n apartment complex riddled with blight and woefully located near Jefferson Hunt Elementary school underwent a $2 million transformation after the city of San Berardino shut it down last March for posing a public health hazard. Berto Ramos and Manuel Ramirez of HomeVestors franchise located in San Bernardino, took on the task with their “We Buy Ugly Houses” mentality. Built in the 1960s, the 44-unit complex, formerly known as Brentwood Apartments located at 1415 E. Date St., spent years in a state of disrepair as one of the area’s most troublesome residential properties. So far beyond code that apartments were left with no running water, windows or electricity, the City had forced Apartment, cont. on next pg.

n April 2021, California State Representative Pete Aguilar announced $145,000 in federal grant funding to Operation New Hope, a nonprofit in San Bernardino that specializes in connecting at-risk and underserved youth with social services to succeed in life. The organization, which services well over 600 youth per year, will now have the ability to strengthen its current programming and continue the rollout of its latest initiative undertaking Project Safe Neighborhoods (PSN), which fosters leadership, partnerships, prevention and accountability. “PSN is a nationwide initiative that brings together a coalition of federal, state, and local community leaders, prosecutors and law enforcement officials to find solutions to the most pressing ONH, cont. on next pg.

Middle College named a Califor nia Distinguished School

S

an Bernardino City Unified School District’s Middle College High School (MCHS) has been named a California Distinguished School. “What an honor to be selected as a California Distinguished School for 2021,” MCHS Principal James Espinoza said. “We couldn't have achieved this level of distinction nor been able to sustain and expand successes for our MCHS community scholars without leadership from the top and support for our learning model. We are also so appreciative of the commitment of our scholars, their families, and our selfless and talented teachers and staff, not to mention our amazing partners from San Bernardino Valley College.” MCHS previously earned a Distinguished School Award in 2007. The school is also a National Blue Ribbon School honoree, an AVID Schoolwide Site of Distinction, and a California Coalition of Early and Middle Colleges

(CCEMC) Signature School of Distinction.

Practice

Since opening in 2001, Middle College has offered SBCUSD high school students a chance to take both high school and community college courses at the same time, with the potential to earn an associate’s degree by the time they graduate high school. Unlike most of the other SBCUSD high schools, MCHS does not have traditional attendance boundaries. Students apply to attend the high school, which is located right next to San Bernardino Valley College. Although any SBCUSD student may apply, MCHS targets students who would be the first in their family to attend college, have good attendance, and who show high academic potential that they are not currently meeting. The MCHS Class of 2021 boasts a 100 percent graduation rate, 8 valedictorians, 3 Dell Scholarship Award winners, 3 RIMS AVID Scholarship Award winners, and an average of 55 college credits

earned by graduates. In fact, 58 percent of the Class of 2021 will graduate high school with both a diploma and an associate’s degree. “I want to thank California for celebrating the achievements of our MCHS scholars and stakeholders as we move forward in expanding college readiness, industry preparedness, global leading, and life-long learning,” Espinoza said. “We will continue to close the gap as we fulfill our MCHS motto, Carpe Diem, along with our District guiding principle, Making Hope Happen!” The California Distinguished School Award is given to schools for exceptional student performance, as indicated by the student data collected for the California School Dashboard. Middle College’s 2019 Dashboard results show the average math score for all students was 30.6 points above the standard. Additionally, students, as a group, scored 86.4 points above the state standard in English/language arts.

ONH crimes in the most violent areas of the county. One component of the PSN programming that makes it effective for our communities is that it’s coming from a place of prevention and intervention, opposed to targeting already gang infested areas,” said Operation New Hope CEO Russell Degnan. The program is targeting highrisk youth between the ages of 1524 years old who have high absences in school, are identified as a truant, and/or previous problems with the law. “We have many agencies that we’ve partnered with countywide and we currently have a small cohort of youth in the program. But, in the next few months we will be fully ramped up to accept referrals from anyone in the county,” continued Degnan.

He shared that in the coming months if a resident in the county wants to recommend a family member to the program who falls under the specified age group, they can do so or even drop in for information. One of the organization’s other programs currently in place is its Youth Opportunity Center. “The Youth Opportunity Center brings together an evidence-based curriculum with social services through multiple agencies for the greater benefit of at-risk youth in the county. The process is fairly simple…first we sit down with potential students to explain the program, which is followed by an application and an intake survey,” said Summerly Sanchez, Operation New Hope case manager. One of the organization’s greatest strengths is it’s structured as a drop in center, where all youth

have the ability to visit, hangout, get a feel for the center before committing to a program or service. From job fairs, food distributions to its transformative social services for youth in the county, the organization as a whole is looking forward to making an impact in the lives of at-risk youth now and in the future. “Economic opportunity is the key to making sure our young people can live safe and productive lives as members of our community. I’ll continue working to secure federal funding for these types of initiatives to make sure young people in San Bernardino and across the Inland Empire have the resources they need to succeed,” said Aguilar. Apartment he mostly absentee previous owner to surrender the property. When the new management company took over former tenants were given four days to vacate their residences and a $2,500 check. A number of San Bernardino County organizations, churches and residents consequently pooled their resources and successfully found families alternate housing. “This property had been a challenge for the City on a daily basis for years before we took control. Given the extensive problems the last owner let go unaddressed, the City was weary about who to entrust it with – they knew its state at the time was wrong, needed someone to fix it, and didn’t want to end up with a similarly delinquent landlord,” said Ramos. “The truth is, it takes real estate investors like us to help change these community situations. Law enforcement, the city and the courts can’t bear the full burden. Someone like us needs to invest the attention and capital, treat the neighborhood with respect, and give them what they need, which in this case was 44 quality homes

for local residents that were previously not available.” The project was handled by the HomeVestors franchisees as they would with any of their other ugly house makeovers. Every asset was redone – there were just a lot more kitchens, bathrooms, and bedrooms. Public areas were made over, including the addition of new courtyards, play areas, and barbecues. The property, once viewed with trepidation by teachers at the school next door, became a clean and safe haven for families. Reopened in March, the renamed Golden California Apartments are already 80 percent full and expected to be at occupancy this month. “People are hurting, rents are skyrocketing, and that makes it even more important that we repair a property like that so people can live there,” said Councilman Damon L. Alexander, whose seventh ward includes the Golden California project. “There’s no reason any San Bernardino resident should not have a good place to live, and there’s no reason why other residential properties in the city can’t be upgraded the same way.”

ep. Pete Aguilar anthat San nounced Bernardino County restaurants are now able to apply for direct federal relief through the Restaurant Revitalization Fund, the $28.6 billion relief fund created by the passage of the American Rescue Plan. Eligible Inland Empire small businesses are encouraged to submit their applications through this link as soon as possible. “Independent restaurants, breweries, wineries and other similar small businesses are essential to the fabric of the Inland Empire’s

economy. These small businesses are job creators and hubs for our community, and we need to do all we can to support them. I was proud to help pass the American Rescue Plan and push for this funding, and I’m confident that with these resources our region’s small businesses can come out of this pandemic stronger than ever,” said Aguilar. The Restaurant Revitalization Fund will provide restaurants and other eligible businesses with funding equal to their pandemicrelated revenue loss up to $10 million per business. The relief does

not have to be repaid, provided that the funds are put toward eligible uses by March 11, 2023. Visit SBA.gov/restaurants for more information. etting vaccinated is now easier than ever. San Bernardino County is trying to do everything it can to address challenges with getting your COVID-19 vaccine, and is now allowing walk-ups to its County-operated vaccination sites. Those with scheduled appointments never have to worry about availability of their dose; but now a portion of doses will be held every day for possible walk-ups. And while walk-up individuals will not need to bring any additional information to a site, they should be prepared to register on site, which will include answering health screening questions. “While appointments are still strongly encouraged, don’t let the lack of one keep you from visiting a site if you find yourself with extra time,” said Board of Supervisors Chairman Curt Hagman. “Our on-site vaccination teams will do their absolute best to vaccinate every person that shows up. In the rare cases when this is not achievable, the team will work to provide options to the customer to get them vaccinated ASAP.” Walk-ins may experience longer wait times and availability may vary based on site demand. For a

list of sites, visit sbcovid19.com/vaccine and find a location nearest to you. New Montclair Place site now open for vaccinations Planning to do some shopping at Montclair Place? Now you can take a few minutes to get in a vaccination. The Montclair Kids Station (upper level, across from Forever 21) is now being used for both vaccinations (Tuesday, Thursday, Saturday) and COVID19 testing (Monday, Wednesday, Friday) from 10 a.m. to 6 p.m. This schedule may change as testing numbers decrease, meaning that you should check no matter the day if vaccines are available. Walk-ups are welcome, but anyone with an appointment can visit Cinnabon to receive a free 12 oz. coffee with the purchase of any baked good. COVID-19 Cases Are Now Mostly Younger Adults Despite the rapid progress of vaccinations, a months-long decline in new infections and the gradual reopening of much of our economy, COVID-19 — and its variants — remain a threat. San Bernardino County is still seeing hundreds of new cases

every week, but unlike last year, the greatest numbers of new cases involve adults aged 18-34, followed by those between the ages of 35 and 49. “A considerable number of these individuals, including many who are young and otherwise healthy, will suffer from the coronavirus, and some will require hospitalization,” said Interim Public Health Director Andrew Goldfrach. “Some will even die — which is heartbreaking when one considers how easy it is to schedule a free vaccination appointment.” We have now reached a point where appointments can be easily made at County-run sites or local pharmacies by visiting SBCovid19.com/vaccine, or calling the COVID-19 helpline at (909) 387-3911, Monday through Friday, from 9 a.m. to 5 p.m. And at County-run vaccination sites, walk-ups are now welcome. “A big part of our effort now is to convince younger adults to take a few minutes to schedule a vaccination appointment,” said Board of Supervisors Chairman Curt Hagman. “The more people who get vaccinated, the fewer infections we will see.”

San Manuel purchases Palms Casino in Las Vegas for $650 million

T

he San Manuel Band of Mission Indians (“San Manuel” or the “Tribe”) and the San Manuel Gaming and Hospitality Authority (“SMGHA”) today announced a definitive agreement for a subsidiary of SMGHA to acquire the Palms Casino Resort (the “Palms”) in Las Vegas, Nevada from Red Rock Resorts, Inc. The transaction is expected to close later in 2021, subject to the receipt of regulatory approvals and other customary closing conditions. After 35 years of operating San Manuel Casino in Highland, CA, this announcement reflects a milestone for San Manuel. "Today represents an important step for the Tribe and its long-term economic diversification strategy,” said San Manuel Chairman Ken Ramirez. “On behalf of the Tribe, we are thankful for the opportunity to join a community that we have come to know and appreciate.”

Güero-Güero: T he W hite Mexican and Other Published and Unpublished Stories

nlandia Institute is proud to announce the publication of Güero-Güero: The White Mexican and Other Published and Unpublished Stories, a much-anticipated collection of short stories by the late Eliud Martínez (19352020). Martínez was an esteemed Professor Emeritus of Creative Writing and Comparative Literature at the University of California, Riverside – as well as a scholar, artist, beloved colleague, community member, husband, father, and friend. A virtual public book launch of Güero-Güero is set for Saturday, June 5, 2021, at 3:00 PM on Zoom, and will feature a dramatic reading by Carnegie Mellontrained professional actor Jordan Lund, speakers from the author’s family, and a moderated conversation between Inlandia Director Emerita and former student of Martínez’s, Frances J. Vasquez, and Roberto Cantú, scholar and Professor Emeritus of Chicana/o and Latina/o Studies and (jointly) Professor Emeritus of English at California State University, Los Angeles.

concept, Güero-Güero is a carefully constructed series of stories interrogating how we conceive of race and identity and the fluid and adaptable nature of those identities. These semi-autobiographical short stories draw from Martínez’s roots as a Mexican-American growing up in Pflugerville, Texas, where even the cemeteries are segregated —an irony not lost on Martínez, whose own ancestry proves that no matter how one chooses to identify, identity is not so easily teased apart. He further explores his vision of Mexico as one of “a thousand countries with a single name,” a thought that occurs to the dying Artemio Cruz, and which Martínez dramatically illustrates throughout his writing with criollo, mestizo, mulatto, African, and other characters from many historical periods that converge on Mexico.

The event is free and open to the public but an RSVP is required: https://tinyurl.com/GueroGuero

Dr. Carlos Morton, scholar and professor at University of California, Santa Barbara, observes that Martínez “projects a vision of La Raza Cosmica – the blending of Native American, Mediterranean, and Black – mixed with ‘smells of cilantro’ to make a poignant salsa ranchera.”

In the introduction to GüeroGüero, Martínez writes, “I have had a longtime interest in my concept of ‘multiple ancestries’ since I read the 1962 novel by the late Carlos Fuentes, The Death of Artemio Cruz.“ Building on this

Over the course of Martínez’s long career, he championed this concept of multiple ancestries, and in doing so changed the face of public university education. He introduced the first multi-ethnic literature course at UC Riverside,

“Chicano Literature in Comparative Ethnic Perspective,” and then, in 1985, he developed the course, “Introduction to Race and Ethnicity,” followed by “Creative Writing and Ancestry” in 1991, the latter two becoming required courses for majors and minors in creative writing. In addition to Güero-Güero: The White Mexican and Other Published and Unpublished Stories (2021, Riverside, CA: Inlandia Books), Martínez is also the author of the novel Voice-Haunted Journey (1990, U of AZ, Tempe: Bilingual Review Press) and editor of an anthology of student work titled American Identities: California Short Stories of Multiple Ancestries, as well as scholarly articles and essays and the nonfiction book, The Art of Mariano Azuela. In honor of Eliud Martínez, who passed away just prior to the publishing of Güero-Güero, a new book prize has been established in his memory: The Eliud Martínez Prize for New Writers, which will annually offer a monetary prize and book publication to a Hispanic/Latino/Chicano author with no previous book publication, to be launched Fall 2021. Güero-Güero: The White Mexican and Other Published and Unpublished Stories is distributed by Ingram and available through major booksellers.

For years, the Tribe has demonstrated an interest in and supported the Las Vegas community through contributions to non-profits and Las Vegas institutions including UNLV’s William F. Harrah Col-

lege of Hospitality and William S. Boyd School of Law, the Public Education Foundation and Shade Tree Shelter, plus partnerships with the Las Vegas Raiders and Allegiant Stadium, and the Vegas Golden Knights. “The Palms is a well-designed property which has been beautifully redeveloped and maintained by Red Rock Resorts. Our Board believes that the Palms is a casino resort that many of San Manuel Casino’s loyal guests would enjoy,” said SMGHA Chairwoman Latisha Casas. “We are excited to move forward with this transaction.” Jefferies LLC is acting as San Manuel’s financial advisor. Latham & Watkins LLP and Greenberg Traurig, LLP are acting as the Tribe’s legal counsel. The Palms, which has been closed for over a year, is located just west of I-15 near the Las Vegas Strip, and includes a casino, approximately 700 hotel rooms and suites, multiple casual and upscale dining options, meeting and convention space, a 2,500-seat theater, pool and spa, other amenities and Palms Place condominiums.

lected city leaders, workers, unions, worker centers, community and faith-based organizations, and family members of fallen workers gathered for a press conference and symbolic procession at Rosa Parks Memorial Building in San Bernardino to commemorate Workers Memorial Day, a day to honor the millions of workers who have been injured or killed on the job, and to renew the fight for safe, healthy, and secure workplaces, on Thursday, Apr. 28. Participants brought pictures and flowers to remember loved ones, and detailed accounts of negligent employers who put workers knowingly at risk during the height of the pandemic. The participants made clear their demands for employers to be held accountable and protect workers, and call on local and state officials to ensure laws and protections are enforced, and to pass new protections that ensure we protect workers to the fullest extent moving forward. The Press Conference was held in coordination with Workers' Memorial Day actions across the state, including in Los Angeles, Pasadena, the Central Valley, San

The county is committed to providing vaccinations for all who choose to vaccinate. Our goal is to reduce the risk of infection and hospitalization and fully reopen,” said Joe Baca Jr., San Bernardino County Supervisor.

A

partnership between American Medical Response (AMR) and Crafton Hills College (CHC) is creating a clear pathway to employment for current high school students who have the interest and compassion needed to be on the front lines of emergency response. Twenty-five students will be selected to attend a free two-week boot camp this summer where they will be provided with handson learning opportunities and an introduction to careers in emergency medicine. The boot camp is a first step for students to enter the emergency medical service (EMS) pathway, first becoming emergency medical technicians (EMTs) and then paramedics. The boot camp also opens doors for additional opportunities, such as paid internships, job placement and even a way to receive tuition-

free education as students advance in the profession. “We want to get to high school students early and hopefully foster their success through this career path,” said Dave Molloy, an adjunct professor at Crafton Hills and an operations manager at AMR. “There are required work hours as you move through from EMT training to Paramedic status. If they put in the work, we will help them find the job.” Molloy himself was inspired to go to CHC to train as an EMT because when he was in high school his father nearly died from a stroke. “A coworker knew CPR and resuscitated him,” Molloy said. “I got 25 more years of time with my father and I wanted to pay back that favor.” Molloy said first responders

must feel it is their calling to help people in need. “The main focus is compassion, kindness and being supportive,” he said. Molloy and his faculty colleague John Grounds will hold virtual information sessions for students and their families on Tuesday, June 8, at 10 a.m. and Wednesday, June 9, at 6 p.m. Register now through Eventbrite to attend one of the information sessions which will cover expectations of the boot camp as well as how to get started in the EMS pathway with tuition-free education, on-the-job training and employment opportunities. For additional information please contact Veronica Smith at vsmith@craftonhills.edu or Lorena Lopez at lorena.lopez@gmr.net.

“Over the past year, far too many warehouse and other frontline workers have lost their lives or health to COVID-19 while working without adequate protections. A study released today by the UC Merced Community and Labor Center found that warehousing had the highest increase in pandemic-related deaths of any industry in California. While giant warehouse employers like Amazon and Walmart reaped booming profits during the pandemic, workers faced a deadly virus every shift under grueling workloads and COVID prevention practices so lacking that, in the case of Amazon, Cal/OSHA found they violated the law. This is completely unacceptable and we must demand better protections, enforcement, and employer accountability,” said Mirella Deniz-Zaragoza, Warehouse Worker Resource Center “Today I remember my friend and colleague, Patricia Berry, who

was a Financial Aid Specialist at San Bernardino Valley College. Trish will be remembered by her colleagues as a staunch advocate, who always went above and beyond for her students’ success. She would always greet her students and colleagues with a smile. We stand here in memorial for the people who literally gave their lives as believers in education. This is an illness that especially attacks people who were already vulnerable. We need to speak up for prevention, for reasonable plans to come back to work, and we need to prioritize the safety of all workers, and students above all else. Workers Rights are Human Rights,” said Mary Valdemar, CA Schools Employees Association Chapter 291 “When you think of the word essential, I hope it has stronger meaning for you now. What is essential? Stocking the grocery stores. No one ever asked grocery workers, doctors, or teachers, whether or not they wanted to come to work. That is essential. What if every grocery store had to be closed, what would we have eaten? What if every doctor’s offices and hospitals were closed, where would we go when sick or hurt? I’m saddened that there were workers that were forced to work in conditions that were unhealthy, that undervalued their lives,” said Kimberly Calvin, San Bernardino City Councilmember.

C .A.S.E. - The fight against human traf ficking After serving as a social worker with CFS for four years, Angel was given a new opportunity. In 2018, Angel transitioned to her current role as a social service practitioner stationed at the county’s Children’s Network where she also serves as the C.A.S.E. coordinator. “I never expected to end up in this line of work,” said Angel. “My purpose in life has always been to work with at-risk youth.” With a double bachelor’s in human services and sociology, a minor in social work, and a master’s degree, Angel dedicates her extensive knowledge to make the world a safer place for children.

H

umans are NOT for sale… yet millions worldwide are being trafficked and exploited. In fact, human trafficking is currently the fastest growing criminal operation and is projected to rise as the number one criminal business by 2024, according to San Bernardino County’s Coalition Against Sexual Exploitation (C.A.S.E.). As a $150 billion dollar global industry,

human trafficking is not going anywhere and it continues to spread in our very own backyard. With California being a popular border state with the world’s fifthlargest economy, human traffickers have set their eyes on the golden state to make their green. Thankfully, there are many women and men who are actively fighting against the evils of traf-

ficking in hopes to rescue those who have found themselves in the life of sex trafficking. “It can happen to anyone,” said Angel Magallanes, the C.A.S.E. coordinator. “Through my experience with CFS [the Department of Children and Family Services], statistically, it is not the stranger that your children are the most vulnerable with. It is the person who has the most access to your children.”

C.A.S.E. The San Bernardino County Coalition Against Sexual Exploitation, or C.A.S.E., was founded in 2009. It is comprised of public and private entities that aim to “to educate, prevent, intervene and treat victims of sexual exploitation.” They say “ignorance is bliss,” but in Angel’s case, ignorance, or lack of awareness on the subject of sexual exploitation, is how the traffickers win. “We really want individuals to come away from C.A.S.E. trainings a little bit more knowledgeable to crush some of those stereotypes and look at human trafficking for what it is: child abuse,” said Angel.

As the C.A.S.E. coordinator, it is Angel’s job to educate the public on what trafficking is, what warning signs to watch out for in your home, and how to prevent it. Traditionally, this is accomplished through community awareness, speaking to schools, health fairs, seminars, C.A.S.E.’s annual walk to raise awareness, etc. In light of COVID-19, however, Angel is having to readjust and reimagine how she can continue to educate the public in effective new ways. While this year’s annual C.A.S.E. walk was canceled due to the pandemic, this did not hinder Angel’s energy to educate. C.A.S.E. is leading several Zoom webinars during the month of January (National Human Trafficking Prevention Month) in partnership with the San Bernardino County Sheriff’s Department where members of the community are able to learn about and discuss the topic of human trafficking. “Human trafficking is not going anywhere,” said Angel when discussing the rise of the industry. “It’s something that people look at in a very negative light, but I hope that I can really illuminate the issue in a way that makes sense to people.” C.A.S.E. currently partners with ten agencies, service providers, community organizations, and the faith-based community

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT and RECORD OF DECISION Federal Aviation The Administration (FAA) has announced that a Finding of No Significant Impact (FONSI) and Record of Decision (ROD) has been approved based upon results of a Final Environmental Assessment prepared in April 2021 for the proposed acre for acre land exchange project between the San Bernardino International Airport Authority (SBIAA) and the San Manuel Band of Mission Indians (SMBMI) at San Bernardino International Airport (SBD), San Bernardino, San Bernardino County, California. The following project is addressed by the FONSI and ROD: San Bernardino - The International Airport Authority would acquire 10.306 acres located along the south side of E. 3rd Street at Victoria Avenue along the northern Airport property boundary (Parcel D) for the purpose of controlling the primary access road to its general aviation and air cargo areas. - The San Manuel Band of Mission Indians would acquire 10.306 acres located north of "W" Street (Parcel A). The FAA's Federal action for this project is approval of the SBIAA request to release the SBIAA from its obligations to use certain SBIAA property for aviation purposes and to authorize the Proposed Action. Pursuant to the Council on Environmental Quality Regulations at Title 40, Code of Federal Regulations § 1508.25(a)(3), the Final Environmental Assessment also considers a proposed Similar Action. The SMBMI is currently considering a sitespecific development plan for the new property in conjunction with approximately 37 acres of adjacent land already owned by SMBMI. The FONSI/ROD indicates that the proposed land exchange project is consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 in that it will not significantly affect the quality of the human environment. The FONSI/ROD states the FAA has no statutory or regulatory approval authority on the proposed Similar Action by the SMBMI. Copies of the The Final EA and FONSI/ROD are available for public inspection at: - San Bernardino International Airport Authority Administration Offices, 1601 East 3rd Street, San Bernardino, California 92408 - Norman F. Feldheym Public Library, 555 W 6th Street, San Bernardino, California 92410 The FONSI and ROD may be viewed at FAA's website: https://www.faa.gov/airports/e nvironmental/records_decision/ The Final Environmental Assessment and the FONSI and ROD may also be viewed at the San Bernardino International Airport Authority's website: http://www.sbiaa.org.
