ack on March 12, 2020 City Council declared a local emergency; an historical meeting where much effort was made to address the rising concerns that came with what was to be the COVID-19 Pandemic. Among the concerns addressed was the sanitation of senior complexes in Rialto. "Initially, my main concern was that senior citizens have access to sanitary supplies and other basic staple foods that were quickly becoming scarce in our neighborhood supermarket shelves," recounted Councilmember Rafael Trujillo. "Seniors citizens lack the resources needed to access, much less stockpile, these everyday products."

ialto City Council made a motion on May 26 to direct the city attorney to prepare an emergency ordinance temporarily prohibiting rental increases within the city. The potential rental increase prohibition, requested by Councilmember Rafael Trujillo, posed some initial confusion between the council…one of the members even believed they were voting on the item, when they were only providing direction to city staff and attorney. “Councilmember Trujillo requested this tab relate to residential and in the staff report the word commercial has been implemented,” said Mayor Pro Tem-Ed Scott. “Based on the fact that there is an item on here related to commercial rents, I am going to abstain from this item. I own commercial property at 142 S. Riverside in the downtown area; I have a lease on that property and collect rent from that Council, cont. on next pg.
