Partnership of San Bernardino County (CAPSBC) is asking the public to help them keep Food Bank services responsive to the increased need for food as the coronavirus (COVID-19) impacts our communities. The Food Bank, which receives food from a variety of sources including the U.S. Department of Agriculture and private food donations, makes food available to those in need through 250 community distribution sites and soup kitchens. In 2019, the program served over 50,000 unduplicated house-

holds and 150,000 individuals monthly. More than 15 million pounds of food was provided to meet the needs of San Bernardino County's food-insecure residents in 2019. Partner soup kitchens served over 400,000 meals during the same year. But that changed with COVID19. Under Governor Newsom's order that all California residents stay at home and non-essential businesses close their doors, the Food Bank remains open as an "essential service." But they need help from the communities that depend on them to have enough food and volunteers. Several dis-

tribution sites have closed due to senior volunteers staying home. As the need for food assistance continues to grow, having distribution sites stay open with people to staff them will become even more crucial. “Our Food Bank Program is a vital component in the health, well-being, and in some cases, the survival of thousands of residents throughout San Bernardino County,” explained CAPSBC’s President and CEO Patricia Nickols-Butler. “When distribution sites close and supplies at soup kitchens run short, people go hungry. It’s that simple and that devastating for those who depend on the food we provide. We urgently

need help from our communities in order to help us provide food where it’s needed most.” The Food Bank is asking for assistance in three ways: through financial donations, food donations, and volunteering, particularly by groups and organizations. “We are taking every precaution during this time to safeguard the health and safety of our volunteers as well as our staff,” said Food Bank Program Manager Brandon Romano. “I can’t emphasize enough how critical volunteers are to our operations, especially in a time of crisis.” Potential volunteers should con-

tact Xiomara Henriquez-Ortega, Manager of Administrative Support, at 909-723-1525 or email xhenriquez@capsbc.org for more information and to sign up. Those wishing to make a financial donation can do so at CAPSBC’s website, https://www.capsbc.org/donate. For information on how to make food donations, contact the Food Bank directly, (909) 723-1581 or email foodbank@capsbc.org. For additional information about CAPSBC’s programs, including the Food Bank, visit their website at https://www.capsbc.org/ or call 909-723-1500.
