t the recent Colton City Council meeting, the council voted five to one in favor of adding term limits for elected officials on the ballot. However, the council also unanimously approved holding off the addition of the measure to the November ballot and instead will add it to the 2024 ballot.

Prior to City Attorney Jim Priest presenting the options to the council, Mayor Frank Navarro took a vote from his colleagues to see if they were still interested in implementing term limits on the ballot.

Following the five-to-one vote, the council was then given the option of adding the term limit to this year’s ballot and implementing term limits in 2024 or waiting until the 2024 ballot.

put something on the ballot for this year, is that it not go effective until 2024 because that’s when all council terms will synch back up for four-year terms,” said City Attorney Jim Priest. “Legally there are three options, practically it really comes down to one date, and that is the Nov. 8 election date cause that’s the next one that is coming up,” he added. With the option of holding off

until 2024, Priest broke down how waiting won’t affect when the city implements the term limits.

“If the council doesn’t place it on that date, the next time that would come around under the law would be the March statewide primary in 2024, so you’d be waiting for a while. But then again, as outlined in the staff report because of these unique dynamics of the measure R rollout in your city, we’re not recommending that it be effective until 2024 anyway.”

Priest followed up by explaining what would happen next if the council chose to hold the term limit off this year’s ballot.

“If council’s choice was to defer action on this and maybe consider placing this with action in 2023 or something, that would certainly be an option as well.”

In response to Priest’s presentation and options, Mayor Navarro said, “I myself would like to see the term limits come to pass.”

n Sunday, May 22, during a special dedicated service, Member Dr. G (Dr. Luis S González) presented the CITY TALK “Community Impact Award” to long time community minister, Richard Luna, Pastor of Amazing Grace Apostolic Church.

For 50 years, Pastor Luna and his wife, Carmen, have been an integral part of the establishment and development of Amazing Grace Apostolic Church, located at 147 East L Street, in Colton. Their association with this church actually goes back to 1968, when the church had its humble beginnings in a small one room building at the corner of M Street and Ninth Street.

The former Pastor, Mr. Vicente Cornejo, grandfather to Richard Luna, was the one who learned the L Street location was for sale, and for $13,000 spearheaded the purchase of this dilapidated old church. When they moved in, November 1972, there were approximately 50-60 members.

Before the church beginnings, Pastor Luna and his wife, Carmen, were married in 1959, and made San Bernardino their first homeapartment. In 1962 they purchased a home in Bloomington and over the years, raised four children; Rick, Corinna, Jim, and Marc.

This year, Pastor Richard and Carmen will celebrate 63 years of marriage, and are blessed with three grandchildren. Pastor Richard also has three siblings; Pete, Angie, and Patsy.

During the early church years, Pastor Luna learned much about the ministry and

developed a desire to pursue a full-time calling. For a period of time they accepted a position at a mission in Ontario, to where his primary responsibilities were music and evangelism.

With the excitement of a growing church, the move to the L Street location was somewhat bitter-sweet, as his grandpa fell ill. Soon after, the concern over church leadership began to brew, and all eyes were subsequently trained on young Richard.

After careful prayer and consideration, Richard Luna felt the calling to lead the church, and accepted the call, not realizing this would be a ministerial journey spanning over 50 years.

Pastor Richard and Carmen were not only embraced by the congregation, they were supported with prayers, encouragement and provided financial support for Richard to take classes through the Apostolic Church Association. During his 50 years of ministry, Pastor Richard has provided his congregation with thoughtful, prayerful and effective leadership.

In addition, Carmen closely supported her husband, and was instrumental in the development of women’s ministries. From the time of his appointment, Pastor Luna has guided the members through bible study, weekly sermons, church activities, financial stability and building renovation and improvements.

Together, their ministry has not only allowed their church to flourish, but to sustain that success over 50 years, establishing itself as the longest running pastor-congregational relationship in the entire City of Colton.

Navarro then pointed to the other city matters already on the ballot, “Don’t forget people are gonna be voting differently for

council members because of the reduction of districts from six to four.”

Finally, Navarro explained his thinking and what his preferences were regarding the term limits.

“My thought would be, and I have discussed this with the city manager, it would be preferably 2024,” concluded Navarro.

Predicting The 2022 NBA Finals

t’s back. The NBA Finals have finally arrived after a long journey through the first three rounds of the playoffs.

The matchup features a core that has been to this star plenty of times in the Golden State Warriors going up against a team led by first time finalists looking to raise an NBA record banner number 18 to the rafters in the Boston Celtics.

With the matchup set, let’s dive in to my game by game predictions and see who I have coming out on top. Game 1. The first NBA Finals game played at the Warriors new arena. The Warriors are back in the finals after missing out the previous 2 years.

They will have a multiple day reset advantage on the Celtics, who are coming off playing a down to the wire Game 7 in the Eastern Conference Finals against the Miami Heat.

The Warriors will be hyped, and the Celtics will come out slow. I see Jordan Poole having a big game 1 as he helps give the Warriors a convincing win, 116-98.

Now, Game 2. The Celtics to this point have not lost 2 games in a row in the playoffs, and I think that will continue to stay true.

Jayson Tatum and Jaylen Brown both plays like the stars they are, as the Celtics knot the series at 11 with a 108-102 win, and set themselves up for a possible taking of the series lead in Boston.

Game number 3. Boston gets to see its first NBA finals since 2010. The atmosphere will be electric but, if there’s any team that can handle the pressure, it’s the Golden State Warriors.

In this game, the Warriors develop an improved defensive scheme that dares Marcus Smart and Derrick White to beat them with 3’s.

There you have it, my prediction for the 2022 NBA Finals. This series will surely be entertaining as 2 of the best defenses face off, while also having some serious scoring stat power.

The NBA Finals begin Thursday, June 2nd with Game 1, and could last all the way up to June 19 if a Game 7 occurs. All games can be watched on either ABC or YouTube TV.

‘1000 Books Before Kindergarten’ at County Libraries Community News

Join the San Bernardino County Library, in partnership with First 5 San Bernardino, as we introduce the ‘1000 Books Before Kindergarten’ Campaign which will kick off on Monday, May 23.

Starting strong reading habits at an early age will set children up to be strong readers as they grow.

The San Bernardino County Library and First 5 San Bernardino want to give residents the support and encouragement needed to maintain early reading habits.

Residents with children ages 0-5

will be able to participate in the ‘1000 Books Before Kindergarten’ campaign by registering on Beanstack and logging books read. Children will earn:

Safe Around Water as Summer Kicks Of f

Memorial Day Weekend is the unofficial start to summer, and with that comes pools opening for water play across San Bernardino County. First 5 San Bernardino wants to remind families to be hypervigilant of children around water and make the ABC’s of Water Safety a priority.

According to the Centers for Disease Control, drowning is the leading cause of unintentional, injury-related death among children ages 1 to 4. It is an accident that doesn’t need to happen. “Because drowning happens in seconds and is often silent, it’s imperative that parents keep The ABC’s of Water Safety top of mind especially as we enter the summer months,” shared First 5 San Bernardino Executive Director Karen Scott.

The ABC's of Water Safety are (A) Adult Supervision, (B) Barriers and (C) Classes. Adult Supervision means maintaining active supervision while children are around water.

Barriers such as fencing, latches and alarms should be installed to keep kids away from backyard pools. And it’s important to enroll children as young as a year old in swim classes. First 5 San Bernardino has a Water Watcher tag available for caregivers to print and bring to pools or open water.

The person tasked as Water Watcher has the important duty to be hyper-vigilant and keep their eyes on any children in the water.

Board Declares Juneteenth a County Holiday

Juneteenth, a national celebration of freedom and equity, has become San Bernardino County’s newest official holiday.

“This time of year holds special significance for San Bernardino County because it was on June 23, 2020 that the Board of Supervisors officially declared racism a public health crisis, added Equity as an element of the Countywide Vision, and established an Equity Element Group to address the underlying causes of disparities in various key aspects of community life,” said Board of Supervisors Chairman Curt Hagman.

CSUSB holds free GenCyber summer day camp for middle school & high school girls

Cal State San Bernadino’s Cybersecurity Center will host on campus the free, five-day 2022 GenCyber Summer Camp, inviting 100 students comprised of middle and high school girls from Inland Southern California.

The camp will be from 8:30 a.m.3:30 p.m., Monday-Friday, June 13 -17.

It will have sessions on cybersecurity awareness, training and career mentoring designed to stimulate interest and competency in cyber content and career development, said Charles Rouse, program manager for the CSUSB Cybersecurity Center, which is housed in the Jack H. Brown College of Business and Public Administration.

The camp is free as the cost is cov-

ered by a grant from the National Security Agency.

Cybersecurity is the body of technologies, processes and practices designed to protect networks, computers, programs and data from attack, damage or unauthorized access. With the support of the Girl Scouts of San Gorgonio Council, along with faculty instructors from local school districts and cybersecurityvested employers from across the country, the camp focuses on bringing an exciting, interactive cyber camp experience to a diverse youth population, Rouse said.

The camp will also feature CSUSB student-led workshops which will bring introduction and training on cybersecurity concepts through a novel “Grid-Down” theme of addressing the many facets of disas-

ter recovery and response from the perspective of the cybersecurity specialist.

The camp’s goal and measurement of success revolves around student knowledge and application of the GenCyber Cybersecurity principles and concepts via courses and activities involving the cybersecurity fundamentals, offensive and defensive security methods, social engineering, digital forensics, aerial and ground drone hacking and piloting, escape room, cyber hygiene and safe internet use, ethical hacking, the NICE Challenge cyber range, and various leadership and team-building physical challenges including rock climbing and the CSUSB high-altitude Leadership Challenge Center ropes course, Rouse said. Cybersecurity specialists master and perform various security meas-

ures implemented to protect an organization’s computer systems and networks. They monitor, analyze and fix potential system breaches that may be exploited by cyber criminals. Cybersecurity specialists also research trends in tech-based security to stay one step ahead of potential attackers and their tactics. Offensive security practices a proactive approach using ethical hacking, whereas defensive methods are reactively focusing on prevention, detection and responding to attacks.
