n July 23, in a 5-0 vote, Rialto City Council approved a fuel station at the southwest corner of Riverside Avenue and Randall Avenue. At the meeting, it was discovered that the forthcoming 10pump fuel station would not be selling alcohol. “In terms of operations the fuel station will be a 24/7 operation; along with the convenience market. The car wash hours will be from 7 AM to 10 PM. One of the more important facts is that there will be no alcohol served at this location,” said Robb Steel, Assistant City Administrator / Director of Development Services.

One element that struck interest in the council is the possibility of a future fast food tenant on the lot. “I’m glad staff has pushed to make this building aesthetically pleasing, which is important for the look of our city. Is there a potential drive-thru fast food tenant that has been identified for the location?” asked Councilmember Joe Baca Jr. “Well here in the report there are some notes for possible drive-thru tenants, which indicate that it could be Fat Burger restaurant,” said Mayor Deborah Robertson. he White House just axed a proposal that would have made medicines more affordable for patients living with mental illness. Had the change taken effect, millions of Americans would have found it easier to afford the medicines they need. I've made it my life's mission to help Americans who are battling mental illnesses. While serving in the House of Representatives, I authored and cosponsored bills to improve treatment of mental health disorders. And I've continued to advocate for these patients since leaving Congress. Each year, millions of Americans confront mental illness. Roughly one in six Americans relies on some form of psychiatric medication. Many patients struggle to afford the medications that keep them healthy. In 2017, nearly half of people battling a mental illness went without treatment, according to the U.S. Substance Abuse and Mental Health Services Administration. Almost half of those patients cited cost as the reason. High out-of-pocket pharmacy bills deserve much of the blame. An analysis published in the Journal of the American Medical Association found that when copays for antidepressants double, patients fill 26 percent fewer prescriptions.
Insurers hire PBMs to negotiate discounts with pharmaceutical companies. In recent years, PBMs have extracted evergreater price concessions from drug makers. Total rebates grew from less than $70 billion in 2013 to $160 billion in 2018. PBMs and insurers often use these discounts to reduce premiums. But they rarely use the savings to reduce patients' out-of-pocket costs. The president’s reform would have made it illegal for drug makers to give rebates to PBMs in government programs like Medicare and Medicaid, unless the PBMs and insurers used the rebates to reduce out-of-pocket costs. This change would have driven down medical expenses for patients with government health insurance. Medicare beneficiaries were expected to save between $14 billion and $25 billion over the next decade. Unfortunately, now that the Trump administration has withdrawn the rule, these patients will never see those savings.

Americans should be able to draw 100% of their social security benefits at age 65 but they can’t. 1983 began a gradual age increase from 65 to 67 which occurred over a 22 year period. For those who are already past 65 it’s too late to care much. People who began collecting at age 62 don’t care either. If you started paying into Social Security by the age of 25 and most Americans did or will, then forty years is long enough to pay into a fund that should give you the maximum payout based on what you paid into the fund. Many American workers began paying into a retirement account younger than 25 and then were able to draw 100% of their retirement after 27 or 28 years of work. This means some people, like school teachers, government workers and others might retire as young as 50. Fifty is significantly earlier than 66 or 67 to begin collecting your full Social Security benefits. Many Americans will pay into Social Security and never collect

The problem this creates for many Americans is they are limited to additional income. Why should the “62� crowd of Americans only be able to make $17,640 a year? If they are paying into Social Security from what they are earning from a job then they are only supplementing a system they are collecting from. Many Americans are forced into double trouble.They have reduced benefits at age 62 because they want to go ahead and collect the income. Next, they are only allowed to make up to $17,640 additional money from working a job. They end up with a smaller amount of Social Security for life and could become totally unable to work a job thus creating a lifetime dilemma. The average senior will collect $17,532 in Social Security benefits a year or $1,461 per month with the 2.8% 2019 cost of living increase. Some Americans are col-
lecting $2,788 per month or $33,456 a year if they paid in the maximum taxable earnings for 35 years. The maximum amount is now $132,900! How many Americans will make the maximum amount of earnings for 35 years? Each year about 6* of covered workers have earnings above the taxable maximum income. Sadly, once America gives up something we seldom get it back. For example, full Social Security at age 65. Our government is starved for cash. Our government has borrowed about $3 trillion from our Social Security fund. Our government “borrows� from the Social Security fund ad nauseam to cover their wasteful spending. If the government can get its way it will increase the Social Security age to 70 or higher. So beware! Start talking to your Representative or Senator about your Social Security benefits. If the AQMD is able to adopt a strong ISR, it would mean that less people would die from air pollution in our region. he word “Gelotology” is not well known in academic or medical circles. As with such words as Oncology, Cardiology, Hematology the “ology” means “the study of”’ cancer, the heart, blood and laughter. Dr. Lee Berk is one professor involved in the study. A few years ago I interviewed Dr. Berk on the subject of his research. He confirmed his early dependence on the work of Norman Cousins Ph.D.
I was in the class when Dr. Cousins related an outstanding experience. He began by establishing a baseline blood sample. He then went into a self-imposed hypnotic state and then let his mind concentrate on negative things (war, fatalities, anger, jealousy etc.) At his signal another sample of blood was taken. The result between the two samples was startling. The white blood count (immune system) had DROPPED significantly. He then began the same process of hypnosis but reversed the suggestions (peace, joy, happiness, etc.) An amazing result transpired. The white blood count had increased 95%. In other words, his immune system had doubled. Dr. Berk copied the same process with different results. He had several young people have blood tests. In the first one, the white blood count went way down. In the second test the white blood count increased 125 percent. Amazing evidence of how the mind affects the body. All of this information should be viewed in the light of Norman Cousins’ previous experience with terminal illness. His collagen illness was diagnosed as terminal. But through laughter and mega-
vitamin C, he became well. Psalm 126:2 states, “Then was my mouth filled with laughter and my tongue with singing.” Obviously, laughter is not an aberration but indigenous to being alive. It is undoubtedly important. A study published in Psychology Today said that everyday we need at least four hugs and twenty laughs. A baby laughs at least twenty times an hour. The benefits of laughter are magnanimous. It is a trigger; a stimulus in four distinct ways. FIRST, it triggers the secretion of ENDORPHINS from the brain. They have the same molecular formula as morphine. Both are painkillers. SECOND, it stimulates white blood cells (as per Cousins and Berk) that increase the potential of the immune system. White blood cells act as Special Forces that attack and destroy the enemies of infection that invade the body, causing sickness. Negative thoughts and emotions weaken the immune system.

A couple was about to have breakfast, when the wife remembered she needed milk. “Honey, would you go to the store and get us a carton of milk?” She continued, “And if they have eggs, get us six.” He returned with six (6) cartons of milk. The amazed wife retorted, “Why six cartons of milk? The husband said, “Because they had eggs.” Think about it. The FOURTH benefit of laughter is that it minimizes stress and alleviates tension in the body. Laughter has been described as giving the organs of the body a massage. A few years ago I traveled around the world, making a study of humor. Several observations were obvious. Every nationality made fun of another one. I also learned that the Chinese seldom tell a joke, but they love cartoons.
THIRD, it stimulates and nourishes the brain’s thinking process.
In every country I visited I would ask, “What is your favorite joke?” In Paris, a French gal said, “What’s the difference between men and mosquitoes?” I didn’t know, and she said, “Mosquitoes only bother me in the Summer time.”

favorite kinds of humor jokes. The most favorite was SEXUAL jokes. In Turkey they loved to tell homosexual stories. The double entendre and insinuation were prominent. The second favorite was jokes about POLITICIANS. Their ignorance and infidelities were favorites. Germany and England in particular told political stories. The third favorite, believe it or not, was jokes about SENIORS. In Spain, particularly Madrid, there were benches every few feet filled with seniors swapping jokes about themselves. The fourth favorite was ETHNIC humor. I include blonde jokes in this group. There’s no dearth of material for either ethnic or blonde jokes. The fifth favorite was RELIGION. Ministers, nuns, the Catholic Church, celibacy, pedophiles; nothing seemed sacred. I never told them I was a retired minister. Do you want to live longer? Try telling jokes and laughing more. Laugh a little and live a lot. It’s the best medicine. Amen. Selah. So be it.
Animal shelters to host “End of Summer Spay-Cation - free cat spay, neuter event

ummer is a busy time for local animal shelters. The warmer weather means an increase in the number of kittens born and surrendered to already over-crowded animal welfare organizations. In an ongoing effort to prevent unwanted litters and promote life-saving measures, nine animal shelters servicing San Bernardino County will be hosting an “End of Summer SpayCation.” Appointments for free cat spay or neuter clinics will be available August 19th through the 23rd at participating animal shelters, the County of San Bernardino will be offering vouchers worth $75.00 toward the cost to spay and neuter cats! Vouchers are for residents who reside in the County’s unincorporated areas.

Community to celebrate Emma Shaw’s 107th bir thday! Community News

n Saturday, August 10, 2019, in San Bernardino the Shaw family will gather together to celebrate the 107th birthday of the family matriarch, Emma Shaw. The celebration will be held at the Akoma Unity Center at Anne Shirrells Park from 2 p.m. – 6 p.m. It is being sponsored by Akoma Community, Greenwood Bail Bonds, the Westside Action Group (WAG) and the Shaw Family Foundation. Emma was the 2nd born to James and Gertrude Armstrong on August 9, 1912 in Tallulah, Louisiana. Emma was raised by her aunt and uncle and attended Madison Parish Training School. Emma was not able to complete school because the family needed her to help in the cotton fields. At the tender age of 15 she met the love of her life, George Bernard Shaw. Emma and George were married on February 6, 1929 and to this union God blessed them with 13 children; six sons, five daughters and two children who died at birth. Six of their children; Cleve-
land, Luretha, Johnny B, Joyce, Wiley and Mary were born in Tallulah. Emma and George were married for 62 years until he passed away.
Church Mother for over 40 years and in recognition for this service Mother Shaw was appointed Church Mother Emeritus. Everyone who knows Mother Shaw has heard her testimony and can repeat it verbatim as she starts to say…”Early one Saturday morning I was in my bathroom when I heard a loud voice saying, ‘Be ready, I’m on My way back’…” and from that time to this day, Mother Emma tells everyone that she encounters to be ready, the Lord is on His way back.
In 1942 George saw potential for advancement by moving his family from Louisiana to Las Vegas, Nevada. While in Las Vegas, Emma was an employee at the El Rancho and Frontier hotels. Emma gave birth to Donell and Ronell before leaving Nevada in 1944. As times began to change, George had the foresight again to relocate his family to San Bernardino, California in 1944. Emma began working in private homes as a maid. She then found new employment at Norton Air Force Base. After leaving Norton, Emma began doing seasonal work at the National Orange Show. Once the seasonal work was done, Emma found employment in Palm Springs where she worked for 16 years. While in California Barbara, Vernon and Valerie were born. Though their resources were limited, that did not prevent Emma from sharing with those who were even less fortunate
whenever they stopped by. She is an excellent cook and is known for her homemade biscuits, fried chicken and her peach cobbler. Emma joined New Hope Missionary Baptist Church under the leadership of Reverend David Campbell. After the passing of
Reverend Campbell, Mother Shaw changed her membership to Greater New Jerusalem Church of God in Christ, which was then under the leadership of Elder Herbert C. Pugh. Mother Shaw grew spiritually at Greater New Jerusalem where she became the Church Mother. She served as
Emma Shaw is a local legend, living to celebrate her 107th year of life here on this earth. She is still so full of wisdom, discernment, encouragement and honesty. She has a no nonsense attitude when ‘stuff ain’t right’, and she will speak her mind and let you know. When you hear ‘now looka here’, you know something of importance is about to follow. The matriarch of six generations Emma has 6 living children, and well over 300 grandchildren, great-grandchildren, great-greatgrandchildren and great-greatgreat-grandchildren.
Gover nor Newsom’s “Mental Health Czar” visits Behavioral Health

ast week, Dr. Thomas Insel, the internationally renowned neuroscientist and psychiatrist appointed by Governor Gavin Newsom to be his special advisor on mental health, visited San Bernardino County to learn about its behavioral health programs. Insel visited San Bernardino County Department of Behavioral Health (DBH) clinics, residential treatment facilities, and participated in a ride along with the Homeless Outreach Support Team, a mental health team that provides supportive services to homeless individuals living on the streets. He also viewed an RV which had been transformed into a mobile clinic, and visited several DBH clubhouses, recreation centers that support individuals with a mental health disorder. At the Desert Stars Clubhouse in
Barstow, members shared their stories of recovery and presented Insel with a Certificate of Appreciation for his long outstanding support of mental health. “Dr. Insel is interested in learning from the ‘little people’ and we appreciate that,” said clubhouse member Rey French. "As I visit counties around California, I am continually impressed by the commitment and the creativity of the people delivering behavioral health services,” Insel said. “San Bernardino is such a great example of how innovative leaders and compassionate providers can deliver quality care to the people in greatest need. I was inspired by what I saw across the spectrum of care from clubhouses to inpatient services. I hope my colleagues in Sacramento can have the same experience."
“DBH is thankful for state leaders like Dr. Insel, who understand the importance of behavioral health and finding innovative solutions to reach more people,” said DBH Director Dr. Veronica Kelley. “His visit provided us with the unique opportunity to show what the county does best – engage with and deliver care to the most vulnerable people in our community, wherever they are.” Insel is the Chair of the Steinberg Institute, a behavioral health public policy agency. Prior to his current role, Insel served as director of the National Institute of Mental Health and was a professor of psychiatry at Emory University. Governor Newsom announced Insel’s appointment as “mental health czar” at a May 21 press conference.

I
’m a teacher and I have never had an interest in the medical field but becoming a survivor of Neuroendocrine Tumors (NET) changed me. I am a busy mother of two with a full-time career with an unusual hobby. I spend my evenings and weekends researching NET and other related conditions. This hobby was born from personal necessity as I started my journey with the illness. Neuroendocrine tumors or NETs begin in certain cells and secrete hormones in quantities above and beyond normal ranges. These excess hormones produce dangerous symptoms. Hormones called adrenaline (the “adrenaline rush” we all know about) and noradrenaline are produced, which can increase heart rate and blood pressure to dangerous levels. The exact cause of NETs is not known but family history and genetic make up are significant contributors. My medical episodes began about six years ago as a slight feeling of adrenaline. They happened once a month and lasted a few minutes. Thinking my blood sugar was low, I would eat a snack and go on with my day. At my annual physical I told my doctor about them and asked if my hair loss, flushing episodes, and unhealthy nails were related to the adrenaline rushes too. She suggested it was probably stress related but checked my thyroid just in case. When the test results came back normal she concluded it was all
stress related and that I should consider getting a new job. I left her exam room feeling defeated and my symptoms ignored. Over the next two years my episodes worsened. They occurred more often and lasted longer. I had a particularly rough one while at work in 2015 that made me feel instantly nauseous. It felt like when my blood pressure dropped dangerously low during the birth of my daughter. That evening, another episode hit so, I ran for my blood pressure cuff. To my surprise, my BP was not low but very high. I described my symptoms to a new doctor to which she callously responded, “Wow, sounds like adrenal cancer. That is so rare, it would be amazing to diagnose that at my age! But it is too rare, so I know you don’t have it.” The thyroid testing came back normal and no tests were ordered on her suspicion of cancer. I knew I needed to find my own answers, if I could not get help from my doctor. I started tracking my episodes on an app. I documented my BP and symptoms. I took this information to my doctor at my next annual physical. Her face turned white at the sight of my data. This time she said noth-
I finally received news of my condition on Back To School Night at work. The news was relayed on the phone by a nurse who casually told me that I have a pheochromocytoma, which she couldn’t pronounce. She told me I would get a call from the endocrinologist and hung up. The nurse’s demeanor being so light and casual made me do quick research on the condition expecting something common and easily corrected. However, right before meeting a roomful of parents I read that I have a rare adrenal tumor. I was devastated. That weekend I did an extensive internet search and joined Pheochromocytoma and Paraganglioma Support Groupon Facebook. The support group was extremely knowledgeable and helped me learn so much about my condition. They kept files on symptoms, triggers, doctors, treatments, and necessary follow ups. I now had knowledge about NET cancer but was still getting nowhere with doctors. There was no sense of urgency on the specialist’s part. I was able to get an appointment three months later! During the wait my General Practitioner ordered an MRI and the tumor was confirmed. My episodes were coming more often and lasting longer. For about

How I overcame the vicious cycle of wor r y By Stan Popovich

o you ever get stuck into that vicious cycle of worrying where you get overwhelmed with worrying and fearful thoughts? In return, this creates more panic and worry and eventually you can’t function because you are a basket case. As the author of a managing fear book, I struggled with fear, anxiety, and stress for over 20 years. Eventually, I was able to overcome the endless cycle of fear and anxiety. Here is a brief summary of what I did to get better.
books, joined support groups, and learned from my experiences. I never stopped learning on how to handle my anxieties. 3. I surrounded myself with helpful people: I made it a habit of surrounding myself with supportive people who understood what I was going through. During some of my anxious times, one of my good friends gave me a hard time and was not very supportive. I tried to explain my situation to him, but he would not listen. One day, I got mad and told him to leave me alone if he was to continue getting on my case. He later apologized and was more understanding.
1. I got advice from the professionals: The first thing I did was to talk to various counselors since they knew how to deal with fear and anxiety. Whenever I talked to the counselors, I would always bring a notebook and take notes so I would not forget the advice that was given to me. I then used their advice to overcome my anxiety issues.
4. I learned how to manage my fearful thoughts: The key in overcoming the cycle of worry and fear is overcoming your fearful thoughts. Whenever I would get a negative and fearful thought, I would challenge that thought with positive statements and realistic thinking. I also made it a habit to focus on the facts of my current situation and not on my negative thoughts.
2. I became an expert on dealing with fear and anxiety: I did everything possible to learn as much as I could in how to deal with my fears and anxiety. As a layman, I talked to professionals, read
5. I was persistent: There were many times I felt like giving up because my fears and anxieties were so powerful and I didn’t know what to do. I worried about what would happen and that just
made my fears that much stronger. During those times, I would consult with a professional and I made it a point to learn from my experiences so that I would be better able to handle these situations in the future. 6. I did not make excuses: With a lot of practice, I became very good at dealing with my fears and anxieties. I realized that the answers to my problems were out there, however it was up to me to find those techniques that would get rid of my fears and anxieties. I realized that making excuses for not getting help wasn’t going to make things any better. 7. I made the choice to get better: If you struggle with fear and anxiety there is hope, however you need to make the effort in getting better. The answers will not come to you. You have to make the effort to find the answers to overcome your situation. It will not always be easy, but you can overcome the cycle of fear and worry with hard work and a willingness to learn from your every day experiences. a week straight I experienced four to five 30-minute episodes a day. During the episodes my blood pressure would soar, I’d have a migraine level headache, nausea, and uncontrollable muscle spasms in my legs and back. The episodes occurred while I was teaching, cooking dinner for my family, or even driving. I called the endocrinologist for a sooner appointment and as I was about to be transferred to appointments by a nurse, I broke down in tears to her and explained how I was living. I told her I couldn’t go on like this. Miraculously, she got me in the next day. I was so relieved to see a specialist. Finally, someone who could help me. Surgery was scheduled immediatley and the tumor removed. Three months after surgery I called my GP to ask about follow up tests and scans which I learned were necessary from my Facebook support group. Her response, “Oh, I thought once it was
out you were good!” She said she would refer me back to the endocrinologist for follow up, but it never happened. A year after my surgery I requested again at my annual physical for the necessary follow-up on the tumor. I was finally referred back to the endocrinologist. He did order all the lab work again to be sure I no longer had surges of epinephrine. I was also able to convince him to order genetic testing, which I learned about from my support group. I am currently waiting on the results. I’ve learned that I will have to be my own advocate if I want to get the necessary care for my condition. Through my struggles with NET and our failing health system, I now urge everyone to be their own health advocates. Have a strong voice. Document everything. Don’t give up. Save your life the way I saved mine.
School of Nursing receives $2.6 million g rant to increase the number of advanced practice registered nurses in the I.E.

The grant, from the federal department’s Advanced Education Nursing Grant Program, will provide funding toward tuition assistance for qualifying students and enhance training. The school recently received confirmation of the funding for year one of the 4year grant, a $684,848 installment. “This grant will allow us to update and enhance the training provided to students,” said Gloria Mattson Huerta, DNP, Nurse Practitioner program coordinator and assistant professor at Loma Linda University School of Nursing. “This will include the develop-
ment of standardized patient scenarios focusing on behavioral health issues, as well as managing the opioid crisis — both of which are significant issues in the Inland Empire as well as nationally.” Pete Aguilar, Representative for California’s 31st U.S. Congressional District, has promoted adding HHS funding to provide high-quality affordable healthcare in the state’s medically-underserved communities. “By increasing the number of highly-qualified nurses in our region, we can help ensure better health outcomes for our communities while creating good jobs in a growing field in our region,” Aguilar said. “I’m proud to announce this funding, and I look forward to a continued partnership with Loma Linda University in order to increase access to quality health care throughout San Bernardino County.”
