Aguilar and González-Colón introduce bipar tisan legislation to protect civil rights for students

R

eps. Pete Aguilar and Jenniffer GonzálezColón (R-Puerto Rico) announced the introduction of the Protecting Students’ Civil Rights Act, a bill to address racial inequity within American colleges and universities. The bill would require institutions of higher education to designate at least one employee to coordinate compliance with Title VI of the Civil Rights Act of 1964. These coordinators would be responsible for reporting compliance with Title VI to the Secretary of Education. Under Title VI, institutions of higher education have a responsibility to address discrimination based on race, color, or national origin to guarantee their campuses are safe learning environments for every student. “We have to take proactive steps to make higher education more ac-

cessible for students of all backgrounds. The institutions can help level the playing field and allow students of color and those from traditionally underserved communities to thrive in future careers, but only if we ensure that those students are given the opportunity to succeed free from harassment or discrimination. I’m proud to introduce this bill to make sure that every student from the Inland Empire and across the country can aca discrimination-free cess education,” said Aguilar. “Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs or activities that receive federal funding. Although much progress has been achieved to date, sadly we still find instances of such behavior throughout society, including within the education system. In

FY 2019, for example, the U.S. Department of Education’s Office for Civil Rights received 2,660 complaints containing 3,673 allegations of discrimination in violation of Title VI. It’s crucial our educational institutions have the necessary processes in place to address these instances, particularly our colleges and universities. That’s why I’m proud to join Congressman Aguilar in introducing the Protecting Students’ Civil Rights Act, which would require each institution of higher education to designate one employee to coordinate compliance with Title VI,” said González-Colón. The bill also earned an early endorsement from the California Community Colleges. “Protecting our students’ civil rights is critical to the equity mission of the California Community

H

igh-speed rail service between Las Vegas and Rancho Cucamonga would be a game changer for our region, further establishing San Bernardino County as a model for innovative, cost-effective and sustainable transit solutions, county transportation leaders said today. The planned Vegas rail service took a major step forward this week with the signing of a Memorandum of Understanding (MOU) between Brightline, the California Department of Transportation, the California State Transportation Agency and the California High-Speed Rail Authority. Brightline, a private company that provides modern, eco-friendly high-speed rail service, plans to build the new line between Las Vegas, Victor Valley and a newly planned station in Rancho Cucamonga. The MOU sets the framework for right-of-way agreements and other critical steps needed to get the project built. “Along with planned underground loop service to Ontario International Airport, the upcoming Redlands Passenger Rail Service and the West Valley Connector bus rapid transit system, highspeed rail to and from Las Vegas is showing what is possible when innovative minds work together. These projects will provide convenient connections to destinations throughout Southern California and beyond, and provide sustainable transit options for one of the fastest-growing population and economic centers in the country,” said Curt Hagman, Chairman of the San Bernardino County Board of Supervisors and President of the San Bernardino County Transportation Authority (SBCTA).

“This Memorandum of Understanding marks a critical milestone in our goal to connect Los Angeles metropolitan area with the iconic entertainment destination of Las Vegas,” said Mike Reininger, CEO of Brightline Holdings. “The extension will provide an optimal travel solution between Southern California and Las Vegas, and opens up the reality of emission-free, hospitalityfocused high-speed rail service to millions of people traveling between these destinations every year.” SBCTA has helped establish San Bernardino County as the epicenter for sustainable 21st century transportation technology, creating significant new opportunities for residents, workers and businesses, while reducing our carbon footprint. “The opportunities that projects such as the Vegas rail present to our communities are extraordinary, and we’re eager to see it all come together. Brightline’s interest in Apple Valley as a High Desert station location speaks volumes about the critical role we play in the future of Southern California,” said Art Bishop, an Apple Valley Town Councilmember who serves as Vice President of the SBCTA Board. From Victor Valley, the Brightline system would connect to a new transit center being planned for what is now the Rancho Cucamonga Metrolink station. Also connecting to that station would be a proposed four-mile tunnel that would shuttle thousands of passengers per day to and from Ontario International Airport (ONT), using zero-emission vehicles.

The Rancho Cucamonga station already is a key stop on Metrolink’s busiest commuter line, which soon will extend nine miles from San Bernardino to Redlands. That nine-mile extension is remarkable not only for the added connections it will provide, but for its use of low-emission – and eventually zero-emission – passenger trains. In addition, SBCTA has led development of the West Valley Connector, a zero-emission bus rapid transit system that will include, as one of its stops, the Cucamonga station. “We firmly believe this is the best location in all of Southern California, and see enhanced transit as a key element in building a new model for living, working and playing,” said Rancho Cucamonga Mayor Dennis Michael. The growth of Ontario airport since its return to local control is another key factor in the convergence of these multimodal transit projects. ONT has been the fastest-growing airport in the U.S., and since the start of the pandemic has experienced the fastest recovery rate of any airport in California. “As we plan for the future and serve this rapidly growing region with more flights and service, making sure people have a variety of ways to access the airport – and avoid the kind of congestion we see elsewhere – is a significant priority for us. These innovative transit options will help the airport, help our passengers and help the community,” said Alan D. Wapner, President of the Ontario International Airport Authority Board of Commissioners and Mayor pro Tem for the City of Ontario.

Colleges, and our Vision for Success. As we seek to close equity gaps, an essential first step is ensuring that students are not discriminated against on the basis of race, color, or national origin, and this legislation provides a vital tool to fight against that discrimination. We are pleased to support this effort on behalf of the California Community Colleges and our 2.1 million students. We thank

Reps. Aguilar and GonzálezColón for protecting our students,” said Dr. Daisy Gonzales, California Community Colleges Acting Chancellor. The Protecting Students’ Civil Rights Act has now been referred to the House Committee on Education and Labor.

Caden Center The Wor ld Series Nobody Wanted: Astros vs Braves Preview And Predictions first round against the Brewers. They were able to get past those Brewers, and then face the mighty Dodgers in the NLCS. Again, they were heavily the underdog as they were facing the highest paid team in the MLB. On paper, they barely matched up with LA. But, they pulled through. Freddie Freeman raked on the road, and the heroics of former Dodger Joc Pederson (it’s Joctober for a reason) and Eddie Rosario allowed them to advance here, the big stage. To face an opponent we know all to well, the Houston Astros.

W

hat a weird MLB postseason. A 107 win team facing a 106 win team in the first round. That same 106 win team being a wild card and making it to the NLCS just to lose to a 88 win team. A group of guys known for cheating more than anything else going the distance. Here we are, the Fall Classic. The Houston Astros making their 3rd World Series appearance in 5 years vs the Braves, who have made it here without their young star, Ronald Acuna Jr. Let’s break this series down. We’ll start with the Braves. After Ronald Acuna Jr went down, not much was expected of this team. But, it wasn’t viewed as negative. They were still young and developing. Boy were we wrong. The Braves came into the playoffs as a 88 win division champion, with many expecting them to lose in the

What a crazy ride for Houston. As we all know, they were found guilty of stealing opponents signs and cheating throughout their World Series and postseason runs a couple years back. Much of the roster stayed given there were no player suspensions, but they rebuilt their staff and hired a man who’s arguably been the X-Factor for them during this run, head manager Dusty Baker. Baker was one of the most likeable managers coaching the most hated team in baseball. But, he’s managed to rally the troops and lead them here. Now let’s shift to the players. We all know the big names. Jose Altuve. The 2nd baseman may stand just 5’6 but boy can he swing the bat and make defensive plays when you need them. Then there’s Carlos Correa. Correa has been a man on a mission, batting over .300 throughout this postseason run. He doesn’t care what you have to say about him. He is going

to go out there, and he is going to produce. Then there’s the X Factors. Yordan Alvarez gets hit when the ‘Stros need them, and veteran catcher Martin Maldonado continues to throw out would-be base stealers, a key in the postseason to maintain momentum. This team is something else and a win here in the Fall Classic could shut the haters up forever. Now, with all that information out of the way, it is prediction time. First, let me say, this feels like Nationals vs Astros in 2019 all over again. A mighty Astros team looking unbeatable vs a team that feels like they shouldn’t be here. Heck, you could even say Acuna being out and the Braves making it is a less toned down version of Bryce Harper leaving the Nats and them making it here. Anyway, back on track. Here is my game by game prediction, with scores, for the 2021 World Series; Game 1: Braves Win (6-4) Game 2: Braves Win (5-1) Game 3: Astros Win (7-3) Game 4: Braves Win (4-2) Game 5: Astros Win (5-1) Game 6: Braves Win. (3-1) I see the Braves shocking the world once again and satisfying the baseball universe by defeating the Astros in 6 games. A big rea-

son for this pick is the Astros high risk of not having their ace, Lance McCullers, on the mound due to injury. If he’s able to pitch, we probably see a game 7 and maybe

even an Astros win. But as it stands, I see the Braves taking the championship home. Now, we prepare to witness history as the Fall Classic begins.

The 48 Hour Film Project challenges Inland Empire Filmmakers, while bringing oppor tunity to the region the face of adversity was a group called Prism Production. “Our team was small but solid. As we worked diligently, we were confident that we would have a solid piece to submit to the film competition. But that changed when our computer decided to crash, and we lost all of our project files halfway through finishing the project. There are many reasons why initiatives like the 48hr Film Project are important to regions like the Inland Empire, one being that it provides an equal opportunity to showcase the talent outside of big cities like Los Angeles. “Having the 48 Hr Film Project in the Inland Empire is an opportunity to promote that the Inland Empire has the resources, talent, and locations needed to make any project come to fruition. Earlier in 2020, when I first moved from Los Angeles to San Bernardino, I was immediately shocked after a

he 48 Hour Film Project Inland Empire kicked off on Friday, October 8 at San Bernardino Valley College’s Film, Television, and Media Department (FTVM), where filmmakers drew a short-film genre out of a bag with their eyes closed. All 19 filmmaking teams were also tasked with elements that were required to be featured in

their short-film including a character named Trent or Tina Tyler; featuring a marker as a prop; and implementing “Don’t tell me to shut up” into the script. “The teams only have 48 hours to make a 4-7 minute film. Most find the biggest challenge is shear endurance, because you don’t get much sleep over the weekend. This year, there were a lot of first timers so anything and everything went wrong. Actors didn’t show,

gear was dropped in water, computers crashed and they lost their whole project, this happened to one team and they had to restart to edit their movie in two hours to get it turned in on time,” said 48 Hour Film Inland Empire Producer Kevin Lyons. So yes, in literally 48 hours, all teams casted, wrote, shot, scored, edited and exported their entire projects.

Many participants felt that this project is a great way to not only gain more experience, but to come back next year even more seasoned. “The 48hr Film Project is a great way to practice your craft; it’s also a great team building activity. It’s really what you do when you make a film, you’re under a budget and time constraints. You commit to a script, break it down and then you go into production where you block, light, rehearse, and shoot. Hopefully you get all the coverage you need so the post production process goes smooth,” continued Lyons. The 48hr Film Project is not only a community event in the Inland Empire, it’s also held in places like New York City and even Paris. “As we kick off the 20th year of the 48hr Film Project…I’m happy to announce that this year, our competition is being held in 204 cities around the world and as of today, over 62,000 films have been created. Good luck to each team that is here today and have fun,” said 48hr Film Project

My only hope is that local governments and public officials will invest more time in bringing "Hollywood" to the Inland Empire. This can be done by sponsoring scholarships for filmmakers, sponsoring small student productions, and supporting all community colleges that educate the filmmakers of tomorrow,” concluded Rodriguez. All 19 short-films were shown on the big screen at Look Cinemas in Redlands on October 14th. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. Students share str uggles, successes at Countywide Safety Summit teens and young adults who have been in foster care or experienced homelessness. They shared their unique challenges and spoke about the people and resources that helped them. “I have experienced homelessness and the foster system,” said one young panelist. “I have always strived to achieve my goals and break my family’s cycle of poor choices. There are people I’ve met who genuinely want to help me, and I know who and where to go. I’ve had mentors who have guided me. I am so grateful for the opportunity to share my experiences. It helps me to know my voice is valued.” PHOTO SBCSS Law enforcement leaders from across San Bernardino County spoke to County Superintendent Alejandre and other participants virtually during the Chiefs’ Panel.

T

his year’s San Bernardino Countywide Gangs and Drugs Task Force Safety Summit focused on safety issues affecting our schools and substance abuse among the youth population. It was held virtually on October 13. “It is inspiring to see the community come together to address critical issues our young people

are facing which ultimately impact our region as a whole,” said County Superintendent Ted Alejandre. “When our children thrive, our community thrives.” County Superintendent Ted Alejandre and 47th District California State Assemblymember Eloise Gomez-Reyes made the opening remarks. The summit included a Chiefs’ Panel consisting of law

enforcement leaders from throughout the area as well as San Bernardino County Superintendent of Schools (SBCSS) staff. Panelists discussed safety issues within schools and the community at-large. Questions were also fielded from individuals who participated virtually. A second panel consisted of

The most common responses from recent student surveys were shared. A majority of students asked for mentorship and stability to overcome difficulties associated with being in the foster care system, adverse life experiences and the ongoing pandemic. They also pleaded for their voices and ideas to be heard and respected. The keynote speaker, San Bernardino County Sheriff’s Department Lieutenant Marc Bracco, spoke about the most important drug-related issues facing the region.

Over 160 people attended the summit, which was open to all community members including school administrators, counselors, and security personnel, as well as local law enforcement, faith-based and community organizations, parents and other community leaders. The annual event is designed to help participants network, collaborate and exchange effective strategies to help keep our communities safe. The summit is organized by SBCSS Children Deserve Success and the San Bernardino Countywide Gang and Drugs Task Force, in partnership with the San Bernardino County Sheriff’s Department, San Bernardino County Probation Department and the San Bernardino County District Attorney’s Office. The San Bernardino Countywide Gangs and Drugs Task Force provides a leadership role in advocating the prevention and suppression of gang membership and drug use. The task force is a coordinated partnership among education, law enforcement, criminal justice, elected officials, private enterprise and community members across the county.
