I’m not interested in anything other than that.” Dan Flores, a third generation Colton resident and Colton Joint Unified School District Board member since 2012, expressed an obligation he feels to protect the community, one in which his wife Flores, cont. on next pg.

SB City Council approves fir st lease for police substation

uring the January 15th City Council meeting, the council voted to approve a lease for the first Police Substation in San Bernardino at the Inland Center Mall. The substation will be staffed by a Lieutenant, Sergeant, and two District Resource Officers, according to Chief McBride. The officers will use the substation to work from and give patrol officers office space to complete paperwork, write reports and meet with the public. The surrounding neighborhood and populated area around the Inland Center Mall will also benefit from the additional police presence. “This is a moment to celebrate, we have a good corporate citizen, Macerich, providing a platform Substation, cont. on next pg.

mom and pop businesses.

eamster Advantage, a shop local program, is a network of over 500 locally owned businesses and a part of Teamsters Local 1932, a union of 14,000 members across San Bernardino County.

“If you download the app Teamster Advantage…you will see all of our partners and see all of the businesses around you. We have small mom and pop restaurants, hardware stores, retail, go-carts, and so much more,” continued Vasquez.

“Teamster Advantage is a program that began in November 2016 to promote local shopping. When residents shop local, it has been proven that our tax dollars can be better recycled, compared to shopping at bigger chains,” said Mario Vasquez, Teamsters Local 1932 Communications Coordinator. A great incentive provided by the program includes great discounts from the participating

The free app acts as a directory and provides information on local business partners, discounts and directions. “The app has a map feature, we’re everywhere. Our businesses range from the west end and as east to Coachella, to Barstow and Riverside. The program is tailored to the entire Inland Empire,” shared Vasquez.

Moving forward, the organization is aiming to continue putting an end to the flood of taxpayer dollars leaving the inland communities. “We want communities that are dynamic and self-sustaining. We want to be able to limit the corporate power,” Vasquez said. “Standing together is crucial. Working people only win when we stand together. When we shop local and understand that we do not have to shop at Amazon or Walmart, we can make sure our communities grow strong,” continued Vasquez. He also shared that although he is not native to the Inland region, the Teamster Advantage program has assisted him in patronizing

Flores and three young children reside. “I’m not going to let anyone take advantage of this place; corruption tends to victimize low income and working class communities, and I refuse to let that happen on my watch in the 5th District,” Dan, who lives one block from where he grew up, declared. “I literally have to live with the decisions I make, they affect me and my family.”

Dan observed that he’s at an age where he’s facing the same issues as the majority of the community (30 – 35-year-olds), walking and breathing it, and believes it is generationally time for young blood to represent the district. “I have the most experience in county government – I’ve earned the respect of the administration and department heads, and professionally speaking, no one is more prepared to step up and do the job than me. Period.” Dan’s top priorities are supporting youth in education, increasing services for the mentally ill, and continue to solve the homelessness/housing issues. The key to changing the trajectory of poverty within the community, Dan believes, is through education. He expressed his commitment to support youth by partnering further with school districts to raise the bar by increasing graduation rates, college attendance and vocational training. “It’s important that we restore the pride in (vocational careers) – they’re as valuable, as noteworthy as any college degree,” remarked Dan, whose father was a Teamster truck driver for Stater Bros. According to Dan he would ensure wrap around support such as social services, housing and workforce resources would be readily

A crisis Dan will also prioritize is that of mental health, noting that there can’t be a discussion on homelessness without addressing mental health. It was, and in some cases still is, standard procedure for law enforcement to respond to individuals suffering from mental health issues, but they are not equipped with the necessary training to effectively provide assistance. The County’s Department of Behavioral Health has been making great strides in its outreach to the population suffering from mental health through its Community Crisis Response Teams (CCRT), Crisis Walk In Centers, and Crisis Stabilization Units, providing effective interventions as opposed to a jail cell.

“We can’t arrest ourselves out of the mental health crisis,” Dan remarked. “We have to decriminalize mental health – law enforcement can’t be the de facto way to react.” Dan will also continue to work vigorously with the Housing Authority and other agencies to increase affordable housing stock to alleviate the homeless crisis the county faces. Dan recently announced a four-point plan, called Operation Crossroads, to reduce the number of chronic homeless on the street. The plan calls for a Homeless Outreach Team, expansion of psychiatric beds at the county’s hospital, the implementation of Laura’s Law, and expansion of the Medicated Assisted Treatment program at county jails. “I truly believe we are at a crossroads. We cannot continue to spend money on programs that do

to enhance our community policing program,” said Mayor John Valdivia. “This will set the standard for police substations for our community and should be the model we follow as we begin the process of establishing substations in the other police command zones.” Councilmember Henry Nickel, 5th Ward, added, “This is a tremendous gift to the City and I would encourage any property owners who are willing to invest a quarter million dollars in the improvements to support a substation to please contact our City Manager or Mayor’s Office and not solve the problem. We need real solutions that treat the root cause of repetitive incarceration and chronic homelessness, which is typically mental illness and addiction,” added Dan. Dan is endorsed by the San Bernardino County Public Attorneys Association Prosecutors PAC and California's Firefighters, CAL FIRE Local 2881. It is a very good location for that and a substation will allow us to deploy that southwest area of the city where we need to get our officers closer to the communities they serve.” Following approval from Council, the City Manager is authorized to execute an agreement to lease a space for a police substation and Inland Center Mall, according to the terms of the lease agreement and the Director of Finance will appropriate $20,000 from the Asset Forfeiture Fund Balance into the 2019/2020 Fiscal Year adopted budget. cilman Joe Baca Jr., Fontana Councilman Jesse Armendarez and Nadia Renner. Election day is March 3. If no one receives a simple majority, a November runoff will take place. The 5th District includes the cities of Colton, Fontana, Rialto, and San Bernardino, and the unincorporated communities of Bloomington, El Rancho Verde, Glen Helen, Arrowhead Farms, Muscoy, Little Third and Rosena Ranch.

Critical election year

Guest Op-Ed Curt Hagman County Supervisor

A new decade has dawned and with it will come several important community events this year that will shape our future. Among these 2020 events are the March 3 Presidential Primary Election and the November 3 Presidential General Election. The San Bernardino County Board of Supervisors and Registrar of Voters encourages all eligible citizens to be #VoteReady ahead of these two national elections. Don’t wait until Election Day to make sure your vote counts. The Registrar of Voters and California Secretary of State offer several resources to help citizens exercise their right to vote. If you are one of the 25 percent of eligible residents not currently registered to vote, you may register online at SBCountyElections.com or RegisterToVote.ca.gov. Voter registration applications are also available at the Registrar of Voters office in San Bernardino and throughout the county at post offices, city clerks’ offices, county libraries, and the Department of Motor Vehicles. A map of these locations is available on the Registrar of Voters website. The deadline for registering to vote in the March 3, 2020 Presidential Primary Election is February 18, 2020. After that date, eligible citizens may conditionally register and vote by visiting the Registrar of Voters’ office, one of five early voting sites in the county during the week before the election, or any polling place on Election Day. If you are still 17 years old today but will turn 18 by Election Day, you may pre-register to vote online or with a paper application. If you are already registered to vote, the Board of Supervisors and Registrar of Voters encourages you to verify your registration status, including your political party preference, by using the My Elections Gateway tool on the Registrar of Voters website or the Secretary of State’s VoterStatus.sos.ca.gov website. Your party preference will generally determine how you vote for candidates for U.S. President in the March 3, 2020 Presidential Primary Election. If you are registered with one of the six qualified political parties in

California, you will receive a primary ballot with only your party’s candidates for President. If you are not registered with a qualified political party but want to vote for President in the primary, you have two choices you can make. 1. The American Independent, Democratic, and Libertarian political parties have agreed to allow you to vote in their presidential primary contest without requiring you to re-register with their party. You can apply to receive a mail ballot containing the presidential candidates for one of these three parties by returning a postcard the Registrar of Voters mailed to all permanent mail ballot voters in early December or by calling (909) 387-8300 or (800) 881VOTE (8683) no later than February 25, 2020. If you vote at a polling place on Election Day, you can request a ballot from one of these three parties when you show up to vote. 2. The Green, Peace and Freedom, and Republican parties have chosen to only allow their party members to vote in their presidential primary contests.

The importance of the youth vote in 2020 ATTENTION young people. Baby Boomers (born between 1946-1964) and Millennials (ages 18-35) both represent nearly onethird of the potential voting populace apiece. In 2016, people 65 years and older voted at a 71% rate. Millennials voted at 46%. That is a 25% difference. The US has one of lowest youth voting rates in the industrialized world. The goal should be to make it the highest. The Sixties generation and yours are the two most progressive and idealistic generations in history. The least racist, the least religiously bigoted, the least homophobic etc. If young people voted at the same rate as seniors, you could change the world. The top 1% represent the current power structure of the US. This includes the fossil fuel industry, the pharmaceutical and health insurance industries, the corporate media (which controls over 90% of what you watch, read and hear), the military-industrial complex etc. The three richest Americans own as much wealth as the bottom

160 million-plus Americans. The top 1% owns more wealth than the bottom 92%. 49% of all new revenue generated goes to the top 1%. And the other 51% goes to the bottom 99%. When almost half of new wealth created goes to the top 1%, it is called income inequality. Millennials get 3% of this new wealth today vs 21% they got in 1989. In the 1960s, CEOs made twenty times what their average worker received. Today, it is 287-1. This is the greatest wealth disparity since 1920s, just before the Great Depression hit. The concentration of wealth and power by a handful of millionaires/billionaires is called an oligarchy. If we continue in this direction, we end up in a dictatorship. If we move in the opposite direction, however, we will be back in a democracy by majority rule, one person one vote. The 1% have the wealth and power, but we have the numbers. Now I may not have a PH.D in math, but I can tell you that 99% is

a heckuva lot more people than 1%. To enact change will require nothing less than overwhelming the ballot box next year with biggest voter turnout ever seen. Not by a little either, by a lot. Most political experts consider the 2020 election the most important we’ll see in our lifetimes. The future of our country and the future of the planet will be decided next year. Please register to vote AND get people you know registered as well. As one politician recently said “We don’t watch the polls. We change the polls, by getting involved in the political process. The future of this country will increasingly rest upon the shoulders of young people. To transform society toward a bright future for them and the other 99% will require a record-shattering turnout. nies introduced antiretroviral therapies in the mid-1990s. Cancer death rates have dropped 27 percent since they peaked in 1991. And earlier this decade, drug companies rolled out treatments that cure nearly 100 percent of patients with hepatitis C, a fatal liver disease. Across the country, scientists are developing 4,500 experimental treatments. But if lawmakers enable government regulators to set drug prices, these medicines will likely never come to market. Firms would have little prospect of recouping their research costs -- much less turning a profit. So they wouldn't attract investors willing to fund the search for future treatments and cures. Millions of current and future patients will die from diseases that could have otherwise been treated. This issue is deeply personal for me. My father died from a heart

attack at age 53. And cardiovascular disease killed both my grandfathers. I am now 76, so thanks to medical innovation, I've already lived almost 50 percent longer than my father -- and worked twice as long. With that genetic track record, I should be doomed. But like millions of other patients around the world, I take Lipitor to reduce my risk of heart attack and stroke. Lipitor and other statins were invented by American drug companies. They're now cheaply available as generics around the world. Would scientists be able to attract funding for future Lipitors under the House bill? I worry. Many lawmakers acknowledge the bill would cripple private-sector R&D. But they argue the government could simply assume a greater share of the research burden. After all, the bill would save the government tens of billions of dollars each year. Surely, they argue, some of that money could fund federal research agencies like the National Institutes of Health. As a medical researcher and drug developer, I know that plan wouldn't work. The NIH does great research -- but its employees focus on solving basic scientific mysteries. The agency doesn't have the infrastructure or personnel to turn insights into tangible new drugs. Congress can -- and should -find ways to make medicines more accessible. But the House bill isn't the right solution. If lawmakers gut America's research industry, future Lipitors will never emerge from the lab.

At age 76, Peter Rheinstein, a doctor of medicine and law, is president of the Academy of Medicine of Washington, DC and a former president of the Academy of Physicians in Clinical Research.

Dr. Dwight Radcliff, Jr. delivered a powerful keynote address, and called on the audience to honor Mr. King in his entirety, and not simply reduce his legacy to the "I Have a Dream" speech delivered August 28, 1963. The 8 original "Breakfast Com-

mittee" members were honored and recognized for establishing this event 40 years ago: Wilmer Amina Carter (only surviving member), Valerie Pope-Ludlam, Sharon Cooper, Wilbur Brown, Vivian Nash, Marie Bruchard, Robert Rochelle, and Bill "Ratibu" Jacocks. In addition, Breakfast Chairperson Beverly Jones Wright was honored for her 20 years of dedicated service in coordinating this annual event - this will be her final one as she steps down to spend time with family.

Neuropathic Therapy Center seeking par ticipants for diabetic peripheral neuropathy study

L

oma Linda University Health is seeking volunteers with moderate to severe below-ankle neuropathy for a graduate student research study titled The Effect of Intraneural Facilitation Therapy on Diabetic Patients with Peripheral Neuropathy. The study hypothesizes that Intraneural Facilitation therapy (INF™) — a treatment that uses three physical holds to stretch specific nerve areas and bring pressurized blood flow to damaged nerves — may relieve patients with diabetic neuropathy of pain and discomfort. The study will be done in conjunction with Loma Linda University Health Neuropathic Therapy Center, Loma Linda University School of Allied Health Profes-

sions’ Lee Berk, DrPH, MPH, FACSM, CHES, CLS, and graduate student investigator Kyan Sahba DPT, PhDc. To be considered for the study, individuals must be between 5075 years old and diagnosed with Type II Diabetes. These individuals may regularly experience moderate to severe neuropathy below the ankles that includes feelings of burning, numbness, tingling, sharp pain and sensitivity of the feet. Participation will be required for a total of five weeks, with only one visit required in the first week for baseline measurements. The study requirements are as follows: • Three visits a week for four

consecutive weeks at the Neuropathic Therapy Center located in Loma Linda • Each visit will require approximately 60 minutes of treatment, whereby participants receive a series of positions, stretches or light therapy • Optional two visits the first and last week for 60 minutes

This is a randomized control trial, not all participants will receive INF treatment and some participants with certain medical
