apping off a year of tremendous turnaround, the West Valley Water District (WVWD) Board of Directors proudly released a “favorable” Comprehensive Annual Financial Report (CAFR) for the 2020 fiscal year. Board President Channing Hawkins said, “This marks the end of a tough period for the water district. This report is a receipt to ratepayers of our work to deliver greater transparency and improved accountability at the West Valley Water District.” Board Vice President Kyle Crowther said, “Collaboration was key here. Without proper planning and consistent cooperation between our board members, staff and independent organizations that helped to ensure compliance, this wouldn’t be possible. WVWD the last several months to help turnaround our district’s finances and financial operations.” The Pun Group, LLP, which served as the certified public accountant that audited WVWD’s finances, prepared the “favorable” comprehensive financial report and were responsible for the report’s data and accuracy ensuring compliance with strict Governmental Accounting Standards Board (GASB) guidelines. According The Pun Group, the audit’s “favorable” results means that “the financial statements were fairly presented in all material respects, accounting policies have been consistently applied, estimates are reasonable, and disclosures are properly reflected in the financial statements.” The Pun Group also found no problematic or questionable issues with management, internal controls, accounting or other inappropriate activities. The “favorable” results are a significant improvement from a 2019 fiscal year audit, which found multiple deficiencies and material weaknesses extending from issues with the accounting manual, internal controls, pay rate increases, inventory usage, contract management and segregation of duties, a process which ensures proper oversight and reviews to catch errors. Many of these shortfalls were highlighted in the California State Controller’s Office report, which covered a similar calendar year and time period from July 1, 2016 to June 30, 2018. Since that time, WVWD has

worked with a number of independent organizations including Liebert Cassidy Whitmore, a nationally-recognized employment and labor relations firm, and the Special District Leadership Foundation (SDLF), a nonprofit that promotes excellence in governance and management of special districts, to help improve and conduct unbiased investigations and assessments of its operations. Last June, the WVWD Board of Directors also selected The Pun Group, LLP to serve as a certified public accountant to audit its finances and ensure compliance for the next three fiscal years. The firm is also charged with providing an opinion on WVWD financial statements and keeping board members and management updated with best practices and new developments affecting special district accounting and reporting policies. Kenneth H. Pun, Managing Partner with the Pun Group said, “Management has taken our recommendations seriously and addressed all the issues identified in the 2019 audit, which has significantly improved and strengthened the internal controls at the Water District.” Acting General Manager and Chief Financial & Administrative Officer Shamindra “Rickey” Manbahal stated, “Over the past year, we made tremendous improvements. Being tasked with protecting ratepayer dollars, it was imperative that we address this immediately and not let this continue, which I am proud to see in the outcome. This report is a testament to the hard work of our board of directors, management and staff. I look forward to continuing to assist the board with their

Aguilar introduces legislation to prevent white supremacists from infiltrating US Militar y

R

ep. Pete Aguilar introduced the Shielding Our Military from Extremists Act, legislation to help prevent white supremacists and other domestic extremists from enlisting in the US Military. The introduction of the bill follows the publication of a recent report by the Department of Defense (DoD), which was commissioned by language Aguilar previously secured in the National Defense Authorization Act for fiscal year 2020. The report confirms that white supremacist organizations have actively worked to infiltrate the US military in recent years in order to

gain combat and tactical training, identify new recruits and use the presence of active duty service members to bring recognition to their organizations. “This report confirms that white supremacist extremists are attempting to use our military to acquire training, new recruits and validity for their hateful and violent causes. I’m introducing the Shielding Our Military from Extremists Act to codify the recommendations laid out by the Department of Defense so that we can prevent these extremists from putting our service members in

harm’s way for their own gain. It’s clear that we need cooperation across our government to solve this problem, and I look forward to working with my colleagues in Congress, the Department of Defense and the Biden Administration to get it done,” said Rep. Aguilar. The Shielding Our Military from Extremists Act would help to prevent white supremacists and other extremists by codifying seven recommendations contained in the report. he annual San Bernardino County Education Medal of Honor and Distinguished Service Award continues to seek nominations for this year’s recognitions. The deadline to submit entries has been extended to Feb. 25. The awards acknowledge significant contributions to public education within public and private sectors.

County educators may nominate a colleague, business partner, dedicated volunteer or service group for the Medal of Honor. The program highlights the positive im-

pact of surrounding communities on student achievement and wellness.

The annual Distinguished Service Award recognizes individuals for exceptional leadership and significant lifetime contributions to public education in the county. County Superintendent Ted Alejandre said, “Schools depend on the support of our local communities so students can achieve and thrive. We want to honor those groups and individuals who transform lives through service and dedication.”

ll state and local court employees would receive a paid holiday in celebration of California Native American Day instead of Columbus Day if a bill introduced Feb. 17 is approved by the Legislature and signed by Governor Gavin Newsom. Assemblymember James C. Ramos (D-Highland) said his measure, AB 855, makes California Native American Day, on the fourth Friday of September, a judicial holiday. Ramos’s bill swaps the present paid holiday on Columbus Day for California Native American Day. “For more than 20 years, I have worked to help create a day that recognizes the state’s first inhabitants and their history,” Ramos stated. "I applaud the Judicial Council for seeking to recognize the unique role of California Native Americans. Our state has the greatest number of Native Americans residing within its boundaries, and it is fitting that we begin to expand our commemoration of this holiday.” “The Judicial Council of Califor-

nia and its chair, Chief Justice Tani Cantil-Sakauye, are committed to providing equal access and fairness in our justice system,” said Judge Marla O. Anderson, chair of the Judicial Council’s Legislation Committee. “By recognizing the importance of Native Americans we not only acknowledge our shortcomings in our state’s past treatment of them, we also celebrate their past and current contributions to our state.” AB 855 would amend the Code of Civil Procedure to recognize California Native American Day as a judicial holiday so as to provide proper recognition for Native American people and celebrate their history in the state. It would not create an additional paid holiday for Judicial Council employees, but rather would exchange Columbus Day for California Native American Day. Court personnel are currently the only state workers receiving the paid October 12 holiday. The Judicial Council, which is sponsoring AB 855, voted in January to seek authority to ensure California Native American Day

Non-judicial holidays are designated in the Government Code, but court holidays are established in the Code of Civil Procedure. Chief Judge Abby Abinanti, Yurok Tribe member and co-chair of the Tribal Court-State Court Forum, shared the following response to AB 855: “To be seen, it is a long awaited and welcomed first step by the justice system, the beginning of an effort to be inclusive of our first citizens." Ramos said he and other people began efforts to honor California Native Americans more than 20 years ago when he was a San Bernardino County supervisor. “We were aided by then-Assemblymember Joe Baca, who successfully introduced legislation in 1998 to create a non-paid official state holiday for California’s First People. Baca went on to introduce similar legislation as a Member of Congress.”

ince launching less than a month ago through a collaboration between Loma Linda University, physician leadership teams, and with the help of many students and community volunteers, two vaccine clinics launched to provide critical doses to the local community. The Drayson Center location has become one of the top private vaccine sites in the region and as of last Wednesday has provided over 15,000 vaccines to San Bernardino County residents and employees. “(Wednesday’s) visit was in-

tended to commend the Loma Linda University Health team for our efforts to serve the San Bernardino County region through the vaccine clinics, as well as our year-long effort in treating COVID-19 patients,” said Richard Hart, MD, DrPH, president of Loma Linda University Health. Hart attributes that success of the clinic to its many volunteers and the demonstration of collaboration of all those involved. Hart was particularly gratified when Governor Newsom said, “What I love about this is the vir-

o support essential COVID-19 vaccination efforts, Inland Empire Health Plan (IEHP) has partnered with San Bernardino County to host a super vaccination site. The clinic will be held at IEHP's headquarters at 10801 Sixth Street in Rancho Cucamonga beginning on Tuesday, Feb. 23. Regular hours of operation will be Tuesdays through Saturdays from 10 a.m. to 6 p.m. The vaccination clinic is scheduled to run for approximately six months. Appointments are required and can be made at SBCovid19.com/vaccine.

Boys & Gir ls Club holds Valentine’s book fair

oys & Girls Clubs of Greater Redlands-Riverside held a Valentine’sthemed book fair for members on Friday, Feb. 12. Each member got to choose a package of age-appropriate books, and parents were invited to pick out books at tables set up curbside. All books were free to take. Club staff made a decorative photo backdrop and decorated and set up a room to mimic a Scholas-

tic book fair. Besides books, each kid got a Valentine and sweet treats.
